The objective of this paper is to explicate on the study of modern administrative building in Malaysia which portrays regional design approach that conforms to the local context and climate by reviewing two case studies; Perdana Putra (1999) and former Prime Minister's Office (1967). This paper is significant because the country's stature and political statement was symbolized by administrative building as a national icon. In other words, it is also viewed as a cultural object that is closely tied to a particular social context and nation historical moment. Administrative building, therefore, may exhibit various meanings. This paper uses structuralism paradigm and semiotic principles as a methodological approach. This paper is of importance for practicing architects and society in the future as it offers new knowledge and understanding in identifying the suitable climatic consideration that may reflect regionalist design approach in modern administrative building. These elements then may be adopted in designing public buildings in the future with regional values that are important for expressing national culture to symbolize the identity of place and society as well as responsive to climate change.

At the 2012 General Assembly of the International Astronomical Union (IAU), the Office of Astronomy for Development announced a number of exciting new partnerships to assist with the IAU's decadal strategic plan (2010-2020). These landmark decisions included establishing a new coordinating centre that aims at using astronomy as a tool for development in East Asia. The agreement covers two important functions. One is known as a Regional Node, which entails the coordination of astronomy-for-development activities in countries within the general geographical region of East Asia. The other is known as a Language Expertise Centre which deals with all aspects relating to (mainly) the Chinese language and culture. The impact of the latter may obviously spread well beyond the geographical region to other parts of the world. Here we provide an update of the achievements and aims of the East Asian Office of Astronomy for Development.

Thanks to the rapid developments in science and technology in recent decades, especially in the past two decades, forensic sciences have been making invaluable contributions to criminal justice systems. With scientific evaluation of physical evidence, policing has become more effective in fighting crime and criminals. On the other hand, law enforcement personnel have made mistakes during the detection, protection, collection, and evaluation of physical evidence. Law enforcement personnel, especially patrol officers, have been criticized for ignoring or overlooking physical evidence at crime scenes. This study, conducted in a large American police department, was aimed to determine the perceptions of patrol officers, their supervisors and administrators, detectives, and crime scene technicians about the forensic science needs of patrol officers. The results showed no statistically significant difference among the perceptions of the said groups. More than half of the respondents perceived that 14 out of 16 areas of knowledge were important for patrol officers to have: crime scene documentation, evidence collection, interviewing techniques, firearm evidence, latent and fingerprint evidence, blood evidence, death investigation information, DNA evidence, document evidence, electronically recorded evidence, trace evidence, biological fluid evidence, arson and explosive evidence, and impression evidence. Less than half of the respondents perceived forensic entomology and plant evidence as important for patrol officers.

To determine the optimal timing of vaginal misoprostol administration in nulliparous women undergoing office hysteroscopy. Randomized double-blind placebo-controlled study. University teaching hospital. One hundred twenty nulliparous patients were randomly allocated in a 1:1 ratio to the long-interval misoprostol group or the short-interval misoprostol group. In the long-interval misoprostol group, two misoprostol tablets (400 μg) and two placebo tablets were administered vaginally at 12 and 3 hours, respectively, before office hysteroscopy. In the short-interval misoprostol group, two placebo tablets and two misoprostol tablets (400 μg) were administered vaginally 12 and 3 hours, respectively, before office hysteroscopy. The severity of pain was assessed by the patients with the use of a 100-mm visual analog scale (VAS). The operators assessed the ease of the passage of the hysteroscope through the cervical canal with the use of a 100-mm VAS as well. Pain scores during the procedure were significantly lower in the long-interval misoprostol group (37.98 ± 13.13 vs. 51.98 ± 20.68). In contrast, the pain scores 30 minutes after the procedure were similar between the two groups (11.92 ± 7.22 vs. 13.3 ± 6.73). Moreover, the passage of the hysteroscope through the cervical canal was easier in the long-interval misoprostol group (48.9 ± 17.79 vs. 58.28 ± 21.85). Vaginal misoprostol administration 12 hours before office hysteroscopy was more effective than vaginal misoprostol administration 3 hours before office hysteroscopy in relieving pain experienced by nulliparous patients undergoing office hysteroscopy. In recent years, since the establishment of SEA-ROAD in 2012, the office has seen an exponential progress as it has proved to be one of the prominent regional hubs for IAU-OAD. Recent activities over the past years ranging from Winter and Summer Schools Trainings to Astronomy Technology Transfer Camp for high school students to Internship at NARIT are some examples of what promises to be a good sign of progressive leap in astronomy for the entire region. Health care executives are confronted by a working environment that is increasingly difficult to manage. Skyrocketing health care costs, with shrinking reimbursement, threaten the existence of hospitals. A successful hospital chief executive officer (CEO) is one who can effectively manage his/her hospital in spite of industry challenges and problems. Graduate programs in health services administration must be designed to meet the needs of future health care executives. Many times, educators are criticized for not addressing "real world" issues within the curricular structure. The present study was conducted to gather information from executives who are the experts on what to expect in the health care industry regarding the appropriateness of curricular topics. Results indicate that practicing CEOs believe those curricular areas which focus on financial planning, budgeting, medical-legal issues, and strategic planning are more important than those that deal with international health care, epidemiology, or research methods. The information gathered in this study may be useful as a guide for educators, to evaluate and revise existing graduate programs in health care administration. Data presented here may also be used to assist in long-range planning for new health administration programs.

The International Astronomical Union (IAU) announced its Strategic Plan on Astronomy for Development in 2009, during the International Year of Astronomy (IYA). One of its main components was the creation of the Office of Astronomy for Development (OAD) and corresponding Regional Offices (ROADs) for implementation and coordination of its aims. The OAD was created in Cape Town, South Africa and later on ROADs were created in 8 regions. Since 2015, Armenia hosts one of them, IAU South West Asian (SWA), later renamed to South West and Central Asian (SWCA) ROAD. At present, already 6 countries have officially joined (Armenia, Georgia, Iran, Kazakhstan, Tajikistan, and Turkey), but the Office serves for a rather broad region, from Eastern Europe to Central Asia. Armenia's geographical location and its historical role in astronomy (both for well-known archaeoastronomical heritage and the presence of the famous Byurakan Astrophysical Observatory (BAO) founded by Viktor Ambartsumian in 1946) serve as a link between Europe and Eastern Partnership countries, Middle East and Asia in general. We run activities in 3 directions, Task Forces (TF): TF1 Universities and Research, TF2 Children and Schools and TF3 Public Outreach. We present our projects and all other accomplishments and discuss the role of our ROAD in maintaining contacts and development of astronomy in the region, as well as contacts between Europe and the Eastern Partnership countries. The North German Climate Office was established in 2006 at the Institute for Coastal Research at the Helmholtz-Zentrum Geesthacht, Germany as consequence of an increased public information need regarding coastal climate change and its impacts in Northern Germany. The service is characterized by an intensive dialogue between regional climate research and stakeholders in Northern Germany. About once a week scientists of the North German climate office are invited to contribute to public dialogue events. Also numerous direct inquiries are answered and expert interviews are conducted. From this dialogue process specific stakeholder information needs are localized and analysed to develop tailored information products. To provide easy and user specific access to research results interactive web tools are developed. One example is the North German climate atlas, an interactive web tool on possible future climate change in Northern Germany. Another interactive web tool is informing on present and future coastal protection needs in Northern Germany. Another aim of our information products is to assess and summarize the existing scientific knowledge on climate, climate change and impacts in Northern Germany. A mini IPCC-like regional assessment report has been published in 2010, which is summarizing, discussing and assessing the scientific knowledge on regional climate, climate change and impacts as well as possible adaptation strategies in the metropolitan region of Hamburg.

At the 2012 General Assembly of the International Astronomical Union (IAU), the Office of Astronomy for Development (OAD) programme announced a number of exciting new partnerships to assist with the IAU's decadal strategic plan (2010-2020). These landmark decisions included establishing a new coordinating centre that aims at using astronomy as a tool for development in East Asia. The agreement covers two important functions. One is known as a Regional Node, which entails the coordination of astronomy-for-development activities in countries within the general geographical region of East Asia (in first instance China, Mongolia and the DPRK, but without placing firm geographical limits on the region). The other is known as a Language Expertise Centre which will deal with all aspects relating to (mainly) the Chinese language and culture. The impact of the latter may obviously spread well beyond the geographical region to other parts of the world.

NASA has continually had problems with cost, schedule, performance, reliability, quality, and safety aspects in programs. Past solutions have not provided the answers needed, and a major change is needed in the way of doing business. A new approach is presented for consideration. These problems are all engineering matters, and therefore, require engineering solutions. Proper engineering tools are needed to fix engineering problems. Headquarters is responsible for providing the management structure to support programs with appropriate engineering tools. A guide to define those tools and an approach for putting them into place is provided. Recommendations include establishing a new Engineering and Technology Advancement Office, requesting a review of this proposal by the Administrator since this subject requires a top level decision. There has been a wide peer review conducted by technical staff at Headquarters, the Field Installations, and others in industry as discussed.

...The Department of Labor proposes to revise and reorganize the Rules of Practice and Procedure for Administrative Hearings Before the Office of Administrative Law Judges, from our regulations, which provide procedural guidance to administrative law judges, claimants, employers, and Department of Labor representatives seeking to resolve disputes under a variety of employment and labor laws. The Office of Administrative Law Judges promulgated these regulations in 1983. The regulations were modeled on the Federal Rules of Civil Procedure (FRCP) and have proved extraordinarily helpful in providing litigants with familiar rules governing hearing procedure. Since 1983, the FRCP have been amended many times. Moreover, in 2007 the FRCP were given a complete revision to improve style and clarity. The nature of litigation has also changed in the past 28 years, particularly in the areas of discovery and electronic records. Thus, OALJ has revised its regulations to make the rules more accessible and useful to parties, and to harmonize administrative hearing procedures with the current FRCP. The goal in amending the regulations is to provide clarity through the use of consistent terminology, structure and formatting so that parties have clear direction when pursuing or defending against a claim. In addition to revising the regulations to conform to modern legal procedure, the rules need to be modified to reflect the types of claims now heard by OALJ. When the rules were promulgated in 1983, OALJ primarily adjudicated occupational disease and injury cases. Presently, and looking ahead to the future, OALJ is and will be increasingly tasked with hearing whistleblower and other workplace retaliation claims, in addition to the occupational disease and injury cases. These types of cases require more structured management and oversight by the presiding administrative law judge and more sophisticated motions and discovery procedures than the current regulations provide. Receptionist Mary Louise Gosney enjoys the new Administration Building at the NACA’s Aircraft Engine Research Laboratory. The Administration Building, which was located near the front entrance to the laboratory, opened in December 1942. The staff, which had spent the previous year working in temporary offices inside the hangar, quickly occupied the new building. Lab director Raymond Sharp, the upper management team, and administrative staff had offices in the Administration Building. The structure also contained the lab’s library and auditorium. Gosney was a Chicago native who started at the lab in November 1941. Gosney’s services included welcoming visitors, arranging tours, and arranging interviews with staff members. Gosney’s “Lobby Lines” column in the lab’s newsletter Wing Tips noted the coming and goings of notable visitors and staff members. In addition to her role as receptionist, Gosney also served as the clearance officer. She would later head the entire Administrative Services Division.

The application of telecommunications and telecomputing was investigated as a means of reducing NASA's consumption of natural resources and the proliferation of paper copies of correspondence. The feasibility, operational advantages, and limitations of decentralized (remote) neighborhood offices (NOC) linked through an electronic network are demonstrated. These offices are joined to a management information system for correspondence tracking, and to an administrative office center service based on the use of magnetic medium word processing typewriters which handle the daily typing load. In connection with an augmented teleconference network, a uniform means is provided for creating, storing, and retrieving administrative documents, records, and data, while simultaneously permitting users of the system to track their status. Information will be transferred without using paper - merely through digital electronic communication and display, as a step toward the establishment of an agency-wide electronic mail system.

Police officers are exposed to occupational hazards which may put them at increased risk of cancer We examined the incidence of cancer in a cohort of 2234 white-male police officers in Buffalo, New York. The study population was followed for 31 years (1976-2006). The incidence of cancer, ascertained using a population-based tumor registry, was compared with 9 US regions using the Surveillance Epidemiology and End Results (SEER) program data. Four hundred and six officers (18.2%) developed cancer between 1976 and 2006. The risk of overall cancer among police officers was found to be similar to the general white-male population (standardized incidence ratio [SIR] = 0.94, 95%, confidence interval [CI] = 0.85-1.03). An elevated risk of Hodgkin's lymphoma was observed relative to the general population (SIR = 3.34, 95%, CI = 1.22-7.26). The risk of brain cancer, although only slightly elevated relative to the general population (SIR = 1.61, 95%, CI = 0.73-3.05), was significantly increased with 30 years or more of service (SIR = 2.92, 95%, CI = 1.07-6.36). Incidence ratios were significantly lower than expected for skin and bladder cancer Police officers were at increased risk of Hodgkin's lymphoma overall and of brain cancer after 30 years of service.

Office automation: The administrative window into the integrated DBMS

In parallel to the evolution of Management Information Systems from simple data files to complex data bases, the stand-alone computer systems have been migrating toward fully integrated systems serving the work force. The next major productivity gain may very well be to make these highly sophisticated working level Data Base Management Systems (DMBS) serve all levels of management with reports of varying levels of detail. Most attempts by the DBMS development organization to provide useful information to management seem to bog down in the quagmire of competing working level requirements. Most large DBMS development organizations possess three to five year backlogs. Perhaps Office Automation is the vehicle that brings to pass the Management Information System that really serves management. A good office automation system manned by a team of facilitators seeking opportunities to serve end-users could go a long way toward defining a DBMS that serves management. This paper will briefly discuss the problems of the DBMS organization, alternative approaches to solving some of the major problems, a debate about problems that may have no solution, and finally how office automation fits into the development of the Manager's Management Information System.

This dataset contains Decisions and Orders originating from EPAs Office of Administrative Law Judges (OALJ), which is an independent office in the Office of the Administrator of the EPA. The Administrative Law Judges conduct hearings and render decisions in proceedings between the EPA and persons, businesses, government entities, and other organizations which are or are alleged to be regulated under environmental laws. Administrative Law Judges preside in enforcement and permit proceedings in accordance with the Administrative Procedure Act. Most enforcement actions initiated by the EPA are for the assessment of civil penalties. The Decisions and Orders are organized into three categories: (1) alphabetical listing by the respondent involved, (2) reverse chronological listing by date, and (3) Decisions and Orders under FIFRA Section 6. This dataset includes Decisions and Orders dating back to 1989 in the Reverse Chronological list, Decisions and Orders dating back to 1997 in the Alphabetical list, and a few Decisions and Orders dating back to 1974 under FIFRA Section 6.

Work Register Booklet was created in Brazil in 1932. Soon, Regional Labor Inspectorates emerged - after renamed as Regional Office of Labor. In Rio Grande do Sul, this office was settled in 1933 in Porto Alegre. Procedures for making this booklet consisted of filling a professional qualification form with workers' personal and professional information. One of the fields consisted of requester's distinguishing signs, like visible marks and lack of limbs. The purpose of this article is to analyse the presence of one of these distinguishing signs. We use 3x4cm photos of workers who presented smallpox signs, as well as other information written in the fields of their forms.

tPA Prescription and Administration Errors within a Regional Stroke System

Background IV tPA utilization in acute ischemic stroke (AIS) requires weight-based dosing and a standardized infusion rate. In our regional network, we have tried to minimize tPA dosing errors. We describe the frequency and types of tPA administration errors made in our comprehensive stroke center (CSC) and at community hospitals (CHs) prior to transfer. Methods Using our stroke quality database, we extracted clinical and pharmacy information on all patients who received IV tPA from 2010–11 at the CSC or CH prior to transfer. All records were analyzed for the presence of inclusion/exclusion criteria deviations or tPA errors in prescription, reconstitution, dispensing, or administration, and analyzed for association with outcomes. Results We identified 131 AIS cases treated with IV tPA: 51% female; mean age 68; 32% treated at CSC, 68% at CH (including 26% by telestroke) from 22 CHs. tPA prescription and administration errors were present in 64% of all patients (41% CSC, 75% CH, p<0.001), the most common being incorrect dosage for body weight (19% CSC, 55% CH, p<0.001). Of the 27 overdoses, there were 3 deaths due to systemic hemorrhage or ICH. Nonetheless, outcomes (parenchymal hematoma, mortality, mRS) did not differ between CSC and CH patients nor between those with and without errors. Conclusion Despite focus on minimization of tPA administration errors in AIS patients, such errors were very common in our regional stroke system. Although an association between tPA errors and stroke outcomes was not demonstrated, quality assurance mechanisms are still necessary to reduce potentially dangerous, avoidable errors. PMID:26698642

The prevalence of typhoid fever in developing countries such as the Philippines calls for a need for accurate forecasting of the disease. This will be of great assistance in strategic disease prevention. This paper presents a development of useful models that predict the behavior of typhoid fever incidence based on the monthly incidence in the provinces of the Cordillera Administrative Region from 2010 to 2015 using univariate time series analysis. The data used was obtained from the Cordillera Office of the Department of Health (DOH-CAR). Seasonal autoregressive moving average (SARIMA) models were used to incorporate the seasonality of the data. A comparison of the results of the obtained models revealed that the SARIMA (1,1,7)(0,0,1)12 with a fixed coefficient at the seventh lag produces the smallest root mean square error (RMSE), mean absolute error (MAE), Akaike Information Criterion (AIC), and Bayesian Information Criterion (BIC). The model suggested that for the year 2016, the number of cases would increase from the months of July to September and have a drop in December. This was then validated using the data collected from January 2016 to December 2016.

It has been recognized both by the scientific community and within the framework of social policies in Europe that the physical and psychosocial working environments pose potential risks for workers and organizational wellbeing. In particular psychosocial risks concern aspects of the design and management of work and its social and organizational contexts which have the potential for causing psychological or physical problems. This article examines the psychosocial risk factors of several types of Italian Public Administration offices (municipal, provincial, regional, central government, university, police headquarters, chamber of commerce, etc.) with the aim of obtaining a picture of the most problematic risk factors for each type. The participants of this survey consisted of about 23,500 employees of different types of Public Administration offices. The Multidimensional Organizational Health Questionnaire (MOHQ, 3) was used to collect the data. Results from ANOVA indicated that perceptions of fairness and job demands were the most problematic risk factors. Perception of safety at work was another problematic risk factor in specific types of work. The results revealed a high perception of stress in all workers over the entire range of the public administration offices studied.
