    The purpose of this report is to gather information to use in the development of technical support documentation for the preparation of regulations to control exhaust emissions from heavy duty diesel vehicles in the California Federal Implementation Plan (FIP) areas. This report identifies the State, Federal, and local regulations for reducing oxide of nitrogen (NOx) emissions. The report also identifies the various control strategies for reducing the overall NOx emissions inventory. The control strategies include both technological methods (vehicle emission control systems) as well as the types of strategies related to limiting the activity level of heavy duty diesel vehicles.

    This report describes the design of atmospheric CO{sub 2} concentration measurements that, in combination with other measurements and models, would be used to quantify regionally distributed CO{sub 2} exchanges from California's terrestrial ecosystems and CO{sub 2} emissions from fossil fuel combustion. Using models of net ecosystem CO{sub 2} exchange (NEE), fossil fuel CO{sub 2} emissions, and regional meteorology, we predict CO{sub 2} concentration ''signals'' in the atmosphere. The predictions of NEE exhibit spatial and temporal variations that are controlled by land cover and climate. Fossil fuel CO{sub 2} emissions from metropolitan areas are the strongest localized sources of CO{sub 2} while weaker but spatially extensive fossil emissions are present throughout the Central Valley. We subdivide the CO{sub 2} sources into four components: NEE inside and outside CA, and fossil fuel CO{sub 2} inside and outside CA. Maps of predicted atmospheric CO{sub 2} concentration signals from these four sources largely mirror the instantaneous emissions near strong sources but plumes of CO{sub 2} enriched or depleted air are predicted to advect far from their sources. We then identify a baseline set of observing stations from existing and possible future sites that could be used to characterize in-state and out-of-state ecosystem and fossil fuel contributions to atmospheric CO{sub 2} concentrations. For each of the stations we calculate mean midday concentration signals with standard deviation for each month and source. We also calculate the covariance of the signal due to NEE inside CA with each of the other signals to quantify how much of the signal from NEE inside CA might be readily separable from the other signals. On the basis of these predictions, we identify new observing stations and a measurement protocol that, in combination with existing stations, would provide data to estimate NEE within CA.     The California Tsunami Program is comprised of the California Governor's Office of Emergency Services (CalOES) and the California Geological Survey (CGS) and funded through the National Tsunami Hazard Mitigation Program (NTHMP) and the Federal Emergency Management Agency (FEMA). The program works closely with the 20 coastal counties in California, as well as academic, and industry experts to improve tsunami preparedness and mitigation in shoreline communities. Inundation maps depicting 'worst case' inundation modeled from plausible sources around the Pacific were released in 2009 and have provided a foundation for public evacuation and emergency response planning in California. Experience during recent tsunamis impacting the state (Japan 2011, Chile 2010, Samoa 2009) has brought to light the desire by emergency managers and decision makers for even more detailed information ahead of future tsunamis. A solution to provide enhanced information has been development of 'playbooks' to plan for a variety of expected tsunami scenarios. Elevation 'playbook' lines can be useful for partial tsunami evacuations when enough information about forecast amplitude and arrival times is available to coastal communities and there is sufficient time to make more educated decisions about who to evacuate for a given scenario or actual event. NOAA-issued Tsunami Alert Bulletins received in advance of a distant event will contain an expected wave height (a number) for each given section of coast. Provision of four elevation lines for possible inundation enables planning for different evacuation scenarios based on the above number potentially alleviating the need for an 'all or nothing' decision with regard to evacuation. Additionally an analytical tool called FASTER is being developed to integrate storm, tides, modeling errors, and local tsunami run-up potential with the forecasted tsunami amplitudes in real-time when a tsunami Alert is sent out.     TRUPACT-1, the TRansUranic PACkage Transporter is a packaging designed to transport defense contact handled transuranic (CH-TRU) waste from generating and interim TRU waste storage facilities to the Waste Isolation Pilot Plant (WIPP). Prior to fabrication and procurement of a full fleet, an initial design (TRUPACT-1) will be introduced to the defense TRU waste complex through use in an operational prototype fleet which will consist of Units 1, 2, and 3. In an effort to provide a relatively smooth introduction of the TRUPACT-1, the TRUPACT Technical Team (TTT) has developed the following implementation plan. The plan provides detailed information on user handling opportunities, schedules, equipment, responsibilities, reporting and data collection activities to be performed. The intent of this document is to provide users of the TRUPACT-1 with a guidance document, complete with references, that will allow the smooth introduction of this new transportation system by providing the information necessary for collecting operational, performance and cost data. These data will be used in modeling and full fleet design and procurement activities. In addition, these data will help fine tune procedures in the inspection and maintenance document and the operational document. Additional objectives of this plan are to aid in the establishment of site operational, inspection and maintenance procedures as well as training of site operators and briefing state and local officials.

Technology development focuses upon the tools, software, and procedures used to identify and evaluate energy efficiency technologies and improvements. For facility assessment, FEMP provides metering equipment and trained analysts to federal agencies exhibiting a commitment to improve energy use efficiency. To assist in procurement of energy efficiency measures, FEMP helps federal agencies devise and implement performance contracting and utility demand-side management strategies. Pacific Northwest Laboratory (PNL) supports the FEMP mission of energy systems modernization. Under this charter, the Laboratory and its contractors work with federal facility energy managers to assess and implement energy efficiency improvements at federal facilities nationwide.     Recurring waste management noncompliance problems have spurred a fundamental site-wide process revision to characterize and disposition wastes at the Idaho National Engineering and Environmental Laboratory. The reengineered method, termed Waste Generator Services, will streamline the waste acceptance process and provide waste generators comprehensive waste management services through a single, accountable organization to manage and disposition wastes in a timely, cost-effective, and compliant manner. This report outlines the strategy for implementing Waste Generator Services across the INEEL. It documents the culmination of efforts worked by the LMITCO Environmental Management Compliance Reengineering project team since October 1997. These efforts have included defining problems associated with the INEEL waste management process; identifying commercial best management practices; completing a review of DOE Complex-wide waste management training requirements; and involving others through an Integrated Process Team approach to provide recommendations on process flow, funding/charging mechanisms, and WGS organization. The report defines the work that will be performed by Waste Generator Services, the organization and resources, the waste acceptance process flow, the funding approach, methods for measuring performance, and the implementation schedule and approach. Field deployment will occur first at the Idaho Chemical Processing Plant in June 1998. Beginning in Fiscal Year 1999, Waste Generator Services will be deployed at the other major INEEL facilities in a phased approach, with implementation completed by March 1999.

    Physician Orders for Life-Sustaining Treatment (POLST) is a tool to document and ensure continuity of end-of-life treatment decisions across healthcare settings that became a legal document in California in January 2009. Hospitals were surveyed to evaluate factors associated with uptake of this intervention and whether a grassroots community coalition intervention facilitated dissemination. A mail and telephone survey of all acute care hospitals in California was conducted between August 2011 and January 2012, and community coalition reports of interaction with hospitals and hospital characteristics from the California Office of Statewide Planning and Development and Census ZIP Code Tabulation Areas were analyzed. Of 349 hospitals, 286 (81.9%) responded to the survey. Sixty-five percent of hospitals had a policy about POLST, 87% had available blank POLST forms, 84% had educated staff, and 94% reported handling POLST properly in the emergency department and on admission. In multivariable analyses, hospitals in poor areas and for-profit (vs nonprofit) hospitals were less likely to stock blank POLST forms and to have educated staff, and hospitals with community coalition interaction and in wealthier areas were more likely to handle POLST forms correctly. Although POLST is widely used in California, a significant minority of hospitals remain unprepared 3 years after implementation. Efforts to improve implementation should emphasize dissemination in poorer areas and in for-profit hospitals. PMID:23865958

    The purpose of the Special Case Implementation Plan (SCIP) is to establish a comprehensive plan for the efficient long-term management and disposal of defense special case (SC) transuranic (TRU) waste. To fulfill this purpose, a review of SC waste management strategies (at both the site-specific and TRU program levels), waste characteristics and inventories, processing and transportation options, and disposal requirements was made. This review provides a plan for implementing policy decisions and useful information for making those decisions. The SCIP is intended to provide a baseline plant to which alternate plans can be compared. General potential alternatives are provided for future consideration when data concerning facility availability and costs are better defined. Milestones for the SC Implementation Plan are included which summarize each SC waste site. The cost of implementing the SC program has an upper limit of $89 million for the worst case scenario.     California desperately needs a place to store as much as 5.5 million cubic feet of low-level radioactive waste over the next 30 years. Ward Valley, a barren stretch of the Mojave Desert located some 250 miles east of Los Angeles, was supposed to be that place. Lawsuits filed by opponents, who fear the waste will contaminate the environment, and the intervention of influential politicians such as Sen.     Local land use planning has profound impacts on environmental quality; however, few empirical studies have been conducted to systematically measure local land use plans' environmental assessment quality and to identify the factors influencing it. This paper analyzes the quality of 40 Environmental Impact Reports (EIRs) of local jurisdictions' land use plans in California. A plan evaluation protocol defined by five core components and sixty-three indicators is developed to measure the quality of local land use plans' EIRs. The descriptive results indicate that the local jurisdictions produce relatively good quality on its EIRs, but there is still much room for improvement. There are large variations in the quality of EIRs across local jurisdictions. The regression results further highlight three major factors that can significantly influence local land use plan's EIR quality: number of planners, plan updating ability, and development pressure.

  6. Applying Climate Science to Urban Water Infrastructure Planning in California

    Operators of urban water systems in California routinely develop long-range infrastructure plans to keep the communities they serve informed and to facilitate financing of planned projects. These plans compare baseline water supplies and demands to future projections, and they assess the adequacy of existing infrastructure for delivering water from raw water sources to customer connections under a variety of scenarios. In spite of these planning efforts, urban infrastructure projects are vulnerable to extreme climate and socioeconomic events. This paper examines the challenges facing infrastructure planners seeking to adapt urban water infrastructure to climate change using the current generation of climate predictions. A case study of small urban water systems in Lompoc Valley in California highlights the gap between climate variables available from global climate model predictions and decision parameters used in water infrastructure planning. Solutions are proposed for addressing some of the challenges encountered during climate impact analysis and vulnerability assessment. The paper also highlights outstanding gaps in our understanding of climate change and societal responses which could have profound impacts on urban water use and infrastructure needs.

To achieve this goal, the WID has developed the Capital Asset Implementation Plan (CAIP) to continue to implement for FY95 Department of Energy (DOE) Order 4320.2A, Capital Asset Management Process (CAMP). The Order provides policy and elements needed to establish a credible, consistent, auditable, and technically sound process for the DOE to forecast, plan, and budget for capital assets on a functional unit level. The objective of the WIPP CAMP program is to meet the goals of DOE Order 4320.2A in the most effective and efficient manner possible in support of the Waste Isolation Pilot Plant (WIPP) mission. As a result, this CAIP provides a way to implement the CAMP Program using a graded approach. Continued implementation will be accomplished by improving the existing process, and establishing future goals to promote growth for the CAMP Program. The CAIP is issued annually by the WID with quarterly progress reports submitted to the DOE. This document describes the current-year program staffing, roles, responsibilities, funding, and near-term milestones. In addition, the results of past goals are discussed.

    A Gen IV Materials Handbook is being developed to provide an authoritative single source of highly qualified structural materials information and materials properties data for use in design and analyses of all Generation IV Reactor Systems. The Handbook will be responsive to the needs expressed by all of the principal government, national laboratory, and private company stakeholders of Gen IV Reactor Systems. The Gen IV Materials Handbook Implementation Plan provided here addresses the purpose, rationale, attributes, and benefits of the Handbook and will detail its content, format, quality assurance, applicability, and access. Structural materials, both metallic and ceramic, for all Gen IV reactor types currently supported by the Department of Energy (DOE) will be included in the Gen IV Materials Handbook. However, initial emphasis will be on materials for the Very High Temperature Reactor (VHTR). Descriptive information (e.g., chemical composition and applicable technical specifications and codes) will be provided for each material along with an extensive presentation of mechanical and physical property data including consideration of temperature, irradiation, environment, etc. effects on properties. Access to the Gen IV Materials Handbook will be internet-based with appropriate levels of control. Information and data in the Handbook will be configured to allow search by material classes, specific materials, specific information or property class, specific property, data parameters, and individual data points identified with materials parameters, test conditions, and data source. The FHA identified compliance gaps in six areas and provided 20 recommendations to bring the 324 Building into compliance with DOE Order 5480.7A. Additionally, one observation was provided. To date, four of the recommendations and the one observation have been completed. Actions identified for seven of the recommendations are currently in progress. Exemption requests will be transmitted to DOE-RL for three of the recommendations. Six of the recommendations are related to future shut down activities of the facility and the corrective actions are not being addressed as part of this plan. The actions for recommendations associated with the safety related part of the 324 Building and operation of the cells and support areas were evaluated using the Unreviewed Safety Question (USQ) process. Major Life Safety Code concerns have been corrected. The status of the recommendations and actions was confirmed during the July 1998 Fire Protection Assessment. BVMC will use this Implementation Plan to bring the 324 Building and its operation into compliance with DOE Order 5480.7A and RLID 5480.7.

Earthquakes, extreme winds (hurricane and tornado),snow, flooding, volcanic ashfall, and lightning strike are examples of NPH at Hanford. It is the policy of U.S. Department of Energy (DOE) to design, construct and operate DOE facilitiesso that workers, the public and the environment are protected from NPH and other hazards. During 1993 DOE, Richland Operations Office (RL) transmitted DOE Order 5480.28, ``Natural Phenomena Hazards Mitigation,`` to Westinghouse Hanford COmpany (WHC) for compliance. The Order includes rigorous new NPH criteria for the design of new DOE facilities as well as for the evaluation and upgrade of existing DOE facilities. In 1995 DOE issued Order 420.1, ``Facility Safety`` which contains the same NPH requirements and invokes the same applicable standards as Order 5480.28. It will supersede Order 5480.28 when an in-force date for Order 420.1 is established through contract revision. Activities will be planned and accomplished in four phases: Mobilization; Prioritization; Evaluation; and Upgrade. The basis for the graded approach is the designation of facilities/structures into one of five performance categories based upon safety function, mission and cost.   2. Identifying Key Vulnerabilities in Current Management of California Central Valley for the California Water Plan

    The California Department of Water Resources (DWR), for its 2013 Update of the California Water Plan (CWP), is building new analytic capabilities for developing and evaluating regional and state-wide water management strategies. These strategies are intended to address growing and diverse water needs coupled with uncertain future hydrologic conditions and available supplies. Recognizing the significant uncertainty about future water management conditions, DWR is utilizing new robust decision methods to identify robust and adaptive water management strategies. This talk will describe a recently completed application of Robust Decision Making (RDM) for long-term water planning as part of the 2013 CWP Update. This analysis utilizes a new hydrologic / water management model of the Sacramento River, San Joaquin River, and Tulare hydrologic regions, running the model under hundreds of potential futures. These futures consider potential variation in demographic growth, land-use patterns, drought length and timing, and other climate factors from projections generated by downscaled global circulation models. Cluster-finding "scenario discovery" algorithms, applied to the resulting database of simulation model results, identify the key characteristics of future conditions where current management fails to meet a wide range of policy objectives. These "vulnerabilities" provide the foundation for developing more robust and adaptive response packages and the considering tradeoffs between such response packages. This analysis will provide guidance for considering response packages to meet the challenges posed by future conditions in the California Central Valley and provides a widely applicable new approach for making water management plans more cognizant and responsive to a wide range of uncertainties.

  3. Science operations planning and implementation for Rosetta

    The Rosetta mission is a cornerstone mission of the Horizon 2000 programme of the European Space Agency. It will be launched to comet 46P/Wirtanen in January 2003. This mission is the first of a series of planetary missions, including Mars Express, Smart-I (to the Moon), and BepiColombo (to Mercury). All these missions have similar requirements for their scientific operations. The Experiments H/W and S/W are developed by Principal Investigators, working at scientific institutes. They are also responsible for the operation of their experiments and for the generation of related operational documentation. The Science Operations Centre (SOC) has the task to consolidate the inputs of the different experimenters and the Lander and ensure that the resulting science operations timeline is free of conflicts. It forwards this timeline to the Mission Operations Centre (MOC) which combines the science operations with the operations of the other spacecraft subsystems and the orbit and attitude of the spacecraft. The MOC is also responsible for uplinking the operational command sequences to the spacecraft and for returning the received telemetry to the user. In a collaboration between the team of the Rosetta Project Scientist at the Research and Science Support Department of ESA/ESTEC and the European Space Operations Centre (ESA/ESOC), a concept for the SOC/MOC and their interfaces was developed for the Rosetta mission. This concept is generic enough to allow its implementation also for the other planetary missions. The design phase is now complete, and implementation is on-going. This paper briefly presents the architecture of the complex ground segment, concentrating on the elements required for planning of scientific operations, and then details the software tools EPS (Experiment Planning System) and PTB (Project Test Bed) which are used in the planning process.

  4. 327 Building fire hazards analysis implementation plan

    In March 1998, the 327 Building Fire Hazards Analysis (FRA) (Reference 1) was approved by the US Department of Energy, Richland Operations Office (DOE-RL) for implementation by B and W Hanford Company (B and WHC). The purpose of the FHA was to identify gaps in compliance with DOE Order 5480.7A (Reference 2) and Richland Operations Office Implementation Directive (RLID) 5480.7 (Reference 3), especially in regard to loss limitation. The FHA identified compliance gaps in five areas and provided nine recommendations (11 items) to bring the 327 Building into compliance. To date, actions for five of the 11 items have been completed. Exemption requests will be transmitted to DOE-RL for two of the items. Corrective actions have been identified for the remaining four items. The completed actions address combustible loading requirements associated with the operation of the cells and support areas. The status of the recommendations and actions was confirmed during the July 1998 Fire Protection Assessment. B and WHC will use this Implementation Plan to bring the 327 Building and its operation into compliance with DOE Order 5480.7A and RLID 5480.7.

A status is provided for each recommendation in this document. The actions for recommendations associated with the safety related part of the 324 Building and operation of the cells and support areas were evaluated using the Unreviewed Safety Question (USQ) process BWHC will use this Implementation Plan to bring the 324 Building and its operation into compliance with DOE Order 5480 7A and RLID 5480.7.

    Following Governor Schwarzenegger's Executive Order (S-03-05) of 2005, numerous researchers have been engaged in an ongoing assessment effort to support the state's mitigation and adaptation efforts. Under the sponsorship and coordination of the California Energy Commission's Public Interest Energy Research (PIER) Program, a wide range of climate change impacts and adaptation studies are being conducted and summarized on a biannual basis to assess the latest climate change science, potential impacts on critical sectors, and the state's efforts to manage its climate change risks. In the past, adaptation needs assessments in the state have primarily used a hazards-based (i.e., climate scenario-driven, top-down) approach, while vulnerability-based, bottom-up studies are only now emerging. They are increasingly viewed as complementary and necessary to adequately inform adaptation strategies. This paper briefly highlights this assessment history and then focuses on the planning efforts currently underway to prepare California's first state-wide adaptation plan. As the science and policy/management evolve in tandem, this paper will suggest future policy- or use-inspired research areas, and offer recommendations on how to improve interaction between researchers and practitioners at the science-policy interface, in order to build the state's decision support capacity in the face of a rapidly changing climate.

    In late 2015, California passed the End of Life Option Act (AB 15), which allows residents at the terminal stage of an illness to request a prescription for medications meant to hasten death. As California seeks to implement the law in June 2016, findings from other states that practice aid in dying (AID) may guide implementation. This policy brief provides an overview of the use of AID, outlines outstanding questions about practice and ethics, and recommends steps for improving California's implementation of AB 15. Specifically, the implementation of AB 15 would be improved by adjusting surveillance data-collection requirements and encouraging additional research investment, using the legalization of AID to improve knowledge of and practices for end-of-life care generally, and creating ongoing educational opportunities for providers and the general public.     To identify, document, and maintain the Uranium Mill Tailings Remedial Action (UMTRA) Project`s environment, safety, and health (ES&H) regulatory requirements, the US Department of Energy (DOE) UMTRA Project Office tasked the Technical Assistance Contractor (TAC) to develop a regulatory operating envelope for the UMTRA Project. The system selected for managing the UMTRA regulatory operating envelope data bass is based on the Integrated Project Control/Regulatory Compliance System (IPC/RCS) developed by WASTREN, Inc. (WASTREN, 1993). The IPC/RCS is a tool used for identifying regulatory and institutional requirements and indexing them to hardware, personnel, and program systems on a project. The IPC/RCS will be customized for the UMTRA Project surface remedial action and groundwater restoration programs. The purpose of this plan is to establish the process for implementing and maintaining the UMTRA Project`s regulatory operating envelope, which involves identifying all applicable regulatory and institutional requirements and determining compliance status.
