    Maintenance of family processes can protect parents, children, and families from the detrimental effects of extreme stressors, such as homelessness. When families cannot maintain routines and rituals, the stressors of poverty and homelessness can be compounded for both caregivers and children. However, characteristics of living situations common among families experiencing homelessness present barriers to the maintenance of family routines and rituals. We analyzed 80 in-depth interviews with parents who were experiencing or had recently experienced an instance of homelessness. We compared their assessments of challenges to family schedules, routines, and rituals across various living situations, including shelter, transitional housing programs, doubled-up (i.e., living temporarily with family or friends), and independent housing. Rules common across shelters and transitional housing programs impeded family processes, and parents felt surveilled and threatened with child protective service involvement in these settings. In doubled-up living situations, parents reported adapting their routines to those of the household and having parenting interrupted by opinions of friends and family members. Families used several strategies to maintain family routines and rituals in these living situations and ensure consistency and stability for their children during an otherwise unstable time. However, characteristics of living situations common among families experiencing homelessness present barriers to the maintenance of family routines and rituals. We analyzed 80 in-depth interviews with parents who were experiencing or had recently experienced an instance of homelessness. We compared their assessments of challenges to family schedules, routines, and rituals across various living situations, including shelter, transitional housing programs, doubled up (i.e. living temporarily with family/friend), and independent housing. Rules common across shelters and transitional housing programs impeded family processes, and parents felt surveilled and threatened with child protective service involvement in these settings. In doubled up living situations, parents reported adapting their routines to those of the household and having parenting interrupted by opinions of friends and family members. Families used several strategies to maintain family rituals and routines in these living situations and ensure consistency and stability for their children during an otherwise unstable time.     The House International Relations Subcommittee on Operations and Human Rights approved HR 1253 by voice vote on April 10, 1997. HR 1253 is a reauthorization of State Department programs for fiscal years 1998 and 1999. Republican anti-choice subcommittee chair Chris Smith inserted language which prohibits the State Department from funding the UNFPA, the UN family planning program. The restriction would only be lifted if President Clinton certifies that the UNFPA has ended all activities in China or that no government-coerced abortions have taken place in China during the previous 12 months. Since neither change is likely, the Smith provision would effectively bar the US from funding the UNFPA, even though the agency does not support abortion services. The State Department authorization was then taken up by the full House International Relations Committee as part of HR 1486, a bill which would reorganize foreign policy operations. By a 23-16 vote on May 6, the committee approved an amendment which deleted the Smith provision and instead stipulated that US funds cannot be used for UNFPA programs in China. Pro-choice representative Tom Campbell sponsored the amendment which deleted the Smith provision. President Clinton's proposed budget for fiscal year 1998 also includes the Campbell provision.     Because homelessness assistance programs are designed to help families, it is important for policymakers and practitioners to understand how families experiencing homelessness make housing decisions, particularly when they decide not to use available services. This study explores those decisions using in-depth qualitative interviews with 80 families recruited in shelters across four sites approximately six months after they were assigned to one of four conditions (permanent housing subsidies, project-based transitional housing, community-based rapid re-housing, and usual care). Familiar neighborhoods near children’s schools, transportation, family and friends, and stability were important to families across conditions. Program restrictions on eligibility constrained family choices. Subsidized housing was the most desired intervention and families leased up at higher rates than in other studies of poor families. Respondents were least comfortable in and most likely to leave transitional housing. Uncertainty associated with community-based rapid re-housing generated considerable anxiety. Across interventions, many families had to make unhappy compromises, often leading to further moves. Policy recommendations are offered. PMID:25258503

    The U.S. Department of Housing and Urban Development (HUD) recently announced the creation of a pilot loan program for home energy improvements. The PowerSaver loan program is a new, energy-focused variant of the Title I Property Improvement Loan Insurance Program (Title I Program) and is planned for introduction in early 2011. The PowerSaver pilot will provide lender insurance for secured and unsecured loans up to $25,000 to single family homeowners. These loans will specifically target residential energy efficiency and renewable energy improvements. HUD estimates the two-year pilot will fund approximately 24,000 loans worth up to $300 million; the program is not capped. The Federal Housing Administration (FHA), HUD's mortgage insurance unit, will provide up to $25 million in grants as incentives to participating lenders. FHA is seeking lenders in communities with existing programs for promoting residential energy upgrades.

    A longitudinal quasi-experimental study with two comparison groups was conducted to test the effects of a Green House (GH®) nursing home program on residents' family members. The GH®s are individual residences, each serving 10 elders, where certified nursing assistant (CNA)-level resident assistants form primary relationships with residents and family, family is encouraged to visits, and professionals adapted their roles to support the model. GH® family were somewhat less involved in providing assistance to their residents although family contact did not differ among the settings at any time period. GH® family were more satisfied with their resident's care and with their own experience as family members, and had no greater family burden. Issues in studying family outcomes are discussed as well as implications for roles of various personnel, including social service and activities staff in a GH® model. PMID:19361115

    Household food insecurity is a pervasive problem in North America with serious health consequences. While affordable housing has been cited as a potential policy approach to improve food insecurity, the relationship between conventional notions of housing affordability and household food security is not well understood. Furthermore, the influence of housing subsidies, a key policy intervention aimed at improving housing affordability in Western countries, on food insecurity is unclear. We undertook a cross-sectional survey of 473 families in market rental (n?=?222) and subsidized (n?=?251) housing in high-poverty urban neighborhoods to examine the influence of housing circumstances on household food security. Food insecurity, evident among two thirds of families, was inversely associated with income and after-shelter income. Food insecurity prevalence did not differ between families in market and subsidized housing, but families in subsidized housing had lower odds of food insecurity than those on a waiting list for such housing. Market families with housing costs that consumed more than 30% of their income had increased odds of food insecurity. Rent arrears were also positively associated with food insecurity. Compromises in housing quality were evident, perhaps reflecting the impact of financial constraints on multiple basic needs as well as conscious efforts to contain housing costs to free up resources for food and other needs. Our findings raise questions about current housing affordability norms and highlight the need for a review of housing interventions to ensure that they enable families to maintain adequate housing and obtain their other basic needs.     The US Army Forces Command (FORSCOM) tasked Pacific Northwest Laboratory (PNL) in support of the US Department of Energy (DOE) Federal Energy Management Program (FEMP) to conduct a postconstruction evaluation of the air-source heat pumps installed in family housing at Hunter Army Air Field (AAF). The objective of this project was to investigate and resolve concerns about an increase in energy costs at Hunter AAF following the installation of heat pumps in November 1992. After completing several analyses and a field inspection of the heat pumps in family housing at Hunter AAF, the following conclusions were made: the installation of air-source heat pumps reduced the annual energy cost in family housing by $46,672 in 1993; the heat pump thermostat controls in Hunter AAF family housing appear to be incorrectly installed; and the Hunter AAF electric utility bill increased 10% during the first 6 months of 1993 compared to the first 6 months of 1992.

  6. Changes to indoor air quality as a result of relocating families from slums to public housing

    One largely unstudied benefit of relocating families from slums to public housing is the potential improvement in indoor air quality (IAQ). We compared families that moved from slums to public housing with those that remained living in slums in Santiago, Chile in terms of fine particulate matter (PM2.5) as main indicator of change. A cross-sectional study of 98 relocated families and 71 still living in slums was carried out, obtaining indoor and outdoor samples by a Personal Environmental Monitor. Home characteristics, including indoor air pollution sources were collected through questionnaires. Multivariate regression models included the intervention (public housing or slum), indoor pollution sources, outdoor PM2.5 and family characteristics as predictors. Indoor PM2.5 concentrations were higher in slums (77.8 ?g m-3 [SD = 35.7 ?g m-3]) than in public housing (55.7 ?g m-3 [SD = 34.6 ?g m-3], p < 0.001). Differences between indoor and outdoor PM2.5 were significant only in the slum houses. The multivariate analysis showed that housing intervention significantly decreased indoor PM2.5 (10.4 ?g m-3) after adjusting by the other predictors. Outdoor PM2.5 was the main predictor of indoor PM2.5. Other significant factors were water heating fuels and indoor smoking. Having infants 1-23 months was associated with a lowering of indoor PM2.5. Our results suggest that a public housing program that moves families from slums to public housing improves indoor air quality directly and also indirectly through air pollution sources.

    Objectives. We compared Home to Stay, a pilot of intensive housing placement and community transition services for episodic and recidivist homeless families, with a standard services approach. Methods. Using intention-to-treat analyses, we conducted a modified randomized trial of 138 Home to Stay client families and a control group of 192 client families receiving standard shelter services. Results. Home to Stay clients exited shelter more quickly than clients in the control group (Cox regression, P?housing subsidies (75% vs 56%), stayed out of shelter longer (Cox regression, P?=?.011), and spent fewer total days in shelter (376 days vs 449 days). Home to Stay performed best with clients who entered shelter within 180 days of the pilot’s start date and had less impact on clients entering shelter before that time. Conclusions. Relative to standard services, Home to Stay services can accelerate exit from shelter and reduce return to shelter and total sheltered days for episodic and recidivist homeless families. Standard shelter services may be able to narrow this performance gap by incentivizing work with all episodic and recidivist homeless families. PMID:24148053

    This article reports 2-year outcomes from a cluster randomized, controlled trial of the Early Risers (ER) program implemented as a selective preventive intervention in supportive housing settings for homeless families. Based on the goals of this comprehensive prevention program, we predicted that intervention participants receiving ER services would show improvement in parenting and child outcomes relative to families in treatment-as-usual sites. The sample included 270 children in 161 families, residing in 15 supportive housing sites; multimethod, multi-informant assessments conducted at baseline and yearly thereafter included parent and teacher report of child adjustment, parent report of parenting self-efficacy, and parent-child observations that yielded scores of effective parenting practices. Data were modeled in HLM7 (4-level model accounting for nesting of children within families and families within housing sites). Two years' postbaseline, intent-to-treat (ITT) analyses indicated that parents in the ER group showed significantly improved parenting self-efficacy, and parent report indicated significant reductions in ER group children's depression. No main effects of ITT were shown for observed parenting effectiveness. However, over time, average levels of parenting self-efficacy predicted observed effective parenting practices, and observed effective parenting practices predicted improvements in both teacher- and parent-report of child adjustment.   12. Pyrethroids in house dust from the homes of farm worker families in the MICASA study

    Indoor pesticide exposure is a growing concern, particularly for pyrethroids, a commonly used class of pesticides. Pyrethroid concentrations may be especially high in homes of immigrant farm worker families, who often live in close proximity to agricultural fields and are faced with poor housing conditions, potentially causing high pest infestation and pesticide use. We investigate levels of pyrethroids in the house dust of farm worker family homes in a study of mothers and children living in Mendota, CA, within the population-based Mexican Immigration to California: Agricultural Safety and Acculturation (MICASA) Study. We present pesticide use data and levels of pyrethroid pesticides in indoor dust collected in 2009 as measured by questionnaires and a GC/MS analysis of the pyrethroids cis- and trans-permethrin, cypermethrin, deltamethrin, esfenvalerate and resmethrin in single dust samples collected from 55 households. Cis- and trans-permethrin had the highest detection frequencies at 67%, with median concentrations of 244 and 172 ng/g dust, respectively. Cypermethrin was detected in 52% of the homes and had a median concentration of 186 ng/g dust. Esfenvalerate, resmethrin and deltamethrin were detected in less than half the samples. We compared the pyrethroid concentrations found in our study to other studies looking at both rural and urban homes and daycares. Lower detection frequencies and/or lower median concentrations of cis- and trans-permethrin and cypermethrin were observed in our study as compared to those studies. However, deltamethrin, esfenvalerate and resmethrin were detected more frequently in the house dust from our study than in the other studies. Because households whose children had higher urinary pyrethroid metabolite levels were more likely to be analyzed in this study, a positive bias in our estimates of household pyrethroid levels may be expected. A positive association was observed with reported outdoor pesticide use and cypermethrin levels found in the indoor dust samples (rs = 0.28, p = 0.0450). There was also a positive association seen with summed pyrethroid levels in house dust and the results of a pesticide inventory conducted by field staff (rs = 0.32, p = 0.018), a potentially useful predictor of pesticide exposure in farm worker family homes. Further research is warranted to fully investigate the utility of such a measure. PMID:24096042

    Childhood exposure to secondhand smoke (SHS) is a serious threat to public health and can be influenced by parental lifestyle habits and beliefs. Taking the above into account we aimed at locating predictors of parental induced exposure to SHS in the house and family car among 614 children who visited the emergency department of two large pediatric hospitals in Athens, Greece. The multivariate analysis revealed that the factors found to mediate household exposure to paternal SHS were the number of cigarettes smoked per day (O.R 1.13, p<0.001) while, having a non-smoking spouse had a protective effect (O.R 0.44, p=0.026). Maternally induced household SHS exposure was related to cigarette consumption. For both parents, child exposure to SHS in the family car was related to higher numbers of cigarettes smoked (p<0.001), and for fathers was also more often found in larger families. Additionally, lower educated fathers were more likely to have a spouse that exposes their children to SHS inside the family car (O.R 1.38 95%C.I: 1.04–1.84, p=0.026). Conclusively, efforts must be made to educate parents on the effects of home and household car exposure to SHS, where smoke free legislation may be difficult to apply. PMID:19440392

    Under ad libitum conditions, laboratory house mice (Mus domesticus) fragment considerable amounts of pelleted food and leave it scattered in their cages. The proportion of food thus wasted (in relation to food eaten) varies remarkably among individuals, from 2% to 40%, but is highly consistent in consecutive trials, even when the mice were moved from 22 to -10 degrees C and food consumption doubled. Food wasting did not differ either between the sexes or between genetic lines that had been selected (10 generations) for high voluntary wheel-running behavior (n=4) and their unselected control lines (n=4). However, it varied significantly among replicate lines within the selection groups and among families within the lines (coefficient of intraclass correlation for full sibs, rhof=0.41 in room temperature trials and rhof=0.34 in cold trials). Moreover, the percent of food wasted was negatively correlated with food consumption in the cold trials (males: r=-.36, females: r=-.20) and with total litter mass at weaning (the litters into which they were born; r=-.24), two traits that may affect Darwinian fitness. We conclude that food wastage should not be ignored without justification in calculations of food consumption. In addition, "table manners" can convey reliable information about family origin of an individual and its quality, and therefore could potentially play a role in establishment of social status.     The distributions of insured losses to single-family housing following the 1994 Northridge, California, earthquake for 234 ZIP codes can be satisfactorily modeled with gamma distributions. Regressions of the parameters in the gamma distribution on estimates of ground motion, derived from ShakeMap estimates or from interpolated observations, provide a basis for developing curves of conditional probability of loss given a ground motion. Comparison of the resulting estimates of aggregate loss with the actual aggregate loss gives satisfactory agreement for several different ground-motion parameters. Estimates of loss based on a deterministic spatial model of the earthquake ground motion, using standard attenuation relationships and NEHRP soil factors, give satisfactory results for some ground-motion parameters if the input ground motions are increased about one and one-half standard deviations above the median, reflecting the fact that the ground motions for the Northridge earthquake tended to be higher than the median ground motion for other earthquakes with similar magnitude.     Patterns of energy consumption in apartment buildings are different than those in single-family houses. Apartment buildings have different physical characteristics, and their inhabitants have different demographic attributes. This study develops models that predict energy usage in apartment buildings in College Station. This is accomplished by analyzing and identifying the predictive variables that affect energy usage, studying the consumption patterns, and creating formulas based on combinations of these variables. According to the hypotheses and the specific research context, a cross-sectional design strategy is adopted. This choice implies analyses across variations within a sample of fourplex apartments in College Station. The data available for analysis include the monthly billing data along with the physical characteristics of the building, climate data for College Station, and occupant demographic characteristics. A simple random sampling procedure is adopted. The sample size of 176 apartments is drawn from the population in such a way that every possible sample has the same chance of being selected. Statistical methods used to interpret the data include univariate analysis (mean, standard deviation, range, and distribution of data), correlation analysis, regression analysis, and ANOVA (analyses of variance). The results show there are significant differences in cooling efficiency and actual energy consumption among different building types, but there are no significant differences in heating consumption. There are no significant differences in actual energy consumption between student and non-student groups or among ethnic groups. The findings indicate that there are significant differences in actual energy consumption among marital status groups and educational level groups. The multiple regression procedures show there is a significant relationship between normalized annual consumption and the combined variables of floor area, marital status, dead band, construction material, summer thermostat setting, heating, slope, and base load, as well as a relationship between cooling slope and the combined variables of share wall, floor level, summer thermostat setting, external wall, and American household. In addition, there is a significant relationship between heating slope and the combined variables of winter thermostat setting, market value, student, and rent. The results also indicate there is a relationship between base load and the combined variables of floor area, market value, age of the building, marital status, student, and summer thermostat setting.

  15. Bringing life course home: a pilot to reduce pregnancy risk through housing access and family support.

    Proponents of life course comment that while the theory is persuasive, translating theory to practice is daunting. This paper speaks to the challenges and possibilities of intervention based on life course theory. It describes Healthy Start in Housing (HSiH), a partnership between the Boston Public Health Commission (BPHC) and the Boston Housing Authority (BHA) to reduce stress due to housing insecurity among low-income, pregnant women. HSiH seeks improved birth outcomes and long term health of mothers and infants. BHA goals are improved quality of life for participants, greater public housing stability and enhanced impact of housing on community well-being. HSiH is a 1 year pilot offering 75 housing units to pregnant women at risk of adverse birth outcomes and homelessness. BHA provides housing and expedites processing of HSiH applications; BPHC staff oversee enrollment, guide women through the application process, and provide enhanced, long-term case management. Of 130 women referred to HSiH to date, 53 were ineligible, 59 have submitted applications, 13 are preparing applications and 5 dropped out. Nineteen women have been housed. Among eligible women, 58 % had medical conditions, 56 % mental health conditions, and 14 % prior adverse outcomes; 30 % had multiple risks. Standardized assessments reflected high levels of depressive symptoms; 41 % had symptoms consistent with post-traumatic stress disorder. Life course theory provides both the framework and the rationale for HSiH. HSiH experience confirms the salience of daily social experience to women's health and the importance of addressing stressors and stress in women's lives. PMID:23820672

  1. Families, Friends, and the Neighborhood of Older Adults: Evidence from Public Housing in Singapore

    Introduction. This empirical paper examines how the Housing Development Board (HDB) public housing neighborhood influences older urban Singaporeans' social interactions and ameliorates social isolation. Methods. Using 4,542 observations of noninstitutionalized urban adults aged 60 and above, ordered logistic regressions are run to determine the predictors of isolation while controlling for physical health and demographics. Results. 87% of older Singaporeans reside in public housing apartments while 13% reside in private market housing. The main predictor of social isolation is living alone and the second main predictor is coresidence with adult children. The relationship between coresidence with adult children and isolation is mediated when controlling for older adult functional limitations. The public apartment neighborhood and daily participation in public neighborhood events have substantial effects on reducing the risk of isolation. Older adult contact with friends alleviates isolation more than contact with non-coresiding relatives. Conclusion. Findings suggest that the public neighborhood-built environment in Singapore plays a positive role in the social interactions of the elderly. Knowledge of the factors that decrease the risk of social isolation will have implications for studying morbidity and mortality among the elderly. PMID:22162809

    OBJECTIVE: To evaluate the pathway of leaded dust from a lead-zinc-copper mine to houses of employees, and the impact on blood lead concentrations (PbB) of children. METHODS: High precision lead isotope and lead concentration data were obtained on venous blood and environmental samples (vacuum cleaner dust, interior dustfall accumulation, water, paint) for eight children of six employees (and the employees) from a lead-zinc-copper mine. These data were compared with results for 11 children from occupationally unexposed control families living in the same city. RESULTS: The median (range) concentrations of lead in vacuum cleaner dust was 470 (21-1300) ppm. In the houses of the mine employees, vacuum cleaner dust contained varying higher proportions of mine lead than did airborne particulate matter measured as dustfall accumulated over a three month period. The median (range) concentrations of lead in soil were 30 (5-407) ppm and these showed no evidence of any mine lead. Lead in blood of the mine employees varied from 7 to 25 micrograms/dl and was generally dominated by mine lead (> 60%). The mean (SD) PbB in the children of the mine employees was 5.7 (1.7) micrograms/dl compared with 4.1 (1.4) micrograms/dl for the control children (P = 0.02). The PbB of all children was always < 10 micrograms/dl, the Australian National Health and Medical Research Council goal for all Australians. Some of the control children had higher PbB than the children of mine employees, probably from exposure to leaded paint as six of the eight houses of the control children were > 50 years old. In five of the eight children of mine employees > 20% of PbB was from the lead mine. However, in the other three cases of children of mine employees, their PbB was from sources other than mine lead (paint, petrol, background sources). CONCLUSIONS: Houses of employees from a lead mine can be contaminated by mine lead even if they are not situated in the same place as the mine. Delineation of the mine to house pathway indicates that lead is probably transported into the houses on the clothes, shoes, hair, skin, and in some cases, motor vehicles of the workers. In one case, dust shaken from clothes of a mine employee contained 3000 ppm lead which was 100% mine lead. The variable contamination of the houses was not expected given the precautions taken by mine employees to minimise transportation of lead into their houses. Although five out of the eight children of mine employees had > 20% mine lead in their blood, in no case did the PbB of a child exceed the Australian National Health and Medical Research Council goal of 10 micrograms/dl. In fact, some children in the control families had higher PbB than children of mine employees. In two cases, this was attributed to a pica habit for paint. The PbB in the children of mine employees and controls was independent of the source of lead. The low PbB in the children of mine employees may reflect the relatively low solubility (bioavailability) of the mine dust in 0.1 M hydrochloric acid (< 40 %), behaviour--for example, limited mouthing activity--or diet.     In this chapter we investigate root causes of the recent US housing bubble which has been caused a serious downturn in US economic growth since autumn of 2008. We propose a simple model of housing markets in order to indicate the possible determinants of recent housing prices. Utilizing the model, we verify a number of hypotheses which have been proposed in the recent literature on the housing bubbles. We suggest that the main causes of the housing bubble from 2000 to 2006 are (1) non-elastic housing supply in the metropolitan areas, and (2) declines in the mortgage loan rate and the housing premium by the massive mortgage credit expansion. We also suggest that these factors were strongly influenced by policies that governments and the Federal Reserve Board performed.

    Allergy represents an increasing thread to public health in both developed and emerging countries and the dust mites Dermatophagoides pteronyssinus (Der p), Blomia tropicalis (Blo t), Dermatophagoides farinae (Der f), Lepidoglyphus destructor (Lep d) and Suidasia medanensis (Sui m) strongly contribute to this problem. Their allergens are classified in several families among which families 5 and 21 which are the subject of this work. Indeed, their biological function as well as the mechanism or epitopes by which they are contributing to the allergic response remain unknown and their tridimensional structures have not been resolved experimentally except for Blo t 5 and Der p 5. Blo t 5 is a monomeric three helical bundle, whereas Der p 5 shows a three helical bundle with a kinked N-terminal helix that assembles in an entangled dimeric structure with a large hydrophobic cavity. This cavity could be involved in the binding of hydrophobic ligands, which in turn could be responsible for the shift of the immune response from tolerance to allergic inflammation. We used molecular modelling approaches to bring out if other house dust mite allergens of families 5 and 21 (Der f 5, Sui m 5, Lep d 5, Der p 21 and Der f 21) could dimerize and form a large cavity in the same way as Der p 5. Monomeric models were first performed with MODELLER using the experimental structures of Der p 5 and Blo t 5 as templates. The ClusPro server processed the selected monomers in order to assess their capacity to form dimeric structures with a positive result for Der p 5 and Der f 5 only. The other allergens (Blo t 5, Sui m 5, Lep d 5, Der p 21 and Der f 21) did not present such a propensity. Moreover, we identified mutations that should destabilize and/or prevent the formation of the Der p 5 dimeric structure. The production of these mutated proteins could help us to understand the role of the dimerization process in the allergic response induced by Der p 5, and if Der p 5 and Der f 5 behave similarly.     The family environment plays an important role in influencing children’s dietary behaviors. Traditionally, African American extended family members play a key role in child socialization. We examine the role of extended families in how children are socialized to adopt dietary norms. We conducted in-depth, semi-structured interviews with 24 individuals across eight family units to elicit information regarding the influences of culture and families on children’s dietary behaviors. Findings suggest that families teach children to value activities that combine quality time and enjoying food together; adults are inconsistent in how they teach children to adopt desired dietary behaviors. This work has implications for improving family-based interventions for African American children through promoting healthful behaviors that are also respectful of family dietary traditions, improving communication between adults and children, and leveraging family members as attitudinal and behavioral referents.     This week's In the News looks at the International Monetary Fund's recent lending agreement with Russia. The nine resources discussed offer commentary, news, analysis, and background information concerning the IMF's current economic package, and discuss the Russian economic crisis in general. A key player in the New Russian Federation's transition to a market economy, the IMF, agreed to ease Russia's ongoing financial crisis on July 13, 1998 with a loan of 15.1 billion dollars (to be dispersed over two years). According to IMF First Deputy Managing Director Stanley Fischer, this amount is "a very significant draw on our resources," although the IMF has protected its funding carefully via terms outlined in the agreement. Deliberators in Russia's Parliament, however, find the conditions set by the IMF, President Boris Yeltsin, and other international lenders to be too harsh -- particularly a condition to protect the rights of foreign investors. As the debate continues, many fear that future international funding will be withheld, and the ruble will continue its downward spiral set off by the Asian financial crisis in May 1998 (discussed in the January 30, 1998 Scout Report). With 5 billion dollars or more available from the IMF as early as next week, Russian government leaders must agree on a feasible economic plan, before conditions worsen.
