EPA Recovery Mapper

EPA Pesticide Factsheets

The EPA Recovery Mapper is an Internet interactive mapping application that allows users to discover information about every American Recovery and Reinvestment Act (ARRA) award that EPA has funded for six programs. By integrating data reported by the recipients of Recovery Act funding and data created by EPA, this application delivers a level of transparency and public accessibility to users interested in EPA's use of Recovery Act monies. The application is relatively easy to use and builds on the same mapping model as Google, Bing, MapQuest and other commonly used mapping interfaces. EPA Recovery Mapper tracks each award made by each program and gives basic Quick Facts information for each award including award name, location, award date, dollar amounts and more. Data Summaries for each EPA program or for each state are provided displaying dollars for Total Awarded, Total Received (Paid), and Total Jobs This Quarter by Recovery for the latest quarter of data released by Recovery.gov. The data are reported to the government and EPA four times a year by the award recipients. The latest quarterly report will always be displayed in the EPA Recovery Mapper. In addition, the application provides many details about each award. Users will learn more about how to access and interpret these data later in this document. Data shown in the EPA Recovery Mapper are derived from information reported back to FederalReporting.gov from the recipients of Recovery Act funding. EPA

Water and air pollution controls make significant contribution to the economy`s health, according to two EPA reports. Clean water provides billions of dollars in benefits to US industries, says a recently released study; and the agency`s draft report on the benefits of air pollution identifiesmore » $$20 in medical costs avoided for every dollar spent on pollution controls. The Clean Water Industry Coalition (CWIC) says the water report reaffirms the need to {open_quotes}modernize{close_quotes} the Clean Water Act (CWA), but EPA administrator Carol Browner says a CWA {open_quotes}rollback{close_quotes} supported by CWIC and passed by House Republicans last May would have jeopardized industries that depend on clean water by weakening effluent standards. Browner denies that the benefits of clean water as identified by the EPA report would have protected water standards from the bill`s cost-benefit requirements. A draft EPA report on clean air leaked by the American Lung Association estimates that tailpipe and smokestack controls for air pollution saved 79,000 lives and resulted in 15 million fewer respiratory illnesses in 1990 alone. The report assesses the costs and benefits of the Clean Air Act from 1970 to 1990. When the Environmental Protection Agency (EPA) reviewed Colorado's National Pollutant Discharge Elimination System (NPDES) permit program under the federal Clean Water Act, it found a conflict between federal and state perspectives on how much flexibility from national norms is allowable for state peculiarities. Colorado's hydrology and geography seemed to justify a water quality program providing for various opportunities to review water quality decisions before requiring advanced waste treatment (AWT), and to avoid AWT when justified. Conflict arose because few streams in Colorado provide mixing zones or dilution that Eastern streams enjoy. The US Environmental Protection Agency removed a restrictive evaporative index requirement on the Clean Air Act waiver which had been granted to E.I. DuPont de Nemours and Company. On January 17, 1985, EPA granted DuPont a waiver to produce an unleaded gasoline/methanol blend, which contains 5% methanol and 2.5% cosolvent alcohols, provided producers did not exceed an evaporative index designed to limit the release of vapors to the atmosphere. The reconsideration came after a petition by the Oxygenated Fuels Association (OFA) and after EPA reexamined the relevant data. Originally EPA said it did not think the ASTM Standard D439 wasmore » acceptable for controlling the volatility of the methanol blend, because most gasoline being sold actually had a lower volatility. EPA's more recent information, however, shows that volatility levels in commercial gasoline have been rising and are near ASTM's D439 standard. Therefore, applying the ASTM standard to the DuPont blend will mean that evaporative emissions from vehicles using the DuPont blend will be no higher than those from vehicles using other gasolines. Other conditions of the waiver are discussed. These include the use of specific corrosion inhibitors, and 99.85% purity level of methanol. 1 table.« less

In Citizens Coal Council v. EPA, an en banc panel for the Sixth Circuit Court of Appeals considered a challenge to EPA regulations promulgated pursuant to the Clean Water Act (CWA). The EPA promulgated the regulations in an attempt to incentivize coal companies to remine once abandoned mine sites. Petitioners, two nonprofit environmental organizations, claimed that the regulations violated the Clean Water Act and Administrative Procedure Act by allowing coal companies to remine without adhering to any enforceable pollution limitations. The EPA countered that more remining would improve water quality at abandoned sites. The Sixth Circuit rejected Petitioners' claims, findingmore » that the EPA's regulations were reasonably consistent with the CWA's goal of restoring the integrity of the nation's waters. In so holding, the court struggled to understand the meaning of the CWA's complex procedural and technical language, and allowed the EPA to justify the rule based on the CWA's broad statement of purpose. Such superficial judicial review sets a dangerous precedent in environmental law, because it exacerbates the risk of agency capture. A captured agency promulgates regulations that benefit-industry, not the environment. Without the judiciary acting as a meaningful check against agency capture, the public loses a valuable tool in the fight against major-industrial polluters like the domestic coal industry. Citizens Coal Council therefore stands as a cautionary tale, a warning sign that the judiciary may be unable to identify agency capture where the regulations at issue are promulgated pursuant to a complex statute like the Clean Water Act.« less

The ability to predict the environmental and health implications of engineered nanomaterials is an important research priority due to the exponential rate at which nanotechnology is being incorporated into consumer, industrial and biomedical applications. To address this need and develop predictive capability, we have created the NaKnowbaseTM, which provides a platform for the curation and dissemination of EPA nanomaterials data to support functional assay development, hazard risk models and informatic analyses. To date, we have combined relevant physicochemical parameters from other organizations (e.g., OECD, NIST), with those requested for nanomaterial data submitted to EPA under the Toxic Substances Control Act (TSCA). Physiochemical characterization data were collated from >400 unique nanomaterials including metals, metal oxides, carbon-based and hybrid materials evaluated or synthesized by EPA researchers. We constructed parameter requirements and table structures for encoding research metadata, including experimental factors and measured response variables. The proposed ERTS-DCS system is designed to allow EPA the capability to evaluate, through demonstrable hardware, the effectiveness of automated data collection techniques. The total effectiveness of any system is dependent upon many factors which include equipment cost, installation, maintainability, logistic support, growth potential, flexibility and failure rate. This can best be accomplished by installing the system at an operational environmental control agency (CAMP station) to insure that valid data is being obtained and processed. Consequently, it is imperative that the equipment interface must not compromise the validity of the sensor data nor should the experimental system effect the present operations of the CAMP station. Since both the system which is presently in use and the automatic system would be in operation in parallel, conformation and comparison are readily obtained.

This data layer contains point locations of waste sites throughout EPA Region 3 that have come under the jurisdiction of CERCLA. Congress passed the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA, also known as Superfund) in response to a growing national concern about the release of hazardous substances from abandoned waste sites. Under CERCLA, Congress gave the federal government broad authority to regulate hazardous substances, to respond to hazardous substance emergencies, and to develop long-term solutions for the Nation's most serious hazardous waste problems. The 1980 law requires the parties responsible for the contamination to conduct or pay for the cleanup. If the Environmental Protection Agency's (EPA's) efforts to take an enforcement action for the cleanup are not successful, the federal government can clean up a site using the CERCLA Trust Fund. If the Superfund program conducts the cleanup, the government can take court action against responsible parties to recover up to three times the cleanup costs. These sites do not meet the requirements for the National Priority List, but are still part of the CERCLA list. The National Priority List is intended primarily to guide the EPA in determining which sites warrant further investigation. The U.S. Environmental Protection Agency (EPA) has released a new and detailed interim final guidance to assist hazardous waste generators in certifying they have a waste minimization program in place under the Resource Conservation and Recovery Act (RCRA). EPA's guidance identifies the basic elements of a waste minimization program in place that, if present, will allow people to certify they have implemented a program to reduce the volume and toxicity of hazardous waste to the extent economically practical. The guidance is directly applicable to generators of 1000 or more kilograms per month of hazardous waste, or large-quantity generators, and tomore » owners and operators of hazardous waste treatment, storage or disposal facilities who manage their own hazardous waste on site. Small-quantity generators that generate more than 100 kilograms, but less than 1,000 kilograms, per month of hazardous waste are not subject to the same program in place certification requirement. Rather, they must certify on their manifests that they have made a good faith effort to minimize their waste generation.« less

The Environmental Protection Agency is asserting regulatory control over the commercial production of genetically-engineered microorganisms, such as oil-eating bacteria, intended for release into the environment. EPA's legally-complex claim that such organisms are "new chemical substances," and thus subject to the Toxic Substances Control Act (TSCA), raises a challenge to the adequacy of regulation by the National Institute of Health's Recombinant DNA Advisory Committee (RAC) over the commercial and ecological implications of environmental release. Industry, which has been voluntarily adhering to the RAC guidelines, is reluctant to challenge application of the relatively lenient TSCA requirements but eager to see the legal uncertainties resolved.

The American Recovery and Reinvestment Act was signed into law by President Obama on February 17th, 2009 and all reporting on ARRA for these 3 programs was complete as of 2013. Out of the five EPA programs that distributed recovery act funding, three of them were cleanup programs: Brownfields, Superfund and Leaking Underground Storage Tanks. CIMC provides information on site cleanups that received ARRA Recovery Act funding for Superfund and Brownfields, but not Leaking Underground Storage Tanks. Data for Brownfields came from the ACRES database. Data for Superfund came from the Comprehensive Environmental Response, Compensation, and Liability Information System (CERCLIS) database. Data in CIMC no longer need to be updated for the ARRA program. An important goal of toxicology research is the development of robust methods that use in vitro and chemical structure information to predict in vivo toxicity endpoints. The US EPA ToxCast program is addressing this goal using ~600 in vitro assays to create bioactivity profiles on a set of 320 compounds, mostly pesticide actives, that have well characterized in vivo toxicity. These 320 compounds (EPA-320 set evaluated in Phase I of ToxCast) are a subset of a much larger set of ~10,000 candidates that are of interest to the EPA (called here EPA-10K). Predictive models of in vivo toxicity are being constructed from the in vitro assay data on the EPA-320 chemical set. These models require validation on additional chemicals prior to wide acceptance, and this will be carried out by evaluating compounds from EPA-10K in Phase II of ToxCast. We have used cheminformatics approaches including clustering, data visualization, and QSAR to develop models for EPA-320 that could help prioritizing EPA-10K validation chemicals. Both chemical descriptors, as well as calculated physicochemical properties have been used. Compounds from EPA-10K are prioritized based on their similarity to EPA-320 using different similarity metrics, with similarity thresholds defining the domain of applicability for the predictive models built for EPA-320 set. In addition, prioritized lists of compounds of increasing dissimilarity from the EPA-320 have been produced, to test the ability of the EPA-320

Evaluating public participation in environmental decision-making: EPA's superfund community involvement program.

This article discusses an 8-year, ongoing project that evaluates the Environmental Protection Agency's Superfund community involvement program. The project originated as a response to the Government Performance and Results Act, which requires federal agencies to articulate program goals, and evaluate and report their progress in meeting those goals. The evaluation project assesses how effective the Superfund community involvement program is in promoting public participation in decisions about how to clean up hazardous wastes at Superfund sites. We do three things in the article: (1) share our experience with evaluating an Agency public participation program, including lessons learned about methods of evaluation; (2) report evaluation results; and (3) address a number of issues pertaining to the evaluation of public participation in environmental decision-making. Our goal is to encourage more environmental managers to incorporate evaluation into their public participation programs as a tool for improving them. We found that written mail surveys were an effective and economical tool for obtaining feedback on EPA's community involvement program at Superfund sites. The evaluation focused on four criteria: citizen satisfaction with EPA information about the Superfund site, citizen understanding of environmental and human health risks associated with the site, citizen satisfaction with opportunities provided by EPA for community input, and citizen satisfaction with EPA's response to community input. While the evaluation results were mixed, in general, community members who were most informed about and involved in the cleanup process at Superfund sites generally were also the most satisfied with the community involvement process, and the job that EPA was doing cleaning up the site. We conclude that systematic evaluation provides meaningful and useful information that agencies can use to improve their public participation programs. However, there need to be

The Environmental Protection Agency (EPA) Office of Superfund Remediation and Technology Innovation (OSRTI) and the Nuclear Regulatory Commission (NRC) are responsible for implementing the 'Memorandum of Understanding Between the Environmental Protection Agency and the Nuclear Regulatory Commission: Consultation and Finality on Decommissioning and Decontamination of Contaminated Sites'. This paper provides a brief overview of the origin of the Memorandum of Understanding (MOU), the major features of the MOU, and how the MOU has been implemented site specifically. EPA and NRC developed the MOU in response to direction from the House Committee on Appropriations to EPA and NRC to work togethermore » to address the potential for dual regulation. The MOU was signed by EPA on September 30, 2002 and NRC on October 9, 2002. The two agencies had worked on the MOU since March 2000. While both EPA and NRC have statutory authority to clean up these sites, the MOU provides consultation procedures between EPA and NRC to eliminate dual regulation. Under the MOU, EPA and NRC identified the interactions of the two agencies for the decommissioning and decontamination of NRC-licensed sites and the ways in which those responsibilities will be exercised. Except for Section VI, which addresses corrective action under the Resource Conservation and Recovery Act (RCRA), this MOU is limited to the coordination between EPA, when acting under its CERCLA authority, and NRC, when a facility licensed by the NRC is undergoing decommissioning, or when a facility has completed decommissioning, and the NRC has terminated its license. EPA believes that implementation of the MOU between the two agencies will ensure that future confusion about dual regulation does not occur regarding the cleanup and reuse of NRC-licensed sites. Development of EPA`s new methods to quantify vector attraction of wastewater sludges

EPA`s 1979 and 1993 sludge regulations require that sewage sludge be reduced in vector attraction before it can be applied to the land. In the 1979 regulation, satisfactory vector attraction reduction (VAR) could be demonstrated if treatment processes reduced the volatile solids content of sludge by 38%. The 1993 regulation adds two alternative test methods for aerobic sludges for determining whether VAR has been adequate. In the first method, specific oxygen uptake rate (SOUR) of the sludge must be <1.5 mg O{sub 2}/hr/g total solids, and in the second method, the additional volatile solids reduction (AVSR) that occurs when themore » sludge is further digested for 30 days must be <15%. Experimentation with the new tests is described. Comparisons among the three methods showed that the 38% VSR requirement and the SOUR test were equivalent only near 20{degree}C. The Federal Facility Compliance Act (FFCA) was signed by President Bush on October 6, 1992. This Act amends the Resource Conservation and Recovery Act (RCRA), the primary law governing hazardous waste management in the US The most significant provision of the FFCA was the waiver of sovereign immunity. This waiver subjects Federal facilities to the same ``incentives`` as the private sector for compliance. While the waiver has broad implications for all Federal facilities, other provisions of the FFCA impact specific sectors of the Federal complex. The focus of this paper is the FFCA Munitions Provisions, which have the potential tomore » change some aspects of the structure of munitions management within the military. The Munitions Provisions, contained in Section 107 of the FFCA, modifies Section 3004 of RCRA by adding a new subsection (y) on Munitions. Section 107 requires the Environmental Protection Agency (EPA) to develop, after consultation with the Department of Defense (DOD) and appropriate State officials, regulations identifying when military munitions (including conventional and chemical munitions) become hazardous waste, and to provide for the safe transportation and storage of such waste. The FFCA requires EPA to promulgate the final ``Munitions Rule`` by October 6, 1994. These are the only provisions of the FFCA that require a new rulemaking. It is clear that the Munitions Rule could have a significant effect on the way in which DOD manages munitions. Demilitarization, range management, training activities, and emergency response actions may be affected. It is important for DOD, the Services, and individual installations, to be aware of potential impacts of the FFCA on munitions management operations. New EPA Guidelines for Review of Surface Coal Mining Operations in Appalachia (released in AEO2010)

On April 1, 2010, the Environmental Protection Agency (EPA) issued a set of new guidelines to several of its Regional offices regarding the compliance of surface coal mining operations in Appalachia with the provisions of the Clean Water Act (CWA), the National Environmental Policy Act, and the environmental justice Executive Order (E.O. 12898). The stated purpose of the guidance was to explain more fully the approach that the EPA will be following in permit reviews, and to provide additional assurance that its Regional offices use clear, consistent, and science-based standards in reviewing the permits. Although the new guidelines go into effect immediately, they will be subjected to review both by the public and by the EPA's Science Advisory Board, with a set of final guidelines to be issued no later than April 1, 2011.

In this Final Rule, EPA is amending both the Asbestos Worker Protection Rule (WPR) and the Asbestos-in-Schools Rule. The WPR amendment protects State and local government employees from the health risks of exposure to asbestos to the same extent as private sector workers by adopting for these employees the Asbestos Standards of the Occupational Safety and Health Administration (OSHA). The WPR's coverage is extended to State and local government employees who are performing construction work, custodial work, and automotive brake and clutch repair work. This final rule cross-references the OSHA Asbestos Standards for Construction and for General Industry, so that future amendments to these OSHA standards are directly and equally effective for employees covered by the WPR. EPA also amends the Asbestos-in-Schools Rule to provide coverage under the WPR for employees of public local education agencies who perform operations, maintenance, and repair activities. Chemical property estimation is a key component in many industrial, academic, and regulatory activities, including in the risk assessment associated with the approximately 1000 new chemical pre-manufacture notices the United States Environmental Protection Agency (US EPA) receives annually. The US EPA evaluates fate, exposure and toxicity under the 1976 Toxic Substances Control Act (amended by the 2016 Frank R. Lautenberg Chemical Safety for the 21 st Century Act), which does not require test data with new chemical applications. Though the submission of data is not required, the US EPA has, over the past 40 years, occasionally received chemical-specific data with pre-manufacture notices. The US EPA has been actively using this and publicly available data to develop and refine predictive computerized models, most of which are housed in EPI Suite™, to estimate chemical properties used in the risk assessment of new chemicals. The US EPA develops and uses models based on (quantitative) structure-activity relationships ([Q]SARs) to estimate critical parameters. As in any evolving field, (Q)SARs have experienced successes, suffered failures, and responded to emerging trends. Correlations of a chemical structure with its properties or biological activity were first demonstrated in the late 19 th century and today have been encapsulated in a myriad of quantitative and qualitative SARs. The development and proliferation of the personal computer in the late 20 th century gave rise to a quickly increasing number of property estimation models, and continually improved computing power and connectivity among researchers via the internet are enabling the development of increasingly complex models.

Recent studies have shown that EPA enriched PLs have beneficial effects on lipid metabolism. Our previous study has demonstrated that the anti-obesity and hypolipidemic effects of EPA-PL were superior to DHA-PL. In the present study, we comparatively evaluated the effects of EPA-enriched phosphatidylcholine (EPA-PC) and EPA-enriched phosphatidylserine (EPA-PS) on lipid metabolism in mice. Both 2% dietary EPA-PC and EPA-PS significantly improved serum and hepatic lipid levels in mice. The HDL-c level in mice on EPA-PC diet was significantly higher than the other two groups. The level of DHA in hepatic TG and PL were significantly increased in both EPA-PC and EPA-PS fed groups (98.3 and 117.8%, respectively; p < 0.05). Notably, the proportion of DHA in EPA-PS group was significantly higher than the EPA-PC group. EPA-PC and EPA-PS suppressed hepatic SREBP-1c mediated lipogenesis and activated PPARα mediated fatty acid β-oxidation in the liver. These data are the first to indicate that EPA-PS has beneficial effects on lipid metabolism.

An article in the Deseret News, one of two general circulation newspapers in Salt Lake City, Utah, dated December 13, 1996, reported that {open_quotes}David{close_quotes} took on {open_quotes}Goliath{close_quotes} and won. The article referred to the Davis County Solid Waste Management and Energy Recovery Special Service District`s (the {open_quotes}District{close_quotes}) victory on its challenge to the EPA`s municipal waste combustor rules. On December 6, 1996, the United States Court of Appeals for the District of Columbia Circuit ruled that the EPA violated the plain language of Section 129 of the Clean Air Act, when it wrote size categories for municipal waste combustors ({open_quotes}MWCs{close_quotes})more » based on aggregate plant capacity, rather than unit capacity. The District argued that Congress divided the universe of MWC units into two categories: those with unit capacities above 250 tons per day, and those with unit capacities equal to or less than 250 tons per day. The EPA, however, had set the dividing line at 248 tons per day aggregate plant capacity in its municipal waste combustor rule. The Court said this was wrong. The Deseret News report certainly echoed the feelings of the District. Those of you familiar with the EPA, the process of judicial review of administrative rule making, and the Biblical story of David and Goliath, however, will quickly see that this is not the best metaphor to describe what happened. When David slew Goliath, that was the end of Goliath. He didn`t get back up. Of course, that will not happen to the EPA in the Davis County case. Like an 800-pound gorilla, it will always get back up after being challenged by a mouse. This paper tells the story of the challenge to the MWC rule from the District`s perspective. The District has not been popular with either the EPA or many industry players. But, the District was faced with a real problem that, given the District`s location and the local economy, forced its hand in this

We are proposing to find that the current Arkansas SIP does not meet the infrastructure requirements for the 1997 8-hour ozone NAAQS and the 1997 and 2006 PM2.5 NAAQS at 110(a)(2) for portions of (C), (D)(ii), and (J) because the EPA-approved SIP prevention of significant deterioration (PSD) program does not apply to greenhouse gas (GHG) emitting sources. We also are proposing to find that the current Arkansas SIP does not meet the infrastructure requirements for the 1997 and 2006 PM2.5 NAAQS at 110(a)(2) for portions of (C), (D)(ii), and (J) because Arkansas has not submitted the PSD SIP revision required by EPA's Implementation of the New Source Review (NSR) Program for Particulate Matter Less Than 2.5 Micrometers (73 FR 28321, May 16, 2008). A series of activities have been conducted by a core group of EPA scientists from across the Agency. The activities were initiated in 2012 and the focus was to increase the reuse and interoperability of science software at EPA. The need for increased reuse and interoperability is linked to the increased complexity of environmental assessments in the 21st century. This complexity is manifest in the form of problems that require integrated multi-disciplinary solutions. To enable the means to develop these solutions (i.e., science software systems) it is necessary to integrate software developed by disparate groups representing a variety of science domains. Thus, reuse and interoperability becomes imperative. This report briefly describes the chronology of activities conducted by the group of scientists to provide context for the primary purpose of this report, that is, to describe the proceedings and outcomes of the latest activity, a workshop entitled “Workshop on Advancing US EPA integration of environmental and information sciences”. The EPA has been lagging in digital maturity relative to the private sector and even other government agencies. This report helps begin the process of improving the agency’s use of digital technologies, especially in the areas of efficiency and transparency. This report contributes to SHC 1.61.2.

Farmed salmon feeds have changed from purely marine-based diets with high levels of EPA and DHA in the 1990s to the current 70 % plant-based diets with low levels of these fatty acids (FA). The aim of this study was to establish the impacts of low dietary EPA and DHA levels on performance and tissue integrity of Atlantic salmon (Salmo salar). Atlantic salmon (50 g) in seawater were fed fourteen experimental diets, containing five levels (0, 0·5, 1·0, 1·5 and 2·0 %) of EPA, DHA or a 1:1 EPA+DHA plus control close to a commercial diet, to a final weight of 400 g. Lack of EPA and DHA did not influence mortality, but the n-3-deficient group exhibited moderately slower growth than those fed levels above 0·5 %. The heart and brain conserved EPA and DHA levels better than skeletal muscle, liver, skin and intestine. Decreased EPA and DHA favoured deposition of pro-inflammatory 20 : 4n-6 and 20 : 3n-6 FA in membrane phospholipids in all tissues. When DHA was excluded from diets, 18 : 3n-3 and EPA were to a large extent converted to DHA. Liver, skeletal and cardiac muscle morphology was normal in all groups, with the exception of cytoplasm packed with large or foamy vacuoles and sometimes swollen enterocytes of intestine in both deficient and EPA groups. DHA supplementation supported normal intestinal structure, and 2·0 % EPA+DHA alleviated deficiency symptoms. Thus, EPA and DHA dietary requirements cannot be based exclusively on growth; tissue integrity and fish health also need to be considered.

EPA may invoke a technical impracticability (TI) waiver at a site when the Agency determines that it is technically impracticable from an engineering perspective to attain cleanup standards within a reasonable time period. The October 6, 1994 TI waiver of ground water cleanup standards at the G.E./Moreau Superfund Site in New York is the first post-Record of Decision (ROD) TI waiver granted by EPA since issuance of the September 1993 guidance on technical impracticability of ground water restoration. In the 1987 ROD, EPA selected natural gradient flushing and treatment as the ground water remedy and estimated that TCE-contaminated ground watermore » within the unconsolidated aquifer at the Site would be restored to drinking water quality within decades. EPA`s subsequent reevaluation showed that cleanup of the ground water would take 200 years or more, regardless of the remedial technology employed, due to the presence of site-specific physical and chemical factors that limit the effectiveness of ground water remediation technologies. Following public participation activities, EPA issued the TI waiver as an Explanation of Significant Differences (ESD) to the ROD. The Electrostatic Plasma Accelerator (EPA) is a thruster concept which promises specific impulse levels between low power arcjets and those of the ion engine while retaining the relative simplicity of the arcjet. The EPA thruster produces thrust through the electrostatic acceleration of a moderately dense plasma. No accelerating electrodes are used and the specific impulse is a direct function of the applied discharge voltage and the propellant atomic mass. The goal of the present program is to demonstrate feasibility of the EPA thruster concept through experimental and theoretical investigations of the EPA acceleration mechanism and discharge chamber performance. Experimental investigations will include operating the test bed ion (TBI) engine as an EPA thruster and parametrically varying the thruster geometry and operating conditions to quantify the electrostatic plasma acceleration effect. The theoretical investigations will include the development of a discharge chamber model which describes the relationships between the engine size, plasma properties, and overall performance. For the EPA thruster to be a viable propulsion concept, overall thruster efficiencies approaching 30% with specific impulses approaching 1000 s must be achieved.

Medical education is moving toward assessment of educational outcomes rather than educational processes. The American Board of Internal Medicine and American Board of Pediatrics milestones and the concept of entrustable professional activities (EPA)--skills essential to the practice of medicine that educators progressively entrust learners to perform--provide new approaches to assessing outcomes. Although some defined EPAs exist for internal medicine and pediatrics, the continued development and implementation of EPAs remains challenging. As residency programs are expected to begin reporting milestone-based performance, however, they will need examples of how to overcome these challenges. The authors describe a model for the development and implementation of an EPA using the resident handoff as an example. The model includes nine steps: selecting the EPA, determining where skills are practiced and assessed, addressing barriers to assessment, determining components of the EPA, determining needed assessment tools, developing new assessments if needed, determining criteria for advancement through entrustment levels, mapping milestones to the EPA, and faculty development. Following implementation, 78% of interns at the University of Minnesota Medical School were observed giving handoffs and provided feedback. The authors suggest that this model of EPA development--which includes engaging stakeholders, an iterative process to describing the behavioral characteristics of each domain at each level of entrustment, and the development of specific assessment tools that support both formative feedback and summative decisions about entrustment--can serve as a model for EPA development for other clinical skills and specialty areas.
