Recent advances in the development of small-scale and inexpensive air pollutant sensors, coupled with the ubiquitous use of wireless and mobile technology, will transform the field of air quality monitoring. For the first time, the general public may purchase air monitors, which can measure their personal exposure to NOx, Ozone, black carbon, and VOCs for a few hundred dollars. Concerned citizens may now gather the data for themselves to answer questions such as, ';what am I breathing?' and ';is my air clean?' The research and policy community will have access to real-time air quality data collected at the local and regional scale, making targeted protection of environmental health possible. With these benefits come many questions from citizen scientists, policymakers, and researchers. These include, what is the quality of the data? How will the public interpret data from the air sensors and are there guidelines to interpret that data? How do you know if the air sensor is trustworthy? Recognizing that this revolution in air quality monitoring will proceed regardless of the involvement of the government, the Innovation Team at the EPA Office of Research and Development, in partnership with the Office of Enforcement and Compliance Assistance and the Office of Air and Radiation, seized the opportunity to ensure that users of next generation air sensors can realize the full potential benefits of these innovative technologies. These efforts include releasing an EPA Draft Roadmap for Next Generation Air Monitoring, testing air sensors under laboratory and field conditions, field demonstrations of new air sensor technology for the public, and building a community of air sensor developers, researchers, local, state and federal officials, and community members through workshops and a website. In Citizens Coal Council v. EPA, an en banc panel for the Sixth Circuit Court of Appeals considered a challenge to EPA regulations promulgated pursuant to the Clean Water Act (CWA). The EPA promulgated the regulations in an attempt to incentivize coal companies to remine once abandoned mine sites. Petitioners, two nonprofit environmental organizations, claimed that the regulations violated the Clean Water Act and Administrative Procedure Act by allowing coal companies to remine without adhering to any enforceable pollution limitations. The EPA countered that more remining would improve water quality at abandoned sites. The Sixth Circuit rejected Petitioners' claims, findingmore » that the EPA's regulations were reasonably consistent with the CWA's goal of restoring the integrity of the nation's waters. In so holding, the court struggled to understand the meaning of the CWA's complex procedural and technical language, and allowed the EPA to justify the rule based on the CWA's broad statement of purpose. Such superficial judicial review sets a dangerous precedent in environmental law, because it exacerbates the risk of agency capture. A captured agency promulgates regulations that benefit-industry, not the environment. Without the judiciary acting as a meaningful check against agency capture, the public loses a valuable tool in the fight against major-industrial polluters like the domestic coal industry. Citizens Coal Council therefore stands as a cautionary tale, a warning sign that the judiciary may be unable to identify agency capture where the regulations at issue are promulgated pursuant to a complex statute like the Clean Water Act.« less

This web feature service contains location and facility identification information from EPA's Facility Registry Service (FRS) for the subset of facilities that link to the Clean Air Markets Division Business System (CAMDBS). Administered by the EPA Clean Air Markets Division, within the Office of Air and Radiation, CAMDBS supports the implementation of market-based air pollution control programs, including the Acid Rain Program and regional programs designed to reduce the transport of ozone. FRS identifies and geospatially locates facilities, sites or places subject to environmental regulations or of environmental interest. Using vigorous verification and data management procedures, FRS integrates facility data from EPA's national program systems, other federal agencies, and State and tribal master facility records and provides EPA with a centrally managed, single source of comprehensive and authoritative information on facilities. This data set contains the subset of FRS integrated facilities that link to CAMDBS facilities once the CAMDBS data has been integrated into the FRS database. Additional information on FRS is available at the EPA website https://www.epa.gov/enviro/facility-registry-service-frs.

The U.S. Environmental Protection Agency's (EPA) AIRNow program provides maps of real-time hourly Air Quality Index (AQI) conditions and daily AQI forecasts nationwide (http://www.airnow.gov). The public uses these maps to make decisions concerning their respiratory health. The usefulness of the AIRNow air quality maps depends on the accuracy and spatial coverage of air quality measurements. Currently, the maps use only ground-based measurements, which have significant gaps in coverage in some parts of the United States. As a result, contoured AQI levels have high uncertainty in regions far from monitors. To improve the usefulness of air quality maps, scientists at EPA and Sonoma Technology, Inc. are working in collaboration with the National Aeronautics and Space Administration (NASA), the National Oceanic and Atmospheric Administration (NOAA), and university researchers on a project to incorporate additional measurements into the maps via the AIRNow Satellite Data Processor (ASDP). These measurements include estimated surface PMAir Quality model. Once operational, the ASDP will be able to fuse multiple PM2.5 concentration data sets to generate AQI maps with improved spatial coverage. The goal of ASDP is to provide better AQI information in monitor-sparse locations and augment monitor-dense locations with more information. The methodology and evaluation of the data fusion will be presented, along with several case studies from fall 2009 through summer 2010.

The U.S. Environmental Protection Agency (U.S. EPA) established the National Dioxin Air Monitoring Network (NDAMN) in June of 1998, and operated it until November of 2004. The objective of NDAMN was to determine background air concentrations of polychlorinated dibenzo-p-dioxins (PCDDs), polychlorinated dibenzofurans (PCDFs), and dioxin-like polychlorinated biphenyls (dl-PCBs). NDAMN started with 10 sampling sites, adding more over time until the final count of 34 sites was reached by the beginning of 2003. Samples were taken quarterly, and the final sample count was 685. All samples were measured for 17 PCDD/PCDF congeners, 8 PCDD/PCDF homologue groups, and 7 dl-PCBs (note: 5 additional dl-PCBs were added for samples starting in the summer of 2002; 317 samples had measurements of 12 dl-PCBs). The overall average total toxic equivalent (TEQ) concentration in the United States was 11.2 fg TEQ m−3 with dl-PCBs contributing 0.8 fg TEQ m−3 (7%) to this total. The archetype dioxin and furan background air congener profile was seen in the survey averages and in most individual samples. This archetype profile is characterized by low and similar concentrations for tetra – through hexa PCDD/PCDF congeners, with elevations in four congeners – a hepta dioxin and furan congener, and both octa congeners. In this Final Rule, EPA is amending both the Asbestos Worker Protection Rule (WPR) and the Asbestos-in-Schools Rule. The WPR amendment protects State and local government employees from the health risks of exposure to asbestos to the same extent as private sector workers by adopting for these employees the Asbestos Standards of the Occupational Safety and Health Administration (OSHA). The WPR's coverage is extended to State and local government employees who are performing construction work, custodial work, and automotive brake and clutch repair work. This final rule cross-references the OSHA Asbestos Standards for Construction and for General Industry, so that future amendments to these OSHA standards are directly and equally effective for employees covered by the WPR. EPA also amends the Asbestos-in-Schools Rule to provide coverage under the WPR for employees of public local education agencies who perform operations, maintenance, and repair activities. EPA is issuing this final rule under section 6 of the Toxic Substances Control Act (TSCA).

During the spring of 2011, the U.S. Environmental Protection Agency (EPA) used its national radiation monitoring and sampling system, RadNet, to detect, identify, and inform the public about radioactive material in the United States resulting from Japan's Fukushima Daiichi Nuclear Power Plant release. The RadNet system monitors ambient air, drinking water, precipitation, and pasteurized milk for radionuclides. To supplement its existing stationary (fixed) continuous air monitoring system, EPA deployed additional air monitors to Saipan, Guam, and locations in the western United States. The Agency also accelerated the regular quarterly sampling of milk and drinking water and collected an additional round of samples. For two months, staff located at EPA's Headquarters Emergency Operations Center, west coast regional offices, and National Air and Radiation Environmental Lab worked seven days a week to handle the increased radiochemical sample analysis from air filters, precipitation, drinking water, and milk; provide interagency scientific input; and answer press and public inquiries. EPA's data was consistent with what was expected from the Fukushima Daiichi Nuclear Power Plant release. The levels of radioactivity were so low that the readings from the near-real-time RadNet air monitors stayed within normal background ranges. Detailed sample analyses were needed to identify the radionuclides associated with the release. Starting at the end of April and continuing through May 2011, levels of radioactive material decreased as expected.

Many popular and widely used paint stripping products have traditionally contained methylene chloride as their main active ingredient. However, the Environmental Protection Agency (EPA) has critically curved the allowable use of methylene chloride under the National Emission Standard for Hazardous Air Pollutants regulating Aerospace Manufacturing and Rework Facilities . Compliance with this rule was mandatory by September 1998 for affected facilities. An effort is underway to identify and evaluate alternative depainting technologies emphasizing those believed both effective and environmentally benign. On behalf of the EPA and in cooperation with the United States Air Force, the National Aeronautics and Space Administration is conducting a technical assessment of several alternative technologies ( i.e. : chemical stripping, two CO2 blasting processes, CO2 xenon lamp coating removal, CO2 Laser stripping, plastic media blasting, sodium bicarbonate wet stripping, high pressure water stripping, and wheat starch blasting). These depainting processes represent five removal method categories, namely abrasive, impact, cryogenic, thermal, and/or molecular bonding dissociation. This paper discusses the test plan and parameters for this interagency study. Several thicknesses of clad and non-clad aluminum substrates were used to prepare test specimens. Each depainting process has been assigned a specimen lot, all of which have completed three to five stripping cycles. Numerous metallurgical evaluations are underway to assess the impact of these alternative depainting processes upon the structural integrity of the substrate.

In 1997 then-US Environmental Protection Agency (EPA) Administrator Carol Browner adopted new National Ambient Air Quality Standards (NAAQS) for fine particulate matter (PM2.5). Browner recognized that 'there is uncertainty in the characterization of health effects attributable to exposure to ambient PM.' As a result, President Clinton promised to review the scientific basis for those standards prior to their implementation. Recently, before EPA has even promulgated rules concerning implementation of those standards, the agency proposed to revise those standards to make them significantly more stringent. The U.S. Environmental Protection Agency's (EPA) AirNow program works with over 130 participating state, local, and federal air quality agencies to obtain, quality control, and store real-time air quality observations and forecasts. From these data, the AirNow system generates thousands of maps and products each hour. Each day, information from AirNow is published online and in other media to assist the public in making health-based decisions related to air quality. However, an increasing number of people use mobile devices as their primary tool for obtaining information, and AirNow has responded to this trend by publishing an easy-to-use Web API that is useful for mobile app developers. This presentation will describe the various features of the AirNow application programming interface (API), including Representational State Transfer (REST)-type web services, file outputs, and RSS feeds. In addition, a web portal for the AirNow API will be shown, including documentation on use of the system, a query tool for configuring and running web services, and general information about the air quality data and forecasts available. Data published via the AirNow API includes corresponding Air Quality Index (AQI) levels for each pollutant. We will highlight examples of mobile apps that are using the AirNow API to provide location-based, real-time air quality information. Examples will include mobile apps developed for Minnesota ('Minnesota Air') and Washington, D.C. ('Clean Air Partners Air Quality'), and an app developed by EPA ('EPA AirNow').

The Office of Air and Radiation's (OAR) Ambient Air Quality Data (Current) contains ambient air pollution data collected by EPA, other federal agencies, as well as state, local, and tribal air pollution control agencies. Its component data sets have been collected over the years from approximately 10,000 monitoring sites, of which approximately 5,000 are currently active. OAR's Office of Air Quality Planning and Standards (OAQPS) and other internal and external users, rely on this data to assess air quality, assist in Attainment/Non-Attainment designations, evaluate State Implementation Plans for Non-Attainment Areas, perform modeling for permit review analysis, and other air quality management functions. Air quality information is also used to prepare reports for Congress as mandated by the Clean Air Act. This data covers air quality data collected after 1980, when the Clean Air Act requirements for monitoring were significantly modified. Air quality data from the Agency's early years (1970s) remains available (see OAR PRIMARY DATA ASSET: Ambient Air Quality Data -- Historical), but because of technical and definitional differences the two data assets are not directly comparable. The Clean Air Act of 1970 provided initial authority for monitoring air quality for Conventional Air Pollutants (CAPs) for which EPA has promulgated National Ambient Air Quality Standards (NAAQS). This Air Sensor Guidebook has been developed by the U.S. EPA to assist those interested in potentially using lower cost air quality sensor technologies for air quality measurements. Its development was in direct response to a request for such a document following a recent scientific conference (Apps and Sensors for Air Pollution-2012). Low cost air quality sensors ($100-$2500) are now commercially available in a wide variety of designs and capabilities. This is an emerging technology area and one that is quickly evolving. Even so, their availability has resulted in questions from many as to how they might be used appropriately. This document attempts to provide useful information concerning some of those questions. The National Exposure Research Laboratory’s (NERL’s) Human Exposure and Atmospheric Sciences Division (HEASD) conducts research in support of EPA’s mission to protect human health and the environment. HEASD’s research program supports Goal 1 (Clean Air) and Goal 4 (Healthy People) of EPA’s strategic plan. More specifically, our division conducts research to characterize the movement of pollutants from the source to contact with humans. Our multidisciplinary research program produces Methods, Measurements, and Models to identify relationships between and characterize processes that link source emissions, environmental concentrations, human exposures, and target-tissue dose. The concern revolves primarily around tiny bits of soot and chemicals emitted while burning fuels and vegetation. Studies, many relying on confidential medical information, have found a link between the pollution and premature deaths, heart disease, and respiratory problems. The capture of Federal regulatory agencies by the groups they were supposed to be regulating has been a topic of concern in the traditional literature of public administration. In his influential book The End of Liberalism, Professor Theordore Lowi suggested that capture resulted in part from vauge delegations of authority of Congress to regulatory agencies. Lowi argued that democracy would be better served if Congress were more specific in drafting laws, if agencies made greater use of formal rulemaking in implementing them, and if the courts rejected statutes which contained excessively vague delegations of authority - a remedy which hemore » labeled juridicial democracy. This dissertation examines Lowi's theory in light of the experience of Congress and the Environmental Protection Agency (EPA) with the requirements of the Clean Air Act to prevent the significant deterioration of air quality in areas where air was already relatively clean. The history of the program to develop and carry out these requirements, known as PSD, is described in detail from its inception in the late 1960's through EPA's final regulations in 1980. Special attention is given to the actions taken by EPA after environmental groups successfully used the courts to force EPA to develop a PSD program in 1974, how Congress responded by amending the Clean Air Act in 1977, and the difficulties these amendments and subsequent additional court reviews caused for EPA.« less

This US EPA Office of Air and Radiation, Office of Air Quality Planning and Standards, Air Quality Assessment Division, Air Quality Analysis Group (OAR, OAQPS, AQAD, AQAG) web service contains the following layers created from the 2008, 2011 and 2014 National Emissions Inventory (NEI): Carbon Monoxide (CO), Lead, Ammonia (NH3), Nitrogen Oxides (NOx), Particulate Matter 10 (PM10), Particulate Matter 2.5 (PM2.5), Sulfur Dioxide (SO2), Volatile Organic Compounds (VOC). Each of these layers conatin county level emissions for 2008, 2011, and 2014. Layers are drawn at all scales. The National Emission Inventory (NEI) is a comprehensive and detailed estimate of air emissions of criteria pollutants, criteria precursors, and hazardous air pollutants from air emissions sources. The NEI is released every three years based primarily upon data provided by State, Local, and Tribal air agencies for sources in their jurisdictions and supplemented by data developed by the US EPA. The NEI is built using the Emissions Inventory System (EIS) first to collect the data from State, Local, and Tribal air agencies and then to blend that data with other data sources.NEI point sources include emissions estimates for larger sources that are located at a fixed, stationary location. Point sources in the NEI include large industrial facilities and electric power plants, airports, and smaller industrial, non-industrial and commercial facilities. President Obama's proposed budget for the Environmental Protection Agency (EPA) for fiscal year (FY) 2013 is $8.34 billion, a 1.2% decrease from the agency's 2012 enacted budget. "This budget is focused on fulfilling EPA's core mission to protect health and the environment for millions of American families. It demonstrates the fiscal responsibility called for at this moment, while still supporting clean air, healthy waters, and innovative safeguards that are essential to an America built to last," said EPA administrator Lisa Jackson in a 13 February briefing announcing the budget proposal. Balancing tight funding environments with EPA's goals "has required taking a step back from programs we have worked on for years, programs were we have had great success," she said. "There are difficult choices throughout this budget, but they enable us to do what is required for our immediate priorities as well as challenges down the road."

Computational toxicology is the application of mathematical and computer models to help assess chemical hazards and risks to human health and the environment. Supported by advances in informatics, high-throughput screening (HTS) technologies, and systems biology, the U.S. Environmental Protection Agency EPA is developing robust and flexible computational tools that can be applied to the thousands of chemicals in commerce, and contaminant mixtures found in air, water, and hazardous-waste sites. The Office of Research and Development (ORD) Computational Toxicology Research Program (CTRP) is composed of three main elements. The largest component is the National Center for Computational Toxicology (NCCT), which was established in 2005 to coordinate research on chemical screening and prioritization, informatics, and systems modeling. The second element consists of related activities in the National Health and Environmental Effects Research Laboratory (NHEERL) and the National Exposure Research Laboratory (NERL). This report provides an overview of the provisions of the Clean Air Act and its Amendments of 1990 that identify hazardous air pollutant (HAP) emissions and addresses their regulation by the US Environmental Protection Agency (EPA). It defines the major energy sector sources of these HAPs that would be affected by the regulations. Attention is focused on regulations that would cover coke oven emissions; chromium emission from industrial cooling towers and the electroplating process; HAP emissions from tank vessels, asbestos-related activities, organic solvent use, and ethylene oxide sterilization; and emissions of air toxics from municipal waste combustors. The possible implicationsmore » of Title III regulations for the coal, natural gas, petroleum, uranium, and electric utility industries are examined. The U.S. EPA has established a National Dioxin Air Monitoring Network (NDAMN) to determine the temporal and geographical variability of atmospheric chlorinated dibenzo-p-dioxins (CDDs), furans (CDFs), and coplanar polychlorinated biphenyls (PCBs) at rural and non-impacted locations throughout the United States. Currently operating at 32 sampling stations, NDAMN has three primary purposes: (1) to determine the atmospheric levels and occurrences of dioxin-like compounds in rural and agricultural areas where livestock, poultry, and animal feed crops are grown; (2) to provide measurements of atmospheric levels in different geographic regions of the U.S.; and (3) to provide information regarding the long-range transport of dioxin-like compounds in air over the U.S. Designed in 1997, NDAMN has been implemented in phases, with the first phase consisting of 9 monitoring stations and is achieving congener-specific detection lmits of 0.1 fg/m3 for 2,3,7,8-TCDD and 10 fg/m3 for OCDD. With respect to coplanar PCBs, the detection limits are generally higher due to the presence of background levels in the air during the preparation and processing of the samples. The waiver included some stringent fuel volatility requirements to control evaporative emissions that have kept the waiver from becoming the marketing tool for fuel alcohols that everyone expected it to be. The US Environmental Protection Agency removed a restrictive evaporative index requirement on the Clean Air Act waiver which had been granted to E.I. DuPont de Nemours and Company. On January 17, 1985, EPA granted DuPont a waiver to produce an unleaded gasoline/methanol blend, which contains 5% methanol and 2.5% cosolvent alcohols, provided producers did not exceed an evaporative index designed to limit the release of vapors to the atmosphere. The reconsideration came after a petition by the Oxygenated Fuels Association (OFA) and after EPA reexamined the relevant data. Originally EPA said it did not think the ASTM Standard D439 wasmore » acceptable for controlling the volatility of the methanol blend, because most gasoline being sold actually had a lower volatility. EPA's more recent information, however, shows that volatility levels in commercial gasoline have been rising and are near ASTM's D439 standard. Therefore, applying the ASTM standard to the DuPont blend will mean that evaporative emissions from vehicles using the DuPont blend will be no higher than those from vehicles using other gasolines. Other conditions of the waiver are discussed. These include the use of specific corrosion inhibitors, and 99.85% purity level of methanol. 1 table.« less

The U.S. Environmental Protection Agency's (EPA) Air Quality Index (AQI) relies on hourly measurements of ground-based surface PM2.5 (particles smaller than 2.5 μm in median diameter) to develop daily AQI index maps. The EPA is improving the accuracy of AQI information and extending its coverage for reporting to the public by incorporating National Aeronautics and Space Administration (NASA) satellite-derived surface PM2.5 concentrations into daily AQI maps. The additional coverage will provide air quality information in regions without dense monitoring networks. The AirNow Satellite Data Processor (ASDP) uses daily PM2.5 estimates and uncertainties derived from average Aqua and Terra MODerate resolution Imaging Spectroradiometer (MODIS) aerosol optical depth (AOD) in near real-time over the United States. The algorithm to derive surface PM2.5 from MODIS AOD relies on linear relationships between AOD and PM2.5 generated from multi-year GEOS-Chem model simulations (van Donkelaar et al., 2012). Parameters from the regression equation (slopes and intercepts) are saved in a lookup table (LUT) with 4 km spatial resolution for each day of a given year. To improve data accuracy and continuity, a filter is applied to remove MODIS AOD with low accuracy (e.g., over bright surfaces) and an inverse distance weighted average is applied to fill in gaps created by cloud coverage. Daily surface PM2.5 estimates and their uncertainties are generated at the National Oceanic and Atmospheric Administration (NOAA) using the van Donkelaar et al. algorithm and near real-time MODIS AOD products from Terra and Aqua and are provided to the EPA through its Infusing satellite Data into Environmental Applications (IDEA) website. The Suomi National Polar-orbiting Partnership (NPP) Visible Infrared Imaging Radiometer Suite (VIIRS) was launched on October 28, 2011, and similar to MODIS, provides AOD products for real-time applications. This report provides an overview of the provisions of the Clean Air Act and its Amendments of 1990 that identify hazardous air pollutant (HAP) emissions and addresses their regulation by the US Environmental Protection Agency (EPA). It defines the major energy sector sources of these HAPs that would be affected by the regulations. Attention is focused on regulations that would cover coke oven emissions; chromium emission from industrial cooling towers and the electroplating process; HAP emissions from tank vessels, asbestos-related activities, organic solvent use, and ethylene oxide sterilization; and emissions of air toxics from municipal waste combustors. The possible implicationsmore » of Title III regulations for the coal, natural gas, petroleum, uranium, and electric utility industries are examined. The Remote Sensing Information Gateway was developed by the U.S. Environmental Protection Agency (EPA) to assist researchers in easily obtaining and combining a variety of environmental datasets related to air quality research. Current datasets available include, but are not limited to surface PM2.5 and O3 data, satellite derived aerosol optical depth , and 3-dimensional output from U.S. EPA's Models 3/Community Multi-scale Air Quality (CMAQ) modeling system. The presentation will include a demonstration that illustrates several scenarios of how researchers use the tool to help them visualize and obtain data for their work; with a particular focus on episode analysis related to biomass burning impacts on air quality. The presentation will provide an overview on how RSIG works and how the code has been—and can be—adapted for other projects. One example is the Virtual Estuary, which focuses on automating the retrieval and pre-processing of a variety of data needed for estuarine research. RSIG’s source codes are freely available to researchers with permission from the EPA principal investigator, Dr. Jim Szykman. RSIG is available to the community and can be accessed online at http://www.epa.gov/rsig. Once the JAVA policy file is configured on your computer you can run the RSIG applet on your computer and connect to the RSIG server to visualize and retrieve available data sets. The applet allows the user to specify the temporal/spatial areas of interest, and the types of data to retrieve. The applet then communicates with RSIG subsetter codes located on the data owners’ remote servers; the subsetter codes assemble and transfer via ordinary Internet protocols only the specified data to the researcher’s computer. This is much faster than the usual method of transferring large files via FTP and greatly reduces network traffic. The RSIG applet then visualizes the transferred data on a latitude-longitude map, automatically locating the data in the correct

This Candidate Solution is based on using NASA Earth science research on atmospheric ozone and aerosols data as a means to predict and evaluate the effectiveness of photocatalytically created surfaces (building materials like glass, tile and cement) for air pollution mitigation purposes. When these surfaces are exposed to near UV light, organic molecules, like air pollutants and smog precursors, will degrade into environmentally friendly compounds. U.S. EPA (Environmental Protection Agency) is responsible for forecasting daily air quality by using the Air Quality Index (AQI) that is provided by AIRNow. EPA is partnered with AIRNow and is responsible for calculating the AQI for five major air pollutants that are regulated by the Clean Air Act. In this Solution, UV irradiance data acquired from the satellite mission Aura and the OMI Surface UV algorithm will be used to help understand both the efficacy and efficiency of the photocatalytic decomposition process these surfaces facilitate, and their ability to reduce air pollutants. Prediction models that estimate photocatalytic function do not exist. NASA UV irradiance data will enable this capability, so that air quality agencies that are run by state and local officials can develop and implement programs that utilize photocatalysis for urban air pollution control and, enable them to make effective decisions about air pollution protection programs.
