    EPA is directed by the Federal Insecticide, Fungicide, and Rodenticide Act as amended in 1988 (FIFRA '88) to review all pesticide products containing active ingredients initially registered before November 1, 1984, and to reregister those products that have a substantially complete data base and do not pose unreasonable adverse effects to people or the environment. This pesticide reregistration program is to be completed by the late 1990's. The Reregistration Eligibility Document (or RED) for oxalic acid discusses the scientific data and other information supporting EPA's regulatory conclusion that products containing a pesticide do not pose unreasonable risks when used as directed by Agency-approved labeling, and are eligible for reregistration.

    DEA is publishing a final rule regarding the registration and reregistration fees charged to controlled substances registrants. DEA is required to charge reasonable fees relating to the registration and control of the manufacture, distribution, and dispensing of controlled substances. To address this mandate, on March 22, 1993 DEA published a final rule in the Federal Register, establishing registration fees for controlled substances registrants (58 FR 15272). Following publication of the final rule, the American Medical Association (AMA) and others filed a complaint in the United States District Court for the District of Columbia objecting to the new fees. The district court issued its final order granting the government's motion for summary judgment and disposing of all claims. The AMA appealed. The United States Court of Appeals for the District of Columbia Circuit found DEA's rulemaking to be inadequate. The appeals court remanded, without vacating, the rule to DEA, requiring the agency to provide an opportunity for meaningful notice and comment on the fee-funded components of the Diversion Control Program. DEA responded to the remand requirement through a document published in the Federal Register on December 30, 1996 (61 FR 68624). This Final Rule supplements the December 30, 1996 Federal Register document and with that document, constitutes the final rule on the Drug Diversion Control Fee Account. PMID:12194173

    The US Environmental Protection Agency (EPA) and the private sector find an increasing need for new cost-effective environmental technologies to treat, control, and prevent pollution. Many cooperative research programs to address this concern are available through the EPA. The Office of Research and Development (ORD) currently operates two of the most visible innovative technology development programs: (1) Superfund Innovative Technology Evaluation (SITE) Program; (2) Federal Technology Transfer Act (FTTA) Program. These programs work very closely with the other EPA program offices. A brief overview of these activities and the new Environmental Technology Initiative within EPA are presented in this paper.

    The EPA reports discussed below have recently been made available through the National Technical Information Service (NTIS) or EPA`s Office Research and Development (ORD). Studies were conducted recently to determine the suitability of incineration as a treatment technology for contaminated soils and sludges from three separate Superfund sites. All of the testing was performed at EPA`s incineration research facility in Jefferson, Arkansas. The test system consists of a rotary kiln incinerator, fired afterburner, wet flue gas scrubber (a venturi section in series with a packed column), and various other air pollution control equipment. EPA`s project summaries of the three reports, including results from the pilot-scale incineration tests, are summarized below. 1 fig., 2 tabs.

    The US Environmental Protection Agency (EPA) Clean Air Act (CAA) was passed in 1970 with amendments added in 1970 and 1990. The 1990 amendments require the EPA to develop regulations to prevent or mitigate chemical accidents that could affect the public and the environment. The regulation is the EPA`s Risk Management Programs (RMP) for Chemical Accidental Release Prevention and was published as proposed rule 40 CFR 68. The RMP is similar to OSHA`s Process Safety Management standard which became effective on May 26, 1992. The EPA`s Risk Management Program deals with 77 toxic chemicals, 63 flammable gases and liquids and certain explosives used at 122,000 work sites. The key elements of the RMP include: registration; hazard assessment; prevention program; emergency response; risk management plan; auditing; and enforcement. The Sierra Club sued the EPA to obtain a court-ordered deadline for promulgation of the final RMP rule. The Oct. 1994 court-approved settlement permitted the EPA to issue a supplemental rulemaking notice and set March 29, 1996, as the deadline for the final RMP rule. The supplemental rulemaking notice, issued by the EPA on March 2, 1995, presents preferred approaches to several key issues in the RMP. The presentation will cover the evolution of the EPA-CAAA-RMP, the requirements of the RMP and the significant changes resulting from the supplemental rulemaking.

    The Clean Air Power Initiative (CAPI) is a multi-stakeholder project intended to improve air pollution control efforts involving the power generating industry. This paper documents the progress made in the first year of the initiative, which included a number of meetings with interested stakeholders and development and analysis of alternative approaches for more efficient and effective pollution control. The project`s goal is to develop an integrated regulatory strategy or three major pollutants emitted from electric power generators; namely, sulfur dioxide, nitrogen oxides, and, potentially, mercury. Major reductions in these pollutants are expected to be needed to reduce the detrimental health effects of ground-level ozone, fine particles, and hazardous air pollutants and reduce the environmental effects of acidification, eutrophication, ecosystem, crop, and materials damage, and regional haze. The Clean Air Power Initiative has considered, where feasible, new approaches to pollution control that recognize the long-range transport of many air pollutants and the economic benefits of emissions trading. The project was initiated by EPA`s Assistant Administrator for Air and Radiation in 1995. As individual companies develop and implement strategies to participate in more competitive power markets, they could benefit from greater certainty in being able to plan for and reduce costs of future environmental regulations. The EPA is interested in reinventing its regulatory approach to reduce the number, administrative complexity, and cost of its requirements while improving the likelihood of achieving environmental results.

    The Electrostatic Plasma Accelerator (EPA) is a thruster concept which promises specific impulse levels between low power arcjets and those of the ion engine while retaining the relative simplicity of the arcjet. The EPA thruster produces thrust through the electrostatic acceleration of a moderately dense plasma. No accelerating electrodes are used and the specific impulse is a direct function of the applied discharge voltage and the propellant atomic mass. The goal of the present program is to demonstrate feasibility of the EPA thruster concept through experimental and theoretical investigations of the EPA acceleration mechanism and discharge chamber performance. Experimental investigations will include operating the test bed ion (TBI) engine as an EPA thruster and parametrically varying the thruster geometry and operating conditions to quantify the electrostatic plasma acceleration effect. The theoretical investigations will include the development of a discharge chamber model which describes the relationships between the engine size, plasma properties, and overall performance. For the EPA thruster to be a viable propulsion concept, overall thruster efficiencies approaching 30% with specific impulses approaching 1000 s must be achieved.

    Nitrogen oxides (NO{sub x}) are highly reactive and play a major role in the formation of various gases and particles in the atmosphere which lead to harmful effects on human health and welfare. This paper briefly describes the multiple impacts on human health and welfare that result from emissions of NO{sub x} and describes EPA`s strategy to integrate NO{sub x} reductions from various mobile and stationary sources in a balanced manner to achieve environmental benefits. Based on modeling information, it is clear that substantial reductions in NO{sub x} emissions over large geographic areas are needed if many densely populated areas of the nation are to attain the national ambient air quality standard for ozone. The National Ambient Air Quality Standards (NAAQS) address fine and coarse particle pollution, also known as particulate matter (PM). The final action changes the 24-hour allowance for fine particulates, such as those emitted from coal-fired generation stacks, from 65 micrograms of particles per cubic meter of air to 35 {mu}g/m{sup 3}. EPA said this measure protects people from short-term exposure to fine particles. The annual standard will remain the same at 15 {mu}g/m{sup 3}.     Objective We examined the efficacy and tolerability of ethyl-eicosapentaenoate (EPA-E) monotherapy for major depressive disorder (MDD) in a double-blind, randomized controlled pilot study. Methods 57 adults with DSM-IV MDD were randomized from 1/2003-6/2006 to receive 1 gram/day of EPA or placebo (PBO) for 8 weeks. Response criteria were based on the Hamilton-D-17 scale. Subjects' plasma lipid profiles were examined by gas chromatography. Results 35 subjects (63% female; mean age 45+/-13 yrs) were eligible for the intent to treat (ITT) analysis. In the ITT sample, mean HAM-D-17 scores decreased from 21.6+/-2.7 to 13.9+/-8.9 for the EPA group (n=16) and from 20.5+/-3.6 to 17.5+/-7.5 for the PBO group (n=19) (p=0.123); the effect size for EPA was 0.55. ITT response rates were 38% (6/16) for EPA, and 21% (4/19) for PBO (p=0.45). Among the 24 study completers, mean HAM-D-17 scores decreased from 21.3+/-3.0 to 11.1+/-8.1 for the EPA group and from 20.5+/-3.8 to 16.3+/-6.9 for the PBO group (p=0.087); the effect size for EPA was 0.73. Completer response rates were 45% (5/11) for EPA, and 23% (3/13) for PBO (p=0.39). Among EPA subjects, baseline n-6/n-3 ratio was associated with decrease in HAM-D-17 score (r= -0.686, p=0.030) and with treatment response (p=0.032); change in n-6/n-3 ratio was associated with change in HAM-D-17 score (r=0.784, p=0.032). Side effects, reported in 2 EPA subjects and 5 PBO subjects, were exclusively gastrointestinal, mild, and not associated with discontinuation. Conclusions EPA demonstrated an advantage over placebo that did not reach statistical significance, possibly due to the small sample and low completer rates, which were the major study limitations.     The application of electric propulsion to communications satellites, however, has been limited to the use of hydrazine thrusters with electric heaters for thrust and specific impulse augmentation. These electrothermal thrusters operate at specific impulse levels of approximately 300 s with heater powers of about 500 W. Low power arcjets (1-3 kW) are currently being investigated as a way to increase specific impulse levels to approximately 500 s. Ion propulsion systems can easily produce specific impulses of 3000 s or greater, but have yet to be applied to communications satellites. The reasons most often given for not using ion propulsion systems are their high level of overall complexity, low thrust with long burn times, and the difficulty of integrating the propulsion system into existing commercial spacecraft busses. The Electrostatic Plasma Accelerator (EPA) is a thruster concept which promises specific impulse levels between low power arcjets and those of the ion engine while retaining the relative simplicity of the arcjet. The EPA thruster produces thrust through the electrostatic acceleration of a moderately dense plasma. No accelerating electrodes are used and the specific impulse is a direct function of the applied discharge voltage and the propellant atomic mass.

The presentation will include a demonstration that illustrates several scenarios of how researchers use the tool to help them visualize and obtain data for their work; with a particular focus on episode analysis related to biomass burning impacts on air quality. The presentation will provide an overview on how RSIG works and how the code has been—and can be—adapted for other projects. One example is the Virtual Estuary, which focuses on automating the retrieval and pre-processing of a variety of data needed for estuarine research. RSIG’s source codes are freely available to researchers with permission from the EPA principal investigator, Dr. Jim Szykman. RSIG is available to the community and can be accessed online at http://www.epa.gov/rsig. Once the JAVA policy file is configured on your computer you can run the RSIG applet on your computer and connect to the RSIG server to visualize and retrieve available data sets. The applet allows the user to specify the temporal/spatial areas of interest, and the types of data to retrieve. The applet then communicates with RSIG subsetter codes located on the data owners’ remote servers; the subsetter codes assemble and transfer via ordinary Internet protocols only the specified data to the researcher’s computer. This is much faster than the usual method of transferring large files via FTP and greatly reduces network traffic.     Background Despite expansions in public health insurance programs, millions of US children lack coverage. Nearly two-thirds of Oregon’s uninsured children seem to be eligible for public insurance. Objectives We sought to identify uninsured but eligible children and to examine how parental coverage affects children’s insurance status. Methods We collected primary data from families enrolled in Oregon’s food stamp program, which has similar eligibility requirements to public health insurance in Oregon. In this cross-sectional, multivariable analysis, results from 2861 surveys were weighted back to a population of 84,087 with nonresponse adjustment. Key predictor variables were parental insurance status and type of insurance; the outcome variable was children’s insurance status. Results Nearly 11% of children, presumed eligible for public insurance, were uninsured. Uninsurance among children was associated with being Hispanic, having an employed parent, and higher household earnings (133–185% of the federal poverty level). Children with an uninsured parent were more likely to be uninsured, compared with those who had insured parents (adjusted odds ratio 14.21, 95% confidence interval 9.23–20.34). More surprisingly, there was a higher rate of uninsured children among privately-insured parents, compared with parents covered by public insurance (adjusted odds ratio 4.39, 95% confidence interval 2.00–9.66). Conclusions Low-income Oregon parents at the higher end of the public insurance income threshold and those with private insurance were having the most difficulty keeping their children insured. These findings suggest that when parents succeed in pulling themselves out of poverty and gaining employment with private health insurance coverage, children may be getting left behind.     The proposed Neurotoxicity Risk Assessment Guidelines (U.S. EPA, 1995c Fed. Reg. 60(192), 52032-52056) of the U.S. Environmental Protection Agency (EPA) were the subject of a workshop at the 1997 Meeting of the Society of Toxicology. The workshop considered the role of guidelines in the risk assessment process, the primary features, scientific basis, and implications of the guidelines for EPA program offices, as well as for industrial neurotoxicologists from the perspectives of both pesticides and toxic substances regulation. The U.S. National Academy of Sciences (NAS, 1983, Risk Assessment in the Federal Government: Managing the Process) established a framework for distinguishing risk management from risk assessment, the latter being the result of integrating hazard identification, hazard characterization, and exposure assessment data. The guidelines are intended to establish operating principles that will be used when examining data in a risk assessment context. The proposed neurotoxicity risk assessment guidelines provide a conceptual framework for deciding whether or not a chemically induced effect can be considered to be evidence of neurotoxicity. Topics in the proposed guidelines include structural and functional effects, dose-response and -duration considerations, and relationships between effects. Among the issues that must be considered are the multiplicity of chemical effects, the levels of biological organization in the nervous system, and the tests, measurements, and protocols used. Judgment of the adversity of an effect depends heavily on the amount and types of data available. The attribution of a chemically induced effect to an action on the nervous system depends on several factors such as the quality of the study, the nature of the outcome, dose-response and time-response relationships, and the possible involvement of nonneural factors. On top of those cuts, a glitch in the computer systems that are supposed to communicate claims data between Medicare and the Medicaid program meant that thousands of claims for which Medicaid should have paid at least a portion of the bill were returned with zero payment. Texas Health and Human Services Commission officials say the computer glitch is resolved, but Texas Medical Association officials and physicians in the Rio Grande Valley say the damage may already be done. The memorandum provides encouraging news to industry, which has long asserted that EPA's current auditing policy frustrates, not fosters, critical self-evaluation. EPA states in the memorandum its intention to base its reevaluation of its environmental auditing policies on an empirical approach to ensure that any decision either to reinforce or change existing policies is informed by fact.     Various organizations worldwide have made dietary recommendations for eicosapentaenoic acid (EPA), docosahexaenoic acid (DHA), and fish intake that are primarily for coronary disease risk reduction and triglyceride (TG) lowering. Recommendations also have been made for DHA intake for pregnant women, infants, and vegetarians/vegans. A Dietary Reference Intake (DRI), specifically, an Adequate Intake (AI), has been set for alpha-linolenic acid (ALA) by the Institute of Medicine (IOM) of The National Academies. This amount is based on an intake that supports normal growth and neural development and results in no nutrient deficiency. Although there is no DRI for EPA and DHA, the National Academies have recommended that approximately 10% of the Acceptable Macronutrient Distribution Range (AMDR) for ALA can be consumed as EPA and/or DHA. This recommendation represents current mean intake for EPA and DHA in the United States ( approximately 100mg/day), which is much lower than what many groups worldwide are currently recommending. Global recommendations for long-chain omega-3 fatty acids underscore the pressing need to establish DRIs for DHA and EPA because DRIs are recognized as the "official" standard by which federal agencies issue dietary guidance or policy directives for the health and well-being of individuals in the United States and Canada. Because of the many health benefits of DHA and EPA, it is important and timely that the National Academies establish DRIs for the individual long-chain (20 carbons or greater) omega-3 fatty acids.     Modeled blood lead concentrations derived from EPA`s Integrated Exposure Uptake Biokinetic Model LEAD99 (Model) were compared to measured blood lead concentrations for two populations of children living in Colorado mining communities. The study areas were Clear Creek and California Gulch. Both studies presented paired blood lead level measurements and environmental media lead concentrations. The data for this paper were obtained from the Colorado Department of Health and publicly-available submissions made to EPA Region VIII. EPA has used the Model to identify soil lead concentrations that are protective of individual children.

    Medical education is moving toward assessment of educational outcomes rather than educational processes. The American Board of Internal Medicine and American Board of Pediatrics milestones and the concept of entrustable professional activities (EPA)--skills essential to the practice of medicine that educators progressively entrust learners to perform--provide new approaches to assessing outcomes. Although some defined EPAs exist for internal medicine and pediatrics, the continued development and implementation of EPAs remains challenging. As residency programs are expected to begin reporting milestone-based performance, however, they will need examples of how to overcome these challenges. The authors describe a model for the development and implementation of an EPA using the resident handoff as an example. The model includes nine steps: selecting the EPA, determining where skills are practiced and assessed, addressing barriers to assessment, determining components of the EPA, determining needed assessment tools, developing new assessments if needed, determining criteria for advancement through entrustment levels, mapping milestones to the EPA, and faculty development. Following implementation, 78% of interns at the University of Minnesota Medical School were observed giving handoffs and provided feedback. The authors suggest that this model of EPA development--which includes engaging stakeholders, an iterative process to describing the behavioral characteristics of each domain at each level of entrustment, and the development of specific assessment tools that support both formative feedback and summative decisions about entrustment--can serve as a model for EPA development for other clinical skills and specialty areas.     Recent studies have shown that EPA enriched PLs have beneficial effects on lipid metabolism. Our previous study has demonstrated that the anti-obesity and hypolipidemic effects of EPA-PL were superior to DHA-PL. In the present study, we comparatively evaluated the effects of EPA-enriched phosphatidylcholine (EPA-PC) and EPA-enriched phosphatidylserine (EPA-PS) on lipid metabolism in mice. Both 2% dietary EPA-PC and EPA-PS significantly improved serum and hepatic lipid levels in mice. The HDL-c level in mice on EPA-PC diet was significantly higher than the other two groups. The level of DHA in hepatic TG and PL were significantly increased in both EPA-PC and EPA-PS fed groups (98.3 and 117.8%, respectively; p < 0.05). Notably, the proportion of DHA in EPA-PS group was significantly higher than the EPA-PC group. EPA-PC and EPA-PS suppressed hepatic SREBP-1c mediated lipogenesis and activated PPARα mediated fatty acid β-oxidation in the liver. These data are the first to indicate that EPA-PS has beneficial effects on lipid metabolism. PMID:27321119

    As stated at the beginning of this paper conclusions reached thus far cannot be discussed in this paper. However, a great deal of information is available for examination.EPA displayed its ability to coordinate widely separated laboratories, both Federal and private, into a smooth working team in a very short period of time. A very comprehensive study plan was also developed and implemented quickly. EPA was fortunate to have already had GCA under contract when the emergency arose. In no small part the success of the field effort was due to the managerial and technical abilities of the GCA team.Within a period of 6 weeks a plan was developed, a prime contractor retained, subcontractors hired, and field activities begun. Within a period of 3 months in excess of 8600 field samples were collected and over 12,000 field and QC samples were analyzed. During this same period 2 major data systems were developed, debugged, and placed into operation.In short this EPA project was probably the most comprehensive multimedia field project ever attempted by EPA and certainly the data is being subjected to the most strenuous quality control measures ever imposed by this Agency.     As a result of on-going internal and external assessment of the Acid Rain Program monitoring and reporting requirements, EPA, state environmental agencies, and utilities have identified areas of the Part 75 CEM regulations which would benefit from revision or clarification. Many of the suggested revisions will add increased flexibility to the utility industry in implementing and complying with the requirements of Part 75. Other revisions will clarify existing provisions in an effort to make the regulation more understandable. Still other revisions will provide increased quality assurance of the Acid Rain Program CEM data. The panel will present EPA`s current plans for a proposed rulemaking to incorporate the technical revisions to Part 75. The panel will briefly discuss EPA`s proposed revisions to some of the major issues and will respond to questions.

EPA's current policy is intended to encourage regulated entities to develop, implement and periodically upgrade environmental auditing programs. The policy outlines the elements EPA believes must be included in an audit program if it is to be effective. These include: Explicit top management support for environmental auditing and commitment to follow up on audit findings; An environmental auditing function independent of auditing activities; Adequate team staffing and auditor training; Explicit audit program objectives, scope, resources and frequency; A process that collects, analyzes, interprets and documents information sufficient to achieve audit objectives. A process that includes specific procedure to prepare promptly candid, clear and appropriate written reports on audit findings, corrective actions and schedules for implementation; and A process that includes quality assurance procedures.
