    The National Ignition Facility (NIF) has the mission of supporting Stockpile Stewardship and Basic Science research in high-energy-density plasmas. To execute those missions, the facility must provide diagnostic instrumentation capable of observing and resolving in time events and radiation emissions characteristic of the plasmas of interest. The diagnostic instrumentation must conform to high standards of operability and reliability within the NIF environment. These exacting standards, together with the facility mission of supporting a diverse user base, has led to the need for a central organization charged with delivering diagnostic capability to the NIF. The National NIF Diagnostics Program (NNDP) has been set up under the aegis of the NIF Director to provide that organization authority and accountability to the wide user community for NIF. The funds necessary to perform the work of developing diagnostics for NIF will be allocated from the National NIF Diagnostics Program to the participating laboratories and organizations. The participating laboratories and organizations will design, build, and commission the diagnostics for NIF. Restricted availability of funding has had an adverse impact, unforeseen at the time of the original decision to projectize NIF Core Diagnostics Systems and Cryogenic Target Handing Systems, on the planning and initiation of these efforts. The purpose of this document is to provide an interim project management plan describing the organizational structure and management processes currently in place for NIF Core Diagnostics Systems. Preparation of a Program Execution Plan for NIF Core Diagnostics Systems has been initiated and a current draft is provided as Attachment 1 to this document.     This document describes the planned activities and performance standards for closing the Waste Encapsulation and Storage Facility (WESF). WESF is located within the 225B Facility in the 200 East Area on the Hanford Facility. Although this document is prepared based on Title 40 Code of Federal Regulations (CFR), Part 265, Subpart G requirements, closure of the storage unit will comply with Washington Administrative Code (WAC) 173-303-610 regulations pursuant to Section 5.3 of the Hanford Federal Facility Agreement and Consent Order (Tri-Party Agreement) Action Plan (Ecology et al. 1996). Because the intention is to clean close WESF, postclosure activities are not applicable to this interim status closure plan. To clean close the storage unit, it will be demonstrated that dangerous waste has not been left onsite at levels above the closure performance standard for removal and decontamination. If it is determined that clean closure is not possible or environmentally is impracticable, the interim status closure plan will be modified to address required postclosure activities. WESF stores cesium and strontium encapsulated salts. The encapsulated salts are stored in the pool cells or process cells located within 225B Facility. The dangerous waste is contained within a double containment system to preclude spills to the environment. In the unlikely event that a waste spill does occur outside the capsules, operating methods and administrative controls require that waste spills be cleaned up promptly and completely, and a notation made in the operating record. Because dangerous waste does not include source, special nuclear, and by-product material components of mixed waste, radionuclides are not within the scope of this documentation. The information on radionuclides is provided only for general knowledge.

    Solid and liquid radioactive waste continues to be stored in 149 single-shell tanks at the Hanford Site. To date, 119 tanks have had most of the pumpable liquid removed by interim stabilization. Thirty tanks remain to be stabilized. One of these tanks (C-106) will be stabilized by retrieval of the tank contents. The remaining 29 tanks will be interim stabilized by saltwell pumping. In the summer of 1997, the US Department of Energy (DOE) placed a moratorium on the startup of additional saltwell pumping systems because of funding constraints and proposed modifications to the Hanford Federal Facility Agreement and Consent Order (Tri-Party Agreement) milestones to the Washington State Department of Ecology (Ecology). In a letter dated February 10, 1998, Final Determination Pursuant to Hanford Federal Facility Agreement and Consent Order (Tri-Party Agreement) in the Matter of the Disapproval of the DOE`s Change Control Form M-41-97-01 (Fitzsimmons 1998), Ecology disapproved the DOE Change Control Form M-41-97-01. In response, Fluor Daniel Hanford, Inc. (FDH) directed Lockheed Martin Hanford Corporation (LNMC) to initiate development of a project plan in a letter dated February 25, 1998, Direction for Development of an Aggressive Single-Shell Tank (SST) Interim Stabilization Completion Project Plan in Support of Hanford Federal Facility Agreement and Consent Order (Tri-Party Agreement).     This document addresses the environmental permitting requirements for the transportation and interim storage of solidified high-level waste (HLW) produced during Phase 1 of the Hanford Site privatization effort. Solidified HLW consists of canisters containing vitrified HLW (glass) and containers that hold cesium separated during low-level waste pretreatment. The glass canisters and cesium containers will be transported to the Canister Storage Building (CSB) in a U.S. Department of Energy (DOE)-provided transportation cask via diesel-powered tractor trailer. Tri-Party Agreement (TPA) Milestone M-90 establishes a new major milestone, and associated interim milestones and target dates, governing acquisition and/or modification of facilities necessary for: (1) interim storage of Tank Waste Remediation Systems (TWRS) immobilized HLW (IHLW) and other canistered high-level waste forms; and (2) interim storage and disposal of TWRS immobilized low-activity tank waste (ILAW). An environmental requirements checklist and narrative was developed to identify the permitting path forward for the HLW interim storage (HLWIS) project (See Appendix B). This permitting plan will follow the permitting logic developed in that checklist.

  16. T Tank Farm Interim Cover Test - Design Plan

    The Hanford Site has 149 underground single-shell tanks that store hazardous radioactive waste. Many of these tanks and their associated infrastructure (e.g., pipelines, diversion boxes) have leaked. Some of the leaked waste has entered the groundwater. The largest known leak occurred from the T-106 Tank in 1973. Many of the contaminants from that leak still reside within the vadose zone beneath the T Tank Farm. CH2M Hill Hanford Group, Inc. seeks to minimize movement of this residual contaminant plume by placing an interim cover on the surface. Such a cover is expected to prevent infiltrating water from reaching the plume and moving it further. Pacific Northwest National Laboratory has prepared a design plan to monitor and determine the effectiveness of the interim cover. A three-dimensional numerical simulation of water movement beneath a cover was conducted to guide the design of the plan. Soil water content, water pressure, and temperature will be monitored using off-the-shelf equipment that can be installed by the hydraulic hammer technique. In fiscal year 2006, two instrument nests will be installed, one inside and one outside of the proposed cover. In fiscal year 2007, two additional instrument nests, both inside the proposed cover, will be installed. Each instrument nest contains a neutron access tube and a capacitance probe (to measure water content), and four heat-dissipation units (to measure pressure head and temperature). A datalogger and a meteorological station will be installed outside of the fence. Two drain gauges will be installed in locations inside and outside the cover for the purpose of measuring soil water flux.

The IMWP/D includes information required by Kansas Department of Health and Environment (KDHE) Policy BER-RS-029, Policy and Scope of Work for Interim Measures. Specific to Policy BER-RS-029 is the requirement for several documents that will ensure that an adequate amount and type of data are collected for implementation of the IMWP/D and that data quality and safe conditions are prevailed. Such information is included in the IMWP/D as follows: Appendix A: Data Acquisition Plan--Design Testing Requirements; Appendix B: Basis of Design; Appendix C: Permits; Appendix D: Quality Assurance Project Plan; Appendix E: Health and Safety Plan; and Appendix F: Operations, Maintenance, and Monitoring Schedule. The proposed remedial technology for this project is the installation of five large-diameter boreholes (LDBs) in a source area that has been identified on the property formerly used for grain storage by the Commodity Credit Corporation of the U.S. Department of Agriculture (CCC/USDA). The goal of the LDB technology is the remediation of the source area by removal of mass quantities of contaminated soil from the vadose zone and treatment of any remaining contaminated soils that are adjacent to the source area to achieve a carbon tetrachloride concentration below 200 {micro}g/kg. Secondary to the soil remediation is the remediation of groundwater at and adjacent to the source areas. The rules contained in this document implement amendments to the disclosure provisions of the Employee Retirement Income Security Act of 1974 (ERISA) enacted as part of the Health Insurance Portability and Accountability Act of 1996 (HIPAA) and the Newborns' and Mothers' Health Protection Act of 1996 (NMHPA). Interested persons are invited to submit comments on the interim rules for consideration by the Department in developing final rules.     Remedial Actions, including Interim Remedial Activities, often require the use of treatment facilities or stabilization techniques using on-site chemical processes. As such, the 29 CFR 1910.119 Process Safety Management (PSM) of Highly Hazardous Chemicals (PSM Standard) and the USEPA regulations for Risk Management Planning require that these chemicals and their attendant potential hazards be identified. A Hazard and Operation (HAZOP) study, Failure Mode and Effect Analysis (FMEA), Fault Tree Analysis, or equivalent graphic presentation of processes must be completed. These studies form a segment of the Process Hazard Analysis (PHA). HAZOP addresses each system and each element of a system that could deviate from normal operations and thus cause a hazard. A full assessment of each process is produced by looking at the hazards, consequences, causes and personnel protection needed. Many variables must be considered when choosing the appropriate PHA technique including the size of the plant, the number of processes, the types of processes, and the types of chemicals used. A mixture of these techniques may be required to adequately transmit information about the process being evaluated.

    The DOUBLE TRACKS site is located on Range 71 north of the Nellis Air Force Range, northwest of the Nevada Test Site (NTS). DOUBLE TRACKS was the first of four experiments that constituted Operation ROLLER COASTER. On May 15, 1963, weapons-grade plutonium and depleted uranium were dispersed using 54 kilograms of trinitrotoluene (TNT) explosive. The explosion occurred in the open, 0.3 m above the steel plate. No fission yield was detected from the test, and the total amount of plutonium deposited on the ground surface was estimated to be between 980 and 1,600 grams. The test device was composed primarily of uranium-238 and plutonium-239. The mass ratio of uranium to plutonium was 4.35. The objective of the corrective action is to reduce the potential risk to human health and the environment and to demonstrate technically viable and cost-effective excavation, transportation, and disposal. To achieve these objectives, Bechtel Nevada (BN) will remove soil with a total transuranic activity greater then 200 pCI/g, containerize the soil in ``supersacks,`` transport the filled ``supersacks`` to the NTS, and dispose of them in the Area 3 Radioactive Waste Management Site. During this interim corrective action, BN will also conduct a limited demonstration of an alternative method for excavation of radioactive near-surface soil contamination.

    Portions of the 242-A Evaporator on the Hanford Site must be assessed to meet the requirements of the Washington State Department of Ecology`s Dangerous Waste Regulation, Washington Administrative Code (WAC) 173-303. The assessment is limited to the provisions of Section 173-303-640. This Integrity Assessment Plan (IAP) identifies tasks which will be performed during the assessment phase and describes the intended assessment techniques. The 242-A Evaporator facility processes waste solutions from most of the operating laboratories and plants of the Hanford Site. The waste solutions are concentrated in the evaporator to a slurry of liquid and crystallized salts. This concentrated slurry is returned to the Tank Farms at a significantly reduce volume. The water vapor from the evaporation process is condensed, filtered, and can be pumped through an ion exchange bed before transfer to a retention basin. The non-condensable portion of the vapor is filtered and continuously monitored before venting to the atmosphere. The 242-A Evaporator will be assessed as seven subsystems. Four of the subsystems store, transport or treat Washington State Dangerous wastes, the other three subsystems are integral parts of the process, however, they do not directly store, transfer, or treat listed dangerous wastes. The facility will be inspected, tested, and analyzed through this assessment. The seven subsystems, defined in detail in Appendix B, are: Evaporator Process and Slurry Subsystem; Vapor Condenser Subsystem; Vessel Vent Subsystem; Process Condensate Subsystem; Steam Condensate Subsystem; Raw Water Disposal Subsystem; and Building and Secondary Containment Subsystem.

In support of this program, GRC has been involved in testing Stirling convertors, including the Advanced Stirling Convertor (ASC), for use in the ASRG. This testing includes electromagnetic interference/compatibility (EMI/EMC), structural dynamics, advanced materials, organics, and unattended extended operation. The purpose of the durability tests is to experimentally demonstrate the margins in the ASC design. Due to the high value of the hardware, previous ASC tests focused on establishing baseline performance of the convertors within the nominal operating conditions. The durability tests present the first planned extension of the operating conditions into regions beyond those intended to meet the product spec, where the possibility exists of lateral contact, overstroke, or over-temperature events. These tests are not intended to cause damage that would shorten the life of the convertors, so they can transition into extended operation at the conclusion of the tests. This paper describes the four tests included in the durability test sequence: 1) start/stop cycling, 2) exposure to constant acceleration in the lateral and axial directions, 3) random vibration at increased piston amplitude to induce contact events, and 4) overstroke testing to simulate potential failures during processing or during the mission life where contact events could occur. The paper also summarizes the analysis and simulation used to predict the results of each of these tests.

    The consumables analysis was performed for the Skylab 2, 3, and 4 Preliminary Reference Interim Revision Flight Plan. The analysis and the results are based on the mission requirements as specified in the flight plan and on other available data. The results indicate that the consumables requirements for the Skylab missions allow for remaining margins (percent) of oxygen, nitrogen, and water nominal as follows: 83.5, 90.8, and 88.7 for mission SL-2; 57.1, 64.1, and 67.3 for SL-3; and 30.8, 44.3, and 46.5 for SL-4. Performance of experiment M509 as scheduled in the flight plan results in venting overboard the cluster atmosphere. This is due to the addition of nitrogen for propulsion and to the additional oxygen introduced into the cabin when the experiment is performed with the crewman suited.

    The Hanford Site has 149 underground single-shell tanks that store hazardous radioactive waste. Many of these tanks and their associated infrastructure (e.g., pipelines, diversion boxes) have leaked. Some of the leaked waste has entered the groundwater. The largest known leak occurred from the T-106 Tank in 1973. Many of the contaminants from that leak still reside within the vadose zone beneath the T Tank Farm. CH2M Hill Hanford Group, Inc. seeks to minimize movement of this residual contaminant plume by placing an interim barrier on the surface. Such a barrier is expected to prevent infiltrating water from reaching the plume and moving it further. A plan has been prepared to monitor and determine the effectiveness of the interim surface barrier. Soil water content and water pressure will be monitored using off-the-shelf equipment that can be installed by the hydraulic hammer technique. In fiscal year 2006, two instrument nests were installed. Each instrument nest contains a neutron probe access tube, a capacitance probe, four heat-dissipation units, and a drain gauge to measure soil water flux. A meteorological station has been installed outside of the fence. In fiscal year 2007, two additional instrument nests are planned to be installed beneath the proposed barrier.

    Under its Support for National Action Plans (SNAP) initiative, the U.S. Country Studies Program is providing financial and technical assistance to 18 countries for the development of climate change action plans. Although most of the countries have not yet completed their plans, the important lessons learned thus far are valuable and should be shared with other countries and international institutions that have an interest in the process of action plan development. This interim report describes the experience of 11 countries that are the furthest along in their planning activity and who have offered to share their results to date with the larger community of interested nations. These action plans delineate specific mitigation and adaptation measures that the countries will implement and integrate into their ongoing development programs. This report focuses on the measures the countries have selected and the methods they used to prepare their action plans. This executive summary presents key lessons and common themes using a structure similar to that used in the individual country chapters.

This is a revision of the initial groundwater monitoring plan prepared for Westinghouse Hanford Company (WHC) by Bjornstad and Dudziak (1989). The 216-B-63 Trench, located at the Hanford Site in south-central Washington State, is an open, unlined, earthern trench approximately 1.2 m (4 ft) wide at the bottom, 427 m (1400 ft) long, and 3 m (10 ft) deep that received wastewater containing hazardous waste and radioactive materials from B Plant, located in the 200 East Area. Liquid effluent discharge to the 216-B-63 Trench began in March 1970 and ceased in February 1992. The trench is now managed by Waste Tank Operations.

Four instrument nests were installed in the T Farm in fiscal year (FY) 2006 and FY2007; two nests were installed in the TY Farm in FY2010. Each instrument nest contains a neutron probe access tube, a capacitance probe, and four heat-dissipation units. A meteorological station has been installed at the north side of the fence of the T Farm. This document summarizes the monitoring methods, the instrument calibration and installation, and the vadose zone monitoring plan for interim barriers in T farm and TY Farm.

The purpose of this IAPP is to describe the preferred interim remedial action for addressing the Old Radioactive Waste Burial Ground (ORWBG) unit located in the Burial Ground Complex (BGC) at the Savannah River Site (SRS) in Aiken, South Carolina. On December 21, 1989, SRS was included on the National Priorities List (NPL). In accordance with Section 120 of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), DOE has negotiated a Federal Facility Agreement (FFA, 1993) with EPA and SCDHEC to coordinate remedial activities at SRS. Public participation requirements are listed in Sections 113 and 117 of CERCLA. These requirements include establishment of an Administrative Record File that documents the selection of remedial alternatives and allows for review and comment by the public regarding those alternatives. The SRS Public Involvement Plan (PIP) (DOE, 1994) is designed to facilitate public involvement in the decision-making process for permitting closure, and the selection of remedial alternatives. Section 117(a) of CERCLA, 1980, as amended, requires publication of a notice of any proposed remedial action.

    The Comoros interim economic and social development plan, 1983-86, contained provisions relating to family planning (FP), maternal and child health, and population education. Without FP, the high demographic growth rate in Comoros would increase even further. When this growth is added to the reduced infant mortality rate and the expected increased life expectancy of adults due to improvements in sanitary and nutritional conditions, demographic pressure will become intolerable, the attainment of social objectives will be delayed, and improvement in the quality of life of the population will be slowed. A FP program will be instituted as soon as possible to provide education and information and place contraceptive material freely at the disposal of the people. As part of the A.I.D. project which will help realize these goals, a division of FP will be created in the Ministry of Public Health, the pharmaceutical supply network will be decentralized, a detailed labor plan will be created for each sector, and a master plan will be implemented for the establishment and modernization of a network of hospitals. The project depends on construction of 2 maternal-child health clinics and the and the revival of an unspecified number of sanitary posts. A new building will be necessary for the central pharmacy, and a warehouse for pharmaceutical products will be needed on each island. Technical assistance will amount to 168 million Comoran francs, with the cost rising to 690 million Comoran francs after 1982.     Water quality investigations have identified the presence of volatile organic compound (VOC) and radionuclide contamination of surface water at the Rocky Flats Plant (RFP). The subject interim Measures/Interim Remedial Action Plan/Environmental Assessment (IM/IRAP/EA) addresses contaminated surface water in a portion of the South Walnut Creek drainage basin located within an area identified as Operable Unit No. 2 (OU 2). There is no immediate threat to public health and the environment posed by this surface water contamination. The affected surface water is contained within the plant boundary by existing detention ponds, and is treated prior to discharge for removal of volatile contaminants and suspended particulates to which radionuclides, if present, are likely to absorb. However, there is a potential threat and the Department of Energy (DOE) is implementing this Surface Water IM/IRAP at the request of the US Environmental Protection Agency (EPA) and Colorado Department of Health (CDH). Implementation of the Surface Water IM/IRA will enhance the DOE's efforts towards containing and managing contaminated surface water, and will mitigate downgradient migration of contaminants. Another factor in implementing this IM/IRA is the length of time it will take to complete the investigations and engineering studies necessary to determine the final remedy for OU 2. 44 refs., 23 figs., 14 tabs.

    The source terms recommended in the current regulatory guidance for many considerations of light water reactor (LWR) accidents were developed a number of years ago when understandings of many of the phenomena pertinent to source term estimation were relatively primitive. The purpose of the work presented here was to develop more realistic source term assumptions which could be used for interim regulatory purposes for two specific considerations, namely, equipment qualification and emergency planning. The overall approach taken was to adopt assumptions and models previously proposed for various aspects of source term estimation and to modify those assumptions and models to reflect recently gained insights into, and data describing, the release and transport of radionuclides during and after LWR accidents. To obtain illustrative estimates of the magnitudes of the source terms, the results of previous calculations employing the adopted assumptions and models were utilized and were modified to account for the effects of the recent insights and data.

It has been determined that hazardous materials (corrosives) were disposed of to the trench during past operations. Installation of an interim-status ground-water monitoring system is required to determine whether hazardous chemicals are leaching to the ground water from beneath the trench. This document summarizes the existing data that are available from near the 216-B-63 trench and presents a plan to determine the extent of ground-water contamination, if any, derived from the trench. The plan calls for the installation of four new monitoring wells located near the west end of the trench. These wells will be used to monitor ground-water levels and water quality immediately adjacent to the trench. It was prepared by the SSC Central Design Group in draft form on the occasion of the DOE Annual Review, June 19--21, 1985. Now largely organized by CDG Divisions, the bulk of each chapter documents the progress and accomplishments to date, while the final section(s) describe plans for future work. Chapter 1, Introduction, provides a basic brief description of the SSC, its physics justification, its origins, and the R&D organization set up to carry out the work. Chapter 2 gives a summary of the main results of the R&D program, the tasks assigned to the four magnet R&D centers, and an overview of the future plans. The reader wishing a quick look at the SSC Phase I effort can skim Chapter 1 and read Chapter 2. Each year, 10,000 violent thunderstorms, 5,000 floods, and 1,000 tornadoes strike the US. These and other natural events have cost at least $8 billion per year over the last 30 years, and the annual costs are increasing rapidly. In 1996, the US experienced twice the yearly average of declared disasters than in the previous twenty years. Damage from Hurricane Andrew and the Northridge earthquake resulted in losses of $30 and $25 billion respectively. As a result of these and other costly disasters, utilities are losing business and commercial customers. A task within the EPRI Disaster Planning and Mitigation Technologies (DP and MT) Target seeks to identify technologies that can help utilities and their customers prepare for and recover from natural disasters.     In accordance with section 14 of the Medicare and Medicaid Patient and Program Protection Act of 1987, this interim final rule establishes two new safe harbors and amends one existing safe harbor to provide protection for certain health care plans, such as health maintenance organizations and preferred provider organizations. The first new provision protects certain incentives to enrollees (including waiver of coinsurance and deductible amounts) paid by health care plans. The second new provision protects certain negotiated price reduction agreements between health care plans and contract health care providers. Finally, an existing safe harbor has been amended to protect certain agreements entered into between hospitals and Medicare SELECT insurers. These safe harbors specifically set forth various standards and guidelines that, if met, will result in the particular arrangement being protected from criminal prosecution or civil sanctions under the anti-kickback provisions of the statute.     Aims For ethical and economic reasons, interim analysis of phase III clinical trials is essential. This study was conducted to compare the efficiency of two interim analysis procedures, which could be used to allow early termination of a clinical trial. Methods We made a post hoc application of two interim analysis methods (Lan & DeMets with O’Brien–Flemming modification, and the triangular test according to Whitehead) by using individual patient data from four published placebo-controlled survival trials. We determined the date the trial would have been stopped had each method been used, and we estimated consequent results in terms of events and patient numbers included in the trial, the duration of the trial, and on treatment effect. Results The triangular test provided the lowest number of events required to reach a conclusion of the trials while providing an accurate estimate of experimental treatment effects. The triangular test thus indicated the smallest number of patients that would have been enrolled, and the shortest trial duration. The difference between the methods was most important with a detrimental effect of experimental treatment: the number of required events was reduced by 75% and the trial duration was shortened by 48% with the triangular test compared to the Lan & DeMets method. Conclusions Stopping a trial early must depend on the clinical context. It is most important to stop a placebo-controlled trial as soon as possible when the experimental treatment can be shown deleterious. In such a situation the triangular test is more appropriate than the Lan & DeMets method. When a treatment effect is no different from, or better than, placebo the triangular test is also superior but the importance of premature termination of the trial in such cases has to be balanced against the inevitable reduction of information that the trial can provide.     The Gunite and Associated Tanks (GAAT) Project is currently conducting a Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) Interim Remedial Action to reduce uncertainties on the potential cost and effectiveness of remote tank cleaning equipment being produced jointly between the US Department of Energy (DOE); Oak Ridge National Laboratory (ORNL); Lockheed Martin Energy Systems, Inc.; and associated subcontractors with the DOE EM-50 Program. The goal of this document is to ensure that all procedures have been followed to provide reliable, verifiable data that are technically defensible. The data collected will be used to support closure of the tanks, compare the expected versus actual waste volume and curies to aid in conducting operations, and verify the performance of developmental equipment.

    Section 1104 of the Administrative Simplification provisions of the Patient Protection and Affordable Care Act (hereafter referred to as the Affordable Care Act) establishes new requirements for administrative transactions that will improve the utility of the existing HIPAA transactions and reduce administrative costs. Specifically, in section 1104(b)(2) of the Affordable Care Act, Congress required the adoption of operating rules for the health care industry and directed the Secretary of Health and Human Services to "adopt a single set of operating rules for each transaction * * * with the goal of creating as much uniformity in the implementation of the electronic standards as possible." This interim final rule with comment period adopts operating rules for two Health Insurance Portability and Accountability Act of 1996 (HIPAA) transactions: eligibility for a health plan and health care claim status. This rule also defines the term "operating rules" and explains the role of operating rules in relation to the adopted transaction standards. In general, transaction standards adopted under HIPAA enable electronic data interchange through a common interchange structure, thus minimizing the industry's reliance on multiple formats. Operating rules, in turn, attempt to define the rights and responsibilities of all parties, security requirements, transmission formats, response times, liabilities, exception processing, error resolution and more, in order to facilitate successful interoperability between data systems of different entities.     This Interim Measures Work Plan (IMWP) presents an approach and design for the remediation of chlorinated volatile organic compound (CVOC) groundwater impacts using bioremediation (biostimulation and bioaugmentation) in Hot Spot 3, which is defined by the area where CVOC (trichloroethene [TCE], cis-1,2-dichloroethene [cDCE], and vinyl chloride [VC]) concentrations are greater than 10 times their respective Florida Department of Environmental Protection (FDEP) Natural Attenuation Default Concentration (NADC) [10xNADC] near the western Mobile Launch Platform (MLP) structure. The IM treatment area is the Hot Spot 3 area, which is approximately 0.07 acres and extends from approximately 6 to 22 and 41 to 55 feet below land surface (ft BLS). Within Hot Spot 3, a source zone (SZ; area with TCE concentrations greater than 1% solubility [11,000 micrograms per liter (micrograms/L)]) was delineated and is approximately 0.02 acres and extends from approximately 6 to 16 and 41 to 50 ft BLS.

    Amoco and Lummus Crest have developed seven cases for upgrading by-product liquids from the Great Plains Coal Gasification plant to jet fuels, and in several of the cases, saleable chemicals in addition to jet fuels. The analysis shows that the various grades of jet fuel can be produced from the Great Plains tar oil, but not economically. However the phenolic and naptha streams do have the potential to significantly increase (on the order of $10-15 million/year) the net revenues at Great Plains by producing chemicals, especially cresylic acid, cresol, and xylenol. The amount of these chemicals, which can be marketed, is a concern, but profits can be generated even when oxygenated chemical sales are limited to 10% of the U.S. market. Another concern is that while commercial processes exist to extract phenolic mixtures, these processes have not been demonstrated with the Great Plains phenolic stream.

    Purpose: This single-center randomized trial was designed to investigate whether intensity-modulated radiotherapy (IMRT) reduces late toxicity in patients with early-stage breast cancer. Methods and Materials: The standard tangential plans of 1,145 nonselected patients were analyzed. The patients with inhomogeneous plans were randomized to a simple method of forward-planned IMRT or standard radiotherapy (RT). The primary endpoint was serial photographic assessment of breast shrinkage. Results: At 2 years, no significant difference was found in the development of any photographically assessed breast shrinkage between the patients randomized to the interventional or control group (odds ratio, 1.51; 95% confidence interval, 0.83-1.58; p = .41). The patients in the control group were more likely to develop telangiectasia than those in the IMRT group (odds ratio, 1.68; 95% confidence interval 1.13-2.40; p = .009). Poor baseline surgical cosmesis resulted in poor overall cosmesis at 2 years after RT. In patients who had good surgical cosmesis, those randomized to IMRT were less likely to deteriorate to a moderate or poor overall cosmesis than those in the control group (odds ratio, 0.63; 95% confidence interval, 0.39-1.03, p = .061). Conclusions: IMRT can lead to a significant reduction in telangiectasia at comparatively early follow-up of only 2 years after RT completion. An important component of breast induration and shrinkage will actually result from the surgery and not from the RT. Surgical cosmesis is an important determinant of overall cosmesis and could partially mask the longer term benefits of IMRT at this early stage.

The sampling and analysis activities will be performed in concert with sludge retrieval and sluicing of the tanks. Wall scraping and/or wall core samples will be collected from each quadrant in each tank by using a scraping sampler and/or a coring drill deployed by the Houdini robot vehicle. Each sample will be labeled, transported to the Radioactive Materials Analytical Laboratory, and analyzed for physical and radiological characteristics, including total activity, gross alpha, gross beta, radioactive strontium and cesium, and other alpha- and gamma-emitting radionuclides. The data quality objectives process, based on US Environmental Protection Agency guidance, was applied to identify the objectives of this sampling and analysis. The results of the analysis will be used to (1) validate predictions of a strontium concrete diffusion model, (2) estimate the amount of radioactivity remaining in the tank shells, (3) provide information to correlate with measurements taken by the Gunite Tank Isotope Mapping Probe and the Characterization End Effector, and (4) estimate the performance of the wall cleaning system. This revision eliminates wall-scraping samples from all tanks, except Tank W-3. The Tank W-3 experience indicated that the wall scrapper does not collect sufficient material for analysis.

    ERA-Interim/Land is a global land-surface reanalysis dataset covering the period 1979-2010 recently made publicly available from ECMWF. It describes the evolution of soil moisture, soil temperature and snowpack. ERA-Interim/Land is the result of a single 32-year simulation with the latest ECMWF land surface model driven by meteorological forcing from the ERA-Interim atmospheric reanalysis and precipitation adjustments based on monthly GPCP v2.1 (Global Precipitation Climatology Project). The horizontal resolution is about 80km and the time frequency is 3-hourly. ERA-Interim/Land includes a number of parameterization improvements in the land surface scheme with respect to the original ERA-Interim dataset, which makes it more suitable for climate studies involving land water resources. The quality of ERA-Interim/Land is assessed by comparing with ground-based and remote sensing observations. In particular, estimates of soil moisture, snow depth, surface albedo, turbulent latent and sensible fluxes, and river discharges are verified against a large number of site measurements. ERA-Interim/Land provides a global integrated and coherent estimate of soil moisture and snow water equivalent, which can also be used for the initialization of numerical weather prediction and climate models. Current plans for the extension and improvements of ERA-Interim/Land in the framework of future reanalyses will be briefly presented.     Coordinate Measuring Machines (CMM) are widely used in industry, throughout the Nuclear Weapons Complex and at Los Alamos National Laboratory (LANL) to verify part conformance to design definition. Calibration cycles for CMMs at LANL are predominantly one year in length. Unfortunately, several nonconformance reports have been generated to document the discovery of a certified machine found out of tolerance during a calibration closeout. In an effort to reduce risk to product quality two solutions were proposed – shorten the calibration cycle which could be costly, or perform an interim check to monitor the machine’s performance between cycles. The CMM interim check discussed makes use of Renishaw’s Machine Checking Gauge. This off-the-shelf product simulates a large sphere within a CMM’s measurement volume and allows for error estimation. Data was gathered, analyzed, and simulated from seven machines in seventeen different configurations to create statistical process control run charts for on-the-floor monitoring.

    The Administration for Children and Families (ACF) is issuing this interim final rule to implement statutory provisions related to the Tribal title IV-E program. Effective October 1, 2009, section 479B(b) of the Social Security Act (the Act) authorizes direct Federal funding of Indian Tribes, Tribal organizations, and Tribal consortia that choose to operate a foster care, adoption assistance and, at Tribal option, a kinship guardianship assistance program under title IV-E of the Act. The Fostering Connections to Success and Increasing Adoptions Act of 2008 requires that ACF issue interim final regulations which address procedures to ensure that a transfer of responsibility for the placement and care of a child under a State title IV-E plan to a Tribal title IV-E plan occurs in a manner that does not affect the child's eligibility for title IV-E benefits or medical assistance under title XIX of the Act (Medicaid) and such services or payments; in-kind expenditures from third-party sources for the Tribal share of administration and training expenditures under title IV-E; and other provisions to carry out the Tribal-related amendments to title IV-E.     The 244-AR Vault Facility, constructed between 1966 and 1968, was designed to provide lag storage and treatment for the Plutonium-Uranium Extraction Facility (PUREX) tank farm sludges. Tank farm personnel transferred the waste from the 244-AR Vault Facility to B Plant for recovery of cesium and strontium. B Plant personnel then transferred the treatment residuals back to the tank farms for storage of the sludge and liquids. The last process operations, which transferred waste supporting the cesium/strontium recovery mission, occurred in April 1978. After the final transfer in 1978, the 244-AR facility underwent a cleanout. However, 2,271 L (600 gal) of sludge were left in Tank 004AR from an earlier transfer from Tank 241-AX-104. When the cleanout was completed, the facility was placed in a standby status. The sludge had been transferred to Tank 004AR to support Pacific Northwest National Laboratory [PNNL] vitrification work. Documentation of waste transfers suggests that a portion of the sludge may have been moved from Tank 004AR to Tank 002AR in preparation for transfer back to the AX Tank Farm; however, quantities of the sludge that were moved to Tank 002AR from that transfer must be estimated.

  12. 244-CR Vault Interim Stabilization Project Plan

    The 244-CR Vault is a two-level, multi-cell structure of reinforced concrete constructed below grade. The lower cell contains four individual compartments, each containing a steel process storage tank and equipped with a concrete sump. The upper cell contains the piping and support equipment, and has two compartments for each of the tanks. The ''pump pit'' is accessed by the removal of concrete cover blocks, while the smaller ''riser pit'' is accessed by steel cover plates. The facility most recently was used as a double-contained receiver tank (DCRT). A DCRT is a type of waste transfer tank that together with its related equipment constitutes a short-term storage area for liquid waste and has a pump pit for waste transfer operations. This vault most recently was used for short-term storage and waste routing for saltwell liquid pumped from the 241-C Tank Farm in the 200 East Area. Waste transfer lines are connected inside the pump pit by a jumper installed between connecting nozzles. An active ventilation system is in operation at the 244-CR vault. Ventilation supply air enters the upper vault section through an inlet header with some leakage through the spaces between the cell cover blocks. The upper and lower vaults are connected by exhauster ports, which allow airflow between the two sections. Normal flow moves air from the upper cell to the lower cell where it is removed and routed into a filter plenum; there the air is treated by a bank of four prefilters and two banks of high-efficiency particulate air (HEPA) filters (each containing four HEPAs). The air is exhausted to the atmosphere through the 296-C-05 Stack. The stack is equipped with a record sampler and continuous air monitor. Two fans (each rated at 4,200 cubic feet per minute) installed downstream of the filtration system provide the motive force for exhausting the vaults and the tanks. As an active system, it is operated continuously with only one of the two fans required to operate at a time. A continuous beta-gamma air monitor is interlocked to the operating fan. Loss of power to the fans will activate an alarm at the 244-AR facility.

    The former Homestake gold mine in Lead South Dakota is proposed for the National Science Foundation's Deep Underground Science and Engineering Laboratory (DUSEL). The gold mine provides expedient access to depths in excess of 8000 feet below the surface (>7000 mwe). Homestake's long history of promoting scientific endeavours includes the Davis Solar Neutrino Experiment, a chlorine-based experiment that was hosted at the 4850 Level for more than 30 years. As DUSEL, Homestake would be uncompromised by competition with mining interests or other shared uses. The facility's 600-km of drifts would be available for conversion for scientific and educational uses. The State of South Dakota, under Governor Rounds' leadership, has demonstrated exceptionally strong support for Homestake and the creation of DUSEL. The State has provided funding totalling $46M for the preservation of the site for DUSEL and for the conversion and operation of the Homestake Interim Laboratory. Motivated by the strong educational and outreach potential of Homestake, the State contracted a Conversion Plan by world-recognized mine-engineering contractor to define the process of rehabilitating the facility, establishing the appropriate safety program, and regaining access to the facility. The State of South Dakota has established the South Dakota Science and Technology Authority to oversee the transfer of the Homestake property to the State and the rehabilitation and preservation of the facility. The Homestake Scientific Collaboration and the State of South Dakota's Science and Technology Authority has called for Letters of Interest from scientific, educational and engineering collaborations and institutions that are interested in hosting experiments and uses in the Homestake Interim Facility in advance of the NSF's DUSEL, to define experiments starting as early as 2007.     The German government has determined a phase out of nuclear power. With respect to the management of spent fuel it was decided to terminate transports to reprocessing plants by 2005 and to set up interim storage facilities on power plant sites. This paper gives an overview of the German concept for spent fuel management focused on the new on-site interim storage concept and the applied interim storage facilities. Since the end of the year 1998, the utilities have applied for permission of on-site interim storage in 13 storage facilities and 5 storage areas; one application for the interim storage facility Stade was withdrawn due to the planned final shut down of Stade nuclear power plant in autumn 2003. In 2001 and 2002, 3 on-site storage areas and 2 on-site storage facilities for spent fuel were licensed by the Federal Office for Radiation Protection (BfS). A main task in 2002 and 2003 has been the examination of the safety and security of the planned interim storage facilities and the verification of the licensing prerequisites. In the aftermath of September 11, 2001, BfS has also examined the attack with a big passenger airplane. Up to now, these aircraft crash analyses have been performed for three on-site interim storage facilities; the fundamental results will be presented. It is the objective of BfS to conclude the licensing procedures for the applied on-site interim storage facilities in 2003. With an assumed construction period for the storage buildings of about two years, the on-site interim storage facilities could then be available in the year 2005.

    Projects for the very-high-temperature reactor (VHTR) program provide data in support of Nuclear Regulatory Commission licensing of the VHTR. Fuel and materials to be used in the reactor are tested and characterized to quantify performance in high temperature and high fluence environments. The VHTR Program has established the NGNP Data Management and Analysis System (NDMAS) to ensure that VHTR data are (1) qualified for use, (2) stored in a readily accessible electronic form, and (3) analyzed to extract useful results. This document focuses on the first NDMAS objective. It describes the data streams associated with the first Advanced Gas Reactor (AGR-1) experiment, the processing of these data within NDMAS, and reports the interim FY09 qualification status of the AGR-1 data to date. Data qualification activities within NDMAS for specific types of data are determined by the data qualification category, which is assigned by the data generator, and include: (1) capture testing, to confirm that the data stored within NDMAS are identical to the raw data supplied, (2) accuracy testing, to confirm that the data are an accurate representation of the system or object being measured, and (3) documentation that the data were collected under an NQA-1 or equivalent QA program. The interim qualification status of the following four data streams is reported in this document: (1) fuel fabrication data, (2) fuel irradiation data, (3) fission product monitoring system (FPMS) data, and (4) Advanced Test Reactor (ATR) operating conditions data. A final report giving the NDMAS qualification status of all AGR-1 data (including cycle 145A) is planned for February 2010.

    Approximately 0.5% of all births occur before the third trimester of pregnancy, and these very early deliveries result in the majority of neonatal deaths and more than 40% of infant deaths. A recent executive summary of proceedings from a joint workshop defined periviable birth as delivery occurring from 20 0/7 weeks to 25 6/7 weeks of gestation. When delivery is anticipated near the limit of viability, families and health care teams are faced with complex and ethically challenging decisions. Multiple factors have been found to be associated with short-term and long-term outcomes of periviable births in addition to gestational age at birth. These include, but are not limited to, nonmodifiable factors (eg, fetal sex, weight, plurality), potentially modifiable antepartum and intrapartum factors (eg, location of delivery, intent to intervene by cesarean delivery or induction for delivery, administration of antenatal corticosteroids and magnesium sulfate), and postnatal management (eg, starting or withholding and continuing or withdrawing intensive care after birth). Antepartum and intrapartum management options vary depending upon the specific circumstances but may include short-term tocolytic therapy for preterm labor to allow time for administration of antenatal steroids, antibiotics to prolong latency after preterm premature rupture of membranes or for intrapartum group B streptococci prophylaxis, and delivery, including cesarean delivery, for concern regarding fetal well-being or fetal malpresentation. Whenever possible, periviable births for which maternal or neonatal intervention is planned should occur in centers that offer expertise in maternal and neonatal care and the needed infrastructure, including intensive care units, to support such services. This document describes newborn outcomes after periviable birth, provides current evidence and recommendations regarding interventions in this setting, and provides an outline for family counseling with the goal of

    In order to meet the requirements of the Alaska National Interest Lands Conservation Act (ANILCA) for comprehensive resource and management plans from all major land management agencies in Alaska, the USGS has begun a program to classify land cover for the entire State using Landsat digital data. Vegetation and land cover classifications, generated in cooperation with other agencies, currently exist for 115 million acres of Alaska. Using these as a base, the USGS has prepared a comprehensive plan for classifying the remaining areas of the State. The development of this program will lead to a complete interim vegetation and land cover classification system for Alaska and allow the dissemination of digital data for those areas classified. At completion, 153 Alaska 1:250,000-scale quadrangles will be published and will include land cover from digital Landsat classifications, statistical summaries of all land cover by township, and computer-compatible tapes. An interagency working group has established an Alaska classification system (table 1) composed of 18 classes modified from "A land use and land cover classification system for use with remote sensor data" (Anderson and others, 1976), and from "Revision of a preliminary classification system for vegetation of Alaska" (Viereck and Dyrness, 1982) for the unique ecoregions which are found in Alaska.

    The U.S. Department of Energy (DOE) has embarked upon a course to acquire Hanford Site tank waste treatment and immobilization services using privatized facilities (RL 1996a). This plan contains a two-phased approach. Phase I is a proof-of-principle/connnercial demonstration- scale effort and Phase II is a fiill-scale production effort. In accordance with the planned approach, interim storage and disposal of various products from privatized facilities are to be DOE fumished. The high-level waste (BLW) interim storage options, or alternative architectures, were identified and evaluated to provide the framework from which to select the most viable method of Phase I BLW interim storage (Calmus 1996). This evaluation, hereafter referred to as the Alternative Architecture Evaluation, was performed to established performance and risk criteria (technical merit, cost, schedule, etc.). Based on evaluation results, preliminary architectures and path forward reconunendations were provided for consideration in the architecture decision- maldng process. The decision-making process used for selection of a Phase I solidified BLW interim storage architecture was conducted in accordance with an approved Decision Plan (see the attachment). This decision process was based on TSEP-07,Decision Management Procedure (WHC 1995). The established decision process entailed a Decision Board, consisting of Westinghouse Hanford Company (VY`HC) management staff, and included appointment of a VTHC Decision Maker. The Alternative Architecture Evaluation results and preliminary recommendations were presented to the Decision Board members for their consideration in the decision-making process. The Alternative Architecture Evaluation was prepared and issued before issuance of @C-IP- 123 1, Alternatives Generation and Analysis Procedure (WI-IC 1996a), but was deemed by the Board to fully meet the intent of WHC-IP-1231.     Medical schools and teaching hospitals are experiencing more frequent turnover of department chairs. Loss of a department chair creates instability in the department and may have a negative effect on the organization at large. Interim leadership of academic departments is common, and interim chairs are expected to immediately demonstrate skills and leadership abilities. However, little is known about how persons are prepared to assume the interim chair role. Newer competencies for effective leadership include an understanding of the business of medicine, interpersonal and communication skills, the ability to deal with conflict and solve adaptive challenges, and the ability to build and work on teams. Medical schools and teaching hospitals need assistance to meet the unique training and support needs of persons serving as interim leaders. For example, the Association of American Medical Colleges and individual chair societies can develop programs to allow current chairs to reflect on their present positions and plan for the future. Formal leadership training, mentorship opportunities, and conscientious succession planning are good first steps in preparing to meet the needs of academic departments during transitions in leadership. Also, interim leadership experience may be useful as a means for "opening the door" to underrepresented persons, including women, and increasing the diversity of the leadership team. PMID:19881413

Emphasis was placed on the case, nozzle, insulation, and propellant components with resulting performance, weight, and structural load characteristics being generated. Effort conducted during the time period of this contract included studies, analyses, planning, and preliminary design activities. Technical requirements identified in the SRM Project Request for Proposal No. 8-1-4-94-98401 and Thiokol's proposed SRM design (designated Configuration 0) established the basis for this effort.     RPP-6153, Engineering Task Plan for Hose-in-Hose Transfer System for the Interim Stabilization Program, defines the programmatic goals, functional requirements, and technical criteria for the development and subsequent installation of transfer line equipment to support Hanford's Interim Stabilization Program. RPP-6028, Specification for Hose in Hose Transfer Lines for Hanford's Interim Stabilization Program, has been issued to define the specific requirements for the design, manufacture, and verification of transfer line assemblies for specific waste transfer applications. Included in RPP-6028 are tables defining the chemical constituents of concern to which transfer lines will be exposed. Current Interim Stabilization Program planning forecasts that the at-grade transfer lines will be required to convey pumpable waste for as much as three years after commissioning. Prudent engineering dictates that the equipment placed in service have a working life in excess of this forecasted time period, with some margin to allow for future adjustments to the planned schedule. This document evaluates the effective service life of the Hose-in-Hose Transfer Lines, based on information submitted by the manufacturer and published literature. The effective service life of transfer line assemblies is a function of several factors. Foremost among these are process fluid characteristics, ambient environmental conditions, and the manufacturer's stated shelf life. This evaluation examines the manufacturer's certification of shelf life, the manufacturer's certifications of chemical compatibility with waste, and published literature on the effects of exposure to ionizing radiation on the mechanical properties of elastomeric materials to evaluate transfer line service life.

    The overall goal of the Next Generation Nuclear Plant (NGNP) Data Management and Analysis System (NDMAS) is to maintain data provenance for all NGNP data including the Methods component of NGNP data. Multiple means are available to access data stored in NDMAS. A web portal environment allows users to access data, view the results of qualification tests and view graphs and charts of various attributes of the data. NDMAS also has methods for the management of the data output from VHTR simulation models and data generated from experiments designed to verify and validate the simulation codes. These simulation models represent the outcome of mathematical representation of VHTR components and systems. The methods data management approaches described herein will handle data that arise from experiment, simulation, and external sources for the main purpose of facilitating parameter estimation and model verification and validation (V&V). A model integration environment entitled ModelCenter is used to automate the storing of data from simulation model runs to the NDMAS repository. This approach does not adversely change the why computational scientists conduct their work. The method is to be used mainly to store the results of model runs that need to be preserved for auditing purposes or for display to the NDMAS web portal. This interim report demonstrates the currently development of NDMAS for Methods data and discusses data and its qualification that is currently part of NDMAS.

  4. Protecting the confidentiality of interim data: addressing current challenges.

    There is compelling evidence supporting the importance of maintaining confidentiality of interim data in clinical trials designed to reliably address the benefit-to-risk profile of interventions. While this is widely recognized, creative approaches are needed to achieve this in challenging settings where interim data are released for regulatory review and action, even though the trial would be continued to address its primary hypothesis. An illustration is the recently emerging setting of cardiovascular safety trials in type 2 diabetes mellitus. At the first stage of such trials, if large relative increases in cardiovascular major morbidity/mortality can be ruled out, data can be released solely for the purpose of allowing regulatory decision making about marketing approval. The trial is then continued in the post-marketing setting to address the primary hypothesis regarding whether smaller relative increases can be ruled out. Active rather than passive approaches are needed to protect the integrity of cardiovascular safety trials. Given the importance to trial integrity of maintaining confidentiality of interim data such as the estimated relative effect on cardiovascular risk, a Data Access Plan should be in place in these trials to ensure such data are not revealed to study participants and their caregivers, investigators involved in trial conduct, the sponsor's management team, and the public, until trial completion. A Performance Standards Document also should be developed to pre-specify targeted and minimally acceptable levels for recruitment rate, best real-world achievable adherence, avoidance of cross-ins, and retention rate. This document should specify creative approaches for achieving these targets, oversight procedures during trial conduct to monitor performance levels, and actions to be taken if emerging data indicate minimally acceptable levels are not being reached. Would the answers change if the trial 1 results showed a strong but not convincing trend? What is the obligation of the trial 2 investigators to respond to such a request? What role do the two DSMBs have, either in initiating a request or in agreeing to respond to it? In this article, we examine this situation in some detail, having faced it occasionally in our own experience with clinical trials and DSMBs. The chief argument in favor of sharing data is that data from trial 2 are obviously relevant to the question being addressed by trial 1 and therefore ought to be available to those who must interpret the results from that trial. On the other hand, there are several reasons for not sharing interim data. For example, sharing is incompatible with the independence of the trials; the time for synthesizing evidence from both trials is after the two teams of investigators have presented the full analysis and interpretation of their separate trials. For this and other conceptual and practical reasons we conclude that it is better, in most cases, for DSMBs to consider only information that has already been made public in some form. PMID:10659999

    This report presents the interim results of analyses carried out in the Phillip Burton Federal Building in San Francisco from 1996 to 1998. The building is the site of a major demonstration of the BACnet communication protocol. The energy management and control systems (EMCS) in the building were retrofitted with BACnet compatible controllers in order to integrate certain existing systems on one common network. In this respect, the project has been a success. Interoperability of control equipment from different manufacturers has been demonstrated in a real world environment. Besides demonstrating interoperability, the retrofits carried out in the building were also intended to enhance control strategies and capabilities, and to produce energy savings. This report presents analyses of the energy usage of HVAC systems in the building, control performance, and the reaction of the building operators. The report does not present an evaluation of the performance capabilities of the BACnet protocol. A monitoring system was installed in the building that parallels many of the EMCS sensors and data were archived over a three-year period. The authors defined pre-retrofit and post-retrofit periods and analyzed the corresponding data to establish the changes in building performance resulting from the retrofit activities. The authors also used whole-building energy simulation (DOE-2) as a tool for evaluating the effect of the retrofit changes. The results of the simulation were compared with the monitored data. Changes in operator behavior were assessed qualitatively with questionnaires. The report summarizes the findings of the analyses and makes several recommendations as to how to achieve better performance. They maintain that the full potential of the EMCS and associated systems is not being realized. The reasons for this are discussed along with possible ways of addressing this problem.     Coordinate Measuring Machines (CMM) are widely used in industry, throughout the Nuclear Weapons Complex and at Los Alamos National Laboratory (LANL) to verify part conformance to design definition. Calibration cycles for CMMs at LANL are predominantly one year in length and include a weekly interim check to reduce risk. The CMM interim check makes use of Renishaw’s Machine Checking Gauge which is an off-the-shelf product simulates a large sphere within a CMM’s measurement volume and allows for error estimation. As verification on the interim check process a design of experiments investigation was proposed to test a couple of key factors (location and inspector). The results from the two-factor factorial experiment proved that location influenced results more than the inspector or interaction.

    CH2M HILL Plateau Remediation Company (CH2M HILL PRC) is proud to submit the Slightly Irradiated Fuel (SIF) Interim Disposition Project for consideration by the Project Management Institute as Project of the Year for 2010. The SIF Project was a set of six interrelated sub-projects that delivered unique stand-alone outcomes, which, when integrated, provided a comprehensive and compliant system for storing high risk special nuclear materials. The scope of the six sub-projects included the design, construction, testing, and turnover of the facilities and equipment, which would provide safe, secure, and compliant Special Nuclear Material (SNM) storage capabilities for the SIF material. The project encompassed a broad range of activities, including the following: Five buildings/structures removed, relocated, or built; Two buildings renovated; Structural barriers, fencing, and heavy gates installed; New roadways and parking lots built; Multiple detection and assessment systems installed; New and expanded communication systems developed; Multimedia recording devices added; and A new control room to monitor all materials and systems built. Project challenges were numerous and included the following: An aggressive 17-month schedule to support the high-profile Plutonium Finishing Plant (PFP) decommissioning; Company/contractor changeovers that affected each and every project team member; Project requirements that continually evolved during design and construction due to the performance- and outcome-based nature ofthe security objectives; and Restrictions imposed on all communications due to the sensitive nature of the projects In spite of the significant challenges, the project was delivered on schedule and $2 million under budget, which became a special source of pride that bonded the team.     Here we follow up the loading studies interim report from July 2013 and include results from laboratory studies assessing the effects of diet on eDNA shedding rates by bigheaded carps(silver and bighead carp). In order to understand how eDNA behavesin the environment, we must understand how it enters the system. In our July interim report, we addressed three of our four hypotheses that could influence the shedding rate of eDNA by these fish (Table 1; hypotheses A, B and D). We now provide results from studies that tested the fourth hypothesis (C), cellular debris from the gut-lining shed via excrementis a major source of shed eDNA.

    The Department of Energy (DOE) has received spent nuclear fuel (SNF) at the Idaho Chemical Processing Plant (ICPP) for interim storage since 1951 and reprocessing since 1953. Until recently, the major activity of the ICPP has been the reprocessing of SNF to recover fissile uranium; however, changing world events have raised questions concerning the need to recover and recycle this material. In April 1992, DOE chose to discontinue reprocessing SNF for uranium recovery and shifted its focus toward the management and disposition of radioactive wastes accumulated through reprocessing activities. Currently, 1.8 million gallons of radioactive liquid wastes (1.5 million gallons of radioactive sodium-bearing liquid wastes and 0.3 million gallons of high-level liquid waste) and 3,800 cubic meters (m{sup 3}) of calcine waste are in inventory at the ICPP. Legal drivers and agreements exist obligating the INEL to develop, demonstrate, and implement technologies for safe and environmentally sound treatment and interim storage of radioactive liquid and calcine waste. Candidate treatment processes and waste forms are being evaluated using the Technology Evaluation and Analysis Methodology (TEAM) Model. This process allows decision makers to (1) identify optimum radioactive waste treatment and disposal form alternatives; (2) assess tradeoffs between various optimization criteria; (3) identify uncertainties in performance parameters; and (4) focus development efforts on options that best satisfy stakeholder concerns. The Systems Analysis technology evaluation presented in this document supports the DOE in selecting the most effective radioactive liquid and calcine waste management plan to implement in compliance with established regulations, court orders, and agreements.

    This report summarizes the Interim Measure (IM) activities conducted at the Kennedy Space Center (KSC) Press Site ("the Press Site"). This facility has been designated as Solid Waste Management Unit 074 under KSC's Resource Conservation and Recovery Act Corrective Action program. The activities were completed as part of the Vehicle Assembly Building (VAB) Area Land Use Controls Implementation Plan (LUCIP) Elimination Project. The purpose of the VAB Area LUCIP Elimination Project was to delineate and remove soil affected with constituents of concern (COCs) that historically resulted in Land Use Controls (LUCs). The goal of the project was to eliminate the LUCs on soil. LUCs for groundwater were not addressed as part of the project and are not discussed in this report. This report is intended to meet the Florida Department of Environmental Protection (FDEP) Corrective Action Management Plan requirement as part of the KSC Hazardous and Solid Waste Amendments permit and the U.S. Environmental Protection Agency's (USEPA's) Toxic Substance Control Act (TSCA) self-implementing polychlorinated biphenyl (PCB) cleanup requirements of 40 Code of Federal Regulations (CFR) 761.61(a).

    Transitioning a patient with partial edentulism through hard and soft tissue grafting to an implant restoration with an interim removable dental prosthesis (IRDP) presents a challenge to the restorative dentist. The management of grafted sites requires care, and without the appropriate design, an IRDP may impede surgical outcomes and place the graft at risk for displacement or necrosis. A site development IRDP (SDIRDP) for a grafted site must fulfill restorative goals and promote the surgical objectives for site development. A technique is described for fabricating an SDIRDP that facilitates surgical procedures and maintains prosthetic goals. PMID:26831920

    The calibration data obtained during the fall 1978 Nimbus-G underflight mission with the scanning multichannel microwave radiometer (SMMR) simulator on board the NASA CV-990 aircraft were analyzed and an interim calibration algorithm was developed. Data selected for the analysis consisted of in flight sky, first-year sea ice, and open water observations, as well as ground based observations of fixed targets with varied temperatures of selected instrument components. For most of the SMMR channels, a good fit to the selected data set was obtained with the algorithm.
