In 2012, four federal agencies signed a Memorandum of Understanding (MOU) establishing a formal mechanism to improve and sustain federal coordination and collaboration on issues related to pharmaceuticals in water. The MOU is in response to the Government Accountability Office recommendation in its August 2011 report “Action Needed to Sustain Agencies’ Collaboration on Pharmaceuticals in Drinking Water.” The signatories are the US Environmental Protection Agency (EPA), US Department of Agriculture/Agricultural Research Service (USDA), US Department of Health and Human Services/Food and Drug Administration (FDA), and US Department of Interior/Geological Survey (USGS). As a result of this agreement, an interagency workgroup (EPA, USGS, FDA, USDA, Army Public Health Center (Provisional), National Toxicology Program, National Oceanic and Atmospheric Administration, and Center for Disease Control and Prevention) was formed to address issues related to the occurrence of pharmaceuticals in water. This Workgroup provides a forum for the exchange of information on pharmaceuticals in the environment, supports coordination of joint studies on pharmaceuticals in the environment, and facilitates interagency consultation on implications of research and analyses derived from shared information. Since 1939, the date of the Project's inception, the team has operated under the direction of two lead agencies - the U.S. Geological Survey and U.S. Army Corps of Engineers. The supporting agencies are the Agricultural Research Service, Bureau of Reclamation, U.S. Forest Service, Bureau of Land Management, Federal Highway Administration, and the Tennessee Valley Authority. Background The increase in multimorbidity or co-occurring chronic illnesses is a leading healthcare concern. Patients with multimorbidity require ongoing care from many different professionals and agencies, and often report a lack of integrated care. Objective To explore the daily help-seeking behaviours of patients with multimorbidity, including which health professionals they seek help from, how professionals work together, and perceptions and characteristics of effective interprofessional, interagency multimorbidity care. Design Using a case study observational research design, multiple data sources were assembled for four patients with multimorbidity, identified by two general practitioners in New Zealand. In this paper, two case studies are presented, including the recorded instances of contact and communication between patients and professionals, and between professionals. Professional interactions were categorized as consultation, coordination, or collaboration. Results The two case studies illustrated two female patients with likely similar educational levels, but with different profiles of multimorbidity, social circumstances, and personal capabilities, involving various professionals and agencies. Engagement between professionals showed varying levels of interaction and a lack of clarity about leadership or care coordination. The majority of interactions were one-to-one consultations and rarely involved coordination and collaboration. Patients were rarely included in communications between professionals. Conclusion Cases constructed from multiple data sources illustrate the complexity of day-to-day, interprofessional, interagency multimorbidity care. While consultation is the most frequent mode of professional interaction, targeted coordinated and collaborative interactions (including the patient) are highly effective activities. Greater attention should be given to developing and facilitating these interactions and determining who should lead them. PMID

As a result, the U.S. government regularly works to coordinate Federal Arctic research in order to reduce duplication of effort and costs, and to enhance the research's system perspective. The government's Interagency Arctic Research Policy Committee (IARPC) accomplishes this coordination through its policy-driven five-year Arctic Research Plans and collaboration teams (CTs), which are research topic-oriented teams tasked with implementing the plans. The policies put forth by IARPC thus inform science, however IARPC has been less successful of making these science outcomes part of an iterative decision making process. IARPC's mandate to facilitate coordinated research through information sharing communities can be viewed a prerequisite step in the science-to- decision making process. Research collaborations and the communities of practice facilitated by IARPC allow scientists to connect with a wider community of scientists and stakeholders and, in turn, the larger issues in need of policy solutions. These connections help to create a pathway through which research may increasingly reflect policy goals and inform decisions. IARPC has been growing into a more useful model for the science-to-decision making interface since the publication of its Arctic Research Plan FY2017-2021, and it is useful to evaluate how and why IARPC is progressing in this realm. To understand the challenges facing interagency research collaboration and the progress IARPC has made, the Chukchi Beaufort and Communities CTs, were evaluated as case studies. From the second quarter of 2008, the UK economy entered a period of economic decline. Older people are particularly vulnerable during these times. To promote ways in which older people can be better supported to maintain their financial well-being, this study explored the sources older people utilize to keep themselves financially informed. Interviews with older people (n = 28) showed that older people access trusted sources of information (e.g. healthcare professionals) rather than specialist financial information providers (e.g. financial advisors) which highlighted the need for interagency working between financial services in the private, public and voluntary sectors. An example of how such interagency partnerships might be achieved in practice is presented with some recommendations on directions for future research into interagency working that spans public, private and voluntary sectors.

Invasive pests cause huge losses both to agricultural production systems and to the natural environment through displacing native species and decreasing biodiversity. It is now estimated that many thousand exotic insect, weed and pathogen species have been established in the USA and that these invasive species are responsible for a large portion of the $130 billion losses estimated to be caused by pests each year. The Agricultural Research Service (ARS) has responded with extensive research and action programs aimed at understanding these problems and developing new management approaches for their control. This paper provides an overview of some of the ARS research that has been conducted on invasive species over the past few years and addresses both different categories of research and some specific pest systems of high interest to the US Department of Agriculture.

The US National Oceanic and Atmospheric Administration (NOAA) generates tens of terabytes of data per day from hundreds of sensors on satellites, radars, aircraft, ships, and buoys, and from numerical models. With rare exceptions, all of these data should be made publicly accessible in a usable fashion. NOAA has long been both an advocate and a practitioner of open data, and has observations going back 150 years in its archives. The NOAA data management community therefore welcomed the White House mandates on Open Data and Open Research, and has striven to improve standardization internally and in collaboration with other organizations. This paper will summarize the state of inter-agency networking by NOAA, and will discuss future perspectives, in particular the need to achieve a state where the appropriate technology choices for particular classes of geospatial data are obvious and beyond discussion, and where data sharing and metadata creation are built into agency workflows for project planning, approval, and execution, so that instead of writing and enforcing mandates we can focus on actually using data from multiple sources to improve understanding and decision-making.

This is a review of current post-harvest entomology research conducted by the Agricultural Research Service, the research branch of the US Department of Agriculture. The review covers both durable and perishable commodities. Research on biochemistry, genetics, physiology, monitoring and control of insects infesting stored grain, dried fruits and nuts, and processed commodities is reviewed. Research on development of quarantine treatments, particularly for fruit flies, is also reviewed, including research on thermal and irradiation treatments and a discussion of risk management for quarantine pests. Two areas of research are covered more extensively: a project to map the genome of the red flour beetle, Tribolium castaneum, and the use of near-infrared spectroscopy for detection of hidden infestations in grain, quantification of insect fragments in food, determination of quality in dried fruits, identification of insect species and age-grading insects. Future research directions are identified.

Determinants and impacts of public agricultural research in Japan: Product level evidence on agricultural Kosetsushi

The public sector is an important source of agricultural research as the agricultural sector in many countries consists of a number of individual farmers who have difficulty in bearing the cost of research and development. Public institutes for testing and research called Kosetsushi help agriculture and manufacturing improve labor productivity through technology transfer activities, whereby constituting an important component of regional innovation systems in Japan. This study establishes panel data of agricultural Kosetsushi and examines whether their research activities are responsive to local needs and which type of research effort is conducive to the promotion of agricultural product innovations. Estimation results reveal variations across plants in the impacts of agricultural clusters on research on the plant conducted by Kosetsushi located in the cluster. A positive impact is observed only for vegetable while negative or statistically insignificant relationships are found for rice, fruit, and flower. The impact of research on plant breeding on agricultural product innovations also varies across plants. Policy implications of the major findings are discussed.

The Advisory Committee on Water Information's Subcommittee on Sedimentation sponsored the Federal Interagency Sediment Monitoring Instrument and Analysis Research Workshop on September 9-11, 2003, at the U.S. Geological Survey Flagstaff Field Center, Arizona. The workshop brought together a diverse group representing most Federal agencies whose mission includes fluvial-sediment issues; academia; the private sector; and others with interests and expertise in fluvial-sediment monitoring ? suspended sediment, bedload, bed material, and bed topography ? and associated data-analysis techniques. The workshop emphasized technological and theoretical advances related to measurements of suspended sediment, bedload, bed material and bed topography, and data analyses. This workshop followed and expanded upon part of the 2002 Federal Interagency Workshop on Turbidity and Other Sediment Surrogates (http://water.usgs.gov/pubs/circ/2003/circ1250/), which initiated a process to provide national standards for measurement and use of turbidity and other sediment-surrogate data. This report provides a description of the salient attributes of the workshop and related information, major deliberations and findings, and principal recommendations. This information is available for evaluation by the Subcommittee on Sedimentation, which may opt to develop an action plan based on the recommendations that it endorses for consideration by the Advisory Committee on Water Information.

Anthropology in Agricultural Health and Safety Research and Intervention.

Agriculture remains a dangerous industry, even as agricultural science and technology continue to advance. Research that goes beyond technological changes to address safety culture and policy are needed to improve health and safety in agriculture. In this commentary, I consider the potential for anthropology to contribute to agricultural health and safety research by addressing three aims: (1) I briefly consider what the articles in this issue of the Journal of Agromedicine say about anthropologists in agricultural health and safety; (2) I discuss what anthropologists can add to agricultural health and safety research; and (3) I examine ways in which anthropologists can participate in agricultural health and safety research. In using their traditions of rigorous field research to understand how those working in agriculture perceive and interpret factors affecting occupational health and safety (their "emic" perspective), and translating this perspective to improve the understanding of occupational health professionals and policy makers (an "etic" perspective), anthropologists can expose myths that limit improvements in agricultural health and safety. Addressing significant questions, working with the most vulnerable agricultural communities, and being outside establishment agriculture provide anthropologists with the opportunity to improve health and safety policy and regulation in agriculture.

Concern about food security and its effect on persistent undernutrition has increased interest in how agriculture could be used to improve nutritional outcomes in developing countries. Yet the evidence base for the impact of agricultural interventions targeted at improved nutrition is currently poor. To map the extent and nature of current and planned research on agriculture for improved nutrition in order to identify gaps where more research might be useful. The research, which was conducted from April to August 2012, involved developing a conceptual framework linking agriculture and nutrition, identifying relevant research projects and programs, devising and populating a "template" with details of the research projects in relation to the conceptual framework, classifying the projects, and conducting a gap analysis. The study identified a large number of research projects covering a broad range of themes and topics. There was a strong geographic focus on sub-Saharan Africa, and many studies were explicitly concerned with nutritional impacts on women and children. Although the study revealed a diverse and growing body of research, it also identified research gaps. Few projects consider the entire evidence chain linking agricultural input or practice to nutritional outcomes. There is comparatively little current research on indirect effects of agriculture on nutrition, or the effect of policies or governance, rather than technical interventions. Most research is focused on undernutrition and small farmer households, and few studies target consumers generally, urban populations, or nutrition-related non-communicable diseases. There is very little work on the cost-effectiveness of agricultural interventions. On the basis of these findings, we make suggestions for research investment and for broader engagement of researchers and disciplines in developing approaches to design and evaluate agricultural programs for improved nutrition.

The Core Technologies (CT) unit, located at the Eastern Regional Research Center (ERRC), is a centralized resource of specialized instrumentation and technologies. Its objective is to provide supplementary research data processing, interpretation, analysis and consultation for a broad range of research programs approved by the Agricultural Research Service (ARS), the in-house research arm of the United States Department of Agriculture. The CT unit is comprised of four research related components: genetic analysis, proteomicsbiopolymers mass spectrometry, electron microscopy, and magnetic resonance spectroscopy (NMR). In addition, the Research Data Systems, the information pipeline of the CT, provides the means to facilitate data distribution to researchers, stakeholders, and the general public. The availability of integrated resource laboratories assures professional and dependable support to the goals of the ARS community.

The U.S. Federal Interagency Committee for the Management of Noxious and Exotic Weeds (FICMNEW) is a formal partnership between 16 federal agencies that have invasive plant management and regulatory responsibilities for the United States and its territories. Efforts to develop a national level federal interagency committee to coordinate federal activities were initiated by national weed program managers with the USDA Forest Service and the Bureau of Land Management in 1989. FICMNEW was formally established through a Memorandum of Understanding that was signed by agency administrators of member agencies in August, 1994.

The Federal Arctic Research Information Workshop was organized on behalf of the Inter-Agency Arctic Research Policy Committee (IARPC) in order to facilitate the exchange of information on Federal research to fulfill the intent of the Arctic Research and Policy Act of 1984. The workshop was held on 19-21 Mar. 1991, and representatives from Federal agencies were invited to report on recent accomplishments of research and related activities and to exchange information on current and future projects and programs. The various Federal agencies included the Departments of Agriculture, Commerce, Defense, Energy, Health and Human Services, Interior, and Transportation. The Environmental Protection Agency, NASA, National Science Foundation, and the Smithsonian Institution also presented papers.

Report of the Interagency biological methods workshop

The U.S. Geological Survey hosted the Interagency Biological Methods Workshop in Reston, Virginia, during June 22-23, 1993. The purposes of the workshop were to (1) promote better communication among Federal agencies that are using or developing biological methods in water-quality assessment programs for streams and rivers, and (2) facilitate the sharing of data and interagency collaboration. The workshop was attended by 45 biologists representing numerous Federal agencies and programs, and a few regional and State programs that were selected to provide additional perspectives. The focus of the workshop was community assessment methods for fish, invertebrates, and algae; physical habitat characterization; and chemical analyses of biological tissues. Charts comparing program objectives, design features, and sampling methods were compiled from materials that were provided by participating agencies prior to the workshop and formed the basis for small workgroup discussions. Participants noted that differences in methods among programs were often necessitated by differences in program objectives. However, participants agreed that where programs have identified similar data needs, the use of common methods is beneficial. Opportunities discussed for improving data compatibility and information sharing included (1) modifying existing methods, (2) adding parameters, (3) improving access to data through shared databases (potentially with common database structures), and (4) future collaborative efforts that range from research on selected protocol questions to followup meetings and continued discussions.

The importance and role of the geosciences in studies of sustainable agriculture include such traditional research areas as, agromineral resource assessments, the mapping and classification of soils and soil amendments, and the evaluation of landscapes for their vulnerability to physical and chemical degradation. Less traditional areas of study, that are increasing in societal importance because of environmental concerns and research into sustainable systems in general, include regional geochemical studies of plant and animal trace element deficiencies and toxicities, broad-scale water quality investigations, agricultural chemicals and the hydrogeologic interface, and minimally processed and ion-exchange agrominerals. We discuss the importance and future of phosphate in the US and world based on human population growth, projected agromineral demands in general, and the unavailability of new, high-quality agricultural lands. We also present examples of studies that relate geochemistry and the hydrogeologic characteristics of a region to the bioavailability and cycling of trace elements important to sustainable agricultural systems. ?? 1993.

This article presents a discussion of key issues for the education of nurses, midwives and health visitors following the completion of a Department of Health funded project, managed by the General Social Care Council and conducted jointly by two research centres; Salford Centre for Social Work Research and Salford Centre for Nursing, Midwifery and Collaborative Research. The work was initiated in response to Lord Laming's report on the circumstances leading to the death of Victoria Climbié. The project was conducted in relation to specified professions and occupational groups: doctors; health visitors; midwives; nurses; police; teachers, and social workers. It was undertaken in two stages. The first stage mapped existing material about standards in relation to education and training for interagency working. The second stage engaged in an extensive consultation exercise through which a model and a set of proposed standards for interagency education and training for interagency work were developed. The former is detailed fully in this report, while nine examples of standards are presented. The project final report was presented seven months after commencement.

The Toxicological Review and charge were reviewed internally by EPA and by other federal agencies and White House Offices before public release. Consistent with the May 2009 IRIS assessment development process, all written comments on IRIS assessments submitted by other federal agencies and White House Offices are made publicly available. Accordingly, interagency comments and the interagency science consultation materials provided to other agencies, including interagency review drafts of the IRIS Toxicological Review of Ammonia and the charge to external peer reviewers, are posted on this site. EPA is undertaking an Integrated Risk Information System (IRIS) health assessment for ammonia. IRIS is an EPA database containing Agency scientific positions on potential adverse human health effects that may result from chronic (or lifetime) exposure to chemicals in the environment. IRIS contains chemical-specific summaries of qualitative and quantitative health information in support of two steps of the risk assessment paradigm, i.e., hazard identification and dose-response evaluation. IRIS assessments are used in combination with specific situational exposure assessment information to evaluate potential public health risk associated with environmental contaminants.

The Interagency Arctic Research Policy Committee (IARPC) envisions a prosperous, sustainable, and healthy Arctic understood through innovative and collaborative research coordinated among Federal agencies and domestic and international partners. IARPC's approach is to harnesses the talent of the scientific and stakeholder community through Federally-run but broadly open collaboration teams, and an innovative website that expands the frontiers of collaborative research. The Obama Administration released the five-year Arctic Research Plan: FY2013-2017 in February 2013. The Plan focuses on advancing knowledge and sustainability of the Arctic by improving collaboration in seven priority research areas: sea ice and marine ecosystems, terrestrial ice and ecosystems, atmospheric studies, observing systems, regional climate models, human health studies, and adaptation tools for communities. From these seven research areas, 12 collaboration teams were formed to respond to the 145 milestones laid out in the Plan. The collaboration teams are charged with enhancing inter-institutional and interdisciplinary implementation of scientific research on local, regional, and circumpolar environmental and societal issues in the Arctic. The collaboration teams are co-chaired by Federal program managers, and, in some cases, external partners and are open to research and stakeholder communities. They meet on a regular basis by web- or teleconference to inform one another about ongoing and planned programs and new research results, as well as to inventory existing programs, identify gaps in knowledge and research, and address and implement the Plan's milestones. In-between meetings, team members communicate via our innovative, user-driven, collaboration website. Shifting contours of boundaries: an exploration of inter-agency integration between hospital and community interprofessional diabetes programs.

This article reports on research into the relationships that emerged between hospital-based and community-based interprofessional diabetes programs involved in inter-agency care. Using constructivist grounded theory methodology we interviewed a purposive theoretical sample of 21 clinicians and administrators from both types of programs. Emergent themes were identified through a process of constant comparative analysis. Initial boundaries were constructed based on contrasts in beliefs, practices and expertise. In response to bureaucratic and social pressures, boundaries were redefined in a way that created role uncertainty and disempowered community programs, ultimately preventing collaboration. We illustrate the dynamic and multi-dimensional nature of social and symbolic boundaries in inter-agency diabetes care and the tacit ways in which hospitals can maintain a power position at the expense of other actors in the field. As efforts continue in Canada and elsewhere to move knowledge and resources into community sectors, we highlight the importance of hospitals seeing beyond their own interests and adopting more altruistic models of inter-agency integration.

The Filovirus Animal Non-Clinical Group (FANG) is a US interdepartmental and interagency group established to support and facilitate the advanced development of filovirus Medical Countermeasures (MCM), both vaccines and therapeutics. It is co-led by one representative from the Department of Defense (DoD), the first author, and one from the Department of Health and Human Services (HHS), the second author. The FANG membership includes operational level program staff and Subject Matter Experts (SME) from performing organizations as well as scientific staff and program managers from DoD and HHS funding and regulatory agencies. Focus areas include animal models, assays, reagents, product manufacture and characterization, and other interagency product development issues that will support Food and Drug Administration (FDA) licensure of safe and effective filovirus MCMs. The FANG continues to develop strategies to address broadly applicable and interagency product development challenges relevant to filovirus MCM development. This paper summarizes FANG structure and accomplishments and is meant to heighten community awareness of this government-led collaborative effort.

Over 125 permanent full-time scientists conduct research within the USDA Agricultural Research Service (ARS) on issues related to weeds. The research emphasis of most of these scientists involves ecology and management or biological control of weeds. Many scientists perform research on weed biology as components of their primary projects on weed control and integrated crop and soil management. Describing all ARS projects involved with weed biology is impossible, and consequently only research that falls within the following arbitrarily chosen topics is highlighted in this article: dormancy mechanisms; cell division; diversity of rangeland weeds; soil resources and rangeland weeds; poisonous rangeland plants; horticultural weeds; weed traits limiting chemical control; aquatic and semi-aquatic weeds; weed/transgenic wheat hybrids; seedbanks, seedling emergence and seedling populations; and weed seed production. Within these topics, and others not highlighted, the desire of ARS is that good information on weed biology currently translates or eventually will translate into practical advice for those who must manage weeds.

To assess the ability of spectroradiometers to accurately measure solar ultraviolet irradiance, and to compare the results between instruments of different monitoring networks, the third North American Interagency Intercomparison of Ultraviolet Monitoring Spectroradiometers was held June 17–25, 1996 at Table Mountain outside Boulder, Colorado, USA. This Intercomparison was coordinated by the National Institute of Standards and Technology (NIST) and the National Oceanic and Atmospheric Administration (NOAA). Participating agencies were the Environmental Protection Agency; the National Science Foundation; the Smithsonian Environmental Research Center; the Department of Agriculture; and the Atmospheric Environment Service, Canada. The spectral irradiances of participants’ calibrated standard lamps were measured at NIST prior to the Intercomparison. The spectral irradiance scales used by the participants agreed with the NIST scale within the combined uncertainties, and for all lamps the spectral irradiance in the horizontal position was lower than that in the vertical position. Instruments were characterized for wavelength uncertainty, bandwidth, stray-light rejection, and spectral irradiance responsivity, the latter with NIST standard lamps operating in specially designed field calibration units. The spectral irradiance responsivity demonstrated instabilities for some instruments. Synchronized spectral scans of the solar irradiance were performed over several days. Using the spectral irradiance responsivities determined with the NIST standard lamps, the measured solar irradiances had some unexplained systematic differences between instruments. PMID:28009358

Results One hundred and twenty-five studies were included. The majority of articles were of descriptions of models (28%), mixed methods evaluations of models (18%) and single service evaluations (14%). The most frequently reported outcomes (52%) were ‘organisational or service level outcomes’ (eg, arrest rates). Most articles (53%) focused on adults with mental ill health, whereas others focused on adult offenders with mental ill health (17.4%). Thirteen models of interagency collaboration were described, each involving between 2 and 13 agencies. The Filovirus Animal Non-Clinical Group (FANG) is a US interdepartmental and interagency group established to support and facilitate the advanced development of filovirus Medical Countermeasures (MCM), both vaccines and therapeutics. It is co-led by one representative from the Department of Defense (DoD), the first author, and one from the Department of Health and Human Services (HHS), the second author. The FANG membership includes operational level program staff and Subject Matter Experts (SME) from performing organizations as well as scientific staff and program managers from DoD and HHS funding and regulatory agencies. Focus areas include animal models, assays, reagents, product manufacture and characterization, and other interagency product development issues that will support Food and Drug Administration (FDA) licensure of safe and effective filovirus MCMs. The FANG continues to develop strategies to address broadly applicable and interagency product development challenges relevant to filovirus MCM development. The Interagency Committee on Human Nutrition Research (ICHNR) is charged with improving the planning, coordination, and communication among federal agencies engaged in nutrition research and with facilitating the development and updating of plans for federal research programs to meet current and future domestic and international needs for nutrition. The ICHNR is co-chaired by the USDA Under Secretary for Research, Education, and Economics and Chief Scientist and the US Department of Health and Human Services Assistant Secretary for Health and is made up of >10 departments and agencies. Once the ICHNR was reassembled after a 10-y hiatus, the ICHNR recognized a need for a written roadmap to identify critical human nutrition research gaps and opportunities. This commentary provides an overview of the process the ICHNR undertook to develop a first-of-its-kind National Nutrition Research Roadmap, which was publicly released on 4 March 2016. The primary audience for the Roadmap is federal science agency leaders, along with relevant program and policy staff who rely on federally supported human nutrition research, in addition to the broader scientific community. The Roadmap is framed around the following 3 questions: 1 ) How can we better understand and define eating patterns to improve and sustain health? 2 ) What can be done to help people choose healthy eating patterns? 3 ) How can we develop and engage innovative methods and systems to accelerate discoveries in human nutrition? Within these 3 questions, 11 topical areas were identified on the basis of the following criteria: population impact, feasibility given current technological capacities, and emerging scientific opportunities. This commentary highlights initial federal and some professional research society efforts to address the Roadmap's research and resource priorities. We conclude by noting examples of early collaborations and partnerships to move human nutrition research forward in the 21st century. © 2017

Research by the USDA-Agricultural Research Service (ARS) on biological control of weeds has been practiced for many years because of its inherent ecological and economic advantages. Today, it is further driven by ARS adherence to Presidential Executive Order 13112 (3 February 1999) on invasive species and to USDA-ARS policy toward developing technology in support of sustainable agriculture with reduced dependence on non-renewable petrochemical resources. This paper reports examples or case studies selected to demonstrate the traditional or classical approach for biological control programs using Old World arthropods against Tamarix spp, Melaleuca quinquenervia (Cav) ST Blake and Galium spurium L/G aparine L, and the augmentative approach with a native plant pathogen against Pueraria lobata Ohwi = P montana. The examples illustrated various conflicts of interest with endangered species and ecological complexities of arthropods with associated microbes such as nematodes.

Could inter-agency working reduce emergency department attendances due to alcohol consumption?

Excess alcohol consumption and associated harms in terms of health, crime and disorder have been highlighted by the government and media, causing considerable public concern. This study quantified the number of patient attendances at an urban adult and children's emergency department (ED) directly attributable to alcohol intoxication, and investigated ways in which the inter-agency sharing of anonymised information could be used to design, implement and monitor interventions to reduce these harms. Intoxicated patients attending either the adult or children's ED were prospectively identified by qualified nursing staff and anonymised data collected by a dedicated researcher. Collaboration and data sharing between health, police, social services, university experts and local authorities was achieved through the establishment of steering and operational groups with agreed objectives and the formation of a shared anonymised database. The proportion of patients attending the ED as a result of alcohol intoxication was 4% in adults and <1% in children. 70% of patients were male, with a mean age of 30 years, and 72% attended between 20.00 and 08.00 h. The most common reason for ED attendance was accident (34%), followed closely by assault (30%). 27% of patients had done most of their drinking at home, 36% in a pub and 16% in a nightclub. Inter-agency collaboration proved highly successful: pooling of anonymised data created a much clearer picture of the extent of the problem and immediately suggested strategies for intervention. The initiative to achieve inter-agency collaboration and data sharing was highly successful, with clear potential for the development and implementation of interventions that will reduce ED attendance due to excess alcohol consumption.

A Systems Approach to Agricultural Biosecurity.

This article highlights the importance of systems approaches in addressing agricultural biosecurity threats. On the basis of documentary analysis and stakeholder interaction, a brief survey of agricultural biosecurity threats and vulnerabilities from global and Indian perspectives is provided, followed by an exploration of technological and institutional capabilities. Finally, a perspective on the agricultural disease diagnostic networks is provided, drawing instances from global developments. Technical barriers to agroterrorism are lower than those to human-targeted bioterrorism, and the sector is unique as even a very small disease outbreak could prompt international export restrictions. Key vulnerabilities in the agriculture sector stem from, among others, the structure of agricultural production; insufficient monitoring, surveillance, and controls systems at the borders and in the food chain; inefficient systems for reporting unusual occurrences and outbreaks of disease; and lack of sufficiently trained human resources capable of recognizing or treating transboundary pathogens and diseases. An assessment of technology and institutions pertaining to crop and animal protection management suggests certain gaps. Investment in developing new technologies for civilian application in agriculture, as well as for legitimate actions pertaining to defense, detection, protection, and prophylaxis, and in upgrading laboratory facilities can increase the agricultural sector's level of preparedness for outbreaks. To address potential threats and vulnerabilities of agroterrorism effectively requires the development of a comprehensive strategy and a combined, interagency approach, ideally on an international level. It is proposed that a systems-oriented approach for developing knowledge and innovation networks and strengthening skills and capacities would enable a more resilient agricultural biosecurity system.

Social persuasion abounds in human-human interactions. Attitudes and behaviors of people are invariably influenced by the attitudes and behaviors of other people as well as our social roles/relationships toward them. In the pedagogic scene, the relationship between teacher and learner produces one of the most typical interactions, in which the teacher makes the learner spontaneously study what he/she teaches. This study is an attempt to elucidate the nature and effectiveness of social persuasion in human-computer interaction environments. We focus on the social dynamics of multi-party interactions that involve both human-agent and inter-agent interactions. An experiment is conducted in a virtual web-instruction setting employing two types of agents: conductor agents who accompany and guide each learner throughout his/her learning sessions, and domain-expert agents who provide explanations and instructions for each stage of the instructional materials. In this experiment, subjects are assigned two experimental conditions: the authorized condition, in which an agent respectfully interacts with another agent, and the non-authorized condition, in which an agent carelessly interacts with another agent. The results indicate performance improvements in the authorized condition of inter-agent interactions. An analysis is given from the perspective of the transfer of authority from inter-agent to human-agent interactions based on social conformity. We argue for pedagogic advantages of social dynamics created by multiple animated character agents.

fragmentation by considering both single team integration and interagency coordination, and by considering both program structure and the quality of relationships between providers. Data from a multi-site outcome study demonstrated suggestive associations between perceptions of communication, cooperation and measures of clinical service use. However, the proportion of clients treated entirely within a single team was associated with poorer housing and psychiatric outcomes. These empirical results must be regarded as illustrative rather than conclusive because of the use of a non-experimental study design, imperfections in the available measures, and the incomplete sampling of case managers. This study suggests that fragmentation of services for dually diagnosed clients may be reduced by improving the interactions within and between agencies providing these services. While primary emphasis has been placed on developing integrated teams, interagency approaches should not be prematurely excluded. Research on approaches to reducing system fragmentation have focused on either global efforts to integrate numerous agencies in a community or highly focused efforts to develop specialized teams. Future research should also focus on the possibility of fostering constructive relationships between selected pairs or subsets of agencies. Research in this area will also benefit from the further development measures of team integration and of both intra-team and inter-agency communication, collaboration, and trust.

The agINFRA project (www.aginfra.eu) was a European Commission funded project under the 7th Framework Programme that aimed to introduce agricultural scientific communities to the vision of open and participatory data-intensive science. agINFRA has now evolved into the European hub for data-powered research on agriculture, food and the environment, serving the research community through multiple roles. Working on enhancing the interoperability between heterogeneous data sources, the agINFRA project has left a set of grid- and cloud- based services that can be reused by future initiatives and adopted by existing ones, in order to facilitate the dissemination of agricultural research, educational and other types of data. On top of that, agINFRA provided a set of domain-specific recommendations for the publication of agri-food research outcomes. This paper discusses the concept of the agINFRA project and presents its major outcomes, as adopted by existing initiatives activated in the context of agricultural research and education. Farm Bill legislation establishes different funding mechanisms managed by the National Institute of Food and Agriculture (NIFA), which have changed over the years through reauthorization. Other legislation and executive initiatives, as well as recognition by both funders, funding recipients, private organizations, and non-government organizations have stressed the need for multi-, inter-, and trans-disciplinary research and outreach. This presentation will discuss how changes to NIFA legislative authority as well as changing needs and culture in the government and the scientific research community have led to new mechanisms and strategies for types of funded projects, eligibility for NIFA funding, interagency funding, and iterative changes in direction in research solicitations. For example, limited funding for important topics has prompted a need for interagency collaborations in research funding solicitations and jointly funded projects. New legislative authorities and requirements have led to new modes of collaboration with private industry, NGOs and commodity boards along with international alliances. Unlike most funding agencies, NIFA funds education and extension or outreach projects in addition to research projects. New authorities together with increased recognition of scientific research needed to inform societal challenges has led to new thinking and greater flexibility in funding for long-term research projects and larger regional, multi-institutional and multi-national projects. This, in addition to a shifting culture among researchers and research institutions, has aided in new policies, requirements and initiatives among research institutions and government agencies involving information, data sharing and public access. Examples of new mechanisms and programs and their successes along with their drawbacks will be presented.

Herbicide-resistant weed biotypes are an increasing problem in agriculture, with reports of resistance to almost every herbicide class at some place in the world, and the total number of resistant biotypes at over 250. Agricultural Research Service (ARS) scientists have been key players in this area since the first substantiated occurrence of these resistant biotypes in the 1970s. The most significant of their contributions is the complete unraveling of the mechanism of triazine resistance by Arntzen and colleagues, then with ARS at the University of Illinois. These studies established a high benchmark for research in this area and are a model for all studies in this area. Other ARS scientists have investigated a large number of weed biotypes with resistance to a wide range of herbicide classes and mechanisms of resistance. Collectively, these studies have been used to generate herbicide resistance-management schemes for growers, based upon the herbicide site and the potential for resistance development.

We, as water resource professionals, are faced with a truly monumental challenge - that is feeding the world's growing population and ensuring it has an adequate supply of clean water. As researchers and educators it is good for us to regularly remember that our research and outreach efforts are critical to people around the world, many of whom are desperate for solutions to water quality and supply problems and their impacts on food supply, land management, and ecosystem protection. In this presentation, recommendations for successful applied research on agricultural impacts on water resources will be provided. The benefits of building multidisciplinary teams will be illustrated with examples related to the development and world-wide application of the ALMANAC, SWAT, and EPIC/APEX models. The value of non-traditional partnerships will be shown by the Soil Health Partnership, a coalition of agricultural producers, chemical and seed companies, and environmental advocacy groups. The results of empowering decision-makers with useful data will be illustrated with examples related to bacteria source and transport data and the MANAGE database, which contains runoff nitrogen and phosphorus data for cultivated, pasture, and forest land uses. The benefits of focusing on sustainable solutions will be shown through examples of soil testing, fertilizers application, on-farm profit analysis, and soil health assessment. And the value of welcoming criticism will be illustrated by the development of a framework to estimate and publish uncertainty in measured discharge and water quality data. The good news for researchers is that the agricultural industry is faced with profitability concerns and the need to wisely utilize soil and water resources, and simultaneously state and federal agencies crave sound-science to improve decision making, policy, and regulation. Thus, the audience for and beneficiaries of agricultural research are ready and hungry for applied research results.

Support for international agricultural research: current status and future challenges.

The success of the first Green Revolution in the form of abundant food supplies and low prices over the past two decades has diverted the world's attention from agriculture to other pressing issues. This has resulted in lower support for the agricultural research work primarily undertaken by the 15 research centers of the Consultative Group on International Agricultural Research (CGIAR). The total support in real dollars for most of the last three decades has been more or less flat although the number of centers increased from 4 to 15. However, since 2000, the funding situation has improved for the CGIAR centers, with almost all the increase coming from grants earmarked for specific research projects. Even for some centers such as the International Rice Research Institute (IRRI), the downward trend continued as late as 2006 with the budget in real dollars reaching the 1978 level of support. The recent food crisis has renewed the call for a second Green Revolution by revitalizing yield growth to feed the world in the face of growing population and a shrinking land base for agricultural use. The slowdown in yield growth because of decades of neglect in agricultural research and infrastructure development has been identified as the underlying reason for the recent food crisis. For the second Green Revolution to be successful, the CGIAR centers will have to play a complex role by expanding productivity in a sustainable manner with fewer resources. Thus, it is crucial to examine the current structure of support for the CGIAR centers and identify the challenges ahead in terms of source and end use of funds for the success of the second Green Revolution. The objective of this paper is to provide a historical perspective on the support to the CGIAR centers and to examine the current status of funding, in particular, the role of project-specific grants in rebuilding capacity of these centers. Research on domestic animals (cattle, swine, sheep, goats, poultry, horses, and aquatic species) at land grant institutions is integral to improving the global competitiveness of US animal agriculture and to resolving complex animal and human diseases. However, dwindling federal and state budgets, years of stagnant funding from USDA for the Competitive State Research, Education, and Extension Service National Research Initiative (CSREES-NRI) Competitive Grants Program, significant reductions in farm animal species and in numbers at land grant institutions, and declining enrollment for graduate studies in animal science are diminishing the resources necessary to conduct research on domestic species. Consequently, recruitment of scientists who use such models to conduct research relevant to animal agriculture and biomedicine at land grant institutions is in jeopardy. Concerned stakeholders have addressed this critical problem by conducting workshops, holding a series of meetings with USDA and National Institutes of Health (NIH) officials, and developing a white paper to propose solutions to obstacles impeding the use of domestic species as dual-purpose animal models for high-priority problems common to agriculture and biomedicine. In addition to shortfalls in research support and human resources, overwhelming use of mouse models in biomedicine, lack of advocacy from university administrators, long-standing cultural barriers between agriculture and human medicine, inadequate grantsmanship by animal scientists, and a scarcity of key reagents and resources are major roadblocks to progress. The Model Sustainable Agricultural Complex (MSAC) is a 600-acre experimental farm in south-central Louisiana, in the very southern reaches of the United States, approximately 40 km north of the Gulf of Mexico. The MSAC consists of many land uses and facilities, including a dairy, crawfish center, beef herd, sugarcane crop, and equestrian center, as well as numerous features and programs for research, education, and residence. The mission of the MSAC, which is operated by the Department of Renewable Resources at the University of Louisiana at Lafayette, has been to accommodate research and education in production agriculture, while generating revenues through the delivery of food products into the local economy. In recent years, environmental conservation has been increasingly important at the MSAC. Best management practices (BMPs) were implemented to reduce soil loss and mitigate nonpoint source pollution. Research was initiated to quantify the effectiveness of these BMPs, and workshops were conducted to explain preliminary results to local farmers. However, environmental improvements at the MSAC had until 2000 been piecemeal, which may be said as well for agriculture overall. What is needed is a comprehensive integrated approach to analyzing and improving environmental performance, as is possible when implementing an environmental management system (EMS). This manuscript describes our efforts to integrate piecemeal environmental improvements into a farm-wide program of systematic improvement. This process began with a qualitative ranking of the MSAC's inputs and outputs, followed by a quantification of certain key parameters related to the consumption of resources and provision of services at the Complex. Certain measures related to the Complex's eco-efficiency were combined into a ratio that provides a useful target for management and continuous improvement. A traditional approach in agricultural and veterinary research is focussing on the biological perspective where large cattle-databases are used to analyse the dairy herd. This approach has yielded valuable insights. However, recent research indicates that this knowledge-base can be further increased by examining agricultural and veterinary challenges from other perspectives. In this paper we suggest three perspectives that may supplement the biological perspective in agricultural and veterinary research; the economic-, the managerial-, and the social perspective. The Toxicological Review and charge were reviewed internally by EPA and by other federal agencies and White House Offices before public release. In the new IRIS process, introduced by the EPA Administrator, all written comments on IRIS assessments submitted by other federal agencies and White House Offices will be made publicly available. Accordingly, interagency comments with EPA's response and the interagency science consultation draft of the IRIS Toxicological Review of n-Butanol and the charge to external peer reviewers are posted on this site. EPA is undertaking an Integrated Risk Information System (IRIS) health assessment for n-butanol. IRIS is an EPA database containing Agency scientific positions on potential adverse human health effects that may result from chronic (or lifetime) exposure to chemicals in the environment. IRIS contains chemical-specific summaries of qualitative and quantitative health information in support of two steps of the risk assessment paradigm, i.e., hazard identification and dose-response evaluation. Water is one of the important resources in human activities. Scientifically and rationally evaluating the effects of human activities on water resources is important for sustainable water resource management. The innovative concepts of water footprint (WF) distinguished the human water consumption into green water, blue water and grey water which extended the evaluation methods in sustainable utilization of water resources. Concepts of WF based on virtual water (VW) and based on life cycle assessment (LCA) both combined water quality and water quantity are now the focuses in agricultural water management researches. Theory of WF based on VW includes the calculation of green, blue and grey WF as well as the evaluation of the sustainability of water environment. Theory of WF based on LCA reflects the overall impact of consumptive and degradative water use on the environment. The purpose of this article was to elaborate the research progresses in theoretical calculation methods and environmental sustainability assessment of the two water footprint theories and then to analyze the differentiation of these two methodologies in describing the consumptive water use in agriculture and its effects on environment. Finally, some future research aspects on water footprint were provided.

Insecticide resistance has developed within many classes of pesticide, and over 500 species of insects and mites are resistant to one or more insecticides. Insecticide resistance and the consequent losses of food and fiber caused by failure to control insect and mite pests causes economic losses of several billion dollars worldwide each year. It is the goal of insect resistance management (IRM) to preserve useful pesticides by slowing, preventing or reversing development of resistance in pests. Important aspects of this goal are understanding the development of resistance and monitoring to determine ways to prevent its development. We describe programs specific to missions of the US Department of Agriculture, Agricultural Research Service, which are designed to characterize insecticide resistance in insects and mites with the goal of managing pests in an ecologically acceptable manner. Resistance management of cotton, potatoes, vegetables, melons, ornamentals, greenhouse crops, corn, stored grains, livestock, honeybees and mites, as well as management of transgenic crops are evaluated. We conclude that IRM is a vital part of stewardship of any pest management product and must be a combined effort of manufacturers, growers, consultants, extension services and grower organizations, working closely with regulators, to achieve logistically and economically feasible systems that prolong the effectiveness of all pest-control products.

A research summary is presented that emphasizes ARS achievements in application technology over the past 2-3 years. Research focused on the improvement of agricultural pesticide application is important from the standpoint of crop protection as well as environmental safety. Application technology research is being actively pursued within the ARS, with a primary focus on application system development, drift management, efficacy enhancement and remote sensing. Research on application systems has included sensor-controlled hooded sprayers, new approaches to direct chemical injection, and aerial electrostatic sprayers. For aerial application, great improvements in on-board flow controllers permit accurate field application of chemicals. Aircraft parameters such as boom position and spray release height are being altered to determine their effect on drift. Other drift management research has focused on testing of low-drift nozzles, evaluation of pulsed spray technologies and evaluation of drift control adjuvants. Research on the use of air curtain sprayers in orchards, air-assist sprayers for row crops and vegetables, and air deflectors on aircraft has documented improvements in application efficacy. Research has shown that the fate of applied chemicals is influenced by soil properties, and this has implications for herbicide efficacy and dissipation in the environment. Remote sensing systems are being used to target areas in the field where pests are present so that spray can be directed to only those areas. Soil and crop conditions influence propensity for weeds and insects to proliferate in any given field area. Research has indicated distinct field patterns favorable for weed growth and insect concentration, which can provide further assistance for targeted spraying.

Research priorities for the environment, agriculture and infectious diseases of poverty.

This report reviews the connections between environmental change, modern agricultural practices and the occurrence of infectious diseases - especially those of poverty; proposes a multi-criteria decision analysis approach to determining the key research priorities; and explores the benefits and limitations of a more systems-based approach to conceptualizing and investigating the problem. The report is the output of the Thematic Reference Group on Environment, Agriculture and Infectious Diseases of Poverty (TRG 4), part of an independent think tank of international experts, established and funded by the Special Programme for Research and Training in Tropical Diseases (TDR) to identify key research priorities through review of research evidence and input from stakeholder consultations. The report concludes that mitigating the outcomes on human health will require far-reaching strategies - spanning the environment, climate, agriculture, social-ecological, microbial and public-health sectors; as well as inter-disciplinary research and intersectoral action. People will also need to modify their way of thinking and engage beyond their own specialities, since the challenges are systemic and are amplified by the increasing inter-connectedness of human populations. This is one of a series of disease and thematic reference group reports that have come out of the TDR Think Tank, all of which have contributed to the development of the Global Report for Research on Infectious Diseases of Poverty, available at www.who.int/tdr/capacity/global_report.

The Formosan subterranean termite, Coptotermes formosanus Shiraki is currently one of the most destructive pests in the USA. It is estimated to cost consumers over US dollars 1 billion annually for preventative and remedial treatment and to repair damage caused by this insect. The mission of the Formosan Subterranean Termite Research Unit of the Agricultural Research Service is to demonstrate the most effective existing termite management technologies, integrate them into effective management systems, and provide fundamental problem-solving research for long-term, safe, effective and environmentally friendly new technologies. This article describes the epidemiology of the pest and highlights the research accomplished by the Agricultural Research Service on area-wide management of the termite and fundamental research on its biology that might provide the basis for future management technologies. Fundamental areas that are receiving attention are termite detection, termite colony development, nutrition and foraging, and the search for biological control agents. Other fertile areas include understanding termite symbionts that may provide an additional target for control. Area-wide management of the termite by using population suppression rather than protection of individual structures has been successful; however, much remains to be done to provide long-term sustainable population control. An educational component of the program has provided reliable information to homeowners and pest-control operators that should help slow the spread of this organism and allow rapid intervention in those areas which it infests.

The organisation of interagency training to safeguard children in England: a case study using realistic evaluation

Background Joint training for interagency working is carried out by Local Safeguarding Children Boards in England to promote effective local working to safeguard and promote the welfare of children. Purpose This paper reports on the findings of the outputs and outcomes of interagency training to safeguard children in eight Local Safeguarding Children Boards. Methods A review of Local Safeguarding Children Board documentation, observations of Local Safeguarding Children Board training sub-group meetings and a series of interviews with training key stakeholders in each Local Safeguarding Children Board were used to assess how partner agencies in the Local Safeguarding Children Boards carried out their statutory responsibilities to organise interagency training. ‘Realistic Evaluation’ was used to evaluate the mechanisms by which a central government mandate produced particular inter-agency training outputs (number of courses, training days) and joint working outcomes (effective partnerships), within particular Local Safeguarding Children Board contexts. Results The ‘mandated partnership’ imposed on Local Safeguarding Children Boards by central government left little choice but for partner agencies to work together to deliver joint training, which in turn affected the dynamics of working partnerships across the various sites. The effectiveness of the training sub group determined the success of the organisation and delivery of training for joint working. Despite having a central mandate, Local Safeguarding Children Boards had heterogeneous funding and training arrangements. These resulted in significant variations in the outputs in terms of the number of courses per ‘children in need’ in the locality and in the cost per course. Conclusions Interagency training which takes account of the context of the Local Safeguarding Children Board is more likely to produce better trained staff, effective partnership working, and lead to better integrated safeguarding

Agricultural IoT (Internet of Things) develops rapidly. Nanotechnology, biotechnology and optoelectronic technology are successfully integrated into the agricultural sensor technology. Big data, cloud computing and artificial intelligence technology have also been successfully used in IoT. This paper carries out the research on integration of agricultural sensor technology, nanotechnology, biotechnology and optoelectronic technology and the application of big data, cloud computing and artificial intelligence technology in agricultural IoT. The advantages and development of the integration of nanotechnology, biotechnology and optoelectronic technology with agricultural sensor technology were discussed. These proceedings contain the abstracts, manuscripts, and posters of presentations given at the Fourth Interagency Conference on Research in the Watersheds—Observing, Studying, and Managing for Change, held at the Westmark Hotel in Fairbanks, Alaska, September 26–30, 2011. The conference was jointly hosted by the Bureau of Land Management and the National Park Service.Watersheds face resource impacts driven by accelerated change related to land use, population, and climate. About every three years a conference is held to bring together watershed researchers, observers, and managers to share scientific advances and management strategies. This year, the Fourth ICRW took a wider perspective on watershed science and examined some pressing issues of watershed science and management in our largest and perhaps most vulnerable state, Alaska. The purpose of the conference was to better understand the processes driving change and help managers incorporate societal needs and scientific uncertainty in the management of natural resources.The conference echoed similar themes to the last, highlighting the challenges of managing watersheds based on available science when considerably uncertainty remains regarding the hypothesized relationships between observed environmental changes and their ultimate effects. For example, while the scientific case for anthropogenic climate change has been well presented, confirming possible cause and effect relationships between climatic change and physical and ecological impacts in highly variable, natural systems continues to represent a scientific challenge. This goal becomes even more difficult when superimposed upon a long history of natural resource and land management practices that have fundamentally changed the physical, chemical and biological processes important in maintaining naturally functioning ecosystems. Recent research of the Agricultural Research Service of USDA on the use of natural products to manage pests is summarized. Studies of the use of both phytochemicals and diatomaceous earth to manage insect pests are discussed. Chemically characterized compounds, such as a saponin from pepper (Capsicum frutescens L), benzaldehyde, chitosan and 2-deoxy-D-glucose are being studied as natural fungicides. Resin glycosides for pathogen resistance in sweet potato and residues of semi-tropical leguminous plants for nematode control are also under investigation. Bioassay-guided isolation of compounds with potential use as herbicides or herbicide leads is underway at several locations. New natural phytotoxin molecular target sites (asparagine synthetase and fructose-1,6-bisphosphate aldolase) have been discovered. Weed control in sweet potato and rice by allelopathy is under investigation. Molecular approaches to enhance allelopathy in sorghum are also being undertaken. The genes for polyketide synthases involved in production of pesticidal polyketide compounds in fungi are found to provide clues for pesticide discovery. Gene expression profiles in response to fungicides and herbicides are being generated as tools to understand more fully the mode of action and to rapidly determine the molecular target site of new, natural fungicides and herbicides.

Restrictions on the use of conventional nematicides have increased the need for new methods of managing plant-parasitic nematodes. Consequently, nematode-antagonistic microbes, and active compounds produced by such organisms, are being explored as potential additions to management practices. Programs in this area at the USDA Agricultural Research Service investigate applied biocontrol agents, naturally occurring beneficial soil microbes and natural compounds. Specific research topics include use of plant growth-promoting rhizobacteria and cultural practices for management of root-knot and ring nematodes, determination of management strategies that enhance activity of naturally occurring Pasteuria species (bacterial obligate parasites of nematodes), studies on interactions between biocontrol bacteria and bacterial-feeding nematodes, and screening of microbes for compounds active against plant-parasitic nematodes. Some studies involve biocontrol agents that are active against nematodes and soil-borne plant-pathogenic fungi, or combinations of beneficial bacteria and fungi, to manage a spectrum of plant diseases or to increase efficacy over a broader range of environmental conditions. Effective methods or agents identified in the research programs are investigated as additions to existing management systems for plant-parasitic nematodes.

The status of international agricultural research as a global public good (GPG) has been widely accepted since the Green Revolution of the 1960s and 1970s. While the term was not used at the time of its creation, the Consultative Group on International Agricultural Research (CGIAR) system that evolved at that time has been described as a 'prime example of the promise, performance and perils of an international approach to providing GPGs'. Contemporary literature on international agricultural research as a GPG tends to support this view and focuses on how to operationalize the concept. This paper adopts a different starting point and questions this conceptualization of the CGIAR and its outputs. It questions the appropriateness of such a 'neutral' concept to a system born of the imperatives of Cold War geopolitics, and shaped by a history of attempts to secure its relevance in a changing world. This paper draws on a multi-sited, ethnographic study of a research effort highlighted by the CGIAR as an exemplar of GPG-oriented research. Behind the ubiquitous language of GPGs, 'partnership' and 'consensus', however, new forms of exclusion and restriction are emerging within everyday practice, reproducing North-South inequalities and undermining the ability of these programmes to respond to the needs of projected beneficiaries.

The California Air Resources Board appointed an Oxidant Calibration Committee for the purpose of evaluating the accuracy of the different agency calibration procedures. The committee chose UV absorption photometry as the reference method for ozone measurement. Interagency comparisons of the various iodometric methods were conducted relative to the ultraviolet standard. The tests included versions of the iodometric methods as employed by the Air Resources Board, the Los Angeles Air Pollution Control District, and the EPA. An alternative candidate reference method for ozone measurement, gas phase titration, was also included in the test series.

The current status of aerial applications technology research at the Langley's Vortex Research Facility and Full-Scale Wind Tunnel is reviewed. Efforts have been directed mainly toward developing and validating the required experimental and theoretical research tools. A capability to simulate aerial dispersal of materials from agricultural airplanes with small-scale airplane models, numerical methods, and dynamically scaled test particles was demonstrated. Tests on wake modification concepts have proved the feasibility of tailoring wake properties aerodynamically to produce favorable changes in deposition and to provide drift control. An aerodynamic evaluation of the Thrush Commander 800 agricultural airplane with various dispersal systems installed is described. A number of modifications intended to provide system improvement to both airplane and dispersal system are examined, and a technique for documenting near-field spray characteristics is evaluated.

The role that deficient institutional relationships have played in aggravating drinking water incidents over the last 30 years has been identified in several inquiries of high profile drinking water safety events, peer-reviewed articles and media reports. These indicate that collaboration between water utilities and public health agencies (PHAs) during normal operations, and in emergencies, needs improvement. Here, critical elements of these interagency collaborations, that can be integrated within the corporate risk management structures of water utilities and PHAs alike, were identified using a grounded theory approach and 51 semi-structured interviews with utility and PHA staff. Core determinants of effective interagency relationships are discussed. Intentionally maintained functional relationships represent a key ingredient in assuring the delivery of safe, high quality drinking water. © 2013.

Identification of high payoff research for more efficient applicator helicopters in agriculture and forestry

The results of a study of the uses of helicopters in agriculture and forestry in the United States are discussed. Comparisons with agricultural airplanes are made in terms of costs of aerial application to the growers. An analysis of cost drivers and potential improvements to helicopters that will lower costs is presented. Future trends are discussed, and recommendations for research are outlined. Operational safety hazards and accident records are examined, and problem areas are identified. Areas where research and development are needed to provide opportunities for lowering costs while increasing productivity are analyzed.

The quality concern of food and agricultural products has become more and more significant. The related technologies for nondestructive measurement or quality control of food products have been the focus of many researches. Terahertz (THz) radiation, or THz wave, the least explored region of the spectrum, is the electromagnetic wave that lies between mid-infrared and microwave radiation, which has very important research and application values. THz spectroscopy and THz imaging technique are the two main applications of THz wave. During the past decade, THz waves have been used to characterize the electronic, vibrational and compositional properties of solid, liquid and gas phase materials. Recently, THz technology has gained a lot of attention of researchers in various fields from biological spectral analysis to bio-medical imaging due to its unique features compared with microwave and optical waves. In the present paper, the properties of THz wave and its uniqueness in sensing and imaging applications were discussed. The most recent researches on THz technology used in food quality control and agricultural products inspection were summarized. The prospect of this novel technology in agriculture and food industry was also discussed.

Legislation currently being considered by both the U.S. House and Senate would create a National Hurricane Research Initiative. The legislation was developed in response to a January 2007 U.S. National Science Board report,"Hurricane warning: The critical need for a National Hurricane Research Initiative." Both bills require the hurricane research initiative to set objectives in order to make recommendations to the National Science Board and to assemble U.S. science and engineering expertise through an interagency effort designed to bring together the latest research focusing on infrastructure, forecasting, and mitigating impacts on coastal populations. The bills also require the initiative to set objectives for making grants for hurricane research on a variety of topics, ranging from hurricane dynamics to improving emergency communications networks. Coordination of the interagency effort would fall under the jurisdiction of the White House Office of Science and Technology Policy.

The Flight Dynamics Division (FDD) of the National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GFSC) provides extensive support and products for Space Shuttle missions, expendable launch vehicle launches, and routine on-orbit operations for a variety of spacecraft. A major challenge in providing support for these missions is defining and generating the products required for mission support and developing the method by which these products are exchanged between supporting agencies. As interagency and international cooperation has increased in the space community, the FDD customer base has grown and with it the number and variety of external interfaces and product definitions. Currently, the FDD has working interfaces with the NASA Space and Ground Networks, the Johnson Space Center, the White Sands Complex, the Jet propulsion Laboratory (including the Deep Space Network), the United States Air Force, the Centre National d'Etudes Spatiales, the German Spaceflight Operations Center, the European Space Agency, and the National Space Development Agency of Japan. With the increasing spectrum of possible data product definitions and delivery methods, the FDD is using its extensive interagency experience to improve its support of established customers and to provide leadership in adapting/developing new interfaces. This paper describes the evolution of the interfaces between the FDD and its customers, discusses many of the joint activities ith these customers, and summarizes key lessons learned that can be applied to current and future support.
