    On October 24, 1992, President Bush signed the Energy Policy Act of 1992, the first comprehensive energy policy legislation enacted in over a decade. This article traces the legislative history of the Energy Policy Act and summarizes the provisions of the law that will affect federal natural gas policy. The Energy Policy Act includes provisions that are intended to stimulate natural gas production, remove regulatory obstacles to natural gas utilization, and promote the development of new markets for natural gas. The new law stands in marked contrast to the comprehensive energy policy legislation enacted in the late 1970s when natural gas was perceived as a rapidly diminishing resource to be husbanded for high priority uses. By the late 1980s, the perception of natural gas had changed dramatically. Natural gas now is widely regarded as an abundant, clean domestic resource that can be produced economically and whose increased utilization furthers the ends of environmental and energy security policy. This attitude is reflected in the Energy Policy Act.

    The field of conservation genetics, when properly implemented, is a constant juggling act integrating molecular genetics, ecology, and demography with applied aspects concerning managing declining species or implementing conservation laws and policies. This young field has grown substantially since the 1980s following the development of polymerase chain reaction and now into the genomics era. Our laboratory has 'grown up' with the field, having worked on these issues for over three decades. Our multidisciplinary approach entails understanding the behavior and ecology of species as well as the underlying processes that contribute to genetic viability. Taking this holistic approach provides a comprehensive understanding of factors that influence species persistence and evolutionary potential while considering annual challenges that occur throughout their life cycle. As a federal laboratory, we are often addressing the needs of the U.S. Fish and Wildlife Service in their efforts to list, de-list, or recover species. Nevertheless, there remains an overall communication gap between research geneticists and biologists who are charged with implementing their results. Therefore, we outline the need for a National Center for Small Population Biology to ameliorate this problem and provide organizations charged with making status decisions firmer ground from which to make their critical decisions.   17. The National Energy Policy Act and lamp replacement options

    The National Policy Act of 1992 involves the creation of energy efficiency standards for a wide range of products including fluorescent and incandescent lamps. Minimum efficacy (lumens per watt) and color rendering index (CRI) standards are mandated for the popular fluorescent lamps: four-foot medium bi-pin, two-foot U-bent, eight-foot slimline and eight-foot high output. Minimum efficacies are mandated for specific incandescent R and PAR reflector lamps. These standards will affect selected colors and designs of fluorescent lamps, the most significant being the standard lamps in the cool white and warm white colors. The incandescent reflector lamps will include the R-30, R-40, PAR-38 lamps above 40 watts, excluding the halogen types. These efficiency and color rendering standards will require end-users and specifiers to select replacement fluorescent lamps from a range of performance characteristics (lumen output, efficacy, CRI and price). The choice of replacement for the R and PAR incandescent lamps will include the halogen designs and compact fluorescent designs. In this paper, replacement options will be analyzed and discussed and the effect of these options on the performance of the lighting system will be explored in detail.

    The Consumer Products Energy Efficiency Amendments of 1985 would increase consumer information about household appliances by requiring that manufacturers and retailers provide this information on their labels and in their advertising. The findings which led to the legislation were that additional generating capacity will be needed in the next 20 years to provide the 30% increase in energy demand from consumer appliances, while the technology for efficiency improvements is already available. The bill also prescribes efficiency standards for each class of appliance, promotes domestic production of appliances to relieve unemployment, and requests a detailed report on the nature and extent of the imported appliance market. The assumption is that an efficiency standard together with adequate public education will improve overall efficiency on the average.

As technical support for, and elaboration of, the Energy Conservation Policies, the Guidebook follows the format of the Policies themselves. The Guidebook tackles each section of the Policies in order, again assigning roles and responsibilities where appropriate, enlarging on policy issues and, where appropriate, outlining data considerations. The sections in order are: conservation load reduction, cost-effectiveness limits, BA management targets, consumer contributions, utility contribution, program verification, and program evaluation.

    The National Energy Act of 1978 contains many provisions that will significantly affect solar technology commercialization and solar energy users. Four of the five statutes that comprise the National Energy Act deserve close attention. The National Energy Conservation Policy Act will promote residential solar installations. The Energy Tax Act will accelerate both residential and commercial solar system applications. The Public Utilities Regulatory Policies Act promotes efficient use of utility resources as well as decentralized power production. And, the Power Plan and Industrial Fuel Use Act places severe restrictions on future burning of petroleum and natural gas, which should lead some operators to build or convert to solar energy systems. Each of the preceding acts are considered in separate sections of this report. Federal regulations issued pursuant to the various provisions are also identified and discussed, and some of the problems with the provisions and regulations are noted.

    The Steel and Aluminum Energy Conservation and Technology Competitiveness Act of 1988 (Act), commonly referred to as the Metals Initiative, was signed into law on November 17, 1988 (Public Law 100-680). The Act, 15 U.S.C. 5101 et seq., has tile following purposes: (1) to {open_quotes}increase the energy efficiency and enhance the competitiveness of American steel, aluminum, and copper industries{close_quotes}; and (2) to continue the research and development efforts begun under the Department of Energy (DOE) program known as the Steel Initiative. Section 8 of tile Act requires the Secretary of Energy to prepare an annual report to Congress describing the activities carried out under the Act during each fiscal year. 15 U.S.C. 5107 In addition, with respect to reports on fiscal years 1993, 1995, and 1997, Section 8 requires a complete summary of activities under the management plan and research plan from inception with an analysis of extent of their success in accomplishing the purposes of the Act. Id. The Metals Initiative is currently supporting six steel industry research and development projects: (1) Superplastic Steel Processing with Lawrence Livermore National Laboratory; (2) Direct Steelmaking with the American Iron and Steel Institute; (3) Electrochemical Dezincing of Steel Scrap with Argonne National Laboratory and Metal Recovery Industries (U.S.), Inc.; (4) Rapid Analysis of Molten Metals Using Laser Produced Plasmas with Lehigh University; (5) Direct Strip Casting using a single wheel caster with Armco, Inc.; and (6) Advanced Process Control, also with the American Iron and Steel Institute. At the close of the fiscal year, a seventh project, Waste Oxide Recycling with the American Iron and Steel Institute, was selected for inclusion in the Direct Steelmaking project.   10. Potential impacts of the Energy Policy Act on electricity and natural gas provider fleets

    Section 501 of the 1992 Energy Policy and Conservation Act (EPACT) mandates that alternative-fuel providers who may sell such fuels for transportation uses acquire alternative-fuel vehicles (AFVs). The potential impacts of this mandate on the two largest groups of alternative-fuel providers--electricity and natural gas (NG) providers--are presented. Nationwide, 166 electric-only utility companies, 127 NG-only utility companies, and 55 dual-utility companies will be covered by EPACT. Together, these companies own/operate nearly 122,000 light-duty vehicles in the EPACT-defined metropolitan areas. Some 63 natural gas producers and transporters, which have 9700 light-duty vehicles, are also covered. We project that covered fuel providers will purchase 2710 AFVs in 1996 and 13, 650 AFVs by 2001. We estimate that natural gas companies already have 19.4% of their existing light-duty vehicle stocks as AFVs, dual companies have 10.0%, natural gas producers and transporters have 7. 0%, and electric companies have only 1.6%. If the existing AFVs count toward meeting the Section 501 requirements, NG providers (NG utilities, dual utilities, and NG producers and transporters) will need to make little additional effort, but electric companies will have to make substantial commitments to meet the requirements.

    This report, Energy Policy Act Transportation Study: Interim Report on Natural Gas Flows and Rates, is the second in a series mandated by Title XIII, Section 1340, ``Establishment of Data Base and Study of Transportation Rates,`` of the Energy Policy Act of 1992 (P.L. 102--486). The first report Energy Policy Act Transportation Study: Availability of Data and Studies, was submitted to Congress in October 1993; it summarized data and studies that could be used to address the impact of legislative and regulatory actions on natural gas transportation rates and flow patterns. The current report presents an interim analysis of natural gas transportation rates and distribution patterns for the period from 1988 through 1994. A third and final report addressing the transportation rates and flows through 1997 is due to Congress in October 2000. This analysis relies on currently available data; no new data collection effort was undertaken. The need for the collection of additional data on transportation rates will be further addressed after this report, in consultation with the Congress, industry representatives, and in other public forums.

  17. Skating on Thin Ice: Evolution of Conservation in Energy Policy

    Why are we physicists so often drawn into the nexus of energy policy and governance? There are several explanations. First, we are quite accustomed to this phenomenon of ``cause and effect,'' so we instinctively examine those two ends as well as the connections between them (i.e., what happens between a lump of coal and a light bulb). That way of thinking makes energy production and consumption intiminately connected and ``conservation'' naturally becomes a technological strategy rather than an appendage. Strangely, however, ``conservation'' in our society (called ``The Cowboy Economy'' by economist Kenneth Boulding) has been widely interpreted as competitive with supply and ridiculed as only a minor option, entailing denial of an amenity. After nearly a half-century of dialogue, innovation, and frustration, the rationality of what I call the ``physics'' perspective seems to have come of age. The evolution of relevant science and technology and public policy has advanced markedly, reflected and sustained at the national level by a succession of organizations. The Congressional Office of Technology Assessment, the Federal Office of Energy Conservation, the Federal Energy Administration, the U.S. Department of Energy, and the Office of Science and Technology Policy. Not surprisingly, physicists continue to play key roles in the inculcation of science and analysis into the policy and governance. This requires, as implied by C.P. Snow, a bridging and strengthening of the thin ice between science and society. We still have a long road to travel.

    The signficant characteristics of the waste streams of representative technologies of different energy supply alternatives are reported, including coal combustion and conversion, solar, geothermal, oil sands, oil shales, and petroleum refining. The overall relationship of RCRA and energy issues was examined, with special emphasis on how RCRA's hazardous waste provisions impact with these technologies. The issues addressed were: the magnitude of energy related waste; public and private sector responses to RCRA and energy waste problems; the relationship of RCRA to other environmental and public health protection policies; the effect of RCRA on the deployment of energy supply; the role of reuse, recovery, and utilization of energy waste; and possible health and environmental effects associated with solid or hazardous wastes of various energy supply systems.

    The authors discuss the process of becoming committed to energy conservation research, then describe practical issues of field research and several data sets on household energy conservation. Their results show that taking a stand affected behavior in reducing the levels of natural gas and electricity usage, with the effect continuing even after the study ended. Although based on the assumption that homeowners were initially favorable toward energy conservation, the studies suggest that energy-related behavior is malleable and amenable to approaches familiar to psychologists. The study indicates that feedback on energy use during peak seasons could help to avoid power shortages. 16 references, 6 tables.

    The overall objective of this project was to develop an updated model Energy Conservation training program for stationary engineers. This revision to the IUOE National Training Fund’s existing Energy Conservation training curriculum is designed to enable stationary engineers to incorporate essential energy management into routine building operation and maintenance tasks. The curriculum uses a blended learning approach that includes classroom, hands-on, computer simulation and web-based training in addition to a portfolio requirement for a workplace-based learning application. The Energy Conservation training program goal is development of a workforce that can maintain new and existing commercial buildings at optimum energy performance levels. The grant start date was July 6, 2010 and the project continued through September 30, 2012, including a three month non-funded extension.

    Most of the recent discussion on the energy crisis centered around questions of social and political policy, with little systematic attention given to the economic analysis of the policy problems presented by the changing role of energy in modern economies. To fill a gap in the literature, the established techniques of microeconomics are applied to the analysis of energy resources as scarce inputs to production processes. Intended as an undergraduate course, the text emphasizes oil and gas as the primary fuel sources and is biased in favor of competition and against monopoly.     To successfully achieve biodiversity conservation, the amount of ecosystem structure available for economic production must be determined by, and subject to, conservation needs. As such, the scale of economic systems must remain within the limits imposed by the need to preserve critical ecosystems and the regenerative and waste assimilative capacities of the ecosphere. These limits are determined by biophysical criteria, yet macroeconomics involves the use of economic instruments designed to meet economic criteria that have no capacity to achieve biophysically based targets. Macroeconomic policy cannot, therefore, directly solve the biodiversity erosion crisis. Nevertheless, good macroeconomic policy is still important given that bad macroeconomy policy is likely to reduce human well-being and increase the likelihood of social upheaval that could undermine conservation efforts.     To facilitate the goal of decreasing oil imports by 10 percent by the year 2000 and 30 percent by 2010, two sections of the Energy Policy Act encourage and mandate alternative fuel vehicles in the acquisition of fleet vehicles. The first step in estimating the contribution of these mandates toward meeting the aforementioned goal entails identifying affected fleets. This paper presents a preliminary assessment of potential vehicle fleet coverage. Only a limited number of companies in the methanol, ethanol, and hydrogen industries are likely to quality for this mandate. Whereas, many of the oil producers, petroleum refiners, and electricity companies are likely to be regulated.

    Psychologists have recently begun to show interest in energy policy issues and to conduct energy-related research. The authors argue that psychology can provide valuable input to energy policy, but that its contribution has been impeded by psychologists general unfamiliarity with world and national energy systems. A behaviorally oriented analysis of the US energy system is presented, and its implications for psychological research are discussed. The analysis identifies behaviors with major conservation potential that have been little studied by psychologists. It further suggests that subdisciplines which have not attended to energy issues could make major contributions, and that psychologists could move beyond energy-conservation concerns to make important policy contributions in areas affecting energy supply. Finally, emphasis is given to the need to conduct research with an awareness of major long-term trends in national and global energy systems. 52 references, 3 tables.

    The document announces the conclusions of the EPA evaluation of the AUTOTHERM Energy Conservation System device under the provisions of Section 511 of the Motor Vehicle Information and Cost Savings Act. The evaluation of the AUTOTHERM Energy Conservation System was conducted upon the application of the manufacturer. The device allows using the vehicle's heater while parked with the engine off. Using the device is claimed to: (1) conserve fuel, (2) eliminate the exhaust pollutants that are generated when vehicle warmth is maintained by idling the engine, and, (3) lower maintenance costs. The device is also claimed to improve safety by eliminating the need to leave an unattended vehicle with its engine idling to maintain warmth. Carbon monoxide poisoning risks are also alleviated. EPA fully considered all of the information submitted by the applicant. The evaluation of the AUTOTHERM Energy Conservation System was based on that information and the results of an Air Force test project.

    The costs and effectiveness of non-regulatory options relative to those of a regulatory approach are analyzed. Nonregulatory program alternatives identified are: information and education programs, tax incentives and disincentives, and mortage and finance programs. Chapter 2 briefly reviews survey data to assess present public awareness of energy issues and energy-efficient building design. Homebuyer and homebuilder surveys are reviewed and conservation motivations are discussed. Chapter 3 examines the provision of technical and economic information to various factors affecting building design decisions. This approach assumes that the economic incentives and technical means to achieve energy conservation goals already exist but that critical information is lacking. Chapter 4 examines how adjustments to the tax structure could enhance economic incentives and counter economic disincentives for energy conservation. Qualifying buildings for tax benefits would almost certainly require certification of design energy consumption. The effectiveness of tax incentives would depend in part on dissemination of public information regarding the incentives. Chapter 5 examines subsidies, such as subsidized mortgages and loan guarantees, which lower the cost of money or other costs but do not change the market structure facing the consumer. Certification that buildings qualify for such treatment would probably be required. Chapter 6 presents recommendations based on the study's findings. (MCW)

    This Environmental Assessment (EA) on the candidate energy conservation standards for refrigerators, refrigerator-freezers, and freezers was prepared pursuant to the National Environmental Policy Act of 1969 (NEPA), regulations of the Council on Environmental Quality, Title 40, Code of Federal Regulations, Parts 1500 through 1508. The proposed energy conservation standard (Level 1) and the alternative standards are being reviewed in an energy-efficiency standards rulemaking that the Department has undertaken pursuant to the Energy Policy and Conservation Act, as amended by the National Energy Conservation Policy Act and the National Appliance Energy Conservation Act. The EA presents the associated environmental impacts from four energy conservation standards for this type of household appliance. For purposes of this EA, each standard is an alternative action and is compared to what is expected to happen if no new standards for this type of product were finalized, i.e., the no action alternative. Of the four energy conservation standard levels considered, standard level 4 has the highest level of energy efficiency and the largest environmental impact. The proposed action implementing Standard Level 1 would have the least environmental impacts, through emission reductions, of the four alternatives. The description of the standards results from the appliance energy-efficiency analyses conducted for the rulemaking. The presentation of environmental impacts for each of the alternatives appears at Section 3 of the EA.

    Historical examples illustrating the political aspects of energy policymaking focus on conventional energy sources with a potential for near-term policy conflicts: nuclear energy, petroleum, natural gas, and coal. Synthetic fuels receive considerable attention because they represent the nation's most-expensive and -ambitious energy gamble of the 1980s. There is less mention of solar technologies because they have been far less important in current energy-policy debates when compared to other energy sources. The author discusses energy conservation as a policy because he believes such a strategy can make a significant contribution to meeting future US energy needs. The book seeks a balance in describing the interaction among policy issues, government institutions, policymakers, and energy technologies in the political process.     The Building Energy Standards Program (Program) is conducted for the Department of Energy`s (DOE) Office of Codes and Standards, within the Office of Building Technologies. The Program seeks to facilitate the construction of energy efficient, cost-effective, and environmentally sound new buildings through the application of energy efficiency codes and standards. The Energy Policy Act of 1992 (EPAct) requires that the Department of Energy support the voluntary energy standards development process, advocate the use of model energy codes, and provide technical support to states and the federal government in adopting energy efficiency standards for new buildings. In meeting these requirements, Program staff work with a wide variety of stakeholders - particularly designers, builders and code officials - to base codes and standards on the application of sound scientific principles. Further, Program staff work with individuals in the federal government, states, code development organizations, and the buildings community to deploy energy efficient technologies and encourage complementary practices throughout the design and construction processes.

    Deforestation is a major driver of climate change and the major driver of biodiversity loss. Yet the essential baseline for monitoring forest cover--the global area of forests--remains uncertain despite rapid technological advances and international consensus on conserving target extents of ecosystems. Previous satellite-based estimates of global forest area range from 32.1 × 106 km2 to 41.4 × 106 km2. Here, we show that the major reason underlying this discrepancy is ambiguity in the term `forest’. Each of the >800 official definitions that are capable of satellite measurement relies on a criterion of percentage tree cover. This criterion may range from >10% to >30% cover under the United Nations Framework Convention on Climate Change. Applying the range to the first global, high-resolution map of percentage tree cover reveals a discrepancy of 19.3 × 106 km2, some 13% of Earth’s land area. The discrepancy within the tropics alone involves a difference of 45.2 Gt C of biomass, valued at US$1 trillion. To more effectively link science and policy to ecosystems, we must now refine forest monitoring, reporting and verification to focus on ecological measurements that are more directly relevant to ecosystem function, to biomass and carbon, and to climate and biodiversity.

    This annual report has been prepared for the President and Congress describing the activities carried out under the Steel and Aluminum Energy Conservation and Technology Competitiveness Act of 1988, commonly referred to as the Metals Initiative. The Act has the following purposes: (1) increase energy efficiency and enhance the competitiveness of the American steel, aluminum, and copper industries; and (2) continue research and development efforts begun under the U.S. Department of Energy (DOE) program known as the Steel Initiative. These activities are detailed in a subsequent section. Other sections describe the appropriation history, the distribution of funds through fiscal year 1996, and the estimated funds necessary to continue projects through fiscal year 1997. The Metals Initiative supported four research and development projects with the U.S. Steel industry: (1) steel plant waste oxide recycling and resource recovery by smelting, (2) electrochemical dezincing of steel scrap, (3) rapid analysis of molten metals using laser-produced plasmas, and (4) advanced process control.     The United States and other developed nations are embarking on energy policies based on several contested IPCC hypotheses: (1) Climate warming of the last 30 years is anthropogenic, caused by the emission of greenhouse (GH) gases from fossil-fuel burning. (2) Continued use of fossil fuels will double CO2 by 2050 and lead to an unacceptable rise in global temperatures and sea levels. (3) The Kyoto Protocol and unilateral steps to control GH-gas emissions may be ineffective but are essential to inducing the rest of the world (ROW) to follow suit. But if warming is of natural origin rather than anthropogenic, then proposed policy steps will not be able to stop it. Also, sea levels will continue to rise, no matter what may be causing warming. Further, many competent economists believe that a warmer climate will be beneficial, on the whole. The 4th Assessment Report (2007) of the IPCC has been criticized by some as being too conservative in its projections. Others have faulted it for pessimistic projections or for ignoring evidence that contradicts its major conclusions. Most, however, consider the report a good compendium of the current state of climate science. In view of these widely different views by experts, what energy policies make sense? We will discuss (1) control schemes, like Cap & Trade or carbon taxes; (2) alternate fuels (like ethanol, hydrogen, etc); (3) renewable energy sources (hydro, nuclear, wind, solar); (4) carbon sequestration; and (5) energy conservation and efficiency improvements.

  3. Conservation science and forest service policy for roadless areas.

    Questions persist regarding whether the science of conservation biology can successfully affect environmental decision making. One of the most prominent fields of intersection between conservation science and environmental policy is public-lands debates in the United States. I reviewed the role of conservation science in the roadless-area policies of the U.S. Forest Service. Since 1971, the Forest Service has systematically evaluated roadless areas on national forests three times, most recently during the Clinton administration's Roadless Area Conservation Review (1998-2000) (U.S. Department of Agriculture Forest Service 2000b). Drawing on the agency's environmental impact statements and supporting documents and the internal records of conservation organizations, I examined the changing goals, methodology, and outcome of roadless-area advocacy and policy Since the 1970s, conservation science has successfully informed public and administrative concern for roadless-area protection. Conservation science has transformed public discourse regarding roadless areas and has changed the scope and rationale of national conservation organizations' goals for roadless-area policy from protecting some to protecting all remaining national forest roadless areas. The Forest Service has increasingly drawn on the lessons of conservation biology to justify its methodology and its administrative recommendations to protect roadless areas. The 2000 Roadless Area Conservation Review resulted in a recommendation to protect all remaining national forest roadless areas, up from 22% of roadless areas in the first roadless review. Despite the scientific merits of recent roadless-area advocacy and policy, however such initiatives have faced political difficulties. The emphasis on large-scale, top-down, national approaches to conservation policy has rendered such policies politically problematic. PMID:16909564

    In the electricity sector, energy conservation through technological and behavioral change is estimated to have a savings potential of 123 million metric tons of carbon per year, which represents 20% of US household direct emissions in the United States. In this article, we investigate the effectiveness of nonprice information strategies to motivate conservation behavior. We introduce environment and health-based messaging as a behavioral strategy to reduce energy use in the home and promote energy conservation. In a randomized controlled trial with real-time appliance-level energy metering, we find that environment and health-based information strategies, which communicate the environmental and public health externalities of electricity production, such as pounds of pollutants, childhood asthma, and cancer, outperform monetary savings information to drive behavioral change in the home. Environment and health-based information treatments motivated 8% energy savings versus control and were particularly effective on families with children, who achieved up to 19% energy savings. Our results are based on a panel of 3.4 million hourly appliance-level kilowatt–hour observations for 118 residences over 8 mo.   1. Conservative litigation against sexual and reproductive health policies in Argentina.

    In Argentina, campaigns for the recognition of sexual and reproductive rights have sparked opposition through litigation in which the dynamics of legal action have come from self-proclaimed "pro-life" NGOs, particularly since 1998, when the conservative NGO Portal de Belén successfully achieved the banning of emergency contraception through the courts. The activities of these groups, acting as a "civil arm" of religion, are focused primarily on obstructing access to legally permissible abortions and bringing about the withdrawal of a number of recognized public policies on sexual and reproductive health, particularly the 2002 National Programme for Sexual Health and Responsible Procreation. This paper analyzes the litigation strategies of these conservative NGOs and how their use of the courts in Argentina has changed over the years. It gives examples of efforts in local courts to block individual young women from accessing legal abortion following rape, despite a ruling by the National Supreme Court of Justice in 2012 that no judicial permission is required. In spite of major advances, the renewed influence of the Catholic hierarchy in the Argentine political scene with the accession of the new Pope poses challenges to the work by feminists and women's movements to extend and consolidate sexual and reproductive rights. The scope of the study and the methodology used to identify and screen energy conservation R and D opportunities are discussed. Results of the R and D opportunities study are discussed, including a tabular summary of conservation potential and example R and D needs. General aspects of the new energy policy and its effects on the federal role in energy conservation are discussed. The potential effects of the new energy policy upon areas of applied R and D identified under previous criteria are illustrated and elements of the new federal role in energy conservation are summarized. The criteria used to evaluate each factor relative to decommissioning are based on the guidelines presented by the US Department of Energy Field Office, Richland, Environmental Restoration Division. The guidelines are consistent with the Westinghouse Hanford Company commitment to decommission Hanford Site retired facilities in the safest and most cost-effective way achievable. This document outlines the plan for managing these facilities until disposal.

  4. A statistical analysis of the energy policy act of 2005, its changes to the daylight saving program, and impact on residential energy consumption

    Government programs designed to decrease resource consumption, improve productivity and capitalize on extended daylight hours in the summer have been developed and implemented throughout the world for nearly three hundred years. In 2005, The United States government adopted an extended daylight savings program that increases the number of weeks where the country observes Daylight Saving Time (DST) from 31 to 35 weeks. The program took effect in March 2007. Arguments in support of DST programs highlight the portion of electricity consumption attributed to residential lighting in the evening hours. Adjusting clocks forward by one hour in summer months is believed to reduce electricity consumption due to lighting and therefore significantly reduce residential energy consumption during the period of DST. This paper evaluates the efficacy of the changes to DST resulting from the Energy Policy Act of 2005. The study focuses on changes to household electricity consumption during the extended four weeks of DST. Arizona, one of two states that continue to opt out of DST serves as the study's control for a comparison with neighboring states, Colorado, Nebraska, Nevada, New Mexico, Oklahoma, Texas and Utah. Results from the regression analysis of a Difference in Difference model indicate that contrary to evaluations by Congress and the Department of Energy, the four week period of Extended Daylight Saving Time does not produce a significant decrease in per capita electricity consumption in Southwestern states.

    Renters must pay the majority of energy costs either directly or in their rents. They have limited financial and legal abilities to make improvements necessary to increase substantially the energy efficiency of rental housing. This report discusses the problem of how to increase investments in energy conservation and solar energy devices for rental housing, which constitutes over one-third of US housing. As background, this report characterizes the rental-housing market, including owners' decision-making criteria. Federal, state, and local policies that affect energy-related investments in rental housing are described. Programs are divided into five major categories: (1) programs for tenants, (2) financial incentives for owners, (3) leasing of solar energy equipment, (4) mediation between tenants and landlords, and (5) regulation. The report concludes that energy and conservation programs aimed at the residential sector must disaggregate owner-occupied housing from rental housing for maximum effect. No one program is advocated since local rental-housing markets differ substantially. For improvements greater than no-cost or low-cost items, programs must be directed at rental-housing owners and not only at tenants.

    As part of the process of licensing hydroelectric projects under the jurisdiction of the Federal Energy Regulatory Commission (FERC), it is necessary to address the requirements of the National Environmental Policy Act (NEPA). NEPA requires that for any major federal action, including the issuance of a federal power license, an evaluation of the positive and negative impacts of the action be completed. Traditionally FERC staff has written the NEPA compliance document (i.e. an environmental assessment or an environmental impact statement). The Energy Policy Act of 1992 authorized FERC, when an environmental assessment was required in connection with a license application, to allow the applicant or the applicant`s consultant to prepare the draft environmental assessment and submit it with the license application in lieu of the Exhibit E, Environmental Report. Georgia Power Company (GPC) is developing its license application for the Sinclair Hydroelectric Project in Milledgeville, Georgia. In lieu of preparing the Exhibit E for the license application, GPC has contracted EA Engineering, Science, and Technology to develop a Draft Environmental Assessment. GPC was the first applicant allowed to draft an Environmental Assessment under the provisions of the Energy Policy Act.

    Debate over environmental policy often focuses on social impacts of those policies, but few empirical studies examine the impacts of environmental regulations once they are implemented. A quasi-experimental design based on survey data is used to assess the social impacts of the US Resource Conservation and Recovery Act (RCRA) on the West Virginia chemical industry. Changes in employment, manufacturing process, product line, and manufacturing costs are evaluated. RCRA seems to have produced changes in manufacturing processes, but we find no statistically significant impacts on.jobs, product line, or manufacturing costs.

An economic approach to energy decisions, while widely espoused and generally believed to be the underpinning of our system, appears not to be functioning in very-important areas. The result is enormous waste of economic and intangible resources to produce energy that could be effectively replaced by energy conservation at low costs. This inefficiency in the economic system is, in the author's judgment, far greater than is recognized either by the public or by experts. They feel it has led to an over-investment in centralized energy systems and has discouraged the use of decentralized systems that could contribute significantly in the near term to a lessening of our energy problems. There are some signs that the situation is changing, albeit rather slowly. High prices and the widespread recognition of the seriousness of our energy problems have contributed to an increasing involvement of individuals in energy decisions profoundly affecting their future. To achieve an evolution of the energy system in which decentralized technologies (and, in the near term, particularly technologies that improve the efficiency of energy use) play an important role, the government must act forcefully. This action needs to recognize and be responsive to the powerful discriminatory effect of the economic system, as it is presently constituted, against investments in energy conservation.

High prices and the widespread recognition of the seriousness of our energy problems have contributed to an increasing involvement of individuals in energy decisions profoundly affecting their future. To achieve an evolution of the energy system in which decentralized technologies (and, in the near term, particularly technologies that improve the efficiency of energy use) play an important role, the government must act forcefully. This action needs to recognize and be responsive to the powerful discriminatory effect of the economic system, as it is presently constituted, against investments in energy conservation.

    The Energy Policy Act of 1992 embraces and implements many of the actions recommended by the President in the National Energy Strategy. Independent geothermal power producers may be direct beneficiaries of 1) further deregulation of IPPs through their exemption from the provisions of the Public Utility Holding Company Act and 2) potentially freer access to utility-owned transmission facilities. However, these doors will not be fully opened to geothermal energy until this resource can compete with other fuels in cost considerations. While changes in public policy, such as inclusion of externalities in the price of power or financial penalties on carbon dioxide emissions, will level the playing field somewhat, reductions in cost will be the ultimate marketing tool. This is particularly critical in the economics of power derived from "new," as yet undiscovered reservoirs which will reflect the high costs of today's exploration methods. The Department of Energy's geothermal R&D program, in cooperation with industry, is undertaking, as described in this paper, to achieve the technology cost reductions needed to permit this resource to enjoy a status equal to or better than that of competing fuels at the utility least-cost bargaining table.

    The conservation paradigm is described here as: (1) reflecting the policy goal of energy efficiency, (2) the investment model that market barrier inhibit energy efficiency investments and (3) the emphasis of engineering estimates of market efficiency. In contrast, the economics paradigm emphasizes: (1) economic efficiency and equity, (2) market failures or market imperfections as impediments to achieving economic efficiency and (3) the behavior of markets to make efficient choices. Market barriers discourage investments in energy efficiency, but this is irrelevant for policy purposes where energy efficiency differs from economic efficiency. Where market barriers discourage economically efficient investments, they are of dubious significance for policy purposes unless they are market failures. The market barriers alleged in the conservation literature typically do not coincide with market failures. In a competitive and efficient market economy, investments judged efficient by engineering and present value calculations will not instantaneously achieve a market share of 100 percent. Barriers that delay diffusion are not necessarily appropriate for Government policy.

  11. Shrinking tropical forests, human agents of change, and conservation policy.

    Human agents of landscape transformation in the tropics affect forests differently as the forests decline in size. Five agents of change--road builders, corporate concession holders, community forest managers, park advocates, and urban consumers--have different effects on large forests in remote tropical regions than they do on remnant forests in settled agricultural regions. Because forests vary so much in size across tropical regions, these differences in the effects of agents on forests have important implications for regional conservation efforts. To make these implications explicit, I compared the effects of the five agents in regions with large forests with their effects in regions with small forests. The comparisons indicated that, as forests declined in size, new roads no longer destroyed forests, corporate loggers left the forests, community forest managers became more effective, parks became less feasible as a means of conservation, and urban consumers initiated tree planting. My results suggest that awareness about the changing effects of humans on landscapes with shrinking forests can serve as a useful tool in formulating regionally appropriate policies for conserving tropical forests.     The special environmental needs of museums and historic buildings can be met through methods that conserve energy as well. The research reported in this article is a result of a project undertaken to assess the energy conservation possibilities in such buildings. The irreplaceable nature of museum collections and the historic structures which often house them mandates that proper care be taken not to cause any irreversible damage in the process of saving energy. This article outlines specific heating, cooling and humidity control guidelines to follow, and recommends that all such buildings have an energy audit performed on their facilities. It also describes an energy use data base which has been compiled to show the actual energy consumption of museums.

  10. Interregional sharing of energy conservation targets in China: Efficiency and equity

    Energy conservation is a long-term strategic policy in China to support its economic and social development. This policy strategy is important for saving resources, protecting the environment, and ensuring the secure supply of energy to all economic activities. However, energy conservation often involves large amounts of investment and may also have dampening impacts on some local and regional economies. Moreover, energy conservation and efficiency improvement have many features of a public good. Therefore, government policy and intervention play a strong role to foster regional efforts and cooperative interregional actions on this issue. This dissertation introduces and analyzes a promising policy instrument---an interregional energy conservation-quota trading system---to help China fulfill its national energy conservation objective in an efficient and equitable way. To analyze the workings of the energy conservation-quota trading system, trading entities are first determined. In this study, statistical analyses (principal component analysis and cluster analysis) are applied to identify regional aggregations of provinces of China to act as the trading units. The marginal energy conservation cost curves of these regions are developed using engineering-economic methods and regression analysis. Simulations of interregional conservation-quota trading are undertaken after China's conservation goals in 2010 are allocated among regions according to several equity criteria. Various equity criteria are applied and analyzed in this study because of the philosophical differences in the appropriate definition of the concept. The trading simulations yield several important findings. First, the introduction of an interregional quota trading system can minimize both regional net compliance costs and national total conservation costs, irrespective of how the conservation tasks are initially allocated among regions according to different equity rules.
