    This article analyzes the relevance of autopsy issues for German Federal Republic transplantation legislation until 1997 against the background of legal traditions and the distribution of constitutional legislative powers. It is based on Federal Ministry of Justice records and German Parliament documents on transplantation legislation. Transplantation and autopsy legislation started with close ties in the 1970s. Viewing transplantation legislation as relevant for future autopsy regulation contributed to the decision to stall transplantation legislation, because the interests of the federal government and the medical profession converged to avoid subsequent restrictions on the practice of conducting autopsies and procuring tissues for transplantation. Sublegal norms were insufficient for the prosecution of the organ trade and area-wide transplantation regulation after the reunification of Germany. In contrast to autopsy issues, legislative power for transplantation issues was extended to the federal level by an amendment to the constitution, allowing decision making for Germany as a whole.     Since 1977, cost containment has been an integral part of health policy in the Federal Republic of Germany. The common goal of the cost-containment acts was to bring the growth of health care expenditures in line with growth of wages and salaries of sickness fund members. The Health Care Reform Act of 1989 is the most recent manifestation of this policy.     Spectacular industrial accidents, such as the ones in Bhopal, Mexico City, and Basle, have in recent times made the risks associated with the modern chemicals industry unmistakably evident. It has been seen that effective emergency plans for the people living in the vicinity of a hazardous installation become particularly important. The situation of hazardous installations in the Federal Republic of Germany is reviewed and the three-stage safety system, which is established within the German “Regulation on Major Industrial Accidents ( Störfallverordnung),” is described. The evaluation of the current practice shows a couple of problems, especially connected with off-site safety precautions. The disaster control teams are often ill-equipped and inadequately trained. There is a need for further establishment of detailed and specific emergency plans, especially in rural areas. It is expected that the updating of the Regulation on Major Industrial Accidents, which is at present being undertaken in the Federal Republic of Germany and the compilation of instructions for the competent authorities will contribute to better emergency plans for the protection of areas in the vicinity of hazardous industrial installations.

  16. Hospital planning in France and the Federal Republic of Germany.

    This article on hospital planning programs in France and North-Rhine Westfalia (a state in the Federal Republic of Germany), assembles information on the formal building blocks of inter-organizational relations in the formulation and implementation process. Because these planning programs are embedded in past social policy developments and institution-building, it is necessary to first compare the two countries' compulsory health insurance schemes. This is followed by a general profile of each health care system. A third section examines the formulation and implementation of the countries' hospital planning programs and participation patterns. Based on this comparison, inferences are drawn that are relevant to policy and research. The analysis yields three major conclusions. First, despite abundant legal and administrative controls at the disposal of central health bureaucracies, the capability of the national leadership to influence the hospital system through innovative planning is limited by jurisdictional, institutional, functional and territorial fragmentation, and differentiation of control and public responsibility in health. However, the diverse goal orientations of participants may provide the necessary tension to allow for some change in otherwise highly structured political and administrative systems. Second, despite differences in historical, political and administrative developments, the decision making systems for health care policies in France and the Federal Republic, with the exception of health insurance, are strikingly similar to the fragmented decision making system in the United States. Third, the effect of government-mandated participation is empirically uncertain. Opening up the circle of participants seems to have reinforced alliances between public bureaucracies and corporate vested interests.     Since 1980s, advanced computer hardware and software technologies, as well as multidisciplinary research have provided possibilities to develop advanced three dimensional (3D) simulation software for geosciences application. Some countries, such as USA1) and Canada2) 3), have built up regional 3D geological models based on archival geological data. Such models have played huge roles in engineering geology2), hydrogeology2) 3), geothermal industry1) and so on. In cooperating with the Municipality of Aachen, the Department of Engineering Geology of RWTH Aachen University have built up a computer-based 3D stratigraphic model of 50 meter' depth for the center of Aachen, which is a 5 km by 7 km geologically complex area. The uncorrelated data from multi-resources, discontinuous nature and unconformable connection of the units are main challenges for geological modeling in this area. The reliability of 3D geological models largely depends on the quality and quantity of data. Existing 1D and 2D geological data were collected, including 1) approximately 6970 borehole data of different depth compiled in Microsoft Access database and MapInfo database; 2) a Digital Elevation Model (DEM); 3) geological cross sections; and 4) stratigraphic maps in 1m, 2m and 5m depth. Since acquired data are of variable origins, they were managed step by step. The main processes are described below: 1) Typing errors of borehole data were identified and the corrected data were exported to Variowin2.2 to distinguish duplicate points; 2) The surface elevation of borehole data was compared to the DEM, and differences larger than 3m were eliminated. Moreover, where elevation data missed, it was read from the DEM; 3) Considerable data were collected from municipal constructions, such as residential buildings, factories, and roads. Therefore, many boreholes are spatially clustered, and only one or two representative points were picked out in such areas; After above procedures, 5839 boreholes with -x

    In the Introduction the reader is referred back to the academic ceremonials held after Theodore von Kármán's death in Aachen in May 1963. His work as the first director of the Aerodynamisches Institut (Institute of Aerodynamics) of the RWTH Aachen University of Technology from 1913 on and his initiative to re-establish international cooperation after World War I, resulting in the International Union of Theoretical and Applied Mechanics (IUTAM), are commented on. The following chapter describes von Kármán's relation to his former teacher Ludwig Prandtl. Some of von Kármán's scientific contributions during his time in Aachen are briefly reviewed. Thereafter, his first contacts to the California Institute of Technology are covered. Finally, the scientific and political circumstances, which led to von Kármán's decision to leave Germany in the early thirties, are elucidated in some detail.     This report presents a summary of Brine Migration Tests which were undertaken at the Asse mine of the Federal Republic of Germany (FRG) under a bilateral US/FRG agreement. This experiment simulates a nuclear waste repository at the 800-m (2624-ft) level of the Asse salt mine in the Federal Republic of Germany. This report describes the Asse salt mine, the test equipment, and the pretest properties of the salt in the mine and in the vicinity of the test area. Also included are selected test data (for the first 28 months of operation) on the following: brine migration rates, thermomechaical behavior of the salt (including room closure, stress reading, and thermal profiles), borehole gas pressures, and borehole gas analyses. In addition to field data, laboratory analyses of pretest salt properties are included in this report. The operational phase of these experiments was completed on October 4, 1985, with the commencement of cooldown and the start of posttest activities. 7 refs., 68 figs., 48 tabs.

    Focus of this contribution is the implementation of the EU Water Framework Direc- tive (WFD) and river basin management in Germany including the challenges and chances involved, against the background of Germany's federal structure. Federalism and the application of the subsidiarity principle are the most prominent features of water management institutions, water policy and culture in the Federal Republic of Germany as these have been revealed in comparisons with other Member States of the European Union. Competence for water resource protection and management in Germany is located at the State (Länder) level. The federal government only has leg- islative framework competence. The 16 States (Länder) have established co-operation procedures among them. This can be seen most prominently in the Länder Working Group on Water or Länderarbeitsgemeinschaft Wasser (LAWA) in which the State Ministries of Environment as the highest water management authorities organise co- operation among themselves and their common participation in the affairs of the Eu- ropean Union. The challenges faced in Germany with regard to the requirements of the WFD can be distinguished into organisational and technical. Regarding organisa- tional aspects, Germany's existing structures are not coherent with the requirements for public participation while the administrative borders of the States and the Federal Republic are not coherent with the river basin approach of the Directive. The need has been recognised for co-ordination between the federal government and the States in legally transposing the Directive as well as for co-ordination among the States in des- ignating competent authorities, setting environmental objectives for river basins and designing river basin management plans. The technical challenges involve the require- ment for an integrated approach on pollution control and water management which at the moment is in contrast with the division of knowledge and interests in Germany

Each report deals with one country in which acid deposition, commonly referred to as acid rain, has been a prominent issue of public discussion. The three countries covered in this series of reports are Canada, the Federal Republic of Germany, and the United Kingdom. For each country, air pollution control regulations and trends in air quality and emissions are broadly outlined, then are compared with corresponding regulations and trends in the United States. Since acid rain is the intended field of application, the reports generally deal only with sulfur dioxide, nitrogen oxides, ozone, and total suspended particulates.

    This thesis examines apparent Soviet attempts to use its detente policy to exploit the Federal Republic of Germany's membership in NATO and thereby expand its influence in the FRG and Europe as a whole. It is hypothesized that the Soviet Union chooses to exploit the FRG's position in NATO by cultivating a special relationship with it and thereby accessing the U.S. and NATO as a whole, rather than making overt efforts to force a near-term split between West Germany and the U.S. The thesis focuses on the instruments the Soviet Union uses to maximize its influence in the FRG and the region. These instruments include West Germany's concerns regarding nuclear war in Europe, Ostpolitik and German-German relations.

    A proposed storage pad wi11 be constructed in the 200 West Area for the storage of isotopic heat and radiation sources from the Federal Republic of Germany. The pad will be constructed in the southern portion of the Solid Waste Operations Complex near the existing Sodium Storage Pad (Figure 1). Following a biological review by Pacific Northwest National Laboratory (PNNL) personnel (Brandt 1996), it was determined that in order for construction to take place after March 15, 1997, actions would need to be taken to prevent migratory birds from nesting in the project area. Special attention was focused on preventing sage sparrows and loggerhead shrikes, both Hanford Site species of concern (DOE/RL 1996), from nesting in the area. This activity plan details the methods and procedures that will be used to implement these nesting deterrents.

  18. [Law and epilepsy. Legal sentences in the Federal Republic of Germany between 1952 and 2000].

    We searched the internet-based "Juris" database for legal sentences related to epilepsy that were passed in the Federal Republic of Germany (FRG) between 1952 and 2000. We identified 143 sentences (annual range 0-10, mean 2.9 per annum). Six different types of court were involved (social, civil, administrative, criminal, family, and employment trials). The most judgements were made by social courts (52), and family and employment courts involved the fewest (five). We discuss three important areas of legal dispute in more detail (driving licences, employment law, criminal law). Changes in driving regulations over the years are explored on the basis of eight sentences. Only 30 years ago, patients with epilepsy were not allowed to drive motor vehicles. Now, the judgement on a patient's ability to drive is based on a process which takes account of specific types of epilepsy. Sentences relating to employment law demonstrate that employees will not necessarily be dismissed if they fail to inform their employer of the epilepsy diagnosis. In general, however, employers have the right to enquire about health issues such as epilepsy, and employees are obliged to answer such questions truthfully. An analysis of 13 criminal cases shows that expert witnesses are always called on to comment on a patient's credibility or degree of responsibility. PMID:11688179

  19. Oral contraception in the former Czech and Slovak Federal Republic: attitudes and use.

    This paper presents and discusses data on oral contraception from a national representative survey (n = 1072) on knowledge, attitudes and practice with regard to contraceptive use in the Czech and Slovak Federal Republic (CSFR). Only 7% of the women at risk of unplanned pregnancy used the pill. The low rate of use seems to be due to the general negative image of oral contraception, reinforced by the experiences of past users and opinions expressed by relative, friends, doctors, and the media. In particular, perceived psychological disadvantages have an important bearing on the decision not to use the method, whereas perceived advantages have hardly any impact. It is likely that this negative image is closely linked with the types of oral contraceptives that have been available in the country and also with the limited choice. Second- and third-generation oral contraceptives have only very recently become available. It is recommended that balanced information on the advantages and disadvantages of oral contraception be made available to doctors and to the general public on a large scale and through a variety of channels.     The ESA History Study Reports are preliminary reports of studies carried out within the framework of an ESA (European Space Agency) contract. They will form the basis of a comprehensive study of European Space activities covering the period 1959-1987. The impressive, yet somewhat shady, political past of space research in Germany is discussed in this report. Germany's participation in the initial program of ELDO served to start an ambitious national space program denied to the country since 1945, first by allied prohibitions and then, after 1955, by self-exercised political restraints. German membership in ESRO and ELDO had the advantage that the Federal government would be locked into a structure from which it was extremely difficult to withdraw. Since any successful participation in these international organizations depended on the rapid national build-up of technological know-how and a functioning industrial and scientific infrastructure, the commitment for the Federal government to promote a national space program in parallel was an immediate consequence of the decision to join ESRO and ELDO. This assessment rapidly bore fruit and the Federal Republic soon became one of the major European space powers.

    In 2012, a seroprevalence survey concerning 10 zoonoses, which were bacterial (Lyme borreliosis and Q fever), parasitic (alveolar echinococcosis [AE] and cystic echinococcosis [CE], cysticercosis, toxoplasmosis, toxocariasis, and trichinellosis), or arboviral (tick-borne encephalitis and West Nile virus infection), was conducted among 77 adult volunteers inhabiting Suordakh and Tomtor Arctic villages in the Verkhoyansk area (Yakutia). Following serological testing by enzyme-linked immunosorbent assay and/or western blot, no positive result was found for cysticercosis, CE, toxocariasis, trichinellosis, and both arboviral zoonoses. Four subjects (5.2%) had anti-Toxoplasma IgG, without the presence of specific IgM. More importantly, eight subjects (10.4%) tested positive for Lyme borreliosis, two (2.6%) for recently acquired Q fever, and one (1.3%) for AE. Lyme infection and Q fever, whose presence had not been reported so far in Arctic Yakutia, appeared therefore to be a major health threat for people dwelling, sporting, or working in the Arctic area of the Sakha Republic.   15. Successful Completion of the Largest Shipment of Russian Research Reactor High-Enriched Uranium Spent Nuclear Fuel from Czech Republic to Russian Federation

    On December 8, 2007, the largest shipment of high-enriched uranium spent nuclear fuel was successfully made from a Russian-designed nuclear research reactor in the Czech Republic to the Russian Federation. This accomplishment is the culmination of years of planning, negotiations, and hard work. The United States, Russian Federation, and the International Atomic Energy Agency have been working together on the Russian Research Reactor Fuel Return (RRRFR) Program in support of the Global Threat Reduction Initiative. In February 2003, RRRFR Program representatives met with the Nuclear Research Institute in Rež, Czech Republic, and discussed the return of their high-enriched uranium spent nuclear fuel to the Russian Federation for reprocessing. Nearly 5 years later, the shipment was made. This paper discusses the planning, preparations, coordination, and cooperation required to make this important international shipment.

    The invention of the laser in 1960 and the innovation process of laser technology during the following years coincided with the dramatic increase of the East-West-conflict during the 1960s - the peak of the so-called Cold War after the erection of the Berlin Wall in 1961. The predictable features of the new device, not only for experimental sciences, but also for technical and military applications, led instantly to a laser hype all over the world. Military funding and research played a major part in this development. Especially in the United States military laser research and development played an important role in the formation of Cold War sciences. The European allies followed this example to a certain degree, but their specific national environments led to quite different solutions and results.     The article discusses the hospital laws of several land governments enacted subsequent to the hospital financing law of the Federal Government, in respect of the influence exercised by these laws on the internal structure of the hospital. The fact that the laws apply to all kinds of hospitals, and hence also to big psychiatric hospitals, is considered a disadvantage for psychiatric care. Such care is obviously hampered, on the one hand, by the legislative demand for departmentalization of the individual fields according to specialist subjects, representing a setup which is opposed to the realization of patient care in accordance with the requirements of the communities and citizens who expect to be cared for on an individual and not on a schematic basis, whereas, on the other hand, the new structures of management stipulated by the law do not provide for the inclusion of representatives of the new groups of professions now engaged in psychiatric activities. The model of regrouping the hospital structure into sectors instead of medical specialist departments, is presented and contrasted with the proposed model. It is recommended to arrange for representation of the non-medical and non-nursing professions in the managing boards, as well as to take into account the sociotherapeutico-rehabilitative interests as forming part of the conceptual approach to care in psychiatric hospitals, via special hospital committees.   20. The long-term impact of war on mortality: old-age mortality of the First World War survivors in the Federal Republic of Germany.

    Mortality tends to rise during war. A number of people are killed in combat, and the hardships of life during war may also increase the number of deaths. Further, warfare usually has some impact on the health and mortality of survivors who were injured in the combat or exposed to poor hygiene and malnutrition. This study was undertaken to study the long-term effects of war on mortality among First World War survivors in the Federal Republic of Germany. Data on the mid-year population and the number of deaths by age, published by the statistical office of the Federal Republic of Germany, were obtained to compute the age specific mortality rates. The years 1959, 1964, 1969, and 1974 were chosen in order to follow the 5-year cohort born between 1899 and 1904; this tends to correspond approximately to the high mortality cohort in Japan, with respect to age at the end of the World Wars. The results reveal that the cohort of males of the Federal Republic of Germany who were adolescents (about age 15) at the end of the First World War experienced high mortality in its old age, as compared to its preceding and succeeding cohorts. This pattern has not been observed for females. Similar cohort variations have been found, though to a lesser extent, among males in some other countries, such as France and Austria, that were deeply involved in the First World War, and have begun to appear in the middle-age mortality of the Second World War survivors in the Federal Republic of Germany and Japan. Results indicate that male adolescents are especially vulnerable to malnutrition experienced under the hardship of life during war with respect to its long-term effects, especially on vascular structures. Problems that remain unsolved are 1) why the influences last a long time; 2) why adolescents tend to be affected; and 3) why males are more vulnerable than females.     The United States, Russian Federation, and the International Atomic Energy Agency have been working together on a program called the Russian Research Reactor Fuel Return (RRRFR) Program, which is part of the Global Threat Reduction Initiative. The purpose of this program is to return Soviet or Russian-supplied high-enriched uranium (HEU) fuel, currently stored at Russian-designed research reactors throughout the world, to Russia. In February 2003, the RRRFR Program began discussions with the Nuclear Research Institute (NRI) in Rež, Czech Republic, about returning their HEU spent nuclear fuel to the Russian Federation for reprocessing. In March 2005, the U.S. Department of Energy signed a contract with NRI to perform all activities needed for transporting their HEU spent nuclear fuel to Russia. After 2 years of intense planning, preparations, and coordination at NRI and with three other countries, numerous organizations and agencies, and a Russian facility, this shipment is scheduled for completion before the end of 2007. This paper will provide a summary of activities completed for making this international shipment. This paper contains an introduction and background of the RRRFR Program and the NRI shipment project. It summarizes activities completed in preparation for the shipment, including facility preparations at NRI in Rež and FSUE “Mayak” in Ozyorsk, Russia; a new transportation cask system; regulatory approvals; transportation planning and preparation in the Czech Republic, Slovakia, Ukraine, and the Russian Federation though completion of the Unified Project and Special Ecological Programs.   3. Landslide databases for applied landslide impact research: the example of the landslide database for the Federal Republic of Germany

    This contribution presents an initiative to develop a national landslide database for the Federal Republic of Germany. It highlights structure and contents of the landslide database and outlines its major data sources and the strategy of information retrieval. Furthermore, the contribution exemplifies the database potentials in applied landslide impact research, including statistics of landslide damage, repair, and mitigation. The landslide database offers due to systematic regional data compilation a differentiated data pool of more than 5,000 data sets and over 13,000 single data files. It dates back to 1137 AD and covers landslide sites throughout Germany. In seven main data blocks, the landslide database stores besides information on landslide types, dimensions, and processes, additional data on soil and bedrock properties, geomorphometry, and climatic or other major triggering events. A peculiarity of this landslide database is its storage of data sets on land use effects, damage impacts, hazard mitigation, and landslide costs. Compilation of landslide data is based on a two-tier strategy of data collection. The first step of information retrieval includes systematic web content mining and exploration of online archives of emergency agencies, fire and police departments, and news organizations. Using web and RSS feeds and soon also a focused web crawler, this enables effective nationwide data collection for recent landslides. On the basis of this information, in-depth data mining is performed to deepen and diversify the data pool in key landslide areas. This enables to gather detailed landslide information from, amongst others, agency records, geotechnical reports, climate statistics, maps, and satellite imagery. Landslide data is extracted from these information sources using a mix of methods, including statistical techniques, imagery analysis, and qualitative text interpretation.     The psychiatrist Friedrich Panse (1899-1973) was a T4 assessor during the Nazi era who sent mentally disabled and mentally ill people to their deaths. In the German Armed Forces he used higher galvanic currents to cure "war neurotics" and expose "malingerers." As a National Socialist he was a committed teacher of racial hygiene. Nonetheless, after the end of the Nazi regime many supporters quickly surfaced who were prepared to exonerate Panse. Panse himself was not among those who indignantly repudiated the accusation of any contact with the Nazi Party. He did not deny that he had openly embraced the Nazi measures for preserving the genetic integrity of the populace, but he did let it be known that he had suffered incredibly under the heavy burden. The State Government of North Rhine-Westphalia refused to allow Panse to continue in his capacity as an extraordinary professor. Panse successfully contested this decision at the State Administrative Court in Düsseldorf. He became the Director of the Institution in Düsseldorf-Grafenberg, the Psychiatric Clinic in Düsseldorf, a member of the German Council of Medical Advisors for questions regarding care for war victims of the German Federal Ministry of Labor, and President of the German Society for Psychiatry and Neurology.     In the Federal Republic of Germany, strict regulations complicate the prescription of strong opioids to patients suffering from severe pain. In summer 1991 the German Association for the Study of Pain launched an initiative directed at simplification of the prescription requirements for such analgesics and submitted the suggestions to the ministries responsible. In the meantime a draft bill has been presented by the Ministry of Health, with due consideration for the main recommendations. For example, substantial increases in the permitted quantities of the individual narcotic analgesics and the prescription periods are planned. Moreover, the prescriptions are to be simpler to make out and certain exemptions have been specified by law. Acceptance of the bill by the political committees and its realization are expected in autumn 1992. PMID:18415607

  11. Realities of life and future prospects within two cultures: unaccompanied minor refugees from South East Asia in the Federal Republic of Germany.

    From August 1979 on, more than 30,000 refugees from South East Asia were accepted in the Federal Republic of Germany as quota refugees in a special program; among them were 1600 unaccompanied minor refugees. About 1500 were accompanied Vietnamese children and youths who had fled their home country as 'boat people' across the South China Sea. Unaccompanied minor refugees have, like all other recognized refugees, a legal claim to family reunion in the Federal Republic. Today, only parents can join their children and vice versa, and spouses their spouses. The 1st phase of socialization in the lives of the unaccompanied minor refugees evolved in the cultural traditions of their South East Asian country of origin up to the age of 10 to 15 years. In the 2nd phase of socialization--the enculturation--the child establishes its culturally specific emotionality, language, mentality, and patterns of behavior through interaction and verbal communication with the people nearest him. The 3rd phase of socialization begins at school age and reaches full significance at the age of starting to work, with the accompanying expectations of society. Most of the minor unaccompanied refugees from South Asia had already completed their enculturation--the establishment of their cultural identity. The realities of life the young single refugees as foreigners in German society are determined by 4 special factors: 1) the great cultural differences between their country of originin South East Asia and the resettlement country, 2) the young people left their homes as refugees and their resettlement in the Federal Repulic was determined by chance events, 3) they have to live there alone and without the emotional support of their families in a situation of cultural change, and 4) because of their Asian physiognomy they will always appear as foreigners even if they have integrated well.   13. In situ stress variations at the Variscan deformation front — Results from the deep Aachen geothermal well

    In 2004 the 2544 m deep RWTH-1 well was drilled in the city centre of Aachen to supply geothermal heat for the heating and cooling of the new student service centre "SuperC" of RWTH Aachen University. Aachen is located in a complex geologic and tectonic position at the northern margin of the Variscan deformation front at the borders between the Brabant Massif, the Hohes Venn/Eifel areas and the presently active rift zone of the Lower Rhine Embayment, where existing data on in situ stress show complex changes over short distances. The borehole offers a unique opportunity to study varying stress regimes in this area of complex geodynamic evolution. This study of the in situ stresses is based on the observation of compressive borehole breakouts and drilling-induced tensile fractures in electrical and acoustic image logs. The borehole failure analysis shows that the maximum horizontal stress trends SE-NW which is in accordance with the general West European stress trend. Stress magnitudes modelled in accordance to the Mohr-Coulomb Theory of Sliding Friction indicate minimum and maximum horizontal stress gradients of 0.019 MPa/m and 0.038 MPa/m, respectively. The occurrence of drilling-induced tensile failure and the calculated in situ stress magnitudes are consistent with a model of strike-slip deformation. The observed strike-slip faulting regime supports the extension of the Brabant Shear Zone proposed by Ahorner (1975) into the Aachen city area, where it joins the major normal faulting set of the Roer Valley Graben zone. This intersection of the inherited Variscan deformation grain and the Cenozoic deformation resulting in recent strike-slip and normal faulting activity proves the tectonically different deformation responses over a short distance between the long-lived Brabant Massif and the Cenozoic Rhine Rift System.

    The results of the systemic antimicrobials (AM) consumption and expenditures assessment in the departments of surgery of multi-profile hospitals in different regions of the Russian Federation and the Republic of Belarus in 2009-2010 based on retrospective collection and analysis of the data from the hospital expenditure notes using ATC/DDD methodology are presented. The average AM consumption and expenditure rates in the above mentioned departments varied from 24.9 DDD/100 bed-days to 61.7 DDD/100 bed-days depending on the department profile, with beta-lactams (cephalosporins and penicillins) share in the consumption being as high as 70-90%, followed by fluoroquinolones and aminoglycosides. Only 55-70% of the consumed AM belonged to the drugs of choice, whereas the improper AM consumption and expenditure rates amounted up to 10-18%. The study outputs can be used for the budget allocation and AM distribution improvement in the departments of surgery, as well as for the development and efficacy control of the local antimicrobial stewardship programs.   15. Risk of cancer for arc welders in the Federal Republic of Germany: results of a second follow up (1983-8).

    An extended follow up of 1221 chromium and nickel exposed welders in the Federal Republic of Germany confirmed an increased relative risk of 1.6 for all cancers compared with an internal reference group of 1694 turners. In an external comparison an excess of deaths from malignant tumours compared with that expected from the national mortality rates was found (standardised mortality ratio (SMR) = 109), which was clearly related to both time since first exposure and duration of exposure. Mortality from lung cancer was increased among welders (SMR = 113) but also among turners (SMR = 108). The difference remained when the subgroups were compared according to smoking information. A large excess of mesothelioma as a cause of death could be attributed to exposure to asbestos. The significantly increased SMR seen for urogenital tumours and "other or unspecified tumours" showed, however, an inverse relation with time since first exposure. This and other inconsistencies in the analysis by type of welding do not permit conclusive statements. Thus a further extension of follow up seems warranted. PMID:1931726

    After more than 50 years of operation of the LVR-15 research reactor operated by the UJV Rez, a. s. (formerly Nuclear Research Institute - NRI), a large amount of the spent nuclear fuel (SNF) of Russian origin has been accumulated. In 2005 UJV Rez, a. s. jointed the Russian Research Reactor Fuel Return (RRRFR) program under the United States (US) - Russian Global Threat Reduction Initiative (GTRI) and started the process of SNF shipment from the LVR-15 research reactor back to the Russian Federation (RF). In 2007 the first shipment of SNF was realized. In 2011, preparation of the second shipment of spent fuel from the Czech Republic started. The experience obtained from the first shipment will be widely used, but some differences must be taken into the account. The second shipment will be realized in 2013 and will conclude the return transport of all, both fresh and spent, high-enriched nuclear fuel from the Czech Republic to the Russian Federation. After the shipment is completed, there will be only low-enriched nuclear fuel on the territory of the Czech Republic, containing maximum of 20% of U-235, which is the conventionally recognized limit between the low- and high-enriched nuclear materials. The experience (technical, organizational, administrative, logistic) obtained from the each SNF shipment as from the Czech Republic as from other countries using the Russian type research reactors are evaluated and projected onto preparation of next shipment of high enriched nuclear fuel back to the Russian Federation. The results shown all shipments provided by the UJV Rez, a. s. in the frame of the GTRI Program have been performed successfully and safely. It is expected the experience and results will be applied to preparation and completing of the Chinese Miniature Neutron Source Reactors (MNSR) Spent Nuclear Fuel Repatriation in the near future. Among the provisions are the following: anyone procuring or facilitating the corruption of a minor (under 18) or a person lacking capacity, by means of sexual acts, or who induces him to engage in begging, drunkenness, drug addiction, or some other vice; to form part of an unlawful association; or to commit whatever crimes will be imprisoned for 3-8 years and subjected to a fine. The sentence shall be enhanced if the minor or incapacitated person forms a habit due to repeated acts of corruption. Whoever encourages or facilitates a person's engaging in prostitution or obtains or delivers a person for the purpose of prostitution will be imprisoned for 2-9 years and fined. Pandering will be punished with imprisonment for 2-9 years and a fine. Whoever, without consent and without the purpose of achieving intercourse, performs on her a sexual act with lascivious intent, or forces her to perform it, will be sentenced to "15 days to 1 year's or to 10-40 days' community service work." If physical or moral violence is used, the penalty will be 2-7 years imprisonment. Performing the above act on a person under age 12 or on someone unable to resist increases the punishment. Whoever uses physical or moral violence to have intercourse with a person of whatever sex shall be imprisoned 8-14 years; using an object other than a penis either vaginally or anally on either a male or a female will result in imprisonment of 1-5 years.   18. The potential source of lead in the Permian Kupferschiefer bed of Europe and some selected Paleozoic mineral deposits in the Federal Republic of Germany

    New lead isotopic compositions have been measured for Paleozoic bedded and vein ore deposits of Europe by the high precision thermal emission (triple filament) technique. Eleven samples have been analyzed from the Upper Permian Kupferschiefer bed with representatives from Poland to England, three samples from the Middle Devonian Rammelsberg deposit and one from the Middle Devonian Meggen deposit, both of which are conformable ore lenses and are in the Federal Republic of Germany (FRG); and also two vein deposits from the FRG were analyzed, from Ramsbeck in Devonian host rocks and from Grund in Carboniferous host rocks. For Kupferschiefer bed samples from Germany, the mineralization is of variable lead isotopic composition and appears to have been derived about 250 m.y. ago from 1700 m.y. old sources, or detritus of this age, in Paleozoic sedimentary rocks. Samples from England, Holland, and Poland have different isotopic characteristics from the German samples, indicative of significantly different source material (perhaps older). The isotopic variability of the samples from the Kupferschiefer bed in Germany probably favors the lead containing waters coming from shoreward (where poor mixing is to be expected) rather than basinward (where better mixing is likely) directions. The data thus support the interpretation of the metal source already given by Wedepohl in 1964. Data on samples from Rammelsberg and Meggen tend to be slightly less radiogenic than for the Kupferschiefer, about the amount expected if the leads were all derived from the same source material but 100 to 150 m.y. apart in time. The vein galena from Ramsbeck is similar to that from Rammelsberg conformable ore lenses, both in rocks of Devonian age; vein galena from Grund in Upper Carboniferous country rocks is similar to some bedded Kupferschiefer mineralization in Permian rocks, as if the lead composition was formed at about the same time and from similar source material as the bedded deposits

    Objectives To describe disease characteristics and treatment regimens for adult patients with systemic lupus erythematosus (SLE) with autoantibody positive disease in three countries (the Russian Federation, Ukraine and Republic of Kazakhstan). Methods The ESSENCE study was a 1-year, retrospective, multicentre, observational study. Data included patients’ characteristics, disease activity and severity, and healthcare resource use in 2010. Results Twelve centres enrolled 436 eligible patients: 232 in Russia, 110 in Kazakhstan and 94 in Ukraine. Mean age ranged from 36 to 42 years and median SLE duration from 3 to 6.8 years. According to study definitions, 69.2% of patients in Russia, 72.7% in Kazakhstan and 55.4% in Ukraine had severe disease at diagnosis. SLE activity (Nasonova classification, 1972) decreased from diagnosis to the last visit in 2010 in all countries. At the last visit, mean (SD) Safety of Estrogens in Lupus Erythematosus National Assessment–Systemic Lupus Erythematosus Disease Activity Index score was 13.8 (10.5) in Russia, 19.4 (16.9) in Kazakhstan and 7.2 (6.8) in Ukraine, and Systemic Lupus International Collaborative Clinics/American College of Rheumatology damage index was 2.0 (2.2), 3.3 (3.2) and 2.2 (2.0), respectively. Treatment regimens included predominantly glucocorticoids (96.7–99.1%), immunosuppressants or cytotoxic drugs, for example, azathioprine and cyclophosphamide (20.7–53.2%), and antimalarial drugs (18.3–40.8%). Conclusions The study provides reliable insight into the SLE clinical profiles in the referenced countries. Patients were 4–10 years younger in the study and had 3–7 years shorter SLE duration than in Western European countries and both SLE activity and severity were higher with higher rate of hospitalisations, but decreased during treatment.     Violence is a topic of great social relevance, frequently causing tremendous health consequences for those affected and high consequential costs for health care and the national economy. The established consulting and assistance services are usually restricted to offers for ambulant supply, mainly from private agencies or societies. As a result, there is no identification and care for patients who have experienced violence and who are treated in hospital. Another deficiency is the identification and care of male victims of violence. In addition, we investigated whether males and females are in need of different supply requirements.Based on the results of the project "Gender Gewaltkonzept" so far, and on prevalence estimates proving that there is a high rate of violent experiences in both males and females, this overview is aimed at presenting the aid and protection concepts available for victims of violence, in addition to the existing deficiencies of the care system.     The research initiative CITY 2020+ assesses the risks and opportunities for residents in urban built environments under projected demographic and climate change for the year 2020 and beyond, using the city of Aachen as a case study. CITY 2020+ develops strategies, options and tools for planning and developing sustainable future city structures. The investigation focuses on how urban environment, political structure and residential behaviour can best be adapted, with attention to the interactions among structural, political, and sociological configurations and their impacts on human health. The interdisciplinary research is organized in three clusters. Within the first cluster, strategies of older people exposed to heat stress, and their networks as well as environmental health risks according to atmospheric conditions are examined. The second cluster addresses governance questions, urban planning and building technologies as well as spatial patterns of the urban heat island. The third cluster includes studies on air quality related to particulate matter and a historical perspective of city development concerning environmental issues and climate variability. However, it turns out that research topics that require an interdisciplinary approach are best addressed not by pre-structuring the work into related sub-projects but through combining them according to shared methodological approaches. Examples illustrating this rather practical approach within ongoing research are presented in this paper.

  3. Trends in occurrence of drugs of abuse in blood and urine of arrested drivers and drug traffickers in the border region of Aachen.

    The region of Aachen is located in a triangle on the German, Dutch and Belgian borders and is heavily exposed to drug traffic, due to the differences in national drug policies. The analysis of toxicological casework in the Institute of Forensic Medicine in Aachen was undertaken for the period 1987-1993, i.e. 6 years before and 1 year after the partial suspension of the border control due to the Maastricht Treaty; 2653 cases were registered, among them 988 automobile drivers. The profile of the casework has changed after the opening of the border: up to 1992 most cases were obtained from the customs. In 1993 the prevalence of police samples was noticed. In the population of drivers, blood samples were only taken in 30% of all the cases. In other cases, concerning mainly motorized drug smugglers, only urine samples or seized drugs have been sent for examination. The urine samples in this group were mostly drug-positive. Drug-smuggling drivers appeared to be a risk-generating group for road traffic safety. The analyses of blood and urine samples revealed multiple drug use in most of the cases. Since 1992, a steep increase in the frequency of cocaine-positive blood samples among drivers was noticed. The results of the study indicate that the abolition of the border control affected the road traffic safety in the region of Aachen. PMID:7875616

    The population of the Dominican Republic was estimated at 6.4 million in 1986, with an annual growth rate of 2.4%. The infant mortality rate is 96/1000, and life expectancy is 60 years. The literacy level is 68%. The gross domestic product (GDP) in the Dominican Republic in 1986 was US$5.59 billion, with a real annual growth rate of 1.3% and a per capita GDP of $873. The labor force is distributed as follows: agriculture, 45%; industry and commerce, 21% services, 14%; and government, 20%. The Dominican economy entered a recovery period in 1986, and expenditures were cut to create savings for a massive public investment program. This fiscal spending has created a domestically-led growth of the Dominican economy and increased purchasing power among the poor. However, it remains for the government to come to terms with fiscal and monetary imbalances so that a more sustainable, noninflationary growth of the Dominican economy is ensured.     This paper examines the factors that threaten the future of the Russian Federation (RF). The observations are based on a study that focused on eight republics: Mordova, Udmurtia, Tatarstan, Mari El, Bashkortostan, Kabardino-Balkaria, Buryatia, and Altay Republic. These republics were selected for their geographic and economic significance to the RF. Tatarstan, Bashkortostan, Udmurtia, and Mari El are located on important supply routes, such as the Volga River and the trans-Siberian railroad. Some of these republics are relatively wealthy, with natural resources such as oil (e.g., Tatarstan and Bashkortostan), and all eight republics play significant roles in the military-industrial complex. The importance of these republics to the RF contrasts to the relative insignificance of the independence-minded Northern Caucasus area. The author chose not to examine the Northern Caucasus region (except Kabardino-Balkaria) because these republics may have only a minor impact on the rest of the RF if they secede. Their impact would be minimized because they lie on the frontiers of the RF. Many Russians believe that {open_quotes}it might be best to let such a troublesome area secede.{close_quotes}

    The genetic constitution of athletes influences efficiency. Knowledge of genetic influences provides an opportunity for medical diagnostic and therapeutic attempts. Beside risks and therapeutic aspects, however, the possibilities of abuse for gene doping purposes in sports also exist. Genetic screening or gene therapy may have an advantage for athletes who use these methods. In juridical comments, it is pointed out that gene doping so far plays no role in sports, but that the legislator must consider a development in this area. Preventing abuse requires legal regulations. These regulations can include sanctions. This paper deals with the gene doping prohibition of the World Anti-Doping Agency (WADA) as confirmed and accepted by the monitoring group according to Articles 10 and 11 of the European Anti-Doping Convention by the Council of Europe, the prohibition of (gene) doping in sports of the German Medicinal Products Act (Arzneimittelgesetz - AMG) and the German Doping Agents Amounts Ordinance (Dopingmittel-Mengen-Verordnung-DmMV) of the German Federal Ministry of Health (BMG). The comprehensibility of the doping ban on the norm addressee was tested with a questionnaire. In connection with legal regulations of the German constitution, gene doping is discussed and problems which may arise by a state doping prohibition are pointed out. PMID:22031505

    On February 16, 1992, the Government of the Czech Republic sanctioned, by its Decree No. 112/82, its first Energy Policy. Since that time, a number of conditions have changed: first of all, there was the partition of the former Federal Czechoslovak Republic, then the privatization of most of energy producing corporations, the deregulation of a significant proportion of power and energy commodities, the decision to bring to an end the construction of the Temelin nuclear power station, the creation of conditions for the construction of the Ingoldstadt oil pipeline, etc. These steps, on which the final decisions have been made, have brought about the necessity of updating the existing general Energy Policy. The updated Energy Policy is based on the Programme Statement by the Government of the Czech Republic of July 1992, as well as on other materials associated with energy and power generation, either approved or negotiated by the Government, in particular the State Environmental Policy the Rules of the State Raw Materials Policy, the European Association Agreement, the European Energy Charter, the results of the Uruguayan Round of GATT, the Convention on Climate Changes, the Ecological Action Programme for central and East-European countries, and other international documents that have either been, or are likely to be sanctioned by the Czech Government (especially the European Energy Charter Treaty, and the protocol on Trans-boundary Air Pollution and on Further Reduction of Sulphur Oxide Emissions).

    The present paper gives a survey on recent applications of high-speed photography and cinematography in various fields of scientific research such as plasma physics, laser physics and high power pulse technology. Toward this end classical optical systems have been used and new recording methods have been developed. Improved temporal and spatial resolution has been achieved. High-speed shutters provide useful information if self-luminous phenomena have to be in-vestigated. Since high light amplification is obtained with intensifiers even weakly luminous processes such as electrical prebreakdown phenomena can be recorded. The use of lasers provides highly interesting applications in the ps-, ns- and in the ps-time scale. New laser switching techniques are reported. Nano- and subnanosecond laser pulses, like those produced by superradiant gas laser sources are currently used, because pulse repetition rates up to the GHz range are easily available. By the use of additional dyes the wavelengths of these pulses can be transformed nearly throughout the whole visible spectral range. If needed for particular experiments, precise timing can be provided. For highest time resolution, however, mode locked lasers are required. Examples are given of the feasability of high-speed photographic techniques for the investigation of electrical discharges, for example in sparks or in plasma focus devices, and for studies of optically induced breakdown processes by focussing high power laser radiation on solids state targets, liquids or gases.

    The government of the Yemen Arab Republic does not have a population policy, but promotes family planning for health reasons since one of its goals is to reduce maternal and child mortality and morbidity. The 2nd 5-Year Plan (1982-86) aims for increased gross domestic product and per capita income, regional development, infrastructure development, job creation, and human resources mobilization. The population increased from 4.8 million in 1970 to 5.8 million in 1980 and is projected to reach 6.5 million by 1985 (indicating a 2.4% growth rate from 1980-1985). Life expectancy is 44 years for both sexes; infant mortality now stands at a high 156/1000 due largely to early marriage and little maternal care. The government concentrates on improving health care, mainly through its national health plans, by emphasizing immunization, education, and training doctors abroad. Current total fertility is 6.7, the birth rate is 48.5/1000, and the average age at marriage for girls is 13. Contraceptives and sterilization are available; abortion for contraceptive purposes is illegal. Up to 30% of Yemen's labor force may have emigrated to neighboring Gulf states and Saudi Arabia. The shortage in labor is partially made up by immigrants from the People's Democratic Republic of Yemen, but the government still considers emigration too high since many of those who leave are the most skilled. There is no policy on international migration, due to the great value of remittances, but the government would like to encourage return migration. Yemen's urban population increased from 1.9% in 1950 to 15.3% in 1980. 4/5 of the population live in 5 of Yemen's 10 governorates. The government's policy seeks to strengthen the agricultural sector, improve living quality in rural areas, build up a balanced regional infrastructure, and establish more educational opportunities in small cities and villages.     In the Dominican Republic, 93% of female sex workers did not use condoms because of client refusal according to a survey. The organizations PROCETS and COIN carried out a project to learn why clients refused and to develop educational materials to assist sex workers. The project held 8 focus group discussions with 65 women and identified clients' most common arguments against condom use, compiled a list of successful strategies, and developed 5 profiles of clients: the executive, the smooth talker, the macho, the stubborn one, and the indomitable one. These typical clients were featured in a comic book with 5 stories in which Maritza, a clever sex worker, counters the men's refusal to use condoms and convinces 4 of them to do so. In the 5th story, she tells a young sex worker that she should refuse clients who do not want safer sex. The women participated in all stages of the comic book's development. The project then trained other sex workers to use the comic book in peer education and discussion to enhance the sex workers' sense of self-efficacy. In the first 2 months, peer educators distributed 2895 copies of the comic book to sex workers in 2 major cities. A follow-up survey is evaluating the comic's impact by comparing the women who read the comic with those who did not to determine correlations between self-efficacy and safer sex negotiation and condom use. In a 3rd stage, male clients will be approached so that appropriate interventions can be developed with them. The Maritza comic book has been used for a flipchart series to train on sexually transmitted diseases (STD) prevention. Some of the issues addressed include the uselessness of vaginal douches against STDs, the need to talk frankly with physicians about symptoms, the importance of using all medicines prescribed for treatments, and the incubation periods of diseases.     At the past AGU Annual Meeting in 2011, we presented information about development of the recreation industry in European Russia within the "Silver Ring" Project (http://neespi.org/web-content/meetings/AGU_2011/Yakovleva-poster.pdf). This Project can be considered as a system of actions directed to a comprehensive socio-economic development of the Northwest of the Russian Federation that includes 11 provinces ("oblast", "republic", "okrug") of the country. Among the provinces included in the Project, The Komi Republic is one of the most interesting regions. The Komi Republic is located in the North of European Russia within the gridbox restricted by 59N - 69N latitudes and 45E - 66E longitudes. The region is populated by indigenous northern nations: Komi, Russians, Karels, Ved', Permyaks, and others. It is characterized as an ecologically clean territory, has a small population density, is rich with natural reserves, and has abundant forest and water resources. Flora and fauna of the Republic are unique and attractive. Rich biodiversity and abundance of fish and game allow hunting and sport fishing. As of January 1, 2010, The Komi Republic has 240 territories of special environmental protection ("zakazniki") with restricted human activity. This allows a diversity of field trips devoted to in-depth studies of regional ecosystems as well as tourist visits aiming to enjoy unique nature and ethnic-cultures of the North.

    The Republic F84F Thunderjet fighter-bomber used by the United States Air Force was one of several high speed aircraft involved in flight research at the NACA Ames Aeronautical Laboratory (now, Ames Research Center) at Moffett Field, California. Instruments inside the aircraft record large quantities of data on its aerodynamic performance as it is flown by a NACA scientist-pilot through a carefully planned research program. Later this data will be anyalyzed and interpreted by NACA scientists and reports based on their findings will provide valuable information for designers of future aircraft. NACA (now, NASA) is the independent federal government agency responsible for research into the problems associated with flight.

    Environmental issues, especially the solution of the air pollution problem, have taken on great significance in the Czech Republic (which was a part of the Czech and Slovak Federal Republic until the end of 1992) since the 1989 {open_quotes}Velvet{close_quotes} Revolution. The former CSFR Federal Committee for the Environment and both the Republic Ministries started immediately with creating new environmental legislation, which is the main governmental tool for protecting the environment in the newly developing democracy state system with a market oriented economy. The inspiration for that activity was found in legislation of developed countries - member states of the European Union, and in German environmental law in particular. This paper surveys the major laws and regulations that gradually came into force in the Czech Republic since 1990. The provisions of the primary significance are the Act No.309/1991 S.B., dated July 9, 1991, on the protection of the air against pollutants - The Clean Air Act, the Act No.218/1992 S.B., dated April 27, 1992, which changes and supplements the Act No.309 - The Clean Air Act, the Measure of the Federal Committee for the Environment of October 1, 1991 to the Clean Air Act, and its amended wordings of June 23, 1992, 84/1991 S.B., and 84/1992 S.B., the Act No.389/1991 S.B., dated September 10, 1991 on the state administration of air protection and charges for the pollution of air, and several regulations based on the Act No.389/1991 S.B., issued in the period 1992 -1993.

    On December 25, 1991, the Russian Federation became an independent republic, and on January 2, 1992, restrictions on retail prices of most commodities were removed. From January 16 through February 6, a multidisciplinary team from the U.S. Food and Humanitarian Assistance Bureau (FHA) conducted an assessment of the needs for humanitarian and technical assistance, focusing on three regions in the southern Ural Mountains-Yekaterinburg, Perm, and Cheliabinsk-and three regions in south-central Siberia-Kusbas, Tomsk, and Novosibirsk. The FHA assessment included observations of health facilities, vaccine- and drug-storage centers, and disease-control programs; review of health data at central, regional, and district epidemiology stations; and collection of food-price and income data through interviews with administrative authorities and surveys of markets and private homes.     This analysis of the Czech health system reviews recent developments in organization and governance, health financing, health-care provision, health reforms and health system performance. The Czech health-care system is based on compulsory statutory health insurance providing virtually universal coverage and a broad range of benefits, and doing so at 7.7 % of GDP in 2012 - well below the EU average - of which a comparatively high 85 % was publicly funded. Some important health indicators are better than the EU averages (such as mortality due to respiratory disease) or even among the best in the world (in terms of infant mortality, for example). On the other hand, mortality rates for diseases of the circulatory system and malignant neoplasms are well above the EU average, as are a range of health-care utilization rates, such as outpatient contacts and average length of stay in acute care hospitals. In short, there is substantial potential in the Czech Republic for efficiency gains and to improve health outcomes. Furthermore, the need for reform in order to financially sustain the system became evident again after the global financial crisis, but there is as yet no consensus about how to achieve this.   18. Republic of Ireland: abortion controversy.

    The problems associated with illegal abortion dominate public discussion in Ireland. While abortion is illegal in Ireland, the Supreme Court directed in 1992 that Irish women can go to Britain for abortions when their lives are thought to be at risk. Abortion was a constant feature during the Irish Presidential election campaign in October, while a dispute about the future of a 13-year-old girl's pregnancy dominated the headlines in November. The presidential election on October 30 resulted in a victory for one of the two openly anti-choice candidates, Mary McAleese, a lawyer from Northern Ireland. With a voter turnout of 47.6%, McAleese polled 45.2% of the votes cast. Although the president may refuse to sign bills which have been passed by parliament, McAleese has said that she will sign whatever bill is placed before her, even if it liberalizes abortion law in the republic. As for the case of the 13-year-old pregnant girl, she was taken into the care of Irish health authority officials once the case was reported to the police. However, the health board, as a state agency, is prevented by Irish law from helping anyone travel abroad for abortion. The girl was eventually given leave in a judgement by a High Court Judicial Review on November 28 to travel to England for an abortion. PMID:12321445

  5. Suicide among German federal and state police officers.

    Most American studies report higher police officer suicide rates in comparison to age-matched populations. In the Federal Republic of Germany police organizations are comprised of Federal Customs, 16 state police, and 2 federal police organizations. A survey carried out in 1997 yielded higher suicide rates for police officers also in Germany in comparison to rates of the comparable age group (25 per 100,000 vs 20 per 100,000). The most commonly used suicide method was firearms (66-71%). Hypotheses often attribute this high suicidality among police officers to higher work stress than in other professions. Other hypotheses implicate individual variables such as psychiatric illnesses, alcoholism, and interpersonal and marital problems. A transactional model might explain these different views.     Throughout the dramatic breakup of the Soviet Union, most of the attention was focused on the Russian federation. This paper reports that less notice was paid to the republics of Azerbaijan, Kazakhstan, Turkmenistan, Uzbekistan, Kirghizia, and Tadzhikistan that are located along the Soviet southern fringe. This region was known as the Northern Tier (of the Middle East) when the six republics were forcibly incorporated into the Soviet Union by the Red Army after the revolution. The Russians were considered colonial rulers by the inhabitants of these Muslim states, whereas the Azeris, Turkmen, Uzbeks, Kazakhs, Tajiks, Kyrgyzs, etc., were often regarded as backward by the Russians and given little autonomy. The Soviets, while proclaiming their efforts to improve public health and protect nature, relentlessly degraded both.

The use of insulin coma therapy, cardiazol and electroconvulsive therapies and especially of leucotomy in the GDR must not only be seen in the context of the international development and debate concerning these therapies up to the introduction of psychopharmaceutic therapy but also, in a similar way as in the Federal Republic of Germany, in relation to the locally sometimes different availability of insulin and cardiazol in the post-war period, different schools of academic thought and scientific research interest and priorities of the clinics concerned.     In this article, the author seeks to trace the various attempts on the part of well-known German psychologists in the Weimar Republic to emphasize the rational side of psychoanalysis. In doing so, the author tries to demonstrate that the early reception in this period often resembled a critique of Freud's rationalism. It is possible to discern one particular form of criticism that emerged time and again, namely the association of psychoanalysis with the rationalist mind. If researchers wish to pinpoint further what lay beneath this purported connection, then it is possible to perceive a pronounced desire to prevent analysis of what many deemed to be sacred and beyond scientific scrutiny: the soul. It is precisely this discontent with Freud's thought that survived well into the Federal Republic, when other forms of critique had been discredited or no longer commanded serious attention.     A summary of Botswana's population characteristics, population distribution, labor force characteristics, health situation, and transportation and communication facilities is provided. 87% of the country's 941,027 inhabitants live in the catchment area of the Limpopo River in the eastern region of the country. Much of the remaining area is covered by the Kalahari Desert. The population is growing at an annual rate of 3.6%, the birth rate is 50 and the total fertility rate is 6.6. The government has no official population policy. Major ethnic groups are the cattle raising Tswanas, which make up 50% of the population, the Herero, and the Basarwa, or Bushmen, of the Kalahri Desert. Urban areas are officially defined as population centers which contain 5000 or more residents and in which at least 75% of the inhabitants are engaged in nonagricultural work. According to this classification, 84% of the population is rural; however, most rural inhabitants live in agrotowns and temporarily move to outlying cattle and land posts during part of the year. Some of the agrotowns have almost 25,000 inhabitants. Major urban centers include 1) Gaborone, the capital and major administrative center, with a popualtion of 59,657; 2) Francistown, a large commercial center, with a population of 31,065; 3) Selebi-Phikwe, a mining center, populated by 29,469; and 4) Lobatse, a livestock marketing and processing center, with 19,034 residents. The urban population increased from 54,416 to 150,021 between 1971-81. The population has a young age structure. A large number of working aged males migrate temporarily to the Republic of South Africa to work in the gold mines. 37% of the economically active population is engaged in government services, 26% in mining, manufacturing, and construction, 21% in trade and finance, 6% in transportation, utilities, and communication, and 4.5% in agriculture.     The demographic and economic characteristics and some of the cultural traditions of the Republic of Senegal are described. Senegal obtained its independence from France in 1960. Despite the fact that the majority of the population derives its living from agriculture, the country must import additional food staples to feed its population. Conditions contributing to poor crop yields in recent years include 1) the frequent occurrence of droughts, 2) soil depletion caused by overintensive cultivation practices, and 3) land dessication caused by poor forestry management. In 1984 crop yields were only 10% of the normal crop yields. The government under the leadership of the president, Adbou Diouf, is currently developing plans to improve agricultural conditions and to encourage the industrial development of the country. The tourist industry is also growing. In 1976 Senegal conducted it 1st national census. According to the census the total population was 5,068,741 and the population growth rate was 2.6%. The US Census Bureau estimates that the population growth rate is now 3.2% and that 654,000 people were added to the population between 1976 and 1985. 27% of the population is urban, and the majority of the urban population resides in Dakar. In recent years, the rate of rural to urban migration increased rapidly as a result of the deteriorating agricultural conditions. The population is unevenly distributed throughout the country; 82% of the population lives in 39% of the country's territory. In 1977, 18% of the population lived in housing with electricity, and in 1983, 37% of the population lived in housing with running water. Most rural residents live in villages consisting of clusters of clay structures with thatched roofs and dirt floors. Most of the urban poor live in crowded shantytowns, which lack urban services.     The purpose of this study was to determine the /sup 129/I and /sup 127/I concentrations and /sup 129///sup 127/I isotopic ratios in mammalian thyroids in Germany and to establish with these values the baseline /sup 129/I concentration and /sup 129/I//sup 127/I ratios. Bovine and hog thyroids were collected for analysis from animals from various areas in Germany. They were provided by slaughterhouses of the respective cities and were taken from animals bred in nearby farms. Thyroids from wild deer, hares and rabbits were collected from animals which were either killed by hunters or by automobiles in the environs of nuclear power plants.

    The institutionalization of the subject of psychosomatic medicine and psychotherapy at German universities has been implicated by the Approbationsordnung of 1970. Since then, this topic is a compulsory subject for medical students. This allowed the creation of a nearly complete covering supply of the teaching demands by various teaching organization forms, as interview groups and students' Balint groups. A study questioning 158 medical students at the Medical Faculty of the University of Bonn showed how this topic was assessed and accepted. The ambition of the students was to have an instruction focusing on more practical aspects and a more powerful consideration of psychosomatic aspects in the curriculum of the medical faculty. Finally, a short overview will be given on the postgraduate training of physicians as well as on the implications of psychosomatics in general health care. Also several aspects to the subtitle psychosomatics and psychotherapy as well as to the title psychotherapy in general medicine are given. PMID:7892672
