  1. A Plutonium Finishing Plant Model for the Cercla Removal Action and Decommissioning Construction Final Report

    The joint policy between the U.S. Environmental Protection Agency (EPA) and the U.S. Department of Energy (DOE) for decommissioning buildings at DOE facilities documents an agreement between the agencies to perform decommissioning activities including demolition under the Comprehensive Environmental Response Compensation and Liability Act (CERCLA). The use of removal actions for decommissioning integrates EPA oversight authority, DOE lead agency responsibility, and state authority for decommissioning activities. Once removal actions have been performed under CERCLA, a construction completion report is required to document the completion of the required action. Additionally, a decommissioning report is required under DOE guidance. No direct guidance was found for documenting completion of decommissioning activities and preparing a final report that satisfies the CERCLA requirements and the DOE requirements for decommissioning. Additional guidance was needed for the documentation of construction completion under CERCLA for D and D projects undertaken under the joint policy that addresses the requirements of both agencies. A model for the construction completion report was developed to document construction completion for CERCLA D and D activities performed under the joint EPA/DOE policy at the Plutonium Finishing Plant (PFP). The model documentation report developed at PFP integrates the DOE requirements for establishing decommissioning end-points, documenting end-point completion and preparing a final decommissioning report with the CERCLA requirements to document completion of the action identified in the Action Memorandum (AM). The model includes the required information on health and safety, data management, cost and schedule and end-points completion. (authors)

  2. A Cercla-Based Decision Model to Support Remedy Selection for an Uncertain Volume of Contaminants at a DOE Facility

    The Paducah Gaseous Diffusion Plant (PGDP) operated by the Department of Energy is challenged with selecting the appropriate remediation technology to cleanup contaminants at Waste Area Group (WAG) 6. This research utilizes value-focused thinking and multiattribute preference theory concepts to produce a decision analysis model designed to aid the decision makers in their selection process. The model is based on CERCLA's five primary balancing criteria, tailored specifically to WAG 6 and the contaminants of concern, utilizes expert opinion and the best available engineering, cost, and performance data, and accounts for uncertainty in contaminant volume. The model ranks 23 remediation technologies (trains) in their ability to achieve the CERCLA criteria at various contaminant volumes. A sensitivity analysis is performed to examine the effects of changes in expert opinion and uncertainty in volume. Further analysis reveals how volume uncertainty is expected to affect technology cost, time and ability to meet the CERCLA criteria. The model provides the decision makers with a CERCLA-based decision analysis methodology that is objective, traceable, and robust to support the WAG 6 Feasibility Study. In addition, the model can be adjusted to address other DOE contaminated sites.

    Overwhelmed with environmental protection documentation requirements, a number of Federal agencies are grappling with the complexities of attempting to integrate'' the documentation requirements of the National Environmental Policy Act (NEPA), the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), and the Resource Conservation and Recovery Act (RCRA). While there is some overlap between the general environmental policy objectives of NEPA, and the much more specific waste cleanup objectives of CERCLA and RCRA, there are also major differences and outright conflicts. This paper identifies both problems and opportunities associated with implementing emerging and evolving Federal agency policy regarding integration of the procedural and documentation requirements of NEPA, CERCLA, and RCRA. The emphasis is on NEPA/CERCLA/RCRA integration policy and practice at US Department of Energy (DOE) facilities. The paper provides a comparative analysis of NEPA, CERCLA, and RCRA processes and discusses special integration issues including scoping, development and analysis of alternatives, risk assessment, tiering, scheduling, and the controversy surrounding applicability of NEPA to CERCLA or RCRA cleanup activities. Several NEPA/CERCLA/RCRA integration strategy options are evaluated and an annotated outline of an integrated NEPA/CERCLA document is included.

    This study investigated the application of National Environmental Policy Act (NEPA) requirements to Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) actions. Similarities in the documentation and public participation requirements of NEPA and CERCLA include identification and evaluation of alternatives and public participation. Differences include document contents and timing of public participation. This study presented four options for ensuring NEPA compliance at CERCLA sites. Option one included a Programmatic Environmental Impact Statement (PEIS) with subsequent combined FS/EIS report for each subunit. Option two eliminated the PEIS, but retained a stand-alone NEPA document for each CERCLA subunit. Option three included a PEIS with a subsequent combined FS/EIS report for each subunit. Option four eliminated the PEIS but retained a combined FS/EIS report for each subunit. The model presented in this study can be used at any installation to determine the optimal approach for the site. The model's goal is to comply with NEPA and CERCLA while maintaining a balance between cost, schedule, and public acceptance.

    On September 22, 1993, the US Environmental Protection Agency (EPA) published the ``Off-Site Rule`` to implement section 121(d)(3) of the Comprehensive Environmental Response Compensation and Liability Act (CERCLA). CERCLA {section}121(d)(3) requires that wastes generated as a result of remediation activities taken under CERCLA authority and transferred off-site be managed only at facilities that comply with the Resource Conservation and Recovery Act. In 1994, the DOE`s Office of Environmental Policy and Assistance (OEPA), RCRA/CERCLA Division (EH-413) published a CERCLA Information Brief titled ``The Off-Site Rule`` which describes the content of the Off-Site Rule and clarifies some of its implications for DOE remedial actions under CERCLA. Additionally, EH-413 published the Guide on Selecting Compliant Off-Site Hazardous Waste Treatment, Storage and Disposal Facilities which provides a regulatory roadmap for accomplishing off-site transfers of environmental restoration and process hazardous waste at DOE facilities in a manner compliant with the Off-Site Rule and other relevant Federal regulations. Those guidance documents concentrate primarily on DOE`s perspective as a hazardous waste generator. The purpose of this Information Brief is to address the implications of the Off-Site Rule for DOE-owned hazardous waste treatment, storage or disposal facilities that accept CERCLA remediation wastes from off-site locations.

    The Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), enacted in 1980, provides a regulatory and legal mechanism to reduce risks from prior disposal of hazardous and toxic chemicals. Regulations, Standards, and Guidelines have been published to further define the CERCLA Process. The OU 7-10 Staged Interim Action Project at the Idaho National Engineering and Environmental Laboratory (INEEL) is a CERCLA project working to remediate the pre-1970 disposal pit in which transuranic materials have been disposed. This paper analyzes the CERCLA process from a systems engineering perspective and describes how systems engineering is implemented on this project.

Enacted more than a decade ago, the CERCLA program is ripe for scrutiny prior to reauthorization. The following questions deserve consideration: has the CERCLA program accomplished its goals, do the benefits of the CERCLA program justify the costs involved, and what administrative or legislative changes will maximize the benefits of the CERCLA program as compared to its costs.     The Emergency Response Notification System (ERNS) is a computer database containing information on reports of oil and hazardous substance releases that have occurred throughout the United States and have been reported to the National Response Center (NRC), the ten EPA Regions, or the U.S. Coast Guard. EPA assigns each CERCLA hazardous substance a reportable quantity (RQ) that defines when a release must be reported to the NRC. The RQ for a hazardous substance is determined based on the intrinsic physical, chemical, and toxicological properties of the substance, including aquatic and mammalian toxicity, ignitiability, and reactivity.     Consultant liability is an area of the innocent landowner defense under CERCLA that is not often discussed. The only reasonable way to protect consultants hired by innocent purchasers'' is for Congress or state legislatures to establish standardized, regulated audit guidelines. However, even standardized guidelines do not protect consultants completely, because standards cannot specify all activity necessary to perform a particular task. Each project has unique circumstances, and standards arguably can become per se determinants of liability. CERCLA provides three defenses to its basic strict, joint and several liability provisions -- an act of God, an act of war, and an act or omission of a third party not in a contractual relationship with the current owner. Congress amended the third-party not in a contractual relationship with the current owner. Congress amended the third-party defense in SARA by redefining contractual relationship'' to exclude from liability owners who acquired the real property following disposal or placement of hazardous material, and established satisfactorily that the owner at the time of purchase neither knew nor had reason to know hazardous substances were disposed on the property -- the innocent landowner defense.

    During almost any project, situations will arise that require project management and/or engineering personnel to make choices regarding project direction or product development. Often these choices are simply a part of the normal engineering development cycle (e.g., refinement or optimization of the product design). Frequently, on Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and other similar projects, trade studies are initiated to address concerns or issues raised by stakeholders (e.g., EPA, local and state governments, local tribes, public). Where CERCLA projects, by definition, deal with releases or threatened releases of hazardous substances that may endanger public health or the environment, these trade studies must balance safety, risk and health issues, as well as cost and engineering viability. How these trade studies are carried out and documented/presented to the stakeholders involved can often be the difference between continued project progress and a "stalemate" leaving the project in limbo. This document describes a basic trade study process, which has proved successful in addressing stakeholder concerns while at the same time balancing the desires of the various parties involved.

    The key to successful public involvement at the Savannah River Site (SRS) has been and continues to be vigorous, up-front involvement of the public, federal and state regulators with technical experts. The SRS Waste Management Program includes all forms of radioactive waste. All of the decisions associated with the management of these wastes are of interest to the public and successful program implementation would be impossible without including the public up-front in the program formulation. Serious problems can result if program decisions are made without public involvement, and if the public is informed after key decisions are made. This paper will describe the regulatory and public involvement program and their effects on the decisions concerning the disposal at the Savannah River Site (SRS) of LLW generated from CERCLA Removal and Remedial Actions. At SRS the Deactivation and Decommissioning (D and D) project has generated large amounts of LLW from the removal of buildings and processing facilities. The D and D project is expected to generate even larger amounts of LLW in the future. The most cost effective disposal alternated is to use the onsite LLW disposal facility in E-Area. The E-Area LLW Facility is owned and operated by the Department of Energy (DOE) under its authority granted by the Atomic Energy Act of 1954, as amended. Since the disposal of CERCLA generated waste is also governed by the Environmental Protection Agency (EPA) CERCLA regulations, it is important that EPA, DOE, and the South Carolina Department of Health and Environmental Control (SCDHEC) work together to resolve any conflicts in implementation of the D and D project so that all regulations are followed and the project can be continued successfully. An issue of particular significance will be described in this paper that, were it not resolved successfully, would have jeopardized the completion of one project and resulted in higher overall project costs.     The 1995 Environmental Protection Agency (EPA) and U.S. Department of Energy (DOE) joint 'Policy on Decommissioning of Department of Energy Facilities Under CERCLA was developed so that decommissioning could occur in a manner that ensures protection of worker and public health and the environment, that is consistent with Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), that provides for stakeholder involvement, and that achieves risk reduction without unnecessary delay'. The source of the 'unnecessary delays' the joint policy intended to avert could be attributed to numerous factors such as obtaining permits, conducting administrative activities, or implementing regulatory processes that could yield, among other things, differing preferred alternatives. Why, you might ask, more than fifteen years later, does DOE continue to struggle through CERCLA projects with unnecessary delays? From problem identification, to determination of nature and extent, to alternative analysis and ultimately remedy selection and implementation, reaching a compliant and effective clean-up end-point can be a process that seems to mimic geologic timescales. The source of these delays is often the failure to use all of the tools the CERCLA process offers. As one example, renewed commitment to follow the CERCLA process to address the regulatory reviews pursuant to the National Historic Preservation Act (NHPA) is called for. Project managers implementing CERCLA actions in any agency, not only DOE, do not need to be apprehensive about using the CERCLA process for NHPA review but should welcome it. It is critical that methods are used that address substantive NHPA requirements clearly and consistently, and that they are shared and communicated as frequently as needed to interested and questioning stakeholders.     Quantitative decision methods can be developed during environmental restoration projects that incorporate stakeholder input and can complement current efforts that are undertaken for data collection and alternatives evaluation during the CERCLA process. These decision-making tools can supplement current EPA guidance as well as focus on problems that arise as attempts are made to make informed decisions regarding remedial alternative selection. In examining the use of such applications, the authors discuss the use of decision analysis tools and their impact on collecting data and making environmental decisions from a risk-based perspective. They will look at the construction of objective functions for quantifying different risk-based perspective. They will look at the construction of objective functions for quantifying different risk-based decision rules that incorporate stakeholder concerns. This represents a quantitative method for implementing the Data Quality Objective (DQO) process. These objective functions can be expressed using a variety of indices to analyze problems that currently arise in the environmental field. Examples include cost, magnitude of risk, efficiency, and probability of success or failure. Based on such defined objective functions, a project can evaluate the impact of different risk and decision selection strategies on data worth and alternative selection.

    The Weldon Spring Site Remedial Action project is being conducted under the Surplus Facilities Management Program of the US Department of Energy (DOE). The DOE has developed an environmental compliance strategy for this project to meet the requirements of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and the National Environmental Policy Act (NEPA). A key element of this strategy was the development of an integrated CERCLA/NEPA process to minimize, to the extent possible, the need to prepare duplicate documentation. Additionally, the project is implementing various expedited response actions to mitigate actual or potential uncontrolled releases if radioactively or chemically hazardous substances to the environment and to minimize potential health and safety risks to on-site personnel and local human and biotic populations. These actions are being conducted concurrently with the preparation of major environmental compliance documentation. The initiation of site cleanup via these response actions has fostered a very positive relationship with the US Environmental Protection Agency Region VII, the state of Missouri, and the affected public. 2 refs., 3 figs.

  7. CERCLA interim action at the Par Pond unit: A case study

    The Par Pond unit designated under CERCLA consists of sediments within a Savannah River Site (SRS) cooling water reservoir. The sediments are contaminated with radionuclides and nonradioactive constituents from nuclear production reactor operations. The mercury in Par Pond is believed to have originated from the Savannah River. Because of Par Pond Dam safety Issues, the water level of the reservoir was drawn down, exposing more than 1300 acres of contaminated sediments and triggering the need for CERCLA interim remedial action. This paper presents the interim action approach taken with Par Pond as a case study. The approach considered the complexity of the Par Pond ecosystem, the large size of Par Pond, the volume of contaminated sediments, and the institutional controls existing at SRS. The Environmental Protection Agency (EPA) considers units with large volumes of low-concentration wastes, as is the case with Par Pond, to be {open_quotes}special sites.{close_quotes} Accordingly, EPA guidance establishes that the range of alternatives developed focus primarily on containment options and other remedial approaches that mitigate potential risks associated with the {open_quotes}special site.{close_quotes} The remedial alternatives, according to EPA, are not to be prohibitively expensive or difficult to implement. This case study also is representative of the types of issues that will need to be addressed within the Department of Energy (DOE) complex as nuclear facilities are transitioned to inactive status and corrective/remedial actions are warranted.

    The regulation of medical practice can historically be understood as a second-level agency relationship whereby the state delegated authority to professional bodies to police the primary agency relationship between the individual physician and the patient. Borow, Levi and Glekin show how different national systems vary in the degree to which they insist on institutionally insulating the agency function from the promotion of private professional interests, and relate these variations to different models of the health care state. In fact these differences have even deeper roots in different “liberal” or “coordinated” varieties of capitalist political economies. Neither model is inherently more efficient than the other: what matters is the internal coherence or logic of these systems that conditions the expectations of actors in responding to particular challenges.     A key goal of the Rocky Flats Cleanup Agreement (RFCA) signed in July of 1996 was to provide a seamless marriage of the Resource Conservation and Recovery Act (RCRA) (and other media specific programs) and the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) and the implementing agencies of each. This paper examines the two years since the signing of RFCA and identifies the successes, failures, and stresses of the marriage. RFCA has provided an excellent vehicle for regulatory and substantive progress at the Department of Energy`s Rocky Flats facility. The key for a fully successful marriage is to build on the accomplishments to date and to continually improve the internal and external systems and relationships. To date, the parties can be proud of both the substantial accomplishment of substantive environmental work and the regulatory systems that have enabled the work.

    Reviews of several remedies selected and implemented under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), as amended, revealed deficiencies in remedy protectiveness although the remedy had only been in place for five years. Many of these deficiencies should have been foreseeable, and therefore preventable, at the time the remedy was selected. Analysis of successes and deficiencies noted in the CERCLA five-year reviews highlights the pivotal role that monitoring plans and land use controls have in ensuring remedy protectiveness. The analysis demonstrated that remedy protectiveness assessments and remedy modification justifications depend on robust site and remedy monitoring plans as well as on adequately developed conceptual site models. Comprehensive understanding and inferences regarding past, present, and future land and resource use at the remedy selection stage can enhance remedy protectiveness because stakeholders can determine if land use controls are necessary and if they can be implemented and enforced. The findings from this analysis of five-year reviews of remedy protectiveness are applicable to initial remedy selection decisions and subsequent enhancements of their effectiveness through time.

    Human agency is an essential determinant of the dynamics of agroecosystems. However, the manner in which agency is represented within different approaches to agroecosystem modeling is largely contingent on the scales of analysis and the conceptualization of the system of interest. While appropriate at times, narrow conceptualizations of agroecosystems can preclude consideration for how agency manifests at different scales, thereby marginalizing processes, feedbacks, and constraints that would otherwise affect model results. Modifications to the existing modeling toolkit may therefore enable more holistic representations of human agency. Model integration can assist with the development of multi-scale agroecosystem modeling frameworks that capture different aspects of agency. In addition, expanding the use of socioeconomic scenarios and stakeholder participation can assist in explicitly defining context-dependent elements of scale and agency. Finally, such approaches, however, should be accompanied by greater recognition of the meta agency of model users and the need for more critical evaluation of model selection and application.

  17. Energy efficiency in nonprofit agencies: Creating effective program models

    Nonprofit agencies are a critical component of the health and human services system in the US. It has been clearly demonstrated by programs that offer energy efficiency services to nonprofits that, with minimal investment, they can educe their energy consumption by ten to thirty percent. This energy conservation potential motivated the Department of Energy and Oak Ridge National Laboratory to conceive a project to help states develop energy efficiency programs for nonprofits. The purpose of the project was two-fold: (1) to analyze existing programs to determine which design and delivery mechanisms are particularly effective, and (2) to create model programs for states to follow in tailoring their own plans for helping nonprofits with energy efficiency programs. Twelve existing programs were reviewed, and three model programs were devised and put into operation. The model programs provide various forms of financial assistance to nonprofits and serve as a source of information on energy efficiency as well. After examining the results from the model programs (which are still on-going) and from the existing programs, several replicability factors'' were developed for use in the implementation of programs by other states. These factors -- some concrete and practical, others more generalized -- serve as guidelines for states devising program based on their own particular needs and resources.

The purpose of this document is to provide criteria for the quantities of radioactive and/or hazardous constituents allowable in waste streams designated for disposal at ICDF. This ICDF Complex Waste Acceptance Criteria is divided into four section: (1) ICDF Complex; (2) Landfill; (3) Evaporation Pond: and (4) Staging, Storage, Sizing, and Treatment Facility (SSSTF). The ICDF Complex section contains the compliance details, which are the same for all areas of the ICDF. Corresponding sections contain details specific to the landfill, evaporation pond, and the SSSTF. This document specifies chemical and radiological constituent acceptance criteria for waste that will be disposed of at ICDF. Compliance with the requirements of this document ensures protection of human health and the environment, including the Snake River Plain Aquifer. Waste placed in the ICDF landfill and evaporation pond must not cause groundwater in the Snake River Plain Aquifer to exceed maximum contaminant levels, a hazard index of 1, or 10-4 cumulative risk levels. The defined waste acceptance criteria concentrations are compared to the design inventory concentrations. The purpose of this comparison is to show that there is an acceptable uncertainty margin based on the actual constituent concentrations anticipated for disposal at the ICDF. Implementation of this Waste Acceptance Criteria document will ensure compliance with the Final Report of Decision for the Idaho Nuclear Technology and Engineering Center, Operable Unit 3-13. For waste to be received, it must meet the waste acceptance criteria for the specific disposal/treatment unit (on-Site or off-Site) for which it is destined.

  6. Elements of a CERCLA action at a former Army ammunition plant

    The Sunflower Army Ammunition Plant covers 44 km{sup 2} and is located near several large population centers. Leased sites within the plant are now being used for various activities including recreation and manufacturing. Plans are in place for conversion of an additional 3,000 ha to a commercial amusement park. Some 400 structures from the plant remain and most must be removed if further ventures are to take place. Many of the buildings are structurally unsound or contain potentially hazardous materials, such as explosive residues, lead sheathing or asbestos shingles, that were stored or used in the construction of the structures. State and federal agencies agreed that the buildings should be destroyed, but the method to do so was unclear. Analysis on building by building basis revealed that in many cases explosive residue made it unsafe to remove the buildings by any other method rather than combustion. Completion of a comprehensive destruction plan that included ground-level monitoring of combustion plumes, and burn scheduling under tightly prescribed micro and mesoscale meteorological conditions was approved by the EPA as a non-time critical removal action under CERCLA in 1996; the US Army was designated as the lead agency. Personnel at the University of Kansas assisted in developing the destruction plan and helped conduct two test burns using the comprehensive plan protocols. Results of one test burn scenario on June 26, 1997, intended as a test of probable dispersion safety margin and covered extensively by print and television media, the EPA and State agencies, are described in this paper. The selected building was smaller than typical of the buildings on the plant site. The events leading to a burn decision on the test day are used to illustrate the decision-making process.

    Over a 20-month period between September 1990 and April 1992, the Department of Energy (DOE), acting through Martin Marietta Energy Systems, Inc., managing contractor for the DOE Oak Ridge Field Office (DOE-OR), conducted a DOE-lead and DOE-funded time-critical removal action at the White Oak Creek Embayment (WOCE), pursuant to the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). The time-critical removal action specifically consisted of the design and construction of a sediment-retention structure across the mouth of WOCE to prevent off-site migration of sediments contaminated by cesium ([sup 137]Cs) into the Clinch River. Construction of a sediment-retention structure was completed in mid-April 1992. The purpose of this report is to meet the substantive requirements of 40 CFR 300.165 describing a complete report on the removal operation and the actions taken.'' This section of the NCP specifically addresses on-scene coordinator reports for the Environmental Protection Agency (EPA) Superfund-lead actions and includes several elements that are not applicable to this DOE-lead action.     Human agency is an essential determinant of the dynamics of agroecosystems. However, the manner in which agency is represented within different approaches to agroecosystem modeling is largely contingent on the scales of analysis and the conceptualization of the system of interest. While appropriate at times, narrow conceptualizations of agroecosystems can preclude consideration for how agency manifests at different scales, thereby marginalizing processes, feedbacks, and constraints that would otherwise affect model results. Modifications to the existing modeling toolkit may therefore enable more holistic representations of human agency. Model integration can assist with the development of multi-scale agroecosystem modeling frameworks that capturemore » different aspects of agency. In addition, expanding the use of socioeconomic scenarios and stakeholder participation can assist in explicitly defining context-dependent elements of scale and agency.     Toxicology research in the nanotechnology area has focused primarily on human inhalation, ingestion or dermal exposure. Less research has been published on the impact to ecological systems resulting from a release of nanomaterials. Environmental laws such as CERCLA ("Superfund") address the release of "hazardous substances" by obligating the party releasing the substance to (a) report the release and (b) investigate the nature and extent of the release and to then remediate it to some objective cleanup standard. Applying this regime to the release of nanomaterials, however, is complicated. First, is the nanomaterial a hazardous waste, toxic substance, or hazardous substance as defined under the environmental laws? A compound that may be defined as hazardous or toxic could have properties at the nano level that are distinctly non-hazardous. Second, what constitutes a release of a nanoparticle that would require reporting under applicable environmental laws? Typically, release reporting is based upon the weight of the hazardous substance that is released, but for nanomaterials a weight threshold might be meaningless. Third, how do you sample nanoparticles in the field and analyze them using existing instrumentation? There are few approved tests for nanomaterials.     Alliances between managed care plans and public health agencies are a growing phenomenon in local health care markets, with profound implications for health care quality, cost, and accessibility. A typology of interorganizational relations between managed care plans and local public health agencies is drawn from observations of over 60 public health jurisdictions. Relations are described along three dimensions corresponding to the strategic intent, functional operation, and structural design of each alliance type. The identified models of interaction reveal the motivations for forming alliances, the mechanics of their operation, and the possible outcomes. These alliances suggest that a wide range of interorganizational strategies is possible in order to pursue the shared interests of local public health agencies and managed care plans. Nonetheless, public health agencies may face challenges in forging managed care alliances that benefit community-wide populations and that are open to participation by the full spectrum of health care providers in the community.     Evaluating readiness of individual public agencies to execute specific e-Government programs and directives is a key ingredient for wider e-Government deployment and success. This article describes how the eGov-MM model was used to over 30 many Chilean public agencies and to identify specific areas in which each of them should focus improvement efforts. eGov-MM is a capability maturity model, patterned on similar models from the IT and organizational domains; it recognizes 4 leverage domains, 17 key domain areas (KDA) and 54 critical variables, identifies capability levels for each critical variable and KDA and proposes a synthetic maturity level for institutions. The 9-agencies pilot study and the 30-agencies massive study indicate that, in Chile today, the best developed areas are IT-related and mirror exactly those that are pre-requisites for the goals of the 5-years Digital Strategy, and the least evaluated are related to internal processes and human capital management.

    The Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA, 1980) (CERCLA or Superfund) was enacted to provide a program for identifying and responding to releases of hazardous substances into the environment. The Superfund Amendments and Reauthorization Act (SARA, 1986) was enacted to strengthen CERCLA by requiring that site clean-ups be permanent, and that they use treatments that significantly reduce the volume, toxicity, or mobility of hazardous pollutants. The National Oil and Hazardous Substances Pollution Contingency Plan (NCP) (USEPA, 1985; USEPA, 1990) implements the CERCLA statute, presenting a process for (1) identifying and prioritizing sites requiring remediation and (2) assessing the extent of remedial action required at each site. The process includes performing two studies: a Remedial Investigation (RI) to evaluate the nature, extent, and expected consequences of site contamination, and a Feasibility Study (FS) to select an appropriate remedial alternative adequate to reduce such risks to acceptable levels. An integral part of the RI is the evaluation of human health risks posed by hazardous substance releases. This risk evaluation serves a number of purposes within the overall context of the RI/FS process, the most essential of which is to provide an understanding of ``baseline`` risks posed by a given site. Baseline risks are those risks that would exist if no remediation or institutional controls are applied at a site. This document was written to (1) guide risk assessors through the process of interpreting EPA BRA policy and (2) help risk assessors to discuss EPA policy with regulators, decision makers, and stakeholders as it relates to conditions at a particular DOE site.

    The Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) of 1980 and its amendment in 1986 through the Superfund Amendments and Reauthorization Act (SARA) have significantly affected the environmental compliance process. Remedial actions at contaminated sites now must satisfy the requirements of not only the National Environmental Policy Act (NEPA) but also CERCLA, as amended. For planning and conducting remedial actions under the Formerly Utilized Sites Remedial Action Program (FUSRAP), the US Department of Energy has developed and implemented an integrated process aimed at satisfying the requirements of both NEPA and CERCLA, as amended. The integrated approach involves a single, comprehensive environmental process that results in a single set of documentation. The process is streamlined, efficient, and cost effective and it minimizes confusion to the public. This paper discusses the need for, and the elements of, the integrated process as applied to FUSRAP sites. The implementation of the process is illustrated through a case study of FUSRAP sites in Tonawanda, New York. 5 figs.

    This paper takes the first steps to empirically validate the widely used model of safety culture of the International Atomic Energy Agency (IAEA), composed of five dimensions, further specified by 37 attributes. To do so, three independent and complementary studies are presented. First, 290 students serve to collect evidence about the face validity of the model. Second, 48 experts in organizational behavior judge its content validity. And third, 468 workers in a Spanish nuclear power plant help to reveal how closely the theoretical five-dimensional model can be replicated. Our findings suggest that several attributes of the model may not be related to their corresponding dimensions. According to our results, a one-dimensional structure fits the data better than the five dimensions proposed by the IAEA. Moreover, the IAEA model, as it stands, seems to have rather moderate content validity and low face validity. Practical implications for researchers and practitioners are included. PMID:24076304

"Together Facing the Challenge" (TFTC) which was developed as a component of a randomized trial of TFC has been identified as an evidence-based model. We describe the experiences reported by one of the agencies that participated in our study and how they have incorporated TFTC into their on-going practice.   19. Modeling energy consumption in the Defense Logistics Agency. Final report, November 1986-December 1987

    The Defense Logistics Agency (DLA) Office of Installation Services and Environmental Protection was tasked with developing goals for energy consumption at each of the DLA-managed facilities. These goals could be based on factors that beyond the control of the organization and can vary from month to month, such as weather conditions and workload. This report presents the results of an analysis that mathematically modeled energy consumption and then attempted to use these models to assist in setting consumption goals for the agency. The DLA facilities identified the factors they considered to be predictors of energy consumption. Three years of monthly data were submitted for each factor. The data were screened to identify possible problems and to determine which factors had some relationship with energy consumption. Regression models were developed to predict total consumption, electric consumption, and non-electric consumption at each location. These models showed a definite relationship between weather and workload factors and energy consumption. However, the models were not accurate enough to be used to set consumption goals in DLA due to the impact of extraneous factors that were not quantifiable. Goals for energy consumption should be flexible to allow changes when unusual weather or workload conditions exist. However, these goals cannot be derived through a precise mathematical formula given the existing detail of available data.

    This paper investigates the process through which new technical concepts are matured in the NASA innovation ecosystem. We propose an "epoch-shock" conceptualization as an alternative mental model to the traditional stage-gate view. The epoch-shock model is developed inductively, based on detailed empirical observations of the process, and validated, to the extent possible, through expert review. The paper concludes by illustrating how the new epoch-shock conceptualization could provide a useful basis for rethinking feasible interventions to improve innovation management in the space agency context. Where the more traditional stage-gate model leads to an emphasis on centralized flow control, the epoch-shock model acknowledges the decentralized, probabilistic nature of key interactions and highlights which aspects may be influenced.

    When evaluating new drugs or treatments eligible for reimbursement, health technology assessment (HTA) agencies are repeatedly faced with cost-effectiveness analyses that evidence lack of adequate data and modeling biases. The case of type 2 diabetes illustrates this difficulty. In spite of its high disease burden, type 2 diabetes is poorly documented through existing cost-effectiveness analyses. We support this statement by an exhaustive literature review that enables us to precisely pinpoint the limitations of models used for the assessment of newly marketed (and expensive) drugs. We find that models are mostly restricted to surrogate endpoints and based on non-inferiority clinical trial data; they also show biases in the choice of comparators and inclusion criteria. Such limitations undermine the scope and applicability of HTA practice guidelines based on cost-effectiveness evidence. Nevertheless, cost-effectiveness models remain an opportunity to better inform decision makers and to reduce the uncertainty surrounding their decisions. HTA agencies are best placed to provide incentives for companies to improve the quality of the cost-effectiveness studies submitted for pricing and reimbursement decisions. One such incentive is to include stages of discussion between the company and the health authority during the evaluation process. PMID:24862533

    Family stress models illustrate how communities affect youth outcomes through effects on parents and studies consistently show the enduring effects of early community context. The present study takes a different approach identifying human agency during adolescence as a potentially significant promotive factor mediating the relationship between community, parenting, and mental health. While agency is an important part of resilience, its longitudinal effects are unknown, particularly based on gender and race/ethnicity. The purpose of this research was to model the long-term effects of community structural adversity and social resources as predictors of adolescent depressive symptom trajectories via indirect effects of parental happiness, parent-child relationships, and human agency. Latent growth analyses were conducted with 1,796 participants (53% female; 56% White) across four waves of the National Longitudinal Study of Adolescent Health spanning adolescence (Wave 1) through adulthood (Wave 4). The results identified agency as an important promotive factor during adolescence with long-term mental health benefits, but only for White and male participants. For these individuals, community social resources and the quality of the parent-child relationship were related to higher levels of agency and more positive mental health trajectories. Although community social resources similarly benefitted parenting and agency among females and non-White participants, there were no significant links between agency and depressive symptoms for these youth. The results suggest that agency remains an important, but poorly understood concept and additional work is necessary to continue unpacking its meaning for diverse groups of youth. PMID:24907892

    A SETAC Technical Workshop titled "The Nexus Between Ecological Risk Assessment and Natural Resource Damage Assessment Under CERCLA: Understanding and Improving the Common Scientific Underpinnings," was held 18-22 August 2008 in Gregson, Montana, USA, to examine the linkage, nexus, and overlap between ecological risk assessment (ERA) and natural resource damage assessment (NRDA) under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). Experts from a broad range of relevant scientific, legal, and policy disciplines convened to 1) ascertain the potential for improved scientific harmonization of the processes of ERA and NRDA; 2) identify where statutory, regulatory, or scientific constraints might exist that would constrain or preclude the harmonization of the 2 processes; 3) determine approaches that might overcome these constraints; and 4) recommend research or potential changes in regulatory policies that might serve to improve both processes. This is the introduction to a series of 3 papers that describe the findings and conclusions of this workshop. Although unanimity was not achieved on all technical, legal, or policy questions posed to the participants, some consensus areas did arise. First, there appear to be few if any legal constraints to using the environmental data collected for ERA or NRDA for both processes. Second, although it is important to recognize and preserve the distinctions between ERA and NRDA, opportunities for data sharing exist, particularly for the characterization of environmental exposures and derivation of ecotoxicological information. Thus, effective coordination is not precluded by the underlying science. Where a cooperative, interactive process is involved among the response agencies, the natural resource trustees, and the responsible party(s), technical, legal or regulatory constraints can be minimized.     Reversing a lower court ruling, the US Court of Appeals for the Ninth Circuit has decided that an auto parts company that sold spent lead-acid batteries to a lead reclaimer can be held liable under CERCLA for contamination caused by battery remnants (Cattelus Development Corporation v. United States et al., Dockett Number: 93-16530). The lower court had ruled that the auto parts company was not liable because (1) the batteries still had a {open_quotes}productive use{close_quotes} when they were sold, and (2) the company had no involvement in the final disposition of the battery casings.

  6. Overview of the Diagnostic Cloud Forecast Model at the Air Force Weather Agency

    The Air Force Weather Agency (AFWA) is responsible for running and maintaining the Diagnostic Cloud Forecast (DCF) model to support DoD missions and those of their external partners. The DCF model generates three-dimensional cloud forecasts for global and regional domains at various resolutions. Regional domains are chosen based on Air Force mission needs. DCF is purely a statistical model that can be appended to any numerical weather prediction (NWP) model. Operationally, AFWA runs the DCF model deterministically using GFS data from NCEP and WRF data that are created in-house. In addition, AFWA also runs an ensemble version of the DCF model using the Mesoscale Ensemble Prediction System (MEPS). The deterministic DCF uses predictor variables from the WRF or GFS models, depending on whether the domain is regional or global, and statistically relates them to observed cloud cover from the World-Wide Merged Cloud Analysis (WWMCA). The forecast process of the model uses an ordinal logistic regression to predict membership in one of 101 groups (every 1% from 0-100%). The predicted group membership then is translated into a cloud amount. This is performed on 21 pressure levels ranging from 1000 hPa to 100 hPa. Cloud amount forecasts on these 21 levels are used along with the NWP geopotential height forecasts to estimate the base and top heights of cloud layers in the vertical. DCF also includes routines to estimate the amount and type of cloud within each layer. Forecasts of total cloud amount are verified using the WWMCA, as well as independent sources of cloud data. This presentation will include an overview of the DCF model and its use at AFWA. Results will be presented to show that DCF adds value over the raw cloud forecasts from NWP models. Ideas for future work also will be addressed.

  7. A split explicit reformulation of the regional numerical weather prediction model of the Japan Meteorological Agency

    The split explicit integration scheme for numerical weather prediction models is employed in a version of the regional numerical weather prediction model of the Japan Meteorological Agency. The finite-difference scheme of the model is designed in the manner proposed by Okamura (1975). The horizontal advection terms in the governing equations are integrated with a time step limited by the wind speed while the terms which describe inertial-gravity oscillations are integrated in a succession of shorter time steps. The physical processes included within the model are precipitation, small-scale convection, surface exchanges of sensible and latent heat, and radiative heating and cooling. An example of a surface pressure forecast over Europe is shown for initial data observed at 0000 GMT 29 December 1979. Quantitative precipitation forecasts over Europe and North America for the 24 h period beginning at 0000 GMT 30 December 1979 are also shown. It is concluded that the model is capable of realistically depicting the evolution of synoptic-scale systems.

    This report presents the data collected for groundwater detection monitoring at the Idaho Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) Disposal Facility (ICDF) during calendar year 2008. The detection-monitoring program developed for the ICDF groundwater-monitoring wells is applicable to six wells completed in the uppermost portion of the Snake River Plain Aquifer. Five wells downgradient of the ICDF and one well upgradient. The ICDF detection-monitoring program was established to meet the substantive requirements of Title 40 Code of Federal Regulations (CFR) Parts 264.97 and 264.98, which are applicable or relevant and appropriate requirements under CERCLA. Semiannal groundwater samples were collected and analyzed for indicator parameters in March and September. The indicator parameters focus on constituents that are found in higher concentrations in ICDF leachate than in groundwater (bicarbonate alkalinity, sulfate, U-233, and U-238). The only detection monitoring limits that were exceeded were for bicarbonate alkalinity. Bicarbonate alkalinity is naturally occuring in groundwater. Bicarbonate alkalinity found in ICDF detection monitoring wells is not a result of waste migration from the ICDF landfill or the evaporation pond. The U.S. Department of Energy will continue with detection monitoring for the ICDF, which is semiannual sampling for indicator parameters.

    The US Department of Energy`s (DOE) Hanford Site has been placed on the National Priorities List, which requires that it be remediated under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) or Superfund. Potentially contaminated areas of the Hanford Site were grouped into operable units, and detailed characterization and investigation plans were formulated. The DOE Richland Operations Office requested Westinghouse Hanford Company (WHC) to conduct a biological assessment of the potential impact of these characterization activities on the threatened, endangered, and sensitive wildlife species of the Hanford Site. Additional direction for WHC compliances with wildlife protection can be found in the Environmental Compliance Manual. This document is intended to meet these requirements, in part, for the CERCLA characterization activities, as well as for other work comparable in scope. This report documents the biological assessment and describes the pertinent components of the Hanford Site as well as the planned characterization activities. Also provided are accounts of endangered, threatened, and federal candidate wildlife species on the Hanford Site and information as to how human disturbances can affect these species. Potential effects of the characterization activities are described with recommendations for mitigation measures.

  12. Implementation of a Reverse Colocation Model: Lessons from Two Community Behavioral Health Agencies in Rural Pennsylvania.

    This qualitative study examined the implementation of a reverse colocation pilot program that sought to integrate medical care in two community behavioral health agencies. To accomplish this, each agency hired a registered nurse, provided training for its staff to function as wellness coaches, and implemented a web-based tool for tracking consumer outcomes. The findings from two rounds of stakeholder discussions and consumer focus groups suggested that agencies successfully trained their staffs in wellness coaching, integrated nurses into agency functions, developed integrated care planning processes, and increased awareness of wellness among staff and consumers. Similar to other complex interventions, the agencies experienced challenges including difficulty establishing new procedures and communication protocols, discomfort among staff in addressing physical health concerns, difficulty building collaborative relationships with primary care providers, and modest uptake of the web-based tool. The study offers insights into the practical aspects of integrating care and makes recommendations for future efforts. PMID:24981219

    A sample (N=239) of unemployed adults completed scales measuring well-being, financial strain, future outlook, and the latent benefits of employment. The study tested (a) the relative contributions of the latent deprivation and agency restriction models in predicting well-being and (b) whether financial strain interacted with future outlook to predict well-being or whether financial strain was mediated by future outlook. The authors found support for agency restriction over the latent deprivation model and concluded that examining internal personal agency processes is required to explain the decline in well-being. No interaction effects were identified for financial strain and future outlook, but future outlook did mediate the influence of financial strain. Age and length of unemployment were also associated with well-being. PMID:16060728

    The CUAHSI Hydrologic Information System (HIS) project has been working to simply access to repositories of hydrologic information by developing information models, and data exchange standards. We are presently working with international community through the Open GIS Consortium to create standard that uses hydrologic semantics to communicate time series. As part of the process to create a water data exchange language, we reviewed the information structures that are presently being used by several agencies to define the requirements of the data model. In the US, federal agencies, the USGS and US EPA, collect and distribute information that is utilized by scientists in the hydrologic sciences. We determined that there are two orthogonal information sets utilized; observation data, such as stream gauge and temperature data, and water quality data, such as analytical chemistry analyses. While the data values can be represented in a time series in a common manner, the process used to collect and manage the information represent separate information sets. For continuous observations an organization manages information single point location, are managed as a set of data streams from instruments that produce a set of observations that are processed into a set of public data. For analytical data, and organization collects information as part of a project, which has a set of collection locations; at each location, a set of methods is used to collect samples, which are analyzed to produce water quality information. While the details of the observations between the two information sets differ, a common set of information can be conveyed as a time series. The CUAHSI Observations Data Model (ODM), a core set of information can be represented as “data value”: variable, location, date & time, value, units, quality control level (QCL), source, and method.     The Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and the National Oil and Hazardous Substances Pollution Contingency Plan (NCP) mandate protection of public health, welfare, and the environment at Superfund hazardous waste sites. The NCP requires lead response agenciesto integrate baseline risk assessments into the remedial process that "assess threats to the environment." EPA policy statements direct regional offices to perform thorough, consistent ecological risk assessments, and stress the importance of coordination and technical consultation with the natural resource trustees. As a Federal natural trustee, the National Oceanic and Atmospheric Administration's (NOAA) role and responsibilities within the CERCLA process also are defined and mandated by Federal law. NOAA is responsible for identifying sites in the coastal zone that may affect natural resources, evaluating injury to trust resources, and providing technical advice on assessments and remedial and restoration alternatives. Statutes require lead cleanup agencies and trustee agencies to notify and coordinate with each other during CERCLA response. Over the past ten years, NOAA has gained valuable experience and technical expertise in environmental assessments and in evaluating contaminated aquatic environments. NOAA fulfills its responsibilities through an effective network of Coastal Resource Coordinators (CRCs) who can rapidly respond to local technical requirements and priorities, and coordinate effectively with technical and trustee representatives. In addition to CRCs, an interdisciplinary support group provides technical expertise in the scientific disciplines required to respond to the needs of regional activities. NOAA provides CRCs to coastal EPA regional offices for technical support, and to act as liaisons with Federal and state natural resource trustee agencies.     US Department of Energy (DOE) Order 5400.4, issued October 6, 1989, calls for integrating the requirements of the National Environmental Policy Act (NEPA) with those of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) for DOE remedial actions under CERCLA. CERCLA requires that decisions on site remediation be made through a formal process called a Remedial Investigation/Feasibility Study (RI/FS). According to the DOE order, integration is to be accomplished by conducting the NEPA and CERCLA environmental planning and review procedures concurrently. The primary instrument for integrating the processes is to be the RI/FS process, which will be supplemented as needed to meet the procedural and documentational requirements of NEPA. The final product of the integrated process will be a single, integrated set of documents; namely, an RI report and an FS-EIS that satisfy the requirements of both NEPA and CERCLA. The contents of the report include (1) an overview and comparison of the requirements of the two processes; (2) descriptions of the major tasks included in the integrated RI/FS-EIS process; (3) recommended contents for integrated RI/FS-EIS documents; and (4)a discussion of some potential problems in integrating NEPA and CERCLA that fall outisde the scope of the RI/FS-EIS process, with suggestions for resolving some of these problems. 15 refs.

    Toxicology research in the nanotechnology area has focused primarily on human inhalation, ingestion or dermal exposure. Less research has been published on the impact to ecological systems resulting from a release of nanomaterials. Environmental laws such as CERCLA (“Superfund”) address the release of “hazardous substances” by obligating the party releasing the substance to (a) report the release and (b) investigate the nature and extent of the release and to then remediate it to some objective cleanup standard. Applying this regime to the release of nanomaterials, however, is complicated. First, is the nanomaterial a hazardous waste, toxic substance, or hazardous substance as defined under the environmental laws? A compound that may be defined as hazardous or toxic could have properties at the nano level that are distinctly non-hazardous. Second, what constitutes a release of a nanoparticle that would require reporting under applicable environmental laws? Typically, release reporting is based upon the weight of the hazardous substance that is released, but for nanomaterials a weight threshold might be meaningless. An analysis of the accuracy in load estimates relative to site attributes indicated that accuracy in loads improve with increases in the number of observations, the proportion of uncensored data, and the variability in flow on observation days, whereas accuracy declines with increases in the root mean square error of the water-quality model, the flow-bias ratio, the number of days between samples, the variability in daily streamflow for the prediction period, and if the load estimate has been detrended. Based on compiled data, all areas of the country had recent declines in the number of sites with sufficient water-quality data to compute accurate annual loads and support regional modeling analyses.   10. Evolving Adjustments to External (Gamma) Slope Factors for CERCLA Risk and Dose Assessments - 12290

    To model the external exposure pathway in risk and dose assessments of radioactive contamination at Superfund sites, the U.S. Environmental Protection Agency (EPA) uses slope factors (SFs), also known as risk coefficients, and dose conversion factors (DCFs). Without any adjustment these external radiation exposure pathways effectively assumes that an individual is exposed to a source geometry that is effectively an infinite slab. The concept of an 'infinite slab' means that the thickness of the contaminated zone and its aerial extent are so large that it behaves as if it were infinite in its physical dimensions. EPA has been making increasingly complex adjustments to account for the extent of the contamination and its corresponding radiation field to provide more accurate risk and dose assessment modeling when using its calculators. In most instances, the more accurate modeling results derived from these gamma adjustments are less conservative. The notable exception are for some radionuclides in rooms with contaminated walls, ceiling, and floors, and the receptor is in location of the room with the highest amount of radiation exposure, usually the corner of small rooms and the center of large conference rooms.     A CERCLA Baseline Risk Assessment (BRA) is performed to determine if there are any potential risks to human health and the environment from waste unit at SRS. The SRS has numerous waste units to evaluate in the RFMU and CMS/FS programs and, in order to provide a consistent approach, four standard exposure scenarios were developed for exposure assessments to be used in human health risk assessments. The standard exposure scenarios are divided into two temporal categories: (a) Current Land Use in the BRA, and (b) Future Land Use in the RERA. The Current Land Use scenarios consist of the evaluation of human health risk for Industrial Exposure (of a worker not involved in waste unit characterization or remediation), a Trespasser, a hypothetical current On-site Resident, and an Off-site Resident. The Future Land Use scenario considers exposure to an On-site Resident following termination of institutional control in the absence of any remedial action (No Action Alternative), as well as evaluating potential remedial alternatives against the four scenarios from the BRA. A critical facet in the development of a BRA or RERA is the scoping of exposure scenarios that reflect actual conditions at a waste unit, rather than using factors such as EPA Standard Default Exposure Scenarios (OSWER Directive 9285.6-03) that are based on upper-bound exposures that tend to reflect worst case conditions. The use of site-specific information for developing risk assessment exposure scenarios will result in a more realistic estimate of Reasonable Maximum Exposure for SRS waste units.

    Develop a model that simulates a human running in 0 G using the European Space Agency s (ESA) Subject Loading System (SLS). The model provides ground reaction forces (GRF) based on speed and pull-down forces (PDF). DESIGN The theoretical basis for the Running Model was based on a simple spring-mass model. The dynamic properties of the spring-mass model express theoretical vertical GRF (GRFv) and shear GRF in the posterior-anterior direction (GRFsh) during running gait. ADAMs VIEW software was used to build the model, which has a pelvis, thigh segment, shank segment, and a spring foot (see Figure 1).the model s movement simulates the joint kinematics of a human running at Earth gravity with the aim of generating GRF data. DEVELOPMENT & VERIFICATION ESA provided parabolic flight data of subjects running while using the SLS, for further characterization of the model s GRF. Peak GRF data were fit to a linear regression line dependent on PDF and speed. Interpolation and extrapolation of the regression equation provided a theoretical data matrix, which is used to drive the model s motion equations. Verification of the model was conducted by running the model at 4 different speeds, with each speed accounting for 3 different PDF. The model s GRF data fell within a 1-standard-deviation boundary derived from the empirical ESA data. CONCLUSION The Running Model aids in conducting various simulations (potential scenarios include a fatigued runner or a powerful runner generating high loads at a fast cadence) to determine limitations for the T2 vibration isolation system (VIS) aboard the International Space Station. This model can predict how running with the ESA SLS affects the T2 VIS and may be used for other exercise analyses in the future.

    Global land cover is a key variable in the earth system with feedbacks on climate, biodiversity and natural resources. However, global land cover data sets presently fall short of user needs in providing detailed spatial and thematic information that is consistently mapped over time and easily transferable to the requirements of earth system models. In 2009, the European Space Agency launched the Climate Change Initiative (CCI), with land cover (LC_CCI) as 1 of 13 essential climate variables targeted for research development. The LC_CCI was implemented in three phases: first responding to a survey of user needs; developing a global, moderate-resolution land cover data set for three time periods, or epochs (2000, 2005, and 2010); and the last phase resulting in a user tool for converting land cover to plant functional type equivalents. Here we present the results of the LC_CCI project with a focus on the mapping approach used to convert the United Nations Land Cover Classification System to plant functional types (PFTs). The translation was performed as part of consultative process among map producers and users, and resulted in an open-source conversion tool. A comparison with existing PFT maps used by three earth system modeling teams shows significant differences between the LC_CCI PFT data set and those currently used in earth system models with likely consequences for modeling terrestrial biogeochemistry and land-atmosphere interactions. The main difference between the new LC_CCI product and PFT data sets used currently by three different dynamic global vegetation modeling teams is a reduction in high-latitude grassland cover, a reduction in tropical tree cover and an expansion in temperate forest cover in Europe. The LC_CCI tool is flexible for users to modify land cover to PFT conversions and will evolve as phase 2 of the European Space Agency CCI program continues.

The Regional Oxidant Modeling System (ROMS) is exceptionally complex because it treats all chemical and physical processes thought to affect ozone concentration on a regional scale. Thus, to effectively illustrate useful design and implementation techniques, this paper describes the general modeling framework which forms the basis of the ROMS. This framework is flexible enough to allow straightforward update or replacement of the chemical kinetics mechanism and/or any theoretical formulations of the physical processes. Use of the Jackson Structured Programming (JSP) method to implement this modeling framework has not only increased programmer productivity and quality of the resulting programs, but also has provided standardized program design, dynamic documentation, and easily maintainable and transportable code. A summary of the JSP method is presented to encourage modelers to pursue this technique in their own model development efforts. In addition, since data preparation is such an integral part of a successful modeling system, the ROMS processor network is described with emphasis on the internal quality control techniques.

The model allows analysis of the impact of room-to-room air flows, HVAC (heating, ventilating, and air-conditioning) systems, and air cleaners on IAQ. The model is written for personal computers. The experiments were conducted in a test house. Three pollution sources were used: moth crystals, kerosene heaters, and dry cleaned cloths. The model predictions were in good agreement with the experimental data, especially when a sink term was included in the model. The paper gives a brief discussion of the theory on which the model is based. Preliminary data and theory of sources and sinks are also discussed. Examples demonstrating the use of the model to analyze IAQ options and to estimate exposure from a pollutant are included.

    The NASA Goddard Space Flight Center (GSFC), the National Imagery and Mapping Agency (NIMA), and The Ohio State University (OSU) have collaborated to develop an improved spherical harmonic model of the Earth's gravitational potential to degree 360. The new model, Earth Gravitational Model 1996 (EGM96), incorporates improved surface gravity data, altimeter-derived gravity anomalies from ERS-1 and from the GEOSAT Geodetic Mission (GM), extensive satellite tracking data-including new data from Satellite Laser Ranging (SLR), the Global Postioning System (GPS), NASA's Tracking and Data Relay Satellite System (TDRSS), the French DORIS system, and the US Navy TRANET Doppler tracking system-as well as direct altimeter ranges from TOPEX/POSEIDON (T/P), ERS-1, and GEOSAT. The final solution blends a low-degree combination model to degree 70, a block-diagonal solution from degree 71 to 359, and a quadrature solution at degree 360. The model was used to compute geoid undulations accurate to better than one meter (with the exception of areas void of dense and accurate surface gravity data) and realize WGS84 as a true three-dimensional reference system. Additional results from the EGM96 solution include models of the dynamic ocean topography to degree 20 from T/P and ERS-1 together, and GEOSAT separately, and improved orbit determination for Earth-orbiting satellites.

    The purpose of this document is to present the current understanding of the issues and options surrounding compliance with the current National Pollutant Discharge Elimination System (NPDES) permit conditions. This is a complicated issue that directly impacts, and will be directly impacted by, ongoing CERCLA activities in Lower East Fork Poplar Creek and the Clinch River/Poplar Creek. It may be necessary to reconstitute the whole and combine actions and decisions regarding the entire creek (origin to confluence with the Clinch River) to develop a viable long-term strategy that meets regulatory goals and requirements as well as those of DOE`s 10-Year Plan and the new watershed management permitting approach. This document presents background information on the Reduction of Mercury in Plant Effluents (RMPE) and NPDES programs insofar as it is needed to understand the issues and options. A tremendous amount of data has been collected to support the NPDES/RMPE and CERCLA programs. These data are not presented, although they may be referenced and conclusions based on them may be presented, as necessary, to support discussion of the options.

    The Highways Agency are replacing their policy of full cut off class G6 road lighting specification on motorways (originally based on the author’s work), and are adopting a categorised environmental impact based point system that can accommodate technical advances, such as LED lighting. The Skyglow component of this will be based on the modelling of skyglow versus cut-off angle, developed for determining the relative light pollution environmental impact of different streetlight designs, by the author. Further modelling has been done concerning the effect of LED lighting, which potentially, has highly directional properties. But increasingly used blue rich colour temperatures may increase skyglow by 5 fold, compared to traditional lighting. This is due to enhanced reflection of vegetation and greatly increased atmospheric molecular Rayleigh scattering; a potential astronomical environmental disaster.Prior to this, the author carried out a dark sky survey of the Malvern Hills area of outstanding natural beauty (AONB), relating it to the same light pollution model. The results confirm the general predictions of the model and also clearly illustrate the relative significance of different designs of light sources at different distances, to the dark sky environment.The paper also briefly describes the results from the same model adapted to study the night-time environmental impact of a proposed very large sea based wind farm project in the English Channel, as a part of the planning process.

    In this study, the relationship between agency, communion, and the active, passive, and revenge forms of entitlement is examined. Results indicate that active entitlement was positively related to agency, negatively to communion (Study 1), and unrelated to unmitigated agency and communion (Study 2). Passive entitlement was positively related to communion (in regular and unmitigated forms) and negatively related to agency (in both forms). Revenge entitlement was positively related to agency (unmitigated and regular), and negatively related to both regular and unmitigated communal orientations. Detected relationships were independent from self-esteem (Study 1). The findings are discussed in relation to distinctions between narcissistic and healthy entitlement, and within the context of the three-dimensional model of entitlement. PMID:25594535

    The 241-Z treatment and storage tanks, a hazardous waste Treatment, Storage and Disposal (TSD) unit permitted pursuant to the Resource Conservation and Recovery Act of 1976 (RCRA) and Washington State Hazardous Waste Management Act, RCW 70.105, , have been deactivated and are being actively decommissioned under the provisions of the Hanford Federal Facility Agreement and Consent Order (HFFACO), RCRA and Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) 42 U.S.C. 9601 et seq. The 241-Z TSD unit managed non-listed radioactive contaminated waste water, containing trace RCRA characteristic constituents. The 241-Z TSD unit consists of below grade tanks (D-4, D-5, D-7, D-8, and an overflow tank) located in a concrete containment vault, sample glovebox GB-2-241-ZA, and associated ancillary piping and equipment. The tank system is located beneath the 241-Z building. The 241-Z building is not a portion of the TSD unit. The sample glovebox is housed in the above-grade building. Waste managed at the TSD unit was received via underground piping from Plutonium Finishing Plant (PFP) sources. Tank D-6, located in the D-6 vault cell, is a past-practice tank that was taken out of service in 1972 and has never operated as a portion of the RCRA TSD unit. CERCLA actions will address Tank D-6, its containment vault cell, and soil beneath the cell that was potentially contaminated during past-practice operations and any other potential past-practice contamination identified during 241-Z closure, while outside the scope of the Hanford Facility Dangerous Waste Closure Plan, 241-Z Treatment and Storage Tanks. Under the RCRA closure plan, the 241-Z TSD unit is anticipated to undergo clean closure to the performance standards of the State of Washington with respect to dangerous waste contamination from RCRA operations. The TSD unit will be clean closed if physical closure activities identified in the plan achieve clean closure standards for all 241-Z

    A significant challenge in toxicology is the 'too many chemicals' problem. Human beings and environmental species are exposed to tens of thousands of chemicals, only a small percentage of which have been tested thoroughly using standard in vivo test methods. This study reviews several approaches that are being developed to deal with this problem by the U.S. Environmental Protection Agency, under the umbrella of the ToxCast programme (http://epa.gov/ncct/toxcast/). The overall approach is broken into seven tasks: (i) identifying biological pathways that, when perturbed, can lead to toxicity; (ii) developing high-throughput in vitro assays to test chemical perturbations of these pathways; (iii) identifying the universe of chemicals with likely human or ecological exposure; (iv) testing as many of these chemicals as possible in the relevant in vitro assays; (v) developing hazard models that take the results of these tests and identify chemicals as being potential toxicants; (vi) generating toxicokinetics data on these chemicals to predict the doses at which these hazard pathways would be activated; and (vii) developing exposure models to identify chemicals for which these hazardous dose levels could be achieved.     The Renewable Fuel Standard (RFS2) in the U.S. Energy Independence and Security Act of 2007 (EISA) sets annual volume targets for domestic renewable transportation fuel consumption through 2022, but allows for flexibility in the types of biomass used for biofuels and where and how they are grown. Spatially explicit feedstock scenarios for how the agricultural and forestry sectors can produce sufficient biomass to meet these targets have been developed by the U.S. Department of Energy (DOE), the U.S. Environmental Protection Agency (EPA), and the U.S. Department of Agriculture (USDA). Here we compare the models used to generate these scenarios and their underlying assumptions on crop yields, feedstock prices, biofuel conversion efficiencies, land availability, and other critical factors. We find key differences in the amount of land devoted to different biomass sources and their geographic distribution, most notably for perennial grasses. These different visions of land use and management for bioenergy in the U.S. are currently being used both for regulation and to set research funding priorities. Understanding the key assumptions and uncertainties that underlie these scenarios is important for accurate assessment of the potential economic and environmental impacts of RFS2, as well as for optimal design of future energy and agricultural policy. This document, first issued in June 2004, fulfilled that requirement. This revision identifies and consolidates the institutional controls and operations and maintenance requirements into a single document.

    The Regional Climate Modeling Team at the U.S. Environmental Protection Agency has been improving the quality of regional climate fields generated by the Weather Research and Forecasting (WRF) model. Active areas of research include improving core physics within the WRF model and adapting the physics for regional climate applications, improving the representation of inland lakes that are unresolved by the driving fields, evaluating nudging strategies, and devising techniques to demonstrate value added by dynamical downscaling. These research efforts have been conducted using reanalysis data as driving fields, and then their results have been applied to downscale data from global climate models. The goals of this work are to equip environmental managers and policy/decision makers in the U.S. with science, tools, and data to inform decisions related to adapting to and mitigating the potential impacts of climate change on air quality, ecosystems, and human health. Our presentation will focus mainly on one area of the Team's research: Development and testing of a seamless convection parameterization scheme. For the continental U.S., one of the impediments to high-resolution (~3 to 15 km) climate modeling is related to the lack of a seamless convection parameterization that works across many scales. Since many convection schemes are not developed to work at those "gray scales", they often lead to excessive precipitation during warm periods (e.g., summer). The Kain-Fritsch (KF) convection parameterization in the WRF model has been updated such that it can be used seamlessly across spatial scales down to ~1 km grid spacing. First, we introduced subgrid-scale cloud and radiation interactions that had not been previously considered in the KF scheme. Then, a scaling parameter was developed to introduce scale-dependency in the KF scheme for use with various processes.     Literally thousands of sites throughout the United States are contaminated with hazardous wastes. In order to prioritize the cleanup of the sites posing the greatest threat to the public Congress directed the President to establish a National Priorities List (NPL) under Comprehensive Environmental Response, Compensation, and Liability Act. Hazardous waste sites are evaluated and ranked according to the risks posed to the public health and the environment. Those sites with the highest ranking represent priority response targets and are placed on the NPL. There are 1,286 such polluted sites included on the NPL with another 12,800 candidates for addition on the list. The Environmental Protection Agency estimates that as many as 3,000 sites will eventually be a federal cleanup priority.

Waste Area Group 8 is excluded from this report, because it falls outside the direct control of U.S. Department of Energy Idaho Operations Office. The INEEL Sitewide Institutional Controls Plan discusses the inspection, maintenance, repair, and reporting activities involving institutional controls at the Idaho National Laboratory Site. Therefore, the maintenance of institutional controls is not discussed in this report. The Idaho National Engineering and Environmental Laboratory Comprehensive Facilities and Land Use Plan provides a reference to support this report by providing current and projected facility and land uses and by listing the Comprehensive Environmental Response, Compensation, and Liability Act sites.

Second, the models and parameters used in RESRAD and the EPA PRG and DCC Calculators are compared in detail, and the results are summarized and discussed. Although there are suites of software tools in the RESRAD family of codes and the EPA Calculators, the scope of this report is limited to the RESRAD (onsite) code for soil contamination and the EPA’s PRG and DCC Calculators also for soil contamination.

    Background Effective coordination between organizations, agencies and bodies providing or financing health services in humanitarian crises is required to ensure efficiency of services, avoid duplication, and improve equity. The objective of this review was to assess how, during and after humanitarian crises, different mechanisms and models of coordination between organizations, agencies and bodies providing or financing health services compare in terms of access to health services and health outcomes. Methods We registered a protocol for this review in PROSPERO International prospective register of systematic reviews under number PROSPERO2014:CRD42014009267. Eligible studies included randomized and nonrandomized designs, process evaluations and qualitative methods. We electronically searched Medline, PubMed, EMBASE, Cochrane Central Register of Controlled Trials, CINAHL, PsycINFO, and the WHO Global Health Library and websites of relevant organizations. We followed standard systematic review methodology for the selection, data abstraction, and risk of bias assessment. We assessed the quality of evidence using the GRADE approach. Results Of 14,309 identified citations from databases and organizations' websites, we identified four eligible studies. Two studies used mixed-methods, one used quantitative methods, and one used qualitative methods. The available evidence suggests that information coordination between bodies providing health services in humanitarian crises settings may be effective in improving health systems inputs. There is additional evidence suggesting that management/directive coordination such as the cluster model may improve health system inputs in addition to access to health services. None of the included studies assessed coordination through common representation and framework coordination. The evidence was judged to be of very low quality.     An easy-to-use indoor-air-quality (IAQ) model is described. It is multi-compartmented and based on a well-mixed mixing model. Sources and sinks are allowed in each compartment. A menu-driven fill-in-the-form user interface controls program flow and is used to obtain data from the user. On-screen graphical output is provided. The model estimates the effects of heating, ventilation, and air conditioning (HVAC), air cleaning, room-to-room air movement, and natural ventilation on pollutant concentrations. Experiments conducted in the EPA test house using moth crystal cakes for model verification are described. The agreement between small chamber emission factors, model predictions, and test house data is very good. Predicted weight loss of the moth crystal cakes was within 5% of the measured weight loss. Predicted room concentrations of p-dichlorobenzene are within 20% of the measured values. Future directions for model development and experimental studies are discussed.

    Releases of various substances from DOE facilities may be subject to reporting requirements under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and the Emergency Planning and Community Right-to-Know Act (EPCRA), as well as DOE`s internal ``Occurrence Reporting and Processing of Operations Information`` and the ``Emergency Management System`` (EMS). CERCLA and EPCPA are Federal laws that require immediate reporting of a release of a Hazardous Substance (HS) and an Extremely Hazardous Substance (EHS), respectively, in a Reportable Quantity (RQ) or more within a 24-hour period. This guidance uses a flowchart, supplemental information, and tables to provide an overview of the process to be followed, and more detailed explanations of the actions that must be performed, when chemical releases of HSs, EHSs, pollutants, or contaminants occur at DOE facilities. This guidance should be used in conjunction with, rather than in lieu of, applicable laws, regulations, and DOE Orders. Relevant laws, regulations, and DOE Orders are referenced throughout this guidance.

    An international system is necessary in a multi-polar world. The problem for today is learning how to develop cooperation, not just assume it. Most striking was the level of cooperation involved in the area of nuclear weapons. The United States and the Soviet Union signing of the Intermediate-Range Nuclear Forces Treaty in 1987 ushered in an unprecedented acceptance of intrusive verification measures. The puzzle surrounding this historic event is how the two sides managed to move from conflict to cooperation, from a zero-sum game to positive gains for both sides. Solving this puzzle may provide lessons that can be applied today to organizations such as the International Atomic Energy Agency and the United Nations Special Commission on Iraq. Solving this puzzle will also help students of international relations to better understand how nations learn to cooperate. The search foR a new strategy in the post-Cold War era shows that reality is more complicated in a multi-polar environment. The simpler assumptions that explained the antagonistic situation no longer apply. An attempt must be made to find and develop those structures which may foster overall cooperation. Nations can learn to work together in an area vital to national security, arms control, by working together. Nations can learn by doing if the structure of the organization does not hinder the process. Sustained cooperation, therefore, can be a product and precondition of the organization through the structure of a given treaty.

    Demands for quick and accurate life cycle assessments create a need for methods to rapidly generate reliable life cycle inventories (LCI). Data mining is a suitable tool for this purpose, especially given the large amount of available governmental data. These data are typically applied to LCIs on a case-by-case basis. As linked open data becomes more prevalent, it may be possible to automate LCI using data mining by establishing a reproducible approach for identifying, extracting, and processing the data. This work proposes a method for standardizing and eventually automating the discovery and use of publicly available data at the United States Environmental Protection Agency for chemical-manufacturing LCI. The method is developed using a case study of acetic acid. The data quality and gap analyses for the generated inventory found that the selected data sources can provide information with equal or better reliability and representativeness on air, water, hazardous waste, on-site energy usage, and production volumes but with key data gaps including material inputs, water usage, purchased electricity, and transportation requirements. A comparison of the generated LCI with existing data revealed that the data mining inventory is in reasonable agreement with existing data and may provide a more-comprehensive inventory of air emissions and water discharges. The case study highlighted challenges for current data management practices that must be overcome to successfully automate the method using semantic technology. Benefits of the method are that the openly available data can be compiled in a standardized and transparent approach that supports potential automation with flexibility to incorporate new data sources as needed.     The bioconcentration factor (BCF) is the ratio of the concentration of a chemical in an organism to the concentration in the surrounding environment at steady state. It is a valuable indicator of the bioaccumulation potential of a substance. BCF is an essential environmental property required for regulatory purposes within the Registration, Evaluation, Authorization and restriction of Chemicals (REACH) and Globally Harmonized System (GHS) regulations. In silico models for predicting BCF can facilitate the risk assessment for aquatic toxicology and reduce the cost and number of animals used. The aim of the present study was to examine the correlation of BCF data derived from the dossiers of registered chemicals submitted to the European Chemical Agency (ECHA) with the results of a battery of Quantitative Structure-Activity Relationship (QSAR). After data pruning, statistical analysis was performed using the predictions of the selected models. Results in terms of R(2) had low rating around 0.5 for the pruned dataset. The use of the model applicability domain index (ADI) led to an improvement of the performance for compounds falling within it. The variability of the experimental data and the use of different parameters to define the applicability domain can influence the performance of each model. All available information should be adapted to the requirements of the regulation to obtain a safe decision. PMID:26282223

    As a result of the stringent data requirements of the Registration, Evaluation, Authorisation, and Restriction of Chemicals (REACH) regulation, a vast amount of ecotoxicological data has become available through the dissemination portal of the European Chemicals Agency (ECHA). As of April 2014, the database contained 12,439 unique substances from 47,909 dossiers. This vast database could be used to refine existing, or to create new, non-testing methods, such as quantitative structure-activity relationships (QSARs). Acute fish toxicity data were mined from the ECHA database using the eChemPortal; after filtering for single organic substances, 1159 experimental data points remained, representing 564 compounds. To evaluate the quality and accessibility of this data, the authors used the data to refine and improve an existing QSAR. The reliability of the data submitted to the ECHA database, as well as the effectiveness of the Klimisch scoring system, were assessed by comparing the refined QSAR with established QSAR benchmarks. The model developed meets all Organisation for Economic Co-operation and Development principles, has strong internal (leave-one-out internally cross-validated correlation coefficient [Q(2)(LOO)] = 0.91) and external (external coefficient of determination (predicted vs experimental [test set])) validation statistics, and can provide reliable fish median lethal concentration (LC50) predictions for non-polar narcotics. Although some issues with dossier misinformation were discovered, it was found that the ECHA dissemination portal is a valuable and reliable data source. When queried using the eChemPortal, chemical dossiers containing reliable data could be found quickly. The ECHA dissemination portal holds great potential for future QSAR development and improvement, such as updating QSARs within the Ecological Structure-Activity Relationships (ECOSAR) program.     The recent debate in public health about the "inequality paradox" mirrors a long-standing dispute between proponents of structuralist approaches and advocates of action theory. Both views are genuine perspectives of health promotion, but so far they have not been adequately linked by health promotion theory. Using Anthony Giddens's concepts of structure and agency seems promising, but his theory has a number of shortcomings that need to be amended if it is to be applied successfully to health promotion. After briefly assessing Giddens's theory of structuration, this paper proposes to add to it both the concept of structural change as proposed by William Sewell and the policy dimension as described by Elinor Ostrom in her distinction between "operational" and "collective choice" level. On this basis, a multi-level model of the interaction of structure and agency in health promotion is proposed. This model is then connected to central claims of the Ottawa Charter, i.e. "build healthy public policy", "create supportive environments", "strengthen community actions", and "develop personal skills". A case study from a local-level health promotion project in Germany is used to illustrate the explanatory power of the model, showing how interaction between structure and agency on the operational and on the collective choice level led to the establishment of women-only hours at the municipal indoor swimming pool as well as to increased physical activity levels and improved general self-efficacy among members of the target group. People's metacognitions of agency were investigated in 4 experiments. Participants played a game in which they tried to touch downward scrolling Xs and avoid touching Os. Variables that affected accuracy included speed of the scroll, density of the targets, and feedback. Of central interest were variables directed not only at accuracy but also at people's control: the turbulence of the cursor and how close the cursor had to come to the target for a hit (i.e., "magic"). After each trial, people made judgments of agency or judgments of performance. People were selectively sensitive to the variables to which they should be responsive in agency monitoring--whether the cursor moved in close synchrony to their movements and whether targets disappeared by magic. People knew, separably from their objective or judged performance, when they were in control and when they were not. These results indicate that people can sensitively monitor their own agency.     Background: An important goal of home health care is to assist patients to remain in community living arrangements. Yet home care often fails to prevent hospitalizations and to facilitate discharges to community living, thus putting patients at risk of additional health challenges and increasing care costs. Objectives: To determine the relationship between home health agency work environments and agency-level rates of acute hospitalization and discharges to community living. Methods and Design: Analysis of linked Center for Medicare and Medicaid Services Home Health Compare data and nurse survey data from 118 home health agencies. Robust regression models were used to estimate the effect of work environment ratings on between-agency variation in rates of acute hospitalization and community discharge. Results: Home health agencies with good work environments had lower rates of acute hospitalizations and higher rates of patient discharges to community living arrangements compared with home health agencies with poor work environments. Conclusion: Improved work environments in home health agencies hold promise for optimizing patient outcomes and reducing use of expensive hospital and institutional care. PMID:25215647

    There is an immense philosophical literature dealing with the notions of normativity and agency, as well as a sizeable and rapidly growing scientific literature on the topic of autonomous agents. However, there has been very little cross-fertilization between these two literatures. As a result, the philosophical literature tends to assume a somewhat outdated mechanistic image of living things, resulting in a quasi-dualistic picture in which only human beings, or the higher animals, can be normative agents properly speaking. From this perspective, the project of 'naturalizing normativity' becomes almost a contradiction in terms. At the same time, the scientific literature tends to misuse 'normativity,' 'agency,' and related terms, assuming that it is meaningful to ascribe these concepts to 'autonomous agents' conceived of as physical systems whose behavior is to be explained in terms of ordinary physical law. From this perspective, the true depth of the difficulty involved in understanding what makes living systems distinctive qua physical systems becomes occluded. In this essay, I begin the attempt to remedy this situation. After some preliminary discussion of terminology and situating of my project within the contemporary philosophical landscape, I make a distinction between two different aspects of the project of naturalizing normativity: (1) the 'Scope Problem,' which consists in saying how widely in nature our concept of normative agency may properly be applied; and (2) the 'Ground Problem,' which consists in rationalizing the phenomenon of normative agency in terms of the rest of our knowledge of nature. Then, in the remainder of this paper, I argue that the Scope Problem ought to be resolved in favor of attributing normative agency, in the proper sense of those words, to living things as such.     Cognitive Scientists interested in causal cognition increasingly search for evidence from non-Western Educational Industrial Rich Democratic people but find only very few cross-cultural studies that specifically target causal cognition. This article suggests how information about causality can be retrieved from ethnographic monographs, specifically from ethnographies that discuss agency and concepts of time. Many apparent cultural differences with regard to causal cognition dissolve when cultural extensions of agency and personhood to non-humans are taken into account. At the same time considerable variability remains when we include notions of time, linearity and sequence. The article focuses on ethnographic case studies from Africa but provides a more general perspective on the role of ethnography in research on the diversity and universality of causal cognition.
