    In an age of citizen distrust of government and intense NIMBY (not-in-my-backyard) activity when waste management facilities are proposed, the potential of citizen advisory groups (CAGs) to aid the decision-making process is worth exploring. This paper reviews findings from case studies by the author and others to assess the various purposes, pitfalls, advantages and outcomes of CAGs in influencing decisions about controversial waste management actions and facilities. Advantages and disadvantages of the CAG are evaluated as one of several public participation mechanisms. We outline ways in which CAGs can aid the waste management decision process and develop minimum requirements for the successful functioning of citizen advisory groups in decision processes with significant technical components, such as those involving nuclear and hazardous wastes. 18 refs., 1 tab.

    It is widely recognized that the results of safety assessment calculations provide an important contribution to the safety arguments for a disposal facility, but cannot in themselves adequately demonstrate the safety of the disposal system. The safety assessment and a broader range of arguments and activities need to be considered holistically to justify radioactive waste disposal at any particular site. Many programs are therefore moving towards the production of what has become known as a Safety Case, which includes all of the different activities that are conducted to demonstrate the safety of a disposal concept. Recognizing the growing interest in the concept of a Safety Case, the International Atomic Energy Agency (IAEA) is undertaking an intercomparison and harmonization project called PRISM (Practical Illustration and use of the Safety Case Concept in the Management of Near-surface Disposal). The PRISM project is organized into four Task Groups that address key aspects of the Safety Case concept: Task Group 1 - Understanding the Safety Case; Task Group 2 - Disposal facility design; Task Group 3 - Managing waste acceptance; and Task Group 4 - Managing uncertainty. This paper addresses the work of Task Group 4, which is investigating approaches for managing the uncertainties associated with near-surface disposal of radioactive waste and their consideration in the context of the Safety Case. Emphasis is placed on identifying a wide variety of approaches that can and have been used to manage different types of uncertainties, especially non-quantitative approaches that have not received as much attention in previous IAEA projects. This paper includes discussions of the current results of work on the task on managing uncertainty, including: the different circumstances being considered, the sources/types of uncertainties being addressed and some initial proposals for approaches that can be used to manage different types of uncertainties.

Moran traveled to Vienna, Austria, during the period of September 12--16, 1988, to serve as the technical advisor to the US Department of Energy's (DOE's) Office of Civilian Radioactive Waste Management (OCRWM) representatives to the International Atomic Energy Agency's Advisory Group Meeting on ''Safeguards Related to the Final Disposal of Nuclear Material in Waste and Spent Fuel.'' The goal of the US representatives to this meeting was to ensure that the advisory group's recommendations established (1) an effective IAEA safeguards approach for all radioactive waste and spent fuel management facilities and (2) a safeguards approach that is appropriate for the US Federal Waste Management System. The principal concerns of the United States on entering the advisory group meeting were: criteria for the termination of safeguards on waste should not be established, but should be referred for further study, safeguards on spent fuel should not be terminated, and safeguards studies are required before IAEA safeguards approaches for spent fuel are established. The US representatives generally recommended that consultant meetings be convened to address the technical issues after the requisite safeguards related research and development tasks have been performed. These objectives of the US representatives were achieved, and the recommendations of the advisory group generally coincided with and extended the recommendations presented in the US position paper.

    OBJECTIVES--To assess the value of the Oxfordshire Medical Audit Advisory Group rating system in monitoring and stimulating audit activity, and to implement a development of the system. DESIGN--Use of the rating system for assessment of practice audits on three annual visits in Oxfordshire; development and use of an "audit grid" as a refinement of the system; questionnaire to all medical audit advisory groups in England and Wales. SETTING--All 85 general practices in Oxfordshire; all 95 medical audit advisory groups in England and Wales. MAIN OUTCOME MEASURES--Level of practices' audit activity as measured by rating scale and grid. Use of scale nationally together with perceptions of strengths and weaknesses as perceived by chairs of medical audit advisory groups. RESULTS--After one year Oxfordshire practices more than attained the target standards set in 1991, with 72% doing audit involving setting target standards or implementing change; by 1993 this had risen to 78%. Most audits were confined to chronic disease management, preventive care, and appointments. 38 of 92 medical audit advisory groups used the Oxfordshire group's rating scale. Its main weaknesses were insensitivity in assessing the quality of audits and failure to measure team involvement. CONCLUSIONS--The rating system is effective educationally in helping practices improve and summatively for providing feedback to family health service authorities. The grid showed up weakness in the breadth of audit topics studied. IMPLICATIONS AND ACTION--Oxfordshire practices achieved targets set for 1991-2 but need to broaden the scope of their audits and the topics studied. The advisory group's targets for 1994-5 are for 50% of practices to achieve an audit in each of the areas of clinical care, access, communication, and professional values and for 80% of audits to include setting targets or implementing change.     The Payload Advisory Panel of the Investigators Working Group (IWG) for the Earth Observing System (EOS) met 4 to 6 October 1993 in Herndon, Virginia. The Panel, originally composed of the Interdisciplinary Science Principal Investigators, was expanded to include all Principal Investigators and as such is now the IWG itself. The meeting also addressed directly a report from the EOS Data and Information System (EOSDIS) Advisory Panel. The meeting focused on payload issues in the years 2000 to 2005; however, some subjects in the nearer-term, most significantly EOSDIS, were considered. The overarching theme of convergence in Earth observations set a backdrop for the entire meeting. Other themes included: atmospheric chemistry; remote sensing of the global cycles of energy, water, and carbon in EOS; ocean and land-ice altimetry; and the EOSDIS. The Totol Solar Irradiance Monitoring Report and results from the Accelerated Canopy Chemistry Program are included as appendices.

    To demonstrate how Community Advisory Boards (CABs) can best integrate community perspectives with scientific knowledge and involve community in disseminating HIV knowledge, this paper provides a case study exploring the structure and dynamic process of a "Community Collaborative Board" (CCB). We use the term CCB to emphasize collaboration over advisement. The CCB membership, structure, and dynamics are informed by theory and research. The CCB is affiliated with Columbia University School of Social Work and its original membership included 30 members. CCB was built using six systematized steps meant to engage members in procedural and substantive research roles: (1) engaging membership; (2) developing relationships; (3) exchanging information; (4) negotiation and decision-making; (5) retaining membership; and (6) studying dynamic process. This model requires that all meetings be audio-taped to capture CCB dynamics. Using transcribed meeting data, we have identified group dynamics that help the CCB accomplish its objectives: (1) dialectic process helps exchange of information; (2) mutual support helps members work together despite social and professional differences; and (3) problem solving helps members achieve consensus. These dynamics also help members attain knowledge about HIV treatment and prevention and disseminate HIV-related knowledge. CABs can be purposeful in their use of group dynamics, narrow the knowledge gap between researchers and community partners, prepare members for procedural and substantive research roles, and retain community partners.     The National Immunization Technical Advisory Group (NITAG) was established in Iran in 1982 and has made many important technical recommendations (e.g., regarding polio eradication, introduction of new vaccines, organizing special studies) that have contributed to a dramatic decline in vaccine preventable disease burden. The NITAG consists of experts from the Ministry of Health and Medical Education (MOHME), vaccine manufacturers, and medical universities with national Expanded Program of Immunization (EPI) staff serving as the secretariat. It is not completely independent from MOHME or EPI. It meets on a quarterly basis, and publishes national guidelines and immunization schedules that are updated regularly. Although primarily an advisory body, representation from MOHME members, including the EPI manager, ensures almost universal implementation of NITAG recommendations. PMID:20412994

    Patient confidentiality has been a matter of concern in the English National Health Service (NHS) for many years. A number of recent events have triggered the demand for a more concerted programme of change to eliminate the use of patient-identifiable data and to devise more acceptable alternatives. The Caldicott Committee, in 1997, set out the case for change and legislation in 1998 (the Data Protection Act and Human Rights Act) and emphasised the need for urgent action. A number of public inquiries into failures of care in the NHS (at Bristol Royal Infirmary and Alder Hey Hospital) pointed to the failure to seek consent as a major issue for the NHS. Whilst accepting the need for change, the Government, in drafting the Health and Social Care Act 2001, allowed for the fact that some organisations and individuals would need time to move towards anonymisation of data (reversible or irreversible) or to obtain patient consent. Under Section 60 of the Act it established the Patient Information Advisory Group (PIAG). PIAG advises government ministers on circumstances in which the continued use of patient-identifiable data should be permitted, as a temporary measure. PIAG faces a number of challenges as it develops its programme of work: how to maintain the pace of change towards anonymisation, how to ensure compliance with the law, how or whether to share information across organisational boundaries in the interests of citizens, how consent should be obtained and how to achieve 'joined up' working across those organisations that are charged with promoting confidentiality and privacy.   4. National Advisory Groups and their role in immunization policy-making processes in European countries.

    During the twenty-first century, the development of national immunization programmes (NIP) has matured into robust processes where evidence-based methodologies and frameworks have increasingly been adopted. A key role in the decision-making and recommending processes is played by National Immunization Technical Advisory Groups (NITAGs). In a survey performed among European Union member states, Norway and Iceland, in February 2013, 85% of the 27 responding countries reported having established a NITAG, and of these, 45% have formal frameworks in place for the systematic development of vaccination recommendations. Independent of whether a formal framework is in place, common key factors are addressed by all NITAGs and also in countries without NITAGs. The four main factors addressed by all were: disease burden in the country, severity of the disease, vaccine effectiveness or efficacy, and vaccine safety at population level. Mathematical modelling and cost-effectiveness analyses are still not common tools. Differences in the relative weighting of these key factors, differences in data or assumptions on country-specific key factors, and differences in existing vaccination systems and financing, are likely to be reasons for differences in NITAG recommendations, and eventually NIPs, across Europe. Even if harmonization of NIPs is presently not a reasonable aim, systematic reviews and the development of mathematical/economic models could be performed at supranational level, thus sharing resources and easing the present work-load of NITAGs. Nevertheless, it has been argued that harmonization would ease central purchase of vaccines, thus reducing the price and increasing access to new vaccines. PMID:23957860

    This paper summarises the conclusions of a working group established jointly by the International Atomic Energy Agency (IAEA) and the International Commission on Radiation Units and Measurements (ICRU) to address some of the relative biological effectiveness (RBE) issues encountered in ion-beam therapy. Special emphasis is put on the selection and definition of the involved quantities and units. The isoeffective dose, as introduced here for radiation therapy applications, is the dose that delivered under reference conditions would produce the same clinical effects as the actual treatment in a given system, all other conditions being identical. It is expressed in Gy. The reference treatment conditions are: photon irradiation, 2 Gy per fraction, 5 daily fractions a week. The isoeffective dose D(IsoE) is the product of the physical quantity absorbed dose D and a weighting factor W(IsoE). W(IsoE) is an inclusive weighting factor that takes into account all factors that could influence the clinical effects like dose per fraction, overall time, radiation quality (RQ), biological system and effects. The numerical value of W(IsoE) is selected by the radiation-oncology team for a given patient (or treatment protocol). It is part of the treatment prescription. Evaluation of the influence of RQ on W(IsoE) raises complex problems because of the clinically significant RBE variations with biological effect (late vs. early) and position in depth in the tissues which is a problem specific to ion-beam therapy.     When ingested in sufficient numbers, probiotics are expected to confer one or more proven health benefits on the consumer. Theoretically, the effectiveness of a probiotic food product is the sum of its microbial quality and its functional potential. Whereas the latter may vary much with the body (target) site, delivery mode, human target population, and health benefit envisaged microbial assessment of the probiotic product quality is more straightforward. The range of stakeholders that need to be informed on probiotic quality assessments is extremely broad, including academics, food and biotherapeutic industries, healthcare professionals, competent authorities, consumers, and professional press. In view of the rapidly expanding knowledge on this subject, the Belgian Superior Health Council installed Working Group "8651 Probiotics" to review the state of knowledge regarding the methodologies that make it possible to characterize strains and products with purported probiotic activity. This advisory report covers three main steps in the microbial quality assessment process, i.e. (i) correct species identification and strain-specific typing of bacterial and yeast strains used in probiotic applications, (ii) safety assessment of probiotic strains used for human consumption, and (iii) quality of the final probiotic product in terms of its microbial composition, concentration, stability, authenticity, and labeling.     Across Australia, innovations in simulation to enhance learning in nursing have been occurring for three decades and nursing is, and needs to be, a leading player in simulation knowledge diffusion. However, expertise is unevenly distributed across health services and education providers. Rather than build on the expertise and achievements of others, there is a tendency for resource duplication and for trial and error problem solving, in part related to a failure to communicate achievements for the benefits of the professional collective. For nursing to become a Leader in the use of simulation and drive ongoing development, as well as conducting high quality research and evaluation, academics need to collaborate, aggregate best practice in simulation learning, and disseminate that knowledge to educators working in health services and higher education sectors across the whole of Australia and New Zealand. To achieve this strategic intent, capacity development principles and committed action are necessary. In mid 2010 the opportunity to bring together nurse educators with simulation learning expertise within Australia and New Zealand became a reality. The Council of Deans of Nursing and Midwifery (CDNM) Australia and New Zealand decided to establish an expert reference group to reflect on the state of Australian nursing simulation, to pool expertise and to plan ways to share best practice knowledge on simulation more widely. This paper reflects on the achievements of the first 18 months since the group's establishment and considers future directions for the enhancement of simulation learning practice, research and development in Australian nursing.     Uterine sarcomas account for 3-7% of all uterine cancers. Because of their rarity, unknown etiology, and highly divergent genetic aberration, there is a lack of consensus on risk factors for occurrence and predictive poor outcomes as well as optimal therapeutic choices. Tumor types according to the World Health Organization classification include leiomyosarcoma, endometrial stroma sarcoma, and undifferentiated sarcoma. Staging is done using the 2014 Federation International Gynecology and Obstetrics and 2010 American Joint Committee on Cancer tumor, lymph node, and metastases systems. Tumor grade can be classified based on the French Federation of Cancer Centers Sarcoma Group system or the Broder's system that incorporates tumor differentiation, mitotic count, and tumor necrosis. This review is a series of articles discussing uterine sarcoma, and this is Part I, which focuses on one of the subtypes of uterine sarcomas-uterine leiomyosarcoma.     Diverse areas of expertise are needed to describe and assess a changing climate and provide guidance for the agency that runs the largest state-built, multi-purpose water project in the U.S. California's State Water Project provides: drinking water for more than 25 million people, flood control, power generation, recreation, fish and wildlife protection, and water quality improvements. Hydrologic impacts under a changing climate include rising seas, reduced ratio of snow to rain, earlier snowmelt and higher temperatures; all of which are being detected. To improve the scientific basis for decisions and enhance the consistency of climate change approaches, the California Department of Water Resources (DWR) empaneled a Climate Change Technical Advisory Group (CCTAG) for guidance on the scientific aspects of climate change, its impacts on water resources, the use and creation of planning approaches and analytical tools, and the development of adaptation responses. To carry out DWR's mission, incorporation of climate change into DWR's planning, projects, and other activities must be consistent, science-based, and continually improved through an iterative process. Hydrologists, academicians, modelers, planners, lawyers and practitioners convened regularly to tackle these complicated issues in water management policy, including climate change impacts on extreme events. Actions taken in response to the CCTAG recommendations will move California toward more sustainable management of water and related resources. DWR will release a technical report of CCTAG guidance and perspectives in 2015. The process to convene, collaborate and distribute the findings of this CCTAG will be the focus of this presentation. An academician and water resources practitioner will share their perspectives on the processes driving CCTAG's work.

    The majority of industrialized and some developing countries have established National Immunization Technical Advisory Groups (NITAGs). To enable systematic global monitoring of the existence and functionality of NITAGs, in 2011, WHO and UNICEF included related questions in the WHO/UNICEF Joint Reporting Form (JRF) that provides an official means to globally collect indicators of immunization program performance. These questions relate to six basic process indicators. According to the analysis of the 2013 JRF, data for 2012, notable progress was achieved between 2010 and 2012 and by the end of 2012, 99 countries (52%) reported the existence of a NITAG with a formal legislative or administrative basis (with a high of 86% in the Eastern Mediterranean Region - EMR), among the countries that reported data in the NITAG section of the JRF. There were 63 (33%) countries with a NITAG that met six process indicators (47% increase over the 43 reported in 2010) including a total of 38 developing countries. 11% of low income countries reported a NITAG that meets all six process criteria, versus 29% of middle income countries and 57% of the high income ones. Countries with smaller populations reported the existence of a NITAG that meets all six process criteria less frequently than more populated countries (23% for less populated countries versus 43% for more populated ones). However, progress needs to be accelerated to reach the Global Vaccine Action Plan (GVAP) target of ensuring all countries have support from a NITAG. The GVAP represents a major opportunity to boost the institutionalization of NITAGs. A special approach needs to be explored to allow small countries to benefit from sub-regional or other countries advisory groups. PMID:24055304

    In the fall of 2002, the U.S. Support Program (USSP) initiated an effort to define a strategy or ''roadmap'' for future seals technologies and to develop a generalized process for planning safeguards equipment development, which includes seals and other safeguards equipment. The underlying objectives of the USSP include becoming more proactive than reactive in addressing safeguards equipment needs, helping the IAEA to maintain an inventory of cost-effective, reliable, and effective safeguards equipment, establishing a long-term planning horizon, and securing IAEA ownership in the process of effective requirements definition and timely transitioning of new or improved systems for IAEA use. At an initial workshop, seals, their functions, performance issues, and future embodiments were discussed in the following order: adhesive seals, metal seals, passive and active loop seals, ultrasonic seals, tamper indicating enclosures (including sample containers, equipment enclosures, and conduits). Suggested improvements to these technologies focused largely on a few themes: (1) The seals must be applied quickly, easily, and correctly; (2) Seals and their associated equipment should not unduly add bulk or weight to the inspectors load; (3) Rapid, in-situ verifiability of seals is desirable; and (4) Seal systems for high risk or high value applications should have two-way, remote communications. Based upon these observations and other insights, the participants constructed a skeletal approach for seals technology planning. The process begins with a top-level review of the fundamental safeguards requirements and extraction of required system features, which is followed by analysis of suitable technologies and identification of technology gaps, and finally by development of a planning schedule for system improvements and new technology integration.     Many experts on vaccination are convinced that efforts should be made to encourage increased collaboration between National Immunization Technical Advisory Groups on immunization (NITAGs) worldwide. International meetings were held in Berlin, Germany, in 2010 and 2011, to discuss improvement of the methodologies for the development of evidence-based vaccination recommendations, recognizing the need for collaboration and/or sharing of resources in this effort. A third meeting was held in Paris, France, in December 2014, to consider the design of specific practical activities and an organizational structure to enable effective and sustained collaboration. The following conclusions were reached: (i) The proposed collaboration needs a core functional structure and the establishment or strengthening of an international network of NITAGs. (ii) Priority subjects for collaborative work are background information for recommendations, systematic reviews, mathematical models, health economic evaluations and establishment of common frameworks and methodologies for reviewing and grading the evidence. (iii) The programme of collaborative work should begin with participation of a limited number of NITAGs which already have a high level of expertise. The amount of joint work could be increased progressively through practical activities and pragmatic examples. Due to similar priorities and already existing structures, this should be organized at regional or subregional level. For example, in the European Union a project is funded by the European Centre for Disease Prevention and Control (ECDC) with the aim to set up a network for improving data, methodology and resource sharing and thereby supporting NITAGs. Such regional networking activities should be carried out in collaboration with the World Health Organization (WHO). (iv) A global steering committee should be set up to promote international exchange between regional networks and to increase the involvement of less experienced

Additionally, EPA Superfund sites participating in the Community Advisory Group (CAG) program were examined to determine how communities may have benefitted from the program. While CAG participation was correlated with slower achievement of EPA cleanup milestones, many CAGs successfully achieved five standardized social goals. CAGs that achieved these social goals varied in composition but were similar in their focus on community outreach and ability to extend their influence beyond CAG meetings.

    In 2013, the National Heart, Lung, and Blood Institute assembled a working group on epidemiology and population sciences from its Advisory Council and Board of External Experts. The working group was charged with making recommendations to the National Heart, Lung, and Blood Advisory Council about how the National Heart, Lung, and Blood Institute could take advantage of new scientific opportunities and delineate future directions for the epidemiology of heart, lung, blood, and sleep diseases. Seven actionable recommendations were proposed for consideration. The themes included 1) defining the compelling scientific questions and challenges in population sciences and epidemiology of heart, lung, blood, and sleep diseases; 2) developing methods and training mechanisms to integrate "big data" science into the practice of epidemiology; 3) creating a cohort consortium and inventory of major studies to optimize the efficient use of data and specimens; and 4) fostering a more open, competitive approach to evaluating large-scale longitudinal epidemiology and population studies. By building on the track record of success of the heart, lung, blood, and sleep cohorts to leverage new data science opportunities and encourage broad research and training partnerships, these recommendations lay a strong foundation for the transformation of heart, lung, blood, and sleep epidemiology. Gonfiantini summarizing the findings and recommendations of the 1983 Advisory Group Meeting on Stable Isotope Reference Samples for Geochemical and Hydrologic Investigations held in Vienna does not accurately represent the consultants ' consensus on three important points. The consultants (1) recommended no value for the C02-H20 oxygen isotope fractionation factor, not the cited value of 1.04115, (2) adopted a value of 1.0309 rather than 1.03086 to relate the PDB and SMOW scales, and (3) adopted a firm 180 value of -2.20% for NBS-19 on the PDB scale rather than agreeing that this would be a tentative value subject to modification when more measurements in selected laboratories are available.     Objective To learn the perspectives of patients with cardiovascular implantable electronic devices (CIEDs) who received device-related advisories. Background CIEDs are placed under advisory because of potential malfunctions. Methods Qualitative methods were used. Focus groups were conducted of 10 patients who had CIEDs under advisory. Audio recordings of the focus group discussions were transcribed and analyzed for content in accordance with qualitative analysis methods, specifically thematic analysis. Results Major themes were identified: patients’ attitudes toward their devices under advisory, education about advisories, emotional responses to advisories, impact on loved ones, and what affected patients would say to the chief executive officers of CIED manufacturers. Although the patients felt “fortunate and blessed” to have their devices, they reported a range of emotional responses to the advisories (from no concern to “outrage”). Patients preferred to learn about advisories from their physicians, not from news media. Loved ones had as many, if not more, advisory-related concerns than the patients. Patients had recommendations for chief executive officers of CIED manufacturers regarding advisories, including providing timely and comprehensible information and emotional support, taking responsibility, and collaborating with health care providers. Patients wanted to know what prompted the advisory and what will be done to fix the problem. Conclusions The experiences and perspectives of patients with CIEDs under advisory not only encompass their emotional responses to advisories, but also their views on how the advisory notification process can be improved. These findings should be informative to CIED manufacturers and clinicians. PMID:23305915

    Under the provisions of the Treaty on Nonproliferation of Nuclear Weapons and other agreements with States, the International Atomic Energy Agency (IAEA) conducts inspections at nuclear facilities to confirm that their operation is consistent with the peaceful use of nuclear material. The Department of Safeguards at the IAEA is considering a quality assurance program for activities related to the planning of these facility inspections. In this report, the authors summarize recent work in writing standards for planning inspections at the types of facilities inspected by the IAEA. The standards specify the sequence of steps in planning inspections, which are (1) administrative functions and communications with the State to confirm facility operating schedules and the State's acceptance of the assigned inspectors; (2) technical functions including a specification of the required inspection activities, determination of personnel and equipment resources, and a schedule for implementing the inspection activities at the facility; and (3) management functions.

    The Aerospace Safety Advisory Panel (ASAP) provided oversight on the safety aspects of many NASA programs. In addition, ASAP undertook three special studies. At the request of the Administrator, the panel assessed the requirements for an assured crew return vehicle (ACRV) for the space station and reviewed the organization of the safety and mission quality function within NASA. At the behest of Congress, the panel formed an independent, ad hoc working group to examine the safety and reliability of the space shuttle main engine. Section 2 presents findings and recommendations. Section 3 consists of information in support of these findings and recommendations.     In March 1994, members of the International Safeguards Department in the National Security Program Office (NSPO) hosted an environmental monitoring field trial workshop for International Atomic Energy Agency (IAEA) inspectors. The workshop was held at the Oak Ridge K-25 Site and its primary purpose was to train the inspectors in the techniques needed for effective environmental sample collection and handling. The workshop emphasized both sampling theory and practice. First, detailed techniques for swipe, vegetation, soil, biota, and water-associated sampling were covered in the classroom. Subsequently, the inspectors were divided into three groups for actual sample collection in and around the K-25 locale. The collected samples were processed by the Department of Energy (DOE) Network of Analytical Laboratories using established analytical techniques. This activity is part of the IAEA ``Programme 93+2 in. assessment of measures to enhance IAEA safeguards.

    Radiopharmaceuticals are essential components of nuclear medicine procedures. Without radiopharmaceuticals nuclear medicine procedures cannot be performed. Therefore it could be said that 'No radiopharmaceutical-no nuclear medicine.' A good radiopharmacy practice supports nuclear medicine activities by producing radiopharmaceuticals that are safe and are of the required quality in a consistent way. As with any medicinal product, radiopharmaceuticals are required to be produced under carefully controlled conditions and are tested for their quality, prior to the administration to patients, using validated standard operating procedures. These procedures are based on the principles of Good Manufacturing Practice (GMP). The GMP principles are based on scientific knowledge and applicable regulatory requirements and guidance related to radiopharmaceutical productions and use. The International Atomic Energy Agency (IAEA) is committed to promote, in the Member States (MS), a rational and practical approach for the implementation of GMP for compounding or manufacturing of diagnostic or therapeutic radiopharmaceuticals. To pursue this goal the IAEA has developed various mechanisms and collaborations with individual experts in the field and with relevant national and international institutions or organizations.     Under the provisions of the Treaty on Nonproliferation of Nuclear Weapons and other agreements with states, the International Atomic Energy Agency (IAEA) conducts inspections at nuclear facilities to confirm that their operation is consistent with the peaceful use of nuclear material. The Department of Safeguards at the IAEA is considering a quality assurance program for activities related to the planning of these facility inspections. In this report, we summarize recent work in writing standards for planning inspections at the types of facilities inspected by the IAEA. The standards specify the sequence of steps in planning inspections, which are: (1) administrative functions, such as arrangements for visas and travel, and communications with the state to confirm facility operating schedules and the state's acceptance of the assigned inspectors; (2) technical functions including a specification of the required inspection activities, determination of personnel and equipment resources, and a schedule for implementing the inspection activities at the facility; and (3) management functions, such as pre- and post-inspection briefings, where the planned and implemented inspection activities are reviewed.

    This paper describes the approach taken to present the information on fruits in the IAEA report TRS No. 472, supported by the IAEA-TECDOC-1616, which describes the key transfer processes, concepts and conceptual models regarded as important for dose assessment, as well as relevant parameters for modelling radionuclide transfer in fruits. Information relate to fruit plants grown in agricultural ecosystems of temperate regions. The relative significance of each pathway after release of radionuclides depends upon the radionuclide, the kind of crop, the stage of plant development and the season at time of deposition. Fruit intended as a component of the human diet is borne by plants that are heterogeneous in habits, and morphological and physiological traits. Information on radionuclides in fruit systems has therefore been rationalised by characterising plants in three groups: woody trees, shrubs, and herbaceous plants. Parameter values have been collected from open literature, conference proceedings, institutional reports, books and international databases. Data on root uptake are reported as transfer factor values related to fresh weight, being consumption data for fruits usually given in fresh weight.

For each topic there was an associated poster session for contributed papers, and lively discussion took place in front of every poster. Through the meeting six invited papers and 77 contributed papers were presented in total. The final session of the meeting was devoted to summaries; R Groebner, T S Hahm and K Ida of the IAC summarized the fruits of topics 1 and 2, 3 and 5, and 4 and 6, respectively. I would like to thank Dr A Malaquias, the IAEA Scientific Secretary, for his continuous support and useful suggestions on the arrangements of the meeting.     The nuclear and radiochemistry group provides sample preparation and analysis support to the International Atomic Energy Agency (IAEA) Network of Analytical Laboratories (NWAL). These analyses include both non-destructive (alpha and gamma-ray spectrometry) and destructive (thermal ionization mass spectrometry and inductively coupled plasma mass spectrometry) methods. On a bi-annual basis the NWAL laboratories are invited to meet to discuss program evolution and issues. During this meeting each participating laboratory summarizes their efforts over the previous two years.     The International Atomic Energy Agency (IAEA) relies on its member states to assist with recruiting qualified individuals for positions within the IAEA's secretariat. It is likewise important to the U.S. government for U.S. citizens to take positions with the IAEA to contribute to its success. It is important for persons within and outside the U.S. nuclear and safeguards industries to become aware of the job opportunities available at the IAEA and to be informed of important vacancies as they arise. The International Safeguards Project Office (ISPO) at Brookhaven National Laboratory (BNL) is tasked by the U.S. government with recruiting candidates for positions within the Department of Safeguards at the IAEA and since 1998, has been actively seeking methods for improving outreach. In addition, ISPO has been working more closely with the IAEA Division of Personnel. ISPO staff members attend trade shows to distribute information about IAEA opportunities. The shows target the nuclear industry as well as shows that are unrelated to the nuclear industry. ISPO developed a web site that provides information for prospective candidates. They have worked with the IAEA to understand its recruitment processes, to make suggestions for improvements, and to understand employment benefits so they can be communicated to potential U.S. applicants. ISPO is also collaborating with a State Department working group that is focused on increasing U.S. representation within the United Nations as a whole. Most recently Secretary of State Condoleezza Rice issued a letter to all Federal Agency heads encouraging details and transfers of their employees to international organizations to the maximum extent feasible and with due regard to their manpower requirements. She urged all federal agencies to review their detail and transfer policies and practices to ensure that employment in international organizations is promoted in a positive and active manner.     Quality assurance programmes must be in operation at radiation processing facilities to satisfy national and international Standards. Since dosimetry has a vital function in these QA programmes, it is imperative that the dosimetry systems in use at these facilities are well calibrated with a traceability to a Primary Standard Dosimetry Laboratory. As a service to the Member States, the International Atomic Energy Agency operates the International Dose Assurance Service (IDAS) to assist in this process. The transfer standard dosimetry system that is used for this service is based on ESR spectrometry. The paper describes the activities undertaken at the IAEA Dosimetry Laboratory to establish the QA programme for its reference dosimetry system. There are four key elements of such a programme: quality assurance manual; calibration that is traceable to a Primary Standard Dosimetry Laboratory; a clear and detailed statement of uncertainty in the dose measurement; and, periodic quality audit.

    An IAEA handbook presenting transfer parameter values for wildlife has recently been produced. Concentration ratios (CRwo-media) between the whole organism (fresh weight) and either soil (dry weight) or water were collated for a range of wildlife groups (classified taxonomically and by feeding strategy) in terrestrial, freshwater, marine and brackish generic ecosystems. The data have been compiled in an on line database, which will continue to be updated in the future providing the basis for subsequent revision of the Wildlife TRS values. An overview of the compilation and analysis, and discussion of the extent and limitations of the data is presented. Example comparisons of the CRwo-media values are given for polonium across all wildlife groups and ecosystems and for molluscs for all radionuclides. The CRwo-media values have also been compared with those currently used in the ERICA Tool which represented the most complete published database for wildlife transfer values prior to this work. The use of CRwo-media values is a pragmatic approach to predicting radionuclide activity concentrations in wildlife and is similar to that used for screening assessments for the human food chain. The CRwo-media values are most suitable for a screening application where there are several conservative assumptions built into the models which will, to varying extents, compensate for the variable data quality and quantity, and associated uncertainty. The revision of the Handbook, carried out under the IAEA Programme on Environmental Modelling for RAdiation Safety (EMRAS), takes into account the information generated in the years following the Chernobyl accident and the knowledge produced under the IAEA BIOMASS (Biosphere Modelling and Assessment) Programme in the years 1997-2000.     The assessment of the environmental impact of tritium release from nuclear facilities is a topic of interest in many countries. In the IAEA's Environmental Modelling for Radiation Safety (EMRAS I) programme, progresses for routine releases were done and in the EMRAS II programme a dedicated working group (WG 7 - Tritium Accidents) focused on the potential accidental releases (liquid and atmospheric pathways). The progresses achieved in WG 7 were included in a complex report - a technical document of IAEA covering both liquid and atmospheric accidental release consequences. A brief description of the progresses achieved in the frame of EMRAS II WG 7 is presented. Important results have been obtained concerning washout rate, the deposition on the soil of HTO and HT, the HTO uptake by leaves and the subsequent conversion to OBT (organically bound tritium) during daylight. Further needs of the processes understanding and the experimental efforts are emphasised.

    This concept paper explores the potential contribution of ``Knowledge Acquisition Skills`` in enhancing the effectiveness of international safeguards inspections by the International Atomic energy Agency (IAEA, or Agency) and identifies types of training that could be provided to develop or improve such skills. For purposes of this concept paper, Knowledge Acquisition Skills are defined broadly to include all appropriate techniques that IAEA safeguards inspectors can use to acquire and analyze information relevant to the performance of successful safeguards inspections. These techniques include a range of cognitive, analytic, judgmental, interpersonal, and communications skills that have the potential to help IAEA safeguards inspectors function more effectively.

    Through its programmatic efforts and its publications, the International Atomic Energy Agency (IAEA) has helped define the role and responsibilities of the nuclear medicine physicist in the practice of nuclear medicine. This paper describes the initiatives that the IAEA has undertaken to support medical physics in nuclear medicine. In 1984, the IAEA provided guidance on how to ensure that the equipment used for detecting, imaging, and quantifying radioactivity is functioning properly (Technical Document [TECDOC]-137, "Quality Control of Nuclear Medicine Instruments"). An updated version of IAEA-TECDOC-137 was issued in 1991 as IAEA-TECDOC-602, and this included new chapters on scanner-computer systems and single-photon emission computed tomography systems. Nuclear medicine physics was introduced as a part of a project on radiation imaging and radioactivity measurements in the 2002-2003 IAEA biennium program in Dosimetry and Medical Radiation Physics. Ten years later, IAEA activities in this field have expanded to cover quality assurance (QA) and quality control (QC) of nuclear medicine equipment, education and clinical training, professional recognition of the role of medical physicists in nuclear medicine physics, and finally, the coordination of research and development activities in internal dosimetry. As a result of these activities, the IAEA has received numerous requests to support the development and implementation of QA or QC programs for radioactivity measurements in nuclear medicine in many Member States. During the last 5 years, support was provided to 20 Member States through the IAEA's technical cooperation programme. The IAEA has also supported education and clinical training of medical physicists. This type of support has been essential for the development and expansion of the Medical Physics profession, especially in low- and middle-income countries.     This is the second of two reports prepared to assist the International Atomic Energy Agency (IAEA or Agency) in enhancing the effectiveness of its international safeguards inspections through inspector training in {open_quotes}Observational Skills{close_quotes}. The first (Phase 1) report was essentially exploratory. It defined Observational Skills broadly to include all appropriate cognitive, communications, and interpersonal techniques that have the potential to help IAEA safeguards inspectors function more effectively. It identified 10 specific Observational Skills components, analyzed their relevance to IAEA safeguards inspections, and reviewed a variety of inspection programs in the public and private sectors that provide training in one or more of these components. The report concluded that while it should be possible to draw upon these other programs in developing Observational Skills training for IAEA inspectors, the approaches utilized in these programs will likely require significant adaption to support the specific job requirements, policies, and practices that define the IAEA inspector`s job. The overall objective of this second (Phase 2) report is to provide a basis for the actual design and delivery of Observational Skills training to IAEA inspectors. The more specific purposes of this report are to convey a fuller understanding of the potential application of Observational Skills to the inspector`s job, describe inspector perspectives on the relevance and importance of particular Observational Skills, identify the specific Observational Skill components that are most important and relevant to enhancing safeguards inspections, and make recommendations as to Observational Skills training for the IAEA`s consideration in further developing its Safeguards training program.

    We are revising our disability regulations under titles II and XVI of the Social Security Act to establish a new, special rule that affects individuals who are receiving payments or providing services as members or consultants of a committee, board, commission, council or similar group established under the Federal Advisory Committee Act (FACA). Under this special rule, we will not count any earnings an individual is receiving from serving as a member or consultant of a FACA advisory committee when we determine if the individual is engaging in substantial gainful activity under titles II and XVI of the Social Security Act (the Act). In addition, we will not evaluate any of the services the individual is providing as a member or consultant of the FACA advisory committee when determining if the individual has engaged in substantial gainful activity under titles II and XVI of the Act. Based on our experience with FACA advisory committees and the frequency and level of activity required by these committees, we believe that performance of activity on these committees does not demonstrate the ability to perform substantial gainful activity. We believe this to be consistent with Congress's view, as it has recognized in creating the Ticket to Work advisory committee, for example, that current disability beneficiaries should be considered for membership. This also will encourage individuals with disabilities to serve on FACA advisory committees, thereby providing the benefit of their unique perspective on policies and programs to the Federal Government.     The IAEA Medium Term Strategy (2006-2011) defines a number of specific goals in respect to the IAEA's ability to provide assurances to the international community regarding the peaceful use of nuclear energy through States adherences to their respective non-proliferation treaty commitments. The IAEA has long used and still needs the best possible sensors to detect and measure nuclear material. The Department of Safeguards, recognizing the importance of safeguards-oriented R&D, especially targeting improved detection capabilities for undeclared facilities, materials and activities, initiated a number of activities in early 2005. The initiatives included letters to Member State Support Programs (MSSPs), personal contacts with known technology holders, topical meetings, consultant reviews of safeguards technology, and special workshops to identify new and novel technologies and methodologies. In support of this objective, the United States Support Program to IAEA Safeguards hosted a workshop on ''Advanced Sensors for Safeguards'' in Santa Fe, New Mexico, from April 23-27, 2007. The Organizational Analysis Corporation, a U.S.-based management consulting firm, organized and facilitated the workshop. The workshop's goal was to help the IAEA identify and plan for new sensors for safeguards implementation. The workshop, which was attended by representatives of seven member states and international organizations, included presentations by technology holders and developers on new technologies thought to have relevance to international safeguards, but not yet in use by the IAEA.     This objective of this paper is to address the usefulness of envirorunental sampling and analysis in support of the IAEA. In particular, whether state-of-the-art analytical methods may provide detection of undeclared nuclear activities. It is important to emphasize that envirorunental sampling offers the IAEA a method of improving the assurance that a particular facility has no ongoing undeclared nuclear activities. It is suggested as a supplement to the existing IAEA safeguards inspections and activities. Enviromental sampling with appropriate analytical techniques can detect unknown activity fairly well, but it is not very reliable for determining how much or when activity has actually occured. Additionally, it is important to point out that the cost of such an envirorunental sampling program needs to be balanced with the confidence provided to detect undeclared nuclear activities. Environmental sampling wig probably not allow the IAEA to reduce or eliminate some of its existing baseline activities. The addition of an environmental sampling and analysis program will entail a cost of its own, and adding such a program may not reduce IAEA total costs. The overall cost of such a program will depend on the level of confidence required, (e.g. number and type of samples and analyses), the Quality Assurance plan to be implemented and the number of sites to be inspected. A more detailed cost analysis is not within the scope of this paper.

    During the recent (12--22 June 1991) Mount Pinatubo volcano eruptions, the US Air Force Global Weather Central (AFGWC) requested assistance of the US Department of Energy`s Atmospheric Release Advisory Capability (ARAC) in creating volcanic ash cloud aviation advisories for the region of the Philippine Islands. Through application of its three-dimensional material transport and diffusion models using AFGWC meteorological analysis and forecast wind fields ARAC developed extensive analysis and 12-hourly forecast ash cloud position advisories extending to 48 hours for a period of five days. The advisories consisted of ``relative`` ash cloud concentrations in ten layers (surface-5,000 feet, 5,000--10,000 feet and every 10,000 feet to 90,000 feet). The ash was represented as a log-normal size distribution of 10--200 {mu}m diameter solid particles. Size-dependent ``ashfall`` was simulated over time as the eruption clouds dispersed. Except for an internal experimental attempt to model one of the Mount Redoubt, Alaska, eruptions (12/89), ARAC had no prior experience in modeling volcanic eruption ash hazards. For the cataclysmic eruption of 15--16 June, the complex three-dimensional atmospheric structure of the region produced dramatically divergent ash cloud patterns. The large eruptions (> 7--10 km) produced ash plume clouds with strong westward transport over the South China Sea, Southeast Asia, India and beyond. The low-level eruptions (< 7 km) and quasi-steady-state venting produced a plume which generally dispersed to the north and east throughout the support period. Modeling the sequence of eruptions presented a unique challenge. Although the initial approach proved viable, further refinement is necessary and possible. A distinct need exists to quantify eruptions consistently such that ``relative`` ash concentrations relate to specific aviation hazard categories.
