  1. Contribution dynamics in defined contribution pension plans during the great recession of 2007-2009.

    We investigate changes in workers' participation and contributions to defined contribution (DC) plans during the Great Recession of 2007-2009. Using longitudinal information from W-2 tax records matched to a nationally representative sample of respondents from the Survey ofl Income and Program Participation, we find that the recent economic downturn had a considerable impact on workers' participation and contributions to DC plans. Thirty-nine percent of 2007 participants decreased contributions to DC plans by more than 10 percent during the Great Recession. Our findings highlight the interrelationship between the dynamics in DC contributions and earnings changes. Participants experiencing a decrease in earnings of more than 10 percent were not only more likely to stop contributing by 2009 than those with stable earnings (30 percent versus 9 percent), but they also decreased their contributions substantially (-$1,839 versus -$129).   2. Vegetable intake is associated with lower Frammingham risk scores in Korean men: Korea National Health and Nutrition Survey 2007-2009

    BACKGROUND/OBJECTIVES Observational studies suggest that an association between vegetable consumption and coronary heart disease (CHD). However, the results are inconsistent. This study aimed to investigate the daily intake of vegetables on a national level and its effect on the risk of CHD risk, as determined by the Framingham Risk Score (FRS). SUBJECTS/METHODS This study was conducted a cross-sectional design of 2,510 male adults 40-64y of age who participated in the 2007-2009 Korean National Health and Nutrition Examination Survey. Daily intake of vegetable was assessed by 24-h recall, and the consumption frequency of vegetables was determined using a food frequency questionnaire. The odd ratio of CHD risk according to daily intake and frequency of vegetables was analyzed. RESULTS Total vegetable intake was inversely and significantly associated with the risk of CHD (Model 1: 4th vs. 1st quartile, OR = 0.74, 95% CI = 0.58-0.96, P for trend = 0.0015), and the significant relationship with CHD risk remained even after adjusting for potential confounders (Model 3: 4th vs. 1st quartile, adjusted OR [aOR] = 0.69, 95% CI = 0.49-0.95, P for trend = 0.0492). Subjects in the higher quartiles of non-salted vegetable intake had 31% lower odds of the risk of CHD compared to those in the lowest quartile after adjusting for various potential confounders in model 3 (aOR = 0.69; 95% CI = 0.49-0.97, P for trend = 0.0478). No significant associations between the frequency of vegetable intake (total, green, white and red vegetable) and the risk of CHD were found. CONCLUSIONS The major results of this study indicate that higher vegetable intake may help prevent CHD in Korean men. PMID:26865921

  4. Asthma, Depression, and Suicidality: Results from the 2007, 2009, and 2011 Youth Risk Behavior Surveys.

    We assessed the association between asthma and suicidality in a nationally representative sample of US high school students. Data came from the 2007, 2009, and 2011 Youth Risk Behavioral Surveys. Weighted prevalence estimates and adjusted odds ratios were calculated. Subjects with asthma are more likely to report 2-week sadness (35.2%) compared to those without asthma (26.7%). Teens with asthma are also more likely to report suicide ideation (20.1% vs. 15%), planning (15.7% vs. 12.1%), attempt (10.1% vs. 6.9%), and treatment for attempt (3.5% vs. 2%). Although the unadjusted association between lifetime asthma and suicide attempts is statistically significant (crude odds ratio 1.5 (95% CI 1.3-1.8)), after controlling for confounders, that association is no longer statistically significant (AOR 1.2 (1-1.6)). Thus, this increase in suicidality seems to be due to the increased prevalence of sadness among teens with asthma. Similar patterns were seen in the 2007 and 2009 surveys. PMID:26252825

  6. Acrylamide monitoring in Switzerland, 2007-2009: results and conclusions.

    Parallel to the European Union acrylamide monitoring for the years 2007-2009, Switzerland performed its own monitoring, covering the whole range of products that significantly contain acrylamide (almost 300 samples per year), but focusing on those products that may result in high exposure. As reducing sugars are critical for potato products, these were included. No significant change, particularly improvement, was noticed, especially regarding those products for which substantial potential for improvement is known. 'Western-style' French fries continued to contain some four times more reducing sugars than 'traditional' fries, with correspondingly higher acrylamide in the finished product. The supply of raw potatoes low in reducing sugars by retail shops needs improvement, but there seemed to be insufficient willingness on a voluntary basis. A foreign producer was successful in penetrating the Swiss market with special potato chips containing up to 7000 microg kg(-1) acrylamide and only harsh measures could stop this. Three of about 61 products in the group of bakery ware showed a marked improvement. But there was also a store brand cracker that competed with a leading brand which contained 15 times more acrylamide (845 microg kg(-1)). Cereals contained 1080 microg kg(-1) acrylamide and even a warning did not prompt the producer to sell substantially better products one year later. It seems that only measures by the authorities will achieve improvements. The following seem promising: a limit for reducing sugars in prefabricates for French fries; the improved supply of raw potatoes low in sugars for roasting and frying; a legal limit for acrylamide content in potato chips; a general provision that products must not contain substantially more acrylamide than achievable by good manufacturing practice; and fryers with a temperature profile from an initial high to a lower final value.   7. Planning National Radiotherapy Services

    Countries, states, and island nations often need forward planning of their radiotherapy services driven by different motives. Countries without radiotherapy services sponsor patients to receive radiotherapy abroad. They often engage professionals for a feasibility study in order to establish whether it would be more cost-beneficial to establish a radiotherapy facility. Countries where radiotherapy services have developed without any central planning, find themselves in situations where many of the available centers are private and thus inaccessible for a majority of patients with limited resources. Government may decide to plan ahead when a significant exodus of cancer patients travel to another country for treatment, thus exposing the failure of the country to provide this medical service for its citizens. In developed countries, the trigger has been the existence of highly visible waiting lists for radiotherapy revealing a shortage of radiotherapy equipment. This paper suggests that there should be a systematic and comprehensive process of long-term planning of radiotherapy services at the national level, taking into account the regulatory infrastructure for radiation protection, planning of centers, equipment, staff, education programs, quality assurance, and sustainability aspects. Realistic budgetary and cost considerations must also be part of the project proposal or business plan. PMID:25505730

    NHPN, the National Highway Planning Network, is a database of major highways in the continental United States that is used for national-level analyses of highway transportation issues that require use of a network, such as studies of highway performance, network design, social and environmental impacts of transportation, vehicle routing and scheduling, and mapping. The network is based on a set of roadways digitized by the U. S. Geological Survey (USGS) from the 1980 National Atlasmore » and has been enhanced with additional roads, attribute detail, and topological error corrections to produce a true analytic network. All data have been derived from or checked against information obtained from state and Federal governmental agencies. Two files comprise this network: one describing links and the other nodes. This release, NHPN1.0, contains 44,960 links and 28,512 nodes representing approximately 380,000 miles of roadway.« less

    The International Year of the Planet Earth, as proclaimed by Resolution 60/192 of the United Nations General Assembly at its 60th Session, is a 3-year event (2007-2009) aimed at promoting the contribution to sustainable development of society by using geoscience knowledge and information. It is a joint initiative by the International Union of Geological Sciences (IUGS and UNESCO. The US National Committee (USNC) for the International Year of the Planet Earth is responsible for developing national science and outreach activities that contribute to the success of the global awareness on the use of geosociety for society. The USNC plans for a launch activity early in 2008 and a national outreach activity in the fall. Various US based geoscience societies and federal agencies will be conducting IYPE branded activities in support of the year.

A case distinctly manifests the modulation of recurrent weaker geomagnetic disturbance on GEC during the solar minimum. Statistical analyses indicate that the effect of weaker geomagnetic activity on GEC day-to-day variability is significant during 2007-2009, even under relatively quiet geomagnetic activity condition, while geomagnetic activity effect on GEC is not prominent during 2003-2005 solar cycle descending phase except under strong geomagnetic disturbance condition. Nevertheless, statistically the most important effect on GEC day-to-day variability during 2007-2009 comes from the factors other than geomagnetic activity and solar EUV irradiance.

    As a result of various program initiatives, the U.S. generated and will continue to generate waste contaminated with radioactive materials. Because of increased awareness of the risks and special requirements to safely manage long-lived alpha-emitting radionuclides, a new category of radioactive waste, transuranic (TRU) waste, was adopted in 1970. Heads of Field Elements can determine that other alpha-contaminated wastes, peculiar to a specific site, must be managed as transuranic waste{close_quotes}. TRU waste is generated and stored at various DOE sites around the country. In December 1993, the National Transuranic Program Office (NTPO) was established as part of the Carlsbad Area Office (CAO) to integrate and coordinate the diverse organizational elements that contribute to the complex-wide management of TRU waste. Numerous sites with small TRU waste inventories are also part of the national TRU waste system. The majority of TRU waste is also contaminated with hazardous materials and is thus considered mixed waste. Mixed waste must be managed in compliance with all federal, state, and local regulations that are applicable to the radioactive and/or hazardous component of the waste. Each generator site is responsible for the management of its respective waste. Sites must plan and implement programs to minimize, characterize, package, treat, store, ship, and dispose of all TRU waste; construct required waste management facilities and equipment; obtain permits; perform site-specific National Environmental Policy Act (NEPA) analyses; conduct environmental studies; perform laboratory analyses; and certify that waste meets appropriate disposal facility criteria. Due to the toxicity and long half-lives of TRU radionuclides, TRU waste must be disposed in a manner that offers greater confinement than shallow land burial.

  14. Geomagnetic activity effect on the global ionosphere during the 2007-2009 deep solar minimum

    In this paper the significant effect of weaker geomagnetic activity during the 2007-2009 deep solar minimum on ionospheric variability on the shorter-term time scales of several days was highlighted via investigating the response of daily mean global electron content (GEC, the global area integral of total electron content derived from ground-based GPS measurements) to geomagnetic activity index Ap. Based on a case during the deep solar minimum, the effect of the recurrent weaker geomagnetic disturbances on the ionosphere was evident. Statistical analyses indicate that the effect of weaker geomagnetic activity on GEC variations on shorter-term time scales was significant during 2007-2009 even under relatively quiet geomagnetic activity condition; daily mean GEC was positively correlated with geomagnetic activity. However, GEC variations on shorter-term time scales were poorly correlated with geomagnetic activity during the solar cycle descending phase of 2003-2005 except under strong geomagnetic disturbance condition. Statistically, the effects of solar EUV irradiance, geomagnetic activity, and other factors (e.g., meteorological sources) on GEC variations on shorter-term time scales were basically equivalent during the 2007-2009 solar minimum.

    As part of the Conceptual Design Report (CDR) for the National Ignition Facility (NIF), scientists from Lawrence Livermore National Laboratory (LLNL), Los Alamos National Laboratory (LANL), Sandia National Laboratory (SNL), the University of Rochester`s Laboratory for Laser Energetics (UR/LLE), and EG&G formed an NIF Target Diagnostics Working Group. The purpose of the Target Diagnostics Working Group is to prepare conceptual designs of target diagnostics for inclusion in the facility CDR and to determine how these specifications impact the CDR. To accomplish this, a subgroup has directed its efforts at constructing an approximate experimental plan for the ignition campaign of the NIF CDR. The results of this effort are contained in this document, the Experimental Plan for achieving fusion ignition in the NIF. This group initially concentrated on the flow-down requirements of the experimental campaign leading to ignition, which will dominate the initial efforts of the NIF. It is envisaged, however, that before ignition, there will be parallel campaigns supporting weapons physics, weapons effects, and other research. This plan was developed by analyzing the sequence of activities required to finally fire the laser at the level of power and precision necessary to achieve the conditions of an ignition hohlraum target, and to then use our experience in activating and running Nova experiments to estimate the rate of completing these activities.

    We have argued that development strategies aimed at the reduction of all forms of deprivation, according to an explict statement of values and priorities, are necessary for the integration of nutrition planning into overall national development planning. We do not regard this as likely to lead to the neglect of the key issues of investment and production. Instead, we argue that consideration of investment and production strategies should be explicitly directed to their purpose, the reduction of deprivation, rather than, as in the past, treated as the necessary means to that purpose. Thus investment and production strategies would be aimed directly at relieving deprivation including, especially, nutritional deprivation, and their impact in this respect will need to be explicitly predicted and evaluated. We have argued that problems and potentials differ greatly at the area level and that planning must be an iterative process in which national and area-level strategies and programmes are brought to consistency through successive cycles of adjustment and reappraisal. A major role in planning, especially in detailed design and implementation, is assigned to area level. Planning must proceed from an identification of the deprivations under attack to the identification of intervention measures. Elsewhere we have argued the case for the 'functional classification" of malnutrition and the use of "typical profiles" in the understanding of "the ecology and etiology of malnutition". Where planning accepts the need for an integrated approach to the attack on all forms of deprivation, these analyses of nutritional deprivation would from part of a more comprehensive analysis of general deprivation. The existence of "functional classification" and "typical profiles" analysis with respect to malnutrition would provide an excellent base from which a more comprehensive view might be developed.   17. Temporal and spatial distribution of glacial earthquakes in Greenland during the IPY 2007-2009

    Glacial earthquakes are seismic events associated with rapid changes in the dynamics of ice sheets and glaciers. Monitoring of such events from Greenland at gerional distances was one of the major targets of the POLENET/LAPNET passive seismic experiment in northern Fennoscandia (northern parts of Finland, Sweden, Norway and Russian Karelia) during the IPY 2007-2009. The POLENET/LAPNET array, with the average spacing between stations of 70 km, recorded high-frequency continuous data of 37 temporary stations, which were in operation during the time frame from 01.05.2008 to 31.09.2009, and of 21 stations of selected permanent networks in the Fennoscandia. Glacial events from Greenland were identified using manual analysis of the continuous POLENET/LAPNET data. Recordings of glacial earthquakes by the array contain the long-period energy only. In many cases the events were recorded in groups within the time interval of up to 1 hour. For some of the events it was possible to recognize not only the long-period surface wave, but also the first arrival of a long-period P-wave. The events were located using standard array techniques. Our study proves that glacial earthquakes show a strong seasonality, with most of events occurring during summer months. We found out that during Summer, 2008, significant number of events originated from the northern part of Greenland, where recent investigation using GRACE data (Chen et al., 2011) showed rapid increase of ice loss rate.   19. High arctic snow avalanche observations and modeling in Svalbard 2007-2009

    Systematic snow avalanche observations, carried out by the Norklima CRYOSLOPE Svalbard research project 2007-2009, represent the first comprehensive study of periglacial slope processes and especially snow avalanches in a high arctic maritime landscape. The main focus is on snow avalanche types, their spatial distribution, timing and associated controlling meteorological and snow pack conditions. Another focus is on the classification of the snow pack in central Svalbard in terms of thickness, hardness, stratigraphy and most persistent weak layers that cause avalanching. As a result of increasing population and tourism, snow mobile transportation and other recreational use of the steep terrain has increased, especially during the last 10-15 years in Svalbard. Such winter activity takes place in a high relief, almost vegetation free landscape, affected by snow avalanches. We present results from the 3 years project period, as well as the methods used to collect observations on snow avalanches, the snow pack and the meteorological data along the most intensively used 70 km snow mobile tracks around Svalbard's main settlement Longyearbyen. This enables us to identify the main factors controlling snow avalanches. We have recorded the amount of traffic along the main snow mobile tracks in our snow avalanche affected study area by use of radar, for avalanche risk evaluation. We also exemplify the high arctic maritime snow climate as an important additional type of snow climate, and emphasize its characteristics. Along with the field work, numerical modeling of avalanche activity has been developed and tested during the winter 2008-2009, on a weekly basis. The modeling includes topography, geomorphology and vegetation as input data, along with daily meteorological observations on air temperature, wind, cloud cover and precipitation from two meteorological stations at different altitudes. The NSTI program is being developed as part of the National Security Preparedness Project (NSPP), funded by Department of Energy (DOE)/National Nuclear Security Administration (NNSA). The operation plan includes detailed descriptions of the structure and organization, policies and procedures, scope, tactics, and logistics involved in sustainable functioning of the NSTI program. Additionally, the operations plan will provide detailed descriptions of continuous quality assurance measures based on recommended best practices in incubator development by the National Business Incubation Association (NBIA). Forms that assist in operations of NSTI have been drafted and can be found as an attachment to the document.

    This Plan is current as of August 1982. The major milestones listed herein represent an aggressive, success-oriented program paced primarily by technical results. Consistent with applicable government policies and the overall program planning of the Department's Office of Fusion Energy, this Plan assumes approval of the Mirror Program's next major step beyond MFTF-B - a deuterium-tritium (D-T) burning engineering reactor called the Fusion Power Demonstration (FPD) facility (formerly the Tandem Mirror Next Step). The near-term goal of the tandem mirror program is to lay the scientific and technical groundwork for an economically attractive, D-T fusion reactor design before the end of the 1980s. Construction of the FPD facility based on the tandem mirror could be initited around 1988. A second phase, complete with a nuclear power blanket demonstration, could be initiated in the mid-1990s, based on nuclear engineering data from a facility such as the Technology Demonstration Facility (TDF) described below. The outline of an acceptable tandem mirror reactor (TMR) design was first published in 1981, and will be further developed and described in the Mirror Advanced Reactor Study (MARS) during FY 1982-1983.

JINEP is a comprehensive model of the energy-producing sector and the major energy consuming sectors of Jamaica. The JINEP Model is an application of a modelling system, the Integrated Demand and Energy Supply (IDES) Model, that was previously developed at Argonne for the purpose of analyzing energy systems of developing countries. The scope of the plan describes the procurement activities and acquisition strategy for the following phases of the NIF Project, each of which receives either plant and capital equipment (PACE) or other project cost (OPC) funds: Title 1 and 2 design and Title 3 engineering (PACE); Optics manufacturing facilitization and pilot production (OPC); Convention facility construction (PACE); Procurement, installation, and acceptance testing of equipment (PACE); and Start-up (OPC). Activities that are part of the base Inertial Confinement Fusion (ICF) Program are not included in this plan. The University of California (UC), operating Lawrence Livermore National Laboratory (LLNL) and Los Alamos National Laboratory, and Lockheed-Martin, which operates Sandia National Laboratory (SNL) and the University of Rochester Laboratory for Laser Energetics (UR-LLE), will conduct the acquisition of needed products and services in support of their assigned responsibilities within the NIF Project structure in accordance with their prime contracts with the Department of Energy (DOE).     This report presents a wet weather construction plan for the National Ignition Facility (NIF) construction project. Construction of the NIF commenced in mid- 1997, and excavation of the site was completed in the fall. Preparations for placing concrete foundations began in the fall, and above normal rainfall is expected over the tinter. Heavy rainfall in late November impacted foundation construction, and a wet weather construction plan was determined to be needed. This wet weather constiction plan recommends a strategy, techniques and management practices to prepare and protect the site corn wet weather effects and allow construction work to proceed. It is intended that information in this plan be incorporated in the Stormwater Pollution Prevention Plan (SWPPP) as warranted.

The purpose of these orders is to 1) implement sound stewardship practices that protect the air, water, land, and other natural and cultural resources that may be impacted by DOE operations, and 2) to establish standards and requirements for the operations of DOE and DOE contractors with respect to protection of the environment and members of the public against undue risk from radiation. This plan describes the organizations responsible for conducting environmental monitoring across the INL Site, the rationale for monitoring, the types of media being monitored, where the monitoring is conducted, and where monitoring results can be obtained. Detailed monitoring procedures, program plans, or other governing documents used by contractors or agencies to implement requirements are referenced in this plan. This plan covers all planned monitoring and environmental surveillance. Nonroutine activities such as special research studies and characterization of individual sites for environmental restoration are outside the scope of this plan.

    Infectious salmon anemia virus (ISAV) infection is a constant major threat to farmed and wild Atlantic salmon worldwide. Many epidemics have recently been reported in the most important salmon farming regions of the world, including Chile (2007-2009), where ISAV generated the most important disease and economic crisis in history of the salmon industry of the country. The spread of ISAV within a region is most likely by local or neighborhood spread from an infected farm; however, there is evidence that anthropogenic activities, such as movement of live or harvested fish or their byproduct, may have played a more important role than environmental or passive transmission in the 2007-2009 outbreak. Atlantic salmon farms (n=421) were retrospectively followed from stocking to harvesting in southern Chile at the time of the ISAV epidemic (2007-2009). The effect of husbandry and spatial risk factors, in addition to contact-network risk factors, which were obtained from the social network analyses, on time to first ISAV infection was estimated using a multivariable Cox proportional hazards model. Five variables were retained in the final fitted model: co-existing multiple generations on a farm (hazard ratio [HR]=2.585), mean smolt weight at stocking greater than 120g (HR=1.165), farm area (perkm(2)) (HR=1.005), and increased number of shipments entering a farm, i.e. the farm input degree (HR=1.876) were associated with reduced time to infection; whereas time-to-infection was longer for farms located farther from an ongoing ISAV outbreak (HR=0.943). It was demonstrated that movements of latently infected fish resulted in approximately 7 outbreaks, and potentially explain about 6% of the total number of cases during the epidemic. Results from this study provide new information about the mechanisms of spread of ISAV in one the largest documented ISAV epidemics in the world.     This document contains major provisions of chapters 6 and 20 of Zambia's Fourth National Development Plan (1989-93). Chapter 6 deals with the interrelationship between population and development. The high rate of population growth has placed enormous pressure on the country's educational system, health sector, and employment and has led to increased rural-urban migration and urbanization. The rate of population growth has outstripped the ability of the country to produce enough food for self-sufficiency. Thus, population dynamics are being considered as part of the national development process for the first time in this development plan, and a national population policy has been adopted. The objectives of the population policy are to slow population growth, to improve maternal-child health, to integrate population into the development planning process, to strengthen institutions involved in population activities, to establish a National Population Council, to strengthen the population data base, to extend family planning (FP) coverage to all adults, to reduce total fertility from 7.2 to 4, and to reduce infant mortality from 97/1000 to 75/1000. The strategies to implement the policy include population education measures, upgrading and expanding FP programs, expanding primary health care and maternal-child health (MCH) programs, and providing human resource training in appropriate fields. The institutional framework to implement these goals and strategies exists in Zambia, and various programs will be coordinated by a newly created National Population Council. Chapter 20 of the development plan covers health issues and specifies measures to improve MCH care, and FP services. Fostering innovative ideas, translated into relevant technologies answering the needs of NNSA, is the purpose of the NSTI. Arrowhead Center of New Mexico State University is the operator and manager of the NSTI.     The National Ignition Facility (NIF) has the mission of supporting Stockpile Stewardship and Basic Science research in high-energy-density plasmas. To execute those missions, the facility must provide diagnostic instrumentation capable of observing and resolving in time events and radiation emissions characteristic of the plasmas of interest. The diagnostic instrumentation must conform to high standards of operability and reliability within the NIF environment. These exacting standards, together with the facility mission of supporting a diverse user base, has led to the need for a central organization charged with delivering diagnostic capability to the NIF. The National NIF Diagnostics Program (NNDP) has been set up under the aegis of the NIF Director to provide that organization authority and accountability to the wide user community for NIF. The funds necessary to perform the work of developing diagnostics for NIF will be allocated from the National NIF Diagnostics Program to the participating laboratories and organizations. The participating laboratories and organizations will design, build, and commission the diagnostics for NIF. Restricted availability of funding has had an adverse impact, unforeseen at the time of the original decision to projectize NIF Core Diagnostics Systems and Cryogenic Target Handing Systems, on the planning and initiation of these efforts. The purpose of this document is to provide an interim project management plan describing the organizational structure and management processes currently in place for NIF Core Diagnostics Systems.     During fiscal years 2007 through 2009, in accordance with Performance Based Incentives with DOE/NNSA Los Alamos Site Office, Los Alamos National Security (LANS) implemented and operated a Safety Basis Academy (SBA) to facilitate uniformity in technical qualifications of safety basis professionals across the nuclear weapons complex. The implementation phase of the Safety Basis Academy required development, delivery, and finalizing a set of 23 courses. The courses developed are capable of supporting qualification efforts for both federal and contractor personnel throughout the DOE/NNSA Complex. The LANS Associate Director for Nuclear and High Hazard Operations (AD-NHHO) delegated project responsibillity to the Safety Basis Division. The project was assigned to the Safety Basis Technical Services (SB-TS) Group at Los Alamos National Laboratory (LANL). The main tasks were project needs analysis, design, development, implementation of instructional delivery, and evaluation of SBA courses. DOE/NNSA responsibility for oversight of the SBA project was assigned to the Chief of Defense for Nuclear Safety, and delegated to the Authorization Basis Senior Advisor, Continuous Learning Chair (CDNS-ABSA/CLC). NNSA developed a memorandum of agreement with LANS AD-NHHO. Through a memorandum of agreement initiated by NNSA, the DOE National Training Center (NTC) will maintain the set of Safety Basis Academy courses and is able to facilitate course delivery throughout the DOE Complex.

    After decades of turmoil and international sanctions much of the key civil infrastructure within Iraq has fallen into disrepair, leading to a considerable decline in the provision of basic and essential municipal services. This is particularly true of waste and resource management services that have seen years of underdevelopment and deterioration. This has resulted in a lack of provision of basic public services in the waste sector which have been replaced by a burgeoning unregulated informal market in waste collection, disposal and recycling. In response, a National Solid Waste Management Plan (NSWMP) for Iraq was developed in 2007, to plan for the strategic development of all aspects of waste management in the country over the coming 20 years. In particular, the NSWMP focuses on policy development and integrated planning regarding regulatory framework, economic aspects, institutional capacity, citizen and technical education, and technical and operational development. A number of commissions are beginning to scrutinize the planning processes of local gas distribution companies (LDCs) because of the increased control that LDCs have over their purchased gas costs (as well as the associated risks) and because of questions surrounding the role and potential of gas end-use efficiency options. Traditionally, resource planning (LDCs) has concentrated on options for purchasing and storing gas. Integrated resource planning involves the creation of a process in which supply-side and demand-side options are integrated to create a resource mix that reliably satisfies customers` short-term and long-term energy service needs at the lowest cost. As applied to gas utilities, an integrated resource plan seeks to balance cost and reliability, and should not be interpreted simply as the search for lowest commodity costs. The National Association of Regulatory Utility Commissioners` (NARUC) Energy Conservation committee asked Lawrence Berkeley Laboratory (LBL) to survey state PUCs to determine the extent to which they have undertaken least cost planning for gas utilities. The survey included the following topics: status of state PUC least-cost planning regulations and practices for gas utilities; type and scope of natural gas DSM programs in effect, including fuel substitution; economic tests and analysis methods used to evaluate DSM programs; relationship between prudency reviews of gas utility purchasing practices and integrated resource planning; key regulatory issued facing gas utilities during the next five years.

Integrated resource planning involves the creation of a process in which supply-side and demand-side options are integrated to create a resource mix that reliably satisfies customers' short-term and long-term energy service needs at the lowest cost. As applied to gas utilities, an integrated resource plan seeks to balance cost and reliability, and should not be interpreted simply as the search for lowest commodity costs. The National Association of Regulatory Utility Commissioners' (NARUC) Energy Conservation committee asked Lawrence Berkeley Laboratory (LBL) to survey state PUCs to determine the extent to which they have undertaken least cost planning for gas utilities. The survey included the following topics: status of state PUC least-cost planning regulations and practices for gas utilities; type and scope of natural gas DSM programs in effect, including fuel substitution; economic tests and analysis methods used to evaluate DSM programs; relationship between prudency reviews of gas utility purchasing practices and integrated resource planning; key regulatory issued facing gas utilities during the next five years.

    After its inception in 2001, the International Year of Planet Earth was proclaimed for 2008 by the UN General Assembly in December 2005. The UN Year will be in the core of a triennium, starting in January 2007 and closing by the end of 2009. Through UN proclamation, it has gained the political support by 191 UN nations. The International Year of Planet Earth was initiated by the International Union of Geological Sciences (IUGS) finding UNESCO's Earth Sciences Division ready as co-initiator. It enjoys the backing of all relevant IUGS's sister unions in ICSU, including IUGG, IGU, IUSS, ISPRS and INQUA among its 12 Founding Partners and AGI, AAPG and AIPG as major USA based international geoscientific organizations. Moreover, the initiative is supported by 26 more geoscientific and other relevant bodies. The aim of the Year, encapsulated in its subtitle Earth sciences for Society, is to build awareness of the relationship between humankind and Planet Earth, and to demonstrate that geoscientists are key players in creating a balanced, sustainable future for both. In this respect it aims to convince politicians to apply the wealth of geodata and information in day-to-day policy making. The International Year includes a Science and an Outreach Programme, both of equal financial size. The ten Science Themes (Groundwater, Hazards, Health, Climate, Resources, Deep Earth, Ocean, Megacities, Soils, and Life) in the Science Programme were selected for their societal impact, their potential for outreach, as well as their multidisciplinary nature and high scientific potential.     The Italian Dementia National Plan was formulated in October 2014 by the Italian Ministry of Health in close cooperation with the regions, the National Institute of Health and the three major national associations of patients and carers. The main purpose of this strategy was to provide directive indications for promoting and improving interventions in the dementia field, not limiting to specialist and therapeutic actions, but particularly focusing on the support of patients and families throughout the pathways of care. Four main objectives are indicated: 1) promote health- and social-care interventions and policies; 2) create/strengthen the integrated network of services for dementia based on an integrated approach; 3) implement strategies for promoting appropriateness and quality of care; and 4) improve the quality of life of persons with dementia and their families by supporting empowerment and stigma reduction.     This study updates the activity of telavancin against Gram-positive pathogens collected from USA hospitals (2007-2009). Telavancin (MIC(50/90), 0.12/0.25 μg/mL) was active against coagulase-negative staphylococci and methicillin-resistant Staphylococcus aureus (100% susceptible), for which only daptomycin (MIC(50/90), 0.25/0.5 μg/mL; 99% susceptible) and quinupristin/dalfopristin (MIC(50/90), ≤ 0.25-0.5/0.5 μg/mL; 99% susceptible) exhibited similar activity. Telavancin (MIC(50/90), 0.25/0.5 μg/mL) inhibited 96.5% of Enterococcus faecalis at the Food and Drug Administration breakpoint (MIC, ≤ 1 μg/mL), where ampicillin (99.9% susceptible), daptomycin (99.9% susceptible), and linezolid (100% susceptible) also demonstrated high-level coverage. Telavancin inhibited, respectively, 100.0% and 91.7% of VanB-phenotype E. faecalis and E. faecium at ≤ 1 μg/mL, whereas it was less active against VanA strains. Telavancin was uniformly active against Streptococcus pneumoniae and resistant subsets, and demonstrated good potency (MIC(90), 0.06-0.12 μg/mL) against other streptococci, regardless of resistance to other drugs. This assessment reveals potent activity of telavancin against Gram-positive isolates collected from USA hospitals with no evidence of emergence of resistance. PMID:22078909

    The features of 238 hyperbolic meteors observed within the framework of the Japanese program SonotaCo in the period of 2007-2009 are investigated in this paper. Irregularity of the eccentricities, explicitly dominance of retrograde orbits over direct ones, absence of domination of perihelia closes the ecliptic, irregular distribution of angular elements for these bodies' orbits were noticed. The values of eccentricities are distributed in the interval from 1 up to 1.31. The significant concentration of these particles perihelia closes the anti-apex of the Sun's peculiarity movements in the Galaxy was noticed. Distribution of elements of orbits in the galactic system of coordinates was considered also, however it was not possible to find the appreciable regularities. The distributions of the distant nodes and MOID-Minimum Orbit Intersection Distance of the hyperbolic meteors relatively to the orbits of the planets-giants were investigated as well. However it was not possible to prove, that the majority of the particles could receive the hyperbolic excess of speed due to the gravitational influence of the planets-giants. The statistics of relation of the hyperbolic meteors with 14 known trans-Neptunian planetary bodies brighter 3m.5 is considered. Testing of the distant nodes and MOID values only for 2003 MW12, 2007 OR10 and Qaoaor have the positive results. In the next stage we have made analogical calculations for the 78 TNO having absolute brightness 5m.5 also and obtained the reasonable results for 9 of them.

    The Quinault Indian Nation (Nation) initiated this study on conservation and production of renewable energy because this approach created the opportunity: • To become self-sufficient and gain greater control over the energy the Nation uses; • To generate jobs and businesses for its members; • To better manage, sustain, and protect its resources; • To express the cultural values of the Nation in an important new arena. The Nation has relatively small energy needs. These needs are concentrated at two separate points: the Quinault Beach Resort and Casino (QBRC) and Taholah on the Quinault Indian Reservation (QIR). Except for the town of Queets, energy needs are small and scattered. The needs vary greatly over the season. The small scale, widely dispersed, and variable nature of these needs presents a unique challenge to the Nation. Meeting these needs requires a resource and technology that is flexible, effective, and portable. Conservation is the most cost-effective way to meet any need. It is especially effective in a situation like this where production would leave a high per unit cost. This plan is based on first gaining energy savings through conservation. Major savings are possible through: 1. Upgrading home appliances on the QIR. 2. Weatherizing homes and facilities. 3. Changes in lighting/ventilation in the QBRC pool room. These elements of the plan are already being implemented and promise to save the Nation around a quarter of its present costs. Wood biomass is the best resource available to the QIN for energy production either on-site or for commercial development. It is abundant, flexible and portable. Its harvesting has high job potential and these jobs are a good fit for the present “skill set” of the QIN. This plan focuses on using wood biomass to produce energy and other value-added products.   4. Magnetic Clouds at/near the 2007 - 2009 Solar Minimum: Frequency of Occurrence and Some Unusual Properties

    Magnetic clouds (MCs) have been identified for the period 2007 2009 (at/near the recent solar minimum) from Wind data, then confirmed through MC parameter fitting using a force-free model. A dramatic increase in the frequency of occurrence of these events took place from the two early years of 2007 (with five MCs) and 2008 (one MC) compared to 2009 (12 MCs). This pattern approximately mirrors the occurrence-frequency profile that was observed over a three-year interval 12 years earlier, with eight events in 1995, four in 1996, and 17 in 1997, but decreased overall by a factor of 0.62 in number. However, the average estimated axial field strength taken over all of the 18 events of 2007 - 2009 (called the "recent period" here) was only 11.0 nT, whereas |BO| for the 29 events of 1995 - 1997 (called the "earlier period" ) was 16.5 nT. This 33% average drop in |BO| is more or less consistent with the decreased three-year average interplanetary magnetic field intensity between these two periods, which shows a 23% drop. In the earlier period, the MCs were clearly of mixed types but predominantly of the South-to-North type, whereas those in the recent period are almost exclusively the North-to-South type; this change is consistent with global solar field changes predicted by Bothmer and Rust (Geophys. Monogr. Ser. 99, 139, 1997). As we have argued in earlier work (Lepping and Wu, J. Geophys. Res. 112, A10103, 2007), this change should make it possible to carry out (accurate short-term) magnetic storm forecasting by predicting the latter part of an MC from the earlier part, using a good MC parameter-fitting model with real-time data from a spacecraft at L1, for example. The recent set s average duration is 15.2 hours, which is a 27% decrease compared to that of the earlier set, which had an average duration of 20.9 hours.   5. Glacial seismic events from Greenland recorded by the POLENET/LAPNET seismic array during the IPY 2007-2009

    Glacial earthquakes are seismic events associated with rapid changes in the dynamics of ice sheets and glaciers. They belong to the class of so-called slow earthquakes caused by a variety of stick-slip and creep processes. Recordings of glacial events are depleted in high frequencies and can be detected from recordings of broadband seismic instruments. Monitoring of such events from Greenland at regional distances was one of the major targets of the POLENET/LAPNET passive seismic experiment in northern Fennoscandia (northern parts of Finland, Sweden, Norway and Russian Karelia) during the IPY 2007-2009. The POLENET/LAPNET array, with the average spacing between stations of 70 km, recorded high-frequency continuous data of 37 temporary stations, which were in operation during the time frame from 01.05.2008 to 31.09.2009, and of 21 stations of selected permanent networks in the Fennoscandia. Glacial events from Greenland were identified using manual analysis of the continuous POLENET/LAPNET data filtered by a bandpass filter from 35 s to 140 s frequency band. The detected events were located using standard array techniques. Our study demonstrated that the POLENET/LAPNET array, located at regional distances from Greenland, recorded more such events than the Global Seismographic Network (GSN) during the same observation period. In addition, the array detected a number of slow earthquakes originating from northern part of Mid-Atlantic Ridge, Iceland, vicinity of Spitsbergen, Jan Mayen Island and a number of events originated from Arctic Canada. This shows that analysis of recordings of broadband stations in low-frequency can provide new information about seismicity and spreading processes in the Arctics. Our study proves that glacial earthquakes in Greenland show a seasonality, with most of events occurring during summer months.     An extensive and year-round survey was conducted to assess metal pollution in vast watershed areas of the Selenga River Basin (2007-2009), which provided baseline heavy metal database for the future management. Sources and environmental hazard and risk indices associated with metal pollution were evidenced across the countries of Mongolia and Russia (Buryatia Republic). In general, the concentrations of heavy metals in river water of Mongolia were greater than those of Russia, expect for the upstream of the Dzhida River in Russia. The spatial distribution generally indicated that metal pollution in the Selenga River was mainly associated with the activities in the Mongolian upstream regions. Similar pollution sources of metals between river water and wastewater associated with surrounding activities were found across the industrial and mining areas. Compositional patterns of metals suggested their sources were independent of each other, with hot spots in certain sites. Our measurements indicated that about 63 % of the locations surveyed (48 of 76) exceeded the critical heavy metal pollution index of 100, identifying possible harmful effects on aquatic ecosystems through metal pollution. Zinc was found to be the chemical of priority concern, as more than half of the locations exceeded the corresponding water quality guideline. Other metals including Mn, Fe, Cr, Cu, and As might be problematic in the Selenga River Basin considering the occurrence and their concentrations. Results of our extensive survey during the period of 3 years indicated that urgent action would be necessary in timely manner to improve water quality and mitigate the impact of heavy metals on aquatic environment of the Selenga River Basin.     The National Aviation Weather Program Strategic Plan (1997) and the National Aviation Weather Initiatives (1999) both identified volcanic ash as a high-priority informational need to aviation services. The risk to aviation from airborne volcanic ash is known and includes degraded engine performance (including flameout), loss of visibility, failure of critical navigational and operational instruments, and, in the worse case, loss of life. The immediate costs for aircraft encountering a dense plume are potentially major—damages up to $80 million have occurred to a single aircraft. Aircraft encountering less dense volcanic ash clouds can incur longer-term costs due to increased maintenance of engines and external surfaces. The overall goal, as stated in the Initiatives, is to eliminate encounters with ash that could degrade the in-flight safety of aircrews and passengers and cause damage to the aircraft. This goal can be accomplished by improving the ability to detect, track, and forecast hazardous ash clouds and to provide adequate warnings to the aviation community on the present and future location of the cloud. To reach this goal, the National Aviation Weather Program established three objectives: (1) prevention of accidental encounters with hazardous clouds; (2) reduction of air traffic delays, diversions, or evasive actions when hazardous clouds are present; and (3) the development of a single, worldwide standard for exchange of information on airborne hazardous materials. To that end, over the last several years, based on numerous documents (including an OFCMsponsored comprehensive study on aviation training and an update of Aviation Weather Programs/Projects), user forums, and two International Conferences on Volcanic Ash and Aviation Safety (1992 and 2004), the Working Group for Volcanic Ash (WG/VA), under the OFCM-sponsored Committee for Aviation Services and Research, developed the National Volcanic Ash Operations Plan for Aviation and Support of the

The purpose of this Cultural Resource Management Plan is to describe how the Department of Energy, Idaho Operations Office will meet these responsibilities at Idaho National Laboratory in southeastern Idaho. The Idaho National Laboratory is home to a wide variety of important cultural resources representing at least 13,500 years of human occupation in the southeastern Idaho area. These resources are nonrenewable, bear valuable physical and intangible legacies, and yield important information about the past, present, and perhaps the future. There are special challenges associated with balancing the preservation of these sites with the management and ongoing operation of an active scientific laboratory.     It is the policy of the Department of Energy (DOE) that pollution prevention and sustainable environmental stewardship will be integrated into DOE operations as a good business practice to reduce environmental hazards, protect environmental resources, avoid pollution control costs, and improve operational efficiency and mission sustainability. In furtherance of this policy, DOE established five strategic, performance-based Pollution Prevention (P2) and Sustainable Environmental Stewardship goals and included them as an attachment to DOE O 450.1, Environmental Protection Program. These goals and accompanying strategies are to be implemented by DOE sites through the integration of Pollution Prevention into each site's Environmental Management System (EMS). This document presents a P2 and Sustainability Program and corresponding plan pursuant to DOE Order 450.1 and DOE O 435.1, Radioactive Waste Management. This plan is also required by the state of Idaho, pursuant to the Resource Conservation and Recovery Act (RCRA) partial permit. The objective of this document is to describe the Idaho National Laboratory (INL) Site P2 and Sustainability Program. The purpose of the program is to decrease the environmental footprint of the INL Site while providing enhanced support of its mission. The success of the program is dependent on financial and management support. The signatures on the previous page indicate INL, ICP, and AMWTP Contractor management support and dedication to the program. P2 requirements have been integrated into working procedures to ensure an effective EMS as part of an Integrated Safety Management System (ISMS).     An AVSC training program, conducted in cooperation with the Navajo Nation Family Planning Corporation (NNFPC), has the potential to profoundly affect sterilization provision and acceptability on the Navajo Nation reservation. AVSC trained a family physician from the Northern Navajo Medical Center (New Mexico) in the no-scalpel vasectomy technique. This physician expects to provide 30 such sterilizations in the one-year period following the training and is preparing to teach reservation physicians from other health centers to perform the procedure. In addition, a joint AVSC-NNFPC course on sterilization counseling was presented to 30 nursing staff from the New Mexico Center. Central to this training was consideration of the obstacles to sterilization acceptance posed by Navajo cultural beliefs. Sensitivity to some women's desire to keep the procedure private, due to concerns their husbands will abandon them if they can no longer bear children, and to the potential need to include mothers and grandmothers in counseling sessions, is required. Also salient for female counselors and nurses are cultural taboos against a woman discussing sexual matters with a man with whom she is not intimate. In late 1996, AVSC will provide a sterilization counseling update for all NNFPC counselors working at centers throughout the four-state reservation. PMID:12347635

    We discuss the temporal variations and frequency distributions of solar wind and interplanetary magnetic field parameters during the solar minimum of 2007 - 2009 from measurements returned by the IMPACT and PLASTIC instruments on STEREO-A.We find that the density and total field strength were significantly weaker than in the previous minimum. The Alfven Mach number was higher than typical. This reflects the weakness of magnetohydrodynamic (MHD) forces, and has a direct effect on the solar wind-magnetosphere interactions.We then discuss two major aspects that this weak solar activity had on the magnetosphere, using data from Wind and ground-based observations: i) the dayside contribution to the cross-polar cap potential (CPCP), and ii) the shapes of the magnetopause and bow shock. For i) we find a low interplanetary electric field of 1.3+/-0.9 mV/m and a CPCP of 37.3+/-20.2 kV. The auroral activity is closely correlated to the prevalent stream-stream interactions. We suggest that the Alfven wave trains in the fast streams and Kelvin-Helmholtz instability were the predominant agents mediating the transfer of solar wind momentum and energy to the magnetosphere during this three-year period. For ii) we determine 328 magnetopause and 271 bow shock crossings made by Geotail, Cluster 1, and the THEMIS B and C spacecraft during a three-month interval when the daily averages of the magnetic and kinetic energy densities attained their lowest value during the three years under survey.We use the same numerical approach as in Fairfield's empirical model and compare our findings with three magnetopause models. The stand-off distance of the subsolar magnetopause and bow shock were 11.8 R(sub E) and 14.35 R(sub E), respectively. When comparing with Fairfield's classic result, we find that the subsolar magnetosheath is thinner by approx. 1 R(sub E).     Mt Etna is a well monitored basaltic volcano for which high-quality, multidisciplinary data set are continuously available for around-the-clock surveillance. Particularly, volcano-seismic data sets cover decades long local recordings, temporally encompassing different styles of eruptive activity, from Strombolian eruptions to lava fountains and lava flows. Intense earthquakes swarms have often heralded effusive activity. However, from the seismic point of view, volcanic tremor has proved to be one of the most reliable indicators of impending eruptive activity. Indeed, changes in the volcano feeder show up in the signature of tremor, its spectral characteristics and source location. Some of us (Langer and Messina) have recently developed a new software for the classification of volcanic tremor data, combining Self Organizing Maps (also known as Kohonen Maps) along with Cluster and Fuzzy Analysis. This software allows us to analyse the background seismic radiation at permanent broadband stations located at various distance from the summit craters to identify transitions from pre-eruptive to eruptive activity. Throughout the analysis of the data flow, the software provides an unsupervised classification of the spectral characteristics (i.e., amplitude and frequency content) of the signal. The information embedded in the spectrum is interpreted to assign a specific state of the volcano. An application of this new software is proposed here on the eruptive events at Etna of 2007-2009, which consisted of 7 episodes of lava fountaining, periodic Strombolian activity at the summit craters, followed by lava emissions on the upper east flank of the volcano, with start on 13 May 2008 and end on 6 July 2009. In the study period the source of volcanic tremor was always shallow (less than 3 km) and within the volcano edifice.     Background Since the first reported outbreak of dengue hemorrhagic fever in Pakistan, several mini outbreaks have erupted in the region. Dengue virus serotype 3 (DEN-3) was first documented in 2005 outbreak in Karachi. Reports show that serotype 3 is prevalent in Lahore since 2008. Serotype 2 (DEN-2) is the major circulating serotype in Pakistan as it is documented since 1994. We have conducted a detailed study of three outbreaks of dengue virus infection that occurred in years 2007, 2008 and 2009 in Lahore by using molecular techniques such as PCR and nucleotide sequencing of the C-prM gene junction of Dengue virus. Results Through the analysis of 114 serum samples collected over the period of three years (2007-2009), total 20 patients were found to be infected with dengue virus. In year 2007, four were positive for serotype 2 and one sample was positive for serotype DEN-3. In 2008, five samples had concurrent infection with serotypes DEN-2 and DEN-3 while three samples were infected only with serotype DEN-2. In year 2009, one sample had concurrent infection with serotypes DEN-2 and DEN-3 while six were positive for serotype DEN-2 only. Conclusions Our study showed that serotype DEN-2 was dominant in positive samples of dengue virus infection collected during the period of three years (2007-2009). The other serotype present was serotype DEN-3. Genotypes of serotype DEN-2 and serotype DEN-3 were subtype IV and subtype III, respectively. PMID:21906394

    This document contains eight provisions from the fourth chapter (on population issues) of the 1988-90 Development Plan of Mauritius. Because the goals of previous population policies have been attained in Mauritius (with fertility at below replacement levels), social and family welfare goals can be predominant in the development plan, including improvements in health, education, access to employment opportunities, and raising the status of women. Also, despite its success, the family planning program contains some weaknesses which should be addressed, including a high dropout rate and an over-reliance on oral contraceptives. Additionally, the IEC (information, education, and communication) component of the program should be refined to reach hard-core nonacceptors. Breast feeding must be encouraged, especially among working mothers, and the efficiency of the family planning program must be improved to reduce the high reliance on abortion. The NIF experimental capability will allow nuclear-weapons scientists to assess stockpile problems, verify computational tools, test for nuclear-weapons effects, and increase their understanding of weapons physics. The three weapons laboratory directors and the National Nuclear Security Administration (NNSA) Deputy Administrator for Defense Programs have reviewed the role of the NIT; in Stockpile Stewardship in a joint letter. Along with the Accelerated Strategic Computing Initiative numerical simulations and other aboveground experimental facilities, the NIF will provide critical data that will allow the United States to maintain its technical capabilities in nuclear weapons in the absence of underground testing. As a secondary objective, the NIF will advance our understanding of ICF and help to assess its potential as an energy source. Achieving fusion ignition in the NIF will advance both defense and energy objectives. Implementation of this Plan will provide high-quality data required by the UGTA Activity for ensuring public protection in an efficient and cost-effective manner. The Plan is designed to ensure compliance with the UGTA Quality Assurance Plan (QAP). The Plan’s scope comprises sample collection and analysis requirements relevant to assessing the extent of groundwater contamination from underground nuclear testing. This Plan identifies locations to be sampled by corrective action unit (CAU) and location type, sampling frequencies, sample collection methodologies, and the constituents to be analyzed. In addition, the Plan defines data collection criteria such as well-purging requirements, detection levels, and accuracy requirements; identifies reporting and data management requirements; and provides a process to ensure coordination between NNSS groundwater sampling programs for sampling of interest to UGTA. This Plan does not address compliance with requirements for wells that supply the NNSS public water system or wells involved in a permitted activity.

  11. Climate adaptation planning in practice: an evaluation of adaptation plans from three developed nations

    Formal planning for climate change adaptation is emerging rapidly at a range of geo-political scales. This first generation of adaptation plans provides useful information regarding how institutions are framing the issue of adaptation and the range of processes that are recognized as being part of an adaptation response. To better understand adaptation planning among developed nations, a set of 57 adaptation plans from Australia, the United Kingdom and the United States was evaluated against a suite of 19 planning processes identified from existing guidance instruments for adaptation planning. Total scores among evaluated plans ranged from 16% of the maximum possible score to 61%, with an average of 37%. These results suggest adaptation plans are largely under-developed. Critical weaknesses in adaptation planning are related to limited consideration for non-climatic factors as well as neglect for issues of adaptive capacity including entitlements to various forms of capital needed for effective adaptation. Such gaps in planning suggest there are opportunities for institutions to make better use of existing guidance for adaptation planning and the need to consider the broader governance context in which adaptation will occur. In addition, the adaptation options prescribed by adaptation plans reflect a preferential bias toward low-risk capacity-building (72% of identified options) over the delivery of specific actions to reduce vulnerability. To the extent these findings are representative of the state of developed nation adaptation planning, there appear to be significant deficiencies in climate change preparedness, even among those nations often assumed to have the greatest adaptive capacity.

It appears to be an attempt of the national government to gain control over the highly devolved health care delivery system, but the state has neither the political will nor the power to achieve this goal.     Volcanic-ash clouds are a known hazard to aviation, requiring that aircraft be warned away from ash-contaminated airspace. The exposure of aviation to potential hazards from volcanoes in the United States is significant. In support of existing interagency operations to detect and track volcanic-ash clouds, the United States has prepared a National Volcanic Ash Operations Plan for Aviation to strengthen the warning process in its airspace. The US National Plan documents the responsibilities, communication protocols, and prescribed hazard messages of the Federal Aviation Administration, National Oceanic and Atmospheric Administration, US Geological Survey, and Air Force Weather Agency. The plan introduces a new message format, a Volcano Observatory Notice for Aviation, to provide clear, concise information about volcanic activity, including precursory unrest, to air-traffic controllers (for use in Notices to Airmen) and other aviation users. The plan is online at http://www.ofcm.gov/p35-nvaopa/pdf/FCM-P35-2007-NVAOPA.pdf. While the plan provides general operational practices, it remains the responsibility of the federal agencies involved to implement the described procedures through orders, directives, etc. Since the plan mirrors global guidelines of the International Civil Aviation Organization, it also provides an example that could be adapted by other countries.

    This Wildland Fire Management Plan (FMP) for Brookhaven National Lab (BNL) and the Upton Ecological and Research Reserve (Upton Reserve) is based on the U.S. Fish & Wildlife Service (FWS) fire management planning procedures and was developed in cooperation with the Department of Energy (DOE) by Brookhaven Science Associates. As the Upton Reserve is contained within the BNL 5,265-acre site, it is logical that the plan applies to both the Upton Reserve and BNL. The Department of the Interior policy for managing wildland fires requires that all areas managed by FWS that can sustain fire must have an FMP that details fire management guidelines for operational procedures and specifies values to be protected or enhanced. Fire management plans provide guidance on fire preparedness, fire prevention, wildfire suppression, and the use of controlled, ''prescribed'' fires and mechanical means to control the amount of available combustible material. Values reflected in the BNL/Upton Reserve Wildland FMP include protecting life and public safety; Lab properties, structures and improvements; cultural and historical sites; neighboring private and public properties; and endangered and threatened species and species of concern. Other values supported by the plan include the enhancement of fire-dependent ecosystems at BNL and the Upton Reserve. This FMP will be reviewed periodically to ensure the fire program advances and evolves with the missions of FWS, BNL, and the Upton Reserve. This Fire Management Plan is a modified version of the Long Island National Wildlife Refuge Complex Fire plan (updated in 2000), which contains all FWS fire plan requirements and is presented in the format specified by the national template for fire management plans adopted under the National Fire Plan. The DOE is one of the signatory agencies on the National Fire Plan. As the nation's Earth observation capacity has grown, so have the complexity and challenges associated with managing Earth observation systems and related data holdings. In July 2014, the White House Office of Science and Technology Policy released the first-ever National Plan for Civil Earth Observations to address these challenges.     This Wildland Fire Management Plan (FMP) for Brookhaven National Lab (BNL) updates the 2003 plan incorporating changes necessary to comply with DOE Order 450.1 and DOE P 450.4, Federal Wildland Fire Management Policy and Program Review; Wildland and Prescribed Fire Management Policy and implementation Procedures Reference Guide. This current plan incorporates changes since the original draft of the FMP that result from new policies on the national level. This update also removes references and dependence on the U.S. Fish & Wildlife Service and Department of the Interior, fully transitioning Wildland Fire Management responsibilities to BNL. The Department of Energy policy for managing wildland fires requires that all areas, managed by the DOE and/or its various contractors, that can sustain fire must have a FMP that details fire management guidelines for operational procedures associated with wild fire, operational, and prescribed fires. Fire management plans provide guidance on fire preparedness, fire prevention, wildfire suppression, and the use of controlled, 'prescribed' fires and mechanical means to control the amount of available combustible material. Values reflected in the BNL Wildland FMP include protecting life and public safety; Lab properties, structures and improvements; cultural and historical sites; neighboring private and public properties; and endangered, threatened, and species of concern. Other values supported by the plan include the enhancement of fire-dependent ecosystems at BNL. This FMP will be reviewed periodically to ensure the fire program advances and evolves with the missions of the DOE and BNL. This Fire Management Plan is presented in a format that coverers all aspects specified by DOE guidance documents which are based on the national template for fire management plans adopted under the National Fire Plan.     On November 9, 2002, the U.S. Environmental Protection Agency (EPA), the U.S. Department of Energy (DOE), and the Idaho Department of Environmental Quality approved the Record of Decision Experimental Breeder Reactor-I/Boiling Water Reactor Experiment Area and Miscellaneous Sites, which requires a Sitewide Institutional Controls Plan for the then Idaho National Engineering and Environmental Laboratory (now known as the Idaho National Laboratory). This document, first issued in June 2004, fulfilled that requirement. The revision is needed to provide an update as remedial actions are completed and new areas of concern are found. This Sitewide Institutional Controls Plan is based on guidance in the May 3, 1999, EPA Region 10 Final Policy on the Use of Institutional Controls at Federal Facilities; the September 29, 2000, EPA guidance Institutional Controls: A Site Manager's Guide to Identifying, Evaluating, and Selecting Institutional Controls at Superfund and RCRA Corrective Action Cleanups; and the April 9, 2003, DOE Policy 454.1, "Use of Institutional Controls." These policies establish measures that ensure short- and long-term effectiveness of institutional controls that protect human health and the environment at federal facility sites undergoing remedial action pursuant to the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and/or corrective action pursuant to the Resource Conservation and Recovery Act (RCRA). The site-specific institutional controls currently in place at the Idaho National Laboratory are documented in this Sitewide Institutional Controls Plan. This plan is being updated, along with the Idaho National Engineering and Environmental Laboratory Comprehensive Facilities and Land Use Plan, to reflect the progress of remedial activities and changes in CERCLA sites.

    Hospitals play a central role in disasters by receiving an influx of casualties and coordinating medical efforts to manage resources. However, plans have not been fully developed in the event the hospital itself is severely damaged, either from natural disasters like earthquakes or tornados or manmade events such as a massive electrical failure or terrorist attacks. Of particular concern is the limited awareness of the obstetric units' specialized needs in the world of disaster planning. Within the same footprint of any obstetric unit, there exists a large variety of patient acuity and needs including laboring women, postoperative patients, and healthy postpartum patients with their newborns. An obstetric-specific triage method is paramount to accurately assess and rapidly triage patients during a disaster. An example is presented here called OB TRAIN (Obstetric Triage by Resource Allocation for Inpatient). To accomplish a comprehensive obstetric disaster plan, there must be 1) national adoption of a common triage and evacuation language including an effective patient tracking system to avoid maternal-neonatal separation; 2) a stratification of maternity hospital levels of care; and 3) a collaborative network of obstetric hospitals, both regionally and nationally. However, obstetric disaster planning goes beyond evacuation and must include plans for shelter-in-place and surge capacity, all uniquely designed for the obstetric patient.     Despite civilisation development and the easy access to pediculicides, head pediculosis remains still the social, hygienic and medical problem. In the years 2007 - 2009 in children's homes in selected provinces of Poland the questionnaire survey on the occurrence of head pediculosis and its control have been conducted. From 127 orphanages 61 (48.03%) sent back fulfilled questionnaire. The infestation level ranged from 4.63% (Swietokrzyskie Province, 2009) until 17.63% (Mazowieckie Province 2007) in the surveyed children's homes. The most head pediculosis cases were observed among girls 6 - 12 years old in children's homes from all regions investigated. The profile of pediculicides used had been changed during our study: in the first year the most often pediculicides with the insecticide permethrin were used. In the next years their use decreased, but the use of herbal and silicone pediculicides increased. The efficacy of anti-louse product was the most important factor for the respondents when they choose an pediculicide. PMID:22390057

  19. Relationship Between Frequency and Intensity of Cigarette Smoking and TTFC/C Among Students of the GYTS in Select Countries, 2007-2009

    BACKGROUND This study assessed the construct validity of a measure of nicotine dependence that was used in the Global Youth Tobacco Survey (GYTS). METHODS Using 2007-2009 data from the GYTS, subjects from 6 countries were used to assess current smokers’ odds of reporting time to first cigarette or craving positive (TTFC/C+) by the number of cigarette smoking days per month (DPM) and the number of cigarettes smoked per day (CPD). RESULTS The percentage of GYTS smokers who reported TTFC/C+ ranged from 58.0% to 69.7%. Compared with students who smoked on 1-2 DPM, those who smoked on 3-9 DPM had 3 times the adjusted odds of reporting TTFC/C+. The adjusted odds of reporting TTFC/C+ were 3 to 7 times higher among those who smoked 10-29 DPM and 6 to 20 times higher among daily smokers. Similarly, the adjusted odds of TTFC/C+ were 3-6 times higher among those who smoked 2-5 CPD and 6 to 20 times higher among those who smoked >6 CPD, compared to those who smoked <1 CPD. CONCLUSION Associations of TTFC/C+ prevalence with both frequency and intensity of cigarette smoking provide a construct validation of the GYTS question used to assess respondents’ TTFC/C status.   20. Arctic Ocean circulation, processes and water masses: A description of observations and ideas with focus on the period prior to the International Polar Year 2007-2009

    The evolving knowledge of the Arctic Ocean, its hydrography and its water masses and their transformations and circulation is reviewed starting with the observations made on Fram 1893-1896 and extending to the International Polar Year (IPY) 2007-2009. The expeditions and observations after Fram to the mid 20th century as well as the more extensive and systematic studies of water masses and circulation made from ice stations and airborne expeditions from the late 1940s to the late 1970s are briefly described. The early concepts of the connections and exchanges between the Arctic Ocean and the world ocean are also discussed. In the 1980s scientific icebreakers were beginning to enter the inner parts of the Arctic Ocean and large international programmes were launched, culminating in the IPY. The changes in the Arctic Ocean, first noted in the Atlantic layer in 1990 and shortly after in the upper layers, are described. The exchanges between the Arctic Ocean and the surrounding seas through the four main openings, Fram Strait, Barents Sea, Bering Strait and the Canadian Arctic Archipelago as well the volume and freshwater balances of the Arctic Ocean are examined.

    The proposed National Transonic Facility (NTF) operational plan is reviewed. The NTF will provide an aerodynamic test capability significantly exceeding that of other transonic regime wind tunnels now available. A limited number of academic research program that might use the NTF are suggested. It is concluded that the NTF operational plan is useful for management, technical, instrumentation, and model building techniques available in the specialized field of aerodynamic analysis and simulation. It is also suggested that NASA hold an annual conference to discuss wind tunnel research results and to report on developments that will further improve the utilization and cost effectiveness of the NTF and other wind tunnels.

    This comprehensive Natural Resource Management Plan (NRMP) for Brookhaven National Laboratory (BNL) was built on the successful foundation of the Wildlife Management Plan for BNL, which it replaces. This update to the 2003 plan continues to build on successes and efforts to better understand the ecosystems and natural resources found on the BNL site. The plan establishes the basis for managing the varied natural resources located on the 5,265 acre BNL site, setting goals and actions to achieve those goals. The planning of this document is based on the knowledge and expertise gained over the past 10 years by the Natural Resources management staff at BNL in concert with local natural resource agencies including the New York State Department of Environmental Conservation, Long Island Pine Barrens Joint Planning and Policy Commission, The Nature Conservancy, and others. The development of this plan is an attempt at sound ecological management that not only benefits BNL's ecosystems but also benefits the greater Pine Barrens habitats in which BNL is situated. This plan applies equally to the Upton Ecological and Research Reserve (Upton Reserve). Any difference in management between the larger BNL area and the Upton Reserve are noted in the text. The purpose of the Natural Resource Management Plan (NRMP) is to provide management guidance, promote stewardship of the natural resources found at BNL, and to sustainably integrate their protection with pursuit of the Laboratory's mission. The philosophy or guiding principles of the NRMP are stewardship, sustainability, adaptive ecosystem management, compliance, integration with other plans and requirements, and the incorporation of community involvement, where applicable.     The National Oceanic and Atmospheric Administration (NOAA) Weather-Ready Nation program is about building community resilience in the face of increasing vulnerability to extreme weather and water events. Through community partnerships and infusion of new science and technology, better preparedness is reducing the devastating impacts of these extreme events. For the past three years, the National Weather Service has been leading the Weather-Ready Nation strategy through a number of initiatives, focused around a series of pilot projects for transforming internal National Weather Service Operations. The "Emergency Response Specialist" technical role and associated training has been developed to better apply new hazardous weather research and technology to critical community decisions. High-resolution storm surge inundation mapping was introduced to the public in 2014 during Hurricane Arthur with successful results. The dual-polarization upgrade to the Nation's weather radar network has also been completed, with successful application of improved tornado, flash flood, and winter storm warning services. This presentation will focus on the application of these science initiatives under the NOAA Weather-Ready Nation program, and will further discuss NWS plans for operational application of future advances in research and technology.

    A Sewer System Management Plan (SSMP) is required by the State Water Resources Control Board (SWRCB) Order No. 2006-0003-DWQ Statewide General Waste Discharge Requirements (WDR) for Sanitary Sewer Systems (General Permit). DOE, National Nuclear Security Administration (NNSA), Sandia Site Office has filed a Notice of Intent to be covered under this General Permit. The General Permit requires a proactive approach to reduce the number and frequency of sanitary sewer overflows (SSOs) within the State. SSMPs must include provisions to provide proper and efficient management, operation, and maintenance of sanitary sewer systems and must contain a spill response plan. Chapter 2 presents information about Sandia's mission and summarizes our recent revision of Sandia's Strategic Plan. Chapter 3 presents an overview of Sandia's strategic objectives, chapter 4 lists laboratory goals and milestones for FY 1999, and chapter 5 presents our accomplishments during FY 1998. Chapters 3 through 5 are organized around our eight strategic objectives. The four primary objectives cover nuclear weapons responsibilities, nonproliferation and materials control, energy and critical infrastructures, and emerging national security threats. The major programmatic initiatives are presented in chapter 7. However, the programmatic descriptions in chapter 6 and the Associated funding tables in chapter 9 continue to be presented by DOE Budget and Reporting Code, as in previous Sandia institutional plans. As an aid to the reader, the four primary strategic objectives in chapter 3 are cross-referenced to the program information in chapter 6.

    The U.S. Department of Energy has established long-term stewardship programs to protect human health and the environment at sites where residual contamination remains after site cleanup. At the Idaho National Laboratory Site, Comprehensive Environmental Response, Compensation, and Liability Act (CERLA) long-term stewardship activities performed under the aegis of regulatory agreements, the Federal Facility Agreement and Consent Order for the Idaho National Laboratory, and state and federal requirements are administered primarily under the direction of the Idaho Cleanup Project. It represents a subset of all on-going environmental activity at the Idaho National Laboratory Site. This plan provides a listing of applicable CERCLA long-term stewardship requirements and their planned and completed implementation goals. It proffers the Long-Term Stewardship Environmental Data Warehouse for Sitewide management of environmental data. This plan will be updated as needed over time, based on input from the U.S. Department of Energy, its cognizant subcontractors, and other local and regional stakeholders.

    Dr. Sumedha Khanna, the World Health Organization representative in Indonesia, has reported that Indonesia is about to undertake a national level evaluation of maternal health care and training of midwives with the help of a UN subsidy. The results will be presented at a high level seminar planned for July 1992. The main elements of the national strategy and plan of action will also be developed at the meeting and integrated into the National Health Plan. The goal is to reduce maternal mortality to half its current level of 4500/100,000 live births by the year 2000. Part of the strategy will be to remedy the shortage of qualified midwives and of emergency services. Priority will be given to providing each village or health center with a qualified nurse-midwife. The Indonesian government expects to train 33,000 nurse-midwives within 5 years. The World Bank has agreed to subsidize training of 15,000. Physicians in district hospitals will be trained in essential obstetrical functions with the collaboration of the Indonesian Society of Obstetricians and Gynecologists. UNICEF is reportedly prepared to help. The Indonesian Association of Midwives has supported the initiative by using surveys of maternal mortality in different parts of the country to analyze the need to improve the health of Indonesian women.     In this plan, Oak Ridge National Laboratory (ORNL) continues to be committed to scientific and technological research that is based on technical excellence and innovation and that provides a foundation for and a stimulus to broader and more sustained economic growth. DOE is being asked to assist in establishing a new program for Laboratory cooperation with industry, beginning with an initial focus on materials science. The current Institutional Plan thus projects growth in the materials science area as well as in other basic physical science areas and suggests a new initiative designed to extend the various technology transfer activities and to make them more effective by using ORNL as the trial Laboratory for some of these different approaches. This Institutional Plan projects a stable future for ORNL, with only modest amounts of growth in selected areas of research for the FY 1984-FY 1989 planning cycle. Summaries of the overall picture of the proposed budget and personnel levels for the current planning cycle are included. Scientific programs, laboratory resource development, and private sector interactions are discussed.

    The Facilities Revitalization Project (FRP) has been established at Oak Ridge National Laboratory (ORNL) to provide new and/or refurbished research and support facilities for the Laboratory's science mission. The FRP vision is to provide ORNL staff with world-class facilities, consolidated at the X-10 site, with the first phase of construction to be completed within five years. The project will utilize a combination of U.S. Department of Energy (DOE), State of Tennessee, and private-sector funds to accomplish the new construction, with the facilities requirements to be focused on support of the ORNL Institutional Plan. This FRP Project Management Plan has been developed to provide the framework under which the project will be conducted. It is intended that the FRP will be managed as a programmatic office, with primary resources for execution of the project to be obtained from the responsible organizations within ORNL (Engineering, Procurement, Strategic Planning, etc.). The FRP Project Management Plan includes a definition of the project scope, the organizational responsibilities, and project approach, including detailed Work Breakdown Structure (WBS), followed by more detailed discussions of each of the main WBS elements: Project Planning Basis, Facility Deactivation and Consolidation, and New Facilities Development.     The National Ignition Facility (NIF) is a key constituent of the Department of Energy`s Stockpile Stewardship Program. The NIF will use inertial confinement fusion (ICF) to produce ignition and energy gain in ICF targets, and will perform weapons physics and high-energy- density experiments in support of national security and civilian objectives. The NIF Project is a national facility involving the collaboration of several DOE laboratories and subcontractors, including Lawrence Livermore National Laboratory (LLNL), Los Alamos National Laboratory (LANL), Sandia National Laboratory (SNL), and the University of Rochester Laboratory for Laser Energetics (UR/LLE). The primary mission of the NIF Project is the construction and start-up operation of laser-based facilities that will demonstrate fusion ignition in the laboratory to provide nuclear-weapons-related physics data, and secondarily, to propagate fusion burn aimed at developing a potential source of civilian energy. To support the accomplishment of this very important mission, the LLNL Laser Directorate created the NIF Project Office to organize and bring about the Project. The NIF Project Office has established this Quality Assurance Program to ensure its success. This issue of the Quality Assurance Program Plan (QAPP) adds the requirements for the conduct of Title 11 design, construction, procurement, and Title III engineering. This QAPP defines and describes the program-the management system-for specifying, achieving, and assuring the quality of all NIF Project work consistent with the policies of the Laboratory and the Laser Directorate.

    The national laboratory system provides a unique resource for addressing the national needs inherent in the mission of the Department of Energy. Argonne, which grew out of Enrico Fermi's pioneering work on the development of nuclear power, was the first national laboratory and, in many ways, has set the standard for those that followed. As the Laboratory's new director, I am pleased to present the Argonne National Laboratory Institutional Plan for FY 2002 through FY 2007 on behalf of the extraordinary group of scientists, engineers, technicians, administrators, and others who are responsible for the Laboratory's distinguished record of achievement. Like our sister DOE laboratories, Argonne uses a multifaceted approach to advance U.S. R and D priorities. First, we assemble interdisciplinary teams of scientists and engineers to address complex problems. For example, our initiative in Functional Genomics will bring together biologists, computer scientists, environmental scientists, and staff of the Advanced Photon Source to develop complete maps of cellular function. Second, we cultivate specific core competencies in science and technology; this Institutional Plan discusses the many ways in which our core competencies support DOE's four mission areas.     In this paper the global features of NmF2 enhancement occurring during ionospheric F2 region nighttime (the period when the sunlight is occulted by the Earth in the altitudinal range of ionospheric F2 region) and lasting for more than 2 h were investigated based on Constellation Observing System for Meteorology, Ionosphere, and Climate (COSMIC) measurements during the 2007-2009 solar minimum. This nighttime enhancement of NmF2 mainly appears at the latitudes with dips larger than 45° in the winter hemisphere in solstice seasons. The magnitude of NmF2 enhancement reaches latitudinal maxima (minima) at the geomagnetic latitudes of about 40°-50° (60°-70°), with larger magnitudes in the northern winter hemisphere than in the southern winter hemisphere. The longitudinal variation of nighttime enhancement is also evident; especially the magnitude of NmF2 enhancement shows a significant longitudinal modulation in the southern winter hemisphere. The controlling factors of the spatial variations of NmF2 nighttime enhancement were analyzed. The longitudinal variation of NmF2 nighttime enhancement is suggested to be related to the longitudinal differences in background NmF2, thermospheric density, and interhemispheric plasma transport, and the latitudinal variation of NmF2 nighttime enhancement is possibly related to the latitudinal variations of geomagnetic inclination and the plasma storage in the topside ionosphere and the plasmasphere. The configuration of the geomagnetic field plays an important role in the longitudinal and latitudinal variations of NmF2 nighttime enhancement.

    Monitoring of glacial earthquakes from Greenland was one of the major targets of the POLENET/LAPNET passive seismic experiment in northern Fennoscandia (northern parts of Finland, Sweden, Norway and Russian Karelia) during the IPY 2007-2009. The POLENET/LAPNET array, with the average spacing between stations of 70 km, was designed to solve specific tasks of polar seismology. The collected POLENET/LAPNET dataset includes high-frequency continuous data (sampling rate from 50 to 100 sps) of 37 temporary stations, which were in operation during the time frame from 01.05.2008 to 31.09.2009, and of 21 stations of selected permanent networks in Fennoscandia. The first results of the experiment have shown that the POLENET/LAPNET array, located at regional distances from Greenland, recorded more such events than it has been recorded by the Global Seismographic Network during the same observation period. The waveforms of events recorded by the array differ from both long-period waveforms of glacial earthquakes recorded at teleseismic distances and from short-period glacial rumblings recorded at local distances. Recordings of glacial earthquakes obtained by the array contain the long-period energy only. In many cases the events were recorded in groups within the time interval of up to 1 hour. Generally, the waveforms of events within the same group are different and the events not always originate from the same location. For some of the events it was possible to recognize not only dispersed long-period surface wave, but also the first arrival of a long-period P-wave. This suggests that source duration of these events was long. Diversity of the waveforms of glacial events recorded by the POLENET/LAPNET array can be considered as evidence for diversity of source mechanisms of these events.

  5. Suicide and the Great Recession of 2007-2009: the role of economic factors in the 50 U.S. states.

    After several decades of decline, U.S. suicide rates have risen since 2005, a trend driven largely by increases among those aged 45-64 that began in 1999. A prominent explanation for this pattern relates to deteriorating economic conditions, especially the sharp rise in unemployment associated with the Great Recession of 2007-2009. We pool data from 1997 to 2010 on the 50 U.S. states to examine the role of economic factors in producing the recent rise in suicide rates. Unlike prior studies, we examine trends in the total suicide rate and in the rate disaggregated by sex, age group and time period and include a number of important confounding factors in a multivariate analysis. We find a strong positive association between unemployment rates and total suicide rates over time within states. The association appears stronger in states that had higher female labor force participation rates over the period, suggesting that the Great Recession may generate greater levels of anomie in this context. Once we consider contextual factors such as female labor force participation, we find that rising unemployment had a similar adverse effect on male and female suicide rates. A positive effect of unemployment on temporal variation in middle-aged suicide exists but not for other age groups. Other economic characteristics, such as percent of manufacturing jobs and per capita income, are not associated with temporal variation in suicide rates within states but are associated with variation between states in suicide rates. The findings suggest that the following may be important components of effective prevention strategies: 1) specifically targeting employers and workplaces as important stakeholders in the prevention of suicide, 2) disseminating information about health risks tied to un/employment, and 3) linking the unemployed to mental health resources.     Phenology is the study of periodic plant and animal life cycle events, how these are influenced by seasonal and interannual variations in climate, and how they modulate the abundance, diversity, and interactions of organisms. The USA National Phenology Network (USA-NPN) is currently being organized to engage federal agencies, environmental networks and field stations, educational institutions, and citizen scientists. The first USA-NPN planning workshop was held August 2005, in Tucson, Ariz. (Betancourt et al. [2005]; http://www.uwm.edu/Dept/Geography/npn/; by 1 June 2007, also see http://www.usanpn.org).     The overall purposes of the Quinault Indian Nation’s Comprehensive Biomass Strategic Planning Project were to: (1) Identify and confirm community and tribal energy needs; (2) Conducting an inventory of sustainable biomass feedstock availability; (3) Development of a biomass energy vision statement with goals and objectives; (4) Identification and assessment of biomass options for both demand-side and supply side that are viable to the Quinault Indian Nation (QIN); and (5) Developing a long-term biomass strategy consistent with the long-term overall energy goals of the QIN. This Comprehensive Biomass Strategic Planning Project is consistent with the QIN’s prior two-year DOE Renewable Energy Study from 2004 through 2006. That study revealed that the most viable options to the QIN’s renewable energy options were biomass and energy efficiency best practices. QIN's Biomass Strategic Planning Project is focused on using forest slash in chipped form as feedstock for fuel pellet manufacturing in support of a tribal biomass heating facility. This biomass heating facility has been engineered and designed to heat existing tribal facilities as well as tribal facilities currently being planned including a new K-12 School.

    The Cultural Resource Management Plan (CRMP) for Brookhaven National Laboratory (BNL) provides an organized guide that describes or references all facets and interrelationships of cultural resources at BNL. This document specifically follows, where applicable, the format of the U.S. Department of Energy (DOE) Environmental Guidelines for Development of Cultural Resource Management Plans, DOE G 450.1-3 (9-22-04[m1]). Management strategies included within this CRMP are designed to adequately identify the cultural resources that BNL and DOE consider significant and to acknowledge associated management actions. A principal objective of the CRMP is to reduce the need for additional regulatory documents and to serve as the basis for a formal agreement between the DOE and the New York State Historic Preservation Officer (NYSHPO). The BNL CRMP is designed to be a ''living document.'' Each section includes identified gaps in the management plan, with proposed goals and actions for addressing each gap. The plan will be periodically revised to incorporate new documentation.

    The National Ignition Facility (NIF) Risk Management Plan (LLNL, 1997a) was originally prepared in 1997 in accordance with the Department of Energy (DOE) Life Cycle Asset Management Good Practice Guide (DOE, 1996a) and supported NIF Critical Decision 3, approval to initiate construction (DOE, 1997a). The plan was updated in 1998 to reflect realized risks such as the finding and successful clean up of polychlorinated biphenyl (PCB)-filled electrical capacitors at the NIF excavation during initial construction and the litigation of the Programmatic Environmental Impact Statement for Stockpile Stewardship (DOE, 1996b) by a group of non-governmental organizations led by the Natural Resources Defense Council. The current update of the Risk Management Plan brings it into compliance with the applicable DOE Orders and Standards and addresses new risks, such as assuring safety during the period when construction, special equipment installation, and commissioning are occurring simultaneously at the NIF site, and the extensive use of models to manage technical performance risk. The objectives of the updated plan are to: (1) Identify the risks to the completion of the Project in terms of meeting performance and regulatory requirements, ES&H, cost, and schedule; (2) Assess or the risks in terms of likelihood of occurrence and their impact potential relative to technical performance, ES&H, costs, and schedule; and (3) Address suitable risk mitigation measures for each identified risk.

    Sandia`s Institutional Plan is by necessity a large document. As their missions have grown and diversified over the past decades, the variety of technical and site activities has increased. The programs and activities described here cover an enormous breadth of scientific and technological effort--from the creation of new materials to the development of a Sandia-wide electronic communications system. Today, there are three major themes that greatly influence this work. First, every federally funded institution is being challenged to find ways to become more cost effective, as the US seeks to reduce the deficit and achieve a balanced federal spending plan. Sandia is evaluating its business and operational processes to reduce the overall costs. Second, in response to the Galvin Task Force`s report ``Alternative Futures for the Department of Energy National Laboratories``, Sandia and the Department of Energy are working jointly to reduce the burden of administrative and compliance activities in order to devote more of the total effort to their principal research and development missions. Third, they are reevaluating the match between their missions and the programs they will emphasize in the future. They must demonstrate that Sandia`s roles--in national security, energy security, environmental integrity, and national scientific and technology agenda support--fit their special capabilities and skills and thus ensure their place in these missions for the longer planning horizon.     Brookhaven National Laboratory (BNL) is located near the geographic center of Long Island, New York. The Laboratory is situated on 5,265 acres of land composed of Pine Barrens habitat with a central area developed for Laboratory work. In the mid-1990s BNL began developing a wildlife management program. This program was guided by the Wildlife Management Plan (WMP), which was reviewed and approved by various state and federal agencies in September 1999. The WMP primarily addressed concerns with the protection of New York State threatened, endangered, or species of concern, as well as deer populations, invasive species management, and the revegetation of the area surrounding the Relativistic Heavy Ion Collider (RHIC). The WMP provided a strong and sound basis for wildlife management and established a basis for forward motion and the development of this document, the Natural Resource Management Plan (NRMP), which will guide the natural resource management program for BNL. The body of this plan establishes the management goals and actions necessary for managing the natural resources at BNL. The appendices provide specific management requirements for threatened and endangered amphibians and fish (Appendices A and B respectively), lists of actions in tabular format (Appendix C), and regulatory drivers for the Natural Resource Program (Appendix D). The purpose of the Natural Resource Management Plan is to provide management guidance, promote stewardship of the natural resources found at BNL, and to integrate their protection with pursuit of the Laboratory's mission. The philosophy or guiding principles of the NRMP are stewardship, adaptive ecosystem management, compliance, integration with other plans and requirements, and incorporation of community involvement, where applicable.

    The goal of the Indonesian family planning program has been to institutionalize both the concept and the norm of a small, happy and prosperous family in a manner that is acceptable to all. To this end, a larger role for the private sector in family planning (FP) has been promoted. While the government program has been very effective in the villages, it was not as effective in the urban areas where there are more diverse populations. Several meetings were held to develop a strategy for FP programs in the urban areas involving both the nongovernment organizations (NGOs) and commercial enterprises. It was agreed that several model programs would be developed through the NGOs with funds coming from both international health organizations and the National Family Planning Coordinating Board. It was hoped that the NGOs would develop into self-sufficient organizations. 1 urban activity that has just started is a specially designed social marketing project aimed at increasing the involvement and commitment of males through a condom distribution scheme. Another promising development is the shifting of the management and implementation of FP programs from the government to the community itself. A primary emphasis is to activate the private sector to expand its role in providing FP information and services. The overall strategy is to create a climate that will make it easier for people to increase their role in family planning service delivery and acceptance through mobilization of resources, funds, facilities and infrastructure so that acceptors will gradually pay for family planning services by themselves according to their needs.     The goal of the Oak Ridge National Laboratory (ORNL) Waste Management Program is the protection of workers, the public, and the environment. A vital aspect of this goal is to comply with all applicable state, federal, and DOE requirements. Waste management requirements for DOE radioactive wastes are detailed in DOE Order 5820.2A, and the ORNL Waste Management Program encompasses all elements of this order. The requirements of this DOE order and other appropriate DOE orders, along with applicable Tennessee Department of Environment and Conservation (TDEC) and US Environmental Protection Agency (EPA) rules and regulations, provide the principal source of regulatory guidance for waste management operations at ORNL.   1. National Program Plan Fuel Cells in Transportation. Executive Summary

    Fuel cells are being developed for application in the transportation sector because they will convert hydrogen to electric power at high efficiencies with virtually no detrimental environmental impact. To realize these energy, environmental, and economic benefits, developers of FCVs need to (1) reduce the size and weight of current designs, (2) develop fuel cell propulsion systems with rapid start-up and greater load-following capability, (3) reduce system cost and/or improve performance, and (4) utilize alternative fuels to a large extent. This Plan addresses the FCV-related requirements of the Energy Act, describing a development program for light- and heavy-duty propulsion systems, a basic R&D program on fuel cell technology that is separate from, but feeds into, the system development activities, and supporting analyses. Implementation of the Program Plan by means of industry/government alliances will accelerate the commercialization of FCVs. In the long term, the successful deployment of large numbers of FCVs promises to eliminate the transportation sector as a major contributor to the nation`s environmental problems.

    The U.S. Department of Energy's (DOE's) Weatherization Assistance Program (WAP) enables low-income families to reduce their energy costs by providing funds to make their homes more energy efficient. In addition, the program funds Weatherization Training and Technical Assistance (T and TA) activities to support a range of program operations. These activities include measuring and documenting performance, monitoring programs, promoting advanced techniques and collaborations to further improve program effectiveness, and training, including developing tools and information resources. The T and TA plan outlines the tasks, activities, and milestones to support the weatherization network with the program implementation ramp up efforts. Weatherization of multifamily buildings has been recognized as an effective way to ramp up weatherization efforts. To support this effort, the 2009 National Weatherization T and TA plan includes the task of expanding the functionality of the Weatherization Assistant, a DOE-sponsored family of energy audit computer programs, to perform audits for large and small multifamily buildings This report describes the planning effort for a new multifamily energy audit tool for DOE's WAP. The functionality of the Weatherization Assistant is being expanded to also perform energy audits of small multifamily and large multifamily buildings. The process covers an assessment of needs that includes input from national experts during two national Web conferences. The assessment of needs is then translated into capability and performance descriptions for the proposed new multifamily energy audit, with some description of what might or should be provided in the new tool. The assessment of needs is combined with our best judgment to lay out a strategy for development of the multifamily tool that proceeds in stages, with features of an initial tool (version 1) and a more capable version 2 handled with currently available resources.   4. Emergency medical planning for the 2000 Republican National Convention.

    Planning for emergency medical services (EMS) coverage for the 2000 Republican National Convention in Philadelphia was a complex process that involved the cooperation of municipal, state, and federal agencies as well as local hospitals. The medical needs of the delegates, members of the media, and support personnel at the convention venue had to be met. Contingency plans for the possibility of large, organized political protests and associated injuries had to be developed. Steps had to be taken to ensure the safety of emergency personnel who may have to respond to such incidents. Because of the heightened threat of terrorist attacks on civilian populations in recent years, specialized training and material to respond to such incidents were required. The important role that local hospitals may play in providing care to victims of a large, multicasualty incident, especially one involving weapons of mass destruction, was recognized. Therefore, steps were taken to increase the awareness of hospital staff to patient decontamination and isolation techniques as well as specific therapies for the chemical, biological, and radioactive agents that terrorists might use. Finally, despite the focus placed on the convention, the day-to-day emergency medical needs of the citizens of Philadelphia had to be met. Through careful planning, flexibility, and cooperation, it was possible to successfully address all of these issues. PMID:11642583

  5. National Science Foundation Postdoctoral Research Mentoring Plan Requirement

    The National Science Foundation (NSF) Grant Proposal Guide (NSF 09-29) contains new guidance regarding compliance with the mentoring requirement of the America COMPETES Act. NSF Program Staff will review the Postdoctoral Researcher Mentoring Plan Requirement with regard to NSF proposal submissions. Each NSF proposal that requests funding to support postdoctoral researchers must include, as a supplementary document, a description of the mentoring activities that will be provided for such individuals. In no more than one page, the mentoring plan must describe the mentoring that will be provided to all postdoctoral researchers supported by the project, irrespective of whether they reside at the submitting organization, any subawardee organization, or at any organization participating in a simultaneously submitted collaborative project. Examples of mentoring activities include, but are not limited to: career counseling; training in preparation of grant proposals, publications and presentations; guidance on ways to improve teaching and mentoring skills; guidance on how to effectively collaborate with researchers from diverse backgrounds and disciplinary areas; and training in responsible professional practices. The proposed mentoring activities will be evaluated as part of the merit review process under the Foundation's broader impacts merit review criterion. Proposals that include funding to support postdoctoral researchers, and, do not include the requisite mentoring plan will be returned without review.

  6. National action plan to combat multidrug-resistant tuberculosis.

    At no time in recent history has tuberculosis (TB) been as great a concern as it is today. TB cases are on the increase, and the most serious aspect of the problem is the recent occurrence of outbreaks of multidrug-resistant (MDR) TB, which pose an urgent public health problem and require rapid intervention. A Task Force composed of representatives of many federal agencies has developed a National Action Plan for addressing this problem. The Task Force identified a number of objectives to be met if MDR-TB is to be successfully combatted. These objectives fall under the categories of a) surveillance and epidemiology--determining the magnitude and nature of the problem; b) laboratory diagnosis--improving the rapidity, sensitivity, and reliability of diagnostic methods for MDR-TB; c) patient management--effectively managing patients who have MDR-TB and preventing patients with drug-susceptible TB from developing drug-resistant disease; d) screening and preventive therapy--identifying persons who are infected with or at risk of developing MDR-TB and preventing them from developing clinically active TB; e) infection control--minimizing the risk of transmission of MDR-TB to patients, workers, and others in institutional settings; f) outbreak control; g) program evaluation--ensuring that TB programs are effective in managing patients and preventing MDR-TB; h) information dissemination/training and education; and i) research to provide new, more effective tools with which to combat MDR-TB. The Action Plan lays out a series of activities to be undertaken at the national level. For each category, the Plan presents statements of problems to be overcome, followed by a summary of the objective to be achieved and steps to be carried out.   7. Applying national survey results for strategic planning and program improvement: the National Diabetes Education Program.

    Since the 1970s, the federal government has spearheaded major national education programs to reduce the burden of chronic diseases in the United States. These prevention and disease management programs communicate critical information to the public, those affected by the disease, and health care providers. The National Diabetes Education Program (NDEP), the leading federal program on diabetes sponsored by the National Institutes of Health (NIH) and the Centers for Disease Control and Prevention (CDC), uses primary and secondary quantitative data and qualitative audience research to guide program planning and evaluation. Since 2006, the NDEP has filled the gaps in existing quantitative data sources by conducting its own population-based survey, the NDEP National Diabetes Survey (NNDS). The NNDS is conducted every 2–3 years and tracks changes in knowledge, attitudes and practice indicators in key target audiences. This article describes how the NDEP has used the NNDS as a key component of its evaluation framework and how it applies the survey results for strategic planning and program improvement. The NDEP's use of the NNDS illustrates how a program evaluation framework that includes periodic population-based surveys can serve as an evaluation model for similar national health education programs.     The Idaho National Engineering Laboratory`s (INEL`s) Sample Management Office (SMO) conducts a Performance Evaluation Program that ensures that data of known quality are supplied by the analytical. chemistry service organizations with which the INEL contracts. The Analytical Services Performance Evaluation Plan documents the routine monitoring and assessment of suppliers conducted by the SMO, and it describes the procedures that are followed to ensure that suppliers meet all appropriate requirements. Because high-quality analytical support is vital to the success of DOE Environmental Management programs at the INEL, the performance of organizations providing these services must be routinely monitored and assessed. Analytical disciplines for which performance is monitored include metals, organics, radiochemical, and miscellaneous classical analysis methods.
