    The traveler participated in a conference on environmental technology in Paris, sponsored by the US Embassy-Paris, US Environmental Protection Agency (EPA), the French Environmental Ministry, and others. The traveler sat on a panel for environmental aspects of energy technology and made a presentation on the potential contributions of Oak Ridge National Laboratory (ORNL) to a planned French-American Environmental Technologies Institute in Chattanooga, Tennessee, and Evry, France. This institute would provide opportunities for international cooperation on environmental issues and technology transfer related to environmental protection, monitoring, and restoration at US Department of Energy (DOE) facilities. The traveler also attended the Fourth International Conference on Environmental Contamination in Barcelona. Conference topics included environmental chemistry, land disposal of wastes, treatment of toxic wastes, micropollutants, trace organics, artificial radionuclides in the environment, and the use biomonitoring and biosystems for environmental assessment. The traveler presented a paper on The Fate of Radionuclides in Sewage Sludge Applied to Land.'' Those findings corresponded well with results from studies addressing the fate of fallout radionuclides from the Chernobyl nuclear accident. There was an exchange of new information on a number of topics of interest to DOE waste management and environmental restoration needs.

    The Navy ships and facilities in nearly every coastal state, and therefore, has a longterm interest in protecting the environmental health of marine ecosystems, specifically those located in harbors and estuaries where the Navy has port facilities. The Navy's goals are to obtain environmentally safe ships and shore facilities, to investigate and remediate past hazardous waste (HW) disposal sites, and to comply with the National Environmental Policy Act, the Clean Water Act, and other legislative and regulatory requirements. The Environmental Quality Science and Technology program at the Naval Command, Control and Ocean Surveillance Center RDT and E Division (NRaD), Environmental Sciences Division, consists of research, development, test, and evaluation projects (RDT and E) in support of this effort. The primary focus of the RDT and E program is on environmental measurement and monitoring instrumentation, contaminant fate and effects methodologies, biotechnology, and integrated risk assessment methods. In addition, the program provides support and information to interested Navy sponsors and other agencies.

    Operations and maintenance continued this month at the Electric Power Research Institute's (EPRI's) Environmental Control Technology Center (ECTC). Testing for the Hazardous Air Pollutants (HAP) study was conducted using the Carbon Injection System (the 4.0 MW Spray Dryer Absorber and the Pulse-Jet Fabric Filter). Testing also continued across the B&W/CHX Heat Exchanger this month as the effects of increased particulate loading are being studied. The 1.0 MW Cold-Side Selective Catalytic Reduction (SCR) unit and the 4.0 MW Pilot Wet Scrubber remained idle this month in a cold-standby mode and were inspected regularly. On September 13, 1996, the ECTC completed an independent test block for a third-party company, Air Purification Inc. (API). For this testing, the ECTC's staff (O&M and Testing) were contracted to conduct performance and validation testing across a new, integrated emissions control device, the Rotorfilter{trademark}. This testing was conducted for a thirty (30) day period simultaneously with the B&W/CHX test block. The HAP testing resumed as this third-party test block was completed. Testing in September at the Electric Power Research Institute's (EPRI's) Environmental Control Technology Center (ECTC) included tests from the Pilot Trace Elements Removal (TER) test block as part of EPRI's overall program to develop control technology options for reduction of trace element emissions. This experimental program investigates mercury removal and mercury speciation under different operating conditions. The 1996 program is being performed on the 4.0 MW wet FGD pilot unit and the spray dryer/pulse jet fabric filter (SDA/PJFF) pilot units. The 1996 Trace Elements Removal (TER) test block is a continuation of the 1995 TER test block and will focus on up to five research areas, depending on experimental results. These areas are: (1) Mercury speciation methods; (2) Effect of FGD system operating variables on mercury removal; (3) Novel methods for elemental mercury

    The Deactivation and Decommissioning (D&D) Technology Assessment Program (TAP) was developed to provide detailed, comparable data for environmental technologies and to disseminate this data to D&D professionals in a manner that will facilitate the review and selection of technologies to perform decontamination and decommissioning. The objectives for this project include the following: Determine technology needs through review of the Site Technology Coordination Group (STCG) information and other applicable websites and needs databases; Perform a detailed review of industries that perform similar activities as those required in D&D operations to identify additional technologies; Define the technology assessment program for characterization and waste management problem sets; Define the data management program for characterization, dismantlement, and waste management problem sets; Evaluate baseline and innovative technologies under standard test conditions at Florida International University's Hemispheric Center for Environmental Technology (FIU-HCET) and other locations and collect data in the areas of performance, cost, health and safety, operations and maintenance, and primary and secondary waste generation; Continue to locate, verify, and incorporate technology performance data from other sources into the multimedia information system; and Develop the conceptual design for a dismantlement technology decision analysis tool for dismantlement technologies.

    The final data package has been completed for the Mississippi State University, DIAL FTP Wall Depth Removal Characterization Technology. The package has been sent to DIAL for comments. Work is progressing on completing the transfer of glove boxes and tanks from Rocky Flats to FIU-HCET for the purpose of performing size reduction technology assessments. Vendors are being identified and security measures are being put in place to meet the High Risk Property criteria required by Rocky Flats. The FIU-HCET Technology Assessment Program has been included as one of 11 verification programs across the US and Canada described in the Interstate Technology Regulatory Cooperation (ITRC) document, ''Multi-state Evaluation of Elements Important to the Verification of Remediation Technologies'', dated January 1999. FIU-HCET will also participate in a panel discussion on technology verification programs at the International Environmental Technology Expo '99.

    Over the years, pollution prevention has proven to be a means to comply with environmental regulations, improve product performance and reduce costs. The NASA Acquisition Pollution Prevention (AP2) Program was created to help individual NASA Centers and programs work together to evaluate and adopt environmentally preferable technologies and practices. The AP2 Program accomplishes its mission using a variety of tools such as networking, information/technology exchange and partnering. Due to its extensive network of contacts, the AP2 Program is an excellent resource for finding existing solutions to problems. If no solution is readily known, the AP2 Program works to identify potential solutions and partners for demonstration/ validation projects. Partnering to prevent pollution is a cornerstone of NASA's prime mission and the One NASA Initiative. This annual newsletter highlights some of our program's collaborative efforts. I believe you will discover how the AP2 Program is responsive in meeting the Agency's environmental management strategic plans.

    The programming and website for the advanced Technology Information System (TIS) have been completed. Over and above the LSDDP-TIS, the new system provides information on DOE's baseline technologies, technology data contained in DOE's databases, technologies assessed at FIU-HCET Technology Assessment Program (TAP), as well as links to other selected D&D sites with valuable technology information. The new name for the website is Gateway for Environmental Technology (GET). A super-vacuum type blasting system was tested for decontamination of 12-in pipe internal surfaces. The system operates on compressed air and propels grit media at high speed at wall surfaces. It is equipped with a vacuum system for collecting grit, dust, and debris. This technology was selected for further development. The electret ion chamber (EIC) system for measurement of alpha contamination on surfaces has been calibrated and is ready for demonstration and deployment. FIU-HCET is working with representatives from Fernald, Oak Ridge, Rocky Flats, and Savannah River to procure a demonstration and deployment site. Final arrangements are ongoing for the mock-up design for the glove box and tank size reduction technology assessments, including designing of support bases for tanks, a piping support system, and a mobilization plan for glove boxes and tanks from storage site to the PermaCon.

    A vendor was selected for the diamond wire technology demonstration scheduled for this summer at Princeton Plasma Physics Laboratory (PPPL). A team consisting of personnel from FIU-HCET, PPPL, and AEA Technology reviewed the submitted bids. FIU-HCET will contract this vendor. At the SRS Ninth ICT teleconference, the ICT team discussed the status of the following demonstrations: LRAD; x-ray, K-edge; Strippable Coatings; Thermal Spray Vitrification; Cutting/Shearing/Dismantlement/Size Reduction; and Electrets. The LRAD demo is complete, and the x-ray/K-edge, Strippable Coatings, and Electrets demos are ongoing. The Asbestos and Thermal Spray Vitrification demos require more laboratory testing. The Cutting/Shearing/Dismantlement/Size Reduction demo is undergoing procurement. Five FIU-HCET staff members took the 1S0 14000 environmental auditor training course February 22-26, 1999, given by ASC. The test plan for the Facility Dismantlement Technology Assessment is finished and ready for internal review.

    Improved site characterization technologies are being developed at Martin Marietta Energy Systems for the US Department of Energy (DOE) Office of Technology Development (OTD) in support of environmental restoration activities throughout the DOE complex. Since site characterization is an expensive and time consuming process that must be performed prior to, during, and following remediation efforts, an obvious way to reduce the overall cost of remediation is to develop improved characterization methods. For example, the Derivative Ultraviolet Absorption Spectrometer (DUVAS), which is being field tested as part of the OTD program, is a fiberoptic device for in situ, real time measurement of aromatic organic compounds in groundwater. A transportable, direct sampling Ion Trap Mass Spectrometer (ITMS) is being developed for continuous monitoring of hazardous organic compounds in air. In areas where the environment is hazardous to human health, it is desirous to perform site characterization remotely; if robotics are to be employed, the Ultrasonic Ranging and Data System (USRADS) can be used to provide telemetry information on robot location as well as sensor measurements. Once fully developed, these technologies can be transferred to the private sector. 19 refs., 2 tabs.

    Solar energy technologies have environmental effects, and these may be positive or negative compared with current ways of producing energy. In this respect, solar energy technologies are no different from other energy systems. Where solar energy technologies differ is that no unresolvable technological problems (e.g., CO/sub 2/ emissions) or sociopolitical barriers (e.g., waste disposal, catastrophic accidents) have been identified. This report reviews some of the environmental aspects of solar energy technologies and ongoing research designed to identify and resolve potential environmental concerns. It is important to continue research and assessment of environmental aspects of solar energy to ensure that unanticipated problems do not arise. It is also important that the knowledge gained through such environmental research be incorporated into technology development programs and policy initiatives.

  1. National Science and Technology Council agenda for environmental technologies

    During the past year, two Committees (Environment and Natural Resources (CENR) and Civilian Industrial Technology (CIT)) of the National Science and Technology Council (NSTC) assessed issues and needs associated with environmental technologies. As a core element of this effort, a CENR-CIT Joint Subcommittee on Environmental Technologies (JSET) identified a number of integrating issues that cut across a number of federal agency responsibilities and reflect an emphasis on facilitating the shift from control and remediation technologies needed in the near term to avoidance and monitoring technologies critical to achieving sustainable development over the long term. Based on these activities and many workshops with private sector partners, a national environmental technology strategy is in development to be promulgated in spring 1995. The elements of this budding strategy will be presented.

    The ``Environmental Management Technology Leveraging Initiative,`` a cooperative agreement between the Global Environment and Technology Foundation and the Department of Energy-Morgantown Energy Technology Center, has completed its second year. This program, referred to as the Global Environmental Technology Enterprise (GETE) is an experiment to bring together the public and private sectors to identify, formulate, promote and refine methods to develop more cost-effective clean-up treatments. Working closely with Department of Energy officials, National Laboratory representatives, business people, academia, community groups, and other stakeholders, this program attempts to commercialize innovative, DOE-developed technologies. The methodology to do so incorporates three elements: business assistance, information, and outreach. A key advance this year was the development of a commercialization guidance document which can be used to diagnose the commercialization level and needs for innovative technologies.

    FIU-HCET participated in an ICT meeting at Mound during the second week of December and presented a brief videotape of the testing of the Robotic Climber technology. During this meeting, FIU-HCET proposed the TechXtract technology for possible testing at Mound and agreed to develop a five-page proposal for review by team members. FIU-HCET provided assistance to Bartlett Inc. and General Lasertronics Corporation in developing a proposal for a Program Opportunity Notice (PON). The proposal was submitted by these companies on January 5, 1999. The search for new equipment dismantlement technologies is continuing. The following vendors have responded to requests for demonstration: LUMONICS, Laser Solutions technology; CRYO-BEAM, Cryogenic cutting technology; Waterjet Technology Association, Waterjet Cutting technology; and DIAJET, Waterjet Cutting technology. Based on the tasks done in FY98, FIU-HCET is working closely with Numatec Hanford Corporation (NHC) and Pacific Northwest National Laboratory (PNNL) to revise the plan and scope of work of the pipeline plugging project in FY99, which involves activities of lab-scale flow loop experiments and a large-scale demonstration test bed.

    Sandia National Laboratories Environmental Restoration Technologies Department is developing environmental restoration technologies through funding form the US Department of Energy`s (DOE`s) Office of Science and Technology. Initially, this technology development has been through the Mixed Waste Landfill Integrated Demonstration (MWLID). It is currently being developed through the Contaminant Plume containment and Remediation Focus Area, the Landfill Stabilization Focus Area, and the Characterization, Monitoring, and Sensor Cross-Cutting Program. This Technology Integration Project (TIP) was responsible for transferring MWLID-developed technologies for routine use by environmental restoration groups throughout the DOE complex and commercializing these technologies to the private sector. The MWLID`s technology transfer/commercialization successes were achieved by involving private industry in development, demonstration, and technology transfer/commercialization activities; gathering and disseminating information about MWLID activities and technologies; and promoting stakeholder and regulatory involvement. From FY91 through FY95, 30 Technical Task Plans (TTPs) were funded. From these TTPs, the MWLID can claim 15 technology transfer/commercialization successes. Another seven technology transfer/commercialization successes are expected. With the changeover to the focus areas, the TIP continued the technology transfer/commercialization efforts begun under the MWLID.

    A critical and difficult step in the development and implementation of new technologies for environmental monitoring and characterization is successfully transferring these technologies to industry and government users for routine assessment and compliance activities. The Environmental Sciences Section of the DOE Savannah River Technology Center provides a forum for developers, potential users, and regulatory organizations to evaluate new technologies in comparison with baseline technologies in a well characterized field test bed. The principal objective of this project is to conduct comprehensive, objective field tests of monitoring and characterization technologies that are not currently used in EPA standard methods and evaluate their performance during actual operating conditions against baseline methods. This paper provides an overview of the field test site and a description of some of the technologies demonstrated at the site including their field applications.

Four areas of adhesive joining (adhesive formulation and selection, surface preparation, adhesive bonding process, waste and pollution generation/cleanup/management) all need to be carefully evaluated before adhesive joining is selected for commercial as well as military products.     Search for decontamination technologies to be assessed at FIU-HCET continues. Bartlett Nuclear Inc. returned to FIU-HCET on February 15-19, 1999, to complete the demonstration of coating removal from concrete ceiling and aggressive contamination removal on uncoated concrete wall using their Robotic Climber. The design of test beds for large-scale technology demonstration of blockage locating and pipe unplugging has undergone major revision. The lab-scale test loop is also under modification. A new sampling system using isokinetic principles and consisting of thermistors, flow controller, and Wheatstone bridge will be installed on the flow loop. FIU-HCET International Coordinator attended the VII Steering Committee meeting in Lima, Peru, on February 11-12, 1999, and successfully introduced the Interactive Communication Website. Additional agenda items on the Website were proposed by the Steering Committee for upcoming committee meetings and working groups.

    To enhance the measurement capability of EICs to alpha spectrometry, measurements at FIU-HCET were performed on different energy alpha sources, and response factors of ST electrets in 960-mL chamber were determined. Earlier, EIC was considered as only a charge-integrating device without spectrometric capability. This is a potentially significant development accomplished by FIU-HCET. It could appreciably lower the current cost of spectral characterization. FIU-HCET has been invited to participate in the Operating Engineers' National Hazmat program's assessment of the Mini Mitter, commercially known as the VitalSense{trademark} Telemetric Monitoring System. This evaluation is scheduled for early July 1999. Additional health and safety technology evaluations, in which FIU-HCET will also participate, are also scheduled for later in the summer. The Technology Information System (TIS), MISD, and DASD are now complete and accessible through the Internet website http://www.DandD.org/tis.

    The elimination of CFC's, Halons, TCA, other ozone depleting chemicals, and specific hazardous materials is well underway. The phaseout of these chemicals has mandated changes and new developments in aerospace materials and processes. We are beyond discovery and initiation of these new developments and are now in the implementation phase. This conference provided a forum for materials and processes engineers, scientists, and managers to describe, review, and critically assess the evolving replacement and clean propulsion technologies from the standpoint of their significance, application, impact on aerospace systems, and utilization by the research and development community. The use of these new technologies, their selection and qualification, their implementation, and the needs and plans for further developments are presented.

    The Online Measurement of Decontamination project team received a commitment for a demonstration in May from the Sacramento (California) Municipal Utility District (SMUD) Rancho Seco site. Since this site is a member of the DOE Commercial Utilities Consortium, the demonstration will fulfill the DOE and commercial technology demonstration requirements. Discussion on deployment of the Integrated Vertical and Overhead Decontamination (IVOD) System at Rancho Seco was conducted; date for deployment tentatively scheduled for early spring. Based upon fictional requirements from SRS for a shiny monitor in a high-level waste tank, FIU-HCET developed and delivered a draft slurry monitor design and draft test plan. Experiments measuring slurry settling time for SRS slurry simulant at 10 wt% have been completed on FIU-HCET'S flow loop with SRS dip. The completed design package of the test mockup for evaluating Non-Intrusive Location of Buried Items Technologies was sent to Fluor Fernald and the Operating Engineers National Hazmat Program for review. Comments are due at the end of January. Preliminary experiments to determine size distribution of aerosols generated during metal cutting were performed. A 1/4-inch-thick iron plate was cut using a plasma arc torch, and the size distribution of airborne particles was measured using a multistage impactor. Per request of DOE-Ohio, FIU-HCET participated in a weeklong value engineering study for the characterization, decontamination, and dismantlement of their critical path facility.

    There are widely divergent views on how science and technology are connected to environmental problems. A view commonly held among natural scientists and policy makers is that environmental problems are primarily technical problems that can be solved via the development and implementation of technological innovations. This technologically optimistic view tends to ignore power relationships in society and the political-economic order that drives environmental degradation. An opposed view, common among postmodernist and poststructuralist scholars, is that the emergence of the scientific worldview is one of the fundamental causes of human oppression. This postmodernist view rejects scientific epistemology and often is associated with an anti-realist stance, which ultimately serves to deny the reality of environmental problems, thus (unintentionally) abetting right-wing efforts to scuttle environmental protection. We argue that both the technologically optimistic and the postmodernist views are misguided, and both undermine our ability to address environmental crises. We advocate the adoption of a critical materialist stance, which recognizes the importance of natural science for helping us to understand the world while also recognizing the social embeddedness of the scientific establishment and the need to challenge the manipulation of science by the elite.   2. Environmental issues affecting clean coal technology deployment

    The author outlines what he considers to be the key environmental issues affecting Clean Coal Technology (CCT) deployment both in the US and internationally. Since the international issues are difficult to characterize given different environmental drivers in various countries and regions, the primary focus of his remarks is on US deployment. However, he makes some general remarks, particularly regarding the environmental issues in developing vs. developed countries and how these issues may affect CCT deployment. Further, how environment affects deployment depends on which particular type of clean coal technology one is addressing. It is not the author`s intention to mention many specific technologies other than to use them for the purposes of example. He generally categorizes CCTs into four groups since environment is likely to affect deployment for each category somewhat differently. These four categories are: Precombustion technologies such as coal cleaning; Combustion technologies such as low NOx burners; Postcombustion technologies such as FGD systems and postcombustion NOx control; and New generation technologies such as gasification and fluidized bed combustion.

    The Western Environmental Technology Office (WETO) is a multi-purpose engineering test facility located in Butte, Montana, and is managed by MSE, Inc. WETO seeks to contribute to environmental research by emphasizing projects to develop heavy metals removal and recovery processes, thermal vitrification systems, and waste minimization/pollution prevention technologies. WETO`s environmental technology research and testing activities focus on the recovery of usable resources from waste. In one of WETO`s areas of focus, groundwater contamination, water from the Berkeley Pit, located near the WETO site, is being used in demonstrations directed toward the recovery of potable water and metal from the heavy metal-bearing water. The Berkeley Pit is part of an inactive copper mine near Butte that was once part of the nation`s largest open-pit mining operation. The Pit contains approximately 25 billion gallons of Berkeley Pit groundwater and surface water containing many dissolved minerals. As part of DOE/OST`s Resource Recovery Project (RRP), technologies are being demonstrated to not only clean the contaminated water but to recover metal values such as copper, zinc, and iron with an estimated gross value of more than $100 million. When recovered, the Berkeley Pit waters could benefit the entire Butte valley with new water resources for fisheries, irrigation, municipal, and industrial use. At WETO, the emphasis is on environmental technology development and commercialization activities, which will focus on mine cleanup, waste treatment, resource recovery, and water resource management.

    The U.S. Department of Energy (DOE) has prepared an environmental assessment (EA) on the proposed Processing and Environmental Technology Laboratory (PETC) at Sandia National Laboratories/New Mexico (SNL/NM). This facility is needed to integrate, consolidate, and enhance the materials science and materials process research and development (R&D) currently in progress at SNL/NM. Based on the analyses in the EA, DOE has determined that the proposed action is not a major Federal action significantly affecting the quality of the human environment within the meaning of the National Environmental Policy Act (NEPA) of 1969. Therefore, an environmental impact statement is not required, and DOE is issuing this Finding of No Significant Impact (FONSI).

    The objective of the Environmental Technologies Acceptance (ETA) Program at the Energy & Environmental Research Center (EERC) is to advance the development, commercial acceptance, and timely deployment of selected private sector technologies for the cleanup of sites in the nuclear defense complex as well as the greater market. As a result of contract changes approved by National Energy Technology Laboratory (NETL) representatives to incorporate activities previously conducted under another NETL agreement, there are now an additional task and an expansion of activities within the stated scope of work of the ETA program. As shown in Table 1, this cooperative agreement, funded by NETL (No. DE-FC26-00NT40840), consists of four tasks: Technology Selection, Technology Development, Technology Verification, and System Engineering. As currently conceived, ETA will address the needs of as many technologies as appropriate under its current 3-year term. There are currently four technical subtasks: Long-Term Stewardship Initiative at the Mound Plant Site; Photocatalysis of Mercury-Contaminated Water; Subcritical Water Treatment of PCB and Metal-Contaminated Paint Waste; and Vegetative Covers for Low-Level Waste Repositories.     Chemical fluxes are typically used during conventional electronic soldering to enhance solder wettability. Most fluxes contain very reactive, hazardous constituents that require special storage and handling. Corrosive flux residues that remain on soldered parts can severely degrade product reliability. The residues are removed with chlorofluorocarbon (CFC), hydrochlorofluorocarbon (HCFC), or other hazardous solvents that contribute to ozone depletion, release volatile organic compounds into the atmosphere, or add to the solvent waste stream. Alternative materials and processes that offer the potential for the reduction or elimination of cleaning are being developed to address these environmental issues. Timing of the effort is critical, since the targeted chemicals will soon be heavily taxed or banned. DOE`s Office of Environmental Restoration and Waste Management (DOE/EM) has supported Sandia National Laboratories` Environmentally Conscious Manufacturing Integrated Demonstration (ECMID). Part of the ECM program involves the integration of several environmentally compatible soldering technologies for assembling electronics devices. Fluxless or {open_quotes}low-residue/no clean{close_quotes} soldering technologies (conventional and ablative laser processing, controlled atmospheres, ultrasonic tinning, protective coatings, and environmentally compatible fluxes) have been demonstrated at Sandia (SNL/NM), the University of California at Berkeley, and Allied Signal Aerospace-Kansas City Division (AS-KCD). The university demonstrations were directed under the guidance of Sandia staff. Results of the FY93 Soldering ID are presented in this report.

    The digital revolution affects the environment on several levels. Most directly, information and communications technology (ICT) has environmental impacts through the manufacturing, operation and disposal of devices and network equipment, but it also provides ways to mitigate energy use, for example through smart buildings and teleworking. At a broader system level, ICTs influence economic growth and bring about technological and societal change. Managing the direct impacts of ICTs is more complex than just producing efficient devices, owing to the energetically expensive manufacturing process, and the increasing proliferation of devices needs to be taken into account.     Worldwide, there are over 1700 electron beam (EB) units in commercial use, providing an estimated added value to numerous products, amounting to 100 billion USD or more. High-current electron accelerators are used in diverse industries to enhance the physical and chemical properties of materials and to reduce undesirable contaminants such as pathogens, toxic byproducts, or emissions. Over the past few decades, EB technologies have been developed aimed at ensuring the safety of gaseous and liquid effluents discharged to the environment. It has been demonstrated that EB technologies for flue gas treatment (SO x and NO x removal), wastewater purification, and sludge hygienization can be effectively deployed to mitigate environmental degradation. Recently, extensive work has been carried out on the use of EB for environmental remediation, which also includes the removal of emerging contaminants such as VOCs, endocrine disrupting chemicals (EDCs), and potential EDCs.     Environmental Data Energy Technology Characterizations are publications which are intended to provide policy analysts and technical analysts with basic environmental data associated with key energy technologies. The first publication, Summary, provides information in tabular form on the eight technology areas examined; subsequent publications provide more detailed information on the technologies. This publication provides documentation of petroleum. The transformation of the energy in petroleum into a more useful form is described in this document in terms of major activity areas in the petroleum cycle, that is, in terms of activities which produce either an energy product or a fuel leading to the production of an energy product in a different form. These activities represent both well-documented and less well-documented activity areas. The former activities are characterized in terms of actual operating data with allowance for future modification where appropriate. Emissions are assumed to conform to environmental standards. The less well-documented activity areas examined are those like oil storage in salt domes and exploration for which engineering studies were performed. The organization of the chapters in this volume is designed to support the tabular presentation in the Summary. Each chapter begins with a brief description of the activity under consideration. The standard characteristics, size, availability, mode of functioning, and place in the fuel cycle are presented.     A method is provided for assessing the environmental effects of a room-and-pillar mining system (RP) and a new hydraulic borehole mining system (HBM). Before environmental assessment can begin, each technology is defined in terms of its engineering characteristics at both the conceptual and preliminary design stages. The mining sites are also described in order to identify the significant advantages and constraints for each system. This can be a basic physical and biological survey of the region at the conceptual stage, but a more specific representation of site characteristics is required at the preliminary stage. Assessment of potential environmental effects of each system at the conceptual design is critical to its hardware development and application. A checklist can be used to compare and identify the negative impacts of each method, outlining the resource affected, the type of impact involved, and the exact activity causing that impact. At the preliminary design stage, these impacts should be evaluated as a result of either utilization or alteration. Underground coal mining systems have three major utilization impacts - the total area disturbed, the total water resources withdrawn from other uses, and the overall energy efficiency of the process - and one major alteration impact - the degradation of water quality by sedimentation and acid contamination. A comparison of the RP and HBM systems shows the HBM to be an environmentally less desirable system for the Central Appalachia region.

  20. Environmental control technology for shale oil wastewaters

    This report summarizes the results of studies conducted at Pacific Northwest Laboratory from 1976 to 1982 on environmental control technology for shale oil wastewaters. Experimental studies conducted during the course of the program were focused largely on the treatment and disposal of retort water, particularly water produced by in situ retorting of oil shale. Alternative methods were evaluated for the treatment and disposal of retort water and minewater. Treatment and disposal processes evaluated for retort water include evaporation for separation of water from both inorganic and organic pollutants; steam stripping for ammonia and volatile organics removal; activated sludge and anaerobic digestion for removal of biodegradable organics and other oxidizable substances; carbon adsorption for removal of nonbiodegradable organics; chemical coagulation for removal of suspended matter and heavy metals; wet air oxidation and solvent extraction for removal of organics; and land disposal and underground injection for disposal of retort water. Methods for the treatment of minewater include chemical processing and ion exchange for fluoride and boron removal. Preliminary cost estimates are given for several retort water treatment processes.

    Painting is the most expensive unit operation in automobile manufacturing and the source of over 90 percent of the air, water and solid waste emissions at the assembly plant. While innovative paint technologies such as waterborne or powder paints can potentially improve plant environmental performance, implementing these technologies often requires major capital investment. A process-based technical cost model was developed for examining the environmental and economic implications of automotive painting at the unit operation level.     This paper reports on surface active agents that have been employed in mining and mineral processing operations for many years. They are beginning to find increasing use as tools to deal with pressing environmental problems in the industry. Surface active agents are attracting particular attention from mining operators as environmental regulations as well as safety and health standards continue to tighten. These surfactants comprise a variety of products that have different end uses. They promote foaming, wetting, emulsification and crystal growth modification, among other functions. And they are generally environmentally friendly and non-toxic. Among the major environmental issues facing mine operators are effluent control, dust and fume suppression, acid drainage control and soil reclamation and remediation. Surfactants have already been put to work in each of these areas.

During the tour, the delegation had opportunity to visit various environmental officials at both national and local levels to discuss environmental policies, energy and environmental requirements, and the overall quality-of-life issues. Discussion also included China`s air and water quality, pollution control, waste management, and environmental remediation opportunities. China realizes that prolonged energy and environmental problems are major obstacles for the country`s modernization and economic development. It also understands that improvement of China`s infrastructure and environmental qualities are important to attract more foreign investments. As a result, China is aggressively seeking assistance of foreign technologies, specially in alternate energy and environmental conservation areas. With enormous environmental challenges and energy needs in China, this is an auspicious moment to establish relationships with the Chinese government and its functional organizations.

    Movement toward extra high voltage and large capacity of overhead transmission line induces problems of wind noise and corona noise to the peripheral areas. Accordingly, environmental concern has become a critical issue of overhead transmission line construction. To reduce environmental impact, low noise overhead conductors have been developed. Meanwhile, as the environmental impact of transmission lines, there is a problem of corrosion due to intrusion of sea salt and acid rain to the inside of the wire.     The International Technology Program (IT?), formerly the international Technology Exchange Program (ITEP), of the Department of Energy`s (DOE`s) Office of Environmental Restoration and Waste Management (EM) is responsible for promoting: (1) the import of innovative technologies to better address EM`s needs; and (2) the export of US services into foreign markets to enhance US competitiveness. Under this program: (1) the environmental restoration market in Germany was evaluated, including the description of the general types of environmental problems, the environmental regulations, and specific selected contaminated sites; and (2) potentially innovative environmental restoration technologies, either commercially available or under development in Germany, were identified, described and evaluated. It was found that: (1) the environmental restoration market in Germany is very large, on the order of several billion US dollars per year, with a significant portion possibly available to US businesses; and (2) a large number (54) of innovative environmental restoration technologies, which are either commercially available or under development in Germany, may have some benefit to the DOE EM program and should be considered for transfer to the US.

We review recent progress which has been done in low-level counting techniques in both radiometrics and mass spectrometry sectors, with emphasis on underground laboratories, Monte Carlo (GEANT) simulation of background of HPGe detectors operating in various configurations, secondary ionisation mass spectrometry, and accelerator mass spectrometry. Applications of radiometrics and mass spectrometry techniques in radioecology and climate change studies are presented and discussed as well. The review should help readers in better orientation on recent developments in the field of low-level counting and spectrometry, and to advice on construction principles of underground laboratories, as well as on criteria how to choose low or high energy mass spectrometers for environmental investigations.

    This report presents a summary of the Information Technology and Environmental Decision Making Workshop that was held at Harvard University, October 1-3, 1998. Over sixty participants from across the US took part in discussions that focused on the current practice of using information technology to support environmental decision making and on future considerations of information technology development, information policies, and data quality issues in this area. Current practice is focusing on geographic information systems and visualization tools, Internet applications, and data warehousing. In addition, numerous organizations are developing environmental enterprise systems to integrate environmental information resources. Plaguing these efforts are issues of data quality (and public trust), system design, and organizational change. In the future, much effort needs to focus on building community-based environmental decision-making systems and processes, which will be a challenge given that exactly what needs to be developed is largely unknown and that environmental decision making in this arena has been characterized by a high level of conflict. Experimentation and evaluation are needed to contribute to efficient and effective learning about how best to use information technology to improve environmental decision making.

    The Coherent Laser Vision System (CLVS) is being developed to provide precision real-time 3D world views to support site characterization and robotic operations and during facilities Decontamination and Decommissioning. Autonomous or semiautonomous robotic operations requires an accurate, up-to-date 3D world view. Existing technologies for real-time 3D imaging, such as AM laser radar, have limited accuracy at significant ranges and have variability in range estimates caused by lighting or surface shading. Recent advances in fiber optic component technology and digital processing components have enabled the development of a new 3D vision system based upon a fiber optic FMCW coherent laser radar. The approach includes a compact scanner with no-moving parts capable of randomly addressing all pixels. The system maintains the immunity to lighting and surface shading conditions which is characteristic to coherent laser radar. The random pixel addressability allows concentration of scanning and processing on the active areas of a scene, as is done by the human eye-brain system. The precision measurement capability of the coherent laser radar (CLR) technology has already been demonstrated in the form of the CLR 3D Mapper, of which several copies have been delivered or are under order. The CLVS system, in contrast to the CLR 3D Mapper, will have substantially greater imaging speed with a compact no-moving parts scanner, more suitable for real-time robotic operations.

In light of these large-scale computer-driven developments, the author identifies a highly desirable initiative for this field, which is solely devoted to a centralized environmental database and information management system. This talk will focus on some design aspects of such an information management system.

    This report presents the preliminary findings from the first phase of the Environmental Survey of the US Department of Energy (DOE) Pittsburgh Energy Technology Center (PETC) conducted December 7--11, 1987. The Survey is being conducted by an interdisciplinary team of environmental specialists, led and managed by the Office of Environment, Safety and Health's Office of Environmental Audit. Individual team specialists are outside experts being supplied by a private contractor. The objective of the Survey is to identify environmental problems and areas of environmental risk associated with PETC. The Survey covers all environmental media and all areas of environmental regulation. It is being performed in accordance with the DOE Environmental Survey Manual. This phase of the Survey involves the review of existing site environmental data, observations of the operations carried on at PETC, and interviews with site personnel. The Survey team developed a Sampling and Analysis (S A) Plan to assist in further assessing certain environmental problems identified during its on-site Survey activities at PETC. The S A Plan will be executed by the Oak Ridge National Laboratory (ORNL).     Hydrogen sulfide is widely known as the most undesirable component of biogas that caused not only serious sensoric and toxic problems, but also corrosion of concrete and steel structures. Many agricultural and industrial waste used in biogas production, may contain a large amount of substances that serve as direct precursors to the formation of sulfide sulfur-sources of hydrogen sulfide in the biogas. Biological desulfurization methods are currently promoted to abiotic methods because they are less expensive and do not produce undesirable materials which must be disposed of. The final products of oxidation of sulfides are no longer hazardous. Biological removal of sulfide from a liquid or gaseous phase is based on the activity of sulfur-oxidizing bacteria. They need an oxidizing agent such as an acceptor of electrons released during the oxidation of sulfides-atmospheric oxygen or oxidized forms of nitrogen. Different genera of sulfur-oxidizing bacteria and their technological application are discussed. PMID:25701621

  14. Environmental implications of wireless technologies: news delivery and business meetings.

    Wireless information technologies are providing new ways to communicate, and are one of several information and communication technologies touted as an opportunity to reduce society's overall environmental impacts. However, rigorous system-wide environmental impact comparisons of these technologies to the traditional applications they may replace have only recently been initiated, and the results have been mixed. In this paper, the environmental effects of two applications of wireless technologies are compared to those of conventional technologies for which they can substitute. First, reading newspaper content on a personal digital assistant (PDA) is compared to the traditional way of reading a newspaper. Second, wireless teleconferencing is compared to business travel. The results show that for both comparisons wireless technologies create lower environmental impacts. Compared to reading a newspaper, receiving the news on a PDA wirelessly results in the release of 32-140 times less CO2, several orders of magnitude less NOx and SOx, and the use of 26-67 times less water. Wireless teleconferencing results in 1-3 orders of magnitude lower CO2, NOx, and SO2 emissions than business travel. PMID:15224723

  17. Preparation of environmental analyses for synfuel and unconventional gas technologies

    Government agencies that offer financial incentives to stimulate the commercialization of synfuel and unconventional gas technologies usually require an analysis of environmental impacts resulting from proposed projects. This report reviews potentially significant environmental issues associated with a selection of these technologies and presents guidance for developing information and preparing analyses to address these issues. The technologies considered are western oil shale, tar sand, coal liquefaction and gasification, peat, unconventional gas (western tight gas sands, eastern Devonian gas shales, methane from coal seams, and methane from geopressured aquifers), and fuel ethanol. Potentially significant issues are discussed under the general categories of land use, air quality, water use, water quality, biota, solid waste disposal, socioeconomics, and health and safety. The guidance provided in this report can be applied to preparation and/or review of proposals, environmental reports, environmental assessments, environmental impact statements, and other types of environmental analyses. The amount of detail required for any issue discussed must, by necessity, be determined on a case-by-case basis.

    Many of the problems now facing the human race on Earth are, in fact, life support issues. Decline of air Quality as a result of industrial and automotive emissions, pollution of ground water by organic pesticides or solvents, and the disposal of solid wastes are all examples of environmental problems that we must solve to sustain human life. The technologies currently under development to solve the problems of supporting human life for advanced space missions are extraordinarily synergistic with these environmental problems. The development of these technologies (including both physicochemical and bioregenerative types) is increasingly focused on closing the life support loop by removing and recycling contaminants and wastes to produce the materials necessary to sustain human life. By so doing, this technology development effort also focuses automatically on reducing resupply logistics requirements and increasing crew safety through increased self-sufficiency. This paper describes several technologies that have been developed to support human life in space and illustrates the applicability of the technologies to environmental problems including environmental remediation and pollution prevention.

    This revision of Energy Technologies and the Environment reflects the changes in energy supply and demand, focus of environmental concern, and emphasis of energy research and development that have occurred since publication of the earlier edition in 1980. The increase in availability of oil and natural gas, at least for the near term, is responsible in part for a reduced emphasis on development of replacement fuels and technologies. Trends in energy development also have been influenced by an increased reliance on private industry initiatives, and a correspondingly reduced government involvement, in demonstrating more developed technologies. Environmental concerns related to acid rain and waste management continue to increase the demand for development of innovative energy systems. The basic criteria for including a technology in this report are that (1) the technology is a major current or potential future energy supply and (2) significant changes in employing or understanding the technology have occurred since publication of the 1980 edition. Coal is seen to be a continuing major source of energy supply, and thus chapters pertaining to the principal coal technologies have been revised from the 1980 edition (those on coal mining and preparation, conventional coal-fired power plants, fluidized-bed combustion, coal gasification, and coal liquefaction) or added as necessary to include emerging technologies (those on oil shale, combined-cycle power plants, coal-liquid mixtures, and fuel cells).

    A demonstration of an innovative technology for remediating radionuclide contamination in water took place at the Rocky Flats Environmental Technology Site (RFETS) in Golden, Colorado, during the summer of 1995. The demonstration was part of the U.S. Environmental Protection Agency (EPA) Superfund Innovative Technology Evaluation (SITE) program and was conducted by EPA, the U.S. Department of Energy (DOE), and General Environmental Corporation (GEC). The SITE program encourages the development and demonstration of innovative treatment and monitoring technologies. The purpose of the demonstration was to evaluate the ability of GEC`s innovative CURE technology to remove uranium, plutonium, and americium from water taken from the A and B solar evaporation ponds at RFETS. The CURE electrocoagulation process uses an anode and cathode in a patented geometry to remove contaminants, including radionuclides, from wastewater in a continuous flow process. Electrocoagulation has been recognized as a method of removing a variety of contaminants from wastewaters. With the CURE process, GEC has refined the technology and adapted it to hazardous waste cleanup. Bench scale treatability testing conducted in April 1995 indicated 99 percent removal efficiencies were possible for uranium, plutonium-239/240, and americium-241. During the field scale demonstration in August and September 1995, samples were collected from four demonstration runs at RFETS. A removal efficiency of approximately 50 percent was achieved for uranium and nearly 99 percent for plutonium and americium.

    The principal goal in the development of new technologies for environmental monitoring and characterization is transferring them to organizations and individuals for use in site assessment and compliance monitoring. The DOE complex has devised several strategies to facilitate this transfer including joint research projects between private industries and government laboratories or universities (CRADAs) and streamlined licensing procedures. One strategy that has been under-utilized is a planned sequence gradually moving from laboratory development and field demonstration to long term evaluation and onsite use. Industrial partnership and commercial production can be initiated at any step based on the performance, market, user needs, and costs associated with the technology. This approach allows use of the technology by onsite groups for compliance monitoring tasks (e.g. Environmental Restoration and Waste Management), while following parallel research and development organizations the opportunity to evaluate the long term performance and to make modifications or improvements to the technology. This probationary period also provides regulatory organizations, potential industrial partners, and potential users with the opportunity to evaluate the technology`s performance and its utility for implementation in environmental characterization and monitoring programs.

  17. UTILIZING THE RIGHT MIX OF ENVIRONMENTAL CLEANUP TECHNOLOGIES

    The Savannah River Site (SRS) Figure 1 is a 310-square-mile United States Department of Energy nuclear facility located along the Savannah River near Aiken, South Carolina. During operations, which started in 1951, hazardous substances (chemicals and radionuclides) were released to the environment. The releases occurred as a result of inadvertent spills and waste disposal in unlined pits and basins which was common practice before environmental regulations existed. The hazardous substances have migrated to the vadose zone and groundwater in many areas of the SRS, resulting in 515 waste units that are required by environmental regulations, to undergo characterization and, if needed, remediation. In the initial years of the SRS environmental cleanup program (early 1990s), the focus was to use common technologies (such as pump and treat, air stripping, excavation and removal) that actively and tangibly removed contamination. Exclusive use of these technologies required continued and significant funding while often failing to meet acceptable clean-up goals and objectives. Recognizing that a more cost-effective approach was needed, SRS implemented new and complementary remediation methods focused on active and passive technologies targeted to solve specific remediation problems. Today, SRS uses technologies such as chemical/pH-adjusting injection, phytoremediation, underground cutoff walls, dynamic underground stripping, soil fracturing, microbial degradation, baroballs, electrical resistance heating, soil vapor extraction, and microblowers to more effectively treat contamination at lower costs. Additionally, SRS's remediation approach cost effectively maximizes cleanup as SRS works proactively with multiple regulatory agencies.     Beginning in the 1950s and 1960s, an abundance of effort and initiative was focused on propelling the space industry outward for planetary exploration and habitation. During these early years, the push to take space science to new levels indirectly contributed to the evolution of another science field that would not fully surface until the early 1980s, environmental remediation. This field is associated with the remediation or cleanup of environmental resources such as groundwater, soil, and sediment. Because the space-exploration initiative began prior to the establishment of the U.S. Environmental Protection Agency (EPA) in December of 1970, many NASA Centers as well as space-related support contractors allowed for the release of spent chemicals into the environment. Subsequently, these land owners have been directed by the EPA to responsibly initiate cleanup of their impacted sites. This paper will focus on the processes and lessons learned with the development, testing, and commercialization initiatives associated with four remediation technologies. The technologies include installation techniques for permeable reactive barriers (PRBs), the use of ultrasound to improve long-term performance of PRBs, emulsified zero-valent iron for product-level solvent degradation, and emulsion technologies for application to metal and polychlorinated biphenyl contaminated media. Details of the paper cover technology research, evaluation, and testing; contracts and grants; and technology transfer strategies including patenting, marketing, and licensing.

  14. Environmental control technology for mining, milling, and refining thorium

    The purpose of this report is to evaluate, in terms of cost and effectiveness, the various environmental control technologies that would be used to control the radioactive wastes generated in the mining, milling, and refining of thorium from domestic resources. The technologies, in order to be considered for study, had to reduce the radioactivity in the waste streams to meet Atomic Energy Commission (10 CFR 20) standards for natural thorium's maximum permissible concentration (MPC) in air and water. Further regulatory standards or licensing requirements, either federal, state, or local, were not examined. The availability and cost of producing thorium from domestic resources is addressed in a companion volume. The objectives of this study were: (1) to identify the major waste streams generated during the mining, milling, and refining of reactor-grade thorium oxide from domestic resources; and (2) to determine the cost and levels of control of existing and advanced environmental control technologies for these waste streams. Six potential domestic deposits of thorium oxide, in addition to stockpiled thorium sludges, are discussed in this report. A summary of the location and characteristics of the potential domestic thorium resources and the mining, milling, and refining processes that will be needed to produce reactor-grade thorium oxide is presented in Section 2. The wastes from existing and potential domestic thorium oxide mines, mills, and refineries are identified in Section 3. Section 3 also presents the state-of-the-art technology and the costs associated with controlling the wastes from the mines, mills, and refineries. In Section 4, the available environmental control technologies for mines, mills, and refineries are assessed. Section 5 presents the cost and effectiveness estimates for the various environmental control technologies applicable to the mine, mill, and refinery for each domestic resource.

    Emerging technologies present significant challenges to researchers, decision-makers, industry professionals, and other stakeholder groups due to the lack of quantitative risk, benefit, and cost data associated with their use. Multi-criteria decision analysis (MCDA) can support early decisions for emerging technologies when data is too sparse or uncertain for traditional risk assessment. It does this by integrating expert judgment with available quantitative and qualitative inputs across multiple criteria to provide relative technology scores. Here, an MCDA framework provides preliminary insights on the suitability of emerging technologies for environmental remediation by comparing nanotechnology and synthetic biology to conventional remediation methods. Subject matter experts provided judgments regarding the importance of criteria used in the evaluations and scored the technologies with respect to those criteria. The results indicate that synthetic biology may be preferred over nanotechnology and conventional methods for high expected benefits and low deployment costs but that conventional technology may be preferred over emerging technologies for reduced risks and development costs. In the absence of field data regarding the risks, benefits, and costs of emerging technologies, structuring evidence-based expert judgment through a weighted hierarchy of topical questions may be helpful to inform preliminary risk governance and guide emerging technology development and policy.     The production of biogas from energy crops, organic waste and manure has augmented considerably the amounts of digestate available in Flanders. This has pushed authorities to steadily introduce legislative changes to promote its use as a fertilising agent. There is limited arable land in Flanders, which entails that digestate has to compete with animal manure to be spread. This forces many anaerobic digestion plants to further treat digestate in such a way that it can either be exported or the nitrogen be removed. Nevertheless, the environmental impact of these treatment options is still widely unknown, as well as the influence of these impacts on the sustainability of Flemish anaerobic digestion plants in comparison to other regions where spreading of raw digestate is allowed. Despite important economic aspects that must be considered, the use of Life Cycle Assessment (LCA) is suggested in this study to identify the environmental impacts of spreading digestate directly as compared to four different treatment technologies. Results suggest relevant environmental gains when the digestate mix is treated using the examined conversion technologies prior to spreading, although important trade-offs between impact categories were observed and discussed. The promising results of digestate conversion technologies suggest that further LCA analyses should be performed to delve into, for instance, the appropriateness to shift to nutrient recovery technologies rather than digestate conversion treatments.     Engineering strategies for saving environmental resources have been widespread. However, many of those engineering advances have not been widely accepted nor generally applied by large segments of the general population. This paper considers the need to examine behavioral/environmental variables in the application of engineering technology, with particular reference to specific behavioral strategies for encouraging the use of engineering technology from an interdisciplinary perspective. A model for the study of factors contributing to the solution of ecological/environmental problems is presented and examples of interdisciplinary research are described. The model implies a need for the examination of the effects of antecedent and consequent manipulation of a variety of variables including: behavioral, physiological, environmental, technical and legal conditions. It is concluded that while interdisciplinary research efforts between engineering technologists and behavioral analysts are necessary, they have not received sufficient attention in the literature nor have they focused on the comprehensive study of antecedents and consequences as they relate to ecological/environmental problems.   19. How technology is improving decision making for environmental restoration

    Environmental restoration, or the cleanup of contaminants from past activities, at its core depends on a series of decisions about the nature and extent of contamination, the risk to human health and the environment, and the potential effectiveness of remediation techniques and technologies to reduce the risk to acceptable levels. The effectiveness with which these decisions are made has significant impacts on the cost and duration of the cleanup efforts. The decisions must often be made on the basis of incomplete and uncertain data. Emerging environmental information and data acquisition technologies together with appropriate strategies to support decision making are beginning to change the way environmental restoration occurs in the United States. Past environmental restoration activities too often relied on prescriptive data collection activities to generate the information upon which decisions were to be made. Retrospective studies of such activities have shown that, while often data were gathered for the purpose of reducing the risk in decision making, little true reduction in risk was realized and large amounts of resources were consumed. Recent examination of the failures in the United States to achieve many complete cleanups despite the investment of large sums and time points to the inability to have decisions made efficiently. The solution to the problem involves both regulatory change to allow more flexibility in decision-making and the introduction of technology to improve decision making. This paper reviews the recent assessments made of the cleanup process and application of strategies and technologies to enhance decision-making for cleanup. It provides examples of the new decision approaches and the technologies that have been employed to speed up characterization and to optimize the implementation of remediation.

    The potential of using efficiency as a screening criteria for the development of future power generation technologies is examined within the realm of pending CO{sub 2} limitations. Efficiency measures of CO{sub 2} per unit of net power available for sale and overall thermal efficiency along with their effects on direct environmental benefits are used to illustrate this concept. The results of this study indicate that improvements in efficiency provide greater environmental benefits than alternative emission reduction measures. However, significant improvements in the efficiency may be required if power generation facilities are to meet the 20 percent proposed reduction in CO{sub 2} by the year 2000.

    The authors describe a decision and risk analysis performed for the cleanup of a large Department of Energy mixed-waste subsurface disposal area governed by the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). In a previous study, the authors worked with the site decision makers, state regulators, and U.S. Environmental Protection Agency regional regulators to develop a CERCLA-based multiobjective decision analysis value model and used the model to perform a screening analysis of 28 remedial alternatives. The analysis results identified an innovative technology, in situ vitrification, with high effectiveness versus cost. Since this technology had not been used on this scale before, the major uncertainties were contaminant migration and pressure buildup. Pressure buildup was a safety concern due to the potential risks to worker safety. With the help of environmental technology experts remedial alternative changes were identified to mitigate the concerns about contaminant migration and pressure buildup. The analysis results showed that the probability of an event with a risk to worker safety had been significantly reduced. Based on these results, site decision makers have refocused their test program to examine in situ vitrification and have continued the use of the CERCLA-based decision analysis methodology to analyze remedial alternatives.     Due to the increased threats of chemical and biological agents of injury by terrorist organizations, a significant effort is underway to develop tools that can be used to detect and effectively combat chemical and biochemical toxins. In addition to the right mix of policies and training of medical personnel on how to recognize symptoms of biochemical warfare agents, the major success in combating terrorism still lies in the prevention, early detection and the efficient and timely response using reliable analytical technologies and powerful therapies for minimizing the effects in the event of an attack. The public and regulatory agencies expect reliable methodologies and devices for public security. Today's systems are too bulky or slow to meet the "detect-to-warn" needs for first responders such as soldiers and medical personnel. This paper presents the challenges in monitoring technologies for warfare agents and other toxins. It provides an overview of how advances in environmental analytical methodologies could be adapted to design reliable sensors for public safety and environmental surveillance. The paths to designing sensors that meet the needs of today's measurement challenges are analyzed using examples of novel sensors, autonomous cell-based toxicity monitoring, 'Lab-on-a-Chip' devices and conventional environmental analytical techniques. Finally, in order to ensure that the public and legal authorities are provided with quality data to make informed decisions, guidelines are provided for assessing data quality and quality assurance using the United States Environmental Protection Agency (US-EPA) methodologies.   10. Utilizing the right mix of environmental cleanup technologies

    The Savannah River Site (SRS) is a 310-square-mile United States Department of Energy nuclear facility located along the Savannah River near Aiken, South Carolina. During operations, which started in 1951, hazardous substances (chemicals and radionuclides) were released to the environment. The releases occurred as a result of inadvertent spills and waste disposal in unlined pits and basins which was common practice before environmental regulations existed. The hazardous substances have migrated to the vadose zone and groundwater in many areas of the SRS, resulting in 515 waste units that are required by environmental regulations, to undergo characterization and, if needed, remediation. In the initial years of the SRS environmental cleanup program (early 1990's), the focus was to use common technologies (such as pump and treat, air stripping, excavation and removal) that actively and tangibly removed contamination. Exclusive use of these technologies required continued and significant funding while often failing to meet acceptable clean-up goals and objectives. Recognizing that a more cost-effective approach was needed, SRS implemented new and complementary remediation methods focused on active and passive technologies targeted to solve specific remediation problems. Today, SRS uses technologies such as chemical / pH-adjusting injection, phyto-remediation, underground cutoff walls, dynamic underground stripping, soil fracturing, microbial degradation, baro-balls, electrical resistance heating, soil vapor extraction, and micro-blowers to more effectively treat contamination at lower costs. Additionally, SRS's remediation approach cost effectively maximizes cleanup as SRS works pro-actively with multiple regulatory agencies. Using GIS, video, animation, and graphics, SRS is able to provide an accurate depiction of the evolution of SRS groundwater and vadose zone cleanup activities to convince stakeholders and regulators of the effectiveness of various cleanup

    The National Renewable Energy Laboratory (NREL), the nation`s primary solar and renewable energy research laboratory, proposes to expand its wind technology research and development program activities at its National Wind Technology Center (NWTC) near Golden, Colorado. NWTC is an existing wind energy research facility operated by NREL for the US Department of Energy (DOE). Proposed activities include the construction and reuse of buildings and facilities, installation of up to 20 wind turbine test sites, improvements in infrastructure, and subsequent research activities, technology testing, and site operations. In addition to wind turbine test activities, NWTC may be used to support other NREL program activities and small-scale demonstration projects. This document assesses potential consequences to resources within the physical, biological, and human environment, including potential impacts to: air quality, geology and soils, water resources, biological resources, cultural and historic resources, socioeconomic resources, land use, visual resources, noise environment, hazardous materials and waste management, and health and safety conditions. Comment letters were received from several agencies in response to the scoping and predecisional draft reviews. The comments have been incorporated as appropriate into the document with full text of the letters contained in the Appendices. Additionally, information from the Rocky Flats Environmental Technology Site on going sitewide assessment of potential environmental impacts has been reviewed and discussed by representatives of both parties and incorporated into the document as appropriate.

  12. The Savannah River Technology Center environmental monitoring field test platform

    Nearly all industrial facilities have been responsible for introducing synthetic chemicals into the environment. The Savannah River Site is no exception. Several areas at the site have been contaminated by chlorinated volatile organic chemicals. Because of the persistence and refractory nature of these contaminants, a complete clean up of the site will take many years. A major focus of the mission of the Environmental Sciences Section of the Savannah River Technology Center is to develop better, faster, and less expensive methods for characterizing, monitoring, and remediating the subsurface. These new methods can then be applied directly at the Savannah River Site and at other contaminated areas in the United States and throughout the world. The Environmental Sciences Section has hosted field testing of many different monitoring technologies over the past two years primarily as a result of the Integrated Demonstration Program sponsored by the Department of Energy`s Office of Technology Development. This paper provides an overview of some of the technologies that have been demonstrated at the site and briefly discusses the applicability of these techniques.

  15. Development of environmentally superior technologies in the US and policy.

    "Environmentally superior technology" (EST) represents a research initiative in North Carolina (NC) to develop alternatives to lagoon treatment and land application of swine manure. EST performance standards included impacts of animal waste to surface and groundwater, emission of ammonia and odor, release of disease-transmitting pathogens, and heavy metal contamination of soil and groundwater. Five technologies were shown to meet these standards: a solids separation/nitrification-denitrification/soluble phosphorus removal system; a thermophilic anaerobic digester system; a centralized composting system; a gasification system; and a fluidized bed combustion system. Economic data compiled for all EST showed annualized (10-year) costs of retrofitting existing swine farms with the technologies ranged between $90 and over $400 per 1000 lbs. steady state live-weight. Value-engineering to reduce the costs of targeted EST has been successful. Policy providing institutional incentives to incorporate EST has been enacted as a result of this study. PMID:19286371

  16. Coal supply and cost under technological and environmental uncertainty

    This thesis estimates available coal resources, recoverability, mining costs, environmental impacts, and environmental control costs for the United States under technological and environmental uncertainty. It argues for a comprehensive, well-planned research program that will resolve resource uncertainty, and innovate new technologies to improve recovery and environmental performance. A stochastic process and cost (constant 2005) model for longwall, continuous, and surface mines based on current technology and mining practice data was constructed. It estimates production and cost ranges within 5-11 percent of 2006 prices and production rates. The model was applied to the National Coal Resource Assessment. Assuming the cheapest mining method is chosen to extract coal, 250-320 billion tons are recoverable. Two-thirds to all coal resource can be mined at a cost less than 4/mmBTU. If U.S. coal demand substantially increases, as projected by alternate Energy Information Administration (EIA), resources might not last more than 100 years. By scheduling cost to meet EIA projected demand, estimated cost uncertainty increases over time. It costs less than 15/ton to mine in the first 10 years of a 100 year time period, 10-30/ton in the following 50 years, and 15-$90/ton thereafter. Environmental impacts assessed are subsidence from underground mines, surface mine pit area, erosion, acid mine drainage, air pollutant and methane emissions. The analysis reveals that environmental impacts are significant and increasing as coal demand increases. Control technologies recommended to reduce these impacts are backfilling underground mines, surface pit reclamation, substitution of robotic underground mining systems for surface pit mining, soil replacement for erosion, placing barriers between exposed coal and the elements to avoid acid formation, and coalbed methane development to avoid methane emissions during mining.     The Clean Coal Technology (CCT) Program of the U.S. Department of Energy (DOE) is a partnership between government and industry designed for cleaner and more efficient use of coal, both for electric power generation and industrial applications. Approximately seven billion dollars have been committed to the CCT program (two and half-billion dollars from DOE and the rest by industry). The potential environmental effects of CCT projects are subject to review because a proposal by DOE to cost-share a CCT project constitutes a {open_quotes}major federal action{close_quotes} under section 102(2)(c) of NEPA. Consequently, by virtue of numerous NEPA impact evaluations of CCT projects, a great deal has been learned about environmental impact analyses for coal combustion sources. In the course of NEPA review of CCT projects, air quality is often a significant environmental issue. This paper focuses on CCT air quality issues from a NEPA perspective, including Prevention of Significant Deterioration, New Source Review, atmospheric visibility, global climate change, and acidic deposition. The analyses of the impacts of the proposed action, alternative actions, and cumulative effects will be examined. (It is a {open_quotes}given{close_quotes} that any action must comply with Federal and State requirements and the provision of the Clean Air Act and other regulatory statues.) NEPA is not a permitting process, but rather it is a process to provide decision makers with the information they require make an informed decision about the potential environmental consequences of undertaking an action. The NEPA review of environmental effects has been instrumental in effectuating beneficial changes in some past CCT projects-changes that have mitigated potentially adverse environmental impacts. Accordingly, NEPA has served as a constructive analytical tool, with similar implications for other actions related to the electric power generation industry that are subject to environmental review.

  20. Applying environmental externalities to US Clean Coal Technologies for Asia. [Including external environmental costs

    The United States is well positioned to play an expanding role in meeting the energy technology demands of the Asian Pacific Basin, including Indonesia, Thailand, and the Republic of China (ROC-Taiwan). The US Department of Energy Clean Coal Technology (CCT) Demonstration Program provides a proving ground for innovative coal-related technologies that can be applied domestically and abroad. These innovative US CCTs are expected to satisfy increasingly stringent environmental requirements while substantially improving power generation efficiencies. They should also provide distinct advantages over conventional pulverized coal-fired combustors. Finally, they are expected to be competitive with other energy options currently being considered in the region. This paper presents potential technology scenarios for Indonesia, Thailand, and the ROC-Taiwan and considers an environmental cost-benefit approach employing a newly developed method of applying environmental externalities. Results suggest that the economic benefits from increased emission control can indeed be quantified and used in cost-benefit comparisons, and that US CCTs can be very cost effective in reducing emissions.

  1. Validating existing data in the Environmental Technology Verification Program.

    Establishing the credibility of existing data is an ongoing issue, particularly when the data sets are to be used for a secondary purpose, i.e., not the original reason for which they were collected. If the secondary purpose is similar to the primary purpose, the potential user may have little difficulty establishing credibility since the acceptance criteria for both purposes should be similar. If the secondary purpose is different, then data credibility may be more difficult to establish because the experiment generating the data may not have been conducted optimally for the secondary purpose and all of the necessary quality assurance data ("metadata") may not have been collected. In either case, a process will be required to determine the acceptability of the data. For this reason, at the time the U.S. Environmental Protection Agency (EPA) Environmental Technology Verification (ETV) program was established, similar certification and verification programs run by states or foreign countries routinely used existing data sets, for cost reasons, rather than generate new data by testing. The issue of whether existing data could be used in the ETV program immediately surfaced. In response, a policy and a process that addressed existing data were written and published in Appendix C of the ETV Quality and Management Plan (Hayes et al., 1998).   2. Comparing energy technology alternatives from an environmental perspective

    A number of individuals and organizations advocate the use of comparative, formal analysis to determine which are the safest methods for producing and using energy. Some have suggested that the findings of such analyses should be the basis upon which final decisions are made about whether to actually deploy energy technologies. Some of those who support formal comparative analysis are in a position to shape the policy debate on energy and environment. An opposing viewpoint is presented, arguing that for technical reasons, analysis can provide no definitive or rationally credible answers to the question of overall safety. Analysis has not and cannot determine the sum total of damage to human welfare and ecological communities from energy technologies. Analysis has produced estimates of particular types of damage; however, it is impossible to make such estimates comparable and commensurate across different classes of technologies and environmental effects. As a result of the deficiencies, comparative analysis connot form the basis of a credible, viable energy policy. Yet, without formal comparative analysis, how can health, safety, and the natural environment be protected. This paper proposes a method for improving the Nation's approach to this problem. The proposal essentially is that health and the environment should be considered as constraints on the deployment of energy technologies, constraints that are embodied in Government regulations. Whichever technologies can function within these constraints should then compete among themselves. This competition should be based on market factors like cost and efficiency and on political factors like national security and the questions of equity.

  3. Economic convergence of environmental control and advanced technology

    Emerging advanced technologies for environmental control have many advantages over conventional, single pollutant removal processes. Features include high efficiencies, multiple pollutant control and zero waste streams. In the past, the economics for state-of-the-art emission control processes could not compete with proven, low-efficiency scrubbers that create throw away by-products. With the implementation of the Clean Air Act Amendments (CAAA), the entire economic environment has changed. If a single process can provide a facility`s compliance requirements for Title I, Title III and Title IV of the CAAA, its net costs can be lower than conventional technology and actually provide economic incentives for overcontrol. The emission allowance program is maturing and the annual revenues from overcontrol of SO{sub 2} are easily quantified. The economics of NO{sub x} control and offsets are currently being realized as EPA identified Title IV requirements, and facilities begin to realize the impact from Title I NO{sub x} control. Air toxic control from Title III could require yet a third control process for a facility to maintain emission compliance. The costs associated with single control strategies vs. multiple pollutant control processes will be discussed and compared. This paper will also present a specific application of the NOXSO Process and identify the potential advantages that can transform advanced technologies, like NOXSO, into the prudent solution for overall environmental compliance.

  5. Emerging photovoltaic technologies: Environmental and health issues update

    New photovoltaic (PV) technologies promise low-cost, reliable PV modules and have the potential for significant PV penetration into the energy market. These prospects for commercialization have attracted renewed interest in the advantageous environmental impact of using PV and also in the potential environmental, health and safety (EHS) burdens in PV manufacturing and decommissioning. In this paper, we highlight recent studies on EHS issues: a) An integrated energy-environmental-economic analysis which shows that large-scale use of PV can significantly contribute to alleviating the greenhouse effect; in the United States alone, it could displace 450 million tons of carbon emissions by the year 2030, b) Recycling of the spent modules and scarp is economically feasible; current research centers on improving the efficiency and economics of recycling CdTe and CIS modules, c) Toxicological studies conducted by the National Institute of Environmental Health Sciences (NIEHS) compared the acute toxicity of CdTe, CIS, and CGS; CdTe was the most toxic, and CGS the least toxic of the three. Additional studies are now comparing the systemic toxicity of these compounds with the toxicity of their precursors.

This project focused on two coating systems that utilize non-chrome pretreatments and low-VOC primers and topcoats.

This paper provides insights into some of the process improvement activities performed at Rocky Flats from November 1995 through December 1996. It reviews the background, motivation, methodology, results, and lessons learned from this ongoing effort. The paper also presents important gains realized through process analysis and improvement including significant cost savings, productivity improvements, and an enhanced understanding of site work processes.

    A site beryllium characterization project was completed at the Rocky Flats Environmental Technology Site (RFETS) in 1997. Information from historical reviews, previous sampling surveys, and a new sampling survey were used to establish a more comprehensive understanding of the locations and levels of beryllium contamination in 35 buildings. A feature of the sampling strategy was to test if process knowledge was a good predictor of where beryllium contamination could be found. Results revealed that this technique was effective at identifying where surface contamination levels might exceed the RFETS smear control level but that it was not effective in identifying where low concentrations of beryllium might be found.
