    The seaward migration of juvenile salmonids was monitored by the National Marine Fisheries Service (NMFS) at Bonneville and John Day Dams on the Columbia river in 1995. The NMFS Smolt Monitoring Project is part of a larger Smolt Monitoring Program (SMP) coordinated by the Fish Passage Center (FPC) for the Columbia Basin Fish and Wildlife Authority. This program focuses on protecting, mitigating, and enhancing fish populations affected by the development and operation of hydroelectric power plants on the Columbia River. The purpose of the SMP is to monitor the migration of the juvenile salmonid stocks in the Columbia basin and make flow and spill recommendations designed to facilitate fish passage. Data are also used for travel time, migration timing, and relative run size analysis. The purpose of the NMFS portion of the program is to provide FPC with species and project specific real time data from John Day and Bonneville Dams.

    2000 was the third season in the Smolt Monitoring Facility (SMF) at John Day Dam. Despite the continued presence of the NMFS The Dalles Dam spillway survival study, and a higher target number of study fish, sample numbers were down form 1999. Additionally, the average sample rate this year (25%) was nearly twice the average rate in 1999, (13%). Spill, expressed as a percent of river flow, was up slightly this year, about 3% in the spring and 8% through the summer and fall, which accounts for some of the decline in sample numbers. The largest declines in sample numbers were for yearling and subyearling chinook and wild sockeye. Descaling and mortality rates were very low for all species, the highest descaling was 11.2% for hatchery sockeye. River flow was lower than last year, debris was light, dissolved gas levels were generally below the Oregon and Washington water quality standards, and overall, migration conditions were good. Passage duration was generally similar to last year but timing varied considerably, depending on species. PIT tag detections were down to 41,848 from 138,705 the previous year. Increased spill passage is the likely explanation for the large decline. The Separation by Code component of the system was utilized by three different studies. At Bonneville Dam, index level sampling was transferred from the first powerhouse to the second powerhouse and occurred at the new Hamilton Island Juvenile Monitoring Facility. An estimated 2.7 million fish passed through the bypass system, 54,051 of which were sampled in the new facility. The location and method differ so much from previous years that comparisons are pointless. River conditions were similar to those described for John Day Dam; lower than in 1999, moderate debris, manageable gas levels, and normal temperatures. Passage timing and duration was very similar to last year for the chinook and steelhead but the coho migration started later and ended earlier, and sockeye were just the opposite

    The 2003 spring flows were within 7 kcfs of last year's flows, but the summer flows were significantly lower, averaging 194 kcfs compared to 278 kcfs last year. Late summer and fall flows were within 20 kcfs of last year's flows. These flow levels provided good migration conditions for juvenile salmonids, comparable to last year, except in June and July. Monthly average river flows were lower than the historical averages. The number of fish handled at John Day decreased from 257,741 last year to 166,209 this year. Part of this decline is due to reduced research effort which lowers the total number of fish needed. Descaling, compared to last year, varied by species, increasing for yearling chinook and clipped and unclipped steelhead, decreasing for coho and sockeye, and remaining about the same for subyearling chinook. Descaling was well below the average for the airlift years for all species except unclipped steelhead. This may be a function of unclipped hatchery steelhead being counted as unclipped steelhead, a category traditionally reserved for wild steelhead. Mortality continues to be low, at or below last year's levels for yearling chinook, subyearling chinook, clipped steelhead and sockeye; slightly higher than last year for unclipped steelhead and coho. With the exception of sockeye, mortality rates at the new facility are well below the average for the years of sampling with the airlift system. The spring migrants generally started migrating later and finished earlier, for a shorter overall duration. Sub-yearling chinook did just the opposite, starting earlier and ending later for a longer middle 80% duration. This was the fourth year of index level sampling at the Hamilton Island Juvenile Monitoring Facility at Bonneville. The number of fish handled declined from 85,552 last year to 80,303 this year. Descaling for all species was similar to the previous two years (within 2%) but in all cases lower than the historical average. Mortality was lower than last

    yearling Chinook and unclipped steelhead runs took longer to pass Bonneville than any previous year, at 44 and 45 days, respectively. For subyearling Chinook, the middle 80% of the fish passed during the last three weeks of June and the first week of July, taking 35 days to pass the project, the same as last year. Descaling for all species was slightly higher than the average of the last five years. Compared to last year, descaling varied by species, increasing for yearling Chinook, coho, and sockeye and lower for subyearling Chinook and steelhead. Since sampling began in the juvenile monitoring facility, descaling has been quite consistent, staying below 3.6% for yearling and subyearling Chinook, unclipped steelhead and coho, and above 4.7% for clipped steelhead and sockeye. Mortality was slightly higher than last year and the historical average for yearling and subyearling Chinook and steelhead. Coho and sockeye mortality was lower than last year and the historical average. Mortality for all species was below 1%. Powerhouse 2 operational priority and research results showing higher survival of fish passing through the PH1 turbines rather than through the bypass system resulted in a complete disuse of the PH1 bypass system. Consequently, we removed the historic PH1 data from this report and refer readers to any prior report for information regarding first powerhouse fish sampling.

  5. Wildlife and Wildlife Habitat Loss Assessment Summary at Federal Hydroelectric Facilities; Willamette River Basin, 1985 Final Report.

    Habitat based assessments were conducted of the US Army Corps of Engineers' hydroelectric projects in the Willamette River Basin, Oregon, to determine losses or gains to wildlife and/or wildlife habitat resulting from the development and operation of the hydroelectric-related components of the facilities. Preconstruction, postconstruction, and recent vegetation cover types at the project sites were mapped based on aerial photographs. Vegetation cover types were identified within the affected areas and acreages of each type at each period were determined. Wildlife target species were selected to represent a cross-section of species groups affected by the projects. An interagency team evaluated the suitability of the habitat to support the target species at each project for each time period. An evaluation procedure which accounted for both the quantity and quality of habitat was used to aid in assessing impacts resulting from the projects. The Willamette projects extensively altered or affected 33,407 acres of land and river in the McKenzie, Middle Fork Willamette, and Santiam river drainages. Impacts to wildlife centered around the loss of 5184 acres of old-growth conifer forest, and 2850 acres of riparian hardwood and shrub cover types. Impacts resulting from the Willamette projects included the loss of critical winter range for black-tailed deer and Roosevelt elk, and the loss of year-round habitat for deer, upland game birds, furbearers, spotted owls, pileated woodpeckers, and many other wildlife species. Bald eagles and ospreys were benefited by an increase in foraging habitat. The potential of the affected areas to support wildlife was greatly altered as a result of the Willamette projects. Losses or gains in the potential of the habitat to support wildlife will exist over the lives of the projects. Cumulative or system-wide impacts of the Willamette projects were not quantitatively assessed.

    This thesis considers a simple yet realistic model of pump-assisted hydroelectric facilities operating in a market with time-varying but deterministic power prices. Both deterministic and stochastic water inflows are considered. The fluid mechanical and engineering details of the facility are described by a model containing several parameters. We present a dynamic programming algorithm for optimizing either the total energy produced or the total cash generated by these plants. The algorithm allows us to give the optimal control strategy as a function of time and to see how this strategy, and the associated plant value, varies with water inflow and electricity price. We investigate various cases. For a single pumped storage facility experiencing deterministic power prices and water inflows, we investigate the varying behaviour for an oversimplified constant turbine- and pump-efficiency model with simple reservoir geometries. We then generalize this simple model to include more realistic turbine efficiencies, situations with more complicated reservoir geometry, and the introduction of dissipative switching costs between various control states. We find many results which reinforce our physical intuition about this complicated system as well as results which initially challenge, though later deepen, this intuition. One major lesson of this work is that the optimal control strategy does not differ much between two differing objectives of maximizing energy production and maximizing its cash value. We then turn our attention to the case of stochastic water inflows. We present a stochastic dynamic programming algorithm which can find an on-average optimal control in the face of this randomness. As the operator of a facility must be more cautious when inflows are random, the randomness destroys facility value. Following this insight we quantify exactly how much a perfect hydrological inflow forecast would be worth to a dam operator. In our final chapter we discuss the

  7. A Wildlife Habitat Protection, Mitigation and Enhancement Plan for Eight Federal Hydroelectric Facilities in the Willamette River Basin: Final Report.

    The development and operation of eight federal hydroelectric projects in the Willamette River Basin impacted 30,776 acres of prime wildlife habitat. This study proposes mitigative measures for the losses to wildlife and wildlife habitat resulting from these projects, under the direction of the Columbia River Basin (CRB) Fish and Wildlife Program. The CRB Fish and Wildlife Program was adopted in 1982 by the Northwest Power Planning Council, pursuant to the Northwest Power Planning Act of 1980. The proposed mitigation plan is based on the findings of loss assessments completed in 1985, that used a modified Habitat Evaluation Procedure (HEP) to assess the extent of impact to wildlife and wildlife habitat, with 24 evaluation species. The vegetative structure of the impacted habitat was broken down into three components: big game winter range, riparian habitat and old-growth forest. The mitigation plan proposes implementation of the following, over a period of 20 years: (1) purchase of cut-over timber lands to mitigate, in the long-term, for big game winter range, and portions of the riparian habitat and old-growth forest (approx. 20,000 acres); (2) purchase approximately 4,400 acres of riparian habitat along the Willamette River Greenway; and (3) three options to mitigate for the outstanding old-growth forest losses. Monitoring would be required in the early stages of the 100-year plan. The timber lands would be actively managed for elk and timber revenue could provide O and M costs over the long-term.

  20. Response of spawning lake sturgeons to change in hydroelectric facility operation

    Spawning of lake sturgeon Acipenser fulvescens was documented from 1987 to 1992 below the Prickett hydroelectric facility on the Sturgeon River, a tributary to Portage Lake, Michigan. Lake sturgeons were captured at the spawning site with dip nets during periods of reduced flow. A change in the spawning characteristics of the population was noted that corresponded to a changed in the operation of the hydroelectric facility. In 1987 and 1988 the facility operated in a peaking mode, which resulted in large daily fluctuations in river flows. The years 1989 and 1990 were years of transition, and in 1991 and 1992 the facility released near run-of-the-river (ROR) flows. Under near-ROR flows, which were more natural, adult lake sturgeons spent 4-6 weeks less at the spawning sites, 74% more fish were observed, weights were greater due to a 68% increase in number of females, and fish had increased reproductive readiness. The change in flow regime was the result of a Federal Energy Regulatory Commission relicensing action. The positive response observed in lake sturgeon spawning activity that resulted from the change of facility operation to near-ROR flows should be beneficial to the survival and perpetuation of this population. Similar results may be experienced in other lake sturgeon waters affected by manipulated flow regimes. 28 refs., 5 figs., 6 tabs.

    Final Technical Report for the Recovery Act Project for the Installation of a Low Flow Unit at the Abiquiu Hydroelectric Facility. The Abiquiu hydroelectric facility existed with two each 6.9 MW vertical flow Francis turbine-generators. This project installed a new 3.1 MW horizontal flow low flow turbine-generator. The total plant flow range to capture energy and generate power increased from between 250 and 1,300 cfs to between 75 and 1,550 cfs. Fifty full time equivalent (FTE) construction jobs were created for this project - 50% (or 25 FTE) were credited to ARRA funding due to the ARRA 50% project cost match. The Abiquiu facility has increased capacity, increased efficiency and provides for an improved aquatic environment owing to installed dissolved oxygen capabilities during traditional low flow periods in the Rio Chama. A new powerhouse addition was constructed to house the new turbine-generator equipment.

    On January 27, 2010 the City of North Little Rock, Arkansas received notification of the awarding of a Department of Energy (DOE) grant totaling $450,000 in funding from the American Recovery and Reinvestment Act (ARRA) under the Project Title: Recovery Act: Hydroelectric Facility Improvement Project – Automated Intake Clearing Equipment and Materials Management. The purpose of the grant was for improvements to be made at the City’s hydroelectric generating facility located on the Arkansas River. Improvements were to be made through the installation of an intake maintenance device (IMD) and the purchase of a large capacity wood grinder. The wood grinder was purchased in order to receive the tree limbs, tree trunks, and other organic debris that collects at the intake of the plant during high flow. The wood grinder eliminates the periodic burning of the waste material that is cleared from the intake and reduces any additional air pollution to the area. The resulting organic mulch has been made available to the public at no charge. Design discussion and planning began immediately and the wood grinder was purchased in July of 2010 and immediately put to work mulching debris that was gathered regularly from the intake of the facility. The mulch is currently available to the public for free. A large majority of the design process was spent in discussion with the Corps of Engineers to obtain approval for drawings, documents, and permits that were required in order to make changes to the structure of the powerhouse. In April of 2011, the City’s Project Engineer, who had overseen the application, resigned and left the City’s employ. A new Systems Mechanical Engineer was hired and tasked with overseeing the project. The transfer of responsibility led to a re-examination of the original assumptions and research upon which the grant proposal was based.     The Elk Rapids powerhouse dam is located on the Elk River channel in the Village of Elk Rapids, Michigan. Together with a small spillway structure located approximately 500 ft south of the dam, it constitutes the outlet to Lake Michigan for Elk Lake, Skegemog Lake, Torch Lake, Lake Bellaire, Clam Lake, and several smaller lakes. Power has been generated at the Elk Rapids site since the late nineteenth century, but the history of the present facility goes back to 1916 with the construction of the existing powerhouse dam by the Elk Rapids Iron Works Company. The facility was designed to contain four vertical-shaft generating units; however, only a single 270 hp Leffel type K unit was installed in 1916. In 1929, two additional Leffel units, rated 525 hp, were installed, and in 1930 a third 525 hp Leffel unit was added completely utilizing the capacity of the powerhouse and bringing the combined turbine capacity to 1845 hp.

    President Clinton's Aug. 3, 1993, executive order requires federal agencies to disclose toxic chemical use and release data under Section 313 of the Emergency Planning and Community Right-to-Know Act (EPCRA) and to develop pollution prevention strategies to achieve targeted chemical reduction goals. Section 313 of EPCRA requires manufacturers in Standard Industrial Classification (SIC) codes 20--39 with more than 10 employees to report annually by July 1, 1994, release of listed toxic substances to all environmental media during the previous year. GOCOs that meet these requirements already report Toxics Release Inventory (TRI) data. But non-manufacturing GOCOs and federal facilities not included in SIC codes 20--39 had been exempt from the reporting requirement. The August 3 order does not come as a complete surprise. Last April, President Clinton made several revealing announcements during his Earth Day Address. Perhaps his most salient announcement was his decision to issue an executive order requiring the federal government to become the leader in applying pollution prevention to its daily operations, purchasing decisions and policies, and in reducing toxic releases.

    Site Treatment Plans (STPs) developed through the Federal Facilities Compliance Act pose many technical and administrative challenges. Legacy wastes managed under these plans require Land Disposal Restriction (LDR) compliance through treatment and ultimate disposal. Although capacity has been defined for most of the Department of Energy wastes, many waste streams require further characterization and many need additional treatment and handling beyond LDR criteria to be able to dispose of the waste. At Lawrence Livermore National Laboratory (LLNL), the Hazardous Waste Management Division has developed a comprehensive Legacy Waste Program. The program directs work to manage low level and mixed wastes to ensure compliance with nuclear facility rules and its STP. This paper provides a survey of work conducted on these wastes at LLNL. They include commercial waste treatment and disposal, diverse forms of characterization, inventory maintenance and reporting, on-site treatment, and treatability studies. These activities are conducted in an integrated fashion to meet schedules defined in the STP. The processes managing wastes are dynamic due to required integration of administrative, regulatory, and technical concerns spanning the gamut to insure safe proper disposal.

    Downstream migrant eels were monitored near a small (51 MW) hydroelectric facility on the Connecticut River (Massachusetts, USA) for two seasons using acoustic and radio telemetry. Eels frequently made several attempts over periods of one to several days to pass the station. Did activity of eels was variable, although most movements occurred at night. Eels occupied a variety of depths in the forebay area, but spent the greater proportion of time at or near the bottom (10 m), occasionally venturing to the surface. Horizontal movements usually spanned across the entire width of the forebay. There was no significant relationship between duration of forebay presence and either flow or light intensity. Although all telemetered eels passed via the turbines, some migrant eels did use a surface bypass.

    2005 was an average to below average flow year at John Day and Bonneville Dams. A large increase in flow in May improved migration conditions for that peak passage month. Spill was provided April through August and averaged about 30% and 48% of river flow at John Day and Bonneville Dams, respectively. Water temperature graphs were added this year that show slightly lower than average water temperature at John Day and slightly higher than average temperatures at Bonneville. The number of fish handled at John Day decreased from 412,797 in 2004 to 195,293 this year. Of the 195,293 fish, 120,586 (61.7%) were collected for researchers. Last year, 356,237 (86.3%) of the fish sampled were for researchers. This dramatic decline is the result of (1) fewer research fish needed (2) a smaller, lighter tag which allowed for tagging of smaller fish, and (3) a larger average size for subyearling chinook. These factors combined to reduce the average sample rate to 10.8%, about half of last year's rate of 18.5%. Passage timing at John Day was similar to previous years, but the pattern was distinguished by larger than average passage peaks for spring migrants, especially sockeye. The large spike in mid May for sockeye created a very short middle 80% passage duration of just 16 days. Other spring migrants also benefited from the large increase in flow in May. Descaling was lower than last year for all species except subyearling chinook and below the historical average for all species. Conversely, the incidence of about 90% of the other condition factors increased. Mortality, while up from last year for all species and higher than the historical average for all species except sockeye, continued to be low, less than 1% for all species. On 6 April a slide gate was left closed at John Day and 718 fish were killed. A gate position indicator light was installed to prevent reoccurrences. Also added this year was a PIT tag detector on the adult return-to-river flume. For the first time this year, we successfully held Pacific lamprey ammocetes. The number of fish sampled at Bonneville Dam was also down this year to 260,742, from 444,580 last year. Reasons for the decline are the same as stated above for John Day. Passage timing at Bonneville Dam was quite similar to previous years with one notable exception, sockeye. Sockeye passage was dominated by two large spikes in late May that greatly condensed the passage pattern, with the middle 80% passing Bonneville in just 18 days. Unlike John Day, passage for the rest of the species was well disbursed from late April through early June. Fish condition was good, with reductions in descaling rates for all species except unclipped steelhead and sockeye. Sockeye mortality matched last year's rate but was considerably lower for all other species. Rare species sampled at Bonneville this year included a bull trout and a eulachon.

    Juvenile salmonids were monitored on their seaward migration at three key sites on the Snake-Columbia River system by the National Marine Fisheries Service (NMFS). This was a part of the total monitoring effort in the Water Budget Center's (WBC) smolt monitoring program on Columbia Basin salmonid stocks. In addition to the three key sites, the NMFS also initiated a sampling effort at bower Monumental Dam. Funding was provided by the Bonneville Power Administration (BPA). The major sampling sites were at Lower Granite, McNary, and John Day Dams: sampling at these sites provided data primarily for evaluation of smolt survival, travel time, and migrational timing as required by the WBC. At bower Monumental Dam catch data was to provide a general indication of smolt passage and comparison with the hydroacoustics passage index as determined by Bio-Sonics of Seattle, WA. To achieve these goals it was necessary to monitor and index salmonid smolt passage at the three major sites. This involved: (1) the systematic sampling of the smolt migration from 27 March to 23 July at bower Granite Dam, 29 March to 26 September at McNary Dam, 28 March to 1 April, 20-22 April, and 27 April to 29 October at John Day Dam; (2) recovering and recording brands; (3) providing the WBC with a daily index of smolt passage at bower Granite and McNary Dams and daily sample numbers at John Day Dam; and (4) providing the WBC with daily summaries of brand recapture data. Daily catch and brand recapture data from Lower Monumental Dam was reported to the WBC as required during the sampling season, 23 May through 9 July.

The purpose of the SMP is to monitor the timing and magnitude of the juvenile salmonid out-migration in the Columbia Basin and make flow and spill recommendations designed to facilitate fish passage. Data are also used for travel time and survival estimates and to build a time series data set for future reference. The purpose of the PSMFC portion of the program is to provide the FPC with species and project specific real time data from John Day and Bonneville dams.

    While for many years it has been perceived that federal facilities have fewer environmental requirements and restrictions than industry, in fact they are now faced with more compliance requirements than most private sector sources. In addition to federal programs now applicable to federal facilities under the Federal Clean Air Act for example, federal facilities also are challenged with requirements driven by their own agencies. The Air Force Material Command (AFMC) in particular, has an aggressive program to standardize operations and compliance with Standard Operating Procedures (SOP) for air quality. In some cases, these SOP`s are more onerous than Environmental Protection Agency (EPA) programs, and in some instances, the requirements may take different approaches. In this paper, the authors will explore the challenges faced by federal facilities, with a case example of Hill Air Force Base, as they develop ways to comply with both. Specific example of how to develop an integrated program will be examined. At Hill AFB, the goal in the Air Quality Program has been Efficiency and Compliance. Where requirements overlap, one compliance program is developed and implemented. In cases where requirements differ, compliance methods are developed and proposed to both agencies for resolution. By integrating these programs, bases such as Hill AFB can be complaint and efficient.

    The Bonneville Power Administration is required by the Pacific Northwest Electric Power Planning and Conservation Act (Public Law 96-501) to include quantifiable environmental costs and benefits of alternative electric power resources in determining their cost-effectiveness. In responding to this requirement, BPA has contracted to develop and test methodologies for valuing environmental costs of various types of power resources, including hydroelectric facilities. The purpose of this study is to develop and test valuation methods for hydroelectric facilities, using the Sultan River Project as a case study. The case study approach offers several advantages and some disadvantages which should be considered in interpreting this report. Its primary advantage lies in providing a real-world example against which to test theoretical valuation approaches. Using data that were actually collected for a project that has received detailed scrutiny from its sponsor and from numerous regulatory agencies allows more realistic formulation of valuation issues and also provides a better test of the practicality and usefulness of valuation methods. On the other hand, results derived from such an approach must be used with discretion. First and most obvious, both the features of a hydroproject and its environmental impacts may vary widely from site to site. Second, it cannot be assumed that the results of these test exercises for the Sultan River Project represent any kind of generic hydroelectric environmental cost. A third caution is directed to those who may be tempted to regard this report as a definitive estimate of the environmental costs of the Sultan River Project. It is not. A fourth important point is only external or residual environmental costs are developed in this report. Finally, it should be noted that these methodologies were developed to meet the needs of BPA's process for determining resource cost-effectiveness.

    Argonne National Laboratory`s Expedited Side Characterization (ESC) methodology gives federal agencies a process for producing high-quality CERCLA and RCRA site characterizations and remedial investigations in a cost- and time-efficient manner. The ESC process has been successfully tested and applied at numerous federal facilities. Examples include expanded site investigations for the Department of Interior`s Bureau of Land Management and remedial investigations for the Commodity Credit Corporation/US Dept. of Agriculture (CCC/USDA). In particular, the CCC/USDA has been the major sponsor in the development of the ESC process at Argonne. The technical successes and the cost and time savings of the ESC process for these programs have been detailed in previous papers. The Argonne ESC is currently being implemented at a Department of Energy facility (Pantex) and is schedules for implementation in the Department of Defense base closure program in order to meet accelerated schedules for remedial actions by these agencies.

    The Federal Facility Compliance Act (FFCA) was signed by President Bush on October 6, 1992. This Act amends the Resource Conservation and Recovery Act (RCRA), the primary law governing hazardous waste management in the US The most significant provision of the FFCA was the waiver of sovereign immunity. This waiver subjects Federal facilities to the same ``incentives`` as the private sector for compliance. While the waiver has broad implications for all Federal facilities, other provisions of the FFCA impact specific sectors of the Federal complex. The focus of this paper is the FFCA Munitions Provisions, which have the potential to change some aspects of the structure of munitions management within the military. The Munitions Provisions, contained in Section 107 of the FFCA, modifies Section 3004 of RCRA by adding a new subsection (y) on Munitions. Section 107 requires the Environmental Protection Agency (EPA) to develop, after consultation with the Department of Defense (DOD) and appropriate State officials, regulations identifying when military munitions (including conventional and chemical munitions) become hazardous waste, and to provide for the safe transportation and storage of such waste. The FFCA requires EPA to promulgate the final ``Munitions Rule`` by October 6, 1994. These are the only provisions of the FFCA that require a new rulemaking. It is clear that the Munitions Rule could have a significant effect on the way in which DOD manages munitions. Demilitarization, range management, training activities, and emergency response actions may be affected. It is important for DOD, the Services, and individual installations, to be aware of potential impacts of the FFCA on munitions management operations. The purpose of this paper is to review several important munitions Rule issues, and to discuss potential impacts of these issues.

    This report is organized in a fashion that is intended to explain the legal duties imposed on officials responsible for hazardous waste at each stage of its existence. Section 2 describes federal hazardous waste laws, explaining the legal meaning of hazardous waste and the protective measures that are required to be taken by its generators, transporters, and storers. In addition, penalties for violation of the standards are summarized, and a special discussion is presented of so-called imminent hazard provisions for handling hazardous waste that immediately threatens public health and safety. Although the focus of Sec. 2 is on RCRA, which is the principal federal law regulating hazardous waste, other federal statutes are discussed as appropriate. Section 3 covers state regulation of hazardous waste. First, Sec. 3 explains the system of state enforcement of the federal RCRA requirements on hazardous waste within their borders.     In February of 1994, the Navy released a guidance document entitled Establishment of Restoration Advisory Boards. This guidance recommends that all Navy facilities with practicing Technical Review Committees (TRCs) transition these committees into Restoration Advisory Boards, or RABS. Subsequently, the US Environmental Protection Agency (EPA), in concert with the Department of Defense (DOD), issued similar draft guidance that also strongly recommends this transition to RABs be accomplished. The intent of creating RABs is to increase community participation in the federal facility environmental restoration process. The RAB`s mission is to provide an avenue for early, two-way communication between the affected community and the environmental decision makers. The Navy strongly believes that implementing RABs will accelerate cleanups by ensuring that the affected communities have a voice early in the restoration process. The Navy is implementing this guidance at a number of Navy facilities, including bases that have been targeted for closure. This paper discusses DOD and Navy policy and joint EPA and DOD guidelines for implementing RABs, techniques to recruit additional community members, the process for selecting RAB members, orientation of RAB members, and RAB operational considerations. It also provides insight into what the Navy has learned by establishing RABs.

    Each year, millions of fish have telemetry tags (acoustic, radio, inductive) surgically implanted to assess their passage and survival through hydropower facilities. One route of passage of particular concern is through hydro turbines, in which fish may be exposed to a range of potential injuries, including barotraumas from rapid decompression. The change in pressure from acclimation to exposure (nadir) has been found to be an important factor in predicting the likelihood of mortality and injury for juvenile Chinook salmon undergoing rapid decompression associated with simulated turbine passage. The presence of telemetry tags has also been shown to influence the likelihood of injury and mortality for juvenile Chinook salmon. This research investigated the likelihood of mortality and injury for juvenile Chinook salmon carrying telemetry tags and exposed to a range of simulated turbine passage. Several factors were examined as predictors of mortal injury for fish undergoing rapid decompression, and the ratio of pressure change and tag burden were determined to be the most predictive factors. As the ratio of pressure change and tag burden increase, the likelihood of mortal injury also increases. The results of this study suggest that previous survival estimates of juvenile Chinook salmon passing through hydro turbines may have been biased due to the presence of telemetry tags, and this has direct implications to the management of hydroelectric facilities. Realistic examples indicate how the bias in turbine passage survival estimates could be 20% or higher, depending on the mass of the implanted tags and the ratio of acclimation to exposure pressures. Bias would increase as the tag burden and pressure ratio increase, and have direct implications on survival estimates. It is recommended that future survival studies use the smallest telemetry tags possible to minimize the potential bias that may be associated with carrying the tag.

    The non-indigenous freshwater zebra and quagga mussels (Dreissena, spp.) threaten to foul freshwater conduits throughout much of the United States and southern Canada. Initially, many electric facilities within the lower Great Lakes drainage were fouled. More recently, other systems both in and out of the Great Lakes, have been exposed to infested water facilitated by canals and boat traffic and impacted by the mussels. Mussels have clogged conduits and fouled equipment and monitoring sensors in relatively distant regions including the Hudson River, the Mississippi River south to New Orleans, and the Arkansas River into Oklahoma. Chemicals can effectively control the mussels, however, filtration methods promise to be a relatively cost effective, environmentally safe alternative control approach. Information on traditional filtration methods will be presented in this paper along with recent research results for in-line filters.

    Fish passing downstream through hydroelectric facilities may pass through hydroturbines where they experience a rapid decrease in barometric pressure as they pass by turbine blades, which can lead to barotraumas including swim bladder rupture, exopthalmia, emboli, and hemorrhaging. In juvenile Chinook salmon, the main mechanism for injury is thought to be expansion of existing gases (particularly those present in the swim bladder) and the rupture of the swim bladder ultimately leading to exopthalmia, emboli and hemorrhaging. In fish that lack a swim bladder, such as lamprey, the rate and severity of barotraumas due to rapid decompression may be reduced however; this has yet to be extensively studied. Another mechanism for barotrauma can be gases coming out of solution and the rate of this occurrence may vary among species. In this study, juvenile brook and Pacific lamprey acclimated to 146.2 kPa (equivalent to a depth of 4.6 m) were subjected to rapid (<1 sec; brook lamprey only) or sustained decompression (17 minutes) to a very low pressure (13.8 kPa) using a protocol previously applied to juvenile Chinook salmon. No mortality or evidence of barotraumas, as indicated by the presence of hemorrhages, emboli or exopthalmia, were observed during rapid or sustained decompression, nor following recovery for up to 120 h following sustained decompression. In contrast, mortality or injury would be expected for 97.5% of juvenile Chinook salmon exposed to a similar rapid decompression to these very low pressures. Additionally, juvenile Chinook salmon experiencing sustained decompression died within 7 minutes, accompanied by emboli in the fins and gills and hemorrhaging in the tissues. Thus, juvenile lamprey may not be susceptible to barotraumas associated with hydroturbine passage to the same degree as juvenile salmonids, and management of these species should be tailored to their specific morphological and physiological characteristics.

    The Confederated Tribes of the Umatilla Indian Reservation (CTUIR) propose to continue to protect, enhance, and mitigate wildlife and wildlife habitat at the Wanaket Wildlife Area. The Wanaket Wildlife Area was approved as a Columbia River Basin Wildlife Mitigation Project by the Bonneville Power Administration (BPA) and Northwest Power Planning Council (NWPPC) in 1993. This management plan will provide an update of the original management plan approved by BPA in 1995. Wanaket will contribute towards meeting BPA's obligation to compensate for wildlife habitat losses resulting from the construction of the McNary Hydroelectric facility on the Columbia River. By funding the enhancement and operation and maintenance of the Wanaket Wildlife Area, BPA will receive credit towards their mitigation debt. The purpose of the Wanaket Wildlife Area management plan update is to provide programmatic and site-specific standards and guidelines on how the Wanaket Wildlife Area will be managed over the next five years. This plan provides overall guidance on both short and long term activities that will move the area towards the goals, objectives, and desired future conditions for the planning area. The plan will incorporate managed and protected wildlife and wildlife habitat, including operations and maintenance, enhancements, and access and travel management. Specific project objectives are related to protection and enhancement of wildlife habitats and are expressed in terms of habitat units (HU's). Habitat units were developed by the US Fish and Wildlife Service's Habitat Evaluation Procedures (HEP), and are designed to track habitat gains and/or losses associated with mitigation and/or development projects. Habitat Units for a given species are a product of habitat quantity (expressed in acres) and habitat quality estimates. Habitat quality estimates are developed using Habitat Suitability Indices (HSI). These indices are based on quantifiable habitat features such as vegetation

The first hydroelectric facility on the Kaweah River dates from the 1890s, shortly after the park was established to preserve California's sequoia trees. The legislation would require no additional federal funding and have no inflationary impact. Correspondence from the Department of Interior to the committee outlines the Department's philosophy and findings regarding the facility and suggests amendments along the lines of those proposed by the committee.

    This paper will briefly discuss three principle subjects. These subjects are recent changes in hydroelectric licensing, provisions of the Public Utility Regulatory Policies Act of 1978 (PURPA) and the regulations promulgated pursuant to the Act by the Federal Energy Regulatory Commission (FERC) and Sections 221 and 222 (e), and Section 242 of the Crude Oil Windfall Profit Tax Act of 1980. The FERC has recently reformed its licensing and permit regulations and Congress has enacted Section 408 of the Energy Security Act to exempt certain projects from the FERC licensing. PURPA and the FERC regulations promulgated pursuant thereto guarantee markets for the output of small scale hydroelectric (SSH) plants and the provisions of the Windfall Profit Tax Act measurably assist in the raising of capital for the construction of SSH facilities. All three incentives are significant given the electric utility markets confronted by SSH developers and the capital intensive nature of SSH projects.
