New York Sea Grant

NSDL National Science Digital Library

The National Sea Grant program was established in 1966, and a few years later, the state of New York sponsored the program's first outpost. Currently, the New York Sea Grant (NYSG) is a cooperative program of the State University of New York (SUNY) and Cornell University. On the homepage, visitors can look over sections that include "Extension", "Research", "Education", "Publications", and "Theme Areas". The "Theme Areas" is a good place to start, as it features topical material on coastal processes and hazards, fisheries, and aquatic invasive species. Their helpful publication "Currents" is also worth a look, and it contains materials on grant opportunities, research materials, fact sheets, and public awareness programs. Moving on, the "Related Sites" area contains links to "Hot Topics" (topical news items related to the sea and such) and affiliated organizations.

Sea Grant Nonindigeneous Species Site

NSDL National Science Digital Library

The National Sea Grant College Program, in conjunction with the Great Lakes Sea Grant Network, has recently launched the Sea Grant Nonindigenous Species Site (SGNIS). Intended to serve as a national information center, SGNIS is structured as a database and provides "a comprehensive collection of research publications and education materials ... on zebra mussels and other aquatic nuisance species." The database is searchable by Title, Authors, Organization, Date of publication, or Keywords (subject), and typical returns provide hyperlinks to abstracts, and in come cases, the full text (.pdf format) of published articles. In addition to the publications listed here, a selection of external links points users to additional sites. This is an excellent resource, well conceived and up to date.

Illinois, Indiana, and Ohio Magnetic and Gravity Maps and Data: A Website for Distribution of Data

USGS Publications Warehouse

This web site gives the results of a USGS project to acquire the best available, public-domain, aeromagnetic and gravity data in the United States and merge these data into uniform, composite grids for each state. The results for the three states, Illinois, Indiana, and Ohio are presented here in one site. Files of aeromagnetic and gravity grids and images are available for these states for downloading. In Illinois, Indiana, and Ohio, 19 magnetic surveys have been knit together to form a single digital grid and map. And, a complete Bouguer gravity anomaly grid and map was generated from 128,227 gravity station measurements in and adjacent to Illinois, Indiana, and Ohio. In addition, a map shows the location of the aeromagnetic surveys, color-coded to the survey flight-line spacing. This project was supported by the Mineral Resource Program of the USGS.

Sea Grant gains support in Congress

NASA Astrophysics Data System (ADS)

The Bush administration's efforts to reduce funding for the National Sea Grant College Program and to transfer it from the National Oceanic and Atmospheric Administration (NOAA) to the National Science Foundation (NSF) (see Eos, 5 March 2002) appear to be getting a lukewarm reception in Congress. While the administration advocates the transfer on the grounds that NSF management would improve the program's overall effectiveness, some members of Congress have voiced concerns about the potential loss of many of Sea Grant's education and outreach activities if the program is transferred.

Estimated water withdrawals, water use, and water consumption in Illinois, Indiana, Iowa, Kentucky, Michigan, Missouri, and Wisconsin, 1950-95

USGS Publications Warehouse

From 1950 through 1995, the U.S. Geological Survey tabulated water withdrawals throughout the United States, including the northcentral States of Illinois, Indiana, Iowa, Kentucky, Michigan, Missouri, and Wisconsin. During this period, total water withdrawals increased in each of the north-central States by at least a factor of two. Illinois led the north-central States in total withdrawals, withdrawals from surface water and, typically, withdrawals from ground water. Per capita withdrawals were largest in Indiana or Illinois, however, the disparity in per capita withdrawals in the north-central States decreased from 1950 through 1995. Surface water was the source of 75 to 95 percent of all water withdrawals in the north-central States and consistently accounted for over 90 percent of total withdrawals in Illinois. From 1950 through 1995, the magnitude of increase in withdrawals from surface water was lower in Illinois than in most of the other north-central States, even though surface-water withdrawals in Illinois increased from about 9,000 to 19,000 million gallons per day. Total water withdrawals from ground water in Illinois have decreased by about 150 million gallons per day since 1975. From 1950 through 1995, from 68 to 86 percent of the total water withdrawals in Illinois were for generation of thermoelectric power; this percentage is higher than for the other north-central States and has increased since 1970. Approximately 12 percent of water withdrawals in Illinois are for municipal water supply, which was consistent with the other north-central States. Ten percent or less of the water withdrawn in the north-central States is estimated to have been consumed.

Surface-water-quality assessment of the upper Illinois River basin in Illinois, Indiana, and Wisconsin; project description

USGS Publications Warehouse

In 1986, the U.S. Geological Survey began a National Water-Quality Assessment program to (1) provide nationally consistent descriptions of the current status of water quality for a large, diverse, and geographically distributed part of the Nation's surface- and ground-water resources; (2) define, where possible, trends in water quality; and (3) identify and describe the relations of both status and trends in water quality to natural factors and the history of land use and land- and waste-management activities. The program is presently in a pilot phase that will test and modify, as necessary, concepts and approaches in preparation for possible full implementation of the program in the future. The upper Illinois River basin is one of four basins selected to test the concepts and approaches of the surface-water-quality element of the national program. The basin drains 10,949 square miles of Illinois, Indiana, and Wisconsin. Three principal tributaries are the Kankakee and Des Plaines Rivers that join to form the Illinois River and the Fox River. Land use is predominantly agricultural; about 75 percent of the basin is cultivated primarily for production of corn and soybeans. About 13 percent of the basin is urban area, most of which is located in the Chicago metropolitan area. The population of the basin is about 7 million. About 6 million people live in the Des Plaines River basin. Many water-quality issues in the upper Illinois River basin are related to sediment, nutrients, potentially toxic inorganic and organic constituents, and to water-management practices. Occurrence of sediment and the chemical constituents in the rivers and lakes within the basin has the potential to adversely affect the water's suitability for aquatic life, recreation, or, through the consumption of fish, human health. The upper Illinois River basin project consists of five major activities. The first activity--analysis of existing information and preparation of a report that describes recent water-quality conditions and trends--is currently underway. The second activity--fixed-station water-quality sampling at eight stations--began in April 1987 and will last at least 3 years. Water-quality data collected at these stations will be used to determine the frequency of occurrence of constituent concentrations, their annual and seasonal loads, and time trends in concentrations for a selected number of constituents. The third activity will be synoptic water-quality studies. Each study will involve sampling many sites at specific flow conditions and for selected water-quality constituents. Information gained from these studies will supplement informa tion gained from fixed-station sampling. A synoptic study of streambed sediments is tentatively planned for the summer of 1987 to describe the occurrence and distribution of trace elements in the basin. The fourth activity will consist of one or more topical subbasin or river-reach studies. The purpose of such studies is to better define certain water-quality conditions in specific areas and gain an understanding of the processes affecting the observed conditions. The fifth activity is the preparation of reports that will describe results from each of the first four activities. Quality assurance and coordination are being provided at both the national and pilot-project levels. A technical quality-assurance plan that addresses all aspects of sample collection, analysis, and reporting is being prepared at the national level. This plan will be appended as needed at the pilot-project level. A National Coordinating Work Group that functions under the auspices of the Interagency Advisory Committee on Water Data and the Advisory Committee on Water Data for Public Use has been established at the national level. A local liaison committee consisting of representatives from Federal, State, and local agencies has been established to enhance communication and to ensure that the scientific information produced by the

Proposed transfer of Sea Grant Program a controversial issue in NOAA, NSF budget requests

NASA Astrophysics Data System (ADS)

The Bush administration's fiscal year 2003 budgets for two leading U.S. federal science agencies—the National Oceanic and Atmospheric Administration (NOAA) and the National Science Foundation (NSF)—proposes the transfer of the National Sea Grant College Program from NOAA to NSF. Informed sources told Eos the transfer is worrisome, though unlikely to survive Congressional action.Nevertheless, the transfer clouds the budget picture for the NSF Geosciences Directorate and particularly, its Ocean Sciences Division. The proposal also raises questions about how much of the current Sea Grant program could effectively continue under NSR since the two agencies have different modes of operation.

Commerce, Research and Education: Contributions and Challenges of Marine Extension Work in NOAA Sea Grant Program-Puerto Rico, Michigan and National office

NASA Astrophysics Data System (ADS)

The National Sea Grant program represents NOAA's nationwide university-based program in support of coastal resource use and conservation. This program is composed of 30 university-based programs that work with local coastal communities. This study focuses on a historical and multi-sited ethnographic approach that analyzes two Sea Grant Programs and their connection to the overarching NOAA national goals from 1980- 2000.The project aims to offer insight on how the extension agent position facilitates the resolution of coastal and marine management and tourism issues. The extension agents are staff who have an extensive knowledge of available coastal resources and have the role of translating this information to coastal stakeholders. Additionally, these agents assess the needs of coastal communities and report back to the program making their role into a position that can effectively alter and/or contribute to institutional and environmental management programs at broader, cross-country and global levels. The extension programs in Michigan and Puerto Rico were examined to understand how local programs respond to cultural and regional processes shaping marine extension and the management of issues faced by coastal stakeholders. A total of 36 semi- structured in-depth interviews were completed at each site, to address the following questions: (1) How do extension agents view their role at the Puerto Rico and Michigan offices and in the Sea Grant program? How do they view the conditions of their work? (2) How do their views compare to the accomplishments by each Sea Grant administration and internal inquiries? How do their views reveal conditions documented in Puerto Rico and Michigan (e.g., social, cultural, political, economic, etc)? (3) What kind of strategies do agents develop for the management of specific coastal and tourism related projects? (4) How do the Puerto Rico and Michigan offices coordinate their work, and collaborate with other "college" programs and with the National office? Although differences based on organizational structure were evident, there were similarities regarding the marine extension work history, practices, and challenges among these local programs. Preliminary findings suggests that current challenges for Sea Grant marine extension include maintenance of non- advocacy and mediation roles among coastal stakeholders, their positioning relative to research especially conducting and delivering of science to public, and development of their multi-faceted skills sets essential to extension. Simultaneously, the Sea Grant program and marine extension agents provide comprehensive ways for integrated resource management like avenues for dialogue and information-technology transfer with bottom up approaches.

The federal government has thousands of grant programs, and navigating the numerous Web sites administered by the various grant-making agencies and departments can be difficult at times. Stepping into that breach is Grants.gov, which serves as an electronic storefront for federally-administered grant programs. From the homepage, visitors may want to begin by browsing through a list of grant topics, which range from housing to the humanities. Clicking on each topic will lead to another list detailing which federal agencies provide (or may provide) grant monies within each area. Visitors looking for greater search capabilities will want to move to the grants synopsis search area, which allows for customizable searches for quick access to the relevant grants and application documents. Equally helpful is the federal grant notification service that allows individuals to be notified when new grant announcements are released by various agencies. Obtaining research funding is central to the research process. However many (clinician-) scientists receive little, or no, training in the process of writing a successful grant application. In an era of reductions in research budgets and application success rates, the ability to construct a well presented, clear, articulate proposal is becoming more important than ever. Obtaining grants is a method to achieve your long term research goals. If you are able to formulate these long term goals, it is relevant to explore the market and investigate all potential grant opportunities. Finally, we will provide an outline of key elements of successful research grants. PMID:22208796

Atmospheric Sciences Grants

NASA Astrophysics Data System (ADS)

The Division of Atmospheric Sciences in the National Science Foundation (NSF) is experimenting with a new system for grant renewal, according to Joan M. Jordon, special assistant to division director Eugene W. Bierly. The experimental system, based on a similar experiment by NSF's Division of Chemistry, aims to reduce rising costs and mounting paperwork associated with grant renewals while retaining the effectiveness of peer review, Jordan said.Investigators seeking grant renewals from the Division of Atmospheric Sciences with starting dates after October 1, 1982, will have the option of submitting either the traditional proposal or a set of recent publications on work under the present grant plus a short statement on future research directions. The scientific merit of the proposed work for the grant renewal will be judged by current procedures.

IDEA Grants, Introduction

NASA Astrophysics Data System (ADS)

During this session, participants will receive the latest information about the 1998 IDEAS Grants Program. The participants will also learn about the importance of evaluation in educational initiatives and become familiar with the evaluation resources available on our Website. Time will be dedicated for short progress reports from current and past IDEAS grantees. IDEAS Grants Program The Initiative to Develop Education through Astronomy and Space Science (IDEAS) is a grant program that funds start-up educational outreach projects which team educators with astronomers and space scientists. The purpose of the program is to provide grants to enhance science education through astronomy and space science. IDEAS was developed in 1991 by the NASA Astrophysics Division to create more opportunities for scientists to share their knowledge and excitement about astronomy and space science with students, educators, and the general public. Today, the program is administered by the Space Telescope Science Institute (STScI) and coordinated by the Office of Public Outreach on behalf of NASA. The IDEAS grants program encourages scientists to team with educators to undertake projects that promote greater mathematical, technological, and scientific literacy. The primary target of the IDEAS projects is the K-12 community of teachers, pre-service teachers, and students, as well as the general public. Funding for IDEAS grants is available in two sizes: small and large. Small grants up to a maximum of \\10,000. Large grants up to a maximicrons of \\40,000 Preference will be given to requests for small grants with high leverage/impact. Funds may be used to support local travel, materials, stipends, etc. Funding for equipment is discouraged but allowed in exceptional circumstances. For more information about IDEAS and to see the abstracts of awarded projects, visit our Web site at: http://www.stsci.edu/pubinfo/edugroup/ideas.html or send e-mail to ideas@stsci.edu.

NSF grant reductions

NASA Astrophysics Data System (ADS)

Many National Science Foundation grants will be reduced this year as a result of a provision in H.R. 3299. The provision stems from disagreement between the Congress and the administration on how to make budget deficit cuts required by the Gramm-Rudman-Hollings budget law. An agreement was made to cut $4.55 billion through a reduction in discretionary spending, by what amounts to 1.4% across-the-board. The cuts will affect all discretionary federal domestic and defense programs.

Bedrock geology of the Paducah 1 degree x 2 degrees CUSMAP quadrangle, Illinois, Indiana, Kentucky, and Missouri

USGS Publications Warehouse

The Paducah 1? by 2? quadrangle (hereafter referred to as the Paducah quadrangle) encompasses the eastern flank of the Ozark dome, the southern end of the Illinois Basin, and the northern end of the Mississippi Embayment. Resting on Proterozoic basement, sedimentary rocks of Cambrian through Permian age in the Illinois Basin and Ozark dome are overlapped by weakly lithified Cretaceous, Paleocene, Eocene, and Pliocene strata in the embayment. This is one of the most intensely faulted areas of the North American Midcontinent. A Proterozoic crustal terrane boundary (coincident with part of the Ste. Genevieve fault zone) and a failed intracratonic rift (Reelfoot rift and Rough Creek graben) have been reactivated repeatedly under various stress fields from Proterozoic through late Tertiary times. ? Grants of money, goods, and services are one-way transfers between households. Tobit analysis reveals that race, household structure, household income, transportation resources (viz., vehicles owned), goods and service grants received, husband's education, and stock of small animals owned (viz., a common commodity gift in Malaysia) are characteristics of granting households that are influential in determining the amount of grants given.

Plasma Colloquium Travel Grant Program

SciTech Connect

OAK B188 Plasma Colloquium Travel Grant Program. The purpose of the Travel Grant Program is to increase the awareness of plasma research. The new results and techniques of plasma research in fusion plasmas, plasma processing space plasmas, basic plasma science, etc, have broad applicability throughout science. The benefits of these results are limited by the relatively low awareness and appreciation of plasma research in the larger scientific community. Whereas spontaneous interactions between plasma scientists and other scientists are useful, a focused effort in education and outreach to other scientists is efficient and is needed. The academic scientific community is the initial focus of this effort, since that permits access to a broad cross-section of scientists and future scientists including undergraduates, graduate students, faculty, and research staff.

Final Report for OJI grant.

SciTech Connect

This document is a final report for DOE grant DE-FG02-00ER41147. The research described herein was funded in large part by this grant with additional support from the National Science Foundation. The primary focus of Averett's research effort is centered around the polarized {sup 3}He target in Hall A at Jefferson Lab. The close proximity of the College of William and Mary to Jefferson Lab has provided an outstanding opportunity to maintain a very active research program which still satisfying the demands of the college. Our research group includes four faculty, two post-doctoral fellows and eight graduate students. Averett also maintains a fully functional polarized {sup 3}e target lab at William and Mary which allows him to support the research program at Jefferson Lab while also doing research on polarized targets themselves. Since 1998, seven experiments using polarized {sup 3}He have been completed by the Jefferson Lab Hall A Polarized {sup 3}He Collaboration. Ten publications have been produced on this research and analysis of the two most recently completed experiments is underway. A description of the recent experiments and results is given below. In addition to target expertise, Averett has remained one of the most active collaborators in the data analysis of these experiments and maintains the largest on-site user group for this purpose as well.

Programmatic equipment grant. Final report

SciTech Connect

The referenced grant was received by the State of California, Office of Planning and Research, Office of Appropriate Technology (OAT) in January 1983. Its purpose was to transfer a surplus wind powered generator from the US Department of Energy to the State of California, in furtherance of research and development activities associated with the Federal Wind Energy program. The proposal accepted was submitted by the Desert Studies Consortium of California State University, Fullerton. This proposal is attached. OAT entered into a contractual agreement with California State University, Fullerton in February 1983. Under the terms of this agreement (which is attached) the University agreed to accept the equipment for demonstration use. The generator was installed on a 30 foot tower at the Desert Studies Center in early 1986 and will be placed into full operation in the fall of 1986. At the present time, it appears to be in operational condition and ready for use. The report of the Desert Studies Consortium is attached.

Granting public or private consumption? Effects of grants on local public spending and income taxes

Microsoft Academic Search

While the literature on how intergovernmental grants affect the budget of receiving jurisdictions is numerous, the very few studies that explicitly deal with likely endogeneity problems focus on grants targeted towards specific sectors or to specific type of recipients. The results from these studies are mixed and make clear that knowledge about grants effects is to this date still insufficient.

A political theory of intergovernmental grants

Microsoft Academic Search

This paper formulates a political theory of intergovernmental grants. A model of vote-maximizing federal politicians is developed. Grants are assumed to buy the support of state voters and the ‘political capital or resources’ of state politicians and interest groups which can be used to further increase the support of state voters for the federal politician. The model is tested for

Sea Level

NSDL National Science Digital Library

This problem provides an opportunity to increase familiarity with negative and positive numbers on a number line. The vertical number line is presented as black markings every one meter all the way up a lighthouse and on the underwater support going down to the sea bed, with sea level being "0". In answering the nine questions, children begin to calculate with negative numbers in the context of the distances between the sea creatures. The Teachers' Notes page offers suggestions for implementation, discussion questions, ideas for extension and support, and a link to a related resource, Swimming Pool (cataloged separately).

The Health-Grant University: a comprehensive national health education plan.

PubMed

Although the need for universal and better health education has been recognized, no nationwide comprehensive program has been established. Consequently, we are proposing founding a national program of statewide health education networks, comparable in some ways to the Cooperative Extension Services of Land-Grant and Sea-Grant Universities. One institution in each state would qualify for designation as the State Health-Grant University, and all other public and private colleges located throughout the state would be encouraged to appoint one faculty member to serve as the health educator for the corresponding service area. Each health educator would receive an adjunct appointment at the health-grant university and would be required to participate in special training sessions and to master progressive health education strategies. The health educator would link the academic world and the community, educating the community about health and disease prevention and the significance of lifestyle. By catalyzing and coordinating efforts with teachers, ministers, nurses, physicians, business leaders, and others, the health educator would make an important contribution to the community. By addressing disease prevention and health maintenance, the Health-Grant University Program would strive to motivate the community to achieve greater individual health initiatives, while helping develop skills for personal health management and providing access to needed health services. Federal legislation would be required to create a national commission to coordinate the program, but community volunteers would make the program cost-effective and self-sustaining. PMID:3870920

Grant writing tips for translational research.

PubMed

All investigators face the same challenge - the highly competitive nature of the grant review process. Innovation alone is not enough to ensure grant supported funding. Applied clinical research requires a diverse collaborative team of investigators with specialized skills, a supportive clinical research environment, and access to clinical material. In addition, ethical limitations, and lack of animal models for many diseases, prevent direct mechanistic experiments that are possible using in vitro systems or animal models. Therefore, specific granting mechanisms and program initiatives target translational research studies. This chapter provides grant writing tips and lists resources that may prove helpful for new investigators seeking research funding in support of translational research, biobanking, and research utilizing molecular biomarkers. Rising seas

SciTech Connect

Predicting exactly how - or whether - sea level will shift in response to global warming remains a significant challenge. Scientists trained in many separate disciplines are attempting to glean answers using a variety of experimental approaches, ranging from drilling into the Antarctic ice cap to bouncing radar off the ocean from space. With such efforts, investigators have learned a great deal about how sea level has varied in the past and how it is currently changing. For example, most of these scientists agree that the ocean has been creeping upward by two millimeters a year for at least the past several decades. But determining whether a warmer climate will lead to a sudden acceleration in the rate of sea level rise remains an outstanding question. This article discusses the uncertainties, historical data, and possibilities regarding this issue.

Initial Results from the Ozark-Illinois-Indiana-Northern Kentucky (OIINK!) EarthScope Project in North America's Midcontinent Cratonic Platform

NASA Astrophysics Data System (ADS)

We present preliminary results from a new EarthScope Flexible Array (FA) network that extends from southeastern Missouri through southern Illinois and Indiana to northern Kentucky. The OIINK! network, which will eventually include 120 broadband stations, extends from the Ozarks through the Illinois Basin, Rough Creek Graben, and Grenville Front. The network augments the Transportable Array, which is currently being deployed in the area, to a station density of approximately 25 km. The study is focused on crustal architecture and seismicity in a type example of cratonic-platform lithosphere. The study area encompasses dramatic subsurface structural relief-its western portion includes the largest intracratonic uplift in North America, whereas its central portion includes a major intracratonic basin. Our study area includes the Wabash Valley seismic zone, which forms the northern periphery of the New Madrid seismic zone, crosses three major Proterozoic lithosphere accretionary boundaries (borders of the Yavapai, Mazatzal, and Grenville belts), one of the world's largest anorogenic igneous provinces (the 1.47 Ga Eastern Granite-Rhyolite Province), and several significant fault-and-fold zones (possibly formed by inversion of Proterozoic rifts) some of which remain seismically active. We have installed an initial cluster of ten broadband (Guralp CMG-3T) and twelve short-period (Guralp CMG-40T) seismographs across the Ozark Plateau/Illinois Basin boundary to examine patterns of microseismicity associated with this first-order crustal feature. Based on the density and sensitivity of the sensors, we anticipate approximately two orders reduction in magnitude threshold, which should permit recording of several hundred microearthquakes during the course of the experiment. In addition to local seismicity, the array is expected to record a high volume of blasts from neighboring quarries and surface mines. Data from the OIINK! array will provide further constraints on structural control of microseismicity, and will provide sufficient tomographic resolution to determine if deep-crustal or mantle features underlying the Ozark Plateau differ from those beneath the Illinois Basin. The array data will also be used to determine if the formation of Proterozoic sutures and of the granite-rhyolite province left a signature at depth in the lithosphere.

Nutrients and Suspended Solids in Surface Waters of the Upper Illinois River Basin in Illinois, Indiana, and Wisconsin, 1978-97

USGS Publications Warehouse

A retrospective analysis of selected data on nutrients and suspended solids in surface waters of the upper Illinois River Basin was done as part of the U.S. Geological Survey (USGS) National Water-Quality Assessment (NAWQA) Program. Approximately 91 percent of the upper Illinois River Basin is drained by three principal rivers: the Kankakee (and its major tributary, the Iroquois), the Des Plaines, and the Fox. The data analyzed were collected by the Illinois Environmental Protection Agency (IEPA), which operates 39 monitoring sites in the study area as part of its Ambient Water-Quality Monitoring Network, and included analyses for total ammonia nitrogen, total nitriteplus- nitrate nitrogen, total ammonia-plus-organic (total Kjeldahl) nitrogen, dissolved and total phosphorus, and total suspended solids and volatile solids. Nutrient and suspended-sediment data collected by the USGS as part of the upper Illinois River Basin NAWQA pilot study from 1987-90 were compared to IEPA data. For the 1978-97 period, in general, nutrient concentrations, with the exception of nitrate, were highest at streams in the urban areas of the Des Plaines River Basin. Streams in the Kankakee and Fox River Basins generally had lower concentrations, although the data indicate that concentrations increased in a downstream direction in these basins. These spatial patterns in nutrient concentrations correspond closely with land use in the respective basins. The elevated concentrations of ammonia and phosphorus in the urbanized Des Plaines River Basin, with respect to other sites in the study area, indicate that municipal- and industrial- waste discharges into streams of the basin increase concentrations of these nutrients in the receiving streams. In contrast, nitrate concentrations were highest in agricultural areas. Relatively large ratios of nitrogen to phosphorus and nitrate to ammonia are characteristic of agricultural drainage. On the other hand, urban tributaries were characterized by smaller ratios of nitrogen to phosphorus and nitrate to ammonia. The apparent, but nonuniform, correspondence of nutrient concentrations to urban and agricultural land use in the upper Illinois River Basin was generally consistent with findings in other river basins. A seasonal pattern of nutrient concentrations characterized by high concentrations in the winter months, depletion during the spring and summer, and minimum levels in the late summer or early fall was observed in some of the data from the upper Illinois River Basin. Monthly median concentrations of total ammonia nitrogen and nitrite plus nitrate nitrogen were at minimum levels from July through October, whereas phosphorus concentrations did not display a strong seasonal trend. The net result of nutrient inputs and transport through the river system were elevated nutrient concentrations at the most-downstream site in the study area on the Illinois River. At this site, the median concentrations of nitrate, total phosphorus, and orthophosphate were among the highest in the Mississippi River Basin, and the concentration of ammonia was the highest. Suspended-solids concentrations do not indicate any particularly strong spatial patterns among major river basins in the study area. Instead, higher suspended-solids concentrations are observed at sites draining areas of low-permeability, easily eroded soils in agricultural and urban areas alike. Seasonal variation of suspended solids were consistent at sites across the study area. In general, suspended- solids concentrations were highest in the summer and lowest in the winter. The increase during the summer can be attributed to higher streamflow and the associated increase in runoff and transport, as well as increased phytoplankton growth. Because of the high nutrient concentrations in the upper Illinois River Basin, annual loads and yields also were relatively large; however, yields of phosphorus from the Fox and Kankakee River Basins were not unusually high. Inventory and evaluation of biological investigations that relate to stream-water quality in the upper Illinois River basin of Illinois, Indiana, and Wisconsin

SciTech Connect

Results of studies of the aquatic biology of the upper Illinois River basin provide a historical data source from which inferences can be made about changes in the quality of water in the main stem river and its tributaries. The results of biological investigations that have been conducted throughout the basin since 1900 are summarized and their relevance to stream-water-quality assessment is described, particularly their relevance to the upper Illinois River basin pilot project for the National Water Quality Assessment program. Four general categories of biological investigations were identified: populations and community structure, chemical concentrations in tissue, organism health, and toxicity measurements. Biological investigations were identified by their location in the basin and by their relevance to each general investigation category. The most abundant literature was in the populations and community structure category. Tissue data were limited to polychlorinated biphenyls, organochlorine pesticides, dioxin, and several metals. The most cited measure of organism health was a condition factor for fish that associated body length with weight or body depth. Toxicity measurements included bioassays and the Ames Tests. The bioassays included several testing methods and test organisms. 237 refs., 5 figs., 4 tabs.

In this resource, students will discover that there are notable differences between sea ice and fresh-water ice, such as density. In on segment, students learn that the first sign of freezing on the sea is an oily appearance of the water caused by the formation of needle-like crystals. The site explains the relationship between growth and the rate at which heat flows from the water and that the ice pack can alter its shape and dimension due to the movement of winds, currents, thermal expansion, and contraction of the ice. Types of ice described here include new ice, nilas, young ice, first-year ice, and old ice while the forms of ice covered include pancake ice, brash ice, ice cake, floe, and fast ice. The site also explains the meteorological and oceanographic factors that control the amount and movement of ice.

Does Gender Matter in Grant Peer Review?

PubMed Central

One of the most frequently voiced criticisms of the peer review process is gender bias. In this study we evaluated the grant peer review process (external reviewers’ ratings, and board of trustees’ final decision: approval or no approval for funding) at the Austrian Science Fund with respect to gender. The data consisted of 8,496 research proposals (census) across all disciplines from 1999 to 2009, which were rated on a scale from 1 to 100 (poor to excellent) by 18,357 external reviewers in 23,977 reviews. In line with the current state of research, we found that the final decision was not associated with applicant’s gender or with any correspondence between gender of applicants and reviewers. However, the decisions on the grant applications showed a robust female reviewer salience effect. The approval probability decreases (up to 10%), when there is parity or a majority of women in the group of reviewers. Our results confirm an overall gender null hypothesis for the peer review process of men’s and women’s grant applications in contrast to claims that women’s grants are systematically downrated.

Promoting healthy people 2010 through small grants.

PubMed

The Department of Health and Human Services initiated a pilot "microgrant" or small grants program in 2001 to promote Healthy People 2010 (HP 2010) implemented by the Yale-Griffin Prevention Research Center. This article describes the 103 agencies funded under this initiative and 67 control group agencies. It evaluates the HP 2010 focus areas targeted and the effectiveness of promoting HP 2010 objectives through microgrants. Forty-four percent of the grant recipients and 79% of the control group agencies indicated low levels of familiarity with HP 2010 goals. Changes in knowledge of HP 2010 goals for the microgrant group increased significantly from 5.24 +/- 3.67 to 7.83 +/- 1.86 (p < .05). The results suggest that microgrants can be a useful mechanism to plant the seeds for developing community and organizational capacity to define local health priorities, practice and test new initiatives or expand existing programs and promote knowledge about HP 2010. MRS feasibility assessment grant technical progress report

SciTech Connect

On January 13, 1993, Governor of the State of Utah, Mike Leavitt officially announced that he was opposing a MRS Facility in the State of Utah and informed San Juan County of his decision which will preclude the County from applying for a Phase IIa feasibility grant. A copy of the policy statement made by Governor Leavitt is included in this report. Additionally, a bill in the State House of Representative has been filed opposing the facility. A copy of the bill is also included. The work accomplished under Phase I, indicated that there was about an equal amount of residents in San Juan County opposed and in favor of the facility. There were many concerns and issues presented during the Phase I grant period that would have been continued to Phase IIa, if allowed, including the citizen committee.

Exploration for uranium deposits, Grants mineral belt

SciTech Connect

Uranium ore deposits in the Grants mineral belt, New Mexico, occur in fluvial sandstones in the Morrison Formation (Jurassic). Uranium mineralization is concentrated by a dark-gray to black substance that has been identified as humate, which is derived from decaying vegetation. Black ore is truncated by overlying sandstone in at least three ore deposits, documenting an early age for mineralization. Ore deposits in the Grants mineral belt vary greatly in size and shape, tend to occur in clusters, and often present difficult drill targets. Current exploration is largely a matter of drilling in stages to distinguish favorable from unfavorable ground on a wide spacing, to seek mineralization in favorable ground, and to conduct close-spaced drilling in mineralized areas. Criteria for favorability differ among exploration groups but generally include 1) presence of a host sandstone, 2) anomalous mineralization, 3) color of the host rock, 4) presence of carbonaceous matter, and 5) position of the area relative to mineralized trends. A description of the drilling sequence, from ore discovery to the development of a mine at the Johnny M deposit (in the east part of the Ambrosia Lake district), exemplifies the problem of predicting where orebodies may occur. A study of the drill data at the Johnny M indicates the uranium ore is not related to specific geologic features other than humate, which is commonly associated with coalified plant fragments in mudstone-rich parts of the host sandstone.

Sea urchin granuloma.

PubMed

Injuries caused by venomous and poisonous aquatic animals may provoke important morbidity in humans. The phylum Echinoderma include more than 6000 species of starfish, sea urchins, sand dollars, and sea cucumbers some of which have been found responsible for injuries to humans. Initial injuries by sea urchins are associated with trauma and envenomation, but later effects can be observed. Sea urchin granuloma is a chronic granulomatous skin disease caused by frequent and successive penetration of sea urchin spines which have not been removed from wounds. The authors report a typical case of sea urchin granuloma in a fisherman and its therapeutic implications. PMID:17086323

The NASA Space Grant College and Fellowship Program

NASA Astrophysics Data System (ADS)

National Aeronautics and Space Administration in 1989, the National Space Grant College and Fellowship Program (also known as Space Grant) contributes to the nation's science enterprise by funding research, education, and public service projects through a national network of 52 university-based Space Grant consortia. These consortia administer programs in all 50 states, the District of Columbia, and Puerto Rico. In 1998, the consortia's 703 affiliates include 493 academic institutions and 62 businesses. Other partners include state and local government agencies, other federal agencies, and nonprofit organizations. Space Grant celebrates its tenth year of service in 1999. Since its inception, Space Grant has awarded over 12,000 U.S. citizens with tuition assistance in science, engineering, and related fields of study. Approximately twenty percent of these awards were to students from underrepresented groups and approximately thirty-five percent were to women. The majority of Space Grant student awards include a mentored research experience with university faculty or NASA scientists. Space Grant funds curriculum enhancement and faculty development as well. Space Grant colleges and universities also administer precollege and public service education programs that help to meet the education needs of their states. The Space Grant consortia have leveraged federal funds to more than double the Space Grant budget with matching contributions from state and local sources. Space Grant encourages collaboration among departments, across institutions, and with business and industry. All Space Grant programs emphasize the diversity of human resources, the participation of students in research, and the communication of the benefits of science and technology to the general public.

HUD grants can help Munis save energy, develop alternatives

SciTech Connect

Municipal electric utilities may take advantage of grants from the Department of Housing and Urban Development (HUD) to finance a wide range of conservation and alternative energy projects. Urban Development Action Grants (UDAG) is a flexible program aimed at creating government, community, and private industry partnerships. The grants, dispensed through the local government, provide 14 to 28 percent of a project's cost. An eligible community must meet certain demographic criteria and is informed within two months if its application is accepted. Other HUD grant programs consider poverty pockets and innovative energy proposals. (DCK)

Aral Sea basin: a sea dies, a sea also rises.

PubMed

The thesis of this article is quite different from many other theses of papers, books, and articles on the Aral Sea. It is meant to purposely highlight the reality of the situation in Central Asia: the Aral Sea that was once a thriving body of water is no more. That sea is dead. What does exist in its place are the Aral seas: there are in essence three bodies of water, one of which is being purposefully restored and its level is rising (the Little Aral), and two others which are still marginally connected, although they continue to decline in level (the Big Aral West and the Big Aral East). In 1960 the level of the sea was about 53 m above sea level. By 2006 the level had dropped by 23 m to 30 m above sea level. This was not a scenario generated by a computer model. It was a process of environmental degradation played out in real life in a matter of a few decades, primarily as a result of human activities. Despite wishes and words to the contrary, it will take a heroic global effort to save what remains of the Big Aral. It would also take a significant degree of sacrifice by people and governments in the region to restore the Big Aral to an acceptable level, given that the annual rate of flow reaching the Amudarya River delta is less than a 10th of what it was several decades ago. Conferring World Heritage status to the Aral Sea(s) could spark restoration efforts for the Big Aral. PMID:17626470
