    To meet its objective of assisting the U.S. aviation industry with the technological challenges of the future, NASA must identify research areas that have the greatest potential for improving the operation of the air transportation system. To accomplish this, NASA is building an Aviation System Analysis Capability (ASAC). The ASAC differs from previous NASA modeling efforts in that the economic behavior of buyers and sellers in the air transportation and aviation industries is central to its conception. To link the economics of flight with the technology of flight, ASAC requires a parametrically based mode with extensions that link airline operations and investments in aircraft with aircraft characteristics. This model also must provide a mechanism for incorporating air travel demand and profitability factors into the airlines' investment decisions. Finally, the model must be flexible and capable of being incorporated into a wide-ranging suite of economic and technical models that are envisioned for ASAC. We describe a second-generation Air Carrier Investment Model that meets these requirements. The enhanced model incorporates econometric results from the supply and demand curves faced by U.S.-scheduled passenger air carriers. It uses detailed information about their fleets in 1995 to make predictions about future aircraft purchases. It enables analysts with the ability to project revenue passenger-miles flown, airline industry employment, airline operating profit margins, numbers and types of aircraft in the fleet, and changes in aircraft manufacturing employment under various user-defined scenarios.

    The advantages of utilizing an airship as an airborne carrier for support and deployment of Unmanned Aircraft Systems (UAS) are examined. Whether as a stand-alone platform or in concert with conventional aircraft, the airship UAS carrier provides a number of compelling benefits for both military and civilian missions. As a mobile base it can remain operational despite political fallout that may render ground or ocean based UAS sites unavailable. It offers the psychological impact of a power projection tool that has few geographical limits, and holds promise as a new method for cost-saving intelligence gathering. It is also adaptable for civilian variants for supporting: emergency response, security/surveillance, delivery of medical/food supplies, as well as commercial package delivery to metropolitan and remote communities. This paper presents the background on airship-aircraft operations, and explores the general airship carrier concept. Additionally, a catalog of contemporary technologies available to support the airship carrier concept are discussed, and essential elements for an Air-Station Development program proposed.

    A flight simulation experiment was performed to determine the effectiveness of synthesized voice approach callouts for air transport operations. Flight deck data was first collected on scheduled air carrier operations to describe existing pilot-not-flying callout procedures in the flight context and to document the types and amounts of other auditory cockpit information during different types of air carrier operations. A flight simulation scenario for a wide-body jet transport airline training simulator was developed in collaboration with a major U.S. air carrier and flown by three-man crews of qualified line pilots as part of their normally scheduled recurrent training. Each crew flew half their approaches using the experimental synthesized voice approach callout system (SYNCALL) and the other half using the company pilot-not-flying approach callout procedures (PNF). Airspeed and sink rate performance was better with the SYNCALL system than with the PNF system for non-precision approaches. For the one-engine approach, for which SYNCALL made inappropriate deviation callouts, airspeed performance was worse with SYNCALL than with PNF. Reliability of normal altitude approach callouts was comparable for PNF on the line and in the simulator and for SYNCALL in the simulator.

    To meet its objective of assisting the U.S. aviation industry with the technological challenges of the future, NASA must identify research areas that have the greatest potential for improving the operation of the air transportation system. Therefore, NASA is developing the ability to evaluate the potential impact of various advanced technologies. By thoroughly understanding the economic impact of advanced aviation technologies and by evaluating how the new technologies will be used in the integrated aviation system, NASA aims to balance its aeronautical research program and help speed the introduction of high-leverage technologies. To meet these objectives, NASA is building the Aviation System Analysis Capability (ASAC). NASA envisions ASAC primarily as a process for understanding and evaluating the impact of advanced aviation technologies on the U.S. economy. ASAC consists of a diverse collection of models and databases used by analysts and other individuals from the public and private sectors brought together to work on issues of common interest to organizations in the aviation community. ASAC also will be a resource available to the aviation community to analyze; inform; and assist scientists, engineers, analysts, and program managers in their daily work. The ASAC differs from previous NASA modeling efforts in that the economic behavior of buyers and sellers in the air transportation and aviation industries is central to its conception. Commercial air carriers, in particular, are an important stakeholder in this community. Therefore, to fully evaluate the implications of advanced aviation technologies, ASAC requires a flexible financial analysis tool that credibly links the technology of flight with the financial performance of commercial air carriers. By linking technical and financial information, NASA ensures that its technology programs will continue to benefit the user community.     Electronic Flight Bags (EFBs) have been approved for use by pilots in flight operations at many Part 121 air carriers in the United States since 2010. As an automated device replacing paper in the cockpit, there are many human factor issues that relate to operation of the EFB. EFBs have been cited in accidents and incidents worldwide in large, transport category aircraft. While the EFB was not cited as the main cause of the accident/incident, it has been listed as a contributing factor. This study looks at pilot perception related to the safety aspect of the EFB in flight operations at Part 121 carriers in the United States. It surveys pilots that utilize the device in daily, routine flight operations to determine their perception of the EFB. The study is followed with a survey of a small group of pilots to help explain the results and any correlation between the variables.

  15. Pilot error in air carrier accidents: does age matter?

    The relationship between pilot age and safety performance has been the subject of research and controversy since the "Age 60 Rule" became effective in 1960. This study aimed to examine age-related differences in the prevalence and patterns of pilot error in air carrier accidents. Investigation reports from the National Transportation Safety Board for accidents involving Part 121 operations in the United States between 1983 and 2002 were reviewed to identify pilot error and other contributing factors. Accident circumstances and the presence and type of pilot error were analyzed in relation to pilot age using Chi-square tests. Of the 558 air carrier accidents studied, 25% resulted from turbulence, 21% from mechanical failure, 16% from taxiing events, 13% from loss of control at landing or takeoff, and 25% from other causes. Accidents involving older pilots were more likely to be caused by turbulence, whereas accidents involving younger pilots were more likely to be taxiing events. Pilot error was a contributing factor in 34%, 38%, 35%, and 34% of the accidents involving pilots ages 25-34 yr, 35-44 yr, 45-54 yr, and 55-59 yr, respectively (p = 0.87). The patterns of pilot error were similar across age groups. Overall, 26% of the pilot errors identified were inattentiveness, 22% flawed decisions, 22% mishandled aircraft kinetics, and 11% poor crew interactions. The prevalence and patterns of pilot error in air carrier accidents do not seem to change with pilot age. The lack of association between pilot age and error may be due to the "safe worker effect" resulting from the rigorous selection processes and certification standards for professional pilots.

    Proposals for adapting modern airship technologies for military missions have mostly focused on exploiting the airships high flight endurance and low fuel requirement to conduct direct surveillance missions requiring high degrees of persistence over the areas to be observed. While this mission has value, it constrains the airship in two regards. (1) It places all the surveillance sensors, communication systems, and other mission equipment in the airship itself. (2) It requires the airship to be physically in the vicinity of the areas to be directly observed. A more advanced utilization of airship technology would be to add the capability to deploy a separate set of surveillance equipment, thereby enabling indirect and distributed observation operations. This can be undertaken by installing surveillance equipment in a squadron of unmanned aircraft systems (UAS) that can be carried and operated remotely from the airship, and then return to the airship as a base of support. This could be accomplished by deploying 20-30 UASs on an optionally manned (5 person crew) airship. The mission focus of the airship UAS carrier would be for support of distributed intelligence, surveillance and reconnaissance (ISR), close air support (CAS), maritime patrol and interdiction, electronic warfare (EW), persistent area dominance and missile defense. The logic for utilizing an airship carrier over a ground base to deploy UAS will be examined. Whether to be used as a stand-alone platform or in concert with conventional intelligence gathering techniques, the airship UAS carrier can provide the following benefits: a mobile base that will remain accessible despite political fallout which may render a ground base unavailable for use, the psychological impact of a power projection tool that has no geographical limits (imagined in the same way a naval carrier group projects power), cost-saving intelligence gathering over manned alternatives (assumption), and a wider area of influence when

  19. A comparative analysis of arranging in-flight oxygen aboard commercial air carriers.

    As air travel has become more commonplace in today's society, so too has air travel by oxygen-using individuals. Because there is little oversight or standardization of in-flight oxygen by the Federal Aviation Administration, individual airlines' policies and practices may vary greatly. On the premise that such variation may cause confusion by prospective air travelers, we undertook the current study to describe individual air carriers' policies and practices and to provide guidance to future air travelers. Data were collected by a series of telephone calls placed by the study investigators to all commercial air carriers listed in the 1997 Cleveland Metropolitan Yellow Pages. The callers were registered respiratory therapists who identified themselves as inexperienced oxygen-requiring travelers wishing to arrange in-flight oxygen for an upcoming trip. Standard questions were asked of each carrier that included the following: Did the carrier have a special "help desk" to assist with oxygen arrangements? What oxygen systems, liter flow options, and interface devices were available? What was the charge for oxygen? How was the charged determined? What documentation from the physician was required? How much notification was required by the airline before the actual flight? In addition to recording these responses, the total amount of time spent on the telephone by the caller was logged along with the number of telephone calls and number of people spoken to in arranging in-flight oxygen. To compare oxygen charges between airlines, we calculated charges based on a "standard trip," which was defined as a nonstop, round-trip lasting 6 h in which the traveler used a flow rate of 2 L/min. Of the 33 commercial air carriers listed in the directory, 11 were US-based carriers and 22 were international-based carriers. Seventy-six percent of the airlines offered in-flight oxygen.     Background Information about risk factors of aviation crashes is crucial for developing effective intervention programs. Previous studies assessing factors associated with crash risk were conducted primarily in general aviation, air taxis and commuter air carriers. Methods A matched case-control design was used to examine the associations of geographic region, basic weather condition, and pilot age with the risk of air carrier (14 CFR Part 121) crash involvement. Cases (n=373) were air carrier crashes involving aircraft made by Boeing, McDonnell Douglas, and Airbus, recorded in the National Transportation Safety Board’s aviation crash database during 1983 through 2002, and controls (n=746) were air carrier incidents involving aircraft of the same three makes selected at random from the Federal Aviation Administration’s aviation incident database. Each case was matched with two controls on the calendar year when the index crash occurred. Conditional logistic regression was used for statistical analysis. Results With adjustment for basic weather condition, pilot age, and total flight time, the risk of air carrier crashes in Alaska was more than three times the risk for other regions [adjusted odds ratio (OR) 3.18, 95% confidence interval (CI) 1.35 – 7.49]. Instrument meteorological conditions were associated with an increased risk for air carrier crashes involving pilot error (adjusted OR 2.26, 95% CI 1.15 – 4.44) and a decreased risk for air carrier crashes without pilot error (adjusted OR 0.57, 95% CI 0.40 – 0.87). Neither pilot age nor total flight time was significantly associated with the risk of air carrier crashes. Conclusions The excess risk of air carrier crashes in Alaska and the effect of adverse weather on pilot-error crashes underscore the importance of environmental hazards in flight safety.     Pilots' use of and responses to a traffic alert and collision-avoidance system (TCAS 2) in simulated air carrier line operations are discribed in Volume 1. TCAS 2 monitors the positions of nearby aircraft by means of transponder interrogation, and it commands a climb or descent which conflicting aircraft are projected to reach an unsafe closest point-of-approach within 20 to 25 seconds. A different level of information about the location of other air traffic was presented to each of three groups of flight crews during their execution of eight simulated air carrier flights. A fourth group of pilots flew the same segments without TCAS 2 equipment. Traffic conflicts were generated at intervals during the flights; many of the conflict aircraft were visible to the flight crews. The TCAS equipment successfully ameliorated the seriousness of all conflicts; three of four non-TCAS crews had hazardous encounters. Response times to TCAS maneuver commands did not differ as a function of the amount of information provided, nor did response accuracy. Differences in flight experience did not appear to contribute to the small performance differences observed. Pilots used the displays of conflicting traffic to maneuver to avoid unseen traffic before maneuver advisories were issued by the TCAS equipment. The results indicate: (1) that pilots utilize TCAS effectively within the response times allocated by the TCAS logic, and (2) that TCAS 2 is an effective collision avoidance device. Volume 2 contains the appendices referenced in Volume 1, providing details of the experiment and the results, and the text of two reports written in support of the program.

    Network science, or the art of describing system structure, may be useful for the analysis and control of large, complex systems. For example, networks exhibiting scale-free structure have been found to be particularly well suited to deal with environmental uncertainty and large demand growth. The National Airspace System may be, at least in part, a scalable network. In fact, the hub-and-spoke structure of the commercial segment of the NAS is an often-cited example of an existing scale-free network After reviewing the nature and attributes of scale-free networks, this assertion is put to the test: is commercial air carrier transportation in the United States well explained by this model? If so, are the positive attributes of these networks, e.g. those of efficiency, flexibility and robustness, fully realized, or could we effect substantial improvement? This paper first outlines attributes of various network types, then looks more closely at the common carrier air transportation network from perspectives of the traveler, the airlines, and Air Traffic Control (ATC). Network models are applied within each paradigm, including discussion of implied strengths and weaknesses of each model. Finally, known limitations of scalable networks are discussed. With an eye towards NAS operations, utilizing the strengths and avoiding the weaknesses of scale-free networks are addressed.

    The medium density air travel market was studied to determine the aircraft design and operational requirements. The impact of operational characteristics on the air travel system and the economic viability of the study aircraft were also evaluated. Medium density is defined in terms of numbers of people transported (20 to 500 passengers per day on round trip routes), and frequency of service ( a minumium of two and maximum of eight round trips per day) for 10 regional carriers. The operational characteristics of aircraft best suited to serve the medium density air transportation market are determined and a basepoint aircraft is designed from which tradeoff studies and parametric variations could be conducted. The impact of selected aircraft on the medium density market, economics, and operations is ascertained. Research and technology objectives for future programs in medium density air transportation are identified and ranked.

    Pilots' use of and responses to a traffic alert and collision-avoidance system (TCAS 2) in simulated air carrier line operations are described in Volume 1. TCAS 2 monitors the positions of nearby aircraft by means of transponder interrogation, and it commands a climb or descent when conflicting aircraft are projected to reach an unsafe closest point-of-approach within 20 to 25 seconds. A different level of information about the location of other air traffic was presented to each of three groups of flight crews during their execution of eight simulated air carrier flights. A fourth group of pilots flew the same segments without TCAS 2 equipment. Traffic conflicts were generated at intervals during the flights; many of the conflict aircraft were visible to the flight crews. The TCAS equipment successfully ameliorated the seriousness of all conflicts; three of four non-TCAS crews had hazardous encounters. Response times to TCAS maneuver commands did not differ as a function of the amount of information provided, nor did response accuracy. Differences in flight experience did not appear to contribute to the small performance differences observed. Pilots used the displays of conflicting traffic to maneuver to avoid unseen traffic before maneuver advisories were issued by the TCAS equipment. The results indicate: (1) that pilots utilize TCAS effectively within the response times allocated by the TCAS logic, and (2) that TCAS 2 is an effective collision avoidance device. Volume II contains the appendices referenced in Volume I, providing details of the experiment and the results, and the text of two reports written in support of the program.

  10. Modifying Ship Air-Wake Vortices for Aircraft Operations

    Columnar-vortex generators (CVG) have been proposed as means to increase the safety of takeoffs and landings of aircraft on aircraft or helicopter carriers and other ships at sea. According to the proposal, CVGs would be installed at critical edge locations on ships to modify the vortices in the air wakes of the ships. The desired effects of modifications are to smooth airflows over takeoff and landing deck areas and divert vortices from takeoff and landing flight paths. With respect to aircraft operations, the wake flows of primary interest are those associated with the bow and side edges of aircraft-carrier decks and with superstructures of ships in general (see Figure 1). The bow and deck-edge vortices can adversely affect airplane and helicopter operations on carriers, while the superstructure wakes can primarily affect operations of helicopters. The concept of the CVG is not new; what is new is the proposed addition of CVGs to ship structures to effect favorable modifications of air wakes. Figure 2 depicts a basic CVG, vertical and horizontal CVGs installed on a simple superstructure, and horizontal CVGs installed on the bow and deck edges. The vertical CVGs would be closed at the deck but open at the top. Each horizontal CVG would be open at both ends. The dimensions of the CVGs installed on the aft edges of the superstructure would be chosen so that the portion of the flow modified by the vertical CVGs would interact synergistically with the portion of the flow modified by the horizontal CVG to move the air wake away from the takeoff-and-landing zone behind the superstructure. The deck-edge CVGs would be mounted flush with, and would extend slightly ahead of the bow of, the flight deck. The overall length of each tube would exceed that of the flight deck. Each deck-edge CVG would capture that portion of the airflow that generates a deck-edge vortex and would generate a columnar vortex of opposite sense to that of the unmodified vortex.   19. Carrier air wing mishap reduction using a human factors classification system and risk management.

    In 1998, the Navy's center of excellence for advanced air wing combat operations, namely the Naval Strike and Air Warfare Center (NSAWC), had a spike in Class A flight mishaps. The spike triggered an intense review of prior mishaps and current mishap-reduction practices using the Human Factors Analysis and Classification System (HFACS). The review resulted in NSAWC instituting a comprehensive multifactorial mishap reduction plan applying Operational Risk Management (ORM) precepts. This is a nonrandomized investigational study with use of a historical comparison population. The Class A mishap rate per flight hour covering 10 yr prior to the mishap reduction efforts was estimated and compared to the Class A mishap rate per flight hour for the 10 yr after implementation using Poisson regression. Combined Fleet and NSAWC data shows a 27% reduction in mishap rate, but the 21% reduction in the Fleet alone was not statistically significant. The mishap reduction at NSAWC was statistically significant with an 84% reduction. Fallon carrier air wing mishap rates post-ORM mishap reduction efforts are approaching those seen in the Fleet, but are still elevated overall (3.7 vs. 2.4). The incidence rate ratio was 80% lower at Fallon than the rest of the Fleet, indicating a significantly greater reduction in NSAWC air wing mishaps and suggests focused aviation mishap reduction efforts in similar circumstances could result in similar reductions.

(1) Navy aircraft operate from carriers at sea imposes a broad spectrum of physical conditions, constraints, and requirements ranging from the harsh sea environment, the space limitations of a carrier, takeoff and landing requirements as well as for endurance at long distances from the carrier. (2) Because the carrier and its airwing are intended to be capable of responding to a broad range of contingencies, mission flexibility is essential (maximum weapon carriage, rapid reconfiguration, multiple mission capability). (3) The embarked aircraft provides the long range defense of the battle group against air, surface and subsurface launched antiship missiles. (4) The carrier and its aircraft must operate independently and outside of normal supply lines. Taking into account these aspects, the use of composite materials in the design and performance of naval aircraft is outlined, also listing advantages and disadvantages.

    Many interventions have been implemented in recent decades to reduce pilot error in flight operations. This study aims to identify longitudinal trends in the prevalence and patterns of pilot error and other factors in U.S. air carrier mishaps. National Transportation Safety Board investigation reports were examined for 558 air carrier mishaps during 1983-2002. Pilot errors and circumstances of mishaps were described and categorized. Rates were calculated per 10 million flights. The overall mishap rate remained fairly stable, but the proportion of mishaps involving pilot error decreased from 42% in 1983-87 to 25% in 1998-2002, a 40% reduction. The rate of mishaps related to poor decisions declined from 6.2 to 1.8 per 10 million flights, a 71% reduction; much of this decrease was due to a 76% reduction in poor decisions related to weather. Mishandling wind or runway conditions declined by 78%. The rate of mishaps involving poor crew interaction declined by 68%. Mishaps during takeoff declined by 70%, from 5.3 to 1.6 per 10 million flights. The latter reduction was offset by an increase in mishaps while the aircraft was standing, from 2.5 to 6.0 per 10 million flights, and during pushback, which increased from 0 to 3.1 per 10 million flights. Reductions in pilot errors involving decision making and crew coordination are important trends that may reflect improvements in training and technological advances that facilitate good decisions.     The air transport has suffered a remarkable transformation over the past decade. Thewaywe travel today is quite different from how we did ten years ago. Due to the rise of low cost carriers, the market of air transportation has been constantly changing and presently witnessing the transformation of legacy carriers in order to manage to continue operating. The main purpose of thiswork is to show the differences in efficiency for different performance areas on a case study comprised of six different airline carriers, legacy and low cost, using a Multi Criteria Decision Making (MCDA) tool - Measuring Attractiveness by a Category Based Evaluation Technique (MACBETH). With the results obtained in this study, it is expected to show the work that is being carried out to obtain a model that would measure the efficiency of one or various airline companies in a defined period of time, using a set of performance indicators, to which specialists in the area previously have given weights.

    Increasing capacity of mobile networks is a real challenge due to rapid increasing of traffic demands and spectrum scarcity. Carrier aggregation technology is aimed to increase the user data rate by combining the throughput of few spectrum bands, even if they are not physically collocated. Utilization of unlicensed Wi-Fi 5 GHz band for mobile transmission opens new perspectives for carrier aggregation due to vast amount of spectrum range, which can be available for aggregation to supplement data rates for end users. There are many solutions proposed to enable mobile data transmission in unlicensed band without disturbing interference for the existing Wi-Fi users. The paper presents a new approach for opportunistic carrier aggregation in licensed and unlicensed band for multi-operator 5G network. It allows multiple network operators to utilize unlicensed spectrum opportunistically if it is not currently used by Wi-Fi or other mobile network operators. Performance of the proposed approach has been simulated in case of two competing operators. Simulation results reveal that applying the proposed method ensures achieving satisfactory performance of carrier aggregation for the case of two network operators.

The ability of airspace users to select their own routes, so called "free-flight", and to more actively manage their fleet operations for maximum economic advantage are receiving great attention. A first step toward greater airspace user and service provider collaboration is information sharing. In this work, arrival scheduling and airspace management data generated by the NASA/FAA Center/TRACON Automation System (CTAS) and used by the FAA service provider is shared with an airline with extensive operations within the CTAS operational domain. The design and development of a specialized airline CTAS "repeater" system is described, as well as some preliminary results of the impact and benefits of this information on the air carrier's operations. FAA controller per aircraft scheduling information, such as that provided by CTAS, has never before been shared in real-time with an airline. Expected airline benefits include improved fleet planning and arrival gate management, more informed "hold-go" decisions, and avoidance of costly aircraft diversions to alternate airports when faced with uncertain airborne arrival delays.

    Delay in the air transport occurs when passengers, baggage or cargo do not arrive at their destination at the time indicated in the contract of carriage. The causes of delay in the carriage of passengers are booking errors or double booking, delayed departure of aircraft, incorrect information regarding the time of departure, failure to land at the scheduled destination and changes in flight schedule or addition of extra landing stops. Delay in the carriage of baggage or cargo may have different causes: no reservation, lack of space, failure to load the baggage or cargo at the right place, or to deliver the covering documents at the right place. The Montreal Convention of 1999 Article 19 provides that 'The carrier is liable for damage occasioned by delay in the carriage by air of passengers, baggage or cargo. Nevertheless, the carder shall not be liable for damage occasioned by delay if it proves that it and its servants and agents took all measures that could reasonably be required to avoid the damage or that it was impossible for it or them to take such measures'. The Montreal Convention Article 22 provides liability limits of the carrier in case of delay for passengers and their baggage and for cargo. In the carriage of persons, the liability of the carrier for each passenger is limited to 4,150 SDR. In the carriage of baggage, the liability of the carrier is limited to 1,000 SDR for each passenger unless a special declaration as to the value of the baggage has been made. In the carriage of cargo, the liability of the carrier is limited to 17 SDR per kilogram unless a special declaration as to the value of the cargo has been made. The Montreal Convention Article 19 has shortcomings: it is silent on the duration of the liability for carriage,andit does not make any distinction between persons and good.     To meet its objective of assisting the U.S. aviation industry with the technological challenges of the future, NASA must identify research areas that have the greatest potential for improving the operation of the air transportation system. To accomplish this, NASA is building an Aviation System Analysis Capability (ASAC). The ASAC differs from previous NASA modeling efforts in that the economic behavior of buyers and sellers in the air transportation and aviation industries is central to its conception. To link the economics of flight with the technology of flight, ASAC requires a parametrically based model with extensions that link airline operations and investments in aircraft with aircraft characteristics. This model also must provide a mechanism for incorporating air travel demand and profitability factors into the airlines' investment decisions.     Chemical Looping Combustion (CLC) could totally negate the necessity of pure oxygen by using oxygen carriers for purification of CO{sub 2} stream during combustion. It splits the single fuel combustion reaction into two linked reactions using oxygen carriers. The two linked reactions are the oxidation of oxygen carriers in the air reactor using air, and the reduction of oxygen carriers in the fuel reactor using fuels (i.e. coal). Generally metal/metal oxides are used as oxygen carriers and operated in a cyclic mode. Chemical looping combustion significantly improves the energy conversion efficiency, in terms of the electricity generation, because it improvesmore » the reversibility of the fuel combustion process through two linked parallel processes, compared to the conventional combustion process, which is operated far away from its thermo-equilibrium. Under the current carbon-constraint environment, it has been a promising carbon capture technology in terms of fuel combustion for power generation. Its disadvantage is that it is less mature in terms of technological commercialization. In this DOE-funded project, accomplishment is made by developing a series of advanced copper-based oxygen carriers, with properties of the higher oxygen-transfer capability, a favorable thermodynamics to generate high purity of CO{sub 2}, the higher reactivity, the attrition-resistance, the thermal stability in red-ox cycles and the achievement of the auto-thermal heat balance. This will be achieved into three phases in three consecutive years. The selected oxygen carriers with final-determined formula were tested in a scaled-up 10kW coal-fueled chemical looping combustion facility. This scaled-up evaluation tests (2-day, 8-hour per day) indicated that, there was no tendency of agglomeration of copper-based oxygen carriers. Only trace-amount of coke or carbon deposits on the copper-based oxygen carriers in the fuel reactor. There was also no evidence to show the sulphidization of

    This study investigates the potential effects of Very Light Jet (VLJ) air taxi operations adding to delays experienced by commercial passenger air transportation in the year 2025. The affordable cost relative to existing business jets and ability to use many of the existing small, minimally equipped, but conveniently located airports is projected to stimulate a large demand for the aircraft. The resulting increase in air traffic operations will mainly be at smaller airports, but this study indicates that VLJs have the potential to increase further the pressure of demand at some medium and large airports, some of which are already operating at or near capacity at peak times. The additional delays to commercial passenger air transportation due to VLJ air taxi operations are obtained from simulation results using the Airspace Concepts Evaluation System (ACES) simulator. The direct increase in operating cost due to additional delays is estimated. VLJs will also cause an increase in traffic density, and this study shows increased potential for conflicts due to VLJ operations.

    The aim of this study was to show the influence of air conditioning control for microbial contamination of air inside the operating theatres equipped with correctly working air-conditioning system. This work was based on the results of bacteria and fungi concentration in hospital air obtained since 2001. Assays of microbial air purity conducted on atmospheric air in parallel with indoor air demonstrated that air filters applied in air-conditioning systems worked correctly in every case. To show the problem of fluctuation of bacteria concentration more precisely, every sequences of single results from successive measure series were examined independently.

    Fuel is a major cost expense for air carriers. A typical airline spends 10% of its operating budget on the purchase of jet fuel, which even exceeds its expenditures on aircraft acquisitions. Thus, it is imperative that fuel consumption be managed as wisely as possible. The implementation of Flight Operations Quality Assurance (FOQA) programs at airlines may be able to assist in this management effort. The purpose of the study is to examine the literature regarding fuel consumption by air carriers, the literature related to air carrier fuel conservation efforts, and the literature related to the appropriate statistical methodologies to analyze the FOQA-derived data.

    Irregular operations involve disruption of scheduled airline operations. They ate of concern to the carriers because they cost money, require personnel effort, and may harm customer good will. Irregular operations may result from aircraft system malfunctions that take planes out of service or result in cancellations, Might system problems or passenger medical emergencies that require diversions, local airport problems that may close down a runway, or weather systems that restrict flow into airports or regions. At the heart of responding to irregular operations is distributed decision making by members of airline operations centers, pilots, and the air traffic control system. Six U.S. carriers participated in a study in which we observed strategies used by operations center personnel to handle various classes of irregular operations. We focused on situations that are most disruptive to regular operations and are most difficult to cope with. We also sought to identify classes of events that would be most affected by changes in the air traffic management system. How a carrier deals with disruptions to its schedule reflects its philosophy and primary goals, as well as its resources. Size and type of operations (short or long-haul) determine which problems have priority. Each airline has different technological support tools to aid in flight planning and replanning, and some carriers have established contingency procedures for coping with various situations. We also examined differences in extent and type of interaction between ABC personnel and various elements of the air traffic system as they managed various problems: who interacts with AM what situations prompt interaction, how often these occur, and the outcomes and Perceived benefits. Use of the expanded NRP program was also studied, along with its advantages to the individual companies. These estimates were made for each one hour interval of a summer weekday in 1977. The contributions of both general aviation (personal and business aircraft) and certified air carriers (scheduled airliners) were considered.     Charge carrier concentration in operating organic field-effect transistors (OFETs) reflects the electric potential within the channel, acting as a key quantity to clarify the operation mechanism of the device. Here, we demonstrate a direct determination of charge carrier concentration in the operating devices of pentacene and poly(3-hexylthiophene) (P3HT) by field-induced electron spin resonance (FI-ESR) spectroscopy. This method sensitively detects polarons induced by applying gate voltage, giving a clear FI-ESR signal around g=2.003 in both devices. Upon applying drain-source voltage, carrier concentration decreases monotonically in the FET linear region, reaching about 70% of the initial value at the pinch-off point, and stayed constant in the saturation region. The observed results are reproduced well from the theoretical potential profile based on the gradual channel model. In particular, the carrier concentration at the pinch-off point is calculated to be β/(β+1) of the initial value, where β is the power exponent in the gate voltage (Vgs) dependence of the mobility (μ), expressed as μ∝Vgsβ-2, providing detailed information of charge transport. The present devices show β=2.6 for the pentacene and β=2.3 for the P3HT cases, consistent with those determined by transfer characteristics. The gate voltage dependence of the mobility, originating from the charge trapping at the device interface, is confirmed microscopically by the motional narrowing of the FI-ESR spectra.
