The program provided a groundbreaking new approach to informal science education, combining a dynamic demonstration with an intensely interactive game show.     This rule adopts the interim rule implementing the Supplemental Nutrition Assistance Program (SNAP) nutrition education and obesity prevention grant program with changes as provided in this rule. This rule also amends SNAP regulations to implement section 28 of the Food and Nutrition Act (FNA) of 2008, as added by section 241 of the Healthy, Hunger-Free Kids Act (HHFKA) of 2010, to award grants to States for provision of nutrition education and obesity prevention programs. These programs provide services for eligible individuals that promote healthy food choices consistent with the current Dietary Guidelines for Americans (DGAs). The rule provides State agencies with requirements for implementing section 28, including the grant award process and describes the process for allocating the Federal grant funding for each State's approved SNAP-Ed plan authorized under the FNA to carry out nutrition education and obesity prevention services each fiscal year. This final rule also implements section 4028 of the Agricultural Act of 2014 (Farm Bill of 2014), which authorizes physical activity promotion in addition to promotion of healthy food choices as part of this nutrition education and obesity prevention program.     Recognizing the importance of energy conservation, under sponsorship of the US Department of Energy, Cornell University conducted a research and demonstration project entitled An Innovative Educational Program for Residential Energy Efficiency. The research project examined the amount of residential energy that can be saved through changes in behavior and practices of household members. To encourage these changes, a workshop was offered to randomly-selected households in New York State. Two surveys were administered to household participants (Survey 1 and Survey 2, Appendix A) and a control group; and a manual was developed to convey many easy but effective ways to make a house more energy efficient (see Residential Manual, Appendix B). Implementing methods of energy efficiency will help reduce this country`s dependence on foreign energy sources and will also reduce the amount of money that is lost on inefficient energy use. Because Cornell Cooperative Extension operates as a component of the land-grant university system throughout the US, the results of this research project have been used to develop a program that can be implemented by the Cooperative Extension Service nationwide. The specific goals and objectives for this project will be outlined, the population and sample for the research will be described, and the instruments utilized for the survey will be explained. A description of the workshop and manual will also be discussed. This report will end with a summary of the results from this project and any observed changes and/or recommendations for future surveys pertaining to energy efficiency.

    Throughout the five stages, the student has ample opportunity for expression and self-evaluation in the counseling sessions that accompany each stage. The student experiences progress with increasing responsibility to the ultimate functioning as an administrative dietitian under supervision. It is believed that the experiences of attachment learning will enable the student, on graduation, to enter professional practice with confidence and a strong likelihood of success. Thus far, experiences with attachment learning at the University of Missouri-Columbia have demonstrated superiority over methods used previously. It is believed that this method can be readily adapted to other learning situations in dietetics, such as traineeships and internships. In fact, our enthusiasm for the method prompts the suggestion that it might well be considered for the final stage of education for any profession in which entry-level competencies can be established.     The Department of Veterans Affairs (VA) adopts, with changes, the interim final rule concerning VA's Program of Comprehensive Assistance for Family Caregivers. VA administers this program to provide certain medical, travel, training, and financial benefits to caregivers of certain veterans and servicemembers who were seriously injured during service on or after September 11, 2001. Also addressed in this rulemaking is the Program of General Caregiver Support Services that provides support services to caregivers of veterans from all eras who are enrolled in the VA health care system. Specifically, changes in this final rule include a requirement that Veterans be notified in writing should a Family Caregiver request revocation (to no longer be a Family Caregiver), an extension of the application timeframe from 30 days to 45 days for a Family Caregiver, and a change in the stipend calculation to ensure that Primary Family Caregivers do not experience unexpected decreases in stipend amounts from year to year.     The overall goal of the project partially funded by DOE was to encourage a greater number of the targeted high school students to acquire the necessary skills to succeed in rigorous college academic programs and to enter science-based disciplines. These goals were met and the program was judged to be a success. Students participating in the program were involved in a rigorous daily academic program of formal instruction. Participants lived in the residence halls and participated in many aspects of college life, including planned recreational activities. Students were also involved in academic year activities to maintain a heightened awareness and interest in science-based fields. The program sought to provide students with the following hands on laboratory and field site learning experiences as well as minority role models--scientists and engineers, resident advisors, and tutors. Curricular focal points were environmental science, supported by courses and labs in mathematics, technical writing, and chemistry. The 1994 summer program was the second year of the environmental science focus. Students chose topics relevant to New Mexico such as Coal Mining, Landfills, and Tribal Water Rights. The program was judged to have succeeded in the overall goal of encouraging targeted precollege students to acquire the necessary skills to succeed in rigorous college academic programs and to enter science-based disciplines.

    The specific goals of the ASTC program were: to pilot and administer a year round program to engage and support ethnic minority and women students to enter the pre-college teaching profession; and to develop the ASTC program across California on all twenty CSU campuses. The initial goal of piloting a year round program to engage and support ethnic or underrepresented science students to enter the teaching profession was put in place at CSUS in the Fall of 1993, with the recruitment of students to enter the program in the Spring of 1993. Three students were selected to enter the program, one male Latino, one female Latina and one Caucasian female. The areas of study of these students was respectively biology, physics and geology. All of the students were within two years or less of completing their degree requirements. During the first semester of the program the authors worked on the portion of the model dealing with student participation in the schools with a mentor teacher. The idea being the students would spend a minimum of six hours a week in the classroom of the mentor teacher working with them and their students. In addition the students were assigned to a faculty mentor within their discipline, a person whom they could go to for help and support in their academic efforts. The report discusses what was learned.

    The principal purpose of DOE Cooperative Agreement DE-FC28-04RW12232 is to develop and continue providing the public and the U.S. Department of Energy’s (DOE) Office of Civilian Radioactive Waste Management (OCRWM) with an independently derived, unbiased body of scientific and engineering data concerning the study of Yucca Mountain as a potential high-level radioactive waste repository. Under this agreement, the Nevada System of Higher Education (NSHE), formerly the University and Community College System of Nevada (UCCSN), performs scientific or engineering research, and maintains and fosters collaborative working relationships between government and academic researchers. In performing these activities, the NSHE has already developed and implemented a Quality Assurance (QA) program, which was accepted by the DOE Office of Quality Assurance, under the previous Cooperative Agreement Number DE-FC28-98NV12081. The following describes the objectives of Project Activity 002 “Quality Assurance Program” under cooperative agreement DE-FC28-04RW12232. The objective of this QA program was to assure that data produced under the cooperative agreement met the OCRWM QA Requirements and Description (QARD) requirements for quality-affecting (Q) data. The QA Program was written to address specific QARD requirements historically identified and incorporated in Q activities to the degree appropriate for the nature, scope, and complexity of the activity. Additional QARD requirements were integrated into the program when required to complete a specific activity.     The funds from the DOE Human Genome Program, for the project period 2/1/96 through 1/31/98, have provided major support for the curriculum development and field testing efforts for two high school level instructional units: Unit 1, ''Exploring Genetic Conditions: Genes, Culture and Choices''; and Unit 2, ''DNA Snapshots: Peaking at Your DNA''. In the original proposal, they requested DOE support for the partial salary and benefits of a Field Test Coordinator position to: (1) complete the field testing and revision of two high school curriculum units, and (2) initiate the education of teachers using these units. During the project period of this two-year DOE grant, a part-time Field-Test Coordinator was hired (Ms. Geraldine Horsma) and significant progress has been made in both of the original proposal objectives. Field testing for Unit 1 has occurred in over 12 schools (local and non-local sites with diverse student populations). Field testing for Unit 2 has occurred in over 15 schools (local and non-local sites) and will continue in 12-15 schools during the 96-97 school year. For both curricula, field-test sites and site teachers were selected for their interest in genetics education and in hands-on science education. Many of the site teachers had no previous experience with HGEP or the unit under development. Both of these first-year biology curriculum units, which contain genetics, biotechnology, societal, ethical and cultural issues related to HGP, are being implemented in many local and non-local schools (SF Bay Area, Southern California, Nebraska, Hawaii, and Texas) and in programs for teachers. These units will reach over 10,000 students in the SF Bay Area and continues to receive support from local corporate and private philanthropic organizations. Although HGEP unit development is nearing completion for both units, data is still being gathered and analyzed on unit effectiveness and student learning.     The Solar System Educators Program is a nationwide network of highly motivated teachers who lead workshops that show other teachers in their local communities how to successfully incorporate NASA materials and research into their classes. Currently there are 57 Solar System Educators in 37 states whose workshops are designed to assist their fellow teachers in understanding and including standards-based NASA materials into their classroom activities. Solar System Educators attend a training institute during their first year in the program and have the option of attending subsequent annual institutes. The volunteers in this program receive additional web-based mission-specific telecon trainings in conjunction with the Solar System Ambassadors. Resource and handout materials in the form of DVDs, posters, pamphlets, fact sheets, postcards and bookmarks are also provided. Scientists can get involved with this program by partnering with the Solar System Educators in their regions, presenting at their workshops and mentoring these outstanding volunteers. This formal education program helps optimize project funding set aside for education through the efforts of these volunteer master teachers. At the same time, teachers become familiar with NASA's educational materials with which to inspire students into pursuing careers in science, technology, engineering and math.
