    Three decadal surveys recommend a large-aperture synoptic survey telescope (LSST) to allow time-domain and cosmological studies of distant objects. LLNL designed the optical system and also is expected to play a significant role in the engineering associated with the camera. Precision cosmology from ground-based instruments is in a sense terra incognita. Numerous systematic effects occur that would be minimal or absent in their space-based counterparts. We proposed developing some basic tools and techniques for investigating ''dark sector'' cosmological science with such next-generation, large-aperture, real-time telescopes. The critical research involved determining whether systematic effects might dominate the extremely small distortions (''shears'') in images of faint background galaxies. To address these issues we carried out a comprehensive data campaign and developed detailed computer simulations.

    The Rare Isotope Science Assessment Committee (RISAC) was convened by the National Research Council in response to an informal request from the DOE’s Office of Nuclear Physics and the White House Office of Management and Budget. The charge to the committee is to examine and assess the broader scientific and international contexts of a U.S.-based rare-isotope facility. The committee met for the first time on December 16-17, 2005, in Washington, DC, and held three subsequent meetings. The committee’s final report was publicly released in unedited, prepublication form on Friday, December 8, 2006. The report was published in full-color by the National Academies Press in April 2007. Copies of the report were distributed to key decision makers and stakeholders around the world.

    The collaborative Climate Science for a Sustainable Energy Future (CSSEF) project started in July 2011 with the goal of accelerating the development of climate model components (i.e., atmosphere, ocean and sea ice, and land surface) and enhancing their predictive capabilities while incorporating uncertainty quantification (UQ). This effort required accessing and converting observational data sets into specialized model testing and verification data sets and building a model development test bed, where model components and sub-models can be rapidly evaluated. CSSEF’s prototype test bed demonstrated, how an integrated testbed could eliminate tedious activities associated with model development and evaluation, by providing the capability to constantly compare model output—where scientists store, acquire, reformat, regrid, and analyze data sets one-by-one—to observational measurements in a controlled test bed.

    We report here the work done for the FY14 OFES Theory Performance Target as given below: "Understanding alpha particle confinement in ITER, the world's first burning plasma experiment, is a key priority for the fusion program. In FY 2014, determine linear instability trends and thresholds of energetic particle-driven shear Alfven eigenmodes in ITER for a range of parameters and profiles using a set of complementary simulation models (gyrokinetic, hybrid, and gyrofluid). Carry out initial nonlinear simulations to assess the effects of the unstable modes on energetic particle transport". In the past year (FY14), a systematic study of the alpha-driven Alfven modes in ITER has been carried out jointly by researchers from six institutions involving seven codes including the transport simulation code TRANSP (r. Budny and F. Poli, PPPL), three gyrokinetic codes: GEM (Y. Chen, Univ. of Colorado), GTC (J. McClenaghan, Z. Lin, UCI), and GYRO (E. Bass, R. Waltz, UCSD/GA), the hybrid code M3D-K (G.Y. Fu, PPPL), the gyro-fluid code TAEFL (D. Spong, ORNL), and the linear kinetic stability code NOVA-K (N. Gorelenkov, PPPL). A range of ITER parameters and profiles are specified by TRANSP simulation of a hybrid scenario case and a steady state scenario case. Based on the specified ITER equilibria linear stability calculations are done to determine the stability boundary of alpha-driven high-n TAEs using the five initial value codes (GEM, GTC, GYRO, M3D-K, and TAEFL) and the kinetic stability code (NOVA-K). Both the effects of alpha particles and beam ions have been considered. Finally the effects of the unstable modes on energetic particle transport have been explored using GEM and M3D-K.

    Hands On Science Outreach (HOSO) is a program of informal science education. Its mission is to bring to communities the option of out-of-school science explorations to small groups of children from the ages of 4-12. Such experiences encourage children to enjoy science without the fear of the consequences of failure that can occur in a formal school setting. It can start them on a life long pattern of participation, awareness and perhaps career interest, motivated by this kind of pleasurable learning. Since HOSO binds together adult training, materials and written guides, many of those not professionally employed in education, including parents, can and do become involved in {open_quotes}science for the fun of it.{close_quotes} The DOE grant to the HOSO program has funded the delivery of HOSO programming to five selected sites over the 1992-96 school years. It is the intention of both the DOE and HOSO to reach children who might otherwise not be able to afford the programming, with emphasis on underrepresented minorities. HOSO has developed fall, winter and spring theme-oriented informal science sessions on four age/grade levels. One hour classes take place once a week for eight weeks per session. At the original Washington, D.C. site, the program uses a mentoring model named STEPS (Successful Teaming for Educational Partnerships in Science) in partnership with the District of Columbia Schools, as well as HOSO and the DOE. That model continues to work in Washington, D.C. and has been replicated in parts of the Sacramento and Denver sites.

    This report contains a brief summary of the mission science conducted aboard Spacelab J (SL-J), a joint venture between the National Aeronautics and Space Administration (NASA) and the National Space Development Agency (NASDA) of Japan. The scientific objectives of the mission were to conduct a variety of material and life science experiments utilizing the weightlessness and radiation environment of an orbiting Spacelab. All 43 experiments were activated; 24 in microgravity sciences (material processing, crystal growth, fluid physics, and acceleration measurement) and 19 in life sciences (physiology, developmental biology, radiation effects, separation processes, and enzyme crystal growth). In addition, more than a dozen experiments benefited from the extra day through either additional experiment runs or extended growth time.

    This document describes the Energy Sciences Network (ESNET) project which was undertaken by the Scientific Computing Staff during fiscal year (FY) 1986 at the direction of the Director, Office of Energy Research (ER). This document serves as the program plan for the ESNET project and is the result of the effort of the cross program Energy Sciences Network Steering Committee. The ESNET Steering Committee has been charged to codify the overall ER computer network requirements, to document and set priorities for computer networking requirements including performance objectives. Further, this committee has been asked to identify future ESNET functional characteristics, to identify research and development needs for the ESNET, to establish ESNET performance objectives and to define the intrastructure necessary to manage and operate the ESNET facilities.

    Hampshire College's Center for Science Education (Center) focuses on teacher professional development, curriculum development, and student enrichment programs. The Center also maintains research programs on teacher change, student learning and instructional effectiveness. The Center's work promotes learning that persists over time and transfers to new situations in and out of school. The projects develop the implications of the increasing agreement among teachers and researchers that effective learning involves active concept mastery and consistent practice with inquiry and critical thinking. The Center's objective is to help strengthen the pipeline of U.S. students pursuing postsecondary study in STEM fields. The Center achieves this by fostering an educational environment in which science is taught as an active, directly experienced endeavor across the K-16 continuum. Too often, young people are dissuaded from pursuing science because they do not see its relevance, instead experiencing it as dry, rote, technical. In contrast, when science is taught as a hands-on, inquiry-driven process, students are encouraged to ask questions grounded in their own curiosity and seek experimental solutions accordingly. In this way, they quickly discover both the profound relevance of science to their daily lives and its accessibility to them. Essentially, they learn to think and act like real scientists. The Center’s approach is multi-faceted: it includes direct inquiry-based science instruction to secondary and postsecondary students, educating the next generation of teachers, and providing new educational opportunities for teachers already working in the schools. Funding from the Department of Energy focused on the last population, enabling in-service teachers to explore and experience the pedagogy of inquiry-based science for themselves, and to take it back to their classrooms and students.     The Energy Sciences Network (ESnet) is the primary provider of network connectivity for the US Department of Energy Office of Science, the single largest supporter of basic research in the physical sciences in the United States. In support of the Office of Science programs, ESnet regularly updates and refreshes its understanding of the networking requirements of the instruments, facilities, scientists, and science programs that it serves. This focus has helped ESnet to be a highly successful enabler of scientific discovery for over 20 years. In August 2009 ESnet and the Office of High Energy Physics (HEP), of the DOE Office of Science, organized a workshop to characterize the networking requirements of the programs funded by HEP. The International HEP community has been a leader in data intensive science from the beginning. HEP data sets have historically been the largest of all scientific data sets, and the communty of interest the most distributed. The HEP community was also the first to embrace Grid technologies. The requirements identified at the workshop are summarized below, and described in more detail in the case studies and the Findings section: (1) There will be more LHC Tier-3 sites than orginally thought, and likely more Tier-2 to Tier-2 traffic than was envisioned. It it not yet known what the impact of this will be on ESnet, but we will need to keep an eye on this traffic. (2) The LHC Tier-1 sites (BNL and FNAL) predict the need for 40-50 Gbps of data movement capacity in 2-5 years, and 100-200 Gbps in 5-10 years for HEP program related traffic. Other key HEP sites include LHC Tier-2 and Tier-3 sites, many of which are located at universities. To support the LHC, ESnet must continue its collaborations with university and international networks. (3) While in all cases the deployed 'raw' network bandwidth must exceed the user requirements in order to meet the data transfer and reliability requirements, network engineering for trans-Atlantic connectivity

    This report documents the work performed by the University of New Mexico Principal Investigators and Research Assistants while hosting the highly successful Summer 1994 Computational Sciences Workshop in Albuquerque on August 6--11, 1994. Included in this report is a final budget for the workshop, along with a summary of the participants` evaluation of the workshop. The workshop proceeding have been delivered under separate cover. In order to assist in the organization of future workshops, we have also included in this report detailed documentation of the pre- and post-workshop activities associated with this contract. Specifically, we have included a section that documents the advertising performed, along with the manner in which applications were handled. A complete list of the workshop participants in this section. Sample letters that were generated while dealing with various commercial entities and departments at the University are also included in a section dealing with workshop logistics.     Consistent with the prime goal of the ASTRAEA project, as given in its peer-reviewed proposal, this final report is an informal report to DOE managers about a perceived DOE management problem, specifically, lack of vision in DOE`s Atmospheric Chemistry Program (ACP). After presenting a review of relevant, current literature, the author suggests a framework for conceiving new visions for ACP, namely, multidisciplinary research for energy policy, tackling tough (e.g., nonlinear) problems as a team, ahead of political curves. Two example visions for ACP are then described, called herein the CITIES Project (the Comprehensive Inventory of Trace Inhalants from Energy Sources Project) and the OCEAN Project (the Ocean-Circulation Energy-Aerosol Nonlinearities Project). Finally, the author suggests methods for DOE to provide ACP with needed vision.

    The Energy Sciences Network (ESnet) is the primary provider of network connectivity for the US Department of Energy Office of Science, the single largest supporter of basic research in the physical sciences in the United States of America. In support of the Office of Science programs, ESnet regularly updates and refreshes its understanding of the networking requirements of the instruments, facilities, scientists, and science programs that it serves. This focus has helped ESnet to be a highly successful enabler of scientific discovery for over 20 years. In May 2008, ESnet and the Nuclear Physics (NP) Program Office of the DOE Office of Science organized a workshop to characterize the networking requirements of the science programs funded by the NP Program Office. Most of the key DOE sites for NP related work will require significant increases in network bandwidth in the 5 year time frame. This includes roughly 40 Gbps for BNL, and 20 Gbps for NERSC. Total transatlantic requirements are on the order of 40 Gbps, and transpacific requirements are on the order of 30 Gbps. Other key sites are Vanderbilt University and MIT, which will need on the order of 20 Gbps bandwidth to support data transfers for the CMS Heavy Ion program. In addition to bandwidth requirements, the workshop emphasized several points in regard to science process and collaboration. One key point is the heavy reliance on Grid tools and infrastructure (both PKI and tools such as GridFTP) by the NP community. The reliance on Grid software is expected to increase in the future. Therefore, continued development and support of Grid software is very important to the NP science community. Another key finding is that scientific productivity is greatly enhanced by easy researcher-local access to instrument data. This is driving the creation of distributed repositories for instrument data at collaborating institutions, along with a corresponding increase in demand for network-based data transfers and the tools

    Energy Smart Colorado is an energy efficiency program established in 2011 in the central mountain region of Colorado. The program was funded through a grant of $4.9 million, awarded in August 2010 by the U.S. Department of Energy’s Better Buildings Program. As primary grant recipient, Eagle County coordinated program activities, managed the budget, and reported results. Eagle County staff worked closely with local community education and outreach partner Eagle Valley Alliance for Sustainability (now Walking Mountains Science Center) to engage residents in the program. Sub-recipients Pitkin County and Gunnison County assigned local implementation of the program in their regions to their respective community efficiency organizations, Community Office for Resource Efficiency (CORE) in Pitkin County, and Office for Resource Efficiency (ORE) in Gunnison County. Utility partners contributed $166,600 to support Home Energy Assessments for their customers. Program staff opened Energy Resource Centers, engaged a network of qualified contractors, developed a work-flow, an enrollment website, a loan program, and a data management system to track results.

    This is a final report on the US Department of Energy`s grant of $39,900 to the PLUS Center at The College of St. Scholastica for a PREP program called Northland Science Discovery (NSD). This report includes an overview of the past year`s progress toward achieving the goals established for the project, a description of the results of these efforts and their relationship to the project goals, and appendices documenting program activities, accomplishments, and expenditures. The goal of Northland Science Discovery is to provide science and math enrichment activities for students traditionally underrepresented in science (girls, minorities, low-income, and rural children). The program works toward this goal by providing a four-week residential, research-based, science and math youth camp which serves approximately 25 students per year. NSD has been held each summer since 1992. This program also has an academic-year component consisting of reunions.

    Near- and long-term prospects that geopressured/geothermal energy sources could become a viable alternative fuel for electric power generation were investigated. Technical questions of producibility and power generation were included, as well as economic and environmental considerations. The investigators relied heavily on the existing body of information, particularly in geotechnical areas. Statistical methods were used where possible to establish probable production values. Potentially productive geopressured sediments have been identified in twenty specific on-shore fairways in Louisiana and Texas. A total of 232 trillion cubic feet (TCF) of dissolved methane and 367 x 10/sup 15/ Btu (367 quads) of thermal energy may be contained in the water within the sandstone in these formations. Reasonable predictions of the significant reservoir parameters indicate that a maximum of 7.6 TCF methane and 12.6 quads of thermal energy may be producible from these potential reservoirs.

    In 1989, the US Department of Energy (DOE) established the Office of Environmental Management (EM) and delegated to the office the responsibility of cleaning up the US nuclear weapons complex. EM`s mission has three primary activities: (1) to assess, remediate, and monitor contaminated sites and facilities; (2) to store, treat, and dispose of wastes from past and current operations; and (3) to develop and implement innovative technologies for environmental remediation. To this end, EM has established domestic and international cooperative technology development programs, including one with the Republic of Argentina. Cooperating with Argentine scientific institutes and industry meets US cleanup objectives by: (1) identifying and accessing Argentine EM-related technologies, thereby leveraging investments and providing cost-savings; (2) improving access to technical information, scientific expertise, and technologies applicable to EM needs; and (3) fostering the development of innovative environmental technologies by increasing US private sector opportunities in Argentina in EM-related areas. Florida International University`s Hemispheric Center for Environmental Technology (FIU-HCET) serves as DOE-OST`s primary technology transfer agent. FIU-HCET acts as the coordinating and managing body for the Department of Energy (DOE)-Argentina National Atomic Energy Commission (CNEA) Arrangement. Activities include implementing standard operating procedures, tracking various technical projects, hosting visiting scientists, advising DOE of potential joint projects based on previous studies, and demonstrating/transferring desired technology. HCET hosts and directs the annual Joint Coordinating Committee for Radioactive and Mixed Waste Management meeting between the DOE and CNEA representatives. Additionally, HCET is evaluating the possibility of establishing similar arrangements with other Latin American countries.

    In todays environment-conscious world, increasing levels of automotive emissions have been recognized as a major source of pollutants and greenhouse gases. Despite increasingly stringent tailpipe emission standards, the increased use of the automobile has more than offset the lowered per-vehicle emissions. Consequently, there is a great deal of interest in so-called zero-emission vehicles, such as electric and hybrid-electric automobiles. Although very attractive in terms of emissions, these vehicle present some design challenges which are not generally part of conventional automotive design. One such challenge is the development of an effective energy management strategy for the vehicle. While a conventional automobile has an engine whose power output far exceeds the average vehicle needs, hybrid electric vehicles generally have very limited energy reserves and efficiency in the use of these reserves is paramount if acceptable overall performance is to be achieved. Man aspects of the vehicle design (such as aerodynamics, powertrain design, gross weight, etc.) strongly influence the overall vehicle efficiency. However, the actual performance achieved by any given driver is strongly dependent on his or her driving skills. One way to reduce the effect of differences in driving skills is to provide for automatic accelerator control, permitting the vehicle to be driven in an efficient manner without necessitating extensive driver training. This report describes an accelerator/brake control systems developed for use on the Zia Roadrunner New Mexico Tech`s entry in the 1993 Sunrayce for solar-electric hybrid vehicles.

    The goal of the 2014 Joint Research Target (JRT) has been to conduct experiments and analysis to investigate and quantify the response of tokamak plasmas to non-axisymmetric (3D) magnetic fields. Although tokamaks are conceptually axisymmetric devices, small asymmetries often result from inaccuracies in the manufacture and assembly of the magnet coils, or from nearby magnetized objects. In addition, non-axisymmetric fields may be deliberately applied for various purposes. Even at small amplitudes of order 10-4 of the main axisymmetric field, such “3D” fields can have profound impacts on the plasma performance. The effects are often detrimental (reduction of stabilizing plasma rotation, degradation of energy confinement, localized heat flux to the divertor, or excitation of instabilities) but may in some case be beneficial (maintenance of rotation, or suppression of instabilities). In general, the magnetic response of the plasma alters the 3D field, so that the magnetic field configuration within the plasma is not simply the sum of the external 3D field and the original axisymmetric field. Typically the plasma response consists of a mixture of local screening of the external field by currents induced at resonant surfaces in the plasma, and amplification of the external field by stable kink modes. Thus, validated magnetohydrodynamic (MHD) models of the plasma response to 3D fields are crucial to the interpretation of existing experiments and the prediction of plasma performance in future devices. The non-axisymmetric coil sets available at each facility allow well-controlled studies of the response to external 3D fields. The work performed in support of the 2014 Joint Research Target has included joint modeling and analysis of existing experimental data, and collaboration on new experiments designed to address the goals of the JRT.     Funding from the Department of Energy and the Annenberg/CPB Math and Science Project have helped the Association of Science-technology Centers Incorporated (ASTC) to establish and sustain an on-line community of informal science educators nationwide. The Project, called the Informal Science Educators Network Project (ISEN), is composed primarily of informal science educators and exhibit developers from science centers, museums, zoos, aquariums, botanical gardens, parks, and nature centers. Although museum-based professionals represent the majority of subscribers to ISEN, also involved are some classroom teachers and teacher educators from colleges and universities. Common to all ISEN participants is a commitment to school and science education reform. Specifically, funding from the Department of Energy helped to boot strap the effort, providing Barrier Reduction Vouchers to 123 educators that enabled them participate in ISEN. Among the major accomplishments of the Project are these: (1) assistance to 123 informal science educators to attend Internet training sessions held in connection with the Project and/or purchase hardware and software that linked them to the Internet; (2) Internet training for 153 informal science educators; (3) development of a listserv which currently has over 180 subscribers--an all-time high; (4) opportunity to participate in four web chats involving informal science educators with noted researchers; (5) development of two sites on the World Wide Web linking informal science educators to Internet resources; (6) creation of an on-line collection of over 40 articles related to inquiry-based teaching and science education reform. In order to continue the momentum of the Project, ASTC has requested from the Annenberg/CPB Math and Science project a no/cost extension through December 1997.

    Energy Impact Illinois (EI2) is an alliance of government organizations, nonprofits, and regional utility companies led by the Chicago Metropolitan Agency for Planning (CMAP) that is dedicated to helping communities in the Chicago metropolitan area become more energy efficient. Originally organized as the Chicago Region Retrofit Ramp-Up (CR3), EI2 became part of the nationwide Better Buildings Neighborhood Program (BBNP) in May 2010 after receiving a $25 million award from the U.S. Department of Energy (DOE) authorized through the American Recovery and Reinvestment Act of 2009 (ARRA). The program’s primary goal was to fund initiatives that mitigate barriers to energy efficiency retrofitting activities across residential, multifamily, and commercial building sectors in the seven-county CMAP region and to help to build a sustainable energy efficiency marketplace. The EI2 Final Technical Report provides a detailed review of the strategies, implementation methods, challenges, lessons learned, and final results of the EI2 program during the initial grant period from 2010-2013. During the program period, EI2 successfully increased direct retrofit activity in the region and was able to make a broader impact on the energy efficiency market in the Chicago region. As the period of performance for the initial grant comes to an end, EI2’s legacy raises the bar for the region in terms of helping homeowners and building owners to take action on the continually complex issue of energy efficiency.

    The Multi-sensor Imaging Science and Technology (MIST) program was undertaken to advance exploitation tools for Long Wavelength Infra Red (LWIR) hyper-spectral imaging (HSI) analysis as applied to the discovery and quantification of nuclear proliferation signatures. The program focused on mitigating LWIR image background clutter to ease the analyst burden and enable a) faster more accurate analysis of large volumes of high clutter data, b) greater detection sensitivity of nuclear proliferation signatures (primarily released gasses) , and c) quantify confidence estimates of the signature materials detected. To this end the program investigated fundamental limits and logical modifications of the more traditional statistical discovery and analysis tools applied to hyperspectral imaging and other disciplines, developed and tested new software incorporating advanced mathematical tools and physics based analysis, and demonstrated the strength and weaknesses of the new codes on relevant hyperspectral data sets from various campaigns. This final report describes the content of the program and the outlines the significant results.

The Department of Energy's Office of Basic Energy Sciences (BES) supports fundamental research that provides the foundations for new energy technologies and supports DOE missions in energy, environment, and national security. The research crosses the full spectrum of materials and chemical sciences, as well as aspects of biosciences and geosciences, with a focus on understanding, predicting, and ultimately controlling matter and energy at electronic, atomic, and molecular levels. In addition, BES is the home for national user facilities for x-ray, neutron, nanoscale sciences, and electron beam characterization that serve over 10,000 users annually. To provide a strategic focus for these programs, BES has held a series of ``Basic Research Needs'' workshops on a number of energy topics over the past 6 years. These workshops have defined a number of research priorities in areas related to renewable, fossil, and nuclear energy -- as well as cross-cutting scientific grand challenges. These directions have helped to define the research for the recently established Energy Frontier Research Centers (EFRCs) and are foundational for the newly announced Energy Innovation Hubs. This overview will review the current BES research portfolio, including the EFRCs and user facilities, will highlight past research that has had an impact on energy technologies, and will discuss future directions as defined through the BES workshops and research opportunities.

    We have discovered a novel two-step sintering method that opened up a low temperature processing window within which fully dense nanocrystalline yttrium oxide was obtained with no concurrent grain growth during final-stage sintering. We have developed a new method of processing laminate ceramics using deformation processing in the green state. We have lastly developed a colloidal processing technique to encapsulate biomolecules at ambient, neutral-pH, aqueous conditions.

    The Fusion Summer Study 2002 will be a forum for the critical technical assessment of major next-steps in the fusion energy sciences program, and will provide crucial community input to the long-range planning activities undertaken by the DOE [Department of Energy] and the FESAC [Fusion Energy Sciences Advisory Committee]. It will be an ideal place for a broad community of scientists to examine goals and proposed initiatives in burning plasma science in magnetic fusion energy and integrated research experiments in inertial fusion energy. This meeting is open to every member of the fusion energy science community and significant international participation is encouraged. The objectives of the Fusion Summer Study are three: (1) Review scientific issues in burning plasmas to establish the basis for the following two objectives and to address the relations of burning plasma in tokamaks to innovative magnetic fusion energy (MFE) confinement concepts and of ignition in inertial fusion energy (IFE) to integrated research facilities. (2) Provide a forum for critical discussion and review of proposed MFE burning plasma experiments (e.g., IGNITOR, FIRE, and ITER) and assess the scientific and technological research opportunities and prospective benefits of these approaches to the study of burning plasmas. (3) Provide a forum for the IFE community to present plans for prospective integrated research facilities, assess present status of the technical base for each, and establish a timetable and technical progress necessary to proceed for each. Based on significant preparatory work by the fusion community prior to the July Snowmass meeting, the Snowmass working groups will prepare a draft report that documents the scientific and technological benefits of studies of burning plasmas.     The report documents the early period of the Governors Energy Project, operated under the auspices of the National Governors Association (NGA) from January 1, 1974 through June 30, 1977, and outlines the context within which NHA's energy program began. Further, the general goals, objectives, and tasks of the project are delineated, and the process and product-oriented mechanisms or techniques used by the Project to fulfill its goals, objectives, and tasks are addressed. Finally, the major outcomes and lessons learned with regard to the development, implementation, and maintenance of the intermediary role in the intergovernmental system in addressing nationwide problems, including those with scientific content, are considered. Results reveal that two types of energy information and expertise-sharing took place: State to State, and State to others. Further, the capability of States to develop energy-related policies based in science and technology was enhanced, and State energy offices were strengthened. Federal support is said to be crucial in initiating projects requiring catalytic and coordinative functions.

    This project was an attempt to develop a wind energy device which could be mounted on existing light poles and which would provide sufficient electricity to power a light on such poles. It was to be of design and materials simple enough to warrant ease and economy of manufacture. The original design was modified several times during fabrication in order to respond to the peculiarity of various types of materials involved. The system of belts and pulleys originally proposed proved too limited by friction to be practical. The final prototype was of sheet galvanized steel in three cuts of only three simple shapes. It was mounted on a recycled rear wheel axle of a 3/4 ton truck with axis vertical. A large pulley transferred energy to an automobile type alternator through a V-belt. The spinner turns easily in light winds, but even in moderate winds does not turn sufficiently fast to provide the necessary 400 rpm in the alternator. A larger pulley produces proportionately more drag, limiting rpm at the alternator. We now have an intriguing - some say beautiful - device which is enjoyed by passersby as kinetic art, but which unfortunately does not produce electricity. The concept may yet prove feasible, perhaps in a location of higher wind velocity, and perhaps with a larger diameter spinner. But as a simple, universal design of widespread application, it has not proved practical.

    Griffith Energy Limited Liability Corporation (Griffith) proposes to construct and operate the Griffith Energy Project (Project), a natural gas-fuel, combined cycle power plant, on private lands south of Kingman, Ariz. The Project would be a ''merchant plant'' which means that it is not owned by a utility and there is currently no long-term commitment or obligation by any utility to purchase the capacity and energy generated by the power plant. Griffith applied to interconnect its proposed power plant with the Western Area Power Administration's (Western) Pacific Northwest-Pacific Southwest Intertie and Parker-Davis transmission systems. Western, as a major transmission system owner, needs to provide access to its transmission system when it is requested by an eligible organization per existing policies, regulations and laws. The proposed interconnection would integrate the power generated by the Project into the regional transmission grid and would allow Griffith to supply its power to the competitive electric wholesale market. Based on the application, Western's proposed action is to enter into an interconnection and construction agreement with Griffith for the requested interconnections. The proposed action includes the power plant, water wells and transmission line, natural gas pipelines, new electrical transmission lines and a substation, upgrade of an existing transmission line, and access road to the power plant. Construction of segments of the transmission lines and a proposed natural gas pipeline also require a grant of right-of-way across Federal lands administered by the Bureau of Land Management. Public comments on the Draft EIS are addressed in the Final EIS, including addenda and modifications made as a result of the comments and/or new information.

The online graduate courses represent a stand-alone Graduate Certificate in Wind Energy, and provide the core of a Wind Energy Option in an online intercollege professional Masters degree in Renewable Energy and Sustainability Systems. The Pennsylvania College of Technology erected a 10 kilowatt Xzeres wind turbine that is dedicated to educating the renewable energy workforce.     This document is a close-out report describing the work done under this DOE grant to improve Federal Energy Productivity. Over the four years covered in this document, the Alliance To Save Energy conducted liaison with the private sector through our Federal Energy Productivity Task Force. In this time, the Alliance held several successful workshops on the uses of metering in Federal facilities and other meetings. We also conducted significant research on energy efficiency, financing, facilitated studies of potential energy savings in energy intensive agencies, and undertook other tasks outlined in this report.

    Due to the complex nature of climate change, interdisciplinary research approaches involving knowledge and skills from a broad range of disciplines have been adopted for studying changes in the climate system as well as strategies for mitigating climate change (i.e., greenhouse gas emissions reductions) and adapting to its impacts on society and natural systems. Harnessing of renewable energy sources to replace fossil fuels is widely regarded as a long-term mitigation strategy that requires the synthesis of knowledge from engineering, technology, and natural and social sciences. In this study, we examine how the adoption of interdisciplinary approaches has evolved over time and in different geographic regions. We conducted a comprehensive literature survey using an evaluation matrix of keywords, in combination with a word cloud analysis, to evaluate the spatiotemporal dynamics of scholarly discourse about interdisciplinary approaches to climate change and renewable energy research and development (R&D). Publications that discuss interdisciplinary approaches to climate change and renewable energy have substantially increased over the last 60 years; it appears, however, that the nature, timing, and focus of these publications vary across countries and through time. Over the most recent three decades, the country-level contribution to interdisciplinary research for climate change has become more evenly distributed, but this was not true for renewable energy research, which remained dominated by the United Sates and a few other major economies. The research topics have also evolved: Water resource management was emphasized from 1990s to 2000s, policy and adaptation were emphasized from the 2000s to 2010 – 2013, while vulnerability became prominent during the most recent years (2010 – 2013).     The City of Montpelier, in collaboration with the State of Vermont, developed a central heat plant fueled with locally harvested wood-chips and a thermal energy distribution system. The project provides renewable energy to heat a complex of state buildings and a mix of commercial, private and municipal buildings in downtown Montpelier. The State of Vermont operates the central heat plant and the system to heat the connected state buildings. The City of Montpelier accepts energy from the central heat plant and operates a thermal utility to heat buildings in downtown Montpelier which elected to take heat from the system.

    The Panchromatic Hubble Andromeda Treasury (PHAT) survey has completed data collection, having taken over 30 billion pixels of imaging data of the Andromeda galaxy over four years using the Hubble Space Telescope. These data contain the largest sample of star clusters observable in any galaxy, including our own Milky Way. The Andromeda Project is a citizen science project that recruited over 10,000 volunteers to identify thousands of star clusters in the PHAT imaging. We present results culminating from two rounds of cluster searching and the properties of the resulting sample. We discuss catalog completeness results derived from synthetic cluster data. This cluster sample represents a significant advance in our ability to study star and cluster formation on galaxy wide scales. We are using the resulting cluster sample to provide the best available constraints on the high-mass initial mass function and the fraction of star formation that results in bound star clusters.

    The primary objective for the Fairbanks Geothermal Energy Project is to provide another source of base-load renewable energy in the Fairbanks North Star Borough (FNSB). To accomplish this, Chena Hot Springs Resort (Chena) drilled a re-injection well to 2700 feet and a production well to 2500 feet. The re-injection well allows a greater flow of water to directly replace the water removed from the warmest fractures in the geothermal reservoir. The new production will provide access to warmer temperature water in greater quantities.

    Scientific feasibility was demonstrated for the concept of magma energy extraction. The US magma resource is estimated at 50,000 to 500,000 quads of energy - a 700- to 7000-yr supply at the current US total energy use rate of 75 quads per year. Existing geophysical exploration systems are believed capable of locating and defining magma bodies and were demonstrated over a known shallow buried molten-rock body. Drilling rigs that can drill to the depths required to tap magma are currently available and experimental boreholes were drilled well into buried molten rock at temperatures up to 1100/sup 0/C. Engineering materials compatible with the buried magma environment are available and their performances were demonstrated in analog laboratory experiments. Studies show that energy can be extracted at attractive rates from magma resources in all petrologic compositions and physical configurations. Downhole heat extraction equipment was designed, built, and demonstrated successfully in buried molten rock and in the very hot margins surrounding it. Two methods of generating gaseous fuels in the high-temperature magmatic environment - generation of H/sub 2/ by the interaction of water with the ferrous iron and H/sub 2/, CH/sub 4/, and CO generation by the conversion of water-biomass mixtures - have been investigated and show promise.

    This report summarizes the completion of four renewable energy installations supported by California Energy Commission (CEC) grant number CEC Grant PIR-11-005, the US Department of Energy (DOE) Assistance Agreement, DE-EE0003070, and the Sacramento Municipal Utility District (SMUD) Community Renewable Energy Deployment (CRED) program. The funding from the DOE, combined with funding from the CEC, supported the construction of a solar power system, biogas generation from waste systems, and anaerobic digestion systems at dairy facilities, all for electricity generation and delivery to SMUD’s distribution system. The deployment of CRED projects shows that solar projects and anaerobic digesters can be successfully implemented under favorable economic conditions and business models and through collaborative partnerships. This work helps other communities learn how to assess, overcome barriers, utilize, and benefit from renewable resources for electricity generation in their region. In addition to reducing GHG emissions, the projects also demonstrate that solar projects and anaerobic digesters can be readily implemented through collaborative partnerships.     In Space, relations, and the learning of science, Wolff-Michael Roth and Pei-Ling Hsu use ethnomethodology to explore high school interns learning shopwork and shoptalk in a research lab that is located in a world class facility for water quality analysis. Using interaction analysis they identify how spaces, like a research laboratory, can be structured as smart spaces to create a workflow (learning flow) so that shoptalk and shopwork can projectively organize the actions of interns even in new and unfamiliar settings. Using these findings they explore implications for the design of curriculum and learning spaces more broadly. The Forum papers of Erica Blatt and Cassie Quigley complement this analysis. Blatt expands the discussion on space as an active component of learning with an examination of teaching settings, beyond laboratory spaces, as active participants of education. Quigley examines smart spaces as authentic learning spaces while acknowledging how internship experiences all empirical elements of authentic learning including open-ended inquiry and empowerment. In this paper I synthesize these ideas and propose that a narrative structure might better support workflow, student agency and democratic decision making.

Included are nine refuse-derived fuel (RDF) production facilities, six RDF user facilities, two combined RDF production-user facilities, and 18 mass burning facilities with energy recovery. Only those facilities that are fully operational or those in advanced stages of startup and shakedown are surveyed. Information is provided on processing capacities, operation and maintenance problems, equipment specifications, capital and operating costs, and the current status of each facility. In addition, process flow schematics are provided for each of the nine RDF production plants and both RDF production-user plants. Unless otherwise indicated, the data in this report have been updated to October or November, 1980.

    An assessment is made of the technical and economical feasibility of converting municipal waste into useful and useable energy. The concept presented involves retrofitting an existing municipal incinerator with the systems and equipment necessary to produce process steam and electric power. The concept is economically attractive since the cost of necessary waste heat recovery equipment is usually a comparatively small percentage of the cost of the original incinerator installation. Technical data obtained from presently operating incinerators designed specifically for generating energy, documents the technical feasibility and stipulates certain design constraints. The investigation includes a cost summary; description of process and facilities; conceptual design; economic analysis; derivation of costs; itemized estimated costs; design and construction schedule; and some drawings.

    This project, Energy Recovery Through Termites, was based on the proposed development of an energy recovery system to produce low cost animal protein for use in animal feeds. The result of my study shows that to date we are unable to establish viable colonies of termites. This is based on several key factors as follows: (a) inability to capture reproductives to establish new colonies in a confined area needed to offer recovery or harvest of protein; (b) confinement of colonies (even without queen or reproductives) has proven to be far too complex to establish in low cost and modest facilities; (c) the proposal is not cost effective. The resources of skill and materials could not be repaid from the protein recovered.

  5. Solar Total Energy Project final test report

    The Solar Total Energy Project (STEP), a cooperative effort between the United States Department of Energy (DOE) and Georgia Power Company (GPC) located at Shenandoah, Georgia, has undergone several design modifications based on experience from previous operations and test programs. The experiences encountered were discussed in detail in the Solar Total Energy Project Summary Report'' completed in 1987 for DOE. Most of the proposed changes discussed in this report were installed and tested in 1987 as part of two 15-day test programs (SNL Contract No. 06-3049). However, several of the suggested changes were not completed before 1988. These plant modifications include a new distributed control system for the balance of plant (BOP), a fiber a optical communications ring for the field control system, and new control configuration reflecting the new operational procedures caused by the plant modifications. These modifications were tested during a non-consecutive day test, and a 60-day field test conducted during the autumn of 1989. These test were partially funded by SNL under Contract No. 42-4859, dated June 22, 1989. Results of these tests and preliminary analysis are presented in this test summary report. 9 refs., 19 figs., 7 tabs.

    The Fast Ignition (FI) Concept for Inertial Confinement Fusion (ICF) has the potential to provide a significant advance in the technical attractiveness of Inertial Fusion Energy reactors. FI differs from conventional “central hot spot” (CHS) target ignition by decoupling compression from heating: using a laser (or heavy ion beam or Z pinch) drive pulse (10’s of nanoseconds) to create a dense fuel and a second, much shorter (~10 picoseconds) high intensity pulse to ignite a small volume within the dense fuel. The physics of fast ignition process was the focus of our Advanced Concept Exploration (ACE) program. Ignition depends critically on two major issues involving Relativistic High Energy Density (RHED) physics: The laser-induced creation of fast electrons and their propagation in high-density plasmas. Our program has developed new experimental platforms, diagnostic packages, computer modeling analyses, and taken advantage of the increasing energy available at laser facilities to advance understanding of the fundamental physics underlying these issues. Our program had three thrust areas: • Understand the production and characteristics of fast electrons resulting from FI relevant laser-plasma interactions and their dependence on laser prepulse and laser pulse length. • Investigate the subsequent fast electron transport in solid and through hot (FI-relevant) plasmas. • Conduct and understand integrated core-heating experiments by comparison to simulations. Over the whole period of this project (three years for this contract), we have greatly advanced our fundamental understanding of the underlying properties in all three areas: • Comprehensive studies on fast electron source characteristics have shown that they are controlled by the laser intensity distribution and the topology and plasma density gradient.     Ten years of Cassini/RPWS remote and in situ observations of Saturn and its environment have provided a rich return feeding numerous studies of the various types of kronian radio emissions (such as Saturn's kilometric radiation [SKR], auroral hiss, narrowband [NB] and drifting burst emissions, and Saturn's electrostatic discharges [SED]), local plasma waves (such as chorus, upper hybrid bands and electron cyclotron harmonic emissions) and dusty plasmas. Nonetheless, several major objectives for RPWS science remain for the last three years of the Cassini mission, and will culminate with the detailed study of Saturn's auroral regions, where SKR and possibly other types of radio waves are produced and large-scale plasma acceleration is suspected to take place. During the F-ring and proximal orbital sequences, Cassini is expected to pass through northern and southern auroral regions tens of times around noon local time. These passes can be accurately predicted through the modeling of SKR sources and in turn help to trigger combined observations with other Cassini instruments and Earth-based observatories such as Hubble. Altogether, these observations will provide crucial complementary insights to understand kronian auroral processes. RPWS will also continue to measure the rotational modulation of various radio emissions (SKR, NB and hiss), pushing forward the study of magnetospheric periodicities long after equinox, pursue the monitoring of SEDs and lightning whistlers, whose occurrence probes the activity of atmospheric storms, or probe in detail the dusty environment of the D ring and wave-particle interactions taking place in the very inner magnetosphere where the magnetic field links the planet to the rings.

    The mission of the Energy Materials Center at Cornell (emc2) was to achieve a detailed understanding, via a combination of synthesis of new materials, experimental and computational approaches, of how the nature, structure, and dynamics of nanostructured interfaces affect energy conversion and storage with emphasis on fuel cells, batteries and supercapacitors. Our research on these systems was organized around a full system strategy for; the development and improved performance of materials for both electrodes at which storage or conversion occurs; understanding their internal interfaces, such as SEI layers in batteries and electrocatalyst supports in fuel cells, and methods for structuring them to enable high mass transport as well as high ionic and electronic conductivity; development of ion-conducting electrolytes for batteries and fuel cells (separately) and other separator components, as needed; and development of methods for the characterization of these systems under operating conditions (operando methods) Generally, our work took industry and DOE report findings of current materials as a point of departure to focus on novel material sets for improved performance. In addition, some of our work focused on studying existing materials, for example observing battery solvent degradation, fuel cell catalyst coarsening or monitoring lithium dendrite growth, employing in operando methods developed within the center.

    The status of the Energy Efficient Light Bulb (EELB) development at the beginning of the subcontract was characterized by a newly introduced lamp construction based on an optimum optical quality envelope consisting of two hemispheres or hemi-ellipsoids bonded together. Considerable progress was made concerning the output of the continuous process heat mirror coating machine, the reproducibility of the film characteristics, and the durability of the coating over long periods of lamp operation. The bonding assembly processes were improved to the point where they are suitable for full mechanization and high speed production. A new concept for dimensioning the required compact and mechanically stable filaments was introduced by using diodes in series that reduce the effective operating voltage to 83 volts. This has led to filament designs of greater stability and greater compactness than any obtained before. The efficacy and energy saving data of the prototype lamps delivered at the end of the subcontract were close to the target values established at the beginning.

    This study presents an analysis of the energy consumption patterns in 10 Arab countries: Saudi Arabia, Kuwait, United Arab Emirates (UAE), Syria, Lebanon, Jordan, Egypt, Libya, Tunisia, and Algeria. Commonalities and variations between these countries are discussed and explained through key economic and energy indicators, and the relationship between the overall final energy consumption per capita and the GDP per capita is examined. The distribution of the final energy consumption across different sectors is also analysed, and the patterns of consumption in the industrial, transportation, and residential sectors are discussed with focus on the types of energy consumed, and the main drivers of this consumption. The findings and the conclusions of this study are believed to be beneficial to the national energy policy planners in identifying possible strengths, weaknesses, and areas of emphasis and improvement in their strategic energy plans.

    The High Energy Astrophysics Science Archive Research Center (HEASARC) is NASA's archive for high-energy astrophysics and cosmic microwave background (CMB) data, supporting the broad science goals of NASA's Physics of the Cosmos theme. It provides vital scientific infrastructure to the community by standardizing science data formats and analysis programs, providing open access to NASA resources, and implementing powerful archive interfaces. Over the next five years the HEASARC will ingest observations from up to 12 operating missions, while serving data from these and over 30 archival missions to the community. The HEASARC archive presently contains over 37 TB of data, and will contain over 60 TB by the end of 2014. The HEASARC continues to secure major cost savings for NASA missions, providing a reusable mission-independent framework for reducing, analyzing, and archiving data. This approach was recognized in the NRC Portals to the Universe report (2007) as one of the HEASARC's great strengths. This poster describes the past and current activities of the HEASARC and our anticipated developments in coming years. These include preparations to support upcoming high energy missions (NuSTAR, Astro-H, GEMS) and ground-based and sub-orbital CMB experiments, as well as continued support of missions currently operating (Chandra, Fermi, RXTE, Suzaku, Swift, XMM-Newton and INTEGRAL). In 2012 the HEASARC (which now includes LAMBDA) will support the final nine-year WMAP data release. The HEASARC is also upgrading its archive querying and retrieval software with the new Xamin system in early release - and building on opportunities afforded by the growth of the Virtual Observatory and recent developments in virtual environments and cloud computing.

    Expanding oil consumption by the transportation sector, already a major oil consumer, poses an economic threat to many developing countries. The report presents an overview of past trends in transport energy consumption and analyzes these trends systematically via regression analyses based on data from 80 developing and industrial countries (including new data on total and sectoral fuel consumption, numbers of trucks and buses, GDP, gasoline and diesel prices, and demographic and geographic features). Results of these analyses are supplemented by case studies of India and Ecuador. Results reveal high-income and low-price elasticities for fuel consumption and suggest that, despite rising fuel prices, increases in fuel consumption and vehicle ownership will outstrip increases in economic activity. This situation will require adapted fuel-price policies, which are critical in explaining fuel consumption. However, given the low price elasticities, price policies should be supplemented by improving vehicle efficiency and truck load factors, providing attractive alternative forms of public transportation, and reducing road congestion.

    The results of previous studies suggest that the use of hydrogen from natural gas might be an important first step toward a hydrogen economy based on renewables. Because of infrastructure considerations (the difficulty and cost of storing, transmitting and distributing hydrogen), hydrogen produced from natural gas at the end-user`s site could be a key feature in the early development of hydrogen energy systems. In the first chapter of this report, the authors assess the technical and economic prospects for small scale technologies for producing hydrogen from natural gas (steam reformers, autothermal reformers and partial oxidation systems), addressing the following questions: (1) What are the performance, cost and emissions of small scale steam reformer technology now on the market? How does this compare to partial oxidation and autothermal systems? (2) How do the performance and cost of reformer technologies depend on scale? What critical technologies limit cost and performance of small scale hydrogen production systems? What are the prospects for potential cost reductions and performance improvements as these technologies advance? (3) How would reductions in the reformer capital cost impact the delivered cost of hydrogen transportation fuel? In the second chapter of this report the authors estimate the potential demand for hydrogen transportation fuel in Southern California.

  16. Quantitative Energy-filtering Transmission Electron Microscopy in Materials Science.

    Energy-filtered transmission electron microscopy (EFTEM) can be used to acquire elemental distribution images at high lateral resolution within short acquisition times. In this article, we present an overview of typical problems from materials science which can be preferentially solved by means of EFTEM. In the first example, we show how secondary phases in a steel specimen can be easily detected by recording jump ratio images of the matrix element under rocking beam illumination. Secondly, we describe how elemental maps can be converted into concentration maps. A Ba-Nd-titanate ceramics serves as a typical materials science example exhibiting three different compounds with varying composition. In order to reduce diffraction and/or thickness variation effects which may be a problem for quantification of crystalline specimens, we calculated atomic ratio maps by dividing two elemental maps and subsequent normalizing by the partial ionization cross-sections (or k-factors). Additionally, the atomic ratio maps are correlated using the scatter diagram technique thus leading to quantitative chemical phase maps. Finally, we show how the near-edge structures (electron energy-loss near edge fine structures, or ELNES) can be used for mapping chemical bonding states thus differentiating between various modifications of an element. In order to distinguish between diamond and non-diamond carbon in diamond coated materials, we have investigated a diamond layer on a substrate with the help of ELNES mapping utilizing the pi*-peak of the C-K ionization edge.     As planned a letter was sent out to 17 teachers who had participated in a Summer 1994 workshop on ``Culturally Relevant Science for Hispanics`` at Michigan State. These teachers were supposed to have spent the intervening time developing lesson plans and curricula. The letter requested a report of any activities undertaken and copies of lesson plans and materials developed by February 1996 with a stipend of $400 for satisfactory reports. It was a disappointment to only get 9 responses and not all of them demonstrating a satisfactory level of activity. Diana Marinez, Dean of Science at Texas A and M University, Corpus Christi, who is the other developer of this curriculum and the author reviewed the submitted materials and chose those showing the most promise to be invited to participate in the Summer Writing Workshop. Spring of 1996 and particularly in May--June, the author wrote a partial first draft of a companion volume for the teacher`s manual which would provide a rationale for doing culturally relevant science, present the cultural and the scientific background that teachers would need in order to be able to teach. One of the goals of this curriculum is that it should be off-the-shelf ready to teach and that teachers would not have to do extra research to encourage its adoption. The outline of the book is appendix 1. The Writing Workshop was held at Texas A and M University, Corpus Christi from July 14 to July 27, 1996. Participating teachers chose topics that they were interested in developing and wrote first drafts. These were distributed to all participants and critiqued by the workshop directors before being rewritten. Some teachers were more productive than others depending on their science background. In total an impressive number of lesson plans were written. These lesson plans are listed in Appendix 3. Appendix 4 is a sample lesson. Work still needs to be done on both the source book and the teachers` manual.

    Computational Science plays a big role in research and development in mathematics, science, engineering and biomedical disciplines. The Alliance for Computational Science Collaboration (ACSC) has the goal of training African-American and other minority scientists in the computational science field for eventual employment with the Department of Energy (DOE). The involvements of Historically Black Colleges and Universities (HBCU) in the Alliance provide avenues for producing future DOE African-American scientists. Fisk University has been participating in this program through grants from the DOE. The DOE grant supported computational science activities at Fisk University. The research areas included energy related projects, distributed computing, visualization of scientific systems and biomedical computing. Students' involvement in computational science research included undergraduate summer research at Oak Ridge National Lab, on-campus research involving the participation of undergraduates, participation of undergraduate and faculty members in workshops, and mentoring of students. These activities enhanced research and education in computational science, thereby adding to Fisk University's spectrum of research and educational capabilities. Among the successes of the computational science activities are the acceptance of three undergraduate students to graduate schools with full scholarships beginning fall 2002 (one for master degree program and two for Doctoral degree program).

    The Project ``Middle School Integrated Science, Mathematics and Technology Curriculum`` had two goals: (1) to survey the literature of energy education; and (2) to develop a theme for a possible integrated middle school energy based curriculum. We aimed to respond to the challenge of developing thematic integrated curricula as advocated by the NSTA, AAAS and other organizations analyzing the future of American science and mathematics education. The survey of middle school energy curriculum materials has been completed. A list of the resources surveyed are included in this report. Though many energy based curriculum materials have been produced, none of them appears to be broadly disseminated throughout the country. Some energy based curriculum materials are far less well developed than others. We found that an integrated set of modular materials concerning the energy based theme of light and optics does not now exist. If they were developed, they could be broadly disseminated throughout middle school courses in the physical and biological sciences, as well as in new integrated science courses proposed as part of the current science education reform movement. These types of modular materials could also provide a powerful means of student exploration of new technologies such as microcomputers.

    This report presents a summary of research projects in the area of low energy nuclear reactions and structure, carried out between 1 January 2003 and 31 December 2005 and supported by U.S. DOE grant number DE-FG03-03NA00074. Cross sections measured with high resolution have been subjected to an Ericson theory analysis to infer information about the nuclear level density. Other measurements were made of the spectral shape of particles produced in evaporation processes; these also yield level density information. A major project was the development of a new Hauser-Feshbach code for analyzing such spectra. Other measurements produced information on the spectra of gamma rays emitted in reactions on heavy nuclei and gave a means of refining our understanding of gamma-ray strength functions. Finally,reactions on light nuclei were studied and subjected to an R-matrix analysis. Cross sections fora network of nuclear reactions proceedingthrough a given compound nucleus shouldgreatly constrain the family of allowed parameters. Modifications to the formalism andcomputer code are also discussed.

    This preliminary assessment of renewable energy resources on the Umatilla Indian Reservation (UIR) has been performed by CTUIR Department of Science and Engineering (DOSE). This analysis focused primarily identifying renewable resources that may be applied on or near the Umatilla Indian Reservation. In addition preliminary technical and economic feasibility of developing renewable energy resources have been prepared and initial land use planning issues identified. Renewable energies examined in the course of the investigation included solar thermal, solar photovoltaic, wind, bioethanol, bio-diesel and bio-pellet fuel. All renewable energy options studied were found to have some potential for the CTUIR. These renewable energy options are environmentally friendly, sustainable, and compliment many of the policy goals of the CTUIR. This report seeks to provide an overall review of renewable energy technologies and applications. It tries to identify existing projects near to the CTUIR and the efforts of the federal government, state government and the private sector in the renewable energy arena. It seeks to provide an understanding of the CTUIR as an energy entity. This report intends to provide general information to assist tribal leadership in making decisions related to energy, specifically renewable energy deve lopment.

    Misconceptions and biases in energy perception could influence people's support for developments integral to the success of restructuring a nation's energy system. Science education, in equipping young adults with the cognitive skills and knowledge necessary to navigate in the confusing energy environment, could play a key role in paving the way for informed decision-making. This study examined German students' knowledge of the contribution of diverse energy sources to their nation's energy mix as well as their affective energy responses so as to identify implications for science education. Specifically, the study investigated whether and to what extent students hold mistaken beliefs about the role of multiple energy sources in their nation's energy mix, and assessed how misconceptions could act as self-generated reference points to underpin support/resistance of proposed developments. An in-depth analysis of spontaneous affective associations with five key energy sources also enabled the identification of underlying concerns driving people's energy responses and facilitated an examination of how affective perception, in acting as a heuristic, could lead to biases in energy judgment and decision-making. Finally, subgroup analysis differentiated by education and gender supported insights into a 'two culture' effect on energy perception and the challenge it poses to science education.

  1. The Cassini Imaging Science Subsystem: Science Today and in Cassini's Final Three Years

    The Cassini Imaging Science Subsystem (ISS) instrument was designed for long-range, high resolution imaging of Saturn and its system of rings and moons. It consists of two cameras, a Narrow Angle Camera (NAC, 2000 mm focal length) and a Wide Angle Camera (WAC, 200 mm focal length). The NAC has sensitivity from 200 nm to 1100 nm. The WAC is sensitive from 350 nm to 1100 nm. Among the mission highlights thus far for ISS have been discoveries of particulate plumes from Enceladus, details of surface topography along the 'tiger stripes', the discovery of an equatorial ridge on Iapetus, detailed images of small inner moons and distant moons Phoebe and Hyperion, features in Saturn's rings including perturbed edges near embedded moons, 'propellers', ephemeral clumps, and evidence for impacts in the rings and free-oscillation modes in Saturn's interior. The camera documented the aftermath of a methane/ethane 'rain' storm on Titan as well as seasonal behavior in the detached haze and visible airglow generated by magnetospheric plasma. The cameras documented the formation and evolution of a giant storm on Saturn, lightning from storms on Saturn, and determined that eddies are powering Saturn's zonal jets. In the F-ring and Proximal orbits ISS will obtain even better resolution on the rings, planet and inner moons.

    The vision described here builds on the present U.S. activities in fusion plasma and materials science relevant to the energy goal and extends plasma science at the frontier of discovery. The plan is founded on recommendations made by the National Academies, a number of recent studies by the Fusion Energy Sciences Advisory Committee (FESAC), and the Administration’s views on the greatest opportunities for U.S. scientific leadership.This report highlights five areas of critical importance for the U.S. fusion energy sciences enterprise over the next decade: 1) Massively parallel computing with the goal of validated whole-fusion-device modeling will enable a transformation in predictive power, which is required to minimize risk in future fusion energy development steps; 2) Materials science as it relates to plasma and fusion sciences will provide the scientific foundations for greatly improved plasma confinement and heat exhaust; 3) Research in the prediction and control of transient events that can be deleterious to toroidal fusion plasma confinement will provide greater confidence in machine designs and operation with stable plasmas; 4) Continued stewardship of discovery in plasma science that is not expressly driven by the energy goal will address frontier science issues underpinning great mysteries of the visible universe and help attract and retain a new generation of plasma/fusion science leaders; 5) FES user facilities will be kept world-leading through robust operations support and regular upgrades. Finally, we will continue leveraging resources among agencies and institutions and strengthening our partnerships with international research facilities.

  3. Teacher-Generated Final Exams in High School Science: Content, Rigor, and Assessment Literacy

    This study investigates a large collection of teacher-generated end-of-semester final exams from Chicago Public School high school science classrooms in order to explore the depth and breadth of content that students learn in science classrooms. Teachers focus on a specific set of scientific content that is driven by district guidelines and popular textbooks but not particularly aligned to standards. To most teachers, rigor means coverage instead of intellectual press. The assessments, while unsophisticated, seem to be delivering what is expected of them---a way to mimic the most basic format of the ACT exam quickly. There was little variation among high poverty and low poverty schools, matching national data and indicating issues that are more due to a particular culture of science teaching and learning than driven by particular contexts. The study identifies implications for the observed homogeneity of final exam rigor and content, identifies gaps between how the routine of final exams are design and implemented in schools, and discusses similar methodological efforts that could enhance the ability of schools and districts to access useful information about the technical core of instruction.

    Over the past five years, the Department of Energy's Office of Basic Energy Sciences has engaged thousands of scientists around the world to study the current status, limiting factors and specific fundamental scientific bottlenecks blocking the widespread implementation of alternate energy technologies. The reports from the foundational BESAC workshop, the ten 'Basic Research Needs' workshops and the panel on Grand Challenge science detail the necessary research steps (http://www.sc.doe.gov/bes/reports/list.html). This report responds to a charge from the Director of the Office of Science to the Basic Energy Sciences Advisory Committee to conduct a study with two primary goals: (1) to assimilate the scientific research directions that emerged from these workshop reports into a comprehensive set of science themes, and (2) to identify the new implementation strategies and tools required to accomplish the science. From these efforts it becomes clear that the magnitude of the challenge is so immense that existing approaches - even with improvements from advanced engineering and improved technology based on known concepts - will not be enough to secure our energy future. Instead, meeting the challenge will require fundamental understanding and scientific breakthroughs in new materials and chemical processes to make possible new energy technologies and performance levels far beyond what is now possible.

BESC's approach to improve accessibility to the sugars within biomass involves 1) designing plant cell walls for rapid deconstruction and 2) developing multitalented microbes for converting plant biomass into biofuels in a single step (consolidated bioprocessing). Addressing the roadblock of biomass recalcitrance will require a multiscale understanding of plant cell walls from biosynthesis to deconstruction pathways. This integrated understanding would generate models, theories and finally processes that will be used to understand and overcome biomass recalcitrance.

    Our overall purpose for this multi-year project was to develop an alternative assessment format measuring rural middle school students understanding of science concepts and processes and the interrelationships among them. This kind of understanding is called structural knowledge. We had 3 major interrelated goals: (1) Synthesize the existing literature and critically evaluate the actual and potential use of measures of structural knowledge in science education. (2) Develop a structural knowledge alternative assessment format. (3) Examine the validity of our structural knowledge format. We accomplished the first two goals during year 1. The structural knowledge assessment we identified and developed further was a select-and-fill-in concept map format. The goal for our year 2 work was to begin to validate this assessment approach. This final report summarizes our year 2 work.

    Background: Development of health professionals with ability to integrate, synthesize, and apply knowledge gained through medical college is greatly hampered by the system of delivery that is compartmentalized and piecemeal. There is a need to integrate basic sciences with clinical teaching to enable application in clinical care. Aim: To study the benefit and acceptance of vertical integration of basic science in final year MBBS undergraduate curriculum. Materials and Methods: After Institutional Ethics Clearance, neuroanatomy refresher classes with clinical application to neurological diseases were held as part of the final year posting in two medical units. Feedback was collected. Pre- and post-tests which tested application and synthesis were conducted. Summative assessment was compared with the control group of students who had standard teaching in other two medical units. In-depth interview was conducted on 2 willing participants and 2 teachers who did neurology bedside teaching. Results: Majority (>80%) found the classes useful and interesting. There was statistically significant improvement in the post-test scores. There was a statistically significant difference between the intervention and control groups' scores during summative assessment (76.2 vs. 61.8 P < 0.01). Students felt that it reinforced, motivated self-directed learning, enabled correlations, improved understanding, put things in perspective, gave confidence, aided application, and enabled them to follow discussions during clinical teaching. Conclusion: Vertical integration of basic science in final year was beneficial and resulted in knowledge gain and improved summative scores. The classes were found to be useful, interesting and thought to help in clinical care and application by majority of students. PMID:27563584

Energy Edge is a research-oriented demonstration of energy efficiency in 28 new commercial buildings. Beginning in 1985,the project, sponsored by the Bonneville Power Administration (BPA), was developed to evaluate the potential for electricity conservation in new commercial buildings. By focusing on the construction of new commercial buildings, Energy Edge meets the region`s goal of capturing otherwise lost opportunities to accomplish energy conservation.     Simple numerical estimates are developed in order to quantify a variety of energy economics issues. The Verhulst equation, which considers the effect of finite resources on petroleum production, is modified to take into account supply and demand economics. Numerical and analytical solutions to these differential equations are presented in terms of supply and demand elasticity functions, various finite resources, and the rate of increase in fuel costs. The indirect cost per barrel of imported oil from OPEC is shown to be about the same as the direct cost. These effects, as well as those of discounted benefits and deregulation, are used in a calculation of payback periods for various energy conserving devices. A phenomenological model for market penetration is developed along with the factors for future energy growth rates. A brief analysis of the economic returns of the ''house doctor'' program to reprofit houses for energy conservation is presented.

    This report summarizes results obtained on the thermodynamic and kinetic properties of zeolites. DOE funding supported the development of techniques of material preparation as well as experimental strategies and methods for measuring solubilities, hydration states, and rates of zeolite dissolution, precipitation, and nucleation. The hydrothermal experiments provided temperature-dependent solubility products, hydration states, and a set of standard free energies of formation for end-member Na-, K-, and Ca-clinoptilolite, mordenite, and analcime. Flow-through experimental methods were used to measure the rates of Na-clinoptilolite and analcime dissolution and precipitation as a function of reaction affinity to 250C. Finally, the experimental system was modified so that the clinoptilolite-to-analcime transformation was monitored, and its rates and mechanisms were evaluated.

    The emerging subject of nanofluidics, where solids and fluids interact closely at the nanoscale, has exhibited radically different from their macroscopic counterparts (and sometimes counterintuitive), and yet relatively less explored. On the other hand, the resulting unique properties may contribute to a number of innovative functions with fascinating applications. Among various exciting potential applications, an important and ever expanding one is to provide alternative solutions to energy conversion with high efficiency, including energy absorption, actuation and harvesting. In this dissertation, we first report a novel protection mechanism of energy capture through which an intensive impact or blast energy can be effectively mitigated based on a nonwetting liquid-nanoporous material system. The captured energy is stored in nanopores in the form of potential energy of intercalated water molecules for a while, and not necessarily converted to other forms of energy (e.g. heat). At unloading stage, the captured energy will be released gradually due to the hydrophobic inner surfaces of nanopores through the diffusion of water molecules out of nanopores, thus making this system reusable. Several key controlling factors including impacting velocity, nanopore size, nanopore structure, and liquid phase have been investigated on the capacity of energy capture. The molecular mechanism is elucidated through the study of water molecular distributions inside nanpores. These molecular dynamic (MD) findings are quantitatively verified by a parallel blast experiment on a zeolite/water system. During the transport of confined liquid molecules, the friction resistance exerted by solid atoms of nanopores to liquid molecules will dissipate part of energy, and is highly dependent of temperature of liquid molecules and wall morphology of nanopores.     This report of the Integrated Program Planning Activity (IPPA) has been prepared in response to a recommendation by the Secretary of Energy Advisory Board that, ''Given the complex nature of the fusion effort, an integrated program planning process is an absolute necessity.'' We, therefore, undertook this activity in order to integrate the various elements of the program, to improve communication and performance accountability across the program, and to show the inter-connectedness and inter-dependency of the diverse parts of the national fusion energy sciences program. This report is based on the September 1999 Fusion Energy Sciences Advisory Committee's (FESAC) report ''Priorities and Balance within the Fusion Energy Sciences Program''. In its December 5,2000, letter to the Director of the Office of Science, the FESAC has reaffirmed the validity of the September 1999 report and stated that the IPPA presents a framework and process to guide the achievement of the 5-year goals listed in the 1999 report. The National Research Council's (NRC) Fusion Assessment Committee draft final report ''An Assessment of the Department of Energy's Office of Fusion Energy Sciences Program'', reviewing the quality of the science in the program, was made available after the IPPA report had been completed. The IPPA report is, nevertheless, consistent with the recommendations in the NRC report. In addition to program goals and the related 5-year, 10-year, and 15-year objectives, this report elaborates on the scientific issues associated with each of these objectives. The report also makes clear the relationships among the various program elements, and cites these relationships as the reason why integrated program planning is essential. This article will discuss the physics behind some of these improvements in end-use efficiency in such areas as: (i) buildings (scaling laws, ``free-heat,'' superinsulated houses, thermal storage in large buildings, off-peak cooling), (ii) solar energy (passive, photovoltaics), (iii) utility load management (``smart meters,'' capital recovery fees, voltage control), (iv) appliances (life-cycle costs, refrigerators), and (v) lighting (isotopic enhancement).

    This article explores the relationship between the previous UK government's initiative to rebuild and renew secondary schools, and the requirement for improved education for sustainable development in the UK. The documented research utilized a number of mechanisms to engage with pupils in Leicester city schools to increase their awareness, knowledge and understanding of the science and engineering associated with the design and operation of low-energy school buildings. Workshops, discussions with energy and sustainable development experts and inspirational visits to existing low-energy buildings were employed to develop an appreciation for the importance of energy efficiency and best design practice. The results demonstrate an increase in pupils' knowledge and understanding of low-energy school design and additionally a rise in those pupils who are interested in science and would consider it as a career option.     This is the Final Technical Report for DOE's Energy Efficiency and Conservation Block Grant, Award No. DE-EE0003813, submitted by St. Lucie County, FL (prime recipient) and the Solar and Energy Loan Fund (SELF), the program's third-party administrator. SELF is a 501(c)(3) and a certified Community Development Financial Institution (CDFI). SELF is a community-based lending organization that operates the Clean Energy Loan Program, which focuses on improving the overall quality of life of underserved populations in Florida with an emphasis on home energy improvements and cost-effective renewable energy alternatives. SELF was launched in 2010 through the creation of the non-profit organization and with a $2.9 million Energy Efficiency and Conservation Block (EECBG) grant from the U.S. Department of Energy (DOE). SELF has its main office and headquarters in St. Lucie County, in the region known as the Treasure Coast in East-Central Florida. St. Lucie County received funding to create SELF as an independent non-profit institution, outside the control of local government. This was important for SELF to create its identity as an integral part of the business community and to help in its quest to become a Community Development Financial Institution (CDFI). This goal was accomplished in 2013, allowing SELF to focus on its mission to increase energy savings while serving markets that have struggled to find affordable financial assistance. These homeowners are most impacted by high energy costs. Energy costs are a disproportionate percentage of household expenses for low to moderate income (LMI) households. Electricity costs have been steadily rising in Florida by nearly 5% per year. Housing in LMI neighborhoods often includes older inefficient structures that further exacerbate the problem. Despite the many available clean energy solutions, most LMI property owners do not have the disposable income or equity in their homes necessary to afford the high upfront cost of energy

  16. Current fundamental science challenges in low temperature plasma science that impact energy security and international competitiveness

    Products and consumer goods that utilize low temperature plasmas at some point in their creation touch and enrich our lives on almost a continuous basis. Examples are many but include the tremendous advances in microelectronics and the pervasive nature of the internet, advanced material coatings that increase the strength and reliability of products from turbine engines to potato chip bags, and the recent national emphasis on energy efficient lighting and compact fluorescent bulbs. Each of these products owes their contributions to energy security and international competiveness to fundamental research investments. However, it would be a mistake to believe that the great commercial success of these products implies a robust understanding of the complicated interactions inherent in plasma systems. Rather, current development of the next generation of low temperature plasma enabled products and processes is clearly exposing a new set of exciting scientific challenges that require leaps in fundamental understanding and interdisciplinary research teams. Emerging applications such as liquid-plasma systems to improve water quality and remediate hazardous chemicals, plasma-assisted combustion to increase energy efficiency and reduce emissions, and medical applications promise to improve our lives and the environment only if difficult science questions are solved. This talk will take a brief look back at the role of low temperature plasma science in enabling entirely new markets and then survey the next generation of emerging plasma applications. The emphasis will be on describing the key science questions and the opportunities for scientific cross cutting collaborations that underscore the need for increased outreach on the part of the plasma science community to improve visibility at the federal program level.     The UCLA Plasma Simulation Group is a major partner of the “Community Petascale Project for Accelerator Science and Simulation”. This is the final technical report. We include an overall summary, a list of publications, progress for the most recent year, and individual progress reports for each year. We have made tremendous progress during the three years. SciDAC funds have contributed to the development of a large number of skeleton codes that illustrate how to write PIC codes with a hierarchy of parallelism. These codes cover 2D and 3D as well as electrostatic solvers (which are used in beam dynamics codes and quasi-static codes) and electromagnetic solvers (which are used in plasma based accelerator codes). We also used these ideas to develop a GPU enabled version of OSIRIS. SciDAC funds were also contributed to the development of strategies to eliminate the Numerical Cerenkov Instability (NCI) which is an issue when carrying laser wakefield accelerator (LWFA) simulations in a boosted frame and when quantifying the emittance and energy spread of self-injected electron beams. This work included the development of a new code called UPIC-EMMA which is an FFT based electromagnetic PIC code and to new hybrid algorithms in OSIRIS. A new hybrid (PIC in r-z and gridless in φ) algorithm was implemented into OSIRIS. In this algorithm the fields and current are expanded into azimuthal harmonics and the complex amplitude for each harmonic is calculated separately. The contributions from each harmonic are summed and then used to push the particles. This algorithm permits modeling plasma based acceleration with some 3D effects but with the computational load of an 2D r-z PIC code. We developed a rigorously charge conserving current deposit for this algorithm. Very recently, we made progress in combining the speed up from the quasi-3D algorithm with that from the Lorentz boosted frame.     We examine the types of emergent language eighth grade students in rural Maine middle schools use when they discuss energy in their first experiences with Project-Based Inquiry Science: Energy, a research-based curriculum that uses a specific language for talking about energy. By comparative analysis of the language used by the curriculum materials to students' language, we find that students' talk is at times more aligned with a Stores and Transfer model of energy than the Forms model supported by the curriculum.

    Southwestern Indian Polytechnic Institute (SIPI), was founded in 1971 and is located on 164 acres in northwest Albuquerque, New Mexico in the center of New Mexico`s agricultural and high-tech corridors. SIPI became accredited as a community college in 1993, serves Native Americans nationwide, and is governed by a nationally-tribally appointed Board of Regents (Jicarilla Apache, Joint Oklahoma Tribes, Mescalero Apache, Navajo Nation-Arizona, Navajo Nation-New Mexico, Ten Southern Pueblos, and Eight Northern Pueblos, Southern Ute, Inter-tribal Council of Arizona, and Oglala Sioux). In 1993, The US Department of Education, TRIO Programs no longer funded the Southwestern Indian Polytechnic Institute (SIPI) Summer Math and Science Enrichment Program. However, with US Department of Energy funding SIPI was able to continue service to the Native American community under the new title of College Bound American Indian Math and Science (AIMS) Enrichment Program. This new program continued the goals and objectives of the TRIO program with an expanded focus that included students from more Native American communities nationwide. The program also interfaced with a teacher enrichment program (Rural American Indian Science Education-RAISE) sponsored by the Bureau of Indian Affairs and Sandia National Labs (SNL). SIPI in collaboration with Sandia National Laboratories and Lawrence Livermore National (LLNL) Laboratory established a mathematics and science enrichment program at SIPI for students attending rural high schools serving predominantly Native American populations. The primary goal of the program was to provide 9th--12th grade students, mostly Native American, the skills and knowledge, interest and motivation, and strategies to remain in high school and pursue a college education in a math, science, or technology based field.     This document represents the final report from the Applied Physics Laboratory (APL) of The Johns Hopkins University on its efforts on behalf of the Division of Geothermal Energy (DGE) of the Department of Energy (DOE). For the past four years, the Laboratory has been fostering development of geothermal energy in the Eastern United States. While the definition of ''Eastern'' has changed somewhat from time to time, basically it means the area of the continental United States east of the Rocky Mountains, plus Puerto Rico but excluding the geopressured regions of Texas and Louisiana. During these years, the Laboratory developed a background in geology, hydrology, and reservoir analysis to aid it in establishing the marketability of geothermal energy in the east. Contrary to the situation in the western states, the geothermal resource in the east was clearly understood to be inferior in accessible temperature. On the other hand, there were known to be copious quantities of water in various aquifers to carry the heat energy to the surface. More important still, the east possesses a relatively dense population and numerous commercial and industrial enterprises, so that thermal energy, almost wherever found, would have a market. Thus, very early on it was clear that the primary use for geothermal energy in the east would be for process heat and space conditioning--heating and cool electrical production was out of the question. The task then shifted to finding users colocated with resources. This task met with modest success on the Atlantic Coastal Plain. A great deal of economic and demographic analysis pinpointed the prospective beneficiaries, and an intensive ''outreach'' campaign was mounted to persuade the potential users to invest in geothermal energy. The major handicaps were: (1) The lack of demonstrated hydrothermal resources with known temperatures and expected longevity; and (2) The lack of a ''bellwether'' installation for entrepreneurs to see, touch, and

    In this paper, we report the experiences and results of the integration and utilization of e-Science for high-energy physics in Korea. The e-Science for high-energy physics is to study high-energy physics any time and anywhere even if we are not on-site of accelerator laboratories. The contents are 1) data production, 2) data processing and 3) data analysis anytime and anywhere. The data production is to do remote control and take shifts remotely. The data processing is to run jobs anytime, anywhere using grid farms. The data analysis is to work together to publish papers using collaborative environment such as EVO (Enabling Virtual Organization) system. We apply this concept to high energy physics experiments, especially, ALICE experiment at CERN in Europe and CDF experiment at Fermi-lab. And we show the results.

  2. Energy storage improvement through material science approaches

    A need for improved energy storage is apparent for the improvement of our society. Lithium ion batteries are one of the leading energy storage technologies being researched today. These batteries typically utilize coupled reduction/oxidation reactions with intercalation reactions in crystalline metal oxides with lithium ions as charge carriers to produce efficient and high power energy storage options. The cathode material (positive electrode) has been an emphasis in the recent research as it is currently the weakest link of the battery. Several systems of cathode materials have been studied with different structures and chemical makeup, all having advantages and disadvantages. One focus of the research presented below was creating a low cost and high performance cathode material by creating a composite of the low cost spinel structured LiMn2O4 and the higher capacity layered structure materials. Two compositional diagrams were used to map out the composition space between end members which include two dimensional layer structured LiCoO 2, LiNiO2, LiNi0.8Co0.2O2 and three dimensional spinel structured LiMn2O4. Several compositions in each composition map were electrochemically tested and structurally characterized in an attempt to discover a high performance cathode material with a lower cost precursor. The best performing composition in each system shows the desired mixed phase of the layered and spinel crystal structures, yielding improved performance versus the individual end member components. The surrounding compositions were then tested in order to find the optimum composition and performance. The best performing composition was 0.2LiCoO 2•0.7LiNi0.8Co0.2O2•0.1LiMn 2O4 and yielded a specific capacity of 182mAh/g. Another promising area of chemical energy storage is in the storage of hydrogen gas in chemical hydrides.     The ground is littered with projects that failed because of strong public opposition, including natural gas and coal power plants proposed in Idaho over the past several years. This joint project , of the Idaho National Laboratory, Boise State University, Idaho State University and University of Idaho has aimed to add to the tool box to reduce project risk through encouraging the public to engage in more critical thought and be more actively involved in public or social issues. Early in a project, project managers and decision-makers can talk with no one, pro and con stakeholder groups, or members of the public. Experience has shown that talking with no one outside of the project incurs high risk because opposition stakeholders have many means to stop most (if not all) energy projects. Talking with organized stakeholder groups provides some risk reduction from mutual learning, but organized groups tend not to change positions except under conditions of a negotiated settlement. Achieving a negotiated settlement may be impossible. Furthermore, opposition often arises outside pre-existing groups. Standard public polling provides some information but does not reveal underlying motivations, intensity of attitudes, etc. Improved methods are needed that probe deeper into stakeholder (organized groups and members of the public) values and beliefs/heuristics to increase the potential for change of opinions and/or out-of-box solutions. The term “heuristics” refers to the mental short-cuts, underlying beliefs, and paradigms that everyone uses to filter and interpret information, to interpret what is around us, and to guide our actions and decisions. This document is the final report of a 3-year effort to test different public discourse methods in the subject area of energy policy decision-making.     The economy, national security, and standard of living of the United States depend heavily on adequate and reliable supplies of energy and mineral resources. Based on current population and consumption trends, the Nation's use of energy and minerals can be expected to grow, driving the demand for ever broader scientific understanding of resource formation, location, and availability. In addition, the increasing importance of environmental stewardship, human health, and sustainable growth place further emphasis on energy and mineral resources research and understanding. Collectively, these trends in resource demand and the interconnectedness among resources will lead to new challenges and, in turn, require cutting-edge science for the next generation of societal decisions. The contributions of the U.S. Geological Survey to energy and minerals research are well established. Based on five interrelated goals, this plan establishes a comprehensive science strategy. It provides a structure that identifies the most critical aspects of energy and mineral resources for the coming decade. * Goal 1. - Understand fundamental Earth processes that form energy and mineral resources. * Goal 2. - Understand the environmental behavior of energy and mineral resources and their waste products. * Goal 3. - Provide inventories and assessments of energy and mineral resources. * Goal 4. - Understand the effects of energy and mineral development on natural resources. * Goal 5. - Understand the availability and reliability of energy and mineral resource supplies.     High energy density science (HEDS), as a discipline that has developed in the United States from National Nuclear Security Agency (NNSA)-sponsored laboratory research programs, is, and will remain, a major component of the NNSA science and technology strategy. Its scientific borders are not restricted to NNSA. 'Frontiers in High Energy Density Physics: The X-Games of Contemporary Science' identified numerous exciting scientific opportunities in this field, while pointing to the need for a overarching interagency plan for its evolution. Meanwhile, construction of the first x-ray free-electron laser, the Office-of-Science-funded Linear Coherent Light Source-LCLS: the world's first free electron x-ray laser, with 100-fsec time resolution, tunable x-ray energies, a high rep rate, and a 10 order-of-magnitude increase in brightness over any other x-ray source--led to the realization that the scientific needs of NNSA and the broader scientific community could be well served by an LCLS HEDS endstation employing both short-pulse and high-energy optical lasers. Development of this concept has been well received in the community. NNSA requested a workshop on the applicability of LCLS to its needs. 'High Energy Density Science at the LCLS: NNSA Defense Programs Mission Need' was held in December 2006. The workshop provided strong support for the relevance of the endstation to NNSA strategic requirements. The range of science that was addressed covered a wide swath of the vast HEDS phase space. The unique possibilities provided by the LCLS in areas of intense interest to NNSA Defense Programs were discussed. The areas of focus included warm dense matter and equations of state, hot dense matter, and behavior of high-pressure materials under conditions of high strain-rate and extreme dynamic loading.     The social and behavioural sciences are critical for informing climate- and energy-related policies. We describe a decision science approach to applying those sciences. It has three stages: formal analysis of decisions, characterizing how well-informed actors should view them; descriptive research, examining how people actually behave in such circumstances; and interventions, informed by formal analysis and descriptive research, designed to create attractive options and help decision-makers choose among them. Each stage requires collaboration with technical experts (for example, climate scientists, geologists, power systems engineers and regulatory analysts), as well as continuing engagement with decision-makers. We illustrate the approach with examples from our own research in three domains related to mitigating climate change or adapting to its effects: preparing for sea-level rise, adopting smart grid technologies in homes, and investing in energy efficiency for office buildings. The decision science approach can facilitate creating climate- and energy-related policies that are behaviourally informed, realistic and respectful of the people whom they seek to aid.

    The CREST research team conducted research that optimized catalysts used for the conversion of southwestern lignite into synthetic crude oil that can be shipped to nearby Texas refineries and power plants for development of transportation fuels and power generation. Research was also undertaken to convert any potential by-products of this process such as CO2 to useful chemicals and gases which could be recycled and used as feedstock to the synthetic fuel process. These CO2 conversion processes used light energy to drive the endogonic reduction reactions involved. The project was divided into two tasks: A CO2 Conversion Task, and a Catalyst Optimization Task. The CO2 Conversion task was aimed at developing molecular and solid state catalysts for the thermal, electro- and photocatalytic reduction of CO2 to reduced products such as simple feedstock compounds (e.g. CO, H2, CHOOH, CH2O, CH3OH and CH4). For example, the research team recycled CO that was developed from this Task and used it as a feedstock for the production of synthetic crude in the Catalyst Optimization Task. In the Catalyst Optimization Task, the research team conducted bench-scale experiments with the goal of reducing overall catalyst cost in support of several synthetic crude processes that had earlier been developed. This was accomplished by increasing the catalyst reactivity thus reducing required concentrations or by using less expensive metals. In this task the team performed parametric experiments in small scale batch reactors in an effort to improve catalyst reactivity and to lower cost. They also investigated catalyst robustness by testing lignite feedstocks that vary in moisture, h, and volatile content.

The pressures of more than 0.1 TPa are the energy density corresponding to the chemical bonding energy, resulting in expectation of dramatic changes in the chemical reactions. At pressures of more than TPa, most of material would be melted on the shock Hugoniot curve. However, if the temperature is less than 1eV or lower than a melting point at pressures of more than TPa, novel solid states of matter must be created through a pressured phase transition. One of the interesting materials must be carbon. At pressures of more than TPa, the diamond structure changes to BC and cubic at more than 3TPa. To create such novel states of matter, several kinds of isentropic-like compression techniques are being developed with high power lasers. To explore the ``Tera-Pascal Science,'' now we have a new tool which is an x-ray free electron laser as well as high power lasers. The XFEL will clear the details of the HED states and also efficiently create hot dense matter. We have started a new project on high energy density sciences using an XFEL (SACLA) in Japan, which is a HERMES (High Energy density Revolution of Matter in Extreme States) project.

    The linked problems of energy sustainability and climate change are among the most complex and daunting facing humanity at the start of the twenty-first century. This joint Nature Energy and Nature Climate Change Collection illustrates how understanding and addressing these problems will require an integrated science of coupled human and natural systems; including technological systems, but also extending well beyond the domain of engineering or even economics. It demonstrates the value of replacing the stylized assumptions about human behaviour that are common in policy analysis, with ones based on data-driven science. We draw from and engage articles in the Collection to identify key contributions to understanding non-technological factors connecting economic activity and greenhouse gas emissions, describe a multi-dimensional space of human action on climate and energy issues, and illustrate key themes, dimensions and contributions towards fundamental understanding and informed decision making.

    The primary objective of this project was to perform the optics and materials research necessary to identify and solve the technical problems associated with fabricating durable, variable reflectivity electrochromic windows for energy efficient buildings and vehicles. The research performed at the Tufts Electro-Optics Technology Center (EOTC) has identified and solved nearly all the significant problems, as discussed below in this final technical report. There still remains, however, one important problem to be solved--i.e., to better understand the science of deposition processes and thereby develop and optimize one or more production-worthy deposition processes that could be used for the practical production of affordable, variable reflectivity electrochromic windows. Therefore, it is recommended that such studies be carried out with the goals of: (1) determining the probable practical limits of performance; and, very importantly, (2) to develop and optimize deposition processes that could be used for the practical production of affordable electrochromic windows.

  18. The Dark Energy Survey Science Verification Shear Catalog

    We present results of the weak lensing analysis of the Dark Energy Survey (DES) science verification data. The science verification (SV) data use the same telescope and camera as the full DES is using, but the data were taken during commissioning time the year prior to the start of the DES. We have undergone a large battery of null tests to look for systematic errors in the shear values. The catalogs pass all tests at the levels required for doing weak lensing science with the SV data. We will show here the results of some of the more interesting tests. We will mention briefly some plans for improvements to the pipeline to help meet the more stringent demands of the full 5-year DES survey.

  19. UCLA Intermediate Energy Nuclear and Particle Physics Research: Final Report

    This project covers the following research: (a) Investigations into the structure of the proton and neutron. This is done by investigating the different resonance states of nucleons with beams of tagged, polarized photons, linearly as well as circularly, incident on polarized hydrogen/deuterium targets and measuring the production of {pi}{sup 0}, 2{pi}{sup }0, 3{pi}{sup 0}, {eta} , {eta}', {omega}, etc. The principal detector is the Crystal Ball multiphoton spectrometer which has an acceptance of nearly 4 . It has been moved to the MAMI accelerator facility of the University of Mainz, Germany. We investigate the conversion of electromagnetic energy into mesonic matter and conversely. (b) We investigate the consequences of applying the "standard" symmetries of isospin, G-parity, charge conjugation, C, P, T, and chirality using rare and forbidden decays of light mesons such as the {eta} ,{eta}' and {omega}. We also investigate the consequences of these symmetries being slightly broken symmetries. We do this by studying selected meson decays using the Crystal Ball detector. (c) We determine the mass, or more precisely the mass difference of the three light quarks (which are inputs to Quantum Chromodynamics) by measuring the decay rate of specially selected {eta} and {eta}' decay modes, again we use the Crystal Ball. (d)We have started a new program to search for the 33 missing cascade baryons using the CLAS detector at the Thomas Jefferson Laboratory. Cascade resonances are very special: they have double strangeness and are quite narrow. This implies that they can be discovered by the missing mass technique in photoproduction reactions such as in {gamma}p{yields}{Xi}{sup}K{sup +}K{sup +}. The cascade program is of particular importance for the upgrade to 12 GeV of the CLAS detector and for design of the Hall D at JLab. (e) Finally, we are getting more involved in a new program to measure the hadronic matter form factor of complex nuclei, in particular the "neutron

    In this Final Report, we the researchers of the high energy physics group at Tufts University summarize our works and achievements in three frontier areas of elementary particle physics: (i) Neutrino physics at the Intensity Frontier, (ii) Collider physics at the Energy Frontier, and (iii) Theory investigations of spin structure and quark-gluon dynamics of nucleons using quantum chromodynamics. With our Neutrino research we completed, or else brought to a useful state, the following: Data-taking, physics simulations, physics analysis, physics reporting, explorations of matter effects, and detector component fabrication. We conducted our work as participants in the MINOS, NOvA, and LBNE neutrino oscillation experiments and in the MINERvA neutrino scattering experiment. With our Collider research we completed or else brought to a useful state: Data-taking, development of muon system geometry and tracking codes, software validation and maintenance, physics simulations, physics analysis, searches for new particles, and study of top-quark and B-quark systems. We conducted these activities as participants in the ATLAS proton-proton collider experiment at CERN and in the CDF proton-antiproton collider experiment at Fermilab. In our Theory research we developed QCD-based models, applications of spin phenomenology to fundamental systems, fitting of models to data, presenting and reporting of new concepts and formalisms. The overarching objectives of our research work have always been: 1) to test and clarify the predictions of the Standard Model of elementary particle physics, and 2) to discover new phenomena which may point the way to a more unified theoretical framework.

  7. Energy-related inventions program invention 637. Final technical report

    The final technical report for the Pegasus plow, a stalk and root embedding apparatus, describes progress from the development stage to the product support stage. The US Department of Agriculture - Agriculture Research Service (ARS) is now in the second year of a three year study comparing the Pegasus to conventional tillage. So far, no downside has been with the Pegasus and the following benefits have been documented: (1) Energy savings of 65.0 kilowatt hours per hectare over conventional tillage. This is when the Pegasus plow is used to bury whole stalks, and represents a 70% savings over conventional tillage (92.5 kilowatt hours per hectare). (2) Four to seven fewer passes of tillage, depending on the particular situation. This represents a substantial time savings to farmers. (3) So far, no differences in cotton yields. Recent cotton boll counts in one study indicate a higher yield potential with the Pegasus. (4) No disease problems. (5) Significantly higher levels of organic matter in the soil. A hypothesis of the study is that whole stalk burial may reduce plant disease problems. This hypothesis has not yet been proven. (6) Significantly higher levels of nitrate nitrogen. Total nitrogen and ammonia nitrogen trended higher but were not significantly different. This shows that whole stalk burial does not adversely affect the nitrogen cycle in the soil and may actually improve it. The marketing support stage of the project is also described in the report.

  8. Cosmic Shear Measurements with the Dark Energy Survey Science Verification Data

    We present the first cosmic shear measurements with the Dark Energy Survey Science Verification data, approximately 160 square degrees of four band, multiepoch imaging. We use two independent shear measurement pipelines developed for this data to perform a large suite null tests of the comsic shear signal, test for the presence of B-modes and search for instrumental contamination in the shear measurements. Combined with a suite of 126 ray traced weak lensing simulations, we are able to calibrate the covariance matrix of the cosmic shear measurements for the final likelihood analysis.

  9. Clear and Present Atmospheric Science Foci for Wind Energy (Invited)

    The energy capacity of installed wind farms, with the exception of 2010, has grown at approximately 40% per year in the United States. Simultaneously, wind turbines have grown in height, rotor diameter and technological sophistication altering the time and space scales relevant to their operation. The meteorological phenomena and micrometeorological climatic conditions at turbine vertical scales, in the regions of the U. S. that have been developed, are different than those from which current wind turbine standards are derived. Some spectacular technological and performance failures have resulted, whose roots can be traced in part to a lack of knowledge transfer from atmospheric science to wind energy engineering and in part to knowledge gaps in atmospheric science. The result is that a wide variety of significant and meaningful basic and applied atmospheric science research topics are available to be addressed in the near term. To consolidate the discussion we will focus on two main areas: 1. Micrometeorological climatology for wind resource assessment, site suitability and wind turbine engineering standards, and, 2. Operational wind energy-focused numerical forecasting, forensics and efficiency.

    This NASA Science Institute Plan has been produced in response to direction from the NASA Administrator for the benefit of NASA Senior Management, science enterprise leaders, and Center Directors. It is intended to provide a conceptual framework for organizing and planning the conduct of science in support of NASA's mission through the creation of a limited number of science Institutes. This plan is the product of the NASA Science Institute Planning Integration Team (see Figure A). The team worked intensively over a three-month period to review proposed Institutes and produce findings for NASA senior management. The team's activities included visits to current NASA Institutes and associated Centers, as well as approximately a dozen non-NASA research Institutes. In addition to producing this plan, the team published a "Benchmarks" report. The Benchmarks report provides a basis for comparing NASA's proposed activities with those sponsored by other national science agencies, and identifies best practices to be considered in the establishment of NASA Science Institutes. Throughout the team's activities, a Board of Advisors comprised of senior NASA officials (augmented as necessary with other government employees) provided overall advice and counsel.
