Identifying the Future Needs for Long-Term USDA Efforts in Agricultural Animal Genomics

in concert with societal concerns in the areas of natural resource conservation and protection, animal welfare, and food safety, it is clear that publicly supported agricultural research must be focused on enhancing the functionality and well-being of livestock and poultry in environmentally neutral production systems in the future. Realizing the great potential for animal genomics to address these and other issues, a workshop was convened by the U. S. Department of Agriculture (USDA) in Washington, DC in September of 2004. The workshop was entitled “Charting the Road Map for Long Term USDA Efforts in Agricultural Animal Genomics”. This paper summarizes the proceedings of the workshop and the resulting recommendations. The need for a cohesive, comprehensive long-term plan for all of USDA's research efforts in animal genomics was evident at the workshop, requiring further integration of the efforts of the USDA's Cooperative State Research, Education, and Extension Service (CSREES) and the USDA's Agricultural Research Service (ARS) to achieve the greatest return on investment. Improving World Agricultural Supply and Demand Estimates by Integrating NASA Remote Sensing Soil Moisture Data into USDA World Agricultural Outlook Board Decision Making Environment

A primary goal of the U.S. Department of Agriculture (USDA) is to expand markets for U.S. agricultural products and support global economic development. The USDA World Agricultural Outlook Board (WAOB) supports this goal by developing monthly World Agricultural Supply and Demand Estimates (WASDE) for the U.S. and major foreign producing countries. Because weather has a significant impact on crop progress, conditions, and production, WAOB prepares frequent agricultural weather assessments, in a GIS-based, Global Agricultural Decision Support Environment (GLADSE). The main objective of this project, thus, is to improve WAOB's estimates by integrating NASA remote sensing soil moisture observations and research results into GLADSE. Soil moisture is a primary data gap at WAOB. Soil moisture data, generated by the Land Parameter Retrieval Model (LPRM, developed by NASA GSFC and Vrije Universiteit Amsterdam) and customized to WAOB's requirements, will be directly integrated into GLADSE, as well as indirectly by first being integrated into USDA Agricultural Research Service (ARS)'s Environmental Policy Integrated Climate (EPIC) crop model. The LPRM-enhanced EPIC will be validated using three major agricultural regions important to WAOB and then integrated into GLADSE. Project benchmarking will be based on retrospective analyses of WAOB's analog year comparisons. The latter are between a given year and historical years with similar weather patterns. WAOB is the focal point for economic intelligence within the USDA. Thus, improving WAOB's agricultural estimates by integrating NASA satellite observations and model outputs will visibly demonstrate the value of NASA resources and maximize the societal benefits of NASA investments.

A primary goal of the U.S. Department of Agriculture (USDA) is to expand markets for U.S. agricultural products and support global economic development. The USDA World Agricultural Outlook Board (WAOB) supports this goal by coordinating monthly World Agricultural Supply and Demand Estimates (WASDE) for the U.S. and major foreign producing countries. Because weather has a significant impact on crop progress, conditions, and production, WAOB prepares frequent agricultural weather assessments, in a GIS-based, Global Agricultural Decision Support Environment (GLADSE). The main goal of this project, thus, is to improve WAOB's estimates by integrating NASA remote sensing soil moisture observations and research results into GLADSE (See diagram below). Soil moisture is currently a primary data gap at WAOB.

Nearly 750,000 youth work on farms across the United States. The U.S. Department of Labor's (U.S. DOL) Fair Labor Standards Act (FLSA) Hazardous Occupations Orders for Agriculture (HOOA) applies to approximately 37% of these youth. The HOOA regulations had not been updated since their inception in the late 1960s and the early 1970s. An attempt by U.S. DOL to update the regulations in 2011 was met with fierce opposition by the agricultural community, and the proposed updated regulations were withdrawn. One impactful outcome of these two events was a rededication by USDA and the farm community to address agricultural youth farm safety through education rather than through regulation. An agriculturally based National Steering Committee has developed consensus Belief Statements and Guiding Principles to proactively influence agricultural youth safety. In this case, USDA was clearly a 'sphere of influence' for youth agricultural safety.

The USDA World Agricultural Outlook Board (WAOB) is responsible for monitoring weather and climate impacts on domestic and foreign crop development. One of WAOB's primary goals is to determine the net cumulative effect of weather and climate anomalies on final crop yields. To this end, a broad array of information is consulted, including maps, charts, and time series of recent weather, climate, and crop observations; numerical output from weather and crop models; and reports from the press, USDA attach s, and foreign governments. The resulting agricultural weather assessments are published in the Weekly Weather and Crop Bulletin, to keep farmers, policy makers, and commercial agricultural interests informed of weather and climate impacts on agriculture. Because both the amount and timing of precipitation significantly affect crop yields, WAOB often uses precipitation time series to identify growing seasons with similar weather patterns and help estimate crop yields for the current growing season, based on observed yields in analog years. Historically, these analog years are visually identified; however, the qualitative nature of this method sometimes precludes the definitive identification of the best analog year. Thus, one goal of this study is to derive a more rigorous, statistical approach for identifying analog years, based on a modified coefficient of determination, termed the analog index (AI). A second goal is to compare the performance of AI for time series derived from surface-based observations vs. satellite-based measurements (NASA TRMM and other data).

One of the more unusual attempts by the American state to mobilize academic expertise unfolded in the late 1930s, when the United States Department of Agriculture (USDA) hired scholars in the "culture and personality" fields and philosophy to aid its efforts to promote economic, social, and cultural change in the countryside. USDA progressives also reached out to disciplinary scholars in other ways as they sought to institute a deliberative mode of planning in local communities and to remake the curricula of the land-grant colleges in support of that project. These USDA initiatives and scholars' responses reveal that scientific knowledge was mobilized in the 1930s not just for the instrumental purpose of regulating economic behavior but also to explain and legitimate federal programs and to inform ambitious projects for cultural change. At the USDA, as at many other sites between the wars, scientific thinkers turned to the social sciences and philosophy in order to understand and then change the public mind. © 2013 Wiley Periodicals, Inc.

Integrating NASA Satellite Data Into USDA World Agricultural Outlook Board Decision Making Environment To Improve Agricultural Estimates

The USDA World Agricultural Outlook Board (WAOB) is responsible for monitoring weather and climate impacts on domestic and foreign crop development. One of WAOB's primary goals is to determine the net cumulative effect of weather and climate anomalies on final crop yields. To this end, a broad array of information is consulted. The resulting agricultural weather assessments are published in the Weekly Weather and Crop Bulletin, to keep farmers, policy makers, and commercial agricultural interests informed of weather and climate impacts on agriculture. The goal of the current project is to improve WAOB estimates by integrating NASA satellite precipitation and soil moisture observations into WAOB's decision making environment. Precipitation (Level 3 gridded) is from the TRMM Multi-satellite Precipitation Analysis (TMPA). Soil moisture (Level 2 swath and Level 3 gridded) is generated by the Land Parameter Retrieval Model (LPRM) and operationally produced by the NASA Goddard Earth Sciences Data and Information Services Center (GBS DISC). A root zone soil moisture (RZSM) product is also generated, via assimilation of the Level 3 LPRM data by a land surface model (part of a related project). Data services to be available for these products include GeoTIFF, GDS (GrADS Data Server), WMS (Web Map Service), WCS (Web Coverage Service), and NASA Giovanni. Project benchmarking is based on retrospective analyses of WAOB analog year comparisons. The latter are between a given year and historical years with similar weather patterns and estimated crop yields. An analog index (AI) was developed to introduce a more rigorous, statistical approach for identifying analog years. Results thus far show that crop yield estimates derived from TMPA precipitation data are closer to measured yields than are estimates derived from surface-based precipitation measurements. Work is continuing to include LPRM surface soil moisture data and model-assimilated RZSM.

Retrospective Analog Year Analyses Using NASA Satellite Data to Improve USDA's World Agricultural Supply and Demand Estimates

The USDA World Agricultural Outlook Board (WAOB) is responsible for monitoring weather and climate impacts on domestic and foreign crop development. One of WAOB's primary goals is to determine the net cumulative effect of weather and climate anomalies on final crop yields. To this end, a broad array of information is consulted, including maps, charts, and time series of recent weather, climate, and crop observations; numerical output from weather and crop models; and reports from the press, USDA attachés, and foreign governments. The resulting agricultural weather assessments are published in the Weekly Weather and Crop Bulletin, to keep farmers, policy makers, and commercial agricultural interests informed of weather and climate impacts on agriculture. Because both the amount and timing of precipitation significantly impact crop yields, WAOB often uses precipitation time series to identify growing seasons with similar weather patterns and help estimate crop yields for the current growing season, based on observed yields in analog years. Although, historically, these analog years are identified through visual inspection, the qualitative nature of this methodology sometimes precludes the definitive identification of the best analog year. One goal of this study is to introduce a more rigorous, statistical approach for identifying analog years. This approach is based on a modified coefficient of determination, termed the analog index (AI). The derivation of AI will be described. Another goal of this study is to compare the performance of AI for time series derived from surface-based observations vs. satellite-based measurements (NASA TRMM and other data). Five study areas and six growing seasons of data were analyzed (2003-2007 as potential analog years and 2008 as the target year). Results thus far show that, for all five areas, crop yield estimates derived from satellite-based precipitation data are closer to measured yields than are estimates derived from surface

The U.S. Geological Survey (USGS) 2001 National Land Cover Database (NLCD) was compared to the U.S. Department of Agriculture (USDA) 2002 Census of Agriculture. We compared areal estimates for cropland at the state and county level for 14 States in the Upper Midwest region of the United States. Absolute differences between the NLCD and Census cropland areal estimates at the state level ranged from 1.3% (Minnesota) to 37.0% (Wisconsin). The majority of counties (74.5%) had differences of less than 100 km2. 7.2% of the counties had differences of more than 200 km2. Regions where the largest areal differences occurred were in southern Illinois, North Dakota, South Dakota, and Wisconsin, and generally occurred in areas with the lowest proportions of cropland (i.e., dominated by forest or grassland). Before using the 2001 NLCD for agricultural applications, such as mapping of specific crop types, users should be aware of the potential for misclassification errors, especially where the proportion of cropland to other land cover types is fairly low.

The USDA World Agricultural Outlook Board (WAOB) coordinates the development of the monthly World Agricultural Supply and Demand Estimates (WASDE) for the U.S. and major foreign producing countries. Given the significant effect of weather on crop progress, conditions, and production, WAOB prepares frequent agricultural weather assessments in the Global Agricultural Decision Support Environment (GLADSE). Because the timing of the precipitation is often as important as the amount, in their effects on crop production, WAOB frequently examines precipitation time series to estimate crop productivity. An effective method for such assessment is the use of analog year comparisons, where precipitation time series, based on surface weather stations, from several historical years are compared with the time series from the current year. Once analog years are identified, crop yields can be estimated for the current season based on observed yields from the analog years, because of the similarities in the precipitation patterns. In this study, NASA satellite precipitation and soil moisture time series are used to identify analog years. Given that soil moisture often has a more direct effect than does precipitation on crop water availability, the time series of soil moisture could be more effective than that of precipitation, in identifying those years with similar crop yields. Retrospective analyses of analogs will be conducted to determine any reduction in the level of uncertainty in identifying analog years, and any reduction in false negatives or false positives. The comparison of analog years could potentially be improved by quantifying the selection of analogs, instead of the current visual inspection method. Various approaches to quantifying are currently being evaluated. The USDA-Agricultural Research Service (ARS) has a multi-decadal to century long history of experimental watersheds, ranges and research farms throughout the USA. Many of these ARS research facilities, as well as three led by private foundations or land grant universities, are now part of the USDA Long-Term Agro-ecosystem Research (LTAR) network that currently has 18 locations. These 18 locations encompass a diversity of agricultural systems as well as provide a research platform for regional to national scale assessments and modeling scenarios of ecosystem goods and services for society. A central challenge that LTAR will address is: How can we sustain or enhance agricultural productivity, profitability, and ecosystem services to feed 9 billion people by 2050? Each LTAR location is designing a common experiment that consists of comparing "business as usual" to "aspirational agriculture" management strategies that reflect prevailing local to regional agricultural systems. The "aspirational agriculture" management strategy for each location will be forward-looking with innovative incorporations of cutting-edge technology, social-ecological systems involving human dimensions and economics, ecosystem services such as pollinator habitat and soil health, and paradigm shifting agricultural enterprise transformations. To accomplish the central challenge, LTAR locations will leverage existing historical data with new network-level initiatives such as wind erosion, phenology, water/carbon/nutrient/energy fluxes, complete water balances, greenhouse gas fluxes and remote sensing/modeling efforts to determine the sustainability of US agriculture across regional to continental scales. This presentation will provide an overview of the current status of the LTAR network, describe several common experiments, showcase the data management systems and web presentations of this data, as well as recent network findings.

In response to the Executive Order for Chesapeake Bay Protection and Restoration (E.O. #13508, May 12, 2009), the U.S. Geological Survey (USGS) took on the task of acquiring and assessing agricultural conservation practice data records for U.S. Department of Agriculture (USDA) programs, and transferred those datasets in aggregated format to State jurisdictional agencies for use in reporting conservation progress to the Chesapeake Bay Program Partnership (CBP Partnership). Under the guidelines and regulations that have been developed to protect and restore water-quality in the Chesapeake Bay, the six State jurisdictions that fall within the Chesapeake Bay watershed are required to report their progress in promoting agricultural conservation practices to the CBP Partnership on an annual basis. The installation and adoption of agricultural best management practices is supported by technical and financial assistance from both Federal and State conservation programs. The farm enrollment data for USDA conservation programs are confidential, but agencies can obtain access to the privacy-protected data if they are established as USDA Conservation Cooperators. The datasets can also be released to the public if they are first aggregated to protect farmer privacy. In 2012, the USGS used its Conservation Cooperator status to obtain implementation data for conservation programs sponsored by the USDA Natural Resources Conservation Service (NRCS) and the USDA Farm Service Agency (FSA) for farms within the Chesapeake Bay watershed. Three jurisdictions (Delaware, Pennsylvania, and West Virginia) used the USGS-provided aggregated dataset to report conservation progress in 2012, whereas the remaining three jurisdictions (Maryland, New York, and Virginia) used jurisdictional Conservation Cooperator Agreements to obtain privacy-protected data directly from the USDA. Hence, the existence of a mannitol-utilizing derivative that fixes nitrogen in a culture of strain USDA 110 obtained from the U.S. Department of Agriculture, Beltsville, Md., was established. This new USDA 110 derivative was designated as MN-110 because it was a mannitol-utilizing nitrogen-fixing USDA 110 derivative. This derivative was morphologically indistinguishable from the non-nitrogen-fixing derivative L2-110 found in cultures obtained earlier from the U.S. Department of Agriculture, Beltsville. DNA-DNA homology and restriction enzyme analyses indicated that MN-110 is genetically related to other USDA 110 derivatives that have been characterized previously.

Regulations on meat hygiene in the United States of America (US) stem from the Federal Meat Inspection Act (FMIA, 21 USC §§ 601 et. seq.), promulgated in 1906, that gives the US Secretary of Agriculture (the Secretary) the power to oversee the conversion of livestock into meat products. The FMIA is reviewed herein to provide a background for discussion on how the US Department of Agriculture (USDA) and its departments, particularly the Food Safety and Inspection Service (FSIS), control and regulate the meat industry. This chapter discusses regulations that pertain to meat, herein meant to mean beef, veal, and pork, and does not specifically address poultry, although the regulations for poultry slaughter and processing are in many ways similar to those for meat and meat food products.

The 2012 Agricultural Census was released by the US Department of Agriculture (USDA) on May 2nd 2014; published on a quinquennial basis covering all facets of American production agriculture. The Agricultural Census is a comprehensive source of uniform published agricultural data for every state and county in the US. This is the first Agricultural Census that is disseminated with web mapping services using REST APIs. USDA developed an open GIS mashable web portal that depicts over 250 maps on Crops and Plants, Economics, Farms, Livestock and Animals, and Operators. These mapping services written in JavaScript replace the traditional static maps published as the Ag Atlas. Web users can now visualize, interact, query, and download the Agricultural Census data in a means not previously discoverable. Stakeholders will now be able to leverage this data for activities such as community planning, agribusiness location suitability analytics, availability of loans/funds, service center locations and staffing, and farm programs and policies. Additional sites serving compatible mashable USDA Big Data web services are as follows: The Food Environment Atlas, The Atlas of Rural and Small-Town America, The Farm Program Atlas, SNAP Data System, CropScape, and VegScape. All portals use a similar data organization scheme of "Categories" and "Maps" providing interactive mashable web services for agricultural stakeholders to exploit.

An objective of the US Department of Agriculture (USDA) Agriculture Research Service (ARS) is to develop technology leading to a broad portfolio of value-added marketable products. Modern scientific disciplines such as chemical engineering are brought into play to develop processes for converting bulk commodities into high-margin products. To accomplish this, the extremely sophisticated processing devices which form the basis of modern biotechnology, namely, genes and enzymes, can be tailored to perform the required functions. The USDA/ARS is a leader in the development of intelligent processing equipment (IPE) for agriculture in the broadest sense. Applications of IPE are found in the production, processing, grading, and marketing aspects of agriculture. Various biotechnology applications of IPE are discussed.

The US Department of Agriculture (USDA) Nutrient Data Laboratory (NDL) develops and maintains the USDA National Nutrient Databank System (NDBS). Data are released from the NDBS for scientific and public use through the USDA National Nutrient Database for Standard Reference (SR) ( http://www.ars.usda.gov/ba/bhnrc/ndl ). In 1997 the NDL initiated the National Food and Nutrient Analysis Program (NFNAP) to update and expand its food-composition data. The program included: 1) nationwide probability-based sampling of foods; 2) central processing and archiving of food samples; 3) analysis of food components at commercial, government, and university laboratories; 4) incorporation of new analytical data into the NDBS; and 5) dissemination of these data to the scientific community. A key feature and strength of the NFNAP was a rigorous quality-control program that enabled independent verification of the accuracy and precision of analytical results. Custom-made food-control composites and/or commercially available certified reference materials were sent to the laboratories, blinded, with the samples. Data for these materials were essential to ongoing monitoring of analytical work, to identify and resolve suspected analytical problems, to ensure the accuracy and precision of results for the NFNAP food samples.

Earth observation data, owing to their synoptic, timely and repetitive coverage, have long been recognized as an indispensible tool for agricultural monitoring at local to global scales. Research and development over the past several decades in the field of agricultural remote sensing has led to considerable capacity for crop monitoring within the current operational monitoring systems. These systems are relied upon nationally and internationally to provide crop outlooks and production forecasts as the growing season progresses. This talk will discuss the legacy and current state of operational agricultural monitoring using earth observations. In the US, the National Aeronautics and Space Administration (NASA) and the US Department of Agriculture (USDA) have been collaborating to monitor global agriculture from space since the 1970s. In 1974, the USDA, NASA and National Oceanic and Atmospheric Administration (NOAA) initiated the Large Area Crop Inventory Experiment (LACIE) which demonstrated that earth observations could provide vital information on crop production, with unprecedented accuracy and timeliness, prior to harvest. This experiment spurred many agencies and researchers around the world to further develop and evaluate remote sensing technologies for timely, large area, crop monitoring. The USDA and NASA continue to closely collaborate. More recently they jointly initiated the Global Agricultural Monitoring Project (GLAM) to enhance the agricultural monitoring and the crop-production estimation capabilities of the USDA Foreign Agricultural Service by using the new generation of NASA satellite observations including from MODIS and the Visible Infrared Imaging Radiometer Suite (VIIRS) instruments. Internationally, in response to the growing calls for improved agricultural information, the Group on Earth Observations (partnership of governments and international organizations) developed the Global Agricultural Monitoring (GEOGLAM) initiative which was adopted

The USDA-Agricultural Research Service has led, or been integrally involved in, a myriad of interdisciplinary field campaigns in a wide range of locations both nationally and internationally. Many of the shorter campaigns were anchored over the existing national network of ARS Experimental Watersheds and Rangelands. These long-term outdoor laboratories provided a critical knowledge base for designing the campaigns as well as historical data, hydrologic and meteorological infrastructure coupled with shop, laboratory, and visiting scientist facilities. This strong outdoor laboratory base enabled cost-efficient campaigns informed by historical context, local knowledge, and detailed existing watershed characterization. These long-term experimental facilities have also enabled much longer term lower intensity experiments, observing and building an understanding of both seasonal and inter-annual biosphere-hydrosphere-atmosphere interactions across a wide range of conditions. A sampling of these experiments include MONSOON'90, SGP97, SGP99, Washita'92, Washita'94, SMEX02-05 and JORNEX series of experiments, SALSA, CLASIC and longer-term efforts over the ARS Little Washita, Walnut Gulch, Little River, Reynolds Creek, and OPE3 Experimental Watersheds. This presentation will review some of the highlights and key findings of these campaigns and long-term efforts including the inclusion of many of the experimental watersheds and ranges in the Long-Term Agro-ecosystems Research (LTAR) network. The LTAR network also contains several locations that are also part of other observational networks including the CZO, LTER, and NEON networks. Lessons learned will also be provided for scientists initiating their participation in large-scale, multi-site interdisciplinary science.

The National Agricultural Statistics Service of the United States Department of Agriculture (USDA) presently uses labor-intensive aerial photographic interpretation techniques to divide large geographical areas into manageable-sized units for estimating domestic crop and livestock production. Prototype software, the computer-aided stratification (CAS) system, was developed to automate the procedure, and currently runs on a Sun-based image processing system. With a background display of LANDSAT Thematic Mapper and United States Geological Survey Digital Line Graph data, the operator uses a cursor to delineate agricultural areas, called sampling units, which are assigned to strata of land-use and land-cover types. The resultant stratified sampling units are used as input into subsequent USDA sampling procedures. As a test, three counties in Missouri were chosen for application of the CAS procedures. Subsequent analysis indicates that CAS was five times faster in creating sampling units than the manual techniques were.
