    On February 1, 2003, the Space Shuttle Columbia broke apart during atmospheric re-entry on mission STS-107; the complexity of such an event cannot be underestimated. The Lufkin Disaster Field Office (DFO) served as the primary DFO for all operations, including staging assets and deploying field teams for search, recovery and security. There were many organizations that had operational experience with disaster recovery. Offers to help came from many groups including the White House Liaison Office, the Department of Defense (DOD), branches of local, state and federal government, the Federal Bureau of Investigation (FBI), the Federal Emergency Management Agency (FEMA), the Environmental Protection Agency (EPA), state police, fire departments, the Texas Forestry Service, the Texas Army National Guard, medical groups, various rescue forces, contractor companies, the Salvation Army, local businesses, and citizens of our country and especially East Texas. The challenge was to know how much help to accept and how to efficiently incorporate their valuable assistance into a comprehensive and cohesive operational plan. There were more than 2,000 people involved with search and recovery.

    This paper presents the results of 11 after-hours walk-throughs of offices in the San Francisco CA and Washington D.C. areas. The primary purpose of these walk-throughs was to collect data on turn-off rates for various types of office equipment (computers, monitors, printers, fax machines, copiers, and multifunction products). Each piece of equipment observed was recorded and its power status noted (e.g. on, off, low power). Whenever possible, we also recorded whether power management was enabled on the equipment. The floor area audited was recorded as well, which allowed us to calculate equipment densities. We found that only 44 percent of computers, 32 percent of monitors, and 25 percent of printers were turned off at night. Based on our observations we estimate success rates of 56 percent for monitor power management and 96 percent for enabling of power management on printers.

  11. Office worker exposure to extremely low frequency magnetic fields

    A study of office worker exposure to extremely low frequency magnetic fields (ELF MF) was conducted at Los Alamos National Laboratory. The main purpose of this study was to quantitatively assess ELF MF exposures. A secondary objective was to determine whether or not exposures to ELF MF can be reduced by implementing administrative controls and educating workers on the sources of such fields. EMDEX dosimeters were used to determine full shift personal exposures for 12 volunteers from two personnel sections and one training section. In addition, using the EMDEX meter in survey mode, office area evaluations were conducted. Administrative controls and training were implemented in an attempt to reduce exposures. Post control monitoring was conducted to determine if a reduction in ELF MF occurred among the workers. On average, baseline office worker exposures to ELF MF were 2.3 mG, ranging from 0.6 to 9.7 mG. The post control exposures averaged 1.1 mG with a range from 0.5 to 2.2 mG. A reduction of 53% overall was seen after implementation of administrative controls and training. The office area survey indicated that many sources of ELF MF influence exposure and that magnetic field strengths vary not only from one type of equipment to another, but also vary between two similar pieces of equipment.

    The authors successfully deployed thermal simulation technology to a field office to enable the staff responsible for operating steamfloods to conduct on-site studies of their projects. The success was attributed to a number of factors, including (1) placement of a simulation expert in the field office, (2) formation of a thermal modeling focus group, (3) introduction of simulation software on PC`s, (4) increased speed and memory of desktop PC`s, and (5) designation of reservoir heat management as a key job responsibility for thermal engineers. Field engineers now routinely use this technology to evaluate investment decisions and development alternatives, manage steamflood reservoirs, and optimize project operations. Field engineers have carried out many simulation studies by use of the desktop technology. Examples include (1) optimizing slim-hole injector-injector spacing and injector-horizontal producer spacing in a dipping reservoir, (2) fine-tuning water and steam injection periods in a field wide application of the water-alternating-steam process, and (3) evaluating the economic potential of heavy oil, trough reservoirs. These studies have resulted in adding value to heavy oil assets by reducing operating costs or increasing reserves.

    Principles of lean office management increasingly call for space to be stripped of extraneous decorations so that it can flexibly accommodate changing numbers of people and different office functions within the same area. Yet this practice is at odds with evidence that office workers' quality of life can be enriched by office landscaping that involves the use of plants that have no formal work-related function. To examine the impact of these competing approaches, 3 field experiments were conducted in large commercial offices in The Netherlands and the U.K. These examined the impact of lean and "green" offices on subjective perceptions of air quality, concentration, and workplace satisfaction as well as objective measures of productivity. Two studies were longitudinal, examining effects of interventions over subsequent weeks and months. In all 3 experiments enhanced outcomes were observed when offices were enriched by plants.     This paper investigates occupant behaviour of window-use in night-time naturally ventilated offices on the basis of a pilot field study, conducted during the summers of 2006 and 2007 in Cambridge, UK, and then demonstrates the effects of employing night-time ventilation on indoor thermal conditions using predictive models of occupant window-use. A longitudinal field study shows that occupants make good use of night-time natural ventilation strategies when provided with openings that allow secure ventilation, and that there is a noticeable time of day effect in window-use patterns (i.e. increased probability of action on arrival and departure). We develop logistic models of window-use for night-time naturally ventilated offices, which are subsequently applied to a behaviour algorithm, including Markov chains and Monte Carlo methods. The simulations using the behaviour algorithm demonstrate a good agreement with the observational data of window-use, and reveal how building design and occupant behaviour collectively affect the thermal performance of offices. They illustrate that the provision of secure ventilation leads to more frequent use of the window, and thus contributes significantly to the achievement of a comfortable indoor environment during the daytime occupied period. For example, the maximum temperature for a night-time ventilated office is found to be 3 C below the predicted value for a daytime-only ventilated office. (author)

    In 1994 the Department of Energy (Department) obtained the services of Rocky Mountain BankCard System, through the use of a General Services Administration contract, as a means for the Department and its contractors to make small purchases. The use of credit cards was expected to simplify small purchase procedures and improve cash management. The Ohio Field Office (Field Office) uses the credit card system and oversees usage by its area offices. Contractors under the Field Office also use the credit card system to make small purchases. The Office of Inspector General (OIG) has issued one audit report concerning the use of credit cards. In April 1996, the OIG issued Report WR-B-96-06, Audit of Bonneville Power Administration`s Management of Information Resources. The audit concluded that improvements could be made in implementing credit card and property procedures in Bonneville`s management of computer-related equipment. Specifically, many credit card purchases were made by employees whose authority to buy was not properly documented, and the purchasing files often lacked invoices that would show what was purchased. Additionally, some cardholders split purchases to avoid credit card limits. The objective of this audit was to determine whether the Field Office, Fernald and Miamisburg Environmental Management Projects, Fluor Daniel, and B and W were using credit cards for the appropriate purposes and within the limitations established by Federal and Departmental regulations.

It describes the Auto-DR technology utilized at a commercial building in the summer of 2006 and the methodologies to evaluate associated demand savings. On the basis of field tests in a large office building, Auto-DR is proven to be a reliable and credible resource that ensures a stable and economical operation of the power grid.

    The purpose of this inspection was to review surveillance activities by the Department of Energy's (DOE) Field Office, Richland (RL) and contractor employees at the RL Hanford site for efficiency and economy and compliance with laws and regulations. The scope included surveillance activities, procedures, training, types of surveillance equipment, and management controls over the equipment and activities. We also looked at Departmental policies and procedures regarding the equipment and activities. Allegations of illegal surveillance that came to our attention during the course of this inspection were referred to the Department of Justice. As part of our review, inspectors were on-site at RL from February 11, 1991, through March 1, 1991. Follow-up trips to RL were also made in April, May, and June 1991. We also conducted interviews at Albuquerque, Savannah River, and Germantown of former RL employees and RL contractors who were on travel. Officials from DOE's Office of General Counsel (OGC), Office of Security Affairs, and Office of Safeguards and Security (S S) were also interviewed regarding the Department's purchase and possession of wiretapping and eavesdropping devices. We obtained 75 signed sworn statements from 55 individuals during the course of the inspection. 1 fig., 1 tab.

  11. Field study of the impact of a desktop task/ambient conditioning system in office buildings

    A field study was carried out to assess the impact of installing a desktop task/ambient conditioning (TAC) system at 42 selected workstations within three San Francisco office buildings occupied by a large financial institution. In this study, field measurements, including subjective surveys and physical monitoring, were performed both before and after the TAC system installation to evaluate the impact of the TAC system on occupant satisfaction and thermal comfort, as well as the thermal environments within the office buildings. For comparative purposes within each building, a control group, consisting of workers who did not receive a desktop TAC unit, was studied concurrently. During the follow-up field tests, performed three months after the TAC system installation, measurements were repeated under three different room temperature setpoint conditions (normal, set-up, and set-down) to investigate the ability of the occupants to use the desktop TAC units to control their local environment in response to a wider range of ambient temperatures. Survey results show that among the six building assessment categories investigated, installation of the desktop TAC system provided the largest increases in overall occupant satisfaction for thermal quality, acoustical quality, and air quality.

    An extensive review has been made of the occupational radiation exposure records of workers at the Idaho National Engineering Laboratory (INEL) over the period of 1951 through 1990. The focus has been on workers employed by contractors and employees of the Idaho Field Operations Office (ID) of the United States Department of Energy (USDOE) and does not include the Naval Reactors Facility (NRF), the Argonne National Laboratory (ANL), or other operations field offices at the INEL. The radiation protection guides have decreased from 15 rem/year to 5 rem/year in 1990 for whole body penetrating radiation exposure. During these 40 years of nuclear operations (in excess of 200,000 man-years of work), a total of twelve individuals involved in four accidents exceeded the annual guidelines for exposure; nine of these exposures were received during life saving efforts on January 3, 1961 following the SL-1 reactor accident which killed three military personnel. These exposures ranged from 8 to 27 rem. Only one individual has exceeded the annual whole body penetrating radiation protection guidelines in the last 29 years.

    This paper presents the main findings of ASHRAE research project RP-921, a field study of occupant comfort and office thermal environment in 22 air-conditioned office buildings in Kalgoorlie-Boulder, Western Australia, a location characterized by a hot and arid climate. A total of 935 subjects provided 1,229 sets of data for winter and summer, each accompanied by a full set of indoor climatic measurements with laboratory-grade instrumentation. Clothing insulation estimates for seated subjects (0.5 clo in summer and 0.7 in winter) were supplemented by the incremental effect of chairs (0.15 clo). Thermal neutrality, according to responses on the ASHRAE seven-point sensation scale, occurred at 20.3 C in winter and at 23.3 C in summer. Preferred temperature, defined as a minimum of subjects requesting temperature change, was 22.2 C for both seasons. Nearly 65% of the indoor measurements fell within the ANSI/ASHRAE Standard 55a-1992 summer comfort zone and 85% in the winter. Over 85% of the occupants considered their thermal conditions acceptable. Subjects who expressed a below-average level of job satisfaction on a 15-question index were 50% more likely to express dissatisfaction with their thermal environment than subjects with above-average job satisfaction.

    Two complimentary studies were conducted to investigate the inter-rater reliability and performance of juvenile justice personnel when conducting the Structured Assessment of Violence Risk for Youth (SAVRY). Study 1 reports the performance on four standardized vignettes of 408 juvenile probation officers (JPOs) and social workers rating the SAVRY as part of their training. JPOs had high agreement with the expert consensus on the SAVRY rating of overall risk and total scores, but those trained by a peer master trainer outperformed those trained by an expert. Study 2 examined the field reliability of the SAVRY on 80 young offender cases rated by a JPO and a trained research assistant. In the field, intra-class correlation coefficients were 'excellent' for SAVRY total and most domain scores, and were 'good' for overall risk ratings. Results suggest that the SAVRY and structured professional judgment can be used reliably in the field by juvenile justice personnel and is comparable to reliability indices reported in more lab-like research studies; however, replication is essential.     We examined the relationship between perceived workload and performance by evaluating the responses of police officers to 4 different draw-and-shoot tasks in a night field training exercise which was part of their regular training regimen. Sixty-two police officers volunteered to participate. Results demonstrated an associative trend among 3 tasks where shooting performance decreased and workload increased as the tasks became more complex. However, performance on 1 specific shooting task did not correlate with any of the other 3 tasks, and in this 1 exceptional case, insensitivities were observed in which workload increased but performance remained constant.   7. Web-based office ergonomics intervention on work-related complaints: a field study.

    The aim of this study was a proof of concept to examine the effects of a Web-based office ergonomics intervention on subjects' individual workplace adjustments. An intervention study was conducted with 24 office workers lasting 6 weeks with three consecutive phases (before, 1 and 5 weeks after the intervention). Employees used a purpose-made website for adjusting their computer workplaces without any personal support of ergonomics experts. Workplace measurements were taken directly on site and by analysing photos taken of the employee. Self-reported complaints were assessed by filling in a questionnaire. It was found that 96% of the employees changed their workplaces on their own and retained them mostly unchanged after the intervention. Furthermore, self-reported musculoskeletal complaints and headache symptoms decreased significantly after the intervention. These findings suggest an improvement of workplace conditions so that cost-effective ergonomic Web-based interventions appear promising in further research and application. PMID:24073642

    This report describes the theoretical developments and illustrates the applications of techniques that recently have been assembled to analyze the cost-effectiveness of federally funded stream-gaging activities in support of the Colorado River compact and subsequent adjudications. The cost effectiveness of 19 stream gages in terms of minimizing the sum of the variances of the errors of estimation of annual mean discharge is explored by means of a sequential-search optimization scheme. The search is conducted over a set of decision variables that describes the number of times that each gaging route is traveled in a year. A gage route is defined as the most expeditious circuit that is made from a field office to visit one or more stream gages and return to the office. The error variance is defined as a function of the frequency of visits to a gage by using optimal estimation theory. Currently a minimum of 12 visits per year is made to any gage. By changing to a six-visit minimum, the same total error variance can be attained for the 19 stations with a budget of 10% less than the current one. Other strategies are also explored. (USGS)

    This research includes a wide range of research and support activities associated with the Weapons Testing Program conducted at the Nevada Test Site (NTS). Ongoing and new environmental research programs to be conducted by DRI over the period of this contract include archaeological studies, site mitigation plans, compliance activities, and historical research; offsite community radiation monitoring support; environmental compliance activities related to state and federal regulations; hydrologic assessment of containment of underground nuclear detonations; hydrology/radionuclide investigations designed to better understand and predict the possible subsurface movement of radionuclides at the NTS; and support of various statistical and data management and design, laboratory, field, and administrative activities. In addition to these, archaeological site characterization, flood hazards for rail transportation, and paleofaunal investigations will be carried out in support of the Yucca Mountain Project. Other areas of the overall program which required DRI support are classified security activities, radiation safety and training, quality assurance and control, computer protection and historical data management, review and classification of DRI documents, and preparation of any special reports, e.g., quarterly reports, not included in the requirements of the individual projects. A new set of programs funded by the Office of Technology Development will be in place by the third quarter of FY 1991. These projects will address environmental restoration and waste management concerns, among other related topics. In accordance with specific contract requirements for each activity, DRI will produce summary, status and final reports and, in some cases, journal articles which will present the results of specific research efforts. [Methods] The subjects’ subjective physical condition, exercise status, smoking status, and drinking status were investigated, and precise physical measurements, cardiovascular endurance, muscular strength, muscular endurance, flexibility, reflexes, and reactions were measured. [Results] Subjectively, the physical condition and exercise status of those with office jobs were superior to those of production job workers. Office workers exhibited a higher rate of drinking than production workers, and also had better cardiovascular endurance, muscular strength, muscular endurance, reflexes, and reactions. However, production workers were more flexible than office workers. [Conclusion] Middle-aged production job workers in Korea have poorer overall physical condition than middle-aged office job workers.     Objective Examine the effects of two office ergonomics interventions in reducing visual symptoms at a private sector worksite. Methods A quasi-experimental study design evaluated the effects of a highly adjustable chair with office ergonomics training intervention (CWT group) and the training only (TO group) compared with no intervention (CO group). Data collection occurred 2 and 1 month(s) pre-intervention and 2, 6 and 12 months post-intervention. During each data collection period, a work environment and health questionnaire (covariates) and daily health diary (outcomes) were completed. Multilevel statistical models tested hypotheses. Results Both the training only intervention (p < 0.001) and the chair with training intervention (p = 0.01) reduced visual symptoms after 12 months. Conclusion The office ergonomics training alone and coupled with a highly adjustable chair reduced visual symptoms. In replicating results from a public sector worksite at a private sector worksite the external validity of the interventions is strengthened, thus broadening its generalizability. PMID:22030069

Methods Three occupational groups, the general Dutch working population (n = 567), airport security officers who work with metal detectors (n = 106), and MRI radiographers who work with MRI (n = 193), were compared on perceived risk of and positive and negative feelings towards EMF in general and of different EMF sources, and health concerns by using analyses of variances. Data were collected via an internet survey. Results Overall, MRI radiographers had a lower perceived risk, felt less negative, and more positive towards EMF and different sources of EMF than the general working population and the security officers. For security officers, feeling more positive about EMF was not significantly related to perceived risk of EMF in general or EMF of domestic sources. Feeling positive about a source did not generalize to a lower perceived risk, while negative feelings were stronger related to perceived risk. MRI radiographers had fewer health concerns regarding EMF than the other two groups, although they considered it more likely that EMF could cause physical complaints. Conclusions These data show that although differences in occupation appear to be reflected in different perceptions of EMF, the level of occupational exposure to EMF as such does not predict the perceived health risk of EMF.     The accelerated development of digital libraries and archives, in tandem with efficient search engines and the computational ability to retrieve and parse massive amounts of information, are making it possible to quantify the time evolution of scientific literatures. These data are but one piece of the tangible recorded evidence of the processes whereby scientists create and exchange information in their journeys towards the generation of knowledge. As such, these tools provide a proxy with which to study our ability to innovate. Innovation has often been linked with prosperity and growth and, consequently, trying to understand what drives scientific innovation is of extreme interest. Identifying sets of population characteristics, factors, and mechanisms that enable scientific communities to remain at the cutting edge, accelerate their growth, or increase their ability to re-organize around new themes or research topics is therefore of special significance. Yet generating a quantitative understanding of the factors that make scientific fields arise and/or become more or less productive is still in its infancy. This is precisely the type of knowledge most needed for promoting and sustaining innovation. Ideally, the efficient and strategic allocation of resources on the part of funding agencies and corporations would be driven primarily by knowledge of this type. Early steps have been taken toward such a quantitative understanding of scientific innovation. Some have focused on characterizing the broad properties of relevant time series, such as numbers of publications and authors in a given field. Others have focused on the structure and evolution of networks of coauthorship and citation. Together these types of studies provide much needed statistical analyses of the structure and evolution of scientific communities.     We conducted an online survey (n = 3321) followed by five focus groups with Forest Service employees involved in compliance with the National Environmental Policy Act (NEPA) to explore agency views of how NEPA should be implemented within the agency. We filter these perceptions through the lenses of different functional groups within the agency, each with its own role in agency compliance with NEPA and its own suite of perceived accountabilities. In doing so, we uncover areas of consensus regarding valued practices as well as tensions between employees with different roles in NEPA compliance. General consensus exists regarding the importance of the effective functioning of interdisciplinary teams, but opinions about what constitutes an effective team vary. Findings suggest that NEPA serves as a playing field for competing accountabilities felt by line officers, disciplinary specialists, and advisory personnel within the agency, as each attempts to exert influence over NEPA processes and their outcomes.     In the early 1940s, the Manhattan Project was conducted in a regulatory and operational environment less sophisticated than today. Less was known of the measures needed to protect human health and safety and the environment from the dangers posed by radioactive and hazardous wastes, and experience in dealing with these hazardous materials has grown slowly. Certain hazards were recognized and dealt with from the beginning. However, the techniques used, though standard practices at the time, are now known to have been inadequate. Consequently, the DOE has committed to an aggressive program for cleaning up the environment and has initiated an Environmental Restoration Program involving all its field offices. The objective of this program is to ensure that inactive and surplus DOE facilities and sites meet current standards to protect human health and the environment. The objective of these activities is to ensure that risks posed to human health and safety and the environment by inactive sites and surplus facilities contaminated with radioactive, hazardous, and/or mixed wastes are either eliminated or reduced to prescribed safe levels. This Project Management Plan for Major System Acquisition OR-1 Project documents, communicates, and contributes to the evolution of, the management organizations, systems, and tools necessary to carry out effectively the long-range complex cleanup of the DOE sites on the Oak Ridge Reservation, and at the Paducah, Kentucky, and Piketon, Ohio, uranium enrichment plants managed by the Department of Energy Oak Ridge Field Office; the cleanup of off-site contamination resulting from past releases; and the Decontamination and Decommissioning of surplus DOE facilities at these installations.

    The National Ecology Research Center (Center), as part of an ongoing research study on the effects of low altitude aircraft operations on fish and wildlife, conducted a survey in January 1987 of all U.S. Fish and Wildlife Service (Service) regional directors, research center directors, Ecological Services and Endangered Species field offices supervisors, refuge manager, and hatchery manager. The objective of the survey was to determine the nature and extent of aircraft-induced impacts on fish and wildlife species, populations, and habitat utilization. The field installation managers and biologists were asked to provide background information or data on fish and wildlife reactions to low-altitude aircraft disturbances, including physiological, behavioral, and reproductive/population effects. Specifically, the survey asked for information such as: (1) observations of animal reaction(s) to aircraft operations, e.g., desert bighorn sheep scare behavior in response to aircraft overflights and hatchery fish seizures and death following intense sonic booms; and instances of areas where aircraft noise is known or believed to be responsible for reduced population size, e.g. areas along heavily used aircraft flight corridors where breeding waterfowl densities are lower than in similar habitat away from the noise area.

    The onset of the Indian summer monsoon has significant influence on the agricultural planning that affects food production and the gross domestic product of the country. Hence understanding and prediction of the monsoon onset is of paramount importance. Here we use hindcast simulations from the Met Office fully coupled atmosphere-ocean Global Seasonal Forecast System 5 (GloSea5) to study the monsoon onset over India. The GloSea5 hindcast simulations are produced for three different start dates in late April or early May prior to the monsoon season and the atmosphere and ocean components are both initialized. Rather than focus on skill metrics of the performance at simulating the onset timing, we use common objective indices of the onset circulation and wind shears in the meridional (Wang-Fan) and vertical (Webster-Yang) directions to determine the monsoon onset over India. We find that the dynamic indices obtained from GloSea5 ensemble mean are consistent with those from the ERA-Interim reanalysis dataset. GloSea5 is also very effective in capturing the spatial pattern of the monsoon rainfall progression following the onset. We next analyse the composite evolution of various dynamic and thermodynamic fields associated with these indices, focusing on recent findings suggesting the importance of dry air incursions above the surface from the northwest. We further extend our analysis by looking at the physical mechanisms leading to onset in the GloSea5 simulations, and examine case studies comparing late and early onset years in both the model hindcasts and reanalysis data.

    Objective Examine the effect of a multi-component office ergonomics intervention on visual symptom reductions. Methods Office workers were assigned to either a group receiving a highly adjustable chair with office ergonomics training (CWT), a training-only group (TO) or a control group (C). A work environment and health questionnaire was administered 2 and 1 month(s) pre-intervention and 3, 6, and 12 months post-intervention. Multi-level statistical models tested hypotheses. Results The CWT intervention lowered daily visual symptoms (p < 0.01) post-intervention. The TO group did not significantly differ from the control group. The CWT group differed significantly from the TO group (p = 0.01) post-intervention. Conclusion Workers who received a highly adjustable chair and office ergonomics training had reduced visual symptoms and the effect was maintained through twelve months post-intervention. The lack of a training-only group effect supports implementing training in conjunction with the highly adjustable chair to reduce visual symptoms. PMID:21963250

    Small myomas have a high potential to grow and either to become symptomatic or to cause complications in women of reproductive age. Furthermore, although the risk of malignancy is rare, even the most experienced operator cannot replace the histological analysis to exclude malignancy or premalignant lesions. Such small symptomatic and asymptomatic totally or partially intracavitary myomas may be treated effectively and safety in office setting. The aim of this paper is to describe the currently available hysteroscopic techniques to treat myomas <1.5 cm also with a minimal intramural component without anaesthesia or analgesia in ambulatory setting reducing patient's discomfort.     On most previous nuclear detonations, signatures and quantitative measurements of the electric-field signals associated with the detonations was obtained at distances such that normal radiation field characteristics apply. On Small Boy, measurements were made from stations located much closer in, such as to be inside, on the boundary of and just outside the limits of the ionized sphere created by the nuclear burst. The electric-field characteristics in these regions were unknown. In the hope of providing continuity from the region of the unknown into the reasonably well-understood region of the radiation field, this project was requested to make the typical radiation-field type of measurement that had been made on previous detonations. This report covers the signature characteristics and quantitative measurements of the electric-field signal from Small Boy as seen from outside the immediate region of theoretical generating mechanism.

    Airborne measurements of the absolute vertical electric field (E-field) of the radiated electromagnetic pulse were attempted for Shots Little Feller II and Small Boy. Instrumentation included calibrated vertical whip antennas, wideband magnetic tape recorders, and photographs of oscilloscope traces. One instrumented aircraft participated in Little Feller II (C-131F); two aircraft participated in Small Boy (a C-131F and an A-3A). No detectable signals were recorded for either event. It is concluded that the vertical E-field intensities encountered were below the calibrated levels of the instrumentation or the method of instrumentation and calibration was inadequate for nonrepetitive pulse signals.

    Manual blood pressure (BP) is gradually disappearing from clinical practice with the mercury sphygmomanometer now considered to be an environmental hazard. Manual BP is also subject to measurement error on the part of the physician/nurse and patient-related anxiety which can result in poor quality BP measurements and office-induced (white coat) hypertension. Automated office (AO) BP with devices such as the BpTRU (BpTRU Medical Devices, Coquitlam, BC) has already replaced conventional manual BP in many primary care practices in Canada and has also attracted interest in other countries where research studies using AOBP have been undertaken. The basic principles of AOBP include multiple readings taken with a fully automated recorder with the patient resting alone in a quiet room. When these principles are followed, office-induced hypertension is eliminated and AOBP exhibits a much stronger correlation with the awake ambulatory BP as compared with routine manual BP measurements. Unlike routine manual BP, AOBP correlates as well with left ventricular mass as does the awake ambulatory BP. AOBP also simplifies the definition of hypertension in that the cut point for a normal AOBP (< 135/85 mm Hg) is the same as for the awake ambulatory BP and home BP. This article summarizes the currently available evidence supporting the use of AOBP in routine clinical practice and proposes an algorithm in which AOBP replaces manual BP for the diagnosis and management of hypertension.     Patents play an increasingly important role in the dissemination of information in many fast moving fields such as biotechnology and semiconductors. Quite a few new developments are introduced as patents, and only later, if at all, do they find their way into the scientific literature. In spite of this, patents lack wide acceptance as a source of information among scientists in academia and, to a lesser degree, industry. Patents share many similarities with scientific papers. They both are organized in a similar way and are carefully reviewed by experts in the field. Both can be effective and timely sources of information.     In March, a review team consisting of CFOs from other national laboratories, industry, and members of the University of California Office of the President (UCOP) convened for three days to conduct a comprehensive peer review of the OCFO. This was the first time in almost a decade that the financial operations of the Laboratory had been reviewed. The Committee relayed their observations on our strengths, and their very thoughtful recommendations for improvement, which we are actively pursuing. These improvements, when implemented, will benefit the entire Laboratory for many years to come. The complete report is available on the OCFO website (www.lbl.gov/Workplace/CFO). In August, the senior management team of the OCFO participated in a strategic planning retreat. The purpose of the two and a half day exercise was, of course, to update our strategic plan, but instead of spending days developing a written document, we enlisted the expertise of a seasoned journalist who also happens to be a very talented graphic artist. He listened carefully to our ideas and committed them to a visual roadmap. All members of the OCFO, Business Managers, and the Laboratory Leadership Team reviewed this draft roadmap. By having a completely visual strategic plan that is posted widely throughout the OCFO, all employees can easily see and identify with the goals that we are all working towards. FY2010 was an extraordinary year. The Laboratory welcomed its seventh Director, Dr. Paul Alivisatos, who wasted no time communicating his vision and priorities for Berkeley Lab. They include five very ambitious initiatives: Carbon Cycle 2.0, The Next Generation Light Source, a Safe and Efficient Lab, Building Community, and Space. In response, the Office of the Chief Financial Officer (OCFO) developed twelve specific initiatives that align completely with these five priorities.     The Bracknell (U.K.) Meteorological Office runs a global weather model twice a day, providing the following data: surface and radiosonde; aircraft reports; and satellite soundings and wind. A human forecast is made every six hours. The model runs on a 150 km grid with 15 levels, and takes about four minutes on a Cyber-205. The standard output from the global products are wind, temperature, height, tropopause, and maximum wind. Various experiments have been conducted to see if short-range forecasters could improve on the upper-wind forecasts over the numerical model; the numerical model remains of paramount importance. Small-scale models are being run in the U.S. and the U.K. A fine-mesh model covers Europe and the Atlantic. A mesoscale model is under development. A great deal of verification work is done to see how good the models are.

    Now that the video display terminal is as common as the telephone in office environments, properly lighting these spaces has become a critical task. Over illumination-the most common problem-can create glare and reflections on computer screens and generate too much contrast between a VDT and the surrounding area. Not only do such effects make work more difficult to complete, but they can also make workers uncomfortable, causing headaches, weariness, and other problems that affect well-being and productivity. An EPRI collaboration with Lightolier has resulted in a new line of luminaires and controls especially designed for use with VDTs. Adding to the attractiveness of these lighting systems are their energy efficiency and a single-source warranty. This paper discusses this energy effective lighting, products, and controls.

The primary focus for this was to set priorities and goals and to exchange information that will help each member of AGU's leadership team contribute effectively throughout his or her term. Participants emphasized the importance of continuing to encourage communication and the need for strengthening ties throughout the world and to address many of the complex problems of interest to us today. Another primary topic was continuing to increase the effectiveness of AGU's electronic communications—both formal electronic publications and informal communication among the leadership and members.

    They're nominally and ultimately responsible for strategy, but today's CEOs have less and less time to devote to it. As a result, CEOs are appointing "chief strategy officers"--executives specifically tasked with creating, communicating, executing, and sustaining a company's strategic initiatives. In this article, three authors from Accenture share the results of their research on this emerging organizational role. The typical CSO or top strategy executive is not a pure strategist, conducting long-range planning in relative isolation. Most CSOs consider themselves doers first, with the mandate, credentials, and desire to act as well as advise. They are seasoned executives with a strong strategy orientation who have usually worn many operations hats before taking on the role. Strategy executives are charged with three critical jobs that together form the very definition of strategy execution. First, they must clarify the company's strategy for themselves and for every business unit and function, ensuring that all employees understand the details of the strategic plan and how their work connects to corporate goals. Second, CSOs must drive immediate change. The focus of the job almost always quickly evolves from creating shared alignment around a vision to riding herd on the ensuing change effort. Finally, a CSO must drive decision making that sustains organizational change. He or she must be that person who, in the CEO's stead, can walk into any office and test whether the decisions being made are aligned with the strategy and are creating the desired results. When decisions below the executive suite aren't being made in accordance with strategy, much of the CSO's job involves learning why and quickly determining whether to stay the course or change tack. As recently as 1990, more than half of recovered office paper was exported, primarily to paper mills in Pacific Rim countries. This decade has seen an increase in the number of mills using deinked market pulp made from office paper.     The Integrated Budget Office Toolbox (IBOT) combines budgeting, resource allocation, organizational funding, and reporting features in an automated, integrated tool that provides data from a single source for Johnson Space Center (JSC) personnel. Using a common interface, concurrent users can utilize the data without compromising its integrity. IBOT tracks planning changes and updates throughout the year using both phasing and POP-related (program-operating-plan-related) budget information for the current year, and up to six years out. Separating lump-sum funds received from HQ (Headquarters) into separate labor, travel, procurement, Center G&A (general & administrative), and servicepool categories, IBOT creates a script that significantly reduces manual input time. IBOT also manages the movement of travel and procurement funds down to the organizational level and, using its integrated funds management feature, helps better track funding at lower levels. Third-party software is used to create integrated reports in IBOT that can be generated for plans, actuals, funds received, and other combinations of data that are currently maintained in the centralized format. Based on Microsoft SQL, IBOT incorporates generic budget processes, is transportable, and is economical to deploy and support.

  9. Patrol Officer Daily Noise Exposure.

    Previous research shows that police officers are at a higher risk for noise induced hearing loss (NIHL). Little data exists on the occupational tasks, outside of the firing range, that might lead to the increased risk of NIHL. The current study collected noise dosimetry from patrol officers in a smaller department and a larger department in southern Wisconsin, United States. The noise dosimeters simultaneously measured noise in three virtual dosimeters that had different thresholds, criterion levels, and exchange rates. The virtual dosimeters were set to: the Occupational Safety and Health Administration (OSHA) hearing conservation criteria (OSHA-HC), the OSHA permissible exposure level criteria (OSHA-PEL), and the American Conference of Governmental Industrial Hygienists (ACGIH). In addition to wearing a noise dosimeter during their respective work days, officers completed a log form documenting the type of task performed, the duration of that task, if the task involved the use of a siren, and officer characteristics that may have influenced their noise exposure, such as the type of dispatch radio unit worn. Analysis revealed that the normalized 8-hour time weighted averages (TWA) for all officers fell below the recommended OSHA and ACGIH exposure limits. The tasks involving the use of the siren had significantly higher levels than the tasks without (p = 0.005). The highest noise exposure levels were encountered when patrol officers were assisting other public safety agencies such as a fire department or emergency medical services (79 dBA). Canine officers had higher normalized 8-hr TWA noise exposure than regular patrol officers (p = 0.002). Officers with an evening work schedule had significantly higher noise exposure than the officers with a day or night work schedule (p = 0.023). There were no significant differences in exposure levels between the two departments (p = 0.22). Results suggest that this study population is unlikely to experience NIHL as
