    Overkill or not enough: Two decades ago, Congress realized that a system of civil remedies alone, devoid of any lasting punitive consequences, was inadequate to insure compliance with environmental protection statutes. Other than the Rivers and Harbors Act of 1899, which was designed to protect navigation, Federal criminal sanctions were not applicable to water pollution offenses. The Federal Water Pollution Control Act, more commonly known as the Clean Water Act (CWA), was twenty-four years old before Federal criminal enforcement of its provisions was allowed. But since the early 1970's, the criminal provisions of the CWA have been strengthened, the United States Department of Justice has beefed up its environmental enforcement efforts, and environmental polluters have been prosecuted. This Federal effort is now approaching overkill.

    QC sample results are required in order to have confidence in the results from analytical tests. Some of the AOAC water methods include specific QC procedures, frequencies, and acceptance criteria. These are considered to be the minimum controls needed to perform the method successfully. Some regulatory programs, such as those in 40 CFR Part 136.7, require additional QC or have alternative acceptance limits. Essential QC measures include method calibration, reagent standardization, assessment of each analyst's capabilities, analysis of blind check samples, determination of the method's sensitivity (method detection level or quantification limit), and daily evaluation of bias, precision, and the presence of laboratory contamination or other analytical interference. The details of these procedures, their performance frequency, and expected ranges of results are set out in this manuscript. The specific regulatory requirements of 40 CFR Part 136.7 for the Clean Water Act, the laboratory certification requirements of 40 CFR Part 141 for the Safe Drinking Water Act, and the ISO 17025 accreditation requirements under The NELAC Institute are listed.     Quality assurance (QA) and quality control (QC) data are required in order to have confidence in the results from analytical tests and the equipment used to produce those results. Some AOAC water methods include specific QA/QC procedures, frequencies, and acceptance criteria, but these are considered to be the minimum controls needed to perform a microbiological method successfully. Some regulatory programs, such as those at Code of Federal Regulations (CFR), Title 40, Part 136.7 for chemistry methods, require additional QA/QC measures beyond those listed in the method, which can also apply to microbiological methods. Essential QA/QC measures include sterility checks, reagent specificity and sensitivity checks, assessment of each analyst's capabilities, analysis of blind check samples, and evaluation of the presence of laboratory contamination and instrument calibration and checks. The details of these procedures, their performance frequency, and expected results are set out in this report as they apply to microbiological methods.     In the annals of criminology and the sociology of law, the phenomenon of corporate illegalities has been seriously neglected. Moreover, the relatively few social scientific studies of illegal corporate behavior have often approached the subject from limited theoretical perspectives. These studies have generally overlooked a critical element in criminological understanding; the role of law and its administration in generating violation rates that may be said to be characteristic of the prevailing social structure. This dissertation develops an integrated theoretical approach to a type of corporate illegality, environmental pollution. In this approach, law is seen as integral to the understanding of crime, and both are situated within the broad socio-economic structure of the United States in the latter half of the 20th century. This research first reviews and analyzes the history of the federal government's efforts to control industrial water pollution, seeking to identify the social structural limits on regulatory activity. Statistical analyses of data on the federal processing of industrial pollution violations are then presented, with a view toward analyzing the correlates of both business behavior and the federal response. The analyses test a proposed model of industrial regulation, and provide important support for the perspective linking law and crime.

    There is growing evidence that the Nation's ground water is contaminated by a variety of sources. These include unprotected industrial, municipal, and radioactive disposal sites, petroleum exploration and mining activities, agricultural operations such as insecticide spraying, high de-icing salts and others. As of March 1980, more than 8000 chemical tests have been performed on well water, with chlorinated organic solvents found most frequently. Because 100 million Americans may be threatened by unfit drinking water, EPA has developed a new ground water strategy. It will enlist the help of State and local governments who already have programs under way and it will involve broad public debate and participation.

    A bioaquatic air pollution control system for controlling both water and atmospheric pollution is disclosed. The pollution control system includes an exhaust for directing polluted gases out of a furnace and a fluid circulating system which circulates fluid, such as waste water, from a source, past the furnace where the fluid flow entrains the pollutants from the furnace. The combined fluid and pollutants are then directed through a rock/plant/microbial filtering system. A suction pump pumps the treated waste water from the filter system past the exhaust to again entrain more pollutants from the furnace where they are combined with the fluid (waste water) and directed to the filter system.

In this paper, an upstream region abates pollution or makes an interregional income transfer to the downstream region with the sole intent of deterring immigration. Because either instrument, abatement expenditure or interregional income transfer, alone implements an efficient population distribution between the regions, interregional income transfers are unnecessary for efficiency.     This paper explains how the pipeline industry can avoid violating the Clean Water Act (PL 92-500, Federal Water Pollution Control Act), which states that pollution of US waters from any cause other than an act of God, war or Government negligence is the responsibility of the owner or operator of the facility. Reporting pollution to the National Response Center will limit the maximum penalty to $5,000 Rectifiers must be kept in top operating condition, and visual inspections of the right-of-way by aerial or ground patrols must detect construction of new pipelines or other facilities. Accidental damage by third parties is the major cause of failures in pipeline systems, which can be prevented by periodic contact with landowners. Conclusion is that if a pipeline operator follows good operating and maintenance practices, his exposure to effects of the Clean Water Act will be minimal.

    The Conservation Reserve Program (CRP), initiated by the Conservation Title of the Food Security Act of 1985, is the primary federal program to control nonpointsource pollution in agricultural watersheds of the United States. However, the program is designed primarily to reduce soil erosion rather than to retire croplands in a manner optimal for controlling runoff of sediment and associated pollutants. This study estimates potential enrollment of streamside and floodplain croplands in this ten-year retirement program in order to gauge the potential of the CRP as a water-quality improvement policy. A contingent choice survey design was employed in Fayette County, Illinois, to demonstrate that there is substantial potential for retirement of streamside and floodplain croplands in the CRP. Enrollments in each program climb from less than 6% to over 83% of eligible croplands as the annual rental rate is increased from 20 to 200/acre. Potential retirement of streamside and floodplain croplands declines, however, if tree planting, drainage removal, or a 20-year contract are required. The potential of a CRP-based water-quality program to improve water quality and aquatic ecosystems in agricultural watersheds is thus substantial but constrained by the economic trade-offs that farmers make between crop production and conservation incentives in determining the use of their riparian lands.

    The detrimental impact of sediment and associated pollutants on water quality is widely acknowledged, with many watercourses in the UK failing to meet the standard of 'good ecological status'. Catchment sediment budgets show that hill slope erosion processes can be significant sources of waterborne sediment, with rates of erosion likely to increase given predicted future weather patterns. However, linking on-site erosion rates with off-site impacts is complicated because of the limited data on soil erosion rates in the UK and the dynamic nature of the source-pathway-receptor continuum over space and time. Even so, soil erosion control measures are designed to reduce sediment production (source) and mobilisation/transport (pathway) on hill slopes, with consequent mitigation of pollution incidents in watercourses (receptors). The purpose of this paper is to review the scientific evidence of the effectiveness of erosion control measures used in the UK to reduce sediment loads of hill slope origin in watercourses. Although over 73 soil erosion mitigation measures have been identified from the literature, empirical data on erosion control effectiveness are limited. Baseline comparisons for the 18 measures where data do exist reveal erosion control effectiveness is highly variable over time and between study locations. Given the limitations of the evidence base in terms of geographical coverage and duration of monitoring, performance of the different measures cannot be extrapolated to other areas. This uncertainty in effectiveness has implications for implementing erosion/sediment risk reduction policies, where quantified targets are stipulated, as is the case in the EU Freshwater Fish and draft Soil Framework Directives. Also, demonstrating technical effectiveness of erosion control measures alone will not encourage uptake by land managers: quantifying the costs and benefits of adopting erosion mitigation is equally important, but these are uncertain and difficult to

The outstanding advantage of the river analyser is, that at least three analytes can be detected simultaneously in one sample. However, more often than one tends to believe, lack of planning, or planning with limited understanding of the principles involved, has resulted in solutions that are both expensive and incapable of addressing the key problems.As rigorous planning is extremely resource intensive, and for this reason impractical for most study areas, the development of a much simplified analysis procedure, capable of generating rational, near-optimum, strategies and detailed action programs, is required, if proper environmental management is to be widely practiced.In an effort to achieve the above objectives, a systems analysis approach is selected as the most suitable at rationalizing the allocation of available resources and at producing detailed action programs that promote implementation. In the context of this approach, new, easy to use models have been developed, while others, have been selected, adapted and streamlined in their use. In this particular application, the fuel cell power plant would use methane rich digester gas from the water pollution control facility as a fuel feedstock to provide electrical and thermal energy. Several design configurations were evaluated. These configurations were comprised of combinations of options for locating the fuel cell power plant at the site, electrically connecting it with the water pollution control facility, using the rejected power plant heat, supplying fuel to the power plant, and for ownership and operation. A configuration was selected which met institutional/regulatory constraints and provided a net cost savings to the industry and the electric utility.

    Costs and water quality effects of controlling point and nonpoint pollution sources are compared for the DuPage River basin in northern Illinois. Costs are estimated for effluent standards for municipal wastewater treatment plants and for the alternative, controlling runoff from nonpoint sources such as streets, agricultural lands, and forests. A dynamic water-quality/hydrology simulation model is used to determine water quality effects of various treatment plant standards and nonpoint-source controls. Costs and water quality data are combined, and the point-source and nonpoint-source plans are compared on a cost-effectiveness basis. Nonpoint-source controls are found to be more cost-effective than stricter control of pollutants from point sources.

    A Level III pollution prevention opportunity assessment (PPOA) was performed for the Oak Ridge K-25 Site Toxic Substances Control Act (TSCA) Incinerator to evaluate pollution prevention (P2) options for various waste streams: The main objective of this study was to identify and evaluate options to reduce the quantities of each waste stream generated by the TSCA Incinerator operations to realize significant environmental and/or economic benefits from P2. For each of the waste streams, P2 options were evaluated following the US Environmental Protection Agency (EPA) hierarchy to (1) reduce the quantity of waste generated, (2) recycle the waste, and/or (3) use alternate waste treatment or segregation methods. This report provides process descriptions, identification and evaluation of P2 options, and final recommendations.

    The potential conflict between protection of water quality and economic development by different uses of land within river basins is a common problem in regional planning. Many studies have applied multiobjective decision analysis under uncertainty to problems of this kind. This paper presents the interactive fuzzy interval multiobjective mixed integer programming (IFIMOMIP) model to evaluate optimal strategies of wastewater treatment levels within a river system by considering the uncertainties in decision analysis. The interactive fuzzy interval multiobjective mixed integer programming approach is illustrated in a case study for the evaluation of optimal wastewater treatment strategies for water pollution control in a river basin. In particular, it demonstrates how different types of uncertainty in a water pollution control system can be quantified and combined through the use of interval numbers and membership functions. The results indicate that such an approach is useful for handling system complexity and generating more flexible policies for water quality management in river basins.

    In aquatic toxicology, biotesting means an evaluation of the toxic properties of substances present in water on the basis of the reactions or aquatic organisms. Toxicological biotesting is the basis for two important elements of limiting environmental pollution -- toxicological standardization and toxicological control. The development of toxicological control does not eliminate the need for conducting systematic chronic investigations for purposes of standardization but uses them as its basis. It is necessary to develop toxicological control methods for a multitude of substances or wastewaters capable of polluting water bodies. A table illustrates the allowable concentrations of triethyltin chloride (TETC), tripropyltin chloride (TPTC), triphenyltin chloride (T PhTC), and trihexyltin chloride (THTC) for aquatic organisms.

    The Taoge water system is located in the upstream of Taihu Lake basin and is characterized by its multi-connected rivers and lakes. In this paper, current analyses of hydrology, hydrodynamics and water pollution of Gehu Lake and Taige Canal are presented. Several technologies are proposed for pollution prevention and control, and water environmental protection in the Taihu Lake basin. These included water pollution control integration technology for the water systems of Gehu Lake, Taige Canal and Caoqiao River. Additionally, river-lake water quality and quantity regulation technology, ecological restoration technology for polluted and degraded water bodies, and water environmental integration management and optimization strategies were also examined. The main objectives of these strategies are to: (a) improve environmental quality of relative water bodies, prevent pollutants from entering Gehu Lake and Taige Canal, and ensure that the clean water after the pre-treatment through Gehu Lake is not polluted before entering the Taihu Lake through Taige Canal; (b) stably and efficiently intercept and decrease the pollution load entering the lake through enhancing the river outlet ecological system structure function and water self-purifying capacity, and (c) designate Gehu Lake as a regulation system for water quality and water quantity in the Taoge water system and thus guarantee the improvement of the water quality of the inflow into Taihu Lake.     In 1986, the Federal Technology Transfer Act (FTTA) was established to promote a closer, collaborative relationship between federal government agencies and the private sector. With the increasing need for new cost-effective technologies to prevent and control pollution, both the US Environmental Protection Agency (EPA) and private industry are encouraged to facilitate the transfer of knowledge and technology under this Act. The FTTA removed several of the legal and institutional barriers to cooperative research that existed before the Act`s passage. Through the FTTA, the government strives to promote the movement of its products, processes, skills, and knowledge into the private sector for further development and commercialization by encouraging the exchange of technical personnel and the sharing of facilities and other resources. Collaborative efforts between industry, federal agencies, and academia are made possible through cooperative research and development agreements (CRADAs). Forty-two CRADAs and five licensing agreements have been initiated with EPA under this program. This paper provides an overview of this new and innovative program within the EPA. 1 fig., 2 tabs.

  2. Uncertainty analysis of primary water pollutant control in China's pulp and paper industry.

    The total emission control target of water pollutants (e.g., COD and NH4-N) for a certain industrial sector can be predicted and analysed using the popular technology-based bottom-up modelling. However, this methodology has obvious uncertainty regarding the attainment of mitigation targets. The primary uncertainty comes from macro-production, pollutant reduction roadmap, and technical parameters. This research takes the paper and pulp industry in China as an example, and builds 5 mitigation scenarios via different combinations of raw material structure, scale structure, procedure mitigation technology, and end-of-pipe treatment technology. Using the methodology of uncertainty analysis via Monte Carlo, random sampling was conducted over a hundred thousand times. According to key parameters, sensitive parameters that impact total emission control targets such as industrial output, technique structure, cleaner production technology, and end-of-pipe treatment technology are discussed in this article. It appears that scenario uncertainty has a larger influence on COD emission than NH4-N, hence it is recommended that a looser total emission control target for COD is necessary to increase its feasibility and availability while maintaining the status quo of NH4-N. Consequently, from uncertainty analysis, this research recognizes the sensitive products, techniques, and technologies affecting industrial water pollution. PMID:26722715

    Bethlehem Steel Corporation and the Maryland Department of the Environment have announced an agreement under which Bethlehem will spend an estimated $92-million at its Sparrows Points, Md., plant for technologically-advanced controls to further reduce air and water pollution, mainly from the plant's coke ovens. The two major systems include one to treat by-product coke oven gas and chemicals, and another to upgrade existing pushing emission controls on two older coke oven batteries. One of the new systems will replace most of the existing equipment that cleans gas and treats chemicals created by the coking process at the plant's three coke oven batteries. Because this system has the potential to greatly reduce sulfur dioxide and other pollutants, the United States Department of Energy (DOE) in September announced that its installation qualified for funding as part of the nationwide Innovative Clean Coal Technology Program.

    Adverse effects of invasive alien species (IAS), or biological pollution, is an increasing problem in marine coastal waters, which remains high on the environmental management agenda. All maritime countries need to assess the size of this problem and consider effective mechanisms to prevent introductions, and if necessary and where possible to monitor, contain, control or eradicate the introduced impacting organisms. Despite this, and in contrast to more enclosed water bodies, the openness of marine systems indicates that once species are in an area then eradication is usually impossible. Most institutions in countries are aware of the problem and have sufficient governance in place for management. However, there is still a general lack of commitment and concerted action plans are needed to address this problem.     AIM: In order to detect risk factors for esophageal cancer, a national research program was carried out during the Eighth Five-Year Plan (from 1991 to 1995). METHODS: Cixian County and Chichen County in Hebei Province were selected as the index and the control for the study fields with higher or lower incidence of esophagus cancer in China, respectively. In these areas, we investigated the pollution of three nitrogenous compounds in well water for drinking and the use of nitrogen fertilizer in farming. RESULTS: In well water, nitrate nitrogen, nitrite nitrogen and ammonia nitrogen were 8.77 mg/L, 0.014 mg/L and 0.009 mg/L in Cixian County in 1993, respectively. They were significantly higher than their levels (3.84 mg/L, 0.004 mg/L and 0.004 mg/L) in Chichen County (P < 0.01, t = 6.281, t = 3.784, t = 3.775). There was a trend that the nitrogenous compounds in well water increased from 1993 to 1996. The amount of nitrogen fertilizer used in farming was 787.6 kg per hectare land in Cixian County in 1991, significantly higher than 186 kg per hectare in Chichen County (t = 9.603, P < 0.001). CONCLUSION: These investigations indicate that the pollution of nitrogenous compounds in well water for drinking is closely related to the use of nitrogen fertilizer in farming, and there is a significantly positive correlation between the level of three nitrogenous compounds in well water and the mortality of esophageal cancer (correlation coefficient = 0.5992). We suggest that improvement of well system for drinking water quality should be an effective measure for esophageal cancer prevention and control in rural areas. PMID:12800221

    The Office of Water has initiated an Industrial Pollution Prevention Project (IP3) to look at how best to promote multi-media pollution prevention in its current and future regulatory activities. One facet of the IP3 is to explore the degree to which the Section 301(k) innovation waiver provision under the Clean Water Act (CWA) has been, or could become, an effective vehicle for promoting the development and implementation of innovative pollution prevention technologies. While 301(k) variance provision for direct dischargers expired in March 1991, a parallel provision for indirect dischargers, 307(e), is still in effect. Further, the 301(k) provision could be reactivated by Congress during the current CWA reauthorization.

    The Consolidated Incineration Facility (CIF) at the Savannah River Site is designed to treat solid and liquid RCRA hazardous and mixed wastes generated by site operations and clean-up activities. The technologies selected for use in the CIF air pollution control system (APCS) were based on reviews of existing commercial and DOE incinerators, on-site air pollution control experience, and recommendations from contracted consultants. In order to study the CIF APCS prior to operation, a 1/10 scale pilot facility, known as the Offgas Components Test Facility (OCTF) was constructed and has been in operation since late 1994. Its current mission is to demonstrate the design integrity of the CIF APCS and optimize equipment/instrument performance of the full scale production facility. Due to the nature of the wastes to be incinerated at the CIF, High Efficiency Particulate Air (HEPA) filters are used to remove hazardous and radioactive particulates from the exhaust gas stream before being released into the atmosphere. The HEPA filter change-out frequency has been a potential issue and was the first technical issue to be studied at the OCTF. Tests were conducted to evaluate the performance of HEPA filters under different operating conditions. These tests included evaluating the impact on HEPA life of scrubber operating parameters and the type of HEPA prefilter used. This pilot-scale testing demonstrated satisfactory HEPA filter life when using cleanable metal prefilters and high flows of steam and water in the offgas scrubber.

Section 402 authorizes the US Environmental Protection Agency (EPA) or states with EPA approved programs to issue National Pollutant Discharge Elimination System (NPDES) permits for the direct discharge of waste from a point source into waters of the United States.     A pollution control system is disclosed wherein condensable pollutants are removed from a high-temperature gas stream by counterflow contact in a vertical tower with downwardly flowing, relatively cool absorbent oil. The absorbent is at a sufficiently low temperature so as to rapidly condense a portion of the pollutants in order to form a fog of fine droplets of pollutant entrained by the gas stream, which fog is incapable of being absorbed by the absorbent. The remainder of the condensable pollutants is removed by downwardly flowing absorbent oil, and the gas and entrained fog are directed from the tower to gas/droplet separation means, such as an electrostatic precipitator. The fog is thereby separated from the gas and substantially pollutant-free gas is discharged to the atmosphere.

    To assess performance and evaluate alternatives to improve efficiency of the New York City the Wards Island Water Pollution Control Plant (WPCP) FSTs at peak loads, a 3D CFD model has been developed. Fluent was utilized as the base platform, where sub-models of the Suspended Solids (SS), settling characteristics, density currents and SS flocculation were incorporated. This was supplemented by field and bench scale experiments to quantify the coefficients integral to the sub-models. Model calibration and validation have been carried out by using the extensive set of data collected. The model can be used to evaluate different modes of operation, alternate hydraulic and solids loading rates, as well as addition of auxiliary components such as baffles to improve process performance. The model is being used to compare potential benefits for different alternatives of design and operation of the existing FSTs. After comparing series of inlet baffles, a baffle with 4 horizontal and 7 vertical slots has been recommended for installation in the FSTs. Additional baffle type, configurations and locations within the tank are also being evaluated to improve the performance of the FSTs especially during periods of poor settling and peak flow conditions.

    National Pollutant Discharge Elimination System (NPDES) general permit applications for industrial storm water discharge were to have been filed by October 1992. The Environmental Protection Agency (EPA) and state agencies are now issuing permits based on these applications. One compliance aspect of the permits is the Storm Water Pollution Prevention Plan (SWP3). The plan must identify the facility's potential sources of storm water pollution and develop and implement best management practices (BMPs) to reduce pollutants in storm water runoff. The objectives of the NPDES storm water program are to eliminate illegal dumping and illicit connections, and to reduce pollutants in industrial storm water discharge. These regulations require industry to develop detailed facility site maps, and describe the types, amounts and locations of potential pollutants. Based on this information, industry can develop and implement best management practices to reduce pollutants in storm water runoff.

    A biostatic assay method involving /sup 45/Ca uptake into shells and tissues of snails (Lymnaea vulgaris) in 72 hr was developed to follow the effect of detergent-polluted water on ecosystems. There was a marked decrease in the /sup 45/Ca uptake by shells and tissues of linear alkyl benzene sulfonate-exposed animals as compared to controls. No change in /sup 45/Ca uptake was observed in dead shells, thereby excluding the possibility of passive exchange.

    Water (along with leaf, flower and fruit) is an important ingredient of Hindu worship. Abhishekam is the ritual pouring of water over idols. Some Shaivite temples perform Sahasra Ghatabhishekam (pouring of thousand pots of water, about 15000 L). However, the pollution caused by Abhishekam is minimal. Hindus cremate their dead and immerse the ashes in the waters of perennial rivers, the most preferred being the sacred waters of the Ganga. It has been estimated that 15,000 tonnes/year of cremation ash is immersed in the Ganga. Apart from these 140 to 250 tonnes of half burned corpses are dumped in the Ganges per year. There are 500 million people living in the catchment area of the Ganga, and that number is increasing. While there may be no objection from the public in regard to the cleansing of about 5.8 ×105 million liters of chemical wastes per year, the control of cremation ashes in the Ganga is for more difficult to achieve because of the sentiment. It is urgently necessary that pollution including cultural pollution of Ganges, is drastically reduced. The new Indian government has ambitious plans to do this, with allocation of about US$ 700 million in the current year's budget.

    A key issue facing integrated water resources management and water pollution control is to address the vague parametric information. A full credibility-based chance-constrained programming (FCCP) method is thus developed by introducing the new concept of credibility into the modeling framework. FCCP can deal with fuzzy parameters appearing concurrently in the objective and both sides of the constraints of the model, but also provide a credibility level indicating how much confidence one can believe the optimal modeling solutions. The method is applied to Heshui River watershed in the south-central China for demonstration. Results from the case study showed that groundwater would make up for the water shortage in terms of the shrinking surface water and rising water demand, and the optimized total pumpage of groundwater from both alluvial and karst aquifers would exceed 90% of its maximum allowable levels when credibility level is higher than or equal to 0.9. It is also indicated that an increase in credibility level would induce a reduction in cost for surface water acquisition, a rise in cost from groundwater withdrawal, and negligible variation in cost for water pollution control.   15. Controlling water pollution in developing and transition countries--lessons from three successful cases.

    The policy prescription for solving environmental problems of developing countries and countries-in-transition (CIT) is slowly getting polarized into two viewpoints. One group of researchers and policy advocates including multilateral organizations upholds extensive use of market based instruments (MBIs) in these countries. The other group argues that institutions need to be built first or the policy makers should select the incremental or tiered approach taking into account the existing capabilities. The group also insists that the financial, institutional and political constraints make environmental regulation in these countries more problematic than in industrialized countries. In the short-run, the immediate needs of the developing countries can be addressed effectively by learning lessons from the difficulties encountered by a few successful cases and accordingly evolving an appropriate policy instrument. In this paper an attempt has been made to highlight three such cases from three different parts of the world--Malaysia (Asia-pacific), Poland (Eastern Europe) and Colombia (Latin America). The paper looks into what policy instruments led to a fall in water pollution levels in these countries and what role did MBIs play in this pollution mitigation? The case studies suggest that it is a combination of instruments--license fee, standards, charge and subsidies--reinforced by active enforcement that led to an overall improvement in environment compliance.   16. Vascular plants for water pollution control and renewable sources of energy

    Vascular aquatic plants have demonstrated their ability to remove pollutants from domestic and chemical wastewaters. Plants such as the water hyacinth (Eichhornia crassipes), duckweed (Lemna sp., Spirodela sp., and Wolffia sp.), and cattail (Typha sp.) thrive in nutrient-rich waters and produce tremendous quantities of biomass under favorable climatic conditions. This method of wastewater treatment is currently being used exclusively at NASA's National Space Technology Laboratories (NSTL) with water hyacinths and duckweed to treat daily over 759 m/sup 3/ of domestic wastewater and 114 m/sup 3/ of chemical wastewater in four separate systems. The harvested plants from these systems have been used in various biomass utilization projects over the past five years. In laboratory batch studies of digesting vascular plants with anaerobic filters, NASA has found that 140 to 280 liters methane per kg dry weight can be obtained in an average of 23 days. Current NASA projects at NSTL seek to expand the technology required to design energy systems which produce methane through bioconversion with anaerobic filters and use the mineral residue as a nutrient source for producing new biomass.

    When a 203Ng(NO3)2 solution was kept at 25 degrees C in glass or polypropylene containers, 50 and 80% of original radioactivity was adsorbed to the containers' walls after 1 and 4 days, respectively. However, no loss in radioactivity was observed if the solution was supplemented with HgCl as carrier (100 mug Hg2+/ml) and stored in either container for 13 days. When 203Hg2+ was dissolved in glucose basal salt broth with added carrier, levels of 203Hg2+ in solution (kept in glass) decreased to 80 and 70% of original after 1 and 5 days and decreased even more if stored in polypropylene (60 and 40% of original activity after 1 and 4 days, respectively). In the absence of carrier, decreases of 203Hg2+ activities in media stored in either container were more pronounced due to chemisorption (but) not diffusion. The following factors affecting the removal of mercurials from aqueous solution stored in glass were examined: type and concentration of adsorbent (fiber glass and rubber powder); pH; pretreatment of the rubber; and the form of mercury used. Rubber was equally effective in the adsorption of organic and inorganic mercury. The pH of the aqueous 203Hg2+ solution was not a critical factor in the rate of adsorption of mercury by the rubber. In addition, the effect of soaking the rubber in water for 18 hr did not show any statistical difference when compared with nontreated rubber. It can be concluded that rubber is a very effective adsorbent of mercury and, thus, can be used as a simple method for control of mercury pollution. PMID:1549

    The global olive oil production for 2010 is estimated to be 2,881,500 metric tons. The European Union countries produce 78.5% of the total olive oil, which stands for an average production of 2,136,000 tons. The worldwide consumption of olive oil increased of 78% between 1990 and 2010. The increase in olive oil production implies a proportional increase in olive mill wastes. As a consequence of such increasing trend, olive mills are facing severe environmental problems due to lack of feasible and/or cost-effective solutions to olive-mill waste management. Therefore, immediate attention is required to find a proper way of management to deal with olive mill waste materials in order to minimize environmental pollution and associated health risks. One of the interesting uses of solid wastes generated from olive mills is to convert them as inexpensive adsorbents for water pollution control. In this review paper, an extensive list of adsorbents (prepared by utilizing different types of olive mill solid waste materials) from vast literature has been compiled, and their adsorption capacities for various aquatic pollutants removal are presented. Different physicochemical methods that have been used to convert olive mill solid wastes into efficient adsorbents have also been discussed. Characterization of olive-based adsorbents and adsorption mechanisms of various aquatic pollutants on these developed olive-based adsorbents have also been discussed in detail. Conclusions have been drawn from the literature reviewed, and suggestions for future research are proposed. PMID:24068561

    This paper presents basic network control concepts for the Advanced Communications Technology Satellite (ACTS) System. Two experimental systems, called the low-burst-rate and high-burst-rate systems, along with ACTS ground system features, are described. The network control issues addressed include frame structures, acquisition and synchronization procedures, coordinated station burst-time plan and satellite-time plan changes, on-board clock control based on ground drift measurements, rain fade control by means of adaptive forward-error-correction (FEC) coding and transmit power augmentation, and reassignment of channel capacities on demand. The NASA ground system, which includes a primary station, diversity station, and master control station, is also described.

    The research summarized in this report is part of a larger effort to evaluate the potential air quality impacts of using liquefied natural gas in California. A difference of potential importance between many liquefied natural gas blends and the natural gas blends that have been distributed in California in recent years is the higher Wobbe number of liquefied natural gas. Wobbe number is a measure of the energy delivery rate for appliances that use orifice- or pressure-based fuel metering. The effect of Wobbe number on pollutant emissions from residential water heaters was evaluated in controlled experiments. Experiments were conducted on eight storage water heaters, including five with “ultra low-NO{sub X}” burners, and four on-demand (tankless) water heaters, all of which featured ultra low-NO{sub X} burners. Pollutant emissions were quantified as air-free concentrations in the appliance flue and fuel-based emission factors in units of nanogram of pollutant emitter per joule of fuel energy consumed. Emissions were measured for carbon monoxide (CO), nitrogen oxides (NO{sub X}), nitrogen oxide (NO), formaldehyde and acetaldehyde as the water heaters were operated through defined operating cycles using fuels with varying Wobbe number. The reference fuel was Northern California line gas with Wobbe number ranging from 1344 to 1365. Test fuels had Wobbe numbers of 1360, 1390 and 1420. The most prominent finding was an increase in NO{sub X} emissions with increasing Wobbe number: all five of the ultra low-NO{sub X} storage water heaters and two of the four ultra low-NO{sub X} on-demand water heaters had statistically discernible (p<0.10) increases in NO{sub X} with fuel Wobbe number. The largest percentage increases occurred for the ultra low-NO{sub X} water heaters. There was a discernible change in CO emissions with Wobbe number for all four of the on-demand devices tested. The on-demand water heater with the highest CO emissions also had the largest CO increase

    An acousto-optic (A.O.) method has been developed for controlling the quality of water mixed by miscible liquids like acetone or ethanol… The liquid mixture is filled in a rectangular glass cell, which is placed orthogonally to the incident collimated beam of light. This cell consists of a piezoelectric transducer for generating ultrasonic waves. The collimated light while passing through this cell undergoes a diffraction phenomenon. The diffracted dots are collected by a converging photographic objective and displayed in its back focal plane. The location of the diffracted dots and their intensity are sensitive to any variation of the interaction medium. This result leads to decide about the quality of the water.

    Iodine-131 (half-life = 8.04 d) is the most widely used radionuclide in medicine for therapeutic purposes. It is excreted by patients and is discharged directly to sewer systems. Despite considerable dilution in waste water and the relatively short half-life of I, it is readily measured in sewage. This work presents I concentrations in sewage sludge from three water pollution control plants (WPCPs) on Long Island, NY. Iodine-131 concentrations ranged from 0.027 ± 0.002 to 148 ± 4 Bq g dry weight. The highest concentrations were measured in the Stony Brook WPCP, a relatively small plant (average flow = 6.8 × 10 L d) serving a regional thyroid cancer treatment facility in Stony Brook, NY. Preliminary radiation dose calculations suggested further evaluation of dose to treatment plant workers in the Stony Brook WPCP based on the recommendations of the Interagency Steering Committee on Radiation Standards.     Available data were reviewed to assess the status of contamination by persistent organic pollutants (POPs), including organochlorine pesticides (OCPs), polychlorinated biphenyls (PCBs), polybrominated diphenyl ethers (PBDEs), polychlorinated dibenzo-p-dioxins and polychlorinated dibenzofurans (PCDD/Fs), perfluorooctane sulfonate (PFOS) and perfluorooctanoate (PFOA), in drinking water sources and coastal waters of China. The levels of POPs in China's waters were generally at the high end of the global range. A comparison of China's regulatory limits indicated that PCBs in rivers and coastal water may pose potential human health risk. Occurrence of DDTs in some rivers of China may also pose health risk to humans using the regulatory limits of DDTs recommended by the European Union. Future monitoring of POPs in China's waters should be directed towards analytes of concern (e.g. PCBs and PCDD/Fs) and to fill data gaps for analytes (e.g. PBDEs, PCDD/Fs, and chlordane) and in watersheds/regions (e.g. West China) where data are scarce.     Site Treatment Plans (STPs) developed through the Federal Facilities Compliance Act pose many technical and administrative challenges. Legacy wastes managed under these plans require Land Disposal Restriction (LDR) compliance through treatment and ultimate disposal. Although capacity has been defined for most of the Department of Energy wastes, many waste streams require further characterization and many need additional treatment and handling beyond LDR criteria to be able to dispose of the waste. At Lawrence Livermore National Laboratory (LLNL), the Hazardous Waste Management Division has developed a comprehensive Legacy Waste Program. The program directs work to manage low level and mixed wastes to ensure compliance with nuclear facility rules and its STP. This paper provides a survey of work conducted on these wastes at LLNL. They include commercial waste treatment and disposal, diverse forms of characterization, inventory maintenance and reporting, on-site treatment, and treatability studies. These activities are conducted in an integrated fashion to meet schedules defined in the STP. The processes managing wastes are dynamic due to required integration of administrative, regulatory, and technical concerns spanning the gamut to insure safe proper disposal.

  10. Storm water pollution prevention plan for the Oak Ridge Y-12 Plant

    The Environmental Protection Agency (EPA) published the final storm water regulation on November 16, 1990. The storm water regulation is included in the National Pollutant Discharge Elimination System (NPDES) regulations. An NPDES permit was issued for the Y-12 Plant on April 28, 1995, and was effective on July 1, 1995. The permit requires that a Storm Water Pollution Prevention Plan (SWP3) be developed by December 28, 1995, and be fully implemented by July 1, 1996; this plan has been developed to fulfill that requirement. The outfalls and monitoring points described in this plan contain storm water discharges associated with industrial activities as defined in the NPDES regulations. For storm water discharges associated with industrial activity, including storm water discharges associated with construction activity, that are not specifically monitored or limited in this permit, Y-12 Plant personnel will meet conditions of the General Storm Water Rule 1200-4-10. This document presents the programs and physical controls that are in place to achieve the following objectives: ensure compliance with Section 1200-4-10-.04(5) of the TDEC Water Quality Control Regulations and Part 4 of the Y-12 Plant NPDES Permit (TN0002968); provide operating personnel with guidance relevant to storm water pollution prevention and control requirements for their facility and/or project; and prevent or reduce pollutant discharge to the environment, in accordance with the Clean Water Act (CWA) and the Tennessee Water Quality Control Act.
