At the 2012 General Assembly of the International Astronomical Union (IAU), the Office of Astronomy for Development announced a number of exciting new partnerships to assist with the IAU's decadal strategic plan (2010-2020). These landmark decisions included establishing a new coordinating centre that aims at using astronomy as a tool for development in East Asia. The agreement covers two important functions. One is known as a Regional Node, which entails the coordination of astronomy-for-development activities in countries within the general geographical region of East Asia. The other is known as a Language Expertise Centre which deals with all aspects relating to (mainly) the Chinese language and culture. The impact of the latter may obviously spread well beyond the geographical region to other parts of the world. Here we provide an update of the achievements and aims of the East Asian Office of Astronomy for Development.

In 1994 the Department of Energy (Department) obtained the services of Rocky Mountain BankCard System, through the use of a General Services Administration contract, as a means for the Department and its contractors to make small purchases. The use of credit cards was expected to simplify small purchase procedures and improve cash management. The Ohio Field Office (Field Office) uses the credit card system and oversees usage by its area offices. Contractors under the Field Office also use the credit card system to make small purchases. The Office of Inspector General (OIG) has issued one audit report concerning the usemore » of credit cards. In April 1996, the OIG issued Report WR-B-96-06, Audit of Bonneville Power Administration`s Management of Information Resources. The audit concluded that improvements could be made in implementing credit card and property procedures in Bonneville`s management of computer-related equipment. Specifically, many credit card purchases were made by employees whose authority to buy was not properly documented, and the purchasing files often lacked invoices that would show what was purchased. Additionally, some cardholders split purchases to avoid credit card limits. The objective of this audit was to determine whether the Field Office, Fernald and Miamisburg Environmental Management Projects, Fluor Daniel, and B and W were using credit cards for the appropriate purposes and within the limitations established by Federal and Departmental regulations.« less

To identify thefactors associated with investment in an office medicine project by French general practice (GP) residents. We conducted a national survey using a web-based self-administered questionnaire and analyzed the data collected by multiple logistic regressions. The dependent variable was "an office medicine project" The explanatory variables were both individual (socio-demographic and linked to training trajectories) and contextual (related to the available training programmes and the regional medical demography). The response rate was 48.5%. Out of the 1,695 residents of the study sample, 315 (18.6%) already had a project to setup an office practice during their third cycle ofmedical studies. The main factors associated with this project were (p < 0.05): to receive strong academic support, to live in a rural or semi-rural area, to work as a GP locum, to perform residency training in the same city as the medical training and to perform residency training in a region with a high percentage of GPs 55years and older. This study showed that a project to setup an office practice was influenced by both individual and contextualfactors. Special attention should be paid to the means and content of training to ensure better supportfor residents, which could make office general practice more attractive.

At the 2012 General Assembly of the International Astronomical Union (IAU), the Office of Astronomy for Development (OAD) programme announced a number of exciting new partnerships to assist with the IAU's decadal strategic plan (2010-2020). These landmark decisions included establishing a new coordinating centre that aims at using astronomy as a tool for development in East Asia. The agreement covers two important functions. One is known as a Regional Node, which entails the coordination of astronomy-for-development activities in countries within the general geographical region of East Asia (in first instance China, Mongolia and the DPRK, but without placing firm geographical limits on the region). The other is known as a Language Expertise Centre which will deal with all aspects relating to (mainly) the Chinese language and culture. The impact of the latter may obviously spread well beyond the geographical region to other parts of the world.

Police officers are exposed to occupational hazards which may put them at increased risk of cancer We examined the incidence of cancer in a cohort of 2234 white-male police officers in Buffalo, New York. The study population was followed for 31 years (1976-2006). The incidence of cancer, ascertained using a population-based tumor registry, was compared with 9 US regions using the Surveillance Epidemiology and End Results (SEER) program data. Four hundred and six officers (18.2%) developed cancer between 1976 and 2006. The risk of overall cancer among police officers was found to be similar to the general white-male population (standardized incidence ratio [SIR] = 0.94, 95%, confidence interval [CI] = 0.85-1.03). An elevated risk of Hodgkin's lymphoma was observed relative to the general population (SIR = 3.34, 95%, CI = 1.22-7.26). The risk of brain cancer, although only slightly elevated relative to the general population (SIR = 1.61, 95%, CI = 0.73-3.05), was significantly increased with 30 years or more of service (SIR = 2.92, 95%, CI = 1.07-6.36). Incidence ratios were significantly lower than expected for skin and bladder cancer Police officers were at increased risk of Hodgkin's lymphoma overall and of brain cancer after 30 years of service.

Regional Design Approach in Designing Climatic Responsive Administrative Building in the 21st Century

The objective of this paper is to explicate on the study of modern administrative building in Malaysia which portrays regional design approach that conforms to the local context and climate by reviewing two case studies; Perdana Putra (1999) and former Prime Minister's Office (1967). This paper is significant because the country's stature and political statement was symbolized by administrative building as a national icon. In other words, it is also viewed as a cultural object that is closely tied to a particular social context and nation historical moment. Administrative building, therefore, may exhibit various meanings. This paper uses structuralism paradigm and semiotic principles as a methodological approach. This paper is of importance for practicing architects and society in the future as it offers new knowledge and understanding in identifying the suitable climatic consideration that may reflect regionalist design approach in modern administrative building. These elements then may be adopted in designing public buildings in the future with regional values that are important for expressing national culture to symbolize the identity of place and society as well as responsive to climate change.

The International Astronomical Union (IAU) announced its Strategic Plan on Astronomy for Development in 2009, during the International Year of Astronomy (IYA). One of its main components was the creation of the Office of Astronomy for Development (OAD) and corresponding Regional Offices (ROADs) for implementation and coordination of its aims. The OAD was created in Cape Town, South Africa and later on ROADs were created in 8 regions. Since 2015, Armenia hosts one of them, IAU South West Asian (SWA), later renamed to South West and Central Asian (SWCA) ROAD. At present, already 6 countries have officially joined (Armenia, Georgia, Iran, Kazakhstan, Tajikistan, and Turkey), but the Office serves for a rather broad region, from Eastern Europe to Central Asia. Armenia's geographical location and its historical role in astronomy (both for well-known archaeoastronomical heritage and the presence of the famous Byurakan Astrophysical Observatory (BAO) founded by Viktor Ambartsumian in 1946) serve as a link between Europe and Eastern Partnership countries, Middle East and Asia in general. We run activities in 3 directions, Task Forces (TF): TF1 Universities and Research, TF2 Children and Schools and TF3 Public Outreach. We present our projects and all other accomplishments and discuss the role of our ROAD in maintaining contacts and development of astronomy in the region, as well as contacts between Europe and the Eastern Partnership countries. Life Expectancy in Police Officers: A Comparison with the U.S. General Population

Previous epidemiological research indicates that police officers have an elevated risk of death relative to the general population overall and for several specific causes. Despite the increased risk for mortality found in previous research, controversy still exists over the life expectancy of police officers. The goal of the present study was to compare life expectancy of male police officers from Buffalo New York with the U.S. general male population utilizing an abridged life table method. On average, the life expectancy of Buffalo police officers in our sample was significantly lower than the U.S. population (mean difference in life expectancy =21.9 years; 95% CI: 14.5-29.3; p<0.0001). Life expectancy of police officers was shorter and differences were more pronounced in younger age categories. Additionally, police officers had a significantly higher average probability of death than did males in the general population (mean difference= 0.40; 95% CI: 0.26,-0.54; p<0.0001). The years of potential life lost (YPLL) for police officers was 21 times larger than that of the general population (Buffalo male officers vs. U.S. males = 21.7, 95% CI: 5.8-37.7). Possible reasons for shorter life expectancy among police are discussed, including stress, shift work, obesity, and hazardous environmental work exposures. PMID:24707585

Guidelines recommend that blood pressure (BP) should be lowered in hypertensive patients to prevent cardiovascular accidents. Management of antihypertensive treatment by general practitioners is usually based on office measurements, which may not allow an assessment of BP control over 24 h, which requires ambulatory BP monitoring (ABPM) to be implemented. This is rarely done in general practice, and limited information is available on the consistency between the evaluations of the response to treatment provided by office measurement and by ABPM in this setting. To assess concordance between office BP measurements and ABPM-based estimates of hypertension control in a general practice setting. Prospective, comparative between techniques. General practice. Seventy-eight general practices, representative of all Italian regions, participated in this study by recruiting sequential hypertensive adults on stabilized treatment, who were subdivided into even groups with office BP, respectively, controlled or noncontrolled by treatment. In each individual, ABPM was applied by the general practitioner after appropriate training, and 24-h ABP values were defined as controlled or not according to current guidelines. Concordance between office and ABPM evaluation of BP control was assessed with kappa statistics. Positive and negative predictive values of office measurement versus ABPM were estimated. Between July 2005 and November 2006, 190 general practitioners recruited 2059 hypertensive patients based on office BP measurements; in 1728 patients, a 24-h ABPM was performed, yielding 1524 recordings considered as valid for further analysis. This article examines military medicine and its links to civilian general practice education and training, drawing attention to the variations and difficulties in, and successful approaches for, training Australian Defence Force (ADF) Medical Officers. Military medicine has been an area of change over the 10 years of the Australian General Practice Training (AGPT) program. Crisis situations like those in Timor Leste and Afghanistan have focused attention and recognition on the importance of primary health care in the work of the ADF. To train doctors in military medicine, there are several different models at different locations around Australia, as well as large variations in military course and experience recognition and approvals between AGPT regional training providers. At times, the lack of standardisation in training delays the progress of ADF registrars moving through the AGPT program and becoming independently deployable Medical Officers.
