    The 21st International Conference on Laser Spectroscopy (ICOLS) took place at Berkeley, California on 9-14 June 2013. Following the tradition of previous meetings in this series, the conference featured about thirty invited talks broadly covering this burgeoning field of science that refuses to show any sign of saturation after more than half a century of continuous boom. In addition to the invited talks, there were two informative poster sessions, where the more than 300 ICOLS participants had an opportunity to exchange the latest scientific news and ideas while enjoying the gorgeous view of the San Francisco Bay from the vista of the Claremont Hotel, the meeting's venue. The heights of the cultural program of the meeting were excursions to several of the Bay Area gems (including the Lick observatory), as well as the conference banquet where the participants were treated to addresses by an inventor of the laser Professor Charles H Townes, a nonlinear optics pioneer Professor Erwin L Hahn, and one of the previous ICOLS chairs Professor Y R Shen. While the field of Laser Spectroscopy and the series of the bi-annual ICOLS meetings are as 'healthy' as one could imagine, the same cannot be said about the concept of published conference proceedings. With new ways to publish scientific articles and preprints, submitting papers to conference proceedings seems to be rapidly losing popularity. For this meeting, the great interest in attendance and opportunities to present is sharply contrasted with a somewhat sluggish response to the call for submission of the proceedings papers. The present collection represents a dozen or so contributions from the 'hero' invited speakers, to whom we are deeply grateful for submitting their work. We hope that this selection will faithfully convey to the readers the excitement of modern laser spectroscopy.     The International Conference on Computing in High Energy and Nuclear Physics (CHEP) is a major series of international conferences intended to attract physicists and computing professionals to discuss on recent developments and trends in software and computing for their research communities. Experts from the high energy and nuclear physics, computer science, and information technology communities attend CHEP events. This conference series provides an international forum to exchange experiences and the needs of a wide community, and to present and discuss recent, ongoing, and future activities. At the beginning of the successful series of CHEP conferences in 1985, the latest developments in embedded systems, networking, vector and parallel processing were presented in Amsterdam. The software and computing ecosystem massively evolved since then, and along this path each CHEP event has marked a step further. A vibrant community of experts on a wide range of different high-energy and nuclear physics experiments, as well as technology explorer and industry contacts, attend and discuss the present and future challenges, and shape the future of an entire community. In such a rapidly evolving area, aiming to capture the state-of-the-art on software and computing through a collection of proceedings papers on a journal is a big challenge. Due to the large attendance, the final papers appear on the journal a few months after the conference is over. Additionally, the contributions often report about studies at very heterogeneous statuses, namely studies that are completed, or are just started, or yet to be done. It is not uncommon that by the time a specific paper appears on the journal some of the work is over a year old, or the investigation actually happened in different directions and with different methodologies than originally presented at the conference just a few months before.     Dear Participants and Guests On behalf of the Rector's Office, welcome to St. Petersburg University, one of the oldest, largest and most prestigious universities in Russia. The 12 Colleges Building (named after the Collegia of Peter the Great's time, Ministries in the modern sense of the word) has been home to the University since 1804. St. Petersburg State University is the successor of the first Russian University founded by Peter the Great on 24 January 1724. It's distinguished faculty members include mathematicians Chebyshev and Smirnov, physicists Lenz and Fock, chemists Mendeleev and Butlerov, embryologist Kovalevsky, and physiologist Sechenov. Several of our alumni won Nobel Prizes - Pavlov, Semenov, Kantorovich, Landau and Prokhorov. The University is the alma mater of two presidents of Russia, Vladimir Putin and Dmitry Medvedev. St. Petersburg State University today consists of 19 faculties on two campuses: in the historic downtown, on Vasilyevsky Island, and in Peterhof. The Faculty of Physics carries out research projects through the efforts of 260 employees, of which 150 hold doctoral degrees, and 50 have been awarded Grand Doctorates. The work is done in a vast variety of areas, from the physics of elementary particles to the physics of the atmosphere. Optics and spectroscopy has been a particularly significant area of research. This field of inquiry goes back to the work of Academician D S Rozhdestvensky more than 70 years ago, when he first suggested his famous hook method. After him the work was headed by S Frisch, corresponding member of the Academy of Sciences and editor-in-chief of Optics and Spectroscopy Journal.     The papers in this volume give conservative projections on future requirements from the users of security documents. Printers of security documents give requirements for advanced technologies. Design requirements for ink technology, counterfeit detection, and optical features in security documents are given. Costs of the new technologies are discussed. One thing that can be seen from this volume, according to the moderator of the conference, is the widespread desire to use some sort of optical device in future security documents.     The 21st Power and Energy Society Annual Conference was held on September 1-3, 2010 at Kyushu University. The total number of technical papers was 376, and technical sessions were 53 (52 oral sessions and 1 poster session). An invited lecture, a panel discussion, technical exhibitions and two technical tours were organized. All events were very well attended and the final enrollment attained to 969 registrations. The conference was successfully closed by the great contribution of all participants. The outline of the conference is reported in this article.

    Conference logo The 21st century has been called the century of environmental revolution. Green innovations and environmentally friendly production systems based on physics, chemistry, materials science, and electronic engineering will be indispensable for ensuring renewable energy and establishing a sustainable society. In particular, production design, materials processing, and fabrication technologies such as welding and joining will be very important components of such green innovations. For these reasons, the International Symposium on Materials Science and Innovation for Sustainable Society - eco-materials and eco-innovation for global sustainability - (ECO-MATES 2011) was organized by the Joining and Welding Research Institute (JWRI) and the Center of Environmental Innovation Design for Sustainability (CEIDS), Osaka University. ECO-MATES 2011 was held at Hotel Hankyu Expo Park, Osaka, Japan from 28-30 November 2011. 435 participants from 20 countries around the world attended the symposium. 149 oral presentations including 60 invited talks and 160 posters were presented at the symposium to discuss the latest research and developments in green innovations in relation to environmental issues. The topics of the symposium covered all environmentally related fields including renewable energy, energy-materials, environment and resources, waste and biomass, power electronics, semiconductor, rare-earth metals, functional materials, organic electronics materials, electronics packaging, smart processing, joining and welding, eco-efficient processes, and green applied physics and chemistry. Therefore, 55 full papers concerning green innovations and environmentally benign production were selected and approved by the editorial board and the program committee of ECO-MATES 2011.     The Nineteenth Space Simulation Conference was hosted by the Institute of Environmental Sciences (IES) and was supported by the American Institute of Aeronautics and Astronautics (AIAA), the American Society for Testing and Materials (ASTM), the National Aeronautics and Space Administration (NASA), and the Canadian Space Agency (CSA). These proceedings attest to the scope of the conference; papers were presented on topics as diverse as shuttle payload contamination effects, simulating Martian environment for testing, to state-of-the-art 6-axis hydraulic shaker testing system. A good cross section of the international aerospace community took advantage of the opportunity to get together, to share their experiences, and to participate in the technical sessions. The two invited keynote speakers were Lieutenant General Malcolm O'Neill (USA, Ret.), past Director of BMDO, and Mr. Thomas Coughlin, Space Programs Manager at the Johns Hopkins University Applied Physics Laboratory. Their most informative and thought provoking talks were on cost effective testing approaches in Defense Department programs for the 21st Century and what part testing plays in the faster, better, cheaper approach for the NEAR and APL programs, respectively. The preceding tutorial and the tour of the Garber Facility of the Air and Space Museum rounded out a comprehensive conference contributing to the knowledge base vital to cost effective testing for successful missions into the 21st Century.

    The INTERGROWTH-21(st) Project data management was structured incorporating both a centralised and decentralised system for the eight study centres, which all used the same database and standardised data collection instruments, manuals and processes. Each centre was responsible for the entry and validation of their country-specific data, which were entered onto a centralised system maintained by the Data Coordinating Unit in Oxford. A comprehensive data management system was designed to handle the very large volumes of data. It contained internal validations to prevent incorrect and inconsistent values being captured, and allowed online data entry by local Data Management Units, as well as real-time management of recruitment and data collection by the Data Coordinating Unit in Oxford. To maintain data integrity, only the Data Coordinating Unit in Oxford had access to all the eight centres' data, which were continually monitored. All queries identified were raised with the relevant local data manager for verification and correction, if necessary. The system automatically logged an audit trail of all updates to the database with the date and name of the person who made the changes. These rigorous processes ensured that the data collected in the INTERGROWTH-21(st) Project were of exceptionally high quality. PMID:23679040

    The 21st LH Gray Conference, organised by the LH Gray Trust with the Society for Radiological Protection, brought together international experts in radiobiology, epidemiology and risk assessment, and scientists involved in diagnostic and therapeutic radiation exposure. The meeting - held in Edinburgh, Scotland 4-6 June 2008 - aimed to raise awareness, educate and share knowledge of important issues in radiation protection. A distinguished group of speakers discussed topics which included: non-targeted effects of radiation, exposure to high natural background radiation, non-cancer effects in Japanese bomb survivors, lessons learnt from Chernobyl, radiation in the workplace, biokinetic modelling, uncertainties in risk estimation, issues in diagnostic medical exposures, lessons leant from the polonium-210 incidence and how the radiobiology-radiation oncology community is needed to help society prepare for potential future acts of radiation terrorism. The conference highlighted the importance, relevance and topicality of radiobiology today.

    We summarize the key findings, strength of the evidence, and research needs identified in the National Institutes of Health conference "Vitamin D and Health in the 21st Century: an Update," which was held in September 2007; a systematic evidence-based review; and a National Institutes of Health roundtable discussion held after the conference by scientists with relevant expertise. The evidence-based review addressed 5 questions on 25-hydroxyvitamin D [25(OH)D] and functional outcomes across the life cycle and response to exposure, bone health outcomes of supplementation, risks and benefits of sun exposure, and adverse outcomes. These questions also framed the conference and roundtable discussions. Researchers have made considerable progress in understanding the relation of 25(OH)D to bone health outcomes in the elderly and in postmenopausal women, but we know less about its impact on other stages of the life cycle and in racial and ethnic groups. Limitations of the existing data include the failure of many studies to control for important confounders [baseline 25(OH)D concentration, skin pigmentation, body mass index, compliance, etc], sparse data on key vulnerable populations (dark-skinned persons, reproducing women, infants, children, and adolescents), problems of accuracy and excessive variability in measuring 25(OH)D, lack of established relation of 25(OH)D with functional outcomes except in the elderly, and limited information on the effects of vitamin D independent of calcium, magnesium, and phosphate. Future research should determine and validate across the life cycle relevant functional outcomes for bone and other health factors as well as adverse outcomes for the biomarker of exposure, 25(OH)D, to enable assessment of the role of vitamin D status in health maintenance and disease prevention.   1. International Lunar Observatory Association Advancing 21st Century Astronomy from the Moon

    Long considered a prime location to conduct astronomical observations, the Moon is beginning to prove its value in 21st Century astronomy through the Lunar Ultraviolet Telescope aboard China’s Chang’e-3 Moon lander and through the developing missions of the International Lunar Observatory Association (ILOA). With 24 hours / Earth day of potential operability facilitating long-duration observations, the stable platform of the lunar surface and extremely thin exosphere guaranteeing superior observation conditions, zones of radio-quiet for radio astronomy, and the resources and thermal stability at the lunar South Pole, the Moon provides several pioneering advantages for astronomy. ILOA, through MOUs with NAOC and CNSA, has been collaborating with China to make historic Galaxy observations with the Chang’e-3 LUT, including imaging Galaxy M101 in December 2014. LUT has an aperture of 150mm, covers a wavelength range of 245 to 340 nanometers and is capable of detecting objects at a brightness down to 14 mag. The success of China’s mission has provided support and momentum for ILOA’s mission to place a 2-meter dish, multifunctional observatory at the South Pole of the Moon NET 2017. ILOA also has plans to send a precursor observatory instrument (ILO-X) on the inaugural mission of GLXP contestant Moon Express. Advancing astronomy and astrophysics from the Moon through public-private and International partnerships will provide many valuable research opportunities while also helping to secure humanity’s position as multi world species.

  3. The Large Marine Ecosystem Approach for 21st Century Ocean Health and International Sustainable Development

    The global coastal ocean and watersheds are divided into 66 Large Marine Ecosystems (LMEs), which encompass regions from river basins, estuaries, and coasts to the seaward boundaries of continental shelves and margins of major currents. Approximately 80% of global fisheries catch comes from LME waters. Ecosystem goods and services from LMEs contribute an estimated US 18-25 trillion dollars annually to the global economy in market and non-market value. The critical importance of these large-scale systems, however, is threatened by human populations and pressures, including climate change. Fortunately, there is pragmatic reason for optimism. Interdisciplinary frameworks exist, such as the Large Marine Ecosystem (LME) approach for adaptive management that can integrate both nature-centric and human-centric views into ecosystem monitoring, assessment, and adaptive management practices for long-term sustainability. Originally proposed almost 30 years ago, the LME approach rests on five modules are: (i) productivity, (ii) fish and fisheries, (iii) pollution and ecosystem health, (iv) socioeconomics, and (v) governance for iterative adaptive management at a large, international scale of 200,000 km2 or greater. The Global Environment Facility (GEF), World Bank, and United Nations agencies recognize and support the LME approach—as evidenced by over 3.15 billion in financial assistance to date for LME projects. This year of 2014 is an exciting milestone in LME history, after 20 years of the United Nations and GEF organizations adopting LMEs as a unit for ecosystem-based approaches to management. The LME approach, however, is not perfect. Nor is it immutable. Similar to the adaptive management framework it propones, the LME approach itself must adapt to new and emerging 21st Century technologies, science, and realities.     There is a growing body of research suggesting that schools need to respond to changing social and economic dynamics by prioritising "21st-century skills". Proponents of this view, who have been termed "the 21st century skills movement", have called for greater emphasis on cognitive and non-cognitive skills development, alongside the learning of subject content and technical skills. This paper explores the potential of International Baccalaureate Diploma Programme (IBDP) schools to respond to this mandate in China, one of the fastest-growing markets for International Baccalaureate® (IB) schools globally. The authors' research team undertook a multi-site case study of five elite IBDP schools in China. Their findings revealed confidence among interviewees that the IB educational philosophy was conducive to 21st-century skills development, especially through the provision of the three IBDP "Core Requirements", which are Creativity, Action, Service (CAS), Extended Essay (EE) and Theory of Knowledge (TOK). Despite this confidence, concerns remain about the implementation of the IB educational philosophy in the context of IBDP schools in China.

  18. International teachers negotiating 21st century science classrooms: a question of hybridized identities and pedagogical imaginaries

    International high school science teachers are crossing international and cultural borders to teach, raising important issues in education. In this article, we describe the cross-cultural assessment challenges that four international science teachers encountered when they migrated to teach in the United States. These included differences in grade expectations for a given quality of work, the weight given to final examinations, the assessment process, and cutoff scores for letter grades. To become proficient in their new teaching contexts, the participating teachers had to modify (or hybridize) their assessment philosophies and practices in order to conform to the expectations of their new schools. This hybridization process ushered them into what is proposed as the Pedagogical imaginary; a transitional space between the ``purity'' of their native educational conventions and that of their American schools. The implications of these findings are discussed in hopes of improving high school science teaching experiences for international science teachers.

    Much has been accomplished internationally in the past decade to harmonise the much of the process of post-marketing drug risk detection. However, formidable challenges exist in harmonising analytical approaches to such data and in leveraging international database resources to improve the quality of such data. In addition, international challenges continue in the arena of drug risk management once a specific risk has been detected. Especially problematic are the questions of appropriate methodology and metrics to assess the public health impact of our risk management techniques. Finally, international challenges remain in the world of drug risk communication to practitioners, dispensers, and patients. The primary challenge confronting us is that of providing easily accessible, understandable, unbiased information on drug risk to these communities so that truly informed decisions about medicines can be made at the individual patient level. Only by meeting internationally these challenges in drug risk detection, management, and communication can our citizens know how to best use these wonderful pharmacological gifts to which we now have access.     Over the past fifty years, countless billions of dollars and innumerable person-years of effort have been expended on international development. Sadly, what the development industry has to show for its labors is a present-day situation that is by many standards worse off in terms of total human misery than when they began. The shortcomings of international development are well documented. This is not to say that successes have not been achieved. They have; some have been quite significant. Rather, it is to say that development is much easier said than done. For science to have an impact on the wretched conditions evidenced throughout much of today’s developing and transition world, scientific organizations interested in making such a contribution must understand the realities of development. Biotechnology, fuel cells, the Internet, etc., hold much promise for pulling vast numbers of people out of the expansive morass of poverty. However, the development landscape is replete with botched “good ideas”. This session will, then, present the ways in which development has been and continues to be approached, the lessons learned from these experiences, and a framework for development assistance that can be used to guide the scientific community’s efforts to impact positively on the developing and transition world.

  5. International collaboration: The cornerstone of satellite land remote sensing in the 21st century

    Satellite land remotely sensed data are used by scientists and resource managers world-wide to study similar multidisciplinary earth science problems. Most of their information requirements can be met by a small number of satellite sensor types. Moderate-resolution resource satellites and low-resolution environmental satellites are the most prominent of these, and they are the focus of this paper. Building, launching, and operating satellite systems are very expensive endeavors. Consequently, nations should change the current pattern of independently launching and operating similar, largely redundant resource and environmental satellite systems in favor of true and full collaboration in developing, launching, operating, and sharing the data from such systems of the future. The past decade has seen encouraging signs of increasing international collaboration in earth remote sensing, but full collaboration has not yet been attempted. A general strategy to achieve such international collaboration is presented here, including discussion of potential obstacles, ideas for organizing and overseeing the long-term process toward collaboration, and short-term objectives whereby early successes critical to accomplishing long-term goals can be achieved.

  6. Marine Language Exchange Program: A 21st Century International and Interdisciplinary Partnership

    The ability of scientists to communicate across cultural and linguistic barriers is crucial for the global economic sustainability and protection of the world\\'{}s oceans. Yet students with majors in the sciences and engineering constitute less than 2% of those who study abroad each year. And even rarer are students who study in countries where English is not the first language. The Marine Language Exchange program is a case study of an international and interdisciplinary collaboration between faculties in the languages and the sciences who address this gap. A consortium of U.S. and European institutions including Eckerd College (Florida), University of Washington (Washington), University of Hilo (Hawaii), Université de la Rochelle (France), Université de Liège (Belgium), and Universidad de Las Palmas (Spain) is developing a multilingual, marine sciences exchange program in an effort to internationalize their Marine Sciences departments. The program includes a three-week, intensive "bridge" course designed to reinforce second language skills in the context of marine sciences, and prepare undergraduate students for the cultural and educational differences of their host country. Following this immersion experience students from each institution enroll in courses abroad including marine sciences specialization for full academic credit. This session will review the Marine Language Exchange program activities since 2000 and will discuss the ideological and practical aspects of the program. The program successes, difficulties and future directions will also be presented. Different disciplinary approaches -Second Language Acquisition, English as a Second Language and Marine Science- prepare science students to contribute to the study and the management of the world\\'{}s oceans with an awareness of the cultural issues reflected by national marine policies.     Om July 18, 2010, the eve of the 21st International Congress on the Education of the Deaf (ICED 2010), the International Leaders Summit was held at the Center for Dialogue at Simon Fraser University, Vancouver, Canada. A total of 120 world leaders from 32 countries participated. Presenters, including students, led the conversation on current perspectives, teacher preparation, worldwide resources, and major issues affecting the education of d/Deaf and hard of hearing infants, children, and youth. Summit participants recognized that advances in detection, early intervention, and technology present challenges in meeting the needs of a student population more diverse than at any other stage in history. While it was acknowledged that needs differ in various parts of the world, there was a consensus that change is required to prepare students to handle challenges in the 21st century. PMID:21949967

    This paper addresses the changing international communications environment and explores the key elements of a new policy framework for the 21st Century. It addresses the issues related to changing markets, trade considerations, standards, regulatory changes and international institutions and law. The most important aspects will related to new international policy and regulatory frameworks and in particular to a new international code of ethics and behavior in the field of satellite communications. A new communications satellite policy framework requires systematically addressing the following points: • Multi-lateral agreements at the nation state and the operating entity level • Systematic means to access both private and public capital • Meshing ITU regulations with regional and national policy guidelines including • landing rights" and national allocation procedures. • Systematic approach to local partnerships • Resolving the issue of the relative standing of various satellite systems (i.e. GEO, MEO, and LEO systems) • Resolving the rights, duties, and priorities of satellite facility providers versus types of service prviders. Beyond this policy framework and generalized legal infrastructure there is also another need. This is a need that arises from both increased globalism and competitive international markets. This is what might quite simply be called a "code of reasonable conduct:" To provide global and international communications services effectively and well in the 21st Century will require more than meeting minimum international legal requirements.     New focus on the internationalization of universities occurred in the late 20th century and higher education in nursing has been quick to embrace the opportunities. In this manuscript, writers provide a brief overview of the nursing and more general literature from the late 20th century relating to key dimensions of internationalization, as well as present data from a survey conducted in 1995-96 of the international activities and dimensions at Canadian faculties/schools of nursing. While it is clear that nurses in Canadian universities were engaged in significant international endeavours in the 20th century, the literature and our experience suggest that the extent of such activity has increased substantially in recent years. Discussion centres on examination of how knowledge generated in the 20th century can inform current internationalization initiatives and on identification of key questions that merit consideration as we move forward in the 21st century.     Background Communication and collaboration failures can have negative impacts on the efficiency of both individual clinicians and health care system delivery as well as on the quality of patient care. Recognizing the problems associated with clinical and collaboration communication, health care professionals and organizations alike have begun to look at alternative communication technologies to address some of these inefficiencies and to improve interprofessional collaboration. Objective To develop recommendations that assist health care organizations in improving communication and collaboration in order to develop effective methods for evaluation. Methods An interprofessional meeting was held in a large urban city in Canada with 19 nationally and internationally renowned experts to discuss suitable recommendations for an ideal communication and collaboration system as well as a research framework for general internal medicine (GIM) environments. Results In designing an ideal GIM communication and collaboration system, attendees believed that the new system should possess attributes that aim to: a) improve workflow through prioritization of information and detection of individuals’ contextual situations; b) promote stronger interprofessional relationships with adequate exchange of information; c) enhance patient-centered care by allowing greater patient autonomy over their health care information; d) enable interoperability and scalability between and within institutions; and e) function across different platforms. In terms of evaluating the effects of technology in GIM settings, participants championed the use of rigorous scientific methods that span multiple perspectives and disciplines. Specifically, participants recommended that consistent measures and definitions need to be established so that these impacts can be examined across individual, group, and organizational levels.     Due to a combination of rapid population growth and high levels of rural-urban migration, overcrowding will be common in many cities around the world in the 21st century. Currently at 5.3 billion, the global population is expected to increase to 6 billion by the year 2000, and to 9 billion by 2025. Experts predict that urban centers will bear the brunt of the population growth. Rural areas have seen declines in the standard of living, partly due to natural disasters, civil war, and economic policies favoring urban centers. In search of jobs, better access to education, and health services, rural populations will flock to cities. But the rapid growth of cities will inevitably lead to the creation of slums, which will hamper urban development. Urban demographers predict that by the end of the century, 1/2 of the world's population will be urban, and 1/5 of these people will be concentrated in "mega cities," populations of 4 million or more. International migration will play a significant role, as people cross borders in search of opportunity. But contrary to the traditional model of urban growth, much of it will take place in developing countries. According to a 1985 study, developed nations had an urbanization level of 71%, compared to 31% in developing countries. However, experts calculate that by 2025, these levels will practically even out, with an urbanization level of 74% for developing countries and 77% for developed countries. By 2025, 25 cities will have populations of over 9 million, including Mexico City (25.8), Sao Paulo (24.0), Tokyo (20.2), Calcutta (16.5), Greater Bombay (16.0), and New York (15.8). PMID:12343167

    Electrostatics 2011 was held in the city of Bangor which is located in North West Wales in an area of outstanding natural beauty close to the Snowdonia mountain range and bordering the Irish Sea. The history of the area goes back into the mists of times, but a continuous technological thread can be traced from the stone- and bronze-age craftsmen, who inhabited the area several thousand years ago, via the civil engineering and fortifications of the Romans and Edward I of England, through Marconi's long-wave trans-Atlantic transmitter near Caernarfon to the conference host. The School of Electronic Engineering at Bangor University has contributed much to the discipline of Electrostatics not only in teaching and research but also in supporting industry. It was a great pleasure for me, therefore, to have the pleasure of welcoming the world's experts in Electrostatics to Bangor in April 2011. In my preface to the Proceedings of Electrostatics 1999, I reported that almost 90 papers were presented. Interestingly, a similar number were presented in 2011 testifying to the importance and endurance of the subject. The all-embracing nature of electrostatics is captured in the pictorial depiction used for the conference logo: a hand-held plasma ball with its close link to gaseous discharges and the superimposed Antarctic aurora highlighting the featured conference themes of atmospheric, planetary and environmental electrostatics. Leading these themes were three invited contributions, the first by Giles Harrison who delivered the Bill Bright Memorial Lecture 'Fair weather atmospheric electricity', Carlos Calle on 'The electrostatic environments of Mars and the Moon' and Istvan Berta on 'Lightning protection - challenges, solutions and questionable steps in the 21st century'.     Ten years after hosting the First International Mammalian Genome Conference in Paris in 1986, Dr. Jean-Louis Guenet presided over the Tenth Conference at the Pasteur Institute, October 7--10, 1996. The 1986 conference was a satellite to the Human Gene Mapping Workshop and had approximately 50 attendees. The 1996 meeting was attended by 300 scientists from around the world. In the interim, the number of mapped loci in the mouse increased from 1,000 to over 20,000. This report contains a listing of the program and its participants, and two articles that review the meeting and the role of the laboratory mouse in the Human Genome project. More than 200 papers were presented at the conference covering the following topics: International mouse chromosome committee meetings; Mutant generation and identification; Physical and genetic maps; New technology and resources; Chromatin structure and gene regulation; Rate and hamster genetic maps; Informatics and databases; and Quantitative trait analysis.

The poster presentation, however, has been redesigned and reorganized with new, revised perspectives. The importance of water conservation principles has been emphasized. The population of United States has more than doubled over the past 50 years. The need for water however, has tripled. The EPA estimates that more than 36 states face water shortage during the forthcoming years. The EPA has prepared a plan for achieving environmental and energy performance. This will be coupled with leadership and accountability. Carbon neutrality is also of prime importance. The objective is to focus on six important, essential areas. 1. Efficient use of already available energy resources. 2. Intelligent water consumption and focusing on water conservation. 3. Expand the use of renewable energy resources. 4. Explore innovative transportation systems and methodologies. 5. Change building codes and promote high performance sustainable buildings. 6. Focus on developing creative environment management systems. Greenhouse gases such as carbon dioxide occur naturally in the atmosphere. Carbon dioxide is also emitted to the atmosphere through a variety of natural processes and also some human activities. However, fluorinated gases are emitted to the atmosphere solely through human activities, because they are created by humans. It is very important to observe that water conservation is probably the most cost-effective way to reduce our demand for water. Furthermore, it is certainly environmentally justifiable. The Environmental Protection Agency has a plan called E2PLAN. It is EPA's plan for achieving energy and environmental performance, leadership, accountability, and carbon neutrality.     The 22nd International Conference on Spectral Line Shapes (ICSLS) was convened at The University of Tennessee Space Institute (UTSI) at Tullahoma, Tennessee, USA, during June 1 to 6, 2014. A variety of topics of interest to the line shape community were addressed during invited and contributed oral and poster presentations. General categories of the ICSLS 2014 scientific contents included Astrophysics, Biomedical Physics, High and Low Temperature Plasma Physics, Magnetic Fusion Physics, Neutrals Atomic-Molecular-Optical (AMO) Physics, and Applied Physics. Research interests at UTSI and at the Center for Laser Applications (CLA) focus on Applied Physics and Plasma Physics areas such as laser-induced breakdown spectroscopy, spectroscopy with ultra-short light pulses, combustion diagnostics, to name a few. Consequently, the presentations during the conference addressed a variety of these topics. Attendance at the conference included researchers from North America, Africa, Asia and Europe, with an international representation showing 250 authors and co-authors with over 25 different citizenships, and 100 participants at the Conference. Figure 1 shows a photo of Conference attendees. The schedule included 82 contributions, 41 oral and 41 poster presentations. The 29 invited, 12 contributed oral and 41 contributed poster presentations were selected following communication with the international organizing committee members. A smart phone ''app'' was also utilized, thanks to Elsevier, to communicate electronic versions of the posters during the conference. Special thanks go to the members of the international and local committees for their work in organizing the 22nd ICSLS. In addition, thank you notes also go to the peer reviewers for the proceedings.     Background The aim of this study was to provide a contemporary picture of the presentation, etiology and outcome of infective endocarditis (IE) in a large patient cohort from multiple locations worldwide. Methods Prospective cohort study of 2781 adults with definite IE admitted to 58 hospitals in 25 countries between June 2000 and September 2005. Results The median age of the cohort was 57.9 (IQR 43.2–71.8) years and 72% had native valve IE. Most (77%) patients presented early in the disease (<30 days) with few of the classic clinical hallmarks of IE. Recent health-care exposure was found in one quarter of patients. Staphylococcus aureus was the most common pathogen (31%). Mitral (41%) and aortic (38%) valves were infected most commonly. Complications were common: stroke (17%); embolization other than stroke (23%); heart failure (32%) and intracardiac abscess (14%). Surgical therapy was common (48%) and in-hospital mortality remained high (18%). Prosthetic valve involvement (OR 1.47, 95%CI 1.13–1.90), increasing age (OR 1.30, 95%CI 1.17–1.46 per 10-year interval), pulmonary edema (OR 1.79, 95%CI 1.39–2.30), S. aureus infection (OR 1.54, 95%CI 1.14–2.08), coagulase-negative staphylococcal infection (OR 1.50, 95%CI 1.07–2.10), mitral valve vegetation (OR 1.34, 95%CI 1.06–1.68), and paravalvular complications (OR 2.25, 95%CI 1.64–3.09) were associated with increased risk of in-hospital death, while viridans streptococcal infection (OR 0.52, 95%CI 0.33–0.81) and surgery (OR 0.61, 95%CI 0.44–0.83) were associated with decreased risk. Conclusions In the early 21st century, IE is more often an acute disease, characterized by a high rate of S. aureus infection. Mortality remains relatively high. PMID:19273776

    The global importance of food safety is not fully appreciated by many public health authorities despite a constant increase in the prevalence of foodborne illness. Numerous devastating outbreaks of salmonellosis, cholera, enterohaemorrhagic Escherichia coli infections, hepatitis A and other diseases have occurred in both industrialized and developing countries. In addition, many of the re-emerging or newly recognized pathogens are foodborne or have the potential of being transmitted by food and/or drinking water. More foodborne pathogens can be expected because of changing production methods, processes, practices and habits. During the early 21st century, foodborne diseases can be expected to increase, especially in developing countries, in part because of environmental and demographic changes. These vary from climatic changes, changes in microbial and other ecological systems, to decreasing freshwater supplies. However, an even greater challenge to food safety will come from changes resulting directly in degradation of sanitation and the immediate human environment. These include the increased age of human populations, unplanned urbanization and migration and mass production of food due to population growth and changed food habits. Mass tourism and the huge international trade in food and feed is causing food and feedborne pathogens to spread transnationally. As new toxic agents are identified and new toxic effects recognized, the health and trade consequences of toxic chemicals in food will also have global implications. Meeting the huge challenge of food safety in the 21st century will require the application of new methods to identify, monitor and assess foodborne hazards. Both traditional and new technologies for assuring food safety should be improved and fully exploited. This needs to be done through legislative measures where suitable, but with much greater reliance on voluntary compliance and education of consumers and professional food handlers. This will

    Every three years since 1983, the paleoceanographic community has come together at a different venue to share new data and discoveries at the International Conference on Paleoceanography (ICP). For the recent ICP-8, France was the host country for a conference focused on the theme of “An Ocean View of Global Change.” The Environnements et Paleoenvironnement Oceanique (EPOC) paleoceanography group of the University Bordeaux I acted as the local organizing committee.Scientific presentations at ICP-8 addressed the latest discoveries in paleoceanography and highlighted both emerging and as-yet-unsolved questions on global climate change. Thirty-five speakers, invited by the ICP-8 Science Committee, gave overview talks during morning sessions organized around five major scientific themes. These themes were Cenozoic-Mesozoic Oceans; Carbonate and Silica Systems of the Pleistocene Ocean; Biogeochemical Cycles of the Past; High-Frequency Climate Variability; and Interhemispheric Ocean-Continent-Climate Linkages.

    The 21st International Conference on Spectral Line Shapes, ICSLS, was held in the historic main building of St Petersburg State University (St. Petersburg, Russia) on 3-9 June 2012. The event continued the tradition started in 1978 in Meudon Observatory in Paris. Representatives of line shape physics have since met every two years in different locations in Europe and North America. The most recent events were held in St John's, Newfoundland, Canada (2010), Valladolid, Spain (2008), and Auburn, AL (USA). Traditionally, the conferences consider experimental and theoretical issues of studying spectral line shapes, diagnostic utilization of spectral line profiles observed in absorption, emission or scattering of electromagnetic radiation by atoms, molecules, and clusters in different environments, including neutral environments, laboratory low and fusion plasmas, astrophysical conditions, and planetary atmospheres. The Conference was attended by over 100 professionals from Europe, Asia, America, Africa and New Zealand. The conference program was put together in such a way so as to exclude any parallel sessions. Five afternoon sessions featured 19 invited talks and 20 oral contributions, and two evening sessions offered 61 poster presentations, including post-deadline posters. This setup allowed for a relaxed and unhurried discussion of results and facilitated productive networking. The invited talks were selected by recommendation of members of the International Scientific Committee. The Organizers would like to thank all the members of the International Scientific Committee for their proposals on the agenda and their valuable advice. When considering candidates for oral contributions, the organizers took into account the suggestions and preferences of potential conference participants.     The Fourth International Conference on Health Promotion, held in Jakarta, Indonesia, in July 1997, focused on the theme: New Players for a New Era--Leading Health Promotion into the 21st Century. Health promotion strategies can change life-styles as well as the social, economic, and environmental conditions that determine health. Most effective are comprehensive approaches that combine public policy efforts, the creation of supportive environments, community action, the development of personal skills, and a reorientation of health services. Also required is the creation of new partnerships for health between different sectors at all levels of society and government. The conference identified five priorities for health promotion in the 21st century: 1) promote social responsibility for health; 2) increase investments for health development, especially for groups such as women, children, older persons, the indigenous, the poor, and marginalized populations; 3) consolidate and expand partnerships for health to enable the sharing of expertise, skills, and resources; 4) increase community capacity and empower the individual; and 5) secure an infrastructure for health promotion through new funding mechanisms, intersectoral collaboration, and training of local leadership.     The traveler took the opportunity to participate in a mini-sabbatical at the Institute of Terrestrial Ecology (ITE) in Edinburgh, Scotland, as a part of planned travel to Glasgow, Scotland, to attend the International Conference on Acidic Precipitation. The purpose of the sabbatical was to provide quality time for study and interchange of ideas with scientists at ITE working on physiological effects of acidic deposition and to allocate significant time for writing and synthesizing of results of physiological studies from the National Forest Response Program's Spruce/Fir Research Cooperative. The study focused on the very significant cytological and physiological effects of calcium deficiency in trees, a response that appears to be amplified in spruce by acidic deposition.

    Recent advances in biological and computational technologies are changing the way different social groups imagine race, gender, kinship, citizenship and disease risk. Existing taxonomies are being displaced or reconfigured, impacting the ways in which people are governed, how lives are lived, how groups are known and how power is exercised. Herein we report on a two-day international symposium that we co-organized, titled 'The molecularization of identity: science and subjectivity in the 21st century,' that was held on 29-30 April 2016 at the Program on Science, Technology and Society, at Harvard University. The symposium drew upon the tools and expertise from multiple disciplines and diverse geographical regions and consisted of 24 original research presentations and an interdisciplinary roundtable. Specific attention was paid to the bioethical, material and lived dimensions of recent developments in molecular technologies, and discussions interrogated the complex ways in which the 'molecular realm' is an emerging site for constituting human identities in the 21st century. Herein we summarize some of the key findings of the conference and raise three further issues for practitioners and researchers to consider in relation to the broader impact of genetics research. Namely: transnational governance of emerging biotechnologies; representation of different interest groups in policy decisions; and rights of access to emerging technologies. PMID:27376979

  17. ‘Antarctic biology in the 21st century - Advances in, and beyond the international polar year 2007-2008’

    The International Polar Year 2007-2008 (IPY) has provided an opportunity for biology to show itself as an important part of Antarctic science in a manner in which it was not seen during earlier Polar Years. Of the 15 endorsed biological projects in Antarctica, 7 included more than 20 scientists and could be deemed truly international. Four were conducted in the marine environment, and one each in the fields of biological invasions, microbial ecology, and terrestrial ecology, and one was SCAR’s over-arching ‘Evolution and Biodiversity in the Antarctic’. The marine projects have left a robust legacy of data for future research into the consequences of environmental change, and into future decisions about marine protected areas. Studies on introductions of exotic organisms reveal an ever-present threat to the warmer parts of the high-latitude Southern Ocean, or parts which might become warmer with climate change. Studies on microbial ecology reveal great complexity of ecosystems with high numbers of unknown species. Terrestrial research has shown how vulnerable the Antarctic is to accidental introductions, and how productive the soils can be under changed climate conditions. Antarctic biology has come-of-age during IPY 2007-2008 and the campaign has set the scene for future research.

  1. Genome Evolution in the 21st Century

    Assume no previous theories about genetics and evolution. What conclusions would we draw from molecular data (e.g. genome sequences)? We start from basic principles of cellular information processing: cells behave cognitively using signal transduction networks; signal transduction involves weak noncovalent interactions; allosteric properties of biomolecules; multivalent storage of information in DNA sequences and nucleoprotein complexes; inertness of naked DNA. Genome informatics thus requires formation of nucleoprotein complexes. Complex formation requires generic repeated signals in the DNA; repetition also permits cooperativity to stabilize weak interactions. DNA is a functional structural component of nucleoprotein complexes, not a passive data tape. Specificity in DNA nucleoprotein complex formation involves combining multiple generic signals and/or sequence recognition by small RNAs. Novel combinations of generic signals and coding sequences arise in genomes by iteration and rearrangement. Cells possess natural genetic engineering functions that actively restructure DNA molecules. These internal DNA remodeling functions act cognitively in response to internal and external inputs. They operate non-randomly with respect to (1) the types of new structures produced and (2) the regions of the genome modified. Whole genome sequence data increasingly documents the historical role of natural genetic engineering in evolutionary changes. Basic principles of cellular molecular biology and DNA function lead to a complex interactive systems view of genome organization. This view incorporates different DNA components found in sequenced genomes. Regulated cellular natural genetic engineering functions permit genomes to serve as Read-Write information storage systems, not just Read-Only memories subject to accidental change. These 21st Century conclusions are most compatible with a systems engineering view of the evolutionary process.

The institutions supporting 21NSM were: University of Oslo, SINTEF, the Norwegian Defense Research Establishment and Vestfold University College. The Nordic Semiconductor Meeting has become an international forum that has been held every other year in a relay fashion in Denmark, Finland, Iceland, Norway and Sweden. The focus of the meeting has been on original research and science being carried out on semiconductor materials, devices and systems. Reports on industrial activity have usually been featured at the meetings. The topics have ranged from fundamental research on point defects in a semiconductor to system architecture of semiconductor electronic devices. For the last five meetings the proceedings have been printed in a dedicated volume of Physica Scripta in the Topical Issue series. The event continued the tradition started in 1978 in Meudon Observatory in Paris. Representatives of line shape physics have since met every two years in different locations in Europe and North America. The most recent events were held in St John's, Newfoundland, Canada (2010), Valladolid, Spain (2008), and Auburn, AL (USA). Traditionally, the conferences consider experimental and theoretical issues of studying spectral line shapes, diagnostic utilization of spectral line profiles observed in absorption, emission or scattering of electromagnetic radiation by atoms, molecules, and clusters in different environments, including neutral environments, laboratory low and fusion plasmas, astrophysical conditions, and planetary atmospheres. The Conference was attended by over 100 professionals from Europe, Asia, America, Africa and New Zealand. The conference program was put together in such a way so as to exclude any parallel sessions. Five afternoon sessions featured 19 invited talks and 20 oral contributions, and two evening sessions offered 61 poster presentations, including post-deadline posters. This setup allowed for a relaxed and unhurried discussion of results and facilitated productive networking. The invited talks were selected by recommendation of members of the International Scientific Committee. The Organizers would like to thank all the members of the International Scientific Committee for their proposals on the agenda and their valuable advice.     Textbooks and most oceanography courses are organized around the 19th century concepts of biological, chemical, geological, and physical oceanography. This approach fails to involve students in the interesting problems of the 21st century: the role of the ocean in climate and weather, fisheries, and coastal problems, all of which involve a complex interplay of chemical, biological, and physical systems plus policy issues. To make my oceanography and environmental geosciences courses more relevant, I organize them around case studies such as coastal pollution or climate change. After using this approach for two years, I find students are much more interested in the ocean, and they understand the relevance of the ocean to their daily lives. Because no textbook is very useful for teaching these case studies, I have begun to write a new open-source book: Oceanography for the 21st Century: An Ocean Planet.

    Gallbladder cancer (GBC) is an uncommon disease in the majority of the world despite being the most common and aggressive malignancy of the biliary tree. Early diagnosis is essential for improved prognosis; however, indolent and nonspecific clinical presentations with a paucity of pathognomonic/predictive radiological features often preclude accurate identification of GBC at an early stage. As such, GBC remains a highly lethal disease, with only 10% of all patients presenting at a stage amenable to surgical resection. Among this select population, continued improvements in survival during the 21st century are attributable to aggressive radical surgery with improved surgical techniques. This paper reviews the current available literature of the 21st century on PubMed and Medline to provide a detailed summary of the epidemiology and risk factors, pathogenesis, clinical presentation, radiology, pathology, management, and prognosis of GBC.     logo The XIVth International Conference on Electrical Bioimpedance, held in conjunction with the 11th Conference on Biomedical Applications of EIT (ICEBI & EIT 2010), took place from 4-8 April 2010 in the Reitz Union of the University of Florida, in Gainesville, USA. This was the first time since its inception in 1969 that the ICEBI was held in the United States. As in the last three conferences (Graz 2007, Gdansk 2004 and Oslo 2001) the ICEBI was combined with the Conference on Biomedical Applications of EIT - a mutually beneficial approach for those interested in the biophysics of tissue electrical properties and those developing imaging methods and measurement systems based thereon. This year's conference was particularly notable for the many papers presented on hybrid and emerging imaging techniques such as Electric Property Tomography (EPT), Magneto Acoustic Tomography using Magnetic Induction (MAT-MI) and Magnetic Resonance Electrical Impedance Tomography (MREIT); sessions on Cell Scale Impedance, Cardiac Impedance and Imaging Neural Activity. About 180 scientists from all over the world attended, including keynote speakers on topics of fundamental electromagnetic principles (Jaakko Malmivuo), Electrical Source and Impedance Imaging (Bin He), Bioimpedance applications in Nephrology, (Nathan Levin), and Lung EIT (Gerhard Wolf).     The rapid pace of change at Ike end of the 20th Century should continue unabated well into the 21st Century. The driver will be the marketplace imperative of "faster, better, cheaper." This imperative has already stimulated a revolution-in-engineering in design and manufacturing. In contrast, to date, reliability engineering has not undergone a similar level of change. It is critical that we implement a corresponding revolution-in-reliability-engineering as we enter the new millennium. If we are still using 20th Century reliability approaches in the 21st Century, then reliability issues will be the limiting factor in faster, better, and cheaper. At the heart of this reliability revolution will be a science-based approach to reliability engineering. Science-based reliability will enable building-in reliability, application-specific products, virtual qualification, and predictive maintenance. The purpose of this paper is to stimulate a dialogue on the future of reliability engineering. We will try to gaze into the crystal ball and predict some key issues that will drive reliability programs in the new millennium. In the 21st Century, we will demand more of our reliability programs. We will need the ability to make accurate reliability predictions that will enable optimizing cost, performance and time-to-market to meet the needs of every market segment. We will require that all of these new capabilities be in place prior to the stint of a product development cycle. The management of reliability programs will be driven by quantifiable metrics of value added to the organization business objectives.

If cities are to achieve their full potential as economic and cultural centers they must possess superior transportation systems. Ultra-silent, energy stingy, non-polluting maglevs can furnish the passenger and freight transportation system that the coming millennium will demand. Maglev floats railroad-like cars on a magnetic field a few inches above an elevated guideway. The cars can move at any convenient speed up to 300 mph. Yet, maglev produces less noise than a well muffled automobile, no vibration and no pollution.

    The present account of the characteristics of a space freighter concept which can transport either 300 metric tons to LEO or 100 metric tons to GEO or lunar orbits gives attention to its performance requirements, operations and schedules criteria, and costs. It is established that technology is not the limiting factor for rapid development of the 'Neptune' three-stage vehicle presently discussed, which uses derivatives of the SSMEs and will be of 6000-metric-ton takeoff mass. The Neptune space freighter could become available in the first decade of the 21st century, when it would be complemented by a second-generation Space Shuttle for passenger transport to LEO.

    Invited Papers: The Physics of Hot Plasmas During the last decade a dramatic evolution of plasma physics has occurred. Not only have gigantic fusion plasma machines been planned, and are now being built, and elaborate spaceships and antenna systems been constructed to explore remote parts of the cosmos; new observations have revealed fascinating structures in space, ranging from pulsar plasmas under extreme conditions in very strong magnetic fields to large-scale magnetic field and electric current systems in cosmic plasmas. X-rays from very distant sources as well as radio-waves from the plasma in the magnetosphere and in the Aurora have recently been studied with new observational techniques. Ingenious laboratory experiments are continuously being carried out to exploit new fundamental processes in plasmas. These are of great interest for the basic understanding of plasmas and also have immediate consequences for applications, like plasma heating and diagnostics. The theoretical description of new plasma phenomena, and of the plasma state in general poses challenging problems, particularly in situations where high concentration of energy is located in the plasmas. Nonlinear wave analysis and turbulence theory have accordingly been extensively developed to describe in particular the collective plasma phenomena. New concepts have been envisaged like plasma solitons, which may be thought of as excitations of local concentrations of longitudinal plasma waves which turn out to be particularly stable. More and more sophisticated structures of nonlinear nature are being revealed by means of high capacity computer facilities. Simulation experiments allow for studies of chaotic behaviour of plasma particles. Related fields of activity form new trends in the development of plasma theory.     Growing pressure on the world's water resources is having major impacts on our social and economic well-being. According to the United Nations, today, at least 1.1 billion people do not have access to clean drinking water. Pressures on water resources are likely to continue to worsen in response to decaying and crumbling infrastructure, continued population growth, climate change, degradation of water quality, and other challenges. If these challenges are not addressed, they pose future risks for many countries around the world, making it urgent that efforts are made to understand both the nature of the problems and the possible solutions that can effectively reduce the associated risks. There is growing understanding of the need to rethink governance to meet the 21st century water challenges. More and more water problems extend over traditional national boundaries and to the global community and the types and numbers of organizations addressing water issues are large and growing. Economic globalization and transnational organizations and activities point to the need for improving coordination and integration on addressing water issues, which are increasingly tied to food and energy security, trade, global climate change, and other international policies. We will present some of the key limitations of global water governance institutions and provide recommendations for improving these institutions to address 21st century global water challenges more effectively.

    Federal laboratories have successfully filled many roles for the public; however, as the 21st Century nears it is time to rethink and reevaluate how Federal laboratories can better support the public and identify new roles for this class of publicly-owned institutions. The productivity of the Federal laboratory system can be increased by making use of public outcome metrics, by benchmarking laboratories, by deploying innovative new governance models, by partnerships of Federal laboratories with universities and companies, and by accelerating the transition of federal laboratories and the agencies that own them into learning organizations. The authors must learn how government-owned laboratories in other countries serve their public. Taiwan`s government laboratory, Industrial Technology Research Institute, has been particularly successful in promoting economic growth. It is time to stop operating Federal laboratories as monopoly institutions; therefore, competition between Federal laboratories must be promoted. Additionally, Federal laboratories capable of addressing emerging 21st century public problems must be identified and given the challenge of serving the public in innovative new ways. Increased investment in case studies of particular programs at Federal laboratories and research on the public utility of a system of Federal laboratories could lead to increased productivity of laboratories. Elimination of risk-averse Federal laboratory and agency bureaucracies would also have dramatic impact on the productivity of the Federal laboratory system. Appropriately used, the US Federal laboratory system offers the US an innovative advantage over other nations.

    Background The Vivian Bullwinkel Oration honours the life and work of an extraordinary nurse. Given her story and that of her World War II colleagues, the topic of nursing heroism in the 21st century could not be more germane. Discussion Is heroism a legitimate part of nursing, or are nurses simply 'just doing their job' even when facing extreme personal danger? In this paper I explore the place and relevance of heroism in contemporary nursing. I propose that nursing heroism deserves a broader appreciation and that within the term lie many hidden, 'unsung' or 'unrecorded' heroisms. I also challenge the critiques of heroism that would condemn it as part of a 'militarisation' of nursing. Finally, I argue that nursing needs to be more open in celebrating our heroes and the transformative power of nursing achievements. Summary The language of heroism may sound quaint by 21st Century standards but nursing heroism is alive and well in the best of our contemporary nursing ethos and practice. PMID:21324152

    Dermatology has been associated with quackery for at least a century. The dictionary defines a quack as "a pretender to medical knowledge or skill; ignorantly or falsely pretending to cure." The term quack is derived from quacksalver, or one who quacks like a duck in promoting his salves. Quacksalvers hacked many potions, including snake oil, with claims that it cured everything from dermatitis to rheumatism. With the current promulgation of skin "products" and their promotion and even sale by dermatologists, and the use of treatments of no proven efficacy, this association between dermatology and quackery is set to continue well into the 21st century. The list of offending treatments includes silicone gel sheets and onion extract cream (Mederma) for keloids, alpha-hydroxy acid creams and peels, topical ascorbic acid and phytonadione, "laser resurfacing," and cimetidine for warts, to name only a few.     While hydropower turbine manufacturers have incrementally improved turbine technology to increase efficiency, the basic design concepts haven`t changed for decades. These late 19th and early 20th century designs did not consider environmental effects, since little was known about environmental effects of hydropower at the time. The U.S. Department of Energy (DOE) and the hydropower industry recognize that hydropower plants have an effect on the environment and there is a great need to bring turbine designs into the 21st century. DOE has issued a request for proposals (RFP) that requested proposers to discard conventional thinking, search out innovative solutions, and to visualize innovative turbines designed from a new perspective. This perspective would look at the {open_quotes}turbine system{close_quotes} (intake to tailrace) which will balance environmental, technical, and economic considerations.     Reasonable evolutionary trends in federal outlays for aerospace research and development predict a continuing decline in real resources (1970 dollars) until the mid eighties, and a growth thereafter to the 1970 level by 2000, still well below the 1966 peak. Employment levels will parallel this trend with no shortage of available personnel foreseen. These trends characterize a maturing industry. Shifts in outlook toward the economic use of resources, rather than minimum risk at any cost, and toward missions aligned with societal needs and broad national goals will accompany these trends. These shifts in outlook will arise in part in academia, and will, in turn, influence engineering education. By 2000, space technology will have achieved major advances in the management of information, in space transportation, in space structures, and in energy. The economics of space systems must be the primary consideration if the space program foreseen for the 21st century is to become an actuality.

    The 18th International Conference on Antiviral Research (ICAR) was held at the Princess Sofia Hotel in Barcelona, Spain, from 11th-14th April, 2005. This is a yearly international meeting sponsored by the International Society for Antiviral Research (ISAR). The current president of ISAR is John A Secrest 3rd of the Southern Research Institute. The scientific programme committee was chaired by John C Drach from the University of Michigan. ISAR was founded in 1987 to exchange prepublication basic, applied and clinical information on the development of antiviral, chemical and biological agents as well as to promote collaborative research. The ISAR has had a major role in the significant advances of the past decade in the reduction of the societal burdens of viral diseases by the focus of ICAR on the discovery and clinical application of antiviral agents. The 18th ICAR was organised as a series of focus presentations on specific viral groups consisting of oral and poster presentations of original research findings. In addition, the conference included plenary speakers, award presentations, a minisymposium on bioterrorism, and a satellite symposium on clinical antiviral drug developments. The size of the conference (> 50 oral and 250 poster presentations) necessitates limitation to the most noteworthy in the judgment of this reviewer.     Following the first International Conference on Inverse Problems - Recent Theoretical Development and Numerical Approaches held at the City University of Hong Kong in 2002, the fifth International Conference was held again at the City University during December 13-17, 2010. This fifth conference was jointly organized by Professor Yiu-Chung Hon (Co-Chair, City University of Hong Kong, HKSAR), Dr Leevan Ling (Co-Chair, Hong Kong Baptist University, HKSAR), Professor Jin Cheng (Fudan University, China), Professor June-Yub Lee (Ewha Womans University, South Korea), Professor Gui-Rong Liu (University of Cincinnati, USA), Professor Jenn-Nan Wang (National Taiwan University, Taiwan), and Professor Masahiro Yamamoto (The University of Tokyo, Japan). It was agreed to alternate holding the conference among the above places (China, Japan, Korea, Taiwan, and Hong Kong) once every two years. The next conference has been scheduled to be held at the Southeast University (Nanjing, China) in 2012. The purpose of this series of conferences is to establish a strong collaborative link among the universities of the Asian-Pacific regions and worldwide leading researchers in inverse problems. The conference addressed both theoretical (mathematics), applied (engineering) and developmental aspects of inverse problems. The conference was intended to nurture Asian-American-European collaborations in the evolving interdisciplinary areas and it was envisioned that the conference would lead to long-term commitments and collaborations among the participating countries and researchers. There was a total of more than 100 participants. A call for the submission of papers was sent out after the conference, and a total of 19 papers were finally accepted for publication in this proceedings. The distributed vectored propulsion will replace two to four wing mounted or fuselage mounted engines by a large number of small, mini, or micro engines. And the electric drive propulsion based on fuel cell power will generate electric power, which in turn will drive propulsors to produce the desired thrust.     The International Polar Year (IPY) is an international effort, involving more than 50 countries, to focus research in both the sciences and social sciences on the world's Polar Regions. In order to secure youth involvement in the IPY, the Youth Steering Committee (YSC) has been formed, aiming specifically to network young polar researchers from all backgrounds enabling collaboration and to involve this group in outreach focused towards other young people. A conference targeted directly at an audience of early career researchers and international youth will be central to fulfilling these aims. The YSC has therefore developed the concept of the International Youth Conference on the Poles (IYCP). Proposed for 2008, this conference will bring together youth from a diverse set of backgrounds and nationalities to discuss the issues affecting the Polar Regions, their effects on a global scale and ways of addressing these issues. The conference will also serve to highlight ongoing IPY research, especially research being undertaken by young researchers, and provide a perennial framework for youth involvement in polar research and policies. The IYCP will run for three days in May 2008, attracting an international youth audience, as well as representatives from polar organizations, teachers, politicians, policy makers, the general public and media. The IYCP will be divided into three sections. Youth Roundtable Discussions will bring youth together to discuss issues affecting the Polar Regions and potential solutions to these. A Young Researchers Conference will provide the opportunity for young researchers working in the Polar Regions to present their work to an interdisciplinary audience. The Polar Fair will provide an interactive environment for youth to learn about the Polar Regions.     The 1983 International Multigrid Conference was held at Colorado's Copper Mountain Ski Resort, April 5-8. It was organized jointly by the Institute for Computational Studies at Colorado State University, U.S.A., and the Gasellschaft fur Mathematik und Datenverarbeitung Bonn, F.R. Germany, and was sponsored by the Air Force Office of Sponsored Research and National Aeronautics and Space Administration Headquarters. The conference was attended by 80 scientists, divided by institution almost equally into private industry, research laboratories, and academia. Fifteen attendees came from countries other than the U.S.A. In addition to the fruitful discussions, the most significant factor of the conference was of course the lectures. The lecturers include most of the leaders in the field of multigrid research. The program offered a nice integrated blend of theory, numerical studies, basic research, and applications. Some of the new areas of research that have surfaced since the Koln-Porz conference include: the algebraic multigrid approach; multigrid treatment of Euler equations for inviscid fluid flow problems; 3-D problems; and the application of MG methods on vector and parallel computers.

    Energy is the fuel of economic development. Yet, this is lost on the over 2 billion people in the world without access to commercial energy, most in rural areas. Meeting their needs, along with the growing needs of the population already with access, provides very large markets for energy and energy services. Studies have repeatedly shown that technology is the single most important historical driver for productivity growth. Technology is also at the heart of the goals spelled out in the World Energy Council's Statement 2000 [l]: accessibility of reliable and affordable modern energy services for all the world's inhabitants; availability of high-quality reliable delivered energy; and acceptability of energy resources produced and used in harmony with the local, regional, and global environment. With this in mind, the World Energy Council (WEC) at the time of the 17th Congress in Houston decided to identify and examine some of the energy technologies that might sustain the world in the 21st century. This effort would examine steps that might be taken to ensure that these new technologies are available to the marketplace, and what role governments and industry might play to ensure this availability. The WEC launched a major study in 1999, Energy Technologies for the 21st Century, conducted by a study group composed of international energy experts [2]. The first part of the study examined trends in public and private research, development, and demonstration (RD&D) spending over the past 15 years to determine what has been happening with the resource base for future development. Improvements in energy technologies are attained through active RD&D performed now, in advance of their implementation. Energy RD&D also provides insurance against potential impacts such as climate change, oil price shocks, and disruptions in the energy distribution system [3].     This report summarizes the International Conference on Fusion Reactor Materials (ICFRM-4) which was held December 4--9, 1989, in Kyoto, Japan, as well as the results of several workshops, planning meetings, and laboratory visits made by the travelers. The ICFRM-4 is the major forum to present and exchange information on materials research and development in support of the world's fusion development efforts. About 360 papers were presented by the 347 conference attendees. Highlights of the conference are presented. A proposal by the United States to host ICFRM-5 was accepted by the International Advisory Committee. ORNL will be the host laboratory. A meeting of the DOE/JAERI Annex I Steering Committee to review the US/Japan Collaborative Testing of First Wall and Blanket Structural Materials with Mixed Spectrum Fission Reactors was held at JAERI Headquarters on December 1. The Japanese emphasized the critical importance of a resumption of HFIR operation. Even though the HFIR outage has lasted three plus years this program has continued to provide new and important data on materials behavior which has particular relevance to ITER.

    This Third International Conference on Zebra Mussels was held on February 23--26, 1993 in Toronto, Ontario, Canada. The Conference was sponsored by American Water Works Association Research Foundation, Electric Power Research Institute, Environment Canada - Fisheries and Oceans, Great Lakes Seal Grant Network, Ontario Hydro, the Ontario Ministry of the Environment, and Ontario Ministry of Natural Resources to bring together representatives of utilities, manufacturers, researchers, and consultants. There were 105 papers presented in 16 sessions over 4 days, typically with 2 sessions running concurrently. These sessions were devoted to the following general topics: General Information, Biological and Ecological Considerations, Chemical Treatments, and Non-Chemical Treatments. A panel discussion devoted to the same topics was conducted on the second day, two concurrent special meetings (Workshop on Application of Electric Power Technology for Biofouling and Research Protocol Panel Meeting) were held on the third day, and a poster session containing 56 poster papers was held on the fourth day. Approximately 700 people attended this conference. This report contains selected technical papers from the formal presentations and the poster session. Of these 49 selected papers, there are 9 papers related to general information, 8 papers related to biological and ecological considerations, 20 papers related to chemical treatments, and 12 papers related to nonchemical treatments. Individual papers have been cataloged separately.

  13. Vaccines for the 21st century

    In the last century, vaccination has been the most effective medical intervention to reduce death and morbidity caused by infectious diseases. It is believed that vaccines save at least 2–3 million lives per year worldwide. Smallpox has been eradicated and polio has almost disappeared worldwide through global vaccine campaigns. Most of the viral and bacterial infections that traditionally affected children have been drastically reduced thanks to national immunization programs in developed countries. However, many diseases are not yet preventable by vaccination, and vaccines have not been fully exploited for target populations such as elderly and pregnant women. This review focuses on the state of the art of recent clinical trials of vaccines for major unmet medical needs such as HIV, malaria, TB, and cancer. In addition, we describe the innovative technologies currently used in vaccine research and development including adjuvants, vectors, nucleic acid vaccines, and structure-based antigen design. The hope is that thanks to these technologies, more diseases will be addressed in the 21st century by novel preventative and therapeutic vaccines. PMID:24803000

    The Federal government plays a key role in supporting the country's science infrastructure, a national treasure, and scientific research, an investment in our future. Scientific discoveries transform the way we think about our universe and ourselves, from the vastness of space to molecular-level biology. In innovations such as drugs derived through biotechnology and new communications technologies we see constant evidence of the power of science to improve lives and address national challenges. We had not yet learned to fly at the dawn of the 20th century, and could not have imagined the amazing 20th century inventions that we now take for granted. As we move into the 21st century, we eagerly anticipate new insights, discoveries, and technologies that will inspire and enrich us for many decades to come. This report presents the critical responsibilities of our Federal science enterprise and the actions taken by the Federal research agencies, through the National Science and Technology Council, to align our programs with scientific opportunity and with national needs. The many examples show how our science enterprise has responded to the President's priorities for homeland and national security, economic growth, health research, and the environment. In addition, we show how the science agencies work together to set priorities; coordinate related research programs; leverage investments to promote discovery, translate science into national benefits, and sustain the national research enterprise; and promote excellence in math and science education and work force development.

    We are truly fortunate to live in one of the great epochs of human discovery, a time when science is providing new visions and understanding about ourselves and the world in which we live. At last, we are beginning to explore the Universe itself. One particularly exciting area of advancement is high-energy physics where several existing concepts will be put to the test. A brief survey will be given of accomplishments in 20th Century physics. These include relativity and quantum physics which have produced breakthroughs in cosmology, astrophysics, and high-energy particle physics. The current situation is then assessed, combining the last 100 years of progress with new 21st Century challenges about unification and where to go next. Finally, the future is upon us. The next frontier in experimental high-energy physics, the Large Hadron Collider (LHC) at CERN in Geneva, is scheduled to begin coming online this year (2007). The potential for the LHC to address several of the significant problems in physics today will be discussed, as this great accelerator examines the predictions of the Standard Model of particle physics and even cosmology. New physics and new science will surely emerge and a better vision of the world will unfold.

    Purpose of review Colistin is a 50 year-old antibiotic that is being used increasingly as a ‘last-line’ therapy to treat infections caused by MDR Gram-negative bacteria, when essentially no other options are available. Despite its age, or because of its age, there has been a dearth of knowledge on its pharmacological and microbiological properties. This review focuses on recent studies aimed at optimizing the clinical use of this old antibiotic. Recent findings A number of factors, including the diversity in the pharmaceutical products available, have hindered the optimal use of colistin. Recent advances in understanding of the pharmacokinetics and pharmacodynamics of colistin, and the emerging knowledge on the relationship between the pharmacokinetics and pharmacodynamics, providing a solid base for optimization of dosage regimens. The potential for nephrotoxicity has been a lingering concern, but recent studies provide useful new information on the incidence, severity and reversibility of this adverse effect. Recent approaches to the use of other antibiotics in combination with colistin hold promise for increased antibacterial efficacy with less potential for emergence of resistance. Summary Because few, if any, new antibiotics with activity against MDR Gram-negative bacteria will be available within the next several years, it is essential that colistin is used in ways that maximize its antibacterial efficacy and minimize toxicity and development of resistance.     In June 2007, representatives from federal, state, and academic institutions met to discuss the role of innovative science, technology, and policy in meeting future energy and water demands in the Snake-Columbia River Basin. Conference members assessed the state-of-the-science, technology, and associated research to develop cost-effective and environmentally sound methodologies and technologies to maximize the production of energy and availability of water and to minimize the consumption of both water and energy in the Snake-Columbia River system. Information on all phases of science and technology development, theoretical analysis, laboratory experiments, pilot tests, and field applications were relevant topics for discussion. An overview of current management needs was presented the first day. On the second day, five focus groups were created: ? Energy Generation and Use ? Water Allocation and Use ? Energy/Water Storage ? Environmental Considerations ? Social, Economic, Political, and Regulatory Considerations. Each group started with a list of status items and trends, and discussed the future challenges and research needed to reach four goals: ? Balance energy production and resource consumption ? Balance water availability and competing needs ? Balance water consumption/energy production and competing needs ? Balance environmental impacts and water use/energy production ? Balance costs and benefits of water use. The resulting initiatives were further broken down into three categories of importance: critical, important, and nice to do but could be delayed.     Invited Papers: The Physics of Hot Plasmas During the last decade a dramatic evolution of plasma physics has occurred. Not only have gigantic fusion plasma machines been planned, and are now being built, and elaborate spaceships and antenna systems been constructed to explore remote parts of the cosmos; new observations have revealed fascinating structures in space, ranging from pulsar plasmas under extreme conditions in very strong magnetic fields to large-scale magnetic field and electric current systems in cosmic plasmas. X-rays from very distant sources as well as radio-waves from the plasma in the magnetosphere and in the Aurora have recently been studied with new observational techniques. Ingenious laboratory experiments are continuously being carried out to exploit new fundamental processes in plasmas. These are of great interest for the basic understanding of plasmas and also have immediate consequences for applications, like plasma heating and diagnostics. The theoretical description of new plasma phenomena, and of the plasma state in general poses challenging problems, particularly in situations where high concentration of energy is located in the plasmas. Nonlinear wave analysis and turbulence theory have accordingly been extensively developed to describe in particular the collective plasma phenomena. New concepts have been envisaged like plasma solitons, which may be thought of as excitations of local concentrations of longitudinal plasma waves which turn out to be particularly stable. More and more sophisticated structures of nonlinear nature are being revealed by means of high capacity computer facilities. Simulation experiments allow for studies of chaotic behaviour of plasma particles. Related fields of activity form new trends in the development of plasma theory.     Last spring, The Healthcare Forum and 3M together announced the 21st Century Innovator Awards. They hoped to spotlight examples of the most forward-thinking organizations in American healthcare--organizations that could demonstrate readiness for the next century through the process of rebuilding their systems and structures. THF and 3M were looking for models for success with: (1) an organizational vision for the future, (2) an integrated planning process which reflected that vision, and (3) a measurable future benefit to the communities they served. The call elicited responses from more than 40 organizations across the country. THF and 3M were overwhelmed by both their range and quality. Choosing was difficult. But last September two winners were unveiled at the THF-3M Visionary Leadership conference in Hilton Head, South Carolina. Memorial Hospital and Health System of South Bend, Indiana, took the large, urban, regional, and national award for its progress in the long, tough process of revisioning itself according to a strategic concept CEO Phil Newbold calls "Quality Through People." The small, rural, and suburban prize went to Yavapai Regional Medical Center in Prescott, Arizona, where CEO Pat Linton is attempting to shape a "Total Healing Environment."     Lithium is an important industrial compound and the principal component of high energy-density batteries. Because it is the lightest solid element, these batteries are widely used in consumer electronics and are expected to be the basis for battery electric vehicles (BEVs), hybrid electric vehicles (HEVs) and plug-in hybrid electric vehicles (PHEVs) for the 21st century. In view of the large incremental demand for lithium that will result from expanded use of various types of EVs, long-term estimates of lithium demand and supply are advisable. For GDP growth rates of 2 to 3% and battery recycling rates of 90 to 100%, total demand for lithium for all markets is expected to be a maximum of 19.6 million tonnes through 2100. This includes 3.2 million tonnes for industrial compounds, 3.6 million tonnes for consumer electronics, and 12.8 million tonnes for EVs. Lithium-bearing mineral deposits that might supply this demand contain an estimated resource of approximately 39 million tonnes, although many of these deposits have not been adequately evaluated. These lithium-bearing mineral deposits are of two main types, non-marine playa-brine deposits and igneous deposits. Playa-brine deposits have the greatest immediate resource potential (estimated at 66% of global resources) and include the Salar de Atacama (Chile), the source of almost half of current world lithium production, as well as Zabuye (China/Tibet) and Hombre Muerto (Argentina). Additional important playa-brine lithium resources include Rincon (Argentina), Qaidam (China), Silver Peak (USA) and Uyuni (Bolivia), which together account for about 35% of the estimated global lithium resource. Information on the size and continuity of brine-bearing aquifers in many of these deposits is limited, and differences in chemical composition of brines from deposit to deposit require different extraction processes and yield different product mixes of lithium, boron, potassium and other elements.     Colonel Chester 'Trip' Buckenmaier 3rd, MD, speaks to Dominic Chamberlain, Assistant Commissioning Editor: Colonel Buckenmaier is the current Director of the Defense and Veterans Center for Integrative Pain Management (MD, USA) and Fellowship Director of the Acute Pain Medicine and Regional Anesthesia program at Walter Reed National Military Medical Center in Washington DC (USA). He is an Associate Professor in Anesthesiology at the Uniformed Services University of the Health Sciences in Bethesda (MD, USA), and a Diplomat with the American Board of Anesthesiology. He attended Catawba College (NC, USA), on a Reserve Officers' Training Corps (ROTC) scholarship, graduating with a degree in Biology and Chemistry in 1986. He then attended East Carolina University in Greenville (NC, USA), receiving a Master in Science in Biology in 1988. In 1992, he graduated from the Uniformed Services University of the Health Sciences, completing his Anesthesia Residency at Walter Reed. In addition, he completed a 1-year Fellowship in Regional Anesthesia at Duke University (NC, USA) in 2002, resulting in the creation of the only Acute Pain Medicine Fellowship in the US military at Walter Reed (Washington, DC, USA). In September 2003, he deployed with the 21st Combat Support Hospital to Balad (Iraq), and demonstrated that the use of advanced regional anesthesia can be accomplished in a forward deployed environment. He performed the first successful continuous peripheral nerve block for pain management in a combat support hospital. In April 2009, he deployed to Camp Bastion (Afghanistan) with the British military and ran the first acute pain service in a theater of war. The Defense and Veterans Center for Integrative Pain Medicine (DVCIPM) is dedicated to improving pain management throughout the continuum of care for service personnel and their families.   8. Close Binaries in the 21st Century: New Opportunities and Challenges

    An International Conference entitled "Close Binaries in the 21st Century: New Opportunities and Challenges", was held in Syros island, Greece, from 27 to 30 June, 2005. There are many binary star systems whose components are so close together, that they interact in various ways. Stars in such systems do not pass through all stages of their evolution independently of each other; in fact their evolutionary path is significantly affected by their companions. Processes of interaction include gravitational effects, mutual irradiation, mass exchange, mass loss from the system, phenomena of extended atmospheres, semi-transparent atmospheric clouds, variable thickness disks and gas streams. The zoo of Close Binary Systems includes: Close Eclipsing Binaries (Detached, Semi-detached, Contact), High and Low-Mass X-ray Binaries, Cataclysmic Variables, RS CVn systems, Pulsar Binaries and Symbiotic Stars. The study of these binaries triggered the development of new branches of astrophysics dealing with the structure and evolution of close binaries and the interaction effects displayed by these exciting objects. Close Binaries are classic examples of the fundamental contribution that stellar astrophysics makes to our general understanding of physical processes in the universe. Ground-based and space surveys will discover many new close binaries, which were previously unknown. In the future, new approaches will also be possible with highly efficient photometric searches looking for very shallow eclipses, such as those produced by Earth-like extra-solar planets. Contributions to this conference covered the latest achievements in the field and reflected the state of the art of the dynamically evolving area of binary star research. Finally the 1st Costa Rican Summer School on Plasma Physics, held in Santa Clara, San Carlos on 20-24 January 2014, in the week previous to the meetings, had 80 participants, 40 international conferences on different plasma physics topics, and 12 professors. The topics included in the programme of the Joint LAWPP 2014 - 21st IAEA TM RUSFD were: space plasmas, dusty plasmas, nuclear fusion, nonthermal plasmas, plasma space propulsion, basic plasma processes, plasma simulation, and industrial plasma applications among others. We are very grateful to the sponsors of the meetings: the Instituto Tecnológico de Costa Rica, the International Atomic Energy Agency (IAEA), the Universidad Nacional de Costa Rica, and Ad Astra Rocket Company.   10. 17th International Conference on Arabidopsis Research

    The 17th International Conference on Arabidopsis Research was held at the University of Madison, Wisconsin from June 27- July 2, 2006. ICAR-2006 included approximately 625 scientists from across the world. The scientific program was of excellent quality featuring 73 talks, including 30 from invited speakers. There were also 6 community-organized workshops (facilitated by conference staff) featuring additional talks on topics including ‘Submitting data to long-term repositories,’ ‘TAIR introductory workshop,’ ‘Web services and demonstration,’ ‘Public engagement: broadening the impact of your research,’ ‘Systems biology approaches to analysis of metabolic and regulatory networks of Arabidopsis,’ and ‘Mechanotransduction in Arabidopsis.’ Approximately 440 posters were presented in general topic areas including, among others, Development, Modeling/Other Systems, Energy, Environment, and Genetic/Epigenetic mechanisms. Graduate students, postdoctoral researchers, junior faculty, and underrepresented minorities made up a significant portion of the oral presentations thereby promoting the training of young scientists and facilitating important career development opportunities for speakers. Several poster sessions provided an opportunity for younger participants to freely meet with more established scientists. The North American Arabidopsis Steering Committee (NAASC) continued its outreach effort and again sponsored two special luncheons to encourage personal and professional development of young scientists and also underrepresented minorities. The ‘Emerging Scientists Luncheon’ featured 10 graduate students selected on the basis of scientific excellence of their submitted research abstracts. The ‘Minority Funding Luncheon,’ featured 8 awardees selected by the NAASC through a widely-publicized application process.
