    The UM Industrial Assessment Center assisted 119 primary metals, automotive parts, metal casting, chemicals, forest products, agricultural, and glass manufacturers in Michigan, Ohio and Indiana to become more productive and profitable by identifying and recommending specific measures to improve energy efficiency, reduce waste and increase productivity. This directly benefits the environment by saving a total of 309,194 MMBtu of energy resulting in reduction of 0.004 metric tons of carbon emissions. The $4,618,740 implemented cost savings generated also saves jobs that are evaporating from the manufacturing industries in the US. Most importantly, the UM Industrial Assessment Center provided extremely valuable energy education to forty one UM graduate and undergraduate students. The practical experience complements their classroom education. This also has a large multiplier effect because the students take the knowledge and training with them.

    This is the Final Report for the Louisiana Industrial Assessment Center for the period of 9/1/2002 through 11/30/2006, although we were still gathering data through 02/16/2007. During this period, our Industrial Assessment Center completed 109 energy assessments for manufacturing firms in our area, offered 3 Save Energy Workshops, taught 26 students (9 graduate and 17 undergraduate) energy management savings techniques and offered an Energy Management Graduate class three times. These 109 energy assessments made a total of 738 energy savings recommendations, 33 waste reduction recommendations, and 108 productivity improvement recommendations. These combined recommendations would save client companies more than $87,741,221.16, annually at the then current energy costs. If all of these recommendations were implemented separately, the implementation cost would have been $34,113,482.10 or a Simple Payback Period, SPP=4.7 months. Between 9 months and 12 months after the assessment, we surveyed the manufacturing firms to find out what they implemented. They had implemented approximately 50 percent of our recommendations at an annual saving of $25,867,613.18. The three Save Energy Workshops had an average attendance of twelve individuals. The three graduate Energy Management courses had an average attendance of eleven students.

    The Industrial Assessment Center (IAC) program at West Virginia University (WVU), which is funded by the Industrial Technologies Program (ITP) in the U.S. Department of Energy’s (DOE) Office of Energy Efficiency and Renewable Energy (EERE), has provided a unique opportunity to enhance efficient energy utilization in small to medium-sized manufacturers. It has also provided training to engineering students in the identification and analysis of efficient energy use in each aspect of the manufacturing process and associated supporting elements. The outcomes of the IAC Program at WVU have assisted the manufacturers and the students in having a heightened sensitivity to industrial energy conservation, waste reduction, and productivity improvement, as well as a better understanding of the technical aspects of manufacturing processes and the supporting elements through which efficient energy utilization can be enhanced. The IAC at WVU has conducted 101 energy assessments from 2002 until 2006. The focus of the industrial assessments has been on energy savings. It has been the IAC’s interest to strongly focus on energy savings and on waste minimization and productivity improvements that strictly have an impact on energy. The IAC at WVU was selected as the Center of the year in 2005 from amongst 26 centers and has obtained a ranking within the top 5 in the previous few years. From 2002 to 2006, the total recommended energy savings produced by the IAC at WVU is 1,214,414 MMBtu, of which the electricity accounts for 93,826,067 kWh (equivalent to 320,226 MMBtu) and natural gas for 871,743 MMBtu. The balance is accounted for in savings in other fuels, mainly coal and wood. This results in an average recommended energy savings of 928,971 kWh from electricity and 8,631 MMBtu from natural gas per facility. The total CO2 emissions saved from 2002 to 2006 is 154,462 tons, with an average of 1,529.3 tons per facility. The average recommended energy cost savings per facility is

    This report assesses the state of the art in several areas of climate research in the former Soviet Union. This assessment was performed by a group of six internationally recognized US experts in related fields. The areas chosen for review are: large-scale circulation processes in the atmosphere and oceans; atmospheric radiative processes; cloud formation processes; climate effects of natural atmospheric disturbances; and the carbon cycle, paleoclimates, and general circulation model validation. The study found an active research community in each of the above areas. Overall, the quality of climate research in the former Soviet Union is mixed, although the best Soviet work is as good as the best corresponding work in the West. The best Soviet efforts have principally been in theoretical studies or data analysis. However, an apparent lack of access to modern computing facilities has severely hampered the Soviet research. Most of the issues considered in the Soviet literature are known, and have been discussed in the Western literature, although some extraordinary research in paleoclimatology was noted. Little unusual and exceptionally creative material was found in the other areas during the study period (1985 through 1992). Scientists in the former Soviet Union have closely followed the Western literature and technology. Given their strengths in theoretical and analytical methods, as well as their possession of simplified versions of detailed computer models being used in the West, researchers in the former Soviet Union have the potential to make significant contributions if supercomputers, workstations, and software become available. However, given the current state of the economy in the former Soviet Union, it is not clear that the computer gap will be bridged in the foreseeable future.

    Technical writing is an essential part of professional communication and in recent years it has shifted from a genre-based approach. Formerly, technical writing primarily focused on generating templates of documents and sometimes it was creating or reproducing traditional forms with minor modifications and updates. Now, technical writing looks at the situations surrounding the need to write. This involves deep thinking about the goals and objectives of the project on hand. Furthermore, one observes that it is very important for any participatory process to have the full support of management. This support needs to be well understood and believed by employees. Professional writing may be very persuasive in some cases. When presented in the appropriate context, technical writing can persuade a company to improve work conditions ensuring employee safety and timely production. However, one must recognize that lot of professional writing still continues to make use of reports and instruction manuals. Normally, technical and professional writing addresses four aspects. Objective: The need for generating a given professionally written technical document and the goals the document is expected to achieve and accomplish. Clientele: The clientele who will utilize the technical document. This may include the people in the organization. This may also include "unintended readers." Customers: The population that may be affected by the content of the technical document generated. This includes the stakeholders who will be influenced. Environment: The background in which the document is created. Also, the nature of the situation that warranted the generation of the document. Swiss Psychologist Jean Piaget's view of Learning focuses on three aspects.     In an effort to determine the environmental intensities to which energy materials in transit may be exposed, a Data Center of technical environmental information has been established by Sandia National Laboratories, Division 5523, for the DOE Office of Transportation Fuel Storage. This document is an index which can be used to request data of interest. Access to the information held is not limited to Sandia personnel. The purpose of the Transportation Technical Environmental Information Center is to collect, analyze, store, and make available descriptions of the environment of transportation expressed in engineering terms. The data stored in the Center are expected to be useful in a variety of transportation related analyses. Formulations of environmental criteria for shipment of cargo, risk assessments, and detailed structural analyses of shipping containers are examples where these data have been applied. For purposes of indexing and data retrieval, the data are catalogued under two major headings: Normal and Abnormal Environments.

    Since its establishment in 1990, San Diego State University’s Industrial Assessment Center (IAC) has served close to 400 small and medium-sized manufacturing plants in Southern California. SDSU/IAC’s efforts to transfer state-of-the-art technologies to industry have increased revenues, cultivated creativity, improved efficiencies, and benefited the environment. A substantial benefit from the program has been the ongoing training of engineering faculty and students. During this funding cycle, SDSU/IAC has trained 31 students, 7 of the graduate. A total of 92 assessments and 108 assessment days were completed, resulting in 638 assessment recommendations.

    The Environmental Assessment Technical Handbook has four types of Technical Assistance Documents (Sections 2.00-5.00) to assist persons preparing environmental information under 21 CFR Part 25, FDA's policies and procedures for implementing the National Environmental Policy Act. Section 2.00 describes how to assemble environmental information, determine if additional testing is needed, and prepare environmental documents to support petitions and applications for proposed actions. Section 3.00 describes methods used to predict the environmental fate of chemicals: water solubility; n-octanol/water partition coefficient vapor pressure; dissociation constant; ultraviolet-visible absorption spectrum; melting temperature; density and relative density; sorption/desorption; hydrolysis; photodegradation; and biodegradation. Section 4.00 describes methods used to predict the environmental effects of chemicals: algal growth; microbial growth inhibition; seed germination and root elongation; seedling growth; acute toxicity to Daphnia, Hyalella azteca, and freshwater fish; earthworm subacute toxicity; and Daphnia chronic toxicity. Section 5.00 describes procedures used to analyze effects test data. The FDA Center for Food Safety and Applied Nutrition and the FDA Center for Veterinary Medicine prepared the Handbook and will issue revisions or supplements as necessary to reflect comments received and advances in environmental assessment procedures and test methodology.

    The University of Dayton (UD) performed energy assessments, trained students and supported USDOE objectives. In particular, the UD Industrial Assessment Center (IAC) performed 96 industrial energy assessment days for mid-sized manufacturers. The average identified and implemented savings on each assessment were $261,080 per year and $54,790 per year. The assessments served as direct training in industrial energy efficiency for 16 UD IAC students. The assessments also served as a mechanism for the UD IAC to understand manufacturing energy use and improve upon the science of manufacturing energy efficiency. Specific research results were published in 16 conference proceedings and journals, disseminated in 22 additional invited lectures, and shared with the industrial energy community through the UD IAC website.

    Over the five-year period (2002-2006) the Oklahoma State University Industrial Assessment Center (IAC) performed energy assessments for 106 different clients, writing 835 recommendations, for a total of $23,937,099 in potential estimated annual savings. IAC clients served consisted of small and medium-sized manufacturers ranging from food manufactures to foundries. The OSU IAC served clients in Oklahoma, Kansas, Missouri, Arkansas, and Texas. In addition to client service, student training and instruction was a major accomplishment. The OSU IAC employed (and trained) 12 baccalaureate-level students, 17 masters-level graduate students, and 7 doctoral-level graduate students. Most are practicing in the energy management area. Training was focused on both energy assessment and safety. Safety training was both center-based training as well as on-site training. Energy management related training was focused on classroom (for academic credit) work at both the undergraduate and graduate level. IEM 4923 (Energy and Water Management) was developed to serve both the IAC as well as non-IAC students. It was delivered once per year, with enrollments of typically 10 to 20 students. This course was required for IAC student employees, both undergraduate and graduate. This course was patterned after the AEE CEM (five-day) course for practicing professionals. IEM 4923 required each student to attend at least one on-site assessment and write at least one recommendation for their client’s report. Hence, a hands-on approach was practiced. Advance level courses were used to train graduate students. Two courses played major roles here: IEM 5923 (Advanced Energy and Water Management) and IEM 5943 (Hazardous Material and Waste). Graduate student participation in these courses helped the IAC to gain additional perspectives in on-site assessment and resulting recommendations.     The work described in this report was performed under the direction of the Industrial Assessment Center (IAC) at University of Texas at Arlington. The IAC at The University of Texas at Arlington is managed by Rutgers University under agreement with the United States Department of Energy Office of Industrial Technology, which financially supports the program. The objective of the IAC is to identify, evaluate, and recommend, through analysis of an industrial plant’s operations, opportunities to conserve energy and prevent pollution, thereby reducing the associated costs. IAC team members visit and survey the plant. Based upon observations made in the plant, preventive/corrective actions are recommended.     The following is a synopsis of the major achievements attributed to the operation of the Weatherization Assistance Program Technical Assistance Center (WAPTAC) by the National Association for State Community Services Programs (NASCSP). During the past five years, the WAPTAC has developed into the premier source for information related to operating the Weatherization Assistance Program (WAP) at the state and local levels. The services provide through WAPTAC include both virtual technical support as well as hands-on training and instruction in classroom and in the field. The WAPTAC achieved several important milestones during its operation including the establishment of a national Weatherization Day now celebrated in most states, the implementation of a comprehensive Public Information Campaign (PIC) to raise the awareness of the Program among policy makers and the public, the training of more than 150 new state managers and staff as they assume their duties in state offices around the country, and the creation and support of a major virtual information source on the Internet being accessed by thousands of staff each month. The Weatherization Assistance Program Technical Assistance Center serves the Department of Energy's (DOE) Office of Weatherization and Intergovernmental Program as a valuable training and technical assistance resource for the network of 54 direct state grantees (50 states, District of Columbia and three Native American tribes) and the network of 900 local subgrantees (comprised of community action agencies, units of local government, and other non-profit organizations). The services provided through WAPTAC focus on standardizing and improving the daily management of the WAP. The committee was asked to draw upon available data and analyses to: characterize the current debris environment, project how this environment might change in the absence of new measures to alleviate debris proliferation, examine ongoing alleviation activities, explore measures to address the problem, and develop recommendations on technical methods to address the problems of debris proliferation.

This procedure relies on a full quality assurance system and does not require an assessment of the individual medical device by a Notified Body.     MELCOR is a fully integrated, engineering-level computer code that models the progression of severe accidents in light water reactor (LWR) nuclear power plants, which is being developed at Sandia National Laboratories for the US Nuclear Regulatory Commission (US-NRC). The entire spectrum of severe accident phenomena, including reactor coolant system and containment thermal/hydraulic response, core heatup, degradation and relocation, and fission product release and transport, is treated in MELCOR in a unified framework for both boiling water reactors (PRWs). The MELCOR computer code has been developed to the point that is now being successfully applied in severe accident analyses, particularly in probabilistic risk assessment (PRA) studies. MELCOR was the first of the severe accident analysis code to undergo a formal peer review process. One of the major conclusions of the recent MELCOR Peer Review was the need for a more comprehensive and more systematic program of MELCOR assessment. This report provides a discussion of this technical assessment.

    This report documents the results of a collaborative project to demonstrate a solid state lighting (SSL) general illumination product in an outdoor area walkway application. In the project, six light-emitting diode (LED) luminaires were installed to replace six existing high pressure sodium (HPS) luminaires mounted on 14-foot poles on a set of exterior walkways and stairs at the Federal Aviation Administration (FAA) William J. Hughes Technical Center in Atlantic City, New Jersey, during December, 2007. The effort was a U.S. Department of Energy (DOE) SSL Technology Gateway Demonstration that involved a collaborative teaming agreement between DOE, FAA and Ruud Lighting (and their wholly owned division, Beta LED). Pre- and post-installation power and illumination measurements were taken and used in calculations of energy savings and related economic payback, while personnel impacted by the new lights were provided questionnaires to gauge their perceptions and feedback. The SSL product demonstrated energy savings of over 25% while maintaining illuminance levels and improving illuminance uniformity. PNNL's economic analysis yielded a variety of potential payback results depending on the assumptions used. In the best case, replacing HPS with the LED luminaire can yield a payback as low as 3 years. The new lamps were quite popular with the affected personnel, who gave the lighting an average score of 4.46 out of 5 for improvement.

    The Keystone Center began its work with the Environmental Management Science Program (EMSP) in May, 1996, when The Center agreed to design, organize, and facilitate stakeholder meetings at two DOE sites: Savannah River and Hanford. These meetings were held June 24--25, 1996 for the purpose of discussing the role of EMSP in constructing a site-specific basic research agenda that maps site cleanup needs to basic science areas. Summaries of the discussions from these meetings as well as lists of the stakeholders who were invited are included as Attachment 1. In August/September 1996, the Keystone Center was asked to convene two additional site meetings using funds that remained in their contract. The team verified that the vent arm kinematics were correctly modeled, but noted that there were relevant system sensitivities.     This report describes the results of investigations performed by the Georgia Tech Research Institute (GTRI) and the National Center for Atmospheric Research (NCAR) under a task entitled 'Pulsed Lidar Performance/Technical Maturity Assessment' funded by the Crew Systems Branch of the Airborne Systems Competency at the NASA Langley Research Center. The investigations included two tasks, 1.1(a) and 1.1(b). The Tasks discussed in this report are in support of the NASA Virtual Airspace Modeling and Simulation (VAMS) program and are designed to evaluate a pulsed lidar that will be required for active wake vortex avoidance solutions. The Coherent Technologies, Inc. (CTI) WindTracer LIDAR is an eye-safe, 2-micron, coherent, pulsed Doppler lidar with wake tracking capability. The actual performance of the WindTracer system was to be quantified. In addition, the sensor performance has been assessed and modeled, and the models have been included in simulation efforts. The WindTracer LIDAR was purchased by the Federal Aviation Administration (FAA) for use in near-term field data collection efforts as part of a joint NASA/FAA wake vortex research program. In the joint research program, a minimum common wake and weather data collection platform will be defined. NASA Langley will use the field data to support wake model development and operational concept investigation in support of the VAMS project, where the ultimate goal is to improve airport capacity and safety. Task 1.1(a), performed by NCAR in Boulder, Colorado to analyze the lidar system to determine its performance and capabilities based on results from simulated lidar data with analytic wake vortex models provided by NASA, which were then compared to the vendor's claims for the operational specifications of the lidar. Task 1.1(a) is described in Section 3, including the vortex model, lidar parameters and simulations, and results for both detection and tracking of wake vortices generated by Boeing 737s and 747s.     Adverse events in surgery have highlighted the importance of non-technical skills, such as communication, decision-making, teamwork, situational awareness and leadership, to effective organizational performance. These skills carry particular importance to surgical oncology, as members of a multidisciplinary team must work cohesively to formulate effective patient care plans. Several non-technical skills evaluation tools have been developed for use in surgery, without adequate comparison and consensus on which should be standard for training. Eleven articles describing the use of three non-technical evaluation tools related to surgery: NOTSS (Non Technical Skills for Surgeons), NOTECHS (Non Technical Skills) and OTAS (Observational Teamwork Assessment for Surgery) were analyzed with respect to scale formulation, validity, reliability and feasibility. Furthermore, their use in training thus far and the future of non-technical rating scales in surgical curricula was discussed. Future work should focus on incorporating these assessment tools into training and into a real operating room setting to provide formative evaluations for surgical residents. PMID:21129950

    This document is an initial energy assessment for American Samoa, the first of many steps in developing a comprehensive energy strategy. On March 1, 2010, Assistant Secretary of the Interior Tony Babauta invited governors and their staff from the Interior Insular Areas to meet with senior principals at the National Renewable Energy Laboratory (NREL). Meeting discussions focused on ways to improve energy efficiency and increase the deployment of renewable energy technologies in the U.S. Pacific Territories. In attendance were Governors Felix Camacho (Guam), Benigno Fitial (Commonwealth of the Northern Mariana Islands), and Togiola Tulafono, (American Samoa). This meeting brought together major stakeholders to learn and understand the importance of developing a comprehensive strategic plan for implementing energy efficiency measures and renewable energy technologies. For several decades, dependence on fossil fuels and the burden of high oil prices have been a major concern but never more at the forefront as today. With unstable oil prices, the volatility of fuel supply and the economic instability in American Samoa, energy issues are a high priority. In short, energy security is critical to American Samoa's future economic development and sustainability. Under an interagency agreement, funded by the Department of Interior's Office of Insular Affairs, NREL was tasked to deliver technical assistance to the islands of American Samoa. Technical assistance included conducting an initial technical assessment to define energy consumption and production data, establish an energy consumption baseline, and assist with the development of a strategic plan. The assessment and strategic plan will be used to assist with the transition to a cleaner energy economy. NREL provided an interdisciplinary team to cover each relevant technical area for the initial energy assessments.     This report presents the results of an evaluation of the U.S. Department of Energy's Industrial Assessment Center (IAC) Program. The purpose of this program is to conduct energy, waste, and productivity assessments for small to medium-sized industrial firms. Assessments are conducted by 30 university-based industrial assessment centers. The purpose of this project was to evaluate energy and cost savings attributable to the assessments, the trained alumni, and the Websites sponsored by this program. How IAC assessments, alumni, and Web-based information may influence industrial energy efficiency decision making was also studied. It is concluded that appreciable energy and cost savings may be attributed to the IAC Program and that the IAC Program has resulted in more active and improved energy-efficiency decision making by industrial firms.

    During the period September, 2001, through August, 2006, the Lehigh University Industrial Assessment Center provided assessments for 147 companies in the Eastern Pennsylvania and New Jersey. In reports sent to the companies, a total of 1,079 assessment recommendations were suggested, with an annual cost savings of $22,980,654, to save energy, reduce waste, and improve productivity. The energy saved if all ARs were implemented would be 1,843,202 MMBtu.

    The purpose of this plan is to project a clear and distinct description of the Data Link research that is to be conducted at the Federal Aviation Administration (FAA) Technical Center over the next 4 years. It explicitly defines what is to be achieved at a specific time in the future. End-to-end, high fidelity simulations will be the primary methodology for answering research questions. The end-to-end simulations identified in this plan are intended to investigate controller/aircrew integration issues using candidate Data Link hardware and software configurations. Research will also focus on testing Data Link applications in terms of their impact on controllers, aircrew, and the overall safety, efficiency, and productivity of the system. Additionally, research efforts are planned to address the most critical human factors issues surrounding Data Link.

    As part of my assignment connected with the Scientific and Technical Photography & Lab (STPL) at the NASA Langley Research Center I conducted a series of interviews and observed the day to day operations of the STPL with the ultimate objective of becoming exposed first hand to a scientific and technical photo/imaging department for which my school prepares its graduates. I was also asked to share my observations with the staff in order that these comments and observations might assist the STPL to better serve its customers. Meetings with several individuals responsible for various wind tunnels and with a group that provides photo-optical instrumentation services at the Center gave me an overview of the services provided by the Lab and possible areas for development. In summary form these are some of the observations that resulted from the interviews and daily contact with the STPL facility. (1) The STPL is perceived as a valuable and almost indispensable service group within the organization. This comment was invariably made by everyone. Everyone also seemed to support the idea that the STPL continue to provide its current level of service and quality. (2) The STPL generally is not perceived to be a highly technically oriented group but rather as a provider of high quality photographic illustration and documentation services. In spite of the importance and high marks assigned to the STPL there are several observations that merit consideration and evaluation for possible inclusion into the STPL's scope of expertise and future operating practices. (1) While the care and concern for artistic rendition of subjects is seen as laudable and sometimes valuable, the time that this often requires is seen as interfering with keeping the tunnels operating at maximum productivity.     This report (Nuclear Power Plant Security Assessment Technical Manual) is a revision to NUREG/CR-1345 (Nuclear Power Plant Design Concepts for Sabotage Protection) that was published in January 1981. It provides conceptual and specific technical guidance for U.S. Nuclear Regulatory Commission nuclear power plant design certification and combined operating license applicants as they: (1) develop the layout of a facility (i.e., how buildings are arranged on the site property and how they are arranged internally) to enhance protection against sabotage and facilitate the use of physical security features; (2) design the physical protection system to be used at the facility; and (3) analyze the effectiveness of the PPS against the design basis threat. It should be used as a technical manual in conjunction with the 'Nuclear Power Plant Security Assessment Format and Content Guide'. The opportunity to optimize physical protection in the design of a nuclear power plant is obtained when an applicant utilizes both documents when performing a security assessment. This document provides a set of best practices that incorporates knowledge gained from more than 30 years of physical protection system design and evaluation activities at Sandia National Laboratories and insights derived from U.S. Nuclear Regulatory Commission technical staff into a manual that describes a development and analysis process of physical protection systems suitable for future nuclear power plants. In addition, selected security system technologies that may be used in a physical protection system are discussed. There will be an increased requirement for the tracking and currency of space program data and documents with National pressures to realize economic benefits from the research and technological developments of space programs. From a global perspective the demand for NASA's technical data and documentation is anticipated to increase at local, national, and international levels. The primary users will be government, industry, and academia. In our present national strategy, NASA's research and technology will assume a great role in the revitalization of the economy and gaining international competitiveness. Thus, greater demand will be placed on NASA's data and documentation resources. In this paper the strategies and procedures developed by DDMS, Inc., to accommodate the present and future information utilization needs are presented. The DDMS, Inc., strategies and procedures rely on understanding user requirements, library management issues, and technological applications for acquiring, searching, storing, and retrieving specific information accurately and quickly.     Following decades of success in solar energy projects, the Missouri Legislature designated Crowder College in 1992 as the State's renewable energy education center. The resulting Missouri Alternative and Renewable Energy Technology (MARET) Center is recognized internationally for its contributions to the energy field. The mission of the MARET Center is to expand renewable energy throughout the region with education, applied research, and economic development. Educational programs include certification and transfer degrees encompassing green construction, solar thermal energy, solar electricity, and wind. The MARET Center also assists in new product development and other business support services in renewable energy. The Missouri Alternative and Renewable Energy Technology (MARET) Center at Crowder College hopes to eventually develop a 27,500 ft2 facility as a living laboratory to support solar and other renewable and sustainable energy development through professional degrees, new product development and commercialization, renewable energy business incubation, and consumer education. The primary objective of the current project was to complete Stage One of this building, with solar, wind, and geothermal technologies installed to power its 9,216 ft2 office, classroom, and research spaces. This MARET Center includes a modular roof structure that permits both solar module mounting and daylighting, PV/thermal hybrid modules pioneered in Crowder Solar Decathlon homes, modular electrical management subsystems; and modular delivery systems for heating and cooling the structure. The MARET Facility will operate as a Net Positive energy building, consistently producing surplus energy for distributed generation on the utility grid. The modular design of the energy systems within the building is to serve as a scalable and repeatable model for a wide variety of building applications and climate zones.     This report documents all activity of the University of Miami Industrial Assessment Center (MIIAC) grant awarded by the United States Department of Energy (USDOE) Office of Energy Efficiency and Renewable Energy (EERE) Industrial Technology Program (ITP). This grant was coordinated through a collaborative effort with the Center for Advanced Energy Systems (CAES) located at Rutgers University in New Jersey (www.caes.rutgers.edu) which acted as the program’s Field Manager. The grant’s duration included fiscal years 2003-2006 (September 2002 – August 2006), and operated under the direction of Dr. Shihab Asfour, Director (MIIAC). MIIAC’s main goal was to provide energy assessments for local manufacturing firms. Energy consumption, productivity enhancement, and waste management were the focus of each assessment. Energy savings, cost savings, implementation costs, and simple payback periods were quantified using scientific methodologies and techniques. Over the four-year period of the grant, the total number of industrial assessments conducted was 91, resulting in 604 assessment recommendations and the following savings: 73,519,747 kWh, 435,722 MMBTU, and $10,024,453 in cost savings. A total of 16 undergraduate and graduate students were trained on energy assessment. Companies in over 40 different zip codes were assessed.

  3. Actions Needed to Ensure Scientific and Technical Information is Adequately Reviewed at Goddard Space Flight Center, Johnson Space Center, Langley Research Center, and Marshall Space Flight Center

    This audit was initiated in response to a hotline complaint regarding the review, approval, and release of scientific and technical information (STI) at Johnson Space Center. The complainant alleged that Johnson personnel conducting export control reviews of STI were not fully qualified to conduct those reviews and that the reviews often did not occur until after the STI had been publicly released. NASA guidance requires that STI, defined as the results of basic and applied scientific, technical, and related engineering research and development, undergo certain reviews prior to being released outside of NASA or to audiences that include foreign nationals. The process includes technical, national security, export control, copyright, and trade secret (e.g., proprietary data) reviews. The review process was designed to preclude the inappropriate dissemination of sensitive information while ensuring that NASA complies with a requirement of the National Aeronautics and Space Act of 1958 (the Space Act)1 to provide for the widest practicable and appropriate dissemination of information resulting from NASA research activities. We focused our audit on evaluating the STI review process: specifically, determining whether the roles and responsibilities for the review, approval, and release of STI were adequately defined and documented in NASA and Center-level guidance and whether that guidance was effectively implemented at Goddard Space Flight Center, Johnson Space Center, Langley Research Center, and Marshall Space Flight Center. Johnson was included in the review because it was the source of the initial complaint, and Goddard, Langley, and Marshall were included because those Centers consistently produce significant amounts of STI.

    The Integrated Technology Assessment Center (ITAC) has developed a flexible systems analysis framework to identify long-term technology needs, quantify payoffs for technology investments, and assess the progress of ASTP-sponsored technology programs in the hypersonics area. For this, ITAC has assembled an experienced team representing a broad sector of the aerospace community and developed a systematic assessment process complete with supporting tools. Concepts for transportation systems are selected based on relevance to the ASTP and integrated concept models (ICM) of these concepts are developed. Key technologies of interest are identified and projections are made of their characteristics with respect to their impacts on key aspects of the specific concepts of interest. Both the models and technology projections are then fed into the ITAC's probabilistic systems analysis framework in ModelCenter. This framework permits rapid sensitivity analysis, single point design assessment, and a full probabilistic assessment of each concept with respect to both embedded and enhancing technologies. Probabilistic outputs are weighed against metrics of interest to ASTP using a multivariate decision making process to provide inputs for technology prioritization within the ASTP. ITAC program is currently finishing the assessment of a two-stage-to-orbit (TSTO), rocket-based combined cycle (RBCC) concept and a TSTO turbine-based combined cycle (TBCC) concept developed by the team with inputs from NASA. A baseline all rocket TSTO concept is also being developed for comparison. Boeing has recently submitted a performance model for their Flexible Aerospace System Solution for Tomorrow (FASST) concept and the ISAT program will provide inputs for a single-stage-to-orbit (SSTO) TBCC based concept in the near-term. Both of these latter concepts will be analyzed within the ITAC framework over the summer. This paper provides a status update of the ITAC program.

    A review by Catchpole et al (2009) into the causes and types of harm experienced by the surgical patient emphasised the high risk nature of the perioperative period. Investigations into recent failures at NHS organisations have emphasised the relevance of non-technical skills education in improving clinical performance and patient outcomes. However, scrub practitioner non-technical skills are often developed on a tacit basis, making assessment of performance difficult. This literature review identifies strategies that facilitate assessment of non-technical skills during surgery.   8. Technical Feasibility Assessment of Lunar Base Mission Scenarios

    Investigation of the literature pertaining to lunar base (LB) missions and the technologies required for LB development has revealed an information gap that hinders technical feasibility assessment. This information gap is the absence of technical readiness levels (TRL) (Mankins, 1995) and information pertaining to the criticality of the critical enabling technologies (CETs) that enable mission success. TRL is a means of identifying technical readiness stages of a technology. Criticality is defined as the level of influence the CET has on the mission scenario. The hypothesis of this research study is that technical feasibility is a function of technical readiness and technical readiness is a function of criticality. A newly developed research analysis method is used to identify the technical feasibility of LB mission scenarios. A Delphi is used to ascertain technical readiness levels and CET criticality-to-mission. The research analysis method is applied to the Delphi results to determine the technical feasibility of the LB mission scenarios that include: observatory, science research, lunar settlement, space exploration gateway, space resource utilization, and space tourism. The CETs identified encompasses four major system level technologies of: transportation, life support, structures, and power systems. Results of the technical feasibility assessment show the observatory and science research LB mission scenarios to be more technical ready out of all the scenarios, but all mission scenarios are in very close proximity to each other in regard to criticality and TRL and no one mission scenario stands out as being absolutely more technically ready than any of the other scenarios. What is significant and of value are the Delphi results concerning CET criticality-to-mission and the TRL values evidenced in the Tables that can be used by anyone assessing the technical feasibility of LB missions.

    Since the incorporation of workplace-based assessment within the specialty training programme in obstetrics and gynaecology, the assessment of technical competence to carry out caesarean section has been undertaken by the Objective Structured Assessment of Technical Skill tool. This requirement has been formalised in the Matrix of Educational Progression, ensuring that the tool must assess trainees' technical competence in caesarean section procedures of varying levels of complexity throughout training. Trainee feedback suggests that the effectiveness of the tool diminishes as the seniority of the trainee increases, with technical competence assessed less effectively in more complex procedures. This seems to be a result of the generic design of the tool and insufficient training on the part of assessors. Both of these are due to be addressed within a division of the Objective Structured Assessment of Technical Skill tool into explicitly formative and summative assessments of technical skill, following a General Medical Council-led consultation on the future of workplace-based assessment.     This Center-of-Excellence grant has two components: Development of an imaging, system based on microlaser arrays forms a central project among a group of laser diagnostic and therapeutic efforts primarily funded outside the grant. In year 2 we have dealt with the slow delivery of new microlaser array approach to the idea of all-solid-state confocal microscopy. One solution was moderately successful, and another has produced the first microscope that is electronically switchable from confocal to non-confocal. We think this may be a useful alternative to the final design. This report thus discloses patentable material. We describe first the central Microlaser Microscope project, then we will tough briefly on the other projects of the Center. Publications are primarily those of the smaller projects, though no longer exclusively so. The appendix includes some of the publications.

  3. Predicting technology operational availability using technical maturity assessment

    A technical maturity assessment method was performed by systems engineers in collaboration with an advisory panel composed of team members from different Department of Energy sites and from different engineering and science disciplines. Various stabilization technologies were assessed annually as to their relative maturity and availability for use in stabilizing nuclear materials. After three years of assessments, several of the technologies are now components of operational systems. A regression analysis of the historical assessments was performed, and it was concluded that the numerical technical maturity score produced by a team of experts can provide a powerful predictor of the time remaining until the operational application of technologies.

    Introduction In 2006, the New York City Department of Health and Mental Hygiene (DOHMH) passed regulations for child care centers that established standards for beverages provided to children and set a minimum amount of time for daily physical activity. DOHMH offered several types of training and technical assistance to support compliance with the regulations. This article analyzes the association between training and technical assistance provided and compliance with the regulations in a sample of 174 group child care centers. Methods Compliance was measured by using a site inventory of beverages stored on premises and a survey of centers’ teachers regarding the amount of physical activity provided. Training and technical assistance measures were based on the DOHMH records of training and technical assistance provided to the centers in the sample and on a survey of center directors. Ordinal logistic regression was used to assess the association between training and technical assistance measures and compliance with the regulations. Results Measures of training related to physical activity the center received: the number of staff members who participated in Sport, Play and Active Recreation for Kids (SPARK) and other training programs in which a center participated were associated with better compliance with the physical activity regulations. Neither training nor technical assistance were associated with compliance with the regulations related to beverages. Conclusion Increased compliance with regulations pertaining to physical activity was not related to compliance with beverage regulations. Future trainings should be targeted to the specific regulation requirements to increase compliance. PMID:25321628

Schnack on SciDAC Cooperative Agreement: Center for Wave Interactions with Magnetohydrodyanics, DE-FC02-06ER54899, for the period of 8/15/06 - 8/14/11. This report centers on the Slow MHD physics campaign work performed by Dr. Jenkins while at UW-Madison and then at Tech-X Corporation. To make progress on the problem of RF induced currents affect magnetic island evolution in toroidal plasmas, a set of research approaches are outlined. Three approaches can be addressed in parallel. These are: (1) Analytically prescribed additional term in Ohm's law to model the effect of localized ECCD current drive; (2) Introduce an additional evolution equation for the Ohm's law source term. Establish a RF source 'box' where information from the RF code couples to the fluid evolution; and (3) Carry out a more rigorous analytic calculation treating the additional RF terms in a closure problem. These approaches rely on the necessity of reinvigorating the computation modeling efforts of resistive and neoclassical tearing modes with present day versions of the numerical tools. For the RF community, the relevant action item is - RF ray tracing codes need to be modified so that general three-dimensional spatial information can be obtained. Further, interface efforts between the two codes require work as well as an assessment as to the numerical stability properties of the procedures to be used.

    The Lansing Community College Alternative Energy Center was created with several purposes in mind. A second purpose was the professional development of faculty and teachers to prepare them to train tomorrow's workforce and scholars. Still another purpose was to design, construct, and equip an alternative energy laboratory that could be used for education, demonstration, and public outreach. Last, the Center was to engage in community outreach and education to enhance industry partnerships, inform decision makers, and increase awareness and general knowledge of hydrogen and other alternative energy technologies and their beneficial impacts on society. This project has enabled us to accomplish all of our goals, including greater faculty understanding of advanced energy concepts, who are now able to convey this knowledge to students through a comprehensive alternative energy curriculum, in a facility well-equipped with advanced technologies, which is also being used to better educate the public on the advantages to society of exploring alternative energy technologies.

The work consisted of the construction of insulated footings, drainage of footings, insulation and construction of rock heat storage area beneath the building floor, building of the superstructure and installation of glazing around greenhouse, installation of Clivus multrum composting toilet and a wood stove for auxiliary heating. This project will expand and retrofit the existing building to make it a demonstration for solar energy use, wood heating, alternative sewage disposal and food production through innovative and intensive gardening techniques. A large majority of these wastes and facilities are 'one-of-a-kind' and unique to DOE. Many of the programs to treat these wastes have been 'first-of-a-kind' and unprecedented in scope and complexity. This has meant that many of the technologies needed to successfully disposition these wastes were not yet developed or required significant re-engineering to be adapted for DOE-EM's needs. The DOE-EM program believes strongly in reducing the technical risk of its projects and has initiated several efforts to reduce those risks: (1) Technology Readiness Assessments to reduce the risks of deployment of new technologies; (2) External Technical Reviews as one of several steps to ensure the timely resolution of engineering and technology issues; and (3) Technical Risk Ratings as a means to monitor and communicate information about technical risks. This paper will present examples of how Technology Readiness Assessments, External Technical Reviews, and Technical Risk Ratings are being used by DOE-EM to reduce technical risks.

This has meant that many of the technologies needed to successfully disposition these wastes were not yet developed or required significant re-engineering to be adapted for DOE-EM's needs. The DOE-EM program believes strongly in reducing the technical risk of its projects and has initiated several efforts to reduce those risks: (1) Technology Readiness Assessments to reduce the risks of deployment of new technologies; (2) External Technical Reviews as one of several steps to ensure the timely resolution of engineering and technology issues; and (3) Technical Risk Ratings as a means to monitor and communicate information about technical risks. This paper will present examples of how Technology Readiness Assessments, External Technical Reviews, and Technical Risk Ratings are being used by DOE-EM to reduce technical risks.

  13. The Iowa Flood Center's River Stage Sensors—Technical Details

    The Iowa Flood Center (IFC), along with support from the Iowa Department of Transportation (DOT) and the Iowa Department of Natural Resources (DNR) have developed a bridge-mounted river stage sensor. Each sensor consists of an ultrasonic distance measuring module, cellular modem, a GPS unit that provides accurate time and an embedded controller that orchestrates the sensors' operation. A sensor is powered by a battery and solar panel along with a solar charge controller. All the components are housed in/on a sturdy metal box that is then mounted on the side of a bridge. Additionally, each sensor incorporates a water-intrusion sensor and an internal temperature sensor. In operation, the microcontroller wakes, and turns on the electronics every 15 minutes and then measures the distance between the ultrasonic sensor and the water surface. Several measurements are averaged and transmitted along with system health information (battery voltage, state of water intrusion sensor, and internal temperature) via cellular modem to remote servers on the internet. The microcontroller then powers the electronics down and enters a sleep/power savings mode. The sensor's firmware allows the remote server to adjust the measurement rate to 5, 15, and 60 minutes. Further, sensors maintain a 24-day buffer of previous measurements. If a sensor could not successfully transmit its data because of cellular network connection problems, it will transmit the backlog on subsequent transmissions. We paid meticulous attention to all engineering aspects and sensors are very robust and have operated essentially continuously through two Iowa winters and summers, including the 2012 record-breaking warm summer.

    Starting in January 2004, the NESC has received several communications from knowledgeable technical experts at NASA expressing shared concerns (mainly at the Langley Research Center (LaRC) and Ames Research Center (ARC)) about Huygens mission success. It was suggested that NASA become more technically involved directly in the analysis of Huygens' entry, descent and landing (EDL) focusing on the parachute deployment trigger performance and the resultant effects on the operation of the parachute system, and the determination of the radiative heating environment at Titan by ESA and the corresponding thermal protection system (TPS) response. A NESC Team was formed and tasked to provide an independent assessment of these concerns. The results of that assessment are documented in this report.

    A team composed of scientists from Michigan State University (MSU) and Michigan Technological University (MTU) assembled to better understand, document, and improve systems for using forest-based biomass feedstocks in the production of energy products within Michigan. Work was funded by a grant (DE-EE-0000280) from the U.S. Department of Energy (DOE) and was administered by the Michigan Economic Development Corporation (MEDC). The goal of the project was to improve the forest feedstock supply infrastructure to sustainably provide woody biomass for biofuel production in Michigan over the long-term. Work was divided into four broad areas with associated objectives: • TASK A: Develop a Forest-Based Biomass Assessment for Michigan – Define forest-based feedstock inventory, availability, and the potential of forest-based feedstock to support state and federal renewable energy goals while maintaining current uses. • TASK B: Improve Harvesting, Processing and Transportation Systems – Identify and develop cost, energy, and carbon efficient harvesting, processing and transportation systems. • TASK C: Improve Forest Feedstock Productivity and Sustainability – Identify and develop sustainable feedstock production systems through the establishment and monitoring of a statewide network of field trials in forests and energy plantations. • TASK D: Engage Stakeholders – Increase understanding of forest biomass production systems for biofuels by a broad range of stakeholders. The goal and objectives of this research and development project were fulfilled with key model deliverables including: 1) The Forest Biomass Inventory System (Sub-task A1) of feedstock inventory and availability and, 2) The Supply Chain Model (Sub-task B2). A team led by NREL conducted the assessment of the Anderson Readiness Center data centers March 18-20, 2014 as part of ongoing efforts to reduce energy use and incorporate renewable energy technologies where feasible. Although the data centers in this facility account for less than 5% of the total square footage, they are estimated to be responsible for 70% of the annual electricity consumption.

In the 7000 Directorate I work directly in the 7611 organization. This organization is known as the Aviation Environments Technical Branch. My mentor is Vincent Satterwhite who is also the Branch Chief of the Aviation Environments Technical Branch.     The Performance Assessment Community of Practice (PA CoP) was developed in 2008 to improve consistency and quality in the preparation of performance assessments (PAs) and risk assessments across the Department of Energy (DOE) Complex. The term, PA, is used to represent all of these modeling applications in this report. The PA CoP goals are to foster the exchange of information among PA practitioners and to share lessons learned from PAs conducted for DOE, commercial disposal facilities, and international entities. Technical exchanges and workshops are a cornerstone of PA CoP activities. Previous technical exchanges have addressed Engineered Barriers (2009 - http://www.cresp.org/education/workshops/pacop/), the Advanced Simulation Capability for Environmental Management and the Cementitious Barriers Partnership (2010 - http://srnl.doe.gov/copexchange/links.htm). Each technical exchange also includes summary presentations regarding activities at DOE, the Nuclear Regulatory Commission (NRC) and other organizations (e.g., International Atomic Energy Agency (IAEA)) as well as a number of presentations from selected sites to provide insight and perspective from on-going modeling activities. Through the deployment of PA Assistance Teams, the PA CoP has also been engaged in the development of new PAs across the DOE Complex. As a way of improving consistency in the preparation of new PAs, the teams provide technical advice and share experiences, noteworthy practices, and lessons learned from previous Low-Level Waste Disposal Facility Federal Review Group (LFRG) reviews. Teams have provided support for PAs at Hanford, Idaho, Paducah and Portsmouth. The third annual PA CoP Technical Exchange was held on May 25-26, 2011 in Atlanta, GA.     The experiences of two black mental health professionals, who were invited to provide technical assistance to improve services to blacks in three community mental health centers in South Carolina, are described. This was a new and unprecedented attempt to elucidate and correct the problems of inadequate mental health services for blacks, while improving compliance with affirmative action.     Life science and biotechnology companies are the fastest growing industries in the nation, with more than 30% of these companies and close to 50% of the nation's life science workers located in California. The need for well-trained biotechnology workers continues to grow. Educational institutions and industry professionals have attempted to create the training and the workforce for the bioscience and biotechnology industry. Many have concluded that one way would be to create a multiuse training center where trainees from high school age through late adulthood could receive up-to-date training. This case study had 2 unique phases. Phase 1 consisted of examining representative stakeholder interview data for characteristics of an ideal biotechnology shared-use regional education (B-SURE) center, which served as the basis for an assessment tool, with 107 characteristics in 8 categories. This represented what an ideal center model should include. Phase 2 consisted of using this assessment tool to gather data from 6 current biotechnology regional centers to determine how these centers compared to the ideal model. Results indicated that each center was unique. Although no center met all ideal model characteristics, the 6 centers could clearly be ranked. Recommendations include refining the core characteristics, further assessing the existing and planned centers; evaluating and refining the interview instrument in Phase 1 and the assessment tool in Phase 2 by including additional stakeholders in both phases and by adding reviewers of Phase 1 transcripts; and determining a method to demonstrate a clear return on investment in a B-SURE center.

    The NASA Engineering and Safety Center (NESC), initially formed in 2003, is an independently funded NASA Program whose dedicated team of technical experts provides objective engineering and safety assessments of critical, high risk projects. The GN&C Technical Discipline Team (TDT) is one of fifteen such discipline-focused teams within the NESC organization. The TDT membership is composed of GN&C specialists from across NASA and its partner organizations in other government agencies, industry, national laboratories, and universities. This paper will briefly define the vision, mission, and purpose of the NESC organization. The role of the GN&C TDT will then be described in detail along with an overview of how this team operates and engages in its objective engineering and safety assessments of critical NASA projects. This paper will then describe selected recent experiences, over the period 2007 to present, of the GN&C TDT in which they directly performed or supported a wide variety of NESC assessments and consultations.

    San Juanico is a fishing village of approximately 120 homes in the Municipality of Comondu, Baja California. In April, 1999, a hybrid power system was installed in San Juanico to provide 24-hour power, which was not previously available. Before the installation of the hybrid power system, a field study was conducted to characterize the electrical usage and institutional and social framework of San Juanico. One year after the installation of the hybrid power system a''post-electrification'' study was performed to document the changes that had occurred after the installation.     The US Environmental Protection Agency (EPA) has funded a pilot project to assist small and medium-size manufacturers who want to minimize their generation of waste but who lack the expertise to do so. In an effort to assist these manufacturers Waste Minimization Assessment Centers (WMACs) were established at selected universities and procedures were adapted from the EPA Waste Minimization Opportunity Assessment Manual. The WMAC team at the University of Tennessee performed an assessment at a plant that manufacturers electrical load centers. Raw materials, including coiled sheet steel and coiled copper strips, polystyrene pellets, and miscellaneous fasteners, are used in metal-working, injection molding, painting, and assembly operations. The team`s report, detailed findings and recommendations, indicated that a large quantity of waste overflow rinse water is generated and that significant cost savings could be achieved by installing valves that will allow operators to turn off the flow during periods of nonuse. This Research Brief was developed by the principal investigators and EPA`s National Risk Management Research Laboratory, Cincinnati, OH, to announce key findings of an ongoing research project that is fully documented in a separate report of the same title available from University City Science Center.

    The Government Maglev System Assessment Team operated from 1991 to 1993 as part of the National Maglev Initiative. They assessed the technical viability of four US Maglev system concepts, using the French TGV high speed train and the German TR07 Maglev system as assessment baselines. Maglev in general offers advantages that include high speed potential, excellent system control, high capacity, low energy consumption, low maintenance, modest land requirements, low operating costs, and ability to meet a variety of transportation missions. Further, the US Maglev concepts could provide superior performance to TR07 for similar cost or similar performance for less cost. They also could achieve both lower trip times and lower energy consumption along typical US routes. These advantages result generally from the use of large gap magnetic suspensions, more powerful linear synchronous motors and tilting vehicles. Innovative concepts for motors, guideways, suspension, and superconducting magnets all contribute to a potential for superior long term performance of US Maglev systems compared with TGV and TR07.

    Employee health complaints at the Brookhaven Internal Revenue Service Center in Holtzville, New York were investigated on June 18 to 20, 1980, in response to a request for technical assistance from the Acting Regional Administrator for Public Buildings, General Services Administration. Environmental air samples were collected to determine worker exposures to formaldehyde (50000), oxides of nitrogen, sulfur dioxide (7446095), carbon monoxide (630080), total organics, and dust. Employee interviews disclosed worker complants of burning eyes, sore throat, sinus irritation, nausea, dizziness, light headedness, metallic taste, and headache. All sampled substances were either nondetectable or were well within the applicable federal exposure standards. Although no conclusive toxic exposures were noted, the authors recommend increasing the stack heights of the diesel engines, and the installation of gas trapping devices in the roof drains to lessen the number of contaminants entering the work area.

    A Federal Radiological Monitoring and Assessment Center (FRMAC) is established in response to a Lead Federal Agency (LFA) or State request when a radiological emergency is anticipated or has occurred. The FRMAC coordinates the off-site monitoring, assessment, and analysis activities during such an emergency. The FRMAC response is divided into three phases. FRMAC Phase 1 is a rapid, initial-response capability that can interface with Federal or State officials and is designed for a quick response time and rapid radiological data collection and assessment. FRMAC Phase 1 products provide an initial characterization of the radiological situation and information on early health effects to officials responsible for making and implementing protective action decisions.

The Lewis Technical Services Directorate (TSD) introduced the Total Quality Fundamentals (TQF) workshops to its work force as an opportunity to introduce the concepts and principles of TQF. These workshops also provided the participants with the opportunity to dialogue with fellow TSD employees and managers. This report describes, through the perspective of the Lewis TSD TQF Coaches, how the TQF work- shop process was accomplished in TSD. It describes the structure for addressing the need, implementation process, input the TSD Coaches provided, common themes and concerns raised, conclusions, and recommendations. The Coaches concluded that these types of workshops could be the key to open the communication channels that are necessary to help everyone at Lewis understand where they fit in the organization. TQF workshops can strengthen the participant's connection with the Mission, Vision of the Center, and Vision of the Agency. Reconunendations are given based on these conclusions that can help the TSD Quality Board develop attainable measures towards a quality workplace.

NASA requested technical assistance from the Pacific Northwest Laboratory to conduct a site visit, examine selected buildings and facilities, and suggest appropriate and economically acceptable energy efficiency measures and future actions at NASA`s Goddard Space Flight Center. PNL was also tasked to investigate the current and future demand-side management (DSM) programs offered by the servicing electric utility that would be applicable for the site. The information for this assessment was collected during site visits to the Goddard Space Flight Center during September and October 1992. The assessment addresses energy supply and cost, estimated energy distribution and use, and cost-effective options to reduce energy consumption at the center. Applicable utility DSM programs are also identified. A recommended strategy is identified to undertake a more comprehensive long-term energy reduction program at the site. A model approach is also given for the site to develop a partnership with the serving electric utility to implement a ``custom`` site-wide DSM program incorporating the several incentives offered by the utility to governmental agencies.

    Since 1976, the Industrial Assessment Centers (IACs), administered by the US Department of Energy, have supported small and medium-sized American manufacturers to reduce energy use and increase their productivity and competitiveness. The 24 IACs, located at premier engineering universities around the country (see below), send faculty and engineering students to local small and medium-sized manufacturers to provide no-cost assessments of energy use, process performance and waste and water flows. Under the direction of experienced professors, IAC engineering students analyze the manufacturer’s facilities, energy bills and energy, waste and water systems, including compressed air, motors/pumps, lighting, process heat and steam. The IACs then follow up with written energy-saving and productivity improvement recommendations, with estimates of related costs and payback periods.

    Background Patient-centered communication is the hallmark of care that incorporates the perspective of patients to provide tailored care that meets their needs and desires. However, at this time there has been limited evaluation of patient-provider communication involving youth. Objectives This manuscript will report on results from secondary analysis of data obtained during a participatory research-based randomized control trial designed to test a sexual risk event history calendar intervention with youth to address the following research questions: (a) Based on the event history calendar’s (EHC) inclusion of contextual factors, does the EHC demonstrate improved communication outcomes (i.e., amount, satisfaction, mutuality, client involvement, client satisfaction, patient-provider interaction, and patient-centeredness) when compared to the Guidelines for Adolescent Preventive Services (GAPS) tool? and (b) How do patients and providers describe the characteristics of each tool in regards to patient-centered communication? Method This report will utilize a sequential explanatory mixed methods approach to evaluate communication. A split plot design with one between factor (i.e., communication structure between EHC and GAPS) and one within factor (i.e., time between pretest and posttest) was used for analyses of data collection from male and female youth (n=186) and providers (n=9). Quantitative analysis of survey data evaluated changes in communication from pre-test to post-test. Qualitative data collected from open-ended questions, audio-taped visits, and exit interviews was employed to enhance interpretation of quantitative findings. Results Patient-centered communication using assessment tools (EHC and GAPS) with youth demonstrated improved communication outcomes both quantitatively and qualitatively.   10. Technical and operational assessment of molecular nanotechnology for space operations

    This study assesses the performance of conventional technology and three levels of molecular nanotechnology (MNT) for space operations. The measures of effectiveness are technical performance parameters for five space transportation architectures, and the total logistics cost for an evaluation scenario with mining, market and factory locations on the Moon, Mars and asteroids. On these measures of effectiveness, improvements of 2--4 orders of magnitude are seen in chemical rockets, solar electric ion engines, solar sail accelerations (but not transit times), and in structural masses for planetary skyhooks and towers. Improvements in tether performance and logistics costs are nearer to 1 order of magnitude. Appendices suggest additional improvements may be possible in space mining, closed-environment life support, flexible operations, and with other space transportation architectures. In order to assess logistics cost, this research extends the facility location problem of location theory to orbital space. This extension supports optimal siting of a single facility serving circular, coplanar orbits, locations in elliptic planetary and moon orbits, and heuristic siting of multiple facilities. It focuses on conventional rocket transportation, and on high performance rockets supplying at least 1 m/s2 acceleration and 500,000 m/s exhaust velocity. Mathematica implementations are provided in appendices. Simple MNT allows diamond and buckytube construction. The main benefits are in chemical rocket performance, solar panel specific power, solar electric ion engine performance, and skyhook and tower structural masses. Complex MNT allows very small machinery, permitting large increases in solar panel specific power, which enables solar electric ion engines that are high performance rockets, and thus reduces total logistics costs an order of magnitude.     The Federal Radiological Monitoring and Assessment Center (FRMAC) is a federal emergency response asset whose assistance may be requested by the Department of Homeland Security (DHS), the Department of Defense (DoD), the Environmental Protection Agency (EPA), the Nuclear Regulatory Commission (NRC), and state and local agencies to respond to a nuclear or radiological incident. It is an interagency organization with representation from the Department of Energy’s National Nuclear Security Administration (DOE/NNSA), the Department of Defense (DoD), the Environmental Protection Agency (EPA), the Department of Health and Human Services (HHS), the Federal Bureau of Investigation (FBI), and other federal agencies. FRMAC, in its present form, was created in 1987 when the radiological support mission was assigned to the DOE’s Nevada Operations Office by DOE Headquarters. The FRMAC asset, including its predecessor entities, was created, grew, and evolved to function as a response to radiological incidents. Radiological emergency response exercises showed the need for a coordinated approach to managing federal emergency monitoring and assessment activities. The mission of FRMAC is to coordinate and manage all federal radiological environmental monitoring and assessment activities during a nuclear or radiological incident within the United States in support of state,local, tribal governments, DHS, and the federal coordinating agency. Radiological emergency response professionals with the DOE’s national laboratories support the Radiological Assistance Program (RAP), National Atmospheric Release Advisory Center (NARAC), the Aerial MeasuringSystem (AMS), and the Radiation Emergency Assistance Center/Training Site (REAC/TS).     An Organizational Cultural Assessment (OCA) was performed at the Energy Technology Engineering Center (ETEC) by administering an Organizational Culture Survey (OCS) that queried employees on the subjects of organizational culture, various species of communication, employee commitment to ETEC, work group cohesion, coordination of work, environmental, safety and health concerns, hazardous nature of work, and overall job satisfaction. A description of each of the scales used to assess these subjects is discussed. The primary purpose of administering the survey was to attempt to measure, in a more quantitative and objective way the notion of organizational culture, '' that is, the values, attitudes, and beliefs of the individuals working within the organization. In particular, those aspects of the working environment which are believed to be important influences on the operations of a facility and on the safety issues relevant to the organization were assessed. In addition, by conducting a survey, a broad sampling of the individuals in the organization can be obtained. This is especially important when the survey is utilized in conjunction with an assessment or inspection team which typically has only a limited amount of resources to address many issues. The OCS provides a broad, but more comprehensive picture of the organization by querying a much larger number of individuals than could be reached through the assessment team alone. Finally, the OCS provides a descriptive profile of the organization at one point in time. This profile can then can be used as a baseline point against which comparisons of other points in time can be made. Such comparisons may prove valuable and would help to assess changes in the organizational culture. Comparisons of the profiles can also be made across similar facilities. 9 refs., 22 figs., 6 tabs.

The Guidance Navigation and Control (GN&C) Technical Discipline Team (TDT) is one of fifteen such discipline-focused teams within the NESC organization. The TDT membership is composed of GN&C specialists from across NASA and its partner organizations in other government agencies, industry, national laboratories, and universities. This paper will briefly define the vision, mission, and purpose of the NESC organization.   20. Earth Observations to Assess Impact of Hurricane Katrina on John C. Stennis Space Center

    The peril from hurricanes to Space Operations Centers is real and is forecast to continue; Katrina, Rita, and Wilma of 2005 and Charley, Frances, Ivan, and Jeanne of 2004 are sufficient motivation for NASA to develop a multi-Center plan for preparedness and response. As was demonstrated at SSC (Stennis Space Center) in response to Hurricane Katrina, NASA Centers are efficiently activated as local command centers, playing host to Federal and State agencies and first responders to coordinate and provide evacuation, relocation, response, and recovery activities. Remote sensing decision support provides critical insight for managing NASA infrastructure and for assisting Center decision makers. Managers require geospatial information to manage the federal city. Immediately following Katrina, SSC s power and network connections were disabled, hardware was inoperative, technical staff was displaced and/or out of contact, and graphical decision support tools were non-existent or less than fully effective. Despite this circumstance, SSC EOC (Emergency Operations Center) implemented response operations to assess damage and to activate recovery plans. To assist Center Managers, the NASA ASP (Applied Sciences Program) made its archive of high-resolution data over the site available. In the weeks and months after the immediate crisis, NASA supplemented this data with high-resolution, post-Katrina imagery over SSC and much of the affected coastal areas. Much of the high-resolution imagery was made available through the Department of Defense Clear View contract and was distributed through U.S. Geological Survey Center for Earth Resources Observation and Science "Hurricane Katrina Disaster Response" Web site. By integrating multiple image data types with other information sources, ASP applied an all-source solutions approach to develop decision support tools that enabled managers to respond to critical issues, such as expedient access to infrastructure and deployment of resources

The assessment is designed to address six applications, including: (1) structural fill, (2) road base construction, (3) supplementary cementing materials in portland cement, (4) synthetic aggregate, and (5) agricultural/soil amendment applications. Ash from low-sulfur subbituminous coal-fired Foster Wheeler Energia Oy pilot circulating PFBC tests in Karhula, Finland, and ash from the high-sulfur bituminous coal-fired American Electric Power (AEP) bubbling PFBC in Brilliant, Ohio, were evaluated in laboratory and pilot-scale ash use testing. This paper addresses the technical feasibility of ash use options for PFBC unit using low- sulfur coal and limestone sorbent (karhula ash) and high-sulfur coal and dolomite sorbents (AEP Tidd ash).

    This report presents the results of an assessment of ElectroMagnetic Fields (EMF) completed at NASA Langley Research Center as part of the Langley Aerospace Research Summer Scholars Program. This project was performed to determine levels of electromagnetic fields, determine the significance of the levels present, and determine a plan to reduce electromagnetic field exposure, if necessary. This report also describes the properties of electromagnetic fields and their interaction with humans. The results of three major occupational epidemiological studies is presented to determine risks posed to humans by EMF exposure. The data for this report came from peer-reviewed journal articles and government publications pertaining to the health effects of electromagnetic fields.

    In 1988-89, Indiana University became the first public university to implement responsibility-centered management (RCM) comprehensively. This article describes and assesses the implementation of RCM on the core campus of Indiana University School of Nursing in Indianapolis. It describes how RCM encouraged an information-rich environment, particularly with the advent of economic modeling; decision making linked to strategic goals/objectives; and a performance-based reward structure (e.g., merit pay increases and incentive plans). It ends with a discussion about the worth of RCM and the changes that frame-work produced, particularly in reconceptualizing the roles of the business officer and dean. The most profound consequence of RCM may be the effect it has in encouraging rethinking of what it means to be a school of nursing at this point in time. PMID:10932994

    This paper describes a study, which had as its principal goal the development of a sufficiently detailed 5 x 5 Risk Matrix Scorecard. The purpose of this scorecard is to outline the criteria by which technical issues can be qualitatively and initially prioritized. The tool using this score card has been proposed to be one of the information resources the NASA Engineering and Safety Center (NESC) takes into consideration when making decisions with respect to incoming information on safety concerns across the entire NASA agency. The contents of this paper discuss in detail each element of the risk matrix scorecard, definitions for those elements and the rationale behind the development of those definitions. This scorecard development was performed in parallel with the tailoring of the existing Futron Corporation Integrated Risk Management Application (IRMA) software tool. IRMA was tailored to fit NESC needs for evaluating incoming safety concerns and was renamed NESC Assessment Risk Management Application (NAFMA) which is still in developmental phase.

    The National Renewable Energy Laboratory (NREL), the nation`s primary solar and renewable energy research laboratory, proposes to expand its wind technology research and development program activities at its National Wind Technology Center (NWTC) near Golden, Colorado. NWTC is an existing wind energy research facility operated by NREL for the US Department of Energy (DOE). Proposed activities include the construction and reuse of buildings and facilities, installation of up to 20 wind turbine test sites, improvements in infrastructure, and subsequent research activities, technology testing, and site operations. In addition to wind turbine test activities, NWTC may be used to support other NREL program activities and small-scale demonstration projects. This document assesses potential consequences to resources within the physical, biological, and human environment, including potential impacts to: air quality, geology and soils, water resources, biological resources, cultural and historic resources, socioeconomic resources, land use, visual resources, noise environment, hazardous materials and waste management, and health and safety conditions. Comment letters were received from several agencies in response to the scoping and predecisional draft reviews. The comments have been incorporated as appropriate into the document with full text of the letters contained in the Appendices. Additionally, information from the Rocky Flats Environmental Technology Site on going sitewide assessment of potential environmental impacts has been reviewed and discussed by representatives of both parties and incorporated into the document as appropriate.

    The Federal Radiological Monitoring and Assessment Center (FRMAC) is authorized by the Federal Radiological Emergency Response Plan to coordinate all off-site radiological response assistance to state and local government s, in the event of a major radiological emergency in the United States. The FRMAC is established by the U.S. Department of Energy, National Nuclear Security Administration, to coordinate all Federal assets involved in conducting a comprehensive program of radiological environmental monitoring, sampling, radioanalysis, quality assurance, and dose assessment. During an emergency response, the initial analytical data is provided by portable field instrumentation. As incident responders scale up their response based on the seriousness of the incident, local analytical assets and mobile laboratories add additional capability and capacity. During the intermediate phase of the response, data quality objectives and measurement quality objectives are more rigorous. These higher objectives will require the use of larger laboratories, with greater capacity and enhanced capabilities. These labs may be geographically distant from the incident, which will increase sample management challenges. This paper addresses emergency radioanalytical capability and capacity and its utilization during FRMAC operations.
