An interim set of recommendations based on the experiences of the first six months of the pilot program is presented.

    The concept of an environmental specimen bank for archiving of biological and environmental samples for retrospective analysis has been recognized recently as an important component of systematic environmental monitoring. A pilot program was designed to evaluate the feasibility of a national program by providing actual working experience in all aspects of specimen banking, that is, in specimen collection, processing, storage, and analysis. Four types of environmental specimens, which represent environmental accumulators, were selected for inclusion in the National Bureau of Standards pilot program: human soft tissue (liver), a marine accumulator (marine mussels, Mytilus edulis), a food accumulator and the air pollutant accumulator have not been selected.     Full exploitation of the STS capabilities will be not only dependent on the extensive use of the STS for known space applications and research, but also on new, innovative ideas of use originating with both current and new users. In recognition of this, NASA has been engaged in a User Development Program for the STS. The program began with four small studies. Each study addressed a separate sector of potential new users to identify techniques and methodologies for user development. The collective results established that a user development function was not only feasible, but necessary for NASA to realize the full potential of the STS. This final report begins with a description of the overall pilot program plan, which involved five specific tasks defined in the contract Statement of Work. Each task is then discussed separately; but two subjects, the development of principal investigators and space processing users, are discussed separately for improved continuity of thought. These discussions are followed by a summary of the primary results and conclusions of the Pilot User Development Program. Specific recommendations of the study are given.

    National health-care costs are continuing to climb and employers in Hawaii and across the nation are forced to increase their share of the burden. To limit these costs, worksite health promotion programs are increasing in number and in scope. Smoking control programs in particular now rank as the most prevalent type of worksite program; as the disability, absenteeism, and early death on the part of smokers have been well-documented as contributing to the cost of health care. Our research describes a year-long, pilot smoking-cessation program implemented at Hawaiian Telephone Company. Our program used a combination of behavioral-modification, social support and incentives technique to assist people to stop smoking or to maintain their nonsmoking behavior. The 12 volunteer participants provided a multiethnic, long-term, heavy smoker employee sample. Survey results at 1 year demonstrated that 4 of them quit smoking (quit rate = 50%), 2 reduced their tobacco intake, 2 dropped out of the program and continued to smoke. The 4 who had entered the program for maintenance purposes remained smoke-free. Cost-benefit analysis yielded conservative estimates indicating that the program had paid for itself and saved an additional $350 a year per participant who remained a nonsmoker. PMID:8270417

    The U.S. Department of Housing and Urban Development (HUD) recently announced the creation of a pilot loan program for home energy improvements. The PowerSaver loan program is a new, energy-focused variant of the Title I Property Improvement Loan Insurance Program (Title I Program) and is planned for introduction in early 2011. The PowerSaver pilot will provide lender insurance for secured and unsecured loans up to $25,000 to single family homeowners. These loans will specifically target residential energy efficiency and renewable energy improvements. HUD estimates the two-year pilot will fund approximately 24,000 loans worth up to $300 million; the program is not capped. The Federal Housing Administration (FHA), HUD's mortgage insurance unit, will provide up to $25 million in grants as incentives to participating lenders. FHA is seeking lenders in communities with existing programs for promoting residential energy upgrades.

    Space Station Freedom and its associated labs, coupled with the availability of new computing and communications technologies, have the potential for significantly enhancing scientific research. A Telescience Testbed Pilot Program (TTPP), aimed at developing the experience base to deal with issues in the design of the future information system of the Space Station era. The testbeds represented four scientific disciplines (astronomy and astrophysics, earth sciences, life sciences, and microgravity sciences) and studied issues in payload design, operation, and data analysis. This volume, of a 3 volume set, which all contain the results of the TTPP, contains the integrated results. Background is provided of the program and highlights of the program results. The various testbed experiments and the programmatic approach is summarized. The results are summarized on a discipline by discipline basis, highlighting the lessons learned for each discipline. Then the results are integrated across each discipline, summarizing the lessons learned overall.

    Retail wheeling pilot programs have quickly become the touchstone upon which utilities and other power suppliers can attempt to determine how their customers, as well as their competitors` customers, are going to react once full-scale customer choice becomes a reality. So important is the gauging of customer reaction to the whole notion of choice that there is little wonder why so many states have already initiated pilots or have passed retail wheeling pilot legislation. An intriguing question, then, revolves around the answer to the question, do pilot programs really mimic reality? This seems important because if pilots actually do help gauge a true retail wheeling scenario, then why don`t all states take part? It seems as though the investment would be well worth the effort. John Belgiovine, Plum Street Energy Marketing regional sales manager, agrees. Belgiovine said there is little doubt that pilots are a great idea and that while nothing but the true thing can actually be reality, he does feel pilot programs offer the closest thing to reality that utilities have right now - and that should be reason enough to invest in them. Utilities as well as marketers and other power suppliers participating in retail wheeling pilots - that is, being on a list of power suppliers that customers can choose from - are proving invaluable, he said. `We`re participating, as are others, to learn what customers want and then to answer some of their questions.` For energy marketers, Belgiovine said, there are particularly valuable learning lessons attached to pilots. The kinds of questions customers ask in regard to switching from a utility supplier to an alternative supplier (such as an energy marketer) and also learning what customers will expect in the competitive future would otherwise be a missing link were it not for pilots.

    This technical report discusses the effectiveness of the Jamaica Public Service Company Limited Net-Billing Pilot Program. The National Renewable Energy Laboratory (NREL) collected and analyzed data from a wide range of stakeholders, conducted in-country research, and compared program elements to common interconnection practices to form programmatic recommendations for the Jamaica context. NREL finds that the net-billing pilot program has successfully contributed to the support of the emerging solar market in Jamaica with the interconnection of 80 systems under the program for a total of 1.38 megawatts (MW) at the time of original analysis.

    A major focus of the National Nuclear Security Administration-led Next Generation Safeguards Initiative (NGSI) is the development of human capital to meet present and future challenges to the safeguards regime. An effective university-level education in safeguards and related disciplines is an essential element in a layered strategy to rebuild the safeguards human resource capacity. NNSA launched two pilot programs in 2008 to develop university level courses and internships in association with James, Martin Center for Nonproliferation Studies (CNS) at the Monterey Institute of International Studies (MIIS) and Texas A&M University (TAMU). These pilot efforts involved 44 students in total and were closely linked to hands-on internships at Los Alamos National Laboratory (LANL) and Lawrence Livermore National Laboratory (LLNL). The Safeguards and Nuclear Material Management pilot program was a collaboration between TAMU, LANL, and LLNL. The LANL-based coursework was shared with the students undertaking internships at LLNL via video teleconferencing. A weeklong hands-on exercise was also conducted at LANL. A second pilot effort, the International Nuclear Safeguards Policy and Information Analysis pilot program was implemented at MIIS in cooperation with LLNL. Speakers from MIIS, LLNL, and other U.S. national laboratories (LANL, BNL) delivered lectures for the audience of 16 students. The majority of students were senior classmen or new master's degree graduates from MIIS specializing in nonproliferation policy studies. The two pilots programs concluded with an NGSI Summer Student Symposium, held at LLNL, where 20 students participated in LLNL facility tours and poster sessions. The value of bringing together the students from the technical and policy pilots was notable and will factor into the planning for the continued refinement of the two programs in the coming years.

    NASA Langley Research Center conducted a pilot program to evaluate the benefits of using a Model-Based Systems Engineering (MBSE) approach during the early phase of the Materials International Space Station Experiment-X (MISSE-X) project. The goal of the pilot was to leverage MBSE tools and methods, including the Systems Modeling Language (SysML), to understand the net gain of utilizing this approach on a moderate size flight project. The System Requirements Review (SRR) success criteria were used to guide the work products desired from the pilot. This paper discusses the pilot project implementation, provides SysML model examples, identifies lessons learned, and describes plans for further use on MBSE on MISSE-X.

    A program to apply proposed measures of pilot mental state in the simulator flight deck environment has been undertaken at NASA Langley Research Center. Literature survey identified a promising subset of methods for assessing workload, attention and vigilance, and task-related stress, and revealed a need for improved analytical techniques in the physiological area. An effort to apply functional modelling techniques has been initiated. A psychophysiological laboratory has been designed for simulator application. The program is designed to develop improved techniques for evaluating simulator cue fidelity and for imposing realistic workload and attentional demands on the simulator pilot.

    Purpose We developed an innovative pilot studies program to foster partnerships between university researchers and agencies serving older people in New York City. The development of researchers willing to collaborate with frontline service agencies and service agencies ready to partner with researchers is critical for translating scientific research into evidence-based practice that benefits community-dwelling older adults. Design and Methods We adapted the traditional academic pilot studies model to include key features of community-based participatory research. Results In partnership with a network of 265 senior centers and service agencies, we built a multistep program to recruit and educate scientific investigators and agencies in the principles of community-based research and to fund research partnerships that fulfilled essential elements of research translation from university to community: scientific rigor, sensitivity to community needs, and applicability to frontline practice. We also developed an educational and monitoring infrastructure to support projects. Implications Pilot studies programs developing community-based participatory research require an infrastructure that can supplement individual pilot investigator efforts with centralized resources to ensure proper implementation and dissemination of the research. The financial and time investment required to maintain programs such as those at the Cornell Institute for Translational Research on Aging, or CITRA, may be a barrier to establishing similar programs.     The Commission for Economic Development in Orem (CEDO) has completed its pilot project: setting up an inventor organization, providing knowledgeable speakers for monthly meetings, and trying to assess and meet the needs of that group. Utah Valley Community College provided space for monthly inventor meetings. It was decided that the monthly meetings would be held as two-hour mini seminar sessions with qualified speakers. The college provided continuing education units free for attendance at the meetings. Results of two surveys of the group were analyzed. A meeting was held between CEDO and the college's Dean of the School of Business where it was decided that the group should be continued. The college will continue providing space for the monthly meetings and assisting with the attraction of additional qualified speakers. CEDO will continue to locate speakers, put on the monthly meetings publish the monthly newsletter and provide information and assistance for the group. It has been determined by CEDO that having a group'' with monthly speakers is only a pacification of the needs of inventors and innovators. This group is in dire need of specialized inventor ASSISTANCE on a no-cost or low-cost basis.

    Aerogels are extremely light weight, high surface area, very insulative materials that offer many potential improvements to commercial products. Aerogels have been the subject of extensive research at Department of Energy Laboratories and have been considered one of the technology most ready for commercialization. However, commercialization of the technology had been difficult for the National Laboratories since end users were not interested in the high temperature and high pressure chemical processes involved in manufacturing the raw material. Whereas, Aerojet as a supplier of rocket fuels, specialty chemicals and materials had the manufacturing facilities and experience to commercially produce aerogel-type products. Hence the TRP provided a link between the technology source (National Laboratories), the manufacturing (Aerojet) and the potential end users (other TRP partners). The program successfully produced approximately 500 ft{sup 2} of organic aerogel but failed to make significant quantities of silica aerogel. It is significant that this production represents both the largest volume and biggest pieces of organic aerogel ever produced. Aerogels, available from this program, when tested in several prototype commercial products were expected to improve the products performance, but higher than expected projected production costs for large scale manufacture of aerogels has limited continued commercial interest from these partners. Aerogels do, however, offer potential as a specialty material for some high value technology and defense products.

It is a new acquisition approach through which Bonneville seeks to acquire resources that are not acquired through other existing or planned conservation programs. This proposal describes the conservation component of the all-source competitive acquisition approach that will be developed. It is expected that the combined resource acquisition effort will target about 100 average megawatts (aMW) as proposed in the 1990 Resource Program, although the exact amount has not yet been determined. Increasing the acquisition target will, to some extent, depend on whether the proposed pilot program is large enough to establish confidence in the approach.

Sixteen WIPP grantees were awarded a total of $30 million in Weatherization Assistance Program (WAP) funds in September 2010. These projects focused on: including nontraditional partners in weatherization service delivery; leveraging significant non-federal funding; and improving the effectiveness of low-income weatherization through the use of new materials, technologies, behavior-change models, and processes.

    Faced with a threatened shortage of highly skilled, acute care pediatric nurses, an RN Internship in Pediatrics program for new graduates was brought from vision to reality. Goals of the program were to: 1) facilitate transition of the new graduate nurse to professional registered nurse (RN); 2) prepare a beginning level staff nurse who is confident and who provides competent and safe patient care; and 3) increase the commitment and retention of new graduate nurses within the organization. A 1-year pilot program evaluation demonstrated that the interns who had an average of 8 months of RN experience were comparable or better on all measures than were control group participants who obtained up to 2 years of RN experience.     A pilot plant study was conducted to assess SCR performance on a heavy oil fired (nominally 1.5% sulfur) boiler. The pilot plant drew a 2000 scfm slipstream from Niagara Mohawk`s Oswego Unit 5, and the pilot plant was similar in design to other EPRI pilot plants at TVA and NYSEG. The test program was conducted with two catalysts. A corrugated monolith with a hydraulic diameter of 4.6 mm and a honeycomb vanadia titania catalyst with a cell opening of nominally 3 mm. Both catalysts met initial goals in terms of NO{sub x} removal and NH{sub 3} slip. Catalyst activity for both catalysts did not change much with operating time, in fact the activity of one of the catalysts actually increased. This is likely due to the accumulation of vanadium from the oil fired combustion products. SO{sub 2} to SO{sub 3} oxidation increased with operating time, again attributed to the accumulation of vanadium. Each catalyst consisted of three beds with a sootblower located at the entrance to the first bed. After 4900 hours of operating time, the pressure drop across the 3 mm opening catalyst more than doubled (5.5 to over 10 inches H{sub 2}O), while the larger opening catalyst only showed a pressure drop increase from 3.5 to nominally 3.8 inches H{sub 2}O. The study also successfully demonstrated the direct injection of aqueous ammonia into the flue gas and the ability of automatic control under extensive load following conditions.

The Food and Drug Administration (FDA) recently initiated a 2-year Pilot Program under Prescription Drug User Fee Act (PDUFA) IV. The intent of the program is to enable participating pharmaceutical firms to evaluate proposed pharmaceutical marks and submit the data generated from those evaluations to the FDA for review. Submitting a trademark to the FDA warrants questions: What supporting data is needed and accepted when proposing a mark? What issues might arise, and how can they be averted?     With electric industry restructuring initiatives being introduced on the state and federal levels, retail access pilot programs serve an important function for examining competitive market issues, as well as marketing strategies and customer reactions to different power supply options. The experience gained through these pilots provides important insights into future power market operations, including the market for green power. The Massachusetts Electric Company`s (MECo`s) Choice: New England pilot for residential and small-business customers was a voluntary program developed primarily to test the billing and metering logistics that distribution companies will need in the competitive market. The pilot also offered a preview of program implementation and marketing under customer choice. It was the first retail competition pilot to explicitly include green power options in program design. The MECo pilot`s energy suppliers were selected through the issuance of a request for proposals (RFP). Respondents were asked to submit bids in one or more of three energy supply categories-price, green, and other options. These options were developed by the pilot administrator through internal meetings, discussions with state officials and other stakeholders, and a review of information from other similar pilots. For the green option, the pilot administrator did not establish a green standard. Instead, suppliers were allowed to submit offers that promoted environmental stewardship. Customer response to the different green options are reported. The pilot results clearly demonstrate that, in a competitive situation, there is interest in a variety of energy supply options, including green options. 2 tabs.

    Preventing weight gain rather than treating recognized obesity is an important economic and public health response to the growing levels of obesity nationwide. Community centers offer potential sites for community health promotion programs targeting African Americans. In this article, results from a pilot health promotion program at a community center are reported. The purpose of this 12-month pilot program was to improve diet and increase physical activity to prevent weight gain in African-American adults by delivering a lifestyle intervention. Fifty-one African-American adults were randomized into two groups: lifestyle intervention or financial counseling, and 73% completed the program. At the end of 12 months, weight for all participants was maintained from baseline to completion with no significant differences between the groups. Both lifestyle intervention and financial counseling groups were approximately 87% food secure with improvements observed in self-esteem and total quality of life scores. PMID:25898217

A Telescience Testbed Pilot Program (TTPP), aimed at developing the experience base to deal with issues in the design of the future information system of the Space Station era. The testbeds represented four scientific disciplines (astronomy and astrophysics, earth science, life sciences, and microgravity sciences) and studied issues in payload design, operation, and data analysis.     The development of a groundwater monitoring program is an integral part of any radioactive waste disposal facility. Monitoring improves our understanding of the geologic and hydrologic framework, which improves conceptual models and the quality of groundwater models that provide data input for performance assessment. The purpose of a groundwater monitoring program is to provide objective evidence that the hydrologic system is behaving as expected (i.e., performance confirmation). Monitoring should not be limited to near-field observations but should include the larger natural system in which the repository is situated. The Waste Isolation Pilot Plant (WIPP), a U.S. Department of Energy (DOE) facility designed for the safe disposal of transuranic wastes resulting from U.S. defense programs, can serve as a model for other radioactive waste disposal facilities. WIPP has a long-established groundwater monitoring program that is geared towards meeting compliance certification requirements set forth by the U.S. Environmental Protection Agency (EPA). The primary task of the program is to measure various water parameters (e.g.., water level, pressure head, chemical and physical properties) using a groundwater monitoring network that currently consists of 85 wells in the vicinity of the WIPP site. Wells are completed to a number of water-bearing horizons and are monitored on a monthly basis. In many instances, they are also instrumented with programmable pressure transducers that take high-frequency measurements that supplement the monthly measurements. Results from higher frequency measurements indicate that the hydrologic system in the WIPP vicinity is in a transient state, responding to both natural and anthropogenic stresses. The insights gathered from the monitoring, as well as from hydrologic testing activities, provide valuable information that contributes to groundwater modeling efforts and performance assessment.     The DOE established the Groundwater Monitoring Program (GMP) (WP 02-1) to monitor groundwater resources at WIPP. In the past, the GMP was conducted to establish background data of existing conditions of groundwater quality and quantity in the WIPP vicinity, and to develop and maintain a water quality database as required by regulation. Today the GMP is conducted consistent with 204.1.500 NMAC (New MexicoAdministrative Code), "Adoption of 40 CFR [Code of Federal Regulations] Part 264,"specifically 40 CFR §264.90 through §264.101. These sections of 20.4.1 NMAC provide guidance for detection monitoring of groundwater that is, or could be, affected by waste management activities at WIPP. Detection monitoring at WIPP is designed to detect contaminants in the groundwater long before the general population is exposed. Early detection will allow cleanup efforts to be accomplished before any exposure to the general population can occur. Title 40 CFR Part 264, Subpart F, stipulates minimum requirements of Resource Conservation and Recovery Act of 1976 (42 United States Code [U.S.C.] §6901 et seq.) (RCRA) groundwater monitoring programs including the number and location of monitoring wells; sampling and reporting schedules; analytical methods and accuracy requirements; monitoring parameters; and statistical treatment of monitoring data.     A small pilot program of 9 youth 13 to 18 years old with high-functioning autism spectrum disorder (ASD) or Asperger's syndrome assessed the feasibility, acceptability, and potential efficacy of an individualized mentoring program. Youth met weekly for 6 months with trained young adult mentors at a local boys and girls club. Participants reported improvements in self-esteem, social anxiety, and quality of life. Participants, parents, mentors, and staff reported that the program improved participants' social connectedness. Although the pilot study was small, it provides preliminary data that mentoring for youth with ASD has promise for increasing self-esteem, social skills, and quality of life. PMID:26016838

  13. SEAS: Student Experiments At Sea - An Education Outreach Pilot Program Sponsored by the Ridge2000 Program

    SEAS is a pilot program for middle and high school students who want to learn science by doing science. SEAS students study the deep sea hydrothermal vent environment and learn to ask questions about this exciting, relatively unexplored world, just as researchers do. SEAS students also learn how to answer their own questions through the process of scientific investigation. With the SEAS program, students have the opportunity to participate in the actual discovery process, along side deep-sea researchers. SEAS builds upon the successes of programs like Dive&Discover and Extreme2000, which demonstrated the capability deep-sea scientists have in engaging students with live research. SEAS extends this concept by inviting students to participate in deep-sea research through formal proposal and report competitions. SEAS challenges students to higher levels of achievement. A curriculum, developed by teachers expert in the translation of scientific inquiry in the classroom, prepares students to participate. SEAS was concept-tested during the 2003-2004 school year, with 14 pilot teachers and approximately 800 students. Twenty Ridge2000 scientists contributed their time and expertise to the SEAS program in its first year. Five student proposals were selected and conducted at sea in April during a Ridge2000 research cruise to the East Pacific Rise. All results were posted to the SEAS website (http://www.ridge2000.org/SEAS/) during the cruise, and students were invited to analyze data for their final reports. Final student reports, along with scientists comments were also posted. During the 2004-2005 school year, SEAS will be evaluated for its impact on student learning and attitudes toward science. The benefits of SEAS to the Ridge2000 scientific community are many. Scientists are invited to contribute in a variety of ways, all of which help satisfy the requirement of NSFs Broader Impacts Criterion.     This study examines lessons learned from the design, implementation, and early results of an integrated managed care pilot program linking member benefits of a Medicare-Medicaid health care plan with community services and supports. The health plan's average monthly costs for members receiving an assessment and services declined by an economically meaningful, statistically significant amount in the postintervention period relative to the preintervention period compared with those who did not accept an assessment or services. The results along with the lesson learned from the pilot are viewed by the parties as supportive of further program development. PMID:24924659

    A pilot study was carried out in university students to evaluate the effect of a health promotion program for eating disturbances and body dissatisfaction. A subgroup of 135 medical students of both sexes in their second year was selected. There were divided in three groups, high-risk students (EDI >40) and low-risk students (EDI <40) who participated in the program and nonparticipants as comparison group. Program had a total of 16 workshops of 90 min. A year later the different assessment measurements were compared, body image, attitudes and eating behaviours, psychopathological levels and self-esteem. Differences by gender were found on the impact of the intervention. The program presented a statistical significant improvement in body-image satisfaction, eating attitudes only in high-risk female students in the intervention group. This pilot program for eating disorder prevention in university populations can be considered effective, mainly in female populations at risk for developing an eating disorder. PMID:18089278

    The EES pilot program was initiated in August 1977, when 10 states were selected on a competitive basis for participation. The pilot states (Alabama, Connecticut, Michigan, New Mexico, Pennsylvania, Tennessee, Texas, Washington, Wisconsin, and Wyoming) devoted the first 6 months to start-up activities. This document is a follow-up report to the three volume Evaluation Summary of the first year of the pilot EES program published in September 1979. The purpose of this report is to provide an overview of the impacts and costs of the two years of the pilot program, and to check the consistency of findings over the two year period. The analysis addresses the following: (1) were the impact findings of Year I and Year II consistent, or did Year I and Year II attitudes and behavior vary. If variation existed, could it be attributed to program changes as the EES progressed from a start-up phase (Year I) to more normal service delivery (Year II); and (2) did costs of service delivery change (again reflecting start-up and normal service delivery costs). Did cost changes affect conclusions about the relative cost effectiveness of delivering services to different target audiences.

    The Florida Department of Education, with CDC funding, designed the Florida Coordinated School Health Program Pilot Schools Project (PSP) to encourage innovative approaches to promote coordinated school health programs (CSHP) in Florida schools. Each of eight pilot schools received $15,000 in project funding, three years of technical assistance including on-site and off-site assistance, a project office resource center, mailings of resource materials, needs assessment and evaluation assistance, and three PSP Summer Institutes. Project evaluators created a context evaluation, approaching each school independently as a "case study" to measure the school's progress in meeting goals established at baseline. Data were collected using the How Healthy is Your School? needs assessment instrument, a School Health Portfolio constructed by each school team, a Pilot Schools Project Team Member Survey instrument, midcourse team interviews, final team interviews, and performance indicator data obtained from pilot and control schools. The PSP posed two fundamental questions: "Can financial resources, professional training, and technical assistance enable individual schools to create and sustain a coordinated school health program?" and "What outcomes reasonably can one expect from a coordinated school health program, assuming programs receive adequate support over time?" First, activities at the eight schools confirmed that a coordinated school health programs can be established and sustained. Program strength and sustainability depend on long-term resources, qualified personnel, and administrative support. Second, though coordinated school health programs may improve school performance indicators, the PSP yielded insufficient evidence to support that belief. Future projects should include robust measurement and evaluation designs, thereby producing conclusive evidence about the influence of a coordinated school health program on such outcomes.
