Microeconomic loans and health education to families in impoverished communities: implications for the HIV pandemic.

Poverty is among the root causes of death and poor health worldwide. Project HOPE's Village Health Bank (VHB) program is a public health intervention that combines integrated microcredit lending and health education. Groups of 18 to 25 women receive small loans, and biweekly, one-hour health education sessions. Since 1993, about 50,000 women in 949 VHBs have participated in seven countries in the Americas, Africa, and Southeast Asia, receiving more than US$25 million in loans and 8,445 hours of health education. Members of VHBs are charged modest interest rates that enable them to become self-sufficient (eg, able to cover all operating charges, including the costs of the health education staff, and the necessary loan capital to continue without infusion of outside resources). The VHB program produces substantial economic improvements for individuals and groups, and benefits in health knowledge and behaviors, including increased utilization of healthcare services. Data from Guatemala, Malawi, and Thailand demonstrate that VHBs in countries with high HIV prevalence have been comparably successful in spite of the enormous added burdens of chronic illness, deaths, and orphans in need of support. For example, in 2004, 48 percent of 266 VHB members in Malawi experienced at least one death in their household in the preceding year, and 67 percent housed one or more orphans with an average of two orphans per household. Because of the unique combination of increased household economic stability and improved health knowledge, the VHB program is now being adapted to families of people affected by HIV/AIDS, including orphans. The House International Relations Subcommittee on Operations and Human Rights approved HR 1253 by voice vote on April 10, 1997. HR 1253 is a reauthorization of State Department programs for fiscal years 1998 and 1999. Republican anti-choice subcommittee chair Chris Smith inserted language which prohibits the State Department from funding the UNFPA, the UN family planning program. The restriction would only be lifted if President Clinton certifies that the UNFPA has ended all activities in China or that no government-coerced abortions have taken place in China during the previous 12 months. Since neither change is likely, the Smith provision would effectively bar the US from funding the UNFPA, even though the agency does not support abortion services. The State Department authorization was then taken up by the full House International Relations Committee as part of HR 1486, a bill which would reorganize foreign policy operations. By a 23-16 vote on May 6, the committee approved an amendment which deleted the Smith provision and instead stipulated that US funds cannot be used for UNFPA programs in China. Pro-choice representative Tom Campbell sponsored the amendment which deleted the Smith provision. President Clinton's proposed budget for fiscal year 1998 also includes the Campbell provision. Homeless and housed families in Los Angeles: a study comparing demographic, economic, and family function characteristics.

We studied 196 homeless and 194 housed poor families in Los Angeles, California to gain an understanding of events that precipitate family homelessness. Both homeless and housed poor mothers averaged 29 years old and were accompanied by two or three children. Three-fourths of both the homeless and housed families had income below the poverty level, and both groups expended almost two-thirds of their income on housing. Mothers in homeless families more commonly reported spousal abuse (35 vs 16 percent), child abuse (28 vs 10 percent), drug use (43 vs. 30 percent), or mental health problems (14 vs 6 percent) and weaker support networks. Homeless mothers more commonly came from homes where their parents abused drugs or alcohol (49 vs 34 percent) or more commonly lived outside the home or in foster care (35 vs 25 percent). Homelessness was reported as due primarily to economic pressures of housing costs, but personal and family problems frequently played a contributing role, especially for single parent families. Burdens of increasing housing costs and family dysfunction among housed poor families place many at risk for homelessness.

Energy efficiency in military family housing: Inspection results  

SciTech Connect

The US military is currently upgrading its existing family housing through a revitalization process to meet its future needs. Each service must also reduce its total energy consumption intensity 25% by the year 2000 compared to the reference year 1985. Oak Ridge National Laboratory is working with the US Army and the US Air Force to help meet these goals. The projects overall goal is to develop a revitalization guidebook to aid architectural and engineering firms during the design phase of a project, to obtain effective energy efficiency in a cost-effective manner. The authors conducted detailed instrumented inspections on a total of 25 houses from Altus Air Force Base (AFB), Oklahoma; Malmstrom AFB, Montana; and Fort Monmouth, New Jersey, in order to document the condition of existing housing from an energy viewpoint. The authors also reviewed their community housing plans. Inspections revealed that many energy-efficient measures had been taken during revitalization and other miscellaneous energy-related projects, but the authors also found much remaining to be done. Defense Energy Information System (DEIS) family housing data from each location were analyzed reviewed with the respective energy coordinators, and the conclusion was that it may not be sufficiently accurate to make correct decisions regarding the implementation of projects designed to conserve energy in the family housing sector. The authors modeled each house with the US Department of Energy National Energy Audit (NEAT) computer program, which suggested that substantial cost-effective savings are available during the revitalization process. The authors are using these sources of information as a basis for their guidebook.

Housing circumstances are associated with household food access among low-income urban families.

Household food insecurity is a pervasive problem in North America with serious health consequences. While affordable housing has been cited as a potential policy approach to improve food insecurity, the relationship between conventional notions of housing affordability and household food security is not well understood. Furthermore, the influence of housing subsidies, a key policy intervention aimed at improving housing affordability in Western countries, on food insecurity is unclear. We undertook a cross-sectional survey of 473 families in market rental (n?=?222) and subsidized (n?=?251) housing in high-poverty urban neighborhoods to examine the influence of housing circumstances on household food security. Food insecurity, evident among two thirds of families, was inversely associated with income and after-shelter income. Food insecurity prevalence did not differ between families in market and subsidized housing, but families in subsidized housing had lower odds of food insecurity than those on a waiting list for such housing. Market families with housing costs that consumed more than 30% of their income had increased odds of food insecurity. Rent arrears were also positively associated with food insecurity. Compromises in housing quality were evident, perhaps reflecting the impact of financial constraints on multiple basic needs as well as conscious efforts to contain housing costs to free up resources for food and other needs. Our findings raise questions about current housing affordability norms and highlight the need for a review of housing interventions to ensure that they enable families to maintain adequate housing and obtain their other basic needs. Predictors of homelessness among families in New York City: from shelter request to housing stability.

OBJECTIVES: This study examined predictors of entry into shelter and subsequent housing stability for a cohort of families receiving public assistance in New York City. METHODS: Interviews were conducted with 266 families as they requested shelter and with a comparison sample of 298 families selected at random from the welfare caseload. Respondents were reinterviewed 5 years later. Families with prior history of shelter use were excluded from the follow-up study. RESULTS: Demographic characteristics and housing conditions were the most important risk factors for shelter entry; enduring poverty and disruptive social experiences also contributed. Five years later, four fifths of sheltered families had their own apartment. Receipt of subsidized housing was the primary predictor of housing stability among formerly homeless families (odds ratio [OR] = 20.6, 95% confidence interval [CI] = 9.9, 42.9). CONCLUSIONS: Housing subsidies are critical to ending homelessness among families.

Ancient DNA and family relationships in a Pompeian house.

Archaeological, anthropological and pathological data suggest that thirteen skeletons found in a house at the Pompeii archaeological site, dated to 79 A.D., belong to one family. To verify this and to identify the relationships between these individuals, we analyzed DNA extracted from bone specimens. Specifically, hypervariable segment 1 (HVS1) of the human mitochondrial DNA (mtDNA) control region was amplified in two overlapping polymerase chain reactions and the sequences were compared to the revised Cambridge Reference Sequence. As independent controls, other polymorphic sites in HVS1, HVS2 and in the coding region were analyzed. We also amplified some short tandem repeats of the thirteen specimens. Research has examined the effect of family changes on housing transitions and childbearing patterns within various housing types. Although most research has investigated how an event in one domain of family life depends on the current state in another domain, the interplay between them has been little studied. This study examines the interrelationships between childbearing decisions and housing transitions. We use rich longitudinal register data from Finland and apply multilevel event history analysis to allow for multiple births and housing changes over the life course. We investigate the timing of fertility decisions and housing choices with respect to each other. We model childbearing and housing transitions jointly to control for time-invariant unobserved characteristics of women, which may simultaneously influence their fertility behavior and housing choices, and we show how joint modeling leads to a deeper understanding of the interplay between the two domains of family life. Changes to indoor air quality as a result of relocating families from slums to public housing

One largely unstudied benefit of relocating families from slums to public housing is the potential improvement in indoor air quality (IAQ). We compared families that moved from slums to public housing with those that remained living in slums in Santiago, Chile in terms of fine particulate matter (PM2.5) as main indicator of change. A cross-sectional study of 98 relocated families and 71 still living in slums was carried out, obtaining indoor and outdoor samples by a Personal Environmental Monitor. Home characteristics, including indoor air pollution sources were collected through questionnaires. Multivariate regression models included the intervention (public housing or slum), indoor pollution sources, outdoor PM2.5 and family characteristics as predictors. Indoor PM2.5 concentrations were higher in slums (77.8 ?g m-3 [SD = 35.7 ?g m-3]) than in public housing (55.7 ?g m-3 [SD = 34.6 ?g m-3], p < 0.001). Differences between indoor and outdoor PM2.5 were significant only in the slum houses. The multivariate analysis showed that housing intervention significantly decreased indoor PM2.5 (10.4 ?g m-3) after adjusting by the other predictors. Outdoor PM2.5 was the main predictor of indoor PM2.5. Other significant factors were water heating fuels and indoor smoking. Having infants 1-23 months was associated with a lowering of indoor PM2.5. Our results suggest that a public housing program that moves families from slums to public housing improves indoor air quality directly and also indirectly through air pollution sources.

Transportation, clothing, and housing energy conservation of rural families with teenagers

The goal of this investigation was to explore the energy consumption attitudes, knowledge, and practices of 10 rural families with teenagers. Three microenvironments were investigated: transportation, clothing, and housing. Data were collected in a seven-month longitudinal field study, August 1981 to February 1982. It was discovered that in the transportation microenvironment there is a relationship between high mileage and farm families, the number of activities, distance for activities, the number of vehicles, status and freedom-mobility attitudes, and the frequency of travel to relatives. There is a relationship between automotive energy conservation and a vocational or occupational interest in automobiles. In the clothing microenvironment, thermal comfort was more important to adults than to teenagers. There was a positive relationship between thermal comfort knowldege and attitudes and between thermal comfort practices and knowledge. There was a relationship between low natural gas consumption and small families, small houses, the performance of energy conservation tasks, and physical comfort as a least important attitude. Low electricity consumption was linked with small families and the use of a small number of appliances. Families developed mechanisms to adapt to increasing resource prices. Families were unwilling to give up comfort in their microenvironments. Comfort in the housing and clothing microenvironments was positively related; it was not a trade-off for energy conservation. In the transportation microenvironment families chose not to ride in physical discomfort and convenience was a major contributor to the freedom from discomfort available through the free use of a private vehicle.

Extending the extended family for homeless and marginally housed African American women.

Young homeless African American women and elderly marginally housed African American women have health, housing, and personal concerns specific to their age cohort, yet they also have parallel and complementary needs. The young struggle to find affordable housing, while the old may have difficulty in maintaining their homes. This article reports select findings from a pilot study designed to describe these two groups of women. The preliminary study was conducted preparatory to the development of a larger study to explore factors that would facilitate or hinder linking the two groups of women for mutual assistance in housesharing arrangements. Interviews and housing history findings revealed contrasts and similarities among the women and between both cohorts that reflected individual differences, common yet divergent life courses, and collective responses to family life situations, societal trends, and policies. Advantages and disadvantages of housesharing were delineated with 56.3% of the homeless women and 81.3% of the elderly women viewing coresidential living as an option worth considering. Housesharing arrangements should be further investigated by nurses and colleagues. Findings from this study are foundational for establishing alliances that may be a means to promote health and strengthen "family" in both populations. PMID:11012997

In an investigation sponsored by the Navy Family Housing Office, a series of tests were conducted to determine the improvement in acoustical sound transmission loss resulting from housing envelope energy conservation retrofits involving increasing the insulation level and/or controlling the air leakage. The data generated will be utilized in selecting energy conservation measures with maximum acoustical benefits, for retrofitting family housing units near aircraft operations, where excessive noise has been a problem. Three wall and two roof/ceiling test structures were constructed to be representative of those in present Navy Family Housing Units. The sound transmission loss and air leakage rate (resulting from an induced pressure differential) were determined for each basic construction. Subsequently, various retrofit measures were performed, designed to improve sound transmission loss, thermal performance and/or air leakage control. Following the retrofit, the improvement in air leakage rate and sound transmission loss were again determined.

Inadequate housing among families under investigation for child abuse and neglect: prevalence from a national probability sample.

This study aimed to estimate the prevalence of inadequate housing that threaten out-of-home placement among families under investigation by child welfare. Data came from the National Survey of Child and Adolescent Well-Being, a nationally representative longitudinal survey of child welfare-involved families. Child protective services caseworkers as well as caregivers provided information on families whose child remained in the home after initial investigation (N = 3,867). Multilevel latent class analyses tested the presence of inadequately housed subgroups using 4 housing problem indicators at baseline. Logistic regressions assessed convergent and predictive validity. A two class latent solution best fit the data. Findings indicated that inadequate housing contributed to risk for out-of-home placement in approximately 16 % of intact families under investigation by child protective services. These families were 4 times more likely to need housing services 12 months later. Federal legislation emphasizes integration of social services as necessary to end homelessness. This study demonstrates overlap across public agencies. Enhanced coordination of child welfare and housing services facilitates interventions to prevent and mitigate homelessness. PMID:23702790

Predictors of Childhood Exposure to Parental Secondhand Smoke in the House and Family Car

Childhood exposure to secondhand smoke (SHS) is a serious threat to public health and can be influenced by parental lifestyle habits and beliefs. Taking the above into account we aimed at locating predictors of parental induced exposure to SHS in the house and family car among 614 children who visited the emergency department of two large pediatric hospitals in Athens, Greece. The multivariate analysis revealed that the factors found to mediate household exposure to paternal SHS were the number of cigarettes smoked per day (O.R 1.13, p<0.001) while, having a non-smoking spouse had a protective effect (O.R 0.44, p=0.026). Maternally induced household SHS exposure was related to cigarette consumption. For both parents, child exposure to SHS in the family car was related to higher numbers of cigarettes smoked (p<0.001), and for fathers was also more often found in larger families. Additionally, lower educated fathers were more likely to have a spouse that exposes their children to SHS inside the family car (O.R 1.38 95%C.I: 1.04–1.84, p=0.026). Conclusively, efforts must be made to educate parents on the effects of home and household car exposure to SHS, where smoke free legislation may be difficult to apply.

Food wasting by house mice: variation among individuals, families, and genetic lines.

Under ad libitum conditions, laboratory house mice (Mus domesticus) fragment considerable amounts of pelleted food and leave it scattered in their cages. The proportion of food thus wasted (in relation to food eaten) varies remarkably among individuals, from 2% to 40%, but is highly consistent in consecutive trials, even when the mice were moved from 22 to -10 degrees C and food consumption doubled. Food wasting did not differ either between the sexes or between genetic lines that had been selected (10 generations) for high voluntary wheel-running behavior (n=4) and their unselected control lines (n=4). However, it varied significantly among replicate lines within the selection groups and among families within the lines (coefficient of intraclass correlation for full sibs, rhof=0.41 in room temperature trials and rhof=0.34 in cold trials). Moreover, the percent of food wasted was negatively correlated with food consumption in the cold trials (males: r=-.36, females: r=-.20) and with total litter mass at weaning (the litters into which they were born; r=-.24), two traits that may affect Darwinian fitness. We conclude that food wastage should not be ignored without justification in calculations of food consumption. In addition, "table manners" can convey reliable information about family origin of an individual and its quality, and therefore could potentially play a role in establishment of social status. Losses to single-family housing from ground motions in the 1994 Northridge, California, earthquake

The distributions of insured losses to single-family housing following the 1994 Northridge, California, earthquake for 234 ZIP codes can be satisfactorily modeled with gamma distributions. Regressions of the parameters in the gamma distribution on estimates of ground motion, derived from ShakeMap estimates or from interpolated observations, provide a basis for developing curves of conditional probability of loss given a ground motion. Comparison of the resulting estimates of aggregate loss with the actual aggregate loss gives satisfactory agreement for several different ground-motion parameters. Estimates of loss based on a deterministic spatial model of the earthquake ground motion, using standard attenuation relationships and NEHRP soil factors, give satisfactory results for some ground-motion parameters if the input ground motions are increased about one and one-half standard deviations above the median, reflecting the fact that the ground motions for the Northridge earthquake tended to be higher than the median ground motion for other earthquakes with similar magnitude. Predictive models of energy consumption in multi-family housing in College Station, Texas

Patterns of energy consumption in apartment buildings are different than those in single-family houses. Apartment buildings have different physical characteristics, and their inhabitants have different demographic attributes. This study develops models that predict energy usage in apartment buildings in College Station. This is accomplished by analyzing and identifying the predictive variables that affect energy usage, studying the consumption patterns, and creating formulas based on combinations of these variables. According to the hypotheses and the specific research context, a cross-sectional design strategy is adopted. This choice implies analyses across variations within a sample of fourplex apartments in College Station. The data available for analysis include the monthly billing data along with the physical characteristics of the building, climate data for College Station, and occupant demographic characteristics. A simple random sampling procedure is adopted. The sample size of 176 apartments is drawn from the population in such a way that every possible sample has the same chance of being selected. Statistical methods used to interpret the data include univariate analysis (mean, standard deviation, range, and distribution of data), correlation analysis, regression analysis, and ANOVA (analyses of variance). The results show there are significant differences in cooling efficiency and actual energy consumption among different building types, but there are no significant differences in heating consumption. There are no significant differences in actual energy consumption between student and non-student groups or among ethnic groups. The findings indicate that there are significant differences in actual energy consumption among marital status groups and educational level groups. The multiple regression procedures show there is a significant relationship between normalized annual consumption and the combined variables of floor area, marital status, dead band, construction material, summer thermostat setting, heating, slope, and base load, as well as a relationship between cooling slope and the combined variables of share wall, floor level, summer thermostat setting, external wall, and American household. In addition, there is a significant relationship between heating slope and the combined variables of winter thermostat setting, market value, student, and rent. The results also indicate there is a relationship between base load and the combined variables of floor area, market value, age of the building, marital status, student, and summer thermostat setting.

Radiant barrier field tests in army family housing units at Fort Benning, Georgia

The US Army initiated a project to make measurements of heating and cooling energy in occupied Army housing units to determine the effect of radiant barriers (RBs) on energy consumption at Ft. Benning, in Columbus, GA. One side (1700 ft{sup 2}) of each of five duplexes was used as a control (no RB was installed in it) while the other side had perforated RB laid on top of the existing estimated R-11 fiberglass loose-fill attic insulation in the middle of July. The RBs were removed in the middle of January. All houses were instrumented with data logging equipment which measured air conditioner and gas furnace energy usages. Cooling season measurements showed that submetered air conditioner (A/C) KWh-meter data read on a weekly basis did not describe the performance of the RBs. Occupant lifestyle in general, and a dirty air filter at one site, nullified direct meter reading comparisons. Attic heat flow and temperature measurements revealed that the RBs were effective at all sites. Extensive regression analyses showed that savings were indeed obtained. Using the regression results with published temperature bin data for Ft. Benning gave estimated annual cooling savings from HRB use ranging from 253 to 1354 KWh, or from 3 to 17%. Heating energy usage did not appear to be affected by lifestyle as much as was cooling energy usage. HRBs gave an annual space heating savings of about 42 to 70 CCF of gas (11 to 19%) using averaged daily data to generate regression models. Measured emissivity values for samples of the horizontally mounted radiant barrier material showed essentially no change for the six-month period during which they were installed in the five test units. Although RBs were effective at Ft. Benning, it is recommended that more testing be done, especially in colder climates and in drier desert climates, before any general conclusions regarding the use of RBs in Army housing are formulated.

Relationship of family income and house type to body mass index and chronic energy deficiency among urban Bengalee male slum dwellers of Kolkata, India.

A cross-sectional study of 469 adult (>18 years) Bengalee male slum dwellers of Dum Dum, Kolkata, India, was undertaken to study the relationships of family income and house type with body mass index (BMI) and chronic energy deficiency. The overall frequency of chronic energy deficiency was 32.0%. Based on the World Health Organization classification, the prevalence of chronic energy deficiency among this population was high and thus the situation is serious. Overall, monthly family income was significantly positively correlated with BMI. Significant differences in mean weight, BMI and monthly family income, were observed between the two house type groups. All values were found to be significantly higher in the brick household group who also earned a comparatively higher income as evident from the mean monthly family income values. The prevalence of chronic energy deficiency was also found to be significantly higher in the bamboo-fenced household group. Subjects belonging to the lowest family income group had the lowest mean BMI and the highest rate of chronic energy deficiency while those in the highest family income group had the largest mean BMI and lowest rate of chronic energy deficiency. There was a significant family income group difference in mean BMI. There existed significant differences in chronic energy deficiency rates in family income group categories. Linear regression analyses showed that monthly family income and house type had a significant impact on BMI. Radon Transport Into a Single-Family House with a Basement

We describe the results of a five-month study during which {sup 222}Rn (radon) concentration, air-exchange (or ventilation) rate, and weather and radon source parameters were continuously monitored in a house near Chicago, with a view to accounting for the radon entry rate. The results suggest that the basement sump and perimeter drain-tile system played an important role in influencing the radon entry rate and that pressure-driven flow was more important than diffusion as a mechanism for radon entry. For the first 15 weeks of the study period the mean indoor radon concentration and air-exchange rate were 2.6 pCi {ell}{sup -1} (96 Bq m{sup -3}) and 0.22 hr{sup -1}, respectively; both parameters varied over a wide range. Radon concentration measured at the sump cover varied bimodally between 0-10 pCi {ell}{sup -1} (0-400 Bq m{sup -3}) and 300-700 pCi {ell}{sup -1} (10,000-30,000 Bq m{sup -3}). These two modes corresponded well to periods of low and high indoor radon concentration; average indoor concentrations for these periods were 1.5 and 6.5 pCi {ell}{sup -1} (55 and 240 Bq m{sup -3}), respectively. For data sorted into two groups according to radon activity at the sump, the indoor radon concentration showed little dependence on air-exchange rate. This result is accounted for by a model in which the radon entry rate, determined by mass balance, has two components--one diffusive, the other pressure-driven and presumed to be proportional to the air-exchange rate. In fitting this model to the data we found that (1) the flow component dominated the diffusive component for periods of both high and low activity at the sump; and (2) the magnitude of the diffusive component agreed well with the expected contributions of radon emanating from concrete and soil and diffusing into the house. To account for the flow component, we hypothesize that pressure drives air carrying a high concentration of radon generated in the soil, either through the bulk of the soil or along the outside of the basement walls, then into the basement through cracks and openings. During the final six weeks of the study, measurements were made with the water level in the sump maintained first below, then above the entrance of the pipe connected to the perimeter drain tile system. Average indoor radon concentrations during these two periods were 10.6 and 3.5 pCi {ell}{sup -1} (390 and 130 Bq m{sup -3}), respectively. The relatively high latter value compared with the mean for the first 15 weeks, combined with the observation of intervals of high airborne alpha activity at the sump during this period, suggest that the level of water in the sump does not, by itself, account for the variation in alpha activity at the sump that we had previously observed. Fireplace operation substantially increased the air-exchange state, but had only a small effect on indoor radon concentration, providing corroborative evidence that pressure-driven flow is an important mechanism for radon entry into this house.

Simulation models can characterize the health implications of changing indoor concentrations, but quantifying the influence of interventions on concentrations is challenging given complex airflow and source characteristics. In this study, we simulated concentrations in a prototype multi-family building using CONTAM, a multi-zone airflow and contaminant transport program. Contaminants modeled included PM2.5 and NO2, and parameters included stove use, presence and operability of exhaust fans, smoking, unit level, and building leakiness. We developed regression models to explain variability in CONTAM outputs for individual sources, in a manner that could be utilized in simulation modeling of health outcomes. To evaluate our models, we generated a database of 1000 simulated households with characteristics consistent with Boston public housing developments and residents, and compared the predicted levels of NO2 and PM2.5 and their correlates with the literature. Our analyses demonstrated that CONTAM outputs could be readily explained by available parameters (R2 between 0.89 and 0.98 across models), but that one-compartment box models would mischaracterize concentrations and source contributions. Our study quantifies the key drivers for indoor concentrations in multi-family housing and helps to identify opportunities for interventions.

To learn the criteria Utah physicians use in making or not making house calls and their specialty, age and frequency of calls, a random sample of half of Utah's physicians in family practice, general practice and general medicine was surveyed. Of 225 respondents, 70% reported making house calls at an average rate of 2.6 per month. More family practitioners made house calls than did internists; older physicians made more house calls than their younger counterparts. An estimated 82% of the calls were for patients aged 65 years and older. The most frequently stated reasons for making house calls were that patients were homebound and to assess the family or home situation. Reasons given for not making house calls were inefficient use of time and lack of equipment or necessary facilities.

Establishing special needs car seat loan program.

Car seat loan and rental programs have provided many families with low-cost access to child restraints. When an infant or child is unable to be accommodated in a standard car seat or seat belt owing to physical or medical problems, parents of these children have few, if any available resources. The establishment and operation of a loan program at the Indiana University School of Medicine for children who are medically fragile is reviewed in this article. This program was developed by the Automotive Safety for Children Program at the James Whitcomb Riley Hospital for Children, Indiana University Medical Center, to meet the special transportation needs of children with respiratory, orthopaedic, and other medical and physical difficulties. A summary table is included to highlight restraints that have performed satisfactorily during dynamic crash tests and are used to meet patient transportation needs at Riley Hospital. Guidelines for establishing and maintaining a child restraint loan program for children with special needs are outlined to encourage replication of this effort. PMID:2314968

Root Causes of the Housing Bubble

In this chapter we investigate root causes of the recent US housing bubble which has been caused a serious downturn in US economic growth since autumn of 2008. We propose a simple model of housing markets in order to indicate the possible determinants of recent housing prices. Utilizing the model, we verify a number of hypotheses which have been proposed in the recent literature on the housing bubbles. We suggest that the main causes of the housing bubble from 2000 to 2006 are (1) non-elastic housing supply in the metropolitan areas, and (2) declines in the mortgage loan rate and the housing premium by the massive mortgage credit expansion. We also suggest that these factors were strongly influenced by policies that governments and the Federal Reserve Board performed.

Upgrade energy building standards and develop rating system for existing low-income housing

The city of Memphis Division of Housing and Community Development (HCD) receives grant funding each year from the U.S. Department of Housing and Urban Development (HUD) to provide local housing assistance to low-income residents. Through the years, HCD has found that many of the program recipients have had difficulty in managing their households, particularly in meeting monthly financial obligations. One of the major operating costs to low-income households is the utility bill. Furthermore, HCD`s experience has revealed that many low-income residents are simply unaware of ways to reduce their utility bill. Most of the HCD funds are distributed to low-income persons as grants or no/low interest loans for the construction or rehabilitation of single-family dwellings. With these funds, HCD builds 80 to 100 new houses and renovates about 500 homes each year. Houses constructed or renovated by HCD must meet HUD`s minimum energy efficiency standards. While these minimum standards are more than adequate to meet local building codes, they are not as aggressive as the energy efficiency standards being promoted by the national utility organizations and the home building industry. Memphis Light, Gas and Water (MLGW), a city-owned utility, has developed an award-winning program named Comfort Plus which promotes energy efficiency{open_quote} in new residential construction. Under Comfort Plus, MLGW models house plans on computer for a fee and recommends cost-effective alterations which improve the energy efficiency of the house. If the builder agrees to include these recommendations, MLGW will certify the house and guarantee a maximum annual heating/cooling bill for two years. While the Comfort Plus program has received recognition in the new construction market, it does not address the existing housing stock.

Background Melaleuca cajuputi essential oil in aerosol spray was evaluated against the dengue vectors Aedes aegypti and Ae. albopictus at low cost housing flats in Section 10, Setapak, Kuala Lumpur, Malaysia. Methods: Essential oil in aerosol viz: 5% and 10% of concentrations were sprayed for 5 seconds each towards hung mosquitoes in 5 cylindrical net cages. Aerosol weights were recorded before and after spraying to determine discharge rates. Knockdown and mortality number were observed and compared to MS standard aerosol which contain 0.07% prallethrin and 0.05% d-phenothrin as positive control and aerosol contain 40% kerosene and 60% LPG was used as negative control. Results: High knockdown and mortality was observed in both species of mosquitoes towards MS standard aerosol. There was a significant difference (P< 0.05) of mortality and knockdown between 5% and 10% of essential oil aerosol and 5% and 10% essential oil between MS standard. For 5% essential oil, mean percentage (%) of knockdown and mortality of Ae. aegypti displayed slightly higher compared to Ae. albopictus. Spraying with 5% M. cajuputi essential oil aerosol indicated a knockdown of Ae. aegypti 5.60±1.18 and mortality of 22.90±4.22 while Ae. albopictus showed 4.60±0.89 knockdown and 20.00±2.85 mortality. The 10% essential oil concentration gave 23.60±1.68 knockdown and 48.05±0.37 mortality for Ae. aegypti. Ae. albopictus gave 23.00±3.16 knockdown and 44.20 ± 2.10 mortality respectively. Conclusions: Extracts of essential oils does possessed an adulticidal effects and could be considered and utilized for future dengue vectors control.

Were the mental health benefits of a housing mobility intervention larger for adolescents in higher socioeconomic status families?

Moving to Opportunity (MTO) was a social experiment to test how relocation to lower poverty neighborhoods influences low-income families. Using adolescent data from 4 to 7 year evaluations (aged 12-19, n=2829), we applied gender-stratified intent-to-treat and adherence-adjusted linear regression models, to test effect modification of MTO intervention effects on adolescent mental health. Low parental education, welfare receipt, unemployment and never-married status were not significant effect modifiers. Tailoring mobility interventions by these characteristics may not be necessary to alter impact on adolescent mental health. Because parental enrollment in school and teen parent status adversely modified MTO intervention effects on youth mental health, post-move services that increase guidance and supervision of adolescents may help support post-move adjustment. Residential energy use: An analysis of factors affecting gas and electricity use in single-family houses

Four studies of residential energy use in single-family homes in the Minneapolis-St. Paul area are described. The first three studies involve correlation of annual gas and/or electric energy consumption with various physical home parameters. The fourth study is a correlation of seasonal gas use with weather data. In all of the studies, annual or monthly energy use data are combined with home characteristics and/or daily temperature data on an individual home basis. Seasonal gas energy consumption shows a linear relationship with degree-days, and the gas consumption per degree-day increases linearly with gross floor area. A strong correlation between total yearly gas energy use and gross floor area is observed. Other physical parameters examined include: mode of heating, wall material, number of stories, number of fireplaces, and age of home. Even after consideration of all the parameters available, a large fraction of the variation in total yearly gas energy use cannot be explained. These unexplained variations are apparently due to the effect of unevaluated physical parameters and/or sociological variables included under the general term ''lifestyle.''

State of New Mexico wind site survey loan program

This pilot project made available to the citizens of New Mexico, interested in wind energy, the loan of a wind data accumulator for one year so that they could determine if their site was suitable for the installation of a wind generator prior to their investment in a wind system. A nominal fee of $35.00 was charged for a year to help defray maintenance expenses. The Physical Science Laboratory meteorologist installed a 3-cup anemometer usually on a 30' telescoping mast at each site after looking over the exposure and making recommendations to the Site Owner. The electronic odometer was either housed inside a house or mounted to the mast in its lockable case. There are a total of 21 sets for loan. The site owners read their data once per week and mailed a data card in to the Physical Science Laboratory. The annual wind climatology for each site was computed and the owners advised of the suitability of their site for wind generation of electricity. An updated wind climatology for New Mexico was prepared utilizing this new data.

Students will discover that a solar house takes advantage of solar energy to minimize the use of traditional energy sources and can include design elements that take advantage of the sun's rays to light and heat the house, to heat water, and to set up a favorable flow of air.
