Half of a $10,000 grant was given by the International Planned Parenthood Federation (IPPF) to finance the rural development project activities of Danfa, a village of about 835 people in Ghana. In this community the women are hard working but doubly disadvantaged. Along with a high illiteracy rate, the women are limited by inadequate income due to underemployment, under productivity, unfavorable farming conditions, and a lack of resources. Large families, frequent pregnancies, poor mother and child health, and high infant mortality all make matters worse for both the rural farm wife and her family. The project began with a nucleus of women that soon grew to between 24-30. Members soon formed small groups according to their occupational interests. The women grasped the self-help idea immediately. Once or twice a month there were demonstrations and the group worked together in such activities as making soap and pomade, preparing meals, and sewing. Meetings generally ended with a general group brainstorming and then members gathered in smaller groups to review their activities and plan for the future. During the 1st year of the project the men in the group rarely attended meetings. The group gave priority attention to their community's urgent need for working capital. 15 women farmers who met the criteria determined by the group received loans in the 1st round; only 8 satisfied the criteria in the 2nd round. At the beginning of the small loans scheme, the group decided to seek bigger loans from the bank if members proved credit worthy. This requirement was satisfied, and the group began negotiations for a loan with the Agricultural Development Bank. The group received the total group loan. The Ghana Home Science Association considers the project to be successful in several respects. Team spirit has developed the group, and the women play important and respected roles. Family planning problems are regularly presented for discussion, but it is difficult to correlate these ideas with practice. The ability of members to discuss these problems comfortably is an indication of their acceptance of family planning as an important topic in their lives. PMID:12311875

HUD PowerSaver Pilot Loan Program

The U.S. Department of Housing and Urban Development (HUD) recently announced the creation of a pilot loan program for home energy improvements. The PowerSaver loan program is a new, energy-focused variant of the Title I Property Improvement Loan Insurance Program (Title I Program) and is planned for introduction in early 2011. The PowerSaver pilot will provide lender insurance for secured and unsecured loans up to $25,000 to single family homeowners. These loans will specifically target residential energy efficiency and renewable energy improvements. HUD estimates the two-year pilot will fund approximately 24,000 loans worth up to $300 million; the program is not capped. The Federal Housing Administration (FHA), HUD's mortgage insurance unit, will provide up to $25 million in grants as incentives to participating lenders. FHA is seeking lenders in communities with existing programs for promoting residential energy upgrades.

This study had two objectives: to determine whether energy consumption was comparable between MFH and non-MFH residences and to determine the feasibility of appreciably decreasing MFH energy consumption. The study found energy consumption tended to be greater in MFH. However, most of this difference is probably due to factors beyond the occupants' control such as house size, house construction, and equipment efficiency. Energy consumption in MFH and non-MFH residencies tended to be comparable under near equal conditions. Decreasing MFH energy consumption involves increasing the housing units' efficiency and decreasing the occupants' energy consumption. Increasing MFH energy efficiency can be accomplished by using more efficient equipment and appliances and using proper construction materials and techniques to reduce heat loss, heat gain, and number of air changes. These efforts result in a net energy and monetary savings as well as increased occupant comfort.

1996-2004 Trends in the Single-Family Housing Market: Spatial Analysis of the Residential Sector  

SciTech Connect

This report provides a detailed geographic analysis of two specific topics affecting the residential sector. First, we performed an analysis of new construction market trends using annual building permit data. We report summarized tables and national maps to help illustrate market conditions. Second, we performed a detailed geographic analysis of the housing finance market. We analyzed mortgage application data to provide citable statistics and detailed geographic summarization of the residential housing picture in the US for each year in the 1996-2004 period. The databases were linked to geographic information system tools to provide various map series detailing the results geographically. Looking at these results geographically may suggest potential new markets for TD programs addressing the residential sector that have not been considered previously. For example, we show which lenders affect which regions and which income or mortgage product classes. These results also highlight the issue of housing affordability. Energy efficiency R&D programs focused on developing new technology for the residential sector must be conscious of the costs of products resulting from research that will eventually impact the home owner or new home buyer. Results indicate that home values as a proportion of median family income in Building America communities are closely aligned with the national average of home value as a proportion of median income. Other key findings: • The share of home building and home buying activity continues to rise steadily in the Hot-Dry and Hot-Humid climate zones, while the Mixed-Humid and Cold climate zone shares continue to decline. Other zones remain relatively stable in terms of share of housing activity. • The proportion of home buyers having three times the median family income for their geography has been steadily increasing during the study period. • Growth in the Hispanic/Latino population and to a lesser degree in the Asian population has translated into proportional increases in share of home purchasing by both groups. White home buyers continue to decline as a proportion all home buyers. • Low interest rate climate resulted in lenders moving back to conventional financing, as opposed to government-backed financing, for cases that would be harder to financing in higher rate environments. Government loan products are one mechanism for affecting energy efficiency gains in the residential sector. • The rate environment and concurrent deregulation of the finance industry resulted unprecedented merger and acquisition activity among financial institutions during the study period. This study conducted a thorough accounting of this merger activity to inform the market share analysis provided. • The home finance industry quartiles feature 5 lenders making up the first quartile of home purchase loans, 18 lenders making up the second quartile, 111 lenders making up the third quartile, and the remaining nearly 8,000 lenders make up the fourth quartile.

Changes to indoor air quality as a result of relocating families from slums to public housing

One largely unstudied benefit of relocating families from slums to public housing is the potential improvement in indoor air quality (IAQ). We compared families that moved from slums to public housing with those that remained living in slums in Santiago, Chile in terms of fine particulate matter (PM2.5) as main indicator of change. A cross-sectional study of 98 relocated families and 71 still living in slums was carried out, obtaining indoor and outdoor samples by a Personal Environmental Monitor. Home characteristics, including indoor air pollution sources were collected through questionnaires. Multivariate regression models included the intervention (public housing or slum), indoor pollution sources, outdoor PM2.5 and family characteristics as predictors. Indoor PM2.5 concentrations were higher in slums (77.8 ?g m-3 [SD = 35.7 ?g m-3]) than in public housing (55.7 ?g m-3 [SD = 34.6 ?g m-3], p < 0.001). Differences between indoor and outdoor PM2.5 were significant only in the slum houses. The multivariate analysis showed that housing intervention significantly decreased indoor PM2.5 (10.4 ?g m-3) after adjusting by the other predictors. Outdoor PM2.5 was the main predictor of indoor PM2.5. Other significant factors were water heating fuels and indoor smoking. Having infants 1-23 months was associated with a lowering of indoor PM2.5. Our results suggest that a public housing program that moves families from slums to public housing improves indoor air quality directly and also indirectly through air pollution sources.

This news article describes women's housing conditions, housing policy, and pilot programs to house poor women in Bangladesh. Although Bangladesh has a constitution that reinforces the equal status of women, in practice, men dominate and patrilineal customs determine inheritance and property rights. Religious affiliation also determines land tenure and inheritance. Muslim women can inherit 12.5% of their husband's property if there are children. 25% is inherited if wives are without children. Hindu women without sons can inherit their husband's property, but not parental property. Many families refuse to release property to women without a fight. Women, regardless of ownership of land, rarely control or use their land. The custom of requiring men to maintain wives during the marriage, and daughters until marriage, creates obstacles to women's decision making about property. Without collateral and other security women are unable to secure bank loans. Many women are also constrained by the requirement of male consent or guarantees for bank transactions. Banks do not have a gender responsive criteria for selecting loan recipients. The government does not provide sufficient housing to satisfy the growing housing needs due to population growth. Some housing is available from slum landlords. A National Housing Policy was formulated in 1993. Priority would be given to the housing needs of low income women in urban areas and women-headed households with income below the poverty line. The policy does not address the underlying factors that prevent equal access to housing for women. The government prepared a Human Settlement and Urban Development proposal for the Habitat II conference. The plan did not address gender issues. Special efforts are being made by nongovernmental groups to meet the housing needs of professional women and for some disadvantaged women. PMID:12347277

Housing instability and alcohol problems during the 2007-2009 US recession: the moderating role of perceived family support.

The 2007-2009 US economic recession was marked by unprecedented rates of housing instability and relatively little is known about how this instability impacted alcohol problems. While previous studies have linked homelessness to increased rates of alcohol use and abuse, housing instability during a recession impacts a much larger segment of the population and usually does not result in homelessness. Using a nationally representative sample of US adults, this study examines the association between housing instability during the recession and alcohol outcomes. Additionally, we assess whether this association is moderated by perceived family support. In multivariate negative binomial regressions, both trouble paying the rent/mortgage (vs. stable housing) and lost (vs. stable) housing were associated with experiencing more negative drinking consequences and alcohol dependence symptoms. However, these associations were moderated by perceived family support. In contrast to those with low perceived family support, participants with high perceived family support reported relatively few alcohol problems, irrespective of housing instability. Furthermore, while job loss was strongly associated with alcohol problems in univariate models, no significant associations between job loss and alcohol outcomes were observed in multivariate models that included indicators of housing instability. Findings point to the importance of the informal safety net and suggest that alcohol screening and abuse prevention efforts should be intensified during periods of recession, particularly among those who experience housing instability. Inadequate housing among families under investigation for child abuse and neglect: prevalence from a national probability sample.

This study aimed to estimate the prevalence of inadequate housing that threaten out-of-home placement among families under investigation by child welfare. Data came from the National Survey of Child and Adolescent Well-Being, a nationally representative longitudinal survey of child welfare-involved families. Child protective services caseworkers as well as caregivers provided information on families whose child remained in the home after initial investigation (N = 3,867). Multilevel latent class analyses tested the presence of inadequately housed subgroups using 4 housing problem indicators at baseline. Logistic regressions assessed convergent and predictive validity. A two class latent solution best fit the data. Findings indicated that inadequate housing contributed to risk for out-of-home placement in approximately 16 % of intact families under investigation by child protective services. These families were 4 times more likely to need housing services 12 months later. Federal legislation emphasizes integration of social services as necessary to end homelessness. This study demonstrates overlap across public agencies. Enhanced coordination of child welfare and housing services facilitates interventions to prevent and mitigate homelessness. PMID:23702790

A decision support model for improving a multi-family housing complex based on CO2 emission from electricity consumption.

The number of deteriorated multi-family housing complexes in South Korea continues to rise, and consequently their electricity consumption is also increasing. This needs to be addressed as part of the nation's efforts to reduce energy consumption. The objective of this research was to develop a decision support model for determining the need to improve multi-family housing complexes. In this research, 1664 cases located in Seoul were selected for model development. The research team collected the characteristics and electricity energy consumption data of these projects in 2009-2010. The following were carried out in this research: (i) using the Decision Tree, multi-family housing complexes were clustered based on their electricity energy consumption; (ii) using Case-Based Reasoning, similar cases were retrieved from the same cluster; and (iii) using a combination of Multiple Regression Analysis, Artificial Neural Network, and Genetic Algorithm, the prediction performance of the developed model was improved. The results of this research can be used as follows: (i) as basic research data for continuously managing several energy consumption data of multi-family housing complexes; (ii) as advanced research data for predicting energy consumption based on the project characteristics; (iii) as practical research data for selecting the most optimal multi-family housing complex with the most potential in terms of energy savings; and (iv) as consistent and objective criteria for incentives and penalties. Food wasting by house mice: variation among individuals, families, and genetic lines.

Under ad libitum conditions, laboratory house mice (Mus domesticus) fragment considerable amounts of pelleted food and leave it scattered in their cages. The proportion of food thus wasted (in relation to food eaten) varies remarkably among individuals, from 2% to 40%, but is highly consistent in consecutive trials, even when the mice were moved from 22 to -10 degrees C and food consumption doubled. Food wasting did not differ either between the sexes or between genetic lines that had been selected (10 generations) for high voluntary wheel-running behavior (n=4) and their unselected control lines (n=4). However, it varied significantly among replicate lines within the selection groups and among families within the lines (coefficient of intraclass correlation for full sibs, rhof=0.41 in room temperature trials and rhof=0.34 in cold trials). Moreover, the percent of food wasted was negatively correlated with food consumption in the cold trials (males: r=-.36, females: r=-.20) and with total litter mass at weaning (the litters into which they were born; r=-.24), two traits that may affect Darwinian fitness. We conclude that food wastage should not be ignored without justification in calculations of food consumption. In addition, "table manners" can convey reliable information about family origin of an individual and its quality, and therefore could potentially play a role in establishment of social status. Losses to single-family housing from ground motions in the 1994 Northridge, California, earthquake

The distributions of insured losses to single-family housing following the 1994 Northridge, California, earthquake for 234 ZIP codes can be satisfactorily modeled with gamma distributions. Regressions of the parameters in the gamma distribution on estimates of ground motion, derived from ShakeMap estimates or from interpolated observations, provide a basis for developing curves of conditional probability of loss given a ground motion. Comparison of the resulting estimates of aggregate loss with the actual aggregate loss gives satisfactory agreement for several different ground-motion parameters. Estimates of loss based on a deterministic spatial model of the earthquake ground motion, using standard attenuation relationships and NEHRP soil factors, give satisfactory results for some ground-motion parameters if the input ground motions are increased about one and one-half standard deviations above the median, reflecting the fact that the ground motions for the Northridge earthquake tended to be higher than the median ground motion for other earthquakes with similar magnitude. Bringing life course home: a pilot to reduce pregnancy risk through housing access and family support.

Proponents of life course comment that while the theory is persuasive, translating theory to practice is daunting. This paper speaks to the challenges and possibilities of intervention based on life course theory. It describes Healthy Start in Housing (HSiH), a partnership between the Boston Public Health Commission (BPHC) and the Boston Housing Authority (BHA) to reduce stress due to housing insecurity among low-income, pregnant women. HSiH seeks improved birth outcomes and long term health of mothers and infants. BHA goals are improved quality of life for participants, greater public housing stability and enhanced impact of housing on community well-being. HSiH is a 1 year pilot offering 75 housing units to pregnant women at risk of adverse birth outcomes and homelessness. BHA provides housing and expedites processing of HSiH applications; BPHC staff oversee enrollment, guide women through the application process, and provide enhanced, long-term case management. Of 130 women referred to HSiH to date, 53 were ineligible, 59 have submitted applications, 13 are preparing applications and 5 dropped out. Nineteen women have been housed. Among eligible women, 58 % had medical conditions, 56 % mental health conditions, and 14 % prior adverse outcomes; 30 % had multiple risks. Standardized assessments reflected high levels of depressive symptoms; 41 % had symptoms consistent with post-traumatic stress disorder. Life course theory provides both the framework and the rationale for HSiH. HSiH experience confirms the salience of daily social experience to women's health and the importance of addressing stressors and stress in women's lives. PMID:23820672

Predictive models of energy consumption in multi-family housing in College Station, Texas

Patterns of energy consumption in apartment buildings are different than those in single-family houses. Apartment buildings have different physical characteristics, and their inhabitants have different demographic attributes. This study develops models that predict energy usage in apartment buildings in College Station. This is accomplished by analyzing and identifying the predictive variables that affect energy usage, studying the consumption patterns, and creating formulas based on combinations of these variables. According to the hypotheses and the specific research context, a cross-sectional design strategy is adopted. This choice implies analyses across variations within a sample of fourplex apartments in College Station. The data available for analysis include the monthly billing data along with the physical characteristics of the building, climate data for College Station, and occupant demographic characteristics. A simple random sampling procedure is adopted. The sample size of 176 apartments is drawn from the population in such a way that every possible sample has the same chance of being selected. Statistical methods used to interpret the data include univariate analysis (mean, standard deviation, range, and distribution of data), correlation analysis, regression analysis, and ANOVA (analyses of variance). The results show there are significant differences in cooling efficiency and actual energy consumption among different building types, but there are no significant differences in heating consumption. There are no significant differences in actual energy consumption between student and non-student groups or among ethnic groups. The findings indicate that there are significant differences in actual energy consumption among marital status groups and educational level groups. The multiple regression procedures show there is a significant relationship between normalized annual consumption and the combined variables of floor area, marital status, dead band, construction material, summer thermostat setting, heating, slope, and base load, as well as a relationship between cooling slope and the combined variables of share wall, floor level, summer thermostat setting, external wall, and American household. In addition, there is a significant relationship between heating slope and the combined variables of winter thermostat setting, market value, student, and rent. The results also indicate there is a relationship between base load and the combined variables of floor area, market value, age of the building, marital status, student, and summer thermostat setting.

During the early stages of an influenza pandemic, a pandemic vaccine likely will not be available. Therefore, interventions to mitigate pandemic influenza transmission in communities will be an important component of the response to a pandemic. Public-housing residents, single-parent families, and low-income populations may have difficulty complying with community-wide interventions. To enable compliance with community interventions, stakeholders recommended the following: (1) community mobilization and partnerships, (2) culturally specific emergency communications planning, (3) culturally specific education and training programs, (4) evidence-based measurement and evaluation efforts, (5) strategic planning policies, (6) inclusion of community members as partners, and (7) policy and program changes to minimize morbidity and mortality. Growing up as "man of the house": adultification and transition into adulthood for young men in economically disadvantaged families.

Many children in economically disadvantaged communities assume adult roles in their families. Negotiating the responsibilities and expectations associated with becoming what some young men describe as "man of the house" has important implications for how adolescent boys move into adulthood. In this study, we share insights from field work and life-history interviews with low-income, young African American men and Salvadoran men in the Washington, DC/Baltimore region to illustrate how adultification may deliver contradictory expectations for adolescents. The findings also show how the accelerated responsibilities that accompany the experience of adultification create difficulties in the young men's transition into adulthood. These findings indicate that the age period of emerging adulthood may begin earlier for economically disadvantaged young men. PMID:24677648

Radon Transport Into a Single-Family House with a Basement

We describe the results of a five-month study during which {sup 222}Rn (radon) concentration, air-exchange (or ventilation) rate, and weather and radon source parameters were continuously monitored in a house near Chicago, with a view to accounting for the radon entry rate. The results suggest that the basement sump and perimeter drain-tile system played an important role in influencing the radon entry rate and that pressure-driven flow was more important than diffusion as a mechanism for radon entry. For the first 15 weeks of the study period the mean indoor radon concentration and air-exchange rate were 2.6 pCi {ell}{sup -1} (96 Bq m{sup -3}) and 0.22 hr{sup -1}, respectively; both parameters varied over a wide range. Radon concentration measured at the sump cover varied bimodally between 0-10 pCi {ell}{sup -1} (0-400 Bq m{sup -3}) and 300-700 pCi {ell}{sup -1} (10,000-30,000 Bq m{sup -3}). These two modes corresponded well to periods of low and high indoor radon concentration; average indoor concentrations for these periods were 1.5 and 6.5 pCi {ell}{sup -1} (55 and 240 Bq m{sup -3}), respectively. For data sorted into two groups according to radon activity at the sump, the indoor radon concentration showed little dependence on air-exchange rate. This result is accounted for by a model in which the radon entry rate, determined by mass balance, has two components--one diffusive, the other pressure-driven and presumed to be proportional to the air-exchange rate. In fitting this model to the data we found that (1) the flow component dominated the diffusive component for periods of both high and low activity at the sump; and (2) the magnitude of the diffusive component agreed well with the expected contributions of radon emanating from concrete and soil and diffusing into the house. To account for the flow component, we hypothesize that pressure drives air carrying a high concentration of radon generated in the soil, either through the bulk of the soil or along the outside of the basement walls, then into the basement through cracks and openings. During the final six weeks of the study, measurements were made with the water level in the sump maintained first below, then above the entrance of the pipe connected to the perimeter drain tile system. Average indoor radon concentrations during these two periods were 10.6 and 3.5 pCi {ell}{sup -1} (390 and 130 Bq m{sup -3}), respectively. The relatively high latter value compared with the mean for the first 15 weeks, combined with the observation of intervals of high airborne alpha activity at the sump during this period, suggest that the level of water in the sump does not, by itself, account for the variation in alpha activity at the sump that we had previously observed. Fireplace operation substantially increased the air-exchange state, but had only a small effect on indoor radon concentration, providing corroborative evidence that pressure-driven flow is an important mechanism for radon entry into this house.

Simulating indoor concentrations of NO2 and PM2.5 in multi-family housing for use in health-based intervention modeling

Residents of low-income multi-family housing can have elevated exposures to multiple environmental pollutants known to influence asthma. Simulation models can characterize the health implications of changing indoor concentrations, but quantifying the influence of interventions on concentrations is challenging given complex airflow and source characteristics. In this study, we simulated concentrations in a prototype multi-family building using CONTAM, a multi-zone airflow and contaminant transport program. Contaminants modeled included PM2.5 and NO2, and parameters included stove use, presence and operability of exhaust fans, smoking, unit level, and building leakiness. We developed regression models to explain variability in CONTAM outputs for individual sources, in a manner that could be utilized in simulation modeling of health outcomes. To evaluate our models, we generated a database of 1000 simulated households with characteristics consistent with Boston public housing developments and residents, and compared the predicted levels of NO2 and PM2.5 and their correlates with the literature. Our analyses demonstrated that CONTAM outputs could be readily explained by available parameters (R2 between 0.89 and 0.98 across models), but that one-compartment box models would mischaracterize concentrations and source contributions. Our study quantifies the key drivers for indoor concentrations in multi-family housing and helps to identify opportunities for interventions.

Root Causes of the Housing Bubble

In this chapter we investigate root causes of the recent US housing bubble which has been caused a serious downturn in US economic growth since autumn of 2008. We propose a simple model of housing markets in order to indicate the possible determinants of recent housing prices. Utilizing the model, we verify a number of hypotheses which have been proposed in the recent literature on the housing bubbles. We suggest that the main causes of the housing bubble from 2000 to 2006 are (1) non-elastic housing supply in the metropolitan areas, and (2) declines in the mortgage loan rate and the housing premium by the massive mortgage credit expansion. We also suggest that these factors were strongly influenced by policies that governments and the Federal Reserve Board performed.

This week's In the News looks at the International Monetary Fund's recent lending agreement with Russia. The nine resources discussed offer commentary, news, analysis, and background information concerning the IMF's current economic package, and discuss the Russian economic crisis in general. A key player in the New Russian Federation's transition to a market economy, the IMF, agreed to ease Russia's ongoing financial crisis on July 13, 1998 with a loan of 15.1 billion dollars (to be dispersed over two years). According to IMF First Deputy Managing Director Stanley Fischer, this amount is "a very significant draw on our resources," although the IMF has protected its funding carefully via terms outlined in the agreement. Deliberators in Russia's Parliament, however, find the conditions set by the IMF, President Boris Yeltsin, and other international lenders to be too harsh -- particularly a condition to protect the rights of foreign investors. As the debate continues, many fear that future international funding will be withheld, and the ruble will continue its downward spiral set off by the Asian financial crisis in May 1998 (discussed in the January 30, 1998 Scout Report). With 5 billion dollars or more available from the IMF as early as next week, Russian government leaders must agree on a feasible economic plan, before conditions worsen.

Evaluation of Melaleuca cajuputi (Family: Myrtaceae) Essential Oil in Aerosol Spray Cans against Dengue Vectors in Low Cost Housing Flats

Background Melaleuca cajuputi essential oil in aerosol spray was evaluated against the dengue vectors Aedes aegypti and Ae. albopictus at low cost housing flats in Section 10, Setapak, Kuala Lumpur, Malaysia. Methods: Essential oil in aerosol viz: 5% and 10% of concentrations were sprayed for 5 seconds each towards hung mosquitoes in 5 cylindrical net cages. Aerosol weights were recorded before and after spraying to determine discharge rates. Knockdown and mortality number were observed and compared to MS standard aerosol which contain 0.07% prallethrin and 0.05% d-phenothrin as positive control and aerosol contain 40% kerosene and 60% LPG was used as negative control. Results: High knockdown and mortality was observed in both species of mosquitoes towards MS standard aerosol. There was a significant difference (P< 0.05) of mortality and knockdown between 5% and 10% of essential oil aerosol and 5% and 10% essential oil between MS standard. For 5% essential oil, mean percentage (%) of knockdown and mortality of Ae. aegypti displayed slightly higher compared to Ae. albopictus. Spraying with 5% M. cajuputi essential oil aerosol indicated a knockdown of Ae. aegypti 5.60±1.18 and mortality of 22.90±4.22 while Ae. albopictus showed 4.60±0.89 knockdown and 20.00±2.85 mortality. The 10% essential oil concentration gave 23.60±1.68 knockdown and 48.05±0.37 mortality for Ae. aegypti. Ae. albopictus gave 23.00±3.16 knockdown and 44.20 ± 2.10 mortality respectively. Conclusions: Extracts of essential oils does possessed an adulticidal effects and could be considered and utilized for future dengue vectors control.

Executive functioning as a mediator of conduct problems prevention in children of homeless families residing in temporary supportive housing: a parallel process latent growth modeling approach.

A culturally diverse sample of formerly homeless youth (ages 6-12) and their families (n?=?223) participated in a cluster randomized controlled trial of the Early Risers conduct problems prevention program in a supportive housing setting. Parents provided 4 annual behaviorally-based ratings of executive functioning (EF) and conduct problems, including at baseline, over 2 years of intervention programming, and at a 1-year follow-up assessment. Using intent-to-treat analyses, a multilevel latent growth model revealed that the intervention group demonstrated reduced growth in conduct problems over the 4 assessment points. In order to examine mediation, a multilevel parallel process latent growth model was used to simultaneously model growth in EF and growth in conduct problems along with intervention status as a covariate. A significant mediational process emerged, with participation in the intervention promoting growth in EF, which predicted negative growth in conduct problems. The model was consistent with changes in EF fully mediating intervention-related changes in youth conduct problems over the course of the study. These findings highlight the critical role that EF plays in behavioral change and lends further support to its importance as a target in preventive interventions with populations at risk for conduct problems. Housing and child health.

The connection between housing and health is well established. Physical, chemical, and biological aspects of the child's home, such as cleanliness, moisture, pests, noise, accessibility, injury risks, and other forms of housing environmental quality, all have the potential to influence multiple aspects of the health and development of children. Basic sanitation, reduced household crowding, other improvements in housing and expanded, and improved housing regulations have led to advances in children's health. For example, lead poisoning prevention policies have profoundly reduced childhood lead exposure in the United States. This and many other successes highlight the health benefits for families, particularly children, by targeting interventions that reduce or eliminate harmful exposures in the home. Additionally, parental mental health problems, food insecurity, domestic violence, and the presence of guns in children's homes all are largely experienced by children in their homes, which are not as yet considered part of the Healthy Homes agenda. There is a large movement and now a regulatory structure being put in place for healthy housing, which is becoming closely wedded with environmental health, public health, and the practice of pediatrics. The importance of homes in children's lives, history of healthy homes, asthma, and exposures to lead, carbon monoxide, secondhand/thirdhand smoke, radon, allergy triggers is discussed, as well as how changes in ambient temperature, increased humidity, poor ventilation, water quality, infectious diseases, housing structure, guns, electronic media, family structure, and domestic violence all affect children's health. Monitoring and evaluation of replacing low-efficiency air conditioners with high-efficiency air conditioners in single-family detached houses in Austin, Texas

The US DOE initiated this project to evaluate the performance of an air conditioner retrofit program in Austin, Texas. The City's Austin's Resource Management Department pursued this project to quantify the retrofit effect of replacing low-efficiency air conditioners with high-efficiency air conditioners in single-family detached homes. If successfully implemented, this retrofit program could help defer construction of a new power plant which is a major goal of this department. The project compares data collected from 12 houses during two cooling seasons under pre-retrofit and then post-retrofit air conditioner units. The existing low-efficiency air conditioners were monitored during the 1987 cooling season, replaced during the 1987--88 heating season with new, smaller sized, high-efficiency units, and then monitored again during the 1988 cooling season. Results indicated that the air conditioner retrofits reduce the annual air conditioner electric consumption and peak electric demand by an average of 38%. When normalized to the nominal capacity of the air conditioner, average demand savings were 1.12 W/ft{sup 2} and estimated annual energy savings were 1.419 kWh/ft{sup 2}. Individual air conditioner power requirements were found to be a well defined function of outdoor temperature as expected. In the absence of detailed data, estimates of the peak demand reductions of new air conditioners can be made from the manufacturer's specifications. Air conditioner energy consumption proved to be strongly linear as a function of the outdoor temperature as expected when taken as an aggregate. No noticeable differences in the diversity factor of the air conditioner usage were found. Analysis of the retrofit effect using PRISM yields estimates of the reduction in normalized annual consumption (NAC) and annual cooling consumption of 12% and 30%. 2 refs., 11 figs., 17 tabs.

As construction progresses, GWS inspects the work of the electrical, plumbing and insulation contractors and installs its own Smart House Radiant Barrier. On completion of the home, GWS technicians use a machine that creates a vacuum in the house and enables computer calculation of the air exchanged, a measure of energy efficiency. Key factor is the radiant barrier, borrowed from the Apollo program. This is an adaptation of a highly effective aluminized heat shield as a radiation barrier holding in or keeping out heat, cold air and water vapor.

An architect-engineering firm, as well as university participants, performed system studies, evaluated construction methods, performed cost effectiveness studies, and prepared construction drawings which incorporated the selected technology features into a final design. A Technology Utilization House (Tech House) based on this design was constructed at the NASA Langley Research Center in Hampton, Virginia. The Tech House is instrumented so that the performance of the design features and energy systems can be evaluated during a planned family live-in period. As such, the house is both a demonstration unit and a research laboratory. The Tech House is to demonstrate the kind of single-family residence that will probably be available within the next five years.

Multiple myeloma. Houses and spouses

Two families in which successive spouses who lived in the same house developed multiple myeloma are reported. In the first instance, a man whose first wife died of multiple myeloma remarried, and his second wife also developed myeloma. In the second family, a woman's first husband died of multiple myeloma and her second husband did too. Radiation studies of the houses and yards showed no increased radioactivity. No evidence was found for excessive exposure to chemicals or other environmental agents, for contact with other patients having similar malignancies, or for exposure to viruses or other transmissible factors. The significance of the occurrence of multiple myeloma in subsequent spouses is unknown. It is hoped that this report will stimulate research for other instances and lead to careful epidemiologic, radiologic, and virologic studies.

Blair House: The President's Guest House

The Blair House has been the next-door neighbor of the White House in Washington, DC since 1824 and it is the President's official guest house. The house is named after Francis Preston Blair, who served in President Andrew Jackson's "Kitchen Cabinet" and he was the consummate political insider during the administrations of Martin Van Buren and Abraham Lincoln. Today, the house also serves as a home for the president-elect in the days before the inauguration. This marvelous website from CSPAN provides visitors with video clips of the house, and it's quite a tour. There are ten short profiles that include views of the principal suite, the drawing room, and the Lincoln Room. The site also has interviews with people who have spent time getting to know the Blair House, including Ambassador Nancy Brinker and Deputy Chief of Protocol Raymond P. Martinez.
