    TRUPACT-1, the TRansUranic PACkage Transporter is a packaging designed to transport defense contact handled transuranic (CH-TRU) waste from generating and interim TRU waste storage facilities to the Waste Isolation Pilot Plant (WIPP). Prior to fabrication and procurement of a full fleet, an initial design (TRUPACT-1) will be introduced to the defense TRU waste complex through use in an operational prototype fleet which will consist of Units 1, 2, and 3. In an effort to provide a relatively smooth introduction of the TRUPACT-1, the TRUPACT Technical Team (TTT) has developed the following implementation plan. The plan provides detailed information on user handling opportunities, schedules, equipment, responsibilities, reporting and data collection activities to be performed. The intent of this document is to provide users of the TRUPACT-1 with a guidance document, complete with references, that will allow the smooth introduction of this new transportation system by providing the information necessary for collecting operational, performance and cost data. These data will be used in modeling and full fleet design and procurement activities. In addition, these data will help fine tune procedures in the inspection and maintenance document and the operational document. Additional objectives of this plan are to aid in the establishment of site operational, inspection and maintenance procedures as well as training of site operators and briefing state and local officials.

    Recurring waste management noncompliance problems have spurred a fundamental site-wide process revision to characterize and disposition wastes at the Idaho National Engineering and Environmental Laboratory. The reengineered method, termed Waste Generator Services, will streamline the waste acceptance process and provide waste generators comprehensive waste management services through a single, accountable organization to manage and disposition wastes in a timely, cost-effective, and compliant manner. This report outlines the strategy for implementing Waste Generator Services across the INEEL. It documents the culmination of efforts worked by the LMITCO Environmental Management Compliance Reengineering project team since October 1997. These efforts have included defining problems associated with the INEEL waste management process; identifying commercial best management practices; completing a review of DOE Complex-wide waste management training requirements; and involving others through an Integrated Process Team approach to provide recommendations on process flow, funding/charging mechanisms, and WGS organization. The report defines the work that will be performed by Waste Generator Services, the organization and resources, the waste acceptance process flow, the funding approach, methods for measuring performance, and the implementation schedule and approach. Field deployment will occur first at the Idaho Chemical Processing Plant in June 1998. Beginning in Fiscal Year 1999, Waste Generator Services will be deployed at the other major INEEL facilities in a phased approach, with implementation completed by March 1999.

Los Alamos National Laboratory (LANL) had undergone an original ERP implementation of HRMS, Oracle Advanced Benefits, Worker Self Service, Manager Self Service, Project Accounting, Financials and PO, and recently completed a project to implement Oracle Payroll, Time and Labor and Accrual Plans. This paper will describe some of the important lessons that can be applied to any implementation as a whole, and then specifically how this knowledge was applied to the design and deployment of Oracle Accrual Plans for LANL. Finally, detail on the functionality available in Oracle Accrual Plans will be described, as well as the detailed setups.that were utilized at LANL.

    The purpose of the Special Case Implementation Plan (SCIP) is to establish a comprehensive plan for the efficient long-term management and disposal of defense special case (SC) transuranic (TRU) waste. To fulfill this purpose, a review of SC waste management strategies (at both the site-specific and TRU program levels), waste characteristics and inventories, processing and transportation options, and disposal requirements was made. This review provides a plan for implementing policy decisions and useful information for making those decisions. The SCIP is intended to provide a baseline plant to which alternate plans can be compared. General potential alternatives are provided for future consideration when data concerning facility availability and costs are better defined. Milestones for the SC Implementation Plan are included which summarize each SC waste site. The cost of implementing the SC program has an upper limit of $89 million for the worst case scenario. The actual cost of implementation could be dramatically lower than the worst case figure. 15 refs., 3 figs., 12 tabs.

    The Waste Isolation Division (WID) is committed to providing good stewardship for the capital assets under its operational and physical control. To achieve this goal, the WID has developed the Capital Asset Implementation Plan (CAIP) to continue to implement for FY95 Department of Energy (DOE) Order 4320.2A, Capital Asset Management Process (CAMP). The Order provides policy and elements needed to establish a credible, consistent, auditable, and technically sound process for the DOE to forecast, plan, and budget for capital assets on a functional unit level. The objective of the WIPP CAMP program is to meet the goals of DOE Order 4320.2A in the most effective and efficient manner possible in support of the Waste Isolation Pilot Plant (WIPP) mission. The Handbook will be responsive to the needs expressed by all of the principal government, national laboratory, and private company stakeholders of Gen IV Reactor Systems. The Gen IV Materials Handbook Implementation Plan provided here addresses the purpose, rationale, attributes, and benefits of the Handbook and will detail its content, format, quality assurance, applicability, and access. Structural materials, both metallic and ceramic, for all Gen IV reactor types currently supported by the Department of Energy (DOE) will be included in the Gen IV Materials Handbook. However, initial emphasis will be on materials for the Very High Temperature Reactor (VHTR). Descriptive information (e.g., chemical composition and applicable technical specifications and codes) will be provided for each material along with an extensive presentation of mechanical and physical property data including consideration of temperature, irradiation, environment, etc. effects on properties. Exemption requests will be transmitted to DOE-RL for three of the recommendations. Six of the recommendations are related to future shut down activities of the facility and the corrective actions are not being addressed as part of this plan. The actions for recommendations associated with the safety related part of the 324 Building and operation of the cells and support areas were evaluated using the Unreviewed Safety Question (USQ) process. Major Life Safety Code concerns have been corrected. The status of the recommendations and actions was confirmed during the July 1998 Fire Protection Assessment. BVMC will use this Implementation Plan to bring the 324 Building and its operation into compliance with DOE Order 5480.7A and RLID 5480.7.

The preliminary study bas based, in large part, on observations and analysis of departure processes at Boston, Logan airport. Earthquakes, extreme winds (hurricane and tornado),snow, flooding, volcanic ashfall, and lightning strike are examples of NPH at Hanford. It is the policy of U.S. Department of Energy (DOE) to design, construct and operate DOE facilitiesso that workers, the public and the environment are protected from NPH and other hazards. During 1993 DOE, Richland Operations Office (RL) transmitted DOE Order 5480.28, ``Natural Phenomena Hazards Mitigation,`` to Westinghouse Hanford COmpany (WHC) for compliance. The Order includes rigorous new NPH criteria for the design of new DOE facilities as well as for the evaluation and upgrade of existing DOE facilities. In 1995 DOE issued Order 420.1, ``Facility Safety`` which contains the same NPH requirements and invokes the same applicable standards as Order 5480.28. It will supersede Order 5480.28 when an in-force date for Order 420.1 is established through contract revision. Activities will be planned and accomplished in four phases: Mobilization; Prioritization; Evaluation; and Upgrade. The basis for the graded approach is the designation of facilities/structures into one of five performance categories based upon safety function, mission and cost. This Implementation Plan develops the program for the Prioritization Phase, as well as an overall strategy for the implemention of DOE Order 5480.2B.

    The Rosetta mission is a cornerstone mission of the Horizon 2000 programme of the European Space Agency. It will be launched to comet 46P/Wirtanen in January 2003. This mission is the first of a series of planetary missions, including Mars Express, Smart-I (to the Moon), and BepiColombo (to Mercury). All these missions have similar requirements for their scientific operations. The Experiments H/W and S/W are developed by Principal Investigators, working at scientific institutes. They are also responsible for the operation of their experiments and for the generation of related operational documentation. The Science Operations Centre (SOC) has the task to consolidate the inputs of the different experimenters and the Lander and ensure that the resulting science operations timeline is free of conflicts. It forwards this timeline to the Mission Operations Centre (MOC) which combines the science operations with the operations of the other spacecraft subsystems and the orbit and attitude of the spacecraft. The MOC is also responsible for uplinking the operational command sequences to the spacecraft and for returning the received telemetry to the user. In a collaboration between the team of the Rosetta Project Scientist at the Research and Science Support Department of ESA/ESTEC and the European Space Operations Centre (ESA/ESOC), a concept for the SOC/MOC and their interfaces was developed for the Rosetta mission. This concept is generic enough to allow its implementation also for the other planetary missions. The design phase is now complete, and implementation is on-going. This paper briefly presents the architecture of the complex ground segment, concentrating on the elements required for planning of scientific operations, and then details the software tools EPS (Experiment Planning System) and PTB (Project Test Bed) which are used in the planning process.

    To identify, document, and maintain the Uranium Mill Tailings Remedial Action (UMTRA) Project`s environment, safety, and health (ES&H) regulatory requirements, the US Department of Energy (DOE) UMTRA Project Office tasked the Technical Assistance Contractor (TAC) to develop a regulatory operating envelope for the UMTRA Project. The system selected for managing the UMTRA regulatory operating envelope data bass is based on the Integrated Project Control/Regulatory Compliance System (IPC/RCS) developed by WASTREN, Inc. (WASTREN, 1993). The IPC/RCS is a tool used for identifying regulatory and institutional requirements and indexing them to hardware, personnel, and program systems on a project. The IPC/RCS will be customized for the UMTRA Project surface remedial action and groundwater restoration programs. The purpose of this plan is to establish the process for implementing and maintaining the UMTRA Project`s regulatory operating envelope, which involves identifying all applicable regulatory and institutional requirements and determining compliance status. The plan describes how the Project will identify ES&H regulatory requirements, analyze applicability to the UMTRA Project, and evaluate UMTRA Project compliance status.

    The Savannah River Site (SRS) uses large quantities of groundwater for drinking, processing, and non-contact cooling. Continued industrial and residential growth along with additional agricultural irrigation in areas adjacent to SRS will increase the demand for groundwater. This increasing demand will require a comprehensive management system to ensure the needed quality and quantity of groundwater is available for all users. The Groundwater Protection Program and the Waste Management Program establish the overall framework for protecting this resource. Ground water under SRS is monitored extensively for radiological, hazardous, and water quality constituents. Groundwater quality is known to have been affected at 33 onsite locations, but none of the contaminant plumes have migrated offsite. Onsite and offsite drinking water supplies are monitored to ensure they are not impacted. The site has more than 1800 monitoring wells from which groundwater samples are analyzed for radiological and non-radiological constituents. SRS is complying with all applicable regulations related to groundwater protection, waste treatment, and waste disposal. The existing waste storage facilities are permitted or are being permitted. Existing hazardous- and mixed-waste storage facilities are being included in the site Resource Conservation and Recovery Act (RCRA) Part B Permit. Part B permitting has been initiated for many of the planned hazardous- and mixed-waste treatment and disposal facilities.

    Bolivia ranks second among world producers of tin and antimony, and first in bismuth production. Mineral exports in 1975 were valued at $314.2 million, nearly 60 percent of the value of all exports, and petroleum product exports totalled nearly $157 million, or 30 percent of the total. Tin accounted for 58 percent of the total value of metallic mineral exports. The central government derived about 19 percent of its total tax revenues in 1975 from the mining sector. The mining sector consists of the large, medium, and small mining subsectors, a classification established by the government. Individual operations are referred to as large, medium, or small depending upon the subsector into which they are classified. All large mining enterprises are owned and operated by a government corporation, COMIBOL; the medium and small operations are privately owned. COMIBOL's exports in 1975 were valued at $171.8 million or 70 percent of the total mineral exports; the medium mines accounted for $55.5 million or 23 percent, and the small mines for $17.5 million or 7 percent of the total. The combination of high operating costs, low productivity, inadequate ore reserves, and insufficient risk capital for exploration and development has led to the realization that there is an urgent need to improve the situation for mining in Bolivia. Proposals are being studied to revise the tax code, a program is underway to evaluate selected mineral deposits for possible exploration and development, and programs are under consideration to encourage minerals exploration. A minerals exploration plan is proposed which would offer technical and financial aid to various segments in the minerals field. A program, estimated to cost between $2 million and $2.5 million annually, and to be operated by a new agency in the Ministry of Mining and Metallurgy, is outlined.

Ten federal agencies in collaboration with scientists and managers from US industry, universities, and laboratories have developed the HPCC Program to meet the challenges of advancing computing and associated communications technologies and practices. This plan provides a detailed description of the agencies` HPCC implementation plans for FY 1994 and FY 1995. This Implementation Plan contains three additional sections. Section 3 provides an overview of the HPCC Program definition and organization. Section 4 contains a breakdown of the five major components of the HPCC Program, with an emphasis on the overall directions and milestones planned for each one. Section 5 provides a detailed look at HPCC Program activities within each agency. Although the Department of Education is an official HPCC agency, its current funding and reporting of crosscut activities goes through the Committee on Education and Health Resources, not the HPCC Program.     This document reaffirms the US Department of Energy (DOE) Office of Fossil Energy commitment to implement the National Oil Research Program in a way to maximize assurance of energy security, economic growth, environmental protection, jobs, improved economic competitiveness, and improved US balance of trade. There are two sections and an appendix in this document. Section 1 is background information that guided its formulation and a summary of the Oil Program Implementation Plan. This summary includes mission statements, major program drivers, oil issues and trends, budget issues, customers/stakeholders, technology transfer, measures of program effectiveness, and benefits. Section 2 contains more detailed program descriptions for the eight technical areas and the NIPER infrastructure. The eight technical areas are reservoir characterization; extraction research; exploration, drilling, and risk-based decision management; analysis and planning; technology transfer; field demonstration projects; oil downstream operations; and environmental research. Each description contains an overview of the program, descriptions on main areas, a discussion of stakeholders, impacts, planned budget projections, projected schedules with Gantt charts, and measures of effectiveness. The appendix is a summary of comments from industry on an earlier draft of the plan. Although changes were made in response to the comments, many of the suggestions will be used as guidance for the FY 1997--2001 plan.

    Purpose. A “dose bricks” concept has been used to implement nasopharyngeal carcinoma treatment plan; this method specializes particularly in the case with bell shape nasopharyngeal carcinoma case. Materials and Methods. Five noncoplanar fields were used to accomplish the dose bricks technique treatment plan. These five fields include (a) right superior anterior oblique (RSAO), (b) left superior anterior oblique (LSAO), (c) right anterior oblique (RAO), (d) left anterior oblique (LAO), and (e) superior inferior vertex (SIV). Nondivergence collimator central axis planes were used to create different abutting field edge while normal organs were blocked by multileaf collimators in this technique. Results. The resulting 92% isodose curves encompassed the CTV, while maximum dose was about 115%. Approximately 50% volume of parotid glands obtained 10–15% of total dose and 50% volume of brain obtained less than 20% of total dose. Spinal cord receives only 5% from the scatter dose. Conclusions. Compared with IMRT, the expenditure of planning time and costing, “dose bricks” may after all be accepted as an optional implementation in nasopharyngeal carcinoma conformal treatment plan; furthermore, this method also fits the need of other nonhead and neck lesions if organ sparing and noncoplanar technique can be executed.     This is the first revision of the Quality AssurancePlan/Implementation Plan (QAP/IP) for nuclear facilities managedand operated by the Westinghouse Hanford Company (WHC).Development of the initial IP required review of the WHC qualityassurance program to the requirements of the 10 CFR 830.120, andcompletion of initial baseline assessments against the QAP toverify implementation of the program. Each WHC-managed nuclearfacility provided a stand-alone section to the QAP/IP, describingits mission and life-cycle status. WHC support organizationsalso performed assessments for their lead areas, and providedinputs to a separate stand-alone section with the initialbaseline assessment results. In this first revision, the initialbaseline matrixes for those facilities found to be in compliancewith the QAP have been removed. Tank Waste Remediation System(TWRS) and K Basins have modified their baseline matrixes to showcompletion of action items to date. With the followingexceptions, the WHC-managed nuclear facilities and their supportorganizations were found to have implemented QA programs thatsatisfy the requirements of 10 CFR 830.120. TWRS identifiedImplementation Plan Action Items having to do with: generationand revision of as-built drawings; updating TWRS organizationaland program documents; tracking the condition/age ofmaterials/equipment; and reconstitution of design bases forexisting, active facilities.     This report presents a proposed plan for DOD implementation of software metrics in support of acquisition reform and improved software risk management. The report documents the concluding phase of a one-year task to assess software metrics and to determine how to improve their use in software acquisition, particularly of weapon system software. An earlier effort surveyed the state of development and use of software metrics in industry and defense organizations. This survey found (1) that industry is strongly committed to using software metrics in a corporate-wide approach to gain marketplace advantages, and (2) that defense contractors exhibit a state of evolution in metrics use that is comparable to that of strictly commercial companies, if not more mature. The overall vision of the proposed plan is to establish a department-wide, bottom-to-top corporate approach for collecting and using software metrics to improve analysis and decision-making in software acquisition and risk management. Acquisition reform and the need for improved risk management should provide more specific goals to address under this vision, comparable to industry's goals of marketplace benefits from using software metrics. The plan is framed as eight specific recommendations, including a list of future research and development work that would support their implementation.

    Background Adaptation of high-quality practice guidelines for local use has been advanced as an efficient means to improve acceptability and applicability of evidence-informed care. In a pan-Canadian study, we examined how cancer care groups adapted pre-existing guidelines to their unique context and began implementation planning. Methods Using a mixed-methods, case-study design, five cases were purposefully sampled from self-identified groups and followed as they used a structured method and resources for guideline adaptation. Cases received the ADAPTE Collaboration toolkit, facilitation, methodological and logistical support, resources and assistance as required. Documentary and primary data collection methods captured individual case experience, including monthly summaries of meeting and field notes, email/telephone correspondence, and project records. Site visits, process audits, interviews, and a final evaluation forum with all cases contributed to a comprehensive account of participant experience. Results Study cases took 12 to >24 months to complete guideline adaptation. Although participants appreciated the structure, most found the ADAPTE method complex and lacking practical aspects. They needed assistance establishing individual guideline mandate and infrastructure, articulating health questions, executing search strategies, appraising evidence, and achieving consensus. Facilitation was described as a multi-faceted process, a team effort, and an essential ingredient for guideline adaptation. While front-line care providers implicitly identified implementation issues during adaptation, they identified a need to add an explicit implementation planning component. Conclusions Guideline adaptation is a positive initial step toward evidence-informed care, but adaptation (vs. ‘de novo’ development) did not meet expectations for reducing time or resource commitments.     Since the early years of the manned space program, NASA has developed and used exposure limits called Spacecraft Maximum Allowable Concentrations (SMACs) to help protect astronauts from airborne toxicants. Most of these SMACS are based on an exposure duration of 7 days, since this is the duration of a 'typical' mission. A set of 'contingency SMACs' is also being developed for scenarios involving brief (1-hour or 24- hour) exposures to relatively high levels of airborne toxicants from event-related 'contingency' releases of contaminants. The emergency nature of contingency exposures dictates the use of different criteria for setting exposure limits. The NASA JSC Toxicology Group recently began a program to document the rationales used to set new SMACs and plans to review the older, 7-day SMACs. In cooperation with the National Research Council's Committee on Toxicology, a standard procedure has been developed for researching, setting, and documenting SMAC values.

Standing orders and a protocol were considered and university legal counsel addressed potential liability issues. Volunteers were trained, and the event was promoted through media outlets. This pharmacist-led immunization clinic provided 153 vaccinations; 42 individuals received an influenza vaccination for the first time. Over 30 students and faculty members were involved in the clinic.
