    Degradation of air quality in Asia due to economic growth during Past two decades is evident. The World Bank with its new mandate for sustainable development is working with Asian Governments to reverse the trend. This paper briefly describes initiatives called URBAIR and RAINS-ASIA. Urban Air Quality Strategy in Asia (URBAIR) program seeks to assist governments and the private sector in developing tools to identify immediate and long-term actions to restore air quality in Asian cities. The URBAIR program, conducted for four selected cities (Bombay, Jakarta, Kathmandu, Manila). Since air pollution management in Asian cities is in a preliminary stage, there is need to develop a comprehensive Action Plan as a framework for preparing the Air Quality Management Strategy in each city. In preparing this Action Plan, URBAIR has identified the main aspects of air pollution in the cities. These include major pollutants, their sources, and their health and economic impacts. Air quality models have been evaluated and adapted to the data available for these cities, and monitoring needs identified. An Action Plan has been proposed by the city based working groups for a comprehensive Air Quality Management Strategy.

    The Air Force Command Core System (CCS) is an integrated, activity-based risk management system designed to support the information needs of Environment, Safety, and Occupational Health (ESOH) professionals. These professionals are responsible for managing a complex and often dynamic set of requirements, and therefore, have a need for an information system that can readily be customized to meet their specific needs. This dynamic environment also drives the need for flexibility in the system. The Air Program Information Management System (APIMS) is a module within CCS designed to not only manage permit compliance and emission inventories, but also support the monitoring, recordkeeping, and reporting requirements related to air quality issues. This paper will describe the underlying foundation of CCS, the information linkages within the database, and then summarize the functionality available within the APIMS module to support the Air Quality Managers' information needs, placing emphasis on the flexibility the system provides to manage Title V Operating Permits.

  4. Implementing a Compressed Air System Leak Management Program at an Automotive Plant (Visteon's Monroe Plant)

    The energy team at Visteon’s Monroe plant, formerly owned by Ford Motor Company, implemented an ongoing compressed air system leak management program. The team developed an approach that combined a traditional “find and fix” effort with an innovative implementation and marketing program. As a result of the leak management program, compressed air system consumption was reduced by more than 50% on a per production unit basis.

    Observations of adverse effects of air pollution on public health, illustrated by the London smog events in the 1950s, led to legislation in the United States requiring development of federal, state, and local air quality management programs. The implementation of management programs has resulted in significant reductions in air pollutant emissions from stationary and mobile sources and hence their ambient concentrations and associated health risks. Evidence of benefits from improvements in air quality can be identified from studies in which rapid changes in air quality have occurred. Health risk assessment and benefits estimates also can be predictive, resulting in mean estimates of avoided mortality in excess of many thousands of cases per year as a result of implementation of air quality management programs in the United States.   6. A fuzzy fractional chance-constrained programming model for air quality management under uncertainty

    A fuzzy fractional chance-constrained programming model (FFCCPM) was developed for dealing with air quality management under uncertainty. FFCCPM integrates a fractional programming model and a double-sided fuzzy chance-constrained programming model. It considers the ratio between total treated pollutant amounts and system cost in the objective function; the constraints with fuzzy variables can be satisfied under some predetermined confidence levels and reliability scenarios. The air quality management system in Fengrun district, Tangshan City, China, was used to demonstrate the applicability of the proposed method. The obtained results indicated that the proposed model was suitable in describing and providing an overview of a studied management system for decision makers, generating various cost-effective air pollution-abatement alternatives. The strategy with a balance between system economy and reliability was recommended for decision makers. The successful application of FFCCPM in Fengrun district provides a good example of real-world regional air quality management.

  7. A two-stage inexact joint-probabilistic programming method for air quality management under uncertainty.

    A two-stage inexact joint-probabilistic programming (TIJP) method is developed for planning a regional air quality management system with multiple pollutants and multiple sources. The TIJP method incorporates the techniques of two-stage stochastic programming, joint-probabilistic constraint programming and interval mathematical programming, where uncertainties expressed as probability distributions and interval values can be addressed. Moreover, it can not only examine the risk of violating joint-probability constraints, but also account for economic penalties as corrective measures against any infeasibility. The developed TIJP method is applied to a case study of a regional air pollution control problem, where the air quality index (AQI) is introduced for evaluation of the integrated air quality management system associated with multiple pollutants. The joint-probability exists in the environmental constraints for AQI, such that individual probabilistic constraints for each pollutant can be efficiently incorporated within the TIJP model. The results indicate that useful solutions for air quality management practices have been generated; they can help decision makers to identify desired pollution abatement strategies with minimized system cost and maximized environmental efficiency.     In this study, a hybrid two-stage fuzzy-stochastic robust programming (TFSRP) model is developed and applied to the planning of an air-quality management system. As an extension of existing fuzzy-robust programming and two stage stochastic programming methods, the TFSRP can explicitly address complexities and uncertainties of the study system without unrealistic simplifications. Uncertain parameters can be expressed as probability density and/or fuzzy membership functions, such that robustness of the optimization efforts can be enhanced. Moreover, economic penalties as corrective measures against any infeasibilities arising from the uncertainties are taken into account. This method can, thus, provide a linkage to predefined policies determined by authorities that have to be respected when a modeling effort is undertaken. In its solution algorithm, the fuzzy decision space can be delimited through specification of the uncertainties using dimensional enlargement of the original fuzzy constraints. The developed model is applied to a case study of regional air quality management at two coal-fired power plants considered as major sulfur dioxide emission sources. The results indicate that reasonable solutions have been obtained. The solutions can be used for further generating pollution-mitigation alternatives with minimized system costs and for providing a more solid support for sound environmental decisions. 61 refs., 7 figs., 6 tabs.

  10. Synchronic interval Gaussian mixed-integer programming for air quality management.

    To reveal the synchronism of interval uncertainties, the tradeoff between system optimality and security, the discreteness of facility-expansion options, the uncertainty of pollutant dispersion processes, and the seasonality of wind features in air quality management (AQM) systems, a synchronic interval Gaussian mixed-integer programming (SIGMIP) approach is proposed in this study. A robust interval Gaussian dispersion model is developed for approaching the pollutant dispersion process under interval uncertainties and seasonal variations. The reflection of synchronic effects of interval uncertainties in the programming objective is enabled through introducing interval functions. The proposition of constraint violation degrees helps quantify the tradeoff between system optimality and constraint violation under interval uncertainties. The overall optimality of system profits of an SIGMIP model is achieved based on the definition of an integrally optimal solution. Integer variables in the SIGMIP model are resolved by the existing cutting-plane method. Combining these efforts leads to an effective algorithm for the SIGMIP model. An application to an AQM problem in a region in Shandong Province, China, reveals that the proposed SIGMIP model can facilitate identifying the desired scheme for AQM. The enhancement of the robustness of optimization exercises may be helpful for increasing the reliability of suggested schemes for AQM under these complexities. The interrelated tradeoffs among control measures, emission sources, flow processes, receptors, influencing factors, and economic and environmental goals are effectively balanced. Interests of many stakeholders are reasonably coordinated. The harmony between economic development and air quality control is enabled. Results also indicate that the constraint violation degree is effective at reflecting the compromise relationship between constraint-violation risks and system optimality under interval uncertainties.     Seal technology development is an important part of the Air Force's participation in the Integrated High Performance Turbine Engine Technology (IHPTET) initiative, the joint DOD, NASA, ARPA, and industry endeavor to double turbine engine capabilities by the turn of the century. Significant performance and efficiency improvements can be obtained through reducing internal flow system leakage, but seal environment requirements continue to become more extreme as the engine thermodynamic cycles advance towards these IHPTET goals. Seal technology continues to be pursued by the Air Force to control leakage at the required conditions. This presentation briefly describes current seal research and development programs and gives a summary of seal applications in demonstrator and developmental engines.

    I flew to Washington last week, a trip rich in distributed information management. Buying tickets, at the gate, in flight, landing and at the baggage claim, myriad messages about my reservation, the weather, our flight plans, gates, bags and so forth flew among a variety of travel agency, airline and Federal Aviation Administration (FAA) computers and personnel. By and large, each kind of information ran on a particular application, often specialized to own data formats and communications network. I went to Washington to attend an FAA meeting on System-Wide Information Management (SWIM) for the National Airspace System (NAS) (http://www.nasarchitecture.faa.gov/Tutorials/NAS101.cfm). NAS (and its information infrastructure, SWIM) is an attempt to bring greater regularity, efficiency and uniformity to the collection of stovepipe applications now used to manage air traffic. Current systems hold information about flight plans, flight trajectories, weather, air turbulence, current and forecast weather, radar summaries, hazardous condition warnings, airport and airspace capacity constraints, temporary flight restrictions, and so forth. Information moving among these stovepipe systems is usually mediated by people (for example, air traffic controllers) or single-purpose applications. People, whose intelligence is critical for difficult tasks and unusual circumstances, are not as efficient as computers for tasks that can be automated. Better information sharing can lead to higher system capacity, more efficient utilization and safer operations. Better information sharing through greater automation is possible though not necessarily easy.

    The PMA205 (Program Manager Air 205) Network Technical Library at the Oak Ridge National Laboratory (ORNL) contains documents relating to US Department of Defense standards for computer-based training technology and training and American National Standards Institute international standards for user interfaces and Computer-Aided Acquisition and Logistic Support. The collection emphasizes supporting research in instructional system design, software engineering, user system interfaces, human factors engineering, and cognitive psychology as it differentiates between higher and lower cognitive tasking. The collection currently consists of about 670 documents of various types. These include military standards and specifications, reports, conference proceedings, dissertations, technical manuals, books, journal articles, and military instructions and directives. The documents have been added to the library as the result of literature searches and personal submission from team members. It is a selective collection and not a comprehensive one. A database, written in Procite/PC, contains the cataloged holdings of the library. Each record contains the bibliographic information and an abstract. The database provides access to information in the records by either full text searches using Boolean logic or individual field searching. One-word quick searches'' can be performed on the date, title, or author fields. The browsing capability for retrieved items is by full record or brief format. Search results can be read from the screen, printed to hard copy, or transferred to a disk file for later use. Disks containing the database and printed bibliographies are available to PMA205 network team members upon request.

  3. Clean Air Act Title III accidental emission release risk management program, and how it applies to landfills

    On June 20, 1996, EPA promulgated regulations pursuant to Title III of the Clean Air Act (CAA) Amendments of 1990 (Section 112(r)(7) of the CAA). The rule, contained in 40 CFR Part 68, is called Accidental Release Prevention Requirements: Risk Management Programs, and is intended to improve accident prevention and emergency response practices at facilities that store and/or use hazardous substances. Methane is a designated highly hazardous chemical (HHC) under the rule. The rule applies to facilities that have 10,000 pounds of methane or more in any process, roughly equivalent to about 244,000 cubic feet of methane. The US EPA has interpreted this threshold quantity as applying to landfill gas within landfills. This paper presents an overview of the Accidental Release Prevention regulations, and how landfills are affected by the requirements. This paper describes methodologies for calculating the threshold quantity of landfill gas in a landfill. Methane is in landfill gas as a mixture. Because landfill gas can burn readily, down to concentrations of about five percent methane, the entire landfill gas mixture must be treated as the regulated substance, and counts toward the 10,000-pound threshold. It is reasonable to assume that the entire landfill gas collection system, active or passive, is filled with landfill gas, and that a calculation of the volume of the system would be a calculation of the landfill gas present in the process on the site. However, the US EPA has indicated that there are some instances in which pore space gas should be included in this calculation. This paper presents methods available to calculate the amount of pore space gas in a landfill, and how to determine how much of that gas might be available for an explosion. The paper goes through how to conduct the release assessment to determine the worst-case hazard zone around the landfill.

    Method and system for evaluating and implementing air traffic management tools and approaches for managing and avoiding an air traffic incident before the incident occurs. The invention provides flight plan routing and direct routing or wind optimal routing, using great circle navigation and spherical Earth geometry. The invention provides for aircraft dynamics effects, such as wind effects at each altitude, altitude changes, airspeed changes and aircraft turns to provide predictions of aircraft trajectory (and, optionally, aircraft fuel use). A second system provides several aviation applications using the first system. These applications include conflict detection and resolution, miles-in trail or minutes-in-trail aircraft separation, flight arrival management, flight re-routing, weather prediction and analysis and interpolation of weather variables based upon sparse measurements.

    Staff at the Ford Van Dyke Transmission Plant in Sterling Heights, Michigan, have increased the efficiency of the plant's compressed air system to enhance its performance while saving energy and improving production. After plant staff identified opportunities for system improvements, a qualified instructor from a U.S. Department of Energy (DOE) Allied Partner, Scales Air Compressor Corporation, helped to clarify several of them. The resulting improvement measures are yielding energy savings for compressed air of more than 1 million kWh; energy and maintenance cost savings total $165,000. The total cost of planned upgrades and other measures was $336,000, for a 2-year simple payback.

    The first of several state-of-the-art sampling instruments to monitor acid fog in the South Coast Air Basin on an on-going basis has been in stalled in Rubidoux by the South Coast Air Quality Management District. The automated equipment, called the Caltech Active Strand Collector (CASC), is part of a long-term acid fog monitoring program developed by AQMD. The collecting process involves drawing a fog-laden air sample into the collector where fog droplets strike a series of teflon strands and run down to a collection trough. The sample is then sent to AQMD's laboratory to determine acidity and chemical composition. The monitoring equipment will be moved to Pomona later this winter, and to Crestline in the spring. Following this initial evaluation period, additional CASC units will be sited in the region.

    The Dairy Herd Management Program has served both dairymen and veterinarians very well over the past several years under a variety of conditions. A number of veterinarians have used the Dairy Herd Management Program to provide computerized dairy record service to their clients. In many of these situations, clients have decided to purchase a computer system of their own after discovering the value of having improved, computerized dairy records. The Dairy Herd Management Program is able to efficiently handle data from large dairies without disrupting daily record-keeping routines. With this data, useful reports are generated that measure actual reproductive performance against target levels or goals. Because the Dairy Herd Management Program focuses on specific time intervals and includes data from culled cows, trends or drops in reproductive performance are more quickly detected so that corrective action can be taken to minimize economic losses. The Dairy Herd Management Program's strong points include batch entry of data, an inclusive yet flexible Vet Check List of cows to be examined, and a detailed, comprehensive Reproductive Summary report. Its major weakness is the lack of a custom report generator for specific situations or conditions. This problem is being addressed in the new version. With the improvements scheduled for the new version, the Dairy Herd Management Program should be able to meet all of the needs of dairy managers and veterinarians alike, as well as become a powerful tool for conducting dairy reproductive field trials and research. The PMT provides planning and management support for implementing NASA programmatic and project management processes and requirements. It provides an online environment for program and line management to develop, communicate, and manage their programs, projects, and tasks in a comprehensive tool suite. The information managed by use of the PMT can include monthly reports as well as data on goals, deliverables, milestones, business processes, personnel, task plans, monthly reports, and budgetary allocations. The PMT provides an intuitive and enhanced Web interface to automate the tedious process of gathering and sharing monthly progress reports, task plans, financial data, and other information on project resources based on technical, schedule, budget, and management criteria and merits. The PMT is consistent with the latest Web standards and software practices, including the use of Extensible Markup Language (XML) for exchanging data and the WebDAV (Web Distributed Authoring and Versioning) protocol for collaborative management of documents.     Methods for evaluating and implementing air traffic management tools and approaches for managing and avoiding an air traffic incident before the incident occurs. A first system receives parameters for flight plan configurations (e.g., initial fuel carried, flight route, flight route segments followed, flight altitude for a given flight route segment, aircraft velocity for each flight route segment, flight route ascent rate, flight route descent route, flight departure site, flight departure time, flight arrival time, flight destination site and/or alternate flight destination site), flight plan schedule, expected weather along each flight route segment, aircraft specifics, airspace (altitude) bounds for each flight route segment, navigational aids available. The invention provides flight plan routing and direct routing or wind optimal routing, using great circle navigation and spherical Earth geometry. The invention provides for aircraft dynamics effects, such as wind effects at each altitude, altitude changes, airspeed changes and aircraft turns to provide predictions of aircraft trajectory (and, optionally, aircraft fuel use). A second system provides several aviation applications using the first system. Several classes of potential incidents are analyzed and averted, by appropriate change en route of one or more parameters in the flight plan configuration, as provided by a conflict detection and resolution module and/or traffic flow management modules. These applications include conflict detection and resolution, miles-in trail or minutes-in-trail aircraft separation, flight arrival management, flight re-routing, weather prediction and analysis and interpolation of weather variables based upon sparse measurements.     Having worked in the Employees and Commercial Payments Branch of the Financial Management Division for the past 3 summers, I have seen the many changes that have occurred within the NASA organization. As I return each summer, I find that new programs and systems have been adapted to better serve the needs of the Center and of the Agency. The NASA Agency has transformed itself the past couple years with the implementation of the Integrated Financial Management Program (IFMP). IFMP is designed to allow the Agency to improve its management of its Financial, Physical, and Human Resources through the use of multiple enterprise module applications. With my mentor, Joseph Kan, being the branch chief of the Employees and Commercial Payments Branch, I have been exposed to several modules, such as Travel Manager, WebTads, and Core Financial/SAP, which were implemented in the last couple of years under the IFMP. The implementation of these agency-wide systems has sometimes proven to be troublesome. Prior to IFMP, each NASA Center utilizes their own systems for Payroll, Travel, Accounts Payable, etc. But with the implementation of the Integrated Financial Management Program, all the "legacy" systems had to be eliminated. As a result, a great deal of enhancement and preparation work is necessary to ease the transformation from the old systems to the new. All this work occurs simultaneously; for example, e-Payroll will "go live" in several months, but a system like Travel Manager will need to have information upgraded within the system to meet the requirements set by Headquarters. My assignments this summer have given me the opportunity to become involved with such work. So far, I have been given the opportunity to participate in projects resulting from a congressional request, several bankcard reconciliations, updating routing lists for Travel Manager, updating the majordomo list for Travel Manager approvers and point of contacts, and a NASA Headquarters project involving

  12. Dynamic Flow Management Problems in Air Transportation

    In 1995, over six hundred thousand licensed pilots flew nearly thirty-five million flights into over eighteen thousand U.S. airports, logging more than 519 billion passenger miles. Since demand for air travel has increased by more than 50% in the last decade while capacity has stagnated, congestion is a problem of undeniable practical significance. In this thesis, we will develop optimization techniques that reduce the impact of congestion on the national airspace. We start by determining the optimal release times for flights into the airspace and the optimal speed adjustment while airborne taking into account the capacitated airspace. This is called the Air Traffic Flow Management Problem (TFMP). We address the complexity, showing that it is NP-hard. We build an integer programming formulation that is quite strong as some of the proposed inequalities are facet defining for the convex hull of solutions. For practical problems, the solutions of the LP relaxation of the TFMP are very often integral. In essence, we reduce the problem to efficiently solving large scale linear programming problems. Thus, the computation times are reasonably small for large scale, practical problems involving thousands of flights. Next, we address the problem of determining how to reroute aircraft in the airspace system when faced with dynamically changing weather conditions. This is called the Air Traffic Flow Management Rerouting Problem (TFMRP) We present an integrated mathematical programming approach for the TFMRP, which utilizes several methodologies, in order to minimize delay costs. In order to address the high dimensionality, we present an aggregate model, in which we formulate the TFMRP as a multicommodity, integer, dynamic network flow problem with certain side constraints. Using Lagrangian relaxation, we generate aggregate flows that are decomposed into a collection of flight paths using a randomized rounding heuristic.     Regional air pollution is a major concern for almost every country because it not only directly relates to economic development, but also poses significant threats to environment and public health. In this study, an inexact fuzzy-chance-constrained air quality management model (IFAMM) was developed for regional air quality management under uncertainty. IFAMM was formulated through integrating interval linear programming (ILP) within a fuzzy-chance-constrained programming (FCCP) framework and could deal with uncertainties expressed as not only possibilistic distributions but also discrete intervals in air quality management systems. Moreover, the constraints with fuzzy variables could be satisfied at different confidence levels such that various solutions with different risk and cost considerations could be obtained. The developed model was applied to a hypothetical case of regional air quality management. Six abatement technologies and sulfur dioxide (SO2) emission trading under uncertainty were taken into consideration. The results demonstrated that IFAMM could help decision-makers generate cost-effective air quality management patterns, gain in-depth insights into effects of the uncertainties, and analyze tradeoffs between system economy and reliability. The results also implied that the trading scheme could achieve lower total abatement cost than a nontrading one. PMID:20681428

    As government funding grows scarce, competition between the national laboratories is increasing dramatically. In this era of tougher competition, there is no for resistance to change. There must instead be a uniform commitment to improving the overall quality of our products (research and technology) and an increased focus on our customers` needs. There has been an ongoing effort to bring the principles of total quality management (TQM) to all Energy Systems employees to help them better prepare for future changes while responding to the pressures on federal budgets. The need exists for instituting a vigorous program of education and training to an understanding of the techniques needed to improve and initiate a change in organizational culture. The TQM facilitator is responsible for educating the work force on the benefits of self-managed work teams, designing a program of instruction for implementation, and thus getting TQM off the ground at the worker and first-line supervisory levels so that the benefits can flow back up. This program plan presents a conceptual model for TQM in the form of a hot air balloon. In this model, there are numerous factors which can individually and collectively impede the progress of TQM within the division and the Laboratory. When these factors are addressed and corrected, the benefits of TQM become more visible. As this occurs, it is hoped that workers and management alike will grasp the ``total quality`` concept as an acceptable agent for change and continual improvement. TQM can then rise to the occasion and take its rightful place as an integral and valid step in the Laboratory`s formula for survival.

Supporting this mission typically requires large quantities of stockpiled potentially hazardous materials. Over the past several decades, spills, poor accounting, mis-handling, and lack of understanding have led to discharges of hazardous substances into the environment. The Installation Restoration Program (IRP) is a Department of Defense directed program aimed at remediating discharges of hazardous substances, POL (petroleum, oil, and lubricants), and solid waste disposal at defense installations. The IRP is broader in scope than even the US EPA Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), and requires the Air Force managers to integrate their programs with a broad range of regulations (See Table 1 below). Managing the wastes generated by the remediation program is one of the unexpected problems the Air Force has faced in their remediation efforts. The traditional approach to remediating sites in the US has been to remove the material and place it in a secure landfill, or in the case of groundwater, to pump and treat the effluent. These technologies have proven to be very expensive and don`t really fix the problem. The waste is just moved from one place to another. Moreover, these policies ignore a fundamental technology available to today`s environmental managers: waste minimization.

The Installation Restoration Program (IRP) is a Department of Defense directed program aimed at remediating discharges of hazardous substances, POL (petroleum, oil, and lubricants), and solid waste disposal at defense installations. The IRP is broader in scope than even the US EPA Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), and requires the Air Force managers to integrate their programs with a broad range of regulations (See Table 1 below). Managing the wastes generated by the remediation program is one of the unexpected problems the Air Force has faced in their remediation efforts. The traditional approach to remediating sites in the US has been to remove the material and place it in a secure landfill, or in the case of groundwater, to pump and treat the effluent. These technologies have proven to be very expensive and don't really fix the problem. The waste is just moved from one place to another. Moreover, these policies ignore a fundamental technology available to today's environmental managers: waste minimization.

  8. Dynamic Density: An Air Traffic Management Metric

    The definition of a metric of air traffic controller workload based on air traffic characteristics is essential to the development of both air traffic management automation and air traffic procedures. Dynamic density is a proposed concept for a metric that includes both traffic density (a count of aircraft in a volume of airspace) and traffic complexity (a measure of the complexity of the air traffic in a volume of airspace). It was hypothesized that a metric that includes terms that capture air traffic complexity will be a better measure of air traffic controller workload than current measures based only on traffic density. A weighted linear dynamic density function was developed and validated operationally. The proposed dynamic density function includes a traffic density term and eight traffic complexity terms. A unit-weighted dynamic density function was able to account for an average of 22% of the variance in observed controller activity not accounted for by traffic density alone. A comparative analysis of unit weights, subjective weights, and regression weights for the terms in the dynamic density equation was conducted. The best predictor of controller activity was the dynamic density equation with regression-weighted complexity terms.

    Program Managers (PM) can protect program resources and improve chances of success by anticipating, understanding and managing risks. Understanding the range of potential risks helps one to avoid or manage the risks. A PM must choose which risks to accept to reduce fire fighting, must meet the expectations of stakeholders consistently, and avoid falling into costly "black holes" that may open. A good risk management process provides the PM more confidence to seize opportunities save money, meet schedule, even improve relationships with people important to the program. Evidence of managing risk and sound internal controls can mean better support from superiors for the program by building a trust and reputation from being on top of issues. Risk managers have an obligation to provide the PM with the best information possible to allow the benefits to be realized (Small Business Consortium, 2004). The Institute for Chartered Accountants in England and Wales sees very important benefits for companies in providing better information about what they do to assess and manage key business risks. Such information will: a) provide practical forward-looking information; b) reduce the cost of capital; c) encourage better risk management; and d) improve accountability for stewardship, investor protection and the usefulness of financial reporting. We are particularly convinced that enhanced risk reporting will help listed companies obtain capital at the lowest possible cost (The Institute of Chartered Accountants in England &Wales, June 2002). Risk managers can take a significant role in quantifying the success of their department and communicating those figures to executive (program) management levels while pushing for a broader risk management role. Overall, risk managers must show that risk management work matters in the most crucial place-the bottom line- as they prove risk management can be a profit center (Sullivan, 2004).

    The Mexico City Metropolitan Area (MCMA) is located in the central plateau of Mexico and is the capital of the country. Its natural characteristics present favorable conditions for air pollution formation and accumulation: mountains surrounding the city, frequent thermal inversions, high isolation all around the year and weak winds. To these natural conditions, a population of more than 20 million inhabitants, a fleet of 4.5 million vehicles and more than 4 thousands industries, make air quality management a real challenge for governments of the region. Intensive air quality improvement actions and programs began at the end of the 1980's and continued nowadays. Since then criteria air pollutants concentrations have decreased in such a way that currently most of pollutants meet the Mexican air quality standards, except for ozone and particulate matter. Applied measures comprised of fuel quality improvements, fuel replacements, regulations for combustion processes, closing of high polluting refineries and industries, regulations of emissions for new and on road vehicles, mandatory I/M programs for vehicles, circulation restrictions for vehicles (Day without car program), alert program for elevated air pollution episodes, improvement of public transportation, among others. Recent researches (MILAGRO 2006 campaign) found that currently it is necessary to implement emissions reduction actions for Volatile Organic Compounds, particulate matter with a diameter of less than 2.5 micrometers PM2.5 and Nitrogen Oxides, in order to reduce concentrations of ozone and fine particulate matter. Among the new measures to be implemented are: regulations for VOCs emissions in the industry and commercial sectors; regulation of the diesel fleet that includes fleets renewal, filters and particulate traps for in use vehicles and regulation of the cargo fleet; new schemes for reducing the number of vehicles circulating in the city; implementation of non-motorized mobility programs; among

    The current environment and practices of air quality management were examined for three regions: Denver, Phoenix, and the South Coast Air Basin of California. These regions were chosen because the majority of their air pollution emissions are related to mobile sources. The impact of auto exhaust on the air quality management process is characterized and assessed. An examination of the uncertainties in air pollutant measurements, emission inventories, meteorological parameters, atmospheric chemistry, and air quality simulation models is performed. The implications of these uncertainties to current air quality management practices is discussed. A set of corrective actions are recommended to reduce these uncertainties.

    The Humid Air Turbine (HAT) Cycle Technology Development Program focused on obtaining HAT cycle combustor technology that will be the foundation of future products. The work carried out under the auspices of the HAT Program built on the extensive low emissions stationary gas turbine work performed in the past by Pratt & Whitney (P&W). This Program is an integral part of technology base development within the Advanced Turbine Systems Program at the Department of Energy (DOE) and its experiments stretched over 5 years. The goal of the project was to fill in technological data gaps in the development of the HAT cycle and identify a combustor configuration that would efficiently burn high moisture, high-pressure gaseous fuels with low emissions. The major emphasis will be on the development of kinetic data, computer modeling, and evaluations of combustor configurations. The Program commenced during the 4th Quarter of 1996 and closed in the 4th Quarter of 2001. It teamed the National Energy Technology Laboratory (NETL) with P&W, the United Technologies Research Center (UTRC), and a subcontractor on-site at UTRC, kraftWork Systems Inc. The execution of the program started with bench-top experiments that were conducted at UTRC for extending kinetic mechanisms to HAT cycle temperature, pressure, and moisture conditions. The fundamental data generated in the bench-top experiments was incorporated into the analytical tools available at P&W to design the fuel injectors and combustors. The NETL then used the hardware to conduct combustion rig experiments to evaluate the performance of the combustion systems at elevated pressure and temperature conditions representative of the HAT cycle. The results were integrated into systems analysis done by kraftWork to verify that sufficient understanding of the technology had been achieved and that large-scale technological application and demonstration could be undertaken as follow-on activity. The Uranium Mill Tailings Remedial Action (UMTRA) Project Office has prepared a ``Groundwater Protection Management Program Plan`` (groundwater protection plan) of sufficient scope and detail to reflect the program`s significance and address the seven activities required in DOE Order 5400.1, Chapter 3, for special program planning. The groundwater protection plan highlights the methods designed to preserve, protect, and monitor groundwater resources at UMTRA Project processing and disposal sites. The plan includes an overview of the remedial action status at the 24 designated processing sites and identifies project technical guidance documents and site-specific documents for the UMTRA groundwater protection management program. In addition, the groundwater protection plan addresses the general information required to develop a water resources protection strategy at the permanent disposal sites.     For many years, chlorofluorocarbons (CFC's) have been used by the Department of Energy's (DOE) Oak Ridge Y-12 Plant in air conditioning and process refrigeration systems. However, Title 6 of the Clean Air Act Amendments (CAAA) and Executive Order 12843 (Procurement Requirements and Policies for Federal Agencies for Ozone Depleting Substances) signed by President Clinton require, as policy, that all federal agencies maximize their use of safe, alternate refrigerants and minimize, where economically practical, the use of Class 1 refrigerants. Unfortunately, many government facilities and industrial plants have no plan or strategy in place to make this changeover, even though their air conditioning and process refrigeration equipment may not be sustainable after CFC production ends December 31, 1995. The Y-12 Plant in Oak Ridge, Tennessee, has taken an aggressive approach to complying with the CAAA and is working with private industry and other government agencies to solve tough manufacturing and application problems associated with CFC and hydrochlorofluorocarbon (HCFC) alternatives. Y-12 was the first DOE Defense Program (DP) facility to develop a long-range Stratospheric Ozone Protection Plan for refrigerant management for compliance with the CAAA. It was also the first DOE DP facility to complete detailed engineering studies on retrofitting and replacing all air conditioning and process refrigeration equipment to enable operation with alternate refrigerants. The management plan and engineering studies are models for use by other government agencies, manufacturing plants, and private industry. This presentation identifies some of the hidden pitfalls to be encountered in the accelerated phaseout schedule of CFC's and explains how to overcome and prevent these problems. In addition, it outlines the general issues that must be considered when addressing the phase-out of ozone depleting substances and gives some 'lessons learned' by Y-12 from its Refrigerant Management

The initial project is development and pilot delivery (Spring 1999) of a workshop for senior officials of SEMARNAP plus selected state and municipal officials. This paper describes the process for design of professional development programs in air quality management for Mexican officials. Key issues include optimum learning styles and delivery techniques; available time of senior managers for education; need for new materials versus adaptation of existing air quality management information; and utilization of the Internet and asynchronous methods to supplement the traditional workshop format. The paper describes the results of this analysis and design features and content of the initial workshop.

The adequacy of such a source-control approach is assessed within the context of a changing and challenging air pollution climate. An assessment of air quality management in the United Kingdom over a 50-year timeframe exemplifies the range of issues and challenges in contemporary air quality management.     At the former Naval Air Warfare Center (NAWC) in West Trenton NJ, the U.S. Geological Survey, in cooperation with the U.S. Navy and under support from the Strategic Environmental Research and Development Program (SERDP), is investigating the fate, transport, and remediation of trichloroethylene (TCE) and its daughter products in dipping, fractured mudstones underlying the site. TCE concentrations in ground water are as high as ~100 mg/L. Objectives of multidisciplinary research at the NAWC include (1) understanding the physical, chemical, and microbiological processes and properties affecting the fate, transport, and removal of chlorinated solvents in fractured rocks, (2) assessing the efficiency of different remediation methods (pump and treat, natural and enhanced biodegradation), and (3) transferring the results to help remediate other contaminated fractured rock aquifers. There are numerous scientific and technical challenges to meeting these goals, including the extreme spatial variability of flow and transport properties at the NAWC and the complex distribution of contaminants, geochemical constituents, and microorganisms in fractures and the rock matrix. In addition, there are management challenges that are equally important to address in order to achieve a successful research program. These include balancing the requirements of the many parties involved at the site, including researchers, the site owner, and regulatory agencies; and ensuring that limited research funds are directed towards work that addresses the most important scientific questions as well as stakeholder concerns. Strategies for the scientific challenges at NAWC include developing a carefully planned program to characterize spatial variability in rock properties and groundwater constituents so that the data obtained are applicable to solving research questions focused on remediation.     To help air traffic control centers improve the safety and the efficiency of the National Airspace System, Ames Research Center developed the Future Air Traffic Management Concepts Evaluation Tool (FACET) software, which won NASA's 2006 "Software of the Year" competition. In 2005, Ames licensed FACET to Flight Explorer Inc., for integration into its Flight Explorer (version 6.0) software. The primary FACET features incorporated in the Flight Explorer software system alert airspace users to forecasted demand and capacity imbalances. Advance access to this information helps dispatchers anticipate congested sectors (airspace) and delays at airports, and decide if they need to reroute flights. FACET is now a fully integrated feature in the Flight Explorer Professional Edition (version 7.0). The manual provides smaller public power systems with the information and specific skills needed to design and develop a program of residential energy audits. The program is based on the following precepts: locally owned public systems are the best, and in many cases the only agencies available to organize and coordinate energy conservation programs in many smaller communities; consumers' rights to energy conservation information and assistance should not hinge on the size of the utility that serves them; in the short run, public power systems of all sizes should offer residential energy conservation assistance to their consumers, because such assistance is desirable, necessary, and in the public interest; and in the long run, such programs will complement national energy goals and will produce economic benefits for both consumers and the public power system.     The Joint University Program on Air Transportation Technology was conducted at Princeton University from 1971 to 1995. Our vision was to further understanding of the design and operation of transport aircraft, of the effects of atmospheric environment on aircraft flight, and of the development and utilization of the National Airspace System. As an adjunct, the program emphasized the independent research of both graduate and undergraduate students. Recent principal goals were to develop and verify new methods for design and analysis of intelligent flight control systems, aircraft guidance logic for recovery from wake vortex encounter, and robust flight control systems. Our research scope subsumed problems associated with multidisciplinary aircraft design synthesis and analysis based on flight physics, providing a theoretical basis for developing innovative control concepts that enhance aircraft performance and safety. Our research focus was of direct interest not only to NASA but to manufacturers of aircraft and their associated systems. Our approach, metrics, and future directions described in the remainder of the report.

    A system for the control of terminal area traffic to improve productivity, referred to as the Center-TRACON Automation System (CTAS), is being developed at NASA's Ames Research Center under a joint program with the FAA. CTAS consists of a set of integrated tools that provide computer-generated advisories for en-route and terminal area controllers. The premise behind the design of CTAS has been that successful planning of traffic requires accurate trajectory prediction. Data bases consisting of representative aircraft performance models, airline preferred operational procedures and a three dimensional wind model support the trajectory prediction. The research effort has been the design of a set of automation tools that make use of this trajectory prediction capability to assist controllers in overall management of traffic. The first tool, the Traffic Management Advisor (TMA), provides the overall flow management between the en route and terminal areas. A second tool, the Final Approach Spacing Tool (FAST) provides terminal area controllers with sequence and runway advisories to allow optimal use of the runways. The TMA and FAST are now being used in daily operations at Dallas/Ft. Worth airport. Additional activities include the development of several other tools. These include: 1) the En Route Descent Advisor that assist the en route controller in issuing conflict free descents and ascents; 2) the extension of FAST to include speed and heading advisories and the Expedite Departure Path (EDP) that assists the terminal controller in management of departures; and 3) the Collaborative Arrival Planner (CAP) that will assist the airlines in operational decision making. The purpose of this presentation is to review the CTAS concept and to present the results of recent field tests. The paper will first discuss the overall concept and then discuss the status of the individual tools.

This program annual report describes the activities undertaken during the calender past year, and activities planned in future years to implement the Chemical Management Program, one of six programs that supports environmental management at SNL/CA. SNL/CA is responsible for tracking chemicals (chemical and biological materials), providing Material Safety Data Sheets (MSDS) and for regulatory compliance reporting according to a variety of chemical regulations. The principal regulations for chemical tracking are the Emergency Planning Community Right-to-Know Act (EPCRA) and the California Right-to-Know regulations. The regulations, the Hazard Communication/Lab Standard of the Occupational Safety and Health Administration (OSHA) are also key to the CM Program. The CM Program is also responsible for supporting chemical safety and information requirements for a variety of Integrated Enabling Services (IMS) programs primarily the Industrial Hygiene, Waste Management, Fire Protection, Air Quality, Emergency Management, Environmental Monitoring and Pollution Prevention programs. The principal program tool is the Chemical Information System (CIS). The system contains two key elements: the MSDS library and the chemical container-tracking database that is readily accessible to all Members of the Sandia Workforce. The primary goal of the CM Program is to ensure safe and effective chemical management at Sandia/CA. This is done by efficiently collecting and managing chemical information for our customers who include Line, regulators, DOE and ES and H programs to ensure compliance with regulations and to streamline customer business processes that require chemical information.

Exact incidence of VAE is difficult to estimate. High risk surgeries for VAE are sitting position and posterior fossa neurosurgeries, cesarean section, laparoscopic, orthopedic, surgeries invasive procedures, pulmonary overpressure syndrome, and decompression syndrome. Risk factors for VAE are operative site 5 cm above the heart, creation of pressure gradient which will facilitate entry of air into the circulation, orogenital sex during pregnancy, rapid ascent in scuba (self contained underwater breathing apparatus) divers and barotrauma or chest trauma. Large bolus of air can lead to right ventricular air lock and immediate fatality. In up to 35% patient, the foramen ovale is patent which can cause paradoxical arterial air embolism. VAE affects cardiovascular, pulmonary and central nervous system. High index of clinical suspicion is must to diagnose VAE. The transesophgeal echocardiography is the most sensitive device which will detect smallest amount of air in the circulation. Treatment of VAE is to prevent further entrainment of air, reduce the volume of air entrained and haemodynamic support. Mortality of VAE ranges from 48 to 80%. VAE can be prevented significantly by proper positioning during surgery, optimal hydration, avoiding use of nitrous oxide, meticulous care during insertion, removal of central venous catheter, proper guidance, and training of scuba divers.     Repository-Based Software Engineering Program (RBSE) is a National Aeronautics and Space Administration (NASA) sponsored program dedicated to introducing and supporting common, effective approaches to software engineering practices. The process of conceiving, designing, building, and maintaining software systems by using existing software assets that are stored in a specialized operational reuse library or repository, accessible to system designers, is the foundation of the program. In addition to operating a software repository, RBSE promotes (1) software engineering technology transfer, (2) academic and instructional support of reuse programs, (3) the use of common software engineering standards and practices, (4) software reuse technology research, and (5) interoperability between reuse libraries. This Program Management Plan (PMP) is intended to communicate program goals and objectives, describe major work areas, and define a management report and control process. This process will assist the Program Manager, University of Houston at Clear Lake (UHCL) in tracking work progress and describing major program activities to NASA management. The goal of this PMP is to make managing the RBSE program a relatively easy process that improves the work of all team members. The PMP describes work areas addressed and work efforts being accomplished by the program; however, it is not intended as a complete description of the program. Its focus is on providing management tools and management processes for monitoring, evaluating, and administering the program; and it includes schedules for charting milestones and deliveries of program products.     Senior management of TransAlta Utilities Corp. (TAU) Calgary, Alberta, Canada, was highly dissatisfied with the fact that even though the distribution line clearance budget had been increased an average 35 percent a year between 1978 and 1984, there were few if any discernible positive results. Tree-related power outages kept increasing and budget requests from the field kept increasing. In searching for a solution TAU had to deal with the concept that the right level of funding can only be determined through an inventory of tree work. This inventory is comprised of two factors, the number of trees in proximity to the power lines and the local growth rates. Based on the inventory of a hired consultant, a 12-year budget projection was established. The period covered entailed a six-year, first-cycle or catch up phase, and a six-year, second-cycle maintenance phase. In implementing the new vegetation management program in 1986, TAU decided to contact each landowner directly to obtain consent to undertake the tree work. The intent was to reduce the risk of claims while maximizing tree removals. Complaints and claims were dramatically reduced and currently run at about one per 1,000 landowners and budgets have dropped back to the 1985 levels as predicted for the maintenance phase.

    This paper describes the management approach being taken within the Hazardous Waste Remedial Actions Program (HAZWRAP) Support Contractor Office (SCO) to ensure quality of services in a highly competitive waste management environment. An overview is presented of the contractor support role assigned to Martin Marietta Energy Systems, Inc., by the Department of Energy (DOE) national program for managing hazardous waste. The HAZWRAP SCO mission, organizational structure, and major programs are outlined, with emphasis on waste management planning for the DOE Work for Others (WFO) Program. The HAZWRAP SCO provides waste management technical support, via interagency agreements between DOE and various Department of Defense (DOD) agencies for DOD sponsors planning remedial response actions. The remainder of the paper focuses on how the concept of Total Quality Management is applied to the HAZWRAP Remedial Actions Planning (RAP) Program. The management challenge is to achieve quality on a ''system'' basis where all functional elements of program management synergistically contribute to the total quality of the effort.     Delay banking has been invented to enhance air-traffic management in a way that would increase the degree of fairness in assigning arrival, departure, and en-route delays and trajectory deviations to aircraft impacted by congestion in the national airspace system. In delay banking, an aircraft operator (airline, military, general aviation, etc.) would be assigned a numerical credit when any of their flights are delayed because of an air-traffic flow restriction. The operator could subsequently bid against other operators competing for access to congested airspace to utilize part or all of its accumulated credit. Operators utilize credits to obtain higher priority for the same flight, or other flights operating at the same time, or later, in the same airspace, or elsewhere. Operators could also trade delay credits, according to market rules that would be determined by stakeholders in the national airspace system. Delay banking would be administered by an independent third party who would use delay banking automation to continually monitor flights, allocate delay credits, maintain accounts of delay credits for participating airlines, mediate bidding and the consumption of credits of winning bidders, analyze potential transfers of credits within and between operators, implement accepted transfers, and ensure fair treatment of all participating operators. A flow restriction can manifest itself in the form of a delay in assigned takeoff time, a reduction in assigned airspeed, a change in the position for the aircraft in a queue of all aircraft in a common stream of traffic (e.g., similar route), a change in the planned altitude profile for an aircraft, or change in the planned route for the aircraft. Flow restrictions are typically imposed to mitigate traffic congestion at an airport or in a region of airspace, particularly congestion due to inclement weather, or the unavailability of a runway or region of airspace.     The U.S. air transportation system is the most productive in the world, moving far more people and goods than any other. It is also the safest system in the world, thanks in part to its venerable air traffic control system. But as demand for air travel continues to grow, the air traffic control systems aging infrastructure and labor-intensive procedures are impinging on its ability to keep pace with demand. And that impinges on the growth of our economy. Part of NASA's current mission in aeronautics research is to invent new technologies and procedures for ATC that will enable our national airspace system to accommodate the increasing demand for air transportation well into the next generation while still maintaining its excellent record for safety. It is a challenging mission, as efforts to modernize have, for decades, been hamstrung by the inability to assure safety to the satisfaction of system operators, system regulators, and/or the traveling public.   20. An evaluation of the American Indian Air Quality Training Program

    During centuries of geographic, economic, and cultural domination, the federal government held the responsibility for the management of environmental issues on tribal lands. Today, tribes are reasserting their sovereignty in many ways, including the development of their own environmental programs. Tribal agencies desperately search for tribal members who are qualified to make decisions for the benefit of the tribes from both Western scientific and traditional cultural viewpoints. To meet this need, the American Indian Air Quality Training Program (AIAQTP) offers technical and regulatory training courses that are both scientifically up-to-date and culturally responsive to this community. This study is an evaluation of these courses. To supplement data from existing program documents and databases, I also observed five courses, sent follow-up questionnaires, and interviewed lead instructors and course participants to develop an understanding of their perceptions of the training received. Computer analysis of this quantitative and qualitative data revealed patterns and themes; an external reviewer also independently analyzed the data set. The training courses offered by AIAQTP were judged to have merit and value by the course instructors, the participants, the external evaluator, and me. Designed to be both culturally responsive and technically rigorous, these courses provided relevant and useful information and skills to the tribal environmental professionals in attendance, meeting the demands of their jobs. Although not all training needs or expectations were met, the study participants indicated their intentions to continue their education and training in air quality and other environmental media. A significant benefit of attendance at AIAQTP training courses was the development of a network of tribal professionals across the nation that acts as a support system for the implementation and continuation of changes in the professional practice for the trainees and

The Office develops protection criteria, standards, and policies and works with other programs within EPA and other agencies to control radiation and indoor air pollution exposures; provides technical assistance to states through EPA`s regional offices and other agencies having radiation and indoor air protection programs; directs an environmental radiation monitoring program; responds to radiological emergencies; and evaluates and assesses the overall risk and impact of radiation and indoor air pollution.     Sodium oxybate, also known as gamma-hydroxybutyric acid (GHB), was discovered in 1960 and has been described both as a therapeutic agent with high medical value and, more recently, a substance of abuse. The naturally occurring form of this drug is found in various body tissues but has been studied most extensively in the CNS where its possible function as a neurotransmitter continues to be studied. Sodium oxybate has been approved in different countries for such varied uses as general anaesthesia, the treatment of alcohol withdrawal and addiction, and, most recently, cataplexy associated with narcolepsy. During the 1980s, easy access to GHB-containing products led to various unapproved uses, including weight loss, bodybuilding and the treatment of sleeplessness, sometimes with serious long-term effects. The availability of these unapproved and unregulated forms of the drug led to GHB and its analogues being popularised as substances of abuse and subsequent notoriety as agents used in drug-facilitated sexual assault, or 'date rape', eventually leading to the prohibition of GHB sales in the US. Legal efforts to control the sale and distribution of GHB and its analogues nearly prevented the clinical development of sodium oxybate for narcolepsy in the US. However, following extensive discussions with a variety of interested parties, a satisfactory solution was devised, including legislative action and the development of the Xyrem Risk Management Program. Amendments to the US Controlled Substances Act made GHB a schedule I drug, but also contained provisions that allow US FDA-approved products to be placed under schedule III. This unique, bifurcated schedule for sodium oxybate/GHB allowed the clinical development of sodium oxybate to proceed and, in July 2002, it was approved by the FDA as an orphan drug for the treatment of cataplexy in patients with narcolepsy as Xyrem(sodium oxybate) oral solution.     Alternative concepts for modifying the policies and procedures under which the air traffic flow management system operates are described, and an approach to the evaluation of those concepts is discussed. Here, air traffic flow management includes all activities related to the management of the flow of aircraft and related system resources from 'block to block.' The alternative concepts represent stages in the evolution from the current system, in which air traffic management decision making is largely centralized within the FAA, to a more decentralized approach wherein the airlines and other airspace users collaborate in air traffic management decision making with the FAA. The emphasis in the discussion is on a viable medium-term partially decentralized scenario representing a phase of this evolution that is consistent with the decision-making approaches embodied in proposed Free Flight concepts for air traffic management. System-level metrics for analyzing and evaluating the various alternatives are defined, and a simulation testbed developed to generate values for those metrics is described. The fundamental issue of modeling airline behavior in decentralized environments is also raised, and an example of such a model, which deals with the preservation of flight bank integrity in hub airports, is presented.

    Since the late 1980's, NASA Ames researchers have been investigating ways to improve the air transportation system through the development of decision support automation. These software advances, such as the Center-TRACON Automation System (eTAS) have been developed with teams of engineers, software developers, human factors experts, and air traffic controllers; some ASA Ames decision support tools are currently operational in Federal Aviation Administration (FAA) facilities and some are in use by the airlines. These tools have provided air traffic controllers and traffic managers the capabilities to help reduce overall delays and holding, and provide significant cost savings to the airlines as well as more manageable workload levels for air traffic service providers. NASA is continuing to collaborate with the FAA, as well as other government agencies, to plan and develop the next generation of decision support tools that will support anticipated changes in the air transportation system, including a projected increase to three times today's air-traffic levels by 2025. The presentation will review some of NASA Ames' recent achievements in air traffic management research, and discuss future tool developments and concepts currently under consideration.

    This dissertation presents dynamic stochastic optimization models for Air Traffic Flow Management (ATFM) that enables decisions to adapt to new information on evolving capacities of National Airspace System (NAS) resources. Uncertainty is represented by a set of capacity scenarios, each depicting a particular time-varying capacity profile of NAS resources. We use the concept of a scenario tree in which multiple scenarios are possible initially. Scenarios are eliminated as possibilities in a succession of branching points, until the specific scenario that will be realized on a particular day is known. Thus the scenario tree branching provides updated information on evolving scenarios, and allows ATFM decisions to be re-addressed and revised. First, we propose a dynamic stochastic model for a single airport ground holding problem (SAGHP) that can be used for planning Ground Delay Programs (GDPs) when there is uncertainty about future airport arrival capacities. Ground delays of non-departed flights can be revised based on updated information from scenario tree branching. The problem is formulated so that a wide range of objective functions, including non-linear delay cost functions and functions that reflect equity concerns can be optimized. Furthermore, the model improves on existing practice by ensuring efficient use of available capacity without necessarily exempting long-haul flights. Following this, we present a methodology and optimization models that can be used for decentralized decision making by individual airlines in the GDP planning process, using the solutions from the stochastic dynamic SAGHP. Airlines are allowed to perform cancellations, and re-allocate slots to remaining flights by substitutions. We also present an optimization model that can be used by the FAA, after the airlines perform cancellation and substitutions, to re-utilize vacant arrival slots that are created due to cancellations.     Background: Regarding the importance of air pollution issue for large cities, as Tehran metropolis, many plans, programs, projects and regulations have been developed to manage urban air pollution. However, most of them failed to decline the pollution. The purpose of this study is to pathologically analyze air-pollution control plans in order to offer effective solutions for Tehran metropolis. Methods: A qualitative content analysis and a semi-structured interview with 14 practicing professionals were used to identify key causes and sources of Tehran's air pollution, to recognize challenges and obstacles towards effective performance of air-pollution control plans in this metropolitan area, and to suggest the most effective controlling solutions. Results: Challenges related to air-pollution control plans can be divided into two major categories: Firstly lack of integrated and organized stewardship and secondly those related to political, economical, social and technical environmental abbreviated as PEST, challenges. For effective control of the Tehran air pollution, the following eight controlling alternatives were identified: Systematization of plan preparation process, organizing the stewardship, standardization and utilization of new technologies and professional experts, cultural and infrastructural development, realization of social justice, developing coordination and controlling mechanisms, improving citizen's participatory capacity, and focusing on effective management of fuel and energy. Conclusions: Controlling air pollution in Tehran should be considered as a priority for policymakers to make enforcements through applying a systemic cycle of preparation effective and comprehensive plans.     The Office of the Associate Laboratory Director for Energy and Environmental Technology has established the OTEC Program Management Office to be responsible for the ANL-assigned tasks of the OTEC Program under DOE's Chicago Operations and Regional Office (DOE/CORO). The ANL OTEC Program Management Plan is essentially a management-by-objective plan. The principal objective of the program is to provide lead technical support to CORO in its capacity as manager of the DOE power-system program. The Argonne OTEC Program is divided into three components: the first deals with development of heat exchangers and other components of OTEC power systems, the second with development of biofouling counter-measures and corrosion-resistant materials for these components in seawater service, and the third with environmental and climatic impacts of OTEC power-system operation.     Chronic disease management has been a rapidly growing entity in the 21st century as a strategy for managing chronic illnesses in large populations. However, experience has shown that disease management programs have not been able to demonstrate their financial value. The objectives of disease management programs are to create quality benchmarks, such as principles and guidelines, and to establish a uniform set of metrics and a standardized methodology for evaluating them. In order to illuminate the essence of disease management and its components, as well as the complexity and the problematic nature of performing economic calculations of their profitability and value, we collected data from several reports that dealt with the economic intervention of disease management programs. The disease management economic evaluation is composed of a series of steps, including the following major categories: data/information technology, information generation, assessment/recommendations, actionable customer plans, and program assessment/reassessment. We demonstrate the elements necessary for economic analysis. Disease management is one of the most innovative tools in the managed care environment and is still in the process of being defined. Therefore, objectives should include the creation of quality measures, such as principles and guidelines, and the establishment of a uniform set of metrics and a standardized methodology for evaluating them. In such programs, the key mechanism used to identify individuals at risk for targeted diseases is the data warehouse. This article surveys recent warehousing techniques from HMOs to map out critical issues relating to the preparation, design, and implementation of a successful data warehouse. Discussions of scope, data cleansing, and storage management are included in depicting warehouse preparation and design; data implementation options are contrasted. Examples are provided of data warehouse execution in disease management programs that identify members with preexisting illnesses, as well as those exhibiting high-risk conditions. The proper deployment of successful data warehouses in disease management programs benefits both the organization and the member.     NASA is working to develop an integrated set of advanced technologies to enable efficient arrival operations in high-density terminal airspace for the Next Generation Air Transportation System. This integrated arrival solution is being validated and verified in laboratories and transitioned to a field prototype for an operational demonstration at a major U.S. airport. Within NASA, this is a collaborative effort between Ames and Langley Research Centers involving a multi-year iterative experimentation process. Designing and analyzing a series of sequential batch computer simulations and human-in-the-loop experiments across multiple facilities and simulation environments involves a number of statistical challenges. Experiments conducted in separate laboratories typically have different limitations and constraints, and can take different approaches with respect to the fundamental principles of statistical design of experiments. This often makes it difficult to compare results from multiple experiments and incorporate findings into the next experiment in the series. A statistical engineering approach is being employed within this project to support risk-informed decision making and maximize the knowledge gained within the available resources. This presentation describes a statistical engineering case study from NASA, highlights statistical challenges, and discusses areas where existing statistical methodology is adapted and extended.

    The Southern Appalachian Mountains Initiative (SAMI) is a voluntary partnership of state and federal agencies, industry, environmental groups, academia, and interested public. SAMI was established to identify and recommend air emissions management strategies to remedy existing and prevent future adverse air quality impacts to natural resources in Southern Appalachia, with particular focus on Class I national park and wilderness areas. SAMI's integrated assessment is focusing simultaneously on ozone, visibility impairment, and acid deposition. Computer models are linking emissions, atmospheric transport, exposures, and environmental and socioeconomic effects. The assessment is considering the impacts of existing and newly enacted federal air regulatory requirements and alternative emissions management strategies that SAMI might recommend for regional, state, or community-based actions.

    Built upon the success of the U.S. Environmental Protection Agency's (EPA) AirNow program (www.AirNow.gov), the AirNow-International (AirNow-I) system contains an enhanced suite of software programs that process and quality control real-time air quality and environmental data and distribute customized maps, files, and data feeds. The goals of the AirNow-I program are similar to those of the successful U.S. program and include fostering the exchange of environmental data; making advances in air quality knowledge and applications; and building a community of people, organizations, and decision makers in environmental management. In 2010, Shanghai became the first city in China to run this state-of-the-art air quality data management and notification system. AirNow-I consists of a suite of modules (software programs and schedulers) centered on a database. One such module is the Information Management System (IMS), which can automatically produce maps and other data products through the use of GIS software to provide the most current air quality information to the public. Developed with Global Earth Observation System of Systems (GEOSS) interoperability in mind, IMS is based on non-proprietary standards, with preference to formal international standards. The system depends on data and information providers accepting and implementing a set of interoperability arrangements, including technical specifications for collecting, processing, storing, and disseminating shared data, metadata, and products. In particular, the specifications include standards for service-oriented architecture and web-based interfaces, such as a web mapping service (WMS), web coverage service (WCS), web feature service (WFS), sensor web services, and Really Simple Syndication (RSS) feeds. IMS is flexible, open, redundant, and modular. It also allows the merging of data grids to create complex grids that show comprehensive air quality conditions.     Measurements of the concentrations of specific atmospheric radionuclides in air filter samples collected for the Environmental Measurements Laboratory`s Surface Air Sampling Program (SASP) during 1990--1993, with the exception of April 1993, indicate that anthropogenic radionuclides, in both hemispheres, were at or below the lower limits of detection for the sampling and analytical techniques that were used to collect and measure them. The occasional detection of {sup 137}Cs in some air filter samples may have resulted from resuspension of previously deposited debris. Following the April 6, 1993 accident and release of radionuclides into the atmosphere at a reprocessing plant in the Tomsk-7 military nuclear complex located 16 km north of the Siberian city of Tomsk, Russia, weekly air filter samples from Barrow, Alaska; Thule, Greenland and Moosonee, Canada were selected for special analyses. The naturally occurring radioisotopes that the authors measure, {sup 7}Be and {sup 210}Pb, continue to be detected in most air filter samples. Variations in the annual mean concentrations of {sup 7}Be at many of the sites appear to result primarily from changes in the atmospheric production rate of this cosmogenic radionuclide. Short-term variations in the concentrations of {sup 7}Be and {sup 210}Pb continued to be observed at many sites at which weekly air filter samples were analyzed. The monthly gross gamma-ray activity and the monthly mean surface air concentrations of {sup 7}Be, {sup 95}Zr, {sup 137}Cs, {sup 144}Ce, and {sup 210}Pb measured at sampling sites in SASP during 1990--1993 are presented. The weekly mean surface air concentrations of {sup 7}Be, {sup 95}Zr, {sup 137}Cs, {sup 144}Ce, and {sup 210}Pb for samples collected during 1990--1993 are given for 17 sites.

The Software Assurance Technology Center (SATC) at NASA GSFC has been tasked with the responsibility for developing and teaching a systems level course for risk management that provides information on how to comply with this edict. The course was developed in conjunction with the Software Engineering Institute at Carnegie Mellon University, then tailored to the NASA systems community. This presentation will briefly discuss the six functions for risk management: (1) Identify the risks in a specific format; (2) Analyze the risk probability, impact/severity, and timeframe; (3) Plan the approach; (4) Track the risk through data compilation and analysis; (5) Control and monitor the risk; (6) Communicate and document the process and decisions.

  8. Nuclear Materials Management Program at the NNSS

    The Nevada National Security Site (NNSS), formerly the Nevada Test Site, was established in 1951 mainly for weapons testing; because special nuclear materials (SNM) were expended during the tests, a nuclear material management program was not required. That changed in December 2004 with the receipt of Category I SNM for purposes other than weapons testing. At that time, Material Control and Accountability and Nuclear Material Management were a joint laboratory (Los Alamos and Lawrence Livermore) effort with nuclear material management being performed at the laboratories. That changed in March 2006 when the U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office appointed sole responsibility to the Management and Operations (M&O) contractor, National Security Technologies, LLC (NSTec). Since 2006 the basic nuclear material management work was completed by a combination of M&O employees and subcontractors, but a true Nuclear Material Management (NMM) Program was not determined to be necessary until recently. With expanding missions and more nuclear material (NM) coming to the NNSS, it became imperative to have an organization to manage these materials; therefore, an NMM Manager was officially appointed by NSTec in 2012. In June 2011 a Gap Analysis and white paper was completed by a subcontractor; this presentation will include highlights from those documents along with our plans to resolve the “gaps” and stand up a functional and compliant NMM Program at the NNSS.

    The mobile of NOx and PM10 emission of Korea in 2007 accounted for 42%, 23%, respectively (excluded fugitive dust). Seoul highly affected mobile emission which accounted for 46%, 49%, respectively. Korean government ,therefore, established "Special Act for improvement of air quality in Seoul metropolitan area" including mobile emission reduction measures and organized research forum including reformation of fuel and cars, risk assessment, control of greenhouse gas and assessment of air quality to establish Korean Auto-oil program This study quantitatively analyses improvement of air quality in Seoul according to the reformation of fuel and supply of DPF in Korean Auto-oil program. WRF-SMOKE-CMAQ were emploied for this study. SO2, CO, NOx, PM10 and VOCs emission are based on the INTEX-B emission inventory, NH3 were from the REAS emission inventory. Korea emission is derived by CAPSS (Clean Air Policy Support System) data. The reduction through reformation of fuel and supply of DPF is calculated by reduction ratio of air pollutants with strengthen fuel quality standard and number of car supplied DPF, refer to Metropolitan Air Quality Management Office Republic of Korea (2011) in detail. The effect of air quality is quantifiably comparing modeling results which are applied/not applied on the measures. This study will be provided basic data to establish Korean Auto-oil program through quantifying and predicting to improvement of air quality according to the mobile measures.   10. Time-based collision risk modeling for air traffic management

    Since the emergence of commercial aviation in the early part of last century, economic forces have driven a steadily increasing demand for air transportation. Increasing density of aircraft operating in a finite volume of airspace is accompanied by a corresponding increase in the risk of collision, and in response to a growing number of incidents and accidents involving collisions between aircraft, governments worldwide have developed air traffic control systems and procedures to mitigate this risk. The objective of any collision risk management system is to project conflicts and provide operators with sufficient opportunity to recognize potential collisions and take necessary actions to avoid them. It is therefore the assertion of this research that the currency of collision risk management is time. Future Air Traffic Management Systems are being designed around the foundational principle of four dimensional trajectory based operations, a method that replaces legacy first-come, first-served sequencing priorities with time-based reservations throughout the airspace system. This research will demonstrate that if aircraft are to be sequenced in four dimensions, they must also be separated in four dimensions. In order to separate aircraft in four dimensions, time must emerge as the primary tool by which air traffic is managed. A functional relationship exists between the time-based performance of aircraft, the interval between aircraft scheduled to cross some three dimensional point in space, and the risk of collision. This research models that relationship and presents two key findings. First, a method is developed by which the ability of an aircraft to meet a required time of arrival may be expressed as a robust standard for both industry and operations. Second, a method by which airspace system capacity may be increased while maintaining an acceptable level of collision risk is presented and demonstrated for the purpose of formulating recommendations for procedures
