This paper describes the development and implementation of the Norwegian monitoring programme for agricultural landscapes--the '3Q programme'. The main objective of the scheme is to indicate development trends in the agricultural landscape, and their consequences for spatial structure, biodiversity, cultural heritage and accessibility. The monitoring programme aims to give policy feedback and provide data to fulfill international reporting requirements. This paper describes the background to the programme and reasons behind the choice of methods. Results are presented to show the accuracy of the methods employed and the range of indicator values recorded in the programme. Strengths and limitations of the monitoring programme are discussed, and potential future improvements and developments are outlined. Although there remains a potential for methodological improvement, we stress the importance of establishing a baseline to enable the detection of development trends in a rapidly changing environment. Programs to manage and ultimately dispose of high-level radioactive wastes are unique from scientific and technological as well as socio-political aspects. From a scientific and technological perspective, high-level radioactive wastes remain potentially hazardous for geological time periods-many millennia-and scientific and technological programs must be put in place that result in a system that provides high confidence that the wastes will be isolated from the accessible environment for these many thousands of years. Of course, ''proof'' in the classical sense is not possible at the outset, since the performance of the system can only be known with assurance, if ever, after the waste has been emplaced for those geological time periods. Adding to this challenge, many uncertainties exist in both the natural and engineered systems that are intended to isolate the wastes, and some of the uncertainties will remain regardless of the time and expense in attempting to characterize the system and assess its performance. What was perhaps underappreciated in the early days of waste management and repository program development were the unique and intense reactions that the institutional, political, and public bodies would have to repository program development, particularly in programs attempting to identify and then select sites for characterization, design, licensing, and ultimate development. Reactions in most nations were strong, focused, unrelenting, and often successful in hindering, derailing, and even stopping national repository programs. The reasons for such reactions and the measures to successfully respond to them are still evolving and continue to be the focus of many national program and political leaders. The challenge for nursing leaders responsible for workforce planning is to predict the knowledge, skills and abilities required to lead future healthcare delivery systems effectively. Succession planning requires a constant, competitive pool of qualified nursing leader candidates, and retention of those interested in career growth. Formal nursing leadership education in the United States is available through graduate education and professional nursing organisation programmes, such as the Emerging Nurse Leader Institute of the American Organization of Nurse Executives. However, there is also a need for local development programmes tailored to the needs of individual organisations. Leaders at Geisinger Health System, one of the largest rural health systems in the US, identified the need for an internal professional development scheme for nurses. In 2013 the Nurses Emerging as Leaders programme was developed to prepare nurse leaders for effective leadership and successful role transition. Future agricultural and rural development is, to a large extent, influenced by the projected food needs of 2.5 billion people expected to swell the world population by 2020. This increase will require more food in general and, in view of recent experience in East Asia, more animal products. To achieve this increase will require judicious use of resources, and trade, especially in those countries where natural resources are insufficient to support food production. Achieving food sufficiency in a sustainable manner is a major challenge for farmers, agro-industries, researchers and governments. The latter play an important role as many of the farmers' choices are, to a large extent, directed by government or supra-government, often through macro- and micro-economic policy. In many countries the economic, environmental, trade and agricultural policies have not been conducive to an agricultural development that is risk-free with respect to the environment, animal welfare or public health. The recent decline of government support in agriculture forced farmers in Western countries to think about more risk adverse agricultural practices and more efficient production systems. On the other hand, many countries in Eastern Europe and the former Soviet Union, as well as other developing countries, are still going through a painful process of adjustment to new market conditions. International banks and development agencies have a mandate to help developing countries, but are somewhat restricted both by needing to work directly with governments and by their perceived dogmatic approach to development. Changing policies do, now and in the future, also affect the development of animal disease control programmes, including the control of parasitic diseases. On the one hand there is an increasing interest in risk-free control practices, and on the other hand a demand for greater regulatory control over the production process. ABSTRACT Purpose: Programme evaluation has been defined as “the systematic process of collecting credible information for timely decision making about a particular program.” Where possible, findings are used to develop, revise, and improve programmes. Theory-based programme development and evaluation provides a comprehensive approach to programme evaluation. Summary of key points: In order to obtain meaningful information from evaluation activities, relevant programme components need to be understood. Theory-based programme development and evaluation starts with a comprehensive description of the programme. A useful tool to describe a programme is the Sidani and Braden Model of Program Theory, consisting of six programme components: problem definition, critical inputs, mediating factors, expected outcomes, extraneous factors, and implementation issues. Articulation of these key components may guide physiotherapy programme implementation and delivery and assist in the development of key evaluation questions and methodologies. Using this approach leads to a better understanding of client needs, programme processes, and programme outcomes and can help to identify barriers to and enablers of successful implementation. Two specific examples, representing public and private sectors, will illustrate the application of this approach to clinical practice. Conclusions: Theory-based programme development helps clinicians, administrators, and researchers develop an understanding of who benefits the most from which types of programmes and facilitates the implementation of processes to improve programmes. The need for the development of a multipurpose flexible programmable power processor (PPP) has increased significantly in recent years to reduce ever rising development costs. One of the program requirements the PPP specification will cover is the 25 kW power module power conversion needs. The 25 kW power module could support the Space Shuttle program during the 1980s and 1990s and could be the stepping stone to future large space programs. Trades that led to selection of a microprocessor controlled power processor are briefly discussed. Emphasis is given to the power processing equipment that uses a microprocessor to provide versatility that allows multiple use and to provide for future growth by reprogramming output voltage to a higher level (to 120 V from 30 V). The Fiji Department of Energy (DOE) has a comprehensive resource assessment programme which assesses and promotes the use of local renewable energy resources where they are economically viable. DOE is currently involved in the investigation of the extent of geothermal resources for future energy planning and supply purposes. The aim is to determine (a) whether exploitable geothermal fields exist in the Savusavu or Labasa areas. the two geothermal fields with the greatest potential, (b) the cost of exploiting these fields for electricity generation/process heat on Vanua Levu. (c) the comparative cost per mega-watt-hour (MWh) of geothermal electricity generation with other generating options on Vanua Levu, and. (d) to promote the development of the geothermal resource by inviting BOO/BOOT schemes. Results to date have indicated that prospects for using geothermal resource for generating electricity lies in Savusavu only - whereas the Labasa resource can only provide process heat. All geophysical surveys have been completed and the next stage is deep drilling to verify the theoretical findings and subsequent development.

Nigeria's desire to maximize the benefits of space technology for its sustainable development, has become a reality with the establishment of the National Space Research and Development Agency (NASRDA) in May 1999 and the approval of the national Space Policy and Programmes in July 2001. In November, 2000, the Federal Government took a bold step with the signing of an agreement with the Surrey Satellite Technology Limited (SSTL) of United Kingdom (UK) for the design, construction and launch of a medium resolution micro-satellite - NigeriaSat-1 with a Ground Sampling Distance of thirty-two (32) meters. The agreement also covers the Know-How-Technology-Training (KHTT) to Nigerian Engineers and Scientists for a period of 18th months at SSTL‘s facility in the U.K.. NigeriaSat-1 was successfully launched into Leo Earth Orbit on 27th September, 2003. NigeriaSat- 1 is one of the five (5) satellites belonging to Nigeria, Algeria, Turkey, United Kingdom and China being operated in a Disaster Monitoring Constellation (DMC). The launch of NigeriaSat-1 has promoted access to information which has become a strategy for mass socio-economic development, as information underscores all developmental effort be it in education, provision of health services, marketing, construction industry, tourism, defense, etc. As a follow-up to the successful launch of NigeriaSat-1, the government of Nigeria started the implementation of a Nigerian communication satellite (NigcomSat-1) to address the problem of communication which is the greatest drawbacks to the socio-economic development of the country, particularly in the areas of rural telephone, tele-education, tele-medicine, egovernment, e-commerce and real-time monitoring services. Professional development becomes relevant and effective when teachers are actively involved, collaborate, and when it is linked to teachers' daily school practice (Hunzicker in Prof Dev Educ 37:177-179, 2011). Preparation of teachers for a curriculum implementation such as the new subject Nature, Life, and Technology can be done by a professional development programme where teachers are actively involved (Visser et al. 2010). This study evaluates the designed and implemented professional development programme with respect to its effectiveness in terms of degree of teacher learning and development. Effects are evaluated for five learning areas: Instructional strategies, differences in students' prior knowledge, adjustments to the module, assessment methods and instruments, and field trips and guest lectures. Eleven teachers from four different schools participated in two professional development programmes, six teachers in the first professional development programme and five teachers in the programme for the subsequent module. Questionnaires and interviews were used to assess the effects in the different learning areas. The findings show that the professional development programme is a useful venture for teachers' professional growth in different learning areas.
Most analysts agree that the poorest countries` agricultures are likely to be the most vulnerable to-and least capable of adapting to-climate change or other environmental disruptions. Research has only recently begun to assess what the likely impacts of climate change on developing countries` agricultures may be, how these agricultures might adapt to climate change, and how policies might be designed to facilitate adaptation. This paper begins with a discussion of what researchers currently believe the impacts of climate change could be on developing country agriculture, principally tropical agriculture. Climate changes are expected to occur from thirty to more than one hundred years in the future. These time horizons mean that predictions of the key factors determining impacts and adaptation-population, income, institutions, and technology-are probably as uncertain as predictions of climate change itself. Rates of productivity growth and technological adaptation will be critical to future food supplies, with or without climate change. Continuation of the trend of the past forty years could make so abundant that climate change effects would be inconsequential, but lower rates of growth could result in population growth outstripping food supplies. The second section of this paper addresses the critical issue of predicting the long-term trend in productivity by building on the substantial knowledge we have about the economic factors determining agricultural innovation and adaptation. Considering the time horizons and uncertainties involved in climate change, the wise policy strategy is to pursue investments that are economically justified, whether or not climate change occurs. A better understanding of managed ecosystems would improve our understanding of agricultural sustainability as well as climate change impacts and adaptation. The third section of this paper outlines an economic approach to modeling managed ecosystems. 21 refs.

High dietary salt is a major contributor to increased blood pressure, the leading risk for death worldwide. In several countries, national programmes to reduce dietary salt have been implemented with leadership and involvement of hypertension experts. Other hypertension experts may be interested in assisting or leading a national programme to reduce dietary salt, however, may not have the experience or training to do so. The article is based on the experiences of three hypertension experts who have led the development of national dietary salt reduction programmes in the United Kingdom, Australia and Canada. The article advises developing leadership and a coalition, conducting a nation-specific environmental scan of facilitators and barriers, estimating the national health and financial costs of high dietary salt and the benefits of reducing salt intake, obtaining core documents to provide the scientific rational for the programme, developing a policy statement to outline the required actions to be undertaken, engaging government and industry, using media to gain public support, overcoming industry supported opposition and sustaining the effort long term. Resources and potential sources for international collaboration are provided as well as caveats for developing the programme within the specific nations' context and overall effort to improve health. Developing and leading a national salt reduction programme is a major commitment, however, reducing dietary salt is estimated to be one of the most effective strategies to improve a nation's health. This paper presents the development and implementation of a recurrently funded, rolling, 6-month palliative care secondment programme for NHS community staff nurses based in a rural health economy in Southwest England. The programme is a key tool in a wider development plan for improving access to, and the quality of, palliative and end-of-life care for a dispersed rural population. This is part of a much bigger programme of integration to meet the shared challenges of service capacity, equity, and sustainability that are presented by the geographical and demographical profile of the locality. The European Union Food Distribution programme for the Most Deprived Persons (MDP) of the community ran from 1987 until 2013. It was funded from Common Agricultural Policy budgets. The programme initially made use of surplus foods from the food mountains resulting from intervention stocks. This food was then distributed through aid agencies within member states, coordinated at a national government level. Reform of the CAP and global rises in food prices resulted in an increase in budget from €300 to €500 million Euros in 2010 with the added power to buy food on the open market. This led to a formal challenge to the scheme on the basis that buying goods on the open market shifted the emphasis from an agricultural/financial basis to a social one. A court ruling found that because the program was no longer used for removing surpluses the link to agriculture policy has become tenuous and therefore had no basis in community law. As a result of this legal challenge a number of policy compromises ensured the MDP would continue until the end of 2013 with a reduced budget. The scheme has been superseded by a new scheme in March 2014 called the Fund for European Aid to the Most Deprived (FEAD). This is seen as a social programme. The way that policy and politics developed and changed the MDP programme are set out. The article tracks its move from being an agricultural policy to a social welfare one. The key policy players and actors in this move are set out as are the changing context and policy frameworks. The replacement of the MDP by FEAD is discussed as is how intensive lobbying in 2012/13 resulted in the development of a new Fund for European Aid to the Most Deprived (FEAD). PMID:26001298
Early childhood intervention programmes can shift the odds toward more favourable outcomes in development, especially for children at risk. However, there is no quick fix in the world for early childhood interventions. Programmes that work are rarely simple, inexpensive, or easy to implement. Each country must decide its own model and strategies and develop its resources based on existing infrastructures. Since its independence to become a sovereign nation in 1965, Singapore has undergone significant socio-economic changes. The infant and under-5 childhood mortality rates are among the lowest in the world. A number of "new morbidities" have been identified to pose major challenges to child health in the next decades. They are chronic medical illnesses, developmental disabilities, learning problems, injuries and neglect, behavioural disturbances and disorders, sequelae associated with unhealthy life-styles, and social and emotional disorders. The need for a comprehensive child development programme is therefore obvious. The main objectives are identification and treatment of children with developmental and behavioural problems so as to correct developmental dysfunctions, minimise the impact of a child's disability or of prevailing risk factors, strengthen families, and establish the foundations for subsequent development. A child development programme has evolved in Singapore over the last 20 years. The programme is multi-disciplinary, community-based, family-focused, and child-centric, with partnership and integration between government and voluntary community organisations. PMID:18071596

In developing countries communication is an important part of development, but will not generate development itself. In agricultural development in Third World countries 2 models are used: the innovation diffusion model and the package program model. These methods did not meet the needs of the small farmer, since they focused on single crop production. Most of these services do not spend time diagnosing the needs of individual farmers and give standard recommendations that do not suit many clients. Irrigation development projects require special communications skills, and in some cases in Mexico and Peru there were poor communications between farmers and the technical experts. Some argue that a strong state irrigation bureaucracy is needed to build and maintain a complex system, but others state farmer participation and cooperation as mandatory. In the health education area, the mass media is in question on its role as an educator. The confusion caused by advertising of Western medicine and miracle healings can be a major obstacle to health education. In family planning programs in these countries failures have been due to poor communication strategies that were built on false assumptions. The use of mass media including radio, television, and satellite has had some successes and failures in literacy programs. The communication factors that cause failures in these various programs are the lack of understanding and insight of the planners on the needs of their clients. Poorly developed messages, improper channels, and top down methods also cause these poor results. PMID:12282929

We discuss the development and optimization of an ongoing educational project involving the whole population of the province of San Luis, Argentina. The core of the project includes activities and resources that capture formal curricular aspects directed towards all levels of teaching. The educational activities related to this project have been benefited by the acquisition of two planetariums made in Argentina, a MEADE 16'' telescope to be operated by remote control from any school-room in San Luis, and a naked-eye observatory with more than 30 pre-telescopic instruments, and other didactic tools specially designed for the teaching of Astronomy. Conventionally programmed digital computers can process numbers with great speed and precision, but do not easily recognize patterns or imprecise or contradictory data. Instead of being programmed in the conventional sense, artificial neural networks are capable of self-learning through exposure to repeated examples. However, the training of an ANN can be a time consuming and unpredictable process. A general method is being developed to mate the adaptability of the ANN with the speed and precision of the digital computer. This method was successful in building feedforward networks that can approximate functions and their partial derivatives from examples in a single iteration. The general method also allows the formation of feedforward networks that can approximate the solution to nonlinear ordinary and partial differential equations to desired accuracy without the need of examples. It is believed that continued research will produce artificial neural networks that can be used with confidence in practical scientific computing and engineering applications.

Background Efficient and reliable laboratory services are essential to effective and well-functioning health systems. Laboratory managers play a critical role in ensuring the quality and timeliness of these services. However, few laboratory management programmes focus on the competencies required for the daily operations of a laboratory in resource-limited settings. This report provides a detailed description of an innovative laboratory management training tool called Strengthening Laboratory Management Toward Accreditation (SLMTA) and highlights some challenges, achievements and lessons learned during the first five years of implementation (2009–2013) in developing countries. Programme SLMTA is a competency-based programme that uses a series of short courses and work-based learning projects to effect immediate and measurable laboratory improvement, while empowering laboratory managers to implement practical quality management systems to ensure better patient care. A SLMTA training programme spans from 12 to 18 months; after each workshop, participants implement improvement projects supported by regular supervisory visits or on-site mentoring. In order to assess strengths, weaknesses and progress made by the laboratory, audits are conducted using the World Health Organization’s Regional Office for Africa (WHO AFRO) Stepwise Laboratory Quality Improvement Process Towards Accreditation (SLIPTA) checklist, which is based on International Organization for Standardization (ISO) 15189 requirements. These internal audits are conducted at the beginning and end of the SLMTA training programme. Conclusion Within five years, SLMTA had been implemented in 617 laboratories in 47 countries, transforming the laboratory landscape in developing countries. To develop ecological agriculture should not only emphasize the output level of agriculture to pursuit of economic efficiency, but also need to keep the ecological environment protected and focus on the social benefits during the development of the industry. As a large agricultural country in the world, China is vigorously promoting the development of ecological agriculture, which is bound to put forward to developing the pesticide industry and green ecological development requirements to promote the transformation and upgrading of agricultural pharmaceutical industry. This paper discusses the mechanism of pesticide pollution on the ecological environment and analyzes China's agricultural problems in the pharmaceutical industry. Objective The scope of this article is to describe the background for and content of an adherence counselling programme with a specific focus on an individualised, multi-dimensional adherence model for patients with a potential adherence problem (a so-called ‘individualised systems model’). Methods An intervention programme based on WHO’s systems model for adherence was developed for implementation in primary health care and tested in a development project in Danish pharmacies in 2004-2005 in three pharmacies and 4 GP practices by 27 patients. Data were collected from the participants by registration forms, questionnaires, and focus groups. Since the programme was to support patients in the self-management process regarding choice and implementation of medication treatment, various strategies were used and different theoretical assumptions and choices made prior to setting up the study. These strategies include distinguishing between different types of non-adherence, a model for stages of change, self-efficacy, narratives, motivating interviewing strategies and coaching techniques. These strategic and theoretical choices are described in the article. Results The strategies and theoretical reflections formed the platform for the creation of a counselling programme, which was tested in two forms, a basic and an extended version - provided by either a pharmaconomist or a pharmacist. The result section also describes a toolbox of instruments to enable pharmacy staff and GPs to tailor a counselling programme for patients individually called ‘Safe and effective use of medicines’. Besides, the results include a description of how the WHO-model is transformed into an individualised counselling model. PMID:25177406

The dynamic nature of agriculture requires repetitive resource assessments such as those from remote sensing. Until recently, the use of remote sensing in agriculture has been limited primarily to site specific investigations without large-scale evaluations. Examples of successful applications at various user levels are provided. The stage of development for applying remote sensing to many agricultural problems is assessed, and goals for planning future data characteristics for increased use in agriculture are suggested.

The aim of this study was to develop and describe an intervention programme for young adolescents, guided by the Positive Youth Development Intervention (PYDI) model, which provides a perspective on the facilitation of development in a more positive trajectory. The key concepts and processes suggested by the PYDI model were further analysed and broadened using existing literature for operationalisation and application purposes. Self-regulation is the central process effectuating developmental change, within the contexts of: a) the navigation of stressors; and b) the formulation and effective pursuit of relevant personal goals. Self-regulation, together with a developmental perspective, provided guidelines regarding the relevant skills and knowledge. These are facilitating: a) identity development; b) formulation of goals congruent with the latter; c) decision-making skills; d) coping skills; e) regulation of affect and cognition; and f) socialisation skills. The relevant content areas and the manner of the facilitation of these are indicated. The theory-based programme can be implemented and its effect empirically evaluated. Levels of hope, problem-solving efficacy and social efficacy may serve as, inter alia, indicators of developmental change. PMID:25860303

Short-term effectiveness of the International Child Development Programme (ICDP) for parents in the general population has been studied. The aim of this paper was to investigate the longer term impact of the ICDP programme on parents looking for sustained changes 6–12 months after the programme. For this, a non-clinical caregiver group attending the ICDP programme (N = 79) and a non-attending comparison group (N = 62) completed questionnaires on parenting, psychosocial functioning, and child difficulties before, on completion and 6–12 months after the ICDP programme. Analyses compare changes in scores over time. The results revealed that the ICDP group showed significantly improved scores on parenting measures, less loneliness, and trends towards improved self-efficacy compared to the comparison group 6–12 months after programme completion. The ICDP group also reported that their children spent significantly less time on television and computer games and a trend towards fewer child difficulties. Key positive effects sustained over time but at a somewhat lower level, supporting community-wide implementation of ICDP as a general parenting programme. It is concluded that more intensive training with follow-up sessions should be considered to sustain and boost initial gains. PMID:25431603

The focal plane array of the Euclid VIS instrument comprises 36 large area, back-illuminated, red-enhanced CCD detectors (designated CCD 273). These CCDs were specified by the Euclid VIS instrument team in close collaboration with ESA and e2v technologies. Prototypes were fabricated and tested through an ESA pre-development activity and the contract to qualify and manufacture flight CCDs is now underway. This paper describes the CCD requirements, the design (and design drivers) for the CCD and package, the current status of the CCD production programme and a summary of key performance measurements.

Background Complete and accurate reporting of programme preparation, implementation and evaluation processes in the field of sexual and reproductive health (SRH) is essential to understand the impact of SRH programmes, as well as to guide their replication and scale-up. Objectives To provide an overview of existing reporting tools and identify core items used in programme reporting with a focus on programme preparation, implementation and evaluation processes. Methods A systematic review was completed for the period 2000–2014. Reporting guidelines, checklists and tools, irrespective of study design, applicable for reporting on programmes targeting SRH outcomes, were included. Two independent reviewers screened the title and abstract of all records. Full texts were assessed in duplicate, followed by data extraction on the focus, content area, year of publication, validation and description of reporting items. Data was synthesized using an iterative thematic approach, where items related to programme preparation, implementation and evaluation in each tool were extracted and aggregated into a consolidated list. Results Out of the 3,656 records screened for title and abstracts, full texts were retrieved for 182 articles, out of which 108 were excluded. Seventy-four full text articles corresponding to 45 reporting tools were retained for synthesis. The majority of tools were developed for reporting on intervention research (n = 15), randomized controlled trials (n = 8) and systematic reviews (n = 7). We identified a total of 50 reporting items, across three main domains and corresponding sub-domains: programme preparation (objective/focus, design, piloting); programme implementation (content, timing/duration/location, providers/staff, participants, delivery, implementation outcomes), and programme evaluation (process evaluation, implementation barriers/facilitators, outcome/impact evaluation). Recently, a growing interest in problems at school of peer aggression and victimization was observed. As a result, intervention strategies appropriate for this kind of problem were required. The Norwegian anti-bullying intervention that was developed and evaluated by Olweus (1992) in the region of Bergen was considered to be a good model for other countries to implement interventions against peer aggression within the school environment. It was therefore adapted to the educational settings of other countries. This paper aims to discuss the adaptation processes of the Bergen anti-bullying programme and to give guidelines to advance further programme development. For this, the DFE Sheffield Bullying Project (Smith and Sharp, 1994), the Anti-bullying Intervention in Toronto schools (Pepler et al., 1994) and the Flemish anti-bullying project (Stevens and Van Oost, 1994) were considered in the analyses. Discussion of the adaptation processes of the Bergen model programme revealed that the adapted interventions largely succeeded in incorporating the core components of the Bergen model programme, taking into account the characteristics of the implementation environment. This suggests that for bully/victim interventions, the dilemma of programme fidelity and programme adaptation could be solved adequately. However, from a health promotion perspective, some critical issues for programme improvement were observed. Three suggestions for change were made, indicating that anti-bullying actions at schools may benefit from: (i) a clear overview of the learning objectives, specified per target population; (ii) more attention to parental involvement and family interventions; and (iii) additional information about the adoption processes of the anti-bullying interventions within schools. A national clinical leadership development programme was instituted for Irish nurses and midwives in 2010. Incorporating a development framework and leadership pathway and a range of bespoke interventions for leadership development, including workshops, action-learning sets, mentoring and coaching, the programme was introduced at seven pilot sites in the second half of 2011. The programme pilot was evaluated with reference to structure, process and outcomes elements, including individual-level programme outcomes. Evaluation data were generated through focus groups and group interviews, individual interviews and written submissions. The data provided evidence of nurses' and midwives' clinical leadership development through self and observer-reported behaviours and dispositions including accounts of how the programme participants developed and displayed particular clinical leadership competencies. A key strength of the new programme was that it involved interventions that focussed on specific leadership competencies to be developed within the practice context. PMID:24099226

The state-of-the-art capsule endoscopy (CE) technology offers painless examination for the patients and the ability to examine the interior of the gastrointestinal tract by a noninvasive procedure for the gastroenterologists. In this work, a modular and flexible CE development system platform consisting of a miniature field programmable gate array (FPGA) based electronic capsule, a microcontroller based portable data recorder unit and computer software is designed and developed. Due to the flexible and reprogrammable nature of the system, various image processing and compression algorithms can be tested in the design without requiring any hardware change. The designed capsule prototype supports various imaging modes including white light imaging (WLI) and narrow band imaging (NBI), and communicates with the data recorder in full duplex fashion, which enables configuring the image size and imaging mode in real time during examination. A low complexity image compressor based on a novel color-space is implemented inside the capsule to reduce the amount of RF transmission data. The data recorder contains graphical LCD for real time image viewing and SD cards for storing image data. Data can be uploaded to a computer or Smartphone by SD card, USB interface or by wireless Bluetooth link. Computer software is developed that decompresses and reconstructs images. The fabricated capsule PCBs have a diameter of 16 mm. An ex-vivo animal testing has also been conducted to validate the results. PMID:24859846

This analysis aims to discuss the implications of the “health asset concept”, introduced by the WHO, and the “investment for health model” requiring a “participatory approach” of cooperative programme development applied on a physical activity programme for socially disadvantaged women and to demonstrate the related costing issues as well as the relevant decision context. The costs of programme implementation amounted to €48,700. Adding the costs for developing the programme design of €48,800 results in total costs of €97,500; adding on top of that the costs of asset assessment running to €35,600 would total €133,100. These four different cost figures match four different types of potentially relevant decisions contexts. Depending on the decision context the total costs, and hence the incremental cost-effectiveness ratio of a health promotion intervention, could differ considerably. The SIGMA project (Stimulating Innovation for Global Monitoring of Agriculture) is funded through the EC FPY7 Research programme with the particular aim to contribute to the GEOGLAM Research Agenda. It is a partnership of globally distributed expert organizations, focusses on developing innovative techniques and datasets in support of agricultural monitoring and its impact on the environment in support of GEOGLAM. SIGMA has 3 generic objectives which are: (i) develop and test methods to characterize cropland and assess its changes at various scales; (ii) develop and test methods to assess changes in agricultural production levels; and; (iii) study environmental impacts of agriculture. Firstly, multi-scale remote sensing data sets, in combination with field and other ancillary data, are used to generate an improved (global) agro-ecological zoning map and crop mask. Secondly, a combination of agro-meteorological models, satellite-based information and long-term time series are be explored to better assess crop yield gaps and shifts in cultivation. The third research topic entails the development of best practices for assessing the impact of crop land and cropping system change on the environment. In support of the GEO JECAM (Joint Experiment for Crop Assessment and Monitoring) initiative, case studies in Ukraine, Russia, Europe, Africa, Latin America and China are carried out in order to explore possible methodological synergies and particularities according to different cropping systems. This presentation will report on the progress made with respect to the three topics above.
This paper presents a policy analysis to explore a distinct interpretation of issues in the vital inter-sector relationship of energy and agriculture. Bioenergy to power a sustainable agriculture, and beyond, is seen as a viable possibility in response to often-contradictory goals of both sectors. The greatest critical energy needs in agriculture have been long identified as fertilizer and fuels. The paper examines large and small scales of liquid biofuel production and the potential of Latin America small farms not only to contribute to fuel and fertilizer supply but to participate more broadly in rural economic development.

The goal of this project was to develop a model policy that agricultural employers could adopt specific to youth employment, including age-appropriate assignments, training needs for adolescent workers, ideal supervision, and mentoring by adult workers. Methods included discussions at a national conference of agricultural employers, a survey of employers' perspectives on young workers, forming a task force to draft a model policy, and finalizing the policy document. The process resulted in a template that can be used by agricultural employers for immediate adoption, or to be customized and adapted for their unique company. Given new trends in agriculture to use certification systems, safety audits, and voluntary safety standards in addition to the regulatory process, there is value in having a voluntary "best practice" model policy that can be adopted in settings where safeguarding young farm workers is a priority. The Triangle Programme (1989-1992) aimed at strengthening the institutional capacity for health social science research and intervention in Sri Lanka through the promotion of appropriate international and national partnerships. First, it involved an international partnership (Triangle 1) among two universities in the developed world, i.c. University of Antwerp in Belgium and the University of Connecticut in the USA, and one university in the developing world, i.c. the University of Peradeniya, Sri Lanka. This partnership facilitated the transfer of knowledge, experience, skills across national boundaries and the North/South divide. Second, it developed a national/local partnership (Triangle 2) among the Faculties of Arts, Agriculture and Medicine at the University of Peradeniya by involving them in a joint programme of health social science research and training covering the entire range of activities from proposal development to dissemination of research results. Focusing on the latter aspect (Triangle 2) this paper reviews the results of the programme from the angle of cross-fertilization of disciplines through their collaboration in applied health research in a developing country setting. This thesis describes the development of Programmable Optoelectronic Multiprocessor (POEM) architectures and systems. POEM systems combine simple electronic processing elements with free-space optical interconnects to implement high-performance, massively-parallel computers. POEM architectures are fundamentally different from architectures used in conventional VLSI systems. Novel system partitioning and processing element design methods have been developed to ensure efficient implementation of POEM architectures with optoelectronic technology. The main contributions of this thesis are: architecture and software design for the POEM prototype built at UCSD; detailed technology design-tradeoff and comparison studies for POEM interconnection networks; and application of the VHSIC Hardware Description Language (VHDL) to the design, simulation, and synthesis of POEM computers. A general-purpose POEM SIMD parallel computer architecture has been designed for symbolic computing applications. A VHDL simulation of this architecture was written to test the POEM hardware running parallel programs prior to prototype fabrication. Detailed performance comparison of this architecture with all-optical computing, based on symbolic substitution, has also been carried out to show that POEMs offer higher computational efficiency. A detailed technological design of a packet-switched POEM multistage interconnection network system has been performed. This design uses optically interconnected stages of K x K electronic switching elements, where K is a variable parameter, called grain-size, that determines the ratio of optics to electronics in the system. A thorough cost and performance comparison between this design and existing VLSI implementations was undertaken to show that the POEM approach offers better scalability and higher performance. Meteorological stations in Northwest China are surrounded by large proportions of cultivated land. The relations between the change of surface wind speed and the cultivated land fractions (CF) within a 4 km radius at 135 meteorological stations over arid Northwest China are investigated. Stations with larger CF experienced larger declines in surface wind speed from 1960 to 2007. Compared with the wind speed variation in the Tibetan Plateau where agricultural development is negligible, stations with low CF show similar variation, whereas the wind speed at stations with large CF illustrates a sharp decrease in the 1970s–1980s, during which irrigated agriculture developed rapidly. The observed wind speed at the station surrounded by irrigated fields in the Jingtai Irrigation District, shows a rapid wind speed decrease during the same period when the irrigated area expanded. By contrast, rapid wind decrease is not observed at a nearby station with minimal influence of agricultural development.

Investment in nutritional programmes can contribute to economic growth and is cost-effective in improving child survival and development. In order to communicate this to decision-makers, the PROFILES nutrition advocacy and policy development programme was applied in certain developing countries. Effective advocacy is necessary to generate financial and political support for scaling up from small pilot projects and maintaining successful national programmes. The programme uses scientific knowledge to estimate development indicators such as mortality, morbidity, fertility, school performance and labour productivity from the size and nutritional condition of populations. Changes in nutritional condition are estimated from the costs, coverage and effectiveness of proposed programmes. In Bangladesh this approach helped to gain approval and funding for a major nutrition programme. PROFILES helped to promote the nutrition component of an early childhood development programme in the Philippines, and to make nutrition a top priority in Ghana's new national child survival strategy. Recognizing the dynamic nature of agricultural cultivation both within and between years and across the globe, the Group on Earth Observations (GEO) is developing an agricultural monitoring (GEO-GLAM) system with the goal of enhancing the availability and use of satellite and in situ Earth observations (EO) for the generation of timely and accurate information on national, regional, and global food supply. One of the key components of the GEO-GLAM system is the coordination of satellite observations so as to ensure sufficient and appropriate data volume and quality for agricultural monitoring. Therefore, it is essential that we develop EO requirements which articulate in a spatially explicit way where, when, how frequently, and at what spatial resolution satellite imagery must be acquired to meet the needs of a variety of agricultural monitoring applications. Accordingly, best-available cropland location information ('where?') in conjunction with ten years of MODIS surface reflectance data have been used to characterize the timing and duration of the agricultural growing season ('when?') in the form of agricultural growing season calendars (GSCs) for all major agricultural areas of the Earth. With respect to temporal resolution, we must first identify the frequency with which we require imagery inputs for monitoring applications such as crop condition, crop type, crop yield estimation, and planted and harvested area estimation. Agricultural fibres are routinely used for the manufacture of paper products in developing countries. The agriculture (non-wood) pulp industry accounts more than 50% of the national pulp production in China and in India. In contrast, paper manufacturers of the developed countries have relied largely on wood pulp fibres since the 1950`s. During the past 3 decades, the global wood pulp production capacities has expanded substantially. There is a renewed interest to use agriculture-based fibres in place of wood, for the production of pulp and paper in developing countries. The alternative is driven, in part, by the growing shortage of commercial wood supply as caused by the over-cutting of the standing forest and the accelerated re-allocation of forest land for ecological and recreational uses. Although the shortage of wood supply can be alleviated partially by the adoption of higher-yield wood pulping technologies and by the increased use of waste paper. But ultimately, these remedial steps will be inadequate to meet the growing demand for paper products. There are several important factors which affect the use of agricultural fibres for pulp and paper manufacture in developed countries. For some on-purpose fibre crops, continued farm subsidy and repeal of certain sections of the Narcotics Act would be required. Agri-pulp production from agricultural cropping residues appears to be the most practical economic means to supplement the fibre needs of the paper industry. In the social context, agri-pulp implementation in North America would also provide lower taxes that would be accrued from the elimination of substantial annual subsidies to grain farmers from the government.

Over the coming decades it is expected that the vast amounts of area currently in agricultural production will face growing pressure to intensify as world populations continue to grow, and the demand for a more Western-based diet increases. Coupled with the potential consequences of climate change, and the increasing costs involved with current energy-intensive agricultural production methods, meeting goals of environmental and socioeconomic sustainability will become ever more challenging. At a minimum, meeting such goals will require a greater understanding of rates of change, both over time and space, to properly assess how present demand may affect the needs of future generations. As agriculture represents a fundamental component of modern society, and the most ubiquitous form of human induced landscape change on the planet, it follows that mapping and tracking changes in such environments represents a crucial first step towards meeting the goal of sustainability. In anticipation of the mounting need for consistent and timely information related to agricultural development, this thesis proposes several advances in the field of geomatics, with specific contributions in the areas of remote sensing and spatial analysis: First, the relative strengths of several supervised machine learning algorithms used to classify remotely sensed imagery were assessed using two image analysis approaches: pixel-based and object-based. To upgrade nursing instruction capacity in Cambodia, two bridging programmes were opened for the Bachelor of Science in Nursing simultaneously in-country and out-of-country (Thailand). A descriptive qualitative study was conducted to assess effectiveness of both programmes jointly and to explore needs concerning the further development of nursing education. This study included interviews with 34 current or previous programme participants (nursing instructors or hospital preceptors) and 10 managers of collaborating institutions. New learning content, personal outcomes, challenges and obstacles and future needs were qualitatively coded to create categories and subcategories of data. Findings show that programme participants were most influenced by the new content areas (e.g. nursing theory and professionalism), active teaching-learning strategies and the full-time educational immersion afforded by the out-of-country programme. Programme participants who had returned to their workplaces also identified on-going needs for employing new active teaching-learning approaches, curriculum revision, national standardization of nursing curricula and improvements in the teaching-learning infrastructure. Another outcome of this study is the development of a theoretical model for Nursing Capacity Building in Developing Countries that describes the need for intermediate and long-term planning as well as using both Bottom-Up and Edge-Pulling strategies. In an effort to support the livelihoods and food security of these farmers and the larger Tanzanian population, the country has recently targeted a series of programs to increase agricultural production in the Kilombero Valley and elsewhere in the country. Bridging concepts and methods from land change science, political ecology, and sustainable livelihoods, I present an integrated assessment of the linkages between development and conservation efforts in the Kilombero Valley and the implications for food security. This dissertation uses three empirical studies to understand the process of development in the Kilombero Valley and to link the priorities and perceptions of conservation and development efforts to the material outcomes in food security and land change. The first paper of this dissertation examines the changes in land use in the Kilombero Valley between 1997 and 2014 following the privatization of agriculture and the expansion of Tanzania's Kilimo Kwanza program. Remote sensing analysis reveals a two-fold increase in agricultural area during this short time, largely at the expense of forest. Protected areas in some parts of the Valley appear to be deterring deforestation, but rapid agricultural growth, particularly surrounding a commercial rice plantation, has led to loss of extant forest and sustained habitat fragmentation. In the 1990s a team of scientists and engineers at Stellenbosch University built the first South African satellite to fly in space, the 64-kg Sunsat. This university-based satellite programme took advantage of the skills and facilities developed in the previous South African space programme of the 1980s and early 1990s, which had developed a much larger satellite (Greensat), but was cancelled in the mid-1990s prior to launch. Sunsat incorporated a number of novel capabilities for a microsatellite platform, and interest was shown in these technologies by other groups developing similar satellites. As the University was not the ideal environment to develop the commercial potential of these microsatellite technologies, a company called Sunspace was later established, thus creating industrial capacity in South Africa in a niche area of space technology. This new industrial capability, together with the infrastructure from the previous space programme, have created a foundation upon which to build the new South African space programme. This paper discusses the historical, current and possible future roles of small satellites in the development of the South African space programme.

Agricultural biotechnology holds much potential to contribute towards crop productivity gains and crop improvement for smallholder farmers in developing countries. Over 14 million smallholder farmers are already benefiting from biotech crops such as cotton and maize in China, India and other Asian, African and Central/South American countries. Molecular breeding can accelerate crop improvement timescales and enable greater use of diversity of gene sources. Little impact has been realized to date with fruits and vegetables because of development timescales for molecular breeding and development and regulatory costs and political considerations facing biotech crops in many countries. Constraints to the development and adoption of technology-based solutions to reduce yield gaps need to be overcome. Full integration with broader commercial considerations such as farmer access to seed distribution systems that facilitate dissemination of improved varieties and functioning markets for produce are critical for the benefits of agricultural biotechnology to be fully realized by smallholders. Public-private partnerships offer opportunities to catalyze new approaches and investment while accelerating integrated research and development and commercial supply chain-based solutions. Background Freshwater comprises about a mere 2·5 % of total global water, of which approximately two-thirds is locked into glaciers at the polar ice caps and on mountains. In conjunction with this, in many instances irrigation with freshwater causes an increase in soil salinity due to overirrigation of agricultural land, inefficient water use and poor drainage of unsuitable soils. The problem of salinity was recognized a long time ago and, due to the importance of irrigated agriculture, numerous efforts have been devoted towards improving crop species for better utilization of saline soils and water. Irrigating plants with saline water is a challenge for practitioners and researchers throughout the world. Scope Recruiting wild halophytes with economic potential was suggested several decades ago as a way to reduce the damage caused by salinization of soil and water. A range of cultivation systems for the utilization of halophytes have been developed, for the production of biofuel, purification of saline effluent in constructed wetlands, landscaping, cultivation of gourmet vegetables, and more. This review critically analyses past and present halophyte-based production systems in the context of genetics, physiology, agrotechnical issues and product value. There are still difficulties that need to be overcome, such as direct germination in saline conditions or genotype selection. However, more and more research is being directed not only towards determining salt tolerance of halophytes, but also to the improvement of agricultural traits for long-term progress. PMID:25122652

This cross-sectional study, carried out in Inquisivi, Bolivia, a rural area where Save the Children/US works, tests the hypothesis that participation in multisectoral development programmes results in improved health behaviours and better health outcomes. To test this hypothesis, four groups of households were compared: those participating in Save the Children's health-only programmes; those with access to health and micro-enterprise credit or health and literacy programmes; those participating in all three programmes (health, credit and literacy); and households from comparison communities (no access to any of Save the Children's programmes). Data come from a stratified sample of 499 households in the altiplano, foothills and valleys of the Andes. Findings reported here suggest that there is no clear association between participation in one or more of Save the Children's programmes and parents' actions to prevent and treat diarrhoea. Additionally, the point prevalence of diarrhoea was similar for all four groups. However, children of individuals participating in health, credit and literacy were significantly less likely than children from comparison communities to be malnourished or at risk of becoming malnourished, even after controlling for such potentially confounding factors as social class, source of drinking water, and the availability of health facilities. The Government of Kenya has successfully developed macroeconomic policies that overcome constraints in the domestic and international environments and have a relatively well-functioning public sector. At present, the major challenge facing Kenya concerns the ability of the government to improve agricultural productivity given the weakness of its research services and peasant resistance to development. The response to the 1984 drought indicates that the Government of Kenya has the formal structures in place to deal with emergencies, yet the absence of reliable statistics on grain production, marketing, and on-farm storage led to serious miscalculations of the severity of the drought. Government of Kenya has been reluctant to experiment with institutional forms that reduce the opportunity for direct political control, especially over agricultural marketing. Privatization of the grain trade or the establishment of cooperatively owned local dairies has been proposed but rejected as too risky. New policies and concerted action, at both the government and community levels, tend to be in response to threat or hardship rather than a result of a dynamic strategy. Given this tendency to avoid experimentation with alternative political forms, socioeconomic development in Kenya may be limited in the years ahead. PMID:12341775
Energy is central to current concerns about sustainable human development, affecting economic and social development; economic growth, the local, national, regional, and global environment; the global climate; a host of social concerns, including poverty, population, and health, the balance of payments, and the prospects for peace. Energy is not an end in itself, but rather the means to achieve the goals of sustainable human development. The energy systems of most developing countries are in serious crisis involving insufficient levels of energy services, environmental degradation, inequity, poor technical and financial performance, and capital scarcity. Approximately 2.5 billion people in the developing countries have little access to commercial energy supplies. Yet the global demand for energy continues to grow: total primary energy is projected to grow from 378 exajoules (EJ) per year in 1990 to 571 EJ in 2020, and 832 EJ in 2050. If this increase occurs using conventional approaches and energy sources, already serious local (e.g., indoor and urban air pollution), regional (eg., acidification and land degradation), and global (e.g., climate change) environmental problems will be critically aggravated. There is likely to be inadequate capital available for the needed investments in conventional energy sources. Current approaches to energy are thus not sustainable and will, in fact, make energy a barrier to socio-economic development. What is needed now is a new approach in which energy becomes an instrument for sustainable development. The two major components of a sustainable energy strategy are (1) more efficient energy use, especially at the point of end-use, and (2) increased use of renewable sources of energy. The UNDP Initiative for Sustainable Energy (UNISE) is designed to harness opportunities in these areas to build upon UNDP`s existing energy activities to help move the world toward a more sustainable energy strategy by helping program countries.
Towards Developing an Initial Programme Theory: Programme Designers and Managers Assumptions on the Antiretroviral Treatment Adherence Club Programme in Primary Health Care Facilities in the Metropolitan Area of Western Cape Province, South Africa

Background The antiretroviral adherence club intervention was rolled out in primary health care facilities in the Western Cape province of South Africa to relieve clinic congestion, and improve retention in care, and treatment adherence in the face of growing patient loads. We adopted the realist evaluation approach to evaluate what aspects of antiretroviral club intervention works, for what sections of the patient population, and under which community and health systems contexts, to inform guidelines for scaling up of the intervention. In this article, we report on a step towards the development of a programme theory—the assumptions of programme designers and health service managers with regard to how and why the adherence club intervention is expected to achieve its goals and perceptions on how it has done so (or not). Methods We adopted an exploratory qualitative research design. We conducted a document review of 12 documents on the design and implementation of the adherence club intervention, and key informant interviews with 12 purposively selected programme designers and managers. Thematic content analysis was used to identify themes attributed to the programme actors, context, mechanisms, and outcomes. Using the context-mechanism-outcome configurational tool, we provided an explanatory focus of how the adherence club intervention is roll-out and works guided by the realist perspective. Results We classified the assumptions of the adherence club designers and managers into the rollout, implementation, and utilisation of the adherence club programme, constructed around the providers, management/operational staff, and patients, respectively. Two rival theories were identified at the patient-perspective level. We used these perspectives to develop an initial programme theory of the adherence club intervention, which will be tested in a later phase. A number of cloud based visual development tools have emerged that provide methods for developing mobile applications quickly and without previous programming experience. The MY NASA DATA (MND) team would like to begin a discussion on how we can best leverage current mobile app technologies and available Earth science datasets. The MY NASA DATA team is developing an approach based on two main ideas. The first is to teach our constituents how to create mobile applications that interact with NASA datasets; the second is to provide web services or Application Programming Interfaces (APIs) that create sources of data that educators, students and scientists can use in their own mobile app development. This framework allows data providers to foster mobile application development and interaction while not becoming a software clearing house. MY NASA DATA's research has included meetings with local data providers, educators, libraries and individuals. A high level of interest has been identified from initial discussions and interviews. This overt interest combined with the marked popularity of mobile applications in our societies has created a new channel for outreach and communications with and between the science and educational communities.

The Mutual Assistance Programme of the IUATLD is aimed at trying to compensate for the neglect into which tuberculosis had fallen from the part of governments, teaching institutions and international agencies, and represents an innovative approach to promote solidarity between governments and voluntary organizations of low tuberculosis prevalence countries and those of high prevalence countries. The main objective has been to develop a system of delivery of treatment and diagnosis of tuberculosis that would be efficacious even under the difficult conditions of high prevalence of tuberculosis, low resources and/or socio-political disturbances. The system turned out not only to be efficacious in terms of cure rates and epidemiological impact but also to be efficient in terms of cost/benefit. The National Tuberculosis Programme's approach includes the application of short-course chemotherapy, the regular provision of drugs and products, a system of registers, forms and periodic reports, the assessment of the yield of case-finding and, most important of all, the analysis of the therapeutic results in successive cohorts of patients. Cure rates repeatedly reach around 85% in new cases and approximately 80% in retreatment cases, nationwide, in the countries where such programmes have been successively implemented. Each national programme has an important role of training and of capacity building. While serving the populations, the national programmes also provide the framework for relatively inexpensive operational research and, finally, the careful collection of data represents a basis--unique of its kind in the world--for the study of the clinical and epidemiological relationships between tuberculosis and HIV. The method has been endorsed by the WHO and has the support of the World Bank, the United Nations Development Plan and the main government Agencies for Development Cooperation. Cervical cancer is an important public health problem among adult women in developing countries in South and Central America, sub-Saharan Africa, and south and south-east Asia. Frequently repeated cytology screening programmes--either organized or opportunistic--have led to a large decline in cervical cancer incidence and mortality in developed countries. In contrast, cervical cancer remains largely uncontrolled in high-risk developing countries because of ineffective or no screening. This article briefly reviews the experience from existing screening and research initiatives in developing countries. Substantial costs are involved in providing the infrastructure, manpower, consumables, follow-up and surveillance for both organized and opportunistic screening programmes for cervical cancer. Owing to their limited health care resources, developing countries cannot afford the models of frequently repeated screening of women over a wide age range that are used in developed countries. Many low-income developing countries, including most in sub-Saharan Africa, have neither the resources nor the capacity for their health services to organize and sustain any kind of screening programme. Middle-income developing countries, which currently provide inefficient screening, should reorganize their programmes in the light of experiences from other countries and lessons from their past failures. Middle-income countries intending to organize a new screening programme should start first in a limited geographical area, before considering any expansion. It is also more realistic and effective to target the screening on high-risk women once or twice in their lifetime using a highly sensitive test, with an emphasis on high coverage (>80%) of the targeted population. Efforts to organize an effective screening programme in these developing countries will have to find adequate financial resources, develop the infrastructure, train the needed manpower, and elaborate surveillance mechanisms

In several human populations, the age at which female breast development begins is reported to have declined over the last five decades. Much debate has occurred over whether this reported decline has actually occurred and what factors contribute to it. However, geographical patterns reflecting earlier developmental onset in some human populations suggest environmental factors influence this phenomenon. These factors include interactions between genetic makeup, nutrition, and possible cumulative exposure to estrogens, both endogenous as well as environmental beginning during in utero development. We examined the onset of breast development in a group of peripubertal girls from the Yaqui Valley of Sonora, Mexico. We observed that girls from valley towns, areas using modern agricultural practices, exhibited larger breast fields than those of girls living in the foothills who exhibited similar stature [e.g., weight, height, body mass index (BMI)], and genetic background. Further, girls from valley towns displayed a poorly defined relationship between breast size and mammary gland development, whereas girls from the Yaqui foothills, where traditional ranching occurs, show a robust positive relationship between breast size and mammary size. The differences noted were obtained by a medically based exam involving morphometric analysis and palpation of tissues, in contrast to visual staging alone. In fact, use of the Tanner scale, involving visual staging of breast development for puberty, detected no differences between the study populations. Mammary tissue, determined by palpation, was absent in 18.5% of the girls living in agricultural areas, although palpable breast adipose tissue was present. No relationship was seen between mammary diameter and weight or BMI in either population. These data suggest that future in-depth studies examining mammary tissue growth and fat deposition in breast tissue are required if we are to understand environmental influences on these

The Brazilian agro-industrial frontier in Mato Grosso rapidly expanded in total area of mechanized production and in total value of production in the last decade. This article shows the spatial pattern of that expansion from 2000 to 2010, based on novel analyses of satellite imagery. It then explores quantitatively and qualitatively the antecedents and correlates of intensification, the expansion of the area under two crops per year. Double cropping is most likely in areas with access to transportation networks, previous profitable agricultural production, and strong existing ties to national and international commodity markets. The article concludes with an exploration of the relationship between double cropping and socioeconomic development, showing that double cropping is strongly correlated with incomes of all residents of a community and with investments in education. We conclude that double cropping in Mato Grosso is very closely tied to multiple indicators of socioeconomic development. PMID:23610174

In the course of extended life attitude control system (ELACS) research sponsored by NASA a hybrid programable attitude control electronics (HYPACE) concept was developed and demonstrated. The wide variety of future planetary missions demanded a new control approach to accommodate the automatic fault tolerance and long the life requirements of such missions. HYPACE provides an adaptable, analog/digital design approach that permits preflight and in-flight accommodation of mission changes, component performance variations, and spacecraft changes, through programing. This enabled broad multimission flexibility of application in a cost effective manner. Previously, flight control computers have not been not flown on planetary missions because of weight and power problems. These problems were resolved in the design of HYPACE. The HYPACE design, which was demonstrated in breadboard form on a single-axis gas-bearing spacecraft simulation, uses a single control channel to perform the attitude control functions sequentially, thus significantly reducing the number of component parts over hard-wired designs.

Between August 2012 and April 2013 the Career Development Fellowship programme of the Special Programme for Research and Training in Tropical Diseases (World Health Organization) underwent an external evaluation to assess its past performance and determine recommendations for future programme development and continuous performance improvement. The programme provides a year-long training experience for qualified researchers from low and middle income countries at pharmaceutical companies or product development partnerships. Independent evaluators from the Swiss Tropical and Public Health Institute and the Barcelona Institute for Global Health used a results-based methodology to review the programme. Data were gathered through document review, surveys, and interviews with a range of programme participants. The final evaluation report found the Career Development Fellowship to be relevant to organizers' and programme objectives, efficient in its operations, and effective in its training scheme, which was found to address needs and gaps for both fellows and their home institutions. Evaluators found that the programme has the potential for impact and sustainability beyond the programme period, especially with the successful reintegration of fellows into their home institutions, through which newly-developed skills can be shared at the institutional level. Recommendations included the development of a scheme to support the re-integration of fellows into their home institutions post-fellowship and to seek partnerships to facilitate the scaling-up of the programme. The impact of the Professional Membership Scheme, an online professional development tool launched through the programme, beyond the scope of the Career Development Fellowship programme itself to other applications, has been identified as a positive unintended outcome. Knowledge and skill acquisition related to vascular access are traditionally individual institutional educational initiatives. Australia currently has no national evidence based education programme for renal nurses. A survey of Australian and New Zealand Nephrology Educators' conducted in 2009, identified the need for more effective and consistent delivery of clinical education for nurses using innovative, web-based approaches supporting the tenets of e-learning methodologies. This paper discusses the development, implementation and proposed evaluation of a peer reviewed Australasian e-learning programme on buttonhole cannulation. It will further highlight the benefits of inter-organisational partnerships and how these partnerships can facilitate positive change in teaching and learning practices. This project has unique characteristics that collectively provide value, distinction and innovation to nurses, patients and renal departments. This article reports findings from an interprofessional education (IPE) study of a longitudinal faculty fellowship that aimed to develop IPE leaders at an academic institution based in the United States. Eight applicants were competitively selected to participate in an IPE track of the fellowship, alongside 14 faculty members who entered through a separate selection process. One year after graduation, a survey of the IPE fellows was undertaken to evaluate programme outcomes using open-ended questions based on an adaptation of Kirkpatrick's four-level training evaluation model. Results indicated that respondents valued participating in a longitudinal programme where they could learn about and practice teaching and leadership skills and conduct education scholarship. While learning on an interprofessional basis, the fellows reported establishing relationships that endured after graduation. This report suggests that adding IPE activities to existing faculty fellowship programmes can be an effective means of building faculty capacity to advance institutional IPE initiatives. Maternal and infant malnutrition is prevalent in rural regions of NW Pakistan. This article reports on the use of a combination of a realist Context-Mechanism-Outcome framework and participatory appraisal methods to facilitate the development of a locally sensitive and responsive nutritional intervention programme. Data were gathered through a series of focus group (FG) discussions with local lady health workers, as well as pregnant and breastfeeding women attending an Emergency Field Hospital in North West Pakistan between May 2008 and March 2009. A nutrition intervention programme was implemented that involved cookery demonstration kitchens and free food supplements, coupled with nutrition and healthcare information and advice for pregnant and breastfeeding women. Subsequent FG discussions revealed that the programme had a positive impact on knowledge gained by women in the community and generated an openness to receiving and spreading knowledge. The framework, which rested on the use of a double feedback loop, involving local women, lady health workers, local researchers and UK-based researchers, has enabled not only the establishment of the programme, but has also given the local team the tools to apply for, and gain, further funding for the development of nutrition support services. The development of such methodological tools, which empower local researchers and service providers (wherever located) to operationalize local knowledge and assess interventions, is particularly relevant in international financially-constrained contexts. Measuring the color of food and agricultural materials using machine vision (MV) has advantages not available by other measurement methods such as subjective tests or use of color meters. The perception of consumers may be affected by the nonuniformity of colors. For relatively uniform colors, average color values similar to those given by color meters can be obtained by MV. For nonuniform colors, various image analysis methods (color blocks, contours, and "color change index"[CCI]) can be applied to images obtained by MV. The degree of nonuniformity can be quantified, depending on the level of detail desired. In this article, the development of the CCI concept is presented. For images with a wide range of hue values, the color blocks method quantifies well the nonhomogeneity of colors. The goal of this study is to develop an agriculture planning model in order to sustain the future water use under the estimation of crop water requirement, water availability and future climate projection. For this purpose, the Citarum river basin which is located in West Java - Indonesia is selected as the study area. Two emission scenarios A2 and B2 were selected. For the crop water requirement estimation, the output of HadCM3 AOGCM is statistically downscale using SDSM and used as the input for WEAP model developed by SEI (Stockholm Environmental Institute). The reliability of water uses is assessed by comparing the irrigation water demand and the water allocation for the irrigation area. The water supply resources are assessed using the water planning tool. This study shows that temperature and precipitation over the study area are projected to increase in the future. The water availability was projected to increase under both A2 and B2 emission scenarios in the future. The irrigation water requirement is expected to decrease in the future under A2 and B2 scenarios. By comparing the irrigation water demand and water allocation for irrigation, the reliability of agriculture water use is expected to change in the period of 2050s and 2080s while the reliability will not change in 2020s. The reliability under A2 scenario is expected to be higher than B2 scenario. The combination of WEAP and SDSM is significance to use in assessing and allocating the water resources in the region.

A five-year Coordinated Research Project (CRP) entitled 'Integrated approach for improving small scale market oriented dairy systems' is currently being implemented by the Food and Agriculture Organization and the International Atomic Energy Agency, through their Joint Programme on 'Nuclear Techniques in Food and Agriculture'. The objectives are to (a) identify and prioritize the constraints and opportunities in the selected dairy farms; (b) determine the most important limiting factors; (c) develop intervention strategies; (c) assess the economic impact of the interventions; (d) develop methodologies for recording and demonstrating the economic impact; and (e) promote the adoption and dissemination of proven strategies and methodologies. Fifteen institutes in developing as well as developed countries are participating in the project, through ten research contracts (Bangladesh, Cameroon, Pakistan, Paraguay, Peru, South Africa, Sri Lanka, Tanzania, Tunisia and Venezuela), one technical contract (Peru) and four research agreements (Malaysia, U.K., U.S.A. and Uruguay). The initial phase of the project, which focused on the conduct of Participatory Rural Appraisals and Economic Opportunity Surveys in the countries of the research contract holders, has now been completed. Background India faces an acute shortage of nurses. Strategies to tackle the human resource crisis depend upon scaling up nursing education provision in a context where the social status and working conditions of nurses are highly variable. Several national and regional situation assessments have revealed significant concerns about educational governance, institutional and educator capacity, quality and standards. Improving educational capacity through nursing faculty development has been proposed as one of several strategies to address a complex health human resource situation. This paper describes and critically reflects upon the experience of one such faculty development programme in the state of Andhra Pradesh. Discussion The faculty development programme involved a 2 year partnership between a UK university and 7 universities in Andhra Pradesh. It adopted a participatory approach and covered training and support in 4 areas: teaching, research/scholarship, leadership/management and clinical education. Senior hospital nurses were also invited to participate. Summary The programme was evaluated positively and some changes to educational practice were reported. However, several obstacles to wider change were identified. At the programme level, there was a need for more intensive individual and institutional mentorship as well as involvement of Indian Centres of Excellence in Nursing to provide local (as well as international) expertise. At the organisational level, the participating Colleges reported heavy workloads, lack of control over working conditions, lack of control over the curriculum and poor infra-structure/resources as ongoing challenges. In the absence of wider educational reform in nursing and government commitment to the profession, faculty development programmes alone will have limited impact. PMID:23537273

This study was designed to document outcomes of a 10-month, 160-hour interprofessional faculty development programme in geriatrics. The programme was structured around a series of collaborative competencies in older adult care established. Six domains covering 23 competencies were used to create an evaluation instrument designed to measure changes in self-efficacy as a result of the training programme. These competencies are covered through a series of interactive and didactic seminars offered on a monthly basis throughout the academic year. Twenty-six faculty participants indicated their levels of perceived self-efficacy with respect to each partnership for health in aging competency before and after the training. Statistically significant results were found with respect to every competency in each domain. Prior to the training self-efficacy levels were lower than the mean ratings collected 10 months later when the training concluded. The largest perceived self-efficacy gains were seen in the "evaluation and assessment", "care planning and coordination across the care spectrum", and "healthcare systems and benefits" domains. These may reflect areas that were not covered extensively during the participants' previous healthcare-related training. Overall, the data demonstrate how a carefully constructed interprofessional faculty development programme can successfully engender confidence in geriatric competencies across multiple professions. The design of the Framework Processor (FP) component of the Framework Programmable Software Development Platform (FFP) is described. The FFP is a project aimed at combining effective tool and data integration mechanisms with a model of the software development process in an intelligent integrated software development environment. Guided by the model, this Framework Processor will take advantage of an integrated operating environment to provide automated support for the management and control of the software development process so that costly mistakes during the development phase can be eliminated.

The importance within sport expertise of cognitive factors has been emphasised in many research studies. Adaptations that take place in athletes’ long-term memories are going to condition their decision-making and performance, and training programmes must be developed that improve these adaptations. In our study, we provide a tactical-cognitive training programme based on video-feedback and questioning in order to improve tactical knowledge in tennis players and verify its effect when transferred to athletes’ decision-making. 11 intermediate tennis players participated in this study (12.9±0.7 years old), distributed into two groups (experimental, n = 5; control, n = 6). Tactical knowledge was measured by problem representation and strategy planning with a verbal protocol. Decision-making was measured by a systematic observation instrument. Results confirm the effectiveness of a combination of video-feedback and questioning on cognitive expertise, developing adaptations in long-term memory that produce an improvement in the quality of tactical knowledge (content, sophistication and structure). This, in turn, is transferred to the athletes’ decision-making capacity, leading to a higher percentage of successful decisions made during game play. Finally, we emphasise the need to develop effective programmes to develop cognitive expertise and improve athletes' performance, and include it in athletes’ formative stages. PMID:24340012

A fatigue management programme was developed for hospice day care patients. Following feedback, and using the survivorship agenda, the authors found that cancer-related fatigue was a major difficulty for many patients. Fatigue, which affects 'normal' functioning and quality of life, is often related to cancer treatments which continue even after the patient has completed active treatment. A palliative care occupational therapist and physiotherapist (the authors) created a 1-year charity-funded pilot project to develop, run and evaluate a programme for cancer patients at any stage of their illness. Patients were referred when fatigue was recognized by their clinical nurse specialists as still significantly affecting their lifestyle, even if other possible causative factors had been medically managed. Twenty-eight patients completed the 4-week courses and reported positive reductions in fatigue levels, and better functioning and ability to cope. PMID:20090658

This study was set up to investigate vocabulary development in a population of urban Indian socio-economically impoverished pre-schoolers. Since research has shown that a correlation exists with vocabulary and reading skills, hence better vocabulary would be indicative of fewer reading related problems. The introduction of an oracy programme in a nursery was evaluated and the results compared with those from a similar nursery not exposed to the programme. There was a significant difference in the growth of receptive vocabulary for the experimental group relative to the comparison group but no improvement in the expressive lexicon of either group. Results shed light on vocabulary development and its implications on later literacy progress, as well as changes to nursery practice in India. PMID:11340786
