    The Methodology presents general approaches to the assessment of PPS status including criteria and indicators of such assessment and procedures for evaluating different aspects of physical protection, taking into consideration the significance of the criteria. The regulation includes specific methods of the application of the criteria for the evaluation of different aspects of physical protection (PP), as well as for the comprehensive assessment of the PPS status in the form of text, tables, diagrams and examples. The Methodology is intended to facilitate agency inspections and site self-assessments of PPS at a NS as well as evaluation of their results. This regulation was approved by Rosatom Headquarters in October 2008 and is currently used in the process of agency PP inspections. The Methodology was discussed by Rosatom PP specialists, who take part in agency inspections and site self-assessments, at a workshop in Moscow, June 2009, and was presented at the 4th MPC&A Conference in Obninsk, October 2009. This paper presents the methodology and its practical application during Rosatom agency inspections and site self-assessments.

    This paper describes issues related to upgrading the physical protection regulatory basis for Rosatom State Corporation sites. It is underlined that most of the regulatory and methodological documents for this subject area have been developed under the U.S.-Russian MPC&A Program. According to the joint management plan developed and agreed upon by the parties in 2005, nearly 50 physical protection documents were identified to be developed, approved and implemented at Rosatom sites by 2012. It is also noted that, on the whole, the plans have been fulfilled.

    Wind energy is now being deployed world-wide at a rapidly increasing rate and the International Energy Agency (IEA) has a changing role in its growth. IEA was founded in 1974 within the framework of the Organization for Economic Cooperation and Development (OECD) to collaborate on comprehensive international energy programs. IEA membership consists of eighteen parties from sixteen countries and the European Commission. Recently there has been increasing interest in IEA participation from both OECD and non-OECD countries. Non-OECD countries participating in various IEA Agreements include: China, India, Israel, Korea, and Russia. Because of its diverse international makeup, the IEA is viewed as a source of reliable technical and economic information. The World Bank has approached the Executive Committee for Wind Energy R & D, through the IEA Renewable Energy Working Party, to assist in the expansion of wind deployment. In addition, IEA is moving from R & D programs to include tracking of implementation incentives offered by its members.

    The State of Washington encourages energy-efficient building designs for public agencies. The Washington State Energy Office (WSEO) supports this goal by identifying advances in building technology and sharing this information with the design community and public administrators responsible for major construction projects. Many proven technologies can reduce operating costs-and save energy-to an extent that justifies some increases in construction costs. WSEO prepared these Energy Life Cycle Cost Analysis (ELCCA) guidelines for the individuals who are responsible for preparing ELCCA submittals for public buildings. Key terms and abbreviations are provided in Appendix A. Chapters 1 and 2 serve as an overview-providing background, defining energy life cycle cost analysis, explaining which agencies and projects are affected by the ELCCA requirements, and identifying changes to the guidelines that have been made since 1990.   4. Energy efficiency in nonprofit agencies: Creating effective program models

    Nonprofit agencies are a critical component of the health and human services system in the US. It has been clearly demonstrated by programs that offer energy efficiency services to nonprofits that, with minimal investment, they can educe their energy consumption by ten to thirty percent. This energy conservation potential motivated the Department of Energy and Oak Ridge National Laboratory to conceive a project to help states develop energy efficiency programs for nonprofits. The purpose of the project was two-fold: (1) to analyze existing programs to determine which design and delivery mechanisms are particularly effective, and (2) to create model programs for states to follow in tailoring their own plans for helping nonprofits with energy efficiency programs. Twelve existing programs were reviewed, and three model programs were devised and put into operation. The model programs provide various forms of financial assistance to nonprofits and serve as a source of information on energy efficiency as well. After examining the results from the model programs (which are still on-going) and from the existing programs, several replicability factors'' were developed for use in the implementation of programs by other states. These factors -- some concrete and practical, others more generalized -- serve as guidelines for states devising program based on their own particular needs and resources.

    The U.S. Department of Energy's (DOE) Office of Environmental Management (EM) has collaborated with the various international institutes (e.g. Russian Federal Atomic Energy Agency--Rosatom and Ukraine government's Chornobyl Center-International Radioecology Laboratory (CC-IRL)) for many years on radioactive waste management challenges of mutual concern. Currently, EM is cooperating with Rosatom and the Ukraine's CC-IRL to explore issues related to high-level waste and to investigate experience and technologies that could support EM site cleanup needs. EM is currently implementing five collaborative projects with other international institutes on nuclear waste issues: (1) Application of the Cold Crucible Induction Heated Melter to DOE Wastes; SIA Radon, Moscow. (2) Design Improvements to the Cold Crucible Induction Heated Melter; Electrotechnical University, St. Petersburg. (3) Improve Retention of Radionuclides in Cement Type Waste Forms; Khlopin Radium Institute, St. Petersburg. (4) Improved Solubility and Retention of Troublesome Components in SRS and Hanford HLW Glasses; Khlopin Radium Institute, St. Petersburg. (5) Long-term Impacts from Radiation/Contamination within the Chornobyl Exclusion Zone, Chornobyl Center, International Radioecology Laboratory, Ukraine The purpose of this paper is to provide an overview of EM's objectives for participating in cooperative activities with various international institutes. Additionally, this paper presents programmatic and technical information on these activities, and outlines specific technical collaborations currently underway and planned to support DOE's cleanup and closure mission.

    The Hanford Site has hosted similar activities, including both Hanford Summits I and II. The Hanford Summits were two-day televised events to discuss the commitment of the current Presidential administration to the environmental restoration of the Hanford Site. Public involvement and strategic issues established from Hanford Summit I include: Regulatory issues, training and education, economic development and partnership, and technology transfer. Hanford Summit II provided a summary of how Secretary of Energy O`Leary is proceeding on the above strategic issues. The DOE and Westinghouse School for Environmental Excellence frequently offers a six-week course for environmental professionals and workers. Approximately thirty to forty individuals attend the training course, which provides training in environmental regulation compliance. The Hanford Site has hosted two previous International Atomic Energy Agency training courses. The courses lasted two weeks and had approximately eight to ten participants. Nuclear Material Management and Neutron Monitoring were the courses hosted by the Hanford Site.

    Since 1957, the International Atomic Energy Agency (IAEA) has worked to ensure the safe and responsible promotion of nuclear technology throughout the world. The IAEA operates at the intersection of the Nuclear Nonproliferation Treaty’s (NPT) fourth and third articles, which guarantee Parties to the Treaty the right to peaceful uses of nuclear technology, provided those activities are placed under safeguards verified by the IAEA. However, while the IAEA has enjoyed substantial success and prestige in the international community, there is a concern that its resources are being stretched to a point where it may no longer be possible to execute its multifaceted mission in its entirety. As noted by the Director General (DG) in 2008, demographics suggest that every aspect of the IAEA’s operations will be in higher demand due to increasing reliance on non-carbon-based energy and the concomitant nonproliferation, safety, and security risks that growth entails. In addition to these nuclear energy concerns, the demand for technical developmental assistance in the fields of food security, resource conservation, and human health is also predicted to increase as the rest of the world develops. Even with a 100% value-for-money rating by the U.S. Office of Management and Budget (OMB) and being described as an “extraordinary bargain” by the United Nations Secretary-General’s High-level Panel on Threats, Challenges and Change, real budget growth at the Agency has been limited to zero-real growth for a better part of the last two decades. Although the 2012 regular budget (RB) received a small increase for most programs, the 2013 RB has been set at zero-real growth. As a result, the IAEA has had to defer infrastructure investments, which has hindered its ability to provide the public goods its Members seek, decreased global security and development opportunities, and functionally transformed the IAEA into a charity, dependent on extrabudgetary (EB) contributions to sustain

    This report presents the results of a recent research project originally concerned with review of governmental initiatives for changes to hospital design and operation standards at both the federal and state levels. However. it quickly became apparent that concern with energy conservation was not impacting hospital environmental standards, especially at the state level, irrespective of the energy implications. Consequently, the study was redirected to consider all energy conservation initiatives directed toward design and operating practices unique to the hospital environment.     ENERGY STAR is a voluntary energy efficiency-labeling program operated jointly by the United States Department of Energy and the United States Environmental Protection Agency (US EPA). Since the program inception in 1992, ENERGY STAR has become a leading international brand for energy efficient products. ENERGY STAR's central role in the development of regional, national, and international energy programs necessitates an open process whereby its program achievements to date as well as projected future savings are shared with committed stakeholders. Through 2006, US EPA?S ENERGY STAR labeled products saved 4.8 EJ of primary energy and avoided 82 Tg C equivalent. We project that US EPA?S ENERGY STAR labeled products will save 12.8 EJ and avoid 203 Tg C equivalent over the period 2007-2015. A sensitivity analysis examining two key inputs (carbon factor and ENERGY STAR unit sales) bounds the best estimate of carbon avoided between 54 Tg C and 107 Tg C (1993 to 2006) and between 132 Tg C and 278 Tg C (2007 to 2015).

The intern was involved in a variety of projects, but the primary projects requiring the greatest time were the involvement with the design reviews for energy efficiency of new prisons being constructed in Texas, conducting energy management audits at 18 major state universities, and the technical and administrative assistance to the State Cogeneration Council. Other project involvement included managing the preliminary engineering design of the cogeneration facility at Austin State Hospital, responsibility for applying for a $1.4 million dollar crude oil refund on the behalf of all state agencies in Texas, and assisting in the planning and coordination of the $48 million Revolving Loan Program for the state of Texas. The internship taught many things about management and communications. The experience also provided a better understanding of how the state and federal government operate. The greatest contribution of the internship experience was the improvement of the intern's written and oral communication skills.

    This paper summarizes the key points of a report titled Nuclear Energy Outlook, published in 2008 by the Nuclear Energy Agency of the Organization for Economic Cooperation and Development, which has 30 member nations. The report discusses the commitment of many nations to increase nuclear power generating capacity and the potential rate of building new electricity-generating nuclear plants by 2030 to 2050. The resulting decrease in carbon dioxide emissions from fossil fuel combustion resulting from an increase in nuclear power sources is described. Other topics that are discussed include the need to develop non-proliferative nuclear fuels, the importance of developing geological disposal facilities or reprocessing capabilities for spent nuclear fuel and high-level radioactive waste materials, and the requirements for a larger nuclear workforce and greater cost competitiveness for nuclear power generation.     Ion beam analysis (IBA) includes a group of techniques for the determination of elemental concentration depth profiles of thin film materials. Often the final results rely on simulations, fits and calculations, made by dedicated codes written for specific techniques. Here we evaluate numerical codes dedicated to the analysis of Rutherford backscattering spectrometry, non-Rutherford elastic backscattering spectrometry, elastic recoil detection analysis and non-resonant nuclear reaction analysis data. Several software packages have been presented and made available to the community. New codes regularly appear, and old codes continue to be used and occasionally updated and expanded. However, those codes have to date not been validated, or even compared to each other. Consequently, IBA practitioners use codes whose validity, correctness and accuracy have never been validated beyond the authors' efforts. In this work, we present the results of an IBA software intercomparison exercise, where seven different packages participated. These were DEPTH, GISA, DataFurnace (NDF), RBX, RUMP, SIMNRA (all analytical codes) and MCERD (a Monte Carlo code). In a first step, a series of simulations were defined, testing different capabilities of the codes, for fixed conditions. In a second step, a set of real experimental data were analysed. The main conclusion is that the codes perform well within the limits of their design, and that the largest differences in the results obtained are due to differences in the fundamental databases used (stopping power and scattering cross section). In particular, spectra can be calculated including Rutherford cross sections with screening, energy resolution convolutions including energy straggling, and pileup effects, with agreement between the codes available at the 0.1% level.     The influence of tritium aerosol transport on radioactive contamination on the territory of the Krasnoyarsk region influenced by the mining-chemical combine of the Rosatom State Corporation was studied. Snow cover, foliage, and needles collected at various distances from the mining-chemical combine were selected as the object of this study. A new methodology of liquid extraction from plant material (leaves and needles) was worked out. As a result, the maximal concentrations of tritium (15 kBk/m3 in snow, 11 and 15 Bk/m2 for leaves and pine-tree needles, respectively) were determined. However, the results obtained are not anomalous. Consequently, contamination with tritium may not be accounted for entirely due to the low concentrations.

    The Defense Logistics Agency (DLA) Office of Installation Services and Environmental Protection was tasked with developing goals for energy consumption at each of the DLA-managed facilities. These goals could be based on factors that beyond the control of the organization and can vary from month to month, such as weather conditions and workload. This report presents the results of an analysis that mathematically modeled energy consumption and then attempted to use these models to assist in setting consumption goals for the agency. The DLA facilities identified the factors they considered to be predictors of energy consumption. Three years of monthly data were submitted for each factor. The data were screened to identify possible problems and to determine which factors had some relationship with energy consumption. Regression models were developed to predict total consumption, electric consumption, and non-electric consumption at each location. These models showed a definite relationship between weather and workload factors and energy consumption. However, the models were not accurate enough to be used to set consumption goals in DLA due to the impact of extraneous factors that were not quantifiable. Goals for energy consumption should be flexible to allow changes when unusual weather or workload conditions exist. However, these goals cannot be derived through a precise mathematical formula given the existing detail of available data.

    Mutation breeders in the 1960s seemed poised to use atomic energy to speed up mutation rates in plants in order to develop new crop varieties, for the benefit of all people. Although skepticism had slowed this work in the United States, the International Atomic Energy Agency (IAEA) nurtured the scientific field, its community of experts, and an imagined version of the future that put humans in control of their destiny. The IAEA acted as a center of dissemination and support for experts and ideas even when they had fallen from favor elsewhere. Through the lens of the IAEA, plant breeding bore the appearance of a socially progressive, ultra-modern science destined to alleviate population pressures. Administrators at the IAEA also were desperate for success stories, hoping to highlight mutation plant breeding as a potential solution to the world's ills. The community of mutation plant breeders gained a lifeline from the consistent clarion call from the Vienna-based agency to use atomic energy to understand the natural world and quicken its pulse with radioisotopes.     The Chairman of the Senate Committee on Govermental Affairs asked the United States General Accounting Office (GAO) to review the safeguards and nuclear power plant safety programs of the International Atomic Energy Agency (IAEA). This report examines (1) the effectiveness of IAEA`s safeguards program and the adequacy of program funding, (2) the management of U.S. technical assistance to the IAEA`s safeguards program, and (3) the effectiveness of IAEA`s program for advising United Nations (UN) member states about nuclear power plant safety and the adequacy of program funding. Under its statute and the Treaty on the Non-Proliferation of Nuclear Weapons, IAEA is mandated to administer safeguards to detect diversions of significant quantities of nuclear material from peaceful uses. Because of limits on budget growth and unpaid contributions, IAEA has had difficulty funding the safeguards program. IAEA also conducts inspections of facilities or locations containing declared nuclear material, and manages a program for reviewing the operational safety of designated nuclear power plants. The U.S. technical assistance program for IAEA safeguards, overseen by an interagency coordinating committee, has enhanced the agency`s inspection capabilities, however, some weaknesses still exist. Despite financial limitations, IAEA is meeting its basic safety advisory responsibilities for advising UN member states on nuclear safety and providing requested safety services. However, IAEA`s program for reviewing the operational safety of nuclear power plants has not been fully effective because the program is voluntary and UN member states have not requested IAEA`s review of all nuclear reactors with serious problems. GAO believes that IAEA should have more discretion in selecting reactors for review.

    This paper takes the first steps to empirically validate the widely used model of safety culture of the International Atomic Energy Agency (IAEA), composed of five dimensions, further specified by 37 attributes. To do so, three independent and complementary studies are presented. First, 290 students serve to collect evidence about the face validity of the model. Second, 48 experts in organizational behavior judge its content validity. And third, 468 workers in a Spanish nuclear power plant help to reveal how closely the theoretical five-dimensional model can be replicated. Our findings suggest that several attributes of the model may not be related to their corresponding dimensions. According to our results, a one-dimensional structure fits the data better than the five dimensions proposed by the IAEA. Moreover, the IAEA model, as it stands, seems to have rather moderate content validity and low face validity. Practical implications for researchers and practitioners are included. PMID:24076304

    Globally, women's involvement in clean cooking value chains has been minimal. This is partly because of the multiple challenges faced by women that impede their capacity to effectively engage in the energy sector. To better discern gender-specific differences in involvement in the energy sector, the authors conducted a randomized trial in Kenya to compare sales performance of newly trained male and female improved cookstove entrepreneurs and to test the effects of an agency-based empowerment training on business activity. A total of 257 entrepreneurs completed either a 4-day entrepreneurial training (control) or a 4-day empowerment training (intervention) and were followed for nearly 8 months documenting business activity and sales. The empowerment training led to more than doubling of sales for both genders. In addition, participants in the intervention group were significantly more likely to demonstrate business commitment over time and nearly three times more likely to be higher sellers (relative risk = 2.7, 95% CI [1.4, 5.4]), controlling for gender and rural/urban locale. Women outsold men by a margin of nearly 3 to 1 and were more likely to continue to pursue leads despite limited sales. Nonactive participants (those selling 1 improved cookstove or less) were a larger percentage of the control group (72%) than the intervention group (50%), and more men were nonactive participants (65% of men) compared with women (56% of women).These data show that women can serve as active improved cookstove entrepreneurs in both urban and rural settings and that targeted agency-based empowerment training can significantly increase women's capacity to engage effectively within the improved cookstove value chain.     Global health has been an issue of seemingly low political importance in comparison with issues that have direct bearing on countries' national security. Recently, health has experienced a "political revolution" or a rise in political importance. Today, we face substantial global health challenges, from the spread of infectious disease, gaps in basic maternal and child health care, to the globalization of cancer. A recent estimate states that the "overall lifetime risk of developing cancer (both sexes) is expected to rise from more than one in three to one in two by 2015." These issues pose significant threats to international health security. To successfully combat these grave challenges, the international community must embrace and engage in global health diplomacy, defined by scholars Thomas Novotny and Vicanne Adams as a political activity aimed at improving global health, while at the same time maintaining and strengthening international relations. The IAEA (International Atomic Energy Agency) is an international organization with a unique mandate to "accelerate and enlarge the contribution of atomic energy to peace, health, and prosperity throughout the world." This article discusses global health diplomacy, reviews the IAEA's program activities in human health by focusing on radiation medicine and cancer, and the peaceful applications of atomic energy within the context of global health diplomacy.   7. The Environmental Protection Agency`s proposed regulation of low level radioactive waste (40 CFR Part 193): A Department of Energy overview

    The Department of Energy (DOE) manages one of the world`s largest programs for storage, treatment, and disposal of low-level radioactive wastes. This system with facilities located at sites across the nation has evolved over some forty years in response to changing needs, technologies, and increasing public awareness and concerns for environmental protection. The DOE has operated in a self regulatory mode in most aspects of its low-level waste (LLW) programs. It has been DOE`s policy and practice to provide at least the same level of safety and protection for the public, DOE and contractor employees, and the general environment, as that required by the Nuclear Regulatory Commission for commercial operations. DOE`s policies have been implemented through a management system that historically has been highly decentralized so as to be responsive to the needs of DOE sites which generate a wide variety of wastes at some 25 locations. In addition to concerns with the LLW that it manages, DOE has an interest in the US Environmental Protection Agency`s (EPA) promulgation of 40 CFR Part 193 because of its responsibilities under the Low Level Radioactive Waste Policy Amendments Act (LLRWPAA) to manage certain classes of waste and to assist and encourage the development of interstate compact-managed regional low-level waste disposal sites.

    Destructive analysis is used by the International Atomic Energy Agency (IAEA) through its Safeguards Analytical Laboratory (SAL) to verify, in part, the inventory of nuclear materials at nuclear facilities. The reliability and quality of these meassurements must be assured in a systematic manner. The Division of Safeguards Evaluation, IAEA, required assistance in developing and implementing the quality assurance measures for the analytical procedures used in the destructive analysis of these safeguards samples. To meet these needs an ISPO POTAS Task D.53 was instituted in which consultants would review with IAEA staff the procedures used (or proposed) at SAL for the destructive analysis of safeguards samples and the statistical evaluation of the resulting measurement data at Headquarters. The procedures included analytical methods, qualtiy control measures, and the treatment of data from these activities. Based on this review, modifications to the system, if required, would be recommended which would provide routine assurance to management that these procedures are functioning properly to achieve safeguards objectives. In the course of this review, the sample handling procedures, measurement control activities, analytical methods, reference materials, calibration procedures, statistical analysis of data, and data management system were studied and evaluated. The degree to which SAL (as a total system) achieved laboratory quality assurance was assessed by comparison to accepted standards of quality assurance. 22 refs., 1 fig.

    Objectives The Radiation Protection of Patients Unit of the International Atomic Energy Agency (IAEA) is concerned about the effectiveness of justification of diagnostic medical exposures. Recent published work and the report of an initial IAEA consultation in the area gave grounds for such concerns. There is a significant level of inappropriate usage, and, in some cases, a poor level of awareness of dose and risk among some key groups involved. This article aims to address this. Methods The IAEA convened a second group of experts in November 2008 to review practical and achievable actions that might lead to more effective justification. Results This report summarises the matters that this group considered and the outcome of their deliberations. There is a need for improved communication, both within professions and between professionals on one hand, and between professionals and the patients/public on the other. Coupled with this, the issue of consent to imaging procedures was revisited. The need for good evidence-based referral guidelines or criteria of acceptability was emphasised, as was the need for their global adaptation and dissemination. Conclusion Clinical audit was regarded as a key tool in ensuring that justification becomes an effective, transparent and accountable part of normal radiological practice.   10. MC21 analysis of the nuclear energy agency Monte Carlo performance benchmark problem

    Due to the steadily decreasing cost and wider availability of large scale computing platforms, there is growing interest in the prospects for the use of Monte Carlo for reactor design calculations that are currently performed using few-group diffusion theory or other low-order methods. To facilitate the monitoring of the progress being made toward the goal of practical full-core reactor design calculations using Monte Carlo, a performance benchmark has been developed and made available through the Nuclear Energy Agency. A first analysis of this benchmark using the MC21 Monte Carlo code was reported on in 2010, and several practical difficulties were highlighted. In this paper, a newer version of MC21 that addresses some of these difficulties has been applied to the benchmark. In particular, the confidence-interval-determination method has been improved to eliminate source correlation bias, and a fission-source-weighting method has been implemented to provide a more uniform distribution of statistical uncertainties. In addition, the Forward-Weighted, Consistent-Adjoint-Driven Importance Sampling methodology has been applied to the benchmark problem. Results of several analyses using these methods are presented, as well as results from a very large calculation with statistical uncertainties that approach what is needed for design applications. This includes Canada, Japan, Italy (inactive at this time), the Netherlands, Spain, Switzerland, and the United States. The Subtask status is taken as of the end of September 1997, following the Fall Experts Meeting. This was held in Toronto, September 23--26. The goal of this Annex is to identify, compile, and integrate models of hydrogen technology components into system models that will describe overall pathways. Examples would include: PV/electrolysis/pipeline transport/hydride storage/PEM fuel cell utilization or natural gas steam reforming/liquefaction/truck transport/hydrogen refueling station. Component models are developed by the Member Nations and integrated into the desired overall system. Subtask B is concerned with identifying and compiling existing component models from Member Nations, or developing these models from data supplied by the Member Nations via Subtask A.

    The International Atomic Energy Agency (IAEA) has conducted a series of Coordinated Research Projects (CRPs) that have focused on irradiated reactor pressure vessel (RPV) steel fracture toughness properties and approaches for assuring structural integrity of RPVs throughout operating life. A series of nine CRPs have been sponsored by the IAEA, starting in the early 1970s, focused on neutron radiation effects on RPV steels. The purpose of the CRPs was to develop comparisons and correlations to test the uniformity of irradiated results through coordinated international research studies and data sharing. Consideration of dose rate effects, effects of alloying (nickel, manganese, silicon, etc.) and residual elements (eg., copper and phosphorus), and drop in upper shelf toughness are also important for assessing neutron embrittlement effects. The ultimate use of embrittlement understanding is assuring structural integrity of the RPV under current and future operation and accident conditions. Material fracture toughness is the key ingredient needed for this assessment, and many of the CRPs have focused on measurement and application of irradiated fracture toughness. This paper presents an overview of the progress made since the inception of the CRPs in the early 1970s. The chronology and importance of each CRP have been reviewed and put into context for continued and long-term safe operation of RPVs.

    Radiation therapy is an important component of cancer control programmes. The scarcity of radiation oncology resources in Africa is becoming more severe as cancer incidence increases in the continent. We did a longitudinal assessment of the status of radiation oncology resources in Africa to measure the extent of the problem and the effects of programmes designed to enhance radiation services in the continent. Radiation oncology departments in Africa were surveyed through the Directory of Radiotherapy Centres, and this information was supplemented by that available from International Atomic Energy Agency Regional African and Interregional project reports for 2010. Of 52 African countries included, only 23 are known to have teletherapy. These facilities are concentrated in the southern and northern states of the continent. Brachytherapy resources (high-dose rate or low-dose rate) were only available in 20 of the 52 African countries. Although progress has been made in the establishment of radiation oncology services in some countries, a large need still exists for basic radiation services, and much resource mobilisation is needed for services to keep pace with the burgeoning populations of many countries.   15. A clinical audit programme for diagnostic radiology: the approach adopted by the International Atomic Energy Agency.

    The International Atomic Energy Agency (IAEA) has a mandate to assist member states in areas of human health and particularly in the use of radiation for diagnosis and treatment. Clinical audit is seen as an essential tool to assist in assuring the quality of radiation medicine, particularly in the instance of multidisciplinary audit of diagnostic radiology. Consequently, an external clinical audit programme has been developed by the IAEA to examine the structure and processes existent at a clinical site, with the basic objectives of: (1) improvement in the quality of patient care; (2) promotion of the effective use of resources; (3) enhancement of the provision and organisation of clinical services; (4) further professional education and training. These objectives apply in four general areas of service delivery, namely quality management and infrastructure, patient procedures, technical procedures and education, training and research. In the IAEA approach, the audit process is initiated by a request from the centre seeking the audit. A three-member team, comprising a radiologist, medical physicist and radiographer, subsequently undertakes a 5-d audit visit to the clinical site to perform the audit and write the formal audit report. Preparation for the audit visit is crucial and involves the local clinical centre completing a form, which provides the audit team with information on the clinical centre. While all main aspects of clinical structure and process are examined, particular attention is paid to radiation-related activities as described in the relevant documents such as the IAEA Basic Safety Standards, the Code of Practice for Dosimetry in Diagnostic Radiology and related equipment and quality assurance documentation. It should be stressed, however, that the clinical audit does not have any regulatory function.     In October 1989, more than 3 years after the nuclear power plant accident at Chernobyl, in the Ukraine, the Government of the Union of Soviet Socialist Republics requested that the International Atomic Energy Agency (IAEA) evaluate the medical and psychological health of residents living in areas identified as being contaminated with radioactive fallout. The IAEA designed and conducted a collaborative study to examine whether there were any measurable effects of exposure to the low levels of ionizing radiation resulting from the accident. The study, using structured interviews and IAEA laboratory equipment, collected data on more than 1,350 residents of 13 villages. IAEA clinical staff members concluded that they could not identify any health disorders in either the contaminated or nearby (uncontaminated) control villages that could be attributed directly to radiation exposure. The clinical staff, however, did note that the levels of anxiety and stress of the villagers appeared to be disproportionate to the biological significance of the levels of IAEA-measured radio-active contamination. Almost half the adults in all the villages were unsure if they had a radiation-related illness. More than 70 percent of persons in the contaminated villages wanted to move away, and approximately 83 percent believed that the government should relocate them. The IAEA effort indicates that the villagers need to be educated about their actual risks, and they need to understand what types of illnesses are, and are not, associated with exposure to radioactive contamination.     Background Medical physics is a health profession where principles of applied physics are mostly directed towards the application of ionizing radiation in medicine. The key role of the medical physics expert in safe and effective use of ionizing radiation in medicine was widely recognized in recent European reference documents like the European Union Council Directive 2013/59/EURATOM (2014), and European Commission Radiation Protection No. 174, European Guidelines on Medical Physics Expert (2014). Also the International Atomic Energy Agency (IAEA) has been outspoken in supporting and fostering the status of medical physics in radiation medicine through multiple initiatives as technical and cooperation projects and important documents like IAEA Human Health Series No. 25, Roles and Responsibilities, and Education and Training Requirements for Clinically Qualified Medical Physicists (2013) and the International Basic Safety Standards, General Safety Requirements Part 3 (2014). The significance of these documents and the recognition of the present insufficient fulfilment of the requirements and recommendations in many European countries have led the IAEA to organize in 2015 the Regional Meeting on Medical Physics in Europe, where major issues in medical physics in Europe were discussed. Most important outcomes of the meeting were the recommendations addressed to European member states and the survey on medical physics status in Europe conducted by the IAEA and European Federation of Organizations for Medical Physics. Conclusions Published recommendations of IAEA Regional Meeting on Medical Physics in Europe shall be followed and enforced in all European states.     It is well recognized that a better understanding of the water cycle and increased availability of hydrological information for surface and groundwater resources are key factors in the ability to sustainably manage water resources. Since its inception in 1957, the International Atomic Energy Agency (IAEA) has played a critical role in developing isotope applications for hydrology and building scientific capacity in developing countries. Through an active technical cooperation program with a funding of nearly $8M per biennium, the IAEA assists developing countries in using isotope techniques for the assessment and monitoring of water resources, in particular, groundwater resources. In addition, substantial human resources and institutional capacity are built through the provision of training and appropriate equipment for monitoring. The water resources program of the IAEA is implemented with the support of a number of experts and the United States contributes extensively to this program. Although spanning the entire 50 year history of the IAEA, the contribution of US scientists, and particularly those from the US Geological Survey, has been substantial over the past 10 years. These contributions have included assistance in technical cooperation projects in Africa, Latin America and Asia, as well as internationally coordinated research projects in vadose zone hydrology, surface water - groundwater interactions, and regional aquifer studies. In Ethiopia, a national groundwater assessment program was formulated and a computer database was provided to manage hydrological information. A robust program of capacity building in cooperation with the USGS and Argonne National Laboratory has provided training to a number of IAEA-sponsored candidates from Africa and Latin America. This paper will describe the objectives and results of some of these cooperative efforts.

  19. The Promise of Using Energy Tracking Data to Promote Home-School Connections and Youth Agency in Climate Action

    Formal classroom learning experiences that support energy conservation behaviors outside the classroom necessarily must bridge students' home and school lives, as knowledge and practice learned in the classroom is implemented outside of school. To this end, we study the impact of the Green Ninja Energy Tracker curriculum, which uses students' home energy data in the classroom to promote engagement in climate change and conservation behaviors. Data is drawn from class observations, a focus group, and pre- and post- surveys of a pilot implementation of this curriculum in a diverse 12th-grade Earth Science classroom at an alternative school. We investigate what factors contributed to student engagement in learning about and participating in energy conservation behaviors. We found that students were engaged by the immediacy of tracking their energy use in near-real time, and were motivated by the economic benefits experienced as a direct result of changing their behaviors. In addition, students reported discussing and problem-solving energy use with their families, and surfaced considerations that informed which energy behaviors were implemented and why. Students also reported high levels of personal agency in taking action on climate change, but were pessimistic about the likelihood of society as a whole taking action. We suggest that this pilot demonstrates that potential power of connecting students' home and school lives through energy tracker software as a catalyst for developing scientific expertise and engagement, and supporting energy conservation behaviors.

    In 1984, the United States Agency for International Development's mission in Sudan implemented the Energy Planning and Management Project to strengthen several key institutions in the energy sector of Sudan. One component of the project focused on improving management, billing and collection, pricing, purchasing and stores, and vehicle operation and maintenance in the National Electricity Corporation. The other major component was devoted to strengthening the capability of the National Energy Administration to conduct national energy planning studies, including the analysis of energy issues and policies and the recommendation of policies. Originally the planned date for the midterm evaluation of this project was early 1986, but because political turmoil and other events impeded implementation of the project, that evaluation was only conducted in January and February 1987. ORNL, at the request of the Sudan Mission and the office of Energy of AID, fielded a team in January 1987 to evaluate the progress of the project to that date and make recommendations for the remainder of the project's implementation.     Storage of thermal energy in aquifers has obvious benefits of saving energy and decreasing the consumption of fossil fuels. However, aquifer thermal energy storage (ATES), which involves groundwater aquifers as the storage medium for heat or chill, impinges on the environment. A literature review of pertinent microbiology publications (Hicks and Stewart, 1988) identified the potential for the interaction of ATES systems and microbiological processes to create a source of infectious diseases and the potential for damage to the environment. In addition, the review identified a potential for microbiological processes to develop conditions that would interfere with the operation of an ATES system. As a result of this research effort, investigators from Finland, Germany, Switzerland, and the United States have examined several ATES systems in operation and have observed that the ATES systems studied do not contribute to infectious disease transmission, do not adversely affect the environment, and do not contribute significantly to biofouling or biocorrosion.

    The objective of the International Atomic Energy Agency (IAEA) Guidelines on Quality Assurance for R&D is to provide guidance for developing quality assurance (QA) programs for R&D work on items, services, and processes important to safety, and to support the siting, design, construction, commissioning, operation, and decommissioning of nuclear facilities. The standard approach to writing papers describing new quality guidelines documents is to present a descriptive overview of the contents of the document. I will depart from this approach. Instead, I will first discuss a conceptual framework of metrics for evaluating and improving basic and applied experimental science as well as the associated role that quality management should play in understanding and implementing these metrics. I will conclude by evaluating how well the IAEA document addresses the metrics from this conceptual framework and the broader principles of quality management.

    Annex XIII on 'Fuel Cell Vehicles' of the Implementing Agreement Hybrid and Electric Vehicles of the International Energy Agency has been operating since 2006, complementing the ongoing activities on battery and hybrid electric vehicles within this group. This paper provides an overview of the Annex XIII final report for 2010, compiling an up-to-date, neutral, and comprehensive assessment of current trends in fuel cell vehicle technology and related policy. The technological description includes trends in system configuration as well as a review of the most relevant components including the fuel cell stack, batteries, and hydrogen storage. Results from fuel cell vehicle demonstration projects around the world and an overview of the successful implementation of fuel cells in specific transport niche markets will also be discussed. The final section of this report provides a detailed description of national research, development, and demonstration (RD&D) efforts worldwide.

The pulse duration time is increased three times longer than that before the modification. As for the acceleration, a pulse duration time has been also extended two orders of magnitudes from 0.4 s to 60 s.     The IEAGHG Weyburn-Midale CO₂ Monitoring and Storage Project (WMP) began in 2000 with the first four years of research that confirmed the suitability of the containment complex of the Weyburn oil field in southeastern Saskatchewan as a storage location for CO₂ injected as part of enhanced oil recovery (EOR) operations. The first half of this report covers research conducted from 2010 to 2012, under the funding of the United States Department of Energy (contract DEFE0002697), the Government of Canada, and various other governmental and industry sponsors. The work includes more in-depth analysis of various components of a measurement, monitoring and verification (MMV) program through investigation of data on site characterization and geological integrity, wellbore integrity, storage monitoring (geophysical and geochemical), and performance/risk assessment. These results then led to the development of a Best Practices Manual (BPM) providing oilfield and project operators with guidance on CO₂ storage and CO₂-EOR. In 2013, the USDOE and Government of Saskatchewan exercised an optional phase of the same project to further develop and deploy applied research tools, technologies, and methodologies to the data and research at Weyburn with the aim of assisting regulators and operators in transitioning CO₂-EOR operations into permanent storage. This work, detailed in the second half of this report, involves seven targeted research projects – evaluating the minimum dataset for confirming secure storage; additional overburden monitoring; passive seismic monitoring; history-matched modelling; developing proper wellbore design; casing corrosion evaluation; and assessment of post CO₂-injected core samples. The results from the final and optional phases of the Weyburn-Midale Project confirm the suitability of CO₂-EOR fields for the injection of CO₂, and further, highlight the necessary MMV and follow-up monitoring required for these operations to be considered

    In the 1990s, there was a lack of information on patient doses in most developing countries. In 2004, the International Atomic Energy Agency initiated projects aimed at assessing 'how safe are patients in radiological procedures and how to make them safer'. The major obstacle was a lack of medical physicists with patient dosimetry skills and a lack of dosimetry facilities. Actions taken were such as to yield results within a short span of time and a number of publications with interesting findings. Results showed that while patient doses in radiography are largely within diagnostic reference levels (DRLs), poor image quality is rampant. In mammography, CT and interventional procedures, doses higher than DRLs were observed. Dose management actions were implemented and significant improvements emerged. Utilising existing manpower (physicists, regulators, radiographers, radiologists), preparing detailed guidelines and data collection forms, focussing training on acquiring dosimetry skills, a system of periodic reports with mentoring and motivating collaborations within each country are some of the reasons for the success of the project.     To evaluate the current status of stereotactic body radiotherapy (SBRT) and identify both advantages and disadvantages of its use in developing countries, a meeting composed of consultants of the International Atomic Energy Agency was held in Vienna in November 2006. Owing to continuous developments in the field, the meeting was extended by subsequent discussions and correspondence (2007-2010), which led to the summary presented here. The advantages and disadvantages of SBRT expected to be encountered in developing countries were identified. The definitions, typical treatment courses, and clinical results were presented. Thereafter, minimal methodology/technology requirements for SBRT were evaluated. Finally, characteristics of SBRT for developing countries were recommended. Patients for SBRT should be carefully selected, because single high-dose radiotherapy may cause serious complications in some serial organs at risk. Clinical experiences have been reported in some populations of lung cancer, lung oligometastases, liver cancer, pancreas cancer, and kidney cancer. Despite the disadvantages expected to be experienced in developing countries, SBRT using fewer fractions may be useful in selected patients with various extracranial cancers with favorable outcome and low toxicity.

    JAEA (Japan Atomic Energy Agency) manages 2 tritium handling laboratories: Tritium Processing Laboratory (TPL) in Tokai and DEMO-RD building in Rokkasho. TPL has been accumulating a gram level tritium safety handling experiences without any accidental tritium release to the environment for more than 25 years. Recently, our activities have focused on 3 categories, as follows. First, the development of a detritiation system for ITER. This task is the demonstration test of a wet Scrubber Column (SC) as a pilot scale (a few hundreds m{sup 3}/h of processing capacity). Secondly, DEMO-RD tasks are focused on investigating the general issues required for DEMO-RD design, such as structural materials like RAFM (Reduced Activity Ferritic/Martensitic steels) and SiC/SiC, functional materials like tritium breeder and neutron multiplier, and tritium. For the last 4 years, we have spent a lot of time and means to the construction of the DEMO-RD facility and to its licensing, so we have just started the actual research program with tritium and other radioisotopes. This tritium task includes tritium accountancy, tritium basic safety research such as tritium interactions with various materials, which will be used for DEMO-RD and durability. The third category is the recovery work from the Great East Japan earthquake (2011 earthquake). It is worth noting that despite the high magnitude of the earthquake, TPL was able to confine tritium properly without any accidental tritium release.

    Purpose: To report meetings of the Applied Radiation Biology and Radiotherapy section of the International Atomic Energy Agency (IAEA), organized to discuss issues surrounding, and develop initiatives to improve, the recording of adverse events (AE) in clinical trials. Methods and Materials: A first meeting was held in Atlanta, GA (October 2004). A second meeting was held in Denver, CO (October 2005) and focused on AE data capture. The National Cancer Institute Common Terminology Criteria for Adverse Events, version 3 (CTCAE) was suggested during the first meeting as the preferred common platform for the collection and reporting of AE data in its clinical trials. The second meeting identified and reviewed the current weaknesses and variations in the capture of AE data, and proposals to improve the quality and consistency of data capture were discussed. Results: There is heterogeneity in the collection of AE data between both institutions and individual clinicians. The use of multiple scoring systems hampers comparisons of treatment outcomes between centers and trials. There is often insufficient detail on normal tissue treatment effects, which leads to an underestimate of toxicity. Implementation of improved data capture was suggested for one of the ongoing IAEA clinical trials. Conclusions: There is a need to compare the quality and completeness of data between institutions and the efficacy of structured/directed vs. traditional passive data collection. Data collection using the CTCAE (with or without a questionnaire) will be investigated in an IAEA multinational trial of radiochemotherapy and high-dose-rate brachytherapy in cervical cancer.

    Low-slope roof systems are common on commercial and industrial buildings and, to a lesser extent, on residential buildings. Although insulating materials have nearly always been a component of low-slope roofs, the amount of insulation used has increased in the past two decades because of escalation of heating and cooling costs and increased awareness of the need for energy conservation. As the amount of insulation has increased, the demand has intensified for design, installation, and maintenance information specifically for well-insulated roofs. Existing practices for design, installation, and maintenance of insulated roofs have evolved from experience. Typically, these practices feature compromises due to the different properties of materials making up a given roof system. Therefore, they should be examined from time to time to ensure that they are appropriate as new materials continue to enter the market and as the data base on existing systems expands. A primary purpose of this International Energy Agency (IEA) study is to assess current roofing insulation practices in the context of an accumulating data base on performance.

    National University of Singapore (NUS) was appointed by IAEA to become IAEA/NUS Regional Training Centre (RTC) for Asia and the Pacific region in September 1996. The Government of Singapore (represented by the Ministry of Environment) with the National Science and Technology Board as the funding agency awarded a grant of S$225,500 to build a new purpose-built tissue bank to be the Regional Training Centre. National University Hospital provided a space of 2,000 square feet for this purpose. The first Diploma Course was launched on 3 November 1997 with 17 candidates with the first NUS Diploma Examination being held in October 1998. Between November 1997 and April 2007, a total of nine courses were conducted by RTC with a total of 180 tissue bank operators, 133 from Asia and the Pacific region (13 countries including 2 from Iran), 14 from Africa (Algeria, Egypt, Libya, Egypt, South Africa and Zambia), 6 from Latin America (Brazil, Chile, Cuba, Peru and Uruguay), 9 from Europe (Greece, Slovakia, Poland, Ukraine) and 2 from Australia.     The U.S, Department of Energy (DOE), National Nuclear Security Agency's (NNSA) Remote Sensing Laboratory (RSL) provides Geographic Information System (GIS) support during nuclear emergency response activities. As directed by the NNSA, the RSL GIS staff maintains databases and equipment for rapid field deployment during an emergency response. When on location, GIS operators provide information products to on-site emergency managers as well as to emergency managers at the DOE Headquarters (HQ) Emergency Operations Center (EOC) in Washington, D.C. Data products are derived from multiple information sources in the field including radiological prediction models, field measurements taken on the ground and from the air, and pertinent information researched on the Internet. The GIS functions as a central data hub where it supplies the information to response elements in the field, as well as to headquarters officials at HQ during emergency response activities.

The primary emphasis of this program was to develop new and advanced coal and biomass conversion technologies for the efficient utilization of coal and biomass feedstocks in India. This final ''summary'' report is divided into two volumes. This Report, Volume I, covers the program overview and coal projects and Volume II summarizes the accomplishments of the biomass projects.     Within the framework of the International Energy Agency Hydrogen Implementing Agreement, Task 11 was undertaken to develop tools to assist in the design and evaluation of existing and potential hydrogen demonstration projects. Emphasis was placed on integrated systems, from input energy to hydrogen end use. Included in the PDF document are the Executive Summary of the final report and the various case studies. The activities of task 11 were focused on near- and mid-term applications, with consideration for the transition from fossil-based systems to sustainable hydrogen energy systems. The participating countries were Canada, Italy, Japan, the Netherlands, Spain, Switzerland and the United States. In order for hydrogen to become a competitive energy carrier, experience and operating data need to be generated and collected through demonstration projects. A framework of scientific principles, technical expertise, and analytical evaluation and assessment needed to be developed to aid in the design and optimization of hydrogen demonstration projects to promote implementation. The task participants undertook research within the framework of three highly coordinated subtasks that focused on the collection and critical evaluation of data from existing demonstration projects around the world, the development and testing of computer models of hydrogen components and integrated systems, and the evaluation and comparison of hydrogen systems. While the Executive Summary reflects work on all three subtasks, this collection of chapters refers only to the work performed under Subtask A. Ten projects were analyzed and evaluated in detail as part of Subtask A, Case Studies.     Two methods for improving the energy efficiency of fluidized bed sludge incinerators were evaluated. The first method used paper pulp and polymer as conditioning agents for municipal sludge instead of lime and ferric chloride. Automatic control of the incinerator was the second method evaluated for energy savings. To evaluate the use of paper pulp and polymer as conditioning agents, varying quantities of paper pulp were added to the liquid sludge to determine the optimal sludge-to-paper pulp ratio. The effect of the paper pulp and polymer-conditioned sludge on plant operations also was evaluated. When compared to sludge conditioned with lime and ferric chloride, the paper pulp and polymer-conditioned sludge had similar cake release and feed characteristics, higher BTU values for the dry sludge solids, required less auxiliary fuel for incineration, and generated less ash for disposal. The paper pulp and polymer did not have any appreciable negative effects on the operation of the wastewater treatment plant. It was estimated that processing and incinerating the sludge conditioned with paper pulp and polymer resulted in a cost savings of up to $91.73 per dry ton of activated sludge solids. To evaluate the effect of automatic control, all the incinerator operating parameters including air flow rates, fuel oil feed rates, and sludge feed rates, were automatically monitored and controlled to minimize auxiliary fuel oil use and to keep the incinerator running at optimal conditions. Although effective, the estimated cost savings for automatic control of the incinerator were small.

    A 6- to 7-MeV high-energy gamma-ray field, produced by the nuclear reaction of (19)F(p, αγ)(16)O, has been established at the Facility of Radiation Standards (FRS) in Japan Atomic Energy Agency for calibration purposes. Basic dosimetric quantities (i.e. averaged gamma-ray energy, air-kerma-to-dose equivalent conversion coefficients and air kerma rates at the point of test) have been precisely determined through a series of measurements using the NaI(Tl) spectrometer and an ionisation chamber coupled with an appropriate build-up material. The measurements obtained comply with values recommended by the International Organization for Standardization for an 'R-F field'. The neutron contamination component for the field has also been measured by means of a conventional neutron dose equivalent meter (the so-called neutron rem-counter) and determined to be ∼ 0.5 % of the total dose equivalent.     The U.S. Environmental Protection Agency (EPA) developed the RE-Powering America's Land initiative to reuse contaminated sites for renewable energy generation when aligned with the community's vision for the site. The former American Smelting and Refining Company (Asarco) smelter in East Helena, Montana, was selected for a feasibility study under the initiative. Biomass was chosen as the renewable energy resource based on the wood products industry in the area. Biopower was selected as the technology based on Montana's renewable portfolio standard (RPS) requiring utilities to purchase renewable power.

    The author addresses the following questions in his presentation: what is USAID; where does the money go and who makes the decisions; where does USAID fund energy programs, and especially renewable energy; who are their `partners`; what is the approach to renewable energy; what in summary, has USAID funded that is relevant to village power. USAID is the foreign aid agency of the US Government. Approximately 75 countries receive regular assistance. The fiscal year 97 budget for the agency is approximately $5.8 billion. About half of the total budget goes to Israel, Egypt, and the countries of the former Soviet Union. These budgeting decisions are geopolitical. Congress earmarks total budgets for a few sectors or subjects, such as family planning. The goal of USAID`s renewable energy programs is simple: They are interested in accelerating the market penetration of commercial technologies. They do not engage in technology R&D. Developing countries have energy needs now, and commercial technologies are available now. USAID has taken note of the interest taken by subsidiaries of US utilities in the past couple of years in bringing their expertise and resources to bear on meeting the challenge of rural energy needs in developing countries. They believe that the entry into the market of these players could be one of the most important catalysts for making the rural energy revolution happen.

    The Environmental Protection Agency and the National Renewable Energy Laboratory developed this best practices document to address common technical challenges for siting solar photovoltaics (PV) on municipal solid waste (MSW) landfills. The purpose of this document is to promote the use of MSW landfills for solar energy systems. Closed landfills and portions of active landfills with closed cells represent thousands of acres of property that may be suitable for siting solar photovoltaics (PV). These closed landfills may be suitable for near-term construction, making these sites strong candidate to take advantage of the 30% Federal Business Energy Investment Tax Credit. It was prepared in response to the increasing interest in siting renewable energy on landfills from solar developers; landfill owners; and federal, state, and local governments. It contains examples of solar PV projects on landfills and technical considerations and best practices that were gathered from examining the implementation of several of these projects.

    With the congressionally mandated January 1, 2013 deadline for the U.S. Department of Energy’s (DOE) Nuclear Material Protection, Control and Accounting (MPC&A) program to complete its transition of MPC&A responsibility to the Russian Federation, National Nuclear Security Administration (NNSA) management directed its MPC&A program managers and team leaders to demonstrate that work in ongoing programs would lead to successful and timely achievement of these milestones. In the spirit of planning for successful project completion, the NNSA review of the Russian regulatory development process confirmed the critical importance of an effective regulatory system to a sustainable nuclear protection regime and called for an analysis of the existing Russian regulatory structure and the identification of a plan to ensure a complete MPC&A regulatory foundation. This paper describes the systematic process used by DOE’s MPC&A Regulatory Development Project (RDP) to develop an effective and sustainable MPC&A regulatory structure in the Russian Federation.     In this study, the relationship between agency, communion, and the active, passive, and revenge forms of entitlement is examined. Results indicate that active entitlement was positively related to agency, negatively to communion (Study 1), and unrelated to unmitigated agency and communion (Study 2). Passive entitlement was positively related to communion (in regular and unmitigated forms) and negatively related to agency (in both forms). Revenge entitlement was positively related to agency (unmitigated and regular), and negatively related to both regular and unmitigated communal orientations. Detected relationships were independent from self-esteem (Study 1). The findings are discussed in relation to distinctions between narcissistic and healthy entitlement, and within the context of the three-dimensional model of entitlement. PMID:25594535

    The Biomass Energy Systems and Technology project (BEST) seeks to integrate natural resources, private sector expertise, and financial support in order to convert biomass into marketable energy products at existing agro-processing facilities. This report documents BEST's approach to biomass promotion and includes sections on: the rationale for the project's commodity focus (sugar cane, rice, and wood); the relevant U.S. biomass experience with rice, cane, and wood residues, etc., which BEST draws upon; A.I.D.'s experience in the field application of rice, wood, and cane residue bioenergy systems; economic analyses of biomass systems (using examples from Indonesia and Costa Rica); research initiatives to develop off-season fuels for sugar mills, advanced biomass conversion systems, and energy efficiency in sugar factories; and the environmental aspects of biomass (including its ability to be used without increasing global warming).

    The document announces the conclusions of the EPA evaluation of the AUTOTHERM Energy Conservation System device under the provisions of Section 511 of the Motor Vehicle Information and Cost Savings Act. The evaluation of the AUTOTHERM Energy Conservation System was conducted upon the application of the manufacturer. The device allows using the vehicle's heater while parked with the engine off. Using the device is claimed to: (1) conserve fuel, (2) eliminate the exhaust pollutants that are generated when vehicle warmth is maintained by idling the engine, and, (3) lower maintenance costs. The device is also claimed to improve safety by eliminating the need to leave an unattended vehicle with its engine idling to maintain warmth. Carbon monoxide poisoning risks are also alleviated. EPA fully considered all of the information submitted by the applicant. The evaluation of the AUTOTHERM Energy Conservation System was based on that information and the results of an Air Force test project.

    The All-Russian Scientific Research Institute of Experimental Physics (VNIIEF), founded in 1946 at the historic village of Sarov, in Nizhniy Novgorod Oblast, is the largest nuclear research center in the Rosatom complex. In the framework of international collaboration, the United States (US) Department of Energy/National Nuclear Security Agency, in cooperation with US national laboratories, on the one hand, Rosatom and VNIIEF on the other hand, have focused their cooperative efforts to upgrade the existing material protection control and accountability system to prevent unauthorized access to the nuclear material. In this paper we will discuss the present status of material control and accounting (MC&A) system upgrades and the preliminary results from a pilot program on the MC&A system performance testing that was recently conducted at one technical area.

    The feeling that we are agents, intentionally making things happen by our own actions, is foundational to our understanding of ourselves as humans. People's metacognitions of agency were investigated in 4 experiments. Participants played a game in which they tried to touch downward scrolling Xs and avoid touching Os. Variables that affected accuracy included speed of the scroll, density of the targets, and feedback. Of central interest were variables directed not only at accuracy but also at people's control: the turbulence of the cursor and how close the cursor had to come to the target for a hit (i.e., "magic"). After each trial, people made judgments of agency or judgments of performance. People were selectively sensitive to the variables to which they should be responsive in agency monitoring--whether the cursor moved in close synchrony to their movements and whether targets disappeared by magic. People knew, separably from their objective or judged performance, when they were in control and when they were not. These results indicate that people can sensitively monitor their own agency.     There is an immense philosophical literature dealing with the notions of normativity and agency, as well as a sizeable and rapidly growing scientific literature on the topic of autonomous agents. However, there has been very little cross-fertilization between these two literatures. As a result, the philosophical literature tends to assume a somewhat outdated mechanistic image of living things, resulting in a quasi-dualistic picture in which only human beings, or the higher animals, can be normative agents properly speaking. From this perspective, the project of 'naturalizing normativity' becomes almost a contradiction in terms. At the same time, the scientific literature tends to misuse 'normativity,' 'agency,' and related terms, assuming that it is meaningful to ascribe these concepts to 'autonomous agents' conceived of as physical systems whose behavior is to be explained in terms of ordinary physical law. From this perspective, the true depth of the difficulty involved in understanding what makes living systems distinctive qua physical systems becomes occluded. In this essay, I begin the attempt to remedy this situation. After some preliminary discussion of terminology and situating of my project within the contemporary philosophical landscape, I make a distinction between two different aspects of the project of naturalizing normativity: (1) the 'Scope Problem,' which consists in saying how widely in nature our concept of normative agency may properly be applied; and (2) the 'Ground Problem,' which consists in rationalizing the phenomenon of normative agency in terms of the rest of our knowledge of nature. Then, in the remainder of this paper, I argue that the Scope Problem ought to be resolved in favor of attributing normative agency, in the proper sense of those words, to living things as such. The Ground Problem will be discussed in a companion paper at a later time. PMID:22326078
