    This report provides a summary of activities by American Electric Power Service Corporation during the first budget period of the PFBC Utility Demonstration Project. In April 1990, AEP signed a Cooperative Agreement with the US Department of Energy to repower the Philip Sporn Plant, Units 3 & 4 in New Haven, West Virginia, with a 330 KW PFBC plant. The purpose of the program was to demonstrate and verify PFBC in a full-scale commercial plant. The technical and cost baselines of the Cooperative Agreement were based on a preliminary engineering and design and a cost estimate developed by AEP subsequent to AEP`s proposal submittal in May 1988, and prior to the signing of the Cooperative Agreement. The Statement of Work in the first budget period of the Cooperative Agreement included a task to develop a preliminary design and cost estimate for erecting a Greenfield plant and to conduct a comparison with the repowering option. The comparative assessment of the options concluded that erecting a Greenfield plant rather than repowering the existing Sporn Plant could be the technically and economically superior alternative. The Greenfield plant would have a capacity of 340 MW. The ten additional MW output is due to the ability to better match the steam cycle to the PFBC system with a new balance of plant design. In addition to this study, the conceptual design of the Sporn Repowering led to several items which warranted optimization studies with the goal to develop a more cost effective design.

    This document is the combination of the fourth quarter report (July - September 1995) and the 1995 annual report for the ENCOAL project. The following pages include the background and process description for the project, brief summaries of the accomplishments for the first three quarters, and a detailed fourth quarter report. Its purpose is to convey the accomplishments and current progress of the project. ENCOAL Corporation, a wholly-owned subsidiary of SMC Mining Company (formerly Shell Mining company, now owned by Zeigler Coal Holding Company), has completed the construction and start-up of a mild gasification demonstration plant at Triton Coal Company`s Buckskin Mine near Gillette, Wyoming. The process, using Liquids From Coal (LFC) technology developed by SMC and SGI International, utilizes low-sulfur Powder River Basis coal to produce two new fuels, Process Derived Fuel (PDF) and Coal Derived Liquids (CDL). The products, as alternative fuels sources, are expected to significantly lower current sulfur emissions at industrial and utility boiler sites throughout the nation, thereby reducing pollutants causing acid rain. In the LFC technology, coal is first deeply dried to remove water physically. The temperature is further raised in a second stage which results in decomposition reactions that form the new products. This chemical decomposition (mild gasification) creates gases by cracking reactions from the feed coal. The chemically altered solids are cooled and further processed to make PDF. The gases are cooled, condensing liquids as CDL, and the residual gases are burned in the process for heat. The process release for the ENCOAL plant predicted that one ton of feed coal would yield roughly {1/2} ton of PDF and {1/2} barrel of CDL. By varying plant running conditions, however, it has since been learned that the actual CDL recovery rate may be as much as 15% to 20% above the projections.

    This annual environmental monitoring report for the West Valley Demonstration Project (WVDP or Project) is published to inform those with interest about environmental conditions at the WVDP. In accordance with U.S. Department of Energy (DOE) Order 231.1, Environment, Safety, and Health Reporting, the report summarizes calendar year (CY) 2002 environmental monitoring data so as to describe the performance of the WVDP's environmental management system, confirm compliance with standards and regulations, and highlight important programs. In 2002, the West Valley Demonstration Project, the site of a DOE environmental cleanup activity operated by West Valley Nuclear Services Co. (WVNSCO), was in the final stages of stabilizing high-level radioactive waste (HLW) that remained at the site after commercial nuclear fuel reprocessing had been discontinued in the early 1970s. The Project is located in western New York State, about 30 miles south of Buffalo, within the New York State-owned Western New York Nuclear Service Center (WNYNSC). The WVDP is being conducted in cooperation with the New York State Energy Research and Development Authority (NYSERDA). Ongoing work activities at the WVDP during 2002 included: (1) completing HLW solidification and melter shutdown; (2) shipping low-level radioactive waste off-site for disposal; (3) constructing a facility where large high-activity components can be safely packaged for disposal; (4) packaging and removing spent materials from the vitrification facility; (5) preparing environmental impact statements for future activities; (6) removing as much of the waste left behind in waste tanks 8D-1 and 8D-2 as was reasonably possible; (7) removing storage racks, canisters, and debris from the fuel receiving and storage pool, decontaminating pool walls, and beginning shipment of debris for disposal; (8) ongoing decontamination in the general purpose cell and the process mechanical cell (also referred to as the head end cells); (9) planning

    This demonstration project was initiated in the 200 Sand Pool in the Midway-Sunset Field, California Sand Pool to demonstrate the operational, recovery, and economic aspects of steamflooding a typical heavy oil reservoir which had unfavorable response to cyclic stimulation. The scope of the project involves 5 phases: (1) pilot site monitoring and evaluation; (2) pilot area expansion; (3) site selection for expansion to full-scale project; (4) expansion to full-scale steamflood; and (5) production monitoring. After expansion and steam injection for one year, the wells are averaging 8 B/D oil and 29 B/D water per well. This rate is above the 5 BOPD for cyclic stimulation. Most of the producing wells are steam stimulated about twice a year to enhance steam breakthrough from the continuous steam. The total area has averaged 319 B/D oil and 1233 B/D water the last year. 7 figures, 1 table.

    The micellar-polymer demonstration project to be conducted - through the design phase - in the HXa sand of Wilmington Field is proceeding satisfactorily but has fallen behind schedule. Results of some core floods were unsatisfactory. The recovery efficiencies were much lower than those achieved using the laboratory sample cosurfactant final design slug. Nearly six months of reformulating and additional core testing were required to finally achieve satisfactory laboratory results. Other laboratory tests were performed to optimize the polymer buffer for size and concentration. Other reservoir and reservoir fluid problems have been encountered in production and injection operations during the pre-flush period.

    ENCOAL Corporation, a wholly-owned subsidiary of SMC Mining Company (formerly Shell Mining Company, now owned by Zeigler Coal Holding Company), has completed the construction and start-up of a mild gasification demonstration plant at Triton Coal Company`s Buckskin Mine near Gillette, Wyoming. The process, using Liquids From Coal (LFC) technology developed by SMC and SGI International, utilizes low-sulfur Powder River Basin coal to produce two new fuels, Process Derived Fuel (PDF) and Coal Derived Liquids (CDL). The LFC technology uses a mild pyrolysis or mild gasification process which involves heating the coal under carefully controlled conditions. The process causes chemical changes in the feed coal in contrast to conventional drying, which leads only to physical changes. Wet subbituminous coal contains considerable water, and conventional drying processes physically remove some of this moisture, causing the heating value to increase. The deeper the coal is physically dried, the higher the heating value and the more the pore structure permanently collapses, preventing resorption of moisture. However, deeply dried Powder River Basin coals exhibit significant stability problems when dried by conventional thermal processes. The LFC process overcomes these stability problems by thermally altering the solid to create PDF and CDL. Several of the major objectives of the ENCOAL Project have now been achieved. The LFC Technology has been essentially demonstrated. Significant quantities of specification CDL have been produced from Buckskin coal. Plant operation in a production mode with respectable availability (approaching 90%) has been demonstrated.

    A field demonstration test of displacement mobility control in the East Coalinga Field is being conducted in order to determine the relative merits of polymer flooding and waterflooding in a medium viscosity oil reservoir. The injection pattern consists of four inverted 5-spot patterns and an updip area. Water injection began in June 1976 and continued through April 1978. Polymer injection began in May 1978 and is ongoing. The overall production performance for the pilot has been far less than expected. The current oil production rate is currently below the expected primary decline rate. The polymer injection rate is substantially below original predictions and will increase the time required to inject the designed slug volume.

    The purpose of the DOE limestone injection multistage burner (LIMB) Demonstration Project Extension is to extend the data base on LIMB technology and to expand DOE's list of Clean Coal Technologies by demonstrating the Coolside process as part of the project. The main objectives of this project are: to demonstrate the general applicability of LIMB technology by testing 3 coals and 4 sorbents (total of 12 coal/sorbent combinations) at the Ohio Edison Edgewater plant; and to demonstrate that Coolside is a viable technology for improving precipitator performance and reducing sulfur dioxide emissions while acceptable operability is maintained.     In 2003, the California Space Authority (CSA) was provided funding by the U. S. Congress through the Defense Appropriations Act to develop a project that would demonstrate the U.S. space enterprise capability that would contribute to the effectiveness of those engaged in Homeland Security. The project was given broad latitude in selecting the area of Homeland Security to be addressed and the nature of the space technology to be applied. CSA became aware of a nascent law enforcement data-sharing project in the San Diego region known as the Automated Regional Justice Information System (ARJIS). First developed by the police departments in San Diego, ARJIS is an innovative system that shares criminal justice information among 50 federal, state, and local agencies. ARJIS was completing a pilot project that enabled officers to receive information on handheld computers, which was transmitted wirelessly through cellular networks. The accessed information came from several databases that collectively contained the entire region's crime and arrest reports, traffic citations, and incidents, as well as state and county wants and warrants. The fundamental limitations that plague all cellular-based devices caught CSA's attention and resulted in a cooperative effort to harden the communications link between the patrol officer and critical data. The principal goal of the SATCOM development task was to create a proof-of-concept application that would use SATCOM links to augment the current ARJIS handheld wireless (cellular) capability. The successful technical demonstration and the positive support for satellite communications from the law enforcement community showed that this project filled a need-both for improved information sharing and for highly reliable communications systems.

    The National Rural Electric Cooperative Association (NRECA) organized the NRECA-U.S. Department of Energy (DOE) Smart Grid Demonstration Project (DE-OE0000222) to install and study a broad range of advanced smart grid technologies in a demonstration that spanned 23 electric cooperatives in 12 states. More than 205,444 pieces of electronic equipment and more than 100,000 minor items (bracket, labels, mounting hardware, fiber optic cable, etc.) were installed to upgrade and enhance the efficiency, reliability, and resiliency of the power networks at the participating co-ops. The objective of this project was to build a path for other electric utilities, and particularly electrical cooperatives, to adopt emerging smart grid technology when it can improve utility operations, thus advancing the co-ops’ familiarity and comfort with such technology. Specifically, the project executed multiple subprojects employing a range of emerging smart grid technologies to test their cost-effectiveness and, where the technology demonstrated value, provided case studies that will enable other electric utilities—particularly electric cooperatives— to use these technologies. NRECA structured the project according to the following three areas: Demonstration of smart grid technology; Advancement of standards to enable the interoperability of components; and Improvement of grid cyber security. We termed these three areas Technology Deployment Study, Interoperability, and Cyber Security. Although the deployment of technology and studying the demonstration projects at coops accounted for the largest portion of the project budget by far, we see our accomplishments in each of the areas as critical to advancing the smart grid.     The Tidd project was one of the first joint government-industry ventures to be approved by the US Department of Energy (DOE) in its Clean Coal Technology Program. In March 1987, DOE signed an agreement with the Ohio Power Company, a subsidiary of American Electric Power, to refurbish the then-idle Tidd plant on the banks of the Ohio River with advanced pressurized fluidized bed technology. Testing ended after 49 months of operation, 100 individual tests, and the generation of more than 500,000 megawatt-hours of electricity. The demonstration plant has met its objectives. The project showed that more than 95 percent of sulfur dioxide pollutants could be removed inside the advanced boiler using the advanced combustion technology, giving future power plants an attractive alternative to expensive, add-on scrubber technology. In addition to its sulfur removal effectiveness, the plant`s sustained periods of steady-state operation boosted its availability significantly above design projections, heightening confidence that pressurized fluidized bed technology will be a reliable, baseload technology for future power plants. The technology also controlled the release of nitrogen oxides to levels well below the allowable limits set by federal air quality standards. It also produced a dry waste product that is much easier to handle than wastes from conventional power plants and will likely have commercial value when produced by future power plants.

    This describes the Tampa Electric Company`s Polk Power Station Unit 1 (PPS-1) Integrated Gasification Combined Cycle (IGCC) demonstration project which will use a Texaco pressurized, oxygen-blown, entrained-flow coal gasifier to convert approximately 2,300 tons per day of coal (dry basis) coupled with a combined cycle power block to produce a net 250 MW electrical power output. Coal is slurried in water, combined with 95% pure oxygen from an air separation unit, and sent to the gasifier to produce a high temperature, high pressure, medium-Btu syngas with a heat content of about 250 Btu/scf (LHV). The syngas then flows through a high temperature heat recovery unit which cools the syngas prior to its entering the cleanup systems. Molten coal ash flows from the bottom of the high temperature heat recovery unit into a water-filled quench chamber where it solidifies into a marketable slag by-product.

    This report provides a summary of activities by American Electric Power Service Corporation during the first budget period of the PFBC Utility Demonstration Project. In April 1990, AEP signed a Cooperative Agreement with the US Department of Energy to repower the Philip Sporn Plant, Units 3 4 in New Haven, West Virginia, with a 330 KW PFBC plant. The purpose of the program was to demonstrate and verify PFBC in a full-scale commercial plant. The technical and cost baselines of the Cooperative Agreement were based on a preliminary engineering and design and a cost estimate developed by AEP subsequent to AEP's proposal submittal in May 1988, and prior to the signing of the Cooperative Agreement. The Statement of Work in the first budget period of the Cooperative Agreement included a task to develop a preliminary design and cost estimate for erecting a Greenfield plant and to conduct a comparison with the repowering option. The comparative assessment of the options concluded that erecting a Greenfield plant rather than repowering the existing Sporn Plant could be the technically and economically superior alternative. The Greenfield plant would have a capacity of 340 MW. The ten additional MW output is due to the ability to better match the steam cycle to the PFBC system with a new balance of plant design. In addition to this study, the conceptual design of the Sporn Repowering led to several items which warranted optimization studies with the goal to develop a more cost effective design.

    HVAC Retrofit and Energy Efficiency Upgrades at Clark High School, Las Vegas, Nevada The overall objectives of this project are to increase usage of alternative/renewable fuels, create a better and more reliable learning environment for the students, and reduce energy costs. Utilizing the grant resources and local bond revenues, the District proposes to reduce electricity consumption by installing within the existing limited space, one principal energy efficient 100 ton adsorption chiller working in concert with two 500 ton electric chillers. The main heating source will be primarily from low nitrogen oxide (NOX), high efficiency natural gas fired boilers. With the use of this type of chiller, the electric power and cost requirements will be greatly reduced. To provide cooling to the information technology centers and equipment rooms of the school during off-peak hours, the District will install water source heat pumps. In another measure to reduce the cooling requirements at Clark High School, the District will replace single pane glass and metal panels with Kalwall building panels. An added feature of the Kalwall system is that it will allow for natural day lighting in the student center. This system will significantly reduce thermal heat/cooling loss and control solar heat gain, thus delivering significant savings in heating ventilation and air conditioning (HVAC) costs.

    This report presents results from the limestone Injection Multistage Burner (LIMB) Demonstration Project Extension. LIMB is a furnace sorbent injection technology designed for the reduction of sulfur dioxide (SO[sub 2]) and nitrogen oxides (NO[sub x]) emissions from coal-fired utility boilers. The testing was conducted on the 105 Mwe, coal-fired, Unit 4 boiler at Ohio Edison's Edgewater Station in Lorain, Ohio. In addition to the LIMB Extension activities, the overall project included demonstration of the Coolside process for S0[sub 2] removal for which a separate report has been issued. The primary purpose of the DOE LIMB Extension testing, was to demonstrate the generic applicability of LIMB technology. The program sought to characterize the S0[sub 2] emissions that result when various calcium-based sorbents are injected into the furnace, while burning coals having sulfur content ranging from 1.6 to 3.8 weight percent. The four sorbents used included calcitic limestone, dolomitic hydrated lime, calcitic hydrated lime, and calcitic hydrated lime with a small amount of added calcium lignosulfonate. The results include those obtained for the various coal/sorbent combinations and the effects of the LIMB process on boiler and plant operations.

    The Toms Creek Integrated Gasification Combined Cycle (IGCC) Demonstration Project was selected by DOE in September 1991 to participate in Round Four of the Clean Coal Technology Demonstration Program. The project will demonstrate a simplified IGCC process consisting of an air-blown, fluidized-bed gasifier (Tampella U-Gas), a gas cooler/steam generator, and a hot gas cleanup system in combination with a gas turbine modified for use with a low-Btu content fuel and a conventional steam bottoming cycle. The demonstration plant will be located at the Toms Creek coal mine near Coeburn, Wise County, Virginia. Participants in the project are Tampella Power Corporation and Coastal Power Production Company. The plant will use 430 tons per day of locally mined bituminous coal to produce 55 MW of power from the gasification section of the project. A modern pulverized coal fired unit will be located adjacent to the Demonstration Project producing an additional 150 MW. A total 190 MW of power will be delivered to the electric grid at the completion of the project. In addition, 50,000 pounds per hour of steam will be exported to be used in the nearby coal preparation plant. Dolomite is used for in-bed gasifier sulfur capture and downs cleanup is accomplished in a fluidized-bed of regenerative zinc titanate. Particulate clean-up, before the gas turbine, will be performed by high temperature candle filters (1020[degree]F). The demonstration plant heat rate is estimated to be 8,700 Btu/kWh. The design of the project goes through mid 1995, with site construction activities commencing late in 1995 and leading to commissioning and start-up by the end of 1997. This is followed by a three year demonstration period.

    This paper will describe an overview of the NASA-led multi-center Habitat Demonstration Unit (HDU) Project. The HDU project is a technology-pull project that integrates technologies and innovations from numerous NASA centers. This project will be used to investigate and validate surface architectures, operations concepts, and requirements definition. The HDU project will be part of the 2010 Desert Research and Technologies Simulations (DRATS). The purpose of this project is to develop, integrate, test, and evaluate a HDU in the context of the mission architectures and surface operation concepts. This HDU is based on the Constellation Architecture Scenario 12.1 concept of a vertically oriented habitat module. A multi-center approach with be utilized to build, integrate, and test the HDU project through a shared collaborative effort of multiple NASA centers. This project is part of the strategic plan from the ESMD Directorate Integration Office (DIO) and the Lunar Surface Systems Project Office (LSSPO) to test surface elements in a surface analog environment which includes two Lunar Electric Rovers and the HDU during the 2010 analog field test. This paper will describe the overall objectives, its various configurations, strategic plan, and technology integration as it pertains to the 2010 and 2011 field analog tests.

    The Plasma Hearth Process (PHP) demonstration project is one of the key technology projects in the US Department of Energy (DOE) Office of Technology Development Mixed Waste Focus Area. The PHP is a high temperature thermal treatment process using a plasma arc torch in a stationary, refractory lined chamber that destroys organics and stabilizes the residuals in a nonleaching, vitrified waste form, greatly improving the disposability of the waste. This paper describes the PHP system and summarizes test results to date, including volume reduction, destruction and removal efficiencies for organic wastes, and emission characteristics. Tests performed so far demonstrate that the PHP adresses DOE mixed waste final waste form requirements and US Environmental Protection Agency Toxicity Characteristic Leaching Procedure requirements.

  9. Industrial heat pump demonstration project

    This booklet describes an industrial heat pump demonstration project conducted at a plant in Norwich, New York. The project required retrofitting an open-cycle heat pump to a single-effect, recirculating-type evaporator. The heat pump design uses an electrically driven centrifugal compressor to recover the latent heat of the water vapor generated by the evaporator. The compressed vapor is returned to the process, where it displaces the use of boiler steam. The goal was to reduce costs associated with operating the evaporator, which is used for reduction the water content of whey (a liquid by-product from cheese production). The retrofit equipment has now completed more than one year of successful operation. Heat pump coefficient of performance has been measured and is in the range of 14 to 18 under varying process conditions. Generalization of project results indicates that the demonstrated technology achieved attractive economics over a wide range of energy price assumptions, especially when the heat pump is applied to larger processes. 5 refs., 17 figs.

  10. Clean Coal Diesel Demonstration Project

    A Clean Coal Diesel project was undertaken to demonstrate a new Clean Coal Technology that offers technical, economic and environmental advantages over conventional power generating methods. This innovative technology (developed to the prototype stage in an earlier DOE project completed in 1992) enables utilization of pre-processed clean coal fuel in large-bore, medium-speed, diesel engines. The diesel engines are conventional modern engines in many respects, except they are specially fitted with hardened parts to be compatible with the traces of abrasive ash in the coal-slurry fuel. Industrial and Municipal power generating applications in the 10 to 100 megawatt size range are the target applications. There are hundreds of such reciprocating engine power-plants operating throughout the world today on natural gas and/or heavy fuel oil.

    A near-Earth Asteroid (NEA) mission will present significant new challenges including hazards to crew health created by exploring a beyond low earth orbit destination, traversing the terrain of asteroid surfaces, and the effects of variable gravity environments. Limited communications with ground-based personnel for diagnosis and consultation of medical events require increased crew autonomy when diagnosing conditions, creating treatment plans, and executing procedures. Scope: The Exploration Medical System Demonstration (EMSD) project will be a test bed on the International Space Station (ISS) to show an end-to-end medical system assisting the Crew Medical Officers (CMO) in optimizing medical care delivery and medical data management during a mission. NEA medical care challenges include resource and resupply constraints limiting the extent to which medical conditions can be treated, inability to evacuate to Earth during many mission phases, and rendering of medical care by a non-clinician. The system demonstrates the integration of medical technologies and medical informatics tools for managing evidence and decision making.     Medium Btu methane gas is a naturally occurring by product of anaerobic digestion of landfilled municipal solid waste. The energy potential of landfill gas in New York State is estimated to be 61 trillion Btu's per year or the equivalent of 10 percent of the natural gas used annually in the State. The 18-month Landfill Gas to Electricity Demonstration Project conducted at the Fresh Kills Landfill in Staten Island, New York conclusively demonstrated that landfill gas is an acceptable fuel for producing electricity using an internal combustion engine/generator set. Landfill gas proved to be a reliable and consistent fuel source during a six-month field test program. Engine exhaust emissions were determined to be comparable to that of natural gas and no unusually high corrosion rates on standard pipeline material were found.

    This report summarizes the activities and accomplishments of a two-year DOE-funded project on Grid-Integrated Vehicles (GIV) with vehicle to grid power (V2G). The project included several research and development components: an analysis of US driving patterns; an analysis of the market for EVs and V2G-capable EVs; development and testing of GIV components (in-car and in-EVSE); interconnect law and policy; and development and filing of patents. In addition, development activities included GIV manufacturing and licensing of technologies developed under this grant. Also, five vehicles were built and deployed, four for the fleet of the State of Delaware, plus one for the University of Delaware fleet.

    This is the final report on a field evaluation by the Department of the Navy of twenty 5-kW PEM fuel cells carried out during 2004 and 2005 at five Navy sites located in New York, California, and Hawaii. The key objective of the effort was to obtain an engineering assessment of their military applications. Particular issues of interest were fuel cell cost, performance, reliability, and the readiness of commercial fuel cells for use as a standalone (grid-independent) power option. Two corollary objectives of the demonstration were to promote technological advances and to improve fuel performance and reliability. From a cost perspective, the capital cost of PEM fuel cells at this stage of their development is high compared to other power generation technologies. Sandia National Laboratories technical recommendation to the Navy is to remain involved in evaluating successive generations of this technology, particularly in locations with greater environmental extremes, and it encourages their increased use by the Navy.

    The Clean Coal Technology (CCT) Demonstration Program is a government and industry co-funded technology development effort to demonstrate a new generation of innovative coal utilization processes. One goal of the program is to furnish the energy marketplace with a variety of energy efficient, environmentally superior coal-based technologies. Demonstration projects seek to establish the commercial feasibility of the most promising coal technologies that have proceeded beyond the proof-of-concept stage. This report is a post-project assessment of the DOE CCT Demonstration Program, the Tidd PFBC Demonstration Project. A major objective of the CCT Program is to provide the technical data necessary for the private sector to proceed confidently with the commercial replication of the demonstrated technologies. An essential element of meeting this goal is the dissemination of results from the demonstration projects. This post-project assessment (PPA) report is an independent DOE appraisal of the successes that the completed project had in achieving its objectives and aiding in the commercialization of the demonstrated technology. The report also provides an assessment of the expected technical, environmental, and economic performance of the commercial version of the technology, as well as an analysis of the commercial market.

    This report presents results from the limestone Injection Multistage Burner (LIMB) Demonstration Project Extension. LIMB is a furnace sorbent injection technology designed for the reduction of sulfur dioxide (SO{sub 2}) and nitrogen oxides (NO{sub x}) emissions from coal-fired utility boilers. The testing was conducted on the 105 Mwe, coal-fired, Unit 4 boiler at Ohio Edison`s Edgewater Station in Lorain, Ohio. In addition to the LIMB Extension activities, the overall project included demonstration of the Coolside process for S0{sub 2} removal for which a separate report has been issued. The primary purpose of the DOE LIMB Extension testing, was to demonstrate the generic applicability of LIMB technology. The program sought to characterize the S0{sub 2} emissions that result when various calcium-based sorbents are injected into the furnace, while burning coals having sulfur content ranging from 1.6 to 3.8 weight percent. The four sorbents used included calcitic limestone, dolomitic hydrated lime, calcitic hydrated lime, and calcitic hydrated lime with a small amount of added calcium lignosulfonate. The results include those obtained for the various coal/sorbent combinations and the effects of the LIMB process on boiler and plant operations.

    This document is the combination of the fourth quarter report (July--September 1993) and the 1993 annual report for the ENCOAL project. The following pages include the background and process description for the project, brief summaries of the accomplishments for the first three quarters, and a detailed fourth quarter report. Its purpose is to convey the accomplishments and current progress of the project. ENCOAL Corporation, has completed the construction of a mild gasification demonstration plant at Triton Coal Company`s Buckskin Mine near Gillette, Wyoming. The process, using Liquids From Coal (LFC) technology developed by SMC and SGI International, utilizes low-sulfur Powder River Basin coal to produce two new fuels, Process Derived Fuel (PDF) and Coal Derived Liquids (CDL). ENCOAL submitted an application to the US Department of Energy (DOE) in August 1989, soliciting joint funding of the project in the third round of the Clean Coal Technology Program. The project was selected by DOE in December, 1989 and the Cooperative Agreement approved in September, 1990. Construction, commissioning, and start-up of the ENCOAL mild coal gasification facility was completed in June of 1992, and the project is currently in the operations phase. Some plant modifications have been required and are discussed in this report.

    The X-43C Flight Demonstrator Project is a joint NASA-USAF hypersonic propulsion technology flight demonstration project that will expand the hypersonic flight envelope for air-breathing engines. The Project will demonstrate sustained accelerating flight through three flights of expendable X-43C Demonstrator Vehicles (DVs). The approximately 16-foot long X-43C DV will be boosted to the starting test conditions, separate from the booster, and accelerate from Mach 5 to Mach 7 under its own power and autonomous control. The DVs will be powered by a liquid hydrocarbon-fueled, fuel-cooled, dual-mode, airframe integrated scramjet engine system developed under the USAF HyTech Program. The Project is managed by NASA Langley Research Center as part of NASA's Next Generation Launch Technology Program. Flight tests will be conducted by NASA Dryden Flight Research Center off the coast of California over water in the Pacific Test Range. The NASA/USAF/industry project is a natural extension of the Hyper-X Program (X-43A), which will demonstrate short duration (approximately 10 seconds) gaseous hydrogen-fueled scramjet powered flight at Mach 7 and Mach 10 using a heavy-weight, largely heat sink construction, experimental engine. The X-43C Project will demonstrate sustained accelerating flight from Mach 5 to Mach 7 (approximately 4 minutes) using a flight-weight, fuel-cooled, scramjet engine powered by much denser liquid hydrocarbon fuel. The X-43C DV design flows from integrating USAF HyTech developed engine technologies with a NASA Air-Breathing Launch Vehicle accelerator-class configuration and Hyper-X heritage vehicle systems designs. This paper describes the X-43C Project and provides the background for NASA's current hypersonic flight demonstration efforts.

    In December 1990, the US Department of Energy selected 13 projects for funding under the Federal Clean Coal Technology Program (Round III). One of the projects selected was the project sponsored by LIFAC North America, (LIFAC NA), titled LIFAC Sorbent Injection Desulfurization Demonstration Project.'' The host site for this $17 million, three-phase project is Richmond Power and Light's Whitewater Valley Unit No. 2 in Richmond, Indiana. The LIFAC technology uses upper-furnace limestone injection with patented humidification of the flue gas to remove 75--85% of the sulfur dioxide (SO{sub 2}) in the flue gas.     This paper will describe an overview of the National Aeronautics and Space Administration (NASA) led multi-center Habitat Demonstration Unit (HDU) Project. The HDU project is a "technology-pull" project that integrates technologies and innovations from numerous NASA centers. This project will be used to investigate and validate surface architectures, operations concepts, and requirements definition of various habitation concepts. The first habitation configuration this project will build and test is the Pressurized Excursion Module (PEM). This habitat configuration - the PEM - is based on the Constellation Architecture Scenario 12.1 concept of a vertically oriented habitat module. The HDU project will be tested as part of the 2010 Desert Research and Technologies Simulations (D-RATS) test objectives. The purpose of this project is to develop, integrate, test, and evaluate a habitat configuration in the context of the mission architectures and surface operation concepts. A multi-center approach will be leveraged to build, integrate, and test the PEM through a shared collaborative effort of multiple NASA centers. The HDU project is part of the strategic plan from the Exploration Systems Mission Directorate (ESMD) Directorate Integration Office (DIO) and the Lunar Surface Systems Project Office (LSSPO) to test surface elements in a surface analog environment. The 2010 analog field test will include two Lunar Electric Rovers (LER) and the PEM among other surface demonstration elements. This paper will describe the overall objectives, its various habitat configurations, strategic plan, and technology integration as it pertains to the 2010 and 2011 field analog tests.     Western Energy Company (WECO) was selected by the Department of Energy (DOE) to demonstrate the Advanced Coal Conversion Process (ACCP) which upgrades low rank coals into high Btu, low sulfur, synthetic bituminous coal. As specified in the Corporate Agreement, RSCP is required to develop an Environmental Monitoring Plan (EMP) which describes in detail the environmental monitoring activities to be performed during the project execution. The purpose of the EMP is to: (1) identify monitoring activities that will be undertaken to show compliance to applicable regulations, (2) confirm the specific environmental impacts predicted in the National Environmental Policy Act documentation, and (3) establish an information base of the assessment of the environmental performance of the technology demonstrated by the project. The EMP specifies the streams to be monitored (e.g. gaseous, aqueous, and solid waste), the parameters to be measured (e.g. temperature, pressure, flow rate), and the species to be analyzed (e.g. sulfur compounds, nitrogen compounds, trace elements) as well as human health and safety exposure levels. The operation and frequency of the monitoring activities is specified, as well as the timing for the monitoring activities related to project phase (e.g. preconstruction, construction, commissioning, operational, post-operational). The EMP is designed to assess the environmental impacts and the environmental improvements resulting from construction and operation of the project.

    At the request of the City of Baltimore for assistance in developing the Global Action Plan (GAP) EcoTeam Program, DOE Office of Energy Efficiency and Renewable Energy provided GAP with $10,000 for a one-year demonstration project. The results of this action are as follows: four EcoTeams were established representing 28 households and 47 people; the self reported resource savings to date per household are on average: energy savings--9%, auto emission reduction--16%, solid waste reduction--52%, water savings--25%, dollar savings--$174; the initial seed team (prior to this funding) replicated and started 2 new teams, one of those teams replicated and started 2 more teams, the other team did not replicate; 4 volunteer coaches were recruited to coach each of these teams; a volunteer coordinator was recruited to provide local guidance for this demonstration project and help GAP reach out to the Fairfield low-income neighborhood, the volunteer coordinator was unable to establish any EcoTeams in this neighborhood as their priorities were establishing a neighborhood action team and addressing immediate health-related environmental issues; the volunteers have communicated information about this demonstration project among many community and Baltimore government leaders to solicit support for a full campaign and to assess the level of that support.

  6. Southern Nevada Alternative Fuels Demonstration Project

    The Southern Nevada Alternative Fuels Program is designed to demonstrate, in a day-to-day bus operation, the reliability and efficiency of a hydrogen bus operation under extreme conditions. By using ICE technology and utilizing a virtually emission free fuel, benefits to be derived include air quality enhancement and vehicle performance improvements from domestically produced, renewable energy sources. The project objective is to help both Ford and the City demonstrate and evaluate the performance characteristics of the E-450 H2ICE shuttle buses developed by Ford, which use a 6.8-liter supercharged Triton V-10 engine with a hydrogen storage system equivalent to 29 gallons of gasoline. The technology used during the demonstration project in the Ford buses is a modified internal combustion engine that allows the vehicles to run on 100% hydrogen fuel. Hydrogen gives a more thorough fuel burn which results in more power and responsiveness and less pollution. The resultant emissions from the tailpipe are 2010 Phase II compliant with NO after treatment. The City will lease two of these E-450 H2ICE buses from Ford for two years. The buses are outfitted with additional equipment used to gather information needed for the evaluation. Performance, reliability, safety, efficiency, and rider comments data will be collected. The method of data collection will be both electronically and manually. Emissions readings were not obtained during the project. The City planned to measure the vehicle exhaust with an emissions analyzer machine but discovered the bus emission levels were below the capability of their machine. Passenger comments were solicited on the survey cards. The majority of comments were favorable. The controllable issues encountered during this demonstration project were mainly due to the size of the hydrogen fuel tanks at the site and the amount of fuel that could be dispensed during a specified period of time.     The intent of the Passive Solar Demonstration Project was to have: an actual demonstration of the effectiveness of a passive solar design and working automatic shading devices; accurate data of energy saved by the passive design and shading devices; a brochure distributed to architects, builders, and consumers, with the monitoring data and information about the project; and the continued monitoring of the building to help explain to those who are using the building the value of the system; this would not only include the 7000 members, bu visitors and other users of the facility. To accomplish these goals, a monitoring system was installed in the recently build Passive Solar Lodge at Camp Sacajawea on Casper Mountain south of Casper, Wyoming. The building was monitored continously for the remainder of the project. The installation of the automatic shading device, a curtain wall was accomplished but had some difficulty.   8. Customer-focused planning: Demonstration project summaries

    To succeed in the increasingly competitive and dynamic markets in which they operate, electric utilities are focusing ever greater attention on understanding and meeting customer needs. EPRI's Customer Focused Planning (CFP) project was established to develop concepts and tools that will help utilities enhance their commitment to customer service. The project team conducted a series of interviews and meetings with participating utilities to collaboratively implement crucial steps in the CFP process. Although there is no unique set of tools or single management approach for improving product and service delivery, customer-focused companies have at least five ideals in common. They (1) define goals and objectives in concrete terms, (2) extend the planning boundaries of the organization to include all members of the energy services infrastructure, (3) painstakingly link functional activities directly to customer needs, (4) incorporate the customer's voice in new product/ service design, and (5) align performance measures with customer needs. In addition, customer-focused companies use a variety of methods to improve customer satisfaction and company performance. These methods include conducting market research, developing market processes such as demand-side management contracting or bidding to reveal customer preferences, and involving customers more directly in the planning process. This report summarizes two brief demonstration projects conducted as part of EPRI's CFP project, one at Commonwealth Edison Company (CECo) and one at PSI Energy. The CECo project emphasized developing customer-focused performance measures for telephone inquiries. The PSI Energy project involved a one-day workshop underscoring two important CFP elements-understanding customer wants and explicitly linking those wants to utility activities.

    To support the deer range improvement project in Michigan, the capability of LANDSAT data in assessing deer habitat in terms of areas and mixes of species and age classes of vegetation is being examined to determine whether such data could substitute for traditional cover type information sources. A second goal of the demonstration project is to determine whether LANDSAT data can be used to supplement and improve the information normally used for making deer habitat management decisions, either by providing vegetative cover for private land or by providing information about the interspersion and juxtaposition of valuable vegetative cover types. The procedure to be used for evaluating in LANDSAT data of the Lake County test site is described.

    The Consolidated Edison, Inc., of New York (Con Edison) Secure Interoperable Open Smart Grid Demonstration Project (SGDP), sponsored by the United States (US) Department of Energy (DOE), demonstrated that the reliability, efficiency, and flexibility of the grid can be improved through a combination of enhanced monitoring and control capabilities using systems and resources that interoperate within a secure services framework. The project demonstrated the capability to shift, balance, and reduce load where and when needed in response to system contingencies or emergencies by leveraging controllable field assets. The range of field assets includes curtailable customer loads, distributed generation (DG), battery storage, electric vehicle (EV) charging stations, building management systems (BMS), home area networks (HANs), high-voltage monitoring, and advanced metering infrastructure (AMI). The SGDP enables the seamless integration and control of these field assets through a common, cyber-secure, interoperable control platform, which integrates a number of existing legacy control and data systems, as well as new smart grid (SG) systems and applications. By integrating advanced technologies for monitoring and control, the SGDP helps target and reduce peak load growth, improves the reliability and efficiency of Con Edison’s grid, and increases the ability to accommodate the growing use of distributed resources. Con Edison is dedicated to lowering costs, improving reliability and customer service, and reducing its impact on the environment for its customers. These objectives also align with the policy objectives of New York State as a whole. To help meet these objectives, Con Edison’s long-term vision for the distribution grid relies on the successful integration and control of a growing penetration of distributed resources, including demand response (DR) resources, battery storage units, and DG.     This paper describes the results of a cooperative study conducted by a team of researchers in formal methods at three NASA Centers to demonstrate FM techniques and to tailor them to critical NASA software systems. This pilot project applied FM to an existing critical software subsystem, the Shuttle's Jet Select subsystem (Phase I of an ongoing study). The present study shows that FM can be used successfully to uncover hidden issues in a highly critical and mature Functional Subsystem Software Requirements (FSSR) specification which are very difficult to discover by traditional means.

    Colorado-Ute Electric Association began a study to evaluate options for upgrading and extending the life of its Nucla power station in 1982. Located in southwestern Colorado near the town of Nucla, this station was commissioned in 1959 with a local bituminous coal as its design fuel for three identical stoker-fired units, each rated at 12.6 MW(e). Poor station efficiency, high fuel costs, and spiraling boiler maintenance costs forced the Nucla Station into low priority in the CUEA dispatch order as early as 1981. Among the options CUEA considered was to serve as a host utility to demonstrate Atmospheric Fluidized Bed Combustion (AFBC) technology. The anticipated environmental benefits and apparent attractive economics of a circulating AFBC led to Colorado-Ute's decision to proceed with the design and construction of a demonstration project in 1984 at the Nucla facility.

  19. Tropical Mosquito Assemblages Demonstrate ‘Textbook’ Annual Cycles

    Background Annual biological rhythms are often depicted as predictably cyclic, but quantitative evaluations are few and rarely both cyclic and constant among years. In the monsoon tropics, the intense seasonality of rainfall frequently drives fluctuations in the populations of short-lived aquatic organisms. However, it is unclear how predictably assemblage composition will fluctuate because the intensity, onset and cessation of the wet season varies greatly among years. Methodology/Principal Findings Adult mosquitoes were sampled using EVS suction traps baited with carbon dioxide around swamplands adjacent to the city of Darwin in northern Australia. Eleven sites were sampled weekly for five years, and one site weekly for 24 years, the sample of c. 1.4 million mosquitoes yielding 63 species. Mosquito abundance, species richness and diversity fluctuated seasonally, species richness being highly predictable. Ordination of assemblage composition demonstrated striking annual cycles that varied little from year to year. The mosquito assemblage was temporally structured by a succession of species peaks in abundance. Conclusion/Significance Ordination provided strong visual representation of annual rhythms in assemblage composition and the means to evaluate variability among years. Because most mosquitoes breed in shallow freshwater which fluctuates with rainfall, we did not anticipate such repeatability; we conclude that mosquito assemblage composition appears adapted to predictable elements of the rainfall.   20. Illinois drainage water management demonstration project

    Due to naturally high water tables and flat topography, there are approximately 4 million ha (10 million ac) of farmland artificially drained with subsurface (tile) systems in Illinois. Subsurface drainage is practiced to insure trafficable field conditions for farm equipment and to reduce crop stress from excess water within the root zone. Although drainage is essential for economic crop production, there have been some significant environmental costs. Tile drainage systems tend to intercept nutrient (nitrate) rich soil-water and shunt it to surface water. Data from numerous monitoring studies have shown that a significant amount of the total nitrate load in Illinois is being delivered to surface water from tile drainage systems. In Illinois, these drainage systems are typically installed without control mechanisms and allow the soil to drain whenever the water table is above the elevation of the tile outlet. An assessment of water quality in the tile drained areas of Illinois showed that approximately 50 percent of the nitrate load was being delivered through the tile systems during the fallow period when there was no production need for drainage to occur. In 1998, a demonstration project to introduce drainage water management to producers in Illinois was initiated by NRCS4 An initial aspect of the project was to identify producers that were willing to manage their drainage system to create a raised water table during the fallow (November-March) period. Financial assistance from two federal programs was used to assist producers in retrofitting the existing drainage systems with control structures. Growers were also provided guidance on the management of the structures for both water quality and production benefits. Some of the retrofitted systems were monitored to determine the effect of the practice on water quality.     The Denver Museum of Nature & Science (DMNS) designed and implemented an innovative ground source heat pump (GSHP) system for heating and cooling its new Education and Collection Facility (ECF) building addition. The project goal was to successfully design and install an open-loop GSHP system that utilized water circulating within an underground municipal recycled (non-potable) water system as the heat sink/source as a demonstration project. The expected results were to significantly reduce traditional GSHP installation costs while increasing system efficiency, reduce building energy consumption, require significantly less area and capital to install, and be economically implemented wherever access to a recycled water system is available. The project added to the understanding of GSHP technology by implementing the first GSHP system in the United States utilizing a municipal recycled water system as a heat sink/source. The use of this fluid through a GSHP system has not been previously documented. This use application presents a new opportunity for local municipalities to develop and expand the use of underground municipal recycled (non-potable) water systems. The installation costs for this type of technology in the building structure would be a cost savings over traditional GSHP costs, provided the local municipal infrastructure was developed. Additionally, the GSHP system functions as a viable method of heat sink/source as the thermal characteristics of the fluid are generally consistent throughout the year and are efficiently exchanged through the GSHP system and its components. The use of the recycled water system reduces the area required for bore or loop fields; therefore, presenting an application for building structures that have little to no available land use or access.     The Smith Electric Vehicle Demonstration Project (SDP) was integral to the Smith business plan to establish a manufacturing base in the United States (US) and produce a portfolio of All Electric Vehicles (AEV’s) for the medium duty commercial truck market. Smith focused on the commercial depot based logistics market, as it represented the market that was most ready for the early adoption of AEV technology. The SDP enabled Smith to accelerate its introduction of vehicles and increase the size of its US supply chain to support early market adoption of AEV’s that were cost competitive, fully met the needs of a diverse set of end users and were compliant with Federal safety and emissions requirements. The SDP accelerated the development and production of various electric drive vehicle systems to substantially reduce petroleum consumption, reduce vehicular emissions of greenhouse gases (GHG), and increase US jobs.

    Sorbent injection is a potentially important alternative to conventional wet lime and limestone scrubbing, and this project is another effort to test alternative sorbent injection approaches. In comparison to wet systems, LIFAC, with recirculation of the sorbent, removes less sulfur dioxide - 75--85% relative to 90% or greater for conventional scrubbers -- and requires more reagent material. However, if the demonstration is wet scrubbing systems: LIFAC is relatively easy to retrofit to an existing boiler and requires less area than conventional wet FGD systems. LIFAC is less expensive to install than conventional wet FGD processes. LIFAC's overall costs measured on a dollar-per-ton SO[sub 2] removed basis are less, an important advantage in a regulatory regime with trading of emission allocations. LIFAC produces a dry, readily disposable waste by-product versus a wet product. LIFAC is relatively simple to operate.

    LIFAC combines upper-furnace limestone injection followed by post- furnace humidification in an activation reactor located between the air preheater and the ESP. The process produces a dry and stable waste product that is partially removed from the bottom of the activation reactor and partially removed at the ESP. In November 1990, after a ten (10) month negotiation period, LIFAC NA and the US DOE entered into a Cooperative Agreement for the design, construction, and demonstration of the LIFAC system. This report is the fifth Technical Progress Report covering the period October 1, 1991 through the end of December 1991. Due to the power plant's planned outage schedule, and the time needed for engineering, design and procurement of critical equipment, DOE and LIFAC NA agreed to execute the Design Phase of the project in August 1990, with DOE funding contingent upon final signing of the Cooperative Agreement.

    This program was undertaken in response to the US Department of Energy Solicitation DE-PS30-03GO93010, resulting in this Cooperative Agreement with the Ford Motor Company and BP to demonstrate and evaluate hydrogen fuel cell vehicles and required fueling infrastructure. Ford initially placed 18 hydrogen fuel cell vehicles (FCV) in three geographic regions of the US (Sacramento, CA; Orlando, FL; and southeast Michigan). Subsequently, 8 advanced technology vehicles were developed and evaluated by the Ford engineering team in Michigan. BP is Ford's principal partner and co-applicant on this project and provided the hydrogen infrastructure to support the fuel cell vehicles. BP ultimately provided three new fueling stations. The Ford-BP program consists of two overlapping phases. The deliverables of this project, combined with those of other industry consortia, are to be used to provide critical input to hydrogen economy commercialization decisions by 2015. The program's goal is to support industry efforts of the US President's Hydrogen Fuel Initiative in developing a path to a hydrogen economy. This program was designed to seek complete systems solutions to address hydrogen infrastructure and vehicle development, and possible synergies between hydrogen fuel electricity generation and transportation applications. This project, in support of that national goal, was designed to gain real world experience with Hydrogen powered Fuel Cell Vehicles (H2FCV) 'on the road' used in everyday activities, and further, to begin the development of the required supporting H2 infrastructure. Implementation of a new hydrogen vehicle technology is, as expected, complex because of the need for parallel introduction of a viable, available fuel delivery system and sufficient numbers of vehicles to buy fuel to justify expansion of the fueling infrastructure.     The Ashworth Combustor is a pulverized coal-fired system that reduces the three major air pollutants (NO{sub x}, SO{sub 2} and particulate) associated with coal combustion. A 50 million Btu/hr combustion system will be retrofitted to a stoker boiler at the Lincoln Development Center in Lincoln, Illinois. Startup and testing re scheduled for mid 2000. With this technology, a two-stage slagging combustor is used with furnace over-fire air (the third stage). Pulverized coal/limestone are fired/calcined in the combustor. limestone (lime) is added to flux the slag and capture sulfur in a molten slag eutectic as a non-leaching calcium sulfide. Beside deep NO{sub x} reduction, 70%+SO{sub 2} and 70 to 80% particulate reductions are projected for the Ashworth Combustor. ClearStack, the Illinois Department of Commerce and Community Affairs Office of Coal Development and Marketing and the Ohio Coal Development Office (OCDO) are sponsoring the Ashworth Combustor demonstration. The Stage3Cyclone is a simple retrofit to cyclone-fired boilers to reduce NO{sub x} emissions to low levels. The existing cyclone barrels are used as the first stage of combustion and the conventional cyclone feed coal size (-1/4 inch) is used. Limestone is added to flux the coal ash. Second stage air is added in the furnace at the re-entrant throat level followed by over-fire air (OFA) injection in the upper part of the furnace. The technique is to be demonstrated on a southern Illinois Power Cooperative 33 MWe cyclone-fired unit in Marion, Illinois. Funding arrangements are being made and testing is projected for late 2000.

    Ocean wave power can be a significant source of large‐scale, renewable energy for the US electrical grid. The Electrical Power Research Institute (EPRI) conservatively estimated that 20% of all US electricity could be generated by wave energy. Ocean Power Technologies, Inc. (OPT), with funding from private sources and the US Navy, developed the PowerBuoy to generate renewable energy from the readily available power in ocean waves. OPT's PowerBuoy converts the energy in ocean waves to electricity using the rise and fall of waves to move the buoy up and down (mechanical stroking) which drives an electric generator. This electricity is then conditioned and transmitted ashore as high‐voltage power via underwater cable. OPT's wave power generation system includes sophisticated techniques to automatically tune the system for efficient conversion of random wave energy into low cost green electricity, for disconnecting the system in large waves for hardware safety and protection, and for automatically restoring operation when wave conditions normalize. As the first utility scale wave power project in the US, the Wave Power Demonstration Project at Reedsport, OR, will consist of 10 PowerBuoys located 2.5 miles off the coast. This U.S. Department of Energy Grant funding along with funding from PNGC Power, an Oregon‐based electric power cooperative, was utilized for the design completion, fabrication, assembly and factory testing of the first PowerBuoy for the Reedsport project. At this time, the design and fabrication of this first PowerBuoy and factory testing of the power take‐off subsystem are complete; additionally the power take‐off subsystem has been successfully integrated into the spar.

    The production of large quantities of spacecraft needed by SDIO will require a cultural change in design and production practices. Low rates production and the need for exceedingly high reliability has driven the industry to custom designed, hand crafted, and exhaustingly tested satellites. These factors have mitigated against employing design and manufacturing cost reduction methods commonly used in tactical missile production. Additional challenges to achieving production efficiencies are presented by the SDI spacecraft mission requirement. IR sensor systems, for example, are comprised of subassemblies and components that require the design, manufacture, and maintenance of ultra precision tolerances over challenging operational lifetimes. These IR sensors demand the use of reliable, closed loop, cryogenic refrigerators or active cryocoolers to meet stringent system acquisition and pointing requirements. The authors summarize some spacecraft cryocooler requirements and discuss their observations regarding Industry`s current production capabilities of cryocoolers. The results of the Lawrence Livermore National Laboratory (LLNL) Spacecraft Fabrication and Test (SF and T) MODIL`s Phase I producibility demonstration project are presented. The current project that involves LLNL and industrial participants is discussed.

    Congenital birth defects are a leading cause of infant mortality. Early detection of fetal anomalies by prenatal ultrasound may improve clinical outcome in selected cases. However, many training programs are hindered by curriculum weaknesses which include: (1) limited physician exposure to ultrasound anomalies; (2) inadequate postnatal correlation with prenatal findings; (3) constraints imposed by static images for ultrasound training; and (4) difficulty with understanding complex three-dimensional anatomy. The Fetal Imaging Workstation Demonstration Project addresses these problems by illustrating how computers can supplement traditional prenatal ultrasound training through interactive multimedia. The project uses a laserdisc library of ultrasound video images as source material for a variety of interactive software tutorials. An educational testing module has been developed that can evaluate diagnostic skills through simulated ultrasound studies provided by the laserdisc library. An interactive three-dimensional fetal heart model also provides a new way for physicians to better understand their two-dimensional ultrasound studies. A survey suggests that this prototype has been widely accepted by housestaff physicians and that there is a perceived need for this supplementary training. Future work will address the educational effectiveness of these materials and will consider cost-effective ways to disseminate the software for other institutions. However, future development must be implemented against a background of rapidly emerging technologies involving faster computers, digital video, and virtual reality applications. PMID:9007213

Operation of a demonstration facility designed to receive 10,000 to 12,000 gallons of raw Trap Waste each day from private Trap Waste hauling companies. The demonstration facility was designed and built by Pacific Biodiesel Technologies (PBTech). The demonstration facility would also recover 300 gallons of Brown Grease per day from the raw Trap Waste. The recovered Brown Grease was expected to contain no more than 2% Moisture, Insolubles, and Unsaponifiables (MIU) combined. 2. Co-digestion of the side streams (generated during the recovery of 300 gallons of Brown Grease from the raw Trap Waste) with wastewater sludge in the WWTP's anaerobic digesters. The effects of the side streams on anaerobic digestion were quantified by comparison with baseline data. 3. Production of 240 gallons per day of ASTM D6751-S15 grade Biodiesel fuel via a Biodiesel conversion demonstration facility, with the use of recovered Brown Grease as a feedstock. The demonstration facility was designed and built by Blackgold Biofuels (BGB). Side streams from this process were also co-digested with wastewater sludge. Bench-scale anaerobic digestion testing was conducted on side streams from both demonstration facilities to determine potential toxicity and/or changes in biogas production in the WWTP anaerobic digester. While there is a lot of theoretical data available on the lab-scale production of Biodiesel from grease Trap Waste, this full-scale demonstration project was one of the first of its kind in the United States. The project's environmental impacts were expected to include: Reduction of greenhouse gas emissions by prevention of the release of methane at landfills.   3. Formal methods demonstration project for space applications

    The Space Shuttle program is cooperating in a pilot project to apply formal methods to live requirements analysis activities. As one of the larger ongoing shuttle Change Requests (CR's), the Global Positioning System (GPS) CR involves a significant upgrade to the Shuttle's navigation capability. Shuttles are to be outfitted with GPS receivers and the primary avionics software will be enhanced to accept GPS-provided positions and integrate them into navigation calculations. Prior to implementing the CR, requirements analysts at Loral Space Information Systems, the Shuttle software contractor, must scrutinize the CR to identify and resolve any requirements issues. We describe an ongoing task of the Formal Methods Demonstration Project for Space Applications whose goal is to find an effective way to use formal methods in the GPS CR requirements analysis phase. This phase is currently under way and a small team from NASA Langley, ViGYAN Inc. and Loral is now engaged in this task. Background on the GPS CR is provided and an overview of the hardware/software architecture is presented. We outline the approach being taken to formalize the requirements, only a subset of which is being attempted. The approach features the use of the PVS specification language to model 'principal functions', which are major units of Shuttle software. Conventional state machine techniques form the basis of our approach. Given this background, we present interim results based on a snapshot of work in progress. Samples of requirements specifications rendered in PVS are offered to illustration. We walk through a specification sketch for the principal function known as GPS Receiver State processing. Results to date are summarized and feedback from Loral requirements analysts is highlighted. Preliminary data is shown comparing issues detected by the formal methods team versus those detected using existing requirements analysis methods.   4. Observations on DICOM demonstrations at the RSNA annual meetings

    The Radiological Society of North America (RSNA) has sponsored demonstrations of the DICOM Standard. The technical details of the demonstrations were initially defined by the MedPACS section of NEMA beginning in 1992 and in subsequent years by RSNA. The Mallinckrodt Institute of Radiology was awarded a series of contracts by the RSNA to provide Central Test Node (CTN) software at the RSNA annual meetings to help vendors demonstrate interoperability. A goal of the early demonstrations was to have vendors communicate with one implementation of the Standard to minimize the amount of testing that needed to be performed prior to the RSNA Annual Meetings. Now that the Standard is better understood and implementations are more mature, vendors are offering more commercial products that utilize the Standard and which communicate with equipment manufactured by other vendors. The DICOM Standard is a technical specification which defines interfaces between equipment. These interfaces are currently defined for network, point to point and disk media. As a technical specification, the Standard does not tell the reader how to design an implementation nor does it provide insight into the thought process of the writers. This paper describes some of the implementation questions and issues that we have seen while working with the CTN software and vendors during the last four years. Examples of problem areas include application entity titles, generation of DICOM unique identifiers and queries for the query/retrieve service classes. The DICOM Standard defines the message formats for association negotiation and exchange of data across the network but provides flexibility in how these messages are used. A specific example is that an application is allowed to propose every service class defined by the Standard when requesting an association but may choose to exchange messages using only one service class once the association is established (for example, storage of CR data).     We present a summary of efforts associated with the installation of an integrated system for the surveillance and monitoring of stabilized plutonium metals and oxides in long-term storage. The product of this effort will include a Pu storage requirements document, baseline integrated monitoring and surveillance system (IMSS) prototype and test bed that will be installed in the Fuel Manufacturing Facility (FMF) nuclear material vault at Argonne National Laboratory - West (ANL-W), and a Pu tracking database including data analysis capabilities. The prototype will be based on a minimal set of vault and package monitoring requirements as derived from applicable DOE documentation and guidelines, detailed in the requirements document, including DOE-STD-3013-96. The use of standardized requirements will aid individual sites in the selection of sensors that best suit their needs while the prototype IMSS, located at ANL-W, will be used as a test bed to compare and contrast sensor performance against a baseline integrated system (the IMSS), demonstrate system capabilities, evaluate potential technology gaps, and test new hardware and software designs using various storage configurations. With efforts currently underway to repackage and store a substantial quantity of plutonium and plutonium-bearing material within the DOE complex, this is an opportune time to undertake such a project. 4 refs.

  6. LIFAC Sorbent Injection Desulfurization Demonstration Project

    The LIFAC technology has similarities to other sorbent injection technologies using humidification, but employs a unique patented vertical reaction chamber located down-stream of the boiler to facilitate and control the sulfur capture and other chemical reactions. This chamber improves the overall reaction efficiency enough to allow the use of pulverized limestone rather than more expensive reagents such as lime which are often used to increase the efficiency of other sorbent injection processes. Sorbent injection is a potentially important alternative to conventional wet lime and limestone scrubbing, and this project is another effort to test alternative sorbent injection approaches. In comparison to wet systems, LIFAC, with recirculation of the sorbent, removes less sulfur dioxide - 75--85% relative to 90% or greater for conventional scrubbers - and requires more reagent material. However, if the demonstration is successful, LIFAC will offer these important advantages over wet scrubbing systems: LIFAC is relatively easy to retrofit to an existing boiler and requires less area than conventional wet FGD systems; LIFAC is less expensive to install than conventional wet FGD processes; LIFAC's overall costs measured on a dollar-per-ton S0{sub 2} removed basis are less, an important advantage in a regulatory regime with trading of emission allocations. LIFAC produces a dry, readily disposable waste by-product versus a wet product; and LIFAC is relatively simple to operate.

    Landfill reclamation is the process of excavating a solid waste landfill to recover materials, reduce environmental impacts, restore the land resource, and, in some cases, extend landfill life. Using conventional surface mining techniques and specialized separation equipment, a landfill may be separated into recyclable material, combustible material, a soil/compost fraction and residual waste. A landfill reclamation demonstration project was hosted at the Town of Edinburg municipal landfill in northwest Saratoga County. The report examines various separation techniques employed at the site and appropriate uses for reclaimed materials. Specifications regarding engineered work plans, health and safety monitoring, and contingency preparedness are discussed. Major potential applications and benefits of using landfill reclamation technology at existing landfills are identified and discussed. The research and development aspect of the report also examines optimal screening technologies, site selection protocol and the results of a test burn of reclaimed waste at a waste-to-energy facility. Landfill reclamation costs are developed, and economic comparisons are made between reclamation costs and conventional landfill closure costs, with key criteria identified. The results indicate that, although dependent on site-specific conditions and economic factors, landfill reclamation can be a technically and economically feasible alternative or companion to conventional landfill closure under a range of favorable conditions. Feasibility can be determined only after an investigation of the variety of landfill conditions and reclamation options.

    engines. Each test vessel did experience a microbial growth bloom that produced a build up of material in the fuel purifiers similar to material witnessed in the 2004 fuel test. A biocide was added with each fuel shipment and the problem subsided. In January of 2009, the WSF successfully completed an eleven month biodiesel fuel test using approximately 1,395,000 gallons of biodiesel blended fuels. The project demonstrated that biodiesel can be used successfully in marine vessels and that current ASTM specifications are satisfactory for marine vessels. Microbial growth in biodiesel diesel interface should be monitored. An inspection of the engines showed no signs of being negatively impacted by the test.

By the Tribe implementing the Utility-scale Wind Turbine Project on Fort Berthold, the tribe has proven the ability to complete a project, and has already proceeded in a feasibility studies to developing a large-scale wind farm on the reservation due to tribal knowledge learned, public awareness, and growing support of a Nation wanting clean renewable energy. The tribe is working through the various measures and regulations with the want to be self-sufficient, independent, and marketable with 17,000 times the wind energy needed to service Fort Berthold alone.

    One of the challenges U.S. utilities face in addressing technical issues associated with the aging of nuclear power plants is the long-term effect of plant operation on reactor pressure vessels (RPVs). As a nuclear plant operates, its RPV is exposed to neutrons. For certain plants, this neutron exposure can cause embrittlement of some of the RPV welds which can shorten the useful life of the RPV. This RPV embrittlement issue has the potential to affect the continued operation of a number of operating U.S. pressurized water reactor (PWR) plants. However, RPV material properties affected by long-term irradiation are recoverable through a thermal annealing treatment of the RPV. Although a dozen Russian-designed RPVs and several U.S. military vessels have been successfully annealed, U.S. utilities have stated that a successful annealing demonstration of a U.S. RPV is a prerequisite for annealing a licensed U.S. nuclear power plant. In May 1995, the Department of Energy`s Sandia National Laboratories awarded two cost-shared contracts to evaluate the feasibility of annealing U.S. licensed plants by conducting an anneal of an installed RPV using two different heating technologies. The contracts were awarded to the American Society of Mechanical Engineers (ASME) Center for Research and Technology Development (CRTD) and MPR Associates (MPR). The ASME team completed its annealing prototype demonstration in July 1996, using an indirect gas furnace at the uncompleted Public Service of Indiana`s Marble Hill nuclear power plant. The MPR team`s annealing prototype demonstration was scheduled to be completed in early 1997, using a direct heat electrical furnace at the uncompleted Consumers Power Company`s nuclear power plant at Midland, Michigan. This paper describes the Department`s annealing prototype demonstration goals and objectives; the tasks, deliverables, and results to date for each annealing prototype demonstration; and the remaining annealing technology challenges.

    A long-term frozen soil barrier was implemented at the HRE (Homogeneous Reactor Experiment) Pond facility at the Oak Ridge National Laboratory in 1997. This was performed to verify the technical feasibility and costs of deploying a frozen barrier at a radiologically contaminated site. Work began in September 1996 and progressed through to December 1999. The frozen barrier has been operational since November 1997. Verification of the barrier integrity was performed independently by the EPA's SITE Program. This project showed frozen barriers offer a proven technology to retain below grade hazardous substances at relatively low costs with minimal effect on the environment.

    The New York State Electric & Gas Corporation (NYSEG) demonstrated a combination of technologies at its Milliken Station in Lansing, New York, designed to: (1) achieve high sulfur dioxide (SO2) capture efficiency, (2) bring nitrogen oxide (NOx) emissions into compliance with Clean Air Act Amendments of 1990 (CAAA), (3) maintain high station efficiency, and (4) eliminate waste water discharge. This project is part of the U.S. Department of Energy’s (DOE) Clean Coal Technology Demonstration Program (CCTDP) established to address energy and environmental concerns related to coal use. DOE sought cost-shared partnerships with industry through five nationally competed solicitations to accelerate commercialization of the most promising advance coal-based power generation and pollution control technologies. The CCTDP, valued at over five billion dollars, has significantly leveraged federal funding by forging effective partnerships founded on sound principles. For every federal dollar invested, CCTDP participants have invested two dollars. These participants include utilities, technology developers, state governments, and research organizations. The project presented here was one of nine selected in January 1991 from 33 proposals submitted in response to the program’s fourth solicitation.

    During the fourth quarter of 1990, steady-state performance testing at the Nucla Circulating Fluidized Bed (CFB) resumed under sponsorship of the US Department of Energy. Co-sponsorship of the Demonstration Test Program by the Electric Power Research Institute (EPRI) was completed on June 15, 1990. From October through December, 1990, Colorado-Ute Electric Association (CUEA) completed a total of 23 steady-state performance tests, 4 dynamic tests, and set operating records during November and December as the result of improved unit operating reliability. Highlight events and achievements during this period of operation are presented.

    During this reporting period an agreement was entered into with Bechtel Corporation for design and construction of Calderon cokemaking facilities (see enclosed letter of February 28, 1997). A second agreement with Bechtel Enterprises to commercialize the Calderon technology as a worldwide business has progressed; during the forthcoming quarter, it is expected to have in place an agreement with Bechtel Enterprises (see attached letter of February 20, 1997). Thyssen Still Otto Anlagentechnik (TSOA), the world's largest builder of conventional cokemaking facilities indicated that it would be please to join Bechtel and Calderon in the demonstration and implementation of Calderon's cokemaking technology (see attached letter of January, 1997).

    The report summarizes unit operating experience and test program progress for 1989 on Colorado-Ute Electric Association's Nucla CFB Demonstration Program. During this period, the objectives of the Nucla Station operating group were to correct problems with refractory durability, resolve primary air fan capacity limitations, complete the high ash and high sulfur coal tests, switch to Salt Creek coal as the operating fuel, and make the unit available for testing without capacity restrictions. Each of these objectives was addressed and accomplished, to varying degrees, except for the completion of the high sulfur coal acceptance tests. (VC)

    The US Department of Energy and the Institute for Ecology of Industrial Area have been working together to develop mutually beneficial, cost-effective environmental remediation technologies such as the demonstration of bioremediation techniques for the clean up of acidic petroleum sludge impacted soils at an oil refinery in southern Poland. After an expedited site characterization, treatability study, and a risk assessment study, a remediation strategy was devised. The waste material was composed primarily of high molecular weight paraffinic and polynuclear aromatic hydrocarbons. A biopile design which employed a combination of passive and active aeration in conjunction with nutrient and surfactant application as used to increase the biodegradation of the contaminants of concern.

    The DOE plans to enter into a Cooperative Agreement with ENCOAL Corporation, a wholly owned subsidiary of Shell Mining Company, for the cost-shared design, construction and operation of a mild gasification facility based on Liquids-from-Coal (LFC) technology. The facility is planned to be located at the Triton Coal Company's Buckskin Mine near Gillette, Wyoming. The mild gasification process to be demonstrated will produce two new, low-sulfur fuel forms (a solid and a liquid) from subbituminous coal. The new fuel forms would be suitable for combustion in commercial, industrial, and utility boilers. This environmental assessment has been prepared by the DOE to comply with the requirements of the NEPA.     In 1997 the Kalispel Natural Resource Department (KNRD) in conjunction with the Washington Department of Fish and Wildlife (WDFW) continued the implementation of a habitat and population enhancement project for bull trout (Salvelinus confluentus), westslope cutthroat (Oncorhynchus clarki lewisi) and largemouth bass (Micropterus salmoides). Habitat enhancement measures, as outlined in the recommendations from the 1996 annual report, were conducted during field season 1997. Fencing and planting of riparian areas and instream structures were implemented. As a precursor to these enhancement efforts, pre-assessments were conducted to determine the affects of the enhancement. Habitat quality, stream morphology and fish populations were pre-assessed. This season also began the first year of post-assessment monitoring and evaluation of measures implemented during 1996. The largemouth bass hatchery construction was completed in October and the first bass were introduced to the facility that same month. The first round of production is scheduled for 1998.

However, under the authorizing statute, DoD must meet its current level of effort for its Medicare-eligible beneficiaries before receiving payments from the Medicare Trust Fund. That is, DoD must continue to fund health care at a certain expenditure level for its Medicare-eligible population before it may be reimbursed by HCFA for care provided to TRICARE Senior Prime enrollees. The Balanced Budget Act of 1997 required DoD and HHS to complete a memorandum of agreement (MOA) specifying the operational requirements of the demonstration project. That MOA was completed on February 13, 1998, and is published below.     The Hanford Ferrocyanide Task Team is addressing issues involving ferrocyanide precipitates in the single-shell waste storage tanks (SSTs), in particular the risk of explosion. This Task Team, which is composed of researchers from Westinghouse Hanford Company (WHC), Pacific Northwest Laboratory (PNL), an outside consultants, was formed in response to the need for an updated analysis of safety questions on the Hanford SSTSs. The Ferrocyanide Safety Project, discussed in this report, is being conducted by PNL as part of the Waste Tank Safety Program led by WHC. The overall purpose of the WHC program, which is sponsored by the US Department of Energy's Tank Safety Project Office, is to provide technical information on ferrocyanide chemistry and its interaction and reactive behavior with other tank constituents. Ultimately, this information will be used to maintain the tanks in a safe condition, implement interim stabilization strategies, and identify optimal disposal options. While by itself ferrocyanide is a stable complex of ferrous ion and cyanide, it can be made to explode in the laboratory in the presence of oxidizing materials such as nitrates and/or nitrites temperatures above 280{degree}C or by sufficient electrical spark. The specific goal of the PNL project is so determine the conditions necessary for the ferrocyanide-bearing wastes in Hanford SSTs to represent a hazard, to determine the conditions where these same wastes am not a hazard, or to determine the conditions which are necessary to assure the wastes are safe prior to treatment for permanent disposal. This annual report gives the results of the work conducted by PNL in FY 1991. The activities mainly focused on preparing and characterizing synthetic wastes and alkali nickel ferrocyanides produced using the In-Farm cesium scavenging flowsheet and pure potential nickel ferrocyanides that could be produced by all of the cesium scavenging flowsheets.

    The Steam Generator Group Project (SGGP) is an NRC program joined by additional sponsors. The SGGP utilizes a steam generator removed from service at a nuclear plant (Surry 2) as a vehicle for research on a variety of safety and reliability issues. This report is an annual summary of progress of the program for 1982. Information is presented on the Steam Generator Examination Facility (SGEF), especially designed and constructed for this research. Loading of the generator into the SGEF is then discussed. The report then presents radiological field mapping results and personnel exposure monitoring. This is followed by information on field reduction achieved by channel head decontaminations. The report then presents results of a secondary side examination through shell penetrations placed prior to transport, confirming no change in generator condition due to transport. Decontamination of the channel head is discussed followed by plans for eddy current testing and removal of the plugs placed during service. Results of a preliminary profilometry examination are then provided.

    This report summarizes work performed by Garrett Auxiliary Power Division (GAPD), a unit of Allied-Signal Aerospace Company, during calendar year 1992, toward development and demonstration of structural ceramic technology for automotive gas turbine engines. This work was performed for the US Department of Energy (DOE) under National Aeronautics and Space Administration (NASA) Contract DEN3-335, Advanced Turbine Technology Applications Project (ATTAP). GAPD utilized the AGT101 regenerated gas turbine engine developed under the previous DOE/NASA Advanced Gas Turbine (AGT) program as the ATTAP test bed for ceramic engine technology demonstration. ATTAP focussed on improving AGT101 test bed reliability, development of ceramic design methodologies, and improvement of fabrication and materials processing technology by domestic US ceramics fabricators. A series of durability tests was conducted to verify technology advancements. This is the fifth in a series of technical summary reports published annually over the course of the five-year contract.

    During the months of September through November 1999, an ALMA joint demonstration project between the European Southern Observatory (ESO) and the National Radio Astronomy Observatory (NRAO) was carried out in Socorro/New Mexico. During this period, Robert Karban (ESO) and Ron Heald (NRAO) worked together on the ESO Demonstration Project. The project integrated ESO software and existing NRAO software (a prototype for the future ALMA control software) to control the motion of the Kitt Peak 12-m antenna.     almost the same as predicted by past laboratory studies. Fouling deposition rates are reduced by a factor of two to three by using lower sulfur oil. This translates to a potential for substantial service cost savings by extending the interval between labor-intensive cleanings of the internal surfaces of the heating systems in these homes. In addition, the time required for annual service calls can be lowered, reducing service costs and customer inconvenience. The analyses conducted as part of this field demonstration project indicates that service costs can be reduced by up to $200 million a year nationwide by using lower sulfur oil and extending vacuum cleaning intervals depending on the labor costs and existing cleaning intervals. The ratio of cost savings to added fuel costs is economically attractive based on past fuel price differentials for the lower sulfur product. The ratio of cost savings to added costs vary widely as a function of hourly service rates and the additional cost for lower sulfur oil. For typical values, the expected benefit is a factor of two to four higher than the added fuel cost. This means that for every dollar spent on higher fuel cost, two to four dollars can be saved by lowered vacuum cleaning costs when the cleaning intervals are extended. Information contained in this report can be used by individual oil marketers to estimate the benefit to cost ratio for their specific applications. Sulfur oxide and nitrogen oxide air emissions are reduced substantially by using lower sulfur fuel oil in homes. Sulfur oxides emissions are lowered by 75 percent by switching from fuel 0.20 percent to 0.05 percent sulfur oil. This is a reduction of 63,000 tons a year nationwide. In New York State, sulfur oxide emissions are reduced by 13,000 tons a year. This translates to a total value of $12 million a year in Sulfur Oxide Emission Reduction Credits for an emission credit cost of $195 a ton.     The Santa Clara County Planar Solid Oxide Fuel Cell (PSOFC) project demonstrated the technical viability of pre-commercial PSOFC technology at the County 911 Communications headquarters, as well as the input fuel flexibility of the PSOFC. PSOFC operation was demonstrated on natural gas and denatured ethanol. The Santa Clara County Planar Solid Oxide Fuel Cell (PSOFC) project goals were to acquire, site, and demonstrate the technical viability of a pre-commercial PSOFC technology at the County 911 Communications headquarters. Additional goals included educating local permit approval authorities, and other governmental entities about PSOFC technology, existing fuel cell standards and specific code requirements. The project demonstrated the Bloom Energy (BE) PSOFC technology in grid parallel mode, delivering a minimum 15 kW over 8760 operational hours. The PSOFC system demonstrated greater than 81% electricity availability and 41% electrical efficiency (LHV net AC), providing reliable, stable power to a critical, sensitive 911 communications system that serves geographical boundaries of the entire Santa Clara County. The project also demonstrated input fuel flexibility. BE developed and demonstrated the capability to run its prototype PSOFC system on ethanol. BE designed the hardware necessary to deliver ethanol into its existing PSOFC system. Operational parameters were determined for running the system on ethanol, natural gas (NG), and a combination of both. Required modeling was performed to determine viable operational regimes and regimes where coking could occur.

    The BMDO-New Mexico Technology Transfer Demonstration Project(BMDO-NM) was a collaborative effort among the national laboratories to identify and evaluate the commercial potential of selected SDI-funded technologies. The project was funded by BMDO (formerly known as the Strategic Defense Initiative Office or SDIO), the Technology Enterprise Division (NM-TED) of the NM Economic Development Division, and the three National Laboratories. The project was managed and supervised by SAGE Management Partners of Albuquerque, and project funding was administered through the University of New Mexico. The BMDO-NM Demonstration Project focused on the development of a process to assist technology developers in the evaluation of selected BMDO technology programs so that commercialization decisions can be made in an accelerated manner. The project brought together BMDO, the NM-TED, the University of New Mexico, and three New Mexico Federal laboratories -- Los Alamos (DOE), Phillips (DOD) and Sandia (DOE). Each national laboratory actively participated throughout the project through its technology transfer offices. New Mexico was selected as the site for the Demonstration Program because of its three national and federal research laboratories engaged in BMDO programs, and the existing relationship among state govemment, the labs, universities and local economic development and business assistance organizations. Subsequent Commercialization and Implementation phases for the selected technologies from LANL and SNL were completed by SAGE and the Project Team. Funding for those phases was provided by the individual labs as well as BMDO and NM-TED in kind services. NM-TED played a proactive role in this New Mexico partnership. Its mandate is to promote technology-based economic development, with a commitment to facilitate the use of technology by industry and business statewide. TED assumed the role of program manager and executing agent for BMDO in this demonstration project.

    The authors present the results of the Integrated Monitoring and Surveillance System (IMSS) demonstration project Phase I efforts. The rationale behind IMSS development is reviewed and progress in each of the 5 basic tasks is detailed. Significant results include decisions to use Echelon LonWorks networking protocol and Microsoft Access for the data system needs, a preliminary design for the plutonium canning system glovebox, identification of facilities and materials available for the demonstration, determination of possibly affected facility documentation, and a preliminary list of available sensor technologies. Recently imposed changes in the overall project schedule and scope are also discussed and budgetary requirements for competition of Phase II presented. The results show that the IMSS demonstration project team has met and in many cases exceeded the commitments made for Phase I deliverables.

    The proposed design of the MHD Power generator for the Billings MHD Demonstration Project is presented. The Billings MHD Demonstration Project, proposed by the MHD Development Corporation (MDC) for the U.S. Department of Energy`s Clean Coal Technology V Program, will demonstrate the significant environmental advantages and efficiency potential of MHD electric power generation. A diagonally-loaded, supersonic MHD generator channel is proposed. The generator channel has a thermal input of 250 MW, is 11 meters long and produces 28.5 MW gross power output at the nominal design operating condition. The gasdynamic, gas-side, and mechanical designs of the proposed generator are derived from the design of the 50 MW{sub t} proof-of-concept MHD generator, currently undergoing long duration testing at the CDIF test facility. The design and operation of the proposed generator will be typical of those anticipated in future commercial MHD generator channels.

The project will involve the commercial demonstration of Foster Wheeler Pyroflow PCFB technology integrated with Westinghouse`s Hot Gas Filter (HGF) and power generation technologies. The total project duration will be approximately eight years and will be structured into three separate phases; two years of design and permitting, followed by an initial period of two years of fabrication and construction and concluding with a four year demonstration (commercial operation) period. It is expected that the project will show that Foster Wheeler`s Pyroflow PCFB technology coupled with Westinghouse`s HGF and power generation technologies represents a cost effective, high efficiency, low emissions means of adding greenfield generation capacity and that this same technology is also well suited for repowering applications.

    This paper gives an overview of the National Aeronautics and Space Administration (NASA) led multi-center Habitat Demonstration Unit (HDU) project leadership and management strategies. The HDU project team constructed and tested an analog prototype lunar surface habitat/laboratory called the Pressurized Excursion Module (PEM) during 2010. The prototype unit subsystems were integrated in a short amount of time, utilizing a tiger team approach that brought together over 20 habitation-related technologies and innovations from a variety of NASA centers. This paper describes the leadership and management strategies as well as lessons learned pertaining to leading and managing a multi-center diverse team in a rapid prototype environment. The PEM configuration went from a paper design to an operational surface habitat demonstration unit in less than 12 months. The HDU project is part of the strategic plan from the Exploration Systems Mission Directorate (ESMD) Directorate Integration Office (DIO) and the Exploration Mission Systems Office (EMSO) to test destination elements in analog environments. The 2011 HDU-Deep Space Habitat (DSH) configuration will build upon the PEM work, and emphasize validity of crew operations (remote working and living), EVA operations, mission operations, logistics operations, and science operations that might be required in a deep space context for Near Earth Object (NEO) exploration mission architectures. The 2011 HDU-DSH will be field-tested during the 2011 Desert Research and Technologies Studies (DRaTS) field tests. The HDU project is a "technology-pull" project that integrates technologies and innovations from multiple NASA centers. This project will repurpose the HDU 2010 demo unit that was field tested in the 2010 DRaTS, adding habitation functionality to the prototype unit.   2. Rod consolidation at the West Valley Demonstration Project

    A rod consolidation demonstration with irradiated pressurized water reactor fuel was recently conducted by personnel from Nuclear Assurance Corporation and West Valley Nuclear Services Company at the West Valley Demonstration Project in West Valley, New York. The rod consolidation demonstration involved pulling all of the fuel rods from six fuel Assemblies. In general, the rod pulling proceeded smoothly. The highest compaction ratio attained was 1:8:1. Among the total of 1074 fuel rods were some known degraded rods (they had collapsed cladding, a result of in-reactor fuel densification), but no rods were broken or dropped during the demonstration. One aim was to gather information on the effect of rod consolidation operations on the integrity of the fuel rods during subsequent handling and storage. Another goal was to collect information on the condition and handling of intact, damaged, and failed fuel that has been in storage for an extended period. 9 refs., 8 figs., 1 tab.

The revised plan will focus efforts specifically on the demonstration of an integrated Molten Salt Oxidation (MSO) system. In addition to the MSO primary unit, offgas, and salt recycle subsystems, the demonstrations will include the generation of robust final forms from process mineral residues. A simplified process flow chart for the expedited demonstration is shown. To minimize costs and to accelerate the schedule for deployment, the integrated system will be staged in an existing facility at LLNL equipped to handle hazardous and radioactive materials. The MSO systems will be activated in FY97, followed by the activation of final forms in FY98.

    The United States Department of Energy Office of Environmental Management (DOE-EM) faces a number of sizeable challenges as it begins to transform its mission from managing risk to reducing and eliminating risk throughout the DOE Complex. One of the greatest challenges being addressed by DOE-EM as this transformation takes place is accelerating the deactivation and decommissioning of thousands of facilities within the DOE Complex that were once used to support nuclear-related programs and projects. These facilities are now unused and aging. Finding solutions to complete the cleanup of these aging facilities more safely, efficiently, and effectively while reducing costs is critical to successfully meeting DOE-EM's cleanup challenge. The Large-Scale Demonstration and Deployment Project (LSDDP) of Hot Cells at the West Valley Demonstration Project (WVDP) is a near-term project funded through the DOE's National Energy Technology Laboratory (DOE-NETL) for the specific purpose of identifying, evaluating, demonstrating, and deploying commercially available technologies that are capable of streamlining the cleanup of hot cells in unused facilities while improving worker safety. Two DOE project sites are participating in this LSDDP: the WVDP site in West Valley, New York and the Hanford River Corridor Project (RCP) site in Richland, Washington. The WVDP site serves as the host site for the project. Technologies considered for demonstration and potential deployment at both LSDDP sites are targeted for application in hot cells that require the use of remote and semi-remote techniques to conduct various cleanup-related activities because of high radiation or high contamination levels.     BPA's Division of Fish and Wildlife was created in 1982 to develop, coordinate and manage BPA's fish and wildlife program. Division activities protect, mitigate, and enhance fish and wildlife resources impacted by hydroelectric development and operation in the Columbia River Basin. At present the Division spends 95% of its budget on restoration projects.   6. FISCHER-TROPSCH FUELS PRODUCTION AND DEMONSTRATION PROJECT

    This project has two primary purposes: (1) Build a small-footprint (SFP) fuel production plant to prove the feasibility of this relatively transportable technology on an intermediate scale (i.e. between laboratory-bench and commercial capacity) and produce as much as 150,000 gallons of hydrogen-saturated Fischer-Tropsch (FT) diesel fuel; and (2) Use the virtually sulfur-free fuel produced to demonstrate (over a period of at least six months) that it can not only be used in existing diesel engines, but that it also can enable significantly increased effectiveness and life of the next-generation exhaust-after-treatment emission control systems that are currently under development and that will be required for future diesel engines. Furthermore, a well-to-wheels economic analysis will be performed to characterize the overall costs and benefits that would be associated with the actual commercial production, distribution and use of such FT diesel fuel made by the process under consideration, from the currently underutilized (or entirely un-used) energy resources targeted, primarily natural gas that is stranded, sub-quality, off-shore, etc. During the first year of the project, which is the subject of this report, there have been two significant areas of progress: (1) Most of the preparatory work required to build the SFP fuel-production plant has been completed, and (2) Relationships have been established, and necessary project coordination has been started, with the half dozen project-partner organizations that will have a role in the fuel demonstration and evaluation phase of the project. Additional project tasks directly related to the State of Alaska have also been added to the project. These include: A study of underutilized potential Alaska energy resources that could contribute to domestic diesel and distillate fuel production by providing input energy for future commercial-size SFP fuel production plants; Demonstration of the use of the product fuel in a heavy

  7. An Optical Demonstration Project For The HESSI Rotating Modulation Collimator

    Our 4-7th grade Workshop students made a working prototype of a HESSI rotating modulation collimator (RMC) using PVC pipe, PVC couplers, grid transparencies, a dot matrix (tractor feed) printer, and a slide projector. The idea is to rotate two four-inch long telescopes end-to-end on the same printer roller. Each telescope has two grids and are placed an inch or two apart. They have the same rotational axis and all the grids are parallel. The light beam comes in and hits the imaging telescope. The light going out of it hits a diffusion screen (translucent plastic) and then continues, diffused, into the back-projection telescope. Polaroid film and a modified Polaroid camera sum the back-projection data. The camera is modified by removing the front focusing lens, replacing it with a 4-inch lens, creating a shutter system using layered cardboard and gluing the shutter system to the front of the camera. The shutter system is opened and the film exposed through one complete rotation of the model HESSI Telescope. To our students' amazement a back projection was successfully obtained on the print! The HESSI Telescope Demonstration project provides the impetus for students to stretch their mental boundaries. This project promotes the goals of ``learn one, do one, teach one": 1) Learn one: students must research the field and subject matter for the telescope; 2) Do one: By designing, developing and implementing their project, they are in essence performing valid research, which is the end result of all scientific inquiries; 3) Teach one: By incorporating both written and oral presentations of their projects and through interaction with a scientist and/or engineering mentor, students are given the unique opportunity to experience the peer review process that all scientists and engineers must undergo.     This paper provides an overview of the Mars Laser Communications Demonstration Project, a joint project between NASA s Goddard Space Flight Center (GSFC), the Jet Propulsion Laboratory, California Institute of Technology (JPL), and the Massachusetts Institute of Technology Lincoln Laboratory (MIT/LL). It reviews the strawman designs for the flight and ground segments, the critical technologies required, and the concept of operations. It reports preliminary conclusions from the Mars Lasercom Study conducted at MIT/LL and on additional work done at JPL and GSFC. The lasercom flight terminal will be flown on the Mars Telecom Orbiter (MTO) to be launched by NASA in 2009, and will demonstrate a technology which has the potential of vastly improving NASA s ability to communicate throughout the solar system.

    ETDP Final Forms was an attempt to demonstrate the fabrication and performance of a ceramic waste form immobilizing the hazardous and radioactive elements of the MSO/SR mineral residues. The ceramic material had been developed previously. The fabrication system was constructed and functioned as designed except for the granulator. Fabrication of our particular ceramic, however, proved unsatisfactory. The ceramic material design was therefore changed toward the end of the project, replacing nepheline with zircon as the sink for silica. Preliminary results were encouraging, but more development is needed. Fabrication of the new ceramic requires major changes in the processing: Calcination and granulation would be replaced by spray drying; and sintering would be at higher temperature. The main goal of the project--demonstrating the fabrication and performance of the waste form--was not achieved. This report summarizes Final Forms' activities. The problem of immobilizing the MSO/SR mineral residues is discussed.

  10. NASA systems autonomy demonstration project: Advanced automation demonstration of Space Station Freedom thermal control system

    The NASA Systems Autonomy Demonstration Project (SADP) was initiated in response to Congressional interest in Space station automation technology demonstration. The SADP is a joint cooperative effort between Ames Research Center (ARC) and Johnson Space Center (JSC) to demonstrate advanced automation technology feasibility using the Space Station Freedom Thermal Control System (TCS) test bed. A model-based expert system and its operator interface were developed by knowledge engineers, AI researchers, and human factors researchers at ARC working with the domain experts and system integration engineers at JSC. Its target application is a prototype heat acquisition and transport subsystem of a space station TCS. The demonstration is scheduled to be conducted at JSC in August, 1989. The demonstration will consist of a detailed test of the ability of the Thermal Expert System to conduct real time normal operations (start-up, set point changes, shut-down) and to conduct fault detection, isolation, and recovery (FDIR) on the test article. The FDIR will be conducted by injecting ten component level failures that will manifest themselves as seven different system level faults. Here, the SADP goals, are described as well as the Thermal Control Expert System that has been developed for demonstration.

    Abstract Introduction: The Childhood Obesity Research Demonstration (CORD) project links public health and primary care interventions in three projects described in detail in accompanying articles in this issue of Childhood Obesity. This article describes a comprehensive evaluation plan to determine the extent to which the CORD model is associated with changes in behavior, body weight, BMI, quality of life, and healthcare satisfaction in children 2–12 years of age. Design/Methods: The CORD Evaluation Center (EC-CORD) will analyze the pooled data from three independent demonstration projects that each integrate public health and primary care childhood obesity interventions. An extensive set of common measures at the family, facility, and community levels were defined by consensus among the CORD projects and EC-CORD. Process evaluation will assess reach, dose delivered, and fidelity of intervention components. Impact evaluation will use a mixed linear models approach to account for heterogeneity among project-site populations and interventions. Sustainability evaluation will assess the potential for replicability, continuation of benefits beyond the funding period, institutionalization of the intervention activities, and community capacity to support ongoing program delivery. Finally, cost analyses will assess how much benefit can potentially be gained per dollar invested in programs based on the CORD model. Conclusions: The keys to combining and analyzing data across multiple projects include the CORD model framework and common measures for the behavioral and health outcomes along with important covariates at the individual, setting, and community levels. The overall objective of the comprehensive evaluation will develop evidence-based recommendations for replicating and disseminating community-wide, integrated public health and primary care programs based on the CORD model.     Western Energy Company (WECO) was selected by the Department of Energy (DOE) to demonstrate the Advanced Coal Conversion Process (ACCP) which upgrades low rank coals into high Btu, low sulfur, synthetic bituminous coal. As specified in the Corporate Agreement, RSCP is required to develop an Environmental Monitoring Plan (EMP) which describes in detail the environmental monitoring activities to be performed during the project execution. The purpose of the EMP is to: (1) identify monitoring activities that will be undertaken to show compliance to applicable regulations, (2) confirm the specific environmental impacts predicted in the National Environmental Policy Act documentation, and (3) establish an information base of the assessment of the environmental performance of the technology demonstrated by the project. The EMP specifies the streams to be monitored (e.g. gaseous, aqueous, and solid waste), the parameters to be measured (e.g. temperature, pressure, flow rate), and the species to be analyzed (e.g. sulfur compounds, nitrogen compounds, trace elements) as well as human health and safety exposure levels. The operation and frequency of the monitoring activities is specified, as well as the timing for the monitoring activities related to project phase (e.g. preconstruction, construction, commissioning, operational, post-operational). The EMP is designed to assess the environmental impacts and the environmental improvements resulting from construction and operation of the project.

    This report summarizes work conducted during FY 1992 for the Environmental Monitoring and Analysis Division of the Environmental Protection Department at Lawrence Livermore National Laboratory (LLNL). This document contains information regarding environmental monitoring of a wide variety of radioisotopes which are emitted to the atmosphere. These radioisotopes include transuranics, biomedical tracers, tritium, mixed fission products, and other radioisotopes used for general research and nuclear weapons research. Information regarding radionuclide air emissions for each of the 56 buildings at LLNL where radionuclides are used or activation products occur is given. Detailed information is included for all point source emissions from 43 LLNL site buildings. In addition, dose equivalents and dose assessment are evaluated. Reported annual releases are based on inventory data and unabated EPA potential release fractions for unmonitored sources, and on actual emission measurements for continuously monitored facilities.

    In 2008, the Kalispel Natural Resource Department (KNRD) continued to implement its habitat enhancement projects for bull trout (Salvelinus confluentus) and westslope cutthroat trout (Oncorhynchus clarki lewisi). Baseline fish population and habitat assessments were conducted in Upper West Branch Priest River. Additional fish and habitat data were collected for the Granite Creek Watershed Assessment, a cooperative project between KNRD and the U.S. Forest Service Panhandle National Forest (FS) . The watershed assessment, funded primarily by the Salmon Recovery Funding Board of the State of Washington, will be completed in 2009.

  18. The Plasma Hearth Process demonstration project for mixed waste treatment

    The Plasma Hearth Process (PHP) demonstration project is one of the key technology projects in the Department of Energy (DOE) Office of Technology Development (OTD) Mixed Waste Integrated Program (MWIP). Testing to date has yielded encouraging results in displaying potential applications for the PHP technology. Early tests have shown that a wide range of waste materials can be readily processed in the PHP and converted to a vitreous product. Waste materials can be treated in their original container as received at the treatment facility, without pretreatment. The vitreous product, when cooled, exhibits excellent performance in leach resistance, consistently exceeding the Environmental Protection Agency (EPA) Toxicity Characteristic Leaching Procedure (TCLP) requirements. Performance of the Demonstration System during test operations has been shown to meet emission requirements. An accelerated development phase, being conducted at both bench- and pilot-scale on both nonradioactive and radioactive materials, will confirm the viability of the process. It is anticipated that, as a result of this accelerated technology development and demonstration phase, the PHP will be ready for a final field-level demonstration within three years.

(CPC) has requested financial assistance from DOE for the design construction, and operation of a normal 1270 ton-per-day (120-MWe), air-blown integrated gasification combined-cycle (IGCC) demonstration plant. The demonstration plant would produce both power for the utility grid and steam for a nearby industrial user. The objective of the proposed project is to demonstrate air-blown, fixed-bed Integrated Gasification Combined Cycle (IGCC) technology. The integrated performance to be demonstrated will involve all the subsystems in the air-blown IGCC system to include coal feeding; a pressurized air-blown, fixed-bed gasifier capable of utilizing caking coal; a hot gas conditioning systems for removing sulfur compounds, particulates, and other contaminants as necessary to meet environmental and combustion turbine fuel requirements; a conventional combustion turbine appropriately modified to utilize low-Btu coal gas as fuel; a briquetting system for improved coal feed performance; the heat recovery steam generation system appropriately modified to accept a NO{sub x} reduction system such as the selective catalytic reduction process; the steam cycle; the IGCC control systems; and the balance of plant. The base feed stock for the project is an Illinois Basin bituminous high-sulfur coal, which is a moderately caking coal. 5 figs., 1 tab.

  1. Energy Storage/Conservation and Carbon Emissions Reduction Demonstration Project

    The U.S. Department of Energy (DOE) awarded the Center for Transportation and the Environment (CTE) federal assistance for the management of a project to develop and test a prototype flywheel-based energy recovery and storage system in partnership with Test Devices, Inc. (TDI). TDI specializes in the testing of jet engine and power generation turbines, which uses a great deal of electrical power for long periods of time. In fact, in 2007, the company consumed 3,498,500 kW-­hr of electricity in their operations, which is equivalent to the electricity of 328 households. For this project, CTE and TDI developed and tested a prototype flywheel-based energy recovery and storage system. This technology is being developed at TDI’s facilities to capture and reuse the energy necessary for the company’s core process. The new technology and equipment is expected to save approximately 80% of the energy used in the TDI process, reducing total annual consumption of power by approximately 60%, saving approximately two million kilowatt-hours annually. Additionally, the energy recycling system will allow TDI and other end users to lower their peak power demand and reduce associated utility demand charges. The use of flywheels in this application is novel and requires significant development work from TDI. Flywheels combine low maintenance costs with very high cycle life with little to no degradation over time, resulting in lifetimes measured in decades. All of these features make flywheels a very attractive option compared to other forms of energy storage, including batteries. Development and deployment of this energy recycling technology will reduce energy consumption during jet engine and stationary turbine development. By reengineering the current inefficient testing process, TDI will reduce risk and time to market of efficiency upgrades of gas turbines across the entire spectrum of applications.     To succeed in the increasingly competitive and dynamic markets in which they operate, electric utilities are focusing ever greater attention on understanding and meeting customer needs. EPRI`s Customer Focused Planning (CFP) project was established to develop concepts and tools that will help utilities enhance their commitment to customer service. The project team conducted a series of interviews and meetings with participating utilities to collaboratively implement crucial steps in the CFP process. Although there is no unique set of tools or single management approach for improving product and service delivery, customer-focused companies have at least five ideals in common. They (1) define goals and objectives in concrete terms, (2) extend the planning boundaries of the organization to include all members of the energy services infrastructure, (3) painstakingly link functional activities directly to customer needs, (4) incorporate the customer`s voice in new product/ service design, and (5) align performance measures with customer needs. In addition, customer-focused companies use a variety of methods to improve customer satisfaction and company performance. These methods include conducting market research, developing market processes such as demand-side management contracting or bidding to reveal customer preferences, and involving customers more directly in the planning process. This report summarizes two brief demonstration projects conducted as part of EPRI`s CFP project, one at Commonwealth Edison Company (CECo) and one at PSI Energy. The CECo project emphasized developing customer-focused performance measures for telephone inquiries. The PSI Energy project involved a one-day workshop underscoring two important CFP elements-understanding customer wants and explicitly linking those wants to utility activities.

    Kaiser Permanente Southern California and the Pacific Institute for Women's Health began a demonstration and evaluation project on emergency contraceptive pills (ECPs) in the summer of 1996 with the goal of evaluating the feasibility and acceptability of ECPs in a large health maintenance organization and developing institutional templates, provider training and patient education materials that could be used to replicate the project. The ECP program had six components: repackaging of oral contraceptives in an ECP "kit," development of provider education materials, development of patient education materials, in-service training, making ECPs kits available in convenient locations, and development of materials to support replication of the project inside and outside Kaiser Permanente. Although data are still being analyzed, preliminary results are promising. The success of the project within this relatively conservative, but well-established medical care organization provides a model for others. The development of a standard set of educational materials and approaches to implementation should facilitate dispensing ECPs in other settings. PMID:9859634

  4. Diesel fueled ship propulsion fuel cell demonstration project

    The paper describes the work underway to adapt a former US Navy diesel electric drive ship as a 2.4 Megawatt fuel cell powered, US Coast Guard operated, demonstrator. The Project will design the new configuration, and then remove the four 600 kW diesel electric generators and auxiliaries. It will design, build and install fourteen or more nominal 180 kW diesel fueled molten carbonate internal reforming direct fuel cells (DFCs). The USCG cutter VINDICATOR has been chosen. The adaptation will be carried out at the USCG shipyard at Curtis Bay, MD. A multi-agency (state and federal) cooperative project is now underway. The USCG prime contractor, AEL, is performing the work under a Phase III Small Business Innovation Research (SBIR) award. This follows their successful completion of Phases I and II under contract to the US Naval Sea Systems (NAVSEA) from 1989 through 1993 which successfully demonstrated the feasibility of diesel fueled DFCs. The demonstrated marine propulsion of a USCG cutter will lead to commercial, naval ship and submarine applications as well as on-land applications such as diesel fueled locomotives.

    An abstract of the final environmental impact statement (EIS) for a demonstration project to dredge Hudson River sediments to remove polychlorinated biphenyl (PCB) contamination describes an effort to reduce the 40 hot spots by half.     The Photovoltaic Test and Demonstration Project was initiated by NASA in June, 1975, to develop economically feasible photovoltaic power systems suitable for a variety of terrestrial applications. Objectives include the determination of operating characteristic and lifetimes of a variety of solar cell systems and components and development of methodology and techniques for accurate measurements of solar cell and array performance and diagnostic measurements for solar power systems. Initial work will be concerned with residential applications, with testing of the first prototype system scheduled for June, 1976. An outdoor 10 kW array for testing solar power systems is under construction.

    The considered project consists of three subprojects related to applications, device performance and diagnostics, and endurance testing. The objectives of the applications subproject include the determination of the operating characteristics for a variety of photovoltaic conversion systems. A system test facility is being constructed in this connection and a prototype residence experiment is to be conducted. Market demand for solar cells is to be stimulated by demonstrating suitability of solar cells for specific near-term applications. Activities conducted in connection with device performance studies and diagnostics are also discussed along with developments in the area of endurance testing.

  14. North Village Ground Source Heat Pump Demonstration Project

    This project demonstrated the feasibility of converting from a traditional direct exchange system to a ground source heat pump system on a large scale, multiple building apartment complex on a university campus. A total of ten apartment buildings were converted using vertical well fields and a ground source loop that connected the 24 apartments in each building into a common system. The system has yielded significant operational savings in both energy and maintenance and transformed the living environments of these residential buildings for our students.

    This paper presents a brief history of the laser lightcraft research and development project that lead to the first outdoor free-flight demonstrations for the U.S. government on November 1997 - using the 10 kW PLVTS CO2 laser at the High Energy Laser Systems Test Facility (HELSTF), White Sands Missile Range (WSMR), NM. Summarized herein are some of the technological milestones that brought the Lightcraft Technology Demonstrator (LTD) concept vehicle to its present state of development: 1) from the initial LTD conceptual design, systems integration, and performance analysis for the Strategic Defense Initiative Organization (SDIO) 2) through laboratory engine bench testing, indoor wire-guided and vertical free-flight testing phases under contract to NASA and the USAF; and 3) finally resulting in outdoor flights to the current record altitude of 71 meters (233 ft) on 2 October 2000, sponsored by the Foundation for International Non-governmental Development of Space (FINDS).

    Colorado-Ute Electric Association began a study to evaluate options for upgrading and extending the life of its Nucla power station in 1982. Located in southwestern Colorado near the town of Nucla, this station was commissioned in 1959 with a local bituminous coal as its design fuel for three identical stoker-fired units, each rated at 12.6 MW(e). Poor station efficiency, high fuel costs, and spiraling boiler maintenance costs forced the Nucla Station into low priority in the CUEA dispatch order as early as 1981. Among the options CUEA considered was to serve as a host utility to demonstrate Atmospheric Fluidized Bed Combustion (AFBC) technology. The anticipated environmental benefits and apparent attractive economics of a circulating AFBC led to Colorado-Ute`s decision to proceed with the design and construction of a demonstration project in 1984 at the Nucla facility.

    The State Energy Conservation Office has executed its first Fuel Cell Project which was awarded under a Department of Energy competitive grant process. The Texas LPG Fuel Processor Development and Fuel Cell Demonstration Program is a broad-based public/private partnership led by the Texas State Energy Conservation Office (SECO). Partners include the Alternative Fuels Research and Education Division (AFRED) of the Railroad Commission of Texas; Plug Power, Inc., Latham, NY, UOP/HyRadix, Des Plaines, IL; Southwest Research Institute (SwRI), San Antonio, TX; the Texas Natural Resource Conservation Commission (TNRCC), and the Texas Department of Transportation (TxDOT). The team proposes to mount a development and demonstration program to field-test and evaluate markets for HyRadix's LPG fuel processor system integrated into Plug Power's residential-scale GenSys(TM) 5C (5 kW) PEM fuel cell system in a variety of building types and conditions of service. The program's primary goal is to develop, test, and install a prototype propane-fueled residential fuel cell power system supplied by Plug Power and HyRadix in Texas. The propane industry is currently funding development of an optimized propane fuel processor by project partner UOP/HyRadix through its national checkoff program, the Propane Education and Research Council (PERC). Following integration and independent verification of performance by Southwest Research Institute, Plug Power and HyRadix will produce a production-ready prototype unit for use in a field demonstration. The demonstration unit produced during this task will be delivered and installed at the Texas Department of Transportation's TransGuide headquarters in San Antonio, Texas.     The United States Department of Energy (DOE) continually seeks safer and more cost-effective technologies for the deactivation and decommissioning (D&D) of nuclear facilities. The Deactivation and Decommissioning Focus Area (DDFA) and the DOE’s office of Science and Technology (OST) sponsors Large Scale Demonstration and Deployment Projects (LSDDPs). The increasing number of deactivation and decommissioning (D&D) activities at nuclear facilities can generate hundreds of tons of cables per facility consuming valuable resources such as disposal space and copper. Driven by increasing environmental concerns as well as economical pressures there is a developing need for the recycling of the uncontaminated copper. As part of the LSDDP program the NUKEM Copper Cable Recycling System (CCRS) was demonstrated November 1999 at the Idaho National Engineering and Environmental Laboratory (INEEL). This process allows recovering and recycling the uncontaminated copper contained in surface contaminated cables. The NUKEM CCRS was originally developed in Germany for the use during the D&D of commercial power plants. Up to date the CCRS has successfully processed in Germany more than 200 metric tons of contaminated cables resulting in virtually 100% free release of copper under the German standards. A total of 13.5 tons non and surrogate contaminated cables in a wide variety of sizes were successfully processed during the technology demonstration at INEEL. The assessment has demonstrated the mobility and flexibility of this new process.

    Since the 1960's, NASA has performed numerous rendezvous and docking missions. The common element of all US rendezvous and docking is that the spacecraft has always been piloted by astronauts. Only the Russian Space Program has developed and demonstrated an autonomous capability. The Demonstration of Autonomous Rendezvous Technology (DART) project currently funded under NASA's Space Launch Initiative (SLI) Cycle I, provides a key step in establishing an autonomous rendezvous capability for the United States. DART's objective is to demonstrate, in space, the hardware and software necessary for autonomous rendezvous. Orbital Sciences Corporation intends to integrate an Advanced Video Guidance Sensor and Autonomous Rendezvous and Proximity Operations algorithms into a Pegasus upper stage in order to demonstrate the capability to autonomously rendezvous with a target currently in orbit. The DART mission will occur in April 2004. The launch site will be Vandenburg AFB and the launch vehicle will be a Pegasus XL equipped with a Hydrazine Auxiliary Propulsion System 4th stage. All mission objectives will be completed within a 24 hour period.   4. Development of derived investigation levels for use in internal dosimetry at the West Valley Demonstration Project

    The objective was to determine if the routine intemal dosimetry program at the West Valley Demonstration Project is capable of meeting the performance objective of 1 mSv annual effective dose equivalent due to internal contamination. With the use of the computer code REMedy the annual effective dose equivalent is calculated. Some of the radionuclides of concern result in an annual effective dose equivalent that exceeds the performance objective. Although the results exceed the performance objective, in all but two cases they do not exceed the US DOE regulatory limits. In these instances the Th-232 and Am-241 were determined to exceed the committed dose equivalent limit to their limiting tissue. In order to document the potential missed dose for regulatory compliance, Sr-90 is used as an indicator for Th-232. For Am-241 an investigation as to whether or not the minimum detectable amount can be lowered is performed. The derived investigation levels as a result of this project are 4.9E3 Bq/lung count for Co-60, 2.2E4 Bq/lung count for Cs-137, 1.9 Bq/1 for Sr-90 and for radionuclides other than Sr-90 any value greater than or equal to three standard deviations above their net count is considered to require further investigation.

The analysis was part of Cycle II of the Residential Construction Demonstration Project, sponsored by Bonneville Power Administration (BPA). Since 1986, the Residential Construction Demonstration Project (RCDP) has sponsored the collection of data on energy efficient homes in the Pacific Northwest that comply with these new standards and requirements. Cycle II of RCDP was conducted between September 1987 and April 1990. It concentrated on energy innovations in homes built to the Super Good Cents specification. All of the test homes have electric heat and mechanical ventilation systems. Seven different types of active ventilation systems are represented in the homes. Three of these system types are equipped with heat recovery devices, and are represented in approximately a quarter of the test homes. The potential for both natural and mechanical ventilation was measured. Potential structural leakage was measured by blower door testing. Flow rate and operating time of mechanical ventilation systems were measured with flow hoods and hour meters. Actual ventilation was measured by using a passive tracer gas technique for several weeks during the heating season and at times of normal occupancy.

    Coastal inundations are an increasing threat to the lives and livelihoods of people living in low-lying, highly-populated coastal areas. According to the World Bank Report 2005, at least 2.6 million people have drowned in coastal inundation, particularly caused by storm surges, over the last 200 years. The purpose of the WMO Coastal Inundation Forecasting Demonstration Project (CIFDP) is to meet the challenges of coastal communities' safety and to support sustainable development through enhancing coastal inundation forecasting and warning systems at the regional scale. Upon completion of national sub-projects of CIFDP, countries will implement an operational system for integrated coastal inundation forecasting and warning, providing an objective basis for coastal disaster (flooding) management; contributing to saving lives, reducing loss of livelihood and property, and enhancing resilience and sustainability in coastal communities. Operation and maintenance of the CIF system would be the responsibility of national operational agencies with a mandate for coastal inundation warnings. The main focus of the CIFDP will be to facilitate the development of efficient forecasting and warning systems for coastal inundation based on robust science and observations: The presentation will describe the scope and the technical framework for CIFDP and describe its implementation in the various sub-projects presently underway.

    The Advanced Linked Extended Reconnaissance & Targeting (ALERT) Technology Demonstration (TD) project is addressing many operational needs of the future Canadian Army's Surveillance and Reconnaissance forces. Using the surveillance system of the Coyote reconnaissance vehicle as an experimental platform, the ALERT TD project aims to significantly enhance situational awareness by fusing multi-sensor and tactical data, developing automated processes, and integrating beyond line-of-sight sensing. The project is exploiting important advances made in computer processing capability, displays technology, digital communications, and sensor technology since the design of the original surveillance system. As the major research area within the project, concepts are discussed for displaying and fusing multi-sensor and tactical data within an Enhanced Operator Control Station (EOCS). The sensor data can originate from the Coyote's own visible-band and IR cameras, laser rangefinder, and ground-surveillance radar, as well as from beyond line-of-sight systems such as mini-UAVs and unattended ground sensors. Video-rate image processing has been developed to assist the operator to detect poorly visible targets. As a second major area of research, automatic target cueing capabilities have been added to the system. These include scene change detection, automatic target detection and aided target recognition algorithms processing both IR and visible-band images to draw the operator's attention to possible targets. The merits of incorporating scene change detection algorithms are also discussed. In the area of multi-sensor data fusion, up to Joint Defence Labs level 2 has been demonstrated. The human factors engineering aspects of the user interface in this complex environment are presented, drawing upon multiple user group sessions with military surveillance system operators.   9. Ultra Low Sulfur Home Heating Oil Demonstration Project

    This Ultra Low Sulfur (ULS) Home Heating Oil Demonstration Project was funded by the New York State Energy Research and Development Authority (NYSERDA) and has successfully quantified the environmental and economic benefits of switching to ULS (15 PPM sulfur) heating oil. It advances a prior field study of Low Sulfur (500 ppm sulfur) heating oil funded by NYSERDA and laboratory research conducted by Brookhaven National Laboratory (BNL) and Canadian researchers. The sulfur oxide and particulate matter (PM) emissions are greatly reduced as are boiler cleaning costs through extending cleaning intervals. Both the sulfur oxide and PM emission rates are directly related to the fuel oil sulfur content. The sulfur oxide and PM emission rates approach near-zero levels by switching heating equipment to ULS fuel oil, and these emissions become comparable to heating equipment fired by natural gas. This demonstration project included an in-depth review and analysis of service records for both the ULS and control groups to determine any difference in the service needs for the two groups. The detailed service records for both groups were collected and analyzed and the results were entered into two spreadsheets that enabled a quantitative side-by-side comparison of equipment service for the entire duration of the ULS test project. The service frequency for the ULS and control group were very similar and did indicate increased service frequency for the ULS group. In fact, the service frequency with the ULS group was slightly less (7.5 percent) than the control group. The only exception was that three burner fuel pump required replacement for the ULS group and none were required for the control group.

    This project is part of the U.S. Department of Energy's (DOE) Clean Coal Technology Demonstration Program (CCTDP) established to address energy and environmental concerns related to coal use. DOE sought cost-shared partnerships with industry through five nationally competed solicitations to accelerate commercialization of the most promising advanced coal-based power generation and pollution control technologies. The CCTDP, valued at over five billion dollars, has significantly leveraged federal funding by forging effective partnerships founded on sound principles. For every federal dollar invested, CCTDP participants have invested two dollars. These participants include utilities, technology developers, state governments, and research organizations. The project presented here was one of sixteen selected from 55 proposals submitted in 1988 and 1989 in response to the CCTDP second solicitation.
