Families experiencing housing instability: the effects of housing programs on family routines and rituals.

Maintenance of family processes can protect parents, children, and families from the detrimental effects of extreme stressors, such as homelessness. When families cannot maintain routines and rituals, the stressors of poverty and homelessness can be compounded for both caregivers and children. However, characteristics of living situations common among families experiencing homelessness present barriers to the maintenance of family routines and rituals. We analyzed 80 in-depth interviews with parents who were experiencing or had recently experienced an instance of homelessness. We compared their assessments of challenges to family schedules, routines, and rituals across various living situations, including shelter, transitional housing programs, doubled-up (i.e., living temporarily with family or friends), and independent housing. Rules common across shelters and transitional housing programs impeded family processes, and parents felt surveilled and threatened with child protective service involvement in these settings. In doubled-up living situations, parents reported adapting their routines to those of the household and having parenting interrupted by opinions of friends and family members. Families used several strategies to maintain family routines and rituals in these living situations and ensure consistency and stability for their children during an otherwise unstable time. The House International Relations Subcommittee on Operations and Human Rights approved HR 1253 by voice vote on April 10, 1997. HR 1253 is a reauthorization of State Department programs for fiscal years 1998 and 1999. Republican anti-choice subcommittee chair Chris Smith inserted language which prohibits the State Department from funding the UNFPA, the UN family planning program. The restriction would only be lifted if President Clinton certifies that the UNFPA has ended all activities in China or that no government-coerced abortions have taken place in China during the previous 12 months. Since neither change is likely, the Smith provision would effectively bar the US from funding the UNFPA, even though the agency does not support abortion services. The State Department authorization was then taken up by the full House International Relations Committee as part of HR 1486, a bill which would reorganize foreign policy operations. By a 23-16 vote on May 6, the committee approved an amendment which deleted the Smith provision and instead stipulated that US funds cannot be used for UNFPA programs in China. Pro-choice representative Tom Campbell sponsored the amendment which deleted the Smith provision. President Clinton's proposed budget for fiscal year 1998 also includes the Campbell provision. Examining the impact of parental risk on family functioning among homeless and housed families.

The present study used data from 132 families that were homeless and a comparison group of 434 housed families in order to compare family functioning across the two groups. Family functioning was assessed by family support workers when the families sought help from one of seven family service agencies in Washington, DC. Multiple regression models showed that there were few differences between homeless and housed families; a difference that did emerge showed that homeless families fared better than housed families in terms of children's developmental stimulation. However, when considering the compounding effects of additional family risk factors, adverse effects of homelessness were observed. As compared with housed families, homeless families with a history of parental mental illness had limited access to support networks and poorer interactions with their children. Poor financial and living conditions were observed among homeless families with histories of substance use. Policy implications and directions for future research are discussed. PMID:19839670

HUD PowerSaver Pilot Loan Program

The U.S. Department of Housing and Urban Development (HUD) recently announced the creation of a pilot loan program for home energy improvements. The PowerSaver loan program is a new, energy-focused variant of the Title I Property Improvement Loan Insurance Program (Title I Program) and is planned for introduction in early 2011. The PowerSaver pilot will provide lender insurance for secured and unsecured loans up to $25,000 to single family homeowners. These loans will specifically target residential energy efficiency and renewable energy improvements. HUD estimates the two-year pilot will fund approximately 24,000 loans worth up to $300 million; the program is not capped. The Federal Housing Administration (FHA), HUD's mortgage insurance unit, will provide up to $25 million in grants as incentives to participating lenders. FHA is seeking lenders in communities with existing programs for promoting residential energy upgrades.

The effectiveness of housing interventions and housing and service interventions on ending family homelessness: A systematic review.

Family homelessness has become a growing public health problem over the last 3 decades. Despite this trend, few studies have explored the effectiveness of housing interventions and housing and service interventions. The purpose of this systematic review is to appraise and synthesize evidence on effective interventions addressing family homelessness. We searched 10 major electronic databases from 2007 to 2013. Empirical studies investigating effectiveness of housing interventions and housing and service interventions for American homeless families regardless of publication status were eligible for inclusion. Outcomes included housing status, employment, parental trauma and mental health and substance use, children's behavioral and academic status, and family reunification. Study quality was appraised using the Effective Public Health Practice Project tool. Six studies were included in this review. Overall, there was some postintervention improvement in housing and employment, but ongoing residential and work stability were not achieved. Methodological limitations, poor reporting quality, and inconsistent definitions across outcomes hindered between-study comparisons. Substantial limitations in research underscore the insufficiency of our current knowledge base for ending homelessness. Although many families were no longer literally homeless, long-term residential stability and employment at a livable wage were not ensured. 1996-2004 Trends in the Single-Family Housing Market: Spatial Analysis of the Residential Sector

This report provides a detailed geographic analysis of two specific topics affecting the residential sector. First, we performed an analysis of new construction market trends using annual building permit data. We report summarized tables and national maps to help illustrate market conditions. Second, we performed a detailed geographic analysis of the housing finance market. We analyzed mortgage application data to provide citable statistics and detailed geographic summarization of the residential housing picture in the US for each year in the 1996-2004 period. The databases were linked to geographic information system tools to provide various map series detailing the results geographically. Looking at these results geographically may suggest potential new markets for TD programs addressing the residential sector that have not been considered previously. For example, we show which lenders affect which regions and which income or mortgage product classes. These results also highlight the issue of housing affordability. Energy efficiency R&D programs focused on developing new technology for the residential sector must be conscious of the costs of products resulting from research that will eventually impact the home owner or new home buyer. Results indicate that home values as a proportion of median family income in Building America communities are closely aligned with the national average of home value as a proportion of median income. Other key findings: • The share of home building and home buying activity continues to rise steadily in the Hot-Dry and Hot-Humid climate zones, while the Mixed-Humid and Cold climate zone shares continue to decline. Other zones remain relatively stable in terms of share of housing activity. • The proportion of home buyers having three times the median family income for their geography has been steadily increasing during the study period. • Growth in the Hispanic/Latino population and to a lesser degree in the Asian population has translated into proportional increases in share of home purchasing by both groups. White home buyers continue to decline as a proportion all home buyers. • Low interest rate climate resulted in lenders moving back to conventional financing, as opposed to government-backed financing, for cases that would be harder to financing in higher rate environments. Government loan products are one mechanism for affecting energy efficiency gains in the residential sector. • The rate environment and concurrent deregulation of the finance industry resulted unprecedented merger and acquisition activity among financial institutions during the study period. This study conducted a thorough accounting of this merger activity to inform the market share analysis provided. • The home finance industry quartiles feature 5 lenders making up the first quartile of home purchase loans, 18 lenders making up the second quartile, 111 lenders making up the third quartile, and the remaining nearly 8,000 lenders make up the fourth quartile.

Mother-child separations among homeless and housed families receiving public assistance in New York City.

We examined the incidence, characteristics, and predictors of separations of children from mothers in 543 poor families receiving public assistance, 251 of whom had experienced homelessness during the previous 5 years. Forty-four percent of the homeless mothers and 8% of housed mothers were separated from one or more children. A total of 249 children were separated from 110 homeless families and 34 children from 23 housed families. Children were placed with relatives and in foster care but were rarely returned to their mothers. Maternal drug dependence, domestic violence, and institutionalization predicted separations, but homelessness was the most important predictor, equivalent in size to 1.9 other risk factors. We infer that policies regarding child welfare and substance abuse treatment should be changed to reduce unnecessary placements. Studies of homeless children who remain with families may be biased if separated children are excluded. PMID:12188057

Housing instability and alcohol problems during the 2007-2009 US recession: the moderating role of perceived family support.

The 2007-2009 US economic recession was marked by unprecedented rates of housing instability and relatively little is known about how this instability impacted alcohol problems. While previous studies have linked homelessness to increased rates of alcohol use and abuse, housing instability during a recession impacts a much larger segment of the population and usually does not result in homelessness. Using a nationally representative sample of US adults, this study examines the association between housing instability during the recession and alcohol outcomes. Additionally, we assess whether this association is moderated by perceived family support. In multivariate negative binomial regressions, both trouble paying the rent/mortgage (vs. stable housing) and lost (vs. stable) housing were associated with experiencing more negative drinking consequences and alcohol dependence symptoms. However, these associations were moderated by perceived family support. In contrast to those with low perceived family support, participants with high perceived family support reported relatively few alcohol problems, irrespective of housing instability. Furthermore, while job loss was strongly associated with alcohol problems in univariate models, no significant associations between job loss and alcohol outcomes were observed in multivariate models that included indicators of housing instability. Findings point to the importance of the informal safety net and suggest that alcohol screening and abuse prevention efforts should be intensified during periods of recession, particularly among those who experience housing instability. The extent to which certain energy conservation modifications to the envelope design of a new, single family house are economically justified for a wide range of climates and projected energy costs were investigated factors that give rise to space heating and cooling loads in buildings are provided thermal inter-dependencies within and among envelope components that can greatly affect heating and cooling loads are examined. Economic criteria for determining a minimum life cycle cost building envelope design are formulated and a priority ranking method is developed to assist in the calculation of these designs. An expanded version of the NBS load determination program is used to calculated the annual heating and cooling requirements and maximum heating and cooling loads for a 1200 square foot, wood frame house with a wide range of thermal improvements in 14 geographic locations. Inadequate housing among families under investigation for child abuse and neglect: prevalence from a national probability sample.

This study aimed to estimate the prevalence of inadequate housing that threaten out-of-home placement among families under investigation by child welfare. Data came from the National Survey of Child and Adolescent Well-Being, a nationally representative longitudinal survey of child welfare-involved families. Child protective services caseworkers as well as caregivers provided information on families whose child remained in the home after initial investigation (N = 3,867). Multilevel latent class analyses tested the presence of inadequately housed subgroups using 4 housing problem indicators at baseline. Logistic regressions assessed convergent and predictive validity. A two class latent solution best fit the data. Findings indicated that inadequate housing contributed to risk for out-of-home placement in approximately 16 % of intact families under investigation by child protective services. These families were 4 times more likely to need housing services 12 months later. Federal legislation emphasizes integration of social services as necessary to end homelessness. This study demonstrates overlap across public agencies. Enhanced coordination of child welfare and housing services facilitates interventions to prevent and mitigate homelessness. PMID:23702790

House agrees with president that delay in international family planning aid causes harm.

On February 13, the U.S. House of Representatives approved (220-209) HJR 36, which would release funds for the overseas family planning program administered by the United States Agency for International Development (USAID) on March 1. Under the initial spending measure approved as part of the omnibus appropriations package passed in September 1996, funds would have been released on July 1 (9 months into the budget year), unless President Clinton determined the delay was having a "negative impact on the proper functioning of the family planning assistance program". On January 31, President Clinton determined that the budget freeze of these funds would "cause serious, irreversible, and avoidable harm". The vote on HJR 36 will not affect the stipulation that the money for the year must be released in month-by-month installments. The president's decision was based on a report by USAID which showed that withholding funds would have the following results: 50 million condoms, 4.8 million cycles of birth control pills, and 500,000 IUDs would not be provided; and 17 of 95 USAID-funded family planning programs in 50 countries might have to be closed. The Foreign Operations funding bill for fiscal year 1996 had already decreased funds for family planning by 35% from the previous year to $356 million; a compromise between the House and Senate increased this amount to $385 million for fiscal year 1997. The House, on February 13, also passed HR 581 (231-194), which would reinstate a policy of Presidents Reagan and Bush: any organization receiving U.S. family planning aid would have to certify that it did not provide abortions, even if other sources paid for them, except in cases of life endangerment, rape, or incest. Such organizations must also certify that they would not violate or lobby to change abortion laws, except in opposition to coercive abortion or involuntary sterilization. Passage of this bill, which was introduced by Representative Christopher Smith (R-NJ) and which would remove the month-by-month distribution of aid, is considered to be symbolic; one objection would keep it from a vote in the Senate. Pyrethroids in house dust from the homes of farm worker families in the MICASA study.

Indoor pesticide exposure is a growing concern, particularly for pyrethroids, a commonly used class of pesticides. Pyrethroid concentrations may be especially high in homes of immigrant farm worker families, who often live in close proximity to agricultural fields and are faced with poor housing conditions, potentially causing high pest infestation and pesticide use. We investigate levels of pyrethroids in the house dust of farm worker family homes in a study of mothers and children living in Mendota, CA, within the population-based Mexican Immigration to California: Agricultural Safety and Acculturation (MICASA) Study. We present pesticide use data and levels of pyrethroid pesticides in indoor dust collected in 2009 as measured by questionnaires and a GC/MS analysis of the pyrethroids cis- and trans-permethrin, cypermethrin, deltamethrin, esfenvalerate and resmethrin in single dust samples collected from 55 households. Cis- and trans-permethrin had the highest detection frequencies at 67%, with median concentrations of 244 and 172ng/g dust, respectively. Cypermethrin was detected in 52% of the homes and had a median concentration of 186ng/g dust. Esfenvalerate, resmethrin and deltamethrin were detected in less than half the samples. We compared the pyrethroid concentrations found in our study to other studies looking at both rural and urban homes and daycares. Lower detection frequencies and/or lower median concentrations of cis- and trans-permethrin and cypermethrin were observed in our study as compared to those studies. However, deltamethrin, esfenvalerate and resmethrin were detected more frequently in the house dust from our study than in the other studies. Because households whose children had higher urinary pyrethroid metabolite levels were more likely to be analyzed in this study, a positive bias in our estimates of household pyrethroid levels may be expected. A decision support model for improving a multi-family housing complex based on CO2 emission from electricity consumption.

The number of deteriorated multi-family housing complexes in South Korea continues to rise, and consequently their electricity consumption is also increasing. This needs to be addressed as part of the nation's efforts to reduce energy consumption. The objective of this research was to develop a decision support model for determining the need to improve multi-family housing complexes. In this research, 1664 cases located in Seoul were selected for model development. The research team collected the characteristics and electricity energy consumption data of these projects in 2009-2010. The following were carried out in this research: (i) using the Decision Tree, multi-family housing complexes were clustered based on their electricity energy consumption; (ii) using Case-Based Reasoning, similar cases were retrieved from the same cluster; and (iii) using a combination of Multiple Regression Analysis, Artificial Neural Network, and Genetic Algorithm, the prediction performance of the developed model was improved. The results of this research can be used as follows: (i) as basic research data for continuously managing several energy consumption data of multi-family housing complexes; (ii) as advanced research data for predicting energy consumption based on the project characteristics; (iii) as practical research data for selecting the most optimal multi-family housing complex with the most potential in terms of energy savings; and (iv) as consistent and objective criteria for incentives and penalties. Losses to single-family housing from ground motions in the 1994 Northridge, California, earthquake

The distributions of insured losses to single-family housing following the 1994 Northridge, California, earthquake for 234 ZIP codes can be satisfactorily modeled with gamma distributions. Regressions of the parameters in the gamma distribution on estimates of ground motion, derived from ShakeMap estimates or from interpolated observations, provide a basis for developing curves of conditional probability of loss given a ground motion. Comparison of the resulting estimates of aggregate loss with the actual aggregate loss gives satisfactory agreement for several different ground-motion parameters. Estimates of loss based on a deterministic spatial model of the earthquake ground motion, using standard attenuation relationships and NEHRP soil factors, give satisfactory results for some ground-motion parameters if the input ground motions are increased about one and one-half standard deviations above the median, reflecting the fact that the ground motions for the Northridge earthquake tended to be higher than the median ground motion for other earthquakes with similar magnitude. Bringing life course home: a pilot to reduce pregnancy risk through housing access and family support.

Proponents of life course comment that while the theory is persuasive, translating theory to practice is daunting. This paper speaks to the challenges and possibilities of intervention based on life course theory. It describes Healthy Start in Housing (HSiH), a partnership between the Boston Public Health Commission (BPHC) and the Boston Housing Authority (BHA) to reduce stress due to housing insecurity among low-income, pregnant women. HSiH seeks improved birth outcomes and long term health of mothers and infants. BHA goals are improved quality of life for participants, greater public housing stability and enhanced impact of housing on community well-being. HSiH is a 1 year pilot offering 75 housing units to pregnant women at risk of adverse birth outcomes and homelessness. BHA provides housing and expedites processing of HSiH applications; BPHC staff oversee enrollment, guide women through the application process, and provide enhanced, long-term case management. Of 130 women referred to HSiH to date, 53 were ineligible, 59 have submitted applications, 13 are preparing applications and 5 dropped out. Nineteen women have been housed. Among eligible women, 58 % had medical conditions, 56 % mental health conditions, and 14 % prior adverse outcomes; 30 % had multiple risks. Standardized assessments reflected high levels of depressive symptoms; 41 % had symptoms consistent with post-traumatic stress disorder. Life course theory provides both the framework and the rationale for HSiH. HSiH experience confirms the salience of daily social experience to women's health and the importance of addressing stressors and stress in women's lives. PMID:23820672

Evaluation of Melaleuca cajuputi (Family: Myrtaceae) Essential Oil in Aerosol Spray Cans against Dengue Vectors in Low Cost Housing Flats

Background Melaleuca cajuputi essential oil in aerosol spray was evaluated against the dengue vectors Aedes aegypti and Ae. albopictus at low cost housing flats in Section 10, Setapak, Kuala Lumpur, Malaysia. Methods: Essential oil in aerosol viz: 5% and 10% of concentrations were sprayed for 5 seconds each towards hung mosquitoes in 5 cylindrical net cages. Aerosol weights were recorded before and after spraying to determine discharge rates. Knockdown and mortality number were observed and compared to MS standard aerosol which contain 0.07% prallethrin and 0.05% d-phenothrin as positive control and aerosol contain 40% kerosene and 60% LPG was used as negative control. Results: High knockdown and mortality was observed in both species of mosquitoes towards MS standard aerosol. There was a significant difference (P< 0.05) of mortality and knockdown between 5% and 10% of essential oil aerosol and 5% and 10% essential oil between MS standard. For 5% essential oil, mean percentage (%) of knockdown and mortality of Ae. aegypti displayed slightly higher compared to Ae. albopictus. Spraying with 5% M. cajuputi essential oil aerosol indicated a knockdown of Ae. aegypti 5.60±1.18 and mortality of 22.90±4.22 while Ae. albopictus showed 4.60±0.89 knockdown and 20.00±2.85 mortality. The 10% essential oil concentration gave 23.60±1.68 knockdown and 48.05±0.37 mortality for Ae. aegypti. Ae. albopictus gave 23.00±3.16 knockdown and 44.20 ± 2.10 mortality respectively. Conclusions: Extracts of essential oils does possessed an adulticidal effects and could be considered and utilized for future dengue vectors control. PMID:23293776

Root Causes of the Housing Bubble

In this chapter we investigate root causes of the recent US housing bubble which has been caused a serious downturn in US economic growth since autumn of 2008. We propose a simple model of housing markets in order to indicate the possible determinants of recent housing prices. Utilizing the model, we verify a number of hypotheses which have been proposed in the recent literature on the housing bubbles. We suggest that the main causes of the housing bubble from 2000 to 2006 are (1) non-elastic housing supply in the metropolitan areas, and (2) declines in the mortgage loan rate and the housing premium by the massive mortgage credit expansion. We also suggest that these factors were strongly influenced by policies that governments and the Federal Reserve Board performed.

Upgrade energy building standards and develop rating system for existing low-income housing

The city of Memphis Division of Housing and Community Development (HCD) receives grant funding each year from the U.S. Department of Housing and Urban Development (HUD) to provide local housing assistance to low-income residents. Through the years, HCD has found that many of the program recipients have had difficulty in managing their households, particularly in meeting monthly financial obligations. One of the major operating costs to low-income households is the utility bill. Furthermore, HCD`s experience has revealed that many low-income residents are simply unaware of ways to reduce their utility bill. Most of the HCD funds are distributed to low-income persons as grants or no/low interest loans for the construction or rehabilitation of single-family dwellings. With these funds, HCD builds 80 to 100 new houses and renovates about 500 homes each year. Houses constructed or renovated by HCD must meet HUD`s minimum energy efficiency standards. While these minimum standards are more than adequate to meet local building codes, they are not as aggressive as the energy efficiency standards being promoted by the national utility organizations and the home building industry. Memphis Light, Gas and Water (MLGW), a city-owned utility, has developed an award-winning program named Comfort Plus which promotes energy efficiency{open_quote} in new residential construction. Under Comfort Plus, MLGW models house plans on computer for a fee and recommends cost-effective alterations which improve the energy efficiency of the house. If the builder agrees to include these recommendations, MLGW will certify the house and guarantee a maximum annual heating/cooling bill for two years. While the Comfort Plus program has received recognition in the new construction market, it does not address the existing housing stock.

A culturally diverse sample of formerly homeless youth (ages 6-12) and their families (n?=?223) participated in a cluster randomized controlled trial of the Early Risers conduct problems prevention program in a supportive housing setting. Parents provided 4 annual behaviorally-based ratings of executive functioning (EF) and conduct problems, including at baseline, over 2 years of intervention programming, and at a 1-year follow-up assessment. Using intent-to-treat analyses, a multilevel latent growth model revealed that the intervention group demonstrated reduced growth in conduct problems over the 4 assessment points. In order to examine mediation, a multilevel parallel process latent growth model was used to simultaneously model growth in EF and growth in conduct problems along with intervention status as a covariate. A significant mediational process emerged, with participation in the intervention promoting growth in EF, which predicted negative growth in conduct problems. The model was consistent with changes in EF fully mediating intervention-related changes in youth conduct problems over the course of the study. These findings highlight the critical role that EF plays in behavioral change and lends further support to its importance as a target in preventive interventions with populations at risk for conduct problems. Housing and child health.

The connection between housing and health is well established. Physical, chemical, and biological aspects of the child's home, such as cleanliness, moisture, pests, noise, accessibility, injury risks, and other forms of housing environmental quality, all have the potential to influence multiple aspects of the health and development of children. Basic sanitation, reduced household crowding, other improvements in housing and expanded, and improved housing regulations have led to advances in children's health. For example, lead poisoning prevention policies have profoundly reduced childhood lead exposure in the United States. This and many other successes highlight the health benefits for families, particularly children, by targeting interventions that reduce or eliminate harmful exposures in the home. Additionally, parental mental health problems, food insecurity, domestic violence, and the presence of guns in children's homes all are largely experienced by children in their homes, which are not as yet considered part of the Healthy Homes agenda. There is a large movement and now a regulatory structure being put in place for healthy housing, which is becoming closely wedded with environmental health, public health, and the practice of pediatrics. The importance of homes in children's lives, history of healthy homes, asthma, and exposures to lead, carbon monoxide, secondhand/thirdhand smoke, radon, allergy triggers is discussed, as well as how changes in ambient temperature, increased humidity, poor ventilation, water quality, infectious diseases, housing structure, guns, electronic media, family structure, and domestic violence all affect children's health. It amends the Federal Deposit Insurance Act to assist troubled banks in providing capital and restructuring loans for energy development and agricultural pursuits. Title II repeals certain restrictions on the use of natural gas and petroleum imposed under the Fuel Use Act to open up markets and eliminate pricing requirements.
