This collection of Illinois-Indiana Sea Grant education resources includes several activities that introduce students to invasive species and seafood contamination. The goal of these activities is to educate not only students but adults on the issues of the Great Lakes. The National Sea Grant program was established in 1966, and a few years later, the state of New York sponsored the program's first outpost. Currently, the New York Sea Grant (NYSG) is a cooperative program of the State University of New York (SUNY) and Cornell University. On the homepage, visitors can look over sections that include "Extension", "Research", "Education", "Publications", and "Theme Areas". The "Theme Areas" is a good place to start, as it features topical material on coastal processes and hazards, fisheries, and aquatic invasive species. Their helpful publication "Currents" is also worth a look, and it contains materials on grant opportunities, research materials, fact sheets, and public awareness programs. This report provides a summary of ground-water conditions and problems in Illinois, Indiana, Kentucky, Ohio, and Tennessee, which compose Segment 10 of the Ground Water Atlas of the United States, an area of about 217,000 square miles. The definition, distribution, thickness, water-yielding, and water-quality characteristics of the principal aquifers in the segment are the primary topics of this chapter. Ground-water source, occurrence, movement, use, and problems also are discussed where appropriate. Segment 10 consists of parts of seven physiographic provinces (fig. 1)- the Coastal Plain, Blue Ridge, Valley and Ridge, Appalachian Plateaus, Interior Low Plateaus, Central Lowland, and Ozark Plateaus. Probabilistic estimations of earthquake detection and location capabilities for the states of Illinois, Indiana, Kentucky, Ohio and West Virginia are presented in this document. The algorithm used in these epicentrality and minimum-magnitude estimations is a version of the program NETWORTH by Wirth, Blandford, and Husted (DARPA Order No. 2551, 1978) which was modified for local array evaluation at the University of Michigan Seismological Observatory. Estimations of earthquake detection capability for the years 1970 and 1980 are presented in four regional minimum m/sub b/ magnitude contour maps. Regional 90% confidence error ellipsoids are included for m/sub b/ magnitude events from 2.0 through 5.0 at 0.5 m/sub b/ unit increments. The close agreement between these predicted epicentral 90% confidence estimates and the calculated error ellipses associated with actual earthquakes within the studied region suggest that these error determinations can be used to estimate the reliability of epicenter location. 8 refs., 14 figs., 2 tabs.

The Ohio Sea Grant and Lake Erie Programs are housed at The Ohio State University, and are responsible for maintaining a number of scientific laboratories and research endeavors that focus primarily on Lake Erie. A number of their most valuable online resources are made available on their homepage, including the Lake Erie Information Discussion Board (where visitors can get answers to Lake Erie-related questions) and the Sea Grant's work in creating artificial reefs in Lake Erie. Moving on from there, the homepage also contains a site index, where visitors can learn about the diverse research projects currently underway and view some of their online publications. This report presents the results of ground water, stream water, and stream sediment reconnaissance in Illinois, Indiana, Kentucky, Tennessee, and Ohio. The following sample types were collected in each state: Illinois - 716 stream sediment, 1046 ground water, 337 stream water; Indiana - 126 stream sediment, 443 ground water, 111 stream water; Kentucky - 4901 stream sediment, 6408 ground water, 3966 stream water; Tennessee - 3309 stream sediment, 3574 ground water, 1584 stream water; Ohio - 1214 stream sediment, 2049 ground water, 1205 stream water. Neutron activation analyses are given for U, Br, Cl, F, Mn, Na, Al, V, and Dy in ground water and stream water, and for U, Th, Hf, Ce, Fe, Mn, Na, Sc, Ti, V, Al, Dy, Eu, La, Sm, Yb, and Lu in sediments. Supplementary analyses by other techniques are reported for U (extractable), Ag, As, Ba, Be, Ca, Co, Cr, Cu, K, Li, Mg, Mo, Nb, Ni, P, Pb, Se, Sn, Sr, W, Y, and Zn. These analyses were made on 248 sediment samples from Tennessee. Field measurements and observations are reported for each site. Oak Ridge National Laboratory analyzed sediment samples which were not analyzed by Savannah River Laboratory neutron activation.

In 1978, in response to the Nation's increasing need for energy independence, the United States Congress passed the National Energy Conservation Policy Act (NECPA) (P.L. 95-619). Title III of NECPA, entitled ''Energy Conservation Programs for Schools and Hospitals and Buildings Owned by Units of Local Government and Public Care Institutions,'' (the Institutional Conservation Programs or ICP) mandated the establishment of a federal matching funds grants program for energy conservation in the four classifications of institutions named in the title. NECPA also gave the United States Department of Energy (DOE) the authority to formulate the rules and regulations that would govern the awarding of those grants, using the states as the initial review and approval agencies. The purposes of the monitoring program are to: (1) determine if the grants are being conducted in accordance with the ICP regulations and with the terms and conditions of federal financial assistance programs in general; (2) determine if the grantees are on schedule and within budget; (3) ascertain whether required operation and maintenance procedures have been implemented; (4) where appropriate, identify any deviations from funded ECM's; (5) report on any energy savings being realized from the implementation of the operation and maintenance procedures and the funded ECM's; and (6) comment on the general progress of the grantees as a group. Evaluating Student Success and Progress in the Maryland Sea Grant REU Program

The Maryland Sea Grant's Research Experiences for Undergraduate (REU) 12-week summer program is in its 24th year. This estuarine science-focused program has evolved, based in part on our use of assessment tools to measure the program's effectiveness. Our goal is to understand the REU program's effectiveness in such areas as improving student understanding of scientific research, scientific ethics and marine science careers. Initially, our assessment approach was limited to short surveys that used qualitative answers from students about their experience. However, in the last decade we have developed a more comprehensive approach to measure program effectiveness. Currently, we use paired pre- and post-survey questions to estimate student growth during the program. These matching questions evaluate the student's change in knowledge and perception of science research over the course of the summer program. Additionally, we administer several surveys during the 12 weeks of the program to measure immediate responses of students to program activities and to gauge the students' evolving attitudes to customize each year's program. Our 2011 cohort showed consistent improvement in numerous areas, including understanding the nature of science (pre: 4.35, post: 4.64 on a 5 point scale), what graduate school is like (3.71, 4.42), the job of a researcher (4.07, 4.50), and career options in science (3.86, 4.42). Student confidence also increased in numerous skills required for good scientists. To analyze the long-term impact of our program, we survey our alumni to assess graduate degrees earned and career choices. A large percentage (72%) of our tracked alumni have continued on to graduate school, with subsequent careers spanning the academic (51%), public (24%) and private (25%) sectors. These assessments demonstrate that our program is successful in meeting our key objectives of strengthening the training of undergraduates in the sciences and retaining them in marine science careers.

Surface-water-quality assessment of the upper Illinois River Basin in Illinois, Indiana, and Wisconsin; pesticides and other synthetic organic compounds in water, sediment, and biota, 1975-90

The distribution of pesticides and other synthetic organic compounds in water, sediment, and biota in the upper Illinois River Basin in Illinois, Indiana, and Wisconsin was examined from 1987 through 1990 as part of the pilot National Water-Quality Assesssment Program conducted by the U.S. Geological Survey. Historical data for water and sediment collected from 1975 through 1986 were similar to data collected from 1987 through 1990. Some compounds were detected in concentrations that exceed U.S. Environmental Protection Agency water-quality criteria. Results from pesticide sampling at four stations in 1988 and 1989 identified several agricultural pesticides that were detected more frequently and at higher concentrations in urban areas than in agricultural areas. Results from herbicide sampling at 17 stations in the Kankakee and Iroquois River Basins in 1990 indicated that atrazine concentrations exceeded the U.S. Environmental Protection Agency's maximum contaminant level for drinking water during runoff periods. Results from sampling for volatile and semivolatile organic compounds in water indicate that, with one exception, all stations at which more than one compound was detected were within 2 miles downstream from the nearest point source. Detections at two stations in the Chicago urban area accounted for 37 percent of the total number of detections. Concentrations of tetrachloroethylene, trichloroethylene, and 1,2-dichlorethane from stations in the Des Plaines River Basin exceeded the U.S. Environmental Protection Agency's maximum contaminant level for drinking water in one and two samples from the two stations in the Chicago area. Phenols and pentachlorophenols were detected most frequently in the Des Plaines River Basin where point-source discharges were common. Phenol concentrations were significantly different among the Des Plaines, Kankakee, and Fox River Basins. Phenols and pentachlorophenols never exceeded the general use and secondary contact standards. Results from a 1989 synoptic survey of semivolatile organic compounds in sediment indicate that these compounds were detected most frequently at sites in the Chicago urban area. Of the 17 stations at which 10 or more compounds were detected, 14 were located in the Des Plaines River subbasin, and 1 was on the Illinois River mainstem. As was the case with organic compounds in water, each of these sites was located within 2 miles downstream from point sources. Biota samples were collected and analyzed for organochlorines and polynuclear aromatic hydrocarbons in 1989 and 1990. The most commonly detected compound in both years was p,p'-DDE. National Academy of Science recommendations for chlordane and dieldrin for protection of predators were exceeded in 19 and 10 samples, respectively, when the 1989 and 1990 data were combined. In the nine fish-fillet samples collected in 1989, concentrations exceeded U.S. Environmental Protection Agency fish-tissue criteria in nine fillets for p,p'-DDE and five fillets for dieldrin.

Strategies for broadening participation in the Maryland Sea Grant REU program

A core goal of the ocean science community is to increase gender and ethnic diversity in its scientific workforce. Maryland Sea Grant strives to provide women and students from underrepresented groups in marine science opportunities to participate in its NSF-supported Research Experiences for Undergraduates (REU) program in estuarine processes. While women currently dominate the applicant student pool, and often the accepted student pool, we are trying a variety of strategies to increase the number of applicants and accepted students from underrepresented groups who might not otherwise be lured into marine science research and, ultimately, careers. For example, we have built partnerships with multicultural-focused undergraduate research programs and institutions, which can raise awareness about our REU program and its commitment to broadening diversity. Further, we work to attract first generation college students, students from small colleges with limited marine science opportunities and students from varied racial and ethnic backgrounds using such strategies as: 1) developing trust and partnerships with faculty at minority serving institutions; 2) expanding our outreach in advertising our program; 3) recruiting potential applicants at professional meetings; 4) targeting minority serving institutions within and beyond our region; 5) encouraging our REU alumni to promote our REU program among their peers; and 6) improving our application process. We believe these efforts contribute to the increase in the diversity of our summer-supported students and the change in the composition of our applicant pool over the last decade. Although we cannot definitively identify which strategies are the most effective at broadening participation in our program, we attribute most of our improvements to some combination of these strategies. In addition, pre- and post-surveying of our REU students improves our understanding of effective tools for recruiting and adapting our program to better serve a diversity of students and to promote a life-long interest in marine science. To help sustain long-term outcomes, we are exploring ways to work directly with minority-serving institutions to build 'bridging REU programs' that can train prospective REU students and thus enlarge the pool of potential applicants to recruit.

While Phase I consisted of the designation of 21 universities and university consortia as Space Grant Colleges/Consortia intended to maintain a balanced program of research, curriculum, and public service, the recently implemented Phase II is designed to broaden participation in the Space Grant Program by targeting states that are currently not as involved in NASA programs as are the states for which Phase one is constructed. This report contains the major findings of a 1999?2001 assessment of water quality in the upper Illinois River Basin. It is one of a series of reports by the National Water-Quality Assessment (NAWQA) Program that present major findings in 51 major river basins and aquifer systems across the Nation. In these reports, water quality is discussed in terms of local, State, and regional issues. Conditions in a particular basin or aquifer system are compared to conditions found elsewhere and to selected national benchmarks, such as those for drinking-water quality and the protection of aquatic organisms. This report is intended for individuals working with water-resource issues in Federal, State, or local agencies, universities, public-interest groups, or in the private sector. The information will be useful in addressing a number of current issues, such as the effects of agricultural and urban land use on water quality, human health, drinking water, source-water protection, hypoxia and excessive growth of algae and plants, pesticide registration, and monitoring and sampling strategies. This report also is for individuals who wish to know more about the quality of streams and ground water in areas near where they live, and how that water quality compares to the quality of water in other areas across the Nation. The purpose of an EPA Record of Decision is to evaluate a Superfund Site with the goal of protecting human health and the environment while ensuring consistency of evaluations in contamination and clean-up of all Superfund sites. The ROD is a public document signed by the appropriate Regional Administrator which details cleanup, cost estimates, and EPA`s responsiveness to the public comment summary. The ROD may be litigated, thus it is important to have all current updates to the signed EPA decision. The ROD may be amended with an Amendment or supplemented by an Explanation of Significant Difference (ESD). A Superfund Site may have multiple RODs, as each Superfund Site may be further redefined as Operable Units and Events. This allows EPA`s decisions to evolve as new technology presents itself. Average clean-up time for a Superfund Site can range from 12 to 100 years.

Stepping into that breach is Grants.gov, which serves as an electronic storefront for federally-administered grant programs. From the homepage, visitors may want to begin by browsing through a list of grant topics, which range from housing to the humanities. Clicking on each topic will lead to another list detailing which federal agencies provide (or may provide) grant monies within each area. Visitors looking for greater search capabilities will want to move to the grants synopsis search area, which allows for customizable searches for quick access to the relevant grants and application documents. Equally helpful is the federal grant notification service that allows individuals to be notified when new grant announcements are released by various agencies. Through this notification service visitors may also register to receive all notices from selected agencies, funding categories, eligibility groups, or funding opportunity number.

The site provides a host of material about Grant, his films, and his life, including a filmography, movie reviews, a photo gallery, a sound gallery, and links to old radio shows in which Cary Grant appeared. Writing a grant is a hefty undertaking. Start by surrounding yourself with a successful mentor and accompanying team with a good track record. Get organized, select clear goals and objectives to your project. Once the foundation for the grant is set, begin by generating a robust hypothesis. Once your hypothesis is clearly defined, you should contact the project officer of the specific grant for which you are applying; they can help identify if the proposal meets an area of need. The basic components of a grant include the following: the face page, which highlights the key contributors; followed by table of contents; abstract; biographical sketches, which are minicurriculum vitae; budget; research plan, which is composed mostly of background, significance, and specific aims; and lastly, references cited. Be sure to follow specific formatting. Use resources including the internet to find an appropriate grant. Finally, given the confines of a busy surgical practice and the significant amount of work necessary to complete a grant, it is essential that the work begins early and well in advance of the proposed deadline. Many National Science Foundation grants will be reduced this year as a result of a provision in H.R. 3299. The provision stems from disagreement between the Congress and the administration on how to make budget deficit cuts required by the Gramm-Rudman-Hollings budget law. An agreement was made to cut $4.55 billion through a reduction in discretionary spending, by what amounts to 1.4% across-the-board. Imaging the Lithosphere under Southern Illinois Basin based on Ozark-Illinois-INdiana-Kentucky (OIINK) Flexible Array Experiment

The OIINK Flexible Array experiment was designed to improve our understanding of the deep structure and tectonic processes of the continental interior of North America. This experiment will ultimately utilize 140 FA stations spanning across the southern Illinois Basin and its adjacent structural units being merged with USArray Transportable Array and broadband data from the New Madrid seismic network. We analyzed local seismicity within the transitional region between Ozark Dome and Illinois Basin. The higher density of stations yields approximately twice the number of events located by the New Madrid seismic network for this region. Earthquakes inside this transitional region are distributed diffusely around the St. Genevieve Fault Zone with predominantly strike-slip focal mechanisms. Teleseismic P-wave travel-time residuals showed a variation of about +1.0 s from west to east across the array. This is approximately consistent with the sediment thickness pattern from existing models for Illinois Basin. However, the delay times derived from those models are not sufficient to account for the full difference. This might be indication of the deep velocity contrast across the boundary between Ozark dome and Illinois Basin. The relative P-wave travel-time data were used in teleseismic travel-time tomography processing. The preliminary result shows a velocity structure of the deep crust and upper mantle that correlates with major structural units. Finally, the receiver function stacks determined from OIINK broadband data indicates that the crust is greater than 40 km thick in much of this region. The crust thickens significantly at the transition between the Illinois Basin and Ozark dome to approach 50 km in eastern Missouri. Furthermore, the pulses used to mark the Moho interface have different widths and amplitudes in Illinois Basin from those in the surrounding areas. Corrections for basin sediments are needed to better define the Moho geometry. Additional work using other wavefield processing methods and the most recent data is in progress.

Hawaii Space Grant Consortium

The Hawai'i Space Grant Consortium is composed of ten institutions of higher learning including the University of Hawai'i at Manoa, the University of Hawai'i at Hilo, the University of Guam, and seven Community Colleges spread over the 4 main Hawaiian islands. Geographic separation is not the only obstacle that we face as a Consortium. Hawai'i has been mired in an economic downturn due to a lack of tourism for almost all of the period (2001 - 2004) covered by this report, although hotel occupancy rates and real estate sales have sky-rocketed in the last year. Our challenges have been many including providing quality educational opportunities in the face of shrinking State and Federal budgets, encouraging science and technology course instruction at the K-12 level in a public school system that is becoming less focused on high technology and more focused on developing basic reading and math skills, and assembling community college programs with instructors who are expected to teach more classes for the same salary. Motivated people can overcome these problems. Fortunately, the Hawai'i Space Grant Consortium (HSGC) consists of a group of highly motivated and talented individuals who have not only overcome these obstacles, but have excelled with the Program. We fill a critical need within the State of Hawai'i to provide our children with opportunities to pursue their dreams of becoming the next generation of NASA astronauts, engineers, and explorers. Our strength lies not only in our diligent and creative HSGC advisory board, but also with Hawai'i's teachers, students, parents, and industry executives who are willing to invest their time, effort, and resources into Hawai'i's future. Our operational philosophy is to FACE the Future, meaning that we will facilitate, administer, catalyze, and educate in order to achieve our objective of creating a highly technically capable workforce both here in Hawai'i and for NASA. The Sea Education Association (SEA) in Woods Hole, MA provides undergraduates with an opportunity to participate in an academic study-abroad program called the SEA Semester. The program combines intensive research in the areas of oceanography, maritime studies, and nautical science with hands-on experience aboard a traditional sailing ship. Piloting, celestial navigation, and practical seamanship are learned together with oceanographic sampling techniques and marine laboratory procedures. Critical thinking, problem-solving, team-building and leadership skills are emphasized throughout the program. Florida Memory Spanish Land Grants

For several centuries, Spain established a presence in the area that is now Florida. After the land was transferred to the United States in 1821, European settlers filed land grants to prove land ownership. Interestingly enough, in 1790 Spain had started offering land grants to encourage settlement to the sparsely populated and vulnerable Florida colony. Of course, those who had filed claims had to prove to the United States that they had valid claims via documentation and testimonials. The Florida Memory project has digitized these documents and placed them online here for use by the general public. These documents provide information about the settlement and cultivation of Florida during this period via descriptions of the land, copies of royal grants, and so on. Visitors can browse all of the grants here or look at the five volume history of these documents created as part of the WPA's work in the 1930s. Finally, there is information here about how to order the maps for closer consideration.

The strength of the Exploration Systems Mission Directorate ESMD Faculty Project lies in its ability to meet National Aeronautics Space Administration NASA's Strategic Educational Outcome 1 by developing a sustainable and long-term integration of student involvement at academic institutions with all NASA Centers. This outcome is achieved by a three-fold approach: 1) by collecting Senior Design projects pertaining to Constellation work performed at each of the ten NASA Centers, 2) by engaging students at Minority Serving Institutions in the art of systems engineering and systems design of technologies required for space exploration, and 3) by identifying potential internships at each Center relative to exploration that provide students who are supported by their institutional Space Grant to engage in on-going mission-level and explorative systems designs. The objectives of the ESMD Faculty Project are to: 1. Aid the Centers (both Education Offices and associated technical organizations) in providing relevant opportunities for the ESMD Space Grant Program to support student and faculty in Senior Design projects 2. Enable better matches between the ESMD work required and what the Space Grant Consortia can do to effectively contribute to NASA programs 3. Provide the Space Grant Consortia an opportunity to strengthen relations with the NASA Centers 4. Develop better collective understanding of the U.S. Space Exploration Policy by the Center, Space Grant, faculty, Education Office, and students 5. Enable Space Grant institution faculty to better prepare their students to meet current and future NASA needs 6. Enable the Center Education Offices to strengthen their ties to their technical organizations and Space Grant Consortia 7. Aid KSC in gaining a greater and more detailed understanding of each of the Center activities Senior Design projects are intended to stimulate undergraduate students on current NASA activities related to lunar, Mars, and other planetary missions and to bring out innovative and novel ideas that can be used to complement those currently under development at respective NASA Centers. Additionally, such academic involvement would better the prospects for graduating seniors to pursue graduate studies and to seek careers in the space industry with a strong sense for systems engineering and understanding of design concepts. Internships, on the other hand, are intended to provide hands-on experience to students by engaging them in diverse state-of-the-art technology development, prototype bread-boarding, computer modeling and simulations, hardware and software testing, and other activities that provide students a strong perspective of NASA's vision and mission in enhancing the knowledge of Earth and space planetary sciences. Ten faculty members, each from a Space Grant Consortium-affiliated university, worked at ten NASA Centers for five weeks between June 2 and July 3, 2008. The project objectives listed above were achieved. In addition to collecting data on Senior Design ideas and identifying possible internships that would benefit NASA/ESMD, the faculty fellows promoted and collected data when required for other ESMD-funded programs and helped the Center's Education Office, as,needed. 4

Project Description: Propane Vehicle Demonstration Grants The Propane Vehicle Demonstration Grants was established to demonstrate the benefits of new propane equipment. The US Department of Energy, the Propane Education & Research Council (PERC) and the Propane Vehicle Council (PVC) partnered in this program. The project impacted ten different states, 179 vehicles, and 15 new propane fueling facilities. Based on estimates provided, this project generated a minimum of 1,441,000 new gallons of propane sold for the vehicle market annually. Additionally, two new off-road engines were brought to the market. Projects originally funded under this project were the City of Portland, Colorado, Kansas City, Impco Technologies, Jasper Engines, Maricopa County, New Jersey State, Port of Houston, Salt Lake City Newspaper, Suburban Propane, Mutual Liquid Propane and Ted Johnson.

Sea floor magnetic observatory

The electromagnetic precursors of seismic hazards are widely accepted as strong evidence of the approaching earthquake or volcano eruption. The monitoring of these precursors are of main interest in densely populated areas, what creates serious problems to extract them at the strong industrial noise background. An interesting possibility to improve signal-to-noise ratio gives the installation of the observation points in the shelf zones near the possible earthquake places, what is fairly possible in most seismically active areas in Europe, e. g. in Greece and Italy. The serious restriction for this is the cost of the underwater instrumentation. To realize such experiments it requires the unification of efforts of several countries (e. g., GEOSTAR) or of the funds of some great companies (e. g., SIO magnetotelluric instrument). The progress in electronic components development as well as the appearance of inexpensive watertight glass spheres made it possible to decrease drastically the price of recently developed sea floor magnetic stations. The autonomous vector magnetometer LEMI-301 for sea bed application is described in the report. It is produced on the base of three-component flux-gate sensor. Non-magnetic housing and minimal magnetism of electronic components enable the instrument to be implemented as a monoblock construction where the electronic unit is placed close to the sensor. Automatic circuit provides convenient compensation of the initial field offset and readings of full value (6 digits) of the measured field. Timing by internal clock provides high accuracy synchronization of data. The internal flash memory assures long-term autonomous data storage. The system also has two-axes tilt measurement system. The methodological questions of magnetometer operation at sea bed were studied in order to avoid two types of errors appearing at such experimental cases. First is sea waving influence and second one magnetometer orientation at its random positioning on the sea floor in order to get experimental data in geomagnetic coordinates frames. The analysis executed showed that first error source can not be avoided at shallow water experiments but can be easily taken into account. The special methodology and the developed software allowed to solve the second problem. It was shown that it is possible to reduce the magnetometer data collected in randomly oriented coordinate system at arbitrary position on the sea floor to the data in the frame system connected with geomagnetic coordinates. The parameters of LEMI-302 sea bed magnetometer are discussed and the experimental results of its application are presented. The research work in Ukraine was partly supported by INTAS grant 99-1102.

Space Grant programs emphasize the diversity of human resources, the participation of students in research, and the communication of the benefits of science and technology to the general public. Each year approximately one-third of the NASA Space Grant funds support scholarships and fellowships for United States students at the undergraduate and graduate levels. Typically, at least 20 percent of these awards go to students from underrepresented groups, and at least 40 percent go to women. Most Space Grant student awards include a mentored research experience with university faculty or NASA scientists or engineers. Space Grant consortia also fund curriculum enhancement and faculty development programs. Consortia members administer precollege and public service education programs in their States. The 52 consortia typically leverage NASA funds with matching contributions from State, local, and other university sources, which more than double the NASA funding. The 21 Space Grant Programs represent a broad range of organizational structures which operate programs ranging in size from single university organizations to organizations including up to 41 members involving a composite of industrial organizations such as state agencies, and universities. Some of the space grant awards were made to organizations already in existence with on-going programs while other awards were made to consortia newly formed for the purpose of applying to the Space Grant Program. The workshop on organization and management of Space Grant Programs provided an opportunity for directors and program representatives to discuss and compare the relative advantages and disadvantages of the various models being used. This paper offers examples of the diversity of organizations, summarizes the common concerns to be met by each organizational model, and provides a case study of the Texas Space Grant Consortium organization.

Nutrients and Suspended Solids in Surface Waters of the Upper Illinois River Basin in Illinois, Indiana, and Wisconsin, 1978-97

A retrospective analysis of selected data on nutrients and suspended solids in surface waters of the upper Illinois River Basin was done as part of the U.S. Geological Survey (USGS) National Water-Quality Assessment (NAWQA) Program. Approximately 91 percent of the upper Illinois River Basin is drained by three principal rivers: the Kankakee (and its major tributary, the Iroquois), the Des Plaines, and the Fox. The data analyzed were collected by the Illinois Environmental Protection Agency (IEPA), which operates 39 monitoring sites in the study area as part of its Ambient Water-Quality Monitoring Network, and included analyses for total ammonia nitrogen, total nitriteplus- nitrate nitrogen, total ammonia-plus-organic (total Kjeldahl) nitrogen, dissolved and total phosphorus, and total suspended solids and volatile solids. Nutrient and suspended-sediment data collected by the USGS as part of the upper Illinois River Basin NAWQA pilot study from 1987-90 were compared to IEPA data. For the 1978-97 period, in general, nutrient concentrations, with the exception of nitrate, were highest at streams in the urban areas of the Des Plaines River Basin. Streams in the Kankakee and Fox River Basins generally had lower concentrations, although the data indicate that concentrations increased in a downstream direction in these basins. These spatial patterns in nutrient concentrations correspond closely with land use in the respective basins. The elevated concentrations of ammonia and phosphorus in the urbanized Des Plaines River Basin, with respect to other sites in the study area, indicate that municipal- and industrial- waste discharges into streams of the basin increase concentrations of these nutrients in the receiving streams. In contrast, nitrate concentrations were highest in agricultural areas. Relatively large ratios of nitrogen to phosphorus and nitrate to ammonia are characteristic of agricultural drainage. On the other hand, urban tributaries were characterized by smaller ratios of nitrogen to phosphorus and nitrate to ammonia. The apparent, but nonuniform, correspondence of nutrient concentrations to urban and agricultural land use in the upper Illinois River Basin was generally consistent with findings in other river basins. A seasonal pattern of nutrient concentrations characterized by high concentrations in the winter months, depletion during the spring and summer, and minimum levels in the late summer or early fall was observed in some of the data from the upper Illinois River Basin. Monthly median concentrations of total ammonia nitrogen and nitrite plus nitrate nitrogen were at minimum levels from July through October, whereas phosphorus concentrations did not display a strong seasonal trend. The net result of nutrient inputs and transport through the river system were elevated nutrient concentrations at the most-downstream site in the study area on the Illinois River. At this site, the median concentrations of nitrate, total phosphorus, and orthophosphate were among the highest in the Mississippi River Basin, and the concentration of ammonia was the highest. Suspended-solids concentrations do not indicate any particularly strong spatial patterns among major river basins in the study area. Instead, higher suspended-solids concentrations are observed at sites draining areas of low-permeability, easily eroded soils in agricultural and urban areas alike. Seasonal variation of suspended solids were consistent at sites across the study area. In general, suspended- solids concentrations were highest in the summer and lowest in the winter. The increase during the summer can be attributed to higher streamflow and the associated increase in runoff and transport, as well as increased phytoplankton growth. Results of studies of the aquatic biology of the upper Illinois River basin provide a historical data source from which inferences can be made about changes in the quality of water in the main stem river and its tributaries. The results of biological investigations that have been conducted throughout the basin since 1900 are summarized and their relevance to stream-water-quality assessment is described, particularly their relevance to the upper Illinois River basin pilot project for the National Water Quality Assessment program. Four general categories of biological investigations were identified: Populations and community structure, chemical concentrations in tissue, organism health, and toxicity measurements. Biological investigations were identified by their location in the basin and by their relevance to each general investigation category. The most abundant literature was in the populations and community structure category. Tissue data were limited to polychlorinated biphenyls, organochlorine pesticides, dioxin, and several metals. The most cited measure of organism health was a condition factor for fish that associates body length with weight or body depth. Toxicity measurements included bioassays and the Ames Tests. Surface-water-quality assessment of the upper Illinois River basin in Illinois, Indiana, and Wisconsin; spatial distribution of geochemicals in the fine fraction of streambed sediment, 1987

Geochemical data for the upper Illinois River Basin are presented for concentrations of 39 elements in streambed sediment collected by the U.S. Geological Survey in the fall of 1987. These data were collected as part of the pilot phase of the National Water-Quality Assessment Program. A total of 372 sites were sampled, with 238 sites located on first- and second-order streams, and 134 sites located on main stems. Spatial distribution maps and exceedance probability plots are presented for aluminum, antimony, arsenic, barium, beryllium, boron, cadmium, calcium, carbon (total, inorganic, and organic), cerium, chromium, cobalt, copper, gallium, iron, lanthanum, lead, lithium, magnesium, manganese, mercury, molybdenum, neodymium, nickel, niobium, phosphorus, potassium, scandium, selenium, silver, sodium, strontium, sulfur, thorium, titanium, uranium, vanadium, yttrium, and zinc. For spatial distribution maps, concentrations of the elements are grouped into four ranges bounded by the minimum concentration, the 10th, 50th, and 90th percentiles, and the maximum concentrations. These ranges were selected to highlight streambed sediment with very low or very high element concentrations relative to the rest of the streambed sediment in the upper Illinois River Basin. Exceedance probability plots for each element display the differences, if any, in distributions between high- and low-order streams and may be helpful in determining differences between background and elevated concentrations.

During 2013, Arctic sea ice extent remained well below normal, but the September 2013 minimum extent was substantially higher than the record-breaking minimum in 2012. Nonetheless, the minimum was still much lower than normal and the long-term trend Arctic September extent is -13.7 per decade relative to the 1981-2010 average. The less extreme conditions this year compared to 2012 were due to cooler temperatures and wind patterns that favored retention of ice through the summer. Sea ice thickness and volume remained near record-low levels, though indications are of slightly thicker ice compared to the record low of 2012.

Given the declining schools of fish in many of the world's oceans, interest in aquaculture has grown exponentially in the past few years. The Aquaculture Network Information Center (ANIC) serves as an electronic gateway to thousands of online aquaculture-related resources, and is hosted by Purdue University and the University of Illinois through the Illinois - Indiana Sea Grant College Program. ANIC was started in 1994, and currently contains links to hundreds of aquaculture publications from around the globe, visual media (such as Power Point presentations), calendars of germane conferences and events, and specialty sections for species and production systems. MRS feasibility assessment grant technical progress report

On January 13, 1993, Governor of the State of Utah, Mike Leavitt officially announced that he was opposing a MRS Facility in the State of Utah and informed San Juan County of his decision which will preclude the County from applying for a Phase IIa feasibility grant. A copy of the policy statement made by Governor Leavitt is included in this report. Additionally, a bill in the State House of Representative has been filed opposing the facility. A copy of the bill is also included. The work accomplished under Phase I, indicated that there was about an equal amount of residents in San Juan County opposed and in favor of the facility. There were many concerns and issues presented during the Phase I grant period that would have been continued to Phase IIa, if allowed, including the citizen committee.

In August, 1999, the National Aeronautics and Space Administration issued a Cooperative Agreement (CA) to the State of Louisiana, through the Louisiana Board of Regents (BOB), for the performance of scientific research and graduate fellowships under the NASA Experimental Program to Stimulate Competitive Research (EPSCoR) -- Preparation Grant. Originally constructed as a one year program, with an optional one year continuation, this federal-state partnership culminated on 14 August 2002, including a successful continuation proposal and a no cost extension. The total value of the project reached $450K in NASA funding, matched by state funds and institutional contributions. The purpose of the Preparation Grant program was to develop and nurture strong research ties between the state and NASA field centers and Enterprises, in order to prepare for the upcoming full competition for NASA EPSCoR.

Sea ice covers vast areas of the polar oceans, with ice extent in the Northern Hemisphere ranging from approximately 7 x 10(exp 6) sq km in September to approximately 15 x 10(exp 6) sq km in March and ice extent in the Southern Hemisphere ranging from approximately 3 x 10(exp 6) sq km in February to approximately 18 x 10(exp 6) sq km in September. These ice covers have major impacts on the atmosphere, oceans, and ecosystems of the polar regions, and so as changes occur in them there are potential widespread consequences. Satellite data reveal considerable interannual variability in both polar sea ice covers, and many studies suggest possible connections between the ice and various oscillations within the climate system, such as the Arctic Oscillation, North Atlantic Oscillation, and Antarctic Oscillation, or Southern Annular Mode. Nonetheless, statistically significant long-term trends are also apparent, including overall trends of decreased ice coverage in the Arctic and increased ice coverage in the Antarctic from late 1978 through the end of 2003, with the Antarctic ice increases following marked decreases in the Antarctic ice during the 1970s. For a detailed picture of the seasonally varying ice cover at the start of the 21st century, this chapter includes ice concentration maps for each month of 2001 for both the Arctic and the Antarctic, as well as an overview of what the satellite record has revealed about the two polar ice covers from the 1970s through 2003.
