  1. An Information System for European culture collections: the way forward.

    Culture collections contain indispensable information about the microorganisms preserved in their repositories, such as taxonomical descriptions, origins, physiological and biochemical characteristics, bibliographic references, etc. However, information currently accessible in databases rarely adheres to common standard protocols. The resultant heterogeneity between culture collections, in terms of both content and format, notably hampers microorganism-based research and development (R&D). The optimized exploitation of these resources thus requires standardized, and simplified, access to the associated information. To this end, and in the interest of supporting R&D in the fields of agriculture, health and biotechnology, a pan-European distributed research infrastructure, MIRRI, including over 40 public culture collections and research institutes from 19 European countries, was established. A prime objective of MIRRI is to unite and provide universal access to the fragmented, and untapped, resources, information and expertise available in European public collections of microorganisms; a key component of which is to develop a dynamic Information System. For the first time, both culture collection curators as well as their users have been consulted and their feedback, concerning the needs and requirements for collection databases and data accessibility, utilised. Users primarily noted that databases were not interoperable, thus rendering a global search of multiple databases impossible. Unreliable or out-of-date and, in particular, non-homogenous, taxonomic information was also considered to be a major obstacle to searching microbial data efficiently. Moreover, complex searches are rarely possible in online databases thus limiting the extent of search queries. Curators also consider that overall harmonization-including Standard Operating Procedures, data structure, and software tools-is necessary to facilitate their work and to make high-quality data easily accessible

  2. European initiatives to develop information systems in oceanography

    Various initiatives are currently in preparation or ongoing at the European level to improve information systems in Earth Sciences and oceanographic systems are at the forefront of these efforts. Europe is playing a leading role in the Group on Earth Observation (GEO) that aims to implement the Global Earth Observation System of Systems (GEOSS). The GEO Architecture and Data Committee, oversees the development of the GEOSS Common Infrastructure (GCI) which consists of a web-based portal, a clearinghouse for searching data, information and services, registries containing information about GEOSS components and associated standards and best practices. This development is detailed in the various tasks of the GEO Work Plan . Several European projects in the marine domain funded under the research framework program participate in the development of the GEOSS. EMODNET is another initiative to develop a system that will allow a better identification and access to marine data that are being collected, that will permit the identification of data gaps and that will shape a data collection and monitoring infrastructure directly suited to multiple applications. A number of measures have already been taken at EU level - the INSPIRE Directive obliges Member States to facilitate discovery of data holdings, the Environmental Information Directive requires them to release the data when asked, the Public Sector Information Directive facilitates the re-use of public data and the revised Data Collection Regulation has improved the availability of fisheries data. Moreover, prototype marine data catalogues and quality procedures for measurement laboratories have been developed through successive EU research programmes. EMODNET is complementary to other EU initiatives in the marine domain.   3. The European Drought Observatory (EDO) - A European Contribution to a Global Drought Information System (GDIS)

    Europe has repeatedly been affected by droughts, resulting in considerable ecological and economic damage and climate change studies indicate a trend towards increasing climate variability most likely resulting in more frequent drought occurrences also in Europe. Against this background, the European Commission's Joint Research Centre (JRC) is developing methods and tools for assessing, monitoring and forecasting droughts in Europe and develops a European Drought Observatory (EDO) to complement and integrate national activities with a European view. At the core of EDO is a portal, including a map viewer, a metadata catalogue, a media-monitor and analysis tools. Underlying data stem from ground and satellite observations as well as from distributed hydrological models and are stored in a relational database. Through the map viewer Europe-wide up-to-date information on the occurrence and severity of droughts is presented, complemented by more detailed information from regional, national and local observatories through OGC compliant web-mapping services. The continent-wide meteorological, soil moisture-related and vegetation-related indicators are then integrated into a combined indicator showing different alert levels targeted specifically to decision makers in water and land management. Finally, time series of historical maps as well as graphs of the temporal evolution of drought indices for individual grid cells in Europe can be retrieved and analysed. On-going work is focusing on developing reliable medium and long-range probabilistic as well as seasonal drought forecasts, the analysis of climate change impacts on drought occurrence, duration and severity and the assessment of current and future drought hazard and risk. In addition, remote sensing-based water-stress indicators from geostationary satellite data (e.g., MSG SEVIRI) are developed in order to complement the available information.     The challenge for improvement of quality and efficiency of health care systems causes the development and promotion of "Shared Care" in all developed countries. Distribution, decentralisation, and specialisation of health care must be joint with an extended communication and co-operation between the different care providers. Fulfilling the shared care paradigm, care supporting health information systems has to be distributed, interoperable, and scaleable too. Communication and co-operation across organisational, regional, and even national boundaries is bearing high threats and risks regarding security and privacy of medical and personal information of both patients and health professionals. Involved in several security projects funded by the European Union, the Medical Informatics Department and the regional Clinical Cancer Registry at the University of Magdeburg are piloting a secure regional distributed medical record system for cancer diseases.     Drug information is a clinical specialty throughout the United States and Europe. This professional support service not only addresses drug information requests, but also provides pharmacy (drug) and therapeutics support, newsletter publication, fee-for-service consultation, education, drug policy development, and research. Although the primary services of drug information centers (DICs) in Europe are similar to those in the United States, substantial differences have been reported. Recent surveys have compared the locations, resources, staff, and services of the DICs throughout Europe.     Version 03 EASY-2010 (European Activation System) consists of a wide range of codes, data and documentation all aimed at satisfying the objective of calculating the response of materials irradiated in a neutron flux. The main difference from the previous version is the upper energy limit, which has increased from 20 to 60 MeV. It is designed to investigate both fusion devices and accelerator based materials test facilities that will act as intense sources of high-energymore » neutrons causing significant activation of the surrounding materials. The very general nature of the calculational method and the data libraries means that it is applicable (with some reservations) to all situations (e.g. fission reactors or neutron sources) where materials are exposed to neutrons below 60 MeV. EASY can be divided into two parts: data and code development tools and user tools and data. The former are required to develop the latter, but EASY users only need to be able to use the inventory code FISPACT and be aware of the contents of the EAF library (the data source). The complete EASY package contains the FISPACT-2007 inventory code, the EAF-2003, EAF-2005, EAF-2007 and EAF-2010 libraries, and the EASY User Interface for the Window version. The activation package EASY-2010 is the result of significant development to extend the upper energy range from 20 to 60 MeV so that it is capable of being used for IFMIF calculations. The EAF-2010 library contains 66,256 reactions, almost five times more than in EAF-2003 (12,617). Deuteron-induced and proton-induced cross section libraries are also included, and can be used with EASY to enable calculations of the activation due to deuterons and proton [2].« less

  12. European Vertical Reference System Influence in Latvia

    Till 1 December, 2014, in Latvia the heights were determined in Baltic Normal Height System 1977. The national height system is determined by the Cabinet of Ministers and internal laws. Now for the change of the national height system to reconcile it with the European Vertical Reference System, amendments to the laws and regulations have been developed, but so far only the amendment to the Geospatial Information Law is in force, the amendment to the regulation of the Cabinet of Ministers is still not approved. This amendment declares the Latvia Height System based on the European Vertical Reference System in Latvia as the national height system. For height transformation, there is a transformation formula for each European country. After calculations it is seen that height difference between Baltic Normal Height System 1977 and European Vertical Reference System depends on point location in the territory (coordinates). This unequal height difference between both height systems will cause unequal height values on border connection points between Baltic countries. The aim of the research is to evaluate the European Vertical Reference System in Latvia. To reach the aim the following tasks are set: 1) to evaluate the components of transformation formulas; 2) using the transformation formulas to calculate height differences between Baltic Normal Height System 1977 and the European Vertical Reference System realization EVRF2007 for the territory of Latvia and also between Baltic Normal Height System 1977 and the Latvia Normal Height System; 3) to get height differences in the European Vertical Reference System on the borderlines of Latvia - Estonia and Latvia - Lithuania.

    The European Commission's Communication "Towards a Stronger European Union Disaster Response" adopted and endorsed by the Council in 2010, underpins the importance of strengthening concerted actions for natural disasters including floods, which are amongst the costliest natural disasters in the EU. The European Flood Awareness System (EFAS) contributes in the case of major flood events. to better protection of the European Citizen, the environment, property and cultural heritage. The disastrous floods in Elbe and Danube rivers in 2002 confronted the European Commission with non-coherent flood warning information from different sources and of variable quality, complicating planning and organisation of aid. Thus, the Commission initiated the development of a European Flood Awareness System (EFAS) which is now going operational. EFAS has been developed and tested at the Joint Research Centre, the Commission's in house science service, in close collaboration with the National hydrological and meteorological services, European Civil Protection through the Monitoring and Information Centre (MIC) and other research institutes. EFAS provides Pan-European overview maps of flood probabilities up to 10 days in advance as well as detailed forecasts at stations where the National services are providing real time data. More than 30 hydrological services and civil protection services in Europe are part of the EFAS network. Since 2011, EFAS is part of the COPERNICUS Emergency Management Service, (EMS) and is now an operational service since 2012. The Operational EFAS is being executed by several consortia dealing with different operational aspects: • EFAS Hydrological data collection centre —REDIAM and ELIMCO- will be collecting historic and realtime discharge and water levels data in support to EFAS • EFAS Meteorological data collection centre —outsourced but running onsite of JRC Ispra.     This paper first describes the major design drivers and the key features of the European RendezVous and Docking System Concept. Stemming from technology activities led by the European Space Agency (ESA) with European Industry and National Space Agencies since the beginning of the eighties, the concept has been developed and integrated in the frame of an ESA RVD System Pre-Development Programme initiated at ESTEC in 1989, with MATRA as main contractor. The objective is to verify the overall concept and the main elements within a RVD Proof of Concept Programme in order to provide an early proof of validity to the user projects, the first of which will be the Hermes manned space shuttle. The selected mission scenarii, the RVD functions addressed and the overall system architecture are described. The results of supporting safety, performance and operations analyses are presented. The paper further presents the verification objectives and the major results obtained in the RVD System Pre-Development Programme. This verification approach involves hardware breadboards, software prototypes, development of test facilities in four main development areas: test of RV sensors on a 6 d.o.f. kinematic test facility, test of a docking mechanism front-end mock-up on the docking dynamics test facility, closed-loop test of a prototype RV control software, test of man-in-the-loop concept involving both supervisory control and manual control modes.

In the past few years several advancements have been implemented on the EASTIN website thanks to the contribution of EU funded projects, including a multilingual query processing component for supporting non expert users, a user rating and comment facility, and a detailed taxonomy for the description of ICT based assistive products. Recently, within the framework of the EU funded project Cloud4All, the EASTIN information system has also been federated with the Unified Listing of assistive products, one of the building blocks of the Global Public Inclusive Infrastructure initiative.   1. ECS - The European Communication Satellite system

    The evolution of the European Communication Satellite system (ECS) is traced from feasibility studies in 1970 to the development and launch in 1978 of the Orbital Test Satellite (OTS) by the European Space Agency to prove the new satellite and radio transmission technology being used on ECS. This was followed by the establishment of 'Interim EUTELSAT' in 1979 as the organization to operate ECS. The satellite, which operates at 11/14 GHz, covers all the capitals in Europe via three spot beam antennas, supplemented by a 'Eurobeam' regional coverage antenna which extends the range to cover all of Europe and the Mediterranean basin. Telephony channels are transmitted digitally using time division multiple access (TDMA) with digital speech interpolation (DSI) to optimize satellite capacity. Television transmission is by analog FM over the Eurobeam antenna to North African as well as European capitals. System implications of TDMA operation are discussed, and the EUTELSAT policy for Special Services or satellite business systems is discussed.

    Plume impingement analyses were performed for the European Service Module (ESM) propulsion system Orbital Maneuvering System engine (OMS-E), auxiliary engines, and reaction control system (RCS) engines. The heat flux from plume impingement on the solar arrays and other surfaces are evaluated. This information is used to provide inputs for the ESM thermal analyses and help determine the optimal configuration for the RCS engines.

  4. European coding system for tissues and cells: a challenge unmet?

    The Comité Européen de Normalisation (European Committee for Standardization, CEN) Workshop on Coding of Information and Traceability of Human Tissues and Cells was established by the Expert Working Group of the Directorate General for Health and Consumer Affairs of the European Commission (DG SANCO) to identify requirements concerning the coding of information and the traceability of human tissues and cells, and propose guidelines and recommendations to permit the implementation of the European Coding system required by the European Tissues and Cells Directive 2004/23/EC (ED). The Workshop included over 70 voluntary participants from tissue, blood and eye banks, national ministries for healthcare, transplant organisations, universities and coding organisations; mainly from Europe with a small number of representatives from professionals in Canada, Australia, USA and Japan. The Workshop commenced in April 2007 and held its final meeting in February 2008. The draft Workshop Agreement went through a public comment phase from 15 December 2007 until 15 January 2008 and the endorsement period ran from 9 April 2008 until 2 May 2008. The endorsed CEN Workshop Agreement (CWA) set out the issues regarding a common coding system, qualitatively assessed what the industry felt was required of a coding system, reviewed coding systems that were put forward as potential European coding systems and established a basic specification for a proposed European coding system for human tissues and cells, based on ISBT 128, and which is compatible with existing systems of donation identification, traceability and nomenclatures, indicating how implementation of that system could be approached. The CWA, and the associated Workshop proposals with recommendations, were finally submitted to the European Commission and to the Committee of Member States that assists its management process under article 29 of the Directive 2004/23/EC on May 25 2008.     Forest fires burn at the local scale, but their massive occurrence causes effects which have global dimensions. Furthermore climate change projections associate global warming to a significant increase in forest fire activity. Warmer and drier conditions are expected to increase the frequency, duration and intensity of fires, and greater amounts of fuel associated with forest areas in decline may cause more frequent and larger fires. These facts create the need for establishing strategies for harmonizing fire danger rating, fire risk assessment, and fire prevention policies at a supranational level. Albeit forest fires are a permanent threat for European ecosystems, particularly in the south, there is no commonly accepted fuel classification scheme adopted for operational use by the Member States of the EU. The European Commission (EC) DG Environment and JRC have launched a set of studies following a resolution of the European Parliament on the further development and enhancement of the European Forest Fire Information System (EFFIS), the EC focal point for information on forest fires in Europe. One of the studies that are being funded is the FUELMAP project. The objective of FUELMAP is to develop a novel fuel classification system and a new European fuel map that will be based on a comprehensive classification of fuel complexes representing the various vegetation types across EU27, plus Switzerland, Croatia and Turkey. The overall work plan is grounded on a throughout knowledge of European forest landscapes and the key features of fuel situations occurring in natural areas. The method makes extended use of existing databases available in the Member States and European Institutions. Specifically, our proposed classification combines relevant information on ecoregions, land cover and uses, potential and actual vegetation, and stand structure.     development in 2010 and is likely to manage the system after 2011. The European Commission in its Communication in 2009 on disaster risk prevention also calls for improving and better sharing of data on disasters, disaster risk mapping and disaster risk management, in the context of the EU civil protection mechanism. Such information might also be linked to the planned EU Clearinghouse on climate change adaptation. The activities of EEA on climate change impacts, vulnerability and adaptation (including disaster risk reduction) include indicators of the impacts of climate change; a regularly updated overview of national assessments and adaptation plans on the EEA web site and specific focused reports, e.g. on adaptation to the challenges of changing water resources in the Alps (2009) and on analysis of past trends in natural disasters (due in 2010) and regular expert meetings and workshops with EEA member countries. The ECAC presentation will include the latest developments in the EU Clearinghouse on adaptation and progress in relevant EEA activities.

These are the EMS payload on the Italsat I-F2 satellite and the LLM payload on the ARTEMIS satellite. Potential applications include high priority Private Mobile Radio networks requiring national or European coverage, such as civil security, fire brigades, police and health services, as well as a dedicated system for provision of Air Traffic Services to the civil aviation community. A typical application is an intelligent road traffic management system combining a geographically selective traffic data collection service based on probe vehicles with a geographically selective traffic information broadcast service. Network architectures and bearer services have been developed both for data only and voice/data services. Vehicle mounted mobile transceivers using CDMA access techniques have been developed. The EMSS operational phase will start with the EMS payload in orbit in 1996 and continue with the LLM payload in 1997.

    With the completion of the launch rocket series Ariane 1 to 4, Europe will have reached the same capacity to transport commercial payloads as the USA has with the Space Shuttle and the kick stages which are presently operative. The near term development of these capacities would require Europe to develop a larger launch rocket, Araine 5. Further motivations for this rocket are access to manned spaceflight, the development of an European space station, and the demand for shuttle technology. Shuttle technology is the subject of research being done in France on the winged re-entry vehicle Hermes. Operation of the European space station Columbus will require development of an interorbital transport system to facilitate traffic between the various segments of the space station. All European space transportation systems will have to match their quality to that of the other countries involve in space flight. All areas of development are marked not only by possible cooperation but also by increased competition because of increasing commercialization of space flight.

    The "Europlanet Research Infrastructure - Europlanet RI", supported by the European Commission's Framework Program 7, aims at integrating major parts of the distributed European Planetary Research infrastructure with as diverse components as space exploration, ground-based observations, laboratory experiments and numerical model-ling teams. A central part of Europlanet RI is the "Integrated and Distributed Information Service" or Europlanet-IDIS which intends to provide easy Web-based access to information about scientists and teams working in related fields, observatories or laboratories with capabilities possibly beneficial to planetary research, modelling expertise useful for planetary science and observations from space-based, ground-based or laboratory measurements. As far as the type of data and their access methods allow, IDIS will provide Virtual Observatory (VO) like access to a variety of data from distributed sources and tools to compare and integrate this information to further data analysis and re-search. IDIS itself is providing a platform for information and data sharing and for data mining. It is structured as a network of thematic nodes each concentrating on a sub-set of research areas in planetary sciences. But the most important elements of IDIS and the whole Europlanet RI are the single scientists, institutes, laboratories, observatories and mission project teams. Without them the whole effort would remain an empty shell. How can an interested individual or team join this activity and what are the benefits to be expected from the related effort?     Pharmacogenomics (PGx) has a growing impact on healthcare and constitutes one of the major pillars of personalised medicine. For the purpose of improved individualised drug treatment, there is an increasing effort to develop drugs suitable for specific subpopulations and to incorporate pharmacogenomic drug labels in existing and novel medicines. Here, we review the pharmacogenomic drug labels of all 517 medicinal products centrally approved in the European Union (EU) since the establishment of the European Medicines Agency in 1995. We identified all pharmacogenomic-related information mentioned in the product labels and classified it according to its main effect and function on drug treatment, that is, metabolism, transport and pharmacodynamics, and according to the place of the respective section of the Summary of Product Characteristics (SmPC). The labels are preferentially present in drugs having antineoplastic properties. We find that the number of drugs with pharmacogenomic labels in EU increases now steadily and that it will be an important task for the future to refine the legislation on how this information should be utilised for improvement of drug therapy.   1. Terrafirma: A Pan-European Ground Motion Hazard Information Service

    Supported by the European Space Agency's GMES programme, Terrafirma Stage 3 (TF3) is the continuation of the Terrafirma project, a pan-European ground motion hazard information service. This third stage of the project was launched in December of 2009 and has as its aim the sustainability of the terrain motion service. TF3 features a new focus on several thematic lines for terrain motion analysis: - Tectonics - Flooding - Hydrogeology (ground water issues, landslides & inactive mines) As in previous stages, TF3 services are based on advanced satellite interferometry products (in the main using Persistent Scatterer InSAR methodologies), however they exploit additional data sources, including non-EO, coupled with expert interpretation specific to each thematic line. In addition to the three thematic lines, a wide area terrain motion mapping service will be developed and tested. The project consortium is lead by Altamira Information, with the Dutch Geological Survey (TNO) leading the Flood Theme, the Italian National Institute of Geophysics and Volcanology (INGV) leading the Tectonics Theme, and the University of Florence (UNIFI) leading the Hydrogeology Theme. The Wide Area Mapping task is lead by the German Space Agency (DLR). Its services are delivered to civil protection agencies, disaster management organisms, and coastal, rail and motorway authorities to support the process of risk assessment and mitigation. An overview of the Terrafirma project and the main highlights of the third stage are given.

    Inter-country travel of companion animals provides an opportunity for introduction of zoonotic pathogens, such as rabies virus and Echinococcus spp. Regulations are in place to control this threat, but Schengen Agreements mean that border controls between some European countries are minimal, and animals may enter countries without any checks that they have been appropriately treated. Veterinarians provide an important source of information for people intending to travel with their pets. We conducted a telephone survey to investigate provision of correct advice to someone intending to travel with their dog to Norway. Mainland Norway is considered free of both rabies and E. multilocularis and is a signatory to the Schengen Agreement. Ten randomly selected veterinary clinics were surveyed in Austria, Belgium (Wallonia), Finland, France, Germany, Norway, Sweden, Switzerland and United Kingdom. The information provided was scored as correct, incorrect or incomplete. The information provided by secondary information sources (website or government agency), which the clinic had referred the caller to, was also assessed (correct, incorrect, incomplete). Whilst the majority of clinics provided appropriate information regarding rabies, many clinics did not provide correct information regarding treatment for E. multilocularis. Less than one in 10 clinics provided the correct information regarding both pathogens directly at the time of calling. The correct information was obtained, once taking into account secondary sources, just 62% of the time. Countrywise, most clinics in Finland provided correct advice, either directly or indirectly via referring the caller to another source, whilst the majority in Belgium, Germany and France did not. The apparent paucity of readily accessible, correct advice for owners intending to travel with their dogs is concerning.   5. European scale climate information services for water use sectors

    This study demonstrates a climate information service for pan-European water use sectors that are vulnerable to climate change induced hydrological changes, including risk and safety (disaster preparedness), agriculture, energy (hydropower and cooling water use for thermoelectric power) and environment (water quality). To study the climate change impacts we used two different hydrological models forced with an ensemble of bias-corrected general circulation model (GCM) output for both the lowest (2.6) and highest (8.5) representative concentration pathways (RCP). Selected indicators of water related vulnerability for each sector were then calculated from the hydrological model results. Our results show a distinct north-south divide in terms of climate change impacts; in the south the water availability will reduce while in the north water availability will increase. Across different climate models precipitation and streamflow increase in northern Europe and decrease in southern Europe, but the latitude at which this change occurs varies depending on the GCM. Hydrological extremes are increasing over large parts of Europe. The agricultural sector will be affected by reduced water availability (in the south) and increased drought. Both streamflow and soil moistures droughts are projected to increase in most parts of Europe except in northern Scandinavia and the Alps. The energy sector will be affected by lower hydropower potential in most European countries and reduced cooling water availability due to higher water temperatures and reduced summer river flows. Our results show that in particular in the Mediterranean the pressures are high because of increasing drought which will have large impacts on both the agriculture and energy sectors. In France and Italy this is combined with increased flood hazards. Our results show important impacts of climate change on European water use sectors indicating a clear need for adaptation.

    Under European Union (EU) law, population-based cohort studies have the right to collect environmental data and to access geospatial data, at street level, on the web, from a host of public sources. As to geospatial information, they should be able to avail themselves of Member States' networks of services for geospatial data sets and services (discovery, viewing, downloading) via the Internet. On the other hand, linkage of health data of biobank participants to environmental data, using geospatial data, is limited, as it must satisfy the provisions of the EU Directive on the Protection of Personal Data, pursuant to which geospatial data regarding biobank participants are likely to qualify as personal data. Hence, we submit that the consents of biobank participants be reviewed to assess whether they cover the generation and linkage of geospatial data. We also submit that biobanks must have measures in place to prevent the re-identification of participants by use of their geospatial data.     EFAS (http://www.efas.eu) is an operational system for flood forecasting and flood warning for Europe which has become fully operational as part of the Copernicus Emergency Management Service in 2012. The aim of EFAS is to gain time for preparedness measures before major flood events strike particularly for trans-national river basins both at country as well as on European level. This is achieved by providing complementary, added value information to the national hydrological services. Using a coherent model for all of Europe forced with a range of deterministic and ensemble weather forecasts, the system can give a probabilistic flood forecast for a medium range lead time (up to 10 days) independent of country borders. The system is under continuous development, and we will present the basic set up, some prominent examples of recent and ongoing developments and the future challenges.

    The European-Mediterranean Seismological Centre (EMSC) has been running for several years an operational alert system for potentially damaging earthquakes which occur in the European-Mediterranean region. This alert system, - sub-part of the EMSC real time information service available on the web site (www.emsc-csem.org) - is based on parametric data provided through the Internet by 40 different networks representing 800 stations in the Euro.-Med. region. In case of potentially damaging earthquake, the seismologist on duty connects to EMSC facilities, merges and processes all available data and, as soon as a reliable solution is available, disseminates alert messages by fax and email. Alert messages are sent by fax to official organisations (e.g., Civil Protection Agency, rescue teams, Council of Europe, ECHO, etc.), to the seismological community and to the public by emails (800 emails). Furthermore, data and results are made automatically available in real time on the web. In case of technical problems or maintenance activities, the duty is taken over by IGN (Madrid, Spain), which runs full back-up procedures. EMSC commits itself to a maximum dissemination time (time lag between the occurrence of the earthquake and the messages' dissemination) of 1 hour. This delay is respected in the vast majority of cases with a median dissemination time of less than 40 minutes. We will give an overview of this system and its performances and put a special emphasis on the processing of the recent earthquake in Algeria.

    The performance of the European Union's Emissions Trading System (EU ETS) to date cannot be evaluated without recognizing that the first three years from 2005 through 2007 constituted a 'trial' period and understanding what this trial period was supposed to accomplish. Its primary goal was to develop the infrastructure and to provide the experience that would enable the successful use of a cap-and-trade system to limit European GHG emissions during a second trading period, 2008-12, corresponding to the first commitment period of the Kyoto Protocol. The trial period was a rehearsal for the later more serious engagement and it was never intended to achieve significant reductions in CO{sub 2} emissions in only three years. In light of the speed with which the program was developed, the many sovereign countries involved, the need to develop the necessary data, information dissemination, compliance and market institutions, and the lack of extensive experience with emissions trading in Europe, we think that the system has performed surprisingly well. Although there have been plenty of rough edges, a transparent and widely accepted price for tradable CO{sub 2} emission allowances emerged by January 1, 2005, a functioning market for allowances has developed quickly and effortlessly without any prodding by the Commission or member state governments, the cap-and-trade infrastructure of market institutions, registries, monitoring, reporting and verification is in place, and a significant segment of European industry is incorporating the price of CO{sub 2} emissions into their daily production decisions. The development of the EU ETS and the experience with the trial period provides a number of useful lessons for the U.S. and other countries. 27 refs., 7 figs., 5 tabs.

    The European XFEL will generate extremely brilliant pulses of X-rays organized in pulse trains consisting of 2700 pulses <100 fs long, with <1012 photons, and with a 220 ns spacing. The pulse trains are running at a 10Hz repetition rate. The detector to be used under these conditions will have to face several challenges: the dynamic range has to cover the detection of single photons and extend up to <104 photons/pixel/pulse in the same image, framing rates of 4.5 MHz (220 ns) are required in order to record one image per pulse, and as many images as possible have to be recorded during the pulse trains. Due to the high flux, the detector will have to withstand a dose up to 1GGy integrated over 3 years. To meet these challenges a consortium, consisting of Deutsches Elektronensynchrotron (DESY), Paul-Scherrer-Institut (PSI), University of Hamburg and University of Bonn, is developing the Adaptive Gain Integrating Pixel Detector (AGIPD). It is a hybrid-pixel detector, featuring a charge integrating amplifier with dynamic gain switching to cope with the extended dynamic range, and an analogue on-pixel memory for image storage at the required 4.5 MHz frame rate. The readout chip consists of 64×64 pixels of (200μm)2, 8×2 of these readout chips are bump-bonded to a monolithic silicon sensor to form the basic module with 512 × 128 pixels. 4 of these modules are stacked to form a quadrant of the 1k ×1k detector system. Each quadrant is independently moveable in order to adjust a central hole, needed for the direct beam to pass through. Special designs are employed for both the sensor and the readout chip to withstand the integrated dose for 3 years.

    Background. The 7(th) Framework Programme for Research and Technological Development is helping the European Union to prepare for an integrative system for intelligent management of biodiversity knowledge. The infrastructure that is envisaged and that will be further developed within the Programme "Horizon 2020" aims to provide open and free access to taxonomic information to anyone with a requirement for biodiversity data, without the need for individual consent of other persons or institutions. Open and free access to information will foster the re-use and improve the quality of data, will accelerate research, and will promote new types of research. Progress towards the goal of free and open access to content is hampered by numerous technical, economic, sociological, legal, and other factors. The present article addresses barriers to the open exchange of biodiversity knowledge that arise from European laws, in particular European legislation on copyright and database protection rights. We present a legal point of view as to what will be needed to bring distributed information together and facilitate its re-use by data mining, integration into semantic knowledge systems, and similar techniques. We address exceptions and limitations of copyright or database protection within Europe, and we point to the importance of data use agreements. We illustrate how exceptions and limitations have been transformed into national legislations within some European states to create inconsistencies that impede access to biodiversity information. Conclusions. The legal situation within the EU is unsatisfactory because there are inconsistencies among states that hamper the deployment of an open biodiversity knowledge management system. Scientists within the EU who work with copyright protected works or with protected databases have to be aware of regulations that vary from country to country.     The trends in the automotive industry changed radically from the beginning of the 80s. Increasing competition, new systems and developments compelled the companies to re-evaluate and re-design their investments and processes, by extending their networks to other parts of the world in order to gain more market. This trend could be observed first in the Western-European countries and later in Eastern-Europe. With entering new areas the companies had to face with several difficulties coming inter alia from the decisions of supplier network and information system implementation. In our study we analyze the strategic decisions of major carmaker companies entering the Eastern-European market. Our research includes two case studies of the Hungarian automotive sector.

    WxLink is an aviation weather system based on advanced airborne sensors, precise positioning available from the satellite-based Global Positioning System, cockpit graphics and a low-cost datalink. It is a two-way system that uplinks weather information to the aircraft and downlinks automatic pilot reports of weather conditions aloft. Manufactured by ARNAV Systems, Inc., the original technology came from Langley Research Center's cockpit weather information system, CWIN (Cockpit Weather INformation). The system creates radar maps of storms, lightning and reports of surface observations, offering improved safety, better weather monitoring and substantial fuel savings.

    Background Strengthening health research is an important objective for international health organisations, but there has been less attention to support for health research in Europe. We describe the public-health (population and organisational level) research systems in the 27 European Union countries. Methods We developed a typology for describing health research structures based on funding streams and strategies. We drew data from internet sources and asked country informants to review these for consistency and completeness. The structures were described as organograms and narratives in country profiles for each of the 27 EU member states. National public-health research structures included public and independent funding organisations, 'mixed' institutions (which receive funds, and both use and allocate them) and provider institutions. Results Most health research is funded through ministries of science or science councils (and sometimes foundations), while parliaments and regions may also contribute. National institutes of public health are usually funded by ministries of health. Many national research organisations both determine research programmes and undertake health research, but there is a move towards public-health sciences within the universities, and a transition from internal grants to competitive funding. Of 27 national research strategies, 17 referred to health and 11 to public health themes. Although all countries had strategies for public health itself, we found little coherence in public-health research programmes. The European Commission has country contact points for both EU research and health programmes, but they do not coordinate with national health-research programmes. Conclusions Public-health research is broadly distributed across programmes in EU countries.     The Information Systems Analysis and Development (ISAD) Team of the Safeguards Systems Group at Los Alamos National Laboratory (LANL) has been developing web based information and knowledge management systems for sixteen years. Our vision is to rapidly and cost effectively provide knowledge management solutions in the form of interactive information systems that help customers organize, archive, post and retrieve nonproliferation and safeguards knowledge and information vital to their success. The team has developed several comprehensive information systems that assist users in the betterment and growth of their organizations and programs. Through our information systems, users are able to streamline operations, increase productivity, and share and access information from diverse geographic locations. The ISAD team is also producing interactive visual models. Interactive visual models provide many benefits to customers beyond the scope of traditional full-scale modeling. We have the ability to simulate a vision that a customer may propose, without the time constraints of traditional engineering modeling tools. Our interactive visual models can be used to access specialized training areas, controlled areas, and highly radioactive areas, as well as review site-specific training for complex facilities, and asset management. Like the information systems that the ISAD team develops, these models can be shared and accessed from any location with access to the internet. The purpose of this paper is to elaborate on the capabilities of information systems and interactive visual models as well as consider the possibility of combining the two capabilities to provide the next generation of infonnation systems. Information, in how it is captured, transmitted, and conveyed, drives the effectiveness of such electronic medical record functionalities. So critical is information from pathology in integrated clinical care that surgical pathologists are becoming gatekeepers of not only tissue but also information.     I flew to Washington last week, a trip rich in distributed information management. Buying tickets, at the gate, in flight, landing and at the baggage claim, myriad messages about my reservation, the weather, our flight plans, gates, bags and so forth flew among a variety of travel agency, airline and Federal Aviation Administration (FAA) computers and personnel. By and large, each kind of information ran on a particular application, often specialized to own data formats and communications network. I went to Washington to attend an FAA meeting on System-Wide Information Management (SWIM) for the National Airspace System (NAS) (http://www.nasarchitecture.faa.gov/Tutorials/NAS101.cfm). NAS (and its information infrastructure, SWIM) is an attempt to bring greater regularity, efficiency and uniformity to the collection of stovepipe applications now used to manage air traffic. Current systems hold information about flight plans, flight trajectories, weather, air turbulence, current and forecast weather, radar summaries, hazardous condition warnings, airport and airspace capacity constraints, temporary flight restrictions, and so forth. Information moving among these stovepipe systems is usually mediated by people (for example, air traffic controllers) or single-purpose applications. People, whose intelligence is critical for difficult tasks and unusual circumstances, are not as efficient as computers for tasks that can be automated. Better information sharing can lead to higher system capacity, more efficient utilization and safer operations. Better information sharing through greater automation is possible though not necessarily easy.

  17. European Winter Storms in the ECMWF Ensemble Prediction System

    As European winter storms can provoke very large damages, estimations of the probability of occurrence are of economical and sociological importance. The estimations of return periods for the strongest events underlie large uncertainties, which arise from the limited available data, available from historical meteorological records or reanalysis data. A gain of information can be obtained from ensemble forecasts. In this work the Ensemble Prediction System (EPS) from the European Center of Medium-Range Weather Forecast (ECMWF) is analyzed for its suitability to improve the estimates of return periods of very rare and severe events. The EPS dataset contains up to 51 ensemble members, starting twice a day and each integrated over 10 days. The storm systems are identified and characterized using a wind field tracking algorithm developed by Leckebusch et al. (2008). Exceedances of the local 98th percentile of 10m wind speed are used, and calculating the cube of these exceedances, accumulated spatially and temporally, an objective storm severity measure (SSI) is determined. Taking the distribution of values into account, the measure of storm severity relates to storm damages. Using ERA-Interim as a reference dataset, it is shown that the general distributions of storm properties in the EPS are realistic. The EPS representations of a single ERA-Interim storm show a wide range of variability in terms of size, duration and severity. Hence better estimations of return periods of winter storms are possible using the EPS, as well as studies of general aspects of storms, like the correlation between intensification and storm duration. Nevertheless for an estimation of return periods, it must be taken into account, that the simulated events in the EPS are not independent of each other.

    The aims of this study were (a) to survey and evaluate the impact of information technology applications in High Dependency Environments (HDEs) on organizational, psychological and cost-effectiveness factors, (b) to contribute information and design requirements to the other workpackages in the INFORM Project, and (c) to develop useful evaluation methodologies. The evaluation methodologies used were: questionnaires, case studies, objective findings (keystroke) and literature search and review. Six questionnaires were devised covering organizational impact, cost-benefit impact and perceived advantages and disadvantages of computerized systems in HDE (psychological impact). The general conclusion was that while existing systems have been generally well received, they are not yet designed in such a developed and integrated way as to yield their full potential. Greater user involvement in design and implementation and more emphasis on training emerged as strong requirements. Lack of reliability leading to parallel charting was a major problem with the existing systems. It proved difficult to assess cost effectiveness due to a lack of detailed accounting costs; however, it appeared that in the short term, computerisation in HDEs tended to increase costs. It is felt that through a better stock control and better decision making, costs may be reduced in the longer run and effectiveness increased; more detailed longitudinal studies appear to be needed on this subject.     The Global Hydrology Resource Center (GHRC) is developing an enterprise information system to manage and better serve data for Hurricane and Severe Storm Sentinel (HS3), a NASA airborne field campaign. HS3 is a multiyear campaign aimed at helping scientists understand the physical processes that contribute to hurricane intensification. For in-depth analysis, HS3 encompasses not only airborne data but also variety of in-situ, satellite, simulation, and flight report data. Thus, HS3 provides a unique challenge in information system design. The GHRC team is experienced with previous airborne campaigns to handle such challenge. Many supplementary information and reports collected during the mission include information rich contents that provide mission snapshots. In particular, flight information, instrument status, weather reports, and summary statistics offer vital knowledge about the corresponding science data. Furthermore, such information help narrow the science data of interest. Therefore, the GHRC team is building HS3 information system that augments the current GHRC data management framework to support search and discover of airborne science data with interactive visual exploration. Specifically, the HS3 information system is developing a tool to visually playback mission flights along with other traditional search and discover interfaces. This playback capability allows the users to follow the flight in time and visualize collected data. The flight summary and analyzed information are also presented during the playback. If the observed data is of interest, then they can order the data from GHRC using the interface. The users will be able to order just the data for the part of the flight that they are interested in. This presentation will demonstrate use of visual exploration to data download along with other components that comprise the HS3 information system.

    In the framework of the next generation launcher activity at ESA, a top-down approach and a bottom-up approach have been performed for the identification of promising technologies and alternative conception of future European launch vehicles. The top-down approach consists in looking for system-driven design solutions and the bottom-up approach features design solutions leading to substantial advantages for the system. The main investigations have been focused on the future launch vehicle technologies. Preliminary specifications have been used in order to permit sub-system design to find the major benefit for the overall launch system. The development cost, non-recurring and recurring cost, industrialization and operational aspects have been considered as competitiveness factors for the identification and down-selection of the most interesting technologies. The recurring cost per unit payload mass has been evaluated. The TRL/IRL has been assessed and a preliminary development plan has been traced for the most promising technologies. The potentially applicable launch systems are Ariane and VEGA evolution. The main FLPP technologies aim at reducing overall structural mass, increasing structural margins for robustness, metallic and composite containment of cryogenic hydrogen and oxygen propellants, propellant management subsystems, elements significantly reducing fabrication and operational costs, avionics, pyrotechnics, etc. to derive performing upper and booster stages. Application of the system driven approach allows creating performing technology demonstrators in terms of need, demonstration objective, size and cost. This paper outlines the process of technology down selection using a system driven approach, the accomplishments already achieved in the various technology fields up to now, as well as the potential associated benefit in terms of competitiveness factors.

The Technical Committee is in charge of the maintenance of the architecture and impact the results of industrial experiences on new releases. Any Groupe RICHE member is entitled to participate to this process.     The Information Adaptive System (IAS) is an element of the NASA End-to-End Data System (NEEDS) Phase II and is focused toward onboard image processing. The IAS is a data preprocessing system which is closely coupled to the sensor system. Some of the functions planned for the IAS include sensor response nonuniformity correction, geometric correction, data set selection, data formatting, packetization, and adaptive system control. The inclusion of these sensor data preprocessing functions onboard the spacecraft will significantly improve the extraction of information from the sensor data in a timely and cost effective manner, and provide the opportunity to design sensor systems which can be reconfigured in near real-time for optimum performance. The purpose of this paper is to present the preliminary design of the IAS and the plans for its development.

    The hospital materials management function--ensuring that goods and services get from a source to an end user--encompasses many areas of the hospital and can significantly affect hospital costs. Performing this function in a manner that will keep costs down and ensure adequate cash flow requires effective management of a large amount of information from a variety of sources. To effectively coordinate such information, most hospitals have implemented some form of materials management information system (MMIS). These systems can be used to automate or facilitate functions such as purchasing, accounting, inventory management, and patient supply charges. In this study, we evaluated seven MMISs from seven vendors, focusing on the functional capabilities of each system and the quality of the service and support provided by the vendor. This Evaluation is intended to (1) assist hospitals purchasing an MMIS by educating materials managers about the capabilities, benefits, and limitations of MMISs and (2) educate clinical engineers and information system managers about the scope of materials management within a healthcare facility. Because software products cannot be evaluated in the same manner as most devices typically included in Health Devices Evaluations, our standard Evaluation protocol was not applicable for this technology. Instead, we based our ratings on our observations (e.g., during site visits), interviews we conducted with current users of each system, and information provided by the vendor (e.g., in response to a request for information [RFI]).     In this paper, we present an approach in implementing intelligent information retrieval systems. We have constructed a multilingual information system which combines both image and text retrieval. We have developed an English/Chinese text retrieval tool on the WWW, and later incorporated an image retrieval tool based on associated multilingual captions. The system allows the general public to locate and keep abreast of information about Singapore. It has a novel user interface which accepts queries that are expressed in English, Chinese and mixed text into its database. The titles, summaries, URLs and the matching scores of retrieved documents will then be returned, and a thumbnail will be displayed as well if an image document is retrieved.

System architecture is discussed in terms of configuration analysis and resources definition. The analysis of the space segment contains the definition of link requirements and payloads, as well as mass/power budget and accommodations on space platforms, and the ground segment is assessed from the system-facility and user earth-terminal points of view. Cost analysis and trade-offs are presented, and the key parameters such as the zone of exclusion, service availability, service continuity, intersatellite link implementation, feeder link, platform configuration, ground infrastructure, and economic viability are considered.

    Introduction: Naturally occurring and man-made disasters have been increasing in the world, including Europe, over the past several decades. Health systems are a key part of any community disaster management system. The success of preparedness and prevention depends on the success of activities such as disaster planning, organization and training. The aim of this study is to evaluate health system preparedness for disasters in the 27 European Union member countries. Method: A cross-sectional analysis study was completed between June-September 2012. The checklist used for this survey was a modified from the World Health Organization toolkit for assessing health-system capacity for crisis management. Three specialists from each of the 27 European Union countries were included in the survey. Responses to each survey question were scored and the range of preparedness level was defined as 0-100%, categorized in three levels as follows: Acceptable; Transitional; or Insufficient. Results: Response rate was 79.1%. The average level of disaster management preparedness in the health systems of 27 European Union member states was 68% (Acceptable). The highest level of preparedness was seen in the United Kingdom, Luxemburg, and Lithuania. Considering the elements of disaster management system, the highest level of preparedness score was at health information elements (86%), and the lowest level was for hospitals, and educational elements (54%). Conclusion: This survey study suggests that preparedness level of European Union countries in 2012 is at an acceptable level but could be improved. Elements such as hospitals and education and training suffer from insufficient levels of preparedness. The European Union health systems need a collective strategic plan, as well as enough resources, to establish a comprehensive and standardized disaster management strategy plan. A competency based training curriculum for managers and first responders is basic to accomplishing this goal

Data is available on-line and instantaneously to doctors, nurses, and support staff in the format that best suits their specific requirements. SIDOCI provides a factual and chronological summary of the patient's progress by drawing together clinical information provided by all professionals working with the patient, regardless of their discipline, level of experience, or physical location. It also allows for direct entry of the patient's information at the bedside. Laboratory results, progress notes, patient history and graphs are available instantaneously on screen, eliminating the need for physical file transfers.     The nuclear criticality safety program at LLNL began in the 1950's with a critical measurements program which produced benchmark data until the late 1960's. This same time period saw the rapid development of computer technology useful for both computer modeling of fissile systems and for computer-aided management and display of the computational benchmark data. Database management grew in importance as the amount of information increased and as experimental programs were terminated. Within the criticality safety program at LLNL we began at that time to develop a computer library of benchmark data for validation of computer codes and cross sections. As part of this effort, we prepared a computer-based bibliography of criticality measurements on relatively simple systems. However, it is only now that some of these computer-based resources can be made available to the nuclear criticality safety community at large. This technology transfer is being accomplished by the DOE Technology Information System (TIS), a dedicated, advanced information system. The NCIS database is described.

Computerization does not have the primary objective of saving, but the rationalization of spending in health care. It is estimated that at least 20-30% of money spent in health care can be rationally utilized. Computerization should give the necessary data and indicators for this rationalization.     The rapid expansion of remote sensing capability over the last two decades will take another major leap forward with the advent of the Earth Observing System (Eos). An approach is presented that will permit experiments and demonstrations in onboard information extraction. The approach is a non-intrusive, eavesdropping mode in which a small amount of spacecraft real estate is allocated to an onboard computation resource. How such an approach allows the evaluation of advanced technology in the space environment, advanced techniques in information extraction for both Earth science and information science studies, direct to user data products, and real-time response to events, all without affecting other on-board instrumentation is discussed.

    Participation has featured in political agendas in recent decades and the domain of healthcare has not been indifferent to its appeal. Although emerging later than in other European regions, the involvement of civil society in healthcare decision-making procedures has proved one of the biggest challenges facing Southern European health systems. The health systems of the countries considered in this analysis - Italy, Portugal and Spain - underwent reforms that brought citizen participation to the forefront of the health system. Through national laws or health plans, each of these countries has recognised the need to promote participation in order to 'give a voice' to citizens in the health sector. Accordingly, a range of significant activities have been implemented in the region, although they have been developed unequally within national territories, at different paces and involving the mobilisation of different actors. This article focuses on the most relevant experiences of citizen participation designed and implemented in the three selected countries, describing their key features and potential, as well as the main critical issues and contradictions that have emerged over time. Particular emphasis is given to the impact of the current financial crisis on Southern European national health systems, especially in terms of participatory methods, the way in which citizen participation is progressing and civil society's reaction to these important changes.     This paper describes a novel Land Mobile Satellite System (LMSS) concept applicable to networks allowing access to a large number of gateway stations ('Hubs'), utilizing low-cost Very Small Aperture Terminals (VSAT's). Efficient operation of the Forward-Link (FL) repeater can be achieved by adopting a synchronous Code Division Multiple Access (CDMA) technique, whereby inter-code interference (self-noise) is virtually eliminated by synchronizing orthogonal codes. However, with a transparent FL repeater, the requirements imposed by the highly decentralized ground segment can lead to significant efficiency losses. The adoption of a FL On-Board Processing (OBP) repeater is proposed as a means of largely recovering this efficiency impairment. The paper describes the network architecture, the system design and performance, the OBP functions and impact on implementation. The proposed concept, applicable to a future generation of the European LMSS, was developed in the context of a European Space Agency (ESA) study contract.

    The AMMA information system aims at expediting data and scientific results communication inside the AMMA community and beyond. It has already been adopted as the data management system by several projects and is meant to become a reference information system about West Africa area for the whole scientific community. The AMMA database and the associated on line tools have been developed and are managed by two French teams (IPSL Database Centre, Palaiseau and OMP Data Service, Toulouse). The complete system has been fully duplicated and is operated by AGRHYMET Regional Centre in Niamey, Niger. The AMMA database contains a wide variety of datasets: - about 250 local observation datasets, that cover geophysical components (atmosphere, ocean, soil, vegetation) and human activities (agronomy, health...) They come from either operational networks or scientific experiments, and include historical data in West Africa from 1850; - 1350 outputs of a socio-economics questionnaire; - 60 operational satellite products and several research products; - 10 output sets of meteorological and ocean operational models and 15 of research simulations. Database users can access all the data using either the portal http://database.amma-international.org or http://amma.agrhymet.ne/amma-data. Different modules are available. The complete catalogue enables to access metadata (i.e. information about the datasets) that are compliant with the international standards (ISO19115, INSPIRE...). Registration pages enable to read and sign the data and publication policy, and to apply for a user database account. The data access interface enables to easily build a data extraction request by selecting various criteria like location, time, parameters...     Design and performance details of the advanced information processing system (AIPS) for fault and damage tolerant data processing on aircraft and spacecraft are presented. AIPS comprises several computers distributed throughout the vehicle and linked by a damage tolerant data bus. Most I/O functions are available to all the computers, which run in a TDMA mode. Each computer performs separate specific tasks in normal operation and assumes other tasks in degraded modes. Redundant software assures that all fault monitoring, logging and reporting are automated, together with control functions. Redundant duplex links and damage-spread limitation provide the fault tolerance. Details of an advanced design of a laboratory-scale proof-of-concept system are described, including functional operations.

    The Dynamic Information System (DIAS) is a flexible object-based software framework for concurrent, multidiscplinary modeling of arbitrary (but related) processes. These processes are modeled as interrelated actions caused by and affecting the collection of diverse real-world objects represented in a simulation. The DIAS architecture allows independent process models to work together harmoniously in the same frame of reference and provides a wide range of data ingestion and output capabilities, including Geographic Information System (GIS) type map-based displays and photorealistic visualization of simulations in progress. In the DIAS implementation of the object-based approach, software objects carry within them not only the data which describe their static characteristics, but also the methods, or functions, which describe their dynamic behaviors.     The light-monitoring system of the forward neutral-hadron calorimeter of the European hybrid spectrometer is described. A general block diagram of the system, the functional relationships of the modules, and the ideology of the mathematical support are presented. The calorimeter records neutral particles in momentum range of 10-400 MeV/c. The calorimeter consists of 200 identical counters in modules of four each in a 10 X 20 matrix. The counters are made from plastic scintillators interlayed by steel plates. Light is collected by means of a rod reemitter admitted along the counter axis.

  10. Biogeographical and evolutionary importance of the European high mountain systems

    Europe is characterised by several high mountain systems dominating major parts of its area, and these structures have strongly influenced the evolution of taxa. For species now restricted to these high mountain systems, characteristic biogeographical patterns of differentiation exist. (i) Many local endemics are found in most of the European high mountain systems especially in the Alps and the more geographically peripheral regions of Europe. Populations isolated in these peripheral mountain ranges often have strongly differentiated endemic genetic lineages, which survived and evolved in the vicinity of these mountain areas over long time periods. (ii) Populations of taxa with wide distributions in the Alps often have two or more genetic lineages, which in some cases even have the status of cryptic species. In many cases, these lineages are the results of several centres of glacial survival in the perialpine areas. Similar patterns also apply to the other geographically extended European high mountain systems, especially the Pyrenees and Carpathians. (iii) Populations from adjoining high mountain systems often show similar genetic lineages, a phenomenon best explained by postglacial retreat to these mountains from one single differentiation centre between them. (iv) The populations of a number of species show gradients of genetic diversity from a genetically richer East to a poorer West. This might indicate better glacial survival conditions for this biogeographical group of species in the more eastern parts of Europe. PMID:19480666

Using an advanced historical data and archiving system, sequential query language (SQL) links to key databases and object embedding with live data links in a spreadsheet, Atlas is bridging its process control and information systems to give the plant useful information easily via a windows-type PC interface. Atlas Processing is Pennzoil's largest refinery. The vision for the plant information system was to provide the refinery with ready access to: operating data from the distributed control system; laboratory data; accounting throughputs and yields; tank gauges and volumes; and production and scheduling model information. This information could be used to develop an executive information system, provide the operating personnel with reliable information to facilitate unit operations and enhance the facility's ability to use statistical process control to enhance yields and reduce energy costs.

    The ESFRI project European Plate Observing System (EPOS) was launched in November 2010 and has now completed its year 3 of the four-year preparatory phase. EPOS will create a single sustainable, permanent observation infrastructure, integrating existing geophysical monitoring networks, local observatories and experimental laboratories in Europe and adjacent regions. EPOS' technical Work Package 6 has developed a three layer architectural model for the construction of the EPOS Core Services (CS) during the subsequent implementation phase. The Poster will present and detail on these three layers, consisting of the EPOS Integrated Core Services (ICS), the Thematic Core Services (TCS) and the existing National Research Infrastructures & Data Centers. The basic layer of the architecture is established by the National Research Infrastructures (RIs) & Data Centers, which generate data and information and are responsible for the operation of the instrumentation. National RIs will provide their data to the Thematic Cores Services. The Thematic Core Services constitute the community layer of EPOS architecture and they will: 1) consist of existing (e.g. ORFEUS, EMSC), developing (e.g. EUREF/GNSS) or still to be developed Service Providers for specific thematic communities, as represented within EPOS through the technical EPOS Working Groups (e.g., seismology, volcanology, geodesy, geology, analytic labs for rock physics, geomagnetism, geo-resources ... and many others), 2) provide data services to specific communities, 3) link the National Research Infrastructures to the EPOS Integrated Services, 4) include Service Providers (e.g. OneGeology+, Intermagnet) that may be merely linked or partially integrated and 5) consist of Integrated Laboratories and RIs spanning multiple EPOS disciplines and taking advantage of other existing Thematic Services.     We have developed a Geo-information system (GIS) for Phobos, based on data from the Mars Express and Viking Orbiter missions, which includes orthoimages, global maps, terrain- and gravity field models, all referenced to the Phobos coordinate system. The data are conveniently stored in the ArcGIS software system, which provides an environment for mapping and which allows us to carry out joint data analysis and miscellaneous data cross-comparisons. We have compiled catalogs of Phobos craters using manual and automated techniques, which includes about 5500 and 6400 craters correspondingly. While crater numbers are biased by available image data resolution and illumination, we estimate that our catalog of manually detected craters contains all Phobos craters with diameters D>250 m which is a total of 1072 and catalog of automated detected craters are complete for craters D>400 m (360 craters). Statistical analysis of these large craters reveals a surplus of craters on the anti-Mars hemisphere, whereas differences in crater abundance between leading and trailing hemisphere cannot be confirmed. This in contrast to previous papers, where no such asymmetry was found (Schmedemann et al., 2014). But we cannot rule out remaining biases due to resolution, viewing angles or illumination effects. Using digital terrain model (DTM) derived from photogrammetry image processing we estimate depths of 25 craters larger than 2 km using geometric and dynamic heights (for discussion of Phobos crater morphometry see Kokhanov et al., 2014). We also have compiled catalogs of lineaments, and boulders. In particular, we mapped 546 individual grooves or crater chains, which extend in length from 0.3 km to 16.2 km. We identified and determined the sizes and locations of 1379 boulders near crater Stickney. Cross-comparisons of gravity field models against distribution patterns of grooves and boulders are currently under way and may shed light on their possible origins. Finally, we have developed

    The size and cost of manufacturing equipment has made it extremely difficult to perform realistic modeling and simulation of the manufacturing process in university research laboratories. Likewise the size and cost factors, coupled with many uncontrolled variables of the production situation has even made it difficult to perform adequate manufacturing research in the industrial setting. Only the largest companies can afford manufacturing research laboratories; research results are often held proprietary and seldom find their way into the university classroom to aid in education and training of new manufacturing engineers. It is the purpose for this research to continue the development of miniature prototype equipment suitable for use in an integrated CAD/CAM Laboratory. The equipment being developed is capable of actually performing production operations (e.g. drilling, milling, turning, punching, etc.) on metallic and non-metallic workpieces. The integrated CAD/CAM Mini-Lab is integrating high resolution, computer graphics, parametric design, parametric N/C parts programmings, CNC machine control, automated storage and retrieval, with robotics materials handling. The availability of miniature CAD/CAM laboratory equipment will provide the basis for intensive laboratory research on manufacturing information systems.

    Access to medical information is important as lifelong scientific learning is in close relation with a better career satisfaction in psychiatry. This survey aimed to investigate how medical information sources are being used among members of the European Federation of Psychiatric Trainees. Eighty-three psychiatric trainees completed our questionnaire. A significant variation was found, and information availability levels were associated with training duration and average income. The most available sources were books and websites, but the most preferred ones were scientific journals. Our findings suggest that further steps should be taken to provide an equal access to medical information across Europe. PMID:27086225

    Over the last ten years there has been a strongly increased need for access to historical Earth Observation (EO) data series, mainly for long term science and environmental monitoring applications. As the contents of EO space data archives increases from a few years duration to a period of decades their scientific values increases dramatically. The main objective of this Long Term Data Preservation(LTDP) initiative is to guarantee the long term preservation of the data from all EO ESA and Third Parties ESA managed missions, while also ensuring their accessibility and usability, as part of a joint and cooperative approach in Europe aimed at preserving the EO European data from member states' missions. To allow the maximum value to be extracted from the data, it is well recognized that there is a need to preserve this data without time limitations, while keeping all archived data accessible and exploitable. This will be even more of a challenge in the coming years, as the large number of upcoming Earth Observation missions will lead to a major increase in the available volume of EO data The LTDP Impact Analysis and Architecture Definition project (for simplicity known as LTDP-IMPACTS) aims to define and consolidate the architecture of European Long-Term Archiving EO systems, especially in the context of ESA PDGS. To do this, we shall perform a complete assessment of the impacts of implementing the guidelines from the LTDP initiative. This assessment will be over all timescales, short, middle and long-term, and must take into account all systems involved, from the point of view of "System of System" (SoS), and their data flows, data sets and their related operational policies for LTDP implementation The LTDP guidelines, and the standards adopted as a result, will have various impacts on the legacy and future long term archiving systems, the systems used to access them, and on the overall operational concept.     The phrase, 'hospital information system', is frequently used in discussions about the flow of information throughout a hospital with the assumption that everybody has the same concept in mind. Closer examination shows that this is not necessarily the case. The author draws on his experience as the Chief Information Officer at University Hospital at Stony Brook to define a hospital information system in terms of the implementation at Stony Brook. The University Hospital Information System at University Hospital (UHIS), has received international acclaim and was recently selected by the IBM Quarterly of Australia as the world leader in hospital information systems. This paper answers four questions: What is a hospital information system? How does a hospital information system work? How do you implement a hospital information system? After the system is operational, where do you go, e.g., critical care data management, physician's office management? University Hospital at Stony Brook is located on eastern Long Island and is the tertiary care referral hospital for approximately 1.4 million people. Nothing in the hospital happens without computers. Doctors, nurses, administrators and staff at all levels rely on the system daily. The system operates 24 hours per day, seven days per week. Access to the system is through 300 terminals and 128 printers throughout the hospital. In addition to the UHIS terminals, the critical care management system which is called Patient Data Management System, (PDMS), is available at over 90 ICU beds and in the operating rooms.     Weather information, periodically collected from throughout a global region, is periodically assimilated and compiled at a central source and sent via a high speed data link to a satellite communication service, such as COMSAT. That communication service converts the compiled weather information to GSDB format, and transmits the GSDB encoded information to an orbiting broadcast satellite, INMARSAT, transmitting the information at a data rate of no less than 10.5 kilobits per second. The INMARSAT satellite receives that data over its P-channel and rebroadcasts the GDSB encoded weather information, in the microwave L-band, throughout the global region at a rate of no less than 10.5 KB/S. The transmission is received aboard an aircraft by means of an onboard SATCOM receiver and the output is furnished to a weather information processor. A touch sensitive liquid crystal panel display allows the pilot to select the weather function by touching a predefined icon overlain on the display's surface and in response a color graphic display of the weather is displayed for the pilot.

  6. Factors controlling air quality in different European subway systems.

    Sampling campaigns using the same equipment and methodology were conducted to assess and compare the air quality at three South European subway systems (Barcelona, Athens and Oporto), focusing on concentrations and chemical composition of PM2.5 on subway platforms, as well as PM2.5 concentrations inside trains. Experimental results showed that the mean PM2.5 concentrations widely varied among the European subway systems, and even among different platforms within the same underground system, which might be associated to distinct station and tunnel designs and ventilation systems. In all cases PM2.5 concentrations on the platforms were higher than those in the urban ambient air, evidencing that there is generation of PM2.5 associated with the subway systems operation. Subway PM2.5 consisted of elemental iron, total carbon, crustal matter, secondary inorganic compounds, insoluble sulphate, halite and trace elements. Of all metals, Fe was the most abundant, accounting for 29-43% of the total PM2.5 mass (41-61% if Fe2O3 is considered), indicating the existence of an Fe source in the subway system, which could have its origin in mechanical friction and wear processes between rails, wheels and brakes. The trace elements with the highest enrichment in the subway PM2.5 were Ba, Cu, Mn, Zn, Cr, Sb, Sr, Ni, Sn, Co, Zr and Mo. Similar PM2.5 diurnal trends were observed on platforms from different subway systems, with higher concentrations during subway operating hours than during the transport service interruption, and lower levels on weekends than on weekdays. PM2.5 concentrations depended largely on the operation and frequency of the trains and the ventilation system, and were lower inside the trains, when air conditioning system was operating properly, than on the platforms. However, the PM2.5 concentrations increased considerably when the train windows were open. The PM2.5 levels inside the trains decreased with the trains passage in aboveground sections. PMID:26717078

  8. An Efficient Rapid Warning System For Earthquakes In The European-mediterranean Region

    Every year a few damaging earthquakes occur in the European-Mediterranean region. It is therefore indispensable to operate a real-time warning system in order to pro- vide rapidly reliable estimates of the location, depth and magnitude of these seismic events. In order to provide this information in a timely manner both to the scientific community and to the European and national authorities dealing with natural hazards and relief organisation, the European-Mediterranean Seismological Centre (EMSC) has federated a network of seismic networks exchanging their data in quasi real-time. Today, thanks to the Internet, the EMSC receives real-time information about earth- quakes from about thirty seismological institutes. As soon as data reach the EMSC, they are displayed on the EMSC Web pages (www.emsc-csem.org). A seismic alert is generated for any potentially damaging earthquake in the European-Mediterranean re- gion, potentially damaging earthquakes being defined as seismic events of magnitude 5 or more. The warning system automatically issues a message to the duty seismolo- gist mobile phone and pager. The seismologist log in to the EMSC computers using a laptop PC and relocates the earthquake by processing together all information pro- vided by the networks. The new location and magnitude are then send, by fax, telex, and email, within one hour following the earthquake occurrence, to national and inter- national organisations whose activities are related to seismic risks, and to the EMSC members. The EMSC rapid warning system has been fully operational for more than 4 years. Its distributed architecture has proved to be an efficient and reliable way for the monitoring of potentially damaging earthquakes. Furthermore, if a major problem disrupts the operational system more than 30 minutes, the duty is taken, over either by the Instituto Geografico National in Spain or by the Istituto Nazionale di Geofisica in Italy.     Background In 2009, the heads of the Executive Council of the European Chiropractors' Union (ECU) and the European Academy of Chiropractic (EAC) involved in the European Committee for Standardization (CEN) process for the chiropractic profession, set out to establish European guidelines for the reporting of adverse reactions to chiropractic treatment. There were a number of reasons for this: first, to improve the overall quality of patient care by aiming to reduce the application of potentially harmful interventions and to facilitate the treatment of patients within the context of achieving maximum benefit with a minimum risk of harm; second, to inform the training objectives for the Graduate Education and Continuing Professional Development programmes of all 19 ECU member nations, regarding knowledge and skills to be acquired for maximising patient safety; and third, to develop a guideline on patient safety incident reporting as it is likely to be part of future CEN standards for ECU member nations. Objective To introduce patient safety incident reporting within the context of chiropractic practice in Europe and to help individual countries and their national professional associations to develop or improve reporting and learning systems. Discussion Providing health care of any kind, including the provision of chiropractic treatment, can be a complex and, at times, a risky activity. Safety in healthcare cannot be guaranteed, it can only be improved. One of the most important aspects of any learning and reporting system lies in the appropriate use of the data and information it gathers. Reporting should not just be seen as a vehicle for obtaining information on patient safety issues, but also be utilised as a tool to facilitate learning, advance quality improvement and to ultimately minimise the rate of the occurrence of errors linked to patient care. Since then, DIALOG has endeavoured to develop a series of user friendly systems, such as knowledge index, inbound gateway, as well as Version II. In this so-called end user searching era, DIALOG has released a series of front end systems successively; DIALOG Business Connection, DIALOG Medical Connection and OneSearch in 1986, early and late 1987 respectively. They are all called expert systems. In this paper, the features of each system are described in some detail and the remaining critical issues are also discussed.

    The aim of this study was to summarize and analyse findings from four prior studies on the use of the Internet as a source of health information in five European countries (Norway, Denmark, Germany, Greece, and Portugal). A cross-study comparison of data was performed. All the studies included fit with a trend of a sharp and continuous growth in the use of the Internet for health information access in the major part of the last decade. Importantly, the Internet has become an important mass media source of health information in northern Europe. While the use of the Internet for health information is somewhat less common in the south European countries, its use is also clearly increasing there. We discuss the advantages of cross-study comparisons of data and methodological challenges. As the use of the Internet for health information is likely to peak in some countries in the near future, new population surveys on health information access should focus more on the details of information that is accessed and which sites that are most used and trusted.   1. Spaceflight studies of tropisms in the European Modular Cultivation System

    Phototropism and gravitropism play key roles in the oriented growth of roots in flowering plants. In blue or white light, roots exhibit negative phototropism, but red light induces positive phototropism in Arabidopsis roots. The blue-light response is controlled by the phototropins while the red-light response is mediated by the phytochrome family of photoreceptors. In order to better characterize root phototropism, we plan to perform experiments in microgravity so that this tropism can be more effectively studied without the interactions with the gravity response. Our experiments are to be performed on the European Modular Cultivation System (EMCS), which provides an incubator, lighting system, and high resolution video that are on a centrifuge palette. These experiments will be performed at μ g, 1g (control) and fractional g-levels. In order to ensure success of this mission on the International Space Station (ISS), we have been performing ground-based studies on growth, phototropism, and gravitropism in experimental unique equipment (EUE) that was designed for our experiments that will use Arabidopsis seedlings. Currently, the EMCS and our EUE are scheduled for launch on space shuttle mission STS-121. This project should provide insight into how the blue-light and red-light signaling systems interact with each other, and also with the gravisensing system.

    The JPL Tropical Cyclone Infor ma tion System (TCIS) is a Web portal (http://tropicalcyclone.jpl.nasa.gov) that provides researchers with an extensive set of observed hurricane parameters together with large-scale and convection resolving model outputs. It provides a comprehensive set of high-resolution satellite (see figure), airborne, and in-situ observations in both image and data formats. Large-scale datasets depict the surrounding environmental parameters such as SST (Sea Surface Temperature) and aerosol loading. Model outputs and analysis tools are provided to evaluate model performance and compare observations from different platforms. The system pertains to the thermodynamic and microphysical structure of the storm, the air-sea interaction processes, and the larger-scale environment as depicted by ocean heat content and the aerosol loading of the environment. Currently, the TCIS is populated with satellite observations of all tropical cyclones observed globally during 2005. There is a plan to extend the database both forward in time till present as well as backward to 1998. The portal is powered by a MySQL database and an Apache/Tomcat Web server on a Linux system. The interactive graphic user interface is provided by Google Map.

    The aim of this paper is to define a set of proposals to inform European institutions in the regulation of Conscientious Objection to abortion. The board of the European Society of Contraception and Reproductive Health Care (ESC) was informed on the elements that should in the opinion of the authors be included in a future regulation of Conscientious Objection to abortion in Europe. These elements are outlined in this paper and the debate about them could form the basis for recommendations to the international scientific community and the European institutions. As current measures governing the principle of conscientious objection result in negative consequences regarding women's access to sexual and reproductive health services, they should be changed. Healthcare services should adopt measures to guarantee that a woman's right to voluntary abortion is not limited by the practitioner's stance on the principle of conscientious objection. In the countries where conscientious objection is allowed, the regulation must clearly delineate the extent of the duties and the exemptions of professionals based on the principles of established social consensus. The recommendations included in this document specify measures on the rights of women, the rights and duties of the practitioner, the role of institutions and the role of professional associations.     In this paper we present a performance analysis of the European lightning location system EUCLID in terms of location accuracy (LA), detection efficiency (DE) and peak current estimation. The performance analysis is based on ground truth data from direct lightning current measurements at the Gaisberg Tower (GBT) and data from E-field and video recordings. The E-field and video recordings were collected in three different regions in Europe, namely in Austria, Belgium, and France. The analysis shows a significant improvement of the LA of the EUCLID network over the past seven years. Currently, the median LA is in the range of 100 m. The observed DE in Austria and Belgium is similar, yet a slightly lower DE is determined in a particular region in France, due to malfunctioning of a relevant lightning location sensor during the time of observation. The overall accuracy of the lightning location system (LLS) peak current estimation for subsequent strokes is reasonable keeping in mind that the LLS estimated peak currents are determined from the radiated electromagnetic fields, assuming a constant return stroke speed. The results presented in this paper can be used to estimate the performance of the EUCLID network for regions with similar sensor baselines and sensor technology.

    Climate change is one the most challenging problems that humanity will have to cope with in the coming decades. The perturbed global biogeochemical cycles of the greenhouse gases (carbon dioxide, methane and nitrous oxide) are a major driving force of current and future climate change. Deeper understanding of the driving forces of climate change requires full quantification of the greenhouse gas emissions and sinks and their evolution. Regional greenhouse gas budgets, tipping-points, vulnerabilities and the controlling mechanisms can be assessed by long term, high precision observations in the atmosphere and at the ocean and land surface. ICOS RI is a distributed infrastructure for on-line, in-situ monitoring of greenhouse gases (GHG) necessary to understand their present-state and future sinks and sources. ICOS RI provides the long-term observations required to understand the present state and predict future behaviour of the global carbon cycle and greenhouse gas emissions. Linking research, education and innovation promotes technological development and demonstrations related to greenhouse gases. The first objective of ICOS RI is to provide effective access to coherent and precise data and to provide assessments of GHG inventories with high temporal and spatial resolution. The second objective is to provide profound information for research and understanding of regional budgets of greenhouse gas sources and sinks, their human and natural drivers, and the controlling mechanisms. ICOS is one of several ESFRI initiatives in the environmental science domain. There is significant potential for structural and synergetic interaction with several other ESFRI initiatives. ICOS RI is relevant for Joint Programming by providing the data access for the researchers and acting as a contact point for developing joint strategic research agendas among European member states.     The purpose of the Global Earth Observation System of Systems (GEOSS), a network of Earth observation and information systems, contributed on a voluntary basis by Members and Participating Organisations of the intergovernmental Group on Earth Observations (GEO), is to achieve comprehensive, coordinated and sustained observations of the Earth system, in order to improve monitoring of the state of the Earth, increase understanding of Earth processes, and enhance prediction of the behaviour of the Earth system. Such a global research effort requires an integrated multi-disciplinary effort that is underpinned by a cyber-infrastructure which is able to discover and access vast quantities of data across heterogeneous information systems and many disciplines. As GEO develops and the implementation of the GEOSS gathers pace, it is becoming common practice for groups to be organised at national, regional and international level to address critical issues. In many cases these groups evolve to become "communities", organising themselves to carry out tasks of interest to that community. In most cases, communities develop their own "community portal" to provide a focal point on the web for their activities. The data and information held by the members of a specific community can normally be discovered via their particular "community portal". There is now a clear recognition that the many thematic community initiatives, each with their own information system and portal, need to be fully connected into the overall GEOSS architecture. With the introduction of a brokering capability this becomes possible. The value of the brokering approach has been demonstrated within the European Union funded EuroGEOSS research project. The EuroGEOSS brokering capability has now been incorporated into the GEOSS information system, (known as the GEOSS Common Infrastructure, or GCI) and renamed the GEOSS Discovery and Access Broker.     The German Federal ex situ Genebank of Agricultural and Horticultural Crop Species is the largest collection of its kind in the countries of the European Union and amongst the 10 largest collections worldwide. Beside its enormous scientific value as a safeguard of plant biodiversity, the plant genetic resources maintained are also of high importance for breeders to provide new impulses. The complex processes of managing such a collection are supported by the Genebank Information System (GBIS). GBIS is an important source of information for researchers and plant breeders, e.g. for identifying appropriate germplasm for breeding purposes. In addition, the access to genebank material as a sovereign task is also of high interest to the general public. Moreover, GBIS acts as a data source for global information systems, such as the Global Biodiversity Information Facility (GBIF) or the European Search Catalogue for Plant Genetic Resources (EURISCO).   2. The IAGOS information system

    IAGOS (In-service Aircraft for a Global Observing System) aims at the provision of long-term, frequent, regular, accurate, and spatially resolved in situ observations of the atmospheric composition. IAGOS observation systems are deployed on a fleet of commercial aircraft. The IAGOS database is an essential part of the global atmospheric monitoring network. Data access is handled by open access policy based on the submission of research requests which are reviewed by the PIs. The IAGOS database (http://www.iagos.fr, damien.boulanger@obs-mip.fr) is part of the French atmospheric chemistry data centre Ether (CNES and CNRS). In the framework of the IGAS project (IAGOS for Copernicus Atmospheric Service) interoperability with international portals or other databases is implemented in order to improve IAGOS data discovery. The IGAS data network is composed of three data centres: the IAGOS database in Toulouse including IAGOS-core data and IAGOS-CARIBIC (Civil Aircraft for the Regular Investigation of the Atmosphere Based on an Instrument Container) data since January 2015; the HALO research aircraft database at DLR (https://halo-db.pa.op.dlr.de); and the MACC data centre in Jülich (http://join.iek.fz-juelich.de). The MACC (Monitoring Atmospheric Composition and Climate) project is a prominent user of the IGAS data network. In June 2015 a new version of the IAGOS database will be released providing improved services such as download in NetCDF or NASA Ames formats; graphical tools (maps, scatter plots, etc.); standardized metadata (ISO 19115) and a better users management. The link with the MACC data centre, through JOIN (Jülich OWS Interface), will allow to combine model outputs with IAGOS data for intercomparison. The interoperability within the IGAS data network, implemented thanks to many web services, will improve the functionalities of the web interfaces of each data centre.

    Assessments of new health technologies in Europe are often made at the hospital level. However, the guidelines for health technology assessment (HTA), e.g. the EUnetHTA Core Model, are produced by national HTA organizations and focus on decision-making at the national level. This paper describes the results of an interview study with European hospital managers about their need for information when deciding about investments in new treatments. The study is part of the AdHopHTA project. Face-to-face, structured interviews were conducted with 53 hospital managers from nine European countries. The hospital managers identified the clinical, economic, safety and organizational aspects of new treatments as being the most relevant for decision-making. With regard to economic aspects, the hospital managers typically had a narrower focus on budget impact and reimbursement. In addition to the information included in traditional HTAs, hospital managers sometimes needed information on the political and strategic aspects of new treatments, in particular the relationship between the treatment and the strategic goals of the hospital. If further studies are able to verify our results, guidelines for hospital-based HTA should be altered to reflect the information needs of hospital managers when deciding about investments in new treatments.   4. Revisiting the European sovereign bonds with a permutation-information-theory approach

    In this paper we study the evolution of the informational efficiency in its weak form for seventeen European sovereign bonds time series. We aim to assess the impact of two specific economic situations in the hypothetical random behavior of these time series: the establishment of a common currency and a wide and deep financial crisis. In order to evaluate the informational efficiency we use permutation quantifiers derived from information theory. Specifically, time series are ranked according to two metrics that measure the intrinsic structure of their correlations: permutation entropy and permutation statistical complexity. These measures provide the rectangular coordinates of the complexity-entropy causality plane; the planar location of the time series in this representation space reveals the degree of informational efficiency. According to our results, the currency union contributed to homogenize the stochastic characteristics of the time series and produced synchronization in the random behavior of them. Additionally, the 2008 financial crisis uncovered differences within the apparently homogeneous European sovereign markets and revealed country-specific characteristics that were partially hidden during the monetary union heyday.

    The possibility of involving citizens in measuring and providing data is becoming a reality through the concept of "Citizen Observatories". This takes advantage of everybody's capacity to use mobile phone/tablet/laptop to monitor the environment and by trying to find cheap solutions to strengthen the in-situ network of observatories needed for a Global Earth Observation System. Further to the Citizen Observatories approach, the development of cheap sensors based on disposable technologies, nanotech and the piggy-back approach could also be applied to several Societal Challenges and contribute to the GEOSS. The involvement of citizens in the domain of Earth Observation implies dealing with many diverse communities that need to be fully connected into the overall GEOSS architecture. With the introduction of a brokering capability this becomesnow possible. The value of the brokering approach has been demonstrated within the European Union funded EuroGEOSS research project.     The ocean benefits many sectors of society, being the biggest reservoir of heat, water, carbon and oxygen and playing a fundamental role regulating the earth's climate. We rely on the oceans for food, transport, energy and recreation. Therefore, a sustained marine observation network is crucial to further our understanding of the oceanic environment and to supply scientific data to meet society's need. Marine data and observations in Europe, collected primarily by state governmental agencies, is offered via five Regional Operational Oceanographic Systems (ROOS) within the context of EuroGOOS (http://www.eurogos.eu), an International Non-Profit Association of national governmental agencies and research organizations (40 members from 19 member states) committed to European-scale operational oceanography within the context of the Intergovernmental Global Ocean Observing System (GOOS). Strong cooperation within these regions, enabling the involvement of additional partners and countries, forms the basis of EuroGOOS work. Ocean data collected from different type of sensors (e.g. moored buoys, tide gauges, Ferrybox systems, High Frequency radars, gliders and profiling floats) is accessible to scientist and other end users through data portals and initiatives such as the European Marine Observations and Data Network (EMODnet) (www.emodnet.eu) and the Copernicus Marine Service Copernicus (www.copernicus.eu). Although a relatively mature European ocean observing capability already exists and its well-coordinated at European level, some gaps have been identified, for example the demand for ecosystem products and services, or the case that biogeochemical observations are still relatively sparse particularly in coastal and shelf seas. Information on LaRC's communication, electrical, and facility configurations was collected. Existing data was corrected through verification, resulting in more accurate databases. In addition, Global Positioning System(GPS) points were used in order to accurately impose buildings on digitized images. Overall, this project will help the Imaging and CADD Technology Team (ICTT) prove GIS to be a valuable resource for LaRC.

  18. Participation rate or informed choice? Rethinking the European key performance indicators for mammography screening.

    Despite the intensive controversies about the likelihood of benefits and harms of mammography screening almost all experts conclude that the choice to screen or not to screen needs to be made by the individual patient who is adequately informed. However, the "European guideline for quality assurance in breast cancer screening and diagnosis" specifies a participation rate of 70% as the key performance indicator for mammography screening. This paper argues that neither the existing evidence on benefits and harms, nor survey research with women, nor compliance rates in clinical trials, nor cost-effectiveness ratios justify participation rates as a reasonable performance indicator for preference-sensitive condition such as mammography screening. In contrast, an informed choice rate would be more reasonable. Further research needs to address the practical challenges in assessing informed choice rates. PMID:24332817

    Life depends as much on the flow of information as on the flow of energy. Here we review the many efforts to make this intuition precise. Starting with the building blocks of information theory, we explore examples where it has been possible to measure, directly, the flow of information in biological networks, or more generally where information-theoretic ideas have been used to guide the analysis of experiments. Systems of interest range from single molecules (the sequence diversity in families of proteins) to groups of organisms (the distribution of velocities in flocks of birds), and all scales in between. Many of these analyses are motivated by the idea that biological systems may have evolved to optimize the gathering and representation of information, and we review the experimental evidence for this optimization, again across a wide range of scales.

    The Wellcome Trust Case Control Consortium 3 anorexia nervosa genome-wide association scan includes 2907 cases from 15 different populations of European origin genotyped on the Illumina 670K chip. We compared methods for identifying population stratification, and suggest list of markers that may help to counter this problem. It is usual to identify population structure in such studies using only common variants with minor allele frequency (MAF) >5%; we find that this may result in highly informative SNPs being discarded, and suggest that instead all SNPs with MAF >1% may be used. We established informative axes of variation identified via principal component analysis and highlight important features of the genetic structure of diverse European-descent populations, some studied for the first time at this scale. Finally, we investigated the substructure within each of these 15 populations and identified SNPs that help capture hidden stratification.   1. Monitoring the informational efficiency of European corporate bond markets with dynamical permutation min-entropy

    In this paper the permutation min-entropy has been implemented to unveil the presence of temporal structures in the daily values of European corporate bond indices from April 2001 to August 2015. More precisely, the informational efficiency evolution of the prices of fifteen sectorial indices has been carefully studied by estimating this information-theory-derived symbolic tool over a sliding time window. Such a dynamical analysis makes possible to obtain relevant conclusions about the effect that the 2008 credit crisis has had on the different European corporate bond sectors. It is found that the informational efficiency of some sectors, namely banks, financial services, insurance, and basic resources, has been strongly reduced due to the financial crisis whereas another set of sectors, integrated by chemicals, automobiles, media, energy, construction, industrial goods & services, technology, and telecommunications has only suffered a transitory loss of efficiency. Last but not least, the food & beverage, healthcare, and utilities sectors show a behavior close to a random walk practically along all the period of analysis, confirming a remarkable immunity against the 2008 financial crisis.

    The Wellcome Trust Case Control Consortium 3 anorexia nervosa genome-wide association scan includes 2907 cases from 15 different populations of European origin genotyped on the Illumina 670K chip. We compared methods for identifying population stratification, and suggest list of markers that may help to counter this problem. It is usual to identify population structure in such studies using only common variants with minor allele frequency (MAF) >5% we find that this may result in highly informative SNPs being discarded, and suggest that instead all SNPs with MAF >1% may be used. We established informative axes of variation identified via principal component analysis and highlight important features of the genetic structure of diverse European-descent populations, some studied for the first time at this scale. Finally, we investigated the substructure within each of these 15 populations and identified SNPs that help capture hidden stratification. This work can provide information regarding the designing and interpretation of association results in the International Consortia. PMID:24549058

    The requirements for the management of information at the International Atomic Energy Agency (IAEA) and its Department of Safeguards are rapidly changing. Historically, the Department of Safeguards has had the requirement to process large volumes of conventional safeguards information. An information management system is currently in place that adequately handles the IAEA`s conventional safeguards data needs. In the post-Iraq environment, however, there is a growing need to expand the IAEA information management capability to include unconventional forms of information. These data include environmental sampling results, photographs, video film, lists of machine tools, and open-source materials such as unclassified publications. The US Department of Energy (DOE) has responded to this information management need by implementing the Safeguards Information Management Systems (SIMS) initiative. SIMS was created by the DOE to anticipate and respond to IAEA information management needs through a multilaboratory initiative that will utilize an integrated approach to develop and deploy technology in a timely and cost-effective manner. The DOE will use the SIMS initiative to coordinate US information management activities that support the IAEA Department of Safeguards.

    MIMS, Medical Information Management System is an interactive, general purpose information storage and retrieval system. It was first designed to be used in medical data management, and can be used to handle all aspects of data related to patient care. Other areas of application for MIMS include: managing occupational safety data in the public and private sectors; handling judicial information where speed and accuracy are high priorities; systemizing purchasing and procurement systems; and analyzing organizational cost structures. Because of its free format design, MIMS can offer immediate assistance where manipulation of large data bases is required. File structures, data categories, field lengths and formats, including alphabetic and/or numeric, are all user defined. The user can quickly and efficiently extract, display, and analyze the data. Three means of extracting data are provided: certain short items of information, such as social security numbers, can be used to uniquely identify each record for quick access; records can be selected which match conditions defined by the user; and specific categories of data can be selected. Data may be displayed and analyzed in several ways which include: generating tabular information assembled from comparison of all the records on the system; generating statistical information on numeric data such as means, standard deviations and standard errors; and displaying formatted listings of output data. The MIMS program is written in Microsoft FORTRAN-77. It was designed to operate on IBM Personal Computers and compatibles running under PC or MS DOS 2.00 or higher. MIMS was developed in 1987.

  7. Forest Resource Information System (FRIS)

    The technological and economical feasibility of using multispectral digital image data as acquired from the LANDSAT satellites in an ongoing operational forest information system was evaluated. Computer compatible multispectral scanner data secured from the LANDSAT satellites were demonstrated to be a significant contributor to ongoing information systems by providing the added dimensions of synoptic and repeat coverage of the Earth's surface. Major forest cover types of conifer, deciduous, mixed conifer-deciduous and non-forest, were classified well within the bounds of the statistical accuracy of the ground sample. Further, when overlayed with existing maps, the acreage of cover type retains a high level of positional integrity. Maps were digitized by a graphics design system, overlayed and registered onto LANDSAT imagery such that the map data with associated attributes were displayed on the image. Once classified, the analysis results were converted back to map form as a cover type of information. Existing tabular information as represented by inventory is registered geographically to the map base through a vendor provided data management system. The notion of a geographical reference base (map) providing the framework to which imagery and tabular data bases are registered and where each of the three functions of imagery, maps and inventory can be accessed singly or in combination is the very essence of the forest resource information system design.

    As the European family enlarges, the admission of new human resources in the health services will have an impact on the European market and health care system. Under the umbrella of the European Union (EU) equality, the educational quality barriers (e.g. PLAB test in UK, DIKATSA test in Greece) will be abolished. The overproduction of health professionals and their heterogeneous regional and per specialty distribution will lead to medical unemployment and demotion of the medical profession. Medical and political authorities and decision makers of the EU need to reform the European Health System, supervise, and assess the quality of medical education, harmonize the individual National Health System policies, and follow the World Health Organization (regional office for Europe) guidelines on health policy.     Society today is faced with new health risk situations that have been brought about by recent scientific and technical advances. Federal and state governments are required to assess the many potential health risks to exposed populations from the products (chemicals) and by-products (pollutants) of these advances. Because a sound analysis of any potential health risk should be based on the use of relevant information, it behooves those individuals responsible for making the risk assessments to know where to obtain needed information. This paper reviews the origins of toxicology information systems and explores the specialized information center concept that was proposed in 1963 as a means of providing ready access to scientific and technical information. As a means of illustrating this concept, the operation of one specialized information center (the Environmental Mutagen Information Center at Oak Ridge National Laboratory) will be discussed. Insights into how toxicological information resources came into being, their design and makeup, will be of value to those seeking to acquire information for risk assessment purposes. 7 refs., 1 fig., 4 tabs.

    The standardization of clinical laboratory information systems is one of the most difficult but important subjects for clinical laboratory community and laboratorians. International Standard Organization (ISO) has the projects in this field (JTC1/SC7) which is the part of approach to the international laboratory standardization (ISO/TC 212). US NCCLS and European CEN/TC 251 are working under ISO/TC 212. In the United States, the National Academy for Clinical Biochemistry (NACB) and the American Association for Clinical Chemistry (AACC) had started recently to organize the international collaboration program on the subject. The Japan Society of Clinical Pathology (JSCP)'s Council of Laboratory Informatics had joined this program in 1995. NACB/AACC's Ad Hoc Committee which was organized in 1996 is now trying to collect the general opinions ("what and how") through their internet home page. The current status of the works on the standardization of clinical laboratory information systems in the U.S., Europe, and Japan is reviewed briefly in this article.     The International Union for Health Promotion and Education (IUHPE) European Accreditation System for Health Promotion aims to promote quality assurance in health promotion practice, education and training. The System is designed to be flexible and sensitive to the different contexts for health promotion practice, education and training in Europe, while maintaining robust criteria. These competency-based criteria were developed in the CompHP Project (2009-2012) that developed core competencies, professional standards and an accreditation framework for health promotion practice, education and training in the context of workforce capacity development in Europe.This paper describes how consultations undertaken with the health promotion community informed the structure and processes of the IUHPE Accreditation System. An overview of its development, key functions and the piloting of its implementation, which was co-funded by the European Union in the context of the EU Health Programme, is presented.Feedback from consultations with key health promotion stakeholders in Europe indicated overall support for the development of an accreditation system for health promotion. However, a number of potential barriers to its implementation were noted including: absence of dedicated practitioners and professional bodies in some countries; lack of clarity about professional boundaries; lack of financial resources required to facilitate capacity building; and concerns about the costs, objectivity and transparency of the system. Feedback from the consultations shaped and informed the process of designing an operational accreditation system to ensure that it would be responsive to potential users' needs and concerns.Based on the agreed structures and processes, a web-based application system was developed and managed at IUHPE headquarters.     Information production and its communication being a key public health activity, developing modern information systems is a precondition for its fulfilling these assignments. A national public health information system (NPHIS) is a set of human resources combined with computing and communication technologies. It enables data linkage and data coverage as well as undertaking information production and dissemination in an effective, standardized and safe way. The Croatian Institute of Public Health LAN/WAN modules are under development. Health Safety System, Health Workers Registry, and Digital Library are among the Institute's developmental priorities. Communication between NPHIS participants would unfold over the Internet by using every relevant data protection method. Web technology-based applications would be run on special servers. Between individual applications, use would be made of the transaction module of communication through an exchange of the HL7 standard-based xml messages.     The Council for Scientific and Industrial Research (CSIR) lead by the Meraka Institute and supported by the South African National Space Agency (SANSA) developed the Advanced Fire Information System (AFIS) to provide near real time fire information to a variety of operational and science fire users including disaster managers, fire fighters, farmers and forest managers located across Southern and Eastern Africa. The AFIS combines satellite data with ground based observations and statistics and distributes the information via mobile phone technology. The system was launched in 2004, and Eskom (South Africa' and Africa's largest power utility) quickly became the biggest user and today more than 300 Eskom line managers and support staff receive cell phone and email fire alert messages whenever a wildfire is within 2km of any of the 28 000km of Eskom electricity transmission lines. The AFIS uses Earth observation satellites from NASA and Europe to detect possible actively burning fires and their fire radiative power (FRP). The polar orbiting MODIS Terra and Aqua satellites provide data at around 10am, 15pm, 22am and 3am daily, while the European Geostationary MSG satellite provides 15 minute updates at lower spatial resolution. The AFIS processing system ingests the raw satellite data and within minutes of the satellite overpass generates fire location and FRP based fire intensity information. The AFIS and new functionality are presented including an incident report and permiting system that can be used to differentiate between prescribed burns and uncontrolled wild fires, and the provision of other information including 5-day fire danger forecasts, vegetation curing information and historical burned area maps. A new AFIS mobile application for IOS and Android devices as well as a fire reporting tool are showcased that enable both the dissemination and alerting of fire information and enable user upload of geo tagged photographs and on the fly creation of fire reports

    The PROcurement Management Information System (PROMIS) provides both detailed and summary level information on all procurement actions performed within NASA's procurement offices at Marshall Space Flight Center (MSFC). It provides not only on-line access, but also schedules procurement actions, monitors their progress, and updates Forecast Award Dates. Except for a few computational routines coded in FORTRAN, the majority of the systems is coded in a high level language called NATURAL. A relational Data Base Management System called ADABAS is utilized. Certain fields, called descriptors, are set up on each file to allow the selection of records based on a specified value or range of values. The use of like descriptors on different files serves as the link between the falls, thus producing a relational data base. Twenty related files are currently being maintained on PROMIS.

    Cloud-to-ground (CG) lightning data from the European Cooperation for Lightning Detection (EUCLID) network over the period 2006-2014 are explored. Mean CG flash densities vary over the European continent, with the highest density of about 6 km-2 yr-1 found at the intersection of the borders between Austria, Italy and Slovenia. The majority of lightning activity takes place between May and September, accounting for 85 % of the total observed CG activity. Furthermore, the thunderstorm season reaches its highest activity in July, while the diurnal cycle peaks around 15:00 UTC. A difference between CG flashes over land and sea becomes apparent when looking at the peak current estimates. It is found that flashes with higher peak currents occur in greater proportion over sea than over land.

  11. A quality assessment of the MARS crop yield forecasting system for the European Union

    Timely information on crop production forecasts can become of increasing importance as commodity markets are more and more interconnected. Impacts across large crop production areas due to (e.g.) extreme weather and pest outbreaks can create ripple effects that may affect food prices and availability elsewhere. The MARS Unit (Monitoring Agricultural ResourceS), DG Joint Research Centre, European Commission, has been providing forecasts of European crop production levels since 1993. The operational crop production forecasting is carried out with the MARS Crop Yield Forecasting System (M-CYFS). The M-CYFS is used to monitor crop growth development, evaluate short-term effects of anomalous meteorological events, and provide monthly forecasts of crop yield at national and European Union level. The crop production forecasts are published in the so-called MARS bulletins. Forecasting crop yield over large areas in the operational context requires quality benchmarks. Here we present an analysis of the accuracy and skill of past crop yield forecasts of the main crops (e.g. soft wheat, grain maize), throughout the growing season, and specifically for the final forecast before harvest. Two simple benchmarks to assess the skill of the forecasts were defined as comparing the forecasts to 1) a forecast equal to the average yield and 2) a forecast using a linear trend established through the crop yield time-series. These reveal a variability in performance as a function of crop and Member State. In terms of production, the yield forecasts of 67% of the EU-28 soft wheat production and 80% of the EU-28 maize production have been forecast superior to both benchmarks during the 1993-2013 period. In a changing and increasingly variable climate crop yield forecasts can become increasingly valuable - provided they are used wisely. We end our presentation by discussing research activities that could contribute to this goal.

  12. Fisher Information in Ecological Systems

    Fisher information is being increasingly used as a tool of research into ecological systems. For example the information was shown in Chapter 7 to provide a useful diagnostic of the health of an ecology. In other applications to ecology, extreme physical information (EPI) has been used to derive the population-rate (or Lotka-Volterra) equations of ecological systems, both directly [1] and indirectly (Chapter 5) via the quantum Schrodinger wave equation (SWE). We next build on these results, to derive (i) an uncertainty principle (8.3) of biology, (ii) a simple decision rule (8.18) for predicting whether a given ecology is susceptible to a sudden drop in population (Section 8.1), (iii) the probability law (8.57) or (8.59) on the worldwide occurrence of the masses of living creatures from mice to elephants and beyond (Section 8.2), and (iv) the famous quarter-power laws for the attributes of biological and other systems. The latter approach uses EPI to derive the simultaneous quarter-power behavior of all attributes obeyed by the law, such as metabolism rate, brain size, grazing range, etc. (Section 8.3). This maximal breadth of scope is allowed by its basis in information, which of course applies to all types of quantitative data (Section 1.4.3, Chapter 1).

    The NASA Environmental Information System (NEIS) is a tool to support the functions of the NASA Operational Environment Team (NOET). The NEIS is designed to provide a central environmental technology resource drawing on all NASA centers' capabilities, and to support program managers who must ultimately deliver hardware compliant with performance specifications and environmental requirements. The NEIS also tracks environmental regulations, usages of materials and processes, and new technology developments. It has proven to be a useful instrument for channeling information throughout the aerospace community, NASA, other federal agencies, educational institutions, and contractors. The associated paper will discuss the dynamic databases within the NEIS, and the usefulness it provides for environmental compliance efforts.

  14. Changes in European legislation make it timely to introduce a transparent market surveillance system for cosmetics.

    Marketing of cosmetics often makes strong claims linked to active ingredients. This is especially so for anti-ageing products, where the presentation and content of "active" ingredients may create new difficulties in their classification as cosmetics or medicinal products. A recent change in European legislation classifies a product as medicinal by virtue of its "function", in addition to the previous definition of "presentation" (i.e. marketing linked to diseases). Thus, formulations that also restore, correct or modify physiological functions by exerting a pharmacological, immunological or metabolic action should henceforth be covered by the Medicinal Products Directive. A cosmetic product must be suitable for its purpose and should not lead to adverse reactions that are disproportional in relation to its intended effect. However, the forthcoming ban on animal testing of cosmetic ingredients and the new European regulation, REACH (Registration, Evaluation and Authorisation of Chemicals), which aims to ensure a high level of chemical safety to protect human health and the environment, will probably have limited impact on the safety assessment of cosmetics. In order to enable consumers to make informed purchasing decisions, greater transparency in the process of assessing the performance of cosmetics is needed. Introduction of a more transparent system, enabling consumers and professionals to examine the scientific evidence for the claimed effect and the safety assessment of cosmetics, is therefore timely. Lack of transparency increases the risk of consumers wasting money on cosmetics that do not deliver the desired effects. This may jeopardize public trust in the cosmetic industry. PMID:17989885

The Alarm System will sense or detect, assess, and respond to suspicious activities that may be detrimental to information on the network or to continued operation of the network. The responses will allow stopping, isolating, or ejecting the suspicious activities. The number of sensors, the sensitivity of the sensors, the assessment criteria, and the desired responses may be set by the using organization to meet their local security policies.

    In an effort to provide service-oriented environmental risk assessment expertise, the Department of Energy (DOE) Center for Risk Excellence (CRE) and DOE Oak Ridge Operations Office (ORO) are sponsoring Oak Ridge National Laboratory (ORNL) to develop a web-based system for disseminating risk tools and information to its users. This system, the Risk Assessment Information System (RAIS), was initially developed to support the site-specific needs of the DOE-ORO Environmental Restoration Risk Assessment Program. With support from the CRE, the system is currently being expanded to benefit all DOE risk information users and can be tailored to meet site-specific needs. Taking advantage of searchable and executable databases, menu-driven queries, and data downloads, using the latest World Wide Web technologies, the RAIS offers essential tools that are used in the risk assessment process or anywhere from project scoping to implementation.   18. Informed Consent for Interventional Radiology Procedures: A Survey Detailing Current European Practice

    Purpose: Official recommendations for obtaining informed consent for interventional radiology procedures are that the patient gives their consent to the operator more than 24 hr prior to the procedure. This has significant implications for interventional radiology practice. The purpose of this study was to identify the proportion of European interventional radiologists who conform to these guidelines. Methods: A questionnaire was designed consisting of 12 questions on current working practice and opinions regarding informed consent. These questions related to where, when and by whom consent was obtained from the patient. Questions also related to the use of formal consent forms and written patient information leaflets. Respondents were asked whether they felt patients received adequate explanation regarding indications for intervention,the procedure, alternative treatment options and complications. The questionnaire was distributed to 786 European interventional radiologists who were members of interventional societies. The anonymous replies were then entered into a database and analyzed. Results: Two hundred and fifty-four (32.3%) questionnaires were returned. Institutions were classified as academic (56.7%),non-academic (40.5%) or private (2.8%). Depending on the procedure,in a significant proportion of patients consent was obtained in the outpatient department (22%), on the ward (65%) and in the radiology day case ward (25%), but in over half (56%) of patients consent or re-consent was obtained in the interventional suite. Fifty percent of respondents indicated that they obtain consent more than 24 hr before some procedures, in 42.9% consent is obtained on the morning of the procedure and 48.8% indicated that in some patients consent is obtained immediately before the procedure. We found that junior medical staff obtained consent in 58% of cases. Eighty-two percent of respondents do not use specific consent forms and 61% have patient information leaflets. The

    The value of high-throughput genomic research is dramatically enhanced by association with key patient data. These data are generally available but of disparate quality and not typically directly associated. A system that could bring these disparate data sources into a common resource connected with functional genomic data would be tremendously advantageous. However, the integration of clinical and accurate interpretation of the generated functional genomic data requires the development of information management systems capable of effectively capturing the data as well as tools to make that data accessible to the laboratory scientist or to the clinician. In this review these challenges and current information technology solutions associated with the management, storage and analysis of high-throughput data are highlighted. It is suggested that the development of a pharmacogenomic data management system which integrates public and proprietary databases, clinical datasets, and data mining tools embedded in a high-performance computing environment should include the following components: parallel processing systems, storage technologies, network technologies, databases and database management systems (DBMS), and application services.     Large enterprises are ever more dependent on their Large-Scale Information Systems (LSLS), computer systems that are distinguished architecturally by distributed components--data sources, networks, computing engines, simulations, human-in-the-loop control and remote access stations. These systems provide such capabilities as workflow, data fusion and distributed database access. The Nuclear Weapons Complex (NWC) contains many examples of LSIS components, a fact that motivates this research. However, most LSIS in use grew up from collections of separate subsystems that were not designed to be components of an integrated system. For this reason, they are often difficult to analyze and control. The problem is made more difficult by the size of a typical system, its diversity of information sources, and the institutional complexities associated with its geographic distribution across the enterprise. Moreover, there is no integrated approach for analyzing or managing such systems. Indeed, integrated development of LSIS is an active area of academic research. This work developed such an approach by simulating the various components of the LSIS and allowing the simulated components to interact with real LSIS subsystems. This research demonstrated two benefits. First, applying it to a particular LSIS provided a thorough understanding of the interfaces between the system's components. Second, it demonstrated how more rapid and detailed answers could be obtained to questions significant to the enterprise by interacting with the relevant LSIS subsystems through simulated components designed with those questions in mind. In a final, added phase of the project, investigations were made on extending this research to wireless communication networks in support of telemetry applications.

    The Advanced Information Processing System (AIPS) is a multi-computer architecture composed of hardware and software building blocks that can be configured to meet a broad range of application requirements. The hardware building blocks are fault-tolerant, general-purpose computers, fault-and damage-tolerant networks (both computer and input/output), and interfaces between the networks and the computers. The software building blocks are the major software functions: local system services, input/output, system services, inter-computer system services, and the system manager. The foundation of the local system services is an operating system with the functions required for a traditional real-time multi-tasking computer, such as task scheduling, inter-task communication, memory management, interrupt handling, and time maintenance. Resting on this foundation are the redundancy management functions necessary in a redundant computer and the status reporting functions required for an operator interface. The functional requirements, functional design and detailed specifications for all the local system services are documented.

  7. Harmonising and competing for medicines regulation: how healthy are the European Union's systems of drug approval?

    Europeanised procedures of marketing authorisation for medicines are becoming increasingly important within EU Member States relative to national licensing systems. Since 1 January 1998 parallel national applications for drug approvals in EU Member States have disappeared and it is only possible to market a new drug in more than one Member State via Europeanised procedures. Yet the implications of these Euro-procedures for public health remain little researched or debated. This paper discusses the health and safety implications of three key features of such Europeanisation, namely, the harmonisation of drug safety standards, the competition between the national regulatory agencies of Member States for application fees from industry and the industrial capture of regulators within the regulatory process. Drawing on 42 interviews in Brussels, Germany, Sweden, the Netherlands and the UK, the perspectives of European regulators, industrial scientists and regulatory affairs managers on these matters are analysed. While most industry sources believe that the new Euro-procedures will not harm public health, at least half of the regulators were concerned that European harmonisation of safety standards and competition between national agencies to accelerate approval times in order to attract industry fees pose a threat to public health and safety. National regulatory agencies find themselves in an internal EU market competing for regulatory fees from industry. This marketisation of regulation puts pressure on regulators to 'sell themselves' as the fastest in reviewing and approving drugs. Swedish regulators displayed the greatest anxieties about these matters. Unfortunately, we found it impossible to verify these regulators' worries or industry's optimism because of the secrecy that attends these Euro-procedures.     This special section of Comments on Atomic, Molecular and Optical Physics (CAMOP) in Physica Scripta collects some of the papers that have been presented at the 18th European Conference on Dynamics of Molecular Systems MOLEC 2010 held in September 2010 in Curia, Portugal, as part of a series of biennial MOLEC conferences. This started in 1976 in Trento, Italy, and has continued, visiting 17 cities in 11 countries, namely Denmark, The Netherlands, Israel, France, Italy, Germany, Czech Republic, Spain, United Kingdom, Turkey and Russia. Following the MOLEC tradition, the scientific programme of the Curia meeting focused on experimental and theoretical studies of molecular interactions, collision dynamics, spectroscopy, and related fields. It included invited speakers from 22 countries, who were asked to summarize the problems reported in their presentations with the objective of revealing the current thinking of leading researchers in atomic, molecular and optical physics. It is hoped that their authoritative contributions presented in this CAMOP special section will also appeal to non-specialists through their clear and broad introductions to the field as well as references to the accessible literature. This CAMOP special section comprises ten contributions, which cover theoretical studies on the electronic structure of molecules and clusters as well as dynamics of elastic, inelastic and reactive encounters between atoms, molecules, ions, clusters and surfaces.
