  1. Establishing nuclear facility drill programs

    The purpose of DOE Handbook, Establishing Nuclear Facility Drill Programs, is to provide DOE contractor organizations with guidance for development or modification of drill programs that both train on and evaluate facility training and procedures dealing with a variety of abnormal and emergency operating situations likely to occur at a facility. The handbook focuses on conducting drills as part of a training and qualification program (typically within a single facility), and is not intended to included responses of personnel beyond the site boundary, e.g. Local or State Emergency Management, Law Enforcement, etc. Each facility is expected to develop its own facility specific scenarios, and should not limit them to equipment failures but should include personnel injuries and other likely events. A well-developed and consistently administered drill program can effectively provide training and evaluation of facility operating personnel in controlling abnormal and emergency operating situations. To ensure the drills are meeting their intended purpose they should have evaluation criteria for evaluating the knowledge and skills of the facility operating personnel. Training and evaluation of staff skills and knowledge such as component and system interrelationship, reasoning and judgment, team interactions, and communications can be accomplished with drills. The appendices to this Handbook contain both models and additional guidance for establishing drill programs at the Department`s nuclear facilities.

  2. Establishment of dose reference levels for nuclear medicine in Greece.

    Greek Atomic Energy Commission's Department of Licensing and Inspections conducted a national survey for the establishment of nuclear medicine (NM) dose reference levels (DRLs) for adult patients, in Greece. The administered activities (AAs) (MBq) were collected from 120 NM departments (88 % of total), during on-site inspections for licensing purposes. Factors influencing the image quality were also investigated. The established national DRLs represent the AA value corresponding to the 75th percentile of the AA frequency distributions. In their majority, national DRLs and average AAs are comparable with the ones published in the international literature. In the light of new technologies, there might be potential for reducing the higher values of AAs, in co-operation with the nuclear medicine experts. PMID:21765158

  3. Nuclear Thermal Rocket - An Established Space Propulsion Technology

    From the late 1950s to the early 1970s a major program successfully developed the capability to conduct space exploration using the advanced technology of nuclear rocket propulsion. The program had two primary elements: pioneering and advanced technology work-Rover-at Los Alamos National Laboratory and its contractors provided the basic reactor design, fuel materials development, and reactor testing capability; and engine development-NERVA-by the industrial team of Aerojet and Westinghouse building on and extending the Los Alamos efforts to flight system development. This presentation describes the NERVA program, the engine system testing that demonstrated the space-practical operation capabilities of nuclear thermal rockets, and the mission studies that point the way to most effectively use the NTR capabilities. Together, the two programs established a technology base that includes proven NTR capabilities of (1) over twice the specific impulse of chemical propulsion systems, (2) thrust capabilities ranging from 44kN to 1112kN, and (3) practical thrust-to-weight ratios for future NASA space exploration missions, both manned payloads to Mars and unmanned payloads to the outer planets. The overall nuclear rocket program had a unique management structure that integrated the efforts of the two government agencies involved-NASA and the then-existing Atomic Energy Commission. The objective of this paper is to summarize and convey the technical and management lessons learned in this program as the nation considers the design of its future space exploration activities.

    Monitoring the quality of instrumentation used in nuclear medicine is mandatory to guarantee the clinical efficacy of medical practice. A national program for the quality control of nuclear medicine instruments was established in Cuba and was certified and approved by the regulatory authorities. The program, which establishes official regulations and audit services, sets up educational activities, distributes technical documentation, and maintains a national phantom bank, constitutes a valuable and useful tool to guarantee the quality of nuclear medicine instrumentation.   9. Using cost/risk procedures to establish recovery criteria following a nuclear reactor accident.

    In the event of a major accidental release of radionuclides at a nuclear power plant, large populated areas could become seriously contaminated. Local officials would be responsible for establishing radiation recovery criteria that would permit the evacuated population to return safely to their jobs and homes. The range of acceptable criteria could imply variations in property losses in the billions of dollars. Given the likely public concern over the health consequences and the enormity of the potential property losses, a cost/risk analysis can provide important input to establishing the recovery criteria. This paper describes procedures for conducting a cost/risk analysis of a site radiologically contaminated by a nuclear power plant accident. The procedures are illustrated by analyzing a hypothetically contaminated site, using software developed for determining the property and health effects of major reactor accidents. PMID:3818283

  10. Establishment of an efficient somatic cell nuclear transfer system for production of transgenic pigs.

    Handmade cloning (HMC) is now an established procedure used in several species for somatic cell nuclear transfer, but only applied in two related laboratories for pigs. The aim of this review is to facilitate widespread application by summarizing the process of establishment and explaining the background of the incorporated special approaches. Optimized steps of traditional cloning in pigs (in vitro maturation, activation, embryo culture) were merged with those of the micromanipulation-free HMC that has been modified according to the specific needs of sensitive porcine oocytes (partial zona digestion before enucleation, two-step zona-free fusion with the somatic cell; initiation of activation with the second fusion). The zona-free approach required embryo culture to the blastocyst stage before surgical transfer of embryos to the uterine horns of recipient sows in the proper phase of an unstimulated cycle. Eventually a competitive, inexpensive and reliable alternative to traditional porcine nuclear transfer cloning techniques evolved that is also suitable to produce transgenic offspring containing various genetic modifications to establish models for several human diseases with genetic background. Further improvements and involvement of additional techniques to increase the overall efficiency and facilitate practical applications are expected in the foreseeable future. PMID:22284219

  11. Establishing a value chain for human factors in nuclear power plantcontrol room modernization

    Commercial nuclear power plants in the United States (U.S.) have operated reliably and efficiently for decades. With the life extensions of plants now being planned for operation beyond their original operating licenses, there are opportunities to achieve even greater efficiencies, while maintaining high operational reliabilities, with strategic, risk- and economically-informed, upgrades to plant systems and infrastructure. The U.S. Department of Energy’s Light Water Reactor Sustainability (LWRS) program supports the commercial nuclear industry’s modernization efforts through research and development (R&D) activities across many areas to help establish the technical and economic bases for modernization activities. The Advanced Instrumentation, Information, and Control Systems Technologies pathway is one R&D focus area for the LWRS program, and has researchers at Idaho National Laboratory working with select utility partners to use human factors and instrumentation and controls R&D to help modernize the plant’s main control room. However, some in the nuclear industry have not been as enthusiastic about using human factors R&D to inform life extension decision making. Part of the reason for this may stem from uncertainty decision-makers have regarding how human factors fits into the value chain for nuclear power plant control room modernization. This paper reviews past work that has attempted to demonstrate the value of human factors, and then describes the value chain concept, how it applies to control room modernization, and then makes a case for how and why human factors is an essential link in the modernization value chain.

  12. Establishment of a Photon Data Section of the BNL National Nuclear Data Center: A preliminary proposal

    It is proposed to establish a Photon Data Section (PDS) of the BNL National Nuclear Data Center (NNDC). This would be a total program encompassing both photon-atom and photon-nucleus interactions. By utilizing the existing NNDC data base management expertise and on-line access capabilities, the implementation of photon interaction data activities within the existing NNDC nuclear structure and nuclear-reaction activities can reestablish a viable photon interaction data program at minimum cost. By taking advantage of the on-line capabilities, the x-ray users` community will have access to a dynamic, state-of-the-art data base of interaction information. The proposed information base would include data that presently are scattered throughout the literature usually in tabulated form. It is expected that the data bases would include at least the most precise data available in photoelectric cross sections, atomic form factors and incoherent scattering functions, anomalous scattering factors, oscillator strengths and oscillator densities, fluorescence yields, Auger electron yields, etc. It could also include information not presently available in tabulations or in existing data bases such as EXAFS (extended x-ray absorption fine structure) reference spectra, chemical bonding induced shifts in the photoelectric absorption edge, matrix corrections, x-ray Raman, and x-ray resonant Raman cross sections. The data base will also include the best estimates of the accuracy of the interaction data as it exists in the data base. It is proposed that the PDS would support computer programs written for calculating scattering cross sections for given solid angles, sample geometries, and polarization of incident x-rays, for calculating Compton profiles, and for analyzing data as in EXAFS and x-ray fluorescence.

  14. Nuclear reprogramming: the zygotic transcription program is established through an "erase-and-rebuild" strategy.

    Oocytes display a maternal-specific gene expression profile, which is switched to a zygotic profile when a haploid set of chromatin is passed on to the fertilized egg that develops into an embryo. The mechanism underlying this transcription reprogramming is currently unknown. Here we demonstrate that by the time when transcription is shut down in germinal vesicle oocytes, a range of general transcription factors and transcriptional regulators are dissociated from the chromatin. The global dissociation of chromatin factors (CFs) disrupts physical contacts between the chromatin and CFs and leads to erasure of the maternal transcription program at the functional level. Critical transcription factors and regulators remain separated from chromatin for a prolonged period, and become re-associated with chromatin shortly after pronuclear formation. This is followed temporally by the re-establishment of nuclear functions such as DNA replication and transcription. We propose that the maternal transcription program is erased during oogenesis to generate a relatively naïve chromatin and the zygotic transcription program is rebuilt de novo after fertilization. This process is termed as the "erase-and-rebuild" process, which is used to reset the transcription program, and most likely other nuclear processes as well, from a maternal one to that of the embryo. We further show in the accompanying paper (Gao T, et al., Cell Res 2007; 17: 135-150.) that the same strategy is also employed to reprogram transcriptional profiles in somatic cell nuclear transfer and parthenogenesis, suggesting that this model is universally applicable to all forms of transcriptional reprogramming during early embryogenesis. Displacement of CFs from chromatin also offers an explanation for the phenomenon of transcription silence during the maternal to zygotic transition. PMID:17287829

  15. Estimating the population dose from nuclear medicine examinations towards establishing diagnostic reference levels

    Purpose of the Study: This study conducted a review on nuclear medicine (NM) services in Mazandaran Province with a view to establish adult diagnostic reference levels (DRLs) and provide updated data on population radiation exposure resulting from diagnostic NM procedures. Materials and Methods: The data were collected from all centers in all cities of Mazandaran Province in the North of Iran from March 2014 to February 2015. The 75th percentile of the distribution and the average administered activity (AAA) were calculated and the average effective dose per examination, collective effective dose to the population and annual effective dose per capita were estimated using dose conversion factors. The gathered data were analyzed via SPSS (version 18) software using descriptive statistics. Results: Based on the data of this study, the collective effective dose was 95.628 manSv, leading to a mean effective dose of 0.03 mSv per capita. It was also observed that the myocardial perfusion was the most common procedure (50%). The 75th percentile of the distribution of administered activity (AA) represents the DRL. The AAA and the 75th percentile of the distribution of AA are slightly higher than DRL of most European countries. Conclusions: Myocardial perfusion is responsible for most of the collective effective dose and it is better to establish national DRLs for myocardial perfusion and review some DRL values through the participation of NM specialists in the future.   16. Childhood Leukemia in the Vicinity of the Geesthacht Nuclear Establishments near Hamburg, Germany

    Background During 1990–1991 a childhood leukemia cluster was observed in the sparsely populated region surrounding two nuclear establishments southeast of Hamburg, Germany. Since then, several new cases have been reported. Recently a possible accidental release of radionuclides in 1986 was hypothesized. Objective The objective of this study was to analyze the childhood leukemia incidence in this area since 1990. Methods All incident cases (< 15 years of age) were ascertained during 1990–2005 within a 5-km radius of the Krümmel nuclear power plant. We derived standardized incidence ratios (SIRs) using county and national leukemia incidence rates as referents. We stratified analyses by calendar period and attained age, and by subdividing the study region into areas north versus south of the Elbe river. Results Fourteen cases were ascertained in the study area, whereas 4.0 were expected based on national referent rates [1990–2005: SIR = 3.5; 95% confidence interval (CI), 1.9–5.9]. The excess was not confined to the early 1990s; for the more recent time period 1999–2005, the SIR is still elevated (SIR = 2.7; 95% CI, 0.9–6.2). SIRs of greatest magnitude were observed for children 0–4 years of age (SIR = 4.9; 95% CI, 2.4–9.0) and for residents south of the Elbe (SIR = 7.5; 95% CI, 2.8–16.4). Conclusions The incidence in this region is significantly higher than the childhood leukemia incidence for Germany as a whole. To date, no unique hazards have been identified in this population. The fact that the elevated rates have persisted in this community for > 15 years warrants further investigation. PMID:17589605

  20. Establishing an effective dose equivalent monitoring program for a commercial nuclear power station

    The purpose of this thesis is to determine whether monitoring personnel with multiple dosimeter badges to determine effective dose equivalent (EDE) is both acceptable to the Nuclear Regulatory Commission (NRC) and practical for the nuclear power industry. Until now, most nuclear power plants have used a single dosimeter or occasionally multiple dosimeters to monitor the "deep dose equivalent (DDE)" as defined by the International Commission on Radiological Units (ICRU). The measurement of EDE, to replace DDE, is now deemed by international and regulatory agencies to better approximate a worker's dose related to long-term risks of occupational radiation exposure. The definition of DDE, and the formulation of EDE for use as a new indicator of occupational exposure, are presented in this thesis. Radiation exposure measurements using multiple dosimeters on each worker for certain tasks were collected for this thesis on workers at a Dominion/Virginia Company nuclear power plant. These multiple dosimeter measurements have been examined to determine how such a new personnel monitoring system compares to the former one at the Dominion plant, in which only one dosimeter reading was used predominately to calculated deep dose equivalent. This is based on the assumption that most workers were exposed to uniform radiation fields and that the single dosimeter reading was representative of the highest average exposure for the worker's task. These multiple dosimetry measurements show that it is both feasible and advantageous to provide such dosimetry in situations where exposures may be non-uniform and significant enough to approach yearly exposure limits in a single day, such as in the tasks required during refueling outages.

  1. Who Is Afraid of Volume 1181 of the New York Academy of Sciences? Under Threat, the Nuclear Establishment Plays Dirty.

    Following decades of an internationally coordinated cover-up, critical information about the health consequences of the Chernobyl accident, worldwide but particularly in Western and Eastern Europe, was made available through Volume 1181 of the Annals of the New York Academy of Sciences. The book also contains unique, valuable data from the 3 most affected counties, and it suggests that consequences of the Chernobyl accident are far more serious than has been acknowledged. Many health problems are worsening, including those resulting from irreversible genetic damage. Given the threat that such information represents to the nuclear establishment, it was predictable that Volume 1181, of far higher scientific quality than the United Nations' flagship report The Chernobyl Forum, would meet with violent criticism. Since its publication in 2009, it has been misrepresented and discredited by the nuclear establishment and international health establishment - to the extent of making the absurd and false claim that the New York Academy of Sciences has in some way disowned its own publication. The New York Academy of Sciences defends publication of Volume 1181 on the grounds of its commitment to open discussion of scientific material and publication of material of scientific value.     The purpose of this project is to anticipate and address institutional problems that may arise from the adoption of NRC's proposed Policy Statement on Safety Goals for Nuclear Power Plants. The report emphasizes one particular category of institutional problems: the possible use of safety goals as a basis for legal challenges to NRC actions, and the resolution of such challenges by the courts. Three types of legal issues are identified and analyzed. These are, first, general legal issues such as access to the legal system, burden of proof, and standard of proof. Second is the particular formulation of goals. Involved here are such questions as sustainable rationale, definitions, avoided issues, vagueness of time and space details, and degree of conservatism. Implementation brings up the third set of issues which include interpretation and application, linkage to probabilistic risk assessment, consequences as compared to events, and the use of results.

    In this report results of work on establishment of a data base of regional seismic recordings from earthquakes, chemical explosions and nuclear explosions in the former Soviet Union are described. This work was carried out in the Complex Seismological Expedition (CSE) of the Joint Institute of Physics of the Earth of the Russian Academy of Sciences and Lawrence Livermore National Laboratory. The recording system, methods of investigations and primary data processing are described in detail. The largest number of digital records was received by the permanent seismic station Talgar, situated in the northern Tien Shan, 20 km to the east of Almaty city. More than half of the records are seismograms of underground nuclear explosions and chemical explosions. The nuclear explosions were recorded mainly from the Semipalatinsk test site. In addition, records of the explosions from the Chinese test site Lop Nor and industrial nuclear explosions from the West Siberia region were obtained. Four records of strong chemical explosions were picked out (two of them have been produced at the Semipalatinsk test site and two -- in Uzbekistan). We also obtained 16 records of crustal earthquakes, mainly from the Altai region, close to the Semipalatinsk test site, and also from the West China region, close to the Lop Nor test site. In addition, a small number of records of earthquakes and underground nuclear explosions, received by arrays of temporary stations, that have been working in the southern Kazakhstan region are included in this report. Parameters of the digital seismograms and file structure are described. Possible directions of future work on the digitizing of unique data archive are discussed.

  4. Establishing protective long term measures after severe nuclear accidents using multiple criteria.

    This paper proposes a methodology supporting decisions on protective measures following severe nuclear accidents and demonstrates its use. A multicriteria decision analysis approach is adopted where value tradeoffs are postponed until the very last stage of the decision process. All feasible solutions are implicitly considered and evaluated in the chosen criteria. Technically inferior solutions are excluded. Only the non-dominated or efficient solutions forming the "efficient frontier" are retained and presented to the decision makers. Implementation of inefficient solutions is in this way avoided. A choice among the efficient solutions, although it implies value tradeoffs among the multiple criteria, avoids the direct and apriori assessment of preferences. An interactive computer package has been developed with which the decision maker can choose a point on the efficient frontier in the consequence space and immediately see the corresponding alternative in the decision space. The methodology is demonstrated through an application on the choice among possible protective measures in contaminated areas of the former USSR after the Chernobyl accident using as criteria the collective effective life-time dose received by the population and the cost associated with each possible decision.     Mesenchymal stem cells (MSCs) reside in the bone marrow and have the potential for multilineage differentiation, into bone, cartilage, and fat, for example. In this study, bovine and porcine MSCs were isolated, cultured to determine their replication ability, and differentiated with osteogenic medium and 5-azacytine. Both bovine and porcine undifferentiated MSCs were electroporated and virally transduced to test the efficiency of genetic modification and the maintainance of differentiation ability thereafter. Nuclear transfer experiments were carried out with bovine and porcine MSCs, both at the undifferentiated state and following differentiation. Our results indicate that bovine and porcine MSCs have limited lifespans in vitro--approximately 50 population doublings. They can be efficiently differentiated and characterized along the osteogenic lineage by morphology, alkaline phosphatase, Von Kossa, oil red stainings, and RT-PCR. Electroporation and selection induce high levels of EGFP expression in porcine but not in bovine MSCs. Following genetic modification, MSCs retain their pluridifferentiation ability as parental cells. Cloned embryos derived from bovine and porcine undifferentiated MSCs and their derivatives along the osteogenic lineage give rise to consistently high preimplantation development comparable to adult fibroblasts.   6. A pilot application of risk-based methods to establish in-service inspection priorities for nuclear components at Surry Unit 1 Nuclear Power Station

    As part of the Nondestructive Evaluation Reliability Program sponsored by the US Nuclear Regulatory Commission, the Pacific Northwest Laboratory is developing a method that uses risk-based approaches to establish in-service inspection plans for nuclear power plant components. This method uses probabilistic risk assessment (PRA) results and Failure Modes and Effects Analysis (FEMA) techniques to identify and prioritize the most risk-important systems and components for inspection. The Surry Nuclear Power Station Unit 1 was selected for pilot applications of this method. The specific systems addressed in this report are the reactor pressure vessel, the reactor coolant, the low-pressure injection, and the auxiliary feedwater. The results provide a risk-based ranking of components within these systems and relate the target risk to target failure probability values for individual components. These results will be used to guide the development of improved inspection plans for nuclear power plants. To develop inspection plans, the acceptable level of risk from structural failure for important systems and components will be apportioned as a small fraction (i.e., 5%) of the total PRA-estimated risk for core damage. This process will determine target (acceptable) risk and target failure probability values for individual components. Inspection requirements will be set at levels to assure that acceptable failure probabilistics are maintained.

  7. Some considerations for establishing seismic design criteria for nuclear plant piping

    The Energy Technology Engineering Center (ETEC) is providing assistance to the U.S. NRC in developing regulatory positions on the seismic analysis of piping. As part of this effort, ETEC previously performed reviews of the ASME Code, Section III piping seismic design criteria as revised by the 1994 Addenda. These revised criteria were based on evaluations by the ASME Special Task Group on Integrated Piping Criteria (STGIPC) and the Technical Core Group (TCG) of the Advanced Reactor Corporation (ARC) of the earlier joint Electric Power Research Institute (EPRI)/NRC Piping & Fitting Dynamic Reliability (PFDR) program. Previous ETEC evaluations reported at the 23rd WRSM of seismic margins associated with the revised criteria are reviewed. These evaluations had concluded, in part, that although margins for the timed PFDR tests appeared acceptable (>2), margins in detuned tests could be unacceptable (<1). This conclusion was based primarily on margin reduction factors (MRFs) developed by the ASME STGIPC and ARC/TCG from realistic analyses of PFDR test 36. This paper reports more recent results including: (1) an approach developed for establishing appropriate seismic margins based on PRA considerations, (2) independent assessments of frequency effects on margins, (3) the development of margins based on failure mode considerations, and (4) the implications of Code Section III rules for Section XI.

    AIM: Human hepatitis B virus enhancer II B1 binding factor (hB1F) was cloned and characterized as a novel member of the Ftz-F1 (NR5A) nuclear receptor subfamily. Although progresses have recently been made, its biological function remains largely unidentified. The aim of this study was to establish an hB1F transgenic mouse model to promote the functional study of hB1F. METHODS: Transgene fragments were microinjected into fertilized eggs of mice. The manipulated embryos were transferred into the oviducts of pseudopregnant female mice. The offsprings were identified by PCR and Southern blot analysis. Transgene expression was analyzed with RT-PCR and Western blot analysis. Transgenic founder mice were used to establish transgenic mouse lineages. The F1 and F2 mice were identified by PCR analysis. RESULTS: Seven mice were identified as carrying copies of transgene. RT-PCR and Western blotting results showed that the transgene was expressed in heart, liver, lung, kidney and stomach in one of the transgenic mouse lineages. Genetic analysis of the transgenic mice demonstrated that the transgene was integrated into the chromosome at a single site, and was transmitted stably. CONCLUSION: In this study we established an hB1F transgenic mouse model, which will facilitate the investigation of the biological function of hB1F in vivo. PMID:12800251

    Pannexin 1 (PANX1) channels mediate release of ATP, a “find-me” signal that recruits macrophages to apoptotic cells; PANX1 activation during apoptosis requires caspase-mediated cleavage of PANX1 at its C terminus, but how the C terminus inhibits basal channel activity is not understood. Here, we provide evidence suggesting that the C terminus interacts with the human PANX1 (hPANX1) pore and that cleavage-mediated channel activation requires disruption of this inhibitory interaction. Basally silent hPANX1 channels localized on the cell membrane could be activated directly by protease-mediated C-terminal cleavage, without additional apoptotic effectors. By serial deletion, we identified a C-terminal region just distal to the caspase cleavage site that is required for inhibition of hPANX1; point mutations within this small region resulted in partial activation of full-length hPANX1. Consistent with the C-terminal tail functioning as a pore blocker, we found that truncated and constitutively active hPANX1 channels could be inhibited, in trans, by the isolated hPANX1 C terminus either in cells or when applied directly as a purified peptide in inside-out patch recordings. Furthermore, using a cysteine cross-linking approach, we showed that relief of inhibition following cleavage requires dissociation of the C terminus from the channel pore. Collectively, these data suggest a mechanism of hPANX1 channel regulation whereby the intact, pore-associated C terminus inhibits the full-length hPANX1 channel and a remarkably well placed caspase cleavage site allows effective removal of key inhibitory C-terminal determinants to activate hPANX1.   11. Boveri’s long experiment: Sea urchin merogones and the establishment of the role of nuclear chromosomes in development

    Theodor Boveri’s major intellectual contribution was his focus on the causality of nuclear chromosomal determinants for embryological development. His initial experimental attempt to demonstrate that the character of the developing embryo is determined by nuclear rather than cytoplasmic factors was launched in 1889. The experimental design was to fertilize enucleate sea urchin eggs with sperm of another species that produces a distinguishably different embryonic morphology. Boveri’s “hybrid merogone” experiment provided what he initially thought was empirical evidence for the nuclear control of development. However, for subtle reasons, the data were not interpretable and the experiment was repeated and contested. At the end of his life, Boveri was finally able to explain the technical difficulties that had beset the original experiment. However, by 1902 Boveri had carried out his famous polyspermy experiments, which provided decisive evidence for the role of nuclear chromosomal determinants in embryogenesis. Here we present the history of the hybrid merogone experiment as an important case of conceptual reasoning paired with (often difficult) experimental approaches. We then trace the further history of the merogone and normal species hybrid approaches that this experiment had set in train, and review their results from the standpoint of current insights. The history of Boveri’s hybrid merogone experiment suggests important lessons about the interplay between what we call “models”, the specific intellectual statements we conceive about how biology works, and the sometimes difficult task of generating experimental proof for these concepts.   12. Transuranic isotopes and 90Sr in attic dust in the vicinity of two nuclear establishments in northern Germany.

    Attic dust was chosen as the test medium in order to search for traces of man-made bone seeking alpha and beta emitters. The samples were taken from 5 houses in the community of Elbmarsch situated at the river Elbe, adjacent to the Krümmel nuclear power plant and the nuclear research center of Geesthacht. Five houses in other regions of northern Germany were taken as a control. 238Pu, (239,240)Pu, 241Am, and 244Cm were measured by alpha spectrometry after chemical separation. Additionally, 241Pu was measured by liquid scintillation spectrometry, and the fission product 90Sr was measured in a separate investigation. All nuclides except 244Cm showed activities above the detection limit in the Elbmarsch samples and an elevated mean concentration compared to the control. It can be concluded from the activity ratio 241Am/(239,240)Pu that the Elbmarsch contamination cannot be accounted for by the background levels of transuranic nuclides resulting from weapons fallout. The derived release of alpha emitters is assumed to have contributed to the induction of a leukemia cluster in children, which was observed in Elbmarsch between 1990 and 1996. PMID:12747479

The decision for the final closure of the 318,000 square foot 105-P Reactor was determined to be in situ decommissioning (ISD). ISD is an acceptable and cost effective alternative to off-site disposal for the reactor building, which will allow for consolidation of remedial action wastes generated from other cleanup activities within the P Area. ISD is considered protective by the regulators, U. S. Environmental Protection Agency (US EPA) and the South Carolina Department of Health and Environmental Control (SCDHEC), public and stakeholders as waste materials are stabilized/immobilized, and radioactivity is allowed to naturally decay, thus preventing future exposure to the environment. Stakeholder buy-in was critical in the upfront planning in order to achieve this monumental final decision. Numerous public meetings and workshops were held in two different states (covering a 200 mile radius) with stakeholder and SRS Citizens Advisory Board participation. These meetings were conducted over an eight month period as the end state decision making progressed. Information provided to the public evolved from workshop to workshop as data became available and public input from the public meetings were gathered. ISD is being considered for the balance of the four SRS reactors and other hardened facilities such as the chemical Separation Facilities (canyons).

    During this century, the entire nuclear fuel cycle will expand and become increasingly more global, taxing both the resources and capabilities of the International Atomic Energy Agency (IAEA) to maintain an effective Continuity of Knowledge (CoK) and its ability to provide timely detection of diversion. Uranium that currently is mined and milled in one country will be converted, enriched, and fabricated into fuel for reactors in an expanding set of new countries. This expansion will make it harder to guarantee that regional activities stay regional and that diversion detection is timely unless new and sustainable tools are developed to improve inspector effectiveness. To deal with this emerging reality, the IAEA must increase its use of unattended monitoring and employ new tools and methods that enhance CoK during all phases of the fuel cycle. This approach will help provide useful information to aid in detecting undeclared activities and create opportunities for timely and appropriate responses to events well before they enter phases of greater concern (e.g., enrichment). The systems that maintain CoK of safeguarded assets rely on containment and surveillance (C/S) technologies. The 21st century fuel cycle will require increased use of these technologies and systems, plus greater implementation of unattended systems that can securely collect data when inspectors are not present.

    Aging is associated with impaired plasticity and memory. Altered epigenetic mechanisms are implicated in the impairment of memory with advanced aging. Histone deacetylase 3 (HDAC3) is an important negative regulator of memory. However, the role of HDAC3 in aged neural networks is not well established. Late long-term potentiation (late-LTP), a cellular correlate of memory and its associative mechanisms such as synaptic tagging and capture (STC) were studied in the CA1 area of hippocampal slices from 82–84 week old rats. Our findings demonstrate that aging is associated with deficits in the magnitude of LTP and impaired STC. Inhibition of HDAC3 augments the late-LTP and re-establishes STC. The augmentation of late-LTP and restoration of STC is mediated by the activation of nuclear factor kappa B (NFκB) pathway. We provide evidence for the promotion of associative plasticity in aged neural networks by HDAC3 inhibition and hence propose HDAC3 and NFκB as the possible therapeutic targets for treating age -related cognitive decline.   18. Nuclear pore components affect distinct stages of intron-containing gene expression

    Several nuclear pore-associated factors, including the SUMO-protease Ulp1, have been proposed to prevent the export of intron-containing messenger ribonucleoparticles (mRNPs) in yeast. However, the molecular mechanisms of this nuclear pore-dependent mRNA quality control, including the sumoylated targets of Ulp1, have remained unidentified. Here, we demonstrate that the apparent ‘pre-mRNA leakage’ phenotype arising upon ULP1 inactivation is shared by sumoylation mutants of the THO complex, an early mRNP biogenesis factor. Importantly, we establish that alteration of THO complex activity differentially impairs the expression of intronless and intron-containing reporter genes, rather than triggering bona fide ‘pre-mRNA leakage’. Indeed, we show that the presence of introns within THO target genes attenuates the effect of THO inactivation on their transcription. Epistasis analyses further clarify that different nuclear pore components influence intron-containing gene expression at distinct stages. Ulp1, whose maintenance at nuclear pores depends on the Nup84 complex, impacts on THO-dependent gene expression, whereas the nuclear basket-associated Mlp1/Pml39 proteins prevent pre-mRNA export at a later stage, contributing to mRNA quality control. Our study thus highlights the multiplicity of mechanisms by which nuclear pores contribute to gene expression, and further provides the first evidence that intronic sequences can alleviate early mRNP biogenesis defects.     The first two books on behavior analysis (Skinner, 1938; Keller & Schoenfeld, 1950) had chapter-length coverage of motivation. The next generation of texts also had chapters on the topic, but by the late 1960s it was no longer being given much treatment in the behavior-analytic literature. The present failure to deal with the topic leaves a gap in our understanding of operant functional relations. A partial solution is to reintroduce the concept of the establishing operation, defined as an environmental event, operation, or stimulus condition that affects an organism by momentarily altering (a) the reinforcing effectiveness of other events and (b) the frequency of occurrence of that part of the organism's repertoire relevant to those events as consequences. Discriminative and motivative variables can be distinguished as follows: The former are related to the differential availability of an effective form of reinforcement given a particular type of behavior; the latter are related to the differential reinforcing effectiveness of environmental events. An important distinction can also be made between unconditioned establishing operations (UEOs), such as food deprivation and painful stimulation, and conditioned establishing operations (CEOs) that depend on the learning history of the organism. One type of CEO is a stimulus that has simply been paired with a UEO and as a result may take on some of the motivative properties of that UEO. The warning stimulus in avoidance procedures is another important type of CEO referred to as reflexive because it establishes its own termination as a form of reinforcement and evokes the behavior that has accomplished such termination. Another CEO is closely related to the concept of conditional conditioned reinforcement and is referred to as a transitive CEO, because it establishes some other stimulus as a form of effective reinforcement and evokes the behavior that has produced that other stimulus. The bill specifically aims at compensating persons alleging exposure to radiation from the open-air atomic bomb tests conducted at the Nevada test site during the period 1 January 1951 to 31 July 1962 and at uranium miners alleging exposure to ionizing radiation working in a uranium mine in Colorado, New Mexico, Arizona, or Utah during the period 1 January 1947 to 31 December 1961. The bill establishes a Commission to carry out the purposes of this act, sets forth the powers of the Commission, and spells out its administrative functions and other duties. A trust fund of $150,000,000 is established by the bill, and rules are set forth for assessing claims. The bill was referred jointly to the Committees on Energy and Commerce and the Judiciary.

    Unorthodox (18)F-labeling strategies not employing the formation of a carbon-(18)F bond are seldom found in radiochemistry. Historically, the formation of a boron- or silicon-(18)F bond has been introduced very early on into the repertoire of labeling chemistries, but is without translation into any clinical radiotracer besides inorganic B[(18)F]F4(-) for brain tumor diagnosis. For many decades these labeling methodologies were forgotten and have just recently been revived by a handful of researchers thinking outside the box. When breaking with established paradigms such as the inability to obtain labeled compounds of high specific activity via isotopic exchange or performing radiofluorination in aqueous media, the research community often reacts skeptically. In 2005 and 2006, two novel labeling methodologies were introduced into radiochemistry for positron emission tomography (PET) tracer development: RBF3(-) labeling reported by Perrin et al. and the SiFA methodology by Schirrmacher, Jurkschat, and Waengler et al. which is based on isotopic exchange (IE). Both labeling methodologies have been complemented by other noncanonical strategies to introduce (18)F into biomolecules of diagnostic importance, thus profoundly enriching the landscape of (18)F radiolabeling. B- and Si-based labeling strategies finally revealed that IE is a viable alternative to established and traditional radiochemistry with the advantage of simplifying both the labeling effort as well as the necessary purification of the radiotracer. Hence IE will be the focus of this contribution over other noncanonical labeling methods. Peptides for tumor imaging especially lend themselves favorably toward one-step labeling via IE, but small molecules have been described as well, taking advantage of these new approaches, and have been used successfully for brain imaging.     Tools and methods for analyzing differences in embryos resulting from somatic cell nuclear transfer (NT) in comparison to those derived from normal fertilization are needed to define better the nature of the nuclear reprogramming that occurs after NT. To this end, a collection of bovine blastocyst-derived cell lines was created. In vitro expanded or hatched blastocysts, used as primary culture tissue, were from NT; in vitro maturation, fertilization, and culture (IVF); or parthenogenetic (P) activation. Also, five in vivo-fertilized and developed blastocysts were collected by uterine flushing on the eighth d postfertilization. Whole blastocysts were physically attached to STO feeder layers to initiate all of the cell lines generated. The majority of the cell lines in the collection are trophectoderm, 38 NT-derived, 6 in vivo-derived, 20 IVF-derived, and 13 P-derived. Trophectoderm identity was ascertained by morphology and, in many cases, interferon-tau production. Several visceral endoderm cell lines and putative parietal endoderm cell lines were also established. At approximately 5% efficiency, epiblast masses from NT and IVF blastocysts survived and were isolated in culture. Two epiblast masses were also isolated from P blastocysts. Spontaneous differentiation from the epiblast outgrowths resulted in the establishment of fibroblast cell lines. The use of the trophectoderm cell lines as a comparative in vitro model of bovine trophectoderm and placental function is discussed in relation to NT reprogramming. PMID:17570020

    GPR88 is a neuronal cerebral orphan G-protein-coupled receptor (GPCR) that has been linked to various psychiatric disorders. However, no extensive description of its localization has been provided so far. Here, we investigate the spatiotemporal expression of the GPR88 in prenatal and postnatal rat tissues by using in situ hybridization and immunohistochemistry. GPR88 protein was initially detected at embryonic day 16 (E16) in the striatal primordium. From E16-E20 to adulthood, the highest expression levels of both protein and mRNA were observed in striatum, olfactory tubercle, nucleus accumbens, amygdala, and neocortex, whereas in spinal cord, pons, and medulla GPR88 expression remains discrete. We observed an intracellular redistribution of GPR88 during cortical lamination. In the cortical plate of the developing cortex, GPR88 presents a classical GPCR plasma membrane/cytoplasmic localization that shifts, on the day of birth, to nuclei of neurons progressively settling in layers V to II. This intranuclear localization remains throughout adulthood and was also detected in monkey and human cortex as well as in the amygdala and hypothalamus of rats. Apart from the central nervous system, GPR88 was transiently expressed at high levels in peripheral tissues, including adrenal cortex (E16-E21) and cochlear ganglia (E19-P3), and also at moderate levels in retina (E18-E19) and spleen (E21-P7). The description of the GPR88 anatomical expression pattern may provide precious functional insights into this novel receptor.     Under the International Nuclear Safeguards and Engagement Program (INSEP), U.S. National Laboratories support the Department of Energy (DOE) National Nuclear Security Administration (NNSA) to ''collaborate with international partners to strengthen international safeguards at all stages of nuclear development.'' This engagement in safeguards implementation cooperation is the basis for the security and safeguards arrangement with the Nuclear Energy Regulatory Agency of the Republic of Indonesia (BAPETEN) and includes strengthening of the State System of Accounting for and Control of Nuclear Material (SSAC). There are many components in a robust SSAC. While INSEP carries on its program in a holistic approach, it is more effective and efficient to address individual components, rather than the entire system at one time, with the objective of strengthening the system as a whole. Nuclear material accountancy is one of these components. Nuclear material accountancy necessitates that a State periodically take an inventory of its material and record changes. To better perform these activities, BAPETEN requested assistance with establishing a safeguards laboratory where its staff could perform independent material characterization, maintain nondestructive assay equipment, and facilitate hands-on training of BAPETEN safeguards inspectors. In compliance with International Atomic Energy Agency (IAEA) guidelines and safety series documents, INSEP and BAPETEN opened the BAPETEN Safeguards Laboratory in February 2010 to provide these competencies. BAPETEN showcased these new capabilities in July 2010 at the IAEA-sponsored Regional Workshop on Nuclear Material Accounting and Control at Facilities where hands-on activities were held at BAPETEN's Headquarters in Jakarta using the equipment supplied by INSEP.     Research on intestinal bacteria began around the end of the 19th century. During the last 5 decades of the 20th century, research on the intestinal microbiota made rapid progress. At first, in my work, I first developed a method of comprehensive analysis of the intestinal microbiota, and then I established classification and identification methods for intestinal anaerobes. Using these methods I discovered a number of ecological rules governing the intestinal microbiota and the role of the intestinl microbiota in health and disease. Moreover, using germfree animals, it was proven that the intestinal microbiota has a role in carcinogenesis and aging in the host.     LIGA is a micromachining technology that uses high energy x-rays from a synchrotron to create patterns with small lateral dimensions in a deep, non-conducting polymeric resist. Typical dimensions for LIGA parts are microns to tens of microns in lateral size, and hundreds of microns to millimeters in depth. Once the resist is patterned, metal is electrodeposited in the features to create metal microparts, or to create a metal mold for subsequent replication. The acronym LIGA comes from the German words for lithography, electroforming, and molding, and the technology has been under worldwide development for more than a decade. over the last five years, a full-service capability to produce metal microparts using the LIGA process has been established at Sandia national Laboratories, California. This report describes the accomplishments made during the past two years in infrastructure establishment funded by a Laboratory Directed Research and Development (LDRD) project entitled ''LIGA Micromachining.'' Specific topics include photoresist processing for LIGA mask making, x-ray scanning equipment, plating bath instrumentation, plating uniformity, and software architecture.

    Regulatory authorities in Western Europe require transgenic crops to be substantially equivalent to conventionally bred forms if they are to be approved for commercial production. One way to establish substantial equivalence is to compare the transcript profiles of developing grain and other tissues of transgenic and conventionally bred lines, in order to identify any unintended effects of the transformation process. We present detailed protocols for transcriptomic comparisons of developing wheat grain and leaf material, and illustrate their use by reference to our own studies of lines transformed to express additional gluten protein genes controlled by their own endosperm-specific promoters. The results show that the transgenes present in these lines (which included those encoding marker genes) did not have any significant unpredicted effects on the expression of endogenous genes and that the transgenic plants were therefore substantially equivalent to the corresponding parental lines.

    The basis for this successful collaboration was face-to-face communication. Though it was sometimes stressful being on the road so much, I really learned the importance of being present to work together and ask questions in person. Another measure of success was that in the midst of this project and traveling, my wife and I managed to start a family. My oldest boy got a real kick out of visiting Space Center Houston when he was two to learn all about the "face futtle" which goes way up in the sky. When practical, collocation and face-to-face communication on a project eliminate misunderstandings, establish relationships, make information more easily accessible, and promote a team atmosphere. Compromise is key to balancing both family and career goals. Knowing when to prioritize each is important to success in both aspects.

    Many Federal Facility Agreement and Consent Order (FFACO) Use Restrictions (URs) have been established at various corrective action sites (CASs) as part of FFACO corrective actions (FFACO, 1996; as amended January 2007). Since the signing of the FFACO in 1996, practices and procedures relating to the implementation of risk-based corrective action (RBCA) have evolved. This document is part of an effort to re-evaluate all FFACO URs against the current RBCA criteria (referred to in this document as the Industrial Sites [IS] RBCA process) as defined in the Industrial Sites Project Establishment of Final Action Levels (NNSA/NSO, 2006c). Based on this evaluation, the URs were sorted into the following categories: 1. Where sufficient information exists to determine that the current UR is consistent with the RCBA criteria 2. Where sufficient information exists to determine that the current UR may be removed or downgraded based on RCBA criteria. 3. Where sufficient information does not exist to evaluate the current UR against the RCBA criteria. After reviewing all the existing FFACO URs, the 49 URs addressed in this document have sufficient information to determine that these current URs may be removed or downgraded based on RCBA criteria. This document presents recommendations on modifications to existing URs that will be consistent with the RCBA criteria.

    It was investigated occurrence of yeasts on bathsurfaces, in sauna rooms, in swimming and therapeutic pool water. The number of yeasts decreased depending on patients age, if the rooms were furnished with bath. The lowest contamination was found after bath of 40-60 years-old women. In the saunas were yeasts not found on the upper benches with temperature above 55 degrees C. Much higher counts on lower benches and wood mats with temperature 35-40 degrees C, on basin walls and bottom-up to 10(4)-10(6)/100 cm2. It was isolated 172 yeast strains. The occurrence of some selected strains is given in Table 7, with the toxic effect of disinfectants. The most strains were resistant to Peracetic acid and Chloramin B. Since most of the isolated and determinated strains were found in contaminated environment or during various diseases, the yeasts of the genus Cryptococcus, Candida, Rhodotorula, Torulopsis and Metschnikowia should not occur in bath establishment, and should be classified among indicators of contamination of environment including water. It is only in Thailand that all three recognized species (Trichopsis vittata, Trichopsis schalleri and Trichopsis pumila), as judged by distinct external features, are found. Cambodia and Lao PDR harbor two species each. The present work involves first-time DNA sequencing and analysis based on mitochondrial (COI) and nuclear (RAG1) DNA of numerous specimens of these species and specimens of a controversial Phetchaburi (Thailand) fish population with a mixed outward appearance. In addition to confirming the morphologically clear-cut taxonomic division of the three fish species, our DNA results show that whereas the T. pumila populations form one single species, there are cryptic species in the T. vittata and T. schalleri populations and possibly a new one in the latter. Members of the putative Phetchaburi fish population have been proven to be hybrids between T. pumila and T. vittata. In addition, a new the phylogenetic tree indicating ancestral relationships is also presented. This study should generate further research to find new/cryptic species of the genus Trichopsis in all countries harboring the fish. PMID:25853058

  17. Workshop to establish databases of carbohydrate spectra

    The workshop was organized to formulate guidelines for establishing spectral databases of complex carbohydrates. The databases will enable the scientific community to avoid the great waste of research effort and funds that frequently occurs when carbohydrate chemists are forced to duplicate the structural characterization of previously characterized complex carbohydrates. Chemists waste their effort on repetitive characterizations because in the absence of spectral databases they are unaware they are analyzing a known molecule until they have completely determined its structure. Chemists will be able to avoid much of this wasted effort when the collections of mass and of nuclear magnetic resonance (NMR) spectra initiated at the workshop are subsequently developed into searchable databases. Then scientists only need query the databases with the spectrum or with information defining the spectrum of an unidentified carbohydrate to find out if it has been previously characterized.

    India emerged as a free and democratic country in 1947, and entered into the nuclear age in 1948 by establishing the Atomic Energy Commission (AEC), with Homi Bhabha as the chairman. Later on the Department of Atomic Energy (DAE) was created under the Office of the Prime Minister Jawahar Lal Nehru. Initially the AEC and DAE received international cooperation, and by 1963 India had two research reactors and four nuclear power reactors. In spite of the humiliating defeat in the border war by China in 1962 and China's nuclear testing in 1964, India continued to adhere to the peaceful uses of nuclear energy. On May 18, 1974 India performed a 15 kt Peaceful Nuclear Explosion (PNE). The western powers considered it nuclear weapons proliferation and cut off all financial and technical help, even for the production of nuclear power. However, India used existing infrastructure to build nuclear power reactors and exploded both fission and fusion devices on May 11 and 13, 1998. The international community viewed the later activity as a serious road block for the Non-Proliferation Treaty and the Comprehensive Test Ban Treaty; both deemed essential to stop the spread of nuclear weapons. India considers these treaties favoring nuclear states and is prepared to sign if genuine nuclear disarmament is included as an integral part of these treaties.

While initial treatment with benzodiazepines has become standard of care for early status epilepticus, treatment after benzodiazepine failure (established status epilepticus (ESE)) is incompletely studied. Effective treatment of ESE is critical as morbidity and mortality increases dramatically the longer convulsive status epilepticus persists. Phenytoin/fosphenytoin, valproic acid, levetiracetam, phenobarbital, and lacosamide are the most frequently prescribed antiseizure medications for treatment of ESE. To date there are no class 1 data to support pharmacologic recommendations of one agent over another. We review each of these medications, their pharmacology, the scientific evidence in support and against each in the available literature, adverse effects and safety profiles, dosing recommendations, and limitations of the available evidence. We also discuss future directions including the established status epilepticus treatment trial (ESETT).     Replacement of a SCADA system is an infrequent occurrence. In fact, most SCADA systems last ten to fifteen years. Even if the personnel that implemented the current system have made it through corporate downsizing, the whole nature of SCADA has changed. No longer is SCADA that isolated system in the corner. It now affects virtually every aspect of the company from operations, to field maintenance, government regulatory compliance, environmental protection, to customer/in-house data access and revenue accounting, to name just a few. In addition to this immense corporate operational impact, for most oil and gas companies, today`s SCADA systems also represent a significant capital investment. How then does one establish an appropriate budget to acquire a new SCADA system? This paper highlights the key elements of successful SCADA budgets, identifying both buy-out and in-house components. Vendor topics include estimating hardware, software (including applications), project services, and life cycle costs. Company-side estimates cover facility and communication modifications and the cost of labor and expenses to support the project from initiation (e.g., requirements gathering, specification writing, etc.) through commissioning (e.g., Site Acceptance Testing, cut-over, etc.), and all activities in-between (e.g., vendor support, training, Factory Acceptance Testing, etc.). Other issues discussed include the handling of project reserves, establishing cash flow, and estimating taxes.

    In this thesis, a method for using RELAP5/MOD3.3 (Patch03) code models is described to establish and assess the code scaling capability and to corroborate the scaling methodology that has been used in the design of the Purdue University Multi-Dimensional Integral Test Assembly for ESBWR applications (PUMA-E) facility. It was sponsored by the United States Nuclear Regulatory Commission (USNRC) under the program "PUMA ESBWR Tests". PUMA-E facility was built for the USNRC to obtain data on the performance of the passive safety systems of the General Electric (GE) Nuclear Energy Economic Simplified Boiling Water Reactor (ESBWR). Similarities between the prototype plant and the scaled-down test facility were investigated for a Gravity-Driven Cooling System (GDCS) Drain Line Break (GDLB). This thesis presents the results of the GDLB test, i.e., the GDLB test with one Isolation Condenser System (ICS) unit disabled. The test is a hypothetical multi-failure small break loss of coolant (SB LOCA) accident scenario in the ESBWR. The test results indicated that the blow-down phase, Automatic Depressurization System (ADS) actuation, and GDCS injection processes occurred as expected. The GDCS as an emergency core cooling system provided adequate supply of water to keep the Reactor Pressure Vessel (RPV) coolant level well above the Top of Active Fuel (TAF) during the entire GDLB transient. The long-term cooling phase, which is governed by the Passive Containment Cooling System (PCCS) condensation, kept the reactor containment system that is composed of Drywell (DW) and Wetwell (WW) below the design pressure of 414 kPa (60 psia). In addition, the ICS continued participating in heat removal during the long-term cooling phase. A general Code Scaling, Applicability, and Uncertainty (CSAU) evaluation approach was discussed in detail relative to safety analyses of Light Water Reactor (LWR).     Objectives We aimed to selectively breed a spontaneous diabetic gerbil when a sub-line of inbred gerbil showed increased blood glucose levels was found recently. Then we investigated the characteristics including the serum insulin, triglyceride, cholesterol, leptin, adiponectin and explored the underlying molecular mechanism for the diabetic phenotype. Methods The spontaneous diabetic line of gerbils was selectively inbreed the sub-line of gerbil by monitoring blood glucose of each animal. The serum insulin, adiponectin, and leptin levels were tested using an ELISA kit. The expression levels of GLUT4, Akt, leptin, adiponectin, and calpain 10 (CAPN10) were tested by western blot and Quantitative Real-time PCR (qPCR) in liver, skeletal muscle, and white adipose. Results Our results show that the percentages of animals with FPG≥5.2 (mmol/l), PG2h≥6.8 (mmol/l) and both FPG≥5.2 and PG2h≥6.8 (mmol/l) were increased with the number of breeding generations from F0 (21.33%) to F6 (38.46%). These diabetic gerbils exhibited insulin resistance and leptin resistance as well as decreased adiponectin level in the serum. We also observed decreased expression of adiponectin and increased expression of leptin in the skeletal muscle, respectively. Conclusions These results indicate that we have primarily established a spontaneous diabetic gerbil line, and the diabetic phenotypes may have been accounted for by altered expression of leptin and adiponectin.     An environmental radiation calibration facility has been constructed by the Radiation and Nuclear Sciences unit of Queensland Health at the Forensic and Scientific Services Coopers Plains campus in Brisbane. This facility consists of five low density concrete pads, spiked with a NORM source, to simulate soil and effectively provide a number of semi-infinite uniformly distributed sources for improved energy response calibrations of radiation equipment used in NORM measurements. The pads have been sealed with an environmental epoxy compound to restrict radon loss and so enhance the quality of secular equilibrium achieved. Monte Carlo models (MCNP),used to establish suitable design parameters and identify appropriate geometric correction factors linking the air kerma measured above these calibration pads to that predicted for an infinite plane using adjusted ICRU53 data, are discussed. Use of these correction factors as well as adjustments for cosmic radiation and the impact of surrounding low levels of NORM in the soil, allows for good agreement between the radiation fields predicted and measured above the pads at both 0.15 m and 1 m.     There is a new focal point for cooperative research in advanced rock magnetism. The University of Minnesota in Minneapolis has established an Institute for Rock Magnetism (IRM) that will provide free access to modern equipment and encourage visiting fellows to focus on important topics in rock magnetism and related interdisciplinary research. Funding for the first three years has been secured from the National Science Foundation, the W.M. Keck Foundation, and the University of Minnesota.In the fall of 1986, the Geomagnetism and Paleomagnetism (GP) section of the AGU held a workshop at Asilomar, Calif., to pinpoint important and emerging research areas in paleomagnetism and rock magnetism, and the means by which to achieve them. In a report of this workshop published by the AGU in September 1987, two urgent needs were set forth. The first was for interdisciplinary research involving rock magnetism, and mineralogy, petrology, sedimentology, and the like. The second need was to ease the access of rock magnetists and paleomagnetists around the country to the latest equipment in modern magnetics technology, such as magneto-optics or electronoptics. Three years after the publication of the report, we announced the opening of these facilities at the GP section of the AGU Fall 1990 Meeting. A classified advertisement inviting applications for visiting fellowships was published in the January 22, 1991, issue of Eos.

Neurological patients were one such victim because they are usually very vulnerable to such a huge tragedy due to their physical disability including artificial ventilator-support. On occasion of the last tsunami, most cases showed "all or nothing" to lose life or to survive, and there were only a little cases who needed emergency surgical treatment. In the very early period, some neurological patients required electric power to keep their lifesupportive ventilator at evacuation house or even at home. In a week to a couple of months, many neurological patients needed continuous supply of their daily drugs which are essential to keep themselves in steady physical conditions and even for keeping their life.Japanese Neurological Society (JNS) began to establish an emergent assistant network system from January 2012 in an attempt of supplying materials, drugs and energy power to neurological patients who require both under a very early period after any natural or political disaster and a later period. For example, JNS is going to apply IT system to connect distant but safer hospitals which accept emergent patients from the center of disastrous place. JNS may also send emergency medical team to the disastrous place to save neurological patients by passing necessary medicine and materials or moving patients to safer hospitals. JNS will make such a tentative program public on our website to collect many other constructive opinions from general member of the society and neurological patients. After getting those opinions, JNS made up the exact team for this purpose after general meeting of JNS on this May 2012.Based on this team, disaster-mimic trial will be performed in Tokyo, Shizuoka, and Kochi where the next big disaster is going to hit the cities.     In 2005, the Provisions on Nuclear Material Measurement System was enacted in Ukraine as an important regulatory driver to support international obligations in nuclear safeguards and nonproliferation. It defines key provisions and requirements for material measurement and measurement control programs to ensure the quality and reliability of measurement data within the framework of the State MC&A System. Implementing the Provisions requires establishing a number of measurement techniques for both fresh and spent nuclear fuel for various types of Ukrainian reactors. Our first efforts focused on measurements of fresh nuclear fuel from a WWR-1000 power reactor.

Many recent and current experiments have been focused on the elucidation of neutrino oscillations and neutrino mass. The quest for the absolute value of neutrino mass continues with higher precision studies of the tritium beta decay spectrum near the endpoint. Neutrino oscillations are studied through measurements of reactor neutrinos as a function of baseline and energy. And experiments searching for neutrinoless double beta decay seek to discover violation of lepton number and establish the Majorana nature of neutrino masses.

    An historical overview is provided of the mathematical foundations of uncertainty quantification and the roles played in the more recent past by nuclear data uncertainties in nuclear data evaluations and nuclear applications. Significant advances that have established the mathematical framework for contemporary nuclear data evaluation methods, as well as the use of uncertainty information in nuclear data evaluation and nuclear applications, are described. This is followed by a brief examination of the current status concerning nuclear data evaluation methodology, covariance data generation, and the application of evaluated nuclear data uncertainties in contemporary nuclear technology. A few possible areas for future investigation of this subject are also suggested.

    The U.S. Nuclear Regulatory Commission (NRC) was formed in 1975 to regulate the various commercial and institutional uses of nuclear energy, including nuclear power plants. The agency succeeded the Atomic Energy Commission, which previously had responsibility for both developing and regulating nuclear activities. Federal research and development work for all energy sources, as well as nuclear weapons production, is now conducted by the U.S. Department of Energy. Under its responsibility to protect public health and safety, the NRC has three principal regulatory functions: (1) establish standards and regulations, (2) issue licenses for nuclear facilities and users of nuclear materials, and (3) inspect facilities and users of nuclear materials to ensure compliance with the requirements. These regulatory functions relate to both nuclear power plants and to other uses of nuclear materials - like nuclear medicine programs at hospitals, academic activities at educational institutions, research work, and such industrial applications as gauges and testing equipment. The NRC places a high priority on keeping the public informed of its work. The agency recognizes the interest of citizens in what it does through such activities as maintaining public document rooms across the country and holding public hearings, public meetings in local areas, and discussions with individuals and organizations.

    The nuclear danger can be reduced by a system for global management, protection, control, and accounting as part of a disposition program for special nuclear materials. The development of an international fissile material management and control regime requires conceptual research supported by an analytical and modeling tool that treats the nuclear fuel cycle as a complete system. Such a tool must represent the fundamental data, information, and capabilities of the fuel cycle including an assessment of the global distribution of military and civilian fissile material inventories, a representation of the proliferation pertinent physical processes, and a framework supportive of national or international perspective. They have developed a prototype global nuclear material management and control systems analysis capability, the Global Nuclear Material Control (GNMC) model. The GNMC model establishes the framework for evaluating the global production, disposition, and safeguards and security requirements for fissile nuclear material.

  10. Nuclear data needs for application in nuclear criticality safety programs

    In nuclear criticality safety applications, a number of important uncertainties have to be addressed to establish the required criticality safety margin of a nuclear system. One source of these uncertainties is the basic nuclear data used to calculate the effective multiplication factor of the system. Before criticality safety calculations are performed, the bias and uncertainties of the codes and cross sections that are used must be determined. Cross-section data are measured, evaluated, and tested prior to their inclusion in nuclear data libraries. Traditionally, nuclear data evaluations are performed to support the analysis and design of thermal and fast reactors. The neutron spectra characteristic of the thermal and fast systems used for data testing are predominantly in the low- and high-energy ranges, with a relatively minor influence from the intermediate-energy range. In the area of nuclear criticality safety, nuclear systems involving spent fuel elements from reactors can lead to situations very different from those most commonly found in reactor analysis and design. These systems are not limited to thermal or fast neutron spectra and may have their most significant influence from the intermediate energy range. This requires extending the range of applicability of the nuclear data evaluation beyond thermal and fast systems. The aim here is to focus on the evaluated nuclear data pertaining to applications in nuclear criticality safety.

The gating kinetics and Ca2+ permeability of Aβ pores are not well understood. We have used computational modeling in conjunction with the ability of optical patch-clamping for massively parallel imaging of Ca2+ flux through thousands of pores in the cell membrane of Xenopus oocytes to elucidate the kinetic properties of Aβ pores. The fluorescence time-series data from individual pores were idealized and used to develop data-driven Markov chain models for the kinetics of the Aβ pore at different stages of its evolution. Our study provides the first demonstration of developing Markov chain models for ion channel gating that are driven by optical-patch clamp data with the advantage of experiments being performed under close to physiological conditions. Towards the end, we demonstrate the up-regulation of gating of various Ca2+ release channels due to Aβ pores and show that the extent and spatial range of such up-regulation increases as Aβ pores with low open probability and Ca2+ permeability transition into those with high open probability and Ca2+ permeability.     The United States Supreme Court, with PG&E and Silkwood, and in the eight years since, has expanded the acceptable extent of state regulation of commercial nuclear power plants. In PG&E, the Court established the acceptability of state regulation that purports to be concerned with the non-radiological aspects of nuclear plant operations but that, as a practical matter, is concerned with their radiological hazards. In Silkwood, the Court established the acceptability of state regulation of radiological hazards when its impact on federal regulation of radiological hazards is indirect and incidental. Finally, in Goodyear and English, the Court confirmed and elaborated on such state regulation. Subject to political demands either for additional involvement in commercial nuclear power plant regulation or from political interests opposed altogether to nuclear power, some states, in the 1980s, sought to expand even further the involvement of state and local governments in nuclear plant regulation. Indeed, some states sought and in some instances acquired, through innovative and extraordinary means, a degree of involvement in the regulation of radiological hazards that seriously erodes and undermines the role of the federal government in such regulation. In particular, the State of New York concluded with the Long Island Lighting Company (LILCO), in February 1989, an agreement for the purchase of New York of the Shoreham nuclear power plant on Long Island. A response to failed efforts by New York to prevent the issuance by the NRC of a license to LILCO to operate the plant, the agreement was concluded to allow New York to close the plant either altogether or to convert it to a fossil fuel facility. The opposition to the sale of Shoreham is discussed.

These include establishing and monitoring intrinsic tags and seals, locating holdup in areas where conventional radiation-based measurements have limited capability, process monitoring, monitoring containers for corrosion or changes in pressure, and facility design verification. These acoustics applications are in their infancy with respect to safeguards and nuclear material management, but proof-of-principle has been demonstrated in many of the areas listed.

  16. Plant trait expression responds to establishment timing.

    Trait divergence between co-occurring individuals could decrease the strength of competition between these individuals, thus promoting their coexistence. To test this hypothesis, we manipulated establishment timing for four congeneric pairs of perennial plants and assessed trait plasticity. Because soil conditions can affect trait expression and competition, we grew the plants in field-collected soil from each congener. Competition was generally weak across species, but the order of establishment affected divergence in biomass between potmates for three congeneric pairs. The type of plastic response differed among genera, with trait means of early-establishing individuals of Rumex and Solanum spp. differing from late-establishing individuals, and trait divergence between potmates of Plantago and Trifolium spp. depending on which species established first. Consistent with adaptive trait plasticity, higher specific leaf area (SLA) and root-shoot ratio in Rumex spp. established later suggest that these individuals were maximizing their ability to capture light and soil resources. Greater divergence in SLA correlated with increased summed biomass of competitors, which is consistent with trait divergence moderating the strength of competition for some species. Species did not consistently perform better in conspecific or congener soil, but soil type influenced the effect of establishment order. For example, biomass divergence between Rumex potmates was greater in R. obtusifolius soil regardless of which species established first. These results suggest that plant responses to establishment timing act in a species-specific fashion, potentially enhancing coexistence in plant communities. PMID:25616649

    Mutational inactivation of the tumor suppressor gene APC (Adenomatous polyposis coli) is thought to be an initiating step in the progression of the vast majority ofcolorectal cancers. Attempts to understand APC function have revealed more than a dozen binding partners as well as several subcellular localizations including at cell-cell junctions, associated with microtubules at the leading edge of migrating cells, at the apical membrane, in the cytoplasm and in the nucleus. The present chapter focuses on APC localization and functions in the nucleus. APC contains two classical nuclear localization signals, with a third domain that can enhance nuclear import. Along with two sets of nuclear export signals, the nuclear localization signals enable the large APC protein to shuttle between the nucleus and cytoplasm. Nuclear APC can oppose beta-catenin-mediated transcription. This down-regulation of nuclear beta-catenin activity by APC most likely involves nuclear sequestration of beta-catenin from the transcription complex as well as interaction of APC with transcription corepressor CtBP. Additional nuclear binding partners for APC include transcription factor activator protein AP-2alpha, nuclear export factor Crm1, protein tyrosine phosphatase PTP-BL and perhaps DNA itself. Interaction of APC with polymerase beta and PCNA, suggests a role for APC in DNA repair. The observation that increases in the cytoplasmic distribution of APC correlate with colon cancer progression suggests that disruption of these nuclear functions of APC plays an important role in cancer progression. APC prevalence in the cytoplasm of quiescent cells points to a potential function for nuclear APC in control of cell proliferation. Clear definition of APC's nuclear function(s) will expand the possibilities for early colorectal cancer diagnostics and therapeutics targeted to APC. PMID:19928349

    As long as the United States continues to play a leading role in NATO, the incentive for European powers to acquire independent nuclear weapons is virtually zero. Most European power, however, have relatively sophisticated nuclear establishments and could easily manufacture nuclear explosives if they judged that their security required an independent capability. They might judge so if the United States pulls out of Europe and out of NATO. It is the opinion of the author that if the United States withdraws, and if France and Britain insist on maintaining their current status as independent nuclear weapons powers, they will encourage proliferation by example. The likelihood of different countries deciding to manufacture nuclear weapons under these cicumstances is evaluated. The future of NATO is assessed. The conclusions of and future structure of the Conference on Cooperation and Security in Europe (CSCE) is discussed. The impact of United Nations involvement in preventing proliferation is evaluated. Recommendations are proposed for the utilization of existing organizations to deter proliferation in Europe.

    The National Aeronautics and Space Administration (NASA) has actively pursued technology development for nuclear rocket propulsion systems for possible use on lunar outpost missions, for exploration missions to Mars, and for outer planet and other solar system exploration missions. A number of these technologies have been broadly identified by the ANS National Critical Technologies Panel, as well as the Department of Commerce as [open quotes]Critical Technologies.[close quotes] A Nuclear Propulsion Office was established at the Lewis Research Center in Cleveland, Ohio, to lead nuclear propulsion development for NASA and to establish appropriate interagency working relationships with the U.S. Department of Energy national laboratories for nuclear technology development and with the Department of Defense (DoD). The NASA intercenter and interagency teams and NASA contractors have initiated conceptual design activities and other trade studies that provide the focus for appropriate critical technology development for both nuclear thermal propulsion (NTP) systems and nuclear electric propulsion (NEP) systems. Critical technology issues have been identified and are discussed in this paper. For NTP systems, the heat generated in the nuclear reactor is used to simply heat a propellant such as hydrogen, and then the high-temperature propellant expands through a nozzle to produce thrust. Specific impulse for NTP systems should be on the order of 900 to 950 s-approximately double the best chemical propulsion systems.

    Nuclear speckles, also known as interchromatin granule clusters, are nuclear domains enriched in pre-mRNA splicing factors, located in the interchromatin regions of the nucleoplasm of mammalian cells. When observed by immunofluorescence microscopy, they usually appear as 20–50 irregularly shaped structures that vary in size. Speckles are dynamic structures, and their constituents can exchange continuously with the nucleoplasm and other nuclear locations, including active transcription sites. Studies on the composition, structure, and dynamics of speckles have provided an important paradigm for understanding the functional organization of the nucleus and the dynamics of the gene expression machinery.     Background Hepatic fibrosis is characterized by excess collagen deposition, decreased extracellular matrix degradation, and activation of the hepatic stellate cells. The hormone relaxin has shown promise in the treatment of fibrosis in a number of tissues, but the effect of relaxin on established hepatic fibrosis is unknown. Aims The aim of this study was to determine the effect of relaxin on an in vivo model after establishing hepatic fibrosis. Methods Male mice were made fibrotic by carbon tetrachloride treatment for 4 weeks, followed by treatment with two doses of relaxin (25 or 75 ug/kg/day) or vehicle for 4 weeks, with continued administration of carbon tetrachloride. Results Relaxin significantly decreased total hepatic collagen and smooth muscle actin content at both doses, and suppressed collagen I expression at the higher dose. Relaxin increased the expression of the matrix metalloproteinases MMP13 and MMP3, decreased expression of MMP2 and tissue inhibitor of metalloproteinases 2 (TIMP2), and increased the overall level of collagen degrading activity. Relaxin decreased TGFβ-induced Smad2 nuclear localization in mouse hepatic stellate cells. Conclusions The results suggest that relaxin reduced collagen deposition and HSC activation in established hepatic fibrosis despite the presence of continued hepatic insult. This reduced fibrosis was associated with increased expression of the fibrillar collagen-degrading enzyme MMP13, decreased expression of TIMP2, and enhanced collagen degrading activity, and impaired TGFβ signaling, consistent with relaxin's effects on activated fibroblastic cells. The results suggest that relaxin may be an effective treatment for the treatment of established hepatic fibrosis. PMID:23870027

  8. Development of oak plantations established for wildlife

    Extensive areas that are currently in agricultural production within the Mississippi Alluvial Valley are being restored to bottomland hardwood forests. Oaks (Quercus sp.), sown as seeds (acorns) or planted as seedlings, are the predominant trees established on most afforested sites. To compare stand development and natural invasion on sites afforested by planting seedlings or by sowing acorns, we sampled woody vegetation on ten 14- to 18-year-old oak plantations established to provide wildlife habitat. Stem densities of about 900 oaks/ha were comparable between stands established by sowing 4000 acorns/ha and stands established by planting 900 seedlings/ha. Densities of oaks in stands established from seedlings increased 38% from densities detected when these stands were 4- to 8-year-old. Densities of oaks established from field-sown acorns increased >100% during this same 10-year span. Oaks that were planted as seedlings were larger than those established from acorns, but trees resulting from either afforestation method were larger than trees naturally colonizing these sites. Natural invasion of woody species varied greatly among afforested sites, but was greater and more diverse on sites sown with acorns. Afforested stands were dominated by planted species, whereas naturally invading species were rare among dominant canopy trees. When afforestation objectives are primarily to provide wildlife habitat, we recommend, sowing acorns rather than planting seedlings. Additionally, planting fewer seeds or seedlings, diversifying the species planted, and leaving non-planted gaps will increase diversity of woody species and promote a more complex forest structure that enhances the suitability of afforested sites for wildlife.

    Nuclear regulations are a subset of social regulations (laws to control activities that may negatively impact the environment, health, and safety) that concern control of ionizing radiation from radiation-producing equipment and from radioactive materials. The impressive safety record among nuclear technologies is due, in no small part, to the work of radiation safety professionals and to a protection system that has kept pace with the rapid technologic advancements in electric power generation, engineering, and medicine. The price of success, however, has led to a regulatory organization and philosophy characterized by complexity, confusion, public fear, and increasing economic costs. Over the past 20 years, regulatory costs in the nuclear sector have increased more than 250% in constant 1995 U.S. dollars. Costs of regulatory compliance can be reduced sharply, particularly when health and environmental benefits of risk reduction are questionable. Three key regulatory areas should be closely examined and modified to improve regulatory effectiveness and efficiency: a) radiation protection should be changed from a risk-based to dose-based system; b) the U.S. government should adopt the modern metric system (International System of Units), and radiation quantities and units should be simplified to facilitate international communication and public understanding; and c) a single, independent office is needed to coordinate nuclear regulations established by U.S. federal agencies and departments.   10. Essential infrastructure: national nuclear regulation.

    In order for nuclear power to expand to many countries that do not currently have it, it will be essential for these countries to have laws, regulations, guidance and organizations that can license or permit nuclear power plants and support nuclear facilities, ensure compliance by inspection, and enforce nuclear regulations. The viability of nuclear power worldwide depends on an extremely high level of safety everywhere, and compliance with a number of international treaties is required before supplier nations will provide the material, both hardware and software, to build and operate nuclear power plants. While infrastructure support can be obtained from the IAEA and other countries, an essential core of expertise must exist in the country seeking to establish domestic nuclear power generation. While some reliance can be placed on the safety reviews of standard reactor designs by the nuclear regulators in supplier nations, the certification of fuel design, the quality of instruments, and the matching of a new reactor to a proposed site in the importing nation will require site-specific reviews. National arrangements are also needed for emergency preparedness, environmental protection, fuel transportation and the storage, transportation and disposal of radioactive waste. If foreign contractors and consultants are engaged to perform much of the technical work for the regulatory body(s) that has to be performed by the importing nation, that nation must have a core cadre of technically knowledgeable regulators and an organization to provide management and oversight of the contractors and consultants. Consistency in national nuclear regulations, the deployment of standardized nuclear power plant designs and standardized supporting material infrastructure can promote the safe and secure worldwide growth in nuclear power.     With an explosion equivalent of about 20kT of TNT, the Trinity test was the first demonstration of a nuclear weapon. Conducted on July 16, 1945 in Alamogordo, NM this site is now a Registered National Historic Landmark. The concept and applicability of nuclear power was demonstrated on December 20, 1951 with the Experimental Breeder Reactor Number One (EBR-1) lit four light bulbs. This reactor is now a Registered National Historic Landmark, located near Arco, ID. From that moment forward it had been clearly demonstrated that nuclear energy has both peaceful and military applications and that the civilian and military fuel cycles can overlap. For the more than fifty years since the Atoms for Peace program, a key objective of nuclear policy has been to enable the wider peaceful use of nuclear energy while preventing the spread of nuclear weapons. Volumes have been written on the impact of these two actions on the world by advocates and critics; pundits and practioners; politicians and technologists. The nations of the world have woven together a delicate balance of treaties, agreements, frameworks and handshakes that are representative of the timeframe in which they were constructed and how they have evolved in time. Collectively these vehicles attempt to keep political will, nuclear materials and technology in check. This paper captures only the briefest abstract of the more significant aspects on the Nonproliferation Regime. Of particular relevance to this discussion is the special nonproliferation sensitivity associated with the uranium isotope separation and spent fuel reprocessing aspects of the nuclear fuel cycle.

    This project was directed at establishing a comprehensive wind energy program in Indiana, including both educational and research components. A graduate/undergraduate course ME-514 - Fundamentals of Wind Energy has been established and offered and an interactive prediction of VAWT performance developed. Vertical axis wind turbines for education and research have been acquired, instrumented and installed on the roof top of a building on the Calumet campus and at West Lafayette (Kepner Lab). Computational Fluid Dynamics (CFD) calculations have been performed to simulate these urban wind environments. Also, modal dynamic testing of the West Lafayette VAWT has been performed and a novel horizontal axis design initiated. The 50-meter meteorological tower data obtained at the Purdue Beck Agricultural Research Center have been analyzed and the Purdue Reconfigurable Micro Wind Farm established and simulations directed at the investigation of wind farm configurations initiated. The virtual wind turbine and wind turbine farm simulation in the Visualization Lab has been initiated.

    Responding to an article by Elliot Meyrowitz stating that nuclear weapons are illegal threats, the author observes that international law does not forbid the possession or use of nuclear weapons, whose existence operates as part of the checks and balances process that maintains deterrence. Because nuclear weapons have never been identified among states as illegal, either by treaties or by customary international law, attempts by opposing states to establish illegality through declarations fall short of an effectively shared strategy. The author concludes that we must use the time that deterrence permits to forcefully promote policies optimizing the claims of people for human dignity rather than focusing on the fruitless search to make nuclear weapons illegal.

Seismic, hydroacoustic, radionuclide and infrasound methods are used for the monitoring. The data center was commissioned on 3 February, 2010 at the Ghana Atomic Energy Commission. At present Ghana does not have any operational, centralised data (seismic, hydroacoustic, radionuclide and infrasound) acquisition system with the capability of accessing data from other international stations. Hence, the need of setting up the National Data Center which would enable us constantly monitor, manage and coordinate both natural and man-made seismic activities in the country and around the globe, upload data to the International Data Center (IDC) as well as receive and use International Monitoring System (IMS) data and IDC products for treaty verification and compliance. Apart from these, the center also accesses and analyzes seismic waveforms relevant to its needs from the International Data Center; makes data available to its stakeholder institutions for earthquake disaster mitigation; reports on all aspects of disasters related to earthquake to the relevant government agencies that deal with disasters; makes recommendations to the government of Ghana on earthquake safety measures; provides information to assist government institutions to develop appropriate land and building policies. The center in collaboration with stakeholder agencies periodically organises public lectures on earthquake disaster risk mitigation.

    The Nuclear Data Centers Network is a world-wide cooperation of nuclear data centers under the auspices of the International Atomic Energy Agency. The Network organizes the task of collecting, compiling, standardizing, storing, assessing, and distributing the nuclear data on an international scale. Information available at the Centers includes bibliographic, experimental, and evaluated databases for nuclear reaction data and for nuclear structure and radioactive decay data. The objective of the Network is to provide the information to users in a convenient, readily-available form. To this end, online data services have been established at three of the centers: the National Nuclear Data Center (NNDC), the Nuclear Data Section of the International Atomic Energy Agency (NDS), and the OECD Nuclear Energy Agency Data Bank (NEADB). Some information is also available at the NNDC and NEADB World Wide Web sites.

    Nuclear Security aims at the prevention and detection of and response to, theft, sabotage, unauthorized access, illegal transfer or other malicious acts involving nuclear material. Nuclear Forensics is a key element of nuclear security. Nuclear Forensics is defined as a methodology that aims at re-establishing the history of nuclear material of unknown origin. It is based on indicators that arise from known relationships between material characteristics and process history. Thus, nuclear forensics analysis includes the characterization of the material and correlation with production history. To this end, we can make use of parameters such as the isotopic composition of the nuclear material and accompanying elements, chemical impurities, macroscopic appearance and microstructure of the material. In the present paper, we discuss the opportunities for attribution of nuclear material offered by nuclear forensics as well as its limitations. Particular attention will be given to the role of nuclear reactions. Such reactions include the radioactive decay of the nuclear material, but also reactions with neutrons. When uranium (of natural composition) is exposed to neutrons, plutonium is formed, as well as 236U. We will illustrate the methodology using the example of a piece of uranium metal that dates back to the German nuclear program in the 1940's. A combination of different analytical techniques and model calculations enables a nuclear forensics interpretation, thus correlating the material characteristics with the production history.

    The rise and fall of the nuclear power industry in the United States is a well-documented story with enough socio-technological conflict to fill dozens of scholarly, and not so scholarly, books. Whatever the reasons for the situation we are now in, and no matter how we apportion the blame, the ultimate choice of whether to use nuclear power in this country is made by the utilities and by the public. Their choices are, finally, based on some form of risk-benefit analysis. Such analysis is done in well-documented and apparently logical form by the utilities and in a rather more inchoate but not necessarily less accurate form by the public. Nuclear power has failed in the United States because both the real and perceived risks outweigh the potential benefits. The national decision not to rely upon nuclear power in its present form is not an irrational one. A wide ranging public balancing of risk and benefit requires a classification of risk which is clear and believable for the public to be able to assess the risks associated with given technological structures. The qualitative four-level safety ladder provides such a framework. Nuclear reactors have been designed which fit clearly and demonstrably into each of the possible qualitative safety levels. Surprisingly, it appears that safer may also mean cheaper. The intellectual and technical prerequisites are in hand for an important national decision. Deployment of a qualitatively different second generation of nuclear reactors can have important benefits for the United States. Surprisingly, it may well be the "nuclear establishment" itself, with enormous investments of money and pride in the existing nuclear systems, that rejects second generation reactors. It may be that we will not have a second generation of reactors until the first generation of nuclear engineers and nuclear power advocates has retired. PMID:3340728

    The title of our session, Nuclear Risk Versus Other Power Options, is provocative. It is also a title with different meanings to different people. To the utility chief executive officer, nuclear power is a high-risk financial undertaking because of political and economic barriers to cost recovery. To the utility dispatcher, it is a high-risk future power source since plant completion and start-up dates can be delayed for very long times due to uncertain legal and political issues. To the environmentalist, concerned about global effects such as greenhouse and acid rain, nuclear power is a relatively low risk energy source. To the financial people, nuclear power is a cash cow turned sour because of uncertainties as to what new plants will cost and whether they will even be allowed to operate. The statistics on risk are known and the results of probability risk assessment calculations of risks are known. The challenge is not to make nuclear power safer, it is already one of the safest, if not the safest, source of power currently available. The challenge is to find a way to communicate this to the public.

    The International Year of Astronomy 2009 (IYA2009) was declared by the 62nd General Assembly of the United Nations and was also endorsed by UNESCO. Investigations in the realms of particle and nuclear physicsmake a large contribution in the development of our ideas of the properties of the Universe. The present article discusses some problems of the evolution of the Universe, nucleosyntheses, and cosmochronology from the point of view of nuclear and particle physics. Processes occurring in the Universe are compared with the mechanisms of the production and decay of nuclei, as well as with the mechanisms of their interaction at high energies. Examples that demonstrate the potential of nuclearphysics methods for studying cosmic objects and the properties of the Universe are given. The results that come from investigations into nuclear reactions induced by beams of radioactive nuclei and which make it possible to take a fresh look at the nucleosynthesis scenario in the range at light nuclei are presented.

    Nuclear scales are discussed from the nuclear physics viewpoint. The conventional nuclear potential is characterized as a black box that interpolates nucleon-nucleon (NN) data, while being constrained by the best possible theoretical input. The latter consists of the longer-range parts of the NN force (e.g., OPEP, TPEP, the {pi}-{gamma} force), which can be calculated using chiral perturbation theory and gauged using modern phase-shift analyses. The shorter-range parts of the force are effectively parameterized by moments of the interaction that are independent of the details of the force model, in analogy to chiral perturbation theory. Results of GFMC calculations in light nuclei are interpreted in terms of fundamental scales, which are in good agreement with expectations from chiral effective field theories. Problems with spin-orbit-type observables are noted.

While the movement abilities of plants are well known, we have very few empirical mechanistic tests of how biotic factors like mammalian herbivores influence this spread potential. As herbivores of all sizes are abundant on the landscape, we asked the question, how do mammalian herbivores influence the population growth, spatial establishment, and the community establishment context of an early-recruiting native prairie legume, Chamaecrista fasciculata? We planted C. fasciculata in source populations within a four-acre tallgrass prairie restoration in plots with and without herbivores, and monitored its establishment with respect to distance from the source populations. We found that herbivores decreased population growth, and decreased the mean and range establishment distance. Additionally, C. fasciculata established more often without herbivores, and when surrounded by weedy, annual species. It provides examples of key documents and guidelines which can be used in other jurisdictions to establish an internal revolving fund to provide continuing monies through recapture of cost savings for an ongoing program of energy improvements in governmental facilities. It provides guidelines on how to establish a continuing source of funds for governmental facility energy improvements. The report provides background information on the ongoing energy improvement programs in the City of Houston, including its participation in the Environmental Protection Agency`s Green Lights Program. It reviews the steps required to establish a Green Lights Revolving Fund, including the administrative, legal, budgetary, accounting, interdepartmental, mayoral, and governing body approvals and actions needed to create a self-sustaining revolving fund devoted to energy improvements. The report also describes two funding sources in addition to the grant seed funds which were used to increase the initial funds available in the Green Lights Revolving Fund. It provides sample documents for modification and use in other jurisdictions that want to use similar funding sources. It reports the initial project submission and selection procedure and criteria, and provides a transferable project application kit based on the criteria specified. It also details a sample repayment memorandum of understanding between departments, which can be used in other governments. Other transferable products provided in the report are sample energy audit summaries which were conducted by qualified, independent staff to determine the accuracy of the departmental project costs and savings payback calculations.

    The history of anatomical terminology in Japan began with the publication of Waran Naikei Ihan-teimŏ in 1805 and Chŏtei Kaitai Shinsho in 1826. Although the establishment of Japanese anatomical terminology became necessary during the Meiji era when many western anatomy books imported into Janan were translated, such terminology was not unified during this period and varied among translators. In 1871, Tsukumo Ono's Kaibŏgaku Gosen was published by the Ministry of Education. Although this book is considered to be the first anatomical glossary terms in Japan, its contents were incomplete. Overseas, the German Anatomical Society established a unified anatomical terminology in 1895 called the Basle Nomina Anatomica (B.N.A.). Based on this development, Kaibŏgaku Meishŭ which follows the BNA, by Buntarŏ Suzuki was published in 1905. With the subsequent establishment in 1935 of Jena Nomina Anatomica (J.N.A.), the unification of anatomical terminology was also accelerated in Japan, leading to the further development of terminology.     Information about genetic variation has been collected for some 20 years into registries, known as locus specific databases (LSDBs), which nowadays often contain information in addition to the actual genetic variation. Several issues have to be taken into account when considering establishing and maintaining LSDBs and these have been discussed previously in a number of articles describing guidelines and recommendations. This information is widely scattered and, for a newcomer, it would be difficult to obtain the latest information and guidance. Here, a sequence of steps essential for establishing an LSDB is discussed together with guidelines for each step. Curators need to collect information from various sources, code it in systematic way, and distribute to the research and clinical communities. In doing this, ethical issues have to be taken into account. To facilitate integration of information to, for example, analyze genotype-phenotype correlations, systematic data representation using established nomenclatures, data models, and ontologies is essential. LSDB curation and maintenance comprises a number of tasks that can be managed by following logical steps. These resources are becoming ever more important and new curators are essential to ensure that we will have expertly curated databases for all disease-related genes in the near future. PMID:22052659

  10. Cathepsin Protease Inhibition Reduces Endometriosis Lesion Establishment.

    Endometriosis is a gynecologic disease characterized by the ectopic presence of endometrial tissue on organs within the peritoneal cavity, causing debilitating abdominal pain and infertility. Current treatments alleviate moderate pain symptoms associated with the disorder but exhibit limited ability to prevent new or recurring lesion establishment and growth. Retrograde menstruation has been implicated for introducing endometrial tissue into the peritoneal cavity, but molecular mechanisms underlying attachment and invasion are not fully understood. We hypothesize that cysteine cathepsins, a group of powerful extracellular matrix proteases, facilitate endometrial tissue invasion and endometriosis lesion establishment in the peritoneal wall and inhibiting this activity would decrease endometriosis lesion implantation. To test this, we used an immunocompetent endometriosis mouse model and found that endometriotic lesions exhibited a greater than 5-fold increase in active cathepsins compared to tissue from peritoneal wall or eutopic endometrium, with cathepsins L and K specifically implicated. Human endometriosis lesions also exhibited greater cathepsin activity than adjacent peritoneum tissue, supporting the mouse results. Finally, we tested the hypothesis that inhibiting cathepsin activity could block endometriosis lesion attachment and implantation in vivo. Intraperitoneal injection of the broad cysteine cathepsin inhibitor, E-64, significantly reduced the number of attached endometriosis lesions in our murine model compared to vehicle-treated controls demonstrating that cathepsin proteases contribute to endometriosis lesion establishment, and their inhibition may provide a novel, nonhormonal therapy for endometriosis.     As pointed out by several speakers, the level of violence and destruction in terrorist attacks has increased significantly during the past decade. Fortunately, few have involved weapons of mass destruction, and none have achieved mass casualties. The Aum Shinrikyo release of lethal nerve agent, sarin, in the Tokyo subway on March 20, 1995 clearly broke new ground by crossing the threshold in attempting mass casualties with chemical weapons. However, of all weapons of mass destruction, nuclear weapons still represent the most frightening threat to humankind. Nuclear weapons possess an enormous destructive force. The immediacy and scale of destruction are unmatched. In addition to destruction, terrorism also aims to create fear among the public and governments. Here also, nuclear weapons are unmatched. The public's fear of nuclear weapons or, for that matter, of all radioactivity is intense. To some extent, this fear arises from a sense of unlimited vulnerability. That is, radioactivity is seen as unbounded in three dimensions - distance, it is viewed as having unlimited reach; quantity, it is viewed as having deadly consequences in the smallest doses (the public is often told - incorrectly, of course - that one atom of plutonium will kill); and time, if it does not kill you immediately, then it will cause cancer decades hence.

This is directly attributable to the country's severe poverty, which places serious constraints on the number of available pieces of functioning imaging equipment, the ability to service equipment and establish appropriate quality assurance and preventative maintenance programs and the ability to purchase adequate radiopharmaceuticals to serve their patients' needs. At this time, the Vietnamese nuclear medicine community is anxious to enhance its contact with colleagues throughout the world. They need and welcome help in obtaining instrumentation, in vivo and in vitro diagnostic kits and educational aids from outside agencies, commercial countries and medical centers that are able to assist them. They would be most appreciative to receive and encourage visits from professional colleagues who would be able to provide lectures, seminars, books, journals and other teaching tools that would contribute to the upgrading of their clinical practice of nuclear medicine.     The Transformational and Applied Research Directorate (TAR) was established within the Department of Homeland Security's Domestic Nuclear Detection Office (DNDO) to conduct, support, coordinate, and encourage near- and long-term Research and Development (R&D) programs for break-through technologies designed to dramatically improve capabilities to detect and report illicit trafficking of nuclear and radiological materials. These programs cover a wide range of technologies and high-level technical challenges associated with the DNDO mission and the Global Nuclear Detection Architecture (GNDA). They encompass a range of technology levels, ranging from feasibility and proof of concept studies to technology demonstrations of systems. Even though the focus is on high level challenges, the direction of some topic areas can change from year to year. This presentation will provide an overview of the TAR mission and discuss the current status of transformational R&D efforts in three major program areas: Advanced Technology Demonstrations (ATD), Exploratory Research (ER) and Academic Research Initiative (ARI). )

    In 1991, a small group of citizens from communities near the Savannah River Site (SRS) formed a pro-nuclear education and advocacy group, Citizens for Nuclear Technology Awareness (CNTA). Their purpose was to: (1) counter nuclear misinformation that dominated the nation's news outlets, (2) provide education on nuclear subjects to area citizens, students, elected officials, and (3) provide informed citizen support for potential new missions for SRS when needed. To effectively accomplish these objectives it is also essential to establish and maintain good relations with community leaders and reporters that cover energy and nuclear subjects. The organization has grown considerably since its inception and has expanded its sphere of influence. We believe that our experiences over these fifteen years are a good model for effectively communicating nuclear subjects with the public. This paper describes the structure, operation and some of the results of CNTA. (authors)

  3. The establishment of the United Arab Emirates

    The United Arab Emirates were established in response to the British decision to withdraw from the Gulf by 1971. This decision, announced in 1968, had left the rulers of the emirates perplexed and alarmed. After decades of mutual suspicion and rivalry, fostered by British imperial dominance, the emirates were now obliged to seek security in federal union. Early in 1968 came the bilateral agreement for union between Abu Dhabi and Dubai. Then followed three years of prolonged negotiations between nine emirates, Bahrain, Qatar, Abu Dhabi, Dubai, Sharjah, Ajman, Umm al-Qaiwain, Ras al-Khaimah and Fujairah to establish a union of nine emirates. Constitutional wrangles as to what form the union would take and hard bargaining as to who would get what position or who would give up which claim, prevailed throughout the negotiations. Behrain was beset by Iranian claims and had no mind to enter into any agreement before this problem was solved. Qatar did not want to enter any agreement that did not ensure it a dominant position. Eventually Bahrain and Qatar dropped out of the talks and declared themselves independent states in 1971. The other seven emirates entered into serious negotiations that ended, also in 1971, with the formation of a federal state to be called the United Arab Emirates. This book chronicles this process which led to the establishment of the UAE and explains the circumstances which brought it about. It also examines the record of the first fifteen years of the federation and concludes that despite serious problems it has been broadly successful.

    The transfusion of allogeneic red blood cells (RBCs) and other blood components is ingrained in modern medical practice. The rationale for administering transfusions is based on key assumptions that efficacy is established and risks are acceptable and minimized. Despite the cliché that, "the blood supply is safer than ever," data about risks and lack of efficacy of RBC transfusions in several clinical settings have steadily accumulated. Frequentist statisticians and clinicians demand evidence from randomized clinical trials (RCTs); however, causation for the recognized serious hazards of allogeneic transfusion has never been established in this manner. On the other hand, the preponderance of evidence implicating RBC transfusions in adverse clinical outcomes related to immunomodulation and the storage lesion comes from observational studies, and a broad and critical analysis to evaluate causation is overdue. It is suggested in several circumstances that this cannot wait for the design, execution, and conduct of rigorous RCTs. We begin by examining the nature and definition of causation with relevant examples from transfusion medicine. Deductive deterministic methods may be applied to most of the well-accepted and understood serious hazards of transfusion, with modified Koch's postulates being fulfilled in most circumstances. On the other hand, when several possible interacting risk factors exist and RBC transfusions are associated with adverse clinical outcomes, establishing causation requires inferential probabilistic methodology. In the latter circumstances, the case for RBC transfusions being causal for adverse clinical outcomes can be strengthened by applying modified Bradford Hill criteria to the plethora of existing observational studies. This being the case, a greater precautionary approach to RBC transfusion is necessary and equipoise that justifying RCTs may become problematic. PMID:21345639

    Nearly all twin registers are based in developed countries and there is no twin register in the developing world. Our objectives were to initiate the process of establishing a nationwide twin register in Sri Lanka by starting a volunteer register first and working towards a population-based register. Regular newspaper advertisements, feature articles, radio talks, and television programmes were used to publicise a competition for twins, their parents/relatives and friends requesting them to participate by sending in details of twins. The competition ran from 28 March 1997 for a period of 3 months. It offered prizes for three winners selected by drawing lots. Advertisements highlighted the objective of the competition as establishing a twin register for future research and emphasised that informed consent would be obtained for individual research projects. Those who registered comprise 4602 twin pairs (same sex: male--1564, female--1885; different sex--1153), 80 sets of triplets (same sex: male--17, female--31; different sex--42) and two sets of quadruplets (different sex). The oldest twins, triplets, quadruplets are 85, 46, and 5 years old, respectively; 88.0% of twins are less than 30 years old. Although others have previously used media publicity to enrol twins in twin registers, we believe this to be the first time that twins have been enrolled through competition. We have more young twins, and our gender and zygosity proportions after applying Weinburg's rule do not match the proportions expected from a volunteer twin sample. Establishing a twin register for research purposes has proved possible in a developing country. PMID:11463139

    Researchers use the Caregiver's Feeding Styles Questionnaire (CFSQ) to categorize parent feeding into authoritative, authoritarian, indulgent, and uninvolved styles. The CFSQ assesses self-reported feeding and classifies parents using median splits which are used in a substantial body of parenting literature and allow for direct comparison across studies on dimensions of demandingness and responsiveness. No national norms currently exist for the CFSQ. This paper establishes and recommends cutoff points most relevant for low-income, minority US samples that researchers and clinicians can use to assign parents to feeding styles.
