    In August 1991, the Joint Contractors came to agreement with Sandia National Laboratories (SNL) and the Department of Energy (DOE) on a workscope for the cost-shared Early Site Permit Demonstration Program. One task within the scope was the development of a guide for site selection criteria and procedures. A generic Siting Guide his been prepared that is a roadmap and tool for applicants to use developing detailed siting plans for their specific region of the country. The guide presents three fundamental principles that, if used, ensure a high degree of success for an ESP applicant. First, the site selection process should take into consideration environmentally diverse site locations within a given region of interest. Second, the process should contain appropriate opportunities for input from the public. Third, the process should be applied so that it is clearly reasonable to an impartial observer, based on appropriately selected criteria, including criteria which demonstrate that the site can host an advanced light water reactor (ALWR). The Siting Guide provides for a systematic, comprehensive site selection process in which three basic types of criteria (exclusionary, avoidance, and suitability) are presented via a four-step procedure. It provides a check list of the criteria for each one of these steps. Criteria are applied qualitatively, as well as presented numerically, within the guide. The applicant should use the generic guide as an exhaustive checklist, customizing the guide to his individual situation.

    On October 24, 1992, President Bush signed into law the National Energy Policy Act of 1992. The bill is a sweeping, comprehensive overhaul of the Nation`s energy laws, the first in more than a decade. Among other provisions, the National Energy Policy Act reforms the licensing process for new nuclear power plants by adopting a new approach developed by the US Nuclear Regulatory Commission (NRC) in 1989, and upheld in court in 1992. The NRC 10 CFR Part 52 rule is a three-step process that guarantees public participation at each step. The steps are: early site permit approval; standard design certifications; and, combined construction/operating licenses for nuclear power reactors. Licensing reform increases an organization`s ability to respond to future baseload electricity generation needs with less financial risk for ratepayers and the organization. Costly delays can be avoided because design, safety and siting issues will be resolved before a company starts to build a plant. Specifically, early site permit approval allows for site suitability and acceptability issues to be addressed prior to an organization`s commitment to build a plant. Responsibility for site-specific activities, including communications and public participation, rests with those organizations selected to try out early site approval. This plan has been prepared to assist those companies (referred to as sponsoring organizations) in planning their communications and public involvement programs. It provides research findings, information and recommendations to be used by organizations as a resource and starting point in developing their own plans.

    The Early Site Permit (ESP) Demonstration Program is the nuclear industry`s initiative for piloting the early resolution of siting-related issues before the detailed design proceedings of the combined operating license review. The ESP Demonstration Program consists of three phases. The plant parameters envelopes task is part of Phase 1, which addresses the generic review of applicable federal regulations and develops criteria for safety and environmental assessment of potential sites. The plant parameters envelopes identify parameters that characterize the interface between an ALWR design and a potential site, and quantify the interface through values selected from the Utility Requirements Documents, vendor design information, or engineering assessments. When augmented with site-specific information, the plant parameters envelopes provide sufficient information to allow ESPs to be granted based on individual ALWR design information or enveloping design information for the evolutionary, passive, or generic ALWR plants. This document is expected to become a living document when used by future applicants.

    Technologies are being developed under the Buried Waste Integrated Demonstration (BWID) program to facilitate remediation of the US Department of Energy`s (DOE) buried and stored low-level radioactive, transuranic (TRU), and mixed radioactive and hazardous buried wastes. The BWID program is being coordinated by the Idaho National Engineering Laboratory (INEL) in southeastern Idaho, a DOE site that has large volumes of buried radioactive wastes. The program is currently focusing its efforts on the problems at INEL`s Subsurface Disposal Area (SDA) of the Radioactive Waste Management Complex (RWMC). As specific technologies are successfully demonstrated, they will be available for transfer to applications at other DOE buried waste sites. The purpose of this study is to present buried waste technology needs that have been identified for DOE sites other than INEL.

    The US Environmental Protection Agency (EPA) sponsored the demonstration of two new innovative hazardous waste treatment technologies developed by BioTrol, Inc., Chaska, Minnesota. One of the technologies treated contaminated soils and the other technology treated contaminated groundwater, surface water and waste water. According to the company, this is the first time in the history of the SITE program that soil washing and bioremediation were demonstrated in the field. These demonstrations were conducted at a Superfund site in New Brighton, Minnesota, under the EPA Superfund Innovative Technology Evaluation (SITE) program. The BioTrol Aqueous Treatment System (BATS) is based on a fixed-film bioreactor that uses naturally occurring bacteria to degrade organic chemicals. The BioTrol Soils Treatment System (BSTS) uses water as the washing medium to scrub contaminants from contaminated soil, thereby isolating the contaminants for subsequent detoxification. The contaminated wash water is recovered for recycle to the washing step using BATS technology. The soil washing process is based on mineral processing technology similar to that used in the mining industry in northern Minnesota.

    The primary objective of the Early Site Permit Demonstration Program (ESPDP) is to demonstrate successfully the use of 10CFR52 to obtain ESPs for one or more US sites for one (or more) ALWR nuclear power plants. It is anticipated that preparation of the ESP application and interaction with NRC during the application review process will result not only in an ESP for the applicant(s) but also in the development of criteria and definition of processes, setting the precedent that facilitates ESPs for subsequent ESP applications. Because siting regulatory processes and acceptance criteria are contained in over 100 separate documents, comprehensive licensing and technical reviews were performed to establish whether the requirements and documentation are self-consistent, whether the acceptance criteria are sufficiently well-defined and clear, and whether the licensing process leading to the issuance of an ESP is unambiguously specified. This document provides Appendix E which contains a population density report. In this study the proposed US Nuclear Regulatory Commission (NRC) population density and exclusion zone size criteria were evaluated for their potential effectiveness to meet the quantitative public health and safety objectives associated with the NRC Safety Goal Policy. In addition, the individual and societal risks from postulated accidents (based on NUREG-1150 methods) were determined and compared to the quantitative prompt and latent health objective of the safety goal policy.

    As part of the Arsenic Water Technology Partnership program, Sandia National Laboratories will carry out field demonstration testing of innovative technologies that have the potential to substantially reduce the costs associated with arsenic removal from drinking water. The scope for this work includes: (1) selection of sites for pilot demonstrations, (2) identification of candidate technologies through Vendor Forums, proof-of-principle bench-scale studies managed by the American Water Works Association Research Foundation (AwwaRF) or the WERC design contest, and (3) pilot-scale studies involving side-by-side tests of innovative technologies. The goal of site selection is identification of a suite of sites that exhibit a sufficiently wide range of groundwater chemistries to allow examination of treatment processes and systems under conditions that are relevant to different geochemical settings throughout the country. A number of candidate sites have been identified through reviews of groundwater quality databases, conference proceedings and discussions with state and local officials. These include sites in New Mexico, Arizona, Colorado, Oklahoma, Illinois, Michigan, Florida, Massachusetts and New Hampshire. In New Mexico, discussions have been held with water utility board staffs in Chama, Jemez Pueblo, Placitas, Socorro and several communities near Las Cruces to determine the suitability of those communities for pilot studies. The initial pilot studies will be carried at Socorro and Jemez Pueblo; other communities will be included as the program progresses. The proposed pilot test at a hot spring water source near Socorro will provide an opportunity to test treatment technologies at relatively high temperatures. If approved by the Tribal Government, the proposed pilot at the Jemez Pueblo would provide an opportunity to test technologies that will remove arsenic in the presence of relatively high concentrations of iron and manganese while leaving the beneficial

  18. Identification of sites for the low-level waste disposal development and demonstration program

    This report presents the results of site selection studies for potential low-level radioactive waste disposal sites on the Oak Ridge Reservation (ORR). Summaries of the site selection procedures used and results of previous site selection studies on the ORR are included. This report includes recommendations of sites for demonstration of shallow land burial using engineered trench designs and demonstration of above-grade disposal using design concepts similar to those used in tumulus disposal. The site selection study, like its predecessor (ORNL/TM-9717, Use of DOE Site Selection Criteria for Screening Low-Level Waste Disposal Sites on the Oak Ridge Reservation), involved application of exclusionary site screening criteria to the region of interest to eliminate unacceptable areas from consideration. Also like the previous study, the region of interest for this study was limited to the Oak Ridge Department of Energy Reservation. Reconnaissance-level environmental data were used in the study, and field inspections of candidate sites were made to verify the available reconnaissance data. Five candidate sites, all underlain by Knox dolomite residuum and bedrock, were identified for possible development of shallow land burial facilities. Of the five candidate sites, the West Chestnut site was judged to be best suited for deployment of the shallow land burial technology. Three candidate sites, all underlain by the Conasauga Group in Bear Creek Valley, were identified for possible development of above-grade disposal technologies. Of the three sites identified, the Central Bear Creek Valley site lying between State Route 95 and Gum Hollow Road was ranked most favorable for deployment of the above-grade disposal technology.

    This paper presents a sampling approach that was used to determine whether there were adequate quantities and concentrations of wastes at the Woodland Township Route 532 Site for demonstration of the asphalt encapsulation technology. This paper also presents the result of a bench-scale treatability study on wastes from this site. The preliminary sampling and analysis confirmed most of the types of organic and inorganic contaminants found at the Woodland Township Route 532 site during the remedial investigation (RI). However, the contamination levels varied over relatively short distances across the site from some contaminants. The bench-scale treatability study indicated that, when compared with concentrations in the untreated waste, WasteChem's asphalt encapsulation technology reduced semivolatile organic compound concentrations in the toxicity characteristic leaching procedure extracts of treated wastes. The study also indicated that metals concentrations in the TCLP extracts were lower in the treated wastes than the untreated wastes in some samples and higher in others.

  9. Soils, surficial geology, and geomorphology of the Bear Creek Valley Low-Level Waste Disposal Development and Demonstration Program site

    An intensive soil survey was conducted on the proposed Low-Level Waste Disposal Development and Demonstration Program site (LLWDDD) in Bear Creek Valley. Soils on the site were related to the underlying residuum and to the surficial colluvium and alluvium. Within any particular geologic formation, soils were subdivided based mostly on the degree of weathering, as reflected by saprolite weathering and morphologic features of the soils. Degree of weathering was related both to slope shape and gradient and to the joint-fracture system. Erosion classes were also used to make further subdivisions of any particular soil. Deep pits were dug in each of the major Conasauga Group formations (Pumpkin Valley, Rogersville, Maryville, and Nolichucky) for soil and saprolite characterization. Because of the widespread presence of alluvium and colluvium, which are potential sources of fill and final cover material, pits and trenches were dug to characterize the properties of these soils and to try to understand the past geomorphic history of the site. The results of the soil survey investigation indicated that the deeply weathered Pumpkin Valley residuum has good potential for the construction of tumuli or other types of belowground or aboveground burial of prepackaged compacted waste. 11 refs., 30 figs., 3 tabs.

  14. Evaluation of TVA`s model site and individual technology pollution prevention demonstration programs and their impact on the agrichemical industry

    The high volume of fertilizer and pesticides funneled through a relatively small number of distribution outlets has made these agribusiness sites potential sources of surface/groundwater contamination in watersheds surrounding the agrichemical facilities. The agrichemical industry came under increased pressures in the mid-1980s to implement environmentally sound management practices and to install containment structures around fertilizer and chemical storage/handling areas to prevent future contamination of existing sites or the movement of contaminants offsite. TVA`s long and successful history of technology transfer to the retail fertilizer industry, as well as the technical expertise of the Agency`s staff, made TVA ideally suited to handle the new environmental challenge. It was during this time period that TVA`s Model Site Demonstration Program (MSD) and Individual Technology Demonstration Program (ITD) were conceived. Since inception, the pollution prevention program and the technologies advanced by it have made a very positive impact on the US agrichemical industry, as well as on other TVA programs. This paper is an attempt to document these impacts, with primary focus being placed on the program`s impact on the agribusiness dealer who implements the pollution prevention technologies/practices recommended by TVA.

    The basic objective of this study was to assess the potential for cooperative projects between the Department of Energy (DOE) and the Department of Defense (DOD) in areas concerned with the development of Total Energy (TE) Systems and to do the groundwork and liaison necessary to initiate those projects. The scope of the potential joint projects includes cooperative effort in the development and test of a variety of heat engines (prime movers) capable of utilizing coal as well as synthetic liquid fuels derived from coal and oil shale; as well as the indication of potential Military Department sites which would be suitable for the demonstration of TE systems based on a variety of such prime movers. In order to accomplish the objective of the study, it was necessary to review a large number of DOD studies and plans and to discuss the objective of the TETAS studies with a large number of Military Department people. The DOD recognizes the requirement for an assured energy supply and the need to learn how to use the synthetic fuels from coal and shale being developed by the DOE. The need to modify engine systems to adapt them to differing fuel characteristics and make those engines more flexible relative to the range of fuels they will accept is clear. What is not so clear is the fact that the DOD has a much greater opportunity to conserve energy in now inefficient facility operations than it has in mobility operations which must continue to stress mission and high performance. This report indicates guidelines for the conduct of joint projects between the DOE and the DOD which can aid both in meeting their energy objective.

    Hawaii has abundant natural energy resources, especially biomass, that could be used to produce alternative fuels for ground transportation and electricity. This report summarizes activities performed during 1988 to June 1991 in the first phase of the Alcohol Transportation Fuels Demonstration Program. The Alcohol Transportation Fuels Demonstration Program was funded initially by the Energy Division of the State of Hawaii's Department of Business, Economic Development and Tourism, and then by the US Department of Energy. This program was intended to support the transition to an altemative transportation fuel, methanol, by demonstrating the use of methanol fuel and methanol-fueled vehicles, and solving the problems associated with that fuel. Specific objectives include surveying renewable energy resources and ground transportation in Hawaii; installing a model methanol fueling station; demonstrating a methanol-fueled fleet of (spark-ignition engine) vehicles; evaluating modification strategies for methanol-fueled diesel engines and fuel additives; and investigating the transition to methanol fueling. All major objectives of Phase I were met (survey of local renewable resources and ground transportation, installation of methanol refueling station, fleet demonstration, diesel engine modification and additive evaluation, and dissemination of information on alternative fueling), and some specific problems (e.g., relating to methanol fuel contamination during handling and refueling) were identified and solved. Several key issues emerging from Phase I (e.g., methanol corrosion, flame luminosity, and methanol-transition technoeconomics) were recommended as topics for follow-on research in subsequent phases of this program.

    The Joint Unmanned Combat Air Systems (J-UCAS) program is a collaborative effort between the Defense Advanced Research Project Agency (DARPA), the US Air Force (USAF) and the US Navy (USN). Together they have reviewed X-45A flight test site processes and personnel as part of a system demonstration program for the UCAV-ATD Flight Test Program. The goal was to provide a disciplined controlled process for system integration and testing and demonstration flight tests. NASA's Dryden Flight Research Center (DFRC) acted as the project manager during this effort and was tasked with the responsibilities of range and ground safety, the provision of flight test support and infrastructure and the monitoring of technical and engineering tasks. DFRC also contributed their engineering knowledge through their contributions in the areas of autonomous ground taxi control development, structural dynamics testing and analysis and the provision of other flight test support including telemetry data, tracking radars, and communications and control support equipment. The Air Force Flight Test Center acted at the Deputy Project Manager in this effort and was responsible for the provision of system safety support and airfield management and air traffic control services, among other supporting roles. The T-33 served as a J-UCAS surrogate aircraft and demonstrated flight characteristics similar to that of the the X-45A. The surrogate served as a significant risk reduction resource providing mission planning verification, range safety mission assessment and team training, among other contributions.

    A series of demonstration tests of the American Combustion, Inc., Thermal Destruction System was performed under the SITE program. This oxygen-enhanced combustion system was retrofit to the rotary-kiln incinerator at EPA's Combustion Research Facility. The system's performance was tested firing contaminated soil from the Stringfellow Superfund Site, both alone and mixed with a coal tar waste (KO87). Comparative performance with conventional incinerator operation was also tested. Compliance with the incinerator performance standards of 99.99% principal organic hazardous constituents (POHC) destruction and removal efficiency and particulate emissions of less than 180 mg/dscm at 7% O2 was measured for all tests. The Pyretron system was capable of in-compliance performance at double the mixed waste feedrate and at a 60% increase in batch waste charge mass than possible with conventional incineration. Scrubber blowdown and kiln ash contained no detectable levels of any of the POHCs chosen.

    The background and development of the Seasat commercial demonstration program are reviewed and the Seasat spacecraft and its sensors (altimeter, wind field scatterometer, synthetic aperture radar, and scanning multichannel microwave radiometer) are described. The satellite data distribution system allows for selected sets of data, reformatted or tailored to specific needs and geographical regions, to be available to commercial users. Products include sea level and upper atmospheric pressure, sea surface temperature, marine winds, significant wave heights, primary wave direction and period, and spectral wave data. The results of a set of retrospective case studies performed for the commercial demonstration program are described. These are in areas of application such as marine weather and ocean condition forecasting, offshore resource exploration and development, commercial fishing, and marine transportation.

    Open demonstrations of technologies developed by the Office of Technology Development`s (QTD`s) Mixed Waste Landfill Integrated Demonstration (MWLID) should facilitate regulatory acceptance and speed the transfer and commercialization of these technologies. The purpose of the present project is to identify the environmental restoration needs of hazardous waste and/or mixed waste landfill owners within a 25-mile radius of Sandia National Laboratories (SNL). Most municipal landfills that operated prior to the mid-1980s accepted household/commercial hazardous waste and medical waste that included low-level radioactive waste. The locations of hazardous and/or mixed waste landfills within the State of New Mexico were. identified using federal, state, municipal and Native American tribal environmental records. The records reviewed included the US Environmental Protection Agency (EPA) Superfund Program CERCLIS Event/Site listing (which includes tribal records), the New Mexico Environment Department (NMED), Solid Waste Bureau mixed waste landfill database, and the City of Albuquerque Environmental Health Department landfill database. Tribal envirorunental records are controlled by each tribal government, so each tribal environmental officer and governor was contacted to obtain release of specific site data beyond what is available in the CERCLIS listings.

    Project Description: Propane Vehicle Demonstration Grants The Propane Vehicle Demonstration Grants was established to demonstrate the benefits of new propane equipment. The US Department of Energy, the Propane Education & Research Council (PERC) and the Propane Vehicle Council (PVC) partnered in this program. The project impacted ten different states, 179 vehicles, and 15 new propane fueling facilities. Based on estimates provided, this project generated a minimum of 1,441,000 new gallons of propane sold for the vehicle market annually. Additionally, two new off-road engines were brought to the market. Projects originally funded under this project were the City of Portland, Colorado, Kansas City, Impco Technologies, Jasper Engines, Maricopa County, New Jersey State, Port of Houston, Salt Lake City Newspaper, Suburban Propane, Mutual Liquid Propane and Ted Johnson.

    The MAJORANA collaboration is constructing the MAJORANA DEMONSTRATOR at the Sanford Underground Research Facility at the Homestake gold mine, in Lead, SD. The apparatus will use Ge detectors, enriched in isotope 76Ge, to demonstrate the feasibility of a large-scale Ge detector experiment to search for neutrinoless double beta decay. The long half-life of this postulated process requires that the apparatus be extremely low in radioactive isotopes whose decays may produce backgrounds to the search. The radioassay program conducted by the collaboration to ensure that the materials comprising the apparatus are sufficiently pure is described. The resulting measurements from gamma-ray counting, neutron activation and mass spectroscopy of the radioactive-isotope contamination for the materials studied for use in the detector are reported. We interpret these numbers in the context of the expected background for the experiment.

The demonstrator is implemented as a laboratory-based research testbed, and will show proof-of-concept for supervised automation of space assembly, servicing, and repair operations. The demonstrator system features a hierarchically layered intelligent control architecture which enables automated planning and run-time sequencing of complex tasks by a supervisory human operator. The demonstrator also provides a full bilateral force-reflecting hand control teleroperations capability. The operator may switch smoothly between the automated and teleroperated tasking modes in run-time, either on a preplanned or operator-designated basis.

    The Department of Energy`s Office of Technology Development initiated an Integrated Demonstration Program at the Savannah River Site in 1989. The objective of this program is to develop, demonstrate, and evaluate innovative technologies that can improve present-day environmental restoration methods. The Integrated Demonstration Program at SRS is entitled ``Cleanup of Organics in Soils and Groundwater at Non-Arid Sites.`` New technologies in the areas of drilling, characterization, monitoring, and remediation are being demonstrated and evaluated for their technical performance and cost effectiveness in comparison with baseline technologies. Present site characterization and monitoring methods are costly, time-consuming, overly invasive, and often imprecise. Better technologies are required to accurately describe the subsurface geophysical and geochemical features of a site and the nature and extent of contamination. More efficient, nonintrusive characterization and monitoring techniques are necessary for understanding and predicting subsurface transport. More reliable procedures are also needed for interpreting monitoring and characterization data. Site characterization and monitoring are key elements in preventing, identifying, and restoring contaminated sites. The remediation of a site cannot be determined without characterization data, and monitoring may be required for 30 years after site closure.

    The supply of reliable, cost-effective electric power with minimal environmental impact is a constant concern of Department of Defense (DOD) installation energy personnel. Electricity purchased from the local utility is expensive and represents only about 30% of the original energy input at the generating station due to generation and distribution inefficiencies. Because of master metering and large air conditioning loads, the demand portion of the installation`s electric bill can be in excess of 50% of the total bill. While the electric utilities in the United States have a very good record of reliability, there is significant potential for improving the security of electrical power supplied by using on-site power generation. On-site, dispersed power generation can reduce power outages due to weather, terrorist activities, or lack of utility generating capacity. In addition, as increased emphasis is placed on global warming, acid rain, and air pollution in general, the development of clean, highly efficient power producing technologies is not only desirable, but mandatory. Since the majority of central heat plants on U.S. military installations are nearing the end of their useful life, there is an opportunity to replace outdated existing equipment with modem technologies.

    A demonstration of an innovative technology for remediating radionuclide contamination in water took place at the Rocky Flats Environmental Technology Site (RFETS) in Golden, Colorado, during the summer of 1995. The demonstration was part of the U.S. Environmental Protection Agency (EPA) Superfund Innovative Technology Evaluation (SITE) program and was conducted by EPA, the U.S. Department of Energy (DOE), and General Environmental Corporation (GEC). The SITE program encourages the development and demonstration of innovative treatment and monitoring technologies. The purpose of the demonstration was to evaluate the ability of GEC`s innovative CURE technology to remove uranium, plutonium, and americium from water taken from the A and B solar evaporation ponds at RFETS. The CURE electrocoagulation process uses an anode and cathode in a patented geometry to remove contaminants, including radionuclides, from wastewater in a continuous flow process. Electrocoagulation has been recognized as a method of removing a variety of contaminants from wastewaters. With the CURE process, GEC has refined the technology and adapted it to hazardous waste cleanup. Bench scale treatability testing conducted in April 1995 indicated 99 percent removal efficiencies were possible for uranium, plutonium-239/240, and americium-241. During the field scale demonstration in August and September 1995, samples were collected from four demonstration runs at RFETS. A removal efficiency of approximately 50 percent was achieved for uranium and nearly 99 percent for plutonium and americium.

    Despite a general reduction in blood lead levels in children after lead was banned in gasoline and paint, lead poisoning remains an important health problem in many older urban areas. One factor that increases risk in these places is the high levels of lead in certain residential areas. A major intervention study found that reducing lead levels in urban soils results in a reduction in exposed children's blood lead levels. Removing lead from inner-city soils or reducing exposures to lead-contaminated soils typically is expensive, technologically challenging, or beyond the ability of low-income households to undertake. This project, in conjunction with residents and community-based institutions, developed a series of in situ, low-cost, low-technology measures that worked to reduce the exposure to lead-contaminated soils in one Boston, Massachusetts, neighborhood. The project demonstrated several important results. Government, universities, residents, and community based organizations can work together effectively to reduce exposures to lead in soil. Lead-contaminated soil can be mitigated at a fraction of the cost of conventional methods in ways that increase the ability of residents, community health centers, and others to have a positive impact on their neighborhoods.     The Volatile Organic Compounds -- Arid Integrated Demonstration Program (VOC-Arid ID) is targeted at demonstration and testing of technologies for the evaluation and cleanup of volatile organic compounds and associated contaminants at arid DOE sites. The initial demonstration site is an area of carbon tetrachloride (CCl{sub 4}) contamination located near the center of the Hanford Site. The movement of CCl{sub 4} and other volatile organic contaminants in the subsurface is very complex. The problem at the Hanford Site is further complicated by the concurrent discharge of other waste constituents including acids, lard oil, organic phosphates, and transuranic radionuclides. In addition, the subsurface environment is very complex, with large spatial variabilities in hydraulic properties. A thorough understanding of the problem is essential to the selection of appropriate containment, retrieval, and/or in situ remedial technologies. The effectiveness of remedial technologies depends on knowing where the contaminants are, how they are held up in a given physical and chemical subsurface environment; and knowing the physical, chemical, and microbiological changes that are induced by the various remedial technologies.

    Hawaii has abundant natural energy resources, especially biomass, that could be used to produce alternative fuels for ground transportation and electricity. This report summarizes activities performed during 1988 to June 1991 in the first phase of the Alcohol Transportation Fuels Demonstration Program. The Alcohol Transportation Fuels Demonstration Program was funded initially by the Energy Division of the State of Hawaii`s Department of Business, Economic Development and Tourism, and then by the US Department of Energy. This program was intended to support the transition to an altemative transportation fuel, methanol, by demonstrating the use of methanol fuel and methanol-fueled vehicles, and solving the problems associated with that fuel. Specific objectives include surveying renewable energy resources and ground transportation in Hawaii; installing a model methanol fueling station; demonstrating a methanol-fueled fleet of (spark-ignition engine) vehicles; evaluating modification strategies for methanol-fueled diesel engines and fuel additives; and investigating the transition to methanol fueling. All major objectives of Phase I were met (survey of local renewable resources and ground transportation, installation of methanol refueling station, fleet demonstration, diesel engine modification and additive evaluation, and dissemination of information on alternative fueling), and some specific problems (e.g., relating to methanol fuel contamination during handling and refueling) were identified and solved. Several key issues emerging from Phase I (e.g., methanol corrosion, flame luminosity, and methanol-transition technoeconomics) were recommended as topics for follow-on research in subsequent phases of this program.

    A technology demonstration that optimizes sampling strategies and real-time data collection was carried out at the Kirtland Air Force Base RB-11 Radioactive Burial Site, Albuquerque, New Mexico in August 1994. The project, which was funded by the Strategic Environmental Research and Development Program (SERDP), involved the application of a geostatistical-based {open_quotes}smart sampling{close_quotes} methodology and software with on-site field screening of soils for radiation, organic compounds and metals. The software, known as Plume{trademark}, was developed at Argonne National Laboratory as part of the DOE/OTD-funded Mixed Waste Landfill Integrated Demonstration (MWLID). The objective of the investigation was to compare an innovative Adaptive Sampling approach that stressed real-time decision-making with a conventional RCRA-driven site characterization carried out by the Air Force. The latter investigation used a standard drilling and sampling plan as mandated by the EPA. To make the comparison realistic, the same contractors and sampling equipment (Geoprobe{reg_sign} soil samplers) were used. In both investigations, soil samples were collected at several depths at numerous locations adjacent to burial trenches that contain low-level radioactive waste and animal carcasses. Neither study revealed the presence of contaminants appreciably above risk based action levels, indicating that minimal to no migration has occurred away from the trenches. The combination of Adaptive Sampling with field screening achieved a similar level of confidence compared to the RCRA investigation regarding the potential migration of contaminants at the site. By comparison, the Adaptive Sampling program drilled 28 locations (vs. 36 for the conventional investigation), collected 81 samples (vs. 163), and sent 15 samples (vs. 163) off-site for laboratory analysis. In addition, the field work took 3 1/2 days compared to 13 days for the RCRA investigation.

    The National Aeronautics and Space Administration (NASA) Fiscal Year 2010 (FY10) budget introduced a new strategic plan that placed renewed emphasis on advanced missions beyond Earth orbit. This supports NASA s 2011 strategic goal to create innovative new space technologies for our exploration, science, and economic future. As a result of this focus on undertaking many and more complex missions, NASA placed its attention on a greater investment in technology development, and this shift resulted in the establishment of the Technology Demonstrations Missions (TDM) Program. The TDM Program, within the newly formed NASA Office of the Chief Technologist, supports NASA s grand challenges by providing a steady cadence of advanced space technology demonstrations (Figure 1), allowing the infusion of flexible path capabilities for future exploration. The TDM Program's goal is to mature crosscutting capabilities to flight readiness in support of multiple future space missions, including flight test projects where demonstration is needed before the capability can transition to direct mission The TDM Program has several unique criteria that set it apart from other NASA program offices. For instance, the TDM Office matures a small number of technologies that are of benefit to multiple customers to flight technology readiness level (TRL) 6 through relevant environment testing on a 3-year development schedule. These technologies must be crosscutting, which is defined as technology with potential to benefit multiple mission directorates, other government agencies, or the aerospace industry, and they must capture significant public interest and awareness.     This paper presents the lessons that were learned in technical assistance during the Preventive Marketing Initiative local site demonstration project in the US. The program has been ongoing for 5 years, with social marketers from the Academy for Educational Development and Porter Novelli using social marketing and behavioral science principles to develop HIV prevention programs for and with local teens. With the success of the program, community-based prevention programs are increasingly being requested since better outcomes resulted from a few dollars of investment. Likewise, funders and prevention researchers were challenged to transfer state-of-the-art prevention technologies for communities to apply it readily. The success achieved by the project, however, provides important lessons that would save time and money for future community-based Prevention Marketing efforts. Among the lessons were the need to seek out or establish conditions in the community that are conducive to success, as well as the need to offer technical assistance that would mobilize communities in developing more effective Prevention Marketing programs.     Review of potential sites for Enhanced Geothermal Systems (EGS) and development of reference scenarios for EGS demonstration projects are two sub-tasks included in the FY 1999 EGS Research and Development (R&D) Management Task (DOE Task Order Number DE-AT07-99ID60365, included in the Appendix of this report). These sub-tasks are consistent with the EGS Strategic Plan, which includes milestones relating to EGS site selection (Milestone 4, to be completed in 2004) and development of a cost-shared, pilot-scale demonstration project (Milestone 5, to be completed in 2008). The purpose of the present work is to provide some reference points for discussing what type of EGS projects might be undertaken, where they might be located, and what the associated benefits are likely to be. The review of potential EGS sites is presented in Chapter 2 of this report. It draws upon site-selection criteria (and potential project sites that were identified using those criteria) developed at a mini-workshop held at the April 1998 DOE Geothermal Program Review to discuss EGS R&D issues. The criteria and the sites were the focus of a paper presented at the 4th International Hot Dry Rock Forum in Strasbourg in September 1998 (Sass and Robertson-Tait, 1998). To make the comparison realistic, the same contractors and sampling equipment (Geoprobe{reg_sign} soil samplers) were used. In both investigations, soil samples were collected at several depths at numerous locations adjacent to burial trenches that contain low-level radioactive waste and animal carcasses; some trenches may also contain mixed waste. Neither study revealed the presence of contaminants appreciably above risk based action levels, indicating that minimal to no migration has occurred away from the trenches. The combination of Adaptive Sampling with field screening achieved a similar level of confidence compared to the Resource Conservation and Recovery Act (RCRA) investigation regarding the potential migration of contaminants at the site.

  16. U-GAS demonstration plant program

    A joint program to design, construct, and operate an industrial fuel-gas demonstration plant in Memphis, Tennessee, has been undertaken by Memphis Light, Gas and Water Division (MLGW) and the US Department of Energy (DOE). The facility will use the Institute of Gas Technology's U-GAS process to produce fuel gas equivalent to 50 million cubic feet per day of natural gas. The plant will use as feed 3200 tons/day of western Kentucky coal. To date, main activities have been the design of the plant and, in support of the design, operation of the U-GAS pilot plant, the compilation of an environmental report, and estimation of plant cost. This constitutes the work done under Phase I; Phases II and III, which will conclude detailed plant design and construction in Phase II and plant operations in Phase III, have been the subject of recent successful negotiations between DOE and MLGW. The cost of Phases II and III will be shared between the two signatories. The goal of the demonstration plant program is to test the feasibility of a multiple-user coal gasification plant located in the southwest corner of Memphis, Tennessee.

    The Clean Coal Technology Demonstration Program (also referred to as the CCT Program) is a $6.9 billion cost-shared industry/government technology development effort. The program is to demonstrate a new generation of advanced coal-based technologies, with the most promising technologies being moved into the domestic and international marketplace. Technology has a vital role in ensuring that coal can continue to serve U.S. energy interests and enhance opportunities for economic growth and employment while meeting the national committment to a clean and healthy global environment. These technologies are being advanced through the CCT Program. The CCT Program supports three substantive national objectives: ensuring a sustainable environment through technology; enhancing energy efficiency and reliability; providing opportunities for economic growth and employment. The technologies being demonstrated under the CCT Program reduce the emissions of sulfur oxides, nitrogen oxides, greenhouse gases, hazardous air pollutants, solid and liquid wastes, and other emissions resulting from coal use or conversion to other fuel forms. These emissions reductions are achieved with efficiencies greater than or equal to currently available technologies.

    Developing and deploying innovative environmental cleanup technologies is an important goal for the U.S. Department of Energy (DOE), which faces challenging remediation problems at contaminated sites throughout the United States. Achieving meaningful, constructive stakeholder involvement in cleanup programs, with the aim of ultimate acceptance of remediation decisions, is critical to meeting those challenges. DOE`s Office of Technology Development sponsors research and demonstration of new technologies, including, in the past, the Volatile Organic Compounds Arid Site Integrated Demonstration (VOC-Arid ID), hosted at the Hanford Site in Washington State. The purpose of the VOC-Arid ID has been to develop and demonstrate new technologies for remediating carbon tetrachloride and other VOC contamination in soils and ground water. In October 1994 the VOC-Arid ID became a part of the Contaminant Plume Containment and Remediation Focus Area (Plume Focus Area). The VOC Arid ID`s purpose of involving stakeholders in evaluating innovative technologies will now be carried on in the Plume Focus Area in cooperation with Site Technology Coordination Groups and Site Specific Advisory Boards. DOE`s goal is to demonstrate promising technologies once and deploy those that are successful across the DOE complex. Achieving that goal requires that the technologies be acceptable to the groups and individuals with a stake in DOE facility cleanup. Such stakeholders include groups and individuals with an interest in cleanup, including regulatory agencies, Native American tribes, environmental and civic interest groups, public officials, environmental technology users, and private citizens. This report documents the results of the stakeholder involvement program, which is an integral part of the VOC-Arid ID.

    Abstract Introduction: The Childhood Obesity Research Demonstration (CORD) project links public health and primary care interventions in three projects described in detail in accompanying articles in this issue of Childhood Obesity. This article describes a comprehensive evaluation plan to determine the extent to which the CORD model is associated with changes in behavior, body weight, BMI, quality of life, and healthcare satisfaction in children 2–12 years of age. Design/Methods: The CORD Evaluation Center (EC-CORD) will analyze the pooled data from three independent demonstration projects that each integrate public health and primary care childhood obesity interventions. An extensive set of common measures at the family, facility, and community levels were defined by consensus among the CORD projects and EC-CORD. Process evaluation will assess reach, dose delivered, and fidelity of intervention components. Impact evaluation will use a mixed linear models approach to account for heterogeneity among project-site populations and interventions. Sustainability evaluation will assess the potential for replicability, continuation of benefits beyond the funding period, institutionalization of the intervention activities, and community capacity to support ongoing program delivery. Finally, cost analyses will assess how much benefit can potentially be gained per dollar invested in programs based on the CORD model. Conclusions: The keys to combining and analyzing data across multiple projects include the CORD model framework and common measures for the behavioral and health outcomes along with important covariates at the individual, setting, and community levels. The overall objective of the comprehensive evaluation will develop evidence-based recommendations for replicating and disseminating community-wide, integrated public health and primary care programs based on the CORD model.   20. Near-Net Forging Technology Demonstration Program

    Significant advantages in specific mechanical properties, when compared to conventional aluminum (Al) alloys, make aluminum-lithium (Al-Li) alloys attractive candidate materials for use in cryogenic propellant tanks and dry bay structures. However, the cost of Al-Li alloys is typically five times that of 2219 aluminum. If conventional fabrication processes are employed to fabricate launch vehicle structure, the material costs will restrict their utilization. In order to fully exploit the potential cost and performance benefits of Al-Li alloys, it is necessary that near-net manufacturing methods be developed to off-set or reduce raw material costs. Near-net forging is an advanced manufacturing method that uses elevated temperature metal movement (forging) to fabricate a single piece, near-net shape, structure. This process is termed 'near-net' because only a minimal amount of post-forge machining is required. The near-net forging process was developed to reduce the material scrap rate (buy-to-fly ratio) and fabrication costs associated with conventional manufacturing methods. The goal for the near-net forging process, when mature, is to achieve an overall cost reduction of approximately 50 percent compared with conventional manufacturing options for producing structures fabricated from Al-Li alloys. This NASA Marshall Space Flight Center (MSFC) sponsored program has been a part of a unique government / industry partnership, coordinated to develop and demonstrate near-net forging technology. The objective of this program was to demonstrate scale-up of the near-net forging process. This objective was successfully achieved by fabricating four integrally stiffened, 170- inch diameter by 20-inch tall, Al-Li alloy 2195, Y-ring adapters. Clean coal technologies being demonstrated under the CCT program are creating the technology base that allows the nation to meet its energy and environmental goals efficiently and reliably. The fact that most of the demonstrations are being conducted at commercial scale, in actual user environments, and under conditions typical of commercial operations allows the potential of the technologies to be evaluated in their intended commercial applications. The technologies are categorized into four market sectors: advanced electric power generation systems; environmental control devices; coal processing equipment for clean fuels; and industrial technologies.     Managed by the US Army Environmental Center, the Army`s test site at Volunteer Army Ammunition Plant encompasses a 300-acre area formerly used for batch production of TNT. Soil and groundwater contamination in the test area is well characterized. A network of monitoring wells and detailed information regarding the volume, location, and concentration of soil contamination is available to potential demonstrators. On-site field and laboratory support is provided by ICI Americas Incorporated, the facility`s operator. Four demonstrations have been conducted at the test site and several are scheduled for 1997. Preliminary findings from the four demonstrations discussed will be available sometime in 1997.

    This report provides an executive summary of the Cryofracture demonstration program performed at Nuclear Remedial Technologies Corporation under contract to EG G Idaho, Inc., for the Department of Energy (DOE). Cryofracture is a size-reducing process whereby objects are frozen whereby objects are frozen to liquid nitrogen temperatures and crushed in a large hydraulic press. Material at the cryogenic temperatures have low ductility and are easily size reduced by fracturing. The main application being investigated for the DOE is for retrieved buried and stored transuranic (TRU) waste. Six 55-gallon drums and six 2 ft {times} 2 ft {times} 8 ft boxes containing simulated waste with tracers were subjected to the Cryofracture process. Data was obtained on (a) cool-down time, (b) yield strength of the containers, (c) size distribution of the waste before and after the Cryofracture process, (d) volume reduction of the waste, and (e) sampling of air and surface dusts for spread of tracers to evaluate potential contamination spread. The Cryofracture process was compared to conventional shredders and detailed cost estimates were established for construction of a Cryofracture facility at the Idaho National Engineering Laboratory. Although cost estimates for conventional shredding are higher for Cryofracture, the potential for fire and explosion during conventional shredding would incur additional costs to preclude these events. These additional costs are unknown and would require considerable research and development. 4 refs., 6 figs., 7 tabs.

    The National Bioterrorism Syndromic Surveillance Demonstration Program identifies new cases of illness from electronic ambulatory patient records. Its goals are to use data from health plans and practice groups to detect localized outbreaks and to facilitate rapid public health follow-up. Data are extracted nightly on patient encounters occurring during the previous 24 hours. Visits or calls with diagnostic codes corresponding to syndromes of interest are counted; repeat encounters are excluded. Daily counts of syndromes by zip code are sent to a central data repository, where they are statistically analyzed for unusual clustering by using a model-adjusted SaTScan approach. The results and raw data are displayed on a restricted website. Patient-level information stays at the originating health-care organization unless required by public health authorities. If a cluster surpasses a threshold of statistical aberration chosen by the corresponding public health department, an electronic alert can be sent to that department. The health department might then call a clinical responder, who has electronic access to records of cases contributing to clusters. The system is flexible, allowing for changes in participating organizations, syndrome definitions, and alert thresholds. It is transparent to clinicians and has been accepted by the health-care organizations that provide the data. The system's data are usable by local and national health agencies. Its software is compatible with commonly used systems and software and is mostly open-source. Ongoing activities include evaluating the system's ability to detect naturally occurring outbreaks and simulated terrorism events, automating and testing alerts and response capability, and evaluating alternative data sources.     The Clean Coal Technology Demonstration Program (known as the CCT Program) reached a significant milestone in 1996 with the completion of 20 of the 39 active projects. The CCT Program is responding to a need to demonstrate and deploy a portfolio of technologies that will assure the U.S. recoverable coal reserves of 297 billion tons could continue to supply the nation`s energy needs economically and in a manner that meets the nation`s environmental objectives. This portfolio of technologies includes environmental control devices that contributed to meeting the accords on transboundary air pollution recommended by the Special Envoys on Acid Rain in 1986. Operational, technical, environmental, and economic performance information and data are now flowing from highly efficient, low-emission, advanced power generation technologies that will enable coal to retain its prominent role into the next millennium. Further, advanced technologies are emerging that will enhance the competitive use of coal in the industrial sector, such as in steelmaking. Coal processing technologies will enable the entire coal resource base to be used while complying with environmental requirements. These technologies are producing products used by utilities and industrial processes. The capability to coproduce products, such as liquid and solid fuels, electricity, and chemicals, is being demonstrated at a commercial scale by projects in the CCT Program. In summary, this portfolio of technologies is satisfying the national need to maintain a multifuel energy mix in which coal is a key component because of its low-cost, availability, and abundant supply within the nation`s borders.

  8. Bioremediation demonstration on Kwajalein Island: Site characterization and on-site biotreatability studies

    An environmental study was conducted during February 1991 on Kwajalein Island, a US Army Kwajalein Atoll (USAKA) Base in the Republic of the Marshall Islands (RMI). This study was undertaken for the US Department of Energy (DOE) Hazardous Waste Remedial Actions Program (HAZWRAP) acting in behalf of USAKA. The purpose of the study was to determine if selected locations for new construction on Kwajalein Island were contaminated by petroleum hydrocarbons as suspected and, if so, whether bioremediation appeared to be a feasible technology for environmental restoration. Two different sites were evaluated: (1) the site planned freshwater production facility and (2) a site adjacent to an aboveground diesel fuel storage tank. Within the proposed construction zone for the freshwater production facility (a.k.a desalination plant), total petroleum hydrocarbons (TPH) where either absent or at low levels. Characterization data for another potential construction site adjacent to an aboveground diesel fuel storage tank southeast of the old diesel power plant revealed high concentrations of diesel fuel in the soil and groundwater beneath the site. Results of this investigation indicate that there are petroleum-contaminated soils on Kwajalein Island and bioremediation appears to be a viable environmental restoration technique. Further experimentation and field demonstration are required to determine the design and operating conditions that provide for optimum biodegradation and restoration of the petroleum-contaminated soils. 17 refs., 7 figs., 26 figs.

    The DOE Site Operator Program was initially established to meet the requirements of the Electric and Hybrid Vehicle Research, Development, and Demonstration Act of 1976. The Program has since evolved in response to new legislation and interests. Its mission now includes three major activity categories: (1) Advancement of Electric Vehicle (EV) technologies; (2) development of infrastructure elements needed to support significant EV use; (3) increasing public awareness and acceptance of EV's. The 14 Program participants, their geographic locations, and the principal thrusts of their efforts are identified. The EV inventories of each participant are summarized. The topics of this report include participants' experience with EV operation; an appraisal of the overall current status of EV's for transportation; program management; and a program experience overview, the result of analyzing Site Operator inputs, provides an insight into the variables that can affect electric vehicle performance and operating cost.

    The 1994 Fernald field characterization demonstration program, hosted by Fernald Environmental Management Project, was established to investigate technologies that are applicable to the characterization and remediation of soils contaminated with uranium. An important part of this effort was evaluating field-screening tools potentially capable of acquiring high-resolution information on uranium contamination distribution in surface soils. Further-more, the information needed to be obtained in a cost- and time-efficient manner. Seven advanced field-screening technologies were demonstrated at a uranium-contaminated site at Fernald, located 29 kilometers northwest of Cincinnati, Ohio. The seven technologies tested were: (1) alpha-track detectors, (2) a high-energy beta scintillometer, (3) electret ionization chambers, (4) and (5) two variants of gamma-ray spectrometry, (6) laser ablation-inductively coupled plasma-atomic emission spectroscopy, and (7) long-range alpha detection. The goals of this field demonstration were to evaluate the capabilities of the detectors and to demonstrate their utility within the US Department of Energy`s Environmental Restoration Program. Identical field studies were conducted using four industry-standard characterization tools: (1) a sodium-iodide scintillometer, (2) a low-energy FIDLER scintillometer, (3) a field-portable x-ray fluorescence detector, and (4) standard soil sampling coupled with laboratory analysis. Another important aspect of this program was the application of a cost/risk decision model to guide characterization of the site. This document is a compilation of raw data submitted by the technologies and converted total uranium data from the 1994 Fernald field characterization demonstration.

    The Site Operator Program was initially established by the Department of Energy (DOE) to incorporate the electric vehicle activities dictated by the Electric and Hybrid Vehicle Research, Development and Demonstration Act of 1976. The Program currently includes thirteen sites located in diverse geographic, metrological,and metropolitan areas across the United States. Information is shared reciprocally with a fourteenth site, not under Program contract. The vehicles are operator-owned, except for two Griffon vans. The Mission Statement of the Site Operator Program includes three major activities: (1) Advancement of electric vehicle technologies. (2) Development of infrastructure elements necessary to support significant electric vehicle use; and (3) Increasing the awareness and acceptance of electric vehicles (EVs) by the public. The ultimate thrust of program activities varies among sites, reflecting not only the Operator's business interests but also geographic and climate-related operating conditions. These considerations are identified below for each Program Status entry. This second quarter report (FY-94) will include a summary of activities from the previous three quarters.

    We present an overview of the Research Experiences for Undergraduates (REU) Site Program hosted by the Southeastern Association for Research in Astronomy (SARA) for the past 6 years. SARA is a consortium of the six universities: Florida Institute of Technology, East Tennessee State University, Florida International University, The University of Georgia, Valdosta State University, and Clemson University. We host 10-11 student interns per year out of an application pool of ~150-200. Recruiting flyers are sent to the ~3400 undergraduate institutions in the United States, and we use a web-based application form and review process. We are a distributed REU Site, but come together for group meetings at the beginning and end of the summer program and stay in contact in between using email list manager software. Interns complete a research project working one-on-one with a faculty mentor, and each intern travels to observe at the SARA Observatory at Kitt Peak National Observatory. Interns give both oral and display presentations of their results at the final group meeting. In addition, all interns write a paper for publication in the IAPPP Communications, an international amateur-professional journal, and several present at professional meetings and in refereed publications. We include in the group meetings a ``how-to'' session on giving talks and posters, an Ethics Session, and a session on Women in Astronomy.     This document was developed by the environmental remediation and technology development organizations at the Savannah River Site (SRS) and is the Site technical program plan to address the remediation of residual chlorinated hydrocarbon solvents in the groundwater and the soil. These solvents are often labeled dense nonaqueous phase liquids (DNAPLs). At SRS, the primary DNAPL constituents of concern are trichloroethylene (TCE) and tetrachloroethylene (PCE); two commonly used industrial organic solvents. The goal of the technical program plan is to provide clear objectives for DNAPL characterization and remediation activities at SRS. Developed by a task team of researchers at SRS, the objectives and program description document a coordinated, programmatic approach to identify solutions to the complex problem of DNAPL contamination. The purposes of this program are to expedite the development and application of technologies for DNAPL characterization and remediation, to provide a well characterized {open_quotes}real{close_quotes} site to perform the work, and to facilitate DNAPL remediation at SRS. Given the appropriate resources, SRS will provide an intelligent application of technical skills and confidence toward the remediation of DNAPLS. We have completed an initial characterization of DNAPLs that provides unique data on the location, nature, and extent of DNAPL occurrences at a field site. Future activities will leverage the initial characterization data for DNAPLs at SRS to demonstrate efficient progression through the characterization phase leading to cleanup. The initial characterization data provides a tool to focus this program`s activities. As a result, solutions to the complex problem of DNAPL contamination will be tested and demonstrated in the most cost-effective manner. Where appropriate, the program will rely on identifying and utilizing innovative technologies developed by industry and universities.

Pecan Street worked in collaboration with Austin Energy, UT, Environmental Defense Fund (EDF), the City of Austin, the Austin Chamber of Commerce and selected consultants, contractors, and vendors to take a more detailed look at the energy load of residential and small commercial properties while the power industry is undergoing modernization. The Pecan Street Smart Grid Demonstration Program signed-up over 1,000 participants who are sharing their home or businesses’s electricity consumption data with the project via green button protocols, smart meters, and/or a home energy monitoring system (HEMS). Pecan Street completed the installation of HEMS in 750 homes and 25 commercial properties. The program provided incentives to increase the installed base of roof-top solar photovoltaic (PV) systems, plug-in electric vehicles with Level 2 charging, and smart appliances. Over 200 participants within a one square mile area took advantage of Austin Energy and Pecan Street’s joint PV incentive program and installed roof-top PV as part of this project. Of these homes, 69 purchased or leased an electric vehicle through Pecan Street’s PV rebate program and received a Level 2 charger from Pecan Street. Pecan Street studied the impacts of these technologies along with a variety of consumer behavior interventions, including pricing models, real-time feedback on energy use, incentive programs, and messaging, as well as the corresponding impacts on Austin Energy’s distribution assets.The primary demonstration site was the Mueller community in Austin, Texas.     A Controlled Speed Accessory Drive System was examined in an effort to improve the fuel economy of passenger cars. Concept feasibility and the performance of a typical system during actual road driving conditions were demonstrated. The CSAD system is described as a mechanical device which limits engine accessory speeds, thereby reducing parasitic horsepower losses and improving overall vehicle fuel economy. Fuel consumption data were compiled for fleets of GSA vehicles. Various motor pool locations were selected, each representing different climatic conditions. On the basis of a total accumulated fleet usage of nearly three million miles, an overall fuel economy improvement of 6 percent to 7 percent was demonstrated. Coincident chassis dynamometer tests were accomplished on selected vehicles to establish the effect of different accessory drive systems on exhaust emissions, and to evaluate the magnitude of the mileage benefits which could be derived.

Such waves are essential to the concept of compressing requirements and increasing the engine pressure compressor with the objective of reducing conventional compressor requirements and increasing the engine thermodynamic efficiency through isochoric energy addition. By generating transient transverse waves, rather than standing waves, shock wave losses are reduced by an order of magnitude. The ultimate objective is to use such detonation ducts downstream of a low pressure gas turbine compressor to produce a high overall pressure ratio thermodynamic cycle. A 4 foot long, 1 inch x 12 inch cross-section, detonation duct was operated in a blow-down mode using compressed air reservoirs. Liquid or vapor propane was injected through injectors or solenoid valves located in the plenum or the duct itself. Detonation waves were generated when the mixture was ignited by a row of spark plugs in the duct wall. Problems with fuel injection and mixing limited the air speeds to about Mach 0.5, frequencies to below 10 Hz, and measured pressure ratios of about 5 to 6. The feasibility of the gas dynamic compression was demonstrated and the critical problem areas were identified.

    One of the most common environmental problems in the United States is soils and groundwater contaminated with volatile chemical solvents classified as Volatile Organic Compounds (VOCs), which were used as degreasers and cleaning agents. Leakage of solvents (trichloroethylene and tetrachloroethylene) from an underground process sewer line has contaminated soils and underlying groundwaters at SRS. This site was chosen for DOE-OTD`s integrated demonstration program to demonstrate innovative technologies for cleanup of soils and groundwater contaminated with VOCs. The Savannah River Site was especially well suited as the test bed for this integrated demonstration project due to the presence of a pre-existing line source of soil and groundwater-based contamination, on-going environmental remediation efforts at the site, and full cooperation from the concerned environmental regulatory agencies. The Integrated Demonstration (ID) at the Savannah River Site has demonstrated systems of technologies and evaluated them with respect to performance, safety and cost effectiveness.

    Adaptive sampling programs provide real opportunities to save considerable time and money when characterizing hazardous waste sites. This Strategic Environmental Research and Development Program (SERDP) project demonstrated two decision-support technologies, SitePlanner{trademark} and Plume{trademark}, that can facilitate the design and deployment of an adaptive sampling program. A demonstration took place at Joliet Army Ammunition Plant (JAAP), and was unique in that it was tightly coupled with ongoing Army characterization work at the facility, with close scrutiny by both state and federal regulators. The demonstration was conducted in partnership with the Army Environmental Center`s (AEC) Installation Restoration Program and AEC`s Technology Development Program. AEC supported researchers from Tufts University who demonstrated innovative field analytical techniques for the analysis of TNT and DNT. SitePlanner{trademark} is an object-oriented database specifically designed for site characterization that provides an effective way to compile, integrate, manage and display site characterization data as it is being generated. Plume{trademark} uses a combination of Bayesian analysis and geostatistics to provide technical staff with the ability to quantitatively merge soft and hard information for an estimate of the extent of contamination. Plume{trademark} provides an estimate of contamination extent, measures the uncertainty associated with the estimate, determines the value of additional sampling, and locates additional samples so that their value is maximized.

    The U.S. Department of Energy Office of Environmental Management, Technology Innovation and Development (EM-32), is supporting development of the Advanced Simulation Capability for Environmental Management (ASCEM). ASCEM is a state-of-the-art scientific tool and approach for understanding and predicting contaminant fate and transport in natural and engineered systems. The modular and open source high performance computing tool will facilitate integrated approaches to modeling and site characterization that enable robust and standardized assessments of performance and risk for EM cleanup and closure activities. As part of the initial development process, a series of demonstrations were defined to test ASCEM components and provide feedback to developers, engage end users in applications, and lead to an outcome that would benefit the sites. The demonstration was implemented for a sub-region of the Savannah River Site General Separations Area that includes the F-Area Seepage Basins. The physical domain included the unsaturated and saturated zones in the vicinity of the seepage basins and Fourmile Branch, using an unstructured mesh fit to the hydrostratigraphy and topography of the site. The calculations modeled variably saturated flow and the resulting flow field was used in simulations of the advection of non-reactive species and the reactive-transport of uranium. As part of the demonstrations, a new set of data management, visualization, and uncertainty quantification tools were developed to analyze simulation results and existing site data. These new tools can be used to provide summary statistics, including information on which simulation parameters were most important in the prediction of uncertainty and to visualize the relationships between model input and output.

    In support of implementation of Executive Order (EO) 13514, Federal Leadership in Environmental, Energy and Economic Performance, the Hanford Site Sustainability Plan was developed to implement strategies and activities required to achieve the prescribed goals in the EO as well as demonstrate measurable progress in environmental stewardship at the Hanford Site. The Hanford Site Sustainability Program was developed to demonstrate progress towards sustainability goals as defined and established in Executive Order (EO) 13514, Federal Leadership in Environmental, Energy and Economic Performance; EO 13423, Strengthening Federal Environmental, Energy and Transportation Management, and several applicable Energy Acts. Multiple initiatives were undertaken in Fiscal Year (FY) 2011 to implement the Program and poise the Hanford Site as a leader in environmental stewardship. In order to implement the Hanford Site Sustainability Program, a Sustainability Plan was developed in conjunction with prime contractors, two U.S. Department of Energy (DOE) Offices, and key stakeholders to serve as the framework for measuring progress towards sustainability goals. Based on the review of these metrics and future plans, several activities were initiated to proactively improve performance or provide alternatives for future consideration contingent on available funding. A review of the key metric associated with energy consumption for the Hanford Site in FY 2010 and 2011 indicated an increase over the target reduction of 3 percent annually from a baseline established in FY 2003 as illustrated in Figure 1. This slight increase was attributed primarily from the increased energy demand from the cleanup projects funded by the American Recovery and Reinvestment Act (ARRA) in FY 2010 and 2011. Although it is forecasted that the energy demand will decrease commensurate with the completion of ARRA projects, several major initiatives were launched to improve energy efficiency.

Many features or improvement needs to enhance operability, reduce cost, and improve payload are identified. (2) The Integrated Propulsion Technology Demonstrator (IPTD) Program provides a means of resolving the majority of issues associated with improvement needs. (3) The IPTD will evaluate complex integration of vehicle and facility functions in fluid management and propulsion control systems, and provides an environment for validating improved mechanical and electrical components. (4) The IPTD provides a mechanism for investigating operational issues focusing on reducing manpower and time to perform various functions at the launch site. These efforts include model development, collection of data to validate subject models, and ultimate development of complex time line models. (5) The IPTD provides an engine test bed for tri/bi-propellant engine development firings which is representative of the actual vehicle environment. (6) The IPTD provides for only a limited multiengine configuration integration environment for RLV. Multiengine efforts may be simulated for a number of subsystems and a number of subsystems are relatively independent of the multiengine influences.

    The Active Sites Environmental Monitoring Program (ASEMP), initiated in 1989, provides early detection and performance monitoring of transuranic (TRU) waste and active low-level waste (LLW) facilities at Oak Ridge National Laboratory (ORNL) in accordance with US Department of Energy (DOE) Order 5820.2A. Active LLW facilities in Solid Waste Storage Area (SWSA) 6 include Tumulus I and Tumulus II, the Interim Waste Management Facility (IWMF), LLW silos, high-range wells, asbestos silos, and fissile wells. The tumulus pads and IWMF are aboveground, high-strength concrete pads on which concrete vaults containing metal boxes of LLW are placed; the void space between the boxes and vaults is filled with grout. Eventually, these pads and vaults will be covered by an engineered multilayered cap. All other LLW facilities in SWSA 6 are below ground. In addition, this plan includes monitoring of the Hillcut Disposal Test Facility (HDTF) in SWSA 6, even though this facility was completed prior to the data of the DOE order. In SWSA 5 North, the TRU facilities include below-grade engineered caves, high-range wells, and unlined trenches. All samples from SWSA 6 are screened for alpha and beta activity, counted for gamma-emitting isotopes, and analyzed for tritium. In addition to these analytes, samples from SWSA 5 North are analyzed for specific transuranic elements.

    Measurement facilities performing nondestructive assay (NDA) of wastes intended for disposal at the United States Department of Energy (DOE) Waste Isolation Pilot Plant (WIPP) are required to demonstrate their ability to meet specific Quality Assurance Objectives (QAOs). This demonstration is performed, in part, by participation in the NDA Performance Demonstration Program (PDP). The PDP is funded and managed by the Carlsbad Area Office (CAO) of DOE and is conducted by the Idaho National Engineering Laboratory. It tests the characteristics of precision, system bias and/or total uncertainty through the measurement of variable, blind combinations of simulated waste drums and certified radioactive standards. Each facility must successfully participate in the PDP using each different type of measurement system planned for use in waste characterization. The first cycle of the PDP using each different type of measurement system planned for use in waste characterization. The first cycle of the PDP was completed in July 1996 and the second is scheduled for completion by December 1996. Seven sites reported data in cycle 1 for 11 different measurement systems. This paper describes the design and operation of the PDP and provides the performance data from cycle 1.   18. EPA site demonstration of the Biotrol Soil Washing Process

    A pilot-scale soil washing process, patented by BioTrol, was demonstrated on soil that was contaminated by wood treating waste. The BioTrol Soil Washing was demonstrated in a treatment train sequence with two other pilot-scale units of BioTrol technologies for treatment of waste streams from the soil washer. The three technologies of the treatment train were: The BioTrol Soil Washer (BSW), the BioTrol Aqueous Treatment System (BATS), and the Slurry Bioreactor (SBR). The BioTrol processes were evaluated on pentachlorophenol (PCP) and polynuclear aromatic hydrocarbons (PAHs), which were the primary soil contaminants at the site. The sandy site soil, consisting of less than 10% of fines, was well suited for treatment by soil washing. The BSW successfully separated the feed soil (100% by weight) into 83% of washed soil, 10% of woody residues, and 7% of fines. The soil washer achieved up to 89% removal of PCP and PAHs, based on the difference between their levels in the feed soil and in the washed soil. The BATS degraded up to 94% of PCP in the process water from soil washing. The SBR achieved over 90% removals of PCP and 70-90% removals of PAHs, respectively from the soil washing. Cost of a commercial-scale soil washing, assuming use of all three technologies, was estimated to be $168 per ton of treated soil.

This document promulgates the RPP for the Nevada National Security Site (NNSS), related (on-site or off-site) U.S. Department of Energy, National Nuclear Security Administration Nevada Field Office (NNSA/NFO) operations, and environmental restoration off-site projects. This RPP section consists of general statements that are applicable to the NNSS as a whole. The RPP also includes a series of appendices which provide supporting detail for the associated NNSS Tennant Organizations (TOs). Appendix H, “Compliance Demonstration Table,” contains a cross-walk for the implementation of 10 CFR 835 requirements. This RPP does not contain any exemptions from the established 10 CFR 835 requirements. The RSPC and TOs are fully compliant with 10 CFR 835 and no additional funding is required in order to meet RPP commitments. No new programs or activities are needed to meet 10 CFR 835 requirements and there are no anticipated impacts to programs or activities that are not included in the RPP. There are no known constraints to implementing the RPP. No guides or technical standards are adopted in this RPP as a means to meet the requirements of 10 CFR 835.

The Site Operators will begin using the data base in December 1991 and will supply the operating and maintenance data to the INEL on a monthly basis. The Operators requested that they be able to have access to the data of the other Operators and it was agreed that they would be provided this on floppy disk monthly from the INEL. Presentations were made to the DOE sponsored Automotive Technology Development-Contractors Coordination Meeting in October. An overview of the program was given by EG G. Representatives from Arizona Public Service, Texas A M University, and York Technical College provided details of their programs and the results and future goals. Work was begun on commercializing the Versatile Data Acquisition System (VDAS). A Scope of Work has been written for a Cooperative Research and Development Agreement (CRADA) to be submitted to the USABC. If implemented, the CRADA will provide funds for the development and commercialization of the VDAS. Participants in the Site Operator Program will test prototypes of the system within their fleets, making the data available to the USABC and other interested organizations. The USABC will provide recommendations on the data to be collected. Major activities by the majority of the Operators were involved with the continued operation and demonstration of existing vehicles. In addition, several of the operators were involved in identifying and locating vehicles to be added to their fleets. A list of the vehicles in each Site Operator fleet is included as Appendix A to this report.

    Activities during the second quarter included the second meeting of the Site Operators in Phoenix, AZ in late April. The meeting was held in conjunction with the Solar and Electric 500 Race activities. Delivery of vehicles ordered previously has begun, although two of the operators are experiencing some delays in receiving their vehicles. Public demonstration activities continue, with an apparent increasing level of awareness and interest being displayed by the public. Initial problems with the Site Operator Database have been corrected and revised copies of the program have been supplied to the Program participants. Operating and Maintenance data is being supplied and submitted to INEL on a monthly basis. Interest in the Site Operator Program is being reflected in requests for information from several organizations from across the country, representing a wide diversity of interests. These organizations have been referred to existing Site Operators with the explanation that the program will not be adding new participants, but that most of the existing organizations are willing to work with other groups. The exception to this was the addition of Potomac Electric Power Company (PEPCO) to the program. PEPCO has been awarded a subcontract to operate and maintain the DOE owned G-Van and Escort located in Washington, DC. They will provide data on these vehicles, as well as a Solectria Force which PEPCO has purchased. The Task Force intends to be actively involved in the infrastructure development in a wide range of areas. These include, among others, personnel development, safety, charging, and servicing. Work continues in these areas. York Technical College (YORK) has completed the draft outline for the EV Technician course. This is being circulated to organizations around the country for comments. Kansas State University (KSU) is working with a private sector company to develop a energy dispensing meter for opportunity charging in public areas.

    The goal of the Ames Expedited Site Characterization (ESC) project is to evaluate and promote both innovative technologies (IT) and state-of-the-practice technologies (SOPT) for site characterization and monitoring. In April and May 1994, the ESC project conducted site characterization, technology comparison, and stakeholder demonstration activities at a former manufactured gas plant (FMGP) owned by Iowa Electric Services (IES) Utilities, Inc., in Marshalltown, Iowa. Three areas of technology were fielded at the Marshalltown FMGP site: geophysical, analytical and data integration. The geophysical technologies are designed to assess the subsurface geological conditions so that the location, fate and transport of the target contaminants may be assessed and forecasted. The analytical technologies/methods are designed to detect and quantify the target contaminants. The data integration technology area consists of hardware and software systems designed to integrate all the site information compiled and collected into a conceptual site model on a daily basis at the site; this conceptual model then becomes the decision-support tool. Simultaneous fielding of different methods within each of the three areas of technology provided data for direct comparison of the technologies fielded, both SOPT and IT. This document reports the results of the site characterization, technology comparison, and ESC demonstration activities associated with the Marshalltown FMGP site. 124 figs., 27 tabs.

    In 1990, the California Energy Commission, the South Coast Air Quality Management District, and the Southern California Gas Company joined together to sponsor the development and demonstration of compressed natural gas engines for Class 8 heavy-duty line-haul trucking applications. This program became part of an overall Alternative-Fueled Truck Demonstration Program, with the goal of advancing the technological development of alternative-fueled engines. The demonstration showed natural gas to be a technically viable fuel for Class 8 truck engines.

    This is the 2nd quarter report of year four of the Kansas State University electric vehicle research program. Kansas State University (K-State), in support of the Department of Energy's and the Kansas Electric Utilities Research Program's subject contract, continues to demonstrate and develop electric vehicle and infrastructure technology. K-State is operating two Soleq's EVcort vehicles. During this reporting period both vehicles were returned to Chicago for warranty service. These vehicles have continued to operate and 'show' in a functional manner; however, one vehicle failed while being driven and the other vehicle's charger failed. It is expected that both vehicles will be returned to operational status within the early part of the next quarter. K-State continues to remain appraised of the issues surrounding the purchase of new technology S-10 electric pickup trucks, along with other Site Operator Program membership. K-State remains concerned that these vehicles may not ever arrive on site due to problems being discussed at this time.

    J.R. Simplot, Inc. is a multiconglomerate whose initial interest was in the production of potatoes in the Pacific Northwest. This has lead them into the agricultural chemical business including pesticides. Dinoseb (a carcinogenic herbicide used to kill the foliage of potato plants allowing for easier harvesting) was used by them and after Its ban in the U.S., J.R. Simplot realized the only acceptable way to dispose of dinoseb contaminated soils was to incinerate them at considerable cost. Thus J.R. Simplot became interested in developing a disposal solution that would be less cost prohibitive and as effective as incineration. J.R. Simplot submitted a proposal and was accepted into the SITE Emerging Technology Program to optimize the anaerobic biodegradation of nitroaeromatics (dinoseb) contaminated soils with the addition of water, pH buffers, and potato waste as a source of starch. This work ultimately resulted in a good understanding of the biological and chemical process of destruction (optimum conditions of 35 and 37 degrees C, and pH of approximately 7, leads to destruction in 14 days) of both dinoseb and TNT and in several peer reviewed publications.

The NIF Project Site Safety Program (NPSSP) requires that activities at the NIF Project site be performed in accordance with the ''LLNL ES&H Manual'' and the augmented set of controls and processes described in this NIF Project Site Safety Program.     The United States Department of Energy (DOE)continually seeks safer, more cost-effective, and better performing technologies for decontamination and decommissioning (D&D) of nuclear facilities. The Deactivation and Decommissioning Focus Area (DDFA) of the DOE Federal Energy Technology Center (FETC) sponsors Large Scale Demonstration and Deployment Projects (LSDDPs) which are conducted at various DOE sites. The Idaho National Engineering and Environmental Laboratory (INEEL) is one of the DOE sites for demonstration of these newa and improved technologies. The INEEL needs statement defines specific needs or problems for their D&D program. One of the needs identified at the INEEL was for new or improved site characterization technologies. A variety of in-situ site characterization technologies have been demonstrated through the INEEL LSDDP. These technologies provide a safer means of characterization, improved documentation, real-time information, improved D&D schedules, and reduction in costs and radiation exposures to workers. These technologies have provided vast improvements to the D&D site characterizations. Some of these technologies include: • The Global Positioning Radiometric Scanner System for large-area, surface gamma radiation surveys • Remote underwater characterization system• Identifying heavy metals in painted surfaces and determining the alloy composition in metallic material • In-Situ Object Counting System for free release • Real-time radiological data acquisition with the Surveillance and Measurement’s sodium iodide detector • Electromagnetic radiography to locate contaminated soils. Historically, site characterization has been a slow, costly, and tedious process. However, through these demonstrations, new technologies have provided more accurate data, real-time information, and enhanced site characterization documentation.     Integrated carbon-to-liquids technology (ICTL) incorporates three basic processes for the conversion of a wide range of feedstocks to distillate liquid fuels: (1) Direct Microcatalytic Coal Liquefaction (MCL) is coupled with biomass liquefaction via (2) Catalytic Hydrodeoxygenation and Isomerization (CHI) of fatty acid methyl esters (FAME) or trigylceride fatty acids (TGFA) to produce liquid fuels, with process derived (3) CO{sub 2} Capture and Utilization (CCU) via algae production and use in BioFertilizer for added terrestrial sequestration of CO{sub 2}, or as a feedstock for MCL and/or CHI. This novel approach enables synthetic fuels production while simultaneously meeting EISA 2007 Section 526 targets, minimizing land use and water consumption, and providing cost competitive fuels at current day petroleum prices. ICTL was demonstrated with Montana Crow sub-bituminous coal in MCL pilot scale operations at the Energy and Environmental Research Center at the University of North Dakota (EERC), with related pilot scale CHI studies conducted at the University of Pittsburgh Applied Research Center (PARC). Coal-Biomass to Liquid (CBTL) Fuel samples were evaluated at the US Air Force Research Labs (AFRL) in Dayton and greenhouse tests of algae based BioFertilizer conducted at Montana State University (MSU). Econometric modeling studies were also conducted on the use of algae based BioFertilizer in a wheat-camelina crop rotation cycle. We find that the combined operation is not only able to help boost crop yields, but also to provide added crop yields and associated profits from TGFA (from crop production) for use an ICTL plant feedstock. This program demonstrated the overall viability of ICTL in pilot scale operations. Related work on the Life Cycle Assessment (LCA) of a Montana project indicated that CCU could be employed very effectively to reduce the overall carbon footprint of the MCL/CHI process.     The Active Sites Environmental Monitoring Program (ASEMP), initiated in 1989, provides early detection and performance monitoring of active low-level-waste (LLW) and transuranic (TRU) waste facilities at Oak Ridge National Laboratory (ORNL). Several changes have recently occurred in regard to the sites that are currently used for waste storage and disposal. These changes require a second set of revisions to the ASEMP program plan. This document incorporates those revisions. This program plan presents the organization and procedures for monitoring the active sites. The program plan also provides internal reporting levels to guide the evaluation of monitoring results.

All primary objectives were successfully achieved as follows: demonstration of a full-size, 1)kWh flywheel having an estimated cost in large-volume production of approximately $50/kWh; developmeNt of a ball-bearing system having losses comparable to the losses in a totally magnetic suspension system; successful and repeated demonstration of the low-cost flywheel in a complete flywheel energy-storage system based on the use of ordinary house voltage and frequency; and application of the experience gained in the hardware program to project the system design into a complete, full-scale, 30-kWh home-type flywheel energy-storage system.

    The Hybrid Propulsion Demonstration Program (HPDP) program was formed to mature hybrid propulsion technology to a readiness level sufficient to enable commercialization for various space launch applications. The goal of the HPDP was to develop and test a 250,000 pound vacuum thrust hybrid booster in order to demonstrate hybrid propulsion technology and enable manufacturing of large hybrid boosters for current and future space launch vehicles. The HPDP has successfully conducted four tests of the 250,000 pound thrust hybrid rocket motor at NASA's Stennis Space Center. This paper documents the test series.

    Community ownership and maintenance of heart health programs was a major study goal of the Minnesota Heart Health Program (MHHP), a community-based National Heart, Blood and Lung Institute (NIH)-funded demonstration project. A partnership between the University of Minnesota and three Upper Midwest intervention communities was initiated in 1981. Local citizen boards were instrumental in planning, implementing and incorporating programs. Through an 8 year process of community organization, training and volunteer involvement, MHHP educational program responsibility was transferred to existing community-based groups and organizations. In 1989, when federal funding was withdrawn, 70% of all heart health intervention programs initiated by MHHP were being continued by local sponsors and supported by local funds. By 1992, maintenance of programs had decreased to an average 60%. Differential results of program incorporation among the three intervention communities are presented including findings on community sectors that most frequently sponsored programs. Factors that facilitate or impede local ownership are discussed. Research on longer-term maintenance of heart health programs in the three communities continues. PMID:10150448

    The US Department of Energy Hanford Site is an original defense production site dating from World War II. The US Department of Energy assigned a new waste management mission for the Hanford Site. This mission requires fewer manned security posts and more areas restricted because of safety and environmental concerns. Entry into these areas requires specific safety and environmental qualifications, which could be controlled by automated access control systems. Automated entry reduces costs of managing the Site but requires health physics, safety, employee training, security databases integration, and a network system. Another approach, avoiding integration, is individuals carrying this information on their person as a picture identity badge and access control token. The health physics, safety, employee training, and security regulations that define access requirements may be best served using a smart card as the access control token. This paper discusses the need for information distribution and automated access control, potential approaches for solving the need, and smart card work at the Hanford Site.

    Crossed dipole (cross-pole) and parallel dipole (co-pole) GPR data were acquired at an industrial site that formerly operated as a creosote wood treating facility in order to locate buried pipes and tanks or other possible contaminant-filled subsurface structures. Cross-pole data are not typically considered during GPR field studies, but proved essential for accurate site characterization at this location, as images produced using co-pole data had a poor signal to noise ratio. Data interpretations were confirmed through exploratory trenching conducted subsequent to this study. The GPR data proved successful in locating back-filled trenches that contained creosote-filled drainage tile, as well as vaults and a pit filled with pure creosote product at the site.

    In 2003 the U.S Department of Energy initiated regional partnership programs to address the concern for rising atmospheric CO2. These partnerships were formed to explore regional and economical means for geologically sequestering CO2 across the United States and to set the stage for future commercial applications. Several options exist for geological sequestration and among these sequestering CO2 into deep saline aquifers is one of the most promising. This is due, in part, to the possibility of stabilized permanent storage through mineral precipitation from chemical interactions of the injected carbon dioxide with the brine and reservoir rock. There are nine field demonstration sites for saline sequestration among the regional partnerships in Phase II development to validate the overall commercial feasibility for CO2 geological sequestration. Of the nine sites considered for Phase II saline sequestration demonstration, seven are profiled in this study for their caprock lithologic and mineral characteristics.

    Proposal F-602 is a demonstration of a commercially available wind-electric device - an Enertech Corp. Series 1800 model wind turbine. The demonstration site selected was the New Directions school campus, a public school facility, in Sarasota, Florida. During testing, an investigation of the wind power potential for the area was undertaken. In addition, negotiations with the Florida Power and Light Company for parallel operation of the wind system (utility interface), were initiated. An Operating Agreement contract is now pending approval by the Sarasota County School Board. The results to date, of this site's wind power potential, have been well below computational expectancies based upon wind speed data for the area. Analysis will continue, to determine the cause of the windplant's low net output.

    Korea Electric Power Research Institute developed the performance demonstration programs for non-destructive examination personnel who analyze eddy current data for steam generator tubes of the nuclear power plant. The purpose of these programs is to ensure a continuing uniform knowledge base and skill level for data analysts and contribute to safely operate the nuclear power plant. In Korea, there have been many changes for the non-destructive examination of steam generator tubing in the nuclear power plant such as inspection scope, plugging criteria and qualification requirements. According to the Notice 2004-13 revised by the Ministry of Science and Technology in Korea, the analysts for steam generator tubing shall be qualified as the Qualified Data Analyst, and the Site Specific Performance Demonstration program shall be implemented for them. KEPRI developed these performance demonstration programs and they are being successfully implemented. The analyst performance is expected to be improved by the implementation of theses programs.     The Site Operator Program was initially established by the Department of Energy (DOE) to incorporate the electric vehicle activities dictated by the Electric and Hybrid Vehicle Research, Development and Demonstration Act of 1976. In the ensuing years, the Program has evolved in response to new legislation and interests. The Program currently includes twelve sites located in diverse geographic, metrologic, and metropolitan areas across the United States. Information is shared reciprocally with a thirteenth site, not under Program contract. The vehicles are operator-owned. The Mission Statement of the Site Operator Program includes three major activities: (1) Advancement of electric vehicle technologies; (2) Development of infrastructure elements necessary to support significant electric vehicle use; and (3) Increasing the awareness and acceptance of electric vehicles (EVs) by the public. The current participants in the Site Operator Program are shown. Table 1 indicates the EVs in each of the Site Operator fleets. Table 2 provides baseline information on several EVs currently in use by the Site Operators, or which have evolved to the point that they may be introduced in the near future. The Program is currently managed by personnel of the Electric and Hybrid Vehicle Program at the Idaho National Engineering Laboratory (INEL).     The Summitville Mine in southern Colorado is located in the San Juan mountains. Summitville was the site of mining operations that began in 1873 with the discovery and development of gold placer and lode deposits. Gold ore (approximately 10 million tons) was mined, crushed and stacked on a lined, bowl-shaped leach pad. The mine experienced problems with water balance and unplanned solution discharges from the start of the mine life. Solution containment complications and ineffective water treatment contributed to environmental problems. Despite the production of 249,000 troy ounces of gold during the mine operation SCMCI was unable to meet remedial requirements and notified the state of Colorado of its intention to file a Chapter VII bankruptcy in December 1992. The EPA Region VIII Emergency Response Branch took over site operations on December 16, 1992 to prevent a catastrophic release of hazardous substances to the environment. The Summitville Mine site was added to the National Priority List in June 1994. This report addresses demonstration of an innovative bioremediation technology for treatment of cyanide and soluble leachable metals in the heap and heap solutions.

    The JOLT (TM) commercial microcomputer, based on the MOS Technology 6502 processor chip, for use in Omega navigation system is evaluated. A computer program was prepared in hand-assembled code to demonstrate receiver operation. The processor provides binary processing with interrupts enabled, a carriage return is given to initialize the teleprinter, and a jump is performed to enter the program loop to wait for an interrupt. The program loop operates continuously testing the interrupt flag. The interrupt routine reads the receiver status word and determines whether the current time-slot is the A slot. If so, the interrupt flag, which is also the data index pointer, is reset to zero. The status word is stored in the status buffer. If the time-slot is not A, the interrupt flag/pointer is incremented by one to index the phase and status to the proper buffer words for later use by the print routine.

  8. Performance demonstration program plan for analysis of simulated headspace gases

    The Performance Demonstration Program (PDP) for analysis of headspace gases will consist of regular distribution and analyses of test standards to evaluate the capability for analyzing VOCs, hydrogen, and methane in the headspace of transuranic (TRU) waste throughout the Department of Energy (DOE) complex. Each distribution is termed a PDP cycle. These evaluation cycles will provide an objective measure of the reliability of measurements performed for TRU waste characterization. Laboratory performance will be demonstrated by the successful analysis of blind audit samples of simulated TRU waste drum headspace gases according to the criteria set within the text of this Program Plan. Blind audit samples (hereinafter referred to as PDP samples) will be used as an independent means to assess laboratory performance regarding compliance with the QAPP QAOs. The concentration of analytes in the PDP samples will encompass the range of concentrations anticipated in actual waste characterization gas samples. Analyses which are required by the WIPP to demonstrate compliance with various regulatory requirements and which are included in the PDP must be performed by laboratories which have demonstrated acceptable performance in the PDP.

  9. Burial trench dynamic compaction demonstration at a humid site

    This task has the objective of determining the degree of consolidation which can be achieved by dynamic compaction of a closed burial trench within a cohesive soil formation. A seven-year-old burial trench in Solid Waste Storage Area (SWSA) 6 of Oak Ridge National Laboratory (ORNL) was selected for this demonstration. This 251 m/sup 3/ trench contained about 80 Ci of mixed radionuclides, mostly /sup 90/Sr, in 25 m/sup 3/ of waste consisting of contaminated equipment, dry solids, and demolition debris. Prior to compaction, a total trench void space of 79 m/sup 3/ was measured by pumping the trench full of water with corrections for seepage. Additional pre-compaction characterization included trench cap bulk density (1.68 kg/L), trench cap permeability (3 x 10/sup -7/ m/s), and subsurface waste/backfill hydraulic conductivity (>0.01 m/s). Compaction was achieved by repeatedly dropping a 4-ton steel-reinforced concrete cylinder from heights of 4 to 8 m using the whipline of a 70-ton crane. The average trench ground surface was depressed 0.79 m, with some sections over 2 m, yielding a surveyed volumetric depression which totaled to 64% of the measured trench void space. Trench cap (0 to 60 cm) bulk density and permeability were not affected by compaction indicating that the consolidation was largely subsurface. Neither surface nor airborne radioactive contamination were observed during repeated monitoring during the demonstration. Dynamic compaction was shown to be an excellent and inexpensive (i.e., about $20/m/sup 2/) method to collapse trench void space, thereby hastening subsidence and stabilizing the land surface. 15 refs., 10 figs., 3 tabs.

    The New York State Electric & Gas Corporation (NYSEG) demonstrated a combination of technologies at its Milliken Station in Lansing, New York, designed to: (1) achieve high sulfur dioxide (SO2) capture efficiency, (2) bring nitrogen oxide (NOx) emissions into compliance with Clean Air Act Amendments of 1990 (CAAA), (3) maintain high station efficiency, and (4) eliminate waste water discharge. This project is part of the U.S. Department of Energy’s (DOE) Clean Coal Technology Demonstration Program (CCTDP) established to address energy and environmental concerns related to coal use. DOE sought cost-shared partnerships with industry through five nationally competed solicitations to accelerate commercialization of the most promising advance coal-based power generation and pollution control technologies. The CCTDP, valued at over five billion dollars, has significantly leveraged federal funding by forging effective partnerships founded on sound principles. For every federal dollar invested, CCTDP participants have invested two dollars. These participants include utilities, technology developers, state governments, and research organizations. The project presented here was one of nine selected in January 1991 from 33 proposals submitted in response to the program’s fourth solicitation.

The Project is located in Western New York State, about 30 miles south of Buffalo, within the New York State-owned Western New York Nuclear Service Center (WNYNSC). This report represents a single, comprehensive source of off-site and on-site environmental monitoring data collected during 1996 by environmental monitoring personnel. The environmental monitoring program and results are discussed in the body of this report. The monitoring data are presented in the appendices.     The goal of the DARPA Shaped Sonic Boom Demonstration (SSBD) Program was to demonstrate for the first time in flight that sonic booms can be substantially reduced by incorporating specialized aircraft shaping techniques. Although mitigation of the sonic boom via specialized shaping techniques was theorized decades ago, until now, this theory had never been tested with a flight vehicle subjected to actual flight conditions in a real atmosphere. The demonstrative success, which occurred on 27 August 2003 with repeat flights in the supersonic corridor at Edwards Air Force Base, is a critical milestone in the development of next generation supersonic aircraft that could one day fly unrestricted over land and help usher in a new era of time-critical air transport. Pressure measurements obtained on the ground and in the air confirmed that the specific modifications made to a Northrop Grumman F-5E aircraft not only changed the shape of the shock wave signature emanating from the aircraft, but also produced a flat-top signature whose shape persisted, as predicted, as the pressure waves propagated through the atmosphere to the ground. This accomplishment represents a major advance towards reducing the startling and potentially damaging noise of a sonic boom. This paper describes the evolution of the SSBD program, including the rationale for test article selection, and provides an overview of the history making accomplishments achieved during the SSBD effort, as well as, the follow-on NASA Shaped Sonic Boom Experiment (SSBE) Program, whose goal was to further evaluate the characteristics and robustness of shaped boom signatures.

    During the summer of 2002, two airborne missions were flown as part of a NASA Earth Science Enterprise program to demonstrate the use of uninhabited aerial vehicles (UAVs) to perform earth science. One mission, the Altus Cumulus Electrification Study (ACES), successfully measured lightning storms in the vicinity of Key West, Florida, during storm season using a high-altitude Altus(TM) UAV. In the other, a solar-powered UAV, the Pathfinder Plus, flew a high-resolution imaging mission over coffee fields in Kauai, Hawaii, to help guide the harvest.

  19. The High Stability Engine Control (HISTEC) Program: Flight Demonstration Phase

    Future aircraft turbine engines, both commercial and military, must be able to accommodate expected increased levels of steady-state and dynamic engine-face distortion. The current approach of incorporating sufficient design stall margin to tolerate these increased levels of distortion would significantly reduce performance. The objective of the High Stability Engine Control (HISTEC) program is to design, develop, and flight-demonstrate an advanced, integrated engine control system that uses measurement-based estimates of distortion to enhance engine stability. The resulting distortion tolerant control reduces the required design stall margin, with a corresponding increase in performance and decrease in fuel burn. The HISTEC concept has been developed and was successfully flight demonstrated on the F-15 ACTIVE aircraft during the summer of 1997. The flight demonstration was planned and carried out in two phases, the first to show distortion estimation, and the second to show distortion accommodation. Post-flight analysis shows that the HISTEC technologies are able to successfully estimate and accommodate distortion, transiently setting the stall margin requirement on-line and in real-time. This allows the design stall margin requirement to be reduced, which in turn can be traded for significantly increased performance and/or decreased weight. Flight demonstration of the HISTEC technologies has significantly reduced the risk of transitioning the technology to tactical and commercial engines.

    National interest in the combustion of wood and wood/coal mixtures is growing rapidly in response to the world-wide concern for global warming, the US concern for SO{sub 2} and NOx emissions, and regional interest in expanding the utilization of forest products and byproducts. Throughout the forest product sector, combustion of wood and wood byproducts is widely practiced. Numerous small combustors for use by the homeowner to burn seasoned firewood are on the market. Lumber and paper mills produce large amounts of raw wood wastes, which many of them combust in industrial boilers to provide process heat and mechanical energy for their operations. In the case of both small and large combustors, the feed systems, burners, thermal recovery systems and flues have been specially designed for 100% wood use. Within the industrial and utility coal-fired boiler sector, furnaces are designed for 100% coal combustion and there is very little experience with wood/coal cofiring in these systems. Moreover, what experience is out there has not been documented in the open literature. Thus, it is proving very difficult for operators of coal-fired boilers to join quickly the national effort to increase wood firing. To provide assistance in this direction, the Northeastern Area State and Private Forestry Program of the US Department of Agriculture Forest Service has initiated a program with the University of Pittsburgh to demonstrate wood/coal cofiring into stoker and fluid-bed boilers in the western Pennsylvania region. The first project under this program was a demonstration at the traveling-grate stoker boiler of the Pittsburgh Brewing Company.     A prototype vehicle, control system, and waste and water scavenging system were designed and fabricated with essentially the full capabilities of the vehicle system proposed by ARD Environmental. A test tank mockup, including riser and decontamination chamber were designed and fabricated, and approximately 830 cubic feet of six varieties of waste simulants poured. The tests were performed by ARD Environmental personnel at its site in Laurel, Maryland, from 4/22/97 through 5/2/97. The capabilities tested were deployment and retrieval, extended mobility and productivity, the ability to operate the system using video viewing only, retrieval after simulated failure, and retrieval and decontamination. Testing commenced with deployment of the vehicle into the tank. Deployment was accomplished using a crane and auxiliary winch to position the vehicle and lower it through the decontamination chamber, into the 36`` diameter x 6` high riser, and touch down on the waste field in the tank. The initial mobility tests were conducted immediately after deployment, prior to sluicing, as the waste field exhibited the greatest amount of variation at this time. This test demonstrated the ability of the vehicle to maneuver over the simulated waste field, and the ability of the operator to work with only video viewing available. In addition, the ability of the vehicle to right itself after being turned on its side was demonstrated. The production rate was evaluated daily through the testing period by measuring the surface and estimating the amount of material removed. The test demonstrated the ability of the vehicle to reduce the waste surface using 400 psi (nominal) water jets, scavenge water and material from the work area, and move to any location, even in the relatively confined space of the 20` diameter test tank.     The Nevada Test Site-Directed Research, Development, and Demonstration (SDRD) program completed a very successful year of research and development activities in FY 2005. Fifty new projects were selected for funding this year, and five FY 2004 projects were brought to conclusion. The total funds expended by the SDRD program were $5.4 million, for an average per project cost of just under $100,000. Two external audits of SDRD accounting practices were conducted in FY 2005. Both audits found the program's accounting practices consistent with the requirements of DOE Order 413.2A, and one included the observation that the NTS contractor ''did an exceptional job in planning and executing year-start activities.'' Highlights for the year included: the filing of 18 invention disclosures for intellectual property generated by FY 2005 projects; programmatic adoption of 17 FY 2004 SDRD-developed technologies; participation in the tri-lab Laboratory Directed Research and Development (LDRD) and SDRD program review that was broadly attended by NTS, NNSA, LDRD, and U.S. Department of Homeland Security representatives; peer reviews of all FY 2005 projects; and the successful completion of 55 R&D projects, as presented in this report.

    The Environmental Monitoring Section of the Environmental and Health Protection (EHP) Department administers the Savannah River Site's Groundwater Monitoring Program. During fourth quarter 1989 (October--December), EHP conducted routine sampling of monitoring wells and drinking water locations. EHP collected the drinking water samples from Savannah River Site (SRS) drinking water systems supplied by wells. EHP established two sets of flagging criteria in 1986 to assist in the management of sample results. The flagging criteria aid personnel in sample scheduling, interpretation of data, and trend identification. An explanation of flagging criteria for the fourth quarter is presented in the Flagging Criteria section of this document. All analytical results from fourth quarter 1989 are listed in this report, which is distributed to all waste-site custodians.

    The principal objective of the Underground Storage Tank Integrated Demonstration (UST-ID) Program is the demonstration and continued development of technologies suitable for the remediation of USTs. The most promising new technologies are selected for demonstration, testing, and evaluation. The objective is the eventual transfer of new technologies as a system to full-scale remediation at US Department of Energy (DOE) complexes and sites in the private sector. Technologies under development in the UST-ID Program are targeted toward use in remediation actions at the following five DOE participant sites: Hanford, Fernald, Idaho, Oak Ridge, and Savannah River. Combined, these participant sites have more than 300 USTs containing more than 100 m gal of high-level and low-level radioactive liquid waste. This paper focuses on the Waste Separations and Pretreatment area of the UST-ID, summarizing the currently funded technology development projects. In this area, several ``compact processing units`` (CPUs) are being developed to effect near-term demonstration and deployment of promising processes in actual tank environments. The CPU design and development approach is summarized. A number of programmatic issues are discussed, including onsite and offsite transportation of potentially contaminated processing systems, containment design criteria, including applicable codes and standards, and operation and maintenance of such systems in a developmental testing environment.

The demonstration of in situ air stripping was the first in a series of demonstrations of innovative remediation technologies for the cleanup of sites contaminated with volatile organic contaminants. The in situ air stripping system consisted of two directionally drilled wells that delivered gases to and extract contamination from the subsurface. The demonstration was designed to remediate soils and sediments in the unsaturated and saturated zones as well as groundwater contaminated with volatile organic compounds. The demonstration successfully removed significant quantities of solvent from the subsurface. The field site and horizontal wells were subsequently used for an in situ bioremediation demonstration during which methane was added to the injected air. The field conditions documented herein represent the baseline status of the site for evaluating the in situ bioremediation as well as the post-test conditions for the in situ air stripping demonstration. Characterization activities focused on documenting the nature and distribution of contamination in the subsurface. The post-test characterization activities discussed herein include results from the analysis of sediment samples, three-dimensional images of the pretest and post-test data, contaminant inventories estimated from pretest and post-test models, a detailed lithologic cross sections of the site, results of aquifer testing, and measurements of geotechnical parameters of undisturbed core sediments.

    DOE has set a goal to clean up its complex and to bring all sites into compliance with applicable environmental regulations. This initiative is slated for completion by the year 2019. Four years ago there was no coordinated plan for identifying or cleaning these contaminated sites. Since 1989, DOE`s Office of Environmental Restoration and Waste Management has invested time, money, and manpower to establish a wide range of programs to meet this immense challenge. DOE is responsible for waste management and clean up of more than 100 contaminated installations in 36 states and territories. This includes 3,700 sites: over 26,000 acres, with hazardous or radioactive contaminated surface or groundwater, soil, or structures; over 26,000 acres requiring remediation, with the number growing as new sites are defined; 500 surplus facilities awaiting decontamination and decommissioning and approximately 5,000 peripheral properties (residences, businesses) that have soil contaminated with uranium tailings.

    Facilities for intermediate storage of spent fuel and HLW and for final disposal of ILW and LLW together with a system for sea transportation have been in operation in Sweden for more then 15 years. To complete the ''back end system'' the remaining parts are to build facilities for encapsulation and final storage of spent fuel and HLW. The Swedish reference method for final disposal of spent fuel, KBS-3, is to encapsulate the fuel elements in copper canisters and dispose them in a deep geological repository. The Swedish program up to 2001 was focused on the establishment of general acceptance of the reference method for final storage and SKB's selection of candidate sites for a deep geological repository. In the end of year 2000 SKB presented a report as a base for a Government decision about the siting process. This report gave the background for the selection of three candidate sites. It also presented the program for geological surveys of the candidate sites as well as the background for the choice of the method for final disposal of spent nuclear fuel and HLW. In the end of 2001 the Swedish government endorsed the plan for the site selection phase and stated that the KBS-3 design of the repository shall be used as the planning base for the work. Permissions were also granted for the fieldwork from the municipalities of Forsmark and Oskarshamn where the candidate sites are located. Site investigations on these two sites started during 2002. The technical development and demonstration of the KBS 3-method is ongoing at the Dspv Hard Rock Laboratory and the Canister Laboratory. The goal for the coming five years period is to select the site for the repository and apply for licenses to construct and operate the facilities for encapsulation and final storage of spent fuel. The encapsulation plant and the repository are planned to be in operation around year 2015.

    The Site Operator Program has evolved substantially since its inception in response to the Electric Vehicle Research and Demonstration Act of 1976. In its original form, a commercialization effort was intended but this was not feasible for lack of vehicle suppliers and infrastructure. Nonetheless, with DOE sponsorship and technical participation, a few results (primarily operating experience and data) were forthcoming. The current Program comprises eleven sites and over 200 vehicles, of which about 50 are latest generation vehicles. DOE partially funds the Program participant expenditures and the INEL receives operating and maintenance data for the DOE-owned, and participant-owned or monitored vehicles, as well as Program reports. As noted elsewhere in this report, participants represent several widely differing categories: electric utilities, academic institutions, and federal agencies. While both the utilities and the academic institutions tend to establish beneficial relationships with the industrial community.

    This report summarizes the activities of the Active Sites Environmental Monitoring Program (ASEMP) from October 1990 through March 1991. The ASEMP was established in 1989 by Solid Waste Operations and the Environmental Sciences Division to provide early detection and performance monitoring at active low-level radioactive waste (LLW) disposal sites in Solid Waste Storage Area (SWSA) 6 and transuranic (TRU) waste storage sites in SWSA 5 as required by chapters II and III of US Department of Energy Order 5820.2A. Monitoring results continue to demonstrate the no LLW is being leached from the storage vaults on the tumulus pads. Loading of vaults on Tumulus II began during this reporting period and 115 vaults had been loaded by the end of March 1991.

    Goals of the site operator program include field evaluation of electric vehicles (EVs) in real-world applications and environments, advancement of electric vehicle technologies, development of infrastructure elements necessary to support significant EV use, and increasing the awareness and acceptance of EVs by the public. The site operator program currently consists of 11 participants under contract and two other organizations with data-sharing agreements with the program. The participants (electric utilities, academic institutions, Federal agencies) are geographically dispersed within US and their vehicles see a broad spectrum of service conditions. Current EV inventories of the site operators exceeds 250 vehicles. Several national organizations have joined DOE to further the introduction and awareness of EVs, including: (1) EVAmerica (a utility program) and DOE conduct performance and evaluation tests to support market development for EVs; (2) DOE, DOT, the Electric Transportation Coalition, and the Electric Vehicle Association of the Americas are conducting a series of workshops to encourage urban groups in Clean Cities (a DOE program) to initiate the policies and infrastructure development necessary to support large-scale demonstrations, and ultimately the mass market use, of EVs. Current focus of the program is collection and dissemination of EV operations and performance data to aid in the evaluation of real- world EV use. This report contains several sections with vehicle evaluation as a focus: EV testing results, energy economics of EVs, and site operators activities.

    From 1951 to 1992, the Unites States government conducted 828 underground nuclear tests at the Nevada National Security Site. About one-third of these tests occurred near, below or within the water table - the very top portion of the groundwater layer where rock and soil are completely saturated with water. As a result, some groundwater was contaminated. The U.S. Department of Energy (DOE) began exploring the effects of groundwater contamination in the 1970s. Though contamination from underground testing has never been detected on public land, the DOE was committed to developing an advanced, reliable monitoring network that ensures the long-term protection of the public. An intensive groundwater investigation program was launched in 1989.

  9. Low-E Retrofit Demonstration and Educational Program

    The objective of this project was to demonstrate the capability of low-emissivity (low-E) storm windows / panels and low-E retrofit glazing systems to significantly and cost effectively improve the energy efficiency of both existing residential and commercial buildings. The key outcomes are listed below: RESIDENTIAL CASE STUDIES: (a) A residential case study in two large multifamily apartment buildings in Philadelphia showed a substantial 18-22% reduction in heating energy use and a 9% reduction in cooling energy use by replacing old clear glass storm windows with modern low-E storm windows. Furthermore, the new low-E storm windows reduced the overall apartment air leakage by an average of 10%. (b) Air leakage testing on interior low-E panels installed in a New York City multifamily building over windows with and without AC units showed that the effective leakage area of the windows was reduced by 77-95%. (c) To study the use of low-E storm windows in a warmer mixed climate with a balance of both heating and cooling, 10 older homes near Atlanta with single pane windows were tested with three types of exterior storm windows: clear glass, low-E glass with high solar heat gain, and low-E glass with lower solar heat gain. The storm windows significantly reduced the overall home air leakage by an average of 17%, or 3.7 ACH50. Considerably high variability in the data made it difficult to draw strong conclusions about the overall energy usage, but for heating periods, the low-E storm windows showed approximately 15% heating energy savings, whereas clear storm windows were neutral in performance. For cooling periods, the low-E storm windows showed a wide range of performance from 2% to over 30% cooling energy savings. Overall, the study showed the potential for significantly more energy savings from using low-E glass versus no storm window or clear glass storm windows in warmer mixed climates, but it is difficult to conclusively say whether one type of low-E performed

Analytes exceeded Flat 2 for the first since 1984 in 14 monitoring well series. In addition to groundwater monitoring, EPD/EMS collected drinking water samples from SRS drinking water systems supplied by wells. The drinking water samples were analyzed for radioactive constituents.
