    In this video Bill Brinkman, Director of DOE's Office of Science, introduces the session, "Leading Perspectives in Energy Research," at the 2011 EFRC Summit and Forum. During the introduction of the senior representatives from both the public and private sector, Dr. Brinkman explained the motivation for creating the Energy Frontiers Research Centers program. The 2011 EFRC Summit and Forum brought together the EFRC community and science and policy leaders from universities, national laboratories, industry and government to discuss "Science for our Nation's Energy Future." In August 2009, the Office of Science established 46 Energy Frontier Research Centers. The EFRCs are collaborative research efforts intended to accelerate high-risk, high-reward fundamental research, the scientific basis for transformative energy technologies of the future. These Centers involve universities, national laboratories, nonprofit organizations, and for-profit firms, singly or in partnerships, selected by scientific peer review. They are funded at $2 to $5 million per year for a total planned DOE commitment of $777 million over the initial five-year award period, pending Congressional appropriations. These integrated, multi-investigator Centers are conducting fundamental research focusing on one or more of several ?grand challenges? and use-inspired ?basic research needs? recently identified in major strategic planning efforts by the scientific community. The purpose of the EFRCs is to integrate the talents and expertise of leading scientists in a setting designed to accelerate research that transforms the future of energy and the environment.

    U.S. lawmakers have become concerned about groundwater problems in the United States, and thus the contamination of groundwater is rapidly becoming one of the hottest issues of 1987 and probably for many years into the future. The 100th Congress has seen a proliferation of bills relating to various problems involving groundwater: need for more data, funding of research, and development of standards for groundwater quality. Because round 50% of the nation's drinking water is obtained from groundwater, the available support is dependent not only upon the available quantity but also on the quality of that supply.Because groundwater quality in general and groundwater contamination in particular provides such complex problems, final legislation probably will emphasize more research and more data collection. At present, a bill, the National Ground Water Contamination Research Act, has been introduced in the House of Representatives by Rep. Sam Gejdenson (D-Conn.), and a companion bill has been introduced in the Senate by Sen. David Durenberger (R-Minn.). These bills renew action on a groundwater research bill that passed the House but not the Senate near the end of the 99th Congress. The bills address not only research but also promote a national program for the assessment of groundwater quality and a national clearinghouse for groundwater information.

    This view taken by the Imager for Mars Pathfinder (IMP) was taken on Sol 3. Barnacle Bill, the small rock at left, and Yogi, the large rock at upper right, have been examined by Sojourner's Alpha Proton X-Ray Spectrometer (APXS) instrument and the rover's cameras. Barnacle Bill has the chemical composition of an andesitic volcanic rock, but may have been produced by sedimentation processes or meteorite impact. The lander's rear ramp which Sojourner used to descend to the Martian surface is at lower left, and a portion of deflated airbag is at lower right.

    Mars Pathfinder was developed and managed by the Jet Propulsion Laboratory (JPL) for the National Aeronautics and Space Administration. JPL is an operating division of the California Institute of Technology (Caltech). The IMP was developed by the University of Arizona Lunar and Planetary Laboratory under contract to JPL. Peter Smith is the Principal Investigator.

    On March 2 the U.S. House of Representatives passed a bill authorizing $425 million for science and mathematics education in fiscal 1984; the authorization is $350 million more than President Ronald Reagan requested in his budget proposal (Eos, February 15, 1983, p. 65).H.R. 1310 allocates $295 million to the Department of Education not only to improve precollege instruction in science and math, but to beef up foreign language training to aid in improving international communication among scientists. The bill also allots $130 million to the National Science Foundation for a variety of programs, the lion's share of which aims to upgrade research equipment at colleges and universities. It is hoped that industry will match the $100 million targeted for this program.

    The World Health Organization (WHO) has financed a study of the Billings method of family planning in 3 developing and 2 developed countries to obtain objective data on the effectiveness of the method. Although 40% of the 870 couples had previously used another abstinence method and all were highly motivated to use the technique, the life-table pregnancy rate for the year following training in the method reached 20%. 11 studies of the cervical mucus method have been carried out in India, Tonga, Colombia, and Chile and in the US and Australia, often in new programs which did not employ uniform teaching methods. 2 Indian studies showed pregnancy rates of under 6/100 woman years, while 2 studies in developed countries showed rates under 15 and 2 showed rates over 30/100 woman years. Most of the studies have attributed the high pregnancy rates to the failure of couples to observe abstinence. Pregnancy occurred in the 5 countries partcipating in the WHO studies primarily as a result of the failure of couples to abstain from sexual relations during periods identified as fertile, despite active promotion of natural family planning and assistance from instructors at monthly intervals. Other reasons for the high failure rate were late occurrance of mucus flow relative to the time of ovulation, overly early appearance of mucus, and failure to observe or to interpret correctly the mucus symptom. Mucus patterns and facility of interpretation can be affected by various physiological or psychological factors, such as vaginal or cervical infection, vaginal secretion due to sexual stimulation, medicines, tension, and illness. The common observation of higher pregnancy rates among couples who wish to postpone rather than prevent a birth appears to be particularly important in the case of abstinence methods. PMID:12311398

    In an 89 to 11 vote the Senate passed a clean air bill aimed at reducing pollution by the turn of the century by imposing tougher controls on American industry. The bill is the first revision of the Clean Air Act of 1970 in 13 years and calls for new limits on auto pollution to clean up smog in most U.S. cities, decreasing by half emissions by power plants that cause acid rain to protect the ecology, and increasing technological controls on factories to protect against cancer-causing and toxic substances. The bill will add about $20 billion per year to the estimated $33 billion cost of complying with current pollution laws.

    Commercialization of the land remote-sensing system is virtually guaranteed with the successful completion last week of an informal conference on the differences in the House of Representatives and Senate versions of the Land Remote Sensing Commercialization Act (H.R. 5155). Moreover, the House ratified the compromise version on June 28; the Senate was expected to ratify the bill before the July 4 recess. The bill will then be sent to President Ronald Reagan for his signature. Also on June 28, the Secretary of Commerce announced his selection for final contract negotiations of two of the seven bids received this spring for the operation of Landsat.

    Purpose and Objectives: Case management directors are in a dynamic position to affect the transition of care of patients across the continuum, work with all levels of providers, and support the financial well-being of a hospital. Most importantly, they can drive good patient outcomes. Although the position is critical on many different levels, there is little to help guide a new director in attending to all the “moving parts” of such a complex role. This is Part 2 of a two-part article written for case management directors, particularly new ones. Part 1 covered the first 4 of 7 tracks: (1) Staffing and Human Resources, (2) Compliance and Accreditation, (3) Discharge Planning and (4) Utilization Review and Revenue Cycle. Part 2 addresses (5) Internal Departmental Relationships (Organizational), (6) External Relationships (Community Agency), and (7) Quality and Program Outcomes. This article attempts to answer the following questions: Are case management directors prepared for an expanded role that affects departments and organizations outside of their own?How does a case management director manage the transition of care of patients while managing required relationships outside the department?How does the director manage program outcomes in such a complex department? Primary Practice Setting: The information is most meaningful to those case management directors who work in either stand-alone hospitals or integrated health systems and have frontline case managers (CMs) reporting to them. It easily received the votes to block a filibuster and went to the floor of the Senate for debate on February 4. Following a week-long recess, debate will resume on February 18.

We have divided the guide into seven tracks of responsibility. Part 2 addresses (5) internal departmental relationships (organizational), (6) external relationships (Community agency), and (7) quality and program outcomes.   4. Virginia, Mississippi shelve bills on criminal exposure.

    Virginia and Mississippi legislators defeated bills that would have made it a crime for an HIV-infected individual to engage in sexual relations without first telling a partner of the infection. The bills were the first of several bills under consideration this year that propose criminal sanctions for HIV exposure. Similar legislation is being considered in Ohio. Virginia H.B. 296 would have imposed a misdemeanor sentence of up to 12 months and a fine of up to $2,500 for a first offense; the second offense would have been a Class 5 felony. The bill became mired in issues related to oral sex and sodomy, which are illegal in Virginia. The Mississippi Senate Judiciary Committee killed two felony-level criminal exposure bills by refusing to act on them by the deadline date. One bill, S.B. 2206, would have allowed prosecution of anyone who knew they were infected but had unprotected sex or shared needles anyway. Another bill, S.B. 2450, would have required proof of malicious intent or reckless disregard for the possibility of exposure. Both Mississippi bills called for 3- to 6-year sentences. PMID:11366394

    Utitlity tariffs vary significantly from utility to utility. Each utility has its own rates and sets of rules by which bills are calculated. The Bill Calculator reconstructs the tariff based on these rules, stored in data tables, and access the appropriate charges for a given energy consumption and demand. The software reconstructs the tariff logic from the rules stored in data tables. Changes are tallied as the logic is reconstructed. This is essentially an accounting program. The main limitation is on the time to search for each tariff element. It is currently on O(N) search. Also, since the Bill calculator first stores all tariffs in an array and then reads the array to reconstruct a specific tariff, the memory limitatins of a particular system would limit the number of tariffs that could be handled. This tool allows a user to calculate a bill from any sampled utility without prior knowledge of the tariff logic or structure. The peculiarities of the tariff logic are stored in data tables and manged by the Bill Calculator software. This version of the software is implemented as a VB module that operates within Microsoft Excel. Input data tables are stored in Excel worksheets. In this version the Bill Calculator functions can be assessed through Excel as user defined worksheet functions. Bill Calculator can calculate approximately 50,000 bills in less than 30 minutes.

    This paper discusses risk modeling and risk management in information and communications technology (ICT) systems for which the attack impact distribution is heavy tailed (e.g., power law distribution) and the average risk is unbounded. Systems with these properties include billing infrastructures used to charge customers for services they access. Attacks against billing infrastructures can be classified as peripheral attacks and backbone attacks. The goal of a peripheral attack is to tamper with user bills; a backbone attack seeks to seize control of the billing infrastructure. The probability distribution of the overall impact of an attack on a billing infrastructure also has a heavy-tailed curve. This implies that the probability of a massive impact cannot be ignored and that the average impact may be unbounded - thus, even the most expensive countermeasures would be cost effective. Consequently, the only strategy for managing risk is to increase the resilience of the infrastructure by employing redundant components.

    At center, Sojourner has traveled off the lander's rear ramp and onto the surface of Mars. 3D glasses are necessary to identify surface detail. The rock Barnacle Bill is to the left of Sojourner, and the large rock Yogi is at upper right. On the horizon sits the rock dubbed 'Couch.' A deflated airbag sits at lower right.

    The image was taken by the Imager for Mars Pathfinder (IMP) on Sol 3. The IMP is a stereo imaging system with color capability provided by 24 selectable filters -- twelve filters per 'eye.' It stands 1.8 meters above the Martian surface, and has a resolution of two millimeters at a range of two meters.

    Mars Pathfinder is the second in NASA's Discovery program of low-cost spacecraft with highly focused science goals. The Jet Propulsion Laboratory, Pasadena, CA, developed and manages the Mars Pathfinder mission for NASA's Office of Space Science, Washington, D.C. JPL is an operating division of the California Institute of Technology (Caltech). The Imager for Mars Pathfinder (IMP) was developed by the University of Arizona Lunar and Planetary Laboratory under contract to JPL. Peter Smith is the Principal Investigator.

  13. Sojourner's APXS studies Barnacle Bill

    Sojourner's first analysis of a rock on Mars began on Sol 3 with the study of Barnacle Bill, a nearby rock named for its rough surface. The Alpha Proton X-Ray Spectrometer (APXS) will be used to determine the elements that make up the rocks and soil on Mars. A full study using the APXS takes approximately ten hours, and can measure all elements except hydrogen at any time of the Martian day or night. The APXS will conduct its studies by bombarding rocks and soil samples with alpha particle radiation -- charged particles equivalent to the nucleus of a helium atom, consisting of two protons and two neutrons.

    The image was taken by the Imager for Mars Pathfinder (IMP) after its deployment on Sol 3. Mars Pathfinder was developed and managed by the Jet Propulsion Laboratory (JPL) for the National Aeronautics and Space Administration. The IMP was developed by the University of Arizona Lunar and Planetary Laboratory under contract to JPL. Peter Smith is the Principal Investigator.

  14. Minerals Bill introduced in House

    A bill that aims to strengthen a national minerals policy and to establish a three-member White-House-level council to coordinate the development of this policy was introduced in the House of Representatives on April 30 by James D. Santini (D-Nev.). Entitled the National Minerals Security Act (NMSA), the legislation, if passed, also would amend tax laws to assist the mining industry to make capital investments to locate and produce strategic minerals; it would provide the means for the Secretary of the Interior to make withdrawn public lands available for mineral development; and it would create a revolving fund for the sale and purchase of strategic minerals.Santini estimates that 4 billion tons of minerals are needed annually to sustain the nation's economy. Much of the minerals are supplied by other nations, however; Santini wants to see an end to the United States' dependence on foreign countries, especially those that seem relatively unstable politically. ‘The U.S. has placed its national security in the hands of a few foreign nations,’ Santini said in a recent press conference. ‘We are heavily dependent on the region of southern Africa for 76% of our cobalt, 93% of our platinum, 48% of our chromium, and a host of other strategic and critical minerals. Without these minerals, we cannot build jet aircraft, weapons, or other military hardware vitally important to our national security.’

The conceptual design provides for the beam to pass first through a bending and focusing system (or ''achromat''), through a second achromat, through an air-to-vacuum interface (the ''beam window''), and finally through the vernier steering system. Following an initial concept study for a beam director, a prototype permanent magnet 30/sup 0/ beam-bending achromat and prototype vernier steering magnet were designed and built.     A fluid flow director is disclosed. The director comprises a handle body and combed-teeth extending from one side of the body. The body can be formed of a clear plastic such as acrylic. The director can be used with heat exchangers such as a magnetic heat pump and can minimize the undesired mixing of fluid flows. The types of heat exchangers can encompass both heat pumps and refrigerators. The director can adjust the fluid flow of liquid or gas along desired flow directions. A method of applying the flow director within a magnetic heat pump application is also disclosed where the comb-teeth portions of the director are inserted into the fluid flow paths of the heat pump.

    This paper presents a system designed to automate the production of webcasts, the Virtual Director. It automates simple tasks such as control of recording equipment, stream broadcasting, and camera control. It also automates content decisions, such as which camera view to broadcast. Directors can specify the content decisions using an automation specification language. The Virtual Director also uses a question monitor service to automatically identify questions and move the cameras to show the audience member asking the question. We discuss the implementation of the Virtual Director and present the results of its use in the production of a university seminar series.

  18. Smart cards for EV billing. Final report

    If electric vehicles are to gain widespread popularity, there will need to be public charging stations for refueling away from home. However, public charging raises some potentially complex issues regarding how individual EV owners will be billed for the electricity they use. It`s easy enough to meter the electricity used at a given battery charger, but the utility bill goes to the EV station merchant rather than the driver who consumed the electricity. So far this has not posed a problem, as many early charging sites have either been providing free electricity or billing only nominal flat fees. As the EV market grows, however, an effective point-of-sale (POS) billing mechanism will need to be established. In 1993, an investigation of POS billing systems for different types of non-home EV charging was conducted. Recently, the Cost Subcommittee of the Infrastructure Working Council`s (IWC) Load Management, Distribution, Power Quality Committee requested that an update be performed on the newest of these POS technologies--smart cards. The same size and shape as regular credit cards, smart cards use a microchip instead of a magnetic stripe to store information. The chip can hold significantly more information than a magnetic stripe, enabling greater security and flexible applications. Since 1993, there have been major advances in smart card technology, and smart card use has grown dramatically in both Europe and Asia. The US has been slower to embrace smart cards due to the entrenched infrastructure of traditional magnetic stripe credit cards. This paper reviews smart card technology and related POS transaction structures, and assesses the technical feasibility and economics of using these versatile cards for EV billing.

    Utility companies typically send their meter readers out each day of the billing cycle in order to determine each customer s usage for the period. Customer churn requires the utility company to periodically remove some customer locations from its meter-reading routes. On the other hand, the addition of new customers and locations requires the utility company to add newstops to the existing routes. A utility that does not adjust its meter-reading routes over time can find itself with inefficient routes and, subsequently, higher meter-reading costs. Furthermore, the utility can end up with certain billing days that require substantially larger meter-reading resources than others. However, remedying this problem is not as simple as it may initially seem. Certain regulatory and customer service considerations can prevent the utility from shifting a customer s billing day by more than a few days in either direction. Thus, the problem of reducing the meterreading costs and balancing the workload can become quite difficult. We describe this Balanced Billing Cycle Vehicle Routing Problem in more detail and develop an algorithm for providing solutions to a slightly simplified version of the problem. Our algorithm uses a combination of heuristics and integer programming via a three-stage algorithm. We discuss the performance of our procedure on a real-world data set.

    Improving value within critical care remains a priority because it represents a significant portion of health-care spending, faces high rates of adverse events, and inconsistently delivers evidence-based practices. ICU directors are increasingly required to understand all aspects of the value provided by their units to inform local improvement efforts and relate effectively to external parties. A clear understanding of the overall process of measuring quality and value as well as the strengths, limitations, and potential application of individual metrics is critical to supporting this charge. In this review, we provide a conceptual framework for understanding value metrics, describe an approach to developing a value measurement program, and summarize common metrics to characterize ICU value. We first summarize how ICU value can be represented as a function of outcomes and costs. We expand this equation and relate it to both the classic structure-process-outcome framework for quality assessment and the Institute of Medicine’s six aims of health care. We then describe how ICU leaders can develop their own value measurement process by identifying target areas, selecting appropriate measures, acquiring the necessary data, analyzing the data, and disseminating the findings. Within this measurement process, we summarize common metrics that can be used to characterize ICU value. As health care, in general, and critical care, in particular, changes and data become more available, it is increasingly important for ICU leaders to understand how to effectively acquire, evaluate, and apply data to improve the value of care provided to patients.     A two stage approach to reducing residential water heating bills is described. In Stage I, simple conservation measures were included to reduce the daily hot water energy consumption and the energy losses from the water tank. Once these savings are achieved, Stage II considers more costly options for further reducing the water heating bill. Four alternatives are considered in Stage II: gas water heaters; solar water heaters (two types); heat pump water heaters; and heat recovery from a heat pump or air conditioner. To account for variations within the MASEC region, information on water heating in Rapid City, Minneapolis, Chicago, Detroit, and Kansas City is presented in detail. Information on geography, major population centers, fuel prices, climate, and state solar incentives is covered. (MCW)

    In the fall of 2011, I taught a graduate food studies course at New York University devoted to the farm bill, a massive and massively opaque piece of legislation passed most recently in 2008 and up for renewal in 2012. The farm bill supports farmers, of course, but also specifies how the United States deals with such matters as conservation, forestry, energy policy, organic food production, international food aid, and domestic food assistance. My students came from programs in nutrition, food studies, public health, public policy, and law, all united in the belief that a smaller scale, more regionalized, and more sustainable food system would be healthier for people and the planet.   7. Leadership Development for Program Directors

    Background Residency program directors have increasingly challenging roles, but they may not be receiving adequate leadership development. Objective To assess and facilitate program directors' leadership self-awareness and development at a workshop retreat. Methods At our annual program director retreat, program directors and associate program directors from a variety of specialties completed the Thomas-Kilmann Conflict Mode Instrument (TKI), which evaluates an individual's behavior in conflict situations, and the Hersey-Blanchard Situational Leadership (HBSL) model, which measures individuals' preferred leadership style in working with followers. Participants received their results during the retreat and discussed their leadership style results in the context of conflict situations experienced in the past. An online survey was distributed 3 weeks after the retreat to assess participant satisfaction and to determine whether participants would make changes to their leadership styles. Results Seventeen program directors attended the retreat and completed the tools. On the TKI, 47% preferred the Compromising mode for handling conflict, while 18% preferred either the Avoiding or Accommodating modes. On the HBSL, 71% of program directors preferred a Coaching leadership style. Ninety-one percent of postretreat-survey respondents found the leadership tools helpful and also thought they had a better awareness of their conflict mode and leadership style preferences. Eighty-two percent committed to a change in their leadership behaviors in the 6 months following the retreat. Conclusions Leadership tools may be beneficial for promoting the professional development of program directors. The TKI and HBSL can be used within a local retreat or workshop as we describe to facilitate positive leadership-behavior changes. PMID:22132267

  8. Bills to decriminalize abortion in Brazil.

    The National Congress in Brazil is currently considering 9 abortion bills, 2 of which were introduced by women. In this interview, the women senators--Jandira Feghall of the Communist Party and Eva Blay of the Social Democrat Party--discuss the likely outcome of the abortion debate. Although the Roman Catholic Church has announced its intentions to oppose any liberalization of the abortion law, there are divisions within the Church as evidenced by the existence of groups such as Catholics for a Free Choice. Both senators agree that decriminalization of abortion will depend upon the societal response and an effort must be made to reach the many people who are confused and undecided about the issue. Although the present debate fits within the broader current debate on population policies, it has been the insistence of the feminist movement that put abortion reform on the agenda. Blay's bill calls for the legalization of abortion on demand until the 12th week of pregnancy and in cases of rape or risk to the woman's life after that point. A controversial aspect of Feghall's bill is the inclusion of maternal human immunodeficiency virus (HIV) infection as a condition for abortion. Feghall notes that this is an option rather than a requirement, but she will eliminate this condition if it engenders discrimination against HIV-infected women. PMID:12318722
