The Geothermal Plan is part of the Navy Energy R and D Program that will evaluate Navy sites and provide a technical, economic, and environmental base for subsequent resource use. One purpose of the program will be to provide for the transition of R and D funded exploratory efforts into the resource development phase.     Both the new high temperature superconductors (HTS) and the low temperature superconductors (LTS) are important components of the Navy's total plan to integrate superconductivity into field operational systems. Fundamental research is an important component of the total Navy program and focuses on the HTS materials. Power applications (ship propulsion) use LTS materials while space applications (millimeter wave electronics) use HTS materials. The Space Experiment to be conducted at NRL will involve space flight testing of HTS devices built by industry and will demonstrate the ability to engineer and space qualify these devices for systems use. Another important component of the Navy's effort is the development of Superconducting Quantum Interference Device (SQUID) magnetometers. This program will use LTS materials initially, but plans to implement HTS materials as soon as possible. Hybrid HTS/LTS systems are probable in many applications. A review of the status of the Navy's HTS materials research is given as well as an update on the Navy's development efforts in superconductivity.

    This is the final report on a field evaluation by the Department of the Navy of twenty 5-kW PEM fuel cells carried out during 2004 and 2005 at five Navy sites located in New York, California, and Hawaii. The key objective of the effort was to obtain an engineering assessment of their military applications. Particular issues of interest were fuel cell cost, performance, reliability, and the readiness of commercial fuel cells for use as a standalone (grid-independent) power option. Two corollary objectives of the demonstration were to promote technological advances and to improve fuel performance and reliability. From a cost perspective, the capital cost of PEM fuel cells at this stage of their development is high compared to other power generation technologies. Sandia National Laboratories technical recommendation to the Navy is to remain involved in evaluating successive generations of this technology, particularly in locations with greater environmental extremes, and it encourages their increased use by the Navy.

    Standardization is a concept that is basic to our world today. The idea of reducing costs through the economics of mass production is an easy one to grasp. Henry Ford started the process of large scale standardization in this country with the Detroit production lines for his automobiles. In the process additional benefits accrued, such as improved reliability through design maturity, off-the-shelf repair parts, faster repair time, and a resultant lower cost of ownership (lower life-cycle cost). The need to attain standardization benefits with military equipments exists now. Defense budgets, although recently increased, are not going to permit us to continue the tremendous investment required to maintain even the status quo and develop new hardware at the same time. Needed are more reliable, maintainable, testable hardware in the Fleet. It is imperative to recognize the obsolescence problems created by the use of high technology devices in our equipments, and find ways to combat these shortfalls. The Navy has two packaging standardization programs that will be addressed in this paper; the Standard Electronic Modules and the Modular Avionics Packaging programs. Following a brief overview of the salient features of each program, the packaging technology aspects of the program will be addressed, and developmental areas currently being investigated will be identified.

    The Navy Dental Corps is responsible for ensuring the readiness of America's sailors and marines and optimizing their oral health. This article traces the history from the 1912 Act of Congress authorizing thirty "assistant dental surgeons" as the first Navy Dental Corps through service around the world. Navy dentists have seen service in every war and action in the past ninety years, reaching a peak of seven thousand officers and eleven thousand technicians in World War II. The Navy Dental Corps has served in the Korean and Vietnam Wars, Beirut, Somalia, Haiti, 9/11, Desert Storm, Desert Shield, and Operation Iraqi Freedom. PMID:12892336

News on GNVQ science The Institute of Physics and the Royal Society of Chemistry are currently financing the compilation of a directory of resources to assist teachers in identifying and selecting suitable materials for teaching the new GNVQ science specifications. Work on the first part of the directory will soon be completed and it is hoped to publish the material in both print and electronic forms before the end of the summer term. This first part covers resources - all evaluated by practising GNVQ teachers - supporting the teaching of the compulsory units for Advanced GNVQ Science. A small team comprising a physics teacher, a chemistry teacher and a biology teacher, all involved with GNVQ programmes and led by Dr Ken Gadd, has carried out the work. They have established a network of teachers around the country to help with the evaluation of curriculum materials. The next part of the project will be to examine the feasibility of providing a similar listing for the optional units at this level. Future development, depending on the availability of funds, will extend the project to Intermediate level programmes in science, including the Part One, once its structure has been agreed at QCA. Further information about the Directory and the next phase of development will be available in the autumn.     The Navy Precision Optical Interferometer (NPOI) has now been recording astronomical observations for the better part of two decades. During that time period hundreds of thousands of observations have been obtained, with a total data volume of multiple terabytes. Additionally, in the next few years the data rate from the NPOI is expected to increase significantly. To make it easier for NPOI users to search the NPOI observations and to make it easier for them to obtain data, we have constructed a easily accessible and searchable database of observations. The database is based on a MySQL server and uses standard query language (SQL). In this paper we will describe the database table layout and show examples of possible database queries.

  19. Petite Amateur Navy Satellite (PANSAT)

    The subsystem and structural design of the Naval Post Graduate School's Petite Amateur Navy Satellite (PANSAT) is described. The objectives of PANSAT are: (1) to provide an ideal educational tool for officer students; (2) to provide digital store-and-forward communications, or packet radio, for the amateur radio community; and (3) to provide a low-cost space-based platform for small experiments. PANSAT will be launched from the Shuttle at a nominal altitude of 200 nmi. and an inclination of at least 37 deg. Since there is no attitude control, eight dipole whip antennas will be used to provide isotropic ground coverage for communications. FM digital communications will be used with up-link and down-link on a single frequency in the amateur band of 144 to 146 MHz or 437 to 438 MHz. The satellite's communications subsystem, data processor and sequencer, power subsystem, structure subsystem, and experiment payload are described. The major experiment being considered will test the on-orbit annealing of radiation damaged solar cells.

  20. Registered nurses' job satisfaction in Navy hospitals.

    Because of the increasing use of civilian registered nurses to supplement the nursing staff at U.S. Navy hospitals, it is imperative to understand the factors that influence satisfaction in both Navy and civilian nurses in military hospitals. This study sought to expand knowledge of satisfaction in hospital-based active duty Navy registered nurses and federal civilian nurses. Respondents completed a survey with a response rate of 42% (N=496). The survey was designed using well-known satisfaction models and included measures of work attitudes, work setting, and demographic characteristics. Linear regression models explained 51% of the variance in job satisfaction for Navy nurses and 55% for civilian nurses. Routinization had the strongest significant negative association with job satisfaction for Navy and civilian nurses. Supervisor support was significantly associated with satisfaction for Navy nurses although coworker support was a significant factor for civilians. These findings have implications for nurse administrators and health care executives who desire to retain nurse employees. PMID:19216301

    Age-adjusted and age-specific incidence rates of testicular cancer in US Navy personnel did not differ significantly from those of the US population, and age-adjusted incidence rates did not increase with length of service in the Navy. There was a group of three occupations, however, which involved duties similar to those of the civilian occupation of automobile mechanic, and which had a significantly elevated age-adjusted rate of testicular cancer compared with the US population and the total Navy population. These occupations were aviation support equipment technician, engineman, and construction mechanic. All involve maintenance of internal combustion engines and exposure to the attendant lubricants, solvents, paints, and exhausts. PMID:3337092

    Can the ocean floor's topography be a state secret? The U.S. Navy is now deciding whether to deny U.S. scientists access to highly detailed bathymetrie data because of security imperatives it says it can't completely reveal. Government officials and scientists interviewed for this artcle agree that the central issue is the costs and benefits of secrecy in a scientifically open society.The National Oceanic and Atmospheric Administration has mapped nearly 128,000 km2 of the seafloor in the U.S. Exclusive Economic Zone, but since 1985, when Vice Admiral John Poindexter of the National Security Council banned the distribution of maps and charts produced in the program at the request of the Navy, scientists haven't been able to see or use the high-resolution sonar data. The Navy is now considering extending that restriction to all multibeam bathymetry acquired through federally sponsored research anywhere in the world.

    The Refinery Yield Model of the Navy Mobility Fuels Forecasting System has been used to study the feasibility and quality of Navy JP-5 jet fuel and F-76 marine diesel fuel for two scenarios in the year 2000. Both scenarios account for environmental regulations for fuels produced in the US and assume that Eastern Europe, the USSR, and the People`s Republic of China have free market economies. One scenario is based on business-as-usual market conditions for the year 2000. The second scenario is similar to first except that USSR crude oil production is 24 percent lower. During lower oil production in the USSR., there are no adverse effects on Navy fuel availability, but JP-5 is generally a poorer quality fuel relative to business-as-usual in the year 2000. In comparison with 1990, there are two potential problems areas for future Navy fuel quality. The first problem is increased aromaticity of domestically produced Navy fuels. Higher percentages of aromatics could have adverse effects on storage, handling, and combustion characteristics of both JP-5 and F-76. The second, and related, problem is that highly aromatic light cycle oils are blended into F-76 at percentages which promote fuel instability. It is recommended that the Navy continue to monitor the projected trend toward increased aromaticity in JP-5 and F-76 and high percentages of light cycle oils in F-76. These potential problems should be important considerations in research and development for future Navy engines.

    The Navy has been a strong proponent of composites for aircraft structure. Fleet use of composites started with the F-14 in the early 1970's and has steadily increased. This experience base provides sufficient information to allow an evaluation of the maintenance performance of polymer composites in service. A summary is presented of the Navy's experience with maintenance of composite structure. The general types of damage experienced in the fleet as well as specific examples of composite damage to aircraft is described. The impact of future designs on supportability is also discussed.

    Computerized career history and demographic information is obtained four times each year for all active-duty US Navy enlisted personnel by the Naval Health Research Center in San Diego, California. This system provided demographic, occupational (110 occupations), and service history information for enlisted men serving during 1974-1979 (2,275,829 person-years). This analysis is restricted to white males because of the relatively small number of events in nonwhites. Age-adjusted and age-specific incidence rates of testicular cancer in US Navy personnel did not differ significantly from those of the US population, and age-adjusted incidence rates did not increase with length of service in the Navy. There was a group of three occupations, however, which involved duties similar to those of the civilian occupation of automobile mechanic, and which had a significantly elevated age-adjusted rate of testicular cancer compared with the US population and the total Navy population. These occupations were aviation support equipment technician, engineman, and construction mechanic. All involve maintenance of internal combustion engines and exposure to the attendant lubricants, solvents, paints, and exhausts.

    The risk of the development of testicular cancer is greatest in white men aged 20-29 years. The United States Navy is one of the largest populations of men in this high-incidence age group to receive health care with a centralized, computer-based medical records system. There were 2,275.829 person-years at risk in white male enlisted personnel involved in approximately 100 occupations in the US Navy during 1974-1979. Incident cases of testicular cancer (n = 143) were identified in this population using computerized hospitalization data maintained at the Naval Health Research Center, San Diego. Cases were verified through review of original medical records and Naval Medical Board findings. Age-adjusted incidence rates of testicular cancer in US Navy personnel did not differ significantly from those of the United States population (3.7 vs 3.9 per 100,000, respectively), and there were no significant differences in age-specific rates. US Navy age adjusted incidence rates of testicular cancer did not increase with length of service. However, two naval occupations appeared to have significantly increased risk: aviation support equipment technicians (standardized incidence ratio (SIR) = 6.2, p = 0.001) and enginemen (SIR = 2.6, p = 0.01). Job-related exposures common to these two occupations include exposure to gasoline and diesel fuel, and their exhaust products; the authors believe these exposures may be associated with increased risk of testicular cancer.

In May, Bunce visited three high schools, Christian Heritage School, Fairfield High School, and Greenwich High School, where she interacted with teachers and students and presented lectures and demonstrations to several chemistry classes. She was also keynote speaker at the ACS local section's Education Night.   16. HITS - The Navy's new DATPG system

    A new digital automatic test program generation standard called HITS (Hierarchical Integrated Test Simulator), developed by the U.S. Navy as the answer to digital LSI/VLSI circuit technology is discussed. Three major areas of the HITS program which include system flow/unique capabilities, modeling language structures, and management of HITS are preseented. HITS contains the following major software modules: the primary model processor, the secondary model processor, the test language processor, the simulator, and the tester output generator. The functions performed by the individual system modules are described. A circuit description language, which provides user flexibility when describing complex circuit models, and its components are considered. The major areas of HITS management include: (1) HITS accessibility, distribution, and availability; (2) user support; (3) advanced development; and (4) Navy/DOD coordination and standardization.

  17. Personality characteristics of successful Navy submarine personnel.

    This study evaluated the personality characteristics of senior enlisted and occupationally successful Navy submarine personnel. One hundred subjects completed the Schedule for Nonadaptive and Adaptive Personality (SNAP). Results indicated that the traits of detachment, propriety, and workaholism were most descriptive of the sample. Thirty-seven percent met SNAP criteria for a personality disorder, typically antisocial, obsessive-compulsive, or avoidant. The results are discussed in terms of adaptation to environmental demands aboard submarines. Suggestions for further research are offered. PMID:8935516

Column editor Ed Vitz is looking for additional volunteers to serve as "checkers" for manuscripts that have been submitted to the Journal for possible publication as Tested Demonstrations. A checker is expected to perform two functions: to review the manuscript for accuracy and novelty, and to attempt to perform the demonstration according to the procedure supplied by the author. Checkers may suggest important improvements in demonstration procedures, and for their efforts they are cited in the byline when the manuscript is published. For instance, the demo showing the yellow cascading precipitates (lead iodide) made from potassium iodide and lead nitrate was submitted by Wobbe de Vos and checked by Kim Kostka. The (yellow) cascading precipitates are from "Using Large Glass Cylinders To Demonstrate Chemical Reactions" that appeared in the April 1999 issue of JCE. We prefer that checkers begin the review process (which may in some cases involve procuring supplies) very soon after being contacted so that their review can be completed in the timely manner that authors deserve. Checkers are usually teachers who routinely present lecture demonstrations in their classes in either high school or colleges. We try not to call on checkers more often than once a year, which is one of the reasons for this request.   20. US Navy mobility fuels: Worldwide survey and analysis of both commercial and Navy fuels. Final report

    Quality and worldwide availability of distillate fuels have become increasing concerns to the U.S. Department of Defense. In response to these concerns, the David Taylor Research Center (DTRC) has conducted a worldwide survey of such fuels through a contract with the National Institute for Petroleum and Energy Research (NIPER). Representative fuels were collected at both Navy and commercial ports around the world through a NIPER subcontract to ABS Worldwide Technical Services (ABSTECH). The collected fuels were Naval Distillate Fuel (MIL-F-16884H, NATO F-76), Marine Gas Oil (MGO), Heavy Marine Gas Oil (HMGO), and Marine Diesel Fuel (MDF) for the Navy; Automotive/Truck Diesel for the Army; and Aviation Turbine Fuel (MIL-T-5624L, NATO JP-5) for the Naval Air Propulsion Center. The Navy F-76 fuel samples were characterized at NIPER by 44 different fuel property analyses.

    News from Journal House Perspective on JCE Online Recently a reader asked us for a perspective on JCE Onlinehow the chemical education community is receiving it and how the Journal staff itself views it. We share our responses below. Subscriber Numbers How many people subscribe to JCE Online+? As of June 1, 1999, our records show that 13% of individual JCE subscriptions in the USA include JCE Online+. This percentage has increased significantly during the past year- in June 1998 it was approximately 4% and December 1998 about 7%. Almost all subscribers to JCE Online subscribe to print as well. Since JCE Online has only very recently been made available to institutional subscribers, there are no numbers to report. There has been considerable interest in online from libraries. Given that JCE Online+ is a fairly recent subscriber option and that many subscribers have a wait-and-see approach to any new option, we feel that the numbers above are quite high. The steady growth is encouraging. Online Usage How many people visit our Web site? Statistics for the period January 1, 1999, through May 31, 1999, that may be of interest include:

  3. Navy Radon Assessment and Mitigation Program

    During the reporting period, June, 1 1989, through May 30, 1990, radon detectors were sent to all Department of the Navy installations that contained housing areas, childcare centers, schools, hospitals, bachelor quarters, and brigs. This action was part of the screening phase of the Navy Radon Assessment and Mitigation Program. Because of detector losses, a few facilities will require rescreening. The length of time the detectors are exposed in the buildings is dependent on the time or year they were placed and the time when the doors and windows are normally closed. A 3-month exposure time is sufficient for facilities that placed detectors in building when they would be closed. Otherwise detectors will be exposed for about 1 year. To date, about 9,000 detectors (out of a total of 27,100 detectors sent to the field) have been returned for a determination of exposure levels. About 2,000 detectors have been analyzed and the information sent to the Navel Facilities Engineering Command Headquarters for forwarding to the installations. Except for the additional installations requiring rescreening, the screening effort results should be available this calendar year. The rescreening results should be available by mid-1991. Assessment will start this calendar year based on the results from screening. Initial emphasis will be on housing, child-care centers, schools, and hospitals. 6 refs., 17 figs., 16 tabs.

    Passive smoking is an emotive issue and one which has received considerable coverage in the past few years from both the scientific community and the media. The arguments for and against links between passive smoking and disease are as fiercely contested among members of the Royal Navy as among civilians. This article aims to present the current evidence in favour of such a link and also the views on the matter as expressed by the ship's company of a Type 22 frigate. Their views will be compared to the result of a similar survey carried out among civilian workforces. Finally, based on the evidence and results presented, strategies for tackling this problem will be discussed. PMID:8027967

  14. Navy hearing conservation program: hearing threshold comparisons to Navy SEALS and divers.

    The study examined hearing threshold for Navy special operations personnel (SEALS (Sea-Air-Land): N = 212; divers: N = 165). Hearing threshold values were obtained and age adjusted using Mantel Haenzel Weighted odds ratio (MHOR) to compare with information in the Navy Hearing Conservation Database. For any threshold above 20 dB in the 500 through 3000 Hz range, the SEALS were significantly less at risk (MHOR = 0.54, p = 0.022) in the right ear, while the divers were significantly less at risk in the left ear (MHOR = 0.61, p = 0.047). For hearing thresholds at 4000 Hz above 40 dB, SEALS were significantly more at risk in both left ear (MHOR = 2.03, p = 0.0043) and right ear (MHOR = 2.58, p = 0.000089), while divers were not different. Risk assessment based on these findings must consider the multiple exposure hazards and critical mission profiles for the Navy special operations personnel. Requirements for mission accomplishment in hazardous environments may deem these risks acceptable. PMID:12964859

  15. Suicides in active-duty enlisted Navy personnel.

    Cases of completed suicide among U.S. Navy enlisted personnel occurring from 1974 through 1985 were identified and compared with similar rates in the U.S. general population and in the U.S. Army. Although the Navy suicide rate was the lowest of the three groups, this rate increased between 1976 and 1983. This was in contrast to national and Army trends during the same period. Young white males in the apprentice/recruit and blue-collar occupations had the highest rates of completed suicide in the Navy. Recommendations for prevention and treatment are discussed.     Lithium batteries offer many advantages for Navy systems but may also exhibit undesirable hazardous behavior. Safety problems have been traced to a variety of chemical and physical causes. The Navy has established a central safety office with responsibility for all lithium battery use. Before an item is approved for Navy use, it must pass both a design review and a set of end item tests. These reviews focus on complete systems which include a battery inside the end item. After system approval, specific regulations govern the transportation, storage, and disposal of the unit containing lithium batteries. Each of these areas is discussed in detail.

    Summary: NAViGaTOR is a powerful graphing application for the 2D and 3D visualization of biological networks. NAViGaTOR includes a rich suite of visual mark-up tools for manual and automated annotation, fast and scalable layout algorithms and OpenGL hardware acceleration to facilitate the visualization of large graphs. Publication-quality images can be rendered through SVG graphics export.     The aims of this longitudinal study were to investigate a significant threshold shift (STS) among personnel working on board the Royal Norwegian Navy's (RNoN) vessels between 2012 and 2014 and to identify possible determinants of STS. Hearing thresholds were measured by pure tone audiometry in two consecutive examinations (n = 226). STS was defined as an average change in hearing thresholds ≥ + 10 dB at 2,000 Hz, 3,000 Hz, and 4,000 Hz in either ear. Determinants of STS were assessed through a questionnaire. The incidence of STS was 23.0%. Significant determinants of STS were the number of episodes of temporary threshold shifts (TTS) in the Navy, exposure to continuous loud noise during work on board, and the number of gun shots (in the Navy, hunting, and sports). This study indicated a significant association between noise exposure on board Navy vessels and development of STS. PMID:27157689
