    This report provides a summary of ground-water conditions and problems in Illinois, Indiana, Kentucky, Ohio, and Tennessee, which compose Segment 10 of the Ground Water Atlas of the United States, an area of about 217,000 square miles. The definition, distribution, thickness, water-yielding, and water-quality characteristics of the principal aquifers in the segment are the primary topics of this chapter. Ground-water source, occurrence, movement, use, and problems also are discussed where appropriate. Segment 10 consists of parts of seven physiographic provinces (fig. 1)- the Coastal Plain, Blue Ridge, Valley and Ridge, Appalachian Plateaus, Interior Low Plateaus, Central Lowland, and Ozark Plateaus. The provinces have unique hydrogeologic characteristics that make it convenient to describe the principal aquifers in each province.

    Probabilistic estimations of earthquake detection and location capabilities for the states of Illinois, Indiana, Kentucky, Ohio and West Virginia are presented in this document. The algorithm used in these epicentrality and minimum-magnitude estimations is a version of the program NETWORTH by Wirth, Blandford, and Husted (DARPA Order No. 2551, 1978) which was modified for local array evaluation at the University of Michigan Seismological Observatory. Estimations of earthquake detection capability for the years 1970 and 1980 are presented in four regional minimum m/sub b/ magnitude contour maps. Regional 90% confidence error ellipsoids are included for m/sub b/ magnitude events from 2.0 through 5.0 at 0.5 m/sub b/ unit increments. The close agreement between these predicted epicentral 90% confidence estimates and the calculated error ellipses associated with actual earthquakes within the studied region suggest that these error determinations can be used to estimate the reliability of epicenter location. 8 refs., 14 figs., 2 tabs.

    This report presents the results of ground water, stream water, and stream sediment reconnaissance in Illinois, Indiana, Kentucky, Tennessee, and Ohio. The following sample types were collected in each state: Illinois - 716 stream sediment, 1046 ground water, 337 stream water; Indiana - 126 stream sediment, 443 ground water, 111 stream water; Kentucky - 4901 stream sediment, 6408 ground water, 3966 stream water; Tennessee - 3309 stream sediment, 3574 ground water, 1584 stream water; Ohio - 1214 stream sediment, 2049 ground water, 1205 stream water. Neutron activation analyses are given for U, Br, Cl, F, Mn, Na, Al, V, and Dy in ground water and stream water, and for U, Th, Hf, Ce, Fe, Mn, Na, Sc, Ti, V, Al, Dy, Eu, La, Sm, Yb, and Lu in sediments. Supplementary analyses by other techniques are reported for U (extractable), Ag, As, Ba, Be, Ca, Co, Cr, Cu, K, Li, Mg, Mo, Nb, Ni, P, Pb, Se, Sn, Sr, W, Y, and Zn. These analyses were made on 248 sediment samples from Tennessee. Field measurements and observations are reported for each site. Oak Ridge National Laboratory analyzed sediment samples which were not analyzed by Savannah River Laboratory neutron activation.

    Research documented in this report includes (1) refinement and standardization of regional stratigraphy across the 3-state study area in Illinois, Indiana, and Kentucky, (2) detailed core description and sedimentological interpretion of Knox cores from five wells in western Kentucky, and (3) a detailed calculation of carbon storage volumetrics for the Knox using three different methodologies. Seven regional cross sections document Knox formation distribution and thickness. Uniform stratigraphic nomenclature for all three states helps to resolve state-to-state differences that previously made it difficult to evaluate the Knox on a basin-wide scale. Correlations have also refined the interpretation of an important sandstone reservoir interval in southern Indiana and western Kentucky. This sandstone, a CO2 injection zone in the KGS 1 Blan well, is correlated with the New Richmond Sandstone of Illinois. This sandstone is over 350 ft (107 m) thick in parts of southern Indiana. It has excellent porosity and permeability at sufficient depths, and provides an additional sequestration target in the Knox. The New Richmond sandstone interval has higher predictability than vuggy and fractured carbonates, and will be easier to model and monitor CO2 movement after injection.

  2. Estimated water withdrawals, water use, and water consumption in Illinois, Indiana, Iowa, Kentucky, Michigan, Missouri, and Wisconsin, 1950-95

    From 1950 through 1995, the U.S. Geological Survey tabulated water withdrawals throughout the United States, including the northcentral States of Illinois, Indiana, Iowa, Kentucky, Michigan, Missouri, and Wisconsin. During this period, total water withdrawals increased in each of the north-central States by at least a factor of two. Illinois led the north-central States in total withdrawals, withdrawals from surface water and, typically, withdrawals from ground water. Per capita withdrawals were largest in Indiana or Illinois, however, the disparity in per capita withdrawals in the north-central States decreased from 1950 through 1995. Surface water was the source of 75 to 95 percent of all water withdrawals in the north-central States and consistently accounted for over 90 percent of total withdrawals in Illinois. From 1950 through 1995, the magnitude of increase in withdrawals from surface water was lower in Illinois than in most of the other north-central States, even though surface-water withdrawals in Illinois increased from about 9,000 to 19,000 million gallons per day. Total water withdrawals from ground water in Illinois have decreased by about 150 million gallons per day since 1975. From 1950 through 1995, from 68 to 86 percent of the total water withdrawals in Illinois were for generation of thermoelectric power; this percentage is higher than for the other north-central States and has increased since 1970. Approximately 12 percent of water withdrawals in Illinois are for municipal water supply, which was consistent with the other north-central States. Ten percent or less of the water withdrawn in the north-central States is estimated to have been consumed.

    Polyoxyethylene tallow amine (POEA) is an inert ingredient added to formulations of glyphosate, the most widely applied agricultural herbicide. POEA has been shown to have toxic effects to some aquatic organisms making the potential transport of POEA from the application site into the environment an important concern. This study characterized the adsorption of POEA to soils and assessed its occurrence and homologue distribution in agricultural soils from six states. Adsorption experiments of POEA to selected soils showed that POEA adsorbed much stronger than glyphosate; calcium chloride increased the binding of POEA; and the binding of POEA was stronger in low pH conditions. POEA was detected on a soil sample from an agricultural field near Lawrence, Kansas, but with a loss of homologues that contain alkenes. POEA was also detected on soil samples collected between February and early March from corn and soybean fields from ten different sites in five other states (Iowa, Illinois, Indiana, Missouri, Mississippi). This is the first study to characterize the adsorption of POEA to soil, the potential widespread occurrence of POEA on agricultural soils, and the persistence of the POEA homologues on agricultural soils into the following growing season.     Grants totaling $1,290,837 were awarded during FY 1979 to 60 program participants in Illinois, Indiana, Michigan, Minnesota, Ohio and Wisconsin. Review showed that some grantees misused grant monies and did not comply with grant provisions primarily due to insufficient on-site monitoring of the grantees' progress and expenditures. Recommendations to achieve the objectives of the program were: more timely and systematic monitoring; curtail or stop funds for grant projects with unsatisfactory progress or of questionable merit; substantiate expenditures by grantees before disbursing grant funds; and consider increasing program management capability by staffing alternatives. Corrective action taken or planned by the Manager/Regional Representative is identified in an appendix. (PSB)

    The distribution of pesticides and other synthetic organic compounds in water, sediment, and biota in the upper Illinois River Basin in Illinois, Indiana, and Wisconsin was examined from 1987 through 1990 as part of the pilot National Water-Quality Assesssment Program conducted by the U.S. Geological Survey. Historical data for water and sediment collected from 1975 through 1986 were similar to data collected from 1987 through 1990. Some compounds were detected in concentrations that exceed U.S. Environmental Protection Agency water-quality criteria. Results from pesticide sampling at four stations in 1988 and 1989 identified several agricultural pesticides that were detected more frequently and at higher concentrations in urban areas than in agricultural areas. Results from herbicide sampling at 17 stations in the Kankakee and Iroquois River Basins in 1990 indicated that atrazine concentrations exceeded the U.S. Environmental Protection Agency's maximum contaminant level for drinking water during runoff periods. Results from sampling for volatile and semivolatile organic compounds in water indicate that, with one exception, all stations at which more than one compound was detected were within 2 miles downstream from the nearest point source. Detections at two stations in the Chicago urban area accounted for 37 percent of the total number of detections. Concentrations of tetrachloroethylene, trichloroethylene, and 1,2-dichlorethane from stations in the Des Plaines River Basin exceeded the U.S. Environmental Protection Agency's maximum contaminant level for drinking water in one and two samples from the two stations in the Chicago area. Phenols and pentachlorophenols were detected most frequently in the Des Plaines River Basin where point-source discharges were common. Phenol concentrations were significantly different among the Des Plaines, Kankakee, and Fox River Basins. Phenols and pentachlorophenols never exceeded the general use and secondary contact standards

  6. Evaluating Student Success and Progress in the Maryland Sea Grant REU Program

    The Maryland Sea Grant's Research Experiences for Undergraduate (REU) 12-week summer program is in its 24th year. This estuarine science-focused program has evolved, based in part on our use of assessment tools to measure the program's effectiveness. Our goal is to understand the REU program's effectiveness in such areas as improving student understanding of scientific research, scientific ethics and marine science careers. Initially, our assessment approach was limited to short surveys that used qualitative answers from students about their experience. However, in the last decade we have developed a more comprehensive approach to measure program effectiveness. Currently, we use paired pre- and post-survey questions to estimate student growth during the program. These matching questions evaluate the student's change in knowledge and perception of science research over the course of the summer program. Additionally, we administer several surveys during the 12 weeks of the program to measure immediate responses of students to program activities and to gauge the students' evolving attitudes to customize each year's program. Our 2011 cohort showed consistent improvement in numerous areas, including understanding the nature of science (pre: 4.35, post: 4.64 on a 5 point scale), what graduate school is like (3.71, 4.42), the job of a researcher (4.07, 4.50), and career options in science (3.86, 4.42). Student confidence also increased in numerous skills required for good scientists. To analyze the long-term impact of our program, we survey our alumni to assess graduate degrees earned and career choices. A large percentage (72%) of our tracked alumni have continued on to graduate school, with subsequent careers spanning the academic (51%), public (24%) and private (25%) sectors. These assessments demonstrate that our program is successful in meeting our key objectives of strengthening the training of undergraduates in the sciences and retaining them in marine science

  7. Strategies for broadening participation in the Maryland Sea Grant REU program

    A core goal of the ocean science community is to increase gender and ethnic diversity in its scientific workforce. Maryland Sea Grant strives to provide women and students from underrepresented groups in marine science opportunities to participate in its NSF-supported Research Experiences for Undergraduates (REU) program in estuarine processes. While women currently dominate the applicant student pool, and often the accepted student pool, we are trying a variety of strategies to increase the number of applicants and accepted students from underrepresented groups who might not otherwise be lured into marine science research and, ultimately, careers. For example, we have built partnerships with multicultural-focused undergraduate research programs and institutions, which can raise awareness about our REU program and its commitment to broadening diversity. Further, we work to attract first generation college students, students from small colleges with limited marine science opportunities and students from varied racial and ethnic backgrounds using such strategies as: 1) developing trust and partnerships with faculty at minority serving institutions; 2) expanding our outreach in advertising our program; 3) recruiting potential applicants at professional meetings; 4) targeting minority serving institutions within and beyond our region; 5) encouraging our REU alumni to promote our REU program among their peers; and 6) improving our application process. We believe these efforts contribute to the increase in the diversity of our summer-supported students and the change in the composition of our applicant pool over the last decade. Although we cannot definitively identify which strategies are the most effective at broadening participation in our program, we attribute most of our improvements to some combination of these strategies. In addition, pre- and post-surveying of our REU students improves our understanding of effective tools for recruiting and adapting our program

    The National Sea Grant program represents NOAA's nationwide university-based program in support of coastal resource use and conservation. This program is composed of 30 university-based programs that work with local coastal communities. This study focuses on a historical and multi-sited ethnographic approach that analyzes two Sea Grant Programs and their connection to the overarching NOAA national goals from 1980- 2000.The project aims to offer insight on how the extension agent position facilitates the resolution of coastal and marine management and tourism issues. The extension agents are staff who have an extensive knowledge of available coastal resources and have the role of translating this information to coastal stakeholders. Additionally, these agents assess the needs of coastal communities and report back to the program making their role into a position that can effectively alter and/or contribute to institutional and environmental management programs at broader, cross-country and global levels. The extension programs in Michigan and Puerto Rico were examined to understand how local programs respond to cultural and regional processes shaping marine extension and the management of issues faced by coastal stakeholders. A total of 36 semi- structured in-depth interviews were completed at each site, to address the following questions: (1) How do extension agents view their role at the Puerto Rico and Michigan offices and in the Sea Grant program? How do they view the conditions of their work? (2) How do their views compare to the accomplishments by each Sea Grant administration and internal inquiries? How do their views reveal conditions documented in Puerto Rico and Michigan (e.g., social, cultural, political, economic, etc)?     In 1991, the U.S. Geological Survey, in cooperation with the U.S. Environmental Protection Agency, initiated studies designed to characterize the ground-water quality and hydrogeology in northern Illinois, and southern and eastern Wisconsin (with a focus on the north-central Illinois cities of Belvidere and Rockford, and the Calumet region of northeastern Illinois and northwestern Indiana). These areas are considered especially susceptible to ground-water contamination because of the high density of industrial and waste-disposal sites and the shallow depth to the unconsolidated sand and gravel aquifers and the fractured, carbonate bedrock aquifers that underlie the areas. The data and conceptual models of ground-water flow and contaminant distribution and movement developed as part of the studies have allowed Federal, State, and local agencies to better manage, protect, and restore the water supplies of the areas. Water-quality, hydrologic, geologic, and geophysical data collected as part of these areal studies indicate that industrial contaminants are present locally in the aquifers underlying the areas. Most of the contaminants, particularly those at concentrations that exceeded regulatory water-quality levels, were detected in the sand and gravel aquifers near industrial or waste-disposal sites. In water from water-supply wells, the contaminants that were present generally were at concentrations below regulatory levels. The organic compounds detected most frequently at concentrations near or above regulatory levels varied by area. Trichloroethene, tetrachloroethene, and 1,1,1-trichloroethane (volatile chlorinated compounds) were most prevalent in north-central Illinois; benzene (a petroleum-related compound) was most prevalent in the Calumet region. Differences in the type of organic compounds that were detected in each area likely reflect differences in the types of industrial sites that predominate in the areas. Nickel and aluminum were the trace metals detected most frequently at concentrations above regulatory levels in both areas. Contaminants in the shallow sand and gravel aquifers and carbonate aquifers appear to have moved with ground water discharging to local lakes, streams, and wetlands. Ground-water flow and possibly contaminant movement is concentrated in the weathered surface zones and in deeper fractures of the carbonate aquifers underlying both areas.

The study was conducted in cooperation with the U.S. Army Corps of Engineers, Rock Island District, to provide information for their master regulation manual of the llliniois Waterway. Eighteen governmental agencies were queried and a literature search was conducted to identify the source and availability of information on precipitation, major storms, streamflow, water quality and sediment, major floods, water-surface profiles, bridges and other structures, stream geometry, aerial photography, flood damages, Illinois River access facilities, Federal lands, and data ratings. A selected bibliography of published reports was developed.

    As part of a 4-year, $5-million program by the Atlantic Richfield Foundation, 14 departments at 10 universities will receive grants to support doctoral students and junior faculty in geology and geophysics. The Atlantic Richfield Foundation will provide a total of 40 grants of $125,000 each to specific departments at 30 universities (10 universities will receive two grants each).For each grant, $25,000 will be applied annually for 4 years for fellowship support of outstanding doctoral students selected by the department receiving the grant. The fellowships are intended to encourage greater interest in teaching careers. The other $25,000 of the grant will be for the support of junior faculty.     A university recently received a NASA grant so quickly that the recipients, used to a long wait for money even after a grant had been approved, assumed a mistake had been made. Such a story has been making the rounds since NASA began to refurbish the procedure by which it issues grants, speeding up and streamlining the process in response to suggestions from space scientists.One way NASA has measured success so far is how quickly it has cleared the decks of pending grants. The agency reduced the backlog from 572 grants on September 11 to zero by the end of the month, according to Don Bush, NASA's deputy assistant administrator for procurement. But that's just the beginning of changes Bush expects to be completed by March or April next year. The new procedures are first being tested out at headquarters, which issues over half of the agency's space science grants. NASA centers will also adopt the procedures after full approval.

    The Paducah 1? by 2? quadrangle (hereafter referred to as the Paducah quadrangle) encompasses the eastern flank of the Ozark dome, the southern end of the Illinois Basin, and the northern end of the Mississippi Embayment. Resting on Proterozoic basement, sedimentary rocks of Cambrian through Permian age in the Illinois Basin and Ozark dome are overlapped by weakly lithified Cretaceous, Paleocene, Eocene, and Pliocene strata in the embayment. This is one of the most intensely faulted areas of the North American Midcontinent. A Proterozoic crustal terrane boundary (coincident with part of the Ste. Genevieve fault zone) and a failed intracratonic rift (Reelfoot rift and Rough Creek graben) have been reactivated repeatedly under various stress fields from Proterozoic through late Tertiary times. ?     The rapidly increasing cost of pharmaceutical R&D presents a major challenge for the industry. This paper examines one aspect of that spending, clinical grants, and presents ways that pharmaceutical companies can best manage those expenditures. The first part of the paper examines the role of clinical grant payments as a motivation for clinical trial participation. The second part outlines a number of current management practices for controlling clinical grant costs. Financial compensation is an important matter for many physicians conducting clinical trials, especially those in office-based practices and those conducting phase 4 clinical trials. Since financial considerations are important to most types of investigators, and there is no compelling evidence that paying at high rates insures timely performance or quality data, companies engaging clinical investigators must manage their clinical grant funds as effectively as possible. Sound financial management requires that clinical development professionals appreciate the complex relationship between the pharmaceutical company and the physicians who serve as clinical investigators on that company's clinical trials. Sensible financial management of clinical grants also demands that sponsor companies get the most value for their clinical grant spending. Ultimately, good clinical grant management requires an attitude that combines good business sense with an understanding that pharmaceutical R&D strives to bring to market new drugs that can help patient populations around the world. Investigators are medical contractors in clinical trials, and while they are engaged in their vital research, they are a part of the research process that must be carefully budgeted and managed.     Writing a grant is a hefty undertaking. Start by surrounding yourself with a successful mentor and accompanying team with a good track record. Get organized, select clear goals and objectives to your project. Once the foundation for the grant is set, begin by generating a robust hypothesis. Once your hypothesis is clearly defined, you should contact the project officer of the specific grant for which you are applying; they can help identify if the proposal meets an area of need. The basic components of a grant include the following: the face page, which highlights the key contributors; followed by table of contents; abstract; biographical sketches, which are minicurriculum vitae; budget; research plan, which is composed mostly of background, significance, and specific aims; and lastly, references cited. Be sure to follow specific formatting. Use resources including the internet to find an appropriate grant. Finally, given the confines of a busy surgical practice and the significant amount of work necessary to complete a grant, it is essential that the work begins early and well in advance of the proposed deadline.     Grant writing is a necessary skill for becoming an independent and successful social work researcher. Since social work dissertation grants are a relatively new trend, students face many challenges in identifying, preparing, and submitting dissertation grants. Lack of resources and experiences, difficulties in protecting time for grant writing, and the uncertainty of success can hinder work on dissertation grants. Thus, this article provides an overview of dissertation grants, including a review of grant mechanisms, suggestions for preparing grants in the context of program milestones, and identifying institutional infrastructure to facilitate submissions. Strategies discussed include how to learn about funding priorities, how to establish timelines to account for grant deadlines, and how to use peer reviews to guide the revision process.     Funding used to support a portion of the Nuclear Engineering Educational Activities. Upgrade of teaching labs, student support to attend professional conferences, salary support for graduate students. The US Department of Energy (DOE) has funded Purdue University School of Nuclear Engineering during the period of five academic years covered in this report starting in the academic year 1996-97 and ending in the academic year 2000-2001. The total amount of funding for the grant received from DOE is $416K. In the 1990's, Nuclear Engineering Education in the US experienced a significant slow down. Student enrollment, research support, number of degrees at all levels (BS, MS, and PhD), number of accredited programs, University Research and Training Reactors, all went through a decline to alarmingly low levels. Several departments closed down, while some were amalgamated with other academic units (Mechanical Engineering, Chemical Engineering, etc). The School of Nuclear Engineering at Purdue University faced a major challenge when in the mid 90's our total undergraduate enrollment for the Sophomore, Junior and Senior Years dropped in the low 30's. The DOE Matching Grant program greatly strengthened Purdue's commitment to the Nuclear Engineering discipline and has helped to dramatically improve our undergraduate and graduate enrollment, attract new faculty and raise the School of Nuclear Engineering status within the University and in the National scene (our undergraduate enrollment has actually tripled and stands at an all time high of over 90 students; total enrollment currently exceeds 110 students). In this final technical report we outline and summarize how the grant was expended at Purdue University.

    The Hawai'i Space Grant Consortium is composed of ten institutions of higher learning including the University of Hawai'i at Manoa, the University of Hawai'i at Hilo, the University of Guam, and seven Community Colleges spread over the 4 main Hawaiian islands. Geographic separation is not the only obstacle that we face as a Consortium. Hawai'i has been mired in an economic downturn due to a lack of tourism for almost all of the period (2001 - 2004) covered by this report, although hotel occupancy rates and real estate sales have sky-rocketed in the last year. Our challenges have been many including providing quality educational opportunities in the face of shrinking State and Federal budgets, encouraging science and technology course instruction at the K-12 level in a public school system that is becoming less focused on high technology and more focused on developing basic reading and math skills, and assembling community college programs with instructors who are expected to teach more classes for the same salary. Motivated people can overcome these problems. Fortunately, the Hawai'i Space Grant Consortium (HSGC) consists of a group of highly motivated and talented individuals who have not only overcome these obstacles, but have excelled with the Program. We fill a critical need within the State of Hawai'i to provide our children with opportunities to pursue their dreams of becoming the next generation of NASA astronauts, engineers, and explorers. Our strength lies not only in our diligent and creative HSGC advisory board, but also with Hawai'i's teachers, students, parents, and industry executives who are willing to invest their time, effort, and resources into Hawai'i's future.     The Grants Document-Generation System (GDGS) software allows the generation of official grants documents for distribution to the appropriate parties. The documents are created after the selection and entry of specific data elements and clauses. GDGS is written in Cold Fusion that resides on an SQL2000 database and is housed on-site at Goddard Space Flight Center. It includes access security written around GSFC's (Goddard Space Flight Center's) LIST system, and allows for the entry of Procurement Request information necessary for the generation of the resulting Grant Award.

Grants up to $50k have been granted for projects in 33 countries, with plans for 12 other countries. The author describes the framework that the program works under, and the methodology followed in developing and planning projects. The approach to climate change concerns is to emphasize the development of non-carbon energy development activities to provide energy sources and economic development.

    Federal health services grants amounted to about $1.8 billion in fiscal year 1985. The total amount was about $100 million less, about 6 percent, than in 1980. Reductions in the health planning program accounted for most of the decline in absolute dollars. The four formula grants to State agencies amounted to about $1.0 billion in 1985, about 60 percent of the total. The largest formula grants were for maternal and child health services and for alcohol, drug abuse, and mental health services. Project grants to selected State and local agencies amounted to about $.8 billion. There was 12 such grants in 1985 (compared with 34 in 1980). The largest, for community health services, equaled almost half the total. In real, inflation-adjusted dollars, the decline in Federal funds for these programs exceeded a third during the 5-year period. The overall dollar total in real terms in 1985 approximated the 1970 level. The ratio of formula grants to project grants in 1985 was similar to that in 1965. Studies of the impact of changes in Federal grants have found that while the development of health programs has been seriously constrained in most cases, their nature has not been substantially altered. In some cases broader program approaches and allocations have been favored. Established modes of operations and administration have generally been strengthened. Some efficiencies but few savings in administration have been identified. Replacement of reduced Federal funding by the States has been modest but has increased over time, especially for direct service activities. These changes reflect the important influence of professionalism in the health fields and the varying strengths of political interest and influence among program supporters.
