Currently, the New York Sea Grant (NYSG) is a cooperative program of the State University of New York (SUNY) and Cornell University. The "Theme Areas" is a good place to start, as it features topical material on coastal processes and hazards, fisheries, and aquatic invasive species.     The distribution of 22 major and trace elements was examined in water, sediment, and biota in the upper Illinois River Basin in Illinois, Indiana, and Wisconsin as part of a pilot National Water-Quality Assessment project done by the U.S. Geological Survey from 1987 through 1990. The 22 elements are aluminum, antimony, arsenic, barium, beryllium, boron, cadmium, chromium, cobalt, copper, iron, lead, manganese, mercury, molybdenum, nickel, phosphorus, selenium, silver, strontium, vanadium, and zinc. Concentrations of U.S. Environmental Protection Agency (USEPA) priority pollutants among the 22 elements were elevated in the Chicago area in all three aquatic components (water, sediment, and biota). Further, some of the priority pollutants also were found at elevated concentrations in biota in agricultural areas in the basin. Cadmium, chromium, copper, iron, lead, mercury, silver, and zinc concentrations in water exceeded USEPA acute or chronic water-quality criteria at several sites in the Chicago area. Correlations among concentra- tions of elements in water, sediment, and biota were found, but the correlation analysis was hindered by the large proportion of observations less than the minimum reporting level in water. Those sites where water-quality criteria were sometimes exceeded were not always the same sites where concentrations in biota were the largest. This relation indicates that accumulation of these pollutants in biota is confounded by complex geochemical and biological processes that differ throughout the upper Illinois River Basin.

    The Maryland Sea Grant's Research Experiences for Undergraduate (REU) 12-week summer program is in its 24th year. This estuarine science-focused program has evolved, based in part on our use of assessment tools to measure the program's effectiveness. Our goal is to understand the REU program's effectiveness in such areas as improving student understanding of scientific research, scientific ethics and marine science careers. Initially, our assessment approach was limited to short surveys that used qualitative answers from students about their experience. However, in the last decade we have developed a more comprehensive approach to measure program effectiveness. Currently, we use paired pre- and post-survey questions to estimate student growth during the program. These matching questions evaluate the student's change in knowledge and perception of science research over the course of the summer program. Additionally, we administer several surveys during the 12 weeks of the program to measure immediate responses of students to program activities and to gauge the students' evolving attitudes to customize each year's program. Our 2011 cohort showed consistent improvement in numerous areas, including understanding the nature of science (pre: 4.35, post: 4.64 on a 5 point scale), what graduate school is like (3.71, 4.42), the job of a researcher (4.07, 4.50), and career options in science (3.86, 4.42). Student confidence also increased in numerous skills required for good scientists. To analyze the long-term impact of our program, we survey our alumni to assess graduate degrees earned and career choices. A large percentage (72%) of our tracked alumni have continued on to graduate school, with subsequent careers spanning the academic (51%), public (24%) and private (25%) sectors. These assessments demonstrate that our program is successful in meeting our key objectives of strengthening the training of undergraduates in the sciences and retaining them in marine science careers.

    The distribution of pesticides and other synthetic organic compounds in water, sediment, and biota in the upper Illinois River Basin in Illinois, Indiana, and Wisconsin was examined from 1987 through 1990 as part of the pilot National Water-Quality Assesssment Program conducted by the U.S. Geological Survey. Historical data for water and sediment collected from 1975 through 1986 were similar to data collected from 1987 through 1990. Some compounds were detected in concentrations that exceed U.S. Environmental Protection Agency water-quality criteria. Results from pesticide sampling at four stations in 1988 and 1989 identified several agricultural pesticides that were detected more frequently and at higher concentrations in urban areas than in agricultural areas. Results from herbicide sampling at 17 stations in the Kankakee and Iroquois River Basins in 1990 indicated that atrazine concentrations exceeded the U.S. Environmental Protection Agency's maximum contaminant level for drinking water during runoff periods. Results from sampling for volatile and semivolatile organic compounds in water indicate that, with one exception, all stations at which more than one compound was detected were within 2 miles downstream from the nearest point source. Detections at two stations in the Chicago urban area accounted for 37 percent of the total number of detections. Concentrations of tetrachloroethylene, trichloroethylene, and 1,2-dichlorethane from stations in the Des Plaines River Basin exceeded the U.S. Environmental Protection Agency's maximum contaminant level for drinking water in one and two samples from the two stations in the Chicago area. Phenols and pentachlorophenols were detected most frequently in the Des Plaines River Basin where point-source discharges were common. Phenol concentrations were significantly different among the Des Plaines, Kankakee, and Fox River Basins. Phenols and pentachlorophenols never exceeded the general use and secondary contact standards. Results from a 1989 synoptic survey of semivolatile organic compounds in sediment indicate that these compounds were detected most frequently at sites in the Chicago urban area. Of the 17 stations at which 10 or more compounds were detected, 14 were located in the Des Plaines River subbasin, and 1 was on the Illinois River mainstem. As was the case with organic compounds in water, each of these sites was located within 2 miles downstream from point sources. Biota samples were collected and analyzed for organochlorines and polynuclear aromatic hydrocarbons in 1989 and 1990. The most commonly detected compound in both years was p,p'-DDE. National Academy of Science recommendations for chlordane and dieldrin for protection of predators were exceeded in 19 and 10 samples, respectively, when the 1989 and 1990 data were combined. In the nine fish-fillet samples collected in 1989, concentrations exceeded U.S. Environmental Protection Agency fish-tissue criteria in nine fillets for p,p'-DDE and five fillets for dieldrin.

    A core goal of the ocean science community is to increase gender and ethnic diversity in its scientific workforce. Maryland Sea Grant strives to provide women and students from underrepresented groups in marine science opportunities to participate in its NSF-supported Research Experiences for Undergraduates (REU) program in estuarine processes. While women currently dominate the applicant student pool, and often the accepted student pool, we are trying a variety of strategies to increase the number of applicants and accepted students from underrepresented groups who might not otherwise be lured into marine science research and, ultimately, careers. For example, we have built partnerships with multicultural-focused undergraduate research programs and institutions, which can raise awareness about our REU program and its commitment to broadening diversity. Further, we work to attract first generation college students, students from small colleges with limited marine science opportunities and students from varied racial and ethnic backgrounds using such strategies as: 1) developing trust and partnerships with faculty at minority serving institutions; 2) expanding our outreach in advertising our program; 3) recruiting potential applicants at professional meetings; 4) targeting minority serving institutions within and beyond our region; 5) encouraging our REU alumni to promote our REU program among their peers; and 6) improving our application process. We believe these efforts contribute to the increase in the diversity of our summer-supported students and the change in the composition of our applicant pool over the last decade. Although we cannot definitively identify which strategies are the most effective at broadening participation in our program, we attribute most of our improvements to some combination of these strategies. In addition, pre- and post-surveying of our REU students improves our understanding of effective tools for recruiting and adapting our program to better serve a diversity of students and to promote a life-long interest in marine science. To help sustain long-term outcomes, we are exploring ways to work directly with minority-serving institutions to build 'bridging REU programs' that can train prospective REU students and thus enlarge the pool of potential applicants to recruit.

    The National Sea Grant program represents NOAA's nationwide university-based program in support of coastal resource use and conservation. This program is composed of 30 university-based programs that work with local coastal communities. This study focuses on a historical and multi-sited ethnographic approach that analyzes two Sea Grant Programs and their connection to the overarching NOAA national goals from 1980- 2000.The project aims to offer insight on how the extension agent position facilitates the resolution of coastal and marine management and tourism issues. The extension agents are staff who have an extensive knowledge of available coastal resources and have the role of translating this information to coastal stakeholders. Additionally, these agents assess the needs of coastal communities and report back to the program making their role into a position that can effectively alter and/or contribute to institutional and environmental management programs at broader, cross-country and global levels. The extension programs in Michigan and Puerto Rico were examined to understand how local programs respond to cultural and regional processes shaping marine extension and the management of issues faced by coastal stakeholders. A total of 36 semi- structured in-depth interviews were completed at each site, to address the following questions: (1) How do extension agents view their role at the Puerto Rico and Michigan offices and in the Sea Grant program? How do they view the conditions of their work? (2) How do their views compare to the accomplishments by each Sea Grant administration and internal inquiries? How do their views reveal conditions documented in Puerto Rico and Michigan (e.g., social, cultural, political, economic, etc)? (3) What kind of strategies do agents develop for the management of specific coastal and tourism related projects? (4) How do the Puerto Rico and Michigan offices coordinate their work, and collaborate with other "college" programs and with the National office? Although differences based on organizational structure were evident, there were similarities regarding the marine extension work history, practices, and challenges among these local programs. Preliminary findings suggests that current challenges for Sea Grant marine extension include maintenance of non- advocacy and mediation roles among coastal stakeholders, their positioning relative to research especially conducting and delivering of science to public, and development of their multi-faceted skills sets essential to extension. Simultaneously, the Sea Grant program and marine extension agents provide comprehensive ways for integrated resource management like avenues for dialogue and information-technology transfer with bottom up approaches.

    In 1991, the U.S. Geological Survey, in cooperation with the U.S. Environmental Protection Agency, initiated studies designed to characterize the ground-water quality and hydrogeology in northern Illinois, and southern and eastern Wisconsin (with a focus on the north-central Illinois cities of Belvidere and Rockford, and the Calumet region of northeastern Illinois and northwestern Indiana). These areas are considered especially susceptible to ground-water contamination because of the high density of industrial and waste-disposal sites and the shallow depth to the unconsolidated sand and gravel aquifers and the fractured, carbonate bedrock aquifers that underlie the areas. The data and conceptual models of ground-water flow and contaminant distribution and movement developed as part of the studies have allowed Federal, State, and local agencies to better manage, protect, and restore the water supplies of the areas. Water-quality, hydrologic, geologic, and geophysical data collected as part of these areal studies indicate that industrial contaminants are present locally in the aquifers underlying the areas. Most of the contaminants, particularly those at concentrations that exceeded regulatory water-quality levels, were detected in the sand and gravel aquifers near industrial or waste-disposal sites. In water from water-supply wells, the contaminants that were present generally were at concentrations below regulatory levels. The organic compounds detected most frequently at concentrations near or above regulatory levels varied by area. Trichloroethene, tetrachloroethene, and 1,1,1-trichloroethane (volatile chlorinated compounds) were most prevalent in north-central Illinois; benzene (a petroleum-related compound) was most prevalent in the Calumet region. Differences in the type of organic compounds that were detected in each area likely reflect differences in the types of industrial sites that predominate in the areas. Nickel and aluminum were the trace metals detected most frequently at concentrations above regulatory levels in both areas. Contaminants in the shallow sand and gravel aquifers and carbonate aquifers appear to have moved with ground water discharging to local lakes, streams, and wetlands. Ground-water flow and possibly contaminant movement is concentrated in the weathered surface zones and in deeper fractures of the carbonate aquifers underlying both areas.

These grants are intended to assist ‘advanced scientific education and fundamental research in the “petroleum field,” which may include any field of pure science which … may afford a basis for subsequent research directly connected with the petroleum field,’ according to Justin W. Collat, PRF program administrator.The grants are divided into three categories, Collat said. The first, called type AC, generally supports graduate students or postdoctoral fellows. Awards may be up to $15,000 per year for a maximum of 3 years. The second, type B, is for faculty research with undergraduate students in academic departments which do not offer a Ph.D. degree. The maximum award is $6500 annually for 2 years. And last, a special ‘starter’ grant program is available for beginning faculty investigators. These grants consist of $10,000 for 2 years, Collat said, and are limited to faculty members in the first 3 years of their first faculty appointment. These faculty members cannot have any major support of their research, except for that provided by their institution.

    The Paducah 1? by 2? quadrangle (hereafter referred to as the Paducah quadrangle) encompasses the eastern flank of the Ozark dome, the southern end of the Illinois Basin, and the northern end of the Mississippi Embayment. Resting on Proterozoic basement, sedimentary rocks of Cambrian through Permian age in the Illinois Basin and Ozark dome are overlapped by weakly lithified Cretaceous, Paleocene, Eocene, and Pliocene strata in the embayment. This is one of the most intensely faulted areas of the North American Midcontinent. A Proterozoic crustal terrane boundary (coincident with part of the Ste. ' 2 ? quadrangle (hereafter referred to as the Paducah quadrangle) encompasses the eastern flank of the Ozark dome, the southern end of the Illinois Basin, and the northern end of the Mississippi Embayment. Resting on Proterozoic basement, sedimentary rocks of Cambrian through Permian age in the Illinois Basin and Ozark dome are overlapped by weakly lithified Cretaceous, Paleocene, Eocene, and Pliocene strata in the embayment. This is one of the most intensely faulted areas of the North American Midcontinent. A Proterozoic crustal terrane boundary (coincident with part of the Ste. Genevieve fault zone) and a failed intracratonic rift (Reelfoot rift and Rough Creek graben) have been reactivated repeatedly under various stress fields from Proterozoic through late Tertiary times.

    The OIINK Flexible Array experiment was designed to improve our understanding of the deep structure and tectonic processes of the continental interior of North America. This experiment will ultimately utilize 140 FA stations spanning across the southern Illinois Basin and its adjacent structural units being merged with USArray Transportable Array and broadband data from the New Madrid seismic network. We analyzed local seismicity within the transitional region between Ozark Dome and Illinois Basin. The higher density of stations yields approximately twice the number of events located by the New Madrid seismic network for this region. Earthquakes inside this transitional region are distributed diffusely around the St. Genevieve Fault Zone with predominantly strike-slip focal mechanisms. Teleseismic P-wave travel-time residuals showed a variation of about +1.0 s from west to east across the array. This is approximately consistent with the sediment thickness pattern from existing models for Illinois Basin. However, the delay times derived from those models are not sufficient to account for the full difference. This might be indication of the deep velocity contrast across the boundary between Ozark dome and Illinois Basin. The relative P-wave travel-time data were used in teleseismic travel-time tomography processing. The preliminary result shows a velocity structure of the deep crust and upper mantle that correlates with major structural units. Finally, the receiver function stacks determined from OIINK broadband data indicates that the crust is greater than 40 km thick in much of this region. The crust thickens significantly at the transition between the Illinois Basin and Ozark dome to approach 50 km in eastern Missouri. Furthermore, the pulses used to mark the Moho interface have different widths and amplitudes in Illinois Basin from those in the surrounding areas. Corrections for basin sediments are needed to better define the Moho geometry. Additional work using other wavefield processing methods and the most recent data is in progress.

The US Department of Energy (DOE) has funded Purdue University School of Nuclear Engineering during the period of five academic years covered in this report starting in the academic year 1996-97 and ending in the academic year 2000-2001. The total amount of funding for the grant received from DOE is $416K. In the 1990's, Nuclear Engineering Education in the US experienced a significant slow down. Student enrollment, research support, number of degrees at all levels (BS, MS, and PhD), number of accredited programs, University Research and Training Reactors, all went through a decline to alarmingly low levels. Several departments closed down, while some were amalgamated with other academic units (Mechanical Engineering, Chemical Engineering, etc). The School of Nuclear Engineering at Purdue University faced a major challenge when in the mid 90's our total undergraduate enrollment for the Sophomore, Junior and Senior Years dropped in the low 30's. The DOE Matching Grant program greatly strengthened Purdue's commitment to the Nuclear Engineering discipline and has helped to dramatically improve our undergraduate and graduate enrollment, attract new faculty and raise the School of Nuclear Engineering status within the University and in the National scene (our undergraduate enrollment has actually tripled and stands at an all time high of over 90 students; total enrollment currently exceeds 110 students). In this final technical report we outline and summarize how the grant was expended at Purdue University.

    The Hawai'i Space Grant Consortium is composed of ten institutions of higher learning including the University of Hawai'i at Manoa, the University of Hawai'i at Hilo, the University of Guam, and seven Community Colleges spread over the 4 main Hawaiian islands. Geographic separation is not the only obstacle that we face as a Consortium. Hawai'i has been mired in an economic downturn due to a lack of tourism for almost all of the period (2001 - 2004) covered by this report, although hotel occupancy rates and real estate sales have sky-rocketed in the last year. Our challenges have been many including providing quality educational opportunities in the face of shrinking State and Federal budgets, encouraging science and technology course instruction at the K-12 level in a public school system that is becoming less focused on high technology and more focused on developing basic reading and math skills, and assembling community college programs with instructors who are expected to teach more classes for the same salary. Motivated people can overcome these problems. Fortunately, the Hawai'i Space Grant Consortium (HSGC) consists of a group of highly motivated and talented individuals who have not only overcome these obstacles, but have excelled with the Program. We fill a critical need within the State of Hawai'i to provide our children with opportunities to pursue their dreams of becoming the next generation of NASA astronauts, engineers, and explorers. Our strength lies not only in our diligent and creative HSGC advisory board, but also with Hawai'i's teachers, students, parents, and industry executives who are willing to invest their time, effort, and resources into Hawai'i's future. Our operational philosophy is to FACE the Future, meaning that we will facilitate, administer, catalyze, and educate in order to achieve our objective of creating a highly technically capable workforce both here in Hawai'i and for NASA. In addition to administering to programs and educating the public in the traditional sense, we also work to facilitate partnerships between other departments (geology & geophysics, engineering, geography, astronomy), state and federal government agencies in Hawai'i, and private industry. In some cases, we are the catalyst for new partnerships between private agency sponsors and education projects or for new joint research and education projects between industry and the University faculty.

    The Grants Document-Generation System (GDGS) software allows the generation of official grants documents for distribution to the appropriate parties. The documents are created after the selection and entry of specific data elements and clauses. GDGS is written in Cold Fusion that resides on an SQL2000 database and is housed on-site at Goddard Space Flight Center. It includes access security written around GSFC's (Goddard Space Flight Center's) LIST system, and allows for the entry of Procurement Request information necessary for the generation of the resulting Grant Award.

    To prepare for this project, students develop hands-on research skills throughout the course of the semester. A variety of class activities emphasize how to pose research questions, develop hypotheses, determine materials and methods, and understand how fossil data are used to answer a variety of research questions. Class discussions of primary literature emphasize how to track down, synthesize, and evaluate primary literature. Case studies presented in lecture illustrate how to tackle research questions in paleontology. For this project, students apply all of these skills to tackle a topic they find interesting in paleontology. Intermediate deadlines are established to help students develop a research question, write up a rough draft, and revise it in detail. Student progress is also tracked via updates to their peers in the classroom. The written grant proposals must range in length from between 10-12 pages (NOT including the references cited or figures and tables sections) and are double-spaced, 12 pt font, with 1" margins. The rough drafts of the proposals are worth 5% and the final versions are worth 15% of the students' total grade.

    Southeast Asian Seas (SEAS) span the largest archipelago in the global ocean and provide a complex oceanic pathway connecting the Pacific and Indian Oceans. The SEAS regional sea level trends are some of the highest observed in the modern satellite altimeter record that now spans almost two decades. Initial comparisons of global sea level reconstructions find that 17 year sea level trends over the past 60 years exhibit good agreement in areas and at times of strong signal to noise associated decadal variability forced by low frequency variations in Pacific trade winds. The SEAS region exhibits sea level trends that vary dramatically over the studied time period. This historical variation suggests that the strong regional sea level trends observed during the modern satellite altimeter record will abate as trade winds fluctuate on decadal and longer time scales. Furthermore, after removing the contribution of the Pacific Decadal Oscillation (PDO) to sea level trends in the past twenty years, the rate of sea level rise is greatly reduced in the SEAS region. As a result of the influence of the PDO, the SEAS regional sea level trends during 2010s and 2020s are likely to be less than the global mean sea level (GMSL) trend if the observed oscillations in wind forcing and sea level persist. Nevertheless, long-term sea level trends in the SEAS will continue to be affected by GMSL rise occurring now and in the future.

    During 2013, Arctic sea ice extent remained well below normal, but the September 2013 minimum extent was substantially higher than the record-breaking minimum in 2012. Nonetheless, the minimum was still much lower than normal and the long-term trend Arctic September extent is -13.7 per decade relative to the 1981-2010 average. The less extreme conditions this year compared to 2012 were due to cooler temperatures and wind patterns that favored retention of ice through the summer. Sea ice thickness and volume remained near record-low levels, though indications are of slightly thicker ice compared to the record low of 2012.

With the launch platform situated on the equator in the middle of the Pacific Ocean, a specially designed rocket propels satellites into orbit with very good accuracy.     For several centuries, Spain established a presence in the area that is now Florida. After the land was transferred to the United States in 1821, European settlers filed land grants to prove land ownership. Interestingly enough, in 1790 Spain had started offering land grants to encourage settlement to the sparsely populated and vulnerable Florida colony. Of course, those who had filed claims had to prove to the United States that they had valid claims via documentation and testimonials. The Florida Memory project has digitized these documents and placed them online here for use by the general public. These documents provide information about the settlement and cultivation of Florida during this period via descriptions of the land, copies of royal grants, and so on.     Probabilistic models are formulated for the credit granting policy of a firm. First, a single-period analysis is presented for the credit-granting problem. Then a multi-period analysis for the same problem is presented, showing that the single-period analysis ignores important future benefits. The multi-period analysis contains a Bayesian approach to revisions of the probability of collection as collection experience is gained. The performance index, which has to be maximized with respect to the decision on how much credit to offer to credit applicants of different risk categories, contains some information of the future observations through the statistics of the observations given the present information. Dynamic programming is used to take into account the future effects of presents actions. A specific algorithm is derived which seems to be appropriate in terms of computational feasibility for this class of problems.

    Project Description: Propane Vehicle Demonstration Grants The Propane Vehicle Demonstration Grants was established to demonstrate the benefits of new propane equipment. The US Department of Energy, the Propane Education & Research Council (PERC) and the Propane Vehicle Council (PVC) partnered in this program. The project impacted ten different states, 179 vehicles, and 15 new propane fueling facilities. Based on estimates provided, this project generated a minimum of 1,441,000 new gallons of propane sold for the vehicle market annually. Additionally, two new off-road engines were brought to the market. Projects originally funded under this project were the City of Portland, Colorado, Kansas City, Impco Technologies, Jasper Engines, Maricopa County, New Jersey State, Port of Houston, Salt Lake City Newspaper, Suburban Propane, Mutual Liquid Propane and Ted Johnson.

    The strength of the Exploration Systems Mission Directorate ESMD Faculty Project lies in its ability to meet National Aeronautics Space Administration NASA's Strategic Educational Outcome 1 by developing a sustainable and long-term integration of student involvement at academic institutions with all NASA Centers. This outcome is achieved by a three-fold approach: 1) by collecting Senior Design projects pertaining to Constellation work performed at each of the ten NASA Centers, 2) by engaging students at Minority Serving Institutions in the art of systems engineering and systems design of technologies required for space exploration, and 3) by identifying potential internships at each Center relative to exploration that provide students who are supported by their institutional Space Grant to engage in on-going mission-level and explorative systems designs. The objectives of the ESMD Faculty Project are to: 1. Aid the Centers (both Education Offices and associated technical organizations) in providing relevant opportunities for the ESMD Space Grant Program to support student and faculty in Senior Design projects 2. Enable better matches between the ESMD work required and what the Space Grant Consortia can do to effectively contribute to NASA programs 3. Provide the Space Grant Consortia an opportunity to strengthen relations with the NASA Centers 4. Develop better collective understanding of the U.S. Space Exploration Policy by the Center, Space Grant, faculty, Education Office, and students 5. Enable Space Grant institution faculty to better prepare their students to meet current and future NASA needs 6. Enable the Center Education Offices to strengthen their ties to their technical organizations and Space Grant Consortia 7. Aid KSC in gaining a greater and more detailed understanding of each of the Center activities Senior Design projects are intended to stimulate undergraduate students on current NASA activities related to lunar, Mars, and other planetary missions and to bring out innovative and novel ideas that can be used to complement those currently under development at respective NASA Centers. Additionally, such academic involvement would better the prospects for graduating seniors to pursue graduate studies and to seek careers in the space industry with a strong sense for systems engineering and understanding of design concepts. Internships, on the other hand, are intended to provide hands-on experience to students by engaging them in diverse state-of-the-art technology development, prototype bread-boarding, computer modeling and simulations, hardware and software testing, and other activities that provide students a strong perspective of NASA's vision and mission in enhancing the knowledge of Earth and space planetary sciences. Ten faculty members, each from a Space Grant Consortium-affiliated university, worked at ten NASA Centers for five weeks between June 2 and July 3, 2008.     In order to broaden understanding of the quality of qualitative grant proposals, analysis of 19 summary statements from qualitative grant proposals was conducted. This analysis showed that reviewers determined quality of proposals in terms of four themes: scientific contribution of the research; conceptual framework guiding the work; methods; and knowledge, skills, and resources available to the proposal writers. Writers' responses to the evaluations were reflected in the theme: surviving the review. This analysis suggested that reviewers of qualitative proposals recognized salient issues and were able to respond in ways that writers perceived as helpful. Qualitative research proposals that are clearly written, internally consistent, meaningful and have potential impact for the discipline of nursing are well-received. PMID:8340125

    This Final Technical Report provides a concise retrospective and summary of all facets of the Sheldon Jackson College electrical Infrastructure Renovation portion of the Indian River Hydroelectric Project Grant of the City and Borough of Sitka, Alaska. The Project Overview describes the origins of the project, the original conditions that provided the impetus for the grant funding, how the grant amendment was developed, the conceptual design development, and the actual parameters of the final project as it went out to bid. The Project Overview also describes the ''before and after'' conditions of the project. The Objectives division of this Final Technical Report describes the amendment-funded goals of the project. It also describes the milestones of project development and implementation, as well as, the rationale behind the milestone array. The Description of Activities Performed division of this report provides an in-depth chronological analysis of progressive project implementation. Photographs will provide further illustration of particular functional aspects of the renovation project within project parameters. The Conclusions and Recommendations division of this report provides a comprehensive retrospective analysis of the project.

    Sea ice covers vast areas of the polar oceans, with ice extent in the Northern Hemisphere ranging from approximately 7 x 10(exp 6) sq km in September to approximately 15 x 10(exp 6) sq km in March and ice extent in the Southern Hemisphere ranging from approximately 3 x 10(exp 6) sq km in February to approximately 18 x 10(exp 6) sq km in September. These ice covers have major impacts on the atmosphere, oceans, and ecosystems of the polar regions, and so as changes occur in them there are potential widespread consequences. Satellite data reveal considerable interannual variability in both polar sea ice covers, and many studies suggest possible connections between the ice and various oscillations within the climate system, such as the Arctic Oscillation, North Atlantic Oscillation, and Antarctic Oscillation, or Southern Annular Mode. Nonetheless, statistically significant long-term trends are also apparent, including overall trends of decreased ice coverage in the Arctic and increased ice coverage in the Antarctic from late 1978 through the end of 2003, with the Antarctic ice increases following marked decreases in the Antarctic ice during the 1970s. For a detailed picture of the seasonally varying ice cover at the start of the 21st century, this chapter includes ice concentration maps for each month of 2001 for both the Arctic and the Antarctic, as well as an overview of what the satellite record has revealed about the two polar ice covers from the 1970s through 2003.

    The Epidemiology and Genomics Research Program (EGRP) provides funding support for research in human populations to understand the causes of cancer and related outcomes. EGRP is the largest funder of cancer epidemiology grants nationally and worldwide. In addition to supporting investigator-initiated research grants, EGRP sponsors or co-sponsors a variety of targeted funding opportunity announcements (FOAs). EGRP also offers grantsmanship advice to individual investigators from the pre-submission phase through the end of NCI grants.

    This document is a final report for DOE grant DE-FG02-00ER41147. The research described herein was funded in large part by this grant with additional support from the National Science Foundation. The primary focus of Averett's research effort is centered around the polarized {sup 3}He target in Hall A at Jefferson Lab. The close proximity of the College of William and Mary to Jefferson Lab has provided an outstanding opportunity to maintain a very active research program which still satisfying the demands of the college. Our research group includes four faculty, two post-doctoral fellows and eight graduate students. Averett also maintains a fully functional polarized {sup 3}e target lab at William and Mary which allows him to support the research program at Jefferson Lab while also doing research on polarized targets themselves. Since 1998, seven experiments using polarized {sup 3}He have been completed by the Jefferson Lab Hall A Polarized {sup 3}He Collaboration. Ten publications have been produced on this research and analysis of the two most recently completed experiments is underway. A description of the recent experiments and results is given below. In addition to target expertise, Averett has remained one of the most active collaborators in the data analysis of these experiments and maintains the largest on-site user group for this purpose as well.
