    Public health officials, physicians, and politicians have long been aware of the squalid environmental conditions existing along the US-Mexico border. Some attempts have been made to improve the environmental pollution and causes of human disease, beginning as early as the 1930s with the IBWC, established in 1889. More recent agreements and legislation have called for US and Mexico cooperation by way of each nation's corresponding environmental agency (ie, the EPA and Mexico's SEDUE) and their agencies of foreign affairs (ie, the IBWC). Nevertheless, environmental monitoring and disease incidence data continue to point out that public and environmental health along the border--the result of uncontrolled air and water pollution and lack of disease vector control--is rapidly deteriorating and seriously affecting the health and future economic vitality on both sides of the border. Many prominent public health professionals and environmental organizations are concerned that the present working relationship between the United States and Mexico is not functioning well and cannot adequately cope with existing environmental conditions; for one thing, the efforts of the EPA and SEDUE are reviewed no more frequently than once a year by a staff quartered in Washington and Mexico City. Some projects to improve these conditions have been undertaken by the EPA and SEDUE and the IBWC; at present, the prospects for success do not appear promising. Consequently, these individuals and organizations have urged creation of a US-Mexico border environmental health commission. Congress did see fit last year to give responsibility for the environment to the IBWC in the form of Public Law 100-465. This law, however, does not address the full severity of environmental and public health degradation along the border; it does not address the pollution of the New River, Agua Prieta, the San Pedro River, or the Pacific Ocean, neither does it offer remedial control of hazardous waste sites

It is stressed that the two types of methods are applied in combination. Administrative methods are to be employed in the control of epizootics, including zoonoses, and in the veterinary and sanitary control, resp. surveillance and inspection.   4. Managing resources in NHS dentistry: using health economics to inform commissioning decisions

    Background The aim of this study is to develop, apply and evaluate an economics-based framework to assist commissioners in their management of finite resources for local dental services. In April 2006, Primary Care Trusts in England were charged with managing finite dental budgets for the first time, yet several independent reports have since criticised the variability in commissioning skills within these organisations. The study will explore the views of stakeholders (dentists, patients and commissioners) regarding priority setting and the criteria used for decision-making and resource allocation. Two inter-related case studies will explore the dental commissioning and resource allocation processes through the application of a pragmatic economics-based framework known as Programme Budgeting and Marginal Analysis. Methods/Design The study will adopt an action research approach. Qualitative methods including semi-structured interviews, focus groups, field notes and document analysis will record the views of participants and their involvement in the research process. The first case study will be based within a Primary Care Trust where mixed methods will record the views of dentists, patients and dental commissioners on issues, priorities and processes associated with managing local dental services. A Programme Budgeting and Marginal Analysis framework will be applied to determine the potential value of economic principles to the decision-making process. A further case study will be conducted in a secondary care dental teaching hospital using the same approach. Qualitative data will be analysed using thematic analysis and managed using a framework approach. Discussion The recent announcement by government regarding the proposed abolition of Primary Care Trusts may pose challenges for the research team regarding their engagement with the research study.   7. An appraisal of the performance of the economic and financial crimes commission in Nigeria.

    This article examines how an anti-graft body, the Economic and Financial Crime Commission (EFCC), has fared in reducing the incidence of corruption in Nigeria, in particular, bank fraud, Internet scam, and bad governance. It first discusses the corruption situation in Nigeria by highlighting public office holders who have been associated with corruption charges. A Likert-type scale is used in designing the questionnaire for data collection. Descriptive and chi-square analyses are used, and results reveal that the performance of the EFCC has been affected by government interference (p < .05). However, although the anti-graft body has not been able to reduce the incidence of bank fraud (p > .05), bad governance and advance fee fraud have recorded appreciable reduction (p < .05). Areas of success as well as challenges that need to be addressed are identified. Specifically, it is recommended that the bill that established EFCC should be amended to reduce government interference and improve its manpower development, especially in the areas of fraud and Internet scam detection.     Algeria's population grew from 8.7 million in 1950 to 16 million by 1975. The Algerian government's policy response to increasing growth is to encourage birth spacing, improve health and education, reduce mortality, encourage spatial restructuring, restrict emigration to France, and encourage Algerians in Europe to return home. Development planning began after Independence (1967); the current Development Plan (1985-1989) emphasizes agriculture and the development of the economic and social infrastructure. Population growth has been over 3% since 1970, but is expected to drop to 2.5% around the year 2000. The government's response focuses on providing contraceptive information, encouraging birth spacing, raising the marriage age of women from 14 to 16, and limiting the family allowance. Algerian mortality rates, especially for infants (109/1000), are unacceptable to the government, but Southern Algeria's harsh environment, rapid population growth, breast feeding decline, and other obstacles impede health improvement and mortality decline. The government considers Algeria's 8.7 (rural) and 8.2 (urban) fertility rates too high and has taken action to 1) develop birth spacing services, 2) educate the public (especially rural) on fertility control, and 3) conduct research on population determinants to aid in policy formulation. Abortion and sterilization for contraceptive purposes are illegal. Few foreigners now live in Algeria, and once high emigration to France (900,000 by 1973) has significantly declined; Algerians in Europe are encouraged to return home. The government's response to high internal migration includes 1) rural development; 2) development of secondary urban agglomerations, roads, railways, and air routes; 3) extension of university and health services networks; and 4) development of small and medium sized industries.     The Schoen Affair was a series of groundbreaking fraudulent claims in the fields of organic, plastic and molecular electronics. The Affair was exposed in 2002 and perpetrated by Jan Hendrik Schoen, a researcher at Bell Laboratories in New Jersey. In this talk, I draw on interviews with 125 scientists, emails by Schoen and colleagues, reviews of the fraudulent papers, and analyses of the fake data to illuminate Schoen's motive and modus operandi. I focus particularly on how Schoen first began to fake data as a graduate student, and how he progressed to make fraudulent claims that appeared plausible to managers at Bell Labs and other colleagues. I also describe how his claims were handled by the journals, mostly with respect to the actions of editors and reviewers at the journals Nature and Science.

    The Galileo Affair seems like a soap-opera: long, tedious and repetitive. The pontifical commission created by John Paul II in 1981 to study the Galileo Affair, seems also to by affected by the same syndrome. In this paper the following questions will be critically examined: (a) the main facts concerning the Commission's work, (b) the main objections to the Commission's achievements, and (c) possible response to the objections. The analysis of the evidence shows the difficulties under which the Commission operated all the time. But as a whole, it had a positive impact on the Catholic Church and also in helping to find a more balanced image of Galileo.

    The Pharmacovigilance Centre Lareb received 621 reports of possible adverse drugs reactions on Diane-35® . Of all reports, 388 were received after media attention. Of the 309 reports of thromboembolic adverse drugs reactions, 18 cases were fatal. In 31 cases the thromboembolic adverse drugs reaction was initially not recognized as such. The analysis and the turmoil of the 'Diane affair' gave rise to the following reflections: Reflection 1. Continuous awareness and attention of risk of medicines is needed, also for known risks, for timely recognition of adverse drugs reactions. Reflection 2. Reporting side effects should be part of the professional attitude. Reports play a pivotal role in the detection of new adverse drugs reactions and the conditions under which known adverse drugs reactions occur. Reflection 3. Improvement of adequate use of drugs. Pharmacovigilance not only has the aim to improve knowledge on risk of medicines, but also the aim of getting this knowledge into Health Care practice. PMID:24909698

The integrated urban and rural water affairs management reform is to restructure the governmental organizational setting in water management by forms of water affair bureau or re-designing functions of current water resources bureau to incorporate part or all functions of resources management, service regulation and environment management in water sector. The analyses selected some natural and socio-economic factors. The results point out that the integrated urban and rural water affairs management reform is a factor-induced institutional evolution. The factors promoting this reform include occasional drought events, higher central water investment percentage; but the data from the urban sector do not provide the support to the reform.

    Despite the ubiquity and critical importance of science and technology in international affairs, their role receives insufficient attention in traditional international relations curricula. There is little literature on how the relations between science, technology, economics, politics, law and culture should be taught in an international context. Since it is impossible even for scientists to master all the branches of natural science and engineering that affect public policy, the learning goals of students whose primary training is in the social sciences should be to get some grounding in the natural sciences or engineering, to master basic policy skills, to understand the basic concepts that link science and technology to their broader context, and to gain a respect for the scientific and technological dimensions of the broader issues they are addressing. They also need to cultivate a fearless determination to master what they need to know in order to address policy issues, an open-minded but skeptical attitude towards the views of dueling experts, regardless of whether they agree with their politics, and (for American students) a world-view that goes beyond a strictly U.S. perspective on international events. The Georgetown University program in Science, Technology and International Affairs (STIA) is a unique, multi-disciplinary undergraduate liberal arts program that embodies this approach and could be an example that other institutions of higher learning might adapt to their own requirements.     Currently, houses do not perform optimally or even as many codes and forecasts predict, largely because they are field assembled and there is no consistent process to identify problems or to correct them. Residential commissioning is a solution to this problem. This guide is the culmination of a 30-month project that began in September 1999. The ultimate objective of the project is to increase the number of houses that undergo commissioning, which will improve the quality, comfort, and safety of homes for California citizens. The project goal is to lay the groundwork for a residential commissioning industry in California focused on end-use energy and non-energy issues. As such, we intend this guide to be a beginning and not an end. Our intent is that the guide will lead to the programmatic integration of commissioning with other building industry processes, which in turn will provide more value to a single site visit for people such as home energy auditors and raters, home inspectors, and building performance contractors. Project work to support the development of this guide includes: a literature review and annotated bibliography, which facilitates access to 469 documents related to residential commissioning published over the past 20 years (Wray et al. 2000), an analysis of the potential benefits one can realistically expect from commissioning new and existing California houses (Matson et al. 2002), and an assessment of 107 diagnostic tools for evaluating residential commissioning metrics (Wray et al. 2002). In this guide, we describe the issues that non-experts should consider in developing a commissioning program to achieve the benefits we have identified. We do this by providing specific recommendations about: how to structure the commissioning process, which diagnostics to use, and how to use them to commission new and existing houses.     Female genital mutilation is the medically unnecessary modification of female genitalia. Female genital mutilation typically occurs at about 7 years of age, but mutilated women suffer severe medical complications throughout their adult lives. Female genital mutilation most frequently occurs in Africa, the Middle East, and Muslim parts of Indonesia and Malaysia, and it is generally part of a ceremonial induction into adult society. Recent political and economic problems in these regions, however, have increased the numbers of students and refugees to the United States. Consequently, US physicians are treating an increasing number of mutilated patients. The Council on Scientific Affairs recommends that US physicians join the World Health Organization, the World Medical Association, and other major health care organizations in opposing all forms of medically unnecessary surgical modification of the female genitalia.     In recent years various presentation and discussions have taken place which looked at commissioning as a separate process that had to be specified and implemented by a specialized entity in a project. This presentation discusses commissioning in the HVAC field and looks at it from an international perspective. The author has worked in Europe, South Africa (British system) and in the USA. The differences are discussed between the British and the American methods with some examples where the American way of commissioning was unsuccessful. The conclusion is that it is the design engineer`s job to test and accept (commission) an installation after the contractor has demonstrated the performance to the satisfaction of the design engineer. Once the plant is commissioned, it is put into service.

    The Linac Coherent Light Source (LCLS) is a SASE x-ray Free-Electron Laser (FEL) project presently under construction at SLAC. The injector section, from drive laser and RF photocathode gun through first bunch compressor chicane, was installed in fall 2006. Initial system commissioning with an electron beam was completed in August 2007, with the goal of a 1.2-micron emittance in a 1-nC bunch clearly demonstrated. The second phase of commissioning, including second bunch compressor and full linac, is planned for 2008, with FEL commissioning in 2009. We report experimental results and experience gained in the first phase of commissioning, including the photo-cathode drive laser, RF gun, photocathode, S-band and X-band RF systems, first bunch compressor, and the various beam diagnostics.

    Commission 53 was created at the 2006 Prague General Assembly (GA) of the IAU, in recognition of the outburst of astronomical progress in the field of extrasolar planet discovery, characterization, and theoretical work that has occurred since the discovery of the first planet in orbit around a solar-type star in 1995. Commission 53 is the logical successor to the IAU Working Group on Extrasolar Planets (WGESP), which ended its six years of existence in August 2006. The founding President of Commission 53 was Michael Mayor, in honor of his seminal contributions to this new field of astronomy. The current President is Alan Boss, the former chair of the WGESP. The current members of the Commission 53 (C53) Organizing Committee (OC) began their service in August 2009 at the conclusion of the Rio de Janeiro IAU GA.

    The Spallation Neutron Source accelerator complex consists of a 2.5 MeV H{sup -} front-end injector system, a 186 MeV normal-conducting linear accelerator, a 1 GeV superconducting linear accelerator, an accumulator ring, and associated beam transport lines. The linac was commissioned in five discrete runs, starting in 2002 and completed in 2005. The accumulator ring and associated beam transport lines were commissioned in two runs in January-February and April 2006. With the completed commissioning of the SNS accelerator, the facility has begun initial low-power operations. In the course of beam commissioning, most beam performance parameters and beam intensity goals have been achieved at low duty factor. A number of beam dynamics measurements have been performed, including emittance evolution, transverse coupling in the ring, beam instability thresholds, and beam distributions on the target. The commissioning results, achieved beam performance and initial operating experience of the SNS linac will be presented.

    The triennial report from Commission 42 covers various topics like massive binaries, contact systems, cataclysmic variables and low-mass binary stars. We try in a number of sections to provide an update on the current status of the main research areas in the field of close binaries. It is not a formal review, even complete or comprehensive, but an attempt to bring the main topics on recent research to astronomers working in other fields. References are also not comprehensive and simply added to the text to help the reader looking for deeper information on the subject. For this reason, we have chosen to include references (sometimes incomplete for ongoing work) not in a list at the end but integrated with the main text body.     Construction of the CEBAF accelerator, a 4 GeV CW recirculating linac, is virtually complete. The 338 power sources and superconducting RF cavities, which have all run above nominal operating gradient in vertical tests (average 10.7 MeV/m), are installed. All the major components of the nine recirculation arcs are installed and aligned. Pre-commissioning was performed in parallel with construction. Ninety-nine superconducting cavities were operated simultaneously at the nominal gradient of 5 MeV/m. A maximum beam current of 110 PA CW (ZOO PA design) was reached. A cryomodule with eight cavities has operated at 8 MeV/m. Commissioning of the entire machine began in May 94. Results obtained during commissioning of the two linacs and the first arc are presented. 600 MeV beam is ready to be brought to the first experimental hall meeting a DOE milestone established in 1988.

SerVaas does not drive the traveling van that offers free AIDS testing. Rather, she often flies to meet it as it travels around the country, stopping at shopping malls and churches by prearrangement with local civic and religious groups. SerVaas denies saying that homosexuals are "deviants." "We have helped homosexuals for many years," she says, pointing out that although her group primarily tests people who have a low risk of being infected, such as recipients of blood transfusions and women who may become pregnant, members of high-risk groups such as homosexuals and drug addicts are not excluded.     The Majorana Demonstrator deploys high purity germanium (HPGe) detector modules to search for neutrinoless double beta (0 νββ) decay in 76Ge. The experiment is aimed at demonstrating the technical feasibility and low backgrounds for a next generation Ge-based BBz experiment. The program of testing and commissioning the Demonstrator modules is a critical step to debug and improve the experimental apparatus, to establish and refine operational procedures, and to develop data analysis tools. In this talk, we will discuss our experience commissioning the Demonstrator modules and show how this program leads to successful data-taking. This material is based upon work supported by the U.S. Department of Energy, Office of Science, Office of Nuclear Physics, the Particle Astrophysics and Nuclear Physics Programs of the National Science Foundation, and the Sanford Underground Research Facility.
