    The Clean Air Act ({open_quotes}CAA{close_quotes}) of 1990 was in many respects a major overhaul of the previous versions of the Clean Air Act although it retained most of the preexisting major programs such as the basic National Ambient Air Quality Standards ({open_quotes}NAAQS{close_quotes}) scheme, PSD, new source performance standards, regulation of toxic air pollutants, and the like. The 1990 Act strengthened the enforcement provisions of the Act by enhancing the enforcement powers of the Environmental Protection Agency ({open_quotes}EPA{close_quotes}) of {section}113. For example, the criminal enforcement provisions of {section}113 are expanded both in the range of punishment and in the kinds ofmore » activities which are subject to criminal enforcement. Moreover, the Act now contains a number of additional enforcement provisions in addition to those found in {section}113. The purpose of this paper is to discuss both the {section}113 provision and as well, identify those enforcement provisions found outside {section}113. The latter provisions will be taken up first and addressed by Titles of the Act. The discussion of specific sections and subsections of the CAA are necessarily brief and in the nature of highlighting of particular features; like the rest of the CAA, careful reading and analysis is a requirement for full understanding.« less

    Section 812 of the Clean Air Act Amendments (CAAA) of 1990 requires the U.S. Environmental Protection Agency (EPA) to perform periodic, comprehensive analyses of the total costs and total benefits of programs implemented pursuant to the CAAA. The first prospective analysis was completed in 1999. The second prospective analysis was initiated during 2005. The first step in the second prospective analysis was the development of base and projection year emission estimates that will be used to generate benefit estimates of CAAA programs. This paper describes the analysis, methods, and results of the recently completed emission projections. There are several unique features of this analysis. One is the use of consistent economic assumptions from the Department of Energy's Annual Energy Outlook 2005 (AEO 2005) projections as the basis for estimating 2010 and 2020 emissions for all sectors. Another is the analysis of the different emissions paths for both with and without CAAA scenarios. Other features of this analysis include being the first EPA analysis that uses the 2002 National Emission Inventory files as the basis for making 48-state emission projections, incorporating control factor files from the Regional Planning Organizations (RPOs) that had completed emission projections at the time the analysis was performed, and modeling the emission benefits of the expected adoption of measures to meet the 8-hr ozone National Ambient Air Quality Standards (NAAQS), the Clean Air Visibility Rule, and the PM2.5 NAAQS. This analysis shows that the 1990 CAAA have produced significant reductions in criteria pollutant emissions since 1990 and that these emission reductions are expected to continue through 2020. CAAA provisions have reduced volatile organic compound (VOC) emissions by approximately 7 million t/yr by 2000, and are estimated to produce associated VOC emission reductions of 16.7 million t by 2020.     In 1990 the U.S. Congress passed Title IV of the Clean Air Act Amendments, which was intended to reduce the adverse effects of acid deposition by reducing emissions of the acid precursors,sulfur dioxide (SO2) and nitrogen oxides (Nox). Passage of Title IV was a response to the findings of a decade of research performed in large part through the National Acid Precipitation Assessment Program (NAPAP), which concluded that acid deposition posed a current and future threat to vulnerable forest and aquatic ecosystems [NAPAP, 1991].Now,with reauthorization of the 1990 Clean Air Act Amendments scheduled for 2000, Congress is considering several bills that would further reduce emissions to ensure the restoration of damaged ecosystems. Title IV requires a 10 million ton per year reduction in SO2 emissions below 1980 levels by 2010 and establishes a national cap of 8.95 million tons per year on utility emissions by 2010. Atmospheric sulfur deposition began to decline in the late 1970s as a result of energy conservation and provisions of the Clean Air Act of 1980. Since implementation of Phase I of Title IV in 1995, SO2 emissions have dropped from more than 20 million tons per year in the early 1990s to 18.3 million tons in 1995 [NAPAP, 1998].Consequently, reductions in atmospheric sulfur deposition have accelerated throughout the United States since 1995.

    The multi-section cathode air heat exchanger (102) includes at least a first heat exchanger section (104), and a fixed contact oxidation catalyzed section (126) secured adjacent each other in a stack association. Cool cathode inlet air flows through cool air channels (110) of the at least first (104) and oxidation catalyzed sections (126). Hot anode exhaust flows through hot air channels (124) of the oxidation catalyzed section (126) and is combusted therein. The combusted anode exhaust then flows through hot air channels (112) of the first section (104) of the cathode air heat exchanger (102). The cool and hot air channels (110, 112) are secured in direct heat exchange relationship with each other so that temperatures of the heat exchanger (102) do not exceed 800.degree. C. to minimize requirements for using expensive, high-temperature alloys.

It defines the major energy sector sources of these HAPs that would be affected by the regulations. Attention is focused on regulations that would cover coke oven emissions; chromium emission from industrial cooling towers and the electroplating process; HAP emissions from tank vessels, asbestos-related activities, organic solvent use, and ethylene oxide sterilization; and emissions of air toxics from municipal waste combustors. The possible implicationsmore » of Title III regulations for the coal, natural gas, petroleum, uranium, and electric utility industries are examined.     Transportation system has contributed significantly to the development of human civilization; on the other hand it has an enormous impact on the ambient air quality in several ways. In this paper the air and noise pollution at selected sites along three sections of National Highway was monitored. Pakistan National Highway Authority has started a Highway Improvement program for rehabilitations and maintenance of National highways to improve the traffic flows, and would ultimately improve the air quality along highways. The ambient air quality and noise level was monitored at nine different locations along these sections of highways to quantify the air pollution. The duration of monitoring at individual location was 72 h. The most of the sampling points were near the urban or village population, schools or hospitals, in order to quantify the air pollution at most affected locations along these roads. A database consisting of information regarding the source of emission, local metrology and air quality may be created to assess the profile of air quality in the area.

  2. An analysis of candidates for addition to the Clean Air Act list of hazardous air pollutants.

    There are 188 air toxics listed as hazardous air pollutants (HAPs) in the Clean Air Act (CAA), based on their potential to adversely impact public health. This paper presents several analyses performed to screen potential candidates for addition to the HAPs list. We analyzed 1086 HAPs and potential HAPs, including chemicals regulated by the state of California or with emissions reported to the Toxics Release Inventory (TRI). HAPs and potential HAPs were ranked by their emissions to air, and by toxicity-weighted (tox-wtd) emissions for cancer and noncancer, using emissions information from the TRI and toxicity information from state and federal agencies. Separate consideration was given for persistent, bioaccumulative toxins (PBTs), reproductive or developmental toxins, and chemicals under evaluation for regulation as toxic air contaminants in California. Forty-four pollutants were identified as candidate HAPs based on three ranking analyses and whether they were a PBT or a reproductive or developmental toxin. Of these, nine qualified in two or three different rankings (ammonia [NH3], copper [Cu], Cu compounds, nitric acid [HNO3], N-methyl-2-pyrrolidone, sulfuric acid [H2SO4], vanadium [V] compounds, zinc [Zn], and Zn compounds). This analysis suggests further evaluation of several pollutants for possible addition to the CAA list of HAPs.

    A basic study of flow controls using air blowing was conducted to reduce unsteady aerodynamic force acting on trains running in tunnels. An air blowing device is installed around a model car in a wind tunnel. Steady and periodic blowings are examined utilizing electromagnetic valves. Pressure fluctuations are measured and the aerodynamic force acting on the car is estimated. The results are as follows: a) The air blowing allows reducing the unsteady aerodynamic force. b) It is effective to blow air horizontally at the lower side of the car facing the tunnel wall. c) The reduction rate of the unsteady aerodynamic force relates to the rate of momentum of the blowing to that of the uniform flow. d) The periodic blowing with the same frequency as the unsteady aerodynamic force reduces the aerodynamic force in a manner similar to the steady blowing.

    Knowledge about Rayleigh scattering cross sections is relevant to predictions about radiative transfer in the atmosphere, and needed to calibrate the reflectivity of mirrors that are used in high-finesse optical cavities to measure atmospheric trace gases and aerosols. In this work we have measured the absolute Rayleigh scattering cross-section of nitrogen at 405.8 and 532.2 nm using cavity ring-down spectroscopy (CRDS). Further, multi-spectral measurements of the scattering cross-sections of argon, oxygen and air are presented relative to that of nitrogen from 350 to 660 nm using Broadband Cavity Enhanced Spectroscopy (BBCES). The reported measurements agree with refractive index based theory within 0.2±0.4%, and have an absolute accuracy of better than 1.3%. Our measurements expand the spectral range over which Rayleigh scattering cross section measurements of argon, oxygen and air are available at near-ultraviolet wavelengths. The expressions used to represent the Rayleigh scattering cross-section in the literature are evaluated to assess how uncertainties affect quantities measured by cavity enhanced absorption spectroscopic (CEAS) techniques. We conclude that Rayleigh scattering cross sections calculated from theory provide accurate data within very low error bounds, and are suited well to calibrate CEAS measurements of atmospheric trace gases and aerosols.
