    The pace of the ITER project in St Paul-lez-Durance, France is accelerating rapidly into its peak construction phase. With the completion of the B2 slab in August 2014, which will support about 400 000 metric tons of the tokamak complex structures and components, the construction is advancing on a daily basis. Magnet, vacuum vessel, cryostat, thermal shield, first wall and divertor structures are under construction or in prototype phase in the ITER member states of China, Europe, India, Japan, Korea, Russia, and the United States. Each of these member states has its own domestic agency (DA) to manage their procurements of components for ITER. Plant systems engineering is being transformed to fully integrate the tokamak and its auxiliary systems in preparation for the assembly and operations phase. CODAC, diagnostics, and the three main heating and current drive systems are also progressing, including the construction of the neutral beam test facility building in Padua, Italy. The conceptual design of the Chinese test blanket module system for ITER has been completed and those of the EU are well under way. Significant progress has been made addressing several outstanding physics issues including disruption load characterization, prediction, avoidance, and mitigation, first wall and divertor shaping, edge pedestal and SOL plasma stability, fuelling and plasma behaviour during confinement transients and W impurity transport. Further development of the ITER Research Plan has included a definition of the required plant configuration for 1st plasma and subsequent phases of ITER operation as well as the major plasma commissioning activities and the needs of the accompanying R&D program to ITER construction by the ITER parties.

    The paper discusses briefly some broad plans for developing the technology needed for large construction projects in space ranging from orbiting solar power stations to large communications antennas. Space construction classes include assembly of modules, deployment of compacted structures, assembly of passive preformed pieces, and fabrication of structures from sheet stock. Technological areas related to structural concepts include (1) analyses for prediction of structural behavior, structural/control interaction, electromagnetic and control performance, and integrated design development; (2) electronics for signal conditioning and data acquisition, power distribution, and signal channel interference and multipaction; (3) concepts for shape control, attitude/pointing control, and orbital transfer and station keeping; and (4) materials and techniques for 30-year dimensional stable composites, thermal control, thin-lightweight structural alloys, and material joining in space.   11. Projection methods for quantum channel construction

    We consider the problem of constructing quantum channels, if they exist, that transform a given set of quantum states to another such set . In other words, we must find a completely positive linear map, if it exists, that maps a given set of density matrices to another given set of density matrices, possibly of different dimension. Using the theory of completely positive linear maps, one can formulate the problem as an instance of a positive semidefinite feasibility problem with highly structured constraints. The nature of the constraints makes projection-based algorithms very appealing when the number of variables is huge and standard interior-point methods for semidefinite programming are not applicable. We provide empirical evidence to this effect. We moreover present heuristics for finding both high-rank and low-rank solutions. Our experiments are based on the method of alternating projections and the Douglas-Rachford reflection method.

    Fuzzy numbers will be used to estimate project activities duration times possible increases, both in the planning phase and - for non-completed activities - in consecutive control points during project realisation. The fuzzy estimates will allow to estimate and continuously update the predicted project completion time and the risk of not keeping to the deadline. The fuzzy estimates of non-completed activities will be updated in each control point, on the basis of the information on the actual adequacy of the fuzzy estimates of already completed activities with similar risk factors. A new method for this updating process will be proposed. The method will focus on construction projects and will be applied to a real world construction project.

The systems are: (1) a Solar Power Satellite (SPS) Development Flight Test Vehicle configured for fabrication and compatible with solar electric propulsion orbit transfer; (2) an Advanced Communications Platform configured for space fabrication and compatible with low thrust chemical orbit transfer propulsion; and (3) the same Platform, configured to be space erectable but still compatible with low thrust chemical orbit transfer propulsion. These project systems are intended to serve as configuration models for use in detailed analyses of space construction techniques and processes. They represent feasible concepts for real projects; real in the sense that they are realistic contenders on the list of candidate missions currently projected for the national space program. Thus, they represent reasonable configurations upon which to base early studies of alternative space construction processes.

    Under Round 4 of the US Department of Energy`s Clean Coal Technology program, NYSEG, in partnership with Saarberg-Holter-Umwelttechnik, Consolidation Coal Company and Stebbins Engineering and Manufacturing Company, has retrofitted a formic acid enhanced forced oxidation wet limestone scrubber on Units 1 and 2 at the Milliken Steam Electric Station. Units 1 and 2 are 1950`s vintage Combustion Engineering tangentially fired pulverized coal units which are rated at nominal 150 MW each and operate in balanced draft mode. The FGD system for Unit 2 was placed into operation in January 1995 and the Unit 1 system in June, 1995. The project incorporates several unique aspects including low pH operation, a ceramic tile-lined cocurrent/countercurrent, split module absorber, a wet stack supported on the roof of the FGD building, and closed loop, zero liquid discharge operation producing commercial grade gypsum, and calcium chloride brine. The project objectives include 98% SO{sub 2} removal efficiency while burning high sulfur coal, the production of marketable byproducts to minimize solid waste disposal, zero wastewater discharge and space-saving design. The paper provides a brief overview of the project design, discusses construction and startup issues and presents early operating results. Process capital cost and economics of this design, procure and construct approach are reviewed relative to competing technologies.

    Talent is the core competitive force of a hospital's development. Wuxi No. 2 People's Hospital followed the characteristics that medical talents mature slowly and their growth requires a long period. The innovated "talent tree" project, trained classified talents corresponding to "base-trunk-crown" of a tree, formed an individualized professional training plan with different levels and at different periods. We carried out a relay of the "talent tree" to bring their initiative into play. In practice, we gradually found this as a unique way of the talent construction, which conforms to our hospital's condition.     This report documents the analysis of the performance of natural and mechanical ventilation in Pacific Northwest homes. The analysis was part of Cycle II of the Residential Construction Demonstration Project, sponsored by Bonneville Power Administration (BPA). Since 1986, the Residential Construction Demonstration Project (RCDP) has sponsored the collection of data on energy efficient homes in the Pacific Northwest that comply with these new standards and requirements. Cycle II of RCDP was conducted between September 1987 and April 1990. It concentrated on energy innovations in homes built to the Super Good Cents specification. All of the test homes have electric heat and mechanical ventilation systems. Seven different types of active ventilation systems are represented in the homes. Three of these system types are equipped with heat recovery devices, and are represented in approximately a quarter of the test homes. The potential for both natural and mechanical ventilation was measured. Potential structural leakage was measured by blower door testing. Flow rate and operating time of mechanical ventilation systems were measured with flow hoods and hour meters. Actual ventilation was measured by using a passive tracer gas technique for several weeks during the heating season and at times of normal occupancy.

    Proton and heavy-ion radiation therapy has been taking place now for 40 years, at many accelerator laboratories around the world, essentially all of these centers built originally for physics research. The high degree of promise shown for using these particles for treating and curing cancer has stimulated the medical community to look seriously at building dedicated accelerator facilities in a hospital setting, where more rapid progress can be made in clinical research, and development of effective treatments with these beams. In the United States, the first such facility, at the Loma Linda University Medical Center, has been in operation now for two years, and is currently treating a total of 35 to 40 patients per day. Two new projects are being designed at present, one at the Massachusetts General Hospital in Boston, Massachusetts, the second a joint project of the Lawrence Berkeley Laboratory and the University of California at Davis Medical Center in Sacramento, California. This paper will discuss accelerator and beam characteristics relevant to the proton-therapy application, and will present performance and operations characteristics for the Loma Linda facility, as well as details of the plans, process and progress towards construction of the new facilities in Boston and Sacramento.

    The study evaluates methodology employed for the projection of labor demand at, and worker migration to, nuclear power plant construction sites. In addition, suggestions are offered as to how this projection methodology might be improved. The study focuses on projection methodologies which forecast either construction worker migration or labor requirements of alternative types of construction activity. Suggested methodological improvements relate both to institutional factors within the nuclear power plant construction industry, and to a better use of craft-specific data on construction worker demand/supply. In addition, the timeliness and availability of the regional occupational data required to support, or implement these suggestions are examined.

    The South Florida Water Management District (SFWMD) constructed a wetland south of Lake Okeechobee to begin the process of removing nutrients (especially phosphorus) from agricultural stormwater runoff entering the Everglades. The project, called the Everglades Nutrient Removal (ENR) project, is a prototype for larger, similarly constructed wetlands that the SFWMD will build as part of the Everglades restoration program. This innovative project is believed to be one of the largest agricultural stormwater cleanup projects in the United States, if not in the world. This publication describes the ENR project's design, construction, and proposed operation, as well as the proposed research program to be implemented over the next few years.

    Nowadays, construction industry particularly in Malaysia struggle in achieving status of eminent time management for construction project. Project managers have a great responsibility to keep the project success under time of project completion. However, studies shows that delays especially in Malaysian construction industry still unresolved due to weakness in managing the project. In addition, quality of time management on construction projects is generally poor. Due to the progressively extended delays issue, time performance becomes an important subject to be explored to investigate delay factors. The method of this study is review of literature towards issues in construction industry which affecting time performance of project in general by focusing towards process involved for project management. Based on study, it was found that knowledge, commitment, cooperation are the main criteria as an overall to manage the project into a smooth process during project execution until completion. It can be concluded that, the strength between project manager and team members in these main criteria while conducting the project towards good time performance is highly needed. However, there is lack of establishment towards factors of poor time performance which strongly related with project management. Hence, this study has been conducted to establish factors of poor time performance and its relations with project management.

    DOE`s FY 1996 budget of $18 billion included $1.1 billion for construction projects; ensuring that these projects meet bonafide existing or future DOE needs becomes increasingly important as DOE`s missions evolve and its organization changes. In 1994 and 1995, IG issued several reports expressing concerns about the construction planning process and questioned whether planned construction was necessary to meet mission needs. The reports also pointed out that DOE did not ensure that originally identified needs were still valid several years after a project`s conception. (The problems identified were at single locations.) While DOE management did not agree with all aspects of the audit reports, it canceled or downsized several projects and initiated a number of process improvements to enhance the construction planning process. Purpose of this report is to synthesize issues from these prior reports to assist management in focusing process improvement efforts to avoid construction of unneeded or oversized facilities.

  14. An Innovative Time-Cost-Quality Tradeoff Modeling of Building Construction Project Based on Resource Allocation

    The time, quality, and cost are three important but contradictive objectives in a building construction project. It is a tough challenge for project managers to optimize them since they are different parameters. This paper presents a time-cost-quality optimization model that enables managers to optimize multiobjectives. The model is from the project breakdown structure method where task resources in a construction project are divided into a series of activities and further into construction labors, materials, equipment, and administration. The resources utilized in a construction activity would eventually determine its construction time, cost, and quality, and a complex time-cost-quality trade-off model is finally generated based on correlations between construction activities. A genetic algorithm tool is applied in the model to solve the comprehensive nonlinear time-cost-quality problems. Building of a three-storey house is an example to illustrate the implementation of the model, demonstrate its advantages in optimizing trade-off of construction time, cost, and quality, and help make a winning decision in construction practices. The computational time-cost-quality curves in visual graphics from the case study prove traditional cost-time assumptions reasonable and also prove this time-cost-quality trade-off model sophisticated.   16. A decision support system framework to improve design-construction integration and project performance on public sector underground utility projects

    One of the noted difficulties with the traditional public works project development process is the lack of integration and sharing of information between engineering and construction entities that results in a decrease in project performance. To improve project performance on public sector underground utility projects, the research develops a decision support system framework that enhances the exchange and integration of relevant information and knowledge between entities on such projects by incorporating a lessons-learned database to document, organize and disseminate lessons-learned on a project. To identify the critical activities within the project development process that could be linked to the decision support system, the Integration Definition for Functioning Modeling (IDEFO) technique was used to create a representative model of the public works project development process. The resultant model demonstrated the repeatable nature of the process both across project phases and from project-to-project and identified the decision-making activities of generating and evaluating alternatives as key opportunities for construction-related input that could be linked to a decision support system. An inspection of current industry practices was conducted through interviews with knowledgeable industry sources to determine the scope of the decision support system framework. Results revealed the type of critical decisions on underground utility projects that could benefit from construction-related input and identified the documentation of lessons-learned as a major industry weakness. A prototype decision support system incorporating a lessons-learned database was developed and the framework integrated into common project management reporting mechanisms found in the industry.   7. The S-curve for forecasting waste generation in construction projects.

    Forecasting construction waste generation is the yardstick of any effort by policy-makers, researchers, practitioners and the like to manage construction and demolition (C&D) waste. This paper develops and tests an S-curve model to indicate accumulative waste generation as a project progresses. Using 37,148 disposal records generated from 138 building projects in Hong Kong in four consecutive years from January 2011 to June 2015, a wide range of potential S-curve models are examined, and as a result, the formula that best fits the historical data set is found. The S-curve model is then further linked to project characteristics using artificial neural networks (ANNs) so that it can be used to forecast waste generation in future construction projects. It was found that, among the S-curve models, cumulative logistic distribution is the best formula to fit the historical data. Meanwhile, contract sum, location, public-private nature, and duration can be used to forecast construction waste generation. The study provides contractors with not only an S-curve model to forecast overall waste generation before a project commences, but also with a detailed baseline to benchmark and manage waste during the course of construction. The major contribution of this paper is to the body of knowledge in the field of construction waste generation forecasting. By examining it with an S-curve model, the study elevates construction waste management to a level equivalent to project cost management where the model has already been readily accepted as a standard tool.   8. Relational approach in managing construction project safety: a social capital perspective.

    Existing initiatives in the management of construction project safety are largely based on normative compliance and error prevention, a risk management approach. Although advantageous, these approaches are not wholly successful in further lowering accident rates. A major limitation lies with the approaches' lack of emphasis on the social and team processes inherent in construction project settings. We advance the enquiry by invoking the concept of social capital and project organisational processes, and their impacts on project safety performance. Because social capital is a primordial concept and affects project participants' interactions, its impact on project safety performance is hypothesised to be indirect, i.e. the impact of social capital on safety performance is mediated by organisational processes in adaptation and cooperation. A questionnaire survey was conducted within Hong Kong construction industry to test the hypotheses. 376 usable responses were received and used for analyses. The results reveal that, while the structural dimension is not significant, the mediational thesis is generally supported with the cognitive and relational dimensions affecting project participants' adaptation and cooperation, and the latter two processes affect safety performance. However, the cognitive dimension also directly affects safety performance. The implications of these results for project safety management are discussed. PMID:22664677

  9. Phase I of the Kissimmee River restoration project, Florida, USA: impacts of construction on water quality.

    Phase I of the Kissimmee River restoration project included backfilling of 12 km of canal and restoring flow through 24 km of continuous river channel. We quantified the effects of construction activities on four water quality parameters (turbidity, total phosphorus flow-weighted concentration, total phosphorus load and dissolved oxygen concentration). Data were collected at stations upstream and downstream of the construction and at four stations within the construction zone to determine if canal backfilling and construction of 2.4 km of new river channel would negatively impact local and downstream water quality. Turbidity levels at the downstream station were elevated for approximately 2 weeks during the one and a half year construction period, but never exceeded the Florida Department of Environmental Protection construction permit criteria. Turbidity levels at stations within the construction zone were high at certain times. Flow-weighted concentration of total phosphorus at the downstream station was slightly higher than the upstream station during construction, but low discharge limited downstream transport of phosphorus. Total phosphorus loads at the upstream and downstream stations were similar and loading to Lake Okeechobee was not significantly affected by construction. Mean water column dissolved oxygen concentrations at all sampling stations were similar during construction. PMID:15869183

    Maximally localized Wannier functions are widely used in electronic structure theory for analyses of bonding, electric polarization, orbital magnetization, and for interpolation. The state of the art method for their construction is based on the method of Marzari and Vanderbilt. One of the practical difficulties of this method is guessing functions (initial projections) that approximate the final Wannier functions. Here we present an approach based on optimized projection functions that can construct maximally localized Wannier functions without a guess. We describe and demonstrate this approach on several realistic examples.

    CH2M Hill Plateau Remediation Company (CHPRC) recently completed construction and start-up of the $25 million 100-HX Groundwater Pump and Treat Project for the Department of Energy (DOE) at its Hanford Reservation site in Washington State. From the onset, the 100-HX Project Leadership Team was able to successfully blend the science and technology of a state-of-the-art groundwater pump and treat system with the principles, tools, and techniques of traditional industrial-type construction and project management. From the 1940's through most of the 1980's, the United States used the Hanford Site to produce nuclear material for national defense at reactor sites located along the Columbia River. While the reactors were operational, large volumes of river water were treated with sodium dichromate (to inhibit corrosion of the reactor piping) and used as a coolant for the reactors. After a single pass through the reactor and before being discharged back to the river, the coolant water was sent to unlined retention basins to cool and to allow the short-lived radioactive contaminants to decay. As a result of these operations, hexavalent chromium was introduced to the vadose zone, and ultimately into the groundwater aquifer and the adjacent Columbia River. In addition, numerous leaks and spills of concentrated sodium dichromate stock solution over the lifetime of reactor operations led to higher concentrations of chromate in the vadose zone and groundwater in localized areas. As a result, the 100 Area was included in the National Priorities List sites under the Comprehensive Environmental Response Compensation and Liability Act of 1980 (CERCLA). The mission of the 100-HX Project is to significantly reduce the concentration of hexavalent chromium in the groundwater by treating up to 3.8 billion gallons (14,300 mega-liters) of contaminated water over its first nine years of operations. However, the boosting approach has yet to be used in regression problems within the construction domain, including cost estimations, but has been actively utilized in other domains. Therefore, a boosting regression tree (BRT) is applied to cost estimations at the early stage of a construction project to examine the applicability of the boosting approach to a regression problem within the construction domain. To evaluate the performance of the BRT model, its performance was compared with that of a neural network (NN) model, which has been proven to have a high performance in cost estimation domains. The BRT model has shown results similar to those of NN model using 234 actual cost datasets of a building construction project. In addition, the BRT model can provide additional information such as the importance plot and structure model, which can support estimators in comprehending the decision making process. Consequently, the boosting approach has potential applicability in preliminary cost estimations in a building construction project. PMID:26339227

Through review of designs and consideration of reasonable, less expensive alternatives, VE can be an effective cost reduction tool and a means to improve the design.     The increasing number of companies providing internet services and auction tools helped popularize the online reverse auction trend for purchasing commodities and services in the last decade. As a result, a number of owners, both public and private, accepted the online reverse auctions as the bidding technique for their construction projects. Owners, while trying to minimize their costs for construction projects, are also required to address their ethical responsibilities to the shareholders. In the case of online reverse auctions for construction projects, the ethical issues involved in the bidding technique directly reflects on the owner's ethical and social responsibilities to their shareholders. The goal of this paper is to identify the shareholder ethics and responsibilities in online reverse auctions for construction projects by analyzing the ethical issues for the parties involved in the process. The identification of the ethical issues and responsibilities requires clear definition and understanding of professional ethics and the roles of the involved parties. In this paper, first, the concept of professional ethics and social responsibility is described in a general form. To illustrate the ethical issues and responsibilities, a sample case of bidding for a construction project using online reverse auction techniques is presented in which the shareholders were actively involved in questioning the ethical issues. The issues involved in the bidding process and their reflection on the shareholder responsibilities are described and analyzed for each stage of the process. A brief discussion of the overall process is also included to address the general ethical issues involved in online reverse auctions. PMID:15152854

    The Tandem Mirror Experiment-Upgrade (TMX-Upgrade) construction will be completed in 18 months at a total cost of $14.5 million. This paper describes the project planning and the management techniques used to complete the TMX-Upgrade within its allocated cost and schedule. In the planning stages of a project, before approval of the proposal, we define major project objectives, create a work breakdown structure (WBS), detail a technical description for each level of the WBS, and provide detailed bottoms-up cost estimates and summary schedules. In the operating phase, which continues throughout the project, we establish budget and schedule baselines. The reporting phase includes The Department of Energy (DOE) reviews of project status at monthly, quarterly, and semiannual intervals. These reports include cost, schedule, manpower, major procurement, and technical status information.

    This study presents a GIS-based database framework used to assess aggregate terrestrial habitat impacts from multiple highway construction projects in California, USA. Transportation planners need such impact assessment tools to effectively address additive biological mitigation obligations. Such assessments can reduce costly delays due to protracted environmental review. This project incorporated the best available statewide natural resource data into early project planning and preliminary environmental assessments for single and multiple highway construction projects, and provides an assessment of the 10-year state-wide mitigation obligations for the California Department of Transportation. Incorporation of these assessments will facilitate early and more strategic identification of mitigation opportunities, for single-project and regional mitigation efforts. The data architecture format uses eight spatial scales: six nested watersheds, counties, and transportation planning districts, which were intersected. This resulted in 8058 map planning units statewide, which were used to summarize all subsequent analyses. Range maps and georeferenced locations of federally and state-listed plants and animals and a 55-class landcover map were spatially intersected with the planning units and the buffered spatial footprint of 967 funded projects. Projected impacts were summarized and output to the database. Queries written in the database can sum expected impacts and provide summaries by individual construction project, or by watershed, county, transportation district or highway. The data architecture allows easy incorporation of new information and results in a tool usable without GIS by a wide variety of agency biologists and planners. The data architecture format would be useful for other types of regional planning.

    Urban underground transportation projects are introduced to address problems of scarce green land and traffic pollution. As construction of urban underground transportation is still in its infancy, there is no definite quantitative measurement on whether the construction is beneficial and what influences it will place on the region in China. This study intends to construct a comprehensive evaluation method for evaluating social, economic and environmental benefits of urban underground transportation projects and proposes the concept, role and principle for evaluation of environmental and economic benefits. It figures out relationship between the environment and factors of city development. It also summarizes three relevant factors, including transportation, biophysics and social economy, and works out indicators to evaluate the influence of urban underground transportation construction. Based on Contingent Valuation Method (CVM), Cost of Illness Approach (CIA), Human Capital Approach (HCA), this paper constructs 13 monetization calculation models for social, economic and environmental benefits in response to seven aspects, namely, reducing noise pollution and air pollution, using land efficiently, improving traffic safety, reducing traffic congestion, saving shipping time and minimizing transportation costs.     The EEE Project, conceived by its leader Antonino Zichichi, aims to detect Extreme Energy Events of cosmic rays with an array of muon telescopes distributed over the Italian territory. The Project involves Italian High Schools in order to introduce young people to Physics, also countervailing the recent crisis of university scientific classes inscriptions. The detectors for the EEE telescopes are Multigap Resistive Plate Chambers (MRPC) and have been constructed by teams of High School students who went in shift at the CERN laboratories. The mechanics and the electronics were developed by groups of researchers from CERN, the Italian Centro Fermi and INFN. The first group of schools of the EEE Project has inaugurated their telescopes recently. A status report of the Project and the preliminary results are presented.

The findings indicate that client satisfaction and time variance have positive and significant relationship with QMS while other project performance indicators do not show significant results.     As part of a multi-laboratory collaboration, Jefferson Lab is currently engaged in the fabrication, assembly, and testing of 23 cryomodules for the superconducting linac portion of the Spallation Neutron Source (SNS) being built at Oak Ridge National Laboratory. As with any large accelerator construction project, it is vitally important that these components be built in a cost effective and timely manner, and that they meet the stringent performance requirements dictated by the project specifications. A comprehensive Quality Assurance (QA) program designed to help accomplish these goals has been implemented as an inherent component of JLab's SNS construction effort. This QA program encompasses the traditional spectrum of component performance, from incoming parts inspection, raw materials testing, through to sub-assembly and finished article performance evaluation.

  6. The application of the unmanned aerial vehicle remote sensing technology in the FAST project construction

    The purpose of using unmanned aerial vehicle (UAV) remote sensing application in Five-hundred-meter aperture spherical telescope (FAST) project is to dynamically record the construction process with high resolution image, monitor the environmental impact, and provide services for local environmental protection and the reserve immigrants. This paper introduces the use of UAV remote sensing system and the course design and implementation for the FAST site. Through the analysis of the time series data, we found that: (1) since the year 2012, the project has been widely carried out; (2) till 2013, the internal project begun to take shape;(3) engineering excavation scope was kept stable in 2014, and the initial scale of the FAST engineering construction has emerged as in the meantime, the vegetation recovery went well on the bare soil area; (4) in 2015, none environmental problems caused by engineering construction and other engineering geological disaster were found in the work area through the image interpretation of UAV images. This paper also suggested that the UAV technology need some improvements to fulfill the requirements of surveying and mapping specification., including a new data acquisition and processing measures assigned with the background of highly diverse elevation, usage of telephoto camera, hierarchical photography with different flying height, and adjustment with terrain using the joint empty three settlement method.

    This paper describes an on-going study that aims to develop a web-based spatial decision support system model for proactive health and safety management in linear construction projects. Currently, health and safety management is usually performed reactively instead of proactive management since hazard identification and risk assessment is mostly performed on paper based documents that are not effectively used at site. This leads to accidents and fatalities at construction sites. The proposed system automatically identifies the spatial risks according to the topographic and layout map of the site, project specification and health and safety regulations by means of spatial analysis. It enables the workers and management personnel to access the possible hazards and thematic risk map of any portion of the construction site for linear projects. Finally, the described approach provides the proposed mitigation measures for the identified hazards. The developed system is expected to raise awareness in H&S among workers and engineers, and increase participation of workers to health and safety management.

    The promulgation of EPA's NPDES stormwater discharge regulations occurred during the latter planning stages for Boston's Central Artery/Tunnel Project, making this project, one of the largest single urban highway projects ever built, one of the first to be permitted under new regulations. The Project consists of 128 land miles of new highway, including numerous ramps and interchanges, and a harbor tunnel, with stormwater discharging during construction from at least 38 separate points. Complicating the permitting situation, stormwater is combined with dewatering discharges from excavations in filled and former industrial areas. Working closely with EPA Region 1 and the Massachusetts Department of Environmental Protection, the Massachusetts Highway Department submitted a permit application combining estimates of dewatering discharge quality derived from groundwater sampling with all the elements of a NPDES application for construction stormwater. The resulting permit contained two separate sets of monitoring requirements for the same discharge points, one for stormwater and one for dewatering. Quarterly monitoring was required for both dewatering and stormwater for metals, suspended solids, TPH, and VOC. Limits of 50 mg/1 TSS and 5 mg/1 TPH were established for dewatering only.

    There are four primary accident types at steel building construction (SC) projects: falls (tumbles), object falls, object collapse, and electrocution. Several systematic safety risk assessment approaches, such as fault tree analysis (FTA) and failure mode and effect criticality analysis (FMECA), have been used to evaluate safety risks at SC projects. However, these traditional methods ineffectively address dependencies among safety factors at various levels that fail to provide early warnings to prevent occupational accidents. To overcome the limitations of traditional approaches, this study addresses the development of a safety risk-assessment model for SC projects by establishing the Bayesian networks (BN) based on fault tree (FT) transformation. The BN-based safety risk-assessment model was validated against the safety inspection records of six SC building projects and nine projects in which site accidents occurred. The ranks of posterior probabilities from the BN model were highly consistent with the accidents that occurred at each project site. The model accurately provides site safety-management abilities by calculating the probabilities of safety risks and further analyzing the causes of accidents based on their relationships in BNs. In practice, based on the analysis of accident risks and significant safety factors, proper preventive safety management strategies can be established to reduce the occurrence of accidents on SC sites. These communities are located near the north shore of Iliamna Lake in south-central Alaska approximately 175 miles southwest of Anchorage. A hydroelectric project was constructed for these communities, starting in the spring of 1996 and ending in the spring of 1998. The project site is on the Tazimina River about 12 miles northeast of Iliamna Lake. The taximina River flows west from the Aleutian Range. The project site is at Tazimina Falls about 9 miles upstream of the confluence of the Tazimina River and the Newhalen River. The project has an installed capacity of 824 kilowatts (kW) and is expandable to 1.5 megawatts (MW). The project is run-of-the-river (no storage) and uses the approximately 100 feet of natural head provided by the falls. The project features include a channel control sill, intake structure, penstock, underground powerhouse, tailrace, surface control building, buried transmission line and communication cable, and access road.

    The Iliamna-Newhalen-Nondalton Electric Cooperative (INNEC) provides electrical power to three communities of the same names. These communities have a combined population of approximately 600 residents. There is no direct road connection from these villages to larger population centers. Electric power has been generated by INNEC since 1983 using diesel generators located in the community of Newhalen. Fuel for these generators was transported up the Kvichak River, an important salmon river, and across Iliamna Lake. In dry years the river is low and fuel is flown into Iliamna and then trucked five miles into Newhalen. The cost, difficult logistics and potential spill hazard of this fuel was a primary reason for development of hydroelectric power in this area. A hydroelectric project was constructed for these communities, starting in the spring of 1996 and ending in the spring of 1998.   12. Estimating NOA Health Risks from Selected Construction Activities at the Calaveras Dam Replacement Project (CDRP)

    The CDRP is a major construction project involving up to 400 workers using heavy earth moving equipment, blasting, drilling, rock crushing, and other techniques designed to move 7 million yards of earth. Much of this material is composed of serpentinite, blueschist, and other rocks that contain chrysotile, crocidolite, actinolite, tremolite, and Libby-class amphiboles. To date, over 1,000 personal, work area, and emission inventory related samples have been collected and analyzed by NIOSH 7400, NIOSH 7402, and CARB-AHERA methodology. Data indicate that various CDRP construction activities have the potential to generate significant mineral fibers and structures that could represent elevated on site and off site health risks. This presentation will review the Contractors air monitoring program for this major project, followed by a discussion of predictive methods to evaluate potential onsite and offsite risks. Ultimately, the data are used for planning control strategies designed to achieve a Project Action Level of 0.01 f/cc (one tenth the Cal/OSHA PEL) and risk-based offsite target levels.

    Several factors should be considered by the owner and general contractor in the process of contractors` and subcontractors` selection and evaluation. The paper reviews the recent models addressed to guide general contractors in subcontractors' selection process and in evaluation of different contractors during the execution of the project. Moreover the paper suggests the impact of different contractors' performance to the overall level of occupational health and safety culture at the sites. It deals with the factors influencing the safety performance of contractors during construction and analyses the methods for assessing the safety performance of construction contractors. The results of contractors' safety performance evaluation could be a useful tool in motivating contractors to achieve better safety outcomes or could have effect on owners` or general contractors' decision making about contractors suitability for future contracting works.

  17. Health problems among migrant construction workers: A unique public–private partnership project

    Background: Construction sector is a booming industry and involves many hazardous activities. Migrant labor in the industry is susceptible to various health and occupational hazards. In a unique public–private partnership project, a medical team from a public sector teaching hospital in Mumbai provided comprehensive on-site health care services to the construction workers of a private construction company. Objective: To study socio-demographic profile and morbidity pattern of construction workers. Setting and Design: A cross-sectional study at construction site Vidyavihar (West), Mumbai, was carried out over the period of May to November 2010. Materials and Methods: A medical team provided comprehensive on-site health care services, and a Health Card was devised to maintain the record of socio-demographic, occupational details, and complete physical examination findings of the workers who participated in the study. Statistical Analysis Used: Statistical analysis was done using SPSS 15.0. Results: Of the 1337 workers (all males) examined, 1289 (96.4%) belonged to 15–45 years age group. The mean age of the workers was 26.25 ± 8.49 years. A third of the migrants belonged to West Bengal. The average number of health problems in the workers was 1.41. Regular consumers of tobacco and alcohol were 50.48 and 14.65%, respectively. Nearly one-fifth of the workers had febrile illness, of which 20.71% had suspected malaria; 12.6% had respiratory infections, while 3.4% were found to have hypertension. There was a statistically significant association (P < 0.05) between type of occupation and morbidity status. PMID:21808498

  18. Assessment of the environment effects of constructing the Three Gorge Project on the Yangtze River

    The Three Gorge Project is a multipurpose project with the primary function of flood control. Other functions include power and navigation and could include irrigation. A 200 m high concrete gravity dam, currently being considered, would be located in the lower reach of the famous Three Gorges of the Yangtze River in Hubei and Sichuan Provinces. The reservoir will store about 70 x 10 to the 9th cu m and extend upstream about 780 km. The proposed powerplant would have an installed capacity of 25,000 MW, consisting of twenty-five 1000-MW units. The Three Gorge Project, when constructed, would be the largest water resource project anywhere on earth. Beneficial effects include elimination of flooding along the middle and lower reaches of the Yangtze River, a substantial increase in much needed electric power for south and central China, and creation of a large body of water which could be used for aquaculture. Consideration is also being given to diverting water to the North China Plain, one of the most important agricultural areas of China. Major adverse impacts include relocation of more than 2 million people for the reservoir area; loss of habitat for many kinds of Yangtze River aquatic life, including the unique Chinese sturgeon; and the possibility of reducing nutrient input to the downstream and estuarine fisheries. The possibility of minimizing adverse effects seems high, if the potential environmental impacts are identified and means of mitigation are carried out. 22 references, 1 figure.

  19. Potential difficulties in applying the Pay for Safety Scheme (PFSS) in construction projects.

    Since 1996, the Government of the Hong Kong Special Administrative Region (HKSAR) has introduced the Pay for Safety Scheme (PFSS) to the public works construction contracts to uplift their safety performance. However, the adoption of PFSS has also encountered some difficulties that merit considerable attention. This paper purports to provide a concise review of the prevailing application of PFSS in Hong Kong in general, and to explore the potential difficulties associated with PFSS in particular. By means of an empirical questionnaire survey geared towards industrial practitioners with extensive direct hands-on PFSS experience, their opinions were solicited, analyzed and compared between the client group and contractor group of respondents. The three most significant difficulties in implementing PFSS were found to be: (1) "Plenty of paperwork required for certifying payment to contractor"; (2) "Complicated contract documents and lengthy assessment process"; and (3) "Over-tight project schedule requiring rush jobs". The output of this research study is particularly essential in assisting the contracting parties to mitigate the avoidable hindrances when embarking on PFSS. It has also generated valuable insights into developing effective recommendations for alleviating the barriers to PFSS success for future construction projects. PMID:22664678

    In the Pacific Northwest, a major effort has been made to improve the energy efficiency of new buildings. In the residential building sector, energy-efficient standards for new construction, called Model Conservation Standards (MCS), have been proposed; and demonstration projects are under way to implement MCS features and to explore new conservation possibilities. Bonneville Power Administration (Bonneville) administers a Pacific Northwest program to promote the construction and marketing of energy-efficient site-built homes. This program, Super Good Cents (SGC), pays incentives for new buildings that meet the MCS energy-efficiency levels. Starting in late 1987, Bonneville began a research and demonstration project to include HUD-code manufactured homes (homes built under the US Department of Housing and Urban Development's standards) in the SGC program. This report provides information on PNL's activities in collecting technical and cost data, and presents selected descriptive results from the cost database. Analysis will be performed under a separate Bonneville contract after energy, ventilation, and infiltration rate data are collected. 2 refs., 12 tabs.

  9. The effect of Problem/Project-Based Learning on a desired skill set for construction professionals

    The purpose of this study was to investigate if a Problem/Project-Based Learning (PBL) approach can affect certain non-technical, "soft" skills of construction engineers. Such skills include leadership, adaptability, and stress management. In mixed design research, quantitative and qualitative data are assembled and analyzed collectively. For this study, two separate assessment tools were used for the quantitative portion, while open-ended written reflections and a partially closed-ended senior questionnaire were implemented for the qualitative portion. A hypothetical model was used to investigate certain soft skills based on prior research documenting need. Skills investigated were confidence, stress coping, leadership, communication skills, adaptability, and management skills. Descriptive statistics, open-ended final written reflections, and a partially closed-ended senior questionnaire were used to analyze the data. PBL is a process in which the students are challenged to develop realistic solutions on open, less structured, real world type problems. The results of this study performed with the combined count of nearly 60 students suggest that PBL can influence several soft skills of senior construction engineers. Specifically, these findings demonstrate the following: (a) PBL appears to affect students' soft skills; (b) students appear to recognize the realism and "real world" applicability that PBL brings to their skill development; and (c) the data suggest that the experience is holistic and offers opportunities for balanced growth in several ways. Some key competencies such as communication and leadership indicated significant enhancements. Although this study was limited to one academic year of the university's construction engineering program, it provides interesting insight to changes within the time period investigated. For example, the nuclear island basemat at Haiyang Units 1 and 2 and Sanmen Unit 2 was laid in less time than that of Sanmen Unit 1, the ultra-large steam generator and RV forging lead times were reduced for the follow on units, and the fabrication of the auxiliary building module for Haiyang Unit 1 took less time than for the Sanmen first unit. These benefits are also being realized by the United States AP1000 project construction and fabrication modules, and equipment. Some difficulties arise from building this first-of-a-kind (advanced passive) type of plant; however, these difficulties are being overcome and the overall schedule remains achievable. (authors)
