    Federal public health advisors provide guidance and assistance to health departments to improve public health program work. The Centers for Disease Control and Prevention (CDC) prepares them with specialized training in administering public health programs. This article describes the evolving training and is based on internal CDC documents and interviews. The first federal public health advisors worked in health departments to assist with controlling syphilis after World War II. Over time, more CDC prevention programs hired them. To meet emerging needs, 3 major changes occurred: the Public Health Prevention Service, a fellowship program, in 1999; the Public Health Associate Program in 2007; and integration of those programs. Key components of the updated training are competency-based training, field experience, supervision, recruitment and retention, and stakeholder support. The enduring strength of the training has been the experience in a public health agency developing practical skills for program implementation and management. PMID:25564995

    The results of the work performed by ViGYAN, Inc., to demonstrate the Pilot Weather Advisor cockpit weather data system using a broadcast satellite communication system are presented. The Pilot Weather Advisor demonstrated that the technical problems involved with transmitting significant amount of weather data to an aircraft in-flight or on-the-ground via satellite are solvable with today's technology. The Pilot Weather Advisor appears to be a viable solution for providing accurate and timely weather information for general aviation aircraft.

    The Pilot Weather Advisor (PWA) system is an automated satellite radio-broadcasting system that provides nearly real-time weather data to pilots of aircraft in flight anywhere in the continental United States. The system was designed to enhance safety in two distinct ways: First, the automated receipt of information would relieve the pilot of the time-consuming and distracting task of obtaining weather information via voice communication with ground stations.     A knowledge-based system (KBS), First Aid Advisor (FAA), is developed to provide a guidance for either a trained or untrained person to take some emergent actions to rescue the victim from life-threatening hazard or to prevent from causing serious problem before the Emergency Medical Service System (EMS) personnels arrive the scene. The First Aid Advisor will collect victim`s information by interacting with the user through a sequence of questions, analyze the victim`s problem, and give instructions step by step before offering a final advice. Since all the possible conditions are taken into consideration, it will guide the user to perform first aid from the most to the least urgent step for the victim. Furthermore, it will offer a suitable first aid advice for victim and eliminate the possibility of wrong actions done by trained person due to carelessness or nervousness. Offering advice to handle problems involving life-threatening conditions is the main objective of this system. In this paper, we will describe six major components of FAA and their respective tasks. Decision tables and dependency diagrams used in FAA implementation will also be described. System performance issues will conclude the paper.

    The traffic management advisor (TMA) is comprised of algorithms, a graphical interface, and interactive tools for controlling the flow of air traffic into the terminal area. The primary algorithm incorporated in it is a real-time scheduler which generates efficient landing sequences and landing times for arrivals within about 200 n.m. from touchdown. A unique feature of the TMA is its graphical interface that allows the traffic manager to modify the computer-generated schedules for specific aircraft while allowing the automatic scheduler to continue generating schedules for all other aircraft. The graphical interface also provides convenient methods for monitoring the traffic flow and changing scheduling parameters during real-time operation.

    The Building Design Advisor (BDA) is a software environment that supports the integrated use of multiple analysis and visualization tools throughout the building design process, from the initial, schematic design phases to the detailed specification of building components and systems. Based on a comprehensive design theory, the BDA uses an object-oriented representation of the building and its context, and acts as a data manager and process controller to allow building designers to quickly navigate through the multitude of descriptive and performance parameters addressed by the analysis and visualization tools linked to the BDA. Through the Browser the user can edit the values of input parameters and select any number of input and/or output parameters for display in the Decision Desktop.     A prototype expert system was developed to determine the feasibility of using expert system technology to enhance the performance and survivability of helicopter pilots in a combat threat environment while flying NOE (Nap of the Earth) missions. The basis for the concept is the potential of using an Expert System Advisor to reduce the extreme overloading of the pilot who flies NOE mission below treetop level at approximately 40 knots while performing several other functions. The ultimate goal is to develop a Threat Expert System Advisor which provides threat information and advice that are better than even a highly experienced copilot. The results clearly show that the NOE pilot needs all the help in decision aiding and threat situation awareness that he can get. It clearly shows that heuristics are important and that an expert system for combat NOE helicopter missions can be of great help to the pilot in complex threat situations and in making decisions.

    Report describes piloted-simulation test of Descent Advisor (DA), subsystem of larger automation system being developed to assist human air-traffic controllers and pilots. Focuses on results of piloted simulation, in which airline crews executed controller-issued descent advisories along standard curved-path arrival routes. Crews able to achieve arrival-time precision of plus or minus 20 seconds at metering fix. Analysis of errors generated in turns resulted in further enhancements of algorithm to increase accuracies of its predicted trajectories. Evaluations by pilots indicate general support for DA concept and provide specific recommendations for improvement.

    The Lamar University Computer Science Department serves about 350 undergraduate C.S. majors, and 70 graduate majors. B.S. degrees are offered in Computer Science and Computer and Information Science, and an M.S. degree is offered in Computer Science. In addition, the Computer Science Department plays a strong service role, offering approximately sixteen service course sections per long semester. The department has eight regular full-time faculty members, including the Department Chairman and the Undergraduate Advisor, and from three to seven part-time faculty members. Due to the small number of regular faculty members and the resulting very heavy teaching loads, undergraduate advising has become a difficult problem for the department. There is a one week early registration period and a three-day regular registration period once each semester. The Undergraduate Advisor's regular teaching load of two classes, 6 - 8 semester hours, per semester, together with the large number of majors and small number of regular faculty, cause long queues and short tempers during these advising periods. The situation is aggravated by the fact that entering freshmen are rarely accompanied by adequate documentation containing the facts necessary for proper counselling. There has been no good method of obtaining necessary facts and documenting both the information provided by the student and the resulting advice offered by the counsellors.

    The hydroforming process involves hydraulically forming components by conforming them to the inner contours of a die. These contours can be complex and can often cause the material being formed to be stressed to rupture. Considerable process knowledge and materials modeling expertise is required to design hydroform dies and hydroformed parts that are readily formed without being overly stressed. For this CRADA, materials properties for steel tubes subjected to hydraulic stresses were collected; algorithms were developed which combined the materials properties data with process knowledge; and a user friendly graphical interface was utilized to make the system usable by a design engineer. A prototype hydroforming advisor was completed and delivered to GM. The technical objectives of the CRADA were met allowing for the development of an intelligent design systems, prediction of forming properties related to hydroforming, simulation and modeling of process execution, and design optimization. The design advisor allows a rapid and seamless approach to integration an otherwise enormous and onerous task of analysis and evaluation.

    The Nutrition Advisor Expert System (NAES) is an expert system written in the C Language Integrated Production System (CLIPS). NAES provides expert knowledge and guidance into the complex world of nutrition management by capturing the knowledge of an expert and placing it at the user's fingertips. Specifically, NAES enables the user to: (1) obtain precise nutrition information for food items; (2) perform nutritional analysis of meal(s), flagging deficiencies based upon the U.S. Recommended Daily Allowances; (3) predict possible ailments based upon observed nutritional deficiency trends; (4) obtain a top ten listing of food items for a given nutrient; and (5) conveniently upgrade the data base. An explanation facility for the ailment prediction feature is also provided to document the reasoning process.

    As graduate students seek advice on broad career options, many faculty advisors do not know what to do. It is easy for them to do nothing. They may do nothing because they assume that their own students are interested only in an academic research career like theirs. The mistake here can be that the advisors' verbal and non-verbal communication deters students from mentioning their interests in the first place or pursuing those interests, if mentioned. Or advisors may do nothing by assuming that it is not their responsibility to advise students about career options other than being an academic researcher. The advisors' lack of knowledge about other careers may lead them to avoid the issue. The mistake here is obvious. So what are advisors to do? They can encourage students to think of their graduate study as part of their career preparation, not just a task to obtain a research degree. Creating a risk-free environment for career discussion will enable faculty advisors to learn each student's career priorities and validate exploration of broad career options. Advisors should not feel inadequate by being unable to advise about everything. No one expects them to. They can encourage their students to meet together, on their own if necessary, to discuss common career concerns, even to invite speakers, including alums, to talk about different careers and the preparation required. They can encourage their students to seek additional mentors, people more knowledgeable about careers of interest to the students. They can encourage students to take courses for career preparation, particularly courses outside of science, even though these courses "take them away from their research." And advisors should not hold students at fault if they change their minds about career paths. More information often changes minds. These are a few of the many things that advisors can do.     As the pressure increases for case managers to help ensure that hospitals comply with payer requirements and get paid appropriately, physician advisors can be a valuable ally. Physician advisors have clinical expertise as well as credibility with the physician staff, which gives them an advantage when it comes to educating physicians about patient status, documentation needs, patient throughput, and transitions in care. Case managers and their physician advisors should work together to ensure that everything in the patient record is correct up front so the hospital will avoid costly appeals when the claim is denied. Good physician advisors have the kind of personality that enables them to have difficult conversations as well as being well-respected by their colleagues, knowledgeable about admission criteria and reimbursement, accessible, approachable, articulate, and collaborative.     The Spot and Runway Departure Advisor (SARDA) is a research prototype of a decision support tool for ATC tower controllers to assist in manging and controlling traffic on the surface of an airport. SARDA employs a scheduler to generate an optimal runway schedule and gate push-back - spot release sequence and schedule that improves efficiency of surface operations. The advisories for ATC tower controllers are displayed on an Electronic Flight Strip (EFS) system. The human-in-the-loop simulation of the SARDA tool was conducted for east operations of Dallas-Ft. Worth International Airport (DFW) to evaluate performance of the SARDA tool and human factors, such as situational awareness and workload. The results indicates noticeable taxi delay reduction and fuel savings by using the SARDA tool. Reduction in controller workload were also observed throughout the scenario runs. The future plan includes modeling and simulation of the ramp operations of the Charlotte International Airport, and develop a decision support tool for the ramp controllers.

    In recent years, much of the progress in Computer-Aided Manufacturing has emphasized the use of simulation, finite-element analysis, and other science-based techniques to plan and evaluate manufacturing processes. These approaches are all based on the idea that we can build sufficiently faithful models of complex manufacturing processes such as machining, welding, and casting. Although there has been considerable progress in this area, it continues to suffer from difficulties: the first of these is that the kind of highly accurate models that this approach requires may take many person months to construct, and the second is the large amount of computing resources needed to run these simulations. Two design advisors, Near Net-Shape Advisor and Design for Machinability Advisor, are being developed to explore the role of heuristic, knowledge-based systems for manufacturing processes, both as an alternative to more analytical techniques, and also in support of these techniques. Currently the advisors are both in the prototype stage. All indications lead to the conclusion that the advisors will be successful and lay the groundwork for additional systems such as these in the future.

    The Surface Hold Advisor Using Critical Sections is a system and method for providing hold advisories to surface controllers to prevent gridlock and resolve crossing and merging conflicts among vehicles traversing a vertex-edge graph representing a surface traffic network on an airport surface. The Advisor performs pair-wise comparisons of current position and projected path of each vehicle with other surface vehicles to detect conflicts, determine critical sections, and provide hold advisories to traffic controllers recommending vehicles stop at entry points to protected zones around identified critical sections. A critical section defines a segment of the vertex-edge graph where vehicles are in crossing or merging or opposite direction gridlock contention. The Advisor detects critical sections without reference to scheduled, projected or required times along assigned vehicle paths, and generates hold advisories to prevent conflicts without requiring network path direction-of-movement rules and without requiring rerouting, rescheduling or other network optimization solutions.

    Spot and Runway Departure Advisor (SARDA) is a decision support tool to assist airline ramp controllers and ATC tower controllers to manage traffic on the airport surface to significantly improve efficiency and predictability in surface operations. The core function of the tool is the runway scheduler which generates an optimal solution for runway sequence and schedule of departure aircraft, which would minimize system delay and maximize runway throughput. The presentation also discusses the latest status of NASA's current surface research through a collaboration with an airline partner, where a tool is developed for airline ramp operators to assist departure pushback operations. The presentation describes the concept of the SARDA tool and results from human-in-the-loop simulations conducted in 2012 for Dallas-Ft.     Colloidal aggregation of organic molecules is the dominant mechanism for artifactual inhibition of proteins, and controls against it are widely deployed. Notwithstanding an increasingly detailed understanding of this phenomenon, a method to reliably predict aggregation has remained elusive. Correspondingly, active molecules that act via aggregation continue to be found in early discovery campaigns and remain common in the literature. Over the past decade, over 12 thousand aggregating organic molecules have been identified, potentially enabling a precedent-based approach to match known aggregators with new molecules that may be expected to aggregate and lead to artifacts. We investigate an approach that uses lipophilicity, affinity, and similarity to known aggregators to advise on the likelihood that a candidate compound is an aggregator. In prospective experimental testing, five of seven new molecules with Tanimoto coefficients (Tc's) between 0.95 and 0.99 to known aggregators aggregated at relevant concentrations. Ten of 19 with Tc's between 0.94 and 0.90 and three of seven with Tc's between 0.89 and 0.85 also aggregated. Another three of the predicted compounds aggregated at higher concentrations. This method finds that 61 827 or 5.1% of the ligands acting in the 0.1 to 10 μM range in the medicinal chemistry literature are at least 85% similar to a known aggregator with these physical properties and may aggregate at relevant concentrations. Intriguingly, only 0.73% of all drug-like commercially available compounds resemble the known aggregators, suggesting that colloidal aggregators are enriched in the literature. As a percentage of the literature, aggregator-like compounds have increased 9-fold since 1995, partly reflecting the advent of high-throughput and virtual screens against molecular targets.     An automation aid to assist air traffic controllers in efficiently spacing traffic and meeting arrival times at a fix has been developed at NASA Ames Research Center. The automation aid, referred to as the descent advisor (DA), is based on accurate models of aircraft performance and weather conditions. The DA generates suggested clearances, including both top-of-descent point and speed profile data, for one or more aircraft in order to achieve specific time or distance separation objectives. The DA algorithm is interfaced with a mouse-based, menu-driven controller display that allows the air traffic controller to interactively use its accurate predictive capability to resolve conflicts and issue advisories to arrival aircraft. This paper focuses on operational issues concerning the utilization of the DA, specifically, how the DA can be used for prediction, intrail spacing, and metering. In order to evaluate the DA, a real time simulation was conducted using both current and retired controller subjects. Controllers operated in teams of two, as they do in the present environment; issues of training and team interaction will be discussed. Evaluations by controllers indicated considerable enthusiasm for the DA aid, and provided specific recommendations for using the tool effectively.

    This paper provides an overview of Advanced Vehicle Simulator (ADVISOR)—the US Department of Energy's (DOE's) ADVISOR written in the MATLAB/Simulink environment and developed by the National Renewable Energy Laboratory. ADVISOR provides the vehicle engineering community with an easy-to-use, flexible, yet robust and supported analysis package for advanced vehicle modeling. It is primarily used to quantify the fuel economy, the performance, and the emissions of vehicles that use alternative technologies including fuel cells, batteries, electric motors, and internal combustion engines in hybrid (i.e. multiple power sources) configurations. It excels at quantifying the relative change that can be expected due to the implementation of technology compared to a baseline scenario. ADVISOR's capabilities and limitations are presented and the power source models that are included in ADVISOR are discussed.   4. An intelligent advisor for the design manager

    A design problem is viewed as a complex system divisible into modules. Before the design of a complex system can begin, much time and money are spent in determining the couplings among modules and the presence of iterative loops. This is important because the design manager must know how to group the modules into substems and how to assign subsystems to design teams so that changes in one subsystem will have predictable effects on other subsystems. Determining these subsystems is not an easy, straightforward process and often important couplings are overlooked. Moreover, the planning task must be repeated as new information becomes available or as the design specifications change. The purchase of this research effort is to develop a knowledge-based tool to act as an intelligent advisor for the design manager. This tool identifies the subsystems of a complex design problem, orders them into a well-structured format, and marks the couplings among the subsystems to facilitate the use of multilevel tools. The tool was tested in the decomposition of the COFS (Control of Flexible Structures) mast design which has about 50 modules. This test indicated that this type of approach could lead to a substantial savings by organizing and displaying a complex problem as a sequence of subsystems easily divisible among design teams.

    The provision of engineering expertise on shift at commercial nuclear power plants has mainly taken the form of the Shift Technical Advisor (STA). This person, acting in a capacity that is part engineer and part operator, is expected to advise the operations crew in the event of an emergency and review plant operating experience during normal circumstances. The position was mandated by the Nuclear Regulatory Commission following the incident at Three Mile Island. This report expands on a growing body of knowledge regarding the effectiveness of the STA. The new data presented here come from interviews with plant personnel and utility officials from nine sites. Researchers from the Pacific Northwest Laboratory (PNL) interviewed plant personnel, including the STA and immediate management, the shift supervisor and management, the training department, and ancillary staff, all of whom affect the intended performance of the STA. The conclusions of the report are that the design of the STA position results in limited contribution during emergencies; more comprehensive ways should be sought to provide the variety and specificity of engineering expertise needed during such times.

    The purpose of Feature-Based Measuring Advisor (FBMeas Advisor) is a graphical user interface enabling users to more effectively interact with a solid model for measuring applications. Specifically, the FBMeas Advisor provides a user interface to the functions and capabilities of the FBMeas component technology. The FBMeas Advisor allows end users to visualize, organize, and document their measuring process plans and to facilitate the generation of a coordinate measuring machine part programs before a workpiece is fabricated. The FBMeas Advisor permits the user to interact with an FBTol-enabled solid model to interactively and/or automatically create a set of measuring features (e.g., cylinders, planes, slots) that comply with national and international interface standards (i.e., DMIS (Dimensional Measuring Interface Standard, ISO 22063)). Measuring plans include defining measuring features interactively or automatically. Associating measuring features with appropriate tolerances and datum features via FBTol. Determining what measuring tasks (e.g., measure this feature to validate a size tolerance, measure this feature to establish a primary datum for a specific datum reference frame) are necessary to measure the feature. Assigning a measuring method to perform the task. For coordinate metrology measuring methods, measure points are determined interactively or automatically. Sensors and sensor configurations are defined, represented, and assigned to measuring methods. Measuring machines are defined, represented, and assigned to measure operations. Upon completion of a coordinate metrology measuring plan, FBMeas allows DMIS code segments to be generated, which can be used for DMIS-based CMM part programs.

    The news media play an important role in informing the public about scientific and technological developments. Some argue that restructuring and downsizing result in journalists coming under increased pressure to produce copy, leading them to use more public relations material to meet their deadlines. This article explores science journalism in the highly commercialised media market of New Zealand. Using semi-structured interviews with scientists, science communication advisors and journalists, the study finds communication advisors and scientists believe most media outlets, excluding public service media, report science poorly. Furthermore, restructuring and staff cuts have placed the journalists interviewed under increasing pressure. While smaller newspapers appear to be printing press releases verbatim, metropolitan newspaper journalists still exercise control over their use of such material. The results suggest these journalists will continue to resist increasing their use of public relations material for some time to come. PMID:25387869

    The lack of effort by mainstream architects in integrating energy-efficient strategies in architectural designing is due to the complexity in a building's energy conscious concepts and theories, the difficulties to visualize and quantify energy consumption, and the late implementing of energy consumption analysis in the conventional design process. This task would be accomplishing by a building system's engineer where results might be determined only after the basic architectural design has been completed. An effective simple tool and method should then be available to assist architects in building's energy-efficient designing at the beginning of the design. The building's energy consumption is directly and mainly influenced by the relationship of the sun, site, and its building configuration. The solar radiations will first impact on the building's envelope, which will have a direct effect on the amount of energy a building will consume. If an architect can define or map the intensity of solar energy on the site's buildable volume, and use this information to determine the levels of solar insolation, a more energy efficient building form can be proposed. This research hypothesis has shared the fundamental techniques of the Solar Envelope projection by Professor Ralph Knowles [Knowles, 1981] of the University of Southern California. However a different approach is taken by including the influence of regional restrictions and the surrounding buildings' shadows when projecting of solar volumes and solar envelope. The research methodology will discuss the development of a computer-based approach to develop a three-dimensional architectural form based on an insolation map related to the design site. The prototype computer program is referred as the Solar Effective Envelope Design Advisor (SEEDA). The FBMeas Advisor permits the user to interact with an FBTol-enabled solid model to interactively and/or automatically create a set of measuring features (e.g., cylinders, planes, slots) that comply with national and international interface standards (i.e., DMIS (Dimensional Measuring Interface Standard, ISO 22063)).   16. Development and Implementation of an Advising Program’s Meet-and-Greet Session

    Objective. To describe the implementation and perceptions of an advising program’s meet-and-greet session on student/faculty interactions. Design. Student advisees and faculty advisors attended a meet-and-greet program designed to facilitate introductions. Two online surveys evaluating program perceptions were electronically distributed to participants. Assessment. Twenty-eight advisors and 226 students attended; 17 faculty members and 42% (n=95) of students completed the survey. Advisors and advisees found the program valuable (100%, 85%) and recommended holding it again (100%, 93%), respectively. Most advisors agreed that the event improved success in meeting advisees while reducing time needed to schedule and meet with advisees. Students felt more comfortable contacting advisors after participating, with 83% agreeing it was more convenient than scheduling separate meeting times. Conclusion. An advising meet-and-greet program facilitated initial advisee/advisor meetings while reducing self-reported faculty time/resources. This activity could be implemented by other institutions seeking to promote student advising relationships. PMID:26889062

    Expert system implementation can take numerous forms ranging form traditional declarative rule-based systems with if-then syntax to imperative programming languages that capture expertise in procedural code. The artificial intelligence community generally thinks of expert systems as rules or rule-bases and an inference engine to process the knowledge. The welding advisor developed at Sandia National Laboratories and described in this paper deviates from this by codifying expertise using object representation and methods. Objects allow computer scientists to model the world as humans perceive it giving us a very natural way to encode expert knowledge. The design of the welding advisor, which generates and evaluates solutions, will be compared and contrasted to a traditional rule- based system.

    Niagara Mohawk Power Corporation (NMPC) has developed an extensive emergency response plan for the Nine Mile Point Nuclear Generating Station, located near Oswego, New York, in response to requirements of the Nuclear Regulatory Commission (NRC). If an emergency involving actual or potential release of radioactivity occurs, meteorological conditions in the vicinity of the plant are an extremely important factor in the emergency response. In recognition of this, NMPC has included a Meteorological Advisor position in its Technical Support Center (TSC)/Emergency Operations Facility (HOF) support staffing plans. The Meteorological Advisor is responsible for verification of meteorological measurements, interpretation and dissemination of weather forecasts, dose projection verification, and monitoring team direction. This paper describes those responsibilities as they are integrated into the emergency plan.

    As the Chandra mission continues, the CIAO analysis system continues to evolve. We will discuss the latest version of CIAO emphasizing useful features added in recent years which may be unfamiliar to long-time users. These features lie in two main areas. First, we have scripts to wrap up the most common existing steps in data reduction and analysis to make things simpler for users - these are aimed at making X-ray astronomy accessible to non-specialists, but provide enough adjustable parameters to make them useful to experienced X-ray astronomers. Secondly, we have added new technical capabilities for advanced analysis, including support for overlapping observations ("merging" without actually merging files), improved PSF capabilities following the retirement of mkpsf, better location of grating data zero order, Markov Chain Monte Carlo (MCMC) analysis with Sherpa, and integrating CIAO into Python-based analysis systems. CIAO scientists will be available during the meeting to discuss these new features, provide advice on Chandra analysis and discuss how our changing understanding of the spacecraft and instruments impacts Chandra data reduction.

  1. NO{sub X} advisor: Intelligent software for combustion optimization

    Under a Tailored Collaboration Project funded by PEPCO and EPRI, Lehigh University`s Energy Research Center has been developing software for use by plant personnel to optimize a pulverized coal-fired boiler to reduce NO{sub x} emissions and minimize heat rate. Based on expert systems, neural networks and a mathematical optimization algorithm, the NO{sub x} Advisor uses the expert system to safely guide the plant engineer through a series of parametric boiler tests, gathering a database to characterize the operation of the boiler over a wide range of conditions. The neural network develops non-linear mappings between NO{sub x} heat rate and the controllable parameters. These are then used by the mathematical optimization algorithm to identify optimal operating conditions. The Advisor can be used to adjust a boiler to reach minimum NO{sub x} or identify the conditions that give minimum heat rate subject to a target NO{sub x} value. The Advisor operates off-line on a PC platform, gathering data automatically from the plant data highway and/or manually as needed. Results of a field trial at PEPCO`s Potomac River Station are described.

    Background Prostate cancer is a critical concern for African Americans in North Carolina (NC), and innovative strategies are needed to help rural African American men maximize their prostate health. Engaging the community in research affords opportunities to build capacity for teaching and raising awareness. Approach and Strategies A community steering committee of academicians, community partners, religious leaders, and other stakeholders modified a curriculum on prostate health and screening to include interactive knowledge- and skill-building activities. This curriculum was then used to train 15 African American lay health advisors, dubbed Prostate Cancer Ambassadors, in a rural NC community. Over the 2-day training, Ambassadors achieved statistically significant improvements in knowledge of prostate health and maintained confidence in teaching. The Ambassadors, in turn, used their personal networks to share their knowledge with over 1,000 individuals in their community. Finally, the Ambassadors became researchers, implementing a prostate health survey in local churches. Discussion and Conclusions It is feasible to use community engagement models for raising awareness of prostate health in NC African American communities. Mobilizing community coalitions to develop curricula ensures that the curricula meet the communities' needs, and training lay health advisors to deliver curricula helps secure community buy-in for the information.   4. Latino men’s qualitative perspectives on a lay health advisor intervention to promote their sexual health

    Lay health advisor (LHA) approaches are a promising strategy to reduce health disparities among communities considered “hard to reach” by researchers and practitioners. LHAs have addressed a variety of health issues, but limited studies have included men as LHAs. The purpose of this to study was to better understand the roles of male LHAs and their male-helping relationships. We used an inductive approach to explore Latino men’s perspectives on serving as LHAs for other Latino men and Latino men’s views on receiving sexual health information from a male LHA. We collected qualitative data in 2009 and 2010 as part of an LHA intervention designed to reduce the risk of HIV infection among immigrant Latinos through the social networks of soccer teams. We analyzed and interpreted data from 30 in-depth interviews with Latino men who served as LHAs and their social networks in North Carolina, USA. Participants shared perceptions on social network importance for immigrant Latinos, facilitators and challenges of helping other men, recommendations for intervention modification, and suggestions for future work involving the Latino community. Findings revealed that Latino men are receptive to fulfilling the roles of health advisors and opinion leaders and can effectively serve as LHAs. Social network members valued the social support they received. Working through sports teams and identifying existing leaders to be LHAs may be a culturally congruent approach to meeting Latino community needs. More research is needed on the potential of male LHAs to address other health issues. PMID:25475213

    Investment casting is an important method for fabricating a variety of high quality components in mechanical systems. Cast components, unfortunately, have a large design and gate/runner build time associated with their fabrication. In addition, casting engineers often require many years of actual experience in order to consistently pour high quality castings. Since 1989, Sandia National Laboratories has been investigating casting technology and software that will reduce the time overhead involved in producing quality casts. Several companies in the casting industry have teamed up with Sandia to form the FASTCAST Consortium. One result of this research and the formation of the FASTCAST consortium is the creation of the WinMod software, an expert casting advisor that supports the decision making process of the casting engineer through visualization and advice to help eliminate possible casting defects.

    The suite of concentrating solar power (CSP) modeling tools in NREL's System Advisor Model (SAM) includes technology performance models for parabolic troughs, power towers, and dish-Stirling systems. Each model provides the user with unique capabilities that are catered to typical design considerations seen in each technology. Since the scope of the various models is generally limited to common plant configurations, new CSP technologies, component geometries, and subsystem combinations can be difficult to model directly in the existing SAM technology models. To overcome the limitations imposed by representative CSP technology models, NREL has developed a 'Generic Solar System' (GSS) performance model for use in SAM. This paper discusses the formulation and performance considerations included in this model and verifies the model by comparing its results with more detailed models.

    The System Advisor Model (SAM) is a free software tool that performs detailed analysis of both system performance and system financing for a variety of renewable energy technologies. This report provides detailed validation of the SAM flat plate photovoltaic performance model by comparing SAM-modeled PV system generation data to actual measured production data for nine PV systems ranging from 75 kW to greater than 25 MW in size. The results show strong agreement between SAM predictions and field data, with annualized prediction error below 3% for all fixed tilt cases and below 8% for all one axis tracked cases. The analysis concludes that snow cover and system outages are the primary sources of disagreement, and other deviations resulting from seasonal biases in the irradiation models and one axis tracking issues are discussed in detail.

    When Joseph Henry accepted the postion of secretary of the Smithsonian in 1846, his career changed radically. Although he never ceased thinking of himself as a research scientist and educator, thereafter his chief roles were those of science administrator and advisor to both the executive and legislative branches of the federal government for both science and technology. His effectiveness as an advocate became more important than his skill as an experimental physicist. Even when he entered the laboratory, his role had changed. No longer was he concerned with basic research. As a member of various government boards and committees, Henry spent the last three decades of his life concerned with the application of fundamental knowledge for the improvement of the human condition. This paper will discuss Henry's service on behalf of his country.

    The System Advisor Model (SAM) is free software developed by the National Renewable Energy Laboratory (NREL) for predicting the performance of renewable energy systems and analyzing the financial feasibility of residential, commercial, and utility-scale grid-connected projects. SAM offers several options for predicting the performance of photovoltaic (PV) systems. The model requires that the analyst choose from three PV system models, and depending on that choice, possibly choose from three module and two inverter component models. To obtain meaningful results from SAM, the analyst must be aware of the differences between the model options and their applicability to different modeling scenarios. This paper presents an overview the different PV model options and presents a comparison of results for a 200-kW system using different model options.

    The Multi-Center Traffic Management Advisor (McTMA) is a research prototype system which seeks to bring time-based metering into the mainstream of air traffic control (ATC) operations. Time-based metering is an efficient alternative to traditional air traffic management techniques such as distance-based spacing (miles-in-trail spacing) and managed arrival reservoirs (airborne holding). While time-based metering has demonstrated significant benefit in terms of arrival throughput and arrival delay, its use to date has been limited to arrival operations at just nine airports nationally. Wide-scale adoption of time-based metering has been hampered, in part, by the limited scalability of metering automation. In order to realize the full spectrum of efficiency benefits possible with time-based metering, a much more modular, scalable time-based metering capability is required. With its distributed metering architecture, multi-center TMA offers such a capability.

This paper investigates the ability of the 4D descent advisor algorithm to provide adequate control of arrival time for aircraft not equipped with on-board 4D guidance systems. A piloted simulation was conducted to determine the precision with which the descent advisor could predict the 4D trajectories of typical straight-in descents flown by airline pilots under different wind conditions. The effects of errors in the estimation of wind and initial aircraft weight were also studied. A description of the descent advisor as well as the results of the simulation studies are presented.

SAM is a computer model that calculates performance and financial metrics of renewable energy systems. Project developers, policy makers, equipment manufacturers, and researchers use graphs and tables of SAM results in the process of evaluating financial, technology, and incentive options for renewable energy projects. SAM simulates the performance of photovoltaic, concentrating solar power, solar water heating, wind, geothermal, biomass, and conventional power systems.     The goal of the Astronaut Science Advisor (ASA) project is to improve the scientific return of experiments performed in space by providing astronaut experimenters with an 'intelligent assistant' that encapsulates much of the domain- and experiment-related knowledge commanded by the Principal Investigator (PI) on the ground. By using expert systems technology and the availability of flight-qualified personal computers, it is possible to encode the requisite knowledge and make it available to astronauts as they perform experiments in space. The system performs four major functions: diagnosis and troubleshooting of experiment apparatus, data collection, protocol management, and detection of interesting data. The experiment used for development of the system measures human adaptation to weightlessness in the context of the neurovestibular system. This so-called 'Rotating Dome' experiment was flown on the recent Spacelab Life Sciences One (SLS-1) Mission. This mission was used as an opportunity to test some of the system's functionality. Experiment data was downlinked from the orbiter, and the system then captured the data and analyzed it in real time. The system kept track of the time being used by the experiment, recognized occurrences of interesting data, summarized data statistically and generated potential new protocols that could be used to optimize the course of the experiment.

    Solar Advisor Model (SAM) is a free software package made available by the National Renewable Energy Laboratory (NREL), Sandia National Laboratory, and the US Department of Energy. SAM contains hourly system performance and economic models for concentrating solar power (CSP) systems, photovoltaic, solar hot-water, and generic fuel-use technologies. Versions of SAM prior to 2010 included only the parabolic trough model based on Excelergy. This model uses top-level empirical performance curves to characterize plant behavior, and thus is limited in predictive capability for new technologies or component configurations. To address this and other functionality challenges, a new trough model; derived from physical first principles was commissioned to supplement the Excelergy-based empirical model. This new 'physical model' approaches the task of characterizing the performance of the whole parabolic trough plant by replacing empirical curve-fit relationships with more detailed calculations where practical. The resulting model matches the annual performance of the SAM empirical model (which has been previously verified with plant data) while maintaining run-times compatible with parametric analysis, adding additional flexibility in modeled system configurations, and providing more detailed performance calculations in the solar field, power block, piping, and storage subsystems.

    This poster provides detail for implementation and the underlying methodology for modeling wind power generation performance in the National Renewable Energy Laboratory's (NREL's) System Advisor Model (SAM). SAM's wind power model allows users to assess projects involving one or more large or small wind turbines with any of the detailed options for residential, commercial, or utility financing. The model requires information about the wind resource, wind turbine specifications, wind farm layout (if applicable), and costs, and provides analysis to compare the absolute or relative impact of these inputs. SAM is a system performance and economic model designed to facilitate analysis and decision-making for project developers, financers, policymakers, and energy researchers. The user pairs a generation technology with a financing option (residential, commercial, or utility) to calculate the cost of energy over the multi-year project period. Specifically, SAM calculates the value of projects which buy and sell power at retail rates for residential and commercial systems, and also for larger-scale projects which operate through a power purchase agreement (PPA) with a utility. The financial model captures complex financing and rate structures, taxes, and incentives.

A mathematical-modeling module applies a patient-specific mathematical model of cardiopulmonary physiology to predict the effects of alternative ventilator settings. A decision-theoretic plan evaluator ranks the predicted effects of alternative ventilator settings according to a multiattribute-value model that specifies physician preferences for ventilator treatments. Our architecture allows VentPlan to interpret quantitative observations in light of the clinical context (such as the clinical diagnosis). We report a retrospective study of the ventilator-setting changes encountered in postoperative patients in a surgical intensive-care unit (ICU). We conclude that the QQ architecture allows VentPlan to apply a patient-specific physiologic model to calculate ventilator settings that are optimal with respect to a decision-theoretic value model describing physician preferences for setting the ventilator.   10. Traffic Management Advisor: Iterative Field Development and Assessment at Multiple Sites

    Previous studies have demonstrated the necessity of involving users in the development of automation aids, especially for complex domains such as air traffic control (ATC). Traditional development only demanded a single field test to validate a completed system, but a more iterative combination of development and assessment ensures that the technology meets the requirements of its application domain. Exposure across an adequate spectrum of field users is also required during development, and the use of multiple development sites provides an opportunity to consider individual facility cultures as they relate to implementation strategies. The development of the Center/TRACON Automation System (CTAS) Traffic Management Advisor (TMA) at the Denver and Dallas ATC facilities demonstrates successful iterative development and assessment at multiple field sites. The use of field development changes the nature of assessment. As development progresses, periodic assessments are required to validate that system development is progressing along an appropriate track. In the development of the TMA, assessments were performed based on software in the field, and input from traffic managers was analyzed and incorporated into subsequent releases of the TMA, to be reassessed in the field. This has led to a tool with operational suitability and broad user acceptance. Assessment at multiple sites provides a more generalizable perspective that allows the production of a system that is both generic enough to be used at different sites and tailored enough to be of use at any site. In addition to providing a better understanding of specific facility requirements, the use of multiple assessment sites in the development of TMA has provided an opportunity to consider individual facility operations, procedures and cultures as they relate to development and implementation strategies.

  17. Dynamic selection of models for a ventilator-management advisor.

    A ventilator-management advisor (VMA) is a computer program that monitors patients who are treated with a mechanical ventilator. A VMA implements a patient-specific physiologic model to interpret patient data and to predict the effects of alternative control settings for the ventilator. Because a VMA evaluates its physiologic model repeatedly during each cycle of data interpretation, highly complex models may require more computation time than is available in this time-critical application. On the other hand, less complex models may be inaccurate if they are unable to represent a patient's physiologic abnormalities. For each patient, a VMA should select a model that balances the tradeoff of prediction accuracy and computation-time complexity. I present a method to select models that are at an appropriate level of detail for time-constrained decision tasks. The method is based on a local search in a graph of models (GoM) for a model that maximizes the tradeoff of computation-time complexity and prediction accuracy. For each model under consideration, a belief network computes a probability of model adequacy given the qualitative prior information, and the goodness of fit of the model to the data provides a measure of the conditional probability of adequacy given the quantitative observations. I apply this method to the problem of model selection for a VMA.     OBJECTIVE Information is limited concerning the role of religious and spiritual advisors in providing help to people with mental illnesses in Singapore. This study examined that role, as well as the satisfaction with and the perceived effectiveness of the services provided, among people with mental health problems. METHODS Data were collected as part of a nationally representative household survey of residents 18 years and older in Singapore. The Composite International Diagnostic Interview, version 3.0, was used to diagnose mental illness as well as to collect information about the mental health services respondents had sought. RESULTS A total of 6,616 respondents completed the survey; in the overall sample, 1.5% reported seeking help from religious or spiritual advisors. This rate increased to 6.6% among those with at least one mental illness, with the prevalence being higher among respondents with lifetime dysthymia, generalized anxiety disorder, or bipolar disorder. Sociodemographic correlates associated with a lower likelihood of consultation with a religious or spiritual advisor included reporting "other" race-ethnicity as well as faith in Buddhism, Hinduism, or Islam. Most respondents who sought help from a religious or spiritual advisor in the last 12 months were satisfied with the help they received, and about half reported it to be very useful. CONCLUSIONS Religious and spiritual advisors are an important source of help for people with mental illness, and a majority of respondents with a mental illness were satisfied with the support they received from these sources.     Professionals face conflicts of interest when they have a personal interest in giving biased advice. Mandatory disclosure--informing consumers of the conflict--is a widely adopted strategy in numerous professions, such as medicine, finance, and accounting. Prior research has shown, however, that such disclosures have little impact on consumer behavior, and can backfire by leading advisors to give even more biased advice. We present results from three experiments with real monetary stakes. These results show that, although disclosure has generally been found to be ineffective for dealing with unavoidable conflicts of interest, it can be beneficial when providers have the ability to avoid conflicts. Mandatory and voluntary disclosure can deter advisors from accepting conflicts of interest so that they have nothing to disclose except the absence of conflicts. We propose that people are averse to being viewed as biased, and that policies designed to activate reputational and ethical concerns will motivate advisors to avoid conflicts of interest.
