The Defense Threat Reduction Agency (DTRA) Technical Nuclear Forensics (TNF) Research and Development (R&D) Program's overarching goal is to design, develop, demonstrate, and transition advanced technologies and methodologies that improve the interagency operational capability to provide forensics conclusions after the detonation of a nuclear device. This goal is attained through the execution of three focus areas covering the span of the TNF process to enable strategic decision-making (attribution): Nuclear Forensic Materials Exploitation - Development of targeted technologies, methodologies and tools enabling the timely collection, analysis and interpretation of detonation materials.Prompt Nuclear Effects Exploitation - Improve ground-based capabilities to collect prompt nuclear device outputs and effects data for rapid, complementary and corroborative information.Nuclear Forensics Device Characterization - Development of a validated and verified capability to reverse model a nuclear device with high confidence from observables (e.g., prompt diagnostics, sample analysis, etc.) seen after an attack. This presentation will outline DTRA's TNF R&D strategy and current investments, with efforts focusing on: (1) introducing new technical data collection capabilities (e.g., ground-based prompt diagnostics sensor systems; innovative debris collection and analysis); (2) developing new TNF process paradigms and concepts of operations to decrease timelines and uncertainties, and increase results confidence; (3) enhanced validation and verification (V&V) of capabilities through technology evaluations and demonstrations; and (4) updated weapon output predictions to account for the modern threat environment. A key challenge to expanding these efforts to a global capability is the need for increased post-detonation TNF international cooperation, collaboration and peer reviews.

Some of the Olympic venues were located in the mountains to the west of Torino, while the rest were located on the relatively flat plain in and around the cities of Pinerolo and Torino to the east. DTRA partners at Pennsylvania State University (PSU) and the U.S. National Center for Atmospheric Research (NCAR) established data collection and assimilation, and forecast modeling processes that used special weather station observations provided by the Area Previsione e Monitoraggio Ambientale of Italy's ARPA Piemonte. At PSU a version of the MM5 was especially prepared to use observation data to forecast weather in a four-nest configuration. Two other DTRA partners provided independent weather forecast models against which the PSU model data were compared. The U.S. Air Force Weather Agency provided its MM5 forecast model data and the U.S. National Oceanic and Atmospheric Administration's National Centers for Environmental Prediction provided data from a special version of their WRF model. The project produced many opportunities to improve the modeling and forecasting capability at DTRA. DTRA and its partners plan to expand upon this experience during upcoming field tests, and to further improve and expand the capability to provide accurate high-resolution weather forecast information to hazard and consequence assessment operations.

Many popular and widely used paint stripping products have traditionally contained methylene chloride as their main active ingredient. However, the Environmental Protection Agency (EPA) has critically curved the allowable use of methylene chloride under the National Emission Standard for Hazardous Air Pollutants regulating Aerospace Manufacturing and Rework Facilities . Compliance with this rule was mandatory by September 1998 for affected facilities. An effort is underway to identify and evaluate alternative depainting technologies emphasizing those believed both effective and environmentally benign. On behalf of the EPA and in cooperation with the United States Air Force, the National Aeronautics and Space Administration is conducting a technical assessment of several alternative technologies ( i.e. : chemical stripping, two CO2 blasting processes, CO2 xenon lamp coating removal, CO2 Laser stripping, plastic media blasting, sodium bicarbonate wet stripping, high pressure water stripping, and wheat starch blasting). These depainting processes represent five removal method categories, namely abrasive, impact, cryogenic, thermal, and/or molecular bonding dissociation. This paper discusses the test plan and parameters for this interagency study. Several thicknesses of clad and non-clad aluminum substrates were used to prepare test specimens. Each depainting process has been assigned a specimen lot, all of which have completed three to five stripping cycles. Numerous metallurgical evaluations are underway to assess the impact of these alternative depainting processes upon the structural integrity of the substrate.

The Nuclear Science and Engineering Research Center (NSERC), a Defense Threat Reduction Agency (DTRA) office located at the United States Military Academy (USMA), sponsors and manages cadet and faculty research in support of DTRA objectives. Cadets in the Department of Physics and Nuclear Engineering at USMA are using pyroelectric crystals to ionize and accelerate residual gas trapped inside a vacuum system. A system using two lithium tantalate crystals with associated diagnostics was designed and is now operational. X-ray energies of approximately 150 keV have been achieved. The report is entitled Toxic Air Pollutants: State and Local Regulatory Strategies - 1989. The 364-page report is the result of a survey of state and local air pollution control agencies, which solicited information on their programs to control air toxics. According to the survey, every state currently has a program to address emissions of air toxics. Additionally, 27 of the 40 local agencies that responded to the survey have, or are developing, air toxics programs. The strategies employed by state and local agencies vary widely, including control technology requirements, risk assessment, acceptable ambient guidelines, or a combination of thesemore » approaches. The U.S. Environmental Protection Agency's (EPA) AirNow program provides the public with real-time and forecasted air quality conditions. Millions of people each day use it to protect their health. The AirNow program (http://www.airnow.gov), reports ground-level ozone (O3) and fine particulate matter (PM2.5) in a standardized index called the Air Quality Index (AQI). AirNow aggregates information from over 130 state, local, and federal air quality agencies and provides tools for over 2,000 agency staff responsible for monitoring, forecasting, and communicating local air quality. Each hour, AirNow systems generate thousands of maps and products. This presentation will describe how AirNow is benefiting from NASA's remote sensing data. We will describe two applications of NASA near-real-time remote sensing data within AirNow through case studies, focusing specifically on days when large spatial gradients in AQI and wildfire smoke impacts were observed. The first case study will show how AirNow is merging satellite-estimated PM2.5 concentrations into the AQI maps via the AirNow Satellite Data Processor (ASDP). AirNow derives these satellite estimates using NASA/NOAA satellite aerosol optical depth (AOD) retrievals and GEOS-Chem modeled ratios of surface PM2.5 concentrations to AOD. The second case study will show how NASA's Global Image Browse Services (GIBS) provides a near-real-time satellite product in AirNow-Tech for agency users to quickly identify smoke plumes and access air quality conditions in data-sparse areas during wildland fires.

Ambient Air Quality Data Inventory

EPA Pesticide Factsheets

The Office of Air and Radiation's (OAR) Ambient Air Quality Data (Current) contains ambient air pollution data collected by EPA, other federal agencies, as well as state, local, and tribal air pollution control agencies. Its component data sets have been collected over the years from approximately 10,000 monitoring sites, of which approximately 5,000 are currently active. OAR's Office of Air Quality Planning and Standards (OAQPS) and other internal and external users, rely on this data to assess air quality, assist in Attainment/Non-Attainment designations, evaluate State Implementation Plans for Non-Attainment Areas, perform modeling for permit review analysis, and other air quality management functions. Air quality information is also used to prepare reports for Congress as mandated by the Clean Air Act. This data covers air quality data collected after 1980, when the Clean Air Act requirements for monitoring were significantly modified. Air quality data from the Agency's early years (1970s) remains available (see OAR PRIMARY DATA ASSET: Ambient Air Quality Data -- Historical), but because of technical and definitional differences the two data assets are not directly comparable. The Clean Air Act of 1970 provided initial authority for monitoring air quality for Conventional Air Pollutants (CAPs) for which EPA has promulgated National Ambient Air Quality Standards (NAAQS). The International Agency for Research on Cancer (IARC) has classified outdoor air pollution and the particulate matter (PM) in outdoor air pollution as carcinogenic to humans, as based on sufficient evidence of carcinogenicity in humans and experimental animals and strong support by mechanistic studies. The data with important contributions to the evaluation are reviewed, highlighting the data with particular relevance to China, and implications of the evaluation with respect to China are discussed. The air pollution levels in Chinese cities are among the highest observed in the world today and frequently exceed health-based national and international guidelines. Data from high-quality epidemiologic studies in Asia, Europe, and North America consistently show positive associations between lung cancer and PM exposure and other indicators of air pollution, which persist after adjustment for important lung cancer risk factors, such as tobacco smoking. Epidemiologic data from China are limited but nevertheless indicate an increased risk of lung cancer associated with several air pollutants. Excess cancer risk is also observed in experimental animals exposed to polluted outdoor air or extracted PM. The exposure of several species to outdoor air pollution is associated with markers of genetic damage that have been linked to increased cancer risk in humans. Numerous studies from China, especially genetic biomarker studies in exposed populations, support that the polluted air in China is genotoxic and carcinogenic to humans. The evaluation by IARC indicates both the need for further research into the cancer risks associated with exposure to air pollution in China and the urgent need to act to reduce exposure to the population.

The International Agency for Research on Cancer (IARC) has classified outdoor air pollution and the particulate matter (PM) in outdoor air pollution as carcinogenic to humans, as based on sufficient evidence of carcinogenicity in humans and experimental animals and strong support by mechanistic studies. The data with important contributions to the evaluation are reviewed, highlighting the data with particular relevance to China, and implications of the evaluation with respect to China are discussed. The air pollution levels in Chinese cities are among the highest observed in the world today and frequently exceed health-based national and international guidelines. Data from high-quality epidemiologic studies in Asia, Europe, and North America consistently show positive associations between lung cancer and PM exposure and other indicators of air pollution, which persist after adjustment for important lung cancer risk factors, such as tobacco smoking. Epidemiologic data from China are limited but nevertheless indicate an increased risk of lung cancer associated with several air pollutants. Excess cancer risk is also observed in experimental animals exposed to polluted outdoor air or extracted PM. The exposure of several species to outdoor air pollution is associated with markers of genetic damage that have been linked to increased cancer risk in humans. Numerous studies from China, especially genetic biomarker studies in exposed populations, support that the polluted air in China is genotoxic and carcinogenic to humans. The evaluation by IARC indicates both the need for further research into the cancer risks associated with exposure to air pollution in China and the urgent need to act to reduce exposure to the population. Enabling Mobile Air Quality App Development with an AirNow API

The U.S. Environmental Protection Agency's (EPA) AirNow program works with over 130 participating state, local, and federal air quality agencies to obtain, quality control, and store real-time air quality observations and forecasts. From these data, the AirNow system generates thousands of maps and products each hour. Each day, information from AirNow is published online and in other media to assist the public in making health-based decisions related to air quality. However, an increasing number of people use mobile devices as their primary tool for obtaining information, and AirNow has responded to this trend by publishing an easy-to-use Web API that is useful for mobile app developers. This presentation will describe the various features of the AirNow application programming interface (API), including Representational State Transfer (REST)-type web services, file outputs, and RSS feeds. In addition, a web portal for the AirNow API will be shown, including documentation on use of the system, a query tool for configuring and running web services, and general information about the air quality data and forecasts available. Data published via the AirNow API includes corresponding Air Quality Index (AQI) levels for each pollutant. We will highlight examples of mobile apps that are using the AirNow API to provide location-based, real-time air quality information. Examples will include mobile apps developed for Minnesota ('Minnesota Air') and Washington, D.C. ('Clean Air Partners Air Quality'), and an app developed by EPA ('EPA AirNow').

The Nuclear Science and Engineering Research Center (NSERC), a Defense Threat Reduction Agency (DTRA) office located at the United States Military Academy (USMA), sponsors and manages cadet and faculty research in support of DTRA objectives. The NSERC has created an experimental pyroelectric crystal accelerator program to enhance undergraduate education at USMA in the Department of Physics and Nuclear Engineering. This program provides cadets with hands-on experience in designing their own experiments using an inexpensive tabletop accelerator. This device uses pyroelectric crystals to ionize and accelerate gas ions to energies of {approx}100 keV. Facility Targeting, Protection and Mission Decision Making Using the VISAC Code

The Visual Interactive Site Analysis Code (VISAC) has been used by DTRA and several other agencies to aid in targeting facilities and to predict the associated collateral effects for the go, no go mission decision making process. VISAC integrates the three concepts of target geometric modeling, damage assessment capabilities, and an event/fault tree methodology for evaluating accident/incident consequences. It can analyze a variety of accidents/incidents at nuclear or industrial facilities, ranging from simple component sabotage to an attack with military or terrorist weapons. For nuclear facilities, VISAC predicts the facility damage, estimated downtime, amount and timing of any radionuclides released. Used in conjunction with DTRA's HPAC code, VISAC also can analyze transport and dispersion of the radionuclides, levels of contamination of the surrounding area, and the population at risk. VISAC has also been used by the NRC to aid in the development of protective measures for nuclear facilities that may be subjected to attacks by car/truck bombs.

Nation's first solar-cell-powered air monitoring station was installed at Liberty State Park, New Jersey. Jointly sponsored by state agencies and the Department of Energy, system includes display which describes its operation to park visitors. Unit samples air every sixth day for a period of 24 hours. Air is forced through a glass filter, then is removed each week for examination by the New Jersey Bureau of Air Pollution. During the day, solar cells provide total power for the sampling equipment. Excess energy is stored in a bank of lead-acid batteries for use when needed.

These proceedings contain papers prepared for the 22nd Annual DoD/DOE Seismic Research Symposium: Planning for Verification of and Compliance with the Comprehensive Nuclear-Test-Ban Treaty (CTBT), held 13-15 September 2000 in New Orleans, Louisiana. These papers represent the combined research related to ground-based nuclear explosion monitoring funded by the National Nuclear Security Administration (NNSA), Defense Threat Reduction Agency (DTRA), Air Force Technical Applications Center (AFTAC), Department of Defense (DoD), US Army Space and Missile Defense Command, Defense Special Weapons Agency (DSWA), and other invited sponsors. The scientific objectives of the research are to improve the United States capability to detect, locate,more » and identify nuclear explosions. The purpose of the meeting is to provide the sponsoring agencies, as well as potential users, an opportunity to review research accomplished during the preceding year and to discuss areas of investigation for the coming year. For the researchers, it provides a forum for the exchange of scientific information toward achieving program goals, and an opportunity to discuss results and future plans. A crucially important aspect for mission-critical robotic operations is ensuring as best as possible that an autonomous system be able to complete its task. In a project for the Defense Threat Reduction Agency (DTRA) we are developing methods to provide such guidance, specifically for counter-Weapons of Mass Destruction (C-WMD) missions. In this paper, we describe the scenarios under consideration, the performance measures and metrics being developed, and an outline of the mechanisms for providing performance guarantees.

Enhanced chemical weapon warning via sensor fusion

Torch Technologies Inc., is actively involved in chemical sensor networking and data fusion via multi-year efforts with Dugway Proving Ground (DPG) and the Defense Threat Reduction Agency (DTRA). The objective of these efforts is to develop innovative concepts and advanced algorithms that enhance our national Chemical Warfare (CW) test and warning capabilities via the fusion of traditional and non-traditional CW sensor data. Under Phase I, II, and III Small Business Innovative Research (SBIR) contracts with DPG, Torch developed the Advanced Chemical Release Evaluation System (ACRES) software to support non real-time CW sensor data fusion. Under Phase I and II SBIRs with DTRA in conjunction with the Edgewood Chemical Biological Center (ECBC), Torch is using the DPG ACRES CW sensor data fuser as a framework from which to develop the Cloud state Estimation in a Networked Sensor Environment (CENSE) data fusion system. Torch is currently developing CENSE to implement and test innovative real-time sensor network based data fusion concepts using CW and non-CW ancillary sensor data to improve CW warning and detection in tactical scenarios.

Following the terrorist attacks in 2001, much time and effort has been put toward improving catastrophic incident response. But recovery--the period following initial response that focuses on the long-term viability of the affected area--has received less attention. Recognizing the importance of being able to recover an area following a catastrophic incident, the Department of Defense, through its Defense Threat Reduction Agency (DTRA), and the Department of Homeland Security, through its Science and Technology Directorate (DHS S&T), created the Interagency Biological Restoration Demonstration (IBRD) program. IBRD was a 4-year program jointly managed and funded by DTRA and DHS S&T, the goal of which was to reduce the time and resources necessary to recover a wide urban area from an intentional release of Bacillus anthracis. Specific program objectives included understanding the social, economic, and operational interdependencies that affect recovery; establishing long-term coordination between the Departments of Defense and Homeland Security; developing strategic recovery/restoration plans; identifying and demonstrating technologies that support recovery; and exercising recovery activities and technology solutions. IBRD has made important first steps toward improving national preparedness in the area biological incident recovery. Specifically, IBRD has helped enhance the efficacy and efficiency of recovering large urban areas by developing consequence management guidance; identifying key S&T capabilities and integrating them with planning and guidance documents; and establishing key relationships across the federal interagency, federal-to-regional, civilian-to-military, and public-to-private stakeholders. Upon completion of IBRD in fall 2010, both DTRA and DHS S&T planned follow-on programs.

The NASA developed Land Information System (LIS) is the Air Force Weather Agency's (AFWA) operational Land Data Assimilation System (LDAS) combining real time precipitation observations and analyses, global forecast model data, vegetation, terrain, and soil parameters with the community Noah land surface model, along with other hydrology module options, to generate profile analyses of global soil moisture, soil temperature, and other important land surface characteristics. (1) A range of satellite data products and surface observations used to generate the land analysis products (2) Global, 1/4 deg spatial resolution (3) Model analysis generated at 3 hours. AFWA recognizes the importance of operational benchmarking and uncertainty characterization for land surface modeling and is developing standard methods, software, and metrics to verify and/or validate LIS output products. To facilitate this and other needs for land analysis activities at AFWA, the Model Evaluation Toolkit (MET) -- a joint product of the National Center for Atmospheric Research Developmental Testbed Center (NCAR DTC), AFWA, and the user community -- and the Land surface Verification Toolkit (LVT), developed at the Goddard Space Flight Center (GSFC), have been adapted to operational benchmarking needs of AFWA's land characterization activities.

General Metal Works' Accu-Vol is a high-volume air sampling system used by many government agencies to monitor air quality for pollution control purposes. Procedure prevents possible test-invalidating contamination from materials other than particulate pollutants, caused by manual handling or penetration of windblown matter during transit, a cassette was developed in which the filter is sealed within a metal frame and protected in transit by a snap-on aluminum cover, thus handled only under clean conditions in the laboratory.

The US Environmental Protection Agency (EPA) and other federal agencies face a number of challenges in interpreting and reconciling short-duration (seconds to minutes) readings from mobile and handheld air sensors with the longer duration averages (hours to days) associated with the National Ambient Air Quality Standards (NAAQS) for the criteria pollutants-particulate matter (PM), ozone, carbon monoxide, lead, nitrogen oxides, and sulfur oxides. Similar issues are equally relevant to the hazardous air pollutants (HAPs) where chemical-specific health effect reference values are the best indicators of exposure limits; values which are often based on a lifetime of continuous exposure. A multi-agency, staff-level Air Sensors Health Group (ASHG) was convened in 2013. ASHG represents a multi-institutional collaboration of Federal agencies devoted to discovery and discussion of sensor technologies, interpretation of sensor data, defining the state of sensor-related science across each institution, and provides consultation on how sensors might effectively be used to meet a wide range of research and decision support needs. ASHG focuses on several fronts: improving the understanding of what hand-held sensor technologies may be able to deliver; communicating what hand-held sensor readings can provide to a number of audiences; the challenges of how to integrate data generated by multiple entities using new and unproven technologies; and defining best practices in communicating health-related messages to various audiences. This review summarizes the challenges, successes, and promising tools of those initial ASHG efforts and Federal agency progress on crafting similar products for use with other NAAQS pollutants and the HAPs. The US Environmental Protection Agency (EPA) AirNow program provides Air Quality Index (AQI) information to the public, decision-makers, researchers and the media (data and forecasts) mainly for ozone and PM2.5 (particles smaller than 2.5 μm in median diameter). EPA wants to provide the best information available to the public and integrating NASA satellite-derived surface PM2.5 concentrations with ground-level PM2.5 observations has proved promising. The AirNow Satellite Data Processor (ASDP) uses daily PM2.5 estimates and uncertainties derived from average Aqua and Terra MODerate resolution Imaging Spectrometer (MODIS) AOD in near-real-time over the United States and fuses the results with observed PM2.5 measurements to create several air quality products for evaluation. In addition to the description of the AirNow program and the AirNow ASDP, several case studies will be presented to show the value that NASA satellite information adds to maps of air quality.
