    The Hazardous Materials Modular Training Program provides participating United States Department of Energy (DOE) sites with a basic, yet comprehensive, hazardous materials transportation training program for use onsite. This program may be used to assist individual program entities to satisfy the general awareness, safety training, and function specific training requirements addressed in Code of Federal Regulation (CFR), Title 49, Part 172, Subpart H -- ``Training.`` Module 13 -- Bulk Packaging Shipments by Highway is a supplement to the Basic Hazardous Materials Workshop. Module 13 -- Bulk Packaging Shipments by Highway focuses on bulk shipments of hazardous materials by highway mode, which have additional or unique requirements beyond those addressed in the ten module core program. Attendance in this course of instruction should be limited to those individuals with work experience in transporting hazardous materials utilizing bulk packagings and who have completed the Basic Hazardous Materials Workshop or an equivalent. Participants will become familiar with the rules and regulations governing the transportation by highway of hazardous materials in bulk packagings and will demonstrate the application of these requirements through work projects and examination.

    The purpose of this Safety Evaluation for Packaging (SEP) is to evaluate and document the safety of the onetime shipment of bulk radioactive liquids in the 222-S Laboratory cargo tank (222-S cargo tank). The 222-S cargo tank is a US Department of Transportation (DOT) MC-312 specification (DOT 1989) cargo tank, vehicle registration number HO-64-04275, approved for low specific activity (LSA) shipments in accordance with the DOT Title 49, Code of Federal Regulations (CFR). In accordance with the US Department of Energy, Richland Operations Office (RL) Order 5480.1A, Chapter III (RL 1988), an equivalent degree of safety shall be provided for onsite shipments as would be afforded by the DOT shipping regulations for a radioactive material package. This document demonstrates that this packaging system meets the onsite transportation safety criteria for a onetime shipment of Type B contents.

  5. DEPLOYMENT OF THE BULK TRITIUM SHIPPING PACKAGE

    A new Bulk Tritium Shipping Package (BTSP) was designed by the Savannah River National Laboratory to be a replacement for a package that has been used to ship tritium in a variety of content configurations and forms since the early 1970s. The BTSP was certified by the National Nuclear Safety Administration in 2011 for shipments of up to 150 grams of Tritium. Thirty packages were procured and are being delivered to various DOE sites for operational use. This paper summarizes the design features of the BTSP, as well as associated engineered material improvements. Fabrication challenges encountered during production are discussed as well as fielding requirements. Current approved tritium content forms (gas and tritium hydrides), are reviewed, as well as, a new content, tritium contaminated water on molecular sieves. Issues associated with gas generation will also be discussed.

  7. DEVELOPMENT OF THE BULK TRITIUM SHIPPING PACKAGING

    A new radioactive shipping packaging for transporting bulk quantities of tritium, the Bulk Tritium Shipping Package (BTSP), has been designed for the Department of Energy (DOE) as a replacement for a package designed in the early 1970s. This paper summarizes significant design features and describes how the design satisfies the regulatory safety requirements of the Code of Federal Regulations and the International Atomic Energy Agency. The BTSP design incorporates many improvements over its predecessor by implementing improved testing, handling, and maintenance capabilities, while improving manufacturability and incorporating new engineered materials. This paper also discusses the results from testing of the BTSP to 10 CFR 71 Normal Conditions of Transport and Hypothetical Accident Condition events. The programmatic need of the Department of Energy (DOE) to ship bulk quantities of tritium has been satisfied since the late 1970s by the UC-609 shipping package. The current Certificate of Conformance for the UC-609, USA/9932/B(U) (DOE), will expire in late 2011. Since the UC-609 was not designed to meet current regulatory requirements, it will not be recertified and thereby necessitates a replacement Type B shipping package for continued DOE tritium shipments in the future. A replacement tritium packaging called the Bulk Tritium Shipping Package (BTSP) is currently being designed and tested by Savannah River National Laboratory (SRNL). The BTSP consists of two primary assemblies, an outer Drum Assembly and an inner Containment Vessel Assembly (CV), both designed to mitigate damage and to protect the tritium contents from leaking during the regulatory Hypothetical Accident Condition (HAC) events and during Normal Conditions of Transport (NCT). During transport, the CV rests on a silicone pad within the Drum Liner and is covered with a thermal insulating disk within the insulated Drum Assembly.     The 9968 package is designed for surface shipment of fissile and other radioactive materials where a high degree of double containment is required. The use of the 9968 radioactive material package for a one time shipment of a 32 watt heat source versus the SARP approved maximum 30 watt heat source is addressed in this report. The analyses show that the small increase in heat load from 30 watts to 32 watts does not substantially increase internal temperatures or pressures that would approach limits for the package. Also, the weight of the content is within the current 9968 package limits. It is concluded that the 32-watt heat source can be safely shipped in the 9968 package and therefore a waiver to ship the source is justified.

  4. Extension of ship accident analysis to multiple-package shipments

    Severe ship accidents and the probability of radioactive material release from spent reactor fuel casks were investigated previously. Other forms of RAM, e.g., plutonium oxide powder, may be shipped in large numbers of packagings rather than in one to a few casks. These smaller, more numerous packagings are typically placed in ISO containers for ease of handling, and several ISO containers may be placed in one of several holds of a cargo ship. In such cases, the size of a radioactive release resulting from a severe collision with another ship is determined not by the likelihood of compromising a single, robust package but by the probability that a certain fraction of 10`s or 100`s of individual packagings is compromised. The previous analysis involved a statistical estimation of the frequency of accidents which would result in damage to a cask located in one of seven cargo holds in a collision with another ship. The results were obtained in the form of probabilities (frequencies) of accidents of increasing severity and of release fractions for each level of severity. This paper describes an extension of the same general method in which the multiple packages are assumed to be compacted by an intruding ship`s bow until there is no free space in the hold. At such a point, the remaining energy of the colliding ship is assumed to be dissipated by progressively crushing the RAM packagings and the probability of a particular fraction of package failures is estimated by adaptation of the statistical method used previously. The parameters of a common, well characterized packaging, the 6M with 2R inner containment vessel, were employed as an illustrative example of this analysis method. However, the method is readily applicable to other packagings for which crush strengths have been measured or can be estimated with satisfactory confidence.

    Irradiation testing of fuels and materials in the Fast Test Reactor (FTR) required development of a shipping cask (designated T-3) and associated hardware for loading and shipping of these experiments to postirradiation examination facilities. The T-3 shipping-cask program included design, fabrication, and testing of internal cask packages to protect the experiments during loading, shipping, and unloading. The cask was designed for loading in both the vertical and horizontal attitudes.

    For safety reasons, the U.S. Department of Energy (DOE) is preparing to stabilize and package plutonium oxide currently subject to International Atomic Energy Agency safeguards at the Rocky Flats Environmental Technology Site (RFETS) beginning in the year 2001. The Hanford Site will also stabilize and package plutonium materials under IAEA safeguards. The U.S. and the IAEA began consultations in late 1996 to develop an approach to the application of safeguards during stabilization and packaging. With the plans to ship RFETS plutonium to Savannah River for interim storage prior to final disposition, this work has been extended to include safeguards during shipment. This paper will discuss the elements of a joint U.S./IAEA proposal for this task.

    The Bulk Tritium Shipping Package was designed by Savannah River National Laboratory. This package will be used to transport tritium. As part of the requirements for certification, the package must be shown to meet the scenarios of the Hypothetical Accident Conditions (HAC) defined in Code of Federal Regulations Title 10 Part 71 (10CFR71). The conditions include a sequential 30-foot drop event, 30-foot dynamic crush event, and a 40-inch puncture event. Finite Element analyses were performed to support and expand upon prototype testing. Cases similar to the tests were evaluated. Additional temperatures and orientations were also examined to determine their impact on the results. The peak stress on the package was shown to be acceptable. In addition, the strain on the outer drum as well as the inner containment boundary was shown to be acceptable. In conjunction with the prototype tests, the package was shown to meet its confinement requirements.

    Comparing the results of the RADTRANIII calculations with a normalized set of results, both for incident-free transport and vehicular accident cases, the calculated consequences in the current analysis are lower. Even for the High-Activity Shipment, the total expected population dose from either incident-free transport or vehicular accidents is small, and smaller than that estimated in USNRC 1977. The results of the simulation in which parameters were varied randomly and independently indicate that, regardless of the input values assumed, the maximum total population dose from the High-Activity Shipment and the simultaneous occurrence of the least conservative value for each input parameter might be as high as 300 person-rem for a single shipment. The values for either of the other shipments (DOT Exemption or Common Carrier) would be significantly lower. The potential average individual radiation doses from accidents involving multiple Type A package shipments are comparable to the increase in the normal background radiation dose of 0.09 rem/person/year (90 mrem) that an individual would receive by moving from sea level to 5000 ft elevation. The maximum dose to an individual (one very near the accident scene) for the High Activity Shipment would be approximately 0.3 rem (300 mrem) in a maximum severity accident. This is within the individual dose guidelines outlined by NCRP (0.5 rem). Even at the high levels postulated for multiple package shipments under DOT controlled exemptions, the potential risks to the public in terms of expected population dose in the current analysis are below those already found to be acceptable. 4 refs., 3 tabs.

  1. Corrosion of Metal Inclusions In Bulk Vitrification Waste Packages

    The primary purpose of the work reported here is to analyze the potential effect of the release of technetium (Tc) from metal inclusions in bulk vitrification waste packages once they are placed in the Integrated Disposal Facility (IDF). As part of the strategy for immobilizing waste from the underground tanks at Hanford, selected wastes will be immobilized using bulk vitrification. During analyses of the glass produced in engineering-scale tests, metal inclusions were found in the glass product. This report contains the results from experiments designed to quantify the corrosion rates of metal inclusions found in the glass product from AMEC Test ES-32B and simulations designed to compare the rate of Tc release from the metal inclusions to the release of Tc from glass produced with the bulk vitrification process. In the simulations, the Tc in the metal inclusions was assumed to be released congruently during metal corrosion as soluble TcO4-. The experimental results and modeling calculations show that the metal corrosion rate will, under all conceivable conditions at the IDF, be dominated by the presence of the passivating layer and corrosion products on the metal particles. As a result, the release of Tc from the metal particles at the surfaces of fractures in the glass releases at a rate similar to the Tc present as a soluble salt. The release of the remaining Tc in the metal is controlled by the dissolution of the glass matrix. To summarize, the release of 99Tc from the BV glass within precipitated Fe is directly proportional to the diameter of the Fe particles and to the amount of precipitated Fe. However, the main contribution to the Tc release from the iron particles is over the same time period as the release of the soluble Tc salt. For the base case used in this study (0.48 mass% of 0.5 mm diameter metal particles homogeneously distributed in the BV glass), the release of 99Tc from the metal is approximately the same as the release from 0.3 mass% soluble Tc

Many DOE, commercial and academic programs have a requirement to ship and/or store small masses of poorly characterized or unspecified radioactive material.     A shipping package for transporting tritium has been developed for use by the National Nuclear Safety Administration as a replacement for the DOE Model UC-609, a tritium package developed and used by the DOE and NRC since the early 1970s. This paper presents the major design features and highlights the improvements made over its predecessor by incorporating new engineered materials and implementing improved testing, handling, and maintenance capabilities, while improving manufacturability. A discussion will be provided demonstrating how the BTSP complies with the regulatory safety requirements of the Nuclear Regulatory Commission. The paper further summarizes the results of testing to 10 CFR 71 Normal Conditions of Transport and Hypothetical Accident Conditions events. Planned and possible future missions for this packaging will be addressed.

    The purpose of this Safety Evaluation for Packaging (SEP) is to authorize the ChemNuclear CNS 1-13G packaging to ship samples of irradiated fuel elements from the 100 K East and 100 K West basins to the Postirradiation Testing Laboratory (PTL) in support of the spent nuclear fuel characterization effort. It also authorizes the return of the fuel element samples to the 100 K East facility using the same packaging. The CNS 1-13G cask has been-chosen to transport the fuel because it has a Certificate of Compliance (CoC) issued by the US Nuclear Regulatory Commission (NRC) for transporting irradiated oxide and metal fuel in commerce. It is capable of being loaded and offloaded underwater and may be shipped with water in the payload compartment.

    The 9977 is a certified Type B Packaging authorized to ship uranium and plutonium in metal and oxide forms. These materials are typically confined within metallic containers designed for ease of handling and to prevent the spread of contamination. The Pacific Northwest National Laboratory (PNNL) uses Pu and U sources for the training of domestic and international customs agents in the identification and detection of radioactive materials (RAM). These materials are packed in polycarbonate containers which permit the trainees to view the RAM. The safety basis was made to authorize the use of these unusual containers. The inclusion of the PNNL Training Source Contents into the 9977 Packaging imposed unique conditions previously unanalyzed. The use of polycarbonate as a content container material, while different from any configuration previously considered, does not raise any safety issues with the package which continues to operate with a large safety margin for temperatures, pressures, containment, dose rates, and subcriticality.

    Materials Science and Technology has evaluated materials compatibility for the SNAP (Systems for Nuclear Auxiliary Power) fuel for containment within a 9975 packaging assembly for a shipping period of one year. The evaluation included consideration for potential for water within the convenience can, corrosion from water, galvanic corrosion, tape degradation, and thermal expansion risk. Based on a review of existing literature and assumed conditions, corrosion and/or degradation of the 304 stainless steel (SS) Primary Containment Vessel (PCV) and the 304 stainless steel convenience cans containing the SNAP fuel is not significant to cause failure during the 1 year time shipping period in the 9975 packaging assembly. However, storage beyond the 1 year shipping period has not been validated.

    Procedures for shipping specimens vary with different disease diagnostic laboratories. Therefore, it is important to contact the receiving laboratory and obtain specific instructions. This will facilitate processing of specimens when they reach the laboratory and assure that the quality of the specimens is not compromised. Time spent on field investigation, specimen collection, and obtaining an adequate history will be of little clue is specimens become contaminated, decomposed, or otherwise spoiled enroute to the diagnostic laboratory. There are five bases of proper specimen shipment: (1) prevent cross-contamination from specimen to specimen, (2) prevent decomposition of the specimen, (3) prevent leakage of fluids, (4) preserve individual specimen identity, and (5) properly label the package.     This report is a photographic review of the collection and shipment phase of the project during February through April 1981. It covers the locations at Morganfield and Uniontown, Kentucky; Darrow, Louisiana; and Port Elizabeth and Sasolburg, Republic of South Africa. The final detailed program planning and tour of the mine, belt and barge loading facilities occurred on February 11 and 12 (Section 2.0). The coal was ampled and selected from the Camp 1 mine at Morganfield (Section 3.0) and transported on the nine-mile conveyor belt to Uniontown, February 23-25 (Section 4.0). The coal was inspected and loaded at Uniontown on a 15-barge tow, February 23-25, for the 900-mile trip on the Ohio and Mississippi River systems to Darrow (Section 5.0). The barges were inspected and top sampled prior to transloading the bulk carrier M.S. Bonita at Darrow during March 17-20 for shipment to Port Elizabeth (Section 6.0). The ship was offloaded and rail cars sampled April 15-24 at Port Elizabeth before leaving for Sasolburg (Section 7.0). The rail cars were offloaded and partially sampled and trucked to Sasolburg in late April and stockpiled until the gasification test program started in July. After the July and September phases of the coal test, the remaining stockpile was relocated and compacted prior to the November tests to prevent spontaneous ignition.

    Short optical pulse generation at 40GHz and 1540nm wavelength is achieved using fully packaged bulk quaternary electro-absorption modulator modules. Experimental results obtained with broadband and narrowband optimized packaged modules are presented and compared against empirical model predictions. Pulse duty cycle, extinction ratio and chirp are studied as a function of sinusoidal drive voltage and detuning between operating wavelength and modulator absorption band edge. Design rules and performance trade-offs are discussed. Low-chirp pulses with a FWHM of ~12ps and sub-4ps at a rate of 40GHz are demonstrated. Optical time-domain demultiplexing of a 40GHz to a 10GHz pulse train is also demonstrated with better than 20dB extinction ratio.

    This paper presents a finite-element technique to simulate the structural responses and to evaluate the cumulative damage of a radioactive material packaging requiring bolt closure-tightening torque and subjected to the scenarios of the Hypothetical Accident Conditions (HAC) defined in the Code of Federal Regulations Title 10 part 71 (10CFR71). Existing finite-element methods for modeling closure stresses from bolt pre-load are not readily adaptable to dynamic analyses. The HAC events are required to occur sequentially per 10CFR71 and thus the evaluation of the cumulative damage is desirable. Generally, each HAC event is analyzed separately and the cumulative damage is partially addressed by superposition. This results in relying on additional physical testing to comply with 10CFR71 requirements for assessment of cumulative damage. The proposed technique utilizes the combination of kinematic constraints, rigid-body motions and structural deformations to overcome some of the difficulties encountered in modeling the effect of cumulative damage. This methodology provides improved numerical solutions in compliance with the 10CFR71 requirements for sequential HAC tests. Analyses were performed for the Bulk Tritium Shipping Package (BTSP) designed by Savannah River National Laboratory to demonstrate the applications of the technique. The methodology proposed simulates the closure bolt torque preload followed by the sequential HAC events, the 30-foot drop and the 30-foot dynamic crush. The analytical results will be compared to the package test data.

    The transportation of nuclear materials is on the increase. Although nuclear shipments are only a very small fraction of the Nation's hazardous materials shipments, they attract a great deal of public attention. Shipments of spent nuclear fuel and nuclear wastes are a particular concern. One of the many fears that people have about nuclear energy is the possibility that a nuclear shipment might somehow go awry and cause a serious public hazard. Primarily, they are worried that a shipment of spent reactor fuel or highly radioactive waste could be involved in serious rail or highway accident and dump its contents all over the countryside. Is that really possible? How safe are those shipments? How many are there? What do they look like? Are the packages tested? These and other questions are answered in this paper. Since public risk is the product of the consequences of an accident and its probability, both aspects are presented so that each of us can make up his own mind whether the risk from nuclear shipments is acceptable.     Rail-cars loaded with radioactive materials must be closed and fastened to comply with United States Department of Transportation (DOT) requirements before they shipped. Securing waste shipments in a manner that meets these regulations typically results in the use of a sealable rail-car liner. Workers accessing the tops of the 2.74 m high rail-cars to seal and inspect liners for compliance prior to shipment may be exposed to a fall hazard. Relatively recent revisions to the Fall Protection requirements in the Safety and Health Requirements Manual (EM385-1-1, U.S. Army Corps of Engineers) have necessitated modifications to the fall protection systems previously employed for rail-car loading at Formerly Utilized Sites Remedial Action Program (FUSRAP) sites. In response these projects have developed site-specific procedures to protect workers and maintain compliance with the improved fall protection regulations. (authors)

    Pesticide packaging plays an important role in a broader area that can be called {open_quotes}Delivery Systems.{close_quotes} Delivery Systems can include all of the physical elements that enable a technical active ingredient or combination of ingredients to move from the manufacturing plant through the channels of distribution to the pesticide applicator, who generally further dilutes the product for use on a registered target pest or crop site. This article describes developments relating to three goals in pesticide packaging. Those goals are: reduction in the number of empty containers through the use of reusable containers, formulation modifications, and other container minimization approaches; recyling of empty containers for their material or energy value; and disposal of empty containers in accordance with environmentally sound and cost effective practices.

    A parallel readiness assessment (RA) was conducted by independent Fluor Hanford (FH) and U. S. Department of Energy, Richland Operations Office (RL) team to verify that an adequate state of readiness had been achieved for activities associated with the packaging and shipping of pressurized water reactor fuel assemblies from B-Cell in the 324 Building to the interim storage area at the Canister Storage Building in the 200 Area. The RL review was conducted in parallel with the FH review in accordance with the Joint RL/FH Implementation Plan (Appendix B). The RL RA Team members were assigned a FH RA Team counterpart for the review. With this one-on-one approach, the RL RA Team was able to assess the FH Team's performance, competence, and adherence to the implementation plan and evaluate the level of facility readiness. The RL RA Team agrees with the FH determination that startup of the 324 Building B-Cell pressurized water reactor spent nuclear fuel packaging and shipping operations can safely proceed, pending completion of the identified pre-start items in the FH final report (see Appendix A), completion of the manageable list of open items included in the facility's declaration of readiness, and execution of the startup plan to operations.

    Despite its widespread application in the fields of ophthalmology, orthopedics, and dentistry and the stringent need for polymer packagings that induce in vivo tissue integration, the full potential of poly(methyl methacrylate) (PMMA) and its derivatives as medical device packaging material has not been explored yet. We therefore elaborated on the development of a universal coating for methacrylate-based materials that ideally should reveal cell-interactivity irrespective of the polymer substrate bulk properties. Within this perspective, the present work reports on the UV-induced synthesis of PMMA and its more flexible poly(ethylene glycol) (PEG)-based derivative (PMMAPEG) and its subsequent surface decoration using polydopamine (PDA) as well as PDA combined with gelatin B (Gel B). Successful application of both layers was confirmed by multiple surface characterization techniques. The cell interactivity of the materials was studied by performing live-dead assays and immunostainings of the cytoskeletal components of fibroblasts. It can be concluded that only the combination of PDA and Gel B yields materials possessing similar cell interactivities, irrespective of the physicochemical properties of the underlying substrate. The proposed coating outperforms both the PDA functionalized and the pristine polymer surfaces. A universal cell-interactive coating for methacrylate-based medical device packaging materials has thus been realized. PMID:26568299

    The Offsite Shipment Campaign Readiness Assessment (OSCRA) tool is designed to assist program managers in identifying, implementing, and verifying applicable transportation and disposal regulatory requirements for specific shipment campaigns. OSCRA addresses these issues and provides the program manager with a tool to support planning for safe and compliant transportation of waste and other regulated materials. Waste transportation and disposal requirements must be identified and addressed in the planning phase of a waste management project. In the past, in some cases, transportation and disposal requirements have not been included in overall project plans. These planning deficiencies have led to substantial delays and cost impacts. Additionally, some transportation regulatory requirements have not been properly implemented, resulting in substantial fines and public embarrassment for the U.S. Department of Energy (DOE). If a material has been processed and packaged for onsite storage (prior to offsite disposal) in a package that does not meet transportation requirements, it must be repackaged in U.S. Department of Transportation (DOT)-compliant packaging for transport. This repackaging can result in additional cost, time, and personnel radiation exposure. The original OSCRA concept was developed during the Pond Waste Project at the K-25 Site in Oak Ridge, Tennessee. The continued development of OSCRA as a user-friendly tool was funded in 1995 by the DOE Office of Environmental Management, Transportation Management Division (TMD). OSCRA is designed to support waste management managers, site remediation managers, and transportation personnel in defining applicable regulatory transportation and disposal requirements for offsite shipment of hazardous waste and other regulated materials. The need for this tool stems from increasing demands imposed on DOE and the need to demonstrate and document safe and compliant packaging and shipment of wastes from various DOE sites.

    This paper reports novel single-wafer-based piezoresistive micro flow sensors, which are bulk micromachined only from the front side of the silicon wafer to facilitate the sensor-bare chips directly packaged into micro-fluidic systems with low-cost surface mounting technology (SMT). With neither double-sided micromachining nor multiwafer bonding needed, two structural types of the piezoresistive flow sensors are designed and fabricated in (1 1 1) wafers, where ‘type A’ sensor has a smaller channel cross section area compared to ‘type B’ sensor. After the bare sensor chip directly attached on a printed circuit board (PCB), wire bonded between the pads and the PCB for electric interconnection and the inlet/outlet front side connected, deionized water is flowed into the both types of flow sensors to characterize piezoresistive output of the differential pressure sensing elements in terms of the flow rate. For ‘type A’ and ‘type B’ sensors that are both power supplied with DC 5 V, the sensitivities are sequentially measured as 766.80 mV (µL s-1)-1 and 19.12 mV (µL s-1)-1, with the nonlinearities as 0.4% FS and 0.9% FS, respectively. Compared with traditionally fabricated micro flow sensors, the single-chip fabricated differential-pressure flow sensors can be low-cost volume manufactured. Moreover, the bare sensor chips can be simply SMT packaged for low-cost micro-system applications.
