    The point of application of any noise enforcement program is the enforcement officer. The quality of their training is of paramount importance in determining their efficacy in resolving complaints in the field or, failing that, in court. Some of the critical components that must be addressed in a training program are the technology, techniques and strategies of legally valid sound level measurement; documentation of measurement parameters and results; calculation of corrected source sound levels; managing the expectations of complainants; negotiations with alleged violators; and compliance determination methods for nonmetered performance standards. A strong emphasis must be on practical field measurements. The training must assist the enforcement officer to become comfortable with the process, motivating the officer to embrace the new skill, rather than resenting a new task. It is important to take into account the background of the students, professionally, and as individuals, as well as the institutional culture of their agency. The better prepared an officer is to go to court, the less likely is that possibility. A well designed and executed program, represented by its field officers, provides significant deterrence. Thirteen years of training experience at the Rutgers Noise Technical Assistance Center is reviewed.

    Training is a process of imparting a particular set of skills to a target group either by having them perform an actual task until proficiency is gained or by performing a similar task until confidence of proficiency is attained. Doing an actual task may be preferred but many factors may dictate that this objective is not feasible. The armed services and civilian law enforcement groups must train to use their weapons but often weapon characteristics, expense and the availability of appropriate facilities dictate that some sort of simulation be employed. Eyesafe laser are playing a major role in this sort of simulation. Present uses include their employment as replacements for non-eyesafe lasers in determining the distance to a target, designating a target for laser energy seeking munitions and to signal the arrival of a munition at a target is a benign manner compared to what the replicated munition would do were it used instead.

    Background: Thermal safety standards for the use of chemical, biological, radiological, and nuclear (CBRN) ensembles have been established for various US occupations, but not for law enforcement personnel. Objectives: We examined thermal strain levels of 30 male US law enforcement personnel who participated in CBRN field training in Arizona, Florida, and Massachusetts. Methods: Physiological responses were examined using unobtrusive heart rate (HR) monitors and a simple thermoregulatory model to predict core temperature (Tc) using HR and environment. Results: Thermal strain levels varied by environments, activity levels, and type of CBRN ensemble. Arizona and Florida volunteers working in hot-dry and hot-humid environment indicated high heat strain (predicted max Tc>38.5°C). The cool environment of Massachusetts reduced thermal strain although thermal strains were occasionally moderate. Conclusions: The non-invasive method of using physiological monitoring and thermoregulatory modeling could improve law enforcement mission to reduce the risk of heat illness or injury. PMID:24999847

    Police trainees who were ready to graduate from the Federal Law Enforcement Training Center (FLETC) volunteered to participate in an exercise designed to evaluate their survivability. In a highly stressful interactive scenario, which included a hostage situation, performance was evaluated for a range of responses, including: shooting judgment and accuracy, communications, and coping with a weapon malfunction. Nineteen percent of subjects shot the hostage, a failure rate that falls in the reported range of friendly fire casualties in military combat. The Spielberger Trait Anger Scale showed an association with shot placement and performance during the gunfight as well as with overall performance scores. PMID:15677421

    To feed an ever-growing population, it is necessary to take all measures to increase crop yields, including the use of pesticides. It has long been a difficult task to boost agricultural production and simultaneously minimize the impact of pesticide application on the environment, particularly in China, a developing country with more than 1.3 billion people. China has recently become the world's leading producer and consumer of pesticides, with production and consumption reaching 265 tons and 179 tons, respectively, in 2011, and a national average pesticide application dosage of more than 14 kg/ha. The large quantities of pesticides applied in agricultural fields have resulted in serious environmental deterioration. Organochlorine pesticides, such as dichloro-diphenyl-trichloroethane and hexachlorohexane, have become ubiquitous in the environment of China, with spatial distributions in soils and aquatic systems similar to their historic application patterns in different geographic regions: southeast > central > northwest. Pollution by current-use pesticides, for example, organophosphates and pyrethroids, has also been of great concern. To mitigate pesticide pollution in China, a significant reduction in pesticide inputs into the environment is mandatory. This can be accomplished only with joint efforts by the government, professionals, and citizens in combination with rigorous enforcement of laws and regulations, training of farmers in pesticide knowledge and environmental awareness, and technological innovation for producing low-risk pesticides and developing efficient application approaches. Restoring contaminated sites is also an urgent task. Finally, food security and environmental pollution are not problems for a sole country, and international cooperation and communication are necessary. PMID:24753037

    This study investigated the effects of a traditional speed and agility training program (TSA) and an enforced stopping program emphasizing deceleration (ESSA). Twenty college-aged team sport athletes (16 males, 4 females) were allocated into the training groups. Pretesting and posttesting included: 0-10, 0-20, 0-40 m sprint intervals, change-of-direction, and acceleration test (CODAT), T-test (multidirectional speed); vertical, standing broad, lateral, and drop jumps, medicine ball throw (power); Star Excursion Balance Test (posteromedial, medial, anteromedial reaches; dynamic stability); and concentric (240° · s(-1)) and eccentric (30° · s(-1)) knee extensor and flexor isokinetic testing (unilateral strength). Both groups completed a 6-week speed and agility program. The ESSA subjects decelerated to a stop within a specified distance in each drill. A repeated measures analysis of variance determined significant (p ≤ 0.05) within- and between-group changes. Effect sizes (Cohen's d) were calculated. The TSA group improved all speed tests (d = 0.29-0.96), and most power tests (d = 0.57-1.10). The ESSA group improved the 40-m sprint, CODAT, T-test, and most power tests (d = 0.46-1.31) but did not significantly decrease 0-10 and 0-20 m times. The TSA group increased posteromedial and medial excursions (d = 0.97-1.89); the ESSA group increased medial excursions (d = 0.99-1.09). The ESSA group increased concentric knee extensor and flexor strength, but also increased between-leg knee flexor strength differences (d = 0.50-1.39). The loading associated with stopping can increase unilateral strength. Coaches should ensure deceleration drills allow for appropriate sprint distances before stopping, and athletes do not favor 1 leg for stopping after deceleration. PMID:24169474

    The Taser, an electroconductive skeletal-muscle-incapacitating device originally designed by Taser International Inc. as a non-lethal weapon, is used by increasing numbers of law enforcement agencies (LEAs) in the USA and Canada. Since 1999, over 200 people ``Tasered'' by law enforcement personnel (LEP) have collapsed and died, prompting public calls for a moratorium on LEA Taser use except when deadly force is justified. If a sufficiently long Taser shock can kill, as seems likely [metabolic acidosis climbs, impairing respiration and elevating the risk of ventricular fibrillation], the data on Taser-related in-custody human deaths collectively support a single-shock policy for LEAs (ideally, Taser use on people exhibiting physical exhaustion or any type of delirium, or who are taking drugs for mental health reasons, or are pregnant, is prohibited unless deadly force is justified), with a second shock permitted in emergencies only for people not in the foregoing ``prohibited'' category. If all Taser-using LEAs in North America were to adopt a policy of this type, a 10- to 20-fold reduction in the rate of Taser-related in-custody deaths is projected! To protect the public, LEP training should distinguish between lethal and non-lethal Taser deployment using a ``safe Taser dose'' concept.

    North American fishery professionals? continuing education needs were investigated in an American Fisheries Society questionnaire sent to 111 senior fishery officials in winter 2000. Based on a response rate of 52.2% (N = 58), a minimum of 2,967 individuals would benefit from additional training, especially in the areas of statistics and analysis (83% endorsement rate), restoration and enhancement (81%), population dynamics (81%), multi-species interactions (79%), and technical writing (79%). Other skills and techniques recommended by respondents included computer skills (72%), fishery modeling (69%), habitat modification (67%), watershed processes (66%), fishery management (64%), riparian and stream ecology (62%), habitat management (62%), public administration (62%), nonindigenous species (57%), and age and growth (55%). Additional comments by respondents recommended new technical courses, training in various communications skills, and courses to more effectively manage workloads.

    The reported annual yield from inland capture fisheries in 2008 was over 10 million tonnes, although real catches are probably considerably higher than this. Inland fisheries are extremely complex, and in many cases poorly understood. The numerous water bodies and small rivers are inhabited by a wide range of species and several types of fisher community with diversified livelihood strategies for whom inland fisheries are extremely important. Many drivers affect the fisheries, including internal fisheries management practices. There are also many drivers from outside the fishery that influence the state and functioning of the environment as well as the social and economic framework within which the fishery is pursued. The drivers affecting the various types of inland water, rivers, lakes, reservoirs and wetlands may differ, particularly with regard to ecosystem function. Many of these depend on land-use practices and demand for water which conflict with the sustainability of the fishery. Climate change is also exacerbating many of these factors. The future of inland fisheries varies between continents. In Asia and Africa the resources are very intensely exploited and there is probably little room for expansion; it is here that resources are most at risk. Inland fisheries are less heavily exploited in South and Central America, and in the North and South temperate zones inland fisheries are mostly oriented to recreation rather than food production. But beyond the mere passing of laws lay the difficult tasks of implementing, monitoring, and enforcing them. The authors of this book describe the current state of air and water pollution monitoring and enforcement activity a decade later, within the context of relevant legal, technological, and statistical developments. They mediate between the concerns of the theoretical literature-where it is generally assumed that violations are discovered and punished-and the real world-where violations are rarely discovered and almost never punished.     Industry compliance with minimum energy efficiency standards will be assured through a two-part program approach of certification and enforcement activities. The technical support document (TSD) presents the analyses upon which the proposed rule for assuring that consumer product comply with applicable energy efficiency standards is based. Much of the TSD is based upon support provided DOE by Vitro Laboratories. The OAO Corporation provided additional support in the development of the sampling plan incorporated in the proposed rule. Vitro's recommended approach to appliance certification and enforcement, developed after consideration of various program options, benefits, and impacts, establishes the C/E program framework, general criteria, and procedures for assuring a specified level of energy efficiency performance of covered consumer products. The results of the OAO analysis are given in Volume II of the TSD.

    Recent work suggesting that fisheries depletions have turned the corner is misplaced because analysis was based largely on fisheries from better-managed developed-world fisheries. Some indicators of status show improvements in the minority of fisheries subjected to formal assessment. Other indicators, such as trophic level and catch time series, have been controversial. Nevertheless, several deeper analyses of the status of the majority of world fisheries confirm the previous dismal picture: serious depletions are the norm world-wide, management quality is poor, catch per effort is still declining. The performance of stock assessment itself may stand challenged by random environmental shifts and by the need to accommodate ecosystem-level effects. The global picture for further fisheries species extinctions, the degradation of ecosystem food webs and seafood security is indeed alarming. Moreover, marine ecosystems and their embedded fisheries are challenged in parallel by climate change, acidification, metabolic disruptors and other pollutants.   7. The freshwater artisanal fishery of Patos Lagoon.

    In this study data relative to the fishery in the freshwater area of the Patos Lagoon are analysed, and the dynamics, fishing gears used and catches evaluated. The results reveal the existence of two fishery strategies: forbidden mesh size gillnets (FMG; <35 mm; square measure) and allowed mesh size gillnets (AMG; ≥35 mm; square measure). In total, 31 species were caught (AMG = 27 and FMG = 24), but selectivity due to mesh size was significant (P < 0·001). The FMG may be very harmful since it captures individuals of most species below size at first maturity, including the target species, the armoured catfish Loricariichthys anus (61% of the total catch). In addition, this gear is used throughout the year, including the closed season (CS; November to January), when the target species is reproducing. Target species for the AMG are larger in size, comprising mainly the mullet Mugil liza, the marine catfish Genidens barbus and the whitemouth croaker Micropogonias furnieri. AMS gillnets were not used during the CS. The use of FMG reveals the need for effective fishery law enforcement and the need for additional studies to assess the status of populations of the exploited species. PMID:27250698

    This Handbook provides detailed guidance and procedures to implement the General Statement of DOE Enforcement Policy (Enforcement Policy or Policy). A copy of this Enforcement Policy is included for ready reference in Appendix D. The guidance provided in this Handbook is qualified, however, by the admonishment to exercise discretion in determining the proper disposition of each potential enforcement action. As discussed in subsequent chapters, the Enforcement and Investigation Staff will apply a number of factors in assessing each potential enforcement situation. Enforcement sanctions are imposed in accordance with the Enforcement Policy for the purpose of promoting public and worker health and safety in the performance of activities at DOE facilities by DOE contractors (and their subcontractors and suppliers) who are indemnified under the Price-Anderson Amendments Act. These indemnified contractors, and their suppliers and subcontractors, will be referred to in this Handbook collectively as DOE contractors. It should be remembered that the purpose of the Department`s enforcement policy is to improve nuclear safety for the workers and the public, and this goal should be the prime consideration in exercising enforcement discretion.

  9. Accounting for enforcement costs in the spatial allocation of marine zones.

    Marine fish stocks are in many cases extracted above sustainable levels, but they may be protected through restricted-use zoning systems. The effectiveness of these systems typically depends on support from coastal fishing communities. High management costs including those of enforcement may, however, deter fishers from supporting marine management. We incorporated enforcement costs into a spatial optimization model that identified how conservation targets can be met while maximizing fishers' revenue. Our model identified the optimal allocation of the study area among different zones: no-take, territorial user rights for fisheries (TURFs), or open access. The analysis demonstrated that enforcing no-take and TURF zones incurs a cost, but results in higher species abundance by preventing poaching and overfishing. We analyzed how different enforcement scenarios affected fishers' revenue. Fisher revenue was approximately 50% higher when territorial user rights were enforced than when they were not. The model preferentially allocated area to the enforced-TURF zone over other zones, demonstrating that the financial benefits of enforcement (derived from higher species abundance) exceeded the costs. These findings were robust to increases in enforcement costs but sensitive to changes in species' market price. We also found that revenue under the existing zoning regime in the study area was 13-30% lower than under an optimal solution. Our results highlight the importance of accounting for both the benefits and costs of enforcement in marine conservation, particularly when incurred by fishers. PMID:25103090

    Fishery resources are a vital source of food and make valuable economic contributions to the local communities involved in fishery activities along the 850 km stretch of the Tanzania coastline and numerous islands. Small-scale artisanal fishery accounts for the majority of fish catch produced by more than 43 000 fishermen in the country, mainly operating in shallow waters within the continental shelf, using traditional fishing vessels including small boats, dhows, canoes, outrigger canoes and dinghys. Various fishing techniques are applied using uncomplicated passive fishing gears such as basket traps, fence traps, nets as well as different hook and line techniques. Species composition and size of the fish varies with gear type and location. More than 500 species of fish are utilized for food with reef fishes being the most important category including emperors, snappers, sweetlips, parrotfish, surgeonfish, rabbitfish, groupers and goatfish. Most of the fish products are used for subsistence purposes. However, some are exported. Destructive fishing methods such as drag nets and dynamite fishing pose a serious problem as they destroy important habitats for fish and other organisms, and there is a long-term trend of overharvested fishery resources. However, fishing pressure varies within the country as fishery resources are utilized in a sustainable manner in some areas. For this report more than 340 references about Tanzanian fishery and fish ecology were covered. There are many gaps in terms of information needed for successful fishery management regarding both basic and applied research. Most research results have been presented as grey literature (57%) with limited distribution; only one-fifth were scientific publications in international journals. PMID:12572817

  13. Facilitation for law enforcement technologies

    In todays world of rapid technology development, emerging technologies present to law enforcement agencies, one of a very limited number of legal responses to criminal initiatives. Yet in spite of the existence of very sophisticated enforcement technologies, many law enforcement organizations seem to lag behind in several important areas of technology response and adaptation. This paper will propose the idea that what is needed is a closer partnership between private industry`technology adaptors' and government officials who are the problem `identifiers'. This marriage of necessity would produce immediate operational results focussed on todays enforcement problems and tomorrows emerging solutions. The paper will also present the concept of the establishment of an independent body tasked with the creation of an enforcement technology `adaptor' registry for authorized and innovative, enforcement technology applications specialists. This registry would be created to assist enforcement agencies with the location and/or creation of new law enforcement technologies/products. These persons would locate and/or create quick response technology innovations developed to provide operational `fixes' and technologies designed to address emerging enforcement problems. The presentation will conclude by providing examples of up to 12 different existing technologies devices currently available (but not generally known by government agencies).

    Many countries are legally obliged to embrace ecosystem-based approaches to fisheries management. Reductions in bycatch and physical habitat damage are now commonplace, but mitigating more sophisticated impacts associated with the ecological functions of target fisheries species are in their infancy. Here we model the impacts of a parrotfish fishery on the future state and resilience of Caribbean coral reefs, enabling us to view the tradeoff between harvest and ecosystem health. We find that the implementation of a simple and enforceable size restriction of >30 cm provides a win:win outcome in the short term, delivering both ecological and fisheries benefits and leading to increased yield and greater coral recovery rate for a given harvest rate. However, maintaining resilient coral reefs even until 2030 requires the addition of harvest limitations (<10% of virgin fishable biomass) to cope with a changing climate and induced coral disturbances, even in reefs that are relatively healthy today. Managing parrotfish is not a panacea for protecting coral reefs but can play a role in sustaining the health of reefs and high-quality habitat for reef fisheries. PMID:27044106

    From 1995 to 2005, building energy use in China increased more rapidly than the world average. China has been adding 0.4 to 1.6 billion square meters of floor space annually , making it the world’s largest market for new construction. In fact, by 2020, China is expected to comprise half of all new construction. In response to this, China has begun to make important steps towards achieving building energy efficiency, including the implementation of building energy standards that requires new buildings to be 65% more efficient than buildings from the early 1980s. Making progress on reducing building energy use requires both a comprehensive code and a robust enforcement system. The latter – the enforcement system – is a particularly critical component for assuring that a building code has an effect. China has dramatically enhanced its enforcement system in the past two years, with more detailed requirements for ensuring enforcement and new penalties for non-compliance. We believe that the U.S. and other developed countries could benefit from learning about the multiple checks and the documentation required in China. Similarly, some of the more user-friendly enforcement approaches developed in the U.S. and elsewhere may be useful for China as it strives to improve enforcement in rural and smaller communities. In this article, we provide context to China’s building codes enforcement system by comparing it to the U.S. Among some of the enforcement mechanisms we look at are testing and rating procedures, compliance software, and training and public information.

    Hydrologic-enforcement (hydro-enforcement) of light detection and ranging (lidar)-derived digital elevation models (DEMs) modifies the elevations of artificial impediments (such as road fills or railroad grades) to simulate how man-made drainage structures such as culverts or bridges allow continuous downslope flow. Lidar-derived DEMs contain an extremely high level of topographic detail; thus, hydro-enforced lidar-derived DEMs are essential to the U.S. Geological Survey (USGS) for complex modeling of riverine flow. The USGS Coastal and Marine Geology Program (CMGP) is integrating hydro-enforced lidar-derived DEMs (land elevation) and lidar-derived bathymetry (water depth) to enhance storm surge modeling in vulnerable coastal zones.

    The operation of computer-aided dispatch, mobile digital communications, and automatic vehicle location systems used in law enforcement is discussed, and characteristics of systems used by different agencies are compared. With reference to computer-aided dispatch systems, the data base components, dispatcher work load, extent of usage, and design trends are surveyed. The capabilities, levels of communication, and traffic load of mobile digital communications systems are examined. Different automatic vehicle location systems are distinguished, and two systems are evaluated. Other aspects of the application of innovative technology to operational command, control, and communications systems for law enforcement agencies are described.

    Although there has been little academic research on the impact of placing police officers in schools, this practice has grown substantially in response to school shootings and other violent crimes in schools. With a standardized training program since 1999, the state of Virginia has law enforcement officers working in approximately 88 percent of Virginia's 631 secondary schools. Based on this experience, the state training coordinator describes how police officers should be selected and prepared to work as school resource officers. The success of school-based law enforcement requires careful selection and specialized training of officers who can adapt to the school culture and work collaboratively with school authorities.     This project is creating a cloud-enabled, HTML 5 web application to help oyster fishermen and state agencies apply Earth science to improve the management of this important natural and economic resource. The Oyster Fisheries app gathers and analyzes environmental and water quality information, and alerts fishermen and resources managers about problems in oyster fishing waters. An intuitive interface based on Google Maps displays the geospatial information and provides familiar interactive controls to the users. Alerts can be tailored to notify users when conditions in specific leases or public fishing areas require attention. The app is hosted on the Amazon Web Services cloud. It is being developed and tested using some of the latest web development tools such as web components and Polymer.

    In 2009, Mexico decriminalized the possession of small amounts of illicit drugs for personal use in order to refocus law enforcement resources on drug dealers and traffickers. This study examines the spatial distribution of law enforcement encounters reported by people who inject drugs (PWID) in Tijuana, Mexico to identify concentrated areas of policing activity after implementation of the new drug policy. Mapping the physical location of law enforcement encounters provided by PWID (n = 461) recruited through targeted sampling, we identified hotspots of extra-judicial encounters (e.g., physical/sexual abuse, syringe confiscation, and money extortion by law enforcement) and routine authorized encounters (e.g., being arrested or stopped but not arrested) using point density maps and the Getis-Ord Gi* statistic calculated at the neighborhood-level. Approximately half of the participants encountered law enforcement more than once in a calendar year and nearly one third of these encounters did not result in arrest but involved harassment or abuse by law enforcement. Statistically significant hotspots of law enforcement encounters were identified in a limited number of neighborhoods located in areas with known drug markets. At the local-level, law enforcement activities continue to target drug users despite a national drug policy that emphasizes drug treatment diversion rather than punitive enforcement. There is a need for law enforcement training and improved monitoring of policing tactics to better align policing with public health goals. PMID:25300503
