CH2M HILL Plateau Remediation Company (CH2M HILL) is the U.S. Department of Energy (DOE) prime contractor responsible for the environmental cleanup of the Hanford Site Central Plateau. As part of this responsibility, the CH2M HILL is faced with the task of complying with thousands of environmental requirements which originate from over 200 federal, state, and local laws and regulations, DOE Orders, waste management and effluent discharge permits, Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) response and Resource Conservation and Recovery Act (RCRA) corrective action documents, and official regulatory agency correspondence. Cultural Variability in the Link Between Environmental Concern and Support for Environmental Action.

Research on sustainability behaviors has been based on the assumption that increasing personal concerns about the environment will increase proenvironmental action. We tested whether this assumption is more applicable to individualistic cultures than to collectivistic cultures. In Study 1, we compared 47 countries ( N = 57,268) and found that they varied considerably in the degree to which environmental concern predicted support for proenvironmental action. National-level individualism explained the between-nation variability above and beyond the effects of other cultural values and independently of person-level individualism. In Study 2, we compared individualistic and collectivistic nations (United States vs. Japan; N = 251) and found culture-specific predictors of proenvironmental behavior. Environmental concern predicted environmentally friendly consumer choice among European Americans but not Japanese. For Japanese participants, perceived norms about environmental behavior predicted proenvironmental decision making. Facilitating sustainability across nations requires an understanding of how culture determines which psychological factors drive human action.

Environmental Education for Behaviour Change: Which actions should be targeted?

One aim of environmental education is to enable people to make informed decisions about their environmental behaviour; this is particularly significant with environmental problems that are believed to be both major and imminent, such as climate change resulting from global warming. Previous research suggests no strong link between a person's general environmental attitudes and knowledge, and his or her willingness to undertake pro-environmental actions, so this study focuses on some specific issues. Using survey methods to produce quantitative data about students' beliefs concerning the usefulness of specific actions and their willingness to adopt them, novel indices have been constructed that indicate the potential of education to increase students' willingness to undertake those actions. The findings imply that altering a student's belief about certain issues will have little effect on their willingness to act. This can be because most students, even those with only a weak belief in the efficacy, are prepared to take action anyway. Conversely, it can be because a majority, including those convinced about the efficacy, are not prepared to take action. Education about such actions, where there is only a weak link between believed effectiveness and willingness to act, may be ineffective in terms of changing practice, because other factors such as social norms and situational influences dominate. For such actions other strategies may be required. For another set of actions, however, the benefits of education in changing practice seemed more positive; increasing recycling, reducing the use of artificial fertilisers and planting more trees are examples.

Environmental Adaptations Improve Everyday Action in Schizophrenia.

Cognitive functioning, particularly executive functioning, is a strong predictor of functional outcomes in people with schizophrenia. Cognitive remediation has been shown to improve specific cognitive processes, but adjunctive interventions are required for meaningful gains in adaptive functioning, particularly in people with chronic illness. This study examined whether (and how) environmental adaptations, used without training, may circumvent cognitive difficulties and facilitate everyday task performance in individuals with chronic schizophrenia. Forty-two individuals with chronic schizophrenia/schizoaffective disorder were administered cognitive measures and two versions of the Naturalistic Action Test (NAT)-a standard version (ST-NAT), and a user-centered version (UC-NAT) that incorporated environmental adaptations designed to facilitate task performance. The NAT conditions were counterbalanced across participants. Analyses compared performance between the NAT versions and examined the cognitive correlates of each NAT condition. Individuals with schizophrenia made fewer errors on the UC-NAT as compared to the ST-NAT; this between-group difference was significant for all error types. Compared to the ST-NAT, the UC-NAT performance was not significantly associated with an executive function measure of planning. Environmental adaptations may be implemented without extensive training to improve everyday action in individuals with chronic schizophrenia. Environmental adaptations that reduce planning demands may be most effective in this population.

Investigating the relationship between children's environmental perceptions and ecological actions through environmental learning experiences

This study investigated the relationship between children's environmental perceptions and their ecological actions before and after attending Earthkeepers, an earth education program. Participants were 604 4th , 5th, and 6th grade students from 14 schools in Arizona and Pennsylvania. A comparison of the environmental perceptions of participants revealed a statistically significant difference between those who undertook more and those who undertook fewer or no positive ecological actions. After the program, students who undertook more positive ecological actions, for example using less energy and fewer materials, had more pro-environmental perceptions than their counterparts. Individual interviews with 18 of the participants supported the positive relationship between environmental perceptions and ecological actions and provided further explanations for those actions.

Environmental Behavior's Dirty Secret: The Prevalence of Waste Management in Discussions of Environmental Concern and Action

Humankind and the planet face many thorny environmentally related challenges that require a range of responses, including changing behaviors related to transportation, eating habits, purchasing, and myriad other aspects of life. Using data from a 1201-person survey and 14 Community Listening Sessions (CLSs), we explore people's perceptions of and actions taken to protect the environment. Our data indicate a striking prevalence of waste management-related actions. Survey respondents described actions and concerns related to trash, recycling, and composting as the most common environmental behaviors; similarly, participants in CLSs discussed waste-related topics, for which we did not prompt, as frequently as those topics for which we specifically prompted. Explanations for this prevalence emerging from the data include (1) the nature of waste-related behaviors (concrete, supported by infrastructure, simple, compatible with lifestyle); (2) norms and social dynamics (family interactions, feelings of belonging/participation, government policy); and (3) internal psychological processes (internalized norms and environmental concern). We also found that many waste-related discussions were relatively superficial, focusing on immediate waste-related issues (e.g., litter or recycling) rather than larger issues such as consumption. Our results may provide insight into future efforts to encourage pro-environmental behavior. Given that most pro-environmental behavior involves tasks more complex and lifestyle-changing than those related to simple aspects of waste management, we suggest focusing on the latter two intertwined categories that our data suggest are important: encouraging social dynamics and related development of norms concerning environmental behavior (category 2), and fostering internalized norms and environmental concern (category 3).

A social identity model of pro-environmental action (SIMPEA).

Large-scale environmental crises are genuinely collective phenomena: they usually result from collective, rather than personal, behavior and how they are cognitively represented and appraised is determined by collectively shared interpretations (e.g., differing across ideological groups) and based on concern for collectives (e.g., humankind, future generations) rather than for individuals. Nevertheless, pro-environmental action has been primarily investigated as a personal decision-making process. We complement this research with a social identity perspective on pro-environmental action. Social identity is the human capacity to define the self in terms of "We" instead of "I," enabling people to think and act as collectives, which should be crucial given personal insufficiency to appraise and effectively respond to environmental crises. We propose a Social Identity Model of Pro-Environmental Action (SIMPEA) of how social identity processes affect both appraisal of and behavioral responses to large-scale environmental crises. We review related and pertinent research providing initial evidence for the role of 4 social identity processes hypothesized in SIMPEA. Specifically, we propose that ingroup identification, ingroup norms and goals, and collective efficacy determine environmental appraisals as well as both private and public sphere environmental action. These processes are driven by personal and collective emotions and motivations that arise from environmental appraisal and operate on both a deliberate and automatic processing level. Finally, we discuss SIMPEA's implications for the research agenda in environmental and social psychology and for interventions fostering pro-environmental action. Promoting pro-environmental action in climate change deniers

A sizeable (and growing) proportion of the public in Western democracies deny the existence of anthropogenic climate change. It is commonly assumed that convincing deniers that climate change is real is necessary for them to act pro-environmentally. However, the likelihood of `conversion' using scientific evidence is limited because these attitudes increasingly reflect ideological positions. An alternative approach is to identify outcomes of mitigation efforts that deniers find important. People have strong interests in the welfare of their society, so deniers may act in ways supporting mitigation efforts where they believe these efforts will have positive societal effects. In Study 1, climate change deniers (N=155) intended to act more pro-environmentally where they thought climate change action would create a society where people are more considerate and caring, and where there is greater economic/technological development. Study 2 (N=347) replicated this experimentally, showing that framing climate change action as increasing consideration for others, or improving economic/technological development, led to greater pro-environmental action intentions than a frame emphasizing avoiding the risks of climate change. This article contributes to understanding of how change occurs in the field of environmental assessment (EA). It argues that the integration of new issues in EA, such as human health, is significantly influenced by how practitioners' understandings shape their actions, and by what happensmore » when those, possibly different, interpretations of appropriate action are acted out. The concept of space for action is developed as a means of investigating this relation between understanding and action. Frame theory is also used, to develop a sharper focus on how ‘potential spaces for action’ are created, what these imply for (individuals') preferred choices and actions in certain situations, and what happens in practice when these are acted out and ‘actual spaces for action’ are created. This novel approach is then applied in a Swedish case study of transport planning. The analysis reveals the important work done by practitioners, revealing just how EA practice is decisively shaped by practitioners. Analysis of practice using the lens of spaces for action offers an important new perspective in understanding how the field adapts to new challenges.« less

The purpose of this study was to understand student and teacher empowerment through a socially critical environmental education perspective. The main research question guiding this study was: How do participants make sense of a learning experience in which students design and carry out an environmental action project in their community? This study used participatory action research and critical theory as practical and theoretical frameworks. These frameworks were relevant as this study sought to examine social change, power, and relationships through participants' experiences. The context of this study was within one seventh and one eighth grade classroom participating in environmental projects. The study was conducted in spring 2005 with an additional follow-up data collection period during spring 2006. The school was located in a densely populated metropolitan suburb. Fifty-three students, a teacher researcher, and three science teachers participated. Data sources were written surveys, scores on Middle School Environmental Literacy Survey Instrument (MSELI), observations, interviews, and student work. This study used a mixed methodological approach. Quantitative data analysis involved dependent samples t-test scores on the MSELI before and after the completion of the projects. Qualitative data were analyzed using an inductive analysis approach. This study has implications for educators interested in democratic education. Environmental action projects provide a context for students and teachers to learn interdisciplinary content knowledge, develop personal beliefs, and learn ways to take action in their communities. This pedagogy has the potential to increase cooperation, communication, and tensions within school communities. Students' participation in the development of environmental action projects may lead to feelings of empowerment or being able to make a difference in their community, as an individual or member of a group. Awareness of environmental risks and protective actions among minority women in Northern Manhattan.

We report findings of a survey of 555 women 18-35 years of age living in Northern Manhattan in New York City. The survey was conducted by the Columbia Center for Children's Environmental Health (CCCEH) to learn what community women knew about environmental risks to health and what they did to protect themselves and their families, to validate the findings of focus groups held with community women, and to provide information for planning the Healthy Home, Healthy Child campaign sponsored by CCCEH. Survey findings showed that overall awareness of environmental risks to children's health was high, with more than 95% of respondents identifying lead, household pests, pesticides, environmental tobacco smoke, and drugs as harmful to health. Similarly, more than 95% of respondents reported taking one or more protective actions to reduce these risks, suggesting that these factors significantly concern women living in Northern Manhattan. The reported levels of specific protective actions to reduce these risks, however, varied greatly. In each area of risk the most frequently reported actions were effective ones, but many other important protective actions were rarely mentioned, suggesting that there was room for an educational campaign to teach women new ways to protect their families. Survey respondents and CCCEH scientists differed in the priorities they placed on the importance of key protective actions, confirming earlier focus group findings and suggesting the importance of incorporating community concerns into the planning of environmental campaigns.

Brownfield Action Online - An Interactive Undergraduate Science Course in Environmental Forensics

Brownfield Action (BA) is a web-based, interactive, three dimensional digital space and learning simulation in which students form geotechnical consulting companies and work collectively to explore problems in environmental forensics. Created at Barnard College (BC) in conjunction with the Center for New Media Teaching and Learning at Columbia University, BA has a 12-year history at BC of use in one semester of a two-semester Introduction to Environmental Science course that is taken by more than 100 female undergraduate non-science majors to satisfy their science requirement. The pedagogical methods and design of the BA model are grounded in a substantial research literature focused on the design, use, and effectiveness of games and simulation in education. The successful use of the BA simulation at BC and 14 other institutions in the U.S. is described in Bower et al. (2011 and 2014). Soon to be taught online to non-traditional undergraduate students, BA has 15 modules that include a reconnaissance survey; scale; topographic, bedrock, and water table maps; oral and written reports from residents and the municipal government; porosity and permeability measurements of the regolith (sand) in the area of interest; hydrocarbon chemistry; direction and velocity of groundwater flow; and methods of geophysical exploration (soil gas, ground penetrating radar, magnetic metal detection, excavation, and drilling). Student performance is assessed by weekly exercises and a semester ending Environmental Site Assessment Phase I Report that summarizes the individual and collective discoveries about a contaminated subsurface plume that emanates from a leaking underground storage tank at a gasoline station upgrade from the water well that serves the surrounding community. Texts for the course are Jonathan Harr's A Civil Action and Rachel Carson's Silent Spring, which are accompanied by questions that direct the reading.

This study assessed whether two persons with multiple disabilities would be able to control environmental stimulation using limb action with a Nintendo Wii Remote Controller and a newly developed limb action detection program (LADP, i.e., a new software program that turns a Wii Remote Controller into a precise limb action detector). This study was carried out according to an ABAB sequence in which A represented baseline and B represented intervention phases. Data showed that both participants significantly increased their target response, thus increasing the level of environmental stimulation by activating the control system through limb action, during the intervention phases. Skill transfer specificity shapes perception and action under varying environmental constraints.

Using an ecological dynamics framework, this study investigated the generality and specificity of skill transfer processes in organisation of perception and action using climbing as a task vehicle. Fluency of hip trajectory and orientation was assessed using normalized jerk coefficients exhibited by participants as they adapted perception and action under varying environmental constraints. Twelve recreational climbers were divided into two groups: one completing a 10-m high route on an indoor climbing wall; a second undertaking a 10-m high route on an icefall in a top-rope condition. We maintained the same level of difficulty between these two performance environments. An inertial measurement unit was attached each climber's hips to collect 3D acceleration and 3D orientation data to compute jerk coefficient values. Video footage was used to record the ratio of exploratory/performatory movements. Results showed higher jerk coefficient values and number of exploratory movements for performance on the icefall route, perhaps due to greater functional complexity in perception and action required when climbing icefalls, which involves use of specific tools for anchorage. Findings demonstrated how individuals solve different motor problems, exploiting positive general transfer processes enabling participants to explore the pick-up of information for the perception of affordances specific to icefall climbing. Data to Action: Using Environmental Public Health Tracking to Inform Decision Making

Context Public health surveillance includes dissemination of data and information to those who need it to take action to prevent or control disease. The concept of data to action is explicit in the mission of the Centers for Disease Control and Prevention’s (CDC) National Environmental Public Health Tracking Program (Tracking Program). CDC has built a National Environmental Public Health Tracking Network (Tracking Network) to integrate health and environmental data to drive public health action (PHA) to improve communities’ health. Objective To assess the utility of the Tracking Program and its Network in environmental public health practice and policy-making. Design We analyzed information on how Tracking has been used to drive PHAs within funded states and cities (grantees). Two case studies illustrate such use. Setting Analyses included all grantees funded between 2005 and 2013. Participants The number of grantees varied from 17 for 2006–2008 to 24 for 2010–2013. Main Outcome Measures We categorized each PHA reported to determine how grantees became involved, their role, the problems addressed, and the overall action. Results Tracking grantees reported 178 PHAs from 2006–2013. The most common overall action was “provided information in response to concern” (n=42) followed by “improved a public health program, intervention, or response plan” (n=35). Tracking’s role was most often to enhance surveillance (24%) or to analyze data (23%). In 47% of PHAs, the underlying problem was a concern about possible elevated rates of a health outcome, a potential exposure, or a potential association between a hazard and health. PHAs were started by a request for assistance (48%), in response to an emergency (8%), and though routine work by Tracking programs (43%). Conclusion Our review shows that the data, expertise, technical infrastructure, and other resources of the Tracking Program and its Network are driving state and local PHAs. PMID:25621441

Brownfield Action (BA - http://www.brownfieldaction.org) is a web-based, interactive, three-dimensional digital space and learning simulation in which students form geotechnical consulting companies and work collaboratively to explore and solve problems in environmental forensics. BA is being used in the United States at 10 colleges and universities in earth, environmental, or engineering sciences undergraduate and graduate courses. As a semester-long activity or done in modular form for specific topics, BA encourages active learning that requires attention to detail, intuition, and positive interaction between peers that results in Phase 1 and Phase 2 Environmental Site Assessments. Besides use in higher education courses, BA also can be adapted for instruction to local, state, and federal governmental employees, and employees in industry where brownfields need to be investigated or require remediation.

Worldwide, the essence of the current reform in science education is a paradigm shift from algorithmic, lower-order cognitive skills (LOCS) teaching to higher-order cognitive skills (HOCS) learning. In the context of education in environmental chemistry (EEC), the ultimate goal is to educate students to be science technology environment society (STES)-literate, capable of evaluative thinking, decision making, problem solving and taking responsible action accordingly. Educators need to translate this goal into effective courses that can be implemented: this includes developing teaching strategies and assessment methodologies that are consonant with the goal of HOCS learning. An international workshop—"Environmental Chemistry Education in Europe: Setting the Agenda"—yielded two main recommendations for those undertaking educational reform in science education, particularly to promote meaningful EEC. The first recommendation concerns integration of environmental sciences into core chemistry courses as well as the development and implementation of HOCS-promoting teaching strategies and assessment methodologies in chemical education. The second emphasizes the development of students' HOCS for transfer, followed by performance assessment of HOCS. This requires changing the way environmental chemistry is typically taught, moving from a narrowly focused approach (applied analytical, ecotoxicological, or environmental engineering chemistry) to an interdisciplinary and multidisciplinary approach.

Most environmental enforcement programs have separate criminal and administrative procedures for addressing violations. Pitting "criminal"versus"administrative" enforcement as mutually exclusive alternatives constitutes a "false dilemma". Clearly, the government response should be influenced by the severity of pollution and the specific circumstances of the polluter. Yet, policy makers seeking to improve environmental compliance need to have a clearer picture about the merits of each approach and their relative effectiveness. This research empirically assesses the effectiveness of criminal versus administrative enforcement activities in Israel. After considering the philosophical implications associated with each regulatory approach, the results of a year-long study are presented. A series of performance indicators are utilized, with particular weight on compliance status in the field, to assess the condition of environmental violations several years subsequent to completion of enforcement activities. The state of 100 violations of air, water and hazardous materials laws that had been addressed through the criminal process were matched with results of comparable violations, against which administrative actions were taken. Results suggest that while criminal enforcement is a longer process, compliance following these actions was significantly greater than in administrative enforcement cases. The findings also underline the significance of a systematic follow-up system for tracking violations after enforcement actions are complete. Finally, the study confirms the benefits of targeted assistance to improve compliance among violators of environmental standards.

This Streamlined Approach for Environmental Restoration (SAFER) Plan identifies the activities required for closure of Corrective Action Unit (CAU) 574, Neptune. CAU 574 is included in the Federal Facility Agreement and Consent Order (FFACO) (1996 [as amended March 2010]) and consists of the following two Corrective Action Sites (CASs) located in Area 12 of the Nevada National Security Site: (1) CAS 12-23-10, U12c.03 Crater (Neptune); (2) CAS 12-45-01, U12e.05 Crater (Blanca). This plan provides the methodology for the field activities that will be performed to gather the necessary information for closure of the two CASs. Iida City in Nagano Prefecture is a town with an advanced environmental strategy including citizenry participation in the town's environment plan, a network of EMS (Environmental Management system) businesses, and a citizens' solar power system. In this study, a questionnaire of Iida residents was carried out to determine their environmental consciousness, and the effect on their actions. It also examined the influence of current environmental measures on the residents, and the relation between the level of social capital and residents' environmental considerations. The results indicate that the environmental consideration level of the senior citizen group is higher than that of the entire Japan in Iida City, and environmental measures has improved the residents' environmental consciousness. And it is thought the environmental consideration level of the senior citizen group is related to the level of social capital.

According to the Environmental Protection Agency, there are presently over half a million brownfields in the United States, but this number only includes sites for which an Environmental Site Assessment has been conducted. The actual number of brownfields is certainly into the millions and constitutes one of the major environmental issues confronting all communities today. Taught in part online for more than a decade in environmental science courses at over a dozen colleges, universities, and high schools in the United States, Brownfield Action (BA) is an interactive, web-based simulation that combines scientific expertise, constructivist education philosophy, and multimedia to advance the teaching of environmental science (Bower et al., 2011). In the online simulation and classroom, students form geotechnical consulting companies, conduct environmental site assessment investigations, and work collaboratively to solve a problem in environmental forensics. The BA model contains interdisciplinary scientific and social information that are integrated within a digital learning environment that encourages students to construct their knowledge as they learn by doing. As such, the approach improves the depth and coherence of students understanding of the course material. Like real-world environmental consultants, students are required to develop and apply expertise from a wide range of fields, including environmental science and engineering as well as journalism, medicine, public health, law, civics, economics, and business management. The overall objective is for students to gain an unprecedented appreciation of the complexity, ambiguity, and risk involved in any environmental issue or crisis.

Environmental education with a local focus: The development of action competency in community leaders through participation in an environmental leadership program

This dissertation is a historical and theoretical examination of environmental education to promote community leadership in local environmental issues. It begins with an overview of the history of environmental education, historical perspectives of the beginning of the field, ongoing differences in perspectives of practitioners, and its relationship to the larger field of education. Using a prevalent definition of environmental education as education with an aim of promoting actions, which are environmentally responsible and careful, I examine a variety of educational approaches and their results in achieving this objective. Reasons for using a local focus in terms of promotion of community sustainability are explored, and the literature review ends with a discussion of the value of community action through participatory democratic processes. The dissertation is divided into five chapters, covering an introduction to the purpose and significance of the study, literature review, methodology, results and analysis, and conclusion and implications of the research. Two programs, one at a city or urban level and one at a state level, and outcomes for their participants are explored and compared through data collected from interviews, field observation, and program documents. Findings demonstrated the value of a local focus for environmental education programs, plus the importance of experiential learning, or learning through some sort of personal connection and involvement. Examples of the types of experiential learning involved are tours or field trips, role-playing, and games illustrating concepts. Results emphasized the importance of educational process over content, information, or factual knowledge. The urban leadership program demonstrated the value of a local focus and experiential process in increasing motivation for action. Leptospirosis has emerged as a major public health problem in both animals and humans. The true burden of this epidemic and endemic disease is likely to be grossly under-estimated due to the non-specific clinical presentations of the disease and the difficulty of laboratory confirmation. The complexity that surrounds the transmission dynamics, particularly in epidemic situations, requires a coordinated, multi-disciplinary effort. The importance of information and communication technology for healthcare is steadily growing. Newly developed tools are addressing different user groups: physicians, other health care professionals, social workers, patients, and family members. Since often many different actors with different expertise and perspectives are involved in the development process it can be a challenge to integrate the user-reported requirements of those heterogeneous user groups. Nevertheless, the understanding and consideration of user requirements is the prerequisite of building a feasible technical solution. In the course of the presented project it proved to be difficult to gain clear action steps and priorities for the development process out of the primary requirements compilation. Even if a regular exchange between involved teams took place there was a lack of a common language. The objective of this paper is to show how the already existing requirements catalog was subdivided into specific, prioritized, and coherent working packages and the cooperation of multiple interprofessional teams within one development project was reorganized at the same time. In the case presented, the manner of cooperation was reorganized and a new instrument called an Action Sheet was implemented. This paper introduces the newly developed methodology which was meant to smooth the development of a user-centered software product and to restructure interprofessional cooperation. There were 10 focus groups in which views of patients with colorectal cancer, physicians, and other health care professionals were collected in order to create a requirements catalog for developing a personal electronic health record. Data were audio- and videotaped, transcribed verbatim, and thematically analyzed. This report has been prepared to provide information about the public safety and environmental protection programs conducted by the Weldon Spring Site Remedial Action Project. The Weldon Spring site is located in southern St. Charles County, Missouri, approximately 48 km (30 mi) west of St. Louis. The site consists of two main areas, the Weldon Spring Chemical Plant and raffinate pits and the Weldon Spring Quarry. The objectives of the Site Environmental Report are to present a summary of data from the environmental monitoring program, to characterize trends and environmental conditions at the site, and to confirm compliance with environmentalmore » and health protection standards and requirements. The report also presents the status of remedial activities and the results of monitoring these activities to assess their impacts on the public and environment. The scope of the environmental monitoring program at the Weldon Spring site has changed since it was initiated. Previously, the program focused on investigations of the extent and level of contaminants in the groundwater, surface waters, buildings, and air at the site. In 1992, the level of remedial activities required monitoring for potential impacts of those activities, particularly on surface water runoff and airborne effluents. This report includes monitoring data from routine radiological and nonradiological sampling activities. In the last few decades, awareness of environmental issues has increased significantly. Little has changed, however, in human activities contributing to environmental damage. Why is it so difficult for us to change our behavior in a domain that is clearly so important to the future of humanity? Here we propose and test the possibility that self-signaling, the way we view ourselves based on our past behaviors, is one of the factors contributing to the difficulty of taking environmental action. In three experiments, we show that previous self-interested thoughts or behaviors serve as important signals that hinder the likelihood of acting in line with an individual's reported concern for the environment. This study not only helps explain the gap between environmental awareness and action, but also suggests alternative strategies for policymakers and environmental agencies to promote proenvironmental behavior.

Little research has considered how residents' perceptions of their local environment may interact with efforts to increase environmental concern, particularly in areas in need of remediation. This study examined the process by which local environmental action may affect environmental concern. A model was presented for exploring the effects of community-based watershed organizations (CWOs) on environmental concern that also incorporates existing perceptions of the local environment. Survey data were collected from area residents in two watersheds in southwestern Pennsylvania, USA, an area affected by abandoned mine drainage. The findings suggest that residents' perceptions of local water quality and importance of improving water quality are important predictors of level of environmental concern and desire for action; however, in this case, having an active or inactive CWO did not influence these perceptions. The implications of these findings raise important questions concerning strategies and policy making around environmental remediation at the local level.

The U.S. Environmental Protection Agency estimates that presently there are over half a million brownfields in the United States, but this number only includes sites for which an Environmental Site Assessment has been conducted. The actual number of brownfields is certainly in the millions and constitutes one of the major environmental issues confronting all communities today. Taught in part or entirely online for more than 15 years in environmental science, engineering, and hydrology courses at over a dozen colleges, universities, and high schools in the United States, Brownfield Action (BA) is an interactive, web-based simulation that combines scientific expertise, constructivist education philosophy, and multimedia to advance the teaching of environmental science (Bower et al., 2011, 2014; Liddicoat and Bower, 2015). In the online simulation and classroom, students form geotechnical consulting companies with a peer chosen at random to solve a problem in environmental forensics. The BA model contains interdisciplinary scientific and social information that are integrated within a digital learning environment that encourages students to construct their knowledge as they learn by doing. As such, the approach improves the depth and coherence of students understanding of the course material. Like real-world environmental consultants and professionals, students are required to develop and apply expertise from a wide range of fields, including environmental science and engineering as well as journalism, medicine, public health, law, civics, economics, and business management. The overall objective is for students to gain an unprecedented appreciation of the complexity, ambiguity, and risk involved in any environmental issue, and to acquire STEM knowledge that can be used constructively when confronted with such an issue.

The Environmental Assurance Program sets forth standards to ensure that all flight hardware is compatible with the environments that will be encountered during a spacecraft mission. It outlines the design, test and analysis, and risk control standards for the mission and certifies that it will survive in any external or self-induced environments that the spacecraft may experience. The Environmental Requirements Document (ERD) is the most important document in the Environmental Assurance Program, providing the design and test requirements for the project's flight system, subsystems, assemblies, and instruments. This summer's project was to assist Environmental Requirements Engineers (ERE's) in completing the Environmental Assurance Program Summary Report for both the Juno Project and Mars Science Laboratory (MSL) Project. The Summary Report is a document summarizing the environmental tests and analyses of each spacecraft at both the assembly and system level. It compiles a source of all relevant information such as waivers and Problem/Failure Reports (PFRs) into a single report for easy reference of how well the spacecraft met the requirements of the project.

/ Antarctica has been set aside by the international community for protection as a natural reserve and a place for scientific research. Through the Antarctic Treaty of 1961, the signing nations agreed to cooperate in protecting the antarctic environment, in conducting scientific studies, and in abstaining from the exercise of territorial claims. The 1991 signing of the Protocol on Environmental Protection to the Antarctic Treaty (Protocol) by representatives of the 26 nations comprising the Antarctic Treaty Consultative Parties (Parties) significantly strengthened environmental protection measures for the continent. The Protocol required ratification by each of the governments individually prior to official implementation. The US government ratified the Protocol by passage of the Antarctic Science, Tourism, and Conservation Act of 1997. Japan completed the process by ratifying the Protocol on December 15, 1997. US government actions undertaken in Antarctica are subject to the requirements of both the Protocol and the US National Environmental Policy Act (NEPA). There are differences in the scope and intent of the Protocol and NEPA; however, both require environmental impact assessment (EIA) as part of the planning process for proposed actions that have the potential for environmental impacts. In this paper we describe the two instruments and highlight key similarities and differences with particular attention to EIA. Through this comparison of the EIA requirements of NEPA and the Protocol, we show how the requirements of each can be used in concert to provide enhanced environmental protection for the antarctic environment. NEPA applies only to actions of the US government; therefore, because NEPA includes certain desirable attributes that have been refined and clarified through numerous court cases, and because the Protocol is just entering implementation internationally, some recommendations are made for strengthening the procedural requirements of the Protocol

This programmatic environmental impact statement (PElS) was prepared for the Uranium Mill Tailings Remedial Action (UMTRA) Ground Water Project to comply with the National Environmental Policy Act (NEPA). This PElS provides an analysis of the potential impacts of the alternatives and ground water compliance strategies as well as potential cumulative impacts. On November 8, 1978, Congress enacted the Uranium Mill Tailings Radiation Control Act (UMTRCA) of 1978, Public Law, codified at 42 USC §7901 et seq. Congress found that uranium mill tailings " ... may pose a potential and significant radiation health hazard to the public, and that every reasonablemore » effort should be made to provide for stabilization, disposal, and control in a safe, and environmentally sound manner of such tailings in order to prevent or minimize other environmental hazards from such tailings." Congress authorized the Secretary of Energy to designate inactive uranium processing sites for remedial action by the U.S. Department of Energy (DOE). Congress also directed the U.S. Environmental Protection Agency (EPA) to set the standards to be followed by the DOE for this process of stabilization, disposal, and control. On January 5, 1983, EPA published standards (40 CFR Part 192) for the disposal and cleanup of residual radioactive materials. On September 3, 1985, the U.S. Court of Appeals for the Tenth Circuit set aside and remanded to EPA the ground water provisions of the standards. The EPA proposed new standards to replace remanded sections and changed other sections of 40 CFR Part 192. These proposed standards were published in the Federal Register on September 24, 1987 (52 FR 36000). Section 108 of the UMTRCA requires that DOE comply with EPA's proposed standards in the absence of final standards. The Ground Water Project was planned under the proposed standards. Environmental site assessment criteria were originally developed by organizations that focused, almost exclusively, on surface, subsurface, and pollution source contamination. Many of the hazards associated with indoor environments and building structures were traditionally not considered when evaluating sources and entities of environmental pollution. Since a large number of building materials are potentially hazardous, careful evaluation is necessary. Until recently, little information on building inspection requirements of environmental problems has been published. Traditionally, asbestos has been the main component of concern. The ever-changing environmental standards have dramatically expanded the scope of building surveys. Indoor environmental concerns, for example, currently include formaldehyde, lead-based paint, polychlorinated biphenyls, radon, and indoor air pollution. Environmental regulations are being expanded and developed that specifically include building structures. These regulatory standards are being triggered by an increased awareness of health effects from indoor exposure, fires, spills, and other accidents that have resulted in injury, death, and financial loss. This article discusses various aspects of assessments for building structures.

Health impacts on neighborhood residents from transportation systems can be an environmental justice issue. To assess the effects of transportation planning decisions, including the construction of an intraurban freeway, on residents of the Excelsior neighborhood in southeast San Francisco, PODER (People Organizing to Demand Environmental and Economic Rights), a local grassroots environmental justice organization; the San Francisco Department of Public Health; and the University of California, Berkeley, collaborated on participatory research. We used our findings regarding traffic-related exposures and health hazards in the area to facilitate community education and action to address transportation-related health burdens on neighborhood residents. This document describes the environmental monitoring program at the Colonie Interim Storage Site (CISS) and surrounding area, implementation of the program, and monitoring results for 1991. Environmental monitoring at CISS began in 1984 when Congress added the site to the US Department of Energy`s Formerly Utilized Sites Remedial Action Program. CISS property and surrounding areas were radioactively contaminated by operations conducted by National Lead Industries, which manufactured various components from uranium and thorium from 1958 to 1984. The environmental monitoring program at CISS includes sampling networks for external gamma radiation exposure and for radium-226, thorium-232, and total uranium concentrations inmore » surface water, sediment, and groundwater. Additionally, several nonradiological parameters are measured in groundwater. In 1992 the program will also include sampling networks for radioactive and chemical contaminants in stormwater to meet permit application requirements under the Clean Water Act. Monitoring results are compared with applicable Environmental Protection Agency (EPA) standards, DOE derived concentration guides (DCGs), dose limits, and other requirements in DOE.orders. Environmental standards are established to protect public health and the environment. Results of environmental monitoring during 1991 indicate that average concentrations of radioactive contaminants of concern were well below applicable standards and DCGS. Concentrations of some chemical contaminants in groundwater were above-the New York State Department of Environmental Conservation (Class GA) and EPA guidelines for drinking water. The potential annual radiation exposure (excluding background) calculated for a hypothetical maximally exposed individual is 0.23 mrem (milliroentgen equivalent man), which is less than an individual would receive while traveling in an airplane at 12,000 meters (39,000 feet) for one hour.« less

In the light of climate uncertainty and growing concern for the natural environment, an increasingly important aspect of global business is the environmental behaviour of firms. In this paper we consider the factors that influence firms' environmental actions (EAs). Our study of Argentinean firms concentrates on measures of environmental spillovers, informal and formal networks and absorptive capacity by testing four related hypotheses. We find that foreign-owned firms, large firms and those with a greater capacity to assimilate new environmental technologies are more likely to adopt EAs. We also show that formal and informal networks aid the adoption of EAs in the presence of traditional firm-level spillovers. Finally, we show that foreign-owned firms have different motives to domestic firms for undertaking EAs. Copyright © 2014 Elsevier Ltd. All rights reserved.

In an effort to remediate and reuse abandoned or contaminated industrial properties, the Ohio State legislature passed a law in 1994 that created the Ohio Voluntary Action Program (VAP). VAP consists of a series of incentives for property owners and prospective buyers to accelerate cleanup and reuse of abandoned sites or brownfields. This paper examines the essence of this unconventional approach to socio-economic development and environmental restoration. The weaknesses of the program are discussed, and recommendations are made to make the program more workable, more realistic, and conducive to environmental protection and public health.

Determining robot actions for tasks requiring sensor interaction

The performance of non-trivial tasks by a mobile robot has been a long term objective of robotic research. One of the major stumbling blocks to this goal is the conversion of the high-level planning goals and commands into the actuator and sensor processing controls. In order for a mobile robot to accomplish a non-trivial task, the task must be described in terms of primitive actions of the robot's actuators. Most non-trivial tasks require the robot to interact with its environment; thus necessitating coordination of sensor processing and actuator control to accomplish the task. The main contention is that the transformation from the high level description of the task to the primitive actions should be performed primarily at execution time, when knowledge about the environment can be obtained through sensors. It is proposed to produce the detailed plan of primitive actions by using a collection of low-level planning components that contain domain specific knowledge and knowledge about the available sensors, actuators, and sensor/actuator processing. This collection will perform signal and control processing as well as serve as a control interface between an actual mobile robot and a high-level planning system. Previous research has shown the usefulness of high-level planning systems to plan the coordination of activities such to achieve a goal, but none have been fully applied to actual mobile robots due to the complexity of interacting with sensors and actuators. This control interface is currently being implemented on a LABMATE mobile robot connected to a SUN workstation and will be developed such to enable the LABMATE to perform non-trivial, sensor-intensive tasks as specified by a planning system.

Environmental Asthma Reduction Potential Estimates for Selected Mitigation Actions in Finland Using a Life Table Approach

Aims: To quantify the reduction potential of asthma in Finland achievable by adjusting exposures to selected environmental factors. Methods: A life table model for the Finnish population for 1986–2040 was developed and Years Lived with Disability caused by asthma and attributable to the following selected exposures were estimated: tobacco smoke (smoking and second hand tobacco smoke), ambient fine particles, indoor dampness and mould, and pets. Results: At baseline (2011) about 25% of the total asthma burden was attributable to the selected exposures. Banning tobacco was the most efficient mitigation action, leading to 6% reduction of the asthma burden. A 50% reduction in exposure to dampness and mould as well as a doubling in exposure to pets lead each to a 2% reduction. Ban of urban small scale wood combustion, chosen as a mitigation action to reduce exposure to fine particles, leads to a reduction of less than 1% of the total asthma burden. Combination of the most efficient mitigation actions reduces the total asthma burden by 10%. A more feasible combination of mitigation actions leads to 6% reduction of the asthma burden. Conclusions: The adjustment of environmental exposures can reduce the asthma burden in Finland by up to 10%. PMID:26067987

This paper discusses the transboundary movement of hazardous wastes (the "silent trade") into Lebanon in terms of environmental impacts and remedial actions. It highlights the projected impacts on potable-water quality, the exposure of the groundwater aquifer, and the status of quality control programs. The public responses to these problems are presented and characterized in terms of mistrust and rejection. The constraints developing countries face in handling environmental impacts and undertaking remedial actions are emphasized. The vision derived from the decade covered (1990-2000) emphasizes the need for international collaboration, through Basel Convention efforts, to control the transboundary movement of hazardous wastes and the disposal of such wastes. The need for "global harmonization" should be given serious consideration.

A large number of hazardous waste sites across the United States await treatment. Waste sites can be physically complex entities composed of multiple, possibly interacting contaminants distributed throughout one or more media. The sites may be active as well with contaminants escaping through one or more potential escape paths. Treatment of these sites requires a long and costly commitment involving the coordination of activities among several waste treatment professionals. In order to reduce the cost and time required for the specification of treatment at these waste sites. The Remedial Action Assessment System (RAAS) was proposed. RAAS is an automated informationmore » management system which utilizes a combination of expert reasoning and numerical models to produce the combinations of treatment technologies, known as treatment trains, which satisfy the treatment objectives of a particular site. The current socio-economic, environmental and public health challenges that countries are facing clearly need common-defined strategies to inform and support our transition to a sustainable economy. Here, the technology-critical elements (which includes Ga, Ge, In, Te, Nb, Ta, Tl, the Platinum Group Elements and most of the rare-earth elements) are of great relevance in the development of emerging key technologies-including renewable energy, energy efficiency, electronics or the aerospace industry. In this context, the increasing use of technology-critical elements (TCEs) and associated environmental impacts (from mining to end-of-life waste products) is not restricted to a national level but covers most likely a global scale. Accordingly, the European COST Action TD1407: Network on Technology-Critical Elements (NOTICE)-from environmental processes to human health threats, has an overall objective for creating a network of scientists and practitioners interested in TCEs, from the evaluation of their environmental processes to understanding potential human health threats, with the aim of defining the current state of knowledge and gaps, proposing priority research lines/activities and acting as a platform for new collaborations and joint research projects. This Site Environmental Report for Calendar Year 1993 describes the environmental monitoring programs at the Weldon Spring Site Remedial Action Project (WSSRAP). The objectives of these programs are to assess actual or potential exposure to contaminant effluents from the project area by providing public use scenarios and dose estimates, to demonstrate compliance with Federal and State permitted levels, and to summarize trends and/or changes in contaminant concentrations from environmental monitoring program. In 1993, the maximum committed dose to a hypothetical individual at the chemical plant site perimeter was 0.03 mrem (0.0003 mSv). The maximum committed dose to a hypothetical individualmore » at the boundary of the Weldon Spring Quarry was 1.9 mrem (0.019 mSv). These scenarios assume an individual walking along the perimeter of the site-once a day at the chemical plant/raffinate pits and twice a day at the quarry-250 days per year. This hypothetical individual also consumes fish, sediment, and water from lakes and other bodies of water in the area. The collective dose, based on an effected population of 112,000 was 0.12 person-rem (0.0012 person-Sv). This calculation is based on recreational use of the August A. Busch Memorial Conservation Area and the Missouri Department of Conservation recreational trail (the Katy Trail) near the quarry. These estimates are below the U.S. Department of Energy requirement of 100 mrem (I mSv) annual committed effective dose equivalent for all exposure pathways. Results from air monitoring for the National Emission Standards for Hazardous Air Pollutants (NESHAPs) program indicated that the estimated dose was 0.38 mrem, which is below the U.S. Environmental Protection Agency (EPA) standard of 10 mrem per year.« less

Oil shale development and its environmental considerations

The petroleum shortage recently experienced by many nations throughout the world has created an intense interest in obtaining new and supplemental energy sources. In the United States, this interest has been centered on oil shale. Any major action by the federal government having significant environmental effects requires compliance with the National Environmental Policy Act of 1969 (NEPA). Since most oil shale is found on federal lands, and since its development involves significant environmental impacts, leasing oil shale lands to private interests must be in compliance with NEPA. For oil shale, program planning began at approximately the same time that NEPA was signed into law. By structuring the program to permit a resource and technological inventory by industry and the federal agencies, the Department of the Interior was able simultaneously to conduct the environmental assessments required by the act. This required: 1. Clearly defined program objections; 2. An organization which could integrate public policy with diverse scientific disciplines and environmental concerns; and 3. Flexible decisionmaking to adjust to policy changes as well as to evolving interpretations on EPA as clarified by court decisions. This paper outlines the program, the organization structure that was created for this specific task, and the environmental concerns which were investigated. The success of the program has been demonstrated by meeting the requirements of NEPA, without court challenge, and by industry's acceptance of a leasing program that included the most stringent environmental protection provisions ever required. The need for energy development has spurred the acceptance of the program. However, by its awareness and willingness to meet the environmental challenges of the future, industry has shown a reasonable understanding of its commitments. Studies of environmental electromagnetic (EM) field interactions in tissues have contributed to a new understanding of both normal growth and the biology of cancer in cell growth. From cancer research comes a floodtide of new knowledge about the disruption of communication by cancer-promoting chemicals with an onset of unregulated growth. Bioelectromagnetic research reveals clear evidence of joint actions at cell membranes of chemical cancer promoters and environmental electromagnetic fields. The union of these two disciplines has resulted in the first major new approach to tumor formation in 75 years, directing attention to dysfunctions in inward and outward streams of signals at cell membranes, rather than to damage DNA in cell nuclei, and to synergic actions of chemical pollutants and environmental electromagnetic fields. We are witnesses and, in great measure, participants in one of the great revolutions in the history of biology. In little more than a century, we have moved from organs, to tissues, to cells, and finally to the molecules that are the elegant fabric of living tissues. Today, we stand at a new frontier. It may be more difficult to comprehend, but it is far more significant; for it is at the atomic level, rather than the molecular, that physical, rather than chemical, processes appear to shape the flow of signals that are at the essence of living matter. Traditional citizen science projects have been based on the scientific communities need to gather vast quantities of high quality data, neglecting to ask what the project participants get in return. How can participants be seen more as collaborative partners in citizen science projects? Online communities for citizen science are expanding rapidly, giving participants the opportunity to take part in a wide range of activities, from monitoring invasive species to identifying far-off galaxies. These communities can bring together the virtual and physical worlds in new ways that are egalitarian, collaborative, applied, localized and globalized to solve real environmental problems. There are a small number of citizen science projects that leverage the affordances of an online community to connect, engage, and empower participants to make local change happen. This multiple case study applies a conceptual framework rooted in sociocultural learning theory, Non-Hierarchical Online Learning Communities (NHOLCs), to three online citizen communities that have successfully fostered online collaboration and on-the-ground environmental actions. The purpose of the study is to identify the range and variation of the online and programmatic functions available in each project. The findings lead to recommendations for designing these innovative communities, specifically the technological and programmatic components of online citizen science communities that support environmental actions in our backyards.

This document assesses and compares the environmental impacts of various alternatives for remedial action at the Ambrosia Lake uranium mill tailings site located near Ambrosia Lake, New Mexico. The designated site covers 196 acres and contains 111 acres of tailings and some of the original mill structures. The Uranium Mill Tailings Radiation Control Act (UMTRCA), Public Law 95-604, authorizes the US Department of Energy to clean up the site to reduce the potential health impacts associated with the residual radioactive materials remaining at the site and at associated properties off the site. The US Environmental Protection Agency promulgated standards formore » th remedial action (40 CFR Part 192). Remedial action must be performed in accordance with these standards and with the concurrence of the Nuclear Regulatory Commission. The proposed action is to stabilize the tailings at their present location by consolidating the tailings and associated contaminated materials into a recontoured pile. A radon barrier would be constructed over the pile and various erosion protection measures would be taken to assure the long-term stability of the pile. Another alternative which would involve moving the tailings to a new location is also assessed in this document. This alternative would generally involve greater short-term impacts and costs but would result in stabilization of the tailings at an undeveloped location. The current state of the art of (Quantitative) Structure-Activity Relationships ((Q)SARs) to predict environmental toxicity is assessed along with recommendations to develop these models further. The acute toxicity of compounds acting by the non-polar narcotic mechanism of action can be well predicted, however other approaches, including read-across, may be required for compounds acting by specific mechanisms of action. The chronic toxicity of compounds to environmental species is more difficult to predict from (Q)SARs, with robust data sets and more mechanistic information required. In addition, the toxicity of mixtures is little addressed by (Q)SAR approaches. Developments in environmental toxicology including Adverse Outcome Pathways (AOPs) and omics responses should be utilised to develop better, more mechanistically relevant, (Q)SAR models.

Healthcare professionals' perspectives on environmental sustainability.

Human health is dependent upon environmental sustainability. Many have argued that environmental sustainability advocacy and environmentally responsible healthcare practice are imperative healthcare actions. What are the key obstacles to healthcare professionals supporting environmental sustainability? How may these obstacles be overcome? Data-driven thematic qualitative analysis of semi-structured interviews identified common and pertinent themes, and differences between specific healthcare disciplines. A total of 64 healthcare professionals and academics from all states and territories of Australia, and multiple healthcare disciplines were recruited. Institutional ethics approval was obtained for data collection. Participants gave informed consent. All data were de-identified to protect participant anonymity. Qualitative analysis indicated that Australian healthcare professionals often take more action in their personal than professional lives to protect the environment, particularly those with strong professional identities. The healthcare sector's focus on economic rationalism was a substantial barrier to environmentally responsible behaviour. Professionals also feared conflict and professional ostracism, and often did not feel qualified to take action. This led to healthcare professionals making inconsistent moral judgements, and feeling silenced and powerless. Constraints on non-clinical employees within and beyond the sector exacerbated these difficulties. The findings are consistent with the literature reporting that organisational constraints, and strong social identification, can inhibit actions that align with personal values. This disparity can cause moral distress and residue, leading to feelings of powerlessness, resulting in less ethical behaviour. The data highlight a disparity between personal and professional actions to address environmental sustainability. Given the constraints Australian healthcare professionals encounter, they are unlikely to

Background Executive Order (EO) 13045, Protection of Children From Environmental Health Risks and Safety Risks, directs each federal agency to ensure that its policies, programs, activities, and standards address disproportionate environmental health and safety risks to children. Objectives We reviewed regulatory actions published by U.S. Environmental Protection Agency (EPA) in the Federal Register from April 1998 through December 2006 to evaluate applicability of EO 13045 to U.S. EPA actions and consideration of children’s health issues in U.S. EPA rulemakings. Discussion Although virtually all actions discussed EO 13045, fewer than two regulations per year, on average, were subject to the EO requirement to evaluate children’s environmental health risks. Nonetheless, U.S. EPA considered children’s environmental health in all actions addressing health or safety risks that may disproportionately affect children. Conclusion The EO does not apply to a broad enough set of regulatory actions to ensure protection of children’s health and safety risks, largely because of the small number of rules that are economically significant. However, given the large number of regulations that consider children’s health issues despite not being subject to the EO, other statutory requirements and agency policies reach a larger set of regulations to ensure protection of children’s environmental health. This Corrective Action Decision Document/Closure Report (CADD/CR) has been prepared for Corrective Action Unit (CAU) 252: Area 25 Engine Test Stand-1 Decontamination Pad, in accordance with the Federal Facility Agreement and Consent Order (FFACO). Located at the Nevada Test Site in Nevada, CAU 252 consists of only one Corrective Action Site (25-07-04, Decontamination Pad). This CADD/CR identifies and rationalizes the U.S. Department of Energy, Nevada Operations Office's (DOE/NV's) recommendation that no corrective action is deemed necessary at CAU 252. The Corrective Action Decision Document and Closure Report have been combined into one report because the potential contaminants of concern weremore » either not detected during the corrective action investigation or were only present at naturally occurring concentrations. Based on the field results, neither corrective action or a corrective action plan is required at this site. Managing and Integrating Open Environmental Data - Technological Requirements and Challenges

Understanding environment conditions and trends requires information. This information is usually generated from sensor observations. Today, several infrastructures (e.g., GEOSS, EarthScope, NEON, NETLAKE, OOI, TERENO, WASCAL, and PEER-EurAqua) have been deployed to promote full and open exchange of environmental data. Standards for interfaces as well as data models/formats (OGC, CUAHSI, INSPIRE, SEE Grid, ISO) and open source tools have been developed to support seamless data exchange between various domains and organizations. In spite of this growing interest, it remains a challenge to manage and integrate open environmental data on the fly due to the distributed and heterogeneous nature of the data. Intuitive tools and standardized interfaces are vital to hide the technical complexity of underlying data management infrastructures. Meaningful descriptions of raw sensor data are necessary to achieve interoperability among different sources. As raw sensor data sets usually goes through several layers of summarization and aggregation, metadata and quality measures associated with these should be captured. Further processing of sensor data sets requires that they should be made compatible with existing environmental models. We need data policies and management plans on how to handle and publish open sensor data coming from different institutions. Clearly, a better management and usability of open environmental data is crucial, not only to gather large amounts of data, but also to cater various aspects such as data integration, privacy and trust, uncertainty, quality control, visualization, and data management policies. The proposed talk presents several key findings in terms of requirements, ongoing developments and technical challenges concerning these aspects from our recent work. This includes two workshops on open observation data and supporting tools, as well as the long-term environmental monitoring initiatives such as TERENO and TERENO-MED. Workshops Details

This environmental assessment was prepared to assess potential environmental impacts associated with the proposed action to widen and operate unused Trench 36 in the 218-E-12B Low-Level Burial Ground for disposal of low-level waste. As a student intern with the United States Environmental Protection Agency (EPA) Headquarters, the author was trained in the National Response Plan (NRP) and assisted in the editing of the new (unpublished) EPA Protective Action Guides (PAGs) [1] which has been revised in light of the perceived post 9/11 potential for 'Dirty Bomb' and 'Improvised Nuclear Device' attacks on civilian areas. Technical aspects and the public policy aspects of developing the new guides are discussed. Early Phase initial responses discussed include: Notification of state and/or local authorities, immediate evacuation/sheltering prior to release information or measurements, monitoring of releases and exposuremore » rate measurements, estimation of dose consequences, implementation of protective actions in other areas. This document assesses and compares the environmental impacts of various alternatives for remedial action at the Gunnison uranium of mill tailings site located 0.5 miles south of Gunnison, Colorado. The site covers 56 acres and contains 35 acres of tailings, 2 of the original mill buildings and a water tower. The Uranium Mill Tailings Radiation Control of Act of 1978 (UMTRCA), Public Law 95-604, authorizes the US Department of Energy to clean up the site to reduce the potential health impacts associated with the residual radioactive materials remaining at the site and at associated (vicinity) properties off the site. Themore » US Environmental Protection Agency promulgated standards for the remedial actions (40 CFR 192). Remedial actions must be performed in accordance with these standards and with the occurrence of the Nuclear Regulatory Commission. Four alternatives have been addressed in this document. The first alternative is to consolidate the tailings and associated contaminated soils into a recontoured pile on the southern portion of the existing site. A radon barrier of silty clay would be constructed over the pile and various erosion control measures would be taken to assure the long-term integrity of the pile. Two other alternatives which involve moving the tailings to new locations are assessed in this document. These alternatives generally involve greater short-term impacts and are more costly but would result in the tailings being stabilized in a location farther from the city of Gunnison. Corrective action investigation (CAI) activities were performed from July 27, 2009, through May 12, 2010, as set forth in the CAU 562 Corrective Action Investigation Plan. The purpose of the CAI was to fulfill the following data needs as defined during the data quality objective (DQO) process: • Determine whether COCs are present. • If COCs are present, determine their nature and extent. • Provide sufficient information and data to complete appropriate corrective actions. A data quality assessment (DQA) performed on the CAU 562 data demonstrated the quality and acceptability of the data for use in fulfilling the DQO data needs. Analytes detected during the CAI were evaluated against appropriate final action levels (FALs) to identify the COCs for each CAS.
