    The Department of Energy recognizes that the success of its program to develop and implement a national system for nuclear waste management and disposal depends on broad-based public understanding and acceptance. While each program element has its particular sensitivity, the transportation of the waste may potentially affect the greatest number of people, and accordingly is highly visible and potentially issue-laden. Therefore, the Office of Civilian Radioactive Waste Management has developed this Transportation Institutional Plan to lay the foundation for interaction among all interested parties for the purpose of identifying and resolving issues of concern. The Plan is divided into four chapters. Chapter 1 provides bachground information and discusses the purpose of the Plan and the policy guidance for establishing the transportation system. Chapter 2 introduces the major participants who must interact to build both the system itself and the consensus philosophy that is essential for effective operations. Chapter 3 suggests mechanisms for interaction that will ensure wide participation in program planning and implementation. And, finally, Chapter 4 suggests a framework for managing and resolving the issues related to development and operation of the transportation system. A list of acronyms and a glossary are included for the reader's convenience. The Plan's appendices provide supporting material to assist the reader in understanding the roles of the involved institutions. 4 figs., 1 tab.

    The US Department of Energy (DOE) is preparing an Environmental Impact Statement (EIS) that identifies and evaluates the environmental impacts associated with the proposed Hawaii Geothermal Project (HGP), as defined by the State of Hawaii in its 1990 proposal to Congress (DBED 1990). The location of the proposed project is shown in Figure 1.1. The EIS is being prepared pursuant to the requirements of the National Environmental Policy Act of 1969 (NEPA), as implemented by the President's Council on Environmental Quality (CEQ) regulations (40 CFR Parts 1500-1508) and the DOE NEPA Implementing Procedures (10 CFR 1021), effective May 26, 1992. The State's proposal for the four-phase HGP consists of (1) exploration and testing of the geothermal resource beneath the slopes of the active Kilauea volcano on the Island of Hawaii (Big Island), (2) demonstration of deep-water power cable technology in the Alenuihaha Channel between the Big Island and Mau, (3) verification and characterization of the geothermal resource on the Big Island, and (4) construction and operation of commercial geothermal power production facilities on the Big Island, with overland and submarine transmission of electricity from the Big Island to Oahu and possibly other islands. DOE prepared appropriate NEPA documentation for separate federal actions related to Phase 1 and 2 research projects, which have been completed. This EIS will consider Phases 3 and 4, as well as reasonable alternatives to the HGP. Such alternatives include biomass coal, solar photovoltaic, wind energy, and construction and operation of commercial geothermal power production facilities on the Island of Hawaii (for exclusive use on the Big Island). In addition, the EIs will consider the reasonable alternatives among submarine cable technologies, geothermal extraction, production, and power generating technologies; pollution control technologies; overland and submarine power transmission routes; sites reasonably suited to support

In the past two decades, government deregulation has transformed the airline, cable television, natural gas, and telecommunications industries. Now, with the passage of new laws which have spurred the growth of independent power and opened up transmission access, the electric utility industry has become the laboratory for change. Here in the Northwest, dramatic changes in the electric industry mean that the Bonneville Power Administration (BPA) is facing real competition. Our customers have more choices than they had in the past. BPA`s draft Business Plan is a direct response to this changing environment. The plan presents how we propose to adapt to the new competitive marketplace. This is a summary of the plan and some of the important issues it raises for regional discussion. The draft plan contains much more detail on all the topics mentioned here. Business Plan is BPA`s first attempt to integrate the long-term strategic plans of the various parts of the agency with a strategic financial plan. Change is evident throughout the plan--change in our operating environment, in our strategic direction, in our customer and constituent relationships, and in BPA itself as an organization.

    The Department of Energy`s Office Civilian Radioactive Waste Management has prepared this document to report plans for the Civilian Radioactive Waste Management Program, whose mission is to manage and dispose of the nation`s spent fuel and high-level radioactive waste in a manner that protects the health and safety of the public and of workers and the quality of the environment. The Congress established this program through the Nuclear Waste Policy Act of 1982. Specifically, the Congress directed us to isolate these wastes in geologic repositories constructed in suitable rock formations deep beneath the surface of the earth. In the Nuclear Waste Policy Amendments Act of 1987, the Congress mandated that only one repository was to be developed at present and that only the Yucca Mountain candidate site in Nevada was to be characterized at this time. The Amendments Act also authorized the construction of a facility for monitored retrievable storage (MRS) and established the Office of the Nuclear Waste Negotiator and the Nuclear Waste Technical Review Board. After a reassessment in 1989, the Secretary of Energy restructured the program, focusing the repository effort scientific evaluations of the Yucca Mountain candidate site, deciding to proceed with the development of an MRS facility, and strengthening the management of the program. 48 refs., 32 figs.

    TRUPACT-1, the TRansUranic PACkage Transporter is a packaging designed to transport defense contact handled transuranic (CH-TRU) waste from generating and interim TRU waste storage facilities to the Waste Isolation Pilot Plant (WIPP). Prior to fabrication and procurement of a full fleet, an initial design (TRUPACT-1) will be introduced to the defense TRU waste complex through use in an operational prototype fleet which will consist of Units 1, 2, and 3. In an effort to provide a relatively smooth introduction of the TRUPACT-1, the TRUPACT Technical Team (TTT) has developed the following implementation plan. The plan provides detailed information on user handling opportunities, schedules, equipment, responsibilities, reporting and data collection activities to be performed. The intent of this document is to provide users of the TRUPACT-1 with a guidance document, complete with references, that will allow the smooth introduction of this new transportation system by providing the information necessary for collecting operational, performance and cost data. These data will be used in modeling and full fleet design and procurement activities. In addition, these data will help fine tune procedures in the inspection and maintenance document and the operational document. Additional objectives of this plan are to aid in the establishment of site operational, inspection and maintenance procedures as well as training of site operators and briefing state and local officials.

    The purpose of the second draft plan is to meet the requirements of a comprehensive plan under the Federal Power Act. The Electric Consumers` Protection Act of 1986 clarified the meaning of Section 10(a) of the Federal Power Act concerning comprehensive plans and their effect on the Federal Energy Regulatory Commission (FERC) licensing process. The Act made explicit the right of a state or state resource agency to prepare a comprehensive plan for a ``waterway or waterways`` and to have this plan be given the consideration by FERC. In 1989, the Washington State Legislature passed comprehensive hydropower planning legislation, ``an act related to hydropower development/resource protection.`` The legislation directed the development of a state comprehensive hydropower plan to serve the broad public interest regarding development of cost-effective electricity and conservation of river- related environmental values. The second draft plan represents the work of the Washington State Energy Office; the Washington State Departments of Ecology, Fisheries, Wildlife, and Natural Resources; the Washington State Parks and Recreation Commission; and the Department of Community Development`s Office of Archaeology and Historic Preservation. The history and concept of a state hydropower comprehensive plan. The purpose, scope and methodology for developing the plan are outlined.     At the request of NASA's Science Mission Directorate (SMD), the National Research Council's (NRC's) Space Studies Board (SSB) initiated a study to review a draft of the SMD's 2014 Science Plan. The request for this review was made at a time when NASA is engaged in the final stages of a comprehensive, agency-wide effort to develop a new strategic plan and at a time when NASA's budget is under considerable stress. SMD's Science Plan serves to provide more detail on its four traditional science disciplines-astronomy and astrophysics, solar and space physics (also called heliophysics), planetary science, and Earth remote sensing and related activities-than is possible in the agency-wide Strategic Plan. In conducting its review of the draft Science Plan, the Committee on the Assessment of the NASA Science Mission Directorate 2014 Science Plan was charged to comment on the following specific areas: (1) Responsiveness to the NRC's guidance on key science issues and opportunities in recent NRC reports; (2) Attention to interdisciplinary aspects and overall scientific balance; (3) Identification and exposition of important opportunities for partnerships as well as education and public outreach; (4) Integration of technology development with the science program; (5) Clarity on how the plan aligns with SMD's strategic planning process; (6) General readability and clarity of presentation; and (7) Other relevant issues as determined by the committee.     The purpose of this ``living`` Safety Review Plan (SRP) is to describe the products and processes that will be followed to conduct a systematic review of the Accelerator Production of Tritium (APT) Facility Preliminary Safety Analysis Report (PSAR), and subsequently to prepare a draft Safety Evaluation Report (SER) on the PSAR. This plan is prepared for and will be implemented by the APT Independent Safety Review Committee (ISRC) over the period July 1, 1997 through September 30, 1998, in accordance with provisions established in DOE-STD-1104-96. A core team of DOE, INEEL, and AMPARO Corporation engineers and scientists will prepare the initial draft SER with assistance from other ISRC team members on an as needed basis.     The objective of the EMMP is to document compliance with the NWPA. To do so, a summary description of site characterization activites is provided, based on the consultation draft of the SCP. Subsequent chpaters identify those technical areas having the potential to be impacted by site characterization activities and the monitoring plans proposed to identify whether those impacts acutally occur. Should monitoring confirm the potential for significant adverse impact, mitigative measures will be developed. In the context of site characterization, mitigation is defined as those changes in site characterization activities that serve to avoid or minimize, to the maximum extent practicle, any significant adverse environmental impacts. Although site characterization activies involve both surface and subsurface activities, it is the surface-based aspect of site characterization that is addressed in detailed by the EMMP. The schedule and duration of these activities is given in the consultation draft of the SCP. A breif summary of all proposed activities is given in the EMMP. 10 refs., 8 figs.

    The U.S. Integrated Ocean Observing System (IOOS) is encouraging public comment on the draft plan for its Data Management and Communications (DMAC∥ component. The deadline for receipt of comments has been extended to 18 November 2003. The plan can be found at http://www.dmac.ocean.us/dacsc/imp_plan.jsp. The plan was developed by the DMAC Steering Committee, which includes representatives from federal and state agencies, private industry, and academia.     Site Treatment Plans (STP) are required for facilities at which the DOE generates or stores mixed waste. This Draft Site Treatment Plan (DSTP) the second step in a three-phase process, identifies the currently preferred options for treating mixed waste at the Savannah River Site (SRS) or for developing treatment technologies where technologies do not exist or need modification. The DSTP reflects site-specific preferred options, developed with the state`s input and based on existing available information. To the extent possible, the DSTP identifies specific treatment facilities for treating the mixed waste and proposes schedules. Where the selection of specific treatment facilities is not possible, schedules for alternative activities such as waste characterization and technology assessment are provided. All schedule and cost information presented is preliminary and is subject to change. The DSTP is comprised of two volumes: this Compliance Plan Volume and the Background Volume. This Compliance Plan Volume proposes overall schedules with target dates for achieving compliance with the land disposal restrictions (LDR) of RCRA and procedures for converting the target dates into milestones to be enforced under the Order. The more detailed discussion of the options contained in the Background Volume is provided for informational purposes only.

    Success with Interactive Computer-Aided Design Drafting/Manufacturing (CADD/M) depends upon management, users, and the system itself. If you are in a design and drafting environment, the thought of acquiring a CADD/M system will probably occur to you sometime in the very near future - if it hasn't already. Convincing yourself and your management of the benefits of such systems is but the first step. Evaluating and selecting one particular type of CADD/M system can turn out to be a complicated undertaking - not to mention somewhat frustrating. Procedures for selecting and successfully implementing a CADD/M system are outlined. INITIAL PREPARATION examines the techniques used to evaluate CADD/M systems including formation of an evaluation team, and application analysis. GRAPHICS EVALUATION describes the methods that can be used to test a CADD/M system, including benchmark drawings and specifications, human engineering considerations, and other evaluation criteria and general system configurations are also discussed. COMPUTER SYSTEM EVALUATION examines other factors in systems selection: programming, communications, documentation, and service. SYSTEM STARTUP addresses site preparation, people preparation, system acceptance, and operator, designer/drafter selection. Finally, operator, designer/drafter TRAINING and SYSTEM MANAGEMENT are discussed. This systematic approach wil help those contemplating the acquisition of CADD/M systems for their activities and will help minimize unplanned events and problem areas.Advanced planning in these areas is needed to ensure successful implementation of a CADD/M system. This in turn will lead to considerable cost savings and schedule improvements for an entire project, from initial design to final production. These are ambitious goals but easily realized if a logical and rational plan is adopted in the same manner as that used in a typical development program.

There are two sections and an appendix in this document. Section 1 is background information that guided its formulation and a summary of the Oil Program Implementation Plan. This summary includes mission statements, major program drivers, oil issues and trends, budget issues, customers/stakeholders, technology transfer, measures of program effectiveness, and benefits. Section 2 contains more detailed program descriptions for the eight technical areas and the NIPER infrastructure. The eight technical areas are reservoir characterization; extraction research; exploration, drilling, and risk-based decision management; analysis and planning; technology transfer; field demonstration projects; oil downstream operations; and environmental research.     This draft Shaft Study Plan describes a program of testing and monitoring in the Exploratory Shafts of a candidate high-level nuclear waste repository site in Deaf Smith County, Texas. The purpose of the programs to assist with site characterization in support of a determination of site suitability for development as a repository design and performance assessment evaluations. The program includes a variety of geological, geophysical, geomechanical, thermomechanical, and geohydrological testing and monitoring. The program is presented as a series of separate studies concerned with geological, geomechanical, and geohydrological site characterization, and with evaluating the mechanical and hydrological response of the site to construction of the shafts. The various studies, and associated test or monitoring methods are shown. The procedure used in developing the test program has been to initially identify the information necessary to satisfy (1) federal, state, and local requirements, and (2) repository program requirements. These information requirements have then been assessed to determine which requirements can be addressed wholly or in significant part by monitoring and testing from within the shafts.     Recurring waste management noncompliance problems have spurred a fundamental site-wide process revision to characterize and disposition wastes at the Idaho National Engineering and Environmental Laboratory. The reengineered method, termed Waste Generator Services, will streamline the waste acceptance process and provide waste generators comprehensive waste management services through a single, accountable organization to manage and disposition wastes in a timely, cost-effective, and compliant manner. This report outlines the strategy for implementing Waste Generator Services across the INEEL. It documents the culmination of efforts worked by the LMITCO Environmental Management Compliance Reengineering project team since October 1997. These efforts have included defining problems associated with the INEEL waste management process; identifying commercial best management practices; completing a review of DOE Complex-wide waste management training requirements; and involving others through an Integrated Process Team approach to provide recommendations on process flow, funding/charging mechanisms, and WGS organization. The report defines the work that will be performed by Waste Generator Services, the organization and resources, the waste acceptance process flow, the funding approach, methods for measuring performance, and the implementation schedule and approach. Field deployment will occur first at the Idaho Chemical Processing Plant in June 1998. Beginning in Fiscal Year 1999, Waste Generator Services will be deployed at the other major INEEL facilities in a phased approach, with implementation completed by March 1999.

    Message passing is a common method for programming parallel computers. The lack of a standard has significantly impeded the development of portable software libraries for these machines. Recently, an ad-hoc committee was formed to develop a standard for message-passing software for parallel computers. This group first met in April 1992 at a workshop sponsored in part by the Center for Research on Parallel Computation (CRPC). Four of the attendees at that meeting produced a draft standard, henceforth referred to as the MPI (Message-Passing Interface) draft standard. After review by a larger group, and significant changes in the document, a meeting was held in November to discuss the MPI draft standard. This document is a result of those discussions; it describes a running implementation of in most of the proposed standard,plus additional routines that were suggested by the discussions at the November meeting.

Los Alamos National Laboratory (LANL) had undergone an original ERP implementation of HRMS, Oracle Advanced Benefits, Worker Self Service, Manager Self Service, Project Accounting, Financials and PO, and recently completed a project to implement Oracle Payroll, Time and Labor and Accrual Plans. This paper will describe some of the important lessons that can be applied to any implementation as a whole, and then specifically how this knowledge was applied to the design and deployment of Oracle Accrual Plans for LANL. Applicable requirements and guidelines of 4330.4B that are deficient or not implemented are presently being developed and implemented through WHC site policies and programs. Where no program is presently identified or being developed for 4330.4B requirements, responsibility for implementation has been assigned within this plan.

    The purpose of the Special Case Implementation Plan (SCIP) is to establish a comprehensive plan for the efficient long-term management and disposal of defense special case (SC) transuranic (TRU) waste. To fulfill this purpose, a review of SC waste management strategies (at both the site-specific and TRU program levels), waste characteristics and inventories, processing and transportation options, and disposal requirements was made. This review provides a plan for implementing policy decisions and useful information for making those decisions. The SCIP is intended to provide a baseline plant to which alternate plans can be compared. General potential alternatives are provided for future consideration when data concerning facility availability and costs are better defined. Milestones for the SC Implementation Plan are included which summarize each SC waste site. The cost of implementing the SC program has an upper limit of $89 million for the worst case scenario. The actual cost of implementation could be dramatically lower than the worst case figure. 15 refs., 3 figs., 12 tabs.

    The Draft Biological Opinion on Operation of the Federal Columbia River Power System calls for the development of 1- and 5-year implementation plans. These plans will provide the roadmap for planning and subsequent implementation of actions intended to meet specific performance standards (i.e., biological objectives) in a timely manner. To develop implementation plans the key tasks and sequences of steps must be determined. Those responsible for specific tasks must be identified and they must understand what they need to do. There must be assurances that the resources (human, physical, and fiscal) to complete the tasks are available. Motivation and incentive systems should be set up. Systems to coordinate efforts and guide activity must be devised and installed. An information management system must be designed to manage and analyze data and ensure that appropriate data are collected. This will aid managers in assessing whether individual activities or actions are tracking with stated goals and objectives. Training programs to improve managerial and worker capability in making and implementing plans should be designed. Managerial leadership to guide the efforts of all individuals in achieving the goals of the anadromous and resident fish recovery must be developed. It is the entire process of managing fish recovery in relationship to the Biological Opinion that will guide, coordinate, motivate, and control work and determine the effectiveness and efficiency of plan implementation.

    The Waste Isolation Division (WID) is committed to providing good stewardship for the capital assets under its operational and physical control. To achieve this goal, the WID has developed the Capital Asset Implementation Plan (CAIP) to continue to implement for FY95 Department of Energy (DOE) Order 4320.2A, Capital Asset Management Process (CAMP). The Order provides policy and elements needed to establish a credible, consistent, auditable, and technically sound process for the DOE to forecast, plan, and budget for capital assets on a functional unit level. The objective of the WIPP CAMP program is to meet the goals of DOE Order 4320.2A in the most effective and efficient manner possible in support of the Waste Isolation Pilot Plant (WIPP) mission. As a result, this CAIP provides a way to implement the CAMP Program using a graded approach. Continued implementation will be accomplished by improving the existing process, and establishing future goals to promote growth for the CAMP Program. The CAIP is issued annually by the WID with quarterly progress reports submitted to the DOE. This document describes the current-year program staffing, roles, responsibilities, funding, and near-term milestones. In addition, the results of past goals are discussed.

The Gen IV Materials Handbook Implementation Plan provided here addresses the purpose, rationale, attributes, and benefits of the Handbook and will detail its content, format, quality assurance, applicability, and access. Structural materials, both metallic and ceramic, for all Gen IV reactor types currently supported by the Department of Energy (DOE) will be included in the Gen IV Materials Handbook. However, initial emphasis will be on materials for the Very High Temperature Reactor (VHTR).     In March 1998, the 324 Building Fire Hazards Analysis (FHA) (Reference 1) was approved by the US Department of Energy, Richland Operations Office (DOE-RL) for implementation by B and W Hanford Company (BWHC). The purpose of the FHA was to identify gaps in compliance with DOE Order 5480.7A (Reference 2) and Richland Operations Office Implementation Directive (RLID) 5480.7 (Reference 3), especially in regard to loss limitation. The FHA identified compliance gaps in six areas and provided 20 recommendations to bring the 324 Building into compliance with DOE Order 5480.7A. Additionally, one observation was provided. To date, four of the recommendations and the one observation have been completed. Actions identified for seven of the recommendations are currently in progress. Exemption requests will be transmitted to DOE-RL for three of the recommendations. Six of the recommendations are related to future shut down activities of the facility and the corrective actions are not being addressed as part of this plan. The actions for recommendations associated with the safety related part of the 324 Building and operation of the cells and support areas were evaluated using the Unreviewed Safety Question (USQ) process. Major Life Safety Code concerns have been corrected. The status of the recommendations and actions was confirmed during the July 1998 Fire Protection Assessment. BVMC will use this Implementation Plan to bring the 324 Building and its operation into compliance with DOE Order 5480.7A and RLID 5480.7.

    Natural phenomena hazards (NPH) are unexpected acts of nature which pose a threat or danger to workers, the public or to the environment. Earthquakes, extreme winds (hurricane and tornado),snow, flooding, volcanic ashfall, and lightning strike are examples of NPH at Hanford. It is the policy of U.S. Department of Energy (DOE) to design, construct and operate DOE facilitiesso that workers, the public and the environment are protected from NPH and other hazards. During 1993 DOE, Richland Operations Office (RL) transmitted DOE Order 5480.28, ``Natural Phenomena Hazards Mitigation,`` to Westinghouse Hanford COmpany (WHC) for compliance. The Order includes rigorous new NPH criteria for the design of new DOE facilities as well as for the evaluation and upgrade of existing DOE facilities. In 1995 DOE issued Order 420.1, ``Facility Safety`` which contains the same NPH requirements and invokes the same applicable standards as Order 5480.28. It will supersede Order 5480.28 when an in-force date for Order 420.1 is established through contract revision. Activities will be planned and accomplished in four phases: Mobilization; Prioritization; Evaluation; and Upgrade. The basis for the graded approach is the designation of facilities/structures into one of five performance categories based upon safety function, mission and cost. This Implementation Plan develops the program for the Prioritization Phase, as well as an overall strategy for the implemention of DOE Order 5480.2B.

    The Rosetta mission is a cornerstone mission of the Horizon 2000 programme of the European Space Agency. It will be launched to comet 46P/Wirtanen in January 2003. This mission is the first of a series of planetary missions, including Mars Express, Smart-I (to the Moon), and BepiColombo (to Mercury). All these missions have similar requirements for their scientific operations. The Experiments H/W and S/W are developed by Principal Investigators, working at scientific institutes. They are also responsible for the operation of their experiments and for the generation of related operational documentation. The Science Operations Centre (SOC) has the task to consolidate the inputs of the different experimenters and the Lander and ensure that the resulting science operations timeline is free of conflicts. It forwards this timeline to the Mission Operations Centre (MOC) which combines the science operations with the operations of the other spacecraft subsystems and the orbit and attitude of the spacecraft. The MOC is also responsible for uplinking the operational command sequences to the spacecraft and for returning the received telemetry to the user. In a collaboration between the team of the Rosetta Project Scientist at the Research and Science Support Department of ESA/ESTEC and the European Space Operations Centre (ESA/ESOC), a concept for the SOC/MOC and their interfaces was developed for the Rosetta mission. This concept is generic enough to allow its implementation also for the other planetary missions. The design phase is now complete, and implementation is on-going. This paper briefly presents the architecture of the complex ground segment, concentrating on the elements required for planning of scientific operations, and then details the software tools EPS (Experiment Planning System) and PTB (Project Test Bed) which are used in the planning process.

    Faced with very heavy workloads and limited engineering and graphics personnel, Transco opted for a computer-aided design and drafting system that can produce intelligent drawings, which have associated data bases that can be integrated with other graphical and nongraphical data bases to form comprehensive sets of data for construction projects. Because so much time was being spent in all phases of materials and inventory control, Transco decided to integrate materials-management capabilities into the CAD/D system. When a specific item of material is requested on the graphics equipment, the request triggers production of both the drawing and a materials list.
