  2. Integration of RGB "Dust" Imagery to Operations at the Albuquerque Forecast Office

    The NASA/Short-term Prediction, Research, and Transition (SPoRT) Program has been providing unique Red-Green-Blue (RGB) composite imagery to its operational partners since 2005. In the early years of activity these RGB products were related to a True Color RGB, showing what one's own eyes would see if looking down at earth from space, as well as a Snow-Cloud RGB (i.e. False Color), separating clouds from snow on the ground. More recently SPoRT has used the EUMETSAT Best Practices standards for RGB composites to transition a wide array of imagery for multiple uses. A "Dust" RGB product has had particular use at the Albuquerque, New Mexico WFO. Several cases have occurred where users were able to isolate dust plume locations for mesoscale and microscale events during day and night time conditions. In addition the "Dust" RGB can be used for more than just detection of dust as it is sensitive to the changes in density due to atmospheric moisture content. Hence low-level dry boundaries can often be discriminated. This type of imagery is a large change from the single channel imagery typically used by operational forecast staff and hence, can be a challenge to interpret. This presentation aims to discuss the integration of such new imagery into operational use as well as the benefits assessed by the Albuquerque WFO over several documented events.

  3. Natural Phenomena Hazards Modeling Project: Preliminary flood hazards estimates for screening Department of Energy sites, Albuquerque Operations Office

    As part of an ongoing program, Lawrence Livermore National Laboratory (LLNL) is directing the Natural Phenomena Hazards Modeling Project (NPHMP) on behalf of the Department of Energy (DOE). A major part of this effort is the development of probabilistic definitions of natural phenomena hazards; seismic, wind, and flood. In this report the first phase of the evaluation of flood hazards at DOE sites is described. Unlike seismic and wind events, floods may not present a significant threat to the operations of all DOE sites. For example, at some sites physical circumstances may exist that effectively preclude the occurrence of flooding. As a result, consideration of flood hazards may not be required as part of the site design basis. In this case it is not necessary to perform a detailed flood hazard study at all DOE sites, such as those conducted for other natural phenomena hazards, seismic and wind. The scope of the preliminary flood hazard analysis is restricted to evaluating the flood hazards that may exist in proximity to a site. The analysis does involve an assessment of the potential encroachment of flooding on-site at individual facility locations. However, the preliminary flood hazard assessment does not consider localized flooding at a site due to precipitation (i.e., local run-off, storm sewer capacity, roof drainage). These issues are reserved for consideration by the DOE site manager. 11 refs., 84 figs., 61 tabs.

    This report documents the Tiger Team Assessment of Sandia National Laboratories (SNL), Albuquerque, located in Albuquerque, New Mexico. SNL, Albuquerque, is operated by the Sandia Corporation (a wholly owned subsidiary of the American Telephone and Telegraph Company) for the US Department of Energy (DOE). The environmental assessment also included DOE tenant facilities at Ross Aviation, Albuquerque Microelectronics Operation, and the Central Training Academy. The assessment was conducted from April 15 to May 24, 1991, under the auspices of DOE's Office of Special Projects under the Assistant Secretary for Environment, Safety and Health (ES H). The assessment was comprehensive, encompassing ES H disciplines, management, self-assessments, and quality assurance; transportation; and waste management operations. Compliance with applicable federal, state, and local regulations; applicable DOE Orders; best management practices; and internal SNL, Albuquerque, requirements were assessed. In addition, an evaluation of the adequacy and effectiveness of DOE and SNL, Albuquerque management of ES H programs was conducted.

  12. DISSS/PSDB - Personnel Security Database Modernization Project: Compilation of data gathered from DOE Operations Office`s site visits

    This document is a compilation of the information gathered from visits to the DOE Operations Offices. The purpose of these visits was to gather requirements for the modernization of the personnel security database. The initial phase of visits were to sites which had known local systems to augment CPCI. They were; Rocky Flats, Richland, Las Vegas, Savannah River, Oak Ridge, and Oakland. The second phase of site visits were to; Headquarters, Schenectady, Pittsburgh, Idaho Falls, Chicago, and Albuquerque. We also visited the NRC. At each site we reviewed the current clearance process in use at the field office. If the site had a local personnel security database (PSDB), we also reviewed the current PSDB processing. Each meeting was began with the a discussion on the purpose of the meeting and the background of the redesign effort.

    The U.S. Geological Survey has recently completed the installation of a seismic network around the Albuquerque Basin in New Mexico. The network consists of two seismometer arrays, a thirteen-station array monitoring an area of approximately 28,000 km 2 and an eight-element array monitoring the area immediately adjacent to the Albuquerque Seismological Laboratory. This report describes the instrumentation deployed in the network.

  19. RIMPAC 08: Naval Oceanographic Office glider operations

    The Naval Oceanographic Office (NAVOCEANO) Glider Operations Center (GOC) supported its first joint-mission exercise during Rim of the Pacific (RIMPAC) 08, a multi-national naval exercise conducted during July 2008 near the Hawaiian Islands. NAVOCEANO personnel deployed four Seagliders from USNS SUMNER for Anti-submarine Warfare (ASW) operations and four Slocum gliders for Mine Warfare (MIW) operations. Each Seaglider was equipped with a Sea-Bird Electronics (SBE) 41cp CTD and Wet Labs, Inc. bb2fl ECO-puck optical sensor. The instrumentation suite on the Slocum gliders varied, but each Slocum glider had an SBE 41cp CTD combined with one of the following optical sensors: a Wet Labs, Inc. AUVb scattering sensor, a Wet Labs, Inc. bb3slo ECO-puck backscattering sensor, or a Satlantic, Inc. OCR radiometer. Using Iridium communications, the GOC had command and control of all eight gliders, with Department of Defense (DoD) personnel and DoD contractors serving as glider pilots. Raw glider data were transmitted each time a glider surfaced, and the subsequent data flow included processing, quality-control procedures, and the generation of operational and tactical products. The raw glider data were also sent to the Naval Research Laboratory at Stennis Space Center (NRLSSC) for fusion with satellite data and modeled data (currents, tides, etc.) to create optical forecasting, optical volume, and electro-optical identification (EOID) performance surface products. The glider-based products were delivered to the ASW and MIW Reach Back Cells for incorporation into METOC products and for dissemination to the Fleet. Based on the metrics presented in this paper, the inaugural joint-mission operation was a success.

  6. Field surveys of office equipment operating patterns

    This paper presents the results of 11 after-hours walk-throughs of offices in the San Francisco CA and Washington D.C. areas. The primary purpose of these walk-throughs was to collect data on turn-off rates for various types of office equipment (computers, monitors, printers, fax machines, copiers, and multifunction products). Each piece of equipment observed was recorded and its power status noted (e.g. on, off, low power). Whenever possible, we also recorded whether power management was enabled on the equipment. The floor area audited was recorded as well, which allowed us to calculate equipment densities. We found that only 44 percent of computers, 32 percent of monitors, and 25 percent of printers were turned off at night. Based on our observations we estimate success rates of 56 percent for monitor power management and 96 percent for enabling of power management on printers.

  10. Exposure to particles from laser printers operating within office workplaces.

    While recent research has provided valuable information as to the composition of laser printer particles, their formation mechanisms, and explained why some printers are emitters while others are low emitters, questions relating to the potential exposure of office workers remained unanswered. In particular, (i) what impact does the operation of laser printers have on the background particle number concentration (PNC) of an office environment over the duration of a typical working day? (ii) What is the airborne particle exposure to office workers in the vicinity of laser printers? (iii) What influence does the office ventilation have upon the transport and concentration of particles? (iv) Is there a need to control the generation of, and/or transport of particles arising from the operation of laser printers within an office environment? (v) What instrumentation and methodology is relevant for characterizing such particles within an office location? We present experimental evidence on printer temporal and spatial PNC during the operation of 107 laser printers within open plan offices of five buildings. The 8 h time-weighted average printer particle exposure is significantly less than the 8 h time-weighted local background particle exposure, but that peak printer particle exposure can be greater than 2 orders of magnitude higher than local background particle exposure. The particle size range is predominantly ultrafine (<100 nm diameter). In addition we have established that office workers are constantly exposed to nonprinter derived particle concentrations, with up to an order of magnitude difference in such exposure among offices, and propose that such exposure be controlled along with exposure to printer derived particles. We also propose, for the first time, that peak particle reference values be calculated for each office area analogous to the criteria used in Australia and elsewhere for evaluating exposure excursion above occupational hazardous chemical exposure

    The Constellation Program Mission Operations Project Office (CxP MOP) at Johnson Space Center in Houston Texas is preparing to support the CxP mission operations objectives for the CEV/Orion flights, the Lunar Lander, and and Lunar surface operations. Initially the CEV will provide access to the International Space Station, then progress to the Lunar missions. Initial CEV mission operations support will be conceptually similar to the Apollo missions, and we have set a challenge to support the CEV mission with 50% of the mission operations support currently required for Shuttle missions. Therefore, we are assessing more efficient way to organize the support and new technologies which will enhance our operations support. This annual report summarizes data and the compliance status of Sandia Corporation's environmental protection and monitoring programs through December 31, 2004. Major environmental programs include air quality, water quality, groundwater protection, terrestrial surveillance, waste management, pollution prevention (P2), environmental restoration (ER), oil and chemical spill prevention, and the National Environmental Policy Act (NEPA). Environmental monitoring and surveillance programs are required by DOE Order 450.1, Environmental Protection Program (DOE 2005) and DOE Order 231.1A, Environment, Safety, and Health Reporting (DOE 2004a).     The NASA/Short-term Prediction, Research, and Transition (SPoRT) Program has been providing unique Red-Green-Blue (RGB) composite imagery to its operational partners since 2005. In the early years of activity these RGB products were related to a True Color RGB, showing what one's own eyes would see if looking down at earth from space, as well as a Snow-Cloud RGB (i.e. False Color), separating clouds from snow on the ground. More recently SPoRT has used the EUMETSAT Best Practices standards for RGB composites to transition a wide array of imagery for multiple uses. A "Dust" RGB product has had particular use at the Albuquerque, New Mexico WFO. Several cases have occurred where users were able to isolate dust plume locations for mesoscale and microscale events during day and night time conditions. In addition the "Dust" RGB can be used for more than just detection of dust as it is sensitive to the changes in density due to atmospheric moisture content. Hence low-level dry boundaries can often be discriminated. This type of imagery is a large change from the single channel imagery typically used by operational forecast staff and hence, can be a challenge to interpret. This presentation aims to discuss the integration of such new imagery into operational use as well as the benefits assessed by the Albuquerque WFO over several documented events.

    The Office of Inspector General performed audits of the Small Disadvantaged Business Program at five management and operating contractors in FY 1994. The audits disclosed that none of the contractors fully met the intent of the Act and implementing regulations. The contractors awarded some subcontracts to firms of questionable program eligibility. Also, two of the contractors concentrated awards among a limited number of small disadvantaged businesses, and used procurement practices that precluded opportunities for many small disadvantaged businesses to participate. The objective of this audit was to determine whether Chicago was providing the maximum practicable opportunity for small disadvantaged businesses to participate in contract awards.

    This paper discusses the significance of addressing operator use, field applications, and current and future needs, as part of the critical design process when developing tools for law enforcement use. As tools are developed for a specified law enforcement purpose, the officer using the device, the circumstances where it will be used, the intended results (lethal, non-lethal, less-than-lethal), risks, and environment need to be considered if the technology is truly going to meet officer needs. Through the use of human factors engineering and human performance optimization criteria as part of the design process, these issues can be evaluated at the time of conception, where needed changes may be made. These issues need to be addressed if technologies are to be developed or redesigned to meet the law enforcement use they are intended to address. If the technology does not meet its user's specific needs, capacity to use it, and ability to use it quickly if the application requires it, its use will be suspect, if it has applicability at all. Technologies for law enforcement, like other complex system settings, have to work as intended, under the conditions imposed, and work effectively if they will protect the user, others in the vicinity, and fit the application it is used in. These issues are not simple ones to answer, yet they are important in the early design phases as considerations to be evaluated before prototype development and full field application.

    Geothermal reservoir technology research projects managed at the Department of Energy Idaho Falls Operations office (DOE-ID) account for a large portion of the Department of Energy funding for reservoir technology research (approximately 7 million dollars in FY-95). DOE-ID managed projects include industry coupled geothermal exploration drilling, cooperative research projects initiated through the Geothermal Technology Organization (GTO), and other geothermal reservoir technology research projects. A solicitation for cost-shared industry coupled drilling has been completed and one zward has been made in FY-95. Another solicitation for industry coupled drilling may be conducted in the spring of 1996. A separate geothermal research technology research, development and demonstration solicitation will result in multiple year awards over the next 2 years. The goals of these solicitations are to ensure competition for federal money and to get the Government and the geothermal industry the most useful information for their research dollars.

The OGC web services supporting these applications have been developed in collaboration with commercial companies. Visual Weather was originally a desktop application for forecasters, but IBL have developed it to expose the full range of forecast and observation data through standard web services (WCS and WMS). Forecasts and observations relating to specific locations and geographic features are held in an Oracle Database, and exposed as a WFS using Snowflake Software's GO-Publisher application. The Met Office has worked closely with both IBL and Snowflake Software to ensure that the web services provided strike a balance between conformance to the standards and performance in an operational environment. This has proved challenging in areas where the standards are rapidly evolving (e.g. WCS) or do not allow adequate description of the Met-Ocean domain (e.g. multiple time coordinates and parametric vertical coordinates). It has also become clear that careful selection of the features to expose, based on the way in which you expect users to query those features, in necessary in order to deliver adequate performance. These experiences are providing useful 'real-world' input in to the recently launched OGC MetOcean Domain Working Group and World Meteorological Organisation (WMO) initiatives in this area.

    The U.S. Department of Energy, Nevada Operations Office (DOE/NV), Completion Report provides a summary of activities conducted at the Nevada Test Site (NTS) between October 1, 1992, and September 30, 1993, associated with Operation KLAXON. (In the past, each annual Completion Report dealt with a series of underground nuclear detonations; however, because no nuclear tests were conducted during FY 1993, this Report summarizes continuing nonnuclear and nuclear test readiness activities at the NTS sponsored by DOE/NV.) The report serves as a reference for those involved with the planning and execution of Operation KLAXON and also serves as a planning guide for future operations.     This 1994 report contains data from routine radiological and nonradiological environmental monitoring activities. Summaries of significant environmental compliance programs in progress, such as National Environmental Policy Act documentation, environmental permits, environmental restoration, and various waste management programs for Sandia National Laboratories in Albuquerque, New Mexico, are included. The maximum off-site dose impact from air emissions was calculated to be 1.5 x 10{sup -4} millirem. The total population within a 50-mile radius of Sandia National Laboratories/New Mexico received an estimated collective dose of 0.012 person-rem during 1994 from the laboratories` operations. This report is prepared for the U.S. Department of Energy in compliance with DOE Order 5400.1.

    Experimental studies have shown that nitrogen acid species, particularly nitrous acid, are formed indoors during unvented combustion and by heterogeneous reactions of nitrogen dioxide. Limited measurements support the occurrence of nitrous acid production in occupied homes. The authors report additional measurements of HONO and NO[sub 2] in homes located in Albuquerque, NM, and assess the relationship with housing variables. Indoor HONO concentrations were found to be well correlated with indoor NO[sub 2] levels; HONO concentrations ranged from 5% to 15% of the measured NO[sub 2] concentrations. Given the correlation between HONO and NO[sub 2] in indoor environments, and the plausibility of HONO respiratory toxicity, investigations of respiratory health effects of unvented combustion should consider HONO, in addition to NO[sub 2], as a potentially hazardous indoor pollutant. 38 refs., 2 figs., 2 tabs.

    Interest in the conservation of the Middle Rio Grande bosque has grown rapidly in the last decade. During that period, private organizations as well as governmental agencies have sharpened their focus on the issue, and in doing so have contributed to the development of a bosque biological management plan for the river reach between Cochiti Dam and Elephant Butte Reservoir. This increased regional attention reflects a growing national and international concern about human impacts on fluvial processes in large floodplain rivers. Because they impound large amounts of a river`s discharge and interfere with its natural flooding regime, dams can seriously disrupt the relationship between river basin hydrology and riparian zone functioning. In western North America, this interference reduces cottonwood germination and survival and, as will be discussed, negatively affects key ecological processes in riparian communities. In this paper the authors first review how the decoupling of basin hydrology from riparian forest processes has begun to affect the integrity of the Middle Rio Grande bosque ecosystem. Then they propose an alternative management scheme, with emphasis on the Albuquerque bosque, that centers on restoring its ecosystem functioning.

    The U.S. Geological Survey's Albuquerque Seismological Laboratory (ASL) has several efforts underway to improve data quality at its stations. The Data Quality Analyzer (DQA) is one such development. The DQA is designed to characterize station data quality in a quantitative and automated manner. Station quality is based on the evaluation of various metrics, such as timing quality, noise levels, sensor coherence, and so on. These metrics are aggregated into a measurable grade for each station. The DQA consists of a website, a metric calculator (Seedscan), and a PostgreSQL database. The website allows the user to make requests for various time periods, review specific networks and stations, adjust weighting of the station's grade, and plot metrics as a function of time. The website dynamically loads all station data from a PostgreSQL database. The database is central to the application; it acts as a hub where metric values and limited station descriptions are stored. Data is stored at the level of one sensor's channel per day. The database is populated by Seedscan. Seedscan reads and processes miniSEED data, to generate metric values. Seedscan, written in Java, compares hashes of metadata and data to detect changes and perform subsequent recalculations. This ensures that the metric values are up to date and accurate. Seedscan can be run in a scheduled task or on demand by way of a config file. It will compute metrics specified in its configuration file. While many metrics are currently in development, some are completed and being actively used. These include: availability, timing quality, gap count, deviation from the New Low Noise Model, deviation from a station's noise baseline, inter-sensor coherence, and data-synthetic fits. In all, 20 metrics are planned, but any number could be added. ASL is actively using the DQA on a daily basis for station diagnostics and evaluation.     The return to contingency after Operation HERRICK (2002-2014 Afghanistan conflict) has seen an emerging trend for small-scale rapidly developing expeditionary operations. The associated small, remote medical footprint for such operations, often within a coalition construct, reliant on host nation support is in direct conflict with the General Medical Council (GMC) guidelines for junior doctor supervision in an 'approved practice setting'. If a General Duties Medical Officer (GDMO) is nominated to support future operations, the provision of assured patient care and supervision within GMC guidelines, while ensuring career progression and ongoing education, may prove a challenge. Recently published British Army Policy aims to provide a framework to meet these challenges. The authors' first-hand experience in implementing this policy is explored further. The deployment of a remotely supervised GDMO, in line with British Army Policy, is both suitable and safe. This should assure quality medical care delivery during the era of Army Contingency Operations. PMID:26391276

    Sandia National Laboratories (SNL) is located south of Albuquerque on Kirtland Air Force Base. Because radionuclides are potentially released from its research activities, SNL has a continuing environmental monitoring program which analyzes for cesium-137, tritium, uranium, alpha emitters, and beta emitters in water, soil, air, and vegetation. Measured radiation levels in public areas were consistent with local background in 1983. The Albuquerque population received an estimated 0.250 person-rem from airborne radioactive releases, whereas it received greater than 49,950 person-rem from naturally occurring radionuclides. 23 references, 6 figures, 15 tables.

    Approximately 61,000 acre-feet of the pumped water is annually discharged to the Rio Grande as treated wastewater. Albuquerque`s Southside Water Reclamation Plant (SWRP) is the primary wastewater treatment facility for most of the Albuquerque area. Its current design capacity is 76 million gallons per day (mgd), which is expected to be adequate until about 2004. A master plan currently is being prepared (discussed here in Wastewater Master Planning and the Zero Discharge Concept section) to provide guidelines for future expansions of the plant and wastewater infrastructure. Construction documents presently are being prepared to add ammonia and nitrogen removal capability to the plant, as required by its new discharge permit.     An extensive review has been made of the occupational radiation exposure records of workers at the Idaho National Engineering Laboratory (INEL) over the period of 1951 through 1990. The focus has been on workers employed by contractors and employees of the Idaho Field Operations Office (ID) of the United States Department of Energy (USDOE) and does not include the Naval Reactors Facility (NRF), the Argonne National Laboratory (ANL), or other operations field offices at the INEL. The radiation protection guides have decreased from 15 rem/year to 5 rem/year in 1990 for whole body penetrating radiation exposure. During these 40 years of nuclear operations (in excess of 200,000 man-years of work), a total of twelve individuals involved in four accidents exceeded the annual guidelines for exposure; nine of these exposures were received during life saving efforts on January 3, 1961 following the SL-1 reactor accident which killed three military personnel. These exposures ranged from 8 to 27 rem. Only one individual has exceeded the annual whole body penetrating radiation protection guidelines in the last 29 years.

    A review has been performed of exploration science and payload operations during the Apollo and Space Shuttle programs to extract information of potential usefulness to the Constellation program. That work has resulted in creation of the concept for a unique type of flight controller: the exploration science officer. The controller s primary responsibility is to integrate the tasks and goals of the spacecraft flight control team and the science team in order to maximize science return while maximizing crew safety. Far from being just a mouthpiece for either team, this individual must be fluent in the knowledge and language of two communities: spacecraft operations and planetary science. Responsibilities begin during the requirements phase of vehicle and lunar surface systems development and continue through development, training, planning, mission execution, and post-flight mission phases.

    Verification testing of a solar collector was undertaken prior to its operation as part of an industrial process heat plant at Capitol Concrete Products in Topeka, Kansas. Testing was performed at a control plant installed at Sandia National Laboratory, Albuquerque, New Mexico (SNLA). Early results show that plant performance is even better than anticipated and far in excess of test criteria. Overall plant efficiencies of 65 to 80 percent were typical during hours of good insolation. A number of flaws and imperfections were detected during operability testing, the most important being a problem in elevation drive alignment due to a manufacturing error.     The Nevada Test Site Underground Safety and Health Standards Working Group was formed at the direction of John D. Stewart, Director, Nevada Test Site Office in April, 1990. The objective of the Working Group was to compile a safety and health standard from the California Tunnel Safety Orders and OSHA for the underground operations at the NTS, (excluding Yucca Mountain). These standards are called the NTS U/G Safety and Health Standards. The Working Group submits these standards as a RECOMMENDATION to the Director, NTSO. Although the Working Group considers these standards to be the most integrated and comprehensive standards that could be developed for NTS Underground Operations, the intent is not to supersede or replace any relevant DOE orders. Rather the intent is to collate the multiple safety and health references contained in DOE Order 5480.4 that have applicability to NTS Underground Operations into a single safety and heath standard to be used in the underground operations at the NTS. Each portion of the standard was included only after careful consideration by the Working Group and is judged to be both effective and appropriate. The specific methods and rationale used by the Working Group are outlined as follows: The letter from DOE/HQ, dated September 28, 1990 cited OSHA and the CTSO as the safety and health codes applicable to underground operations at the NTS. These mandated codes were each originally developed to be comprehensive, i.e., all underground operations of a particular type (e.g., tunnels in the case of the CTSO) were intended to be adequately regulated by the appropriate code. However, this is not true; the Working Group found extensive and confusing overlap in the codes in numerous areas. Other subjects and activities were addressed by the various codes in cursory fashion or not at all.

    Because radionuclides are potentially released from its research activities, SNL has a continuing environmental monitoring program which analyzes for cesium-137, tritium, uranium, alpha emitter, and beta emitters in water, soil, air, and vegetation. Measured radiation levels in public areas were consistent with local background in 1982. The Albuquerque population received an estimated 0.170 person-rem from airborne radioactive releases, whereas it received greater than 50,400 person-rem from naturally occurring radionuclides.

    Investigations after critical events often depend on accurate and detailed recall accounts from operational witnesses (e.g., law enforcement officers, military personnel, and emergency responders). However, the challenging, and often stressful, nature of such events, together with the cognitive demands imposed on operational witnesses as a function of their active role, may impair subsequent recall. We compared the recall performance of operational active witnesses with that of nonoperational observer witnesses for a challenging simulated scenario involving an armed perpetrator. Seventy-six police officers participated in pairs. In each pair, 1 officer (active witness) was armed and instructed to respond to the scenario as they would in an operational setting, while the other (observer witness) was instructed to simply observe the scenario. All officers then completed free reports and responded to closed questions. Active witnesses showed a pattern of heart rate activity consistent with an increased stress response during the event, and subsequently reported significantly fewer correct details about the critical phase of the scenario. The level of stress experienced during the scenario mediated the effect of officer role on memory performance. Across the sample, almost one-fifth of officers reported that the perpetrator had pointed a weapon at them although the weapon had remained in the waistband of the perpetrator's trousers throughout the critical phase of the encounter. These findings highlight the need for investigator awareness of both the impact of operational involvement and stress-related effects on memory for ostensibly salient details, and reflect the importance of careful and ethical information elicitation techniques. The first report covered January through June of 1984, and the second report covered July through December 1984. Since those first two semiannual reports, AEOD has published annual reports of its activities from 1985 through 1993. Beginning with the report for 1986, AEOD Annual Reports have been published as NUREG-1272. Beginning with the report for 1987, NUREG-1272 has been published in two parts, No. 1 covering power reactors and No. 2 covering nonreactors (changed to {open_quotes}nuclear materials{close_quotes} with the 1993 report). The 1993 AEOD Annual Report was NUREG-1272, Volume 8. AEOD has changed its annual report from a calendar year to a fiscal year report to be consistent with the NRC Annual Report and to conserve staff resources.     Diurnal variations in skin Sea Surface Temperature (skin SST), which can be as large as several degrees, play an important role in determining the heat flux between the ocean and atmosphere. As such, since February 2015 the Met Office, as part of the Copernicus Marine Environment Monitoring Service (CMEMS), has been producing an operational analysis of the diurnal cycle of skin SST. This product consists of three components: an underlying 'foundation' SST (based on the OSTIA analysis), a warm layer where solar heating is important, and a cool skin where cooling due to long wave radiation dominates. A major development in this system is the use of a 4D-Var data assimilation technique with multiple outer-loops to improve estimates of the warm layer. Observations assimilated come from the SEVIRI, GOES-W, MTSAT2, and NOAA-AVHRR infra-red satellite instruments. Through their assimilation, the observations act to update the applied heat and wind flux such that the diurnal cycle in the warm layer is improved. In this presentation we describe the analysis system and how it produces a skin SST product. Particular attention is paid to the data assimilation aspects and on the observation processing. We also present results from a three month validation period showing that the system is well able to reproduce a drifter based climatology of the diurnal cycle in SST. A direct validation of our diurnal SST output against near surface Argo data is also given.

    In 2009, the International Union Against Tuberculosis and Lung Disease (The Union) and Médecins Sans Frontières (MSF) jointly developed a new paradigm for operational research (OR) capacity building and started a new process of appointing and supporting OR fellows in the field. This case study describes 1) the appointment of two OR fellows in The Union South-East Asia Office (USEA), New Delhi, India; 2) how this led to the development of an OR unit in that organisation; 3) achievements over the 5-year period from June 2009 to June 2014; and 4) challenges and lessons learnt. In June 2009, the first OR fellow in India was appointed on a full-time basis and the second was appointed in February 2012—both had limited previous experience in OR. From 2009 to 2014, annual research output and capacity building initiatives rose exponentially, and included 1) facilitation at 61 OR training courses/modules; 2) publication of 96 papers, several of which had a lasting impact on national policy and practice; 3) providing technical assistance in promoting OR; 4) building the capacity of medical college professionals in data management; 5) support to programme staff for disseminating their research findings; 6) reviewing 28 scientific papers for national or international peer-reviewed journals; and 7) developing 45 scientific abstracts for presentation at national and international conferences. The reasons for this success are highlighted along with ongoing challenges. This experience from India provides good evidence for promoting similar models elsewhere. PMID:26400596

  14. FY94 Office of Technology Development Mixed Waste Operations Robotics Demonstration

    The Department of Energy (DOE) Office of Technology Development (OTD) develops technologies to help solve waste management and environmental problems at DOE sites. The OTD includes the Robotics Technology Development Program (RTDP) and the Mixed Waste Integrated Program (MWIP). Together these programs will provide technologies for DOE mixed waste cleanup projects. Mixed waste contains both radioactive and hazardous constituents. DOE sites currently store over 240,000 cubic meters of low level mixed waste and cleanup activities will generate several hundred thousand more cubic meters. Federal and state regulations require that this waste must be processed before final disposal. The OTD RTDP Mixed Waste Operations (MWO) team held several robotic demonstrations at the Savannah River Site (SRS) during November of 1993. Over 330 representatives from DOE, Government Contractors, industry, and universities attended. The MWO team includes: Fernald Environmental Management Project (FEMP), Idaho National Engineering Laboratory (INEL), Lawrence Livermore National Laboratory (LLNL), Oak Ridge National Engineering Laboratory (ORNL), Sandia National Laboratory (SNL), and Savannah River Technology Center (SRTC). SRTC is the lead site for MWO and provides the technical coordinator. The primary demonstration objective was to show that robotic technologies can make DOE waste facilities run better, faster, more cost effective, and safer. To meet the primary objective, the demonstrations successfully showed the following remote waste drum processing activities: non-destructive drum examination, drum transportation, drum opening, removing waste from a drum, characterize and sort waste items, scarify metal waste, and inspect stored drums. To further meet the primary objective, the demonstrations successfully showed the following remote waste box processing activities: swing free crane control, workcell modeling, and torch standoff control.

    The United States Department of Energy (DOE) has prepared an environmental assessment (EA) on the proposed Explosive Components Facility (ECF) at the Sandia National Laboratories, Albuquerque (SNL). This facility is needed to integrate, centralize, and enhance many of the explosive, neutron generation, and weapons testing programs currently in progress at SNL. In general, there is insufficient space in existing facilities for the development and testing activities required by modern explosives technologies. The EA examined the potential environmental impacts of the proposed ECF project and discussed potential alternatives. Based on the analyses in the EA, DOE has determined that the proposed action does not constitute a major Federal action significantly affecting the quality of the human environment within the meaning of the National Environmental Policy Act (NEPA) of 1969, and CEQ regulations at 40 CFR 1508.18 and 1508.27. Therefore, an environmental impact statement (EIS) is not required, and the DOE is issuing this Finding of No Significant Impact (FONSI).

    The stormwater quality in Albuquerque was compared with that of six other Western U.S. cities (Phoenix, Arizona; Tucson, Arizona; Las Vegas, Nevada; Denver, Colorado; Salt Lake City, Utah; and Boise, Idaho) for selected constituents. In general, water-quality data for stormwater samples from these six other Western U.S. cities were similar to water-quality data for the stormwater samples from the Albuquerque outfalls. Median concentrations for suspended solids, total phosphorus, and bacteria (E. coli and fecal coliform) in stormwater samples from the Albuquerque outfalls, as a whole, were higher than those in samples from the other Western U.S. cities except for Las Vegas.

    This report documents the results of the Comprehensive Baseline Environmental Audit conducted at the Inhalation Toxicology Research Institute (ITRI) in Albuquerque, New Mexico. The scope of the audit at the ITRI was comprehensive, addressing environmental activities in the technical areas of air; soils, sediments, and biota; surface water/drinking water; groundwater; waste management; toxic and chemical materials; quality assurance; radiation; inactive waste sites; environmental management; and environmental monitoring programs. Specifically assessed was the compliance of ITRI operations and activities with Federal, state, and local regulations; DOE Orders; internal operating standards; and best management practices. Onsite activities included inspection of ITRI facilities and operations; review of site documents; interviews with DOE and contractor personnel, as well as representatives from state regulatory agencies; and reviews of previous appraisals. Using these sources of information, the environmental audit team developed findings, which fell into two general categories: compliance findings and best management practice findings. Each finding also identifies apparent causal factor(s) that contributed to the finding and will assist line management in developing ``root causes`` for implementing corrective actions.

    The North Inyo Drilling Program was part of the Continental Scientific Drilling Program/Thermal Regimes and it was put forth by the Department of Energy/Office of Basic Energy Sciences to explore roots of a 600 year old volcanic system which is found in the north-west corner of Long Valley Caldera, California. The responsibility of the Geoscience Research Drilling Office was to provide logistical support to the scientific drilling team. This support consisted of obtaining the necessary permits, obtaining a drilling contract and providing field services involving logging and core handling/laboratory facilities. The first portion of this program was successful when hole RDO-2b traversed the conduit which fed Obsidian Dome; the second portion succeeded when RDO-3a traversed the dike underlying the Inyo Chain of volcanoes.

    NICT (National Institute of Information and Communications Technology) has been in charge of space weather forecast service in Japan for more than 20 years. The main target region of the space weather is the geo-space in the vicinity of the Earth where human activities are dominant. In the geo-space, serious damages of satellites, international space stations and astronauts take place caused by energetic particles or electromagnetic disturbances: the origin of the causes is dynamically changing of solar activities. Positioning systems via GPS satellites are also im-portant recently. Since the most significant effect of positioning error comes from disturbances of the ionosphere, it is crucial to estimate time-dependent modulation of the electron density profiles in the ionosphere. NICT is one of the 13 members of the ISES (International Space Environment Service), which is an international assembly of space weather forecast centers under the UNESCO. With help of geo-space environment data exchanging among the member nations, NICT operates daily space weather forecast service every day to provide informa-tion on forecasts of solar flare, geomagnetic disturbances, solar proton event, and radio-wave propagation conditions in the ionosphere. The space weather forecast at NICT is conducted based on the three methodologies: observations, simulations and informatics (OSI model). For real-time or quasi real-time reporting of space weather, we conduct our original observations: Hiraiso solar observatory to monitor the solar activity (solar flare, coronal mass ejection, and so on), domestic ionosonde network, magnetometer HF radar observations in far-east Siberia, and south-east Asia low-latitude ionosonde network (SEALION). Real-time observation data to monitor solar and solar-wind activities are obtained through antennae at NICT from ACE and STEREO satellites.     This report contains the environmental monitoring and assessment results for the Nevada Test Site for 1992. Monitoring and surveillance on and around the NTS by DOE contractors and Site user organizations during 1992 indicated that underground nuclear testing operations were conducted in compliance with regulations, i.e., the dose the maximally exposed offsite individual could have received was less than 0.15 percent of the guideline for air exposure. All 1992 nuclear events took place during the first three quarters of the calendar year prior to the Congressional testing moratorium. All discharges of radioactive liquids remained onsite in containment ponds, and there was no indication of potential migration of radioactivity to the offsite area through groundwater. Surveillance around the NTS indicated that airborne radioactivity from test operations was not detectable offsite, and no measurable net exposure to members of the offsite population was detected through the offsite dosimetry program. Using the CAP88-PC model and NTS radionuclide emissions data, the calculated maximum effective dose equivalent offsite would have been 0.012 mrem. Any person receiving this dose was also exposed to 78 mrem from natural background radiation. There were no nonradiological releases to the offsite area. Hazardous wastes were shipped to EPA-approved disposal facilities. Compliance with the various regulations stemming from the National Environmental Policy Act is being achieved and, where mandated, permits for air and water discharges and waste management have been obtained from the appropriate agencies. Non-NTS support facilities complied with the requirements of air quality permits and state or local wastewater discharge and hazardous waste permits.

  10. Water management policy for the Albuquerque Basin: What can we learn from Tucson?

    Albuquerque long believed itself to be a uniquely gifted city, an enchanted exotic anomaly, a desert metropolis with plentiful water stored in the deep alluvial sand and gravel sloughed off the Sandia Mountains. That is, until 1992, when the US Geological Survey`s report entitled Geohydrologic Framework and Hydrologic Conditions in the Albuquerque Basin in Central New Mexico revealed a fault, or rather several, in their water plan. The aquifer is not all of a piece. Instead of a veritable lake underfoot, there is a series of ponds or isolated cells of water. Tucson and Albuquerque have long been, in a sense, sister cities; they share similar physical situations, but with one major difference: in Tucson it has always been understood there wasn`t much water, not in the upland Sonoran Desert. The author outlines the recent history of water management policy in Tucson with possible lessons for Albuquerque. There are some very important differences between the two cities. The first is that in Tucson, water is, for the most part, a local issue. What Albuquerque decides to do with their water affects every community along the Rio Grande, but in addition, by rippling through the economy what they decide to do impacts every community in the state. And secondly, Tucson is the terminus of the Central Arizona Project (CAP).

    The Idaho National Engineering Laboratory (INEL) is currently storing a large quantity of alpha contaminated mixed low level waste which will require treatment prior to disposal. The DOE Idaho Operations Office (DOE-ID) recognized that current knowledge and funding were insufficient to directly pursue services for the requisite treatment. Therefore, it was decided that private sector studies would be funded to clarify cost, regulatory, technology, and contractual issues associated with procuring treatment services. This report analyzes the three private sector studies procured and recommends a path forward for DOE in procuring retrieval, assay, characterization, and treatment services for INEL transuranic and alpha contaminated mixed low level waste. This report was prepared by a team of subject matter experts from the INEL referred to as the DOE-ID Evaluation Team.

    This report presents Preliminary Remediation Goals (PRGs) for use in human health risk assessment efforts under the United States Department of Energy, Oak Ridge Operations Office Environmental Restoration (ER) Division. Chemical-specific PRGs are concentration goals for individual chemicals for specific medium and land use combinations. The PRGs are referred to as risk-based because they have been calculated using risk assessment procedures. Risk-based calculations set concentration limits using both carcinogenic or noncarcinogenic toxicity values under specific exposure pathways. The PRG is a concentration that is derived from a specified excess cancer risk level or hazard quotient. This report provides the ER Division with standardized PRGs which are integral to the Remedial Investigation/Feasibility Study process. By managing the assumptions and systems used in PRG derivation, the Environmental Restoration Risk Assessment Program will be able to control the level of quality assurance associated with these risk-based guideline values.

    Shot Sword Fish was an operational test of the ASROC antisubmarine weapon system. The general objectives of the project were (1) to record and measure the formation, growth, and dissipation of the visible surface phenomena, including slicks, spray domes, plumes, fallout, base surge, and foam patch resulting from the underwater detonation of an ASROC weapon; (2) to use the data obtained to estimate the actual depth of burst, position of burst, yield, and bubble period; (3) to determine the location of ships and platforms in the experimental array before, during, and after the test; (4) to provide surface-phenomena time-of-arrival data at platforms and ships in the array for use by other projects; and 85) to make the results available for improving the surface-phenomena scaling and prediction techniques employed f,r establishing delivery and lethal ranges for fleet nuclear weapons. In general, there was good agreement between the observed dimensions of the Sword Fish phenomena and the predictions.

    Monitoring and surveillance on and around the Nevada Test Site (NTS) by DOE contractors and NTS user organizations during 1993 indicated that operations on the NTS were conducted in compliance with applicable federal and DOE guidelines, i.e., the dose the maximally exposed offsite individual could have received was less than 0.04 percent of the 10 mrem per year guide for air exposure. No nuclear tests were conducted due to the moratorium. All discharges of radioactive liquids remained onsite in containment ponds, and there was no indication of potential migration of radioactivity to the offsite area through groundwater. Surveillance around the NTS indicated that airborne radioactivity from diffusion, evaporation of effluents, or resuspension was not detectable offsite, and no measurable net exposure to members of the offsite population was detected through the offsite dosimetry program. Using the CAP88-PC model and NTS radionuclide emissions data, the calculated effective dose equivalent to the maximally exposed individual offsite would have been 0.004 mrem. Any person receiving this dose would also have received 97 mrem from natural background radiation. There were no nonradiological releases to the offsite area. Hazardous wastes were shipped offsite to approved disposal facilities. Compliance with the various regulations stemming from the National Environmental Policy Act is being achieved and, where mandated, permits for air and water discharges and waste management have been obtained from the appropriate agencies. Support facilities at off-NTS locations compiled with the requirements of air quality permits and state or local wastewater discharge and hazardous waste permits.

  20. Developing operational safety requirements for non-nuclear facilities

    Little guidance has been provided by the DOE for developing appropriate Operational Safety Requirements (OSR) for non-nuclear facility safety documents. For a period of time, Chapter 2 of DOE/AL Supplemental Order 5481.lB provided format guidance for non-reactor nuclear facility OSRs when this supplemental order applied to both nuclear and non-nuclear facilities. Thus, DOE Albuquerque Operations Office personnel still want to see non-nuclear facility OSRs in accordance with the supplemental order (i.e., in terms of Safety Limits, Limiting Conditions for Operation, and Administrative Controls). Furthermore, they want to see a clear correlation between the OSRs and the results of a facility safety analysis. This paper demonstrates how OSRs can be rather simply derived from the results of a risk assessment performed using the ``binning`` methodology of SAND95-0320.

    Los Alamos National Laboratory (Los Alamos) generates radioactive and liquid wastes that must be treated before being discharged to the environment. Presently, the liquid wastes are treated in the Radioactive Liquid Waste Treatment Facility (Treatment Facility), which is over 30 years old and in need of repair or replacement. However, there are various ways to satisfy the treatment need. The objective of the audit was to determine whether Los Alamos cost effectively managed its Treatment Facility operations. The audit determined that Los Alamos` treatment costs were significantly higher when compared to similar costs incurred by the private sector. This situation occurred because Los Alamos did not perform a complete analysis of privatization or prepare a {open_quotes}make-or-buy{close_quotes} plan for its treatment operations, although a {open_quotes}make-or-buy{close_quotes} plan requirement was incorporated into the contract in 1996. As a result, Los Alamos may be spending $2.15 million more than necessary each year and could needlessly spend $10.75 million over the next five years to treat its radioactive liquid waste. In addition, Los Alamos has proposed to spend $13 million for a new treatment facility that may not be needed if privatization proves to be a cost effective alternative. We recommended that the Manager, Albuquerque Operations Office (Albuquerque), (1) require Los Alamos to prepare a {open_quotes}make-or-buy{close_quotes} plan for its radioactive liquid waste treatment operations, (2) review the plan for approval, and (3) direct Los Alamos to select the most cost effective method of operations while also considering other factors such as mission support, reliability, and long-term program needs. Albuquerque concurred with the recommendations.

    Factors indicating a potential geothermal resource near Albuquerque are: (1) nearby volcanoes active as recently as 120,000 years ago, (2) gravity interpretation indicating a potential reservoir averaging 1.5 km thickness, (3) high heat flow near the city, (4) warm waters (>30/sup 0/C) in municipal wells, (5) recent seismicity indicating active faulting, thereby, allowing the possibility of deep hydrothermal circulation, (6) high shallow (<30 m) temperature gradients (>100/sup 0/C/km) discovered in our drillholes, (7) deeper (<500 m) gradients from water wells exceeding 80/sup 0/C/km, and (8) chemical analyses of 88 groundwater samples yielding estimated base reservoir temperatures as high as 190/sup 0/C. An area of elevated shallow temperature gradients (less than or equal to 140/sup 0/C/km) was discovered a few kilometers west of Albuquerque by our 69 hole drilling program. Resistivity, magnetic, and gravity measurements combined with computer modeling suggests that heated ground water is forced closer to the surface here by flow over a buried ridge. A well drilled nearby yielded the highest recorded temperature in the Albuquerque area at its maximum depth (32.8/sup 0/C at 364 m). The deep gradient is 35/sup 0/C/km. An oil test well close by reported large volumes of water at 1 km; therefore, the possibility of a low temperature (>50/sup 0/C) geothermal resource exists west of Albuquerque at less than 1 km depth.

    The Nuclear Regulatory Commission`s (NRC) Headquarters Operations Officers (HOOs) receive and respond to events reported in the nuclear industry on a 24-hour basis. The HOOs have reported reduced alertness on the night shift, leading to a potential deterioration in their on-shift cognitive performance during the early morning hours. For some HOOs, maladaptation to the night shift was also reported to be the principal cause of: (a) reduced alertness during the commute to and from work, (b) poor sleep quality, and (c) personal lifestyle problems. ShiftWork Systems, Inc. (SWS) designed and installed a Circadian Lighting System (CLS) at both the Bethesda and Rockville HOO stations with the goal of facilitating the HOOs physiological adjustment to their night shift schedules. The data indicate the following findings: less subjective fatigue on night shifts; improved night shift alertness and mental performance; higher HOO confidence in their ability to assess event reports; longer, deeper and more restorative day sleep after night duty shifts; swifter adaptation to night work; and a safer commute, particularly for those with extensive drives.

It is wise to discuss potential difficulties prior to setting out on the mission. Human rights abuses cannot be ignored.   1. Albuquerque, New Mexico, USA: A sunbelt city rapidly outgrowing its aquifer

    Albuquerque, New Mexico, is located along the Rio Grande in central New Mexico, at an elevation of 5280 feet. Albuquerque`s climate reflects its high desert setting; average annual precipitation in the basin is only 8 to 10 inches. The Albuquerque metropolitan area is part of the rapidly growing {open_quotes}sunbelt{close_quotes} region of the southwestern United States and is undergoing rapid development. The municipal, industrial, and residential water needs of the entire population are currently met by groundwater, while agricultural needs within the basin are met by surface water diverted from the Rio Grande. While the city is blessed with an extremely productive aquifer, current metropolitan area annual groundwater extractions of 170,000 acre-feet far exceed the sustainable yield of the aquifer. Continued drawdown will lead to greater pumping costs, ground surface subsidence problems, and eventual aquifer depletion. At the same time, industrial and non-point-source contamination and naturally occurring arsenic levels are raising concerns about groundwater quality. New Mexico water law has required the City to acquire surface water rights and allocations on the Rio Grande sufficient to offset estimated losses from the river induced by the City`s groundwater extraction. It has become increasingly clear that the induced recharge had been greatly overestimated, and that the City is thus not actually consuming its surface water as intended. The City, in cooperation with local, state, and federal agencies, has explored a variety of conjunctive use proposals, all designed to permit the City to use its surface water more directly. The City Council is presently considering a strategy calling for full use of the city`s surface water resources and creation of a groundwater drought reserve. Implementation of this strategy will require regulatory approval and major capital investment, both of which require political support.

    Since 1993, the aquifer system in the Middle Rio Grande Basin, and particularly in the Albuquerque area, has been the focus of studies to further define the extent of the most productive parts of the aquifer and to gain a better understanding of ground-water/surface-water interactions. Twenty-one piezometers were installed during January and February 1997 at five sites in the Duranes well field area in Albuquerque, New Mexico, to allow for concentrated collection of hydraulic-head data. This concentrated collection of shallow hydraulic-head data may lead to a better understanding of the effects of ground-water production on the Rio Grande near a City of Albuquerque well field. Each piezometer was installed in a hole augered by a rig using hollow-stem auger flights. All piezometers are constructed of flush-joint polyvinyl chloride casing with 5-foot polyvinyl chloride screens. The uppermost 2 feet of the piezometer casing is covered by a steel casing with a locking lid. Driller's logs and geophysical logs were collected from the deepest hole and piezometer, respectively, at each site. This report describes the piezometers installed and presents initial water- level data for all piezometers.

    Sandia National Laboratories/New Mexico (SNL/NM) is operated in support of the U.S. Department of Energy (DOE) mission to provide weapon component technology and hardware for national security needs, and to conduct fundamental research and development (R&D) to advance technology in energy research, computer science, waste management, electronics, materials science, and transportation safety for hazardous and nuclear components. In support of this mission, the Environmental Safety and Health (ES&H) Center at SNL/NM conducts extensive environmental monitoring, surveillance, and compliance activities to assist SNL`s line organizations in meeting all applicable environmental regulations applicable to the site including those regulating radiological and nonradiological effluents and emissions. Also herein are included, the status of environmental programs that direct and manage activities such as terrestrial surveillance; ambient air and meteorological monitoring; hazardous, radioactive, and solid waste management; pollution prevention and waste minimization; environmental restoration (ER); oil and chemical spill prevention; and National Environmental Policy Act (NEPA) documentation.   13. Cost effective stream-gaging strategies for the Lower Colorado River basin; the Blythe field office operations

    This report describes the theoretical developments and illustrates the applications of techniques that recently have been assembled to analyze the cost-effectiveness of federally funded stream-gaging activities in support of the Colorado River compact and subsequent adjudications. The cost effectiveness of 19 stream gages in terms of minimizing the sum of the variances of the errors of estimation of annual mean discharge is explored by means of a sequential-search optimization scheme. The search is conducted over a set of decision variables that describes the number of times that each gaging route is traveled in a year. A gage route is defined as the most expeditious circuit that is made from a field office to visit one or more stream gages and return to the office. The error variance is defined as a function of the frequency of visits to a gage by using optimal estimation theory. Currently a minimum of 12 visits per year is made to any gage. By changing to a six-visit minimum, the same total error variance can be attained for the 19 stations with a budget of 10% less than the current one. Other strategies are also explored. (USGS)

    The work carried out on behalf of the DOE by the Desert Research Institute (DRI) includes a wide range of research and support activities associated with the Weapons Testing Program conducted at the Nevada Test Site (NTS). Ongoing and new environmental research programs to be conducted by DRI over the period of this contract include archaeological studies, site mitigation plans, compliance activities, and historical research; offsite community radiation monitoring support; environmental compliance activities related to stat and federal regulations; hydrologic assessment of containment of underground nuclear detonations; hydrology/radionuclide investigations designed to better understand and predict the possible subsurface movement of radionuclides at the NTS; and support of various statistical and data management and design, laboratory, field, and administrative activities. In addition to these, archaeological site characterization, flood hazards for rail transportation, and paleofaunal investigations will be carried out in support of the Yucca Mountain Project.     The United States Department of Energy (DOE) has prepared an environmental assessment (EA) on the proposed Explosive Components Facility (ECF) at the Sandia National Laboratories, Albuquerque (SNL). This facility is needed to integrate, centralize, and enhance many of the explosive, neutron generation, and weapons testing programs currently in progress at SNL. In general, there is insufficient space in existing facilities for the development and testing activities required by modern explosives technologies. The EA examined the potential environmental impacts of the proposed ECF project and discussed potential alternatives. Based on the analyses in the EA, DOE has determined that the proposed action does not constitute a major Federal action significantly affecting the quality of the human environment within the meaning of the National Environmental Policy Act (NEPA) of 1969, and CEQ regulations at 40 CFR 1508.18 and 1508.27. Therefore, an environmental impact statement (EIS) is not required, and the DOE is issuing this Finding of No Significant Impact (FONSI).

    We present a technique that allows for the simultaneous acquisition and interpretation of both shear-wave and compressive-wave 3-D velocities. The technique requires no special seismic sources or array geometries, and is suited to studies with small source-receiver offsets. The method also effectively deals with unwanted seismic arrivals by using the statistical properties of the data itself to discriminate against spurious picks. We demonstrate the technique with a field experiment at the Facility for Analysis, Calibration, and Testing at Sandia National Laboratories, Albuquerque, New Mexico. The resulting 3-D shear-velocity and compressive-velocity distributions are consistent with surface geologic mapping. The averaged velocities and V{sub p}/V{sub s} ratio in the upper 30 meters are also consistent with examples found in the scientific literature.

    Core samples from the upper ???1500 ft of the Santa Fe Group in the Albuquerque West Mesa area provide a first-hand look at the sediments and at subsurface stratigraphic relationships in this important part of the basin-fill aquifer system. Two major hydrostratigraphic subunits consisting of a lower coarse-grained, sandy interval and an overlying fine-grained, interbedded silty sand and clay interval lie beneath the water table at the 98th St core hole. Borehole electrical conductivity measurements reproduce major textural changes observed in the recovered cores and support subsurface correlations of hydrostratigraphic units in the Santa Fe Group aquifer system based on geophysical logs. Comparison of electrical logs from the core hole and from nearby city wells reveals laterally consistent lithostratigraphic patterns over much of the metropolitan area west of the Rio Grande that may be used to delineate structural and related stratigraphic features that have a direct bearing on the availability of ground water.

    As part of an ongoing mosquito surveillance program, 27 sites in the greater metropolitan Albuquerque area (Bernalillo County, New Mexico) were trapped from May through September 2004. Each site was sampled for 1 night weekly, using a standard CO2-baited Centers for Disease Control and Prevention light trap and a gravid trap. Captured mosquitoes were catalogued by location, species, and date, and selected pools were tested for West Nile virus (WNV) by reverse transcription–polymerase chain reaction. Based on previous surveillance, WNV was already established in the state of New Mexico. Surveillance during 2003, the 1st year of WNV detection in New Mexico mosquitoes, was focused on the bosque forest of the Rio Grande river valley. Surveillance during summer of 2004 was extended to additional areas around the city of Albuquerque, the state's largest population center. In addition to the standard surveillance objectives, a secondary goal was to determine whether foci of WNV activity were detectable in other habitats besides the riparian ecosystem of the Rio Grande, and in other species not previously identified as vectors. There was no demonstrable advantage to extending the traditional trapping area outside of the Rio Grande valley. Sites in the valley area had WNV-positive mosquitoes earlier in the season, and for a longer period than the added sites. In addition, riparian sites had the highest diversity of species, the largest numbers of Culex spp. captured, and the largest proportion of the WNV-positive mosquito pools from the study. Species found in other areas of the metropolitan area were also represented in the valley. Although WNV activity was detected in other areas of the city, its activity began later and ended earlier than in the river valley. We surmise that the greatest benefit to mosquito surveillance could be achieved by focusing on the river valley area. PMID:17847847

    The US Department of Energy Albuquerque Operations Office (DOE/AL), through the DOE Pinellas Area Office (PAO) and GE Neutron Devices (GEND), is proposing a joint venture to operate a Partnership School and Child Development Center at the Pinellas Plant. The Child Development Center/Partnership School proposal has been developed. The building has been constructed, teachers and staff selected, and the building made ready for immediate occupancy. The proposed action addressed by this environmental assessment is the operation and utilization of the school as a Partnership School, a preschool Child Development Center, and a before- and after-hours child care facility. In compliance with the National Environmental Policy Act of 1970, the potential impacts from the operation of the proposed action are assessed.   7. Planning for the Transition to Long-Term Stewardship at Three U.S. Department of Energy-Chicago Operations Office Facilities

    This paper describes a pilot study that resulted in the generation of draft planning documents for the upcoming transition from remediation construction to long-term stewardship at three national laboratories managed by the U.S. Department of Energy (DOE)-Chicago Operations Office (CH). The remediation construction work at these facilities is being completed under the DOE's Office of Environmental Management (EM) Program. Once the remediation is complete, the responsibility for long-term stewardship (LTS) of the closed waste sites is expected to be transferred to the DOE organization responsible for managing each of the three facilities (i.e., the site landlord). To prepare for this transfer, an extensive planning effort is required. This pilot study utilized the DOE guidance in effect at the time to (1) develop a series of documents identifying applicable requirements that the LTS Programs will need to satisfy, issues that need to be resolved before the transfer can proceed, and criteria to be used to determine when active remediation is complete and a given site is ready for transfer to the LTS Program; (2) examine alternate structures for possible LTS Programs; and (3) develop draft LTS Implementation Plans. This advanced planning effort yielded a number of observations and lessons learned that are applicable to any facility approaching the end of its remediation construction phase.

    United States nuclear power plant Licensee Event Reports (LERs), submitted to the United States Nuclear Regulatory Commission (NRC) under law as required by 10 CFR 50.72 and 50.73 were evaluated for reliance to the United Kingdom’s Health and Safety Executive – Office for Nuclear Regulation’s (ONR) general design assessment of the Advanced Boiling Water Reactor (ABWR) design. An NRC compendium of LERs, compiled by Idaho National Laboratory over the time period January 1, 2000 through March 31, 2014, were sorted by BWR safety system and sorted into two categories: those events leading to a SCRAM, and those events which constituted a safety system failure. The LERs were then evaluated as to the relevance of the operational experience to the ABWR design.

    Small myomas have a high potential to grow and either to become symptomatic or to cause complications in women of reproductive age. Furthermore, although the risk of malignancy is rare, even the most experienced operator cannot replace the histological analysis to exclude malignancy or premalignant lesions. Such small symptomatic and asymptomatic totally or partially intracavitary myomas may be treated effectively and safety in office setting. The aim of this paper is to describe the currently available hysteroscopic techniques to treat myomas <1.5 cm also with a minimal intramural component without anaesthesia or analgesia in ambulatory setting reducing patient's discomfort.   10. Demographic correlates of paternity confidence and pregnancy outcomes among Albuquerque men.

    We examine the demographic correlates of paternity confidence, or men's assessment of the likelihood that they are the genetic father of a particular child. Evolutionary theory predicts that men will provide less parental investment for putative genetic offspring who are unlikely to be their actual offspring, but confidence of paternity has not been as extensively examined as its importance would merit. Using self-reported data on paternity confidence in 3,360 pregnancies reported by men living in Albuquerque, New Mexico, we find that low paternity confidence is more common among unmarried couples and for unplanned pregnancies. We also find that men are more likely not to state paternity confidence (i.e., they refuse to answer the question) if a pregnancy is unplanned. We additionally examine the pregnancy outcomes associated with confidence of paternity. We find that low paternity confidence pregnancies are significantly more likely to be aborted, and pregnancies for which paternity confidence is unstated are more likely to be aborted or to miscarry. Both abortion and miscarriage are associated with unmarried couples, with unplanned pregnancies, and with couples who have fewer children together. PMID:16685730

    A regional groundwater flow model has been developed to be used as a management tool for the Albuquerque Basin. It is crucial to recognize the impact of the inherent uncertainty in aquifer hydrogeology when applying the model, and an understanding of the effects of uncertainty can be accomplished using a probabilistic approach to address the role of natural variability of aquifer properties on management strategies. Statistical analysis shows that the hydraulic conductivity data is moderately skewed to the right, but is not lognormal. Geostatistical analysis revealed zonal anisotropy oriented due north-south, which is directly related to the flow direction of the ancestral Rio Grande which laid down the Upper Santa Fe Group deposits. The presence of multiple depositional environments within the Upper Santa Fe Group violates the assumption of stationarity.     The Mixed Waste Landfill occupies 2.6 acres in the north-central portion of Technical Area 3 at Sandia National Laboratories, Albuquerque, New Mexico. The landfill accepted low-level radioactive and mixed waste from March 1959 to December 1988. This report represents the Corrective Measures Study that has been conducted for the Mixed Waste Landfill. The purpose of the study was to identify, develop, and evaluate corrective measures alternatives and recommend the corrective measure(s) to be taken at the site. Based upon detailed evaluation and risk assessment using guidance provided by the U.S. Environmental Protection Agency and the New Mexico Environment Department, the U.S. Department of Energy and Sandia National Laboratories recommend that a vegetative soil cover be deployed as the preferred corrective measure for the Mixed Waste Landfill. The cover would be of sufficient thickness to store precipitation, minimize infiltration and deep percolation, support a healthy vegetative community, and perform with minimal maintenance by emulating the natural analogue ecosystem. There would be no intrusive remedial activities at the site and therefore no potential for exposure to the waste. This alternative poses minimal risk to site workers implementing institutional controls associated with long-term environmental monitoring as well as routine maintenance and surveillance of the site.

  13. Summary of water-quality data for City of Albuquerque drinking-water supply wells, 1988-97

    The City of Albuquerque has collected and analyzed more than 5,000 water-quality samples from 113 water-supply wells in the Albuquerque area, including many drinking-water supply wells, since May of 1988. As a result, a large water-quality data base has been compiled that includes data for major ions, nutrients, trace elements, carbon, volatile organic compounds, radiological constituents, and bacteria. These data are intended to improve the understanding and management of the ground-water resources of the region, rather than demonstrate compliance with Federal and State drinking-water standards. This report gives summary statistics for selected physical properties and chemical constituents for ground water from wells used by the City of Albuquerque for drinking-water supply between 1988 and 1997. Maps are provided to show the general spatial distribution of selected parameters and water types around the region. Although the values of some parameters vary substantially across the city, median values for all parameters included in this report are less than their respective maximum contaminant levels in each drinking-water supply well. The dominant water types are sodium plus potassium / carbonate plus bicarbonate in the western part of the city and calcium / carbonate plus bicarbonate in the eastern part of the city.

  14. Organic carbonyl compounds in Albuquerque, New Mexico, air: A preliminary study of the effects of oxygenated fuel use

    A suite of inorganic and organic species were analyzed for four 2--4 day time periods over a year in Albuquerque, New Mexico to determine baseline conditions for organic pollutants under the current air pollution control parameters. Concentrations of low molecular weight carbonyl compounds were relatively high compared with areas such as Los Angeles. Formio acid concentrations in air samples were significant even in winter. In addition, ratios of peroxypropionyl nitrate to peroxyacyetyl nitrate are higher than expected and may be related to the use of oxygenated fuels which are used to mitigate CO concentrations. The number of CO violations in Albuquerque has decreased steadily since 1982 and the downward trend has continued since 1989 when oxygenated fuel use was mandated. It is, therefore, difficult to correlate the drop in CO violations directly to the use of oxygenated fuels when such factors as fleet turnover, woodburning controls, emissions testing and meteorological conditions also may be playing significant roles. More detailed studies are needed to determine the specific relationship between the use of oxygenated fuels and the air quality in Albuquerque, New Mexico and similar urban areas in the western United States.

    This report is the result of a workshop on Arctic offshore oil and gas recovery, held at Sandia National Laboratories Albuquerque, New Mexico, on June 30-July 2, 1980. Research priorities for the technology related to Arctic offshore oil and gas production were defined. The workshop was preceded by a report entitled, A Review of Technology for Arctic Offshore Oil and Gas Recovery, authored by Dr. W. M. Sackinger. The mission of the workshop was to identify research priorities without considering whether the research should be conducted by government or by industry. Nevertheless, at the end of the meeting the general discussion did consider this, and the concensus was that environmental properties should certainly be of concern to the government, that implementation of petroleum operations was the province of industry, and that overlapping, coordinated areas of interest include both environment and interactions of the environment with structures, transport systems, and operations. An attempt to establish relative importance and a time frame was made after the workshop through the use of a survey form. The form and a summary of its results, and a discussion of its implications, are given.

  16. Application of nonlinear-regression methods to a ground-water flow model of the Albuquerque Basin, New Mexico

    This report documents the application of nonlinear-regression methods to a numerical model of ground-water flow in the Albuquerque Basin, New Mexico. In the Albuquerque Basin, ground water is the primary source for most water uses. Ground-water withdrawal has steadily increased since the 1940's, resulting in large declines in water levels in the Albuquerque area. A ground-water flow model was developed in 1994 and revised and updated in 1995 for the purpose of managing basin ground- water resources. In the work presented here, nonlinear-regression methods were applied to a modified version of the previous flow model. Goals of this work were to use regression methods to calibrate the model with each of six different configurations of the basin subsurface and to assess and compare optimal parameter estimates, model fit, and model error among the resulting calibrations. The Albuquerque Basin is one in a series of north trending structural basins within the Rio Grande Rift, a region of Cenozoic crustal extension. Mountains, uplifts, and fault zones bound the basin, and rock units within the basin include pre-Santa Fe Group deposits, Tertiary Santa Fe Group basin fill, and post-Santa Fe Group volcanics and sediments. The Santa Fe Group is greater than 14,000 feet (ft) thick in the central part of the basin. During deposition of the Santa Fe Group, crustal extension resulted in development of north trending normal faults with vertical displacements of as much as 30,000 ft. Ground-water flow in the Albuquerque Basin occurs primarily in the Santa Fe Group and post-Santa Fe Group deposits. Water flows between the ground-water system and surface-water bodies in the inner valley of the basin, where the Rio Grande, a network of interconnected canals and drains, and Cochiti Reservoir are located.     The annual Planetary Geologic Mappers Meeting serves two purposes. In addition to giving mappers the opportunity to exchange ideas, experiences, victories, and problems with others, presentations are reviewed by the Geologic Mapping Subcommittee (GeMS) to provide input to the Planetary Geology and Geophysics Mapping Program review panel’s consideration of new proposals and progress reports that include mapping tasks. Funded mappers bring both oral presentation materials (slides or viewgraphs) and map products to post for review by GeMS and fellow mappers. Additionally, the annual meetings typically feature optional field trips offering earth analogs and parallels to planetary mapping problems. The 2001 Mappers Meeting, June 18-19, was convened by Tim Parker, Dave Senske, and Ken Tanaka and was hosted by Larry Crumpler and Jayne Aubele of the New Mexico Museum of Natural History and Science in Albuquerque, New Mexico. Oral presentations were given in the Museum’s Honeywell Auditorium, and maps were posted in the Sandia Room. In addition to active mappers, guests included local science teachers who had successfully competed for the right to attend and listen to the reports. It was a unique pleasure for mappers to have the opportunity to interact with and provide information to teachers responding so enthusiastically to the meeting presentation. On Sunday, June 17, Larry and Jayne conducted an optional pre-meeting field trip. The flanks of Rio Grande Rift, east and west of Albuquerque and Valles Caldera north of town presented tectonic, volcanic, and sedimentary examples of the Rift and adjoining areas analogous to observed features on Mars and Venus. The arid but volcanically and tectonically active environment of New Mexico’s rift valley enables focus on features that appear morphologically young and spectacular in satellite images and digital relief models.     Results from luminescence dating on 13 samples from the Albuquerque area show that major-drainage fluvial deposits represent significant periods of aggradation that formed paired, correlatable terraces on the east and west margins of the Rio Grande valley. The youngest terrace fills (Primero Alto) formed during late Pleistocene as a result of streamflow variations with climate cooling during Marine Oxygen-Isotope Stage 3; our ages suggest aggradation of the upper part of the fill occurred at about 47-40 ka. Deposits of the second (Segundo Alto) terraces reached maximum height during climate cooling in the early part of Marine Oxygen-Isotope Stage 5 as late as 90-98 ka (based on dated basalt flows). Our luminescence ages show considerable scatter and tend to be younger (range from 63 ka to 162 ka). The third (Tercero Alto) and fourth (Cuarto Alto) terraces are dated on the basis of included volcanic tephra. Tercero Alto terrace-fill deposits contain the Lava Creek B tephra (639 ka), and Cuarto Alto terrace-fill deposits contain tephra of the younger Bandelier Tuff eruption (1.22 Ma), the Cerro Toledo Rhyolite (1.47 Ma), and the older Bandelier Tuff eruption (1.61 Ma). These periods of aggradation culminated in fluvial terraces that are preserved at maximum heights of 360 ft (Cuarto Alto), 300 ft (Tercero Alto), 140 ft (Segundo Alto), and 60 ft (Primero Alto) above the modern flood-plain. Despite lithologic differences related to local source-area contributions, these terracefill deposits can be correlated across the Rio Grande and up- and down-valley for tens of miles based on maximum height of the terrace above the modern floodplain.

    The US Department of Energy`s (DOE`s) conduct of epidemiologic surveillance provides an early warning system for health problems among workers. This program monitors illnesses and injuries that result in an absence of five or more consecutive workdays, occupational injuries and illnesses, and disabilities and deaths among current workers. This report provides a summary of epidemiologic surveillance data collected from the Sandia National Laboratory-Albuquerque (SNL-AL) from January 1, 1995 through December 31, 1995. The data were collected by a coordinator at SNL-AL and submitted to the Epidemiologic Surveillance Data Center, located at Oak Ridge Institute for Science and Education, where quality control procedures and data analyses were carried out. The annual report for 1995 has been redesigned from reports for previous years. Most of the information in the previous reports is also in this report, but some material now appears in the appendices instead of the main body of the report. The information presented in the main body of the report provides a descriptive analysis of the data collected from the site and the appendices provide more detail. A new section of the report presents trends in health over time. The Glossary and an Explanation of Diagnostic Categories have been expanded with more examples of diagnoses to illustrate the content of each category. The data presented here apply only to SNL-AL. The DOE sites are varied, so comparisons of SNL-AL with other DOE sites should be made with caution. It is important to keep in mind that many factors can affect the completeness and accuracy of health information collected at the sites as well as affect patterns of illness and injury observed.

With agency-wide responsibility for defining the meteoroid environments for spacecraft engineering operations purposes, the MEO will distribute a state-of-the-art sporadic meteoroid model as well as meteor shower forecasts for spacecraft operators. To improve these models and forecasts, the MEO will manage an observation and research program. Office responsibilities, products, and plans will be discussed in this paper. The MEO is sponsored by the Office of Safety and Mission Assurance at NASA Headquarters.

    The objective of this report is to demonstrate that a thorough assessment of the risks associated with the operation of the Rust Geotech patented VAC*TRAX mobile treatment unit (MTU) has been performed and documented. The MTU was developed to treat mixed wastes at the US Department of Energy (DOE) Albuquerque Operations Office sites. The MTU uses an indirectly heated, batch vacuum dryer to thermally desorb organic compounds from mixed wastes. This process hazards analysis evaluated 102 potential hazards. The three significant hazards identified involved the inclusion of oxygen in a process that also included an ignition source and fuel. Changes to the design of the MTU were made concurrent with the hazard identification and analysis; all hazards with initial risk rankings of 1 or 2 were reduced to acceptable risk rankings of 3 or 4. The overall risk to any population group from operation of the MTU was determined to be very low; the MTU is classified as a Radiological Facility with low hazards.

    Selected reaches of Grant Line Arroyo and Tijeras Arroyo in Albuquerque, New Mexico, were studied to collect information about the amount and quality of infiltration through arroyo channels. Infiltration rate was calculated for selected reaches of Grant Line Arroyo and Tijeras Arroyo based on instantaneous streamflow-loss volumes, wetted channel area, and instantaneous evaporation rates measured during 1988-92. Infiltration rates at Grant Line Arroyo ranged from 0.0 to 0.6 foot per day, and at Tijeras Arroyo from 2.28 to 30 feet per day. The evaporation rate ranged from one-tenth of 1 percent to 2 percent of the infiltration rate. Infiltration rates differed with the location of the reach isolated for measurement and with the time of day of the infiltration-rate measurement. Differences in intrinsic permeability of the sediments may be the most important factor affecting spatial variations in infiltration. The most important factor affecting temporal variations in infiltration may be the temperature of the water and sediment where infiltration occurs. Annual evaporation rates were greatest over saturated stream sediments and ranged from 802 to 1,025 millimeters per year or from 31.57 to 40.35 inches per year. Annual evaporation rates were least over unsaturated, unvegetated soil and ranged from 174 to 291 millimeters per year or from 6.85 to 11.46 inches per year. Annual evapotranspiration rates over grasses or shrubs or both were about one-half the rates over saturated stream sediments. Rates were similar for Grant Line and Tijeras Arroyos. The land- surface vegetation, availability of water at the land surface, availability of energy to enable a change of state from water to vapor, existence of a vapor concentration gradient, and a turbulent atmosphere to carry the vapor away may be the factors that determine the amount of evaporation and evapotranspiration.   10. Aeromagnetic expression of faults that offset basin fill, Albuquerque basin, New Mexico

    High-resolution aeromagnetic data acquired over the Albuquerque basin show widespread expression of faults that offset basin fill and demonstrate that the aeromagnetic method can be an important hydrogeologic and surficial mapping tool in sediment-filled basins. Aeromagnetic expression of faults is recognized by the common correspondence of linear anomalies to surficial evidence of faulting across the area. In map view, linear anomalies show patterns typical of extensional faulting, such as anastomosing and en echelon segments. Depths to the tops of faulted magnetic layers showing the most prominent aeromagnetic expression range from 0 to 100 m. Sources related to subtler fault expressions range in depths from 200 to 500 m. We estimate that sources of the magnetic expressions of the near-surface faults likely reside within the upper 500-600 m of the subsurface. The linear anomalies in profile form show a range of shapes, but all of them can be explained by the juxta-position of layers having different magnetic properties. One typical anomaly differs from the expected symmetric fault anomaly by exhibiting an apparent low over the fault zone and more than one inflection point. Although the apparent low could easily be misinterpreted as representing multiple faults or an anomalous fault zone, geophysical analysis, magnetic-property measurements, and geologic considerations lead instead to a "thin-thick model" in which magnetic layers of different thickness are juxtaposed. The general geometry of this model is a thin magnetic layer on the upthrown block and a thick magnetic layer on the downthrown block. The thin-thick model can be represented geologically by growth faulting and syntectonic sedimentation, where relatively coarse-grained sediment (which is more magnetic than fine-grained material) has accumulated in the hanging wall. This implies that the aeromagnetic data have potential for mapping growth faults and locating concentrations of coarse-grained material
