A notice of proposed rulemaking that proposes identical energy efficiency standards is published elsewhere in this issue of the Federal Register. If DOE receives adverse comment and determines that such comment may provide a reasonable basis for withdrawing the direct final rule, this final rule will be withdrawn, and DOE will proceed with the proposed rule.

Why are we physicists so often drawn into the nexus of energy policy and governance? There are several explanations. First, we are quite accustomed to this phenomenon of ``cause and effect,'' so we instinctively examine those two ends as well as the connections between them (i.e., what happens between a lump of coal and a light bulb). That way of thinking makes energy production and consumption intiminately connected and ``conservation'' naturally becomes a technological strategy rather than an appendage. Strangely, however, ``conservation'' in our society (called ``The Cowboy Economy'' by economist Kenneth Boulding) has been widely interpreted as competitive with supply and ridiculed as only a minor option, entailing denial of an amenity. After nearly a half-century of dialogue, innovation, and frustration, the rationality of what I call the ``physics'' perspective seems to have come of age. The evolution of relevant science and technology and public policy has advanced markedly, reflected and sustained at the national level by a succession of organizations. The Congressional Office of Technology Assessment, the Federal Office of Energy Conservation, the Federal Energy Administration, the U.S. Department of Energy, and the Office of Science and Technology Policy. Not surprisingly, physicists continue to play key roles in the inculcation of science and analysis into the policy and governance. This requires, as implied by C.P. Snow, a bridging and strengthening of the thin ice between science and society. We still have a long road to travel.

Interregional sharing of energy conservation targets in China: Efficiency and equity

Energy conservation is a long-term strategic policy in China to support its economic and social development. This policy strategy is important for saving resources, protecting the environment, and ensuring the secure supply of energy to all economic activities. However, energy conservation often involves large amounts of investment and may also have dampening impacts on some local and regional economies. Moreover, energy conservation and efficiency improvement have many features of a public good. Therefore, government policy and intervention play a strong role to foster regional efforts and cooperative interregional actions on this issue. This dissertation introduces and analyzes a promising policy instrument---an interregional energy conservation-quota trading system---to help China fulfill its national energy conservation objective in an efficient and equitable way. To analyze the workings of the energy conservation-quota trading system, trading entities are first determined. In this study, statistical analyses (principal component analysis and cluster analysis) are applied to identify regional aggregations of provinces of China to act as the trading units. The marginal energy conservation cost curves of these regions are developed using engineering-economic methods and regression analysis. Simulations of interregional conservation-quota trading are undertaken after China's conservation goals in 2010 are allocated among regions according to several equity criteria. Various equity criteria are applied and analyzed in this study because of the philosophical differences in the appropriate definition of the concept. The trading simulations yield several important findings. First, the introduction of an interregional quota trading system can minimize both regional net compliance costs and national total conservation costs, irrespective of how the conservation tasks are initially allocated among regions according to different equity rules. This report, Energy Policy Act Transportation Study: Interim Report on Natural Gas Flows and Rates, is the second in a series mandated by Title XIII, Section 1340, ``Establishment of Data Base and Study of Transportation Rates,`` of the Energy Policy Act of 1992 (P.L. 102--486). The first report Energy Policy Act Transportation Study: Availability of Data and Studies, was submitted to Congress in October 1993; it summarized data and studies that could be used to address the impact of legislative and regulatory actions on natural gas transportation rates and flow patterns. ...The U.S. Department of Energy (DOE) is amending its energy conservation standards for small, large, and very large water-cooled and evaporatively-cooled commercial package air conditioners, and variable refrigerant flow (VRF) water-source heat pumps less than 17,000 Btu/h. DOE is adopting new energy conservation standards for computer room air conditioners and VRF water-source heat pumps with a cooling capacity at or greater than 135,000 Btu/h and less than 760,000 Btu/h. Pursuant to the Energy Policy and Conservation Act of 1975 (EPCA), as amended, DOE must assess whether the uniform national standards for these covered equipment need to be updated each time the corresponding industry standard--the American National Standards Institute (ANSI)/American Society of Heating, Refrigerating, and Air- Conditioning Engineers (ASHRAE)/Illuminating Engineering Society of North America (IESNA) Standard 90.1 (ASHRAE Standard 90.1)--is amended, which most recently occurred on October 29, 2010. The levels DOE is adopting are the same as the efficiency levels specified in ASHRAE Standard 90.1-2010. DOE has determined that the ASHRAE Standard 90.1- 2010 efficiency levels for the equipment types listed above are more stringent than existing Federal energy conservation standards and will result in economic and energy savings compared existing energy conservation standards. Furthermore, DOE has concluded that clear and convincing evidence does not exist, as would justify more-stringent standard levels than the efficiency levels in ASHRAE Standard 90.1-2010 for any of the equipment classes. DOE is also updating the current Federal test procedures or, for certain equipment, adopting new test procedures to incorporate by reference the most current versions of the relevant industry test procedures specified in ASHRAE Standard 90.1- 2010. The field of conservation genetics, when properly implemented, is a constant juggling act integrating molecular genetics, ecology, and demography with applied aspects concerning managing declining species or implementing conservation laws and policies. This young field has grown substantially since the 1980’s following development of the polymerase chain reaction and now into the genomics era. Our lab has “grown up” with the field, having worked on these issues for over three decades. Our multi-disciplinary approach entails understanding the behavior and ecology of species as well as the underlying processes that contribute to genetic viability. Taking this holistic approach provides a comprehensive understanding of factors that influence species persistence and evolutionary potential while considering annual challenges that occur throughout their life cycle. As a federal lab, we are often addressing the needs of the U.S. Fish and Wildlife Service in their efforts to list, de-list or recover species. Nevertheless, there remains an overall communication gap between research geneticists and biologists who are charged with implementing their results. Therefore, we outline the need for a National Center for Small Population Biology to ameliorate this problem and provide organizations charged with making status decisions firmer ground from which to make their critical decisions.

Four of the major models used by DOE for energy conservation analyses in the residential and commercial building sectors are reviewed and critically analyzed to determine how these models can serve as tools for DOE and its Conservation Policy Office in evaluating and quantifying their policy and program requirements. The most effective role for each model in addressing future issues of buildings energy conservation policy and analysis is assessed. Energy conservation can be approached by a variety of means grouped under those associated with varying reliance on market forces and those with reliance on public interventionist policies. The latter would not be as disruptive of lifestyle, but would impose standards and government policies for efficiency in construction materials, transportation, and other areas--and would emphasize prudent resource management rather than lower prices. Information and demonstration projects can do more to foster public acceptance of conservation than economic pressures of higher taxes and prices. The feasibility of energy savings through reduced growth rates and energy demand needs to be measured andmore » presented to the public in a way that will modify the public values of consumerism nurtured in the past. The public, for example, could decide to spend a larger proportion of income on energy demand and give up some other spending if conservation is presented solely in economic terms. Using detailed sociological and public health qualitative interview data, we demonstrate that energy poverty is more pervasive, and results in a greater energy burden for low-income tenants, than many policymakers would assume. This is due in part to a lack of funding, policy non-coordination, and a lack of understanding of the social and economic benefits of energy conservation, energy education, and flexible utility billing policies. Examining LIHEAP, weatherization, utility, and housing assistance policies, we suggest that a coordinated, regional approach to home energy and housing policy that integrates programs in each area will provide a more coherent policy solution.

The new test procedures include provisions for measuring standby mode and off mode energy consumption, and update the provisions for measuring active mode energy consumption and, for dishwashers, water consumption. This final rule also amends the certification, compliance, and enforcement requirements for dishwashers, dehumidifiers and conventional cooking products, amends certain provisions in the currently applicable dishwasher test procedure, and eliminates an obsolete energy efficiency metric in the dishwasher test procedure and provisions in the cooking products test procedure that have become obsolete due to the elimination of standing pilot lights.

Energy conservation behavioural intention: attitudes, subjective norm and self-efficacy

This paper examines the influence of attitude towards energy conservation at home, the attitude in the campus, subjective norm, and self-efficacy on energy conservation behavioural intention among students in a private university using the Theory of Planned Behaviour (TPB). Data was collected from about 194 students using a questionnaire developed from current literature on TPB. Data analysis using Smart PLS version 3.2.4 found that attitude towards energy conservation at home has an indirect significant influence on attitude towards energy conservation behavioural intention via the mediating effect of attitude towards energy conservation in the campus. Self-efficacy and subjective norm are also positively related to energy conservation intention. The study also indicates the suitability of the TPB in predicting behavioural intention through attitudes, subjective norms, and self-efficacy. Results suggest that energy education is vital in creating a positive attitude towards energy conservation while facilities managers in institutions need to formulate appropriate policies and regulations to inculcate the right attitude and behaviour towards energy saving.

Evaluation of environmental health benefits of China's building energy conservation policies: an integrated assessment on national and provincial levels.

This article evaluates the effect of energy conservation policies and carbon mitigation efforts on reducing health damage in China's building sector, which has been long ignored. The study bases on both national and provincial levels. To evaluate the health damage effect, we use domestic data by region to ensure the reliability of the evaluation. Results show that in the co-control scenario, the GDP loss saved from health benefit in 2020, 2030, and 2050 is 0.13 %, 0.16 %, and 0.23 %, respectively, compared to reference scenario. At a provincial level, extra health benefit of 16, 16, 33, 25, and 23 RMB/person can be observed for Beijing, Heilongjiang, Guangdong, Henan, and Qinghai owing to energy conservation, even with the strictest end-of-pipe control measures. The results confirm the significant effect of energy conservation efforts on reducing the health damage in China's building sector at both national and provincial levels.

Designing effective incentives for energy conservation in the public sector

Understanding why government officials behave in certain ways under particular circumstances is an important theme in political science. This research explores the design of policies and incentives targeted at public sector officials, in particular the use of market based policy tools in a non-market environment, and the influence of that organizational environment on the effectiveness of the policy. The research examines the case of Department of Defense (DoD) facility energy management. DoD energy policy includes a provision for the retention of savings generated by conservation activities: two-thirds of the savings is retained at the installation generating the savings, half to used for further investment in energy conservation, and half to be used for general morale, welfare, and recreation activities. This policy creates a financial incentive for installation energy managers to establish higher quality and more active conservation programs. A formal written survey of installation energy managers within DoD was conducted, providing data to test hypotheses regarding policy effectiveness and factors affecting policy implementation. Additionally, two detailed implementation case studies were conducted in order to gain further insights. Results suggest that policy design needs to account for the environment within which the policy will be implemented, particularly organizational culture and standard operating procedures. The retention of savings policy failed to achieve its intended outcome---retention of savings for re-investment in energy conservation---because the role required of the financial management community was outside its normal mode of operation and interests and the budget process for allocating resources did not include a mechanism for retention of savings. There is increasing concern about the conservation status of sharks. However, the presence of numerous different (and potentially mutually exclusive) policies complicates management implementation and public understanding of the process. We distributed an online survey to members of the largest professional shark and ray research societies to assess member knowledge of and attitudes toward different conservation policies. Questions covered society member opinions on conservation and management policies, personal histories of involvement in advocacy and management, and perceptions of the approach of conservation nongovernmental organizations (NGOs) to shark conservation. One hundred and two surveys were completed (overall response rate 21%). Respondents considered themselves knowledgeable about and actively involved in conservation and management policy; a majority believed scientists have a responsibility to advocate for conservation (75%), and majorities have sent formal public comments to policymakers (54%) and included policy suggestions in their papers (53%). They believe sustainable shark fisheries are possible, are currently happening today (in a few places), and should be the goal instead of banning fisheries. Respondents were generally less supportive of newer limit-based (i.e., policies that ban exploitation entirely without a species-specific focus) conservation policy tools, such as shark sanctuaries and bans on the sale of shark fins, than of target-based fisheries management tools (i.e., policies that allow for sustainable harvest of species whose populations can withstand it), such as fishing quotas. Respondents were generally supportive of environmental NGO efforts to conserve sharks but raised concerns about some NGOs that they perceived as using incorrect information and focusing on the wrong problems. To successfully achieve biodiversity conservation, the amount of ecosystem structure available for economic production must be determined by, and subject to, conservation needs. As such, the scale of economic systems must remain within the limits imposed by the need to preserve critical ecosystems and the regenerative and waste assimilative capacities of the ecosphere. These limits are determined by biophysical criteria, yet macroeconomics involves the use of economic instruments designed to meet economic criteria that have no capacity to achieve biophysically based targets. Macroeconomic policy cannot, therefore, directly solve the biodiversity erosion crisis. Nevertheless, good macroeconomic policy is still important given that bad macroeconomy policy is likely to reduce human well-being and increase the likelihood of social upheaval that could undermine conservation efforts.

How research-prioritization exercises affect conservation policy.

Conservation scientists are concerned about the apparent lack of impact their research is having on policy. By better aligning research with policy needs, conservation science might become more relevant to policy and increase its real-world salience in the conservation of biological diversity. Consequently, some conservation scientists have embarked on a variety of exercises to identify research questions that, if answered, would provide the evidence base with which to develop and implement effective conservation policies. I synthesized two existing approaches to conceptualizing research impacts. One widely used approach classifies the impacts of research as conceptual, instrumental, and symbolic. Conceptual impacts occur when policy makers are sensitized to new issues and change their beliefs or thinking. Instrumental impacts arise when scientific research has a direct effect on policy decisions. The use of scientific research results to support established policy positions are symbolic impacts. The second approach classifies research issues according to whether scientific knowledge is developed fully and whether the policy issue has been articulated clearly. I believe exercises to identify important research questions have objectives of increasing the clarity of policy issues while strengthening science-policy interactions. This may facilitate the transmission of scientific knowledge to policy makers and, potentially, accelerate the development and implementation of effective conservation policy. Other, similar types of exercises might also be useful. For example, identification of visionary science questions independent of current policy needs, prioritization of best practices for transferring scientific knowledge to policy makers, and identification of questions about human values and their role in political processes could all help advance real-world conservation science. Water and energy resources are intrinsically linked, yet they are managed separately--even in the water-scarce American southwest. This study develops a spatially explicit model of water-energy interdependencies in Arizona and assesses the potential for cobeneficial conservation programs. The interdependent benefits of investments in eight conservation strategies are assessed within the context of legislated renewable energy portfolio and energy efficiency standards. The cobenefits of conservation are found to be significant. Water conservation policies have the potential to reduce statewide electricity demand by 0.82-3.1%, satisfying 4.1-16% of the state's mandated energy-efficiency standard. Adoption of energy-efficiency measures and renewable generation portfolios can reduce nonagricultural water demand by 1.9-15%. These conservation cobenefits are typically not included in conservation plans or benefit-cost analyses. Many cobenefits offer negative costs of saved water and energy, indicating that these measures provide water and energy savings at no net cost. Because ranges of costs and savings for water-energy conservation measures are somewhat uncertain, future studies should investigate the cobenefits of individual conservation strategies in detail. Although this study focuses on Arizona, the analysis can be extended elsewhere as renewable portfolio and energy efficiency standards become more common nationally and internationally.

The analysis starts with an explanation of the barriers to energy conservation in the residential and commercial sectors. Individual policy instruments are described and evaluated with respect to energy conservation, economic efficiency, equity, political impacts, and implementation and other transitional impacts. State Energy Resources Conservation and Development Commission (PG&E), the court decided that the Atomic Energy Act of 1954, as amended (the Act), did not preempt a California state law that established a moratorium on commercial nuclear power plant construction. Kerr-McGee Corporation, the Court also decided that the Act did not preempt a claim for damages under state tort law for radiologicalmore » injuries suffered in a nuclear fuel facility regulated by the United States Nuclear Regulatory Commission (NRC). The two decisions redefined the extent of federal preemption, under the Act and other federal law, of nuclear plant regulation as well as the extend of state regulation of nuclear plants. In the eight years since PG&E and Silkwood, numerous other developments have eroded further the breadth of federal preemption of commercial nuclear power plant regulation. This Article explores the developments, since PG&E and Silkwood, that have expanded further the scope of state and local regulation of commercial nuclear power plants. Specifically, the Article first identifies the extent of state and local participation in nuclear power regulation provided by the Act and other federal loan relevant to commercial nuclear power. Second, it discusses in detail the PG&E and Silkwood decisions. With about half the world's human population and booming economies, Asia faces numerous challenges to its biodiversity. The Asia Section of the Society for Conservation Biology has identified some key policy issues in which significant progress can be made. These include developing new sources of funding for forest conservation; identifying potential impacts of energy alternatives on the conservation of biodiversity; curbing the trade in endangered species of plants and animals; a special focus on the conservation of mountain biodiversity; enhancing relevant research; ensuring that conservation biology contributes to major international conventions and funding mechanisms; using conservation biology to build a better understanding of zoonotic diseases; more effectively addressing human-animal conflicts; enhancing community-based conservation; and using conservation biology to help address the pervasive water-deficit problems in much of Asia. These challenges can be met through improved regional cooperation among the relevant stakeholders.

In the area of energy efficiency, advanced technologies combined with best practices appear to afford not only large, but also cost-effective options to conserve energy and reduce greenhouse gas emissions (McKinsey & Company, 2007). In practice, however, the realization of this potential has often proven difficult. Progress appears to require large numbers of individuals to act knowledgeably, and each individual must often act with enabling assistance from others. Even when consumer education is effective and social norms are supportive, the actions of individuals and businesses can be impeded by a broad range of barriers, many of which are non-technical inmore » nature. Title XVI of the Energy Policy Act of 2005 included a mandate to examine barriers to progress and make recommendations in this regard. A detailed report on barriers as well as the National strategy for overcoming barriers met this requirement (Brown et al, 2008; CCCSTI, 2009). Following up on this mandate, the U.S. Climate Change Technology Program (CCTP) chose to focus next on the development of policy options to improve energy efficiency in residential buildings, with supporting analysis of pros and cons, informed in part by behavioral research. The case for policy-relevant conservation science.

Drawing on the "evidence-based" (Sutherland et al. 2013) versus "evidence-informed" debate (Adams & Sandbrook 2013), which has become prominent in conservation science, I argue that science can be influential if it holds a dual reference (Lentsch & Weingart 2011) that contributes to the needs of policy makers whilst maintaining technical rigor. In line with such a strategy, conservation scientists are increasingly recognizing the usefulness of constructing narratives through which to enhance the influence of their evidence (Leslie et al. 2013; Lawton & Rudd 2014). Yet telling stories alone is rarely enough to influence policy; instead, these narratives must be policy relevant. To ensure that evidence is persuasive alongside other factors in a complex policy-making process, conservation scientists could follow 2 steps: reframe within salient political contexts and engage more productively in boundary work, which is defined as the ways in which scientists "construct, negotiate, and defend the boundary between science and policy" (Owens et al. 2006:640). These will both improve the chances of evidence-informed conservation policy. © 2015 The Authors. Residential energy consumption and conservation programs: A systematic approach to identify inefficient households, provide meaningful feedback, and prioritize homes for conservation intervention

There are three main objectives for residential energy conservation policies: to reduce the use of fossil fuels, reduce greenhouse gas emissions, and reduce the energy costs seen by the consumer (U.S. Department of Energy: Strategic Objectives, 2006). A prominent difficulty currently facing conservation policy makers and program managers is how to identify and communicate with households that would be good candidates for conservation intervention, in such a way that affects a change in consumption patterns and is cost-effective. This research addresses this issue by separating the problem into three components: how to identify houses that are significantly more inefficient than comparable households; how to find the maximum financially-feasible investment in energy efficiency for a household in order to reduce annual energy costs and/or improve indoor comfort; and how to prioritize low-income households for a subsidized weatherization program. Each component of the problem is presented as a paper prepared for publication. Household consumption related to physical house efficiency, thermostat settings, and daily appliance usage is studied in the first and second paper by analyzing natural gas utility meter readings associated with over 10,000 households from 2001-2006. A rich description of a house's architectural characteristics and household demographics is attained by integrating publicly available databases based on the house address. This combination of information allows for the largest number of individual households studied at this level of detail to date. The third paper uses conservation program data from two natural gas utilities that administer and sponsor the program; over 1,000 weatherized households are included in this sample. This research focuses on natural gas-related household conservation. However, the same principles and methods could be applied for electricity-related conservation programs. Portrait of a pragmatic conservative: Senator James A. McClure of Idaho and the politics of United States energy and Middle Eastern affairs, 1967--1990

This dissertation examines the political career of Senator James A. McClure as it relates to United States energy policy and Middle Eastern affairs, 1967-1990 and within the context of the modern (post-World War II) conservative movement. A pragmatic conservative, McClure sought a balance between the extremes of issues, especially as they related to energy and United States foreign policy toward the Arab-Israeli conflict in the Middle East. More often than not, this quiet senator from Idaho was the voice of reason and moderation, carefully analyzing all sides of the issue before submitting his views on the subject. His approach to energy policy represents his conservative expression of policy, while his approach to the Arab-Israeli conflict in the Middle East demonstrates his moderation, reason, and pragmatism. He called for a national energy plan that would promote domestic production of natural energy resources, energy conservation, and peace in the Middle East. He early warned that if the United States did not develop a comprehensive energy policy, the nation would soon face energy shortages. His cautionary statements went unnoticed until the first energy crisis in 1973 and 1974. Although McClure did not support reliance on imported oil to meet energy demand, he did advocate a change in direction in foreign policy. The United States must take a more even-handed approach to the Arab-Israeli conflict and consider the Arab position too in the historic debate. He continually urged a pro-Israeli congress to rethink its policies in this area. In addition to his senate duties, McClure acted as an unofficial goodwill ambassador to many of the Arab leaders in the Middle East. He made at least nine trips to the Middle East to discuss issues of energy, trade, peace, and war. He developed a working rapport with some Arab leaders, and did much to enhance the United States image in the region. He did this at a time in American history when Congress and the public were slow to

There is increasing recognition among conservation scientists that long-term conservation outcomes could be improved through better integration of evolutionary theory into management practices. Despite concerns that the importance of key concepts emerging from evolutionary theory (i.e., evolutionary principles and processes) are not being recognized by managers, there has been little effort to determine the level of integration of evolutionary theory into conservation policy and practice. We assessed conservation policy at 3 scales (international, national, and provincial) on 3 continents to quantify the degree to which key evolutionary concepts, such as genetic diversity and gene flow, are being incorporated into conservation practice. We also evaluated the availability of clear guidance within the applied evolutionary biology literature as to how managers can change their management practices to achieve better conservation outcomes. Despite widespread recognition of the importance of maintaining genetic diversity, conservation policies provide little guidance about how this can be achieved in practice and other relevant evolutionary concepts, such as inbreeding depression, are mentioned rarely. In some cases the poor integration of evolutionary concepts into management reflects a lack of decision-support tools in the literature. Where these tools are available, such as risk-assessment frameworks, they are not being adopted by conservation policy makers, suggesting that the availability of a strong evidence base is not the only barrier to evolutionarily enlightened management. We believe there is a clear need for more engagement by evolutionary biologists with policy makers to develop practical guidelines that will help managers make changes to conservation practice. There is also an urgent need for more research to better understand the barriers to and opportunities for incorporating evolutionary theory into conservation practice. © 2016 Society for Conservation

The signficant characteristics of the waste streams of representative technologies of different energy supply alternatives are reported, including coal combustion and conversion, solar, geothermal, oil sands, oil shales, and petroleum refining. The overall relationship of RCRA and energy issues was examined, with special emphasis on how RCRA's hazardous waste provisions impact with these technologies. Increasing energy and housing demands are impacting wildlife populations throughout western North America. Greater sage-grouse (Centrocercus urophasianus), a species known for its sensitivity to landscape-scale disturbance, inhabits the same low elevation sage-steppe in which much of this development is occurring. Wyoming has committed to maintain sage-grouse populations through conservation easements and policy changes that conserves high bird abundance "core" habitat and encourages development in less sensitive landscapes. In this study, we built new predictive models of oil and gas, wind, and residential development and applied build-out scenarios to simulate future development and measure the efficacy of conservation actions for maintaining sage-grouse populations. Increasing energy and housing demands are impacting wildlife populations throughout western North America. Greater sage-grouse (Centrocercus urophasianus), a species known for its sensitivity to landscape-scale disturbance, inhabits the same low elevation sage-steppe in which much of this development is occurring. Wyoming has committed to maintain sage-grouse populations through conservation easements and policy changes that conserves high bird abundance “core” habitat and encourages development in less sensitive landscapes. In this study, we built new predictive models of oil and gas, wind, and residential development and applied build-out scenarios to simulate future development and measure the efficacy of conservation actions for maintaining sage-grouse populations. The Conservation Nexus: Valuing Interdependent Water and Energy Savings in Phoenix, Arizona

Energy and water resources are intrinsically linked, yet they are managed separately--even in the water-scarce American southwest. This study develops a spatially-explicit model of water-energy interdependencies in Arizona, and assesses the potential for co-beneficial conservation programs. Arizona consumes 2.8% of its water demand for thermoelectric power and 8% of its electricity demand for water infrastructure--roughly twice the national average. The interdependent benefits of investments in 7 conservation strategies are assessed. Deployment of irrigation retrofits and new reclaimed water facilities dominate potential water savings, while residential and commercial HVAC improvements dominate energy savings. Water conservation policies have the potential to reduce statewide electricity demand by 1.0-2.9%, satisfying 5-14% of mandated energy-efficiency goals. Likewise, adoption of energy-efficiency measures and renewable generation portfolios can reduce non-agricultural water demand by 2.0-2.6%. These co-benefits of conservation investments are typically not included in conservation plans or benefit-cost analyses. Residential water conservation measures produce significant water and energy savings, but are generally not cost-effective at current water prices. An evaluation of the true cost of water in Arizona would allow future water and energy savings to be compared objectively, and would help policymakers allocate scarce resources to the highest-value conservation measures. It reviews the results of about 200 studies and presents them in a form usable by program designers, researchers, and auditors in the field. The book analyzes three ways to motivate people to change their behavior: antecedent communications, consequences, and social influences. The Energy Policy and Conservation Act as amended (P.L. 94-163), establishes energy conservation standards for 12 of the 13 types of consumer products specifically covered by the Act. The legislation requires the Department of Energy (DOE) to consider new or amended standards for these and other types of products at specified times. This Technical Support Document presents the methodology, data and results from the analysis of the energy and economic impacts of standards on dishwashers, clothes washers, and clothes dryers. The economic impact analysis is performed in five major areas: An Engineering Analysis, which establishes technical feasibility and product attributesmore » including costs of design options to improve appliance efficiency. A Consumer Analysis at two levels: national aggregate impacts, and impacts on individuals. This document presents the final report of a study of residential energy use in Caracas, the capital of Venezuela. It contains the findings of a household energy-use survey held in Caracas in 1988 and examines options for introducing energy conservation measures in the Venezuelan residential sector. Oil exports form the backbone of the Venezuelan economy. Improving energy efficiency in Venezuela will help free domestic oil resources that can be sold to the rest of the world. Energy conservation will also contribute to a faster recovery of the economy by reducing the need for major investments in new energy facilities, allowingmore » the Venezuelan government to direct its financial investments towards other areas of development. Local environmental benefits will constitute an important additional by-product of implementing energy-efficiency policies in Venezuela. Caracas`s residential sector shows great potential for energy conservation. Household energy use per capita average 6.5 GJ/per year which is higher than most cities in developing countries; most of this energy is used for cooking. Concern over climate change has led the U.S. to consider a cap-and-trade system to regulate emissions. Here we illustrate the land-use impact to U.S. habitat types of new energy development resulting from different U.S. energy policies. We estimated the total new land area needed by 2030 to produce energy, under current law and under various cap-and-trade policies, and then partitioned the area impacted among habitat types with geospatial data on the feasibility of production. The land-use intensity of different energy production techniques varies over three orders of magnitude, from 1.9-2.8 km(2)/TW hr/yr for nuclear power to 788-1000 km(2)/TW hr/yr for biodiesel from soy. In all scenarios, temperate deciduous forests and temperate grasslands will be most impacted by future energy development, although the magnitude of impact by wind, biomass, and coal to different habitat types is policy-specific. Regardless of the existence or structure of a cap-and-trade bill, at least 206,000 km(2) will be impacted without substantial increases in energy efficiency, which saves at least 7.6 km(2) per TW hr of electricity conserved annually and 27.5 km(2) per TW hr of liquid fuels conserved annually. Climate policy that reduces carbon dioxide emissions may increase the areal impact of energy, although the magnitude of this potential side effect may be substantially mitigated by increases in energy efficiency. The possibility of widespread energy sprawl increases the need for energy conservation, appropriate siting, sustainable production practices, and compensatory mitigation offsets.

Habitat destruction and infectious disease are dual threats to nature and people. The potential to simultaneously advance conservation and human health has attracted considerable scientific and popular interest; in particular, many authors have justified conservation action by pointing out potential public health benefits . One major focus of this debate—that biodiversity conservation often decreases infectious disease transmission via the dilution effect—remains contentious. Studies that test for a dilution effect often find a negative association between a diversity metric and a disease risk metric, but how such associations should inform conservation policy remains unclear for several reasons. For one, diversity and infection risk have many definitions, making it possible to identify measures that conform to expectations. Furthermore, the premise that habitat destruction consistently reduces biodiversity is in question, and disturbance or conservation can affect disease in many ways other than through biodiversity change. To date, few studies have examined the broader set of mechanisms by which anthropogenic disturbance or conservation might increase or decrease infectious disease risk to human populations. Due to interconnections between biodiversity change, economics and human behaviour, moving from ecological theory to policy action requires understanding how social and economic factors affect conservation.This Theme Issue arose from a meeting aimed at synthesizing current theory and data on ‘biodiversity, conservation and infectious disease’ (4–6 May 2015). Supporting data for a policy review to determine how the multifamily buildings subsector is responding to market signals was sought. What role, if any, the federal government should play in encouraging conservation in multifamily buildings is discussed. The policy review seeks to develop an understanding of the current level of and trends in energy conservation activity in multifamily housing. The availability of the required data is determined and information in a form which facilitates its use by policy analysts is compiled. The results are presented in four parts. Part I provides an overview. Part II presents, in tabular form, the cost of selected retrofit items and the resulting energy and cost savings. As an aid to understanding the data in Part II, the salient assumptions underlying the data are also included in this part. Part III describes how the data in Part II were developed.

Mexico's wetlands support a tremendous biological diversity and provide significant natural resource benefits to local communities. Because they are also critical stopover and wintering grounds for much of North America's waterfowl and other migratory birds, Mexico has become an important participant in continental efforts to conserve these resources through the North American Wetlands Conservation Act. Funding from the Act has supported partnerships in a number of Mexico's priority wetlands to conduct data analyses and dissemination, mapping, environmental education, wetland restoration, development of sustainable economic alternatives for local people, and reserve planning and management. These partnerships, with the close involvement of Mexico's Federal Government authority, the Instituto Nacional de Ecologia, have advanced conservation in a uniquely Mexican model that differs from that employed in the United States and Canada.

Energy conservation is seen as a complex mix of economic and moral considerations, which should be applied to specific strategies for changing waste handling, lifestyle, growth, etc., after meaningful payoffs have been researched and identified. The author recommends measuring energy conservation in terms of primary energy resources saved, and evaluating changes in consumption patterns on the basis of indirect as well as direct energy use. Stochastic Routing and Scheduling Policies for Energy Harvesting Communication Networks

In this paper, we study the joint routing-scheduling problem in energy harvesting communication networks. Our policies, which are based on stochastic subgradient methods on the dual domain, act as an energy harvesting variant of the stochastic family of backpresure algorithms. Specifically, we propose two policies: (i) the Stochastic Backpressure with Energy Harvesting (SBP-EH), in which a node's routing-scheduling decisions are determined by the difference between the Lagrange multipliers associated to their queue stability constraints and their neighbors'; and (ii) the Stochastic Soft Backpressure with Energy Harvesting (SSBP-EH), an improved algorithm where the routing-scheduling decision is of a probabilistic nature. For both policies, we show that given sustainable data and energy arrival rates, the stability of the data queues over all network nodes is guaranteed. Numerical results corroborate the stability guarantees and illustrate the minimal gap in performance that our policies offer with respect to classical ones which work with an unlimited energy supply.

Energy Sprawl or Energy Efficiency: Climate Policy Impacts on Natural Habitat for the United States of America

Concern over climate change has led the U.S. to consider a cap-and-trade system to regulate emissions. Here we illustrate the land-use impact to U.S. habitat types of new energy development resulting from different U.S. energy policies. We estimated the total new land area needed by 2030 to produce energy, under current law and under various cap-and-trade policies, and then partitioned the area impacted among habitat types with geospatial data on the feasibility of production. The land-use intensity of different energy production techniques varies over three orders of magnitude, from 1.9–2.8 km2/TW hr/yr for nuclear power to 788–1000 km2/TW hr/yr for biodiesel from soy. In all scenarios, temperate deciduous forests and temperate grasslands will be most impacted by future energy development, although the magnitude of impact by wind, biomass, and coal to different habitat types is policy-specific. Regardless of the existence or structure of a cap-and-trade bill, at least 206,000 km2 will be impacted without substantial increases in energy efficiency, which saves at least 7.6 km2 per TW hr of electricity conserved annually and 27.5 km2 per TW hr of liquid fuels conserved annually. Climate policy that reduces carbon dioxide emissions may increase the areal impact of energy, although the magnitude of this potential side effect may be substantially mitigated by increases in energy efficiency. In this article, the authors take inspiration from Engels's 1845 account of the social murder committed by British capitalists to assess the contemporary impact of conservative economic policy, which they define as policies designed to maximize the accumulation of profit while socializing the associated risks and costs. Conservative economists argue that if their policy prescription is followed, it will produce broad-based economic benefits including more rapid growth, higher incomes, less illness, and, even, more democracy. The authors contrast the myth of conservative economic policy with the reality. What conservative economic policy has actually accomplished is a redistribution of wealth and power away from the vast majority of the population to firms and their owners. The effects of these policies on citizens and workers have been socially determined economic instability, unemployment, poverty, inequality, dangerous products, and infectious and chronic disease.

China’s energy saving policy of phase-out of incandescent lamps have been introduced and a comprehensive evaluation framework has been put forward. The impact of the implementation of the policy on manufacturing enterprises and places of sale, lighting industry and domestic and foreign markets, as well as the effect of energy conservation and emission reduction have been analyzed from micro, meso and macro layers. The research results show that, under the guidance of the policy, the orderly product mix transformation has been seen in incandescent lamp manufacturing enterprises, incandescent lamps gradually exit the Chinese mainstream lighting product market, and the energy conservation and emission reduction effect is remarkable.

Energy efficiency isn't just a good idea; it's a necessity, both for cost reasons and to meet federal regulatory requirements. First, rising energy unit costs continue to erode NASA's mission budget. NASA spent roughly $156M on facility energy in FY 2007. Although that represents less than one per cent of NASA's overall annual budget, the upward trend in energy costs concerns the agency. While NASA reduced consumption 13%, energy unit costs have risen 63%. Energy cost increases counteract the effects of energy conservation, which results in NASA buying less yet spending more. The second factor is federal energy legislation. The National Energy Conservation Policy Act, as amended by the Energy Policy Act of 2005, Executive Order (EO) 13423 (January, 2007), and the Energy Independence and Security Act (December, 2007), mandates energy/water conservation goals for all federal agencies, including NASA. There are also reporting requirements associated with this legislation. The Energy/Water Management Task was created to support NASA Headquarters Environmental Management Division (HO EMD) in meeting these requirements. With assistance from TEERM, HQ EMD compiled and submitted the NASA Annual Report to the Department of Energy FY 2007. The report contains information on how NASA is meeting federally mandated energy and water management goals. TEERM monitored input for timeliness, errors, and conformity to the new energy/water reporting guidelines and helped compile the information into the final report. TEERM also assists NASA Energy/Water Management with proposal and award calls, updates to the energy/water management database, and facilitating communication within the energy/water management community. TEERM is also supporting NASA and the Interagency Working Group (IWG) on Hydrogen and Fuel Cells. ...On September 14, 2011, the U.S. Department of Energy (DOE) issued a notice of proposed rulemaking (NOPR) to amend the test procedures for general service fluorescent lamps (GSFLs), general service incandescent lamps (GSILs), and incandescent reflector lamps (IRLs). That proposed rulemaking serves as the basis for today's action. DOE is amending its test procedures for GSFLs and GSILs established under the Energy Policy and Conservation Act (EPCA). DOE is not amending in this final rule the existing test procedure for IRLs established under EPCA. For GSFLs and GSILs, DOE is updating several references to the industry standards referenced in DOE's test procedures. DOE is also establishing a lamp lifetime test procedure for GSILs. These test procedures also provide the protocols upon which the Federal Trade Commission bases its energy guide label for these products. DOE's review of the GSFL, GSIL, and IRL test procedures fulfills the EPCA requirement that DOE review test procedures for all covered products at least once every seven years.

Modern money theory and ecological tax reform: A functional finance approach to energy conservation

This dissertation contributes to heterodox economics by developing a theoretical and policy-relevant link that will promote the conservation of energy while driving the value of the domestic currency. The analysis relies upon the theoretical foundation of modern money theory and functional finance, which states that "taxes-drive-money" where the value of a sovereign nation's currency is imputed through the acceptance by the sovereign nation of the currency in payment of taxation. This theoretical perspective lends itself to various public policy prescriptions, such as government employment policies or the employer of last resort (ELR), which has been discussed at length elsewhere (Wray 1998; Tcherneva 2007, Forstater 2003). This research contributes to this overall program by arguing that the basis for taxation under modern money theory allows public policy makers various alternatives regarding the make-up of the tax system in place. In particular, following functional finance, taxes do not have the sole purpose of paying for government spending, but rather drive the value of the currency and may be designed to perform other functions as well, such as penalizing socially undesirable behavior. The focus in this dissertation is on the amelioration of pollution and increasing energy conservation. The research question for this dissertation is this: what federally implemented tax would best serve the multiple criteria of 1) driving the value of the currency, 2) promoting energy conservation and 3) ameliorating income and wealth disparities inherent in a monetary production economy? This dissertation provides a suggestion for such a tax that would be part of a much larger overall policy program based upon the tenets of modern money theory and functional finance. Additionally, this research seeks to provide an important theoretical contribution to the emerging Post Keynesian and ecological economics dialog.

Dependent on imported oil for over 90 percent of its commercial energy requirements in 1973, the Philippines initiated one of the most aggressive energy development and conservation programs in the developing world. In the electricity sector, energy conservation through technological and behavioral change is estimated to have a savings potential of 123 million metric tons of carbon per year, which represents 20% of US household direct emissions in the United States. In this article, we investigate the effectiveness of nonprice information strategies to motivate conservation behavior. We introduce environment and health-based messaging as a behavioral strategy to reduce energy use in the home and promote energy conservation. Energy justice and U.S. energy policy: Case study applications exploring U.S. energy policy through an energy justice framework

This thesis presents three examples of U.S. energy policy and demonstrates how these policies violate the principles of energy justice. First, requiring only Federal agencies to obtain a percentage of energy production from renewables violates the distributive energy justice principle through a lack of a federal renewable energy policy which distributes the potential for unequal electrical grid failure to populations. Second, U.S. energy policy violates the procedural energy justice principle through inequitable participation and poor knowledge dissemination that, in some cases, contributes to stagnant renewable targets during the decision-making process and inequitable distribution of the benefits associated with renewable energy arguably resulting from differential representation of economic groups in policy decision making. Third, the United States' continued reliance on and subsidization of fossil fuel extraction and use, violates the prohibitive energy justice principle by causing physical harm to humans and the environment. Finally, a lack of federal renewable energy policy hinders comprehensive energy policy including diversifying the U.S. renewable energy portfolios. Considering energy policy through the framework of energy justice offers a means of evaluating existing policy and can improve future energy policy decision-making. Demanding energy justice ensures that all populations have equitable distribution, participation, and access to affordable, efficient, and clean energy technologies that contribute to obtaining basic needs.

This report highlights a model of environmental management that appears to work in the current political and economic context of Pakistan. The model focuses on energy conservation. This evaluation examines how the U.S. Agency for International Development (A.I.D.) has assisted Pakistan in using market forces to promote the adoption of energy conservation practices and technologies. The central operating hypothesis of the evaluation is that the adoption of energy conservation practices and technologies responds to market incentives. The field study concludes that the Pakistani program of energy conservation activities, set in motion with A.I.D. support, cannot easily be reversed. The three basic modes of energy conservation are identified as demand reduction, increased efficiency and substitution for scarce fuels. Direct and indirect load management objectives are to reduce peak loads and have future growth in electricity requirements in such a manner to cause more of it to fall off the system's peak. In this paper, an overview of proposed and implemented load management options is presented. Europe is a region of relatively high population density and productive agriculture subject to substantial government intervention under the Common Agricultural Policy (CAP). Many habitats and species of high conservation interest have been created by the maintenance of agricultural practices over long periods. These practices are often no longer profitable, and nature conservation initiatives require government support to cover the cost for them to be continued. The CAP has been reformed both to reduce production of agricultural commodities at costs in excess of world prices and to establish incentives for landholders to adopt voluntary conservation measures. A separate nature conservation policy has established an extensive series of protected sites (Natura 2000) that has, as yet, failed to halt the loss of biodiversity. Additional broader scale approaches have been advocated for conservation in the wider landscape matrix, including the alignment of agricultural and nature conservation policies, which remains a challenge. Possibilities for alignment include further shifting of funds from general support for farmers toward targeted payments for biodiversity goals at larger scales and adoption of an ecosystem approach. The European response to the competing demands for land resources may offer lessons globally as demands on rural land increase. © 2015 Society for Conservation Biology.

Improving building energy efficiency in India: State-level analysis of building energy efficiency policies

India is expected to add 40 billion m2 of new buildings till 2050. Buildings are responsible for one third of India’s total energy consumption today and building energy use is expected to continue growing driven by rapid income and population growth. The implementation of the Energy Conservation Building Code (ECBC) is one of the measures to improve building energy efficiency. Using the Global Change Assessment Model, this study assesses growth in the buildings sector and impacts of building energy policies in Gujarat, which would help the state adopt ECBC and expand building energy efficiency programs. Without building energy policies, buildingmore » energy use in Gujarat would grow by 15 times in commercial buildings and 4 times in urban residential buildings between 2010 and 2050. ECBC improves energy efficiency in commercial buildings and could reduce building electricity use in Gujarat by 20% in 2050, compared to the no policy scenario. Having energy codes for both commercial and residential buildings could result in additional 10% savings in electricity use. To achieve these intended savings, it is critical to build capacity and institution for robust code implementation.« less

In the United States, as elsewhere, a growing debate pits national energy policy and homeland security against biological conservation. In rural communities the extraction of fossil fuels is often encouraged because of the employment opportunities it offers, although the concomitant itinerant workforce is often associated with increased wildlife poaching. We explored possible positive and negative factors associated with energy extraction in the Greater Yellowstone Ecosystem (GYE), an area known for its national parks, intact biological diversity, and some of the New World's longest terrestrial migrations. Specifically, we asked whether counties with different economies-recreation (ski), agrarian (ranching or farming), and energy extractive (petroleum)-differed in healthcare (gauged by the abundance of hospital beds) and in the frequency of sexual predators. The absolute and relative frequency of registered sex offenders grew approximately two to three times faster in areas reliant on energy extraction. Healthcare among counties did not differ. The strong conflation of community dishevel, as reflected by in-migrant sexual predators, and ecological decay in Greater Yellowstone is consistent with patterns seen in similar systems from Ecuador to northern Canada, where social and environmental disarray exist around energy boomtowns. In our case, that groups (albeit with different aims) mobilized campaigns to help maintain the quality of rural livelihoods by protecting open space is a positive sign that conservation can matter, especially in the face of rampant and poorly executed energy extraction projects. Our findings further suggest that the public and industry need stronger regulatory action to instill greater vigilance when and where social factors and land conversion impact biological systems.

Europe's dependence on imported oil, depletion of North Sea oil after 1990, and the relation of economic growth to energy costs combine to make a comprehensive energy policy for Europe imperative. Dr. Guido Brunner, the new commissioner of energy affairs for the Common Market (EEC) sees a widening gap in energy costs compared to all major industrial competitors except Japan unless a policy is developed. Many drivers of mangrove forest loss operate over large scales and are most effectively addressed by policy interventions. However, conflicting or unclear policy objectives exist at multiple tiers of government, resulting in contradictory management decisions. To address this, we considered four approaches that are being used increasingly or could be deployed in Southeast Asia to ensure sustainable livelihoods and biodiversity conservation. First, a stronger incorporation of mangroves into marine protected areas (that currently focus largely on reefs and fisheries) could resolve some policy conflicts and ensure that mangroves do not fall through a policy gap. Second, examples of community and government comanagement exist, but achieving comanagement at scale will be important in reconciling stakeholders and addressing conflicting policy objectives. Third, private-sector initiatives could protect mangroves through existing and novel mechanisms in degraded areas and areas under future threat. Finally, payments for ecosystem services (PES) hold great promise for mangrove conservation, with carbon PES schemes (known as blue carbon) attracting attention. Although barriers remain to the implementation of PES, the potential to implement them at multiple scales exists. Closing the gap between mangrove conservation policies and action is crucial to the improved protection and management of this imperiled coastal ecosystem and to the livelihoods that depend on them. © 2016 Society for Conservation Biology.

The events of the 1970's—both the ``energy crises'' and the measures taken to alleviate them—changed our ways of thinking about energy. We now look at energy consumption as a largely substitutable means to various ends, not a goal or a measure of progress in and of itself. Energy demand growth has dropped markedly, even as the economy has grown. But there are many issues yet to be resolved if the United States is to have a comprehensive, rotational energy strategy. This paper tackles four of them: Is there a place for continued government economic and regulatory intervention in the energy marketplace? What should be the federal role in energy research and development? What are our prospects for new discoveries in domestic oil and gas? What is the future of nuclear power in the United States? The author believes that the best way to solve our energy problems is to gauge, and then reflect in our energy policy, the true costs and benefits of energy production and consumption. He concludes that conservation investments have proven to be so rewarding that energy efficiency should be receiving a major amount of attention from energy policy makers for reasons of economic efficiency and in order to minimize the impact of future crises.
