    This article traces the trends in the aid community towards income generation and small business projects in developing countries since the 1950s. 1 of the great weakness of the development assistance community in the area of income generation remains the lack of analysis of population differentiation in the communities in which they work. A very different approach to the problem of the informal sector and income generation is one that responds directly to the needs of poor communities. Institutions working within poor communities and supporting multi-sectoral development while strengthening local organizations are much better situated to respond to the diverse needs of the community than are single-sector organizations with only 1 skill or service to offer. To assist significant numbers of poor people, particularly women, grouping of some sort is essential. This is not to say that group enterprise development is an easy process. The intensive and costly organizational and management assistance required to prepare a poor group for credit must be weighed along with the potential for creating a basis of long-range change within the community. To work with individual family enterprizes in a community can also have important social and economic effects, although the long-range impact may be more limited. Today, more than ever, the poor face the challenge of creating new survival mechanisms within their communities. Development agencies and assistance programs have the responsibility to help rather than hinder this process. PMID:12267640

    New developments in the area of computer-aided system engineering (CASE) greatly improve processes of the information systems development life cycle (ISDLC). Much effort is put into the quality improvement issues, but IS development projects still suffer from the poor quality of models during the system analysis and design cycles. At some degree, quality of models that are developed using CASE tools can be assured using various. automated. model comparison, syntax. checking procedures. It. is also reasonable to check these models against the business domain knowledge, but the domain knowledge stored in the repository of CASE tool (enterprise model) is insufficient (Gudas et al. 2004). Involvement of business domain experts into these processes is complicated because non- IT people often find it difficult to understand models that were developed by IT professionals using some specific modeling language.

    With electric utilities operating in such a chaotic, quick-changing environment, the need for a systematic approach to developing ongoing strategic business programs requires each company to develop a process for program development that fits that company`s culture and the market`s needs. The secret of good utility strategic business program development is to clearly know and understand the corporate goals. Without management giving specific strategic directions, programs to accomplish what management wants cannot possibly be developed. Also, keep in mind the golden rule for program development: those that have to implement the programs should be involved in their development. Once it has been decided that one wants a corporate culture that permits and encourages individual action and innovation in program development, one then has to appraise the utility`s Strengths, Weaknesses, Opportunities, and Threats (called a SWOT analysis). Unless these factors are fully understood one will not know the people and financial resources to assign to the task and what process-form they should take. The paper presents a twelve-step guide so that the teams can tailor their programs and/or projects to their own needs.

    Model-driven software development enables users to specify an application at a high level - a level that better matches problem domain. It also promises the users with better analysis and automation. Our work embarks on two collaborating domains - business process and human interactions - to build an application. Business modeling expresses business operations and flows then creates business flow implementation. Human interaction modeling expresses a UI design, its relationship with business data, logic, and flow, and can generate working UI. This double modeling approach automates the production of a working system with UI and business logic connected. This paper discusses the human aspects of this modeling approach after a year long of building a procurement outsourcing contract application using the approach - the result of which was deployed in December 2008. The paper discusses in multiple areas the happy endings and some heartache. We end with insights on how a model-driven approach could do better for humans in the process.

    The Population and Community Development Association (PDA) promotes family planning (FP) throughout Thailand through a community-based approach. The Thai government actively supports rural development. In 1986, 80% of Thailand's people who lived below the poverty line were in rural areas. The poverty line in rural areas is an annual per capita income of 3823 baht, or US $153; in urban areas, it is more. Since 1984, Thailand's gross domestic product (GDP) has increased by more than 50%. Per capita GDP has risen dramatically, also, with the success of FP efforts. This economic achievement, however, has not been shared by most of the Thai population. Incomes in the agriculture sector are far below those in the nonagricultural sector. The government and the nonprofit organizations, however, do not have skills. The corporate sector does have these skills. The Thailand Business Initiative in Rural Development (TBIRD) helps companies sponsor villages and aids them in developing business skills, whereupon income levels and local living standards are improved. Companies thus help in the employment transfer from agriculture to nonagriculture. There is a "one-company-one- village" formula. Company employees have the skills needed in the villages. They are directly involved. Since 1988, PDA has been working with companies in Thailand to help villages develop business skills. In Saraburi province, PDA and Volvo Swedish Motors have been aiding villagers to grow saplings and sell them to golf course and housing developers. In Ayutthaya Province, PDA and the same company are helping the residents with needlepoint and embroidery to supply a wedding dress manufacturing operation. These programs have succeeded. PDA wants to expand the program by September 1990, to include 50 companies. It is hoped that once the companies are comfortable with their relationship to the village, they will start associations with additional villages.   20. A conceptual framework and classification of capability areas for business process maturity

    The article elaborates on business process maturity, which indicates how well an organisation can perform based on its business processes, i.e. on its way of working. This topic is of paramount importance for managers who try to excel in today's competitive world. Hence, business process maturity is an emerging research field. However, no consensus exists on the capability areas (or skills) needed to excel. Moreover, their theoretical foundation and synergies with other fields are frequently neglected. To overcome this gap, our study presents a conceptual framework with six main capability areas and 17 sub areas. It draws on theories regarding the traditional business process lifecycle, which are supplemented by recognised organisation management theories. The comprehensiveness of this framework is validated by mapping 69 business process maturity models (BPMMs) to the identified capability areas, based on content analysis. Nonetheless, as a consensus neither exists among the collected BPMMs, a classification of different maturity types is proposed, based on cluster analysis and discriminant analysis. Consequently, the findings contribute to the grounding of business process literature. Possible future avenues are evaluating existing BPMMs, directing new BPMMs or investigating which combinations of capability areas (i.e. maturity types) contribute more to performance than others.

    Since 1998 the U.S. Navy?s Naval Facilities Engineering Command (NAVFAC) has had a policy for incorporating sustainable design principles into new building construction. The policy also states it is the intent of NAVFAC to accomplish this within the given budget constraints and while meeting customer requirements. Programming a building using a first cost approach instead of a life cycle cost approach is one of the biggest challenges for integrating sustainable design into projects at the Navy. Due to this hurdle, an attempt to develop a Navy specific business case was undertaken. Through this process, it was discovered that consistent data were not being collected for all applicable Navy buildings. Therefore, the current business case information being used by the Navy is the conglomeration of existing business case analysis in the literature. Although this business case information is useful, there is still a need for collecting and analyzing the Navy business case. To develop the Navy specific business case, NAVFAC is developing program metrics to capture the status of buildings in the design and construction phase and they have started to collect whole building cost and performance data for 14 buildings (7 sustainably designed and 7 traditionally designed buildings) to capture data on their existing inventory of sustainably design buildings. Performance measurement data are being collected on water, energy, operations and maintenance, waste generation, purchasing, occupant satisfaction, and transportation. The building cost and performance data will be collected for a minimum of 12 months. Both of these data collection and analysis efforts have offered lessons learned that will be shared alongside the current Navy business case information.

    This report summarizes the objectives, activities, products, and recommendations of the ESPC Business Strategy Development project. The objective of this project was to assist DOE FEMP in defining the potential Federal sector market for FEMP-offered alternative financing services with a focus on Super-Energy Savings Performance Contracts (Super-ESPCs).

  1. Antibiotic research and development: business as usual?

    The global burden of antibiotic resistance is tremendous and, without new anti-infective strategies, will continue to increase in the coming decades. Despite the growing need for new antibiotics, few pharmaceutical companies today retain active antibacterial drug discovery programmes. One reason is that it is scientifically challenging to discover new antibiotics that are active against the antibiotic-resistant bacteria of current clinical concern. However, the main hurdle is diminishing economic incentives. Increased global calls to minimize the overuse of antibiotics, the cost of meeting regulatory requirements and the low prices of currently marketed antibiotics are strong deterrents to antibacterial drug development programmes. New economic models that create incentives for the discovery of new antibiotics and yet reconcile these incentives with responsible antibiotic use are long overdue. DRIVE-AB is a €9.4 million public-private consortium, funded by the EU Innovative Medicines Initiative, that aims to define a standard for the responsible use of antibiotics and to develop, test and recommend new economic models to incentivize investment in producing new anti-infective agents.     Geothermal Resource area 9 encompasses all of Nye County, Nevada. Within this area there are many different known geothermal sites ranging in temperature from 70/sup 0/ to over 265/sup 0/ F. Fifteen of the more major sites have been selected for evaluation in this Area Development Plan. Various potential uses of the energy found at each of the resource sites discussed in this Area Development Plan were determined after evaluating the area's physical characteristics, land ownership and land use patterns, existing population and projected growth rates, and transportation facilities, and comparing those with the site specific resource characteristics. The uses considered were divided into five main categories: electrical generation, space heating, recreation, industrial process heat, and agriculture. Within two of these categories certain subdivisions were considered separately. The findings about each of the 15 geothermal sites considered in this Area Development Plan are summarized.

    Despite of growing oncology pipeline, cancer vaccines contribute only to a minor share of total oncology-attributed revenues. This is mainly because of a limited number of approved products and limited sales from products approved under compassionate or via early access entry in smaller and less developed markets. However revenue contribution from these products is extremely limited and it remains to be established whether developers are breaking even or achieving profitability with existing sales. Cancer vaccine field is well recognized for high development costs and risks, low historical rates of investment return and high probability of failures arising in ventures, partnerships and alliances. The cost of reimbursement for new oncology agents is not universally acceptable to payers limiting the potential for a global expansion, market access and reducing probability of commercial success. In addition, the innovation in cancer immunotherapy is currently focused in small and mid-size biotech companies and academic institutions struggling for investment. Existing R&D innovation models are deemed unsustainable in current "value-for-money" oriented healthcare environment. New business models should be much more open to collaborative, networked and federated styles, which could help to outreach global, markets and increase cost-efficiencies across an entire value chain. Lessons learned from some developing countries and especially from South Korea illustrate that further growth of cancer vaccine industry will depends not only on new business models but also will heavily rely on regional support and initiatives from different bodies, such as governments, payers and regulatory bodies.     This research possesses four relevant characteristics with a potential to contribute to the international business literature. First, it was conducted in three Latin American countries: Peru, Chile and Ecuador (emerging economies) where little research in international business, in comparison with other regions, has been conducted. Second, it was conducted in two industries: mining and oil and gas, which have different ways of organizing and operating in comparison with production and manufacturing industries. Third, it was conducted in remote and sensitive environmental and social areas, where stakeholders and their concerns are different from those of production and manufacturing industries. And fourth, it integrates sustainable development strategies into the field of international business. This thesis provides an in-depth discussion of three case studies and presents conclusions and implications for theory development, managers, and policy makers. The purpose of this research is to contribute to mainstream of the literature on international business by describing and analyzing the incorporation of sustainable development into management strategies.

    Geothermal Resource Area 3 includes all of the land in Elko County, Nevada. There are in excess of 50 known thermal anomalies in this area. Several of the more major resources have been selected for detailed description and evaluation in this Area Development Plan. The other resources are considered too small, too low in temperature, or too remote to be considered for development in the near future. Various potential uses of the energy found at each of the studied resource sites in Elko County were determined after evaluating the area's physical characteristics; the land ownership and land use patterns; existing population and projected growth rates; transportation facilities and energy requirements. These factors were then compared with resource site specific data to determine the most likely uses of the resource. The uses considered in this evaluation were divided into five main categories: electrical generation, space heating, recreation, industrial process heat, and agriculture. Within two of these categories several subdivisions were considered separately. It was determined that several of the geothermal resources evaluated in the Area Development Plan could be commercially developed. The potential for development for the seven sites considered in this study is summarized.

    The purpose of this paper is to discuss one manner in which market analysis for new satellite remote sensing product concepts can be translated into new business opportunities. In particular while there seems to be much discussion on how to move from product ideas to product sales this paper focuses on how to develop product concepts in new markets and how to confirm the market for those products. Historically, satellite remote sensing data has been sold as a solution looking for a problem—our approach turns this on its head, beginning with an understanding of the user needs of a particular market and then fitting satellite data and products to meet those needs. The market analysis approach presented here is not a short-cut—proper market analysis is not easy and takes time and resources. The outcome, however, of proper market analysis is real, sellable products and sufficient detail to support the raising of financing to move forward with implementation.

    Various technologies have been deployed in household devices or micro-water treatment plants for mitigating fluoride and arsenic, and thereby provide safe and affordable drinking water in low-income countries. While the technologies have improved considerably, organizations still face challenges in making them financially sustainable. Financial sustainability questions the business models behind these water technologies. This article makes three contributions to business models in the context of fluoride and arsenic mitigation. Firstly, we describe four business models: A) low-value devices given away to people living in extreme poverty, B) high-value devices sold to low-income customers, C) communities as beneficiaries of micro-water treatment plants and D) entrepreneurs as franchisees for selling water services and highlight the emergence of hybrid business models. Secondly, we show current business model innovations such as cost transparency & cost reductions, secured & extended water payments, business diversification and distribution channels. Thirdly, we describe skills and competencies as part of capacity building for creating even more business model innovations.     The focus of this paper is on the use of an innovative co-production process that engages small and medium sized enterprises (SMEs) and other stakeholders in the development of an e-learning tool that has appeal for business owners as well as being a resource for agents working directly with businesses. It outlines t priorities identified by businesses in relation to the support, advice, and, usefulness of sharing experiences which will be reflected in the 'tool'. The researchers suggest that business adaptation to flood risk is a neglected area and that an information 'hub' for businesses will enable sign-posting to advisory sources, 'science communication', and support for those suffering the trauma of damage to their premises and livelihoods. The flooding of communities is becoming a repeated, widespread issue within the UK, and elsewhere. Significant impacts of extreme floods in 2007 were: loss of life, 48,000 houses and 7,000 businesses flooded, community disruption, and, monetary loss to local economies. The winter floods of 2013/2014 also had devastating impacts. This paper reports on research from a three year multi-disciplinary project funded by the UK Engineering and Physical Sciences Research Council (EPSRC). In early 2014, SMEs accounted for 99.3% of all private sector businesses in the UK and 47.8% of private sector employment (FSB, 2014), thus they are a crucial part of the UK economy. Whilst some research focuses on 'community resilience', less is focused on the resilience of SMEs. Although SMEs may be vulnerable to fluctuations in turnover and housed in vulnerable premises, they often have the ability to make quick decisions and be innovative in the face of adversity owing to smaller, less complex systems.     Geothermal Resource Area 11 includes all of the land in Clark County, Nevada. Within this area are nine geothermal anomalies: Moapa Area, Las Vegas Valley, Black Canyon, Virgin River Narrows, Roger's Springs, Indian Springs, White Rock Springs, Brown's Spring, and Ash Creek Spring. All of the geothermal resources in Clark County have relatively low temperatures. The highest recorded temperature is 145{sup 0}F at Black Canyon. The temperatures of the other resources range from 70 to 90{sup 0}F. Because of the low temperature of the resources and, for the most part, the distance of the resources from any population base, the potential for the development of the resources are considered to be somewhat limited.

    We present a microanalytical firm mobility model for the City of Hamilton, Canada, developed with data from the Statistics Canada Business Register. Contributing to the scarce literature on firm migration behavior, we explore and model the determinants of mobility among small and medium size firms who retained less than 200 employees between 1996 and 1997. Our exploratory results suggest that short distance moves are more common and tend to occur among smaller firms. Econometric modeling results support these assertions and indicate that the willingness to move can be explained by a firm’s internal characteristics (e.g. age, size, growth and industry type) as well as location factors related to the urban environment where the firm is located. The modeling results will serve as input for the development of an agent-based firmographic decision support system that can be used to inform the planning process in the study area.

  15. Determining contamination level of heavy metals in road dust from busy traffic areas with different characteristics.

    This study identified the levels and sources of heavy metal contamination in road dust from busy traffic areas in a typical industrial city in Korea. This study compared the total concentrations, as determined by aqua regia digestions and atomic absorption spectroscopy, of cadmium (Cd), copper (Cu), lead (Pb), zinc (Zn) and nickel (Ni) in the road dust from areas with different characteristics such as traffic rotaries, downtown areas, circulation roads, and asphalt and concrete highways. The contamination levels of the heavy metals in the road dust were evaluated using the contamination factor and the degree of contamination. The contamination levels of the heavy metals in the road dust were highly dependent on traffic volume and atmospheric dispersion from traffic rotaries. Industrial emissions and the frequency of brake use and vehicles coming to a complete stop were additional factors that affected the contamination levels in downtown areas. The concrete highway had higher contamination levels of the heavy metals than the asphalt highway. Vehicle speed was also a strong contributing factor to the degree of contamination of heavy metals in the road dust from the circulation roads and highways. PMID:20937547

    This article examines the appropriateness of the Business Excellence Model in developing a strategy for Bolton Hospitals NHS Trust to measure organisational performance. The need for a strategy to measure organisational performance and to improve organisational performance was highlighted with the production of the Government White Paper, The New NHS: Modern and Dependable. At the heart of recommendations there is emphasis on improving quality and driving efficiency. Greater emphasis will be placed on organisations measuring their performance. By utilising the conceptual framework, which consisted of The European Foundation for Quality Management (EFQM) Model, it became evident that, although tools were in existence within Bolton Hospitals to measure organisational performance, several critical areas needed addressing. By addressing these key areas, the organisation could begin to work towards its goal of business excellence. The conclusions drawn from this project demonstrated that there was scope for Bolton Hospitals to improve on organisational performance. It was highlighted that the Trust was functioning well in some areas of the EFQM Model, but not in others. For Bolton Hospitals NHS Trust to improve organisational performance, the EFQM Model should be adopted. PMID:10537855

    According to neo-liberal economists such as Friedman and Hayek, the prime function of any business enterprise is to generate profits; its central responsibility is to shareholders. The idea that business owners should also seek to perform social tasks is regarded as completely erroneous. Historical evidence suggests that not all business leaders have been content simply to perform a commercial role in society. Numerous industrialists and entrepreneurs throughout the nineteenth century made significant contributions to their local communities. The early efforts of socially responsible business leaders are well documented. This paper aims to build on existing historical analysis of business philanthropy and social involvement by analysing developments in post-war Britain. Three main historical developments are outlined. Firstly, the early post-war years, despite the formation of the welfare state, witnessed some notable efforts to engage business in society. These were mainly inspired by church-led organisations and Christian entrepreneurs. Second, the expansion of the corporate economy throughout the 1940s and 1950s placed increasing constraints on the social aspirations of businesses. Finally, from the mid-1970s onwards there grew a more general interest in corporate responsibility. This was consolidated in the 1980s. As part of the general redefinition of state functions in this period, the role of business in addressing social problems became more prominent. Such political and policy developments, it is argued, have made a significant contribution towards enhancing the social role of business. PMID:19455760

    A draft framework for the development of a national system of marine protected areas (MPA) has been released for public comment by the U.S. National Oceanic and Atmospheric Administration and the U.S. Department of the Interior. Under the proposed framework, an MPA is any area of the marine environment that has been reserved by U.S. federal, state, local, or other government regulations ``to provide lasting protection for part or all of the natural and cultural resources therein.'' About 1500 marine conservation areas initially would qualify as MPAs. The national system is intended to guide cooperative efforts among various parties and thus increase protection of these areas. The framework goals for a national system include: advancing conservation and management of marine resources through ecosystem-based approaches, and enhancing effective coordination and integration among MPAs in the national system and within the broader context of ecosystem-based management.

    In order to build the Web-based application as a shopping site on the Web, various ideas from the different viewpoints are required, such as enterprise modeling, workflow modeling, software development, and so on. From the above standpoint, this paper proposes an integrated environment to support the whole development process of analysis, design and implementation of business application. In order to reuse know-hows of various ideas in the business application development, we device a multi-grain-size repository, which consists of coarse-, middle-, and fine-grain-size repositories that correspond to the enterprise models, workflow models, and software models, respectively. We also provide a methodology that rebuilds heterogeneous information resources required for the business applications development into a multi-grain-size repository based on ontologies. The contents of the repositories are modeled by the is-a, has-a, and E-R relations, and described by the XML language. We have implemented Java-based prototype environment with the tools dealing with the multi-layered repository and confirmed that it supports us in various phases of business application development including business model manifestation, detailed business model definition and an implementation of business software applications.

    The impact and uptake of information and communication technologies that support health care are rather low. Current frameworks for eHealth development suffer from a lack of fitting infrastructures, inability to find funding, complications with scalability, and uncertainties regarding effectiveness and sustainability. These issues can be addressed by defining a better implementation strategy early in the development of eHealth technologies. A business model, and thus business modeling, help to determine such an implementation strategy by involving all important stakeholders in a value-driven dialogue on what the technology should accomplish. This idea also seems promising to eHealth, as it can contribute to the whole development of eHealth technology. We therefore suggest that business modeling can be used as an effective approach to supporting holistic development of eHealth technologies. The contribution of business modeling is elaborated in this paper through a literature review that covers the latest business model research, concepts from the latest eHealth and persuasive technology research, evaluation and insights from our prior eHealth research, as well as the review conducted in the first paper of this series. Business modeling focuses on generating a collaborative effort of value cocreation in which all stakeholders reflect on the value needs of the others. The resulting business model acts as the basis for implementation. The development of eHealth technology should focus more on the context by emphasizing what this technology should contribute in practice to the needs of all involved stakeholders. Incorporating the idea of business modeling helps to cocreate and formulate a set of critical success factors that will influence the sustainability and effectiveness of eHealth technology.     The automation of software development processes is a desirable goal of current software companies which would lead to a cost reduction in software production. This automation is the backbone of approaches such as Model Driven Architecture (MDA) or Software Factories. This paper proposes the use of standard Business Rules (using Rules Interchange Format, RIF) to specify application functionality along with a platform to produce automatic implementations for them. The novelty of this proposal is to introduce Business Rules at all levels of MDA architecture in a software development process, providing a supporting tool where production Business Rules are considered at every abstraction level. Production Business Rules are represented through standard languages, rule engine vendor independence is assured via automatic transformation between rule languages, and Business Rules reuse is made possible. The objective is to get the development of production Business Rules closer to non-technical people involved in the software development process through the use of natural language processing approaches, automatic transformations among models and semantic web languages such as Ontology Web Language (OWL).

    The benefits of transdermal delivery over the oral route to combat such issues of low bioavailability and limited controlled release opportunities are well known and have been previously discussed by many in the field (Prausnitz et al. (2004) [1]; Hadgraft and Lane (2006) [2]). However, significant challenges faced by developers as a product moves from the purely theoretical to commercial production have hampered full capitalization of the dosage forms vast benefits. While different technical aspects of transdermal system development have been discussed at various industry meetings and scientific workshops, uncertainties have persisted regarding the pharmaceutical industry's conventionally accepted approach for the development and manufacturing of transdermal systems.   18. Development of a Small Area Sniffer

    The aim of this project is to develop and implement a sniffer that is capable of measuring the mass flow rate of air through a small area of pinholes whose diameters are on the magnitude of thousandths of an inch. The sniffer is used to scan a strip of a leading edge panel, which is being used in a hybrid laminar flow control experiment, in order to survey the variations in the amount of air that passes through the porous surface at different locations. Spanwise scans are taken at different chord locations by increasing the pressure in a control volume that is connected to the sniffer head, and recording the drop in pressure as the air is allowed to flow through the tiny holes. This information is used to obtain the mass flow through the structure. More importantly, the deviations from the mean flow rate are found and used to determine whether there are any significant variations in the flow rate from one area to the next. The preliminary results show little deviation in the spanwise direction. These results are important when dealing with the location and amount of suction that will be applied to the leading edge in the active laminar flow control experiment.

    This paper addresses the design and engineering problem related to mobile data services. The aim of the research is to inform and advise mobile service design and engineering by looking at this issue from a rigorous and holistic perspective. To this aim, this paper develops an ontology based on business model thinking. The developed ontology identifies four primary dimensions in designing business models of mobile data services: value proposition, value network, value architecture, and value finance. Within these dimensions, 15 key design concepts are identified along with their interrelationships and rules in the telecommunication service business model domain and unambiguous semantics are produced. The developed ontology is of value to academics and practitioners alike, particularly those interested in strategic-oriented IS/IT and business developments in telecommunications. Employing the developed ontology would systemize mobile service engineering functions and make them more manageable, effective, and creative. The research approach to building the mobile service business model ontology essentially follows the design science paradigm. Within this paradigm, we incorporate a number of different research methods, so the employed methodology might be better characterized as a pluralist approach.

    We investigate the relationship between mortality and business cycles within Mexico, where development varies significantly. We exploit this variation by separately analyzing the top ten and bottom ten developed states for the period 1993-2004. We find that while overall mortality is procyclical nationally and in the top ten states, it is countercyclical in the bottom ten. Further, we show that in the top ten states mortality due to non communicable conditions is procyclical, while in the bottom ten mortality due to non communicable conditions and infectious and parasitic diseases are countercyclical. Our results suggest that the relationship between mortality and business cycles may vary by level of development. PMID:21074307

    The mission of the US Department of Energy's Federal Energy Management Program (FEMP) is to reduce the cost of Government by advancing energy efficiency, water conservation, and the use of solar and other renewable technologies. This is accomplished by creating partnerships, leveraging resources, transferring technology, and providing training and technical guidance and assistance to agencies. Each of these activities is directly related to achieving requirements set forth in the Energy Policy Act of 1992 and the goals that have been established in Executive Order 13123 (June 1999), but also those that are inherent in sound management of Federal financial and personnel resources. The Pacific Northwest National Laboratory (PNNL) supports the FEMP mission in all activity areas. This responsibility includes working with various Federal energy managers to identify, monitor, and evaluate the performance of new energy efficiency technologies suitable for installation at Federal sites. This report provides the results of a Energy Saving Performance Contracting (ESPC) Business Strategy Development project that PNNL conducted for FEMP. The project provides information regarding the development of Federal market scenarios for FEMP Super-ESPC delivery orders. Two market scenarios were developed. The initial scenario resulted in an estimated delivery order target that was much lower than initially estimated in the spring of 1998. The second scenario yielded a lower estimated number of delivery orders. The main difference between these two scenarios was an estimated increase in utility financed projects in the Federal sector.

Nanotechnology, i.e., the creation and utilization of materials and devices at nanometer scale, already has multiple applications in electronics and other fields. However, the greatest expectations are for its application in biotechnology and health, with the direct impact these could have on the quality of health in future societies. The emerging discipline of nanomedicine brings nanotechnology and medicine together in order to develop novel therapies and improve existing treatments. In nanomedicine, atoms and molecules are manipulated to produce nanostructures of the same size as biomolecules for interaction with human cells. This procedure offers a range of new solutions for diagnoses and “smart” treatments by stimulating the body’s own repair mechanisms. Therefore, R&D has been a decision maker's burden in that it is hard to decide how much money to invest, how long time one should spend, and what technology to develop which means it accompanies resources such as budget, time, and manpower. Although there are diverse researches about R&D evaluation, business factors are not concerned enough because almost all previous studies are technology oriented evaluation with one R&D technology based. In that, we early proposed R&D business aspect evaluation model which consists of nine business model components. In this research, we develop a simulation model and system evaluating a company or industry's R&D portfolio with business model point of view and clarify default and control parameters to facilitate evaluator's business validity work in each evaluation module by integrate to one screen.
