    This meeting is the seventeenth oilheat industry technology meeting held since 1984 and the forth since the National Oilheat Research Alliance was formed. This year's symposium is a very important part of the effort in technology transfer, which is supported by the Oilheat Research Program under the United States Department of Energy, Building Technologies Program within the Office of Energy Efficiency and Renewable Energy. The foremost reason for the conference is to provide a platform for the exchange of information and perspectives among international researchers, engineers, manufacturers, service technicians, and marketers of oil-fired space-conditioning equipment. The conference provides a conduit by which information and ideas can be exchanged to examine present technologies, as well as helping to develop the future course for oil heating advancement. These conferences also serve as a stage for unifying government representatives, researchers, fuel oil marketers, and other members of the oil-heat industry in addressing technology advancements in this important energy use sector. The specific objectives of the conference are to: (1) Identify and evaluate the current state-of-the-art and recommend new initiatives for higher efficiency, a cleaner environment, and to satisfy consumer needs cost-effectively, reliably, and safely; (2) Foster cooperative interactions among federal and industrial representatives for the common goal of sustained economic growth and energy security via energy conservation.

    The Mining and Reclamation Technology Symposium was commissioned by the Mountaintop Removal Mining/Valley Fill Environmental Impact Statement (EIS) Interagency Steering Committee as an educational forum for the members of the regulatory community who will participate in the development of the EIS. The Steering Committee sought a balanced audience to ensure the input to the regulatory community reflected the range of perspectives on this complicated and emotional issue. The focus of this symposium is on mining and reclamation technology alternatives, which is one of eleven topics scheduled for review to support development of the EIS.     The International Symposium on Atomic Technology (ISAT) is held every year. The Third Symposium (ISAT-3) was held on 5-6 March 2009 at the Tokyo International Exchange Center, Tokyo, Japan jointed with the Third Polyscale Technology Workshop (PTW-3). The ISAT-3 symposium was intended to offer a forum for the discussion of the latest progress in atomic technologies, which was successively held after ISAT-1 at Tsukuba and ISAT-2 at Awaji in 2007. The symposium was attended by 136 participants. There were 12 invited and 4 oral presentations. The number of poster presentations was 101. From all the contributions, 32 papers selected through review process are contained in this volume. The 'Atomic Technology Project' and the 'Polyscale Technology Project' were started in 2006 as the joint project of three institutions; (1) Center for Atomic and Molecular Technologies, Graduate School of Engineering, Osaka University (CAMT), (2) Tsukuba Research Center for Interdisciplinary Materials Science, Graduate School of Pure and Applied Sciences, University of Tsukuba (TIMS) and (3) Polyscale Technology Research Center, Research Institute for Science and Technology, Tokyo University of Science (PTRC), each of which were independently pursuing atomic and polyscale technologies. The project is funded by the Ministry of Education, Culture, Sports, Science and Technology of Japan. The goal of these projects is to contribute to the development of atomic and polyscale science and technologies. In this symposium, four research fields were focused on: Biomedical Applications, Fabrication for Advanced Materials and Devices, Magnetic Applications, and Quantum and Molecular Engineering for Advanced Technologies.     Since 1958, NASA has been charged with actively assisting in the transfer of technologies derived from the United States space program into the industrial sector of the U.S. economy. This has historically been accomplished through technology transfer offices working independently at each NASA field center. NASA recently restructured the program to provide regional coordination, maximize efficiencies, eliminate redundancies, and capitalize on each center's fundamental technology strengths. The nation is divided into six NASA technology transfer geographical regions with each region containing one or more NASA field centers and a regional technology transfer center. The southeast region includes the states of Alabama, Arkansas, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, South Carolina, and Tennessee. The NASA field centers in this region are: the Marshall Space Flight Center in Huntsville, Alabama; the Kennedy Space Center in Florida; and the Stennis Space Center in Bay St. Louis, Mississippi. The centers have teamed to focus primarily on regional industries and businesses, to provide a wide range of resources for U.S. industries, including access to unique government facilities, regional workshops, and technical problem solving. Hundreds of American businesses have benefited from this new regional initiative, as evidenced by reports of over 10,500 added or saved jobs and over 988 million worth of economic impacts as a result of their technology transfer activities.

    At the opening of the Symposium, Dr. Sharrah, Senior Vice President of Continental Oil Company, addressed the attendees, and his remarks are included in this volume. The Symposium was concluded by workshops which addressed specific topics. The topical titles are as follows: alcohol uses; production; environment and safety; and socio-economic. The workshops reflected a growing confidence among the attendees that the alcohols from coal, remote natural gas and biomass do offer alternatives to petroleum fuels. Further, they may, in the long run, prove to be equal or superior to the petroleum fuels when the aspects of performance, environment, health and safety are combined with the renewable aspect of the biomass derived alcohols. Although considerable activity in the production and use of alcohols is now appearing in many parts of the world, the absence of strong, broad scale assessment and support for these fuels by the United States Federal Government was a noted point of concern by the attendees. The environmental consequence of using alcohols continues to be more benign in general than the petroleum based fuels. The exception is the family of aldehydes. Although the aldehydes are easily suppressed by catalysts, it is important to understand their production in the combustion process. Progress is being made in this regard. Of course, the goal is to burn the alcohols so cleanly that catalytic equipment can be eliminated. Separate abstracts are prepared for the Energy Data Base for individual presentations.

    Interfacial joining (bonding) is a widely accepted welding process and one of the environmentally benign technologies used in industrial production. As the bonding temperature is lower than the melting point of the parent materials, melting of the latter is kept to a minimum. The process can be based on diffusion bonding, pressure welding, friction welding, ultrasonic bonding, or brazing-soldering, all of which offer many advantages over fusion welding. In addition, surface technologies such as surface modification, spraying, coating, plating, and thin-film formation are necessary for advanced manufacturing, fabrication, and electronics packaging. Together, interfacial joining and surface technology (IJST) will continue to be used in various industrial fields because IJST is a very significant form of environmentally conscious materials processing. The international symposium of IJST 2013 was held at Icho Kaikan, Osaka University, Japan from 27-29 November, 2013. A total of 138 participants came from around the world to attend 56 oral presentations and 36 posters presented at the symposium, and to discuss the latest research and developments on interfacial joining and surface technologies. This symposium was also held to commemorate the 30th anniversary of the Technical Commission on Interfacial Joining of the Japan Welding Society. On behalf of the chair of the symposium, it is my great pleasure to present this volume of IOP Conference Series: Materials Science and Engineering (MSE). Among the presentations, 43 papers are published here, and I believe all of the papers have provided the welding community with much useful information. In view of the current global scenario and emerging trends in vacuum technology, this year, the executive committee of IVS felt it appropriate to organize an international symposium at Tata Institute of Fundamental Research, Colaba, Mumbai 400 005 from 29-30 November 2007. This symposium provided a forum for exchange of information among vacuum scientists, technologists and industrialists on recent advances made in the areas of large vacuum systems, vacuum production, its measurement and applications in industry, and material processing in vacuum. Vacuum science and technology has made vital contributions in high tech areas like space, high energy particle accelerators, large plasma systems, electronics, thin films, melting and refining of metals, extraction and processing of advanced materials etc. The main areas covered in the symposium were the production and measurement of vacuums, leak detection, large vacuum systems, vacuum metallurgy, vacuum materials and processing inclusive of applications of vacuum in industry. Large vacuum systems for high energy particle accelerators, plasma devices and light sources are of special significance for this symposium.   1. Strategic information technology alliances for effective health-care supply chain management.

    To gain and sustain competitive advantage, health-care providers have to continuously review and renovate their operational and information technology (IT) strategies through collaborative and cooperative endeavour with their supply chain channel members. This paper explores new ways of enhancing a health-care organization's responsiveness to changes and increasing its competitiveness through implementing strategic information technology alliances among channel members in a health-care supply chain network. An overview of issues and problems (e.g. bullwhip effect, negative externalities and free-riding phenomenon in multichannel supply chains) presented in the health-care supply chains is first delineated. This paper further goes over the issues of health-care supply chain coordination and integration for strategic IT alliances, followed by the discussion of the spillover effect of IT investments. A number of viable IT practices (such as information sharing and Internet-enabled supply chain portal) for effective health-care supply chain collaboration and coordination are then examined in this research. Finally, the paper discusses how strategic IT alliances can help improve the effectiveness of health-care supply chain management. PMID:19633183

  2. How national institutions influence firms' knowledge-building alliance strategies: A longitudinal study of fuel cell technology development

    This study posited knowledge-building alliance strategies as a function of the national institutional environment characterizing the firm's location of innovation. Hypotheses were grounded in two dimensions of institutional theory---the location of authority in a strong state apparatus or statism, and organization of society along communitarian principles or corporatism. Based on their utility in explaining both innovation and collaboration, these institutional dimensions were conceptualized as influencing firms' knowledge-building alliance strategies directly, and by interacting with firm-, dyad- and network-level characteristics such as size, technological achievement, technological distance and social capital. Results showed that corporatism did not contribute to significantly more alliances, though a positive and significant relationship was observed in estimating alliances with research institutions. Similarly, statism was found to be associated with increased alliances with foreign actors. Large, technologically accomplished firms engaged in more alliances across polities, however, smaller, less technologically accomplished firms engaged in greater number of alliances in corporatist polities than associational polities. Technological distance between partners reduced the odds of alliance formation; this relationship, however, was stronger in societal polities than statist polities. Alliances served as a significant mechanism for knowledge spillovers across both polity types. Even though alliance counts did not vary according to the degree of corporatism, the motivation to build on both direct and indirect partners' knowledge did. Firms in associational polities built on their partners' knowledge more successfully than firms from corporatist polities; however, the proportion of knowledge acquired from foreign partners was lower in statist polities. The social capital generated from strong brokerage positions spanned by the firms was associated with greater

The alliance brought together a team of government, industrial, and academic institutions to address research and development required to enable the deployment of future military unmanned ground vehicle systems ranging in size from man-portables to ground combat vehicles. Under RCTA, three technology areas critical to the development of future autonomous unmanned systems were addressed: advanced perception, intelligent control architectures and tactical behaviors, and human-robot interaction. The Jet Propulsion Laboratory (JPL) participated as a member for the entire program, working four tasks in the advanced perception technology area: stereo improvements, terrain classification, pedestrian detection in dynamic environments, and long range terrain classification. Under the stereo task, significant improvements were made to the quality of stereo range data used as a front end to the other three tasks. Under the terrain classification task, a multi-cue water detector was developed that fuses cues from color, texture, and stereo range data, and three standalone water detectors were developed based on sky reflections, object reflections (such as trees), and color variation. In addition, a multi-sensor mud detector was developed that fuses cues from color stereo and polarization sensors. Under the long range terrain classification task, a classifier was implemented that uses unsupervised and self-supervised learning of traversability to extend the classification of terrain over which the vehicle drives to the far-field. Under the pedestrian detection task, stereo vision was used to identify regions-of-interest in an image, classify those regions based on shape, and track detected pedestrians in three-dimensional world coordinates.     The Robotics Collaborative Technology Alliance (RCTA) seeks to provide adaptive robot capabilities which move beyond traditional metric algorithms to include cognitive capabilities [1]. Research occurs in 5 main Task Areas: Intelligence, Perception, Dexterous Manipulation and Unique Mobility (DMUM), Human Robot Interaction (HRI), and Integrated Research (IR). This last task of Integrated Research is especially critical and challenging. Individual research components can only be fully assessed when integrated onto a robot where they interact with other aspects of the system to create cross-Task capabilities which move beyond the State of the Art. Adding to the complexity, the RCTA is comprised of 12+ independent organizations across the United States. Each has its own constraints due to development environments, ITAR, "lab" vs "real-time" implementations, and legacy software investments from previous and ongoing programs. We have developed three main components to manage the Integration Task. The first is RFrame, a data-centric transport agnostic middleware which unifies the disparate environments, protocols, and data collection mechanisms. Second is the modular Intelligence Architecture built around the Common World Model (CWM). The CWM instantiates a Common Data Model and provides access services. Third is RIVET, an ITAR free Hardware-In-The-Loop simulator based on 3D game technology. RIVET provides each researcher a common test-bed for development prior to integration, and a regression test mechanism. Once components are integrated and verified, they are released back to the consortium to provide the RIVET baseline for further research. This approach allows Integration of new and legacy systems built upon different architectures, by application of Open Architecture principles.

It was accompanied by the 12-th Annual Meeting of the German Vacuum Society.     Measurement and instrumentation have long played an important role in production engineering, through supporting both the traditional field of manufacturing and the new field of micro/nanotechnology. Papers published in this special feature were selected and updated from those presented at The 10th International Symposium on Measurement Technology and Intelligent Instruments (ISMTII 2011) held at KAIST, Daejeon, South Korea, on 29 June-2 July 2011. ISMTII 2011 was organized by ICMI (The International Committee on Measurements and Instrumentation), Korean Society for Precision Engineering (KSPE), Japan Society for Precision Engineering (JSPE), Chinese Society for Measurement (CSM) and KAIST. The Symposium was also supported by the Korea BK21 Valufacture Institute of Mechanical Engineering at KAIST. A total of 225 papers, including four keynote papers, were presented at ISMTII 2011, covering a wide range of topics, including micro/nanometrology, precision measurement, online & in-process measurement, surface metrology, optical metrology & image processing, biomeasurement, sensor technology, intelligent measurement & instrumentation, uncertainty, traceability & calibration, and signal processing algorithms.     The Indian Vacuum Society (IVS) was established in 1970 to promote vacuum science and technology in academic, industrial and R&D institutions in India. IVS is a member society of the International Union for Vacuum Science, Technique and Applications (IUVSTA). It has organized International and national symposia, short term courses and workshops on different aspects of Vacuum Science and Technology at regular intervals. So far 27 National symposia, 4 International Symposia and 47 courses have been organized at various locations in India. There has been an active participation from R&D establishments, universities and Indian industries during all these events. In view of the current global situation and emerging trends in vacuum technology, the executive committee of the IVS suggested to us that we organize an International Symposium at the Variable Energy Cyclotron Centre, Kolkata from 15-17 February 2012. At the Variable Energy Cyclotron Centre we have a large number of high vacuum systems used in the K130 Cyclotron and K500 Superconducting Cyclotron. Also a large cryogenic system using LHe plant is in operation for cryopanels and a superconducting magnet for K-500 Cyclotron. The main areas covered at the symposium were the production and measurement of vacuums, leak detection, design and development of large vacuum systems, vacuum metallurgy, vacuum materials and the application of high vacuums in cyclotrons, LINACS and other accelerators. This symposium provided an opportunity for interaction between active researchers and technologists and allowed them to review the current situation, report recent experimental results, share the available expertise and consider the future R&D efforts needed in this area. Keeping the industrial significance of vacuum technology in mind, an exhibition of the vacuum related equipment, accessories, products etc by various suppliers and manufactures was organized alongside the symposium.     I have been very fortunate in my journey of mental illness. I respond well to medication, but I don't think that is the complete answer to living successfully with serious, persistent mental illness. I believe a person's environment is also of utmost importance, enabling the person suffering with mental illness to continually grow in life. I found early in my struggle with mental illness a psychiatrist with whom I have always had a very good rapport. Until recently I didn't know that what I have with this psychiatrist is professionally known as a therapeutic alliance. Over the years, when I need someone to talk over anything that is troubling to me, I seek my psychiatrist. A therapeutic alliance is non-judgmental; it is nourishing; and finally it is a relationship of complete trust. Perhaps persons reading this article who have never experienced this alliance will seek it. I believe it can make an insecure person secure; a frightened person less frightened; and allow a person to continue the journey of mental health with a sense of belief in oneself. PMID:12433224

    The Indian Vacuum Society (IVS) was established in 1970 to promote vacuum science and technology in academic, industrial and R&D institutions in India. IVS is a member society of the International Union for Vacuum Science, Technique and Applications (IUVSTA). It has organized International and national symposia, short term courses and workshops on different aspects of Vacuum Science and Technology at regular intervals. So far 27 National symposia, 4 International Symposia and 47 courses have been organized at various locations in India. There has been an active participation from R&D establishments, universities and Indian industries during all these events. In view of the current global situation and emerging trends in vacuum technology, the executive committee of the IVS suggested to us that we organize an International Symposium at the Variable Energy Cyclotron Centre, Kolkata from 15-17 February 2012. At the Variable Energy Cyclotron Centre we have a large number of high vacuum systems used in the K130 Cyclotron and K500 Superconducting Cyclotron. Also a large cryogenic system using LHe plant is in operation for cryopanels and a superconducting magnet for K-500 Cyclotron. The main areas covered at the symposium were the production and measurement of vacuums, leak detection, design and development of large vacuum systems, vacuum metallurgy, vacuum materials and the application of high vacuums in cyclotrons, LINACS and other accelerators. This symposium provided an opportunity for interaction between active researchers and technologists and allowed them to review the current situation, report recent experimental results, share the available expertise and consider the future R&D efforts needed in this area. Keeping the industrial significance of vacuum technology in mind, an exhibition of the vacuum related equipment, accessories, products etc by various suppliers and manufactures was organized alongside the symposium.     To bring the benefits of science more quickly to patient care, the NIH National Center Advancing Translational Sciences (NCATS) supports programs that enhance the development, testing, and implementation of new medical products and procedures. The NCATS Clinical and Translational Science Award (CTSA) program is central to that mission; creating an academic home for clinical and translational science and supporting those involved in the discovery and development of new health-related inventions. The Technology Transfer Offices (TTO) of CTSA-funded universities can be important partners in the development process; facilitating the transfer of medical research to the commercial sector for further development and ultimately, distribution to patients. The Aggregating Intellectual Property working group (AWG) of the CTSA Public Private Partnerships Key Function Committee (PPP KFC) developed a survey to explore how CTSA-funded institutions currently interface with their respective TTOs to support medical product development. The results suggest a range of relationships across institutions; approximately half have formal collaborative programs, but only a few have well-connected programs. Models of collaborations are described and provided as examples of successful CTSA/TTO partnerships that have increased the value of health-related inventions as measured by follow-on funding and industry involvement; either as a consulting partner or licensee.     The Research Data Alliance (RDA) is an international organization created in 2012 to provide researchers with a forum for identifying and removing barriers to data sharing. Since then, RDA has gained over 3000 individual members, over three dozen organizational members, 47 Interest Groups, and 17 Working Groups, all focused on research data sharing. Interoperability is one instantiation of data sharing, but is not the only barrier to overcome. Technology limitations, discipline-specific cultures that do not support sharing, lack of best-practices, or lack of good definitions, are only three of a long list of situations preventing researchers from sharing their data. This presentation will cover how RDA has grown, some details on how the first eight solutions contribute to interoperability and sharing, and a sneak peek at what's in the pipeline.

    According to the Office of Technology Assessment (OTA) report TECHNOLOGY AND STEEL INDUSTRY COMPETITIVENESS, there are considerable opportunities for major new steelmaking technologies to be created and introduced in the domestic steel industry during the coming decades. During the decade of the 1980's there will be continued increases in the use of scrap-based electric-furnace steelmaking by both nonintegrated and integrated steelmakers. Moreover, there will be substantial increases in the use of continuous casting of steel. One of the important impacts of these changes will be the need to use direct-reduced iron as a complement to ferrous scrap in electric-steelmaking furnaces. The shift to greater scrap use and the gradually increasing use of direct-reduced iron signifies less dependence on ironmaking in blast furnaces fueled primarily by coke. Thus, pollution should be abated. Although there may be very limited introduction of coal-based direct-reduction during the 1980's in the United States, in the 1990's we may see large-scale direct-reduction plants based on coal gasification and more DR plants using coal directly. Federal policies shape the development and use of new technology. Those policies that aid and reward the companies with the poorest performance may be detrimental to a competitive domestic steel industry, such is the nature of President Carter's proposal to grant extensions to the compliance schedule for the Clean Air Act to certain qualifying plants. 7 references.

    Infusion therapy models are ever changing and growing in modern health care. New technologies and problems arise daily as researchers and clinicians explore our world. As technologies advance, health care costs are also skyrocketing. The vast majority of hospitalized patients will receive some form of infusion therapy during their stay, and many will continue to receive therapy after they are discharged from the inpatient setting. Infusion alliances can aid cost containment by decreasing infusion-related complication rates, affect customer satisfaction, and promote interdisciplinary collaboration. This article discusses the potential benefits of an infusion alliance, details steps for using the performance improvement process when implementing and maintaining an alliance, and outlines the components of a successful business plan.     Exposure to ionizing radiation produces few immediate outwardly-visible clinical signs, yet, depending on dose, can severely damage vital physiological functions within days to weeks and produce long-lasting health consequences among survivors. In the event of a radiological accident, the rapid evaluation of the individual absorbed dose is paramount to discriminate the worried but unharmed from those individuals who must receive medical attention. Physical, clinical and biological dosimetry are usually combined for the best dose assessment. However, because of the practical limits of physical and clinical dosimetry, many attempts have been made to develop a dosimetry system based on changes in biological parameters, including techniques for hematology, biochemistry, immunology, cytogenetics, etc. Lymphocyte counts and chromosome aberrations analyses are among the methods that have been routinely used for estimating radiation dose. However, these assays require several days to a week to be completed and therefore cannot be used to obtain a fast estimate of the dose during the first few days after exposure when the information would be most critical for identifying victims of radiation accidents who could benefit the most by medical intervention. The steadily increasing sophistication in our understanding of the early biochemical responses of irradiated cells and tissues provides the opportunity for developing mechanism-based biosignatures of exposure. Compelling breakthroughs have been made in the technologies for genome-scale analysis of cellular transcriptional and proteomic profiles. There have also been major strides in the mechanistic understanding of the early events in DNA damage and radiation damage products, as well as in the cellular pathways that lead to radiation injury.     Alliance-focused training (AFT) aims to increase therapists' ability to recognize, tolerate, and negotiate alliance ruptures by increasing the therapeutic skills of self-awareness, affect regulation, and interpersonal sensitivity. In AFT, therapists are encouraged to draw on these skills when metacommunicating about ruptures with patients. In this article, we present the 3 main supervisory tasks of AFT: videotape analysis of rupture moments, awareness-oriented role-plays, and mindfulness training. We describe the theoretical and empirical support for each supervisory task, provide examples based on actual supervision sessions, and present feedback about the usefulness of the techniques from trainees in our program. We also note some of the challenges involved in conducting AFT and the importance of maintaining a strong supervisory alliance when using this training approach. PMID:25150677

    The knowledge transfer efficiency (KTE) is closely relative to the success or failure of technology innovation in strategic alliances. This paper takes the KTE as the essential variable to establish the benefit function model of technology innovations to explore the KTE's influences on partners' innovative decisions under two different modes: independent innovations and alliance innovations. It is found that the higher the KTE, the greater the reducing extent of production costs is.     The Eighth Symposium on the Transfer and Utilization of Particulate Control Technology was held in San Diego, California, March 20 through 23, 1990. The symposium proceedings contain 80 papers presented by representatives of utility companies, equipment and process suppliers, university representatives, research and development companies, EPA and other federal and state agency representatives, and EPRI staff members. Electrostatic precipitators and fabric filters were the major topics discussed during the symposium. Papers from this conference are organized by session in two volumes. This Volume (2) contains papers presented in the sessions on: low ratio baghouse O M experience, pulse-jet baghouse experience, particulate control for AFBCs, particulate control for dry SO2 control processes, baghouse design and performance, fundamental baghouse studies, high temperature filtration, and control of emissions from RDF incinerators. Both fabric filters and ESPs are discussed in the AFBC and dry SO2 control papers. The high temperature filtration papers deal with ceramic barrier and granular bed filters. The rest of the papers in Volume 2 are concerned with fabric filters on pulverized-coal-fired boilers. Individual projects are processed separately for the data bases.

    The aim of this paper is to analyze the R&D alliances' effect on technological innovation. There are many factors that have effect on technological innovation, but few empirical literatures have studied R&D alliances. After reviewing related literature, we propose some hypotheses and test them with a sample of 504 small and medium enterprises that have carried out R&D activities and joined in R&D alliances. The results indicate that, for small and medium enterprises, participating in R&D alliances is good for technological innovation. Moreover, capital investment and human resource has positive impacts on innovation, but which industry that enterprises belong to has no effect.

    In this study, an investigation of 231 articles of the oral communication sections presented at the National Symposium on Physics Teaching (NSPT) was conducted, trying to identify those related to Information and Communication Technology (ICT), its form of organization, the involved thematic areas and the degree of teaching, allowing to compare the different perspectives and trends in this field. The conducted state of the art-study had a bibliographical character and qualitative contours involving content analysis. It was realized that the thematic area "Information technology, technology diffusion and Physics teaching", where most of the research related to ICT is concentrated, represent 11.7% of the total number of papers at the XIX NSPT, confirming a trend of research in this area. It was found, among other things, the predominance of studies where learning objects are used in Physics Education, especially in High School and University Education; the use of ICT in multidisciplinary work and that some features need to be further explored, such as thermodynamics. It was also noted an expressive amount of studies involving the use of ICT in teacher training proposals, which can contribute to the enlargement of the methodological options of teachers and meet their training needs.

    Strategic alliances in product development and marketing are crucial to the biotechnology industry. Many alliances, however, are terminated before the drug reaches the market. In this article we make the case that strategic alliances can fail because of how they are negotiated. Alliance contracts are often inflexible and do not allow for changes in market conditions. We propose a model for contract valuation that can assist biotech and/or pharma deal makers in negotiating alliances that have a higher chance of survival in uncertain market conditions. The model makes use of variable royalties and milestone payments. Because licensing is key to the biotech and/or pharma business model this article will be of interest not only to professionals in licensing, but to all professionals active in the industry. The time has come for an alliance between the Chief Information Officer (CIO) and medical informatics specialists, or informaticists. Organizations that successfully accomplish this alliance will position themselves to take advantage of the enormous potential of information technology to manage today's cost-quality pressures. This article first reviews some of the recent developments in the way health care organizations manage information technology. It then describes the traditional, perhaps the natural state of affairs, in which there may be tension and conflict between medical informaticists and line managers of information systems (IS).     The 11th Asia-Pacific Conference on Plasma Science and Technology (APCPST-11) was held in Kyoto, Japan on 2-5 October 2012 with the 25th Symposium on Plasma Science for Materials (SPSM-25). SPSM has been held annually since 1988 under the sponsorship of The 153rd Committee on Plasma Materials Science, Japan Society for the Promotion of Science (JSPS). This symposium is one of the major activities of the Committee, which is organized by researchers in academia and industry for the purpose of advancing intersectional scientific information exchange and discussion of science and technology of plasma materials processing. APCPST and SPSM are jointly held biennially to survey the current status of low temperature and thermal plasma physics and chemistry for industrial applications. The whole area of plasma processing was covered from fundamentals to applications. Previous meetings were held in China, Japan, Korea, and Australia, attended by scientists from the Asia-Pacific and other countries. The joint conference was organized in plenary lectures, invited, contributed oral presentations and poster sessions.     This article discusses the effects of the alliance between the Church and the Argentine state on women's reproductive rights. Several commentators have criticized how President Carlos Menem used the campaign against abortion for his own political interest. He issued a presidential decree on antiabortion campaign--the Day of the Unborn Child. This decree was announced on December 8, 1998, and the day of observance is March 25 of every coming year. Although the Argentine government does not have a law that explicitly regulates family planning method for the last two decades, many Argentines find the action of the president selfish. The initiation of this presidential decree was the culmination of Menem's manipulation of church and state to secure clerical support for his political regime. Even if statistics is providing him with data concerning the effects of unclear reproductive health laws, he and the church still has chosen not to focus on reproductive rights exclusively, but have concerned themselves primarily with other social and economic issues. While Menem uses the Vatican's pro-life rhetoric and his presidential power to protect fetal life, Argentines will have to contend with the existing Menem policies, which compromise the health of women and children.     The worldwide innovative networking (WIN) consortium comprises a global alliance of 28 academic and clinical cancer centres, 11 pharmaceutical and technology companies and five charitable or health payer organisations. Since its inception the consortium has striven to provide a forum for all of its members to network, share information and experience, and perform clinical trials with the overarching goal of advancing the care of patients with cancer through the use of precision medicine. The annual 2-day WIN Symposium is the most visible output of the consortium and provides an opportunity for around 400 experts and other delegates to meet and discuss the latest research and initiatives in personalised cancer medicine. The seventh WIN Symposium, held in Paris, France, 29–30 June 2015, consisted of nine plenary and eight poster sessions that covered the overarching theme of novel targets, innovative agents, and advanced technologies being a winning strategy. Highlights included discussions of immune mechanisms and ways to target the cancer immunome and systems biology approaches to supporting personalised cancer. The latest data from the BATTLE-2 and WINther trials were discussed, and round table discussions were held that focused on how best to design the next generation of clinical trials, which included SPRING, SUMMER, and BOOSTER being initiated by the WIN Consortium.   1. Technology Infusion of CodeSonar into the Space Network Ground Segment (RII07): Software Assurance Symposium Technical Summary

    Presents a source code analysis tool (CodeSonar) for use in the Space Network Ground Segment. The Space Network requires 99.9% proficiency and 97.0% availability of systems. Software has historically accounted for an annual average of 28% of the Space Network loss of availability and proficiency. CSCI A and CSCI B account for 42% of the previous eight months of software data loss. The technology infusion of CodeSonar into the Space Network Ground segment is meant to aid in determining the impact of the technology on the project both in the expenditure of effort and the technical results of the technology. Running a CodeSonar analysis and performing a preliminary review of the results averaged 3.5 minutes per finding (approximately 20 hours total). An additional 40 hours is estimated to analyze the 37 findings deemed too complex for the initial review. Using CodeSonar's tools to suppress known non-problems, delta tool runs will not repeat findings that have been marked as non-problems, further reducing the time needed for review. The 'non-interesting' finding rate of 70% is a large number, but filtering, search, and detailed contextual features of CodeSonar reduce the time per finding. Integration of the tool into the build process may also provide further savings by preventing developers from having to configure and operate the tool separately. These preliminary results show the tool to be easy to use and incorporate into the engineering process. These findings also provide significant potential improvements in proficiency and availability on the part of the software. As time-to-fix data become available a better cost trade can be made on person hours saved versus tool cost. Selective factors may be necessary to determine where best to apply CodeSonar to balance cost and benefits.

  6. A Socio-technical Approach for Transient SME Alliances

    The paper discusses technical requirements to promote the adoption of alliance modes of operation by SMEs in the construction sector. These requirements have provided a basis for specifying a set of functionality to support the collaboration and cooperation needs of SMEs. While service-oriented architectures and semantic web services provide the middleware technology to implement the identified functionality, a number of key technical limitations have been identified, including lack of support for the dynamic and non-functional characteristics of SME alliances distributed business processes, lack of execution monitoring functionality to manage running business processes, and lack of support for semantic reasoning to enable SME business process service composition. The paper examines these issues and provides key directions for supporting SME alliances effectively.

    A 2004 McKinsey survey of more than 30 companies reveals that at least 70% of them have major alliances that are underperforming and in need of restructuring. Moreover, JVs that broaden or otherwise adjust their scope have a 79% success rate, versus 33% for ventures that remain essentially unchanged. Yet most firms don't routinely evaluate the need to overhaul their alliances or intervene to correct performance problems. That means corporations are missing huge opportunities: By revamping just one large alliance, a company can generate 100 million dololars to 300 million dollars in extra income a year. Here's how to unlock more value from alliances: (1) Launch the process. Don't wait until your venture is in the middle of a crisis; regularly scan your major alliances to determine which need restructuring. Once you've targeted one, designate a restructuring team and find a senior sponsor to push the process along. Then delineate the scope of the team's work. (2) Diagnose performance. Evaluate the venture on the following performance dimensions: ownership and financials, strategy, operations, governance, and organization and talent. Identify the root causes of the venture's problems, not just the symptoms, and estimate how much each problem is costing the company. (3) Generate restructuring options. Based on the diagnosis, decide whether to fix, grow, or exit the alliance. Assuming the answer is fix or grow, determine whether fundamental or incremental changes are needed, using the five performance dimensions above as a framework. Then assemble three or four packages of restructuring options, test them with shareholders, and gain parents' approval. (4) Execute the changes. Embark on a widespread and consistent communication effort, building support among executives in the JV and the parent companies.     With the amount of scientific data being gathered growing exponentially—due to the increasing number of sensor networks, scientific instruments, computer models, and other tools—there are enormous scientific opportunities but also significant challenges, including how to effectively share research data within and across scientific communities. A 29 August symposium on global scientific data infrastructures, sponsored by the National Academy of Sciences' Board on Research Data and Information (BRDI), addressed this issue while focusing on a new initiative to establish a Research Data Alliance (RDA). The alliance already has received about $3 million in funding from two U.S. agencies—the National Science Foundation (NSF) and the National Institute of Standards and Technology—the Australian government, and the European Union to move forward with funding a handful of nongovernmental structures (NGS) to work on the initiative, according to Alan Blatecky, director of the NSF's Office of Cyberinfrastructure. The initiative—which he said would include a council, plenary, secretariat, NGSs, and working groups—is on a fast track, with the first NGS meeting planned for 2-3 October in Washington, D. C., and the first meeting of the RDA scheduled for March 2013 in Europe.

    The US Department of Energy (DOE), Office of Fossil Energy, Office of Surface Coal Gasification, has established a Materials Program to develop and apply appropriate materials to coal gasification plant components. The overall goals of the Surface Gasification Materials Program (SGMP) are to improve operational reliability and system durability and to reduce fabrication and operating costs of coal gasification plant components. The SGMP Electroslag Component Casting Project is directed to the development of electroslag casting (ESC) technology for use in coal conversion components such as valve bodies, pump housings, and pipe fittings. The aim is to develop a sufficient data base to permit ESC to become an ASME Code-accepted process. It is also intended to transfer the ESC process technology to private industry. This symposium was planned to discuss not only the SGMP Electroslag Component Casting Project but the activities and experiences of other organizations as well. The symposium addressed descriptions of electroslag processes; a worldwide perspective on the status of ESC technology; and details of production, mechanical properties, economics, and use of ESC for coal gasification components. Ten papers were presented, and a panel discussion was held to provide participants an opportunity to express their opinions and to offer recommendations on the content of the DOE program. This document constitutes the proceedings of that symposium. The papers included here are minimally edited transcripts of the presentations made at the symposium. All papers have been processed for inclusion in the Energy Data Base.

This conference offers a forum for leaders from industry, government, and academia to gather to share current information on the opportunities represented by low-rank coals. In the United States and throughout the world, the utility industry is the primary user of low-rank coals.     The National Alliance for Clean Energy Incubators was established by the National Renewable Energy Laboratory (NREL) to develop an emerging network of business incubators for entrepreneurs specializing in clean energy enterprises. The Alliance provides a broad range of business services to entrepreneurs in specific geographic locales across the U.S. and in diverse clean energy technology areas such as fuel cells, alternative fuels, power generation, and renewables, to name a few. Technology Ventures Corporation (TVC) participates in the Alliance from its corporate offices in Albuquerque, NM, and from its sites in Northern and Southern New Mexico, California, and Nevada. TVC reports on the results of its attempts to accelerate the growth and success of clean energy and energy efficiency companies through its array of business support services. During the period from September 2002 through September 2004, TVC describes contributions to the Alliance including the development of 28 clients and facilitating capital raises exceeding $35M.

    Physician equity alliances are becoming attractive alternatives to PHOs as integrative models for partnering with physicians, securing managed care contracts and increasing revenue. Unlike many PHOs, these alliances provide mechanisms for asset integration and long-term relationships along with utilization management, sophisticated information systems, access to capital and opportunities for physicians to integrate clinically. There are six major types of physician equity alliances: majority physician-owned, clinic without walls, health system joint venture, publicly held physician practice management company, specialty network, and venture capital. The type of alliance that a physician group practice ultimately develops depends on vision, values, method of capitalization, initial organizer of the alliance, level of involvement of physicians in business issues, corporate structure desired, and characteristics of the managed care market in which the alliance will operate.
