    The Program Management Tool (PMT) is a comprehensive, Web-enabled business intelligence software tool for assisting program and project managers within NASA enterprises in gathering, comprehending, and disseminating information on the progress of their programs and projects. The PMT provides planning and management support for implementing NASA programmatic and project management processes and requirements. It provides an online environment for program and line management to develop, communicate, and manage their programs, projects, and tasks in a comprehensive tool suite. The information managed by use of the PMT can include monthly reports as well as data on goals, deliverables, milestones, business processes, personnel, task plans, monthly reports, and budgetary allocations. The PMT provides an intuitive and enhanced Web interface to automate the tedious process of gathering and sharing monthly progress reports, task plans, financial data, and other information on project resources based on technical, schedule, budget, and management criteria and merits. The PMT is consistent with the latest Web standards and software practices, including the use of Extensible Markup Language (XML) for exchanging data and the WebDAV (Web Distributed Authoring and Versioning) protocol for collaborative management of documents. The PMT provides graphical displays of resource allocations in the form of bar and pie charts using Microsoft Excel Visual Basic for Application (VBA) libraries. The PMT has an extensible architecture that enables integration of PMT with other strategic-information software systems, including, for example, the Erasmus reporting system, now part of the NASA Integrated Enterprise Management Program (IEMP) tool suite, at NASA Marshall Space Flight Center (MSFC).     In managing its marine safety programs, the Coast Guard periodically inspects and boards vessels entering the United States to determine compliance with safety regulations. The Coast Guard uses data on vessels' enforcement history to assist it in determining those warranting inspection and boarding. The Coast Guard also relies on data from its field units to assist it in making personnel resource determinations. GAO found that the Coast Guard used inaccurate and incomplete information in its oversight of enforcement activities at the field level. Accordingly, GAO is recommending that the Coast Guard improve its collection, analysis, and use of information on marine industry activities to execute its marine safety responsibilities more effectively. The Department of Transportation said that the Coast Guard is aware of the GAO identified weaknesses and has taken steps to improve many of the issues brought out in this report.

    Having worked in the Employees and Commercial Payments Branch of the Financial Management Division for the past 3 summers, I have seen the many changes that have occurred within the NASA organization. As I return each summer, I find that new programs and systems have been adapted to better serve the needs of the Center and of the Agency. The NASA Agency has transformed itself the past couple years with the implementation of the Integrated Financial Management Program (IFMP). IFMP is designed to allow the Agency to improve its management of its Financial, Physical, and Human Resources through the use of multiple enterprise module applications. With my mentor, Joseph Kan, being the branch chief of the Employees and Commercial Payments Branch, I have been exposed to several modules, such as Travel Manager, WebTads, and Core Financial/SAP, which were implemented in the last couple of years under the IFMP. The implementation of these agency-wide systems has sometimes proven to be troublesome. Prior to IFMP, each NASA Center utilizes their own systems for Payroll, Travel, Accounts Payable, etc. But with the implementation of the Integrated Financial Management Program, all the "legacy" systems had to be eliminated. As a result, a great deal of enhancement and preparation work is necessary to ease the transformation from the old systems to the new. All this work occurs simultaneously; for example, e-Payroll will "go live" in several months, but a system like Travel Manager will need to have information upgraded within the system to meet the requirements set by Headquarters. My assignments this summer have given me the opportunity to become involved with such work. So far, I have been given the opportunity to participate in projects resulting from a congressional request, several bankcard reconciliations, updating routing lists for Travel Manager, updating the majordomo list for Travel Manager approvers and point of contacts, and a NASA Headquarters project involving

    A challenge faced by many university-based perfusion education (PE) programs is the need for student clinical rotations at hospital locations that are geographically disparate from the main educational campus. The problem has been addressed through the employment of distance-learning environments. The purpose of this educational study is to evaluate the effectiveness of this teaching model as it is applied to PE. Web-based virtual classroom (VC) environments and educational management system (EMS) software were implemented independently and as adjuncts to live, interactive Internet-based audio/video transmission from classroom to classroom in multiple university-based PE programs. These Internet environments have been used in a variety of ways including: 1) forum for communication between the university faculty, students, and preceptors at clinical sites, 2) didactic lectures from expert clinicians to students assigned to distant clinical sites, 3) small group problem-based-learning modules designed to enhance students analytical skills, and 4) conversion of traditional face-to-face lectures to asynchronous learning modules. Hypotheses and measures of student and faculty satisfaction, clinical experience, and learning outcomes are proposed, and some early student feedback was collected. For curricula that emphasize both didactic and clinical education, the use of Internet-based VC and EMS software provides significant advancements over traditional models. Recognized advantages include: 1) improved communications between the college faculty and the students and clinical preceptors, 2) enhanced access to a national network of clinical experts in specialized techniques, 3) expanded opportunity for student distant clinical rotations with continued didactic course work, and 4) improved continuity and consistency of clinical experiences between students through implementation of asynchronous learning modules.   13. Communicating Risk to Program Managers

    Program Managers (PM) can protect program resources and improve chances of success by anticipating, understanding and managing risks. Understanding the range of potential risks helps one to avoid or manage the risks. A PM must choose which risks to accept to reduce fire fighting, must meet the expectations of stakeholders consistently, and avoid falling into costly "black holes" that may open. A good risk management process provides the PM more confidence to seize opportunities save money, meet schedule, even improve relationships with people important to the program. Evidence of managing risk and sound internal controls can mean better support from superiors for the program by building a trust and reputation from being on top of issues. Risk managers have an obligation to provide the PM with the best information possible to allow the benefits to be realized (Small Business Consortium, 2004). The Institute for Chartered Accountants in England and Wales sees very important benefits for companies in providing better information about what they do to assess and manage key business risks. Such information will: a) provide practical forward-looking information; b) reduce the cost of capital; c) encourage better risk management; and d) improve accountability for stewardship, investor protection and the usefulness of financial reporting. We are particularly convinced that enhanced risk reporting will help listed companies obtain capital at the lowest possible cost (The Institute of Chartered Accountants in England &Wales, June 2002). Risk managers can take a significant role in quantifying the success of their department and communicating those figures to executive (program) management levels while pushing for a broader risk management role. Overall, risk managers must show that risk management work matters in the most crucial place-the bottom line- as they prove risk management can be a profit center (Sullivan, 2004).

    The Dairy Herd Management Program has served both dairymen and veterinarians very well over the past several years under a variety of conditions. A number of veterinarians have used the Dairy Herd Management Program to provide computerized dairy record service to their clients. In many of these situations, clients have decided to purchase a computer system of their own after discovering the value of having improved, computerized dairy records. The Dairy Herd Management Program is able to efficiently handle data from large dairies without disrupting daily record-keeping routines. With this data, useful reports are generated that measure actual reproductive performance against target levels or goals. Because the Dairy Herd Management Program focuses on specific time intervals and includes data from culled cows, trends or drops in reproductive performance are more quickly detected so that corrective action can be taken to minimize economic losses. The Dairy Herd Management Program's strong points include batch entry of data, an inclusive yet flexible Vet Check List of cows to be examined, and a detailed, comprehensive Reproductive Summary report. Its major weakness is the lack of a custom report generator for specific situations or conditions. This problem is being addressed in the new version. With the improvements scheduled for the new version, the Dairy Herd Management Program should be able to meet all of the needs of dairy managers and veterinarians alike, as well as become a powerful tool for conducting dairy reproductive field trials and research.     The question "Is cockpit resource management effective?" has been asked frequently in the years since 1979 when a National Aeronautics and Space Administration (NASA)/Industry workshop addressed the concepts of crew coordination and effective utilization of all available resources in flight operations (Cooper, White, & Lauber, 1980). If one looks at the proliferation of cockpit resource management (CRM) training programs in domestic and foreign, civil and military aviation, and the enormous investment in time and money that they entail, it would appear that the question has been answered in the affirmative. It is our position, however, that the question remains open and that empirical evidence is just beginning to accumulate. PMID:11538318

    Assuring the safe operation of a nuclear power plant depends, to a large extent, on how effectively one understands and manages the aging-related degradation that occurs in structures, systems, and components (SSCs). Aging-related degradation is typically managed through a nuclear plant`s maintenance program. A review of 44 Maintenance Team Inspection (MTI) Reports indicated that while some plant organizations appeared to assume a proactive mode in preventing aging-related failures of their SSCs important to safety, others seemed to be taking a passive or reactive mode. Across all plants, what is clearly needed, is a strong recognition of the importance of aging-related degradation and the use of existing organizational assets to effectively detect and mitigate those effects. Many of those assets can be enhanced by the consideration of organizational and management factors necessary for the implementation of an effective aging management program. This report provides a discussion of this program.

An extensible database allows searching for information based upon context and upon content. Seven different types of project risks are addressed, including non-availability of required skill mix of workers. The system can be configured to exchange data and results with corresponding portions of similar project analyses, and to provide user-specific access to specified information.

    These two programs provide opportunities for K-12 teachers of mathematics, science, and technology to spend two weeks at a NASA center learning about aeronautics and space. Participants are selected by peer review from a contracting agent that assists NASA in administering the program. Each teacher receives a stipend that covers the cost of travel, housing, meals, and graduate credit. NEWMAST provides for approximately 100 secondary teachers, and NEWTEST is a program designed to meet the needs of approximately 125 elementary teachers each summer. Teachers are provided with a wide variety of experiences including research laboratory observations, presentations, and 'shadowships'. Individual and team projects are used to enhance the participants knowledge of space and aeronautics and to motivate the teachers to incorporate the summer workshop activities into their classrooms.

    The Bonneville Power Administration is proposing to fund the installation of approximately 1.5 miles of post and wire fence along Valley Creek in Stanley, Idaho.   1. The disease management program for type 2 diabetes in Germany enhances process quality of diabetes care - a follow-up survey of patient's experiences

    Background In summer 2003 a disease management program (DMP) for type 2 diabetes was introduced on a nationwide basis in Germany. Patient participation and continuity of care within the DMP are important factors to achieve long-term improvements in clinical endpoints. Therefore it is of interest, if patients experience any positive or negative effects of the DMP on their treatment that would support or hamper further participation. The main objective of the study was to find out if the German Disease Management Program (DMP) for type 2 diabetes improves process and outcome quality of medical care for patients in the light of their subjective experiences over a period of one year. Methods Cohort study with a baseline interview and a follow-up after 10.4 ± 0.64 months. Data on process and outcome measures were collected by telephone interviews with 444 patients enrolled and 494 patients not enrolled in the German DMP for type 2 diabetes. Data were analyzed by multivariate logistic regression analyses. Results DMP enrolment was significantly associated with a higher process quality of care. At baseline enrolled patients more often reported that they had attended a diabetes education course (OR = 3.4), have ≥ 4 contacts/year with the attending physician (OR = 3.3), have at least one annual foot examination (OR = 3.1) and one referral to an ophthalmologist (OR = 3.4) and possess a diabetes passport (OR = 2.4). Except for the annual referral to an ophthalmologist these parameters were also statistically significant at follow-up. In contrast, no differences between enrolled and not enrolled patients were found concerning outcome quality indicators, e.g. self-rated health, Glycated hemoglobin (GHb) and blood pressure. However, 16-36% of the DMP participants reported improvements of body weight and/or GHb and/or blood pressure values due to enrolment - unchanged within one year of follow-up. Enhanced recovery after surgery (ERAS), so called "fast-track" programs pursue the adequate and efficient delivery of health care services therefore to improve postoperative outcomes and reduce medical cost. The Uranium Mill Tailings Remedial Action (UMTRA) Project Office has prepared a ``Groundwater Protection Management Program Plan`` (groundwater protection plan) of sufficient scope and detail to reflect the program`s significance and address the seven activities required in DOE Order 5400.1, Chapter 3, for special program planning. The groundwater protection plan highlights the methods designed to preserve, protect, and monitor groundwater resources at UMTRA Project processing and disposal sites. The plan includes an overview of the remedial action status at the 24 designated processing sites and identifies project technical guidance documents and site-specific documents for the UMTRA groundwater protection management program. In addition, the groundwater protection plan addresses the general information required to develop a water resources protection strategy at the permanent disposal sites. Finally, the plan describes ongoing activities that are in various stages of development at UMTRA sites (long-term care at disposal sites and groundwater restoration at processing sites).     Sodium oxybate, also known as gamma-hydroxybutyric acid (GHB), was discovered in 1960 and has been described both as a therapeutic agent with high medical value and, more recently, a substance of abuse. The naturally occurring form of this drug is found in various body tissues but has been studied most extensively in the CNS where its possible function as a neurotransmitter continues to be studied. Sodium oxybate has been approved in different countries for such varied uses as general anaesthesia, the treatment of alcohol withdrawal and addiction, and, most recently, cataplexy associated with narcolepsy. During the 1980s, easy access to GHB-containing products led to various unapproved uses, including weight loss, bodybuilding and the treatment of sleeplessness, sometimes with serious long-term effects. The availability of these unapproved and unregulated forms of the drug led to GHB and its analogues being popularised as substances of abuse and subsequent notoriety as agents used in drug-facilitated sexual assault, or 'date rape', eventually leading to the prohibition of GHB sales in the US. Legal efforts to control the sale and distribution of GHB and its analogues nearly prevented the clinical development of sodium oxybate for narcolepsy in the US. However, following extensive discussions with a variety of interested parties, a satisfactory solution was devised, including legislative action and the development of the Xyrem Risk Management Program. Amendments to the US Controlled Substances Act made GHB a schedule I drug, but also contained provisions that allow US FDA-approved products to be placed under schedule III. This unique, bifurcated schedule for sodium oxybate/GHB allowed the clinical development of sodium oxybate to proceed and, in July 2002, it was approved by the FDA as an orphan drug for the treatment of cataplexy in patients with narcolepsy as Xyrem(sodium oxybate) oral solution. Bromine Chemistry offers many unique properties for enhancing a water management program. Regardless of the method used to generate a residual, hypobromous acid delivers faster kill rates than an equimolar concentration of hypochlorous acid at an elevated pH or in the presence of ammonia or nitrogenous materials. In addition, the faster degradation of most bromine compounds relative to their chlorinated analogs increases the environmental acceptability of most brominated effluents relative to chlorination. Based on these advantages, the application of bromine chemistry to water treatment requirements has moved out of the speculative research phase and has moved into the sphere of a practical, commercial reality.

  17. Enhanced algorithms for stochastic programming

    In this dissertation, we present some of the recent advances made in solving two-stage stochastic linear programming problems of large size and complexity. Decomposition and sampling are two fundamental components of techniques to solve stochastic optimization problems. We describe improvements to the current techniques in both these areas. We studied different ways of using importance sampling techniques in the context of Stochastic programming, by varying the choice of approximation functions used in this method. We have concluded that approximating the recourse function by a computationally inexpensive piecewise-linear function is highly efficient. This reduced the problem from finding the mean of a computationally expensive functions to finding that of a computationally inexpensive function. Then we implemented various variance reduction techniques to estimate the mean of a piecewise-linear function. This method achieved similar variance reductions in orders of magnitude less time than, when we directly applied variance-reduction techniques directly on the given problem. In solving a stochastic linear program, the expected value problem is usually solved before a stochastic solution and also to speed-up the algorithm by making use of the information obtained from the solution of the expected value problem. We have devised a new decomposition scheme to improve the convergence of this algorithm.

    Oak Ridge National Laboratory (ORNL) has operated with a balanced matrix organization for over sixteen years. Much of the work at the Laboratory is accomplished with good customer satisfaction through programs, projects, and matrix management. During the past several years concerns about program and project management at ORNL have been expressed by both the Department of Energy and ORNL staff. In May 1993 the ORNL Division/Program/Office Directors Caucus chartered a ``fox team`` to identity and to recommend improvements to matrix management that would lead to resolution of these concerns. Nine experienced ORNL staff members served on this Matrix Management Upgrade Solutions Team (MMUST). The MMUST adopted a four-phase approach in which they first gathered information and then developed and proposed recommended actions. In the fourth phase the team was available to support implementation of the recommendations. They began work in June 1993, gathering and evaluating information in biweekly meetings for six months. Recommendations developed in October and November 1993 were presented to ORNL management in December. The MMUST issued three principal recommendations based on their evaluation of the information gathered. They are: Renew and enhance the ORNL management commitment to matrix management, program managers, and project managers; Implement actions to ensure career path parity between the program/project manager family of positions and the technical line manager family of positions across all directorates and divisions; and Clarify and document program/project manager roles, responsibilities, and authorities.

    The objective of the Solid Waste Management Program Plan (SWMPP) is to provide a summary level comprehensive approach for the storage, treatment, and disposal of current and future solid waste received at the Hanford Site (from onsite and offsite generators) in a manner compliant with current and evolving regulations and orders (federal, state, and Westinghouse Hanford Company (Westinghouse Hanford)). The Plan also presents activities required for disposal of selected wastes currently in retrievable storage. The SWMPP provides a central focus for the description and control of cost, scope, and schedule of Hanford Site solid waste activities, and provides a vehicle for ready communication of the scope of those activities to onsite and offsite organizations. This Plan represents the most complete description available of Hanford Site Solid Waste Management (SWM) activities and the interfaces between those activities.     As government funding grows scarce, competition between the national laboratories is increasing dramatically. In this era of tougher competition, there is no for resistance to change. There must instead be a uniform commitment to improving the overall quality of our products (research and technology) and an increased focus on our customers` needs. There has been an ongoing effort to bring the principles of total quality management (TQM) to all Energy Systems employees to help them better prepare for future changes while responding to the pressures on federal budgets. The need exists for instituting a vigorous program of education and training to an understanding of the techniques needed to improve and initiate a change in organizational culture. The TQM facilitator is responsible for educating the work force on the benefits of self-managed work teams, designing a program of instruction for implementation, and thus getting TQM off the ground at the worker and first-line supervisory levels so that the benefits can flow back up. This program plan presents a conceptual model for TQM in the form of a hot air balloon. In this model, there are numerous factors which can individually and collectively impede the progress of TQM within the division and the Laboratory. When these factors are addressed and corrected, the benefits of TQM become more visible. As this occurs, it is hoped that workers and management alike will grasp the ``total quality`` concept as an acceptable agent for change and continual improvement. TQM can then rise to the occasion and take its rightful place as an integral and valid step in the Laboratory`s formula for survival.

    Senior management of TransAlta Utilities Corp. (TAU) Calgary, Alberta, Canada, was highly dissatisfied with the fact that even though the distribution line clearance budget had been increased an average 35 percent a year between 1978 and 1984, there were few if any discernible positive results. Tree-related power outages kept increasing and budget requests from the field kept increasing. In searching for a solution TAU had to deal with the concept that the right level of funding can only be determined through an inventory of tree work. This inventory is comprised of two factors, the number of trees in proximity to the power lines and the local growth rates. Based on the inventory of a hired consultant, a 12-year budget projection was established. The period covered entailed a six-year, first-cycle or catch up phase, and a six-year, second-cycle maintenance phase. In implementing the new vegetation management program in 1986, TAU decided to contact each landowner directly to obtain consent to undertake the tree work. The intent was to reduce the risk of claims while maximizing tree removals. Complaints and claims were dramatically reduced and currently run at about one per 1,000 landowners and budgets have dropped back to the 1985 levels as predicted for the maintenance phase.

An overview is presented of the contractor support role assigned to Martin Marietta Energy Systems, Inc., by the Department of Energy (DOE) national program for managing hazardous waste. The HAZWRAP SCO mission, organizational structure, and major programs are outlined, with emphasis on waste management planning for the DOE Work for Others (WFO) Program. The HAZWRAP SCO provides waste management technical support, via interagency agreements between DOE and various Department of Defense (DOD) agencies for DOD sponsors planning remedial response actions. The process and results associated with using participative management to plan and implement a computer terminal upgrade project where the computer terminals are used by research and development (R&D) personnel are reported. The upgrade improved the productivity of R&D personnel substantially, and their commitment of the implementation is high. Successful utilization of participative management for this project has laid a foundation for continued style shift toward participation within the organization.

    Two adaptive management programs, the Glen Canyon Dam Adaptive Management Program (GCDAMP) and the Trinity River Restoration Program (TRRP) are examined. In both cases, the focus is on managing the aquatic and riparian systems downstream of a large dam and water supply project. The status of the two programs, lessons learned by the program managers and the Adaptive Environmental Assessment and Management (AEAM) evolution of the TRRP are discussed.     This handbook is a companion to NPR 7120.5E, NASA Space Flight Program and Project Management Requirements and supports the implementation of the requirements by which NASA formulates and implements space flight programs and projects. Its focus is on what the program or project manager needs to know to accomplish the mission, but it also contains guidance that enhances the understanding of the high-level procedural requirements. (See Appendix C for NPR 7120.5E requirements with rationale.) As such, it starts with the same basic concepts but provides context, rationale, guidance, and a greater depth of detail for the fundamental principles of program and project management.     This Current Year Work Plan presents in detail a description of the activities to be performed by the Joint Integration Office Rockwell International (JIO/RI) during FY86. It breaks down the activities into two major work areas: Program Management and Program Analysis. Program Management is performed by the JIO/RI by providing technical planning and guidance for the development of advanced TRU waste management capabilities. This includes equipment/facility design, engineering, construction, and operations. These functions are integrated to allow transition from interim storage to final disposition. JIO/RI tasks include program requirements identification, long-range technical planning, budget development, program planning document preparation, task guidance development, task monitoring, task progress information gathering and reporting to DOE, interfacing with other agencies and DOE lead programs, integrating public involvement with program efforts, and preparation of reports for DOE detailing program status. Program Analysis is performed by the JIO/RI to support identification and assessment of alternatives, and development of long-term TRU waste program capabilities. These analyses include short-term analyses in response to DOE information requests, along with performing an RH Cost/Schedule Optimization report. Systems models will be developed, updated, and upgraded as needed to enhance JIO/RI's capability to evaluate the adequacy of program efforts in various fields. A TRU program data base will be maintained and updated to provide DOE with timely responses to inventory related questions.

    Enhanced index tracking is a popular form of passive fund management in stock market. Enhanced index tracking aims to generate excess return over the return achieved by the market index without purchasing all of the stocks that make up the index. This can be done by establishing an optimal portfolio to maximize the mean return and minimize the risk. The objective of this paper is to determine the portfolio composition and performance using goal programming approach in enhanced index tracking and comparing it to the market index. Goal programming is a branch of multi-objective optimization which can handle decision problems that involve two different goals in enhanced index tracking, a trade-off between maximizing the mean return and minimizing the risk. The results of this study show that the optimal portfolio with goal programming approach is able to outperform the Malaysia market index which is FTSE Bursa Malaysia Kuala Lumpur Composite Index because of higher mean return and lower risk without purchasing all the stocks in the market index.

    Background Most depressed patients are attended at primary care. However, there are significant shortcomings in the diagnosis, management and outcomes of these patients. The aim of this study is to determine whether the implementation of a structured programme for managing depression will provide better health outcomes than usual management. Methods/Design Design: A cluster-randomized controlled trial involving two groups, one of which is the control group consisting of patients who are treated for depression in the usual way and the other is the intervention group consisting of patients on a structured programme for treating depression. Setting: 20 primary care centres in the province of Tarragona (Spain) Sample: 400 patients over 18 years of age who have experienced an episode of major depression (DSM-IV) and who need to initiate antidepressant treatment Intervention: A multi-component programme with clinical, educational and organisational procedures that includes training for the health care provider and evidence-based clinical guidelines. It also includes primary care nurses working as care-managers who provide educational and emotional support for the patients and who are responsible for active and systematic clinical monitoring. The programme aims to improve the primary care/specialized level interface. Measurements: The patients will be monitored by telephone interviews. The interviewer will not know which group the patient belongs to (blind trial). These interviews will be given at 0, 3, 6 and 12 months. Main variables: Severity of the depressive symptoms, response rate and remission rate. Analysis: Outcomes will be analyzed on an intent-to-treat basis and the unit of analysis will be the individual patient. This analysis will take into account the effect of study design on potential lack of independence between observations within the same cluster.     Chronic disease management has been a rapidly growing entity in the 21st century as a strategy for managing chronic illnesses in large populations. However, experience has shown that disease management programs have not been able to demonstrate their financial value. The objectives of disease management programs are to create quality benchmarks, such as principles and guidelines, and to establish a uniform set of metrics and a standardized methodology for evaluating them. In order to illuminate the essence of disease management and its components, as well as the complexity and the problematic nature of performing economic calculations of their profitability and value, we collected data from several reports that dealt with the economic intervention of disease management programs. The disease management economic evaluation is composed of a series of steps, including the following major categories: data/information technology, information generation, assessment/recommendations, actionable customer plans, and program assessment/reassessment. We demonstrate the elements necessary for economic analysis. Disease management is one of the most innovative tools in the managed care environment and is still in the process of being defined. Therefore, objectives should include the creation of quality measures, such as principles and guidelines, and the establishment of a uniform set of metrics and a standardized methodology for evaluating them.     Disease management programs offer the benefits of lower disease occurrence, improved patient care, and lower healthcare costs. In such programs, the key mechanism used to identify individuals at risk for targeted diseases is the data warehouse. This article surveys recent warehousing techniques from HMOs to map out critical issues relating to the preparation, design, and implementation of a successful data warehouse. Discussions of scope, data cleansing, and storage management are included in depicting warehouse preparation and design; data implementation options are contrasted. Examples are provided of data warehouse execution in disease management programs that identify members with preexisting illnesses, as well as those exhibiting high-risk conditions. The proper deployment of successful data warehouses in disease management programs benefits both the organization and the member. Organizations benefit from decreased medical costs; members benefit through an improved quality of life through disease-specific care. PMID:11452582

The intent of the Environmental Management Science Program is to: (1) Provide scientific knowledge that will revolutionize technologies and cleanup approaches to significantly reduce future costs, schedules, and risks. However, little is known about the subjective experience of having a money manager, and extant literature is restricted to people forced to work with a representative payee or conservator. In this study, fifteen people were interviewed about their experience receiving a voluntary money management intervention designed to minimize substance use. Clients emphasized the importance of trusting the money manager, financial mindfulness (an enhanced awareness of the financial transactions in clients’ day-to-day lives), agency over their own affairs, and addiction. In contrast to evaluations of people assigned representative payees and/or conservators, there was little mention of feeling coerced. These findings suggest that money management programs can address client concerns by building trust, relating budgeting to clients’ day-to-day lives, and encouraging clients’ control over their own affairs.     Ensuring reliable communication in next-generation space networks requires a novel network management system to support greater levels of autonomy and greater awareness of the environment and assets. Intelligent Automation, Inc., has developed a security-enhanced autonomous network management (SEANM) approach for space networks through cross-layer negotiation and network monitoring, analysis, and adaptation. The underlying technology is bundle-based delay/disruption-tolerant networking (DTN). The SEANM scheme allows a system to adaptively reconfigure its network elements based on awareness of network conditions, policies, and mission requirements. Although SEANM is generically applicable to any radio network, for validation purposes it has been prototyped and evaluated on two specific networks: a commercial off-the-shelf hardware test-bed using Institute of Electrical Engineers (IEEE) 802.11 Wi-Fi devices and a military hardware test-bed using AN/PRC-154 Rifleman Radio platforms. Testing has demonstrated that SEANM provides autonomous network management resulting in reliable communications in delay/disruptive-prone environments.

    Taking customer data as an example, the paper presents an approach to enhance the management of enterprise data by using Semantic Web technologies. Customer data is the most important kind of core business entity a company uses repeatedly across many business processes and systems, and customer data management (CDM) is becoming critical for enterprises because it keeps a single, complete and accurate record of customers across the enterprise. Existing CDM systems focus on integrating customer data from all customer-facing channels and front and back office systems through multiple interfaces, as well as publishing customer data to different applications. To make the effective use of the CDM system, this paper investigates semantic query and analysis over the integrated and centralized customer data, enabling automatic classification and relationship discovery. We have implemented these features over IBM Websphere Customer Center, and shown the prototype to our clients. We believe that our study and experiences are valuable for both Semantic Web community and data management community.

The Software Assurance Technology Center (SATC) at NASA GSFC has been tasked with the responsibility for developing and teaching a systems level course for risk management that provides information on how to comply with this edict. The course was developed in conjunction with the Software Engineering Institute at Carnegie Mellon University, then tailored to the NASA systems community. This presentation will briefly discuss the six functions for risk management: (1) Identify the risks in a specific format; (2) Analyze the risk probability, impact/severity, and timeframe; (3) Plan the approach; (4) Track the risk through data compilation and analysis; (5) Control and monitor the risk; (6) Communicate and document the process and decisions.

    The Nevada National Security Site (NNSS), formerly the Nevada Test Site, was established in 1951 mainly for weapons testing; because special nuclear materials (SNM) were expended during the tests, a nuclear material management program was not required. That changed in December 2004 with the receipt of Category I SNM for purposes other than weapons testing. At that time, Material Control and Accountability and Nuclear Material Management were a joint laboratory (Los Alamos and Lawrence Livermore) effort with nuclear material management being performed at the laboratories. That changed in March 2006 when the U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office appointed sole responsibility to the Management and Operations (M&O) contractor, National Security Technologies, LLC (NSTec). Since 2006 the basic nuclear material management work was completed by a combination of M&O employees and subcontractors, but a true Nuclear Material Management (NMM) Program was not determined to be necessary until recently. With expanding missions and more nuclear material (NM) coming to the NNSS, it became imperative to have an organization to manage these materials; therefore, an NMM Manager was officially appointed by NSTec in 2012. In June 2011 a Gap Analysis and white paper was completed by a subcontractor; this presentation will include highlights from those documents along with our plans to resolve the “gaps” and stand up a functional and compliant NMM Program at the NNSS.

  8. The configuration management program for the Emergency Management Support System

    Emergency response software is used increasingly by the US Department of Energy's (DOE's) Emergency Management Project (EMP) personnel at Hanford Site. This software must be reliable, of high quality, and capable of performing critical functions to support assessment of actual or potential consequences of any hazardous accidents onsite or events having potential offsite impacts. To better control the software and ensure its suitability for use as a tool to protect employees, the public, and environment, a method for specifying and certifying its capabilities and documenting its development and implementation was needed. A team of EMP staff, composed of personnel from Pacific Northwest Laboratory (PNL) and Boeing Computer Services- Richland (BCSR) under the direction of PNL EMP, responded to this need by developing a software configuration management program (CMP). This report documents the development of the CMP, including the strategies upon which the CMP is based, and describes the program as it has been implemented for EMS System software. The program relies on the integration of its three primary elements: the configuration management staff, tools, and process. Configuration management staff run the program, using specially designed configuration management forms to guide, document, and track the life cycle of the software. The configuration management process itself is reflected in the instructive forms and summarized in flowcharts representing each phase of the process -- from requirements specification through implementation and maintenance. 7 refs., 9 figs., 1 tab.

    As NASA gears up for another attempt at redesigning Space Station Freedom, some in Congress are wondering whether the space agency has learned any lessons from a number of costly past mistakes. Louis Stokes (D-Ohio), the new chairman of the House Appropriations Veterans Affairs, Housing and Urban Development, and Independent Agencies Subcommittee, held a hearing on March 17 to examine unanticipated cost growth in a variety of projects, including the space toilet, the advanced turbo pump for the shuttle, and the Mars Observer, as well as the space station. Stokes seemed well-suited to this oversight role, asking well-informed and probing questions rather than accusatory ones. The witnesses, NASA head Daniel Goldin and many of his top managers (most of whom were not in their present positions when the projects were initiated), analyzed past errors and offered useful measures for avoiding similar problems in the future.

  11. Flood Management Enhancement Using Remotely Sensed Data

    SENTAR, Inc., entered into a cooperative agreement with NASA Goddard Space Flight Center (GSFC) in December 1994. The intent of the NASA Cooperative Agreement was to stimulate broad public use, via the Internet, of the very large remote sensing databases maintained by NASA and other agencies, thus stimulating U.S. economic growth, improving the quality of life, and contributing to the implementation of a National Information Infrastructure. SENTAR headed a team of collaborating organizations in meeting the goals of this project. SENTAR's teammates were the NASA Marshall Space Flight Center (MSFC) Global Hydrology and Climate Center (GHCC), the U.S. Army Space and Strategic Defense Command (USASSDC), and the Alabama Emergency Management Agency (EMA). For this cooperative agreement, SENTAR and its teammates accessed remotely sensed data in the Distributed Active Archive Centers, and other available sources, for use in enhancing the present capabilities for flood disaster management by the Alabama EMA. The project developed a prototype software system for addressing prediction, warning, and damage assessment for floods, though it currently focuses on assessment. The objectives of the prototype system were to demonstrate the added value of remote sensing data for emergency management operations during floods and the ability of the Internet to provide the primary communications medium for the system. To help achieve these objectives, SENTAR developed an integrated interface for the emergency operations staff to simplify acquiring and manipulating source data and data products for use in generating new data products. The prototype system establishes a systems infrastructure designed to expand to include future flood-related data and models or to include other disasters with their associated remote sensing data requirements and distributed data sources.     The 21 Space Grant Programs represent a broad range of organizational structures which operate programs ranging in size from single university organizations to organizations including up to 41 members involving a composite of industrial organizations such as state agencies, and universities. Some of the space grant awards were made to organizations already in existence with on-going programs while other awards were made to consortia newly formed for the purpose of applying to the Space Grant Program. The workshop on organization and management of Space Grant Programs provided an opportunity for directors and program representatives to discuss and compare the relative advantages and disadvantages of the various models being used. This paper offers examples of the diversity of organizations, summarizes the common concerns to be met by each organizational model, and provides a case study of the Texas Space Grant Consortium organization.

The hospital size, utilization, patient mix, service mix, physical outlay, organizational structure, financial condition, and management philosophy will all have an influence on the role of materiel management. Automation of various materiel management functions can be beneficial by providing informational and control enhancements not feasible in a manual system. However, automation also raises new internal-control concerns that need to be addressed. Strong internal control techniques and compliance with adequate policies and procedures will prepare materiel management for its role in future hospital operations. PMID:10283039

    This report is a resource document of the methods and procedures used currently in the Data Management Program of the Marshall Islands Dose Assessment and Radioecology Project. Since 1973, over 60,000 environmental samples have been collected. Our program includes relational database design, programming and maintenance; sample and information management; sample tracking; quality control; and data entry, evaluation and reduction. The usefulness of scientific databases involves careful planning in order to fulfill the requirements of any large research program. Compilation of scientific results requires consolidation of information from several databases, and incorporation of new information as it is generated. The success in combining and organizing all radionuclide analysis, sample information and statistical results into a readily accessible form, is critical to our project.

This ground water protection plan highlights the methods designed to preserve, protect, and monitor ground water resources at UMTRA Project processing and disposal sites.     MPOWIR is a community-based program that provides mentoring to physical oceanographers from late graduate school through early careers. The overall goal of MPOWIR is to make mentoring opportunities for junior physical oceanographers universally available and of higher quality by expanding the reach of mentoring opportunities beyond individual home institutions. The aim is to reduce the barriers to career development for all junior scientists in the field, with a particular focus on improving the retention of junior women. Over the past five years MPOWIR has expanded significantly. This funding cycle saw the development and enhancement of MPOWIR’s programs and outreach opportunities. MPOWIR’s main programmatic offerings are: mentor groups, a biannual conference, a website and blog, and town hall meetings at national events. Since 2009, MPOWIR has hosted 15 mentor groups, three Pattullo conferences, and created a website that has attracted over 50,000 visitors. MPOWIR’s mentoring groups and Pattullo conferences have reached more than 130 unique participants. Mentor Groups Mentor groups were established in the fall of 2008, and continue to gain momentum after 5 years. Since 2009, 11 groups have formed, with participants mainly, but not exclusively, drawn from Pattullo attendees. To gauge the impact of mentor groups, participants are surveyed approximately annually. Based on an extensive 2011 survey, 100% of mentoring group participants reported that they made progress on their stated scientific, professional, and personal goals. As part of these surveys, participants are asked what they value about their mentoring group, what the benefit of the mentoring group is to their current position, and they are asked questions about the logistics and setup of the groups.     Fisheries habitat improvement work is being done on priority drainages in the Clackamas and Rood River sub-basins under program measure 704(c), Action Item 4.2 of the Northwest Power Planning Council's Columbia River Basin Fish and Wildlife Program. This report describes the work completed in 1987 for Bonneville Power Administration (BPA) project number 84-11, the Clackamas/Hood River Habitat Enhancement Program. The program is composed of six projects: Collawash River Habitat Improvement Project; Collawash River Falls Passage Improvement Project, Oak Grove Fork Habitat Improvement Project; Lake Branch/West Fork Hood River Habitat Improvement Project; Fifteenmile Creek Habitat Improvement Project; and Abundance, Behavior, and Habitat Utilization by Coho Salmon and Steelhead Trout in Fish Creek, Oregon, As Influenced by Habitat Enhancement. This ongoing program was initiated in 1984, although some of the projects were begun with BPA funding support as early as 1983. The projects are complemented by a variety of habitat improvement and management activities funded from a variety of Forest Service sources. This report describes the activities implemented for five of the six projects. A separate annual report on the 1987 habitat improvement and monitoring/evaluation efforts in the Fish Creek drainage has been prepared. Species for management emphasis include spring chinook and coho salmon, and summer and winter steelhead trout. Project work in 1987 primarily focused on increasing the quantity and quality of available rearing habitat, and improving access at passage barriers. The underlying theme of the improvement work has been to increase habitat diversity through the introduction of ''structure''. Structure provided by logs and boulders serves to deflect, pond, or otherwise disrupt flow patterns within a stream channel.     The Safeguards Information Management System initiative is a program of the Department of Energy`s (DOE) Office of Arms Control and Nonproliferation aimed at supporting the International Atomic Energy Agency`s (IAEA) efforts to strengthen safeguards through the enhancement of information management capabilities. The DOE hopes to provide the IAEA with the ability to correlate and analyze data from existing and new sources of information, including publicly available information, information on imports and exports, design information, environmental monitoring data, and non-safeguards information. The first step in this effort is to identify and define IAEA requirements. In support of this, we have created a users` requirements document based on interviews with IAEA staff that describes the information management needs of the end user projected by the IAEA, including needs for storage, retrieval, analysis, communication, and visualization of data. Also included are characteristics of the end user and attributes of the current environment. This paper describes our efforts to obtain the required information. We discuss how to accurately represent user needs and involve users for an international organization with a multi-cultural user population. We describe our approach, our experience in setting up and conducting the interviews and brainstorming sessions, and a brief discussion of what we learned.

    The physiographic setting of Kerala State, India, is unique. A narrow strip of the state contains a chain of lagoons and estuaries with a very high population density. The strip is subjected to severe coastal erosion during the monsoon season. A number of other problems are also associated with the coastal zone of Kerala, such as irregular dredging of black sands from the beaches, coastal flooding, hazards due to developmental activities, etc. A Coastal Zone Management Program was developed and administered by the Centre for Earth Science Studies, Trivandrum, to provide efficient coastal management and solve some of these problems. Various programs included under the Coastal Zone Management are the following: (1) Sedimentological, bathymetric, and geochemical studies of lagoons and estuaries; (2) monitoring of planimetric changes of beaches by profiling beaches during different seasons all along the coast; (3) studies of the nature, distribution, and provenance of black sand deposits from beaches; (4) studies of the peculiar occurrence of patchy, calm, turbid areas of water in the offshore containing high suspended sediment concentrate known as mud banks; (5) wave studies involving continuous monitoring of wave data all along the coast in order to understand wave climate and erosion; (6) sediment movement studies using fluorescent tracer to aid in the development of ports and harbors; (7) studies on various aspects of offshore. The outlines of the various programs discussed in this article will help other states and countries to develop a coastal zone management program according to the needs of the state or country and the nature of the problem occurring in the coastal zone.

    The Environmental Management Science Program (EMSP) is a collaborative partnership between the DOE Office of Environmental Management (EM), Office of Science (DOE-SC), and the Idaho Operations Office (DOE-ID) to sponsor basic environmental and waste management related research. Results are expected to lead to reduction of the costs, schedule, and risks associated with cleaning up the nation's nuclear complex. The EMSP research portfolio addresses the most challenging technical problems of the EM program related to high level waste, spent nuclear fuel, mixed waste, nuclear materials, remedial action, decontamination and decommissioning, and health, ecology, or risk. The EMSP was established in response to a mandate from Congress in the fiscal year 1996 Energy and Water Development Appropriations Act. Congress directed the Department to ''provide sufficient attention and resources to longer-term basic science research which needs to be done to ultimately reduce cleanup costs, develop a program that takes advantage of laboratory and university expertise, and seek new and innovative cleanup methods to replace current conventional approaches which are often costly and ineffective''. This mandate followed similar recommendations from the Galvin Commission to the Secretary of Energy Advisory Board. The EMSP also responds to needs identified by National Academy of Sciences experts, regulators, citizen advisory groups, and other stakeholders.

    The management and control of a representative, highly integrated high-technology project, in the X-29A aircraft flight test project is addressed. The X-29A research aircraft required the development and integration of eight distinct technologies in one aircraft. The project management system developed for the X-29A flight test program focuses on the dynamic interactions and the the intercommunication among components of the system. The insights gained from the new conceptual framework permitted subordination of departments to more functional units of decisionmaking, information processing, and communication networks. These processes were used to develop a project management system for the X-29A around the information flows that minimized the effects inherent in sampled-data systems and exploited the closed-loop multivariable nature of highly integrated projects.

    The MLF since its inception in 1996 has endeavored to develop a coordinated approach towards the improved care and treatment of liver diseases in Malaysia. Its close liaison with the Malaysian MOH, local medical associations, and corporate bodies has contributed to the success of its many programs. Educating the public, research, and training have been important elements of successful hepatitis disease control programs. Hepatitis Days have been proven to be very successful in raising the awareness of the general public to hepatitis disease. Rapid screening and vaccination has also helped to remove the social stigma associated with the disease, eliminated the need for numerous clinic appointments, and rendered vaccination more accessible to the public. The MLF perspective emphasizes the need for collaborative effort between Government bodies and other agencies, such as non-governmental organizations, laboratories, and the medical fraternity, to ensure the overall success of hepatitis disease management programs.     The National Ignition Facility (NIF) has the mission of supporting Stockpile Stewardship and Basic Science research in high-energy-density plasmas. To execute those missions, the facility must provide diagnostic instrumentation capable of observing and resolving in time events and radiation emissions characteristic of the plasmas of interest. The diagnostic instrumentation must conform to high standards of operability and reliability within the NIF environment. These exacting standards, together with the facility mission of supporting a diverse user base, has led to the need for a central organization charged with delivering diagnostic capability to the NIF. The National NIF Diagnostics Program (NNDP) has been set up under the aegis of the NIF Director to provide that organization authority and accountability to the wide user community for NIF. The funds necessary to perform the work of developing diagnostics for NIF will be allocated from the National NIF Diagnostics Program to the participating laboratories and organizations. The participating laboratories and organizations will design, build, and commission the diagnostics for NIF. Restricted availability of funding has had an adverse impact, unforeseen at the time of the original decision to projectize NIF Core Diagnostics Systems and Cryogenic Target Handing Systems, on the planning and initiation of these efforts.     Approximately one-half of all patients with HIV infection who are under care have Medicaid as the third party payor. Unlike Medicare, Medicaid is a state-specific program that has huge variations in reimbursement strategies. Multiple studies have shown that care for persons with AIDS is about $20,000/year, but reimbursement through various state Medicaid programs varies about $100/m/m to $2800/m/m despite the fact that expectations for care are identical. Hopkins has a major commitment to persons with HIV infection with a program that now includes 30 faculty members and a support staff of 170. With the introduction of mandatory managed care for Medicaid recipients in July, 1997, we were confronted with the issue of substantial downsizing with abandonment of over half of our patients, or learning the transition to managed care. This has been a steep learning curve involving negotiations with the state Medicaid office, reorganization of our clinic, careful scrutiny of our database regarding resource utilization and cost, education of providers, and longitudinal collection of new information and integration of the rapid changes in the field. In the process of this transition, we learned that there are precious few resources to provide guidance and that there is a perceived need for assistance by HIV providers throughout the country. Consequently, we have now established the "HIV Managed Care Network" with substantial funding from diverse sources to support education, data collection, and public policy review. It is premature to evaluate performance since most of these activities have just begun, but we expect that this Network will serve as a demonstration model for methods to deal with chronic diseases under managed care. The perception and impact of risk may vary significantly among stakeholders and may influence decisions that may have unintended consequences on the project during a future phase of the life cycle. In these cases, risks may be unintentionally and/or arbitrarily transferred to others without the benefit of a comprehensive systemic risk assessment. Integrating risk across people, processes, and project requirements/constraints serves to enhance decisions, strengthen communication pathways, and reinforce the ability of the project team to identify and manage risks across the broad spectrum of project management responsibilities. The ability to identify risks in all areas of project management increases the likelihood a project will identify significant issues before they become problems and allows projects to make effective and efficient use of shrinking resources. By getting a total team integrated risk effort, applying a disciplined and rigorous process, along with understanding project requirements/constraints provides the opportunity for more effective risk management. Applying an integrated approach to risk management makes it possible to do a better job at balancing safety, cost, schedule, operational performance and other elements of risk.
