Families Experiencing Housing Instability: The Effects of Housing Programs on Family Routines and Rituals

PubMed Central

Maintenance of family processes can protect parents, children, and families from the detrimental effects of extreme stressors, such as homelessness. When families cannot maintain routines and rituals, the stressors of poverty and homelessness can be compounded for both caregivers and children. However, characteristics of living situations common among families experiencing homelessness present barriers to the maintenance of family routines and rituals. We analyzed 80 in-depth interviews with parents who were experiencing or had recently experienced an instance of homelessness. We compared their assessments of challenges to family schedules, routines, and rituals across various living situations, including shelter, transitional housing programs, doubled up (i.e. living temporarily with family/friend), and independent housing. Rules common across shelters and transitional housing programs impeded family processes, and parents felt surveilled and threatened with child protective service involvement in these settings. In doubled up living situations, parents reported adapting their routines to those of the household and having parenting interrupted by opinions of friends and family members. Families used several strategies to maintain family rituals and routines in these living situations and ensure consistency and stability for their children during an otherwise unstable time. Leaving Homelessness Behind: Housing Decisions among Families Exiting Shelter1

PubMed Central

Because homelessness assistance programs are designed to help families, it is important for policymakers and practitioners to understand how families experiencing homelessness make housing decisions, particularly when they decide not to use available services. This study explores those decisions using in-depth qualitative interviews with 80 families recruited in shelters across four sites approximately six months after they were assigned to one of four conditions (permanent housing subsidies, project-based transitional housing, community-based rapid re-housing, and usual care). Familiar neighborhoods near children’s schools, transportation, family and friends, and stability were important to families across conditions. Program restrictions on eligibility constrained family choices. Subsidized housing was the most desired intervention and families leased up at higher rates than in other studies of poor families. Respondents were least comfortable in and most likely to leave transitional housing. Uncertainty associated with community-based rapid re-housing generated considerable anxiety. Across interventions, many families had to make unhappy compromises, often leading to further moves. Policy recommendations are offered. PMID:25258503

HUD PowerSaver Pilot Loan Program

SciTech Connect

The U.S. Department of Housing and Urban Development (HUD) recently announced the creation of a pilot loan program for home energy improvements. The PowerSaver loan program is a new, energy-focused variant of the Title I Property Improvement Loan Insurance Program (Title I Program) and is planned for introduction in early 2011. The PowerSaver pilot will provide lender insurance for secured and unsecured loans up to $25,000 to single family homeowners. These loans will specifically target residential energy efficiency and renewable energy improvements. HUD estimates the two-year pilot will fund approximately 24,000 loans worth up to $300 million; the program is not capped. The Federal Housing Administration (FHA), HUD's mortgage insurance unit, will provide up to $25 million in grants as incentives to participating lenders. FHA is seeking lenders in communities with existing programs for promoting residential energy upgrades.

Housing and Neighborhood Characteristics and Latino Farmworker Family Well-Being.

PubMed

Housing quality and neighborhood characteristics affect individual health and family well-being. This analysis describes characteristics of farmworker housing and neighborhoods and delineates the associations of housing and local neighborhood with indicators of family well-being. Mothers in North Carolina farmworker families (n = 248) completed interviews in 2011-2012. Family well-being measures included stress, family conflict, and outward orientation. Housing measures included ownership and facilities, and neighborhood measures included heavy traffic and driving time to grocery stores. Families experienced elevated stress and conflict, and limited outward orientation. Few owned their homes, which were generally crowded. Few had enclosed play spaces for their children. For many, traffic made it difficult to walk on the street. Housing and neighborhood characteristics were related to increased stress and limited outward orientation. Housing and neighborhood characteristics are important for research on the health of families in vulnerable populations, such as farmworker families. PMID:25367531

Ancient DNA and family relationships in a Pompeian house.

PubMed

Archaeological, anthropological and pathological data suggest that thirteen skeletons found in a house at the Pompeii archaeological site, dated to 79 A.D., belong to one family. To verify this and to identify the relationships between these individuals, we analyzed DNA extracted from bone specimens. Specifically, hypervariable segment 1 (HVS1) of the human mitochondrial DNA (mtDNA) control region was amplified in two overlapping polymerase chain reactions and the sequences were compared to the revised Cambridge Reference Sequence. As independent controls, other polymorphic sites in HVS1, HVS2 and in the coding region were analyzed. We also amplified some short tandem repeats of the thirteen specimens. This study revealed that six of the thirteen individuals are indeed closely related. PMID:19523150

Analysis of heat pumps installed in family housing at Hunter Army Air Field

SciTech Connect

The US Army Forces Command (FORSCOM) tasked Pacific Northwest Laboratory (PNL) in support of the US Department of Energy (DOE) Federal Energy Management Program (FEMP) to conduct a postconstruction evaluation of the air-source heat pumps installed in family housing at Hunter Army Air Field (AAF). The objective of this project was to investigate and resolve concerns about an increase in energy costs at Hunter AAF following the installation of heat pumps in November 1992. After completing several analyses and a field inspection of the heat pumps in family housing at Hunter AAF, the following conclusions were made: the installation of air-source heat pumps reduced the annual energy cost in family housing by $46,672 in 1993; the heat pump thermostat controls in Hunter AAF family housing appear to be incorrectly installed; and the Hunter AAF electric utility bill increased 10% during the first 6 months of 1993 compared to the first 6 months of 1992.

Living in a house of cards: family experiences with long-term childhood technology dependence.

PubMed

Families' experiences of providing long-term home care for the child who is technology dependent were explored via parental interviews. Families identified frequent change, uncertainty, and unpredictability in their lives, a phenomenon described as "living in a house of cards." Attempts to increase stability involved the use of vigilance, advocacy, and reframing. Areas of challenge, change, and growth included making sense of life, managing daily life with technology, and maintaining a functioning family. Increased understanding of family experiences with long-term childhood technology dependence can provide nurses with additional strategies for providing optimal care to this population. Lead and Other Heavy Metals in Dust Fall from Single-Family Housing Demolition

PubMed Central

Objective We measured lead and other heavy metals in dust during older housing demolition and effectiveness of dust suppression. Methods We used American Public Housing Association Method 502 and U.S. Environmental Protection Agency Methods SW3050B and SW6020 at 97 single-family housing demolition events with intermittent (or no) use of water to suppress dust at perimeter, non-perimeter, and locations without demolition, with nested mixed modeling and tobit modeling with left censoring. Results The geometric mean (GM) lead dust fall during demolition was 6.01 micrograms of lead per square foot per hour (?g Pb/ft2/hour). GM lead dust fall was 14.18 ?g Pb/ft2/hour without dust suppression, but declined to 5.48 ?g Pb/ft2/hour (p=0.057) when buildings and debris were wetted. Significant predictors included distance, wind direction, and main street location. At 400 feet, lead dust fall was not significantly different from background. GM lead concentration at demolition (2,406 parts per million [ppm]) was significantly greater than background (GM=579 ppm, p=0.05). Arsenic, chromium, copper, iron, and manganese demolition dust fall was significantly higher than background (p<0.001). Demolition of approximately 400 old housing units elsewhere with more dust suppression was only 0.25 ?g Pb/ft2/hour. Conclusions Lead dust suppression is feasible and important in single-family housing demolition where distances between houses are smaller and community exposures are higher. Neighbor notification should be expanded to at least 400 feet away from single-family housing demolition, not just adjacent properties. Further research is needed on effects of distance, potential water contamination, occupational exposures, and water application. PMID:24179257

Randomized Trial of Intensive Housing Placement and Community Transition Services for Episodic and Recidivist Homeless Families

PubMed Central

Objectives. We compared Home to Stay, a pilot of intensive housing placement and community transition services for episodic and recidivist homeless families, with a standard services approach. Methods. Using intention-to-treat analyses, we conducted a modified randomized trial of 138 Home to Stay client families and a control group of 192 client families receiving standard shelter services. Results. Home to Stay clients exited shelter more quickly than clients in the control group (Cox regression, P?housing subsidies (75% vs 56%), stayed out of shelter longer (Cox regression, P?=?.011), and spent fewer total days in shelter (376 days vs 449 days). Home to Stay performed best with clients who entered shelter within 180 days of the pilot’s start date and had less impact on clients entering shelter before that time. Conclusions. Relative to standard services, Home to Stay services can accelerate exit from shelter and reduce return to shelter and total sheltered days for episodic and recidivist homeless families. Standard shelter services may be able to narrow this performance gap by incentivizing work with all episodic and recidivist homeless families. PMID:24148053

Housing instability and alcohol problems during the 2007-2009 US recession: the moderating role of perceived family support.

PubMed

The 2007-2009 US economic recession was marked by unprecedented rates of housing instability and relatively little is known about how this instability impacted alcohol problems. While previous studies have linked homelessness to increased rates of alcohol use and abuse, housing instability during a recession impacts a much larger segment of the population and usually does not result in homelessness. Using a nationally representative sample of US adults, this study examines the association between housing instability during the recession and alcohol outcomes. Additionally, we assess whether this association is moderated by perceived family support. In multivariate negative binomial regressions, both trouble paying the rent/mortgage (vs. stable housing) and lost (vs. stable) housing were associated with experiencing more negative drinking consequences and alcohol dependence symptoms. However, these associations were moderated by perceived family support. In contrast to those with low perceived family support, participants with high perceived family support reported relatively few alcohol problems, irrespective of housing instability. Furthermore, while job loss was strongly associated with alcohol problems in univariate models, no significant associations between job loss and alcohol outcomes were observed in multivariate models that included indicators of housing instability. Findings point to the importance of the informal safety net and suggest that alcohol screening and abuse prevention efforts should be intensified during periods of recession, particularly among those who experience housing instability. Women's housing conditions in Bangladesh.

PubMed

This news article describes women's housing conditions, housing policy, and pilot programs to house poor women in Bangladesh. Although Bangladesh has a constitution that reinforces the equal status of women, in practice, men dominate and patrilineal customs determine inheritance and property rights. Religious affiliation also determines land tenure and inheritance. Muslim women can inherit 12.5% of their husband's property if there are children. 25% is inherited if wives are without children. Hindu women without sons can inherit their husband's property, but not parental property. Many families refuse to release property to women without a fight. Women, regardless of ownership of land, rarely control or use their land. The custom of requiring men to maintain wives during the marriage, and daughters until marriage, creates obstacles to women's decision making about property. Without collateral and other security women are unable to secure bank loans. Many women are also constrained by the requirement of male consent or guarantees for bank transactions. Banks do not have a gender responsive criteria for selecting loan recipients. The government does not provide sufficient housing to satisfy the growing housing needs due to population growth. Some housing is available from slum landlords. A National Housing Policy was formulated in 1993. Priority would be given to the housing needs of low income women in urban areas and women-headed households with income below the poverty line. The policy does not address the underlying factors that prevent equal access to housing for women. The government prepared a Human Settlement and Urban Development proposal for the Habitat II conference. The plan did not address gender issues. Special efforts are being made by nongovernmental groups to meet the housing needs of professional women and for some disadvantaged women. PMID:12347277

Housing environments and child health conditions among recent Mexican immigrant families: a population-based study.

PubMed

The influx of immigrants to urban areas throughout the United States has raised concerns about accessibility of safe, affordable housing and the health consequences of poor-quality housing, particularly among immigrant children. We conducted a population-based study of home environmental conditions among recently immigrated Mexican families (weighted n = 473), generally of low socioeconomic status, and the health conditions of their children, in an urban industrial area north of Denver, Colorado. The majority of recent immigrants had low socioeconomic status; virtually all had household incomes below the Colorado median ($50,841). Approximately one quarter of homes were overcrowded. Adverse environmental conditions were present across recent immigrant homes. These conditions include dampness or mold (44%), pests (28%), and minimal to no ventilation potential (26%), all of which are associated with asthma and atopic diseases. At least one of these three environmental hazards was found in 67% of homes; multiple hazards were present in 27% of homes. Children of recent immigrant families had active symptoms within the past 12 months suggestive of asthma (4%) and atopic disorders (10%); however, fewer than 2% had been diagnosed with these conditions. The prevalence of asthma and atopic symptoms among Mexican immigrant children, albeit lower than in other low income and minority communities, is partially explained by housing conditions. Many of the conditions identified (e.g., pest infestation, mold resulting from plumbing leaks, and lack of exhaust fans) are amenable to low cost interventions. Solutions to address unhealthy housing conditions among recent immigrants must be multi-faceted and include strategies that target household-level improvements and access to health care. Pyrethroids in house dust from the homes of farm worker families in the MICASA study.

PubMed

Indoor pesticide exposure is a growing concern, particularly for pyrethroids, a commonly used class of pesticides. Pyrethroid concentrations may be especially high in homes of immigrant farm worker families, who often live in close proximity to agricultural fields and are faced with poor housing conditions, potentially causing high pest infestation and pesticide use. We investigate levels of pyrethroids in the house dust of farm worker family homes in a study of mothers and children living in Mendota, CA, within the population-based Mexican Immigration to California: Agricultural Safety and Acculturation (MICASA) Study. We present pesticide use data and levels of pyrethroid pesticides in indoor dust collected in 2009 as measured by questionnaires and a GC/MS analysis of the pyrethroids cis- and trans-permethrin, cypermethrin, deltamethrin, esfenvalerate and resmethrin in single dust samples collected from 55 households. Cis- and trans-permethrin had the highest detection frequencies at 67%, with median concentrations of 244 and 172ng/g dust, respectively. Cypermethrin was detected in 52% of the homes and had a median concentration of 186ng/g dust. Esfenvalerate, resmethrin and deltamethrin were detected in less than half the samples. We compared the pyrethroid concentrations found in our study to other studies looking at both rural and urban homes and daycares. Lower detection frequencies and/or lower median concentrations of cis- and trans-permethrin and cypermethrin were observed in our study as compared to those studies. However, deltamethrin, esfenvalerate and resmethrin were detected more frequently in the house dust from our study than in the other studies. Because households whose children had higher urinary pyrethroid metabolite levels were more likely to be analyzed in this study, a positive bias in our estimates of household pyrethroid levels may be expected. A positive association was observed with reported outdoor pesticide use and cypermethrin levels found in the indoor dust samples (rs=0.28, p=0.0450). There was also a positive association seen with summed pyrethroid levels in house dust and the results of a pesticide inventory conducted by field staff (rs=0.32, p=0.018), a potentially useful predictor of pesticide exposure in farm worker family homes. Further research is warranted to fully investigate the utility of such a measure. PMID:24096042

Losses to single-family housing from ground motions in the 1994 Northridge, California, earthquake

USGS Publications Warehouse

The distributions of insured losses to single-family housing following the 1994 Northridge, California, earthquake for 234 ZIP codes can be satisfactorily modeled with gamma distributions. Regressions of the parameters in the gamma distribution on estimates of ground motion, derived from ShakeMap estimates or from interpolated observations, provide a basis for developing curves of conditional probability of loss given a ground motion. Comparison of the resulting estimates of aggregate loss with the actual aggregate loss gives satisfactory agreement for several different ground-motion parameters. Estimates of loss based on a deterministic spatial model of the earthquake ground motion, using standard attenuation relationships and NEHRP soil factors, give satisfactory results for some ground-motion parameters if the input ground motions are increased about one and one-half standard deviations above the median, reflecting the fact that the ground motions for the Northridge earthquake tended to be higher than the median ground motion for other earthquakes with similar magnitude. The results give promise for making estimates of insured losses to a similar building stock under future earthquake loading. ?? 2004, Earthquake Engineering Research Institute.

Home Exposure to Secondhand Smoke among People Living in Multiunit Housing and Single Family Housing: a Study of California Adults, 2003-2012.

PubMed

Public health education efforts continue to encourage people to adopt voluntary smoking bans at home; nonetheless, the home remains a place where many people are exposed to secondhand smoke (SHS). Little is known about how SHS exposure in the home differs between adults residing in multiunit housing (MUH) and those residing in single family housing (SFH). This study (1) compared the socio-demographic characteristics, chronic disease conditions, and smoking status of adults living in MUH with those living in SFH, (2) assessed the correlates of living in MUH for adults, and (3) evaluated the association of residency in MUH and SFH with the odds of being exposed to SHS at home using population-based survey data of California adults. Smoking prevalence was significantly higher among MUH residents than SFH residents. The adjusted odds of exposure to SHS at home were 32 % higher for MUH smokers than SFH smokers but were not significantly different for non-smokers. This study presents evidence that there are significant socio-demographic differences between MUH residents and SFH residents and that MUH smokers have higher rates of exposure to SHS at home than SFH smokers after adjusting for other covariates. To reduce home exposure to SHS among MUH residents, it is important to adopt tobacco control policies that are aimed at reducing SHS exposure in and around MUH and at reducing cigarette smoking among current smokers in MUH. Community interventions to promote healthy social environments: early childhood development and family housing. A report on recommendations of the Task Force on Community Preventive Services.

PubMed

The sociocultural environment exerts a fundamental influence on health. Interventions to improve education, housing, employment, and access to health care contribute to healthy and safe environments and improved community health. The Task Force on Community Preventive Services (the Task Force) has conducted systematic reviews of early childhood development interventions and family housing interventions. The topics selected provide a unique, albeit small, beginning of the review of evidence that interventions do effectively address sociocultural factors that influence health. Based on these reviews, the Task Force strongly recommends publicly funded, center-based, comprehensive early childhood development programs for low-income children aged 3-5 years. The basis for the recommendation is evidence of effectiveness in preventing developmental delay, assessed by improvements in grade retention and placement in special education. The Task Force also recommends housing subsidy programs for low-income families, which provide rental vouchers for use in the private housing market and allow families choice in residential location. This recommendation is based on outcomes of improved neighborhood safety and families' reduced exposure to violence. The Task Force concludes that insufficient evidence is available on which to base a recommendation for or against creation of mixed-income housing developments that provide safe and affordable housing in neighborhoods with adequate goods and services. This report provides additional information regarding these recommendations, briefly describes how the reviews were conducted, and discusses implications for applying the interventions locally. PRIVACY REGULATION AND PLACE ATTACHMENT: PREDICTING ATTACHMENTS TO A STUDENT FAMILY HOUSING FACILITY

Microsoft Academic Search

Although similar processes and functions have been proposed for privacy regulation and place attachment, little theoretical or empirical work encompasses both constructs. In the present study, a theoretical model relates privacy regulation to place attachment in the home. According to this model, the home setting may either facilitate or inhibit privacy regulation with family. When regulation is facilitated, family functioning

Long-term homelessness is associated with other psychosocial risk factors (e.g., adult mental illness, substance abuse, and exposure to violence). All of these factors are associated with impairments in parenting effectiveness and child adjustment, but there are very limited data investigating parenting among families who are homeless and highly mobile. In particular, there is no literature examining the relationships among observed

Simulating indoor concentrations of NO2 and PM2.5 in multi-family housing for use in health-based intervention modeling

PubMed Central

Residents of low-income multi-family housing can have elevated exposures to multiple environmental pollutants known to influence asthma. Simulation models can characterize the health implications of changing indoor concentrations, but quantifying the influence of interventions on concentrations is challenging given complex airflow and source characteristics. In this study, we simulated concentrations in a prototype multi-family building using CONTAM, a multi-zone airflow and contaminant transport program. Contaminants modeled included PM2.5 and NO2, and parameters included stove use, presence and operability of exhaust fans, smoking, unit level, and building leakiness. We developed regression models to explain variability in CONTAM outputs for individual sources, in a manner that could be utilized in simulation modeling of health outcomes. To evaluate our models, we generated a database of 1000 simulated households with characteristics consistent with Boston public housing developments and residents, and compared the predicted levels of NO2 and PM2.5 and their correlates with the literature. Our analyses demonstrated that CONTAM outputs could be readily explained by available parameters (R2 between 0.89 and 0.98 across models), but that one-compartment box models would mischaracterize concentrations and source contributions. Our study quantifies the key drivers for indoor concentrations in multi-family housing and helps to identify opportunities for interventions. PMID:21913994

Enhancing physical and social environments to reduce obesity among public housing residents: rationale, trial design, and baseline data for the Healthy Families study.

PubMed

Intervention programs that change environments have the potential for greater population impact on obesity compared to individual-level programs. We began a cluster randomized, multi-component multi-level intervention to improve weight, diet, and physical activity among low-socioeconomic status public housing residents. Here we describe the rationale, intervention design, and baseline survey data. After approaching 12 developments, ten were randomized to intervention (n=5) or assessment-only control (n=5). All residents in intervention developments are welcome to attend any intervention component: health screenings, mobile food bus, walking groups, cooking demonstrations, and a social media campaign; all of which are facilitated by community health workers who are residents trained in health outreach. To evaluate weight and behavioral outcomes, a subgroup of female residents and their daughters age 8-15 were recruited into an evaluation cohort. In total, 211 households completed the survey (RR=46.44%). Respondents were Latino (63%), Black (24%), and had ? high school education (64%). Respondents reported ?2 servings of fruits & vegetables/day (62%), visiting fast food restaurants 1+ times/week (32%), and drinking soft drinks daily or more (27%). The only difference between randomized groups was race/ethnicity, with more Black residents in the intervention vs. control group (28% vs. 19%, p=0.0146). Among low-socioeconomic status urban public housing residents, we successfully recruited and randomized families into a multi-level intervention targeting obesity. If successful, this intervention model could be adopted in other public housing developments or entities that also employ community health workers, such as food assistance programs or hospitals. In harm’s way? Payday loan access and military personnel performance

Microsoft Academic Search

Does borrowing at 400 percent APR do more harm than good? The Pentagon asserts that payday loans harm military readiness and successfully lobbied for a binding 36 percent APR cap on loans to military members and their families (effective October 1, 2007). But existing evidence on how access to high-interest debt affects borrower behavior is inconclusive. We use within-state variation

Root Causes of the Housing Bubble

NASA Astrophysics Data System (ADS)

In this chapter we investigate root causes of the recent US housing bubble which has been caused a serious downturn in US economic growth since autumn of 2008. We propose a simple model of housing markets in order to indicate the possible determinants of recent housing prices. Utilizing the model, we verify a number of hypotheses which have been proposed in the recent literature on the housing bubbles. We suggest that the main causes of the housing bubble from 2000 to 2006 are (1) non-elastic housing supply in the metropolitan areas, and (2) declines in the mortgage loan rate and the housing premium by the massive mortgage credit expansion. We also suggest that these factors were strongly influenced by policies that governments and the Federal Reserve Board performed.

Evaluation of Melaleuca cajuputi (Family: Myrtaceae) Essential Oil in Aerosol Spray Cans against Dengue Vectors in Low Cost Housing Flats

PubMed Central

Background Melaleuca cajuputi essential oil in aerosol spray was evaluated against the dengue vectors Aedes aegypti and Ae. albopictus at low cost housing flats in Section 10, Setapak, Kuala Lumpur, Malaysia. Methods: Essential oil in aerosol viz: 5% and 10% of concentrations were sprayed for 5 seconds each towards hung mosquitoes in 5 cylindrical net cages. Aerosol weights were recorded before and after spraying to determine discharge rates. Knockdown and mortality number were observed and compared to MS standard aerosol which contain 0.07% prallethrin and 0.05% d-phenothrin as positive control and aerosol contain 40% kerosene and 60% LPG was used as negative control. Results: High knockdown and mortality was observed in both species of mosquitoes towards MS standard aerosol. There was a significant difference (P< 0.05) of mortality and knockdown between 5% and 10% of essential oil aerosol and 5% and 10% essential oil between MS standard. For 5% essential oil, mean percentage (%) of knockdown and mortality of Ae. aegypti displayed slightly higher compared to Ae. albopictus. Spraying with 5% M. cajuputi essential oil aerosol indicated a knockdown of Ae. aegypti 5.60±1.18 and mortality of 22.90±4.22 while Ae. albopictus showed 4.60±0.89 knockdown and 20.00±2.85 mortality. The 10% essential oil concentration gave 23.60±1.68 knockdown and 48.05±0.37 mortality for Ae. aegypti. Ae. albopictus gave 23.00±3.16 knockdown and 44.20 ± 2.10 mortality respectively. Conclusions: Extracts of essential oils does possessed an adulticidal effects and could be considered and utilized for future dengue vectors control. PMID:23293776

Establishing special needs car seat loan program.

PubMed

Car seat loan and rental programs have provided many families with low-cost access to child restraints. When an infant or child is unable to be accommodated in a standard car seat or seat belt owing to physical or medical problems, parents of these children have few, if any available resources. The establishment and operation of a loan program at the Indiana University School of Medicine for children who are medically fragile is reviewed in this article. This program was developed by the Automotive Safety for Children Program at the James Whitcomb Riley Hospital for Children, Indiana University Medical Center, to meet the special transportation needs of children with respiratory, orthopaedic, and other medical and physical difficulties. A summary table is included to highlight restraints that have performed satisfactorily during dynamic crash tests and are used to meet patient transportation needs at Riley Hospital. Guidelines for establishing and maintaining a child restraint loan program for children with special needs are outlined to encourage replication of this effort. PMID:2314968

Prospects for carbon-neutral housing: the influence of greater wood use on the carbon footprint of a single-family residence

Microsoft Academic Search

This paper examines the energy and carbon balance of two residential house alternatives; a typical wood frame home using more conventional materials (brick cladding, vinyl windows, asphalt shingles, and fibreglass insulation) and a similar wood frame house that also maximizes wood use throughout (cedar shingles and siding, wood windows, and cellulose insulation) in place of the more typical materials used

"It’s like Big Mama’s house": Examining Extended Family Influences on the Dietary Behaviors of African American Children

PubMed Central

The family environment plays an important role in influencing children’s dietary behaviors. Traditionally, African American extended family members play a key role in child socialization. We examine the role of extended families in how children are socialized to adopt dietary norms. We conducted in-depth, semi-structured interviews with 24 individuals across eight family units to elicit information regarding the influences of culture and families on children’s dietary behaviors. Findings suggest that families teach children to value activities that combine quality time and enjoying food together; adults are inconsistent in how they teach children to adopt desired dietary behaviors. This work has implications for improving family-based interventions for African American children through promoting healthful behaviors that are also respectful of family dietary traditions, improving communication between adults and children, and leveraging family members as attitudinal and behavioral referents. IMF Loan for Russia

NSDL National Science Digital Library

This week's In the News looks at the International Monetary Fund's recent lending agreement with Russia. The nine resources discussed offer commentary, news, analysis, and background information concerning the IMF's current economic package, and discuss the Russian economic crisis in general. A key player in the New Russian Federation's transition to a market economy, the IMF, agreed to ease Russia's ongoing financial crisis on July 13, 1998 with a loan of 15.1 billion dollars (to be dispersed over two years). According to IMF First Deputy Managing Director Stanley Fischer, this amount is "a very significant draw on our resources," although the IMF has protected its funding carefully via terms outlined in the agreement. Deliberators in Russia's Parliament, however, find the conditions set by the IMF, President Boris Yeltsin, and other international lenders to be too harsh -- particularly a condition to protect the rights of foreign investors. As the debate continues, many fear that future international funding will be withheld, and the ruble will continue its downward spiral set off by the Asian financial crisis in May 1998 (discussed in the January 30, 1998 Scout Report). With 5 billion dollars or more available from the IMF as early as next week, Russian government leaders must agree on a feasible economic plan, before conditions worsen.

Allocation of post-disaster reconstruction financing to housing

Microsoft Academic Search

The allocation of a significant portion of post-natural disaster financing to housing reconstruction in poorer countries is examined. Many poorer countries are reliant on external assistance in the form of loans or grants to meet their post-disaster reconstruction needs. Today, half of all the post-disaster borrowing provided by the World Bank is earmarked for the reconstruction of housing. Should this

Solar House

NSDL National Science Digital Library

In this activity students work in teams to design and build a model of a solar house after researching several websites. Students will discover that a solar house takes advantage of solar energy to minimize the use of traditional energy sources and can include design elements that take advantage of the sun's rays to light and heat the house, to heat water, and to set up a favorable flow of air. They also learn that many solar houses contain a solar mass that will absorb the heat during the day and release it slowly at night and a passive solar house will also take into account the angle of the sun's rays, to maximize heating during the winter and shade during the summer. This site contains all of the specifications for planning, building, and testing the model and a rubric for grading the project.

Housing in Iceland: Inflation Helps Those Who Help Themselves

Microsoft Academic Search

This paper describes the housing system in Iceland and relates to results from a 1979 housing survey in the Reykjavik area. Because Icelandic housing policy leaves it largely to individual families to buy or build their homes on their own, it leads to an owner-occupancy rate of over 95 percent for families of couples who are over 35 years old.

H. R. 4553: a bill to provide fair incentives for the domestic production of oil and gas, and give flexibility to financial institutions with regard to energy and agricultural loans, and for other purposes. Introduced in the House of Representatives, Ninety-Ninth Congress, Second Session, April 10, 1986

SciTech Connect

The purpose of the Energy Incentives and Agricultural Financial Resources Act of 1986 is to provide fair incentives for the domestic production of oil and gas, and to give flexibility to financial institutions with regard to energy and agricultural loans. The legislation reflects the current drop in activity and investment as a result of economic conditions and tax laws. It amends the Federal Deposit Insurance Act to assist troubled banks in providing capital and restructuring loans for energy development and agricultural pursuits. Title II repeals certain restrictions on the use of natural gas and petroleum imposed under the Fuel Use Act to open up markets and eliminate pricing requirements.

NSDL National Science Digital Library

Build a house you can fit inside, using cardboard tubes. Variations of this activity include building for a toy (easier) or building a house the right size for a stuffed animal or a garage for a toy car. Also included is an option to build houses inspired by those around the world (harder). This activity focuses on the understanding of sizes and shapes: Can I fit in this if I stand up? if I sit? Do we have enough cardboard tubes to make a triangular roof? This activity is available as a webpage and a downloadable pdf. Students should have the ability to use scissors and tape well.

Housing quality, housing instability, and maternal mental health.

PubMed

Poor housing conditions and residential instability have been associated with distress among women; however, this association could be the result of other social factors related to housing, such as intimate partner violence (IPV) and economic hardship. We examined associations of housing conditions and instability with maternal depression and generalized anxiety disorder (GAD) while accounting for IPV and economic hardship in the Fragile Families and Child Wellbeing Study (N?=?2,104). In the third study wave, interviewers rated indoor housing quality, including housing deterioration (e.g., peeling paint and holes in floor) and housing disarray (e.g., dark, crowded, and noisy). Mothers reported whether they had moved more than twice in the past two years, an indicator of housing instability. A screening for depression and GAD was obtained from questions derived from the Composite International Diagnostic Interview-Short Form in the second and third study waves. IPV and economic hardship were assessed through questionnaire. In this sample, 16% of women were classified as having probable depression and 5% as having probable GAD. In adjusted analyses, mothers experiencing housing disarray (odds ratio [OR], 1.3 [95% confidence interval (CI), 1.0, 1.7]) and instability (OR, 1.4 [95% CI, 1.2, 2.3]) were more likely to screen positive for depression. In addition, those experiencing housing instability were more likely to screen positive for GAD (OR 1.9 [95% CI, 1.2, 3.0]) even after adjusting for other social factors. No associations were noted between housing deterioration and maternal mental health. Similar associations were noted when incident cases of probable depression and GAD were examined. Housing instability and disarray, but not deterioration, are associated with screening positive for depression and generalized anxiety among women regardless of other social stressors present in their lives. Housing could potentially present a point of intervention to prevent mental health consequences among mothers and possibly their children. PMID:21647798

Whose Fault is Student Loan Default?

ERIC Educational Resources Information Center

Student loan programs have been racked by defaults, bankruptcies, and administrative trivia, causing Congress to search for another system. Under consideration is a loan that would be repaid to the Internal Revenue Service through a withholding tax. However, better collection efforts with the present system are producing encouraging results. (JMD)

Smart Houses

NASA Astrophysics Data System (ADS)

GWS takes plans for a new home and subjects them to intensive computerized analysis that does 10,000 calculations relative to expected heat loss and heat gain, then provides specifications designed specifically for each structure as to heating, cooling, ventilation and insulation. As construction progresses, GWS inspects the work of the electrical, plumbing and insulation contractors and installs its own Smart House Radiant Barrier. On completion of the home, GWS technicians use a machine that creates a vacuum in the house and enables computer calculation of the air exchanged, a measure of energy efficiency. Key factor is the radiant barrier, borrowed from the Apollo program. This is an adaptation of a highly effective aluminized heat shield as a radiation barrier holding in or keeping out heat, cold air and water vapor.

NASA Tech House: An early evaluation

NASA Technical Reports Server (NTRS)

An architect-engineering firm, as well as university participants, performed system studies, evaluated construction methods, performed cost effectiveness studies, and prepared construction drawings which incorporated the selected technology features into a final design. A Technology Utilization House (Tech House) based on this design was constructed at the NASA Langley Research Center in Hampton, Virginia. The Tech House is instrumented so that the performance of the design features and energy systems can be evaluated during a planned family live-in period. As such, the house is both a demonstration unit and a research laboratory. The Tech House is to demonstrate the kind of single-family residence that will probably be available within the next five years.

"Having Housing Made Everything Else Possible": Affordable, Safe and Stable Housing for Women Survivors of Violence.

PubMed

Research indicates that the need for safe housing and the economic resources to maintain safe housing are two of the most pressing concerns among abused women who are planning to or have recently left abusers. Intimate partner violence (IPV) is frequently an immediate cause or precursor to homelessness and housing instability. The aim of the study is to explore abused women's experiences accessing affordable, safe, and stable housing. To achieve the aim, adult female IPV survivors answered questions about: 1) steps that were taken to secure housing; 2) safety issues after leaving the abuser; 3) barriers to obtaining housing; and 4) responses from housing and domestic violence advocacy systems related to survivors' housing needs. Four major themes emerged from the in-depth interviews: 1) stable, affordable housing is critical in increasing safety; 2) survivors face multiple systemic or individual barriers; 3) survivors develop and utilize an array of creative and resourceful strategies; and 4) survivors identified a variety of supportive services tailored to address their needs. The findings inform practice, policy and research for both the housing and domestic violence service systems with an emphasis on collaboration to meet the complex safety and stable housing needs of survivors and their families, particularly following the impact on housing of the 2008 U.S. economic crisis and subsequent recession.
