The Assistant Secretary for Special Education and Rehabilitative Services announces a priority under the Rehabilitation Training program to establish a Job-Driven Vocational Rehabilitation Technical Assistance Center (JDVRTAC). The Assistant Secretary may use this priority for competitions in fiscal year (FY) 2014 and later years. We take this action to focus on training in an area of national need. Specifically, this priority responds to the Presidential Memorandum to Federal agencies directing them to take action to address job-driven training for the Nation's workers. The JDVRTAC will provide technical assistance (TA) to State vocational rehabilitation (VR) agencies to help them develop for individuals with disabilities training and employment opportunities that meet the needs of today's employers.

In 1985-86, similar workshops for secretaries, research assistants, and other support staff were offered at the Ohio State University Health Sciences Library. Evaluations made by participants immediately after the workshops and six to twenty months later have provided valuable input on the usefulness of subjects discussed and on recommendations for changes.

In a task involving continuous action to achieve a goal, the sense of agency increases with an improvement in task performance that is induced by unnoticed computer assistance. This study investigated how explicit instruction about the existence of computer assistance affects the increase of sense of agency that accompanies performance improvement. Participants performed a continuous action task in which they controlled the direction of motion of a dot to a goal by pressing keys. When instructions indicated the absence of assistance, the sense of agency increased with performance improvement induced by computer assistance, replicating previous findings. Interestingly, this increase of sense of agency was also observed even when instructions indicated the presence of assistance. These results suggest that even when a plausible cause of performance improvement other than one's own action exists, the improvement can be misattributed to one's own control of action, resulting in an increased sense of agency. A review of the role of medical secretaries in a surgical directorate has reduced turnover among this group to zero. Previously the directorate had difficulty with recruitment and often had to rely on agency staff. The review led to the introduction of the new post of business coordinator, and all medical secretaries in the directorate have now achieved this level. The review led to an expanded role for medical secretaries which has increased their job satisfaction.

To summarize the results of the major management review of the U.S. Public Health Service Commissioned Corps (2009-2010) and note related outcomes. Narrative from the U.S. Assistant Secretary for Health, who directed and oversaw the management review. The management review led to 46 recommendations, all of which have since been implemented. The subsequent organizational and operational changes have unified reporting structures, streamlined the administrative Corps organizational structure, and transferred support services to providers with expertise in uniformed services to create a new integrated personnel and payroll system. Related processes have also prompted a systematic billet review as well as establishment of explicit criteria for eligibility to become a Corps officer. Corps leaders report improvements in recruiting talented officers, increased selectivity from the candidate pool, and enhanced matching of incoming officers with agency assignments. Furthermore, Corps activity has grown in both traditional and innovative ways. The Corps has enjoyed heightened activity and outcomes in the era of health reform. The management review and its implementation have strengthened the Corps, helping officers to do their job and achieve their mission. A perpetual shortage of physical therapists qualified to provide home health care exists in Southern California. This paper presents one solution to the problem: the employment of a physical therapist assistant. The preparation, implementation, and evaluation of a program for employing a physical therapist assistant in a home health agency is presented and discussed. The use of the assistant increased the availability of physical therapy, and quality was not adversely affected. The assistant was accepted by staff and derived job satisfaction. We concluded that this assistant was a valuable adjunct to the home health team. Subsequently, The Visiting Nurse Association of Los Angeles employed two additional assistants in 1980.

A general practitioner's office is an economic unit where task delegation is an essential component in improving the quality and performance of work. To classify the preferences of general practitioners regarding the delegation of medical-administrative tasks to assistant medical-social secretaries. Conjoint analysis was applied to a random sample of 175 general practitioners working in metropolitan France. Ten scenarios were constructed based on seven attributes: training for medical secretaries, logistical support during the consultation, delegation of management planning, medical records, accounting, maintenance, and taking initiative on the telephone. A factorial design was used to reduce the number of scenarios. Physicians' socio-demographic variables were collected. One hundred and three physicians responded and the analysis included 90 respondents respecting the transitivity of preferences hypothesis. Perceived difficulty was scored 2.8 out of 5. The high rates of respondents (59%; 95% CI [51.7-66.3]) and transitivity (87.5%; 95% CI [81.1-93.9]) showed physicians' interest in this topic. Delegation of tasks concerning management planning (OR=2.91; 95% CI [2.40-13.52]) and medical records (OR=1.88; 95% CI [1.56-2.27]) were the two most important attributes for physicians. The only variable for which the choice of a secretary was not taken into account was logistical support. This is a first study examining the choices of general practitioners concerning the delegation of tasks to assistants. These findings are helpful to better understand the determinants of practitioners' choices in delegating certain tasks or not. They reveal doctors' desire to limit their ancillary tasks in order to favor better use of time for "medical" tasks. They also expose interest for training medical secretaries and widening their field of competence, suggesting the emergence of a new professional occupation that could be called "medical assistant". The US Agency for International Development (USAID) is the main source of family planning assistance for the developing countries of the world. It accounts for 45% of the funding for population programs worldwide. USAID's policy promotes expanded family planning services, providing a broad range of birth control methods, promotes consumer delivery systems, and urges private sector assistance. Since the program began in the 1960's the number of people in the developing world using family planning increased from 15 million to 200 million. In 1959 there was only 1 country with a population policy, India, now there are 63 developing countries with policies. USAID has brought $567.7 million worth of contraceptives for distribution in 75 countries including 6.9 billion condoms, 1.6 billion cycles of pills, 49.7 million IUD's, and 16.5 vaginal foam tablets. USAID has funded research in contraceptives including the Hulka clip, laparoscopic sterilization, low-estrogen pills, progestin pills, Copper-T IUD, NORPLANT and NORPLANT 2. In addition, funding for a 3-month injectable and a 12 month pellet is being provided. The agency has also worked with the entertainment industry to produce songs to warn of the dangers of early pregnancy. They have also conducted the largest survey research program, using data from 149 surveys in 65 countries to assess the demand for family planning and analyze population dynamics. The number of women of reproductive age will increase 45% by the year 2000 increasing the demand for family planning dramatically. The resources needed by 2000 are estimated to be $5 billion and $7 billion by the year 2010. This will require efforts from government, private industry, and private voluntary organizations. USAID has developed a contraceptive marketing project worldwide to promote birth control sales and family planning. Another program helps private sector companies promote their own family planning services.

To compare a consumer-directed personal assistance services (PAS) programme with an agency-directed PAS programme. A convenience sample was used for this cross-sectional study with one data collection point. Outcomes were compared for consumer-directed and agency-directed PAS. Hierarchical regressions were also used to determine the predictors of outcomes across PAS programmes. In-home interviews were conducted by a trained data collector from April 2000 to December 2001. Participants in the consumer-directed programme reported more choices over PAS and satisfaction with PAS. Self-reported outcomes were primarily predicted by the following variables: service arrangement, type of provider, importance of directing PAS, health status, number of personal assistants used in past 12 months, sufficient PAS hours received, and social support. Consumer-directed PAS enhances outcomes for many persons with disabilities. Self-reported outcomes are affected by many factors that could be addressed in PAS programme development.

The IAU is a body of distinguished professional astronomers, founded in 1919 to promote and safeguard the science of astronomy in all its aspects through international cooperation. It now has almost 10 000 individual members drawn from all continents. Dr. Cesarsky is the first woman to receive this high distinction. At the same General Assembly, Dr. Ian Corbett, ESO's Deputy Director General, was elected Assistant General Secretary for 2006-2009, with the expectation of becoming General Secretary in 2009-2012.
